Good job. >> While they're having their photo taken, I'll tell y'all a little bit more about them. So, John loves gym and art. He likes swinging and riding his bike. Um, well, his teacher says that John is a natural

003leader in the classroom, always showing kindness and welcoming others with a smile. He sets a positive example each day by helping his classmates, including others in play, and treating everyone with respect. His friendly spirit makes our classroom a warm and joyful place to learn. And Meline Caesar said that um, Meline is a gentle, quiet leader whose kindness shines in everything she does. She is a friend to all, treating others with care and respect, and her calm presence makes our classroom a better place. She works hard every single day. And Miss Hoffman had um these remarks to say about her Love Memorial students. These lovely and lively first grade love memorial cardinals bring giggles and smiles to school each day. So, audience, if you will indulge us for a little bit. Tonight is our reorganization of our school board. Um, we are set to seek nominations and elect our

006board officers for the next calendar year. Now is the the time that we will um elect officers in the following order. Chair then vice chair. Nominations are now open for the chairperson of the Lincoln County Board of Education. Seconds are not necessary for a nomination. Are there any nominations for chair? I'd >> like to nominate Miss Christina Sutton. All right. Miss Christina Sutton has been nominated as chair person. Miss Sutton, do you accept the nomination? >> I do. >> Okay. Are there any further nominations? Just making sure. All right. If there are no further nominations, then I am now closing the nominations. Uh, Miss Christina Sutton has been nominated um for chairperson of the Lincoln County Board of Education. You will be voting by raising your hand. So, all in favor of Christina as chair,

007please signify by raising your hand. All right, it is unanimous decision. Congratulations, Miss Sutton. You will be sworn in here momentarily or reworn in. So now is the time for um our nominations for the office of vice chair. Nominations are now open for vice chair linking county board of education. Seconds are not necessary for a nomination. Are there any nominations for vice chair? >> I nominate Christa Heer. >> All right. Christa Heavner has been nominated as vice chair. Miss Heavner, do you accept this nomination? Okay. At this time, we will have the esteemed Mayor Ed Hadley to help us with our swearing in ceremony. And so, Mr. Hatley's going to come to the podium, and we'll start with Miss Sutton as she is sworn in as the chair of the Lincoln County Board of Ed. Okay, Christina, if you will repeat after me, please. I state your name. I, Christina Sutton, >> do solemnly swear >> do solemnly affirm >> that I will support and defend >> the Constitution and laws >> of the United States >> and the Constitution and laws >> of North Carolina >> and that I will faithfully >> discharge my duties >> as chair

009of the Lincoln County Board of Education as chair of the Lincoln County Education. >> To the best of my ability. your right hand. >> I state your name. 010at this time, Miss Mattney will pass out the code of ethics um that we need all of you to once again sign on a yearly basis. The code of ethics has not changed since the last time you signed it, but we still need this annual opportunity to remind you of your ethics as a board member. >> Now, I'll go ahead for our audience that is watching at home and listening here in the audience. Um what we sign every year basically has five points to it. Uh the first is that um the following standards will guide each board member in the performance of his or her official duties. The need to obey all applicable state and federal laws regarding official actions taken as board member. The need to uphold the integrity and independence of the board

011members office. The need to avoid impropriety in the exercise of the board's board members official duties. The need to perform faithfully the duties of the office. and the need to conduct the affairs of the board in an open and public manner, complying with all applicable laws governing opening meetings and public records. So, I will go ahead and turn it over to Dr. Allen for our superintendent updates andformational items. >> All right. Thanks, Madam Chair. A couple things for our community to be aware of. Um, next week is our high school exam week. Monday through Thursday, um our high schoolers will take their state made state test and teacher made test with Friday being the makeup day for all exams. Middle school and elementary school will have school as normal and then we are off to

