001second second all those in favor say I I motion passes next agenda item is a call to the audience is there any uh comments or anything like that Okie do um and then the next agenda item is the discussion on policies that we've been going over from the last notes we reviewed the process for working on policies we worked on jih in the interview section um we were looking at specific things like school officials May question students regarding matters incident to school without limitation and word smithing different statements and then uh homework was to finish up jih in uh with comments and stuff and then start looking at jii and then U that's it so that's where we're at we have this meeting today and then the 16th before the end of the quarter where

002do we want to start first stop at or start at the first comment is like assuming that the first comments also full disclosure I did not do the homework so I will not be of great help so um J jih edits I see Adriana on here like a bunch of times you sure you didn't do the comment this is these oh those are all the older stuff um I did have homework though and I did do that um most of the the aps were asked like um how are you require like sharing with kids like when you'll talk to their parents and when you won't um and it's basically Baseline everybody is doing to like if you're going to hurt yourself or somebody's um hurting you but the one thing that was missing from them

003was some people um don't say like if you have a plan to hurt others and then there was also some people say the additional like and if you give me permission to share so nothing is like there's no like formal verbage that any one group is using so I don't know if you want us to formalize that but you mean like a people are doing it like a script yeah like I didn't I already we wanted to put in here something that was like you now need to like identify these three things for them um because it's happening in practice but it's definitely not like procedurally expected are you you setting up I don't know what you guys want to do that so the question is do we want to have something more formalized or

004keep it informal basically anybody like to like put it in context when we did the students rights we listed like here are the three rights that you will always you have a right to not follow the rules I do we want something like here are the three times that your rights would be violated in terms of your privacy do we want that in here my vote is personally yes I would like it to say somewhere Hey kid this could happen like I you know um but I'm I'm Indi I just have a question um I I always am curious about um the um the a solution in search of a problem is this something that is like a problem like where a script would be something that would be needed I would say knowing that

005this is a script like a script or a three prong that I use with kids I very rarely have problems with kids being they like they buy into it they understand I do think it's problematic as an administrator even as a teacher when kids tell you really you guys this too like when they tell you very sensitive information and then you tell them oh I'm going to go tell your parents they're like oh I got to call the cops about this that it blows up horribly but if you like like hey this is what I'm gonna do though if you tell me this I feel like n out of 10 I'll be like I don't care anymore at this point I got to tell you so I don't think it's a what am I trying

006to I guess I'm I'm wondering if it should be if it's like a should should it be just a practice like the way it is now or because my assumption is and there are people that can be very legi litigious you know like Miranda rights type things where somebody could say well you know you didn't read this exactly how it was or you didn't advise me of this and I mean I'm not saying it would happen but there's always some person out there that is eager to do something like that and I would hate for someone who's in that position cuz would assume it wouldn't just be for an AP it would be for anybody that would be here like it could be a teacher any mandatory reporter would have to I I would see

007this as something that they would need to be trained on I think that it could be easily solved by maybe not having a script and just having it like say that that people will that whoever's they'll advise students that they're M that they are mandatory reporters and that these are the situations in which mandatory reporting can be yeah I don't I don't think that there should be like an exhibit for like pull it out make sure you sa I don't think it should be Miranda rights but that that would suffice for what I'm trying to get at I think technically there is no official script for Miranda rights anyway so it doesn't yeah it doesn't have to be a script or anything I would just say as long as the advisement occurs and they understand

008basically if you tell me this list of 10 things I'm calling the police or DCS or whatever it may be oh I emils everywhere how do we add pages like page numbers to this page oh wait I see a page number never mind okay so then I'm just gonna put just for the sake of moving on I'm just gonna put like a add this here and where are you at what page page one oh I see it do we have mandatory reporting training I know we got the training module thing does that include that too I'm not sure if it's included pretty sure it is I just hav C only two I'm on child find okay are we ready to move on to the next thing yes I no I think this is a I'm

009G to skip this next comment because we need the next parents are wanting to question their child I don't remember why we said that this is home work for me but I did bring the media release form that was I think maybe you wanted to see it could that be why I brought I just know I just knew I was supposed to bring this to the meeting today um sure so when so when an officer comes and they ask to speak to a kid our practices you go into their C file you find that form we call it a media release but I know it's more than that and that top part if the parent says that you can share directory information then we like print out a profile sheet and we provide information to

010the police officer if it says that you can't share directory information um we go back to the police and say like we can't provide any information for you however we're willing to call the family to help help you with this the only time that's when the police approach us about something we were unaware of when we call the police um we still check that and then we like if it's directory information is good we print it out we give it to them if it says we can't provide the directory information we then just like only provide the information that allows us to like continue the report um so usually like their name their parents name and a phone number um so that wouldn't include address as well no because that's their profile information and my

011understanding was that the delineation was like if you were like 911 calling and giving information you wouldn't then be like and their birthday is July 5th you know so that was how we were supposed to like what can I tell you what can I not tell you it has to be like just that part if we're making the call yeah so like I think honestly the way it's already written I don't think that it's even giving permission to give this to the police because you're actually explicitly saying the situations in which you would right or in which you need cons sent and it doesn't list police and I understand furpa might not cover giving information to police so in this case you I would say right now this is limiting to what's permitted by fura

012I would want us to expand that to say that to be explicit here it says state and local authorities within a juvenile justice system pursuant to specific state law that's not you know unless a juvenile probation officer is coming here there's not really going to be anybody else who's considered to be within the Juvenile Justice System um and so I think this just needs to be more expansive and explain like are you consenting without so I know we have to comply with a court order or lawfully issued subpoena that's one thing but are you then because right now if somebody were to sign this I and you gave my kids information to the police just from this I would say for what reason and I don't see that and unless that reason is listed here

013I'd be p pissed that it was given because it doesn't say just to give to the police if they ask for it you know what I'm saying yeah so um I would want this to be a little more expansive other than just what's covered under fura just if we want to cover if that's what we want to do and I would hope that I think it would be that's how you can still have this and use it and make things a little bit easier rather than having to contact you know immediately but I would be explicit to any you know la enforcement or peace officer requesting information about your student or yourself okay yeah um right to and I think we'll continue the practice we have but are we we're not editing that though so

014do you want me to give that to like yeah I don't know yeah I would probably address that I take it because I would say if you're using this as the basis just is as the basis to give information to police I don't know that this serves as the basis to give information to police yeah I think it I think what we need to do then is uh as a first step we would double check our existing practice which I know for a fact was what the guidance we received from our attorney but I don't know for a fact that our current attorney has reviewed these documents so that's probably where we would start okay but I can I can add it as an agenda item for tomorrow's executive team so that's probably the right

015pathway for okay and then we can get it updated for next year's handbooks if there needs to be changes okay um thank you for bre Jay is this the point in which we talked about the piloting of our new things or is is this is where this like changes what we've been doing it wouldn't it wouldn't be a terrible idea okay um so when we came last time I realized and I I'll speak just for monista um but there is a step that was listed in here about um accessing giving access to kids to be interviewed by DCS that monista didn't have in practice and so we've been trying to clean up based on like what we see here um and one of it was asking the DCS officer why they've come typically our practice

016has been like you're here thank you for the form that you give us and thank you for your badge talk to the kid we've never asked if they qualified for these three one of these three things yeah um so we've had it's the same DCS person but since our last meeting we've had someone come twice oh my goodness um and the it's unfortunate I'm sorry no no um and the first time she was kind of like okay yeah I'm here for this and it was very easy like oh you're it's one of these three things that's fine yeah the next time she came back she said you know I'm really not sure that I should be answering your questions because um this is the form that they okay I don't know you want it um

017she's like I'm really not supposed to or have to tell you what we're talking about and then she was going specifically to that paragraph and that's not that's about whether what what they discussed during the interview yes so I asked Jay do you want us so I think our plan is to like push back and like we don't want to know the outcome of your conversation but we want to know the initial questions yeah the conversation's taking when we're talking about okay so they have eight they're referencing 8802 8471 they don't reference at all the statute we're talking about which is temporary custody which is a little frustrating on their form um hold on and just to add to that I think I mentioned this at the last meeting we've had at least two people

018that refused to sign that form alog together like they gave us a hard time about it and wouldn't sign it form um I don't know if I'm assuming that's their form that's oh I was going to say no I I think I've seen a form similar to that though that probably the a standard form that they use yeah but the form that that we're supposed to have them sign in order to come interview um we've had two different occasions where they flat out refused since since the meeting or were you guys using the form before it was before yeah we've been using the form before yeah you're using that's the other question is this is the form yeah that's the one and I think that they might not be wanting to sign this because the