012winter break from uh December 22nd all the way through January the 6th for our students for the first day of second semester being on Wednesday, January the 7th. I had an opportunity this week to celebrate um a lot of a lot of people being in a room to work on our next strategic plan, our 2026 to 2031 strategic plan work. We were in our sixth uh work session to get uh get the work done. Um this group this time evaluated and analyzed the commentary that came from over 150 community members that gave their input into what they wanted Lincoln County Schools to focus on in the next five years. Um it was good work and we uh definitely are making progress with our next meeting upcoming on January the 12th. As evidenced tonight board, you

013have a lot of people here tonight. We had a very um healthy fall season. Was very uh with a lot of accolades for our arts and our sports programs and we'll cover some of those tonight. U want to celebrate the opportunity too that next month in January we will begin um something a first for our board um at least in all of our collective memories. We will have student representatives joining our board of education uh one from each of our high schools um including Asbury. They will join us in January um at the work sessions to help with uh getting information, getting feedback, listening to student voice on things that impact um each of our students in their feeder zones. Uh this is a new endeavor for us and we look forward to the outcomes

014of our students uh representing our uh our five high school u in Lincoln County. We also want to celebrate the fact that we collected over 50,000 cans as a school system for Christian Ministries of Lincoln County and that was collected and um distributed to Christian Ministries right before Thanksgiving break. We also want to celebrate the Lincoln County Education Foundation had a fantastic uh turnout for our uh for their fundraiser uh the 50/50 and want to celebrate Lauren Typton was the uh was the winning ticket and she collected a lot of money. Um, I won't divulge all that. If you want to know, look at Facebook. And then finally, today, um, I had a chance to drive to Pinehurst this morning early in the dark and had an opportunity to be there for one of our

015own to receive a recognition. I want to celebrate Kelly Witro, our principal at Battleground. She was officially named today the North Carolina nominee for the National Elementary um, educational school p principal award. she will go in into the the pool compete against 50 other folks to be um potentially the best elementary principal in the nation. And so she was officially ma named that today um at a gathering from the um in North Carolina principal and assistant principal association meeting in Pinehurst. Congratulations Miss Wro. That's all of it. >> Thank you very much. So board members, it's time for our special recognition. So if you'll join me out front of the dis Our first set of recognitions tonight is for the superintendent Christmas card contest of which every year all students in grades kindergarten through 12

016are asked to participate. And we had a great number of participants this year. And we have a winner in four different categories. Kindergarten through 2 grade, third through fifth grade, middle school, and high school. And so we will call you up to come and get a framed print of your artwork and a gift certificate and to shake the hands of the board and then we will take a picture of you with your art right in front of the board. So we would like to congratulate our K2 winner from Pumpkin Center Primary School, McKenna Sigman. Our 35 winner from Union Elementary School, Faith Hy. Our middle school winner from North Lincoln Middle School, Aubrey Cra. And our high school winner from East Lincoln High School, Joie Andler. And I will say that their Christmas um drawings

017will go to every superintendent in the state of North Carolina. Our next recognitions are the >> Sorry to interrupt. Just just for all the g uh kiddos to realize that Miss Clancy has taken your artwork and made it into one big Christmas card for Lincoln County Schools and that's been sent out tomorrow to everybody in the state, all 115 school systems, all the elected officials, government offices. So, you represent us statewide and so it's really really cool to see um your kid your kiddos's artwork uh represent Lincoln County. >> Our next recognition is the we are Lincoln recognition and this celebrates outstanding examples of teamwork, coaching, and collaboration across our district. Every month we have two schools to submit names of staff members, students, anybody in their stakeholder group who they would like to recognize.

018And this month we have Iron Station and Love Memorial that we are recognizing. So we're going to start with Love Memorial. And I would like to ask Elizabeth Schuford, Jaden Parks, Sarah Burgess, and Amanda Allen to come forward. And while they're coming forward, I will tell you what Miss Hoffman had to say. She wanted to recognize them for teamwork and culture. They are a part of the school's lighthouse team and they demonstrate leader leadership through consistent hard work, dedication and true teamwork. They step up to plan events that advance the leader and me paradigms support students and colleagues inspire inspire forward movement on all things leader and me. Each of these members contributes her strengths and together they accomplish what no one could do alone. True synergy. They all serve as coaches for the academic

019leadership and culture teams in the school. Their steady effort and collaboration make a clear positive difference in the school community without needing or requiring a spotlight to prove it. From wildly important goals to real synergy, having these leaders on Love Memorial's team is a definite win-win. And next is Iron Station. And I would like to ask Miss Hannah Maguire to come forward. Hannah is the music teacher at Iron Station Elementary and she is being recognized for student focused collaboration. She has outstanding leadership skills, creativity, and commitment to all students and staff. It is only her second year teaching. She has expanded and elevated the music program by successfully directing last year's production of The Lion King and currently leading this year's Frozen Junior musical, bringing together students and staff across all grade levels and departments.

020She has worked with students to prepare meaningful performances for the Veterans Day programs, ensuring every student had a role. In addition, she supports students preparing for and performing in all county chorus, providing individual guidance to foster their confidence and growth. Miss Maguire is intentional intentional about making music education accessible and engaging for all students, and she consistently collaborates with colleagues to align performances and opportunities with schoolwide goals. Her dedication, positivity, and teamwork truly embody the spirit of We Are Lincoln and make her an invaluable member of the Iron Station family. All right. Like Dr. Allen said, we had an incredible fall season for our athletic programs. We have a ton here. And I know that some of the the individual players have basketball games and other sports that are going on and can't and couldn't

021make it uh today, but I'm still going to read about them. So, first of all, I'd like to um start out with East Lincoln and bring up uh Jackson Dollar, Caleb Lawer, and Grant Lawless. I think they all play basketball and they're playing tonight. Yeah, they are. Okay. So, what I'm going to do is we'll give that just put that on on the back side here. But, um I'm gonna read about them. Jackson Dollar, he was the um Western Foothills Athletic Conference 4A 5A uh most valuable player. He had uh 54 catches, 1,00 for 1,190 yards and 20 touchdowns. He also played defense um and had 38 tackles, 13 tackles for a loss, and five sacks. He's only a junior and he has 30 division one offers. Uh so he's going to have a fun

022decision next year on where he decides to go play football. And I'm hoping it's the University of South Carolina, but who knows? Uh but that being said, that's my hope. Yes. But uh good job for for Jackson. OP scores a lot of points tonight in in the basketball game. Uh Caleb Laughler, he was the 4A 5A defensive player of the year. Had 89 total tackles, 22 and a half tackles for loss and 12 and a half sacks. Uh so a great job there for uh Caleb. And then Grant Lawless was the Western Foothills Athletic Conference 4A 5A offensive player of the year. He threw for 2,876 yards, 33 touchdowns with only four interceptions, which that's that's incredible. Uh he also ran for another 12 touchdowns. He's the team captain and will be leaving soon to

023go uh start his career at Wake Forest University to play football. So, congratul congratulations to those three players. Now, I'd like to uh welcome women's East Ling's women's golf team. Yes. So, I know the coach would be here tonight, but he's also the head um basketball coach at East Lingan. They have a game tonight, so he was able to come. Thank you um Dr. Mlan for showing up and representing East Lincoln High School. So, East Lingan High School girls golf team won the Western Foothills Conference Championship for the second year in a row. Uh every member of the team made the allconerence team. They the team finished first place in every conference match. Freshman Kennedy Gallentine was conference player of the year where she shot um an underpar score for the season. That's incredible. Um,

024East Lincoln finished first in the 5A Western Regional Tournament, uh, where Kennedy also finished first individually. And in the 5A state championship, East Ling finished second as a team where Kennedy also was the 5A 5A state individual champion by seven strokes. Uh, congratulations to the team and Kennedy. Now, the Eastling and women's tennis team. Now, I know I talked to Coach M. There's a lot of them playing sports tonight. Okay, we got two. There we go. Good. While they're getting their certificate, you just give them all to coach. I'll go ahead and read their accomplishments. Thank you. So, the team finished 20 and two, winning the conference, the region, and the state tennis tournament, winning the first state title for East Lincoln High School. The team had over 80% winning percentage wins in all matches