019lady that we met with she was very kind it's a little confusing because it says like officer and so I think that they're thinking you're G I'm not a police officer why are you giving me this form but this is the form that goes with that that's the exhibit or whatever yep and then side note it ended up not coming to fruition but there was a moment in one of these where they were actually going to take the student possibly there was a there was something interesting going on I I can't explain the details but it's the same situation with the arresting officer thing this when you read it it reads like a police officer not a DCS person so I lay this problem at your guys's feet however you want to fix okay so

020it says here I am authorized by AR 802b ARS 8471 E3 and AAC r21 4103 F to interview child without notice or consent of parent that's not exactly true it means in certain circumstances they are it doesn't say they C blanch can just do this it says that under B the child initiates they can do it without consent unless either the child initiates contact with the worker the child who's interviewed is the subject of or is the sibling of or living with the child who is the subject of an abuse or abandonment investigation the interview is conducted pursuant to the terms and protocols established by 8817 now hold on I I I think it's weird because like the so 88 8821 is they're going they're referencing statutes that aren't the temporary custody statute that's referenced

021by this policy right so they probably don't let's see if they would even take a look at it hold on well Katie's looking at that the I think to James is point in our discussion um it may be in our best interest depending on what this team decides to look at perhaps changing our exhibit to model after their form because that may solve the problem with refusal to sign because if they don't show up with their form and their form is our exhibit and we provide their form to them and they say well I refuse to sign this well this is your Department's form is can we talk to your supervisor about your refusal to signning the that would be a much more powerful argument it says if at any time I determine pursuant to

022ARS 821 that temporary custody is clearly necessary to protect the children from abuse or neglect I will proide provide you with a notice of removal but in my interpretation sorry let's go back to J let's go back to the actual policy it says here if a student is taken into custody temporary custody in accordance with ARs 8821 the child protective services worker or peace officer may be reminded to notify the students parent of the custody pursuing 823 the required to establish identification blah blah blah um okay access to interview shall be granted when the child to be interviewed is the subject okay this is this this is that 820 8802 we were just so that's what I'm talking about under their own statute you're basically saying and even though they're saying they don't have to

023tell you under this statute it says there's only three reasons they can interview a person right and so without parental consent and so if that's the case then they should be telling you under the statute what it is which one of those we should be able to ask well which of the three Reas which of these three reasons are you doing this for yeah and that's what I had I was like uh I was like dealing with something so I was like kind I'm sure go ask her this what she says um and so we did say like can you like if you give details can you say is it one of is it like involving one of these three circumstances and then she ended up being like well I think I can tell you

024a little bit a little bit more and so it it was all fine they were very helpful and like working with me as I was like we're learning a new process let me much more positive interaction than what we have got her on a good day or something mileage varies by who the person I'm sure she was mean um so what I hear you saying is we're we're still going to like ask those like three minimum yeah um then what about the other forms this like hold on like this oh this thing sorry yeah so and it may I think that might be like where we need two exhibits one for a police officer and one for a DCS worker separately so that it's just not as or confusing yeah and it could basically make

025the exact same thing but just have it say like DCS worker interviewing or even just replicate their form right we use forms for other certainly we could replicate their form yeah because whatever you all want to do well my only argument for replicating form is you know when St James shared that he got push back about signing our documentation yeah that's true then it puts you in a position to say I'm not asking you to sign our documentation I'm asking you to follow your Department's process for which you have created this form if you would like to refuse to do so can I please know who your supervisor is yeah so that it gives you a better leg to stand on because clearly if people are showing up with this form which has their logo

026on it and their director's name on it yeah then there is an expectation within the department that they're having this that you know they're signing off on this form when they when they come in to meet and if someone's going rogue and choosing not to do that then it gives us like the challenge though right that might have a little bit more certainly bearing too so and there are other places there other places where we use ad form as our exhibit or yeah okay sorry no no you're good I droned on a bit no no you're good I I was asking was like wait is this so I would just like the exhibits we create the exhibits it depends sometimes we do sometimes they were created by asba and put in the policy manual by

027the way and sometimes they're literally just Department of Education or whoever either dropped into there the way it's provided or for whatever reason it seems like at times people have like retyped it which to me seems like it's a PDF let's use a PDF of the actual okay all right so we're here at the red so we have to I think the red you added Kati yeah that's just um that's just uh the statute language so like saying that my suggestion was rather than you know kind of doing what it's saying there I don't know not rather but just making sure that we're like just doing what the statute requires and not giving more I guess is what I giving I don't know if that's the right word but sorry um so starting I guess