025played and they were incredible individual accomplishments by Carson Sink who won the Western Regional Tournament with Sydney Dayne coming in second. Then Cindy Dayne won the individual state championship with Carson Sink coming in second. So they what what I'm saying is they battled each other for the state championship one and two. So congratulations to both of them. Carson Sink was also named conference player of the year while coach uh ML was named conference coach of the year. So congratulations to to your whole team and in a great season especially win the state championship for the first time. Now, I'd like to welcome up East Lincoln men's soccer team. Don't be bashful. Oh, yeah. The two 2025 Mustang soccer team made a historical run where they went to compete for the 5A state title. This will

026be the only second time in school history for the men's soccer team to compete in the state championship title. The team ended up finishing with a record of 21 wins, five losses, one tie, and tied for second in the 4A 5A Western Foothills Athletic Conference. They also advanced to win the 5A Western Regional Championship and came in second in the uh state championship. They had a total of 100 goals, having 80 assists and only allowing 27 goals. This great season led us to be ranked 2000 uh excuse me 201 in the nation, number 25 in North Carolina, second in class 5A and 12 in the Charlotte region. Congratulations for the great season at East Ling and soccer team. And while while she takes your picture, I got still got two more recognitions individuals. Unel Suentes

027Rodriguez. He joined the uh Mustang soccer team his junior year and since joining he has he has left a lasting impression that added to all of what this program has accomplished. His involvement with the team and being a mentor to the younger players has him being one of the most respected players on the team which led to him to be his captain in the senior year. Finally, this year he was recognized as being the 4A 5A Western Foothills allconerence defensive player of the year. He was all region, all state was he also scored five goals and and had 11 assists and that's on defense. So that's that's a great job. We're truly proud of all of his accomplishments during the two years at East Lingan High School. Congratulations, Yunel. And then Carter King represents what

028truly means to be a student athlete at East Lincoln High School. He presented the Mustangs on the field as well as off the field. On the field, he was a part of the men's soccer team for four years. During those four years on varsity, he scored a total of 69 goals and had 32 assist. His senior year, he scored 32 goals and 14 assist. He was recognized as the 2025 4A 5A Western Foothills Offensive Player of the Year. He's also all conference, all region, and had all state honors. He is also a two-year team captain because of the leadership on the field and off the field. He has a 4.73 GPA and is ranked fifth out of 266 in this class right now. So, maybe you maybe you go up. Hopefully, you don't go down.

029We truly are are proud of Carter's accomplishments during his four years as a East Lincoln Mustang soccer player. Congratulations again, Carter. There you go. I'd like to call up uh Lincoln High School football team. We are shot. This was a memorable season for Lincolnington football. In a new conference, Lincoln had a 7-1 record to become the 2A3 through 3A 4A Southern Piedmont Conference Champions. This is the second year in a row. Lincoln Lington has won the conference championship. This season ended with 11 and3 overall record and regional runnerup in the playoffs. Y'all want to come and get centered? We'll take your picture. >> Yeah. >> And as she's taking pictures, I got two more recognitions, but we'll get the picture first. I need everybody to smile. There we go. All right. Jathan Mayfield. He was

030the conference defensive player of the year. He had 152 total tackles, 26 tackles for a loss, six sacks, six for fumbles, one fumble recovery, one block field goal, and one block punt. He also has a 4.0 GPA and a uh he has 35 division one offers. Um this is his second year in a row being named defensive player of the year. And Jathan, I also saw you run the football a lot, too, but I don't have those stats, but um you did pretty good job doing that as well. Um, also coach Angel was football conference coach of the year and this is his second year in a row being uh coach of the year in the conference. So congratulations to both the football team, Jilleathan and Coach Angel. Now I'd like to call out Lingington's