028it would start with if a student is taken into temporary custody and then goes through these situations right so the first one is a situation where abuse and bmen are not alleged right and so hold on as if the that's the interview I think maybe I'm thinking back to the hold on maybe I dumped it in the right in the wrong spot just a second I'm sorry I think maybe what I meant to do is before abuse or abandonment is not alleged um kind of this is like a similar thing too like making sure that if they decide they're going to be taking the kid out of your school and removing them and taking them with them that like they kind of identify that this is like an there are exigent circumstances essentially that exist

029for why they have to do this right or what the reason is under the statute that they have to do this right now um I just put it in the wrong spot I'm sorry so basically all that should actually go under the ARR on P okay sorry I'm looking at page no actually I me on page one there's a paragraph above abuse or abandonment is not alleged talking about temporary custody now this talk this says a it says that they're required to sign that form which we already looked at um and it says that they're take that they would be taken in a temporary custody so this is where I got confused right because if you read this this way it says if it talks about temporary custody and then it talks about establishing identity

030to be to to do to sign the form about interviewing okay that's where I'm confused because I was conflating interviewing the temporary custody because of the way this was written here and so in my mind when I was reading this I thought oh they must be treating interviewing and temporary custody as the same when you look at the statute it's not necessarily the same but I think that there's obviously in this statute reasons that they should give for interviewing and then in another statute which is the one that's in red reasons that they should have for taking a kid into temporary custody and so that's another it's the same thing as with this form as with if they're if they were going to take it a step further and take the kid out of school

031with them which is like having them say that they're going to arrest them without that arrest them with a warrant um and it's also a juvenile this is another thing I don't know sorry I don't know how you would challenge this but it's interesting that it says a juvenile may be taken in a temporary custody and so for me it's like like I don't know I feel like we could push back especially if they're at school like can you wait till the end of the school day or like do we have to take them out of class um and so that's where I feel like there could be some room for that there I just kind of wanted to highlight some room for movement but yes I dumped it in the wrong spot and it's

032kind of along the same lines of like questioning people in positions of power as to why they're doing what they're doing and asking them to give them as much information as they're permitted to by law basically I'm gonna blame it on it being 530 everything you just made sense made sense and yet I'm unsure what my next step should be in terms cleaning of this I don't know that it's it require I don't think me putting that language in there requires anything cleaning up that document I think it's more of a practice thing again okay and less of a policy thing just ideas because it's hard to put all this in the policy well the policy is Broad yes and practice gets into specifics and practice has to be able to adjust based on change

033circumstance too because in one case you might so what I'm going to do is I'm going to take this and dumped it where I meant to put it and I'll clarify what I'm saying okay the next comment was like what's what a private person parent or we on that one sorry um it was the third reason why a juvenile might be taken temporary in the r oh I moved it all right St it's very vague all right hold on I mean basically if you're reading the the 13 Dash yeah let's go to it arrest by private person okay a czen yes a citizen arrest Cen arrest yeah that's wild I think that way lies man I can do you can do it for MISD they can do yeah when the person has to be when

034the person to be arrested in his committed a misdemeanor amounting to breach of the pece or a felony when a felony has been in fact committed and the re he has reasonable ground to believe that the person to be arrested has committed it surprisingly or not this uh was adopted when the criminal code the modern criminal code here was adopted in 1978 and has not been amended or changed since otherwise say yeah wowbody I think it's still under the May right so I mean oh it yeah because it's un because that's like the reasons why that somebody can be taken into so may be taken into custody for any of these reasons wow that's wild [Music] you watch yourselves out there don't make too many enemies you can make a citizens arrest if you want

035like a sovereign citizens arrest well that would be like under Mar time law or something Admiral which we don't run into a lot of Mari ises you'd be surprised I'm sure there's a few so on this one issues nowas cover oh yeah yeah yeah that's basically what I was talking about and then let me see why the hell I was oh no yeah we already kind of discussed this jenom Miranda stuff and the next one oh my question was in this part when the parent can said the parent can request to be pres do we it's been real willy-nilly like some parents are like I can't be there but I want you in the room and then other parents don't intimate anything and so we don't go in when it's DCS police I don't know