031soccer team. First of all, I'd like to recognize Jake Tweed. He was given the Southern Piedmont 1A, 2A, 3A Conference Defensive Player of the Year award. Throughout the season, Jake was an integral part of the team success. Defensive players don't always end up on the stat sheet. So, this is an award given to someone the conference actually can see making a difference during the games he played. He was also named to the 2025 all state team. We're so proud of Jake and all of his accomplishments. Good job, Jake. Luis Salas to Torres. He was given the 1A, 2A, 3A conference um Southern Pedmont offensive player of the year of the year award. He finished the season with 33 goals, 13 assist, and throughout 25 total games this season. He was a driving force in our

032midfield success this season. He was also named to the all region team. And we are proud of Luis for all of his accomplishments. I'd also like to recognize uh Kendall Cordova Melandro Sodto, Justin Blanco TZ. They were also named to the all region team. Uh so congratulations to them as well. Okay. And then one last one. Uh Coach Trent Teague was given the North Carolina Soccer as a coach association region 12 assistant coach of the year award. Congratulations to you as well. All right, y'all. Yeah, all of you. No, no, it's everybody. Okay, now for um North men's North Lincoln men's cross country team. Come on up. There you go. Look at all these. Okay. The North Lincoln High School men's cross country team were the 4A 5A Western Foothills Athletic Conference Champions and the

0335A Western Regional Champions. Uh Eli Rush was named conference runner of the year and he's all region. Caleb Trotder was all conference, all region. Oliver St. Jean, all conference, all region. Uh, and congratulations to all the North Lincoln High School cross country team as well as uh, Coach Castro was named uh, coach of the year in the conference. I was going to say this the last, but I'm going to go ahead and say it. He was also named the Norcon High School Athletic Association state coach of the year in cross country. So, congratulate. That's for boys and and and the women that are about to come up as well. All right, if y'all all y'all guys come over here, we're going to attempt to take this picture. Coach Castro, you can stay up here. Coach.

034Yeah. Uh, it's a North Lincoln High School women's cross country team. Okay. The North North Lincoln High School women's cross country team. They were the 4A 5A Western Foothills Athletic Conference Champions, the Western Regional Champions, and the sixth time 5A state champions. That is a state record and I'll read a little bit more about that uh later. But I want to recognize some individuals here as well. Uh Olivia Ferrero, she was a 5A state champion, conference run of the year. She's heading to Furman University, right? Furman University on a track and a cross country scholarship. So congratulations on that feat, especially especially if it's for free for four years. Uh, also like to uh I'm might mess this up. Ellen Yuri, that was close. Uh, she came in third the state meet and she was

035also all state honors. Ella Meyers came eighth. Came in eighth. Uh, also was all state but she also was the sportsmanship award. Bella Jorski second in the state all state honors. Kate Evanuk, sixth in the state, also all state honors. Finley Evans, seventh in the state and all state honors. So, congratulations to all you young ladies on all state is incredible. So, for y'all to make that, that's a that's just an incredible feat. Now, what I was going to read about, they broke the all-time scoring record in the state meet history for both girls or boys, all classifications. The state meet has existed since 1956 when Mr. Jenkins was born. Um so uh that that's 69 years. Um this was the sixth straight championship for the girls program. And our our senior Olivia, she's never

036lost a lost a team state title. So that's incredible as well. So this is like probably one of the greatest teams of all time in the state of North Carolina. So So really congratulations. So So if y'all would come up here, we'll we'll take your picture. Congratulations. So, I don't know if these last three will be here, but uh Quinland Avery, Ava Ward, and Kaylee Ward. I want to say they all play basketball. Yeah. Okay. So, just real quick, um Quinnland was the team captain, uh and she was named to the all region team. She had 44 aces as in serving, 190 kills, seven assists, and 235 digs. And she's a senior. Ava and Kayla are both juniors. Ava um had 40 serving aces, 121 kills, 57 digs, and 27 uh blocks. And then Kaylee