036so that was my question do we need to clarify that is the DPS person even gonna let you in I mean we've never tried but I think it's probably because when I they're not let you in that's funny yeah I was curious like how that work no like we don't do anything when DCS com but when the police come don't them in the we don't participate usually on the other end of the table it's just it's not very clear like can staff members be present should they be present so here's the thing if you look at that statute right over there right if Poli officer takes juile um shall right if you scroll down a little bit it says um shall make a good effort to notify the juvenile parent guardian cian of C un

037so would a risk to the juvenile after making the custody notification also adise their parents blah blah blah of the juile juvenile Miranda rights so if they're if they're there to interview them I think in this case temporary custody for sure with the police I can almost say with absolute certainty if you're there interview of doing an interrogation Poli are doing an interrogation at school that is temporary and so I would think that at the very least this statute needs to be complied with now in the statute it's the it's the um police who are expected to you know make these efforts however I I mean I think it would be good somewhere for us to like make this known to parents that like if you're contacted at some point saying that the police are

038there to talk to your children you should probably be aware that these rights exist rather than oh yeah Poli I noidea that right because I think well that's not required by law um I think it's something that would be like a service to our community if we were doing that [Music] they probably have't updated thank you H it's DCS now yeah it's DCS now not much has changed over there I know Department of Corrections is now like ADC RR or something like that okay oh no I wasn't G to say something so I just gonna ask okay so then what I hear you saying is at some point we need to put verbage in that says like School site would then um notify the families like when notifying the families of the police speaking to

039these students we would also notify them of the Ju R I think it would be the time to be like get the police officer on the phone and be like here I have the parent on the phone now's your time to comply with the statute and notify them of like put it back on them okay and if they don't do that I'd be like yeah I don't know why you wouldn't do that because that's you have them on the phone you got to do it so I think that's where I would say because I wouldn't put it on you all it's not your duty okay so then either that or that Andor putting this information in like our parent handbook as well just for them to have knowledge yeah I think if we get would

040but if the police officer sitting right there and you get the guardian on the phone the police officer should talk to the guardian on the phone it's like their Duty under the statute when is your guys's next AP meeting side note because it sounds like we're we're doing a practice decision here and so we need find a time to tell people the practice we just had one last Thursday like leadership meeting is like the but meetings and I I speak and I'm like also not even speaking in hypotheticals because like I just had a case that I resolved with a 16-year-old client who had just turned 16 got arrested and his mom didn't figure out where he was until she filed a missing person's report because they never made a good faith effort to contact

041her and then found out he was in Durango when she was about to try to file a missing person's report and so yeah it's like this happens all the time they're like ah whatever they don't didn't even make one try to try to call this kid's mom what did you call them calm meetings they were calm they yes calm meetings it was basically when you would have a challenging thing happen at your school for discipline typically and so you would ask all the aps can I get a calm meeting and then Eric has like an there's there's an acronym to it it's very clever and I never remember it and then we would do a virtual meeting and that you would like basically like present your case to the team and then the team would

042help you decide like what the discipline um like what should be or like what are you doing yeah so you um I just asked if you had a calm meeting because maybe we could like do a quick Cal meeting c a l m it's like I don't know what it is I can look it up but it was like basically restore repair that kind of all of that stuff I was just asking because that would be a very easy way to get all this information out if we could maybe do a quick Cal meeting with your okay so then we just leave it and then I should probably so um they need teacher APS need to know that like my parents are called that one's um um okay all right so those are all practice

043things that the AP what the AP about okay this is A3 hold on I just wanted to make sure this is just you can ignore this comment because that was only because the was there initially so okay so the next one is Katie um your comment on the first paragraph Under The Heading safety of the student population of concern um I'm not sure why I highlighted yellow but you have a common on serious defense are we referring to Serious defense as defined by the law or defined by some other section of these policies and then I figured out I think further down or maybe I didn't I would assume they mean okay so the SRO pres of school parents will be contact students taking Cy or if the student is subject to discipline for a

044serious offense yeah felt weird because it said subject to discipline for a serious offense but like serious offense in a law is quite different obviously and those are mandatory those were the ones that you had the like 12 right was a com So I responded to you saying that maybe serious offense we need to just delineate because I'm 98% certain we're all using um the verbiage of like a tier one or a tier two behavior and then tier one is supposed to be teacher managed consequences and then tier two is office managed um consequences and I think everybody has like nearly an identical like Behavior Matrix but it's basically like delineates like here's your responsible behavior your teacher handles here's irresponsible behaviors your admin will handle so you could delineate it in that way and