037Ward, um her stats for the season, 51 serving aces, 563 serve receptions. Got to be some kind of record. Uh and but she did break the West Lincoln record in digs. She had 436 total digs, which that that'll give you back problems when you do that. So, um just great great job for those three young ladies. And I wish they could all be here, but they play more than one sport. So, congratulations to everybody tonight. That was probably the most I've ever had to do in the five years I've done this. So, so yeah, congratulations to me. Board members, we do not have anyone signed up to appear before the board per board protocol. We do have a need for a close session. So, um, we need a motion for the board to enter into

038close session pursuant to NC General Statute 143-318.11A1 to discuss matters that are confidential under law, including personnel and student matters and NC General statute 143-318.11 A3 to discuss matters protected by attorney client privilege. I will entertain a motion at this time. I have a motion by Miss Heer. Is there a second? Second by Miss Wyatt. Any further discussion? All those in favor signify by saying I. Those opposed. Motion is carried. We are now in close session. We are now back in open session. No action was taken. Board members, if you will look at your action items. Uh we have 13.1 is our high school registration curriculum guide for the 2026 2027 school year. We um discussed this at last week's work session. So at this time I will entertain a motion to approve the high

039school registration curriculum guide for 2627 school year as presented. >> I have a motion by Miss Heer. Is there a second? >> Second by Mr. Jenkins. Any further discussion? All those in favor signify by saying I. >> Those opposed. Motion is carried. I will um turn this over to Dr. Allen to give us a little bit more information about our legislative priorities for 2026. >> Thank you, Madam Chair. So board in your um on your attachment in your packet you have um our legislative priorities that we talked about and then I have asked Linda to put a red asterric beside the things that match up with um the state board's strategic plan and legislative priorities that they've created for this calendar year um or excuse me for last calendar year. They're still in the works

040of creating their priorities right now from DPI's perspective. But then the blue asterk does align with North Carolina Association of School Administrators legislative priority proposals as well. And so I wanted you to see kind of the alignment that we have with both of our governing um kind of bodies up in Raleigh. But I also want to ask your permission um in the vein of of opportunity for Miss Ryan and Mr. Alexander to represent us with potential pilots and potential items of of concern. I was considering wanting to add a 4A as a pilot program. This came late from Miss Edy and myself after I attended an attendance uh seminar and um potentially we'll ask Heather and Ted in the short session to see if there's any potential to run a pilot program to see how

041we can utilize our social workers differently to to influence high yield attendance strategies for a two-year period of time. And so you can see the ask there and we can talk more about that at at the legislative breakfast in January. And then letter H um is one that got a lot of attention at my winter superintendent meeting uh last week and that is about the um interaction with the center for safer schools and it's under the umbrella of the SBI now and how that influences um communication and opportunities with the school systems and DPI. So, as you can see, I've I've I'm I'm advocating that that they advocate for stronger supervision, accountability, and cross agency collaboration with that center. >> Thank you for the additional information. Um, at this time, I will entertain a motion

042to approve the 2026 legislative priorities for Lincoln County Schools as presented. >> So, moved. >> I have a motion by Miss Wyatt. Is there a second? Second by Miss Heer. Any further discussion? >> Just like to say the additions I think are excellent uh to be added especially for Lincoln County Schools and the pilot program. >> Agreed. Agreed. >> Well, at this time, all those in favor signify by saying I. >> I. Those opposed. Motion is carried. So, the administrative staff uh reviewed a recommendation to transition the district's wide area network from AT&T to Spectrum at our work session. Um, this change is based on the cost, improved reliability, and guaranteed 4hour outage response and a 10 times network speed increase, which we all would appreciate. Um, so at this time, I will entertain a

043motion to approve Spectrum Business as the district-wide network provider.