045so it's not like you could you could get in trouble for a serious offense like murder but you could also get in trouble for like throwing a desk at your teacher you know like yeah so but then I was like I think I feel like I went back to the statute and realized yes they were referring to serious offense so hold on let me see if I can find because it yeah that's what I was also found so it's up on page one under interviews like if you go up you have where you have the comment that says a first deegree M murder second if you click on that it shows highlights the well yeah so those are the serious offenses I'm trying to remember though there is a statute that goes into this whole

046like subsections of for example right now under this one we're at safety of the student population is of concern I'm trying to find the statute that breaks it down like that and I think it's the since we're talking about police in sorry I'm I'm ver like verbally processing if it's really about DCS and the police this is outside of like the admin thing would it just I to then say like in this section serious offenses include and then just list the one that you have in your comment and then or we could say so that we don't have to update it in case something's added as defined by okay shouldn't shouldn't we reference 13706 yeah yeah and was that already on there or no I don't see it in the list at the bottom okay

047yeah that's why I was getting confused okay so but the let me try to find this one again is it 8821 let me look because the other thing is this this is also conflating DCS and police officers in each section too which is frustrating because the statutes that are eight Dash and then start with another eight all deal with dependency in DCS and like the standards for police are and DCs are like different yeah um so then do we just want to want to throw that to a vote and then we just make a separate section I I as a person who's using these often in a panic I think it would be really helpful to be like I gotta go to the DCS section yeah I think that would be because it just feels

048confusing because everything's conflated I understand they're breaking it down into the type of situation but like the fact that it keeps going back and forth between like officer or DCS you know person it's very confusing I thought I think they thought they were being efficient and in that efficiency they've me okay so Equity of voice I would like to vote that we separate DCS and police into two separate either sections yeah I want that what would you like to do I think that makes sense you're right like when you're looking at usually like the moment not try to disting I'm good I mean section what is it 821 mentions like the three people says police officer child welfare investigator child safety worker are the three that are listed so but it doesn't matter what you

049call them yeah if you want to separate them okay I agree just formatting okay so we're gonna eventually separate it thank you because like dot dot dot oh I generally know I don't know all the subsections um so then if that's the case can I make an ask I feel like it would be um it would be probably not time wise for me to try to figure out well what goes here and what goes here because I just don't know yeah could we pause this conversation and then split it up would you mind it up and then do we what's our next meeting scheduled out to why did I why did I agree to that I'm just kidding I only say that because you know we have a board meeting tomorrow I have my work

050holiday party on the 12th and my kids joint birthday parties is on Saturday wow so um I would I will try my best let's see okay maybe I can do it on Friday or Sunday another option if you're not able to is we could move on to something else and come back to it for the foll meeting okay okay yeah because actually all the other comments are really just pretty easy oh really in a question surprise surprise but it's just like you you saying something and be like but what about um so we probably could just stop now on this and do that pration and come back to whenever if you're all good with that yeah and then was I supposed to do something I was supposed to review I I is that right I

051think so yeah because it was going to be whatever the next one was yeah so the way this one is weird because it only references one statute and that statute doesn't mention anything about students concerns complaints and grievances at all so it's my from what I can see here I think that this one is pretty open to like us amending to fit whatever practices work best for the district at this point and whatever we culturally want to adopt um because on let me look it up 15 let me get back to 15341 again that statute is the general powers and duties statute with and that's like this the governing board's General powers and duties and immunities and so I think that's just goes under like the ability to prescribe policies for things like this and

052so like I said I don't think there's anything specifically in this policy that has to be written a certain way or followed procedurally a certain way pursuant to statute I think it could be whatever works best for everybody in this District does this have exibit does this exhibits do you know if this one has exhibits hildo which one um ji thank you there's a Ji ulation okay yeah it's not it's just a regulation though the reason I ask is I feel like if it this is just being like have a policy have a plan and if we were trying to like come up with something we probably should kind of B it what everybody's doing yeah okay Master anybody okay there's some forms that go with it j i i EA it says initial complaint

053the particulars of the accusation and complete a form j i i EA so that doesn't exist anymore that's funny yeah exhibit j i i e a huh but then it doesn't have a cross reference to it on the bottom either what the heck no because it says refer to jic if this has to do with bullying harassment such such and such right yeah and then it says if it's not one of those then you got to use this form but that form doesn't exist anymore it looks like it's just specifically F specifically focused on constitutional rights was that we just like kind of crossed off student bullying and just were like General complaints and then used this yeah right we could I wonder what the old one looked like do you know does it look

054like any other is there a way to see if any other District still has that one oh oh it's on oh okay yeah oh you're on there I don't have it I'm on on screen oh she oh she has jic that's J this is this is me we looking adri the student bullying not so scroll down on the left just a little bit and let's see j i e oh there's e oh no that's a different one for there we go it really is the exact same oh okay we just have a different heading okay and what's the EV then should be displayed in school buildings and in handbook is that happening it's in the handbooks this was something Daniel said remember when he was like should be in every classroom oh I remember so

055this is what he talking that's kind of like that like what I was talking about before about like creating scripts and things like that you after a while you just lose track of things that you're expected to have well part of the problem I think is like if you look at the policy it's huge beefy yeah and and that's driven by the fact that title 15s like bloated beyond belief and when they couldn't make the book any thicker they went to thinner paper and a smaller phone and I wish that was a joke but actually yeah and the search feature is less than robust to oh don't even get me started James it seems like it's specifically focused just on constitutional rights and equal access though a lot of the same I feel like a

056chunk of it is covered in other in other policies except for maybe personal safety I feel like personal safety is just vague enough for them to say you know I'm being bullied is this could this be a complaint against any it could be a complaint agreements against a teacher staff member student anything student be against like the building the building yes yes yeah you could say that the it's not great like the structures the services doesn't offer opportunity to this reminds me of like the employee concern forms except for students yes it's exactly the same thing basically I think this is very similar to our student statement form with the exception of they don't have the title like I wish to complain against um but my Wonder is can we like marry them like can

057any student statement form as long as it has certain things maybe could make some check boxes that are like this is a complaint for this or you know what I mean so that they can just choose what it's for sorry public that's watching but if I don't do it now I won't remember if a complaint or grievance uh a complaint or grievance may be withdrawn at any time once withdrawn the process cannot be reopened if the resubmission is longer than 30 calendar days from the date of the occurrence of the alleged incident so is that like if there's a parent that's complaining about something about the personal safety of their child and then they withdraw it then they can't complain again is that the implication there about that one specific incident sure okay about that

058one I would say if it's ongoing you can make an argument that the 30 days keeps going yeah if there's another incident or if all the toilets are broken in all of the boys restrooms or something and it doesn't get fixed yeah or they break again within or if the bullying hasn't stopped or got it so it feels like this is like kind of free range so my Wonder is like can this be the first thing we start on a Monday while you so I think that' be cool and then can we ask that people add sites if you can bring what your guys is equivalent to concerns or complaint forms we just kind to see if there's commonality them like a student Complaint Form or just any Complaint Form uh we'll know the student

059one so how are how are your kids like we don't let them complain because we have see something say something idea which we've not started but like we're gonna do a Google form where you could share like a see something say something and I'm I think we got that idea from one of the other schools it's it's lominda and Kennedy have yeah so like if we had that and then ours just like basically you have any problem fill out a statement form that's what we do but our statement form is like pretty thorough so it's like how do you want this fixed who else saw it I what else like the QR code thing right Al Melinda your problem how can we help you solve this is there something we should know like I would

060much rather have it all be the same form and we do the check box thing so just kind of see what everybody else is doing and if people are willing I to see the QR Code system just how do you monitor that it sends an email know no no no that's not what I mean how do you like get I mean don't you have like a hundred of those a day or they I mean I would I just imagine every kid that had any kind of oh as we have just seemed like it would be just like a big giant game of tattle you our hormones haven't kicked in yet I think I think that the kids I don't know I think that I think that they have many trains in which to tattle or

061which you know what I mean so it's like they know like if I thought this form it's like a big deal like they know going to the office is different than telling your teacher say it again you could you can put in your friends lunch number and I mean technically yes okay I would say if you expect us to follow up on it it's not going to be anonymous otherwise interesting how many do you get daily I would say like one a week well not like we're getting oh but again we don't have wow huh but if we did if we did it a QR code so I'm just thinking about the kids who don't have a [Music] phone so that they can just use their iPad and get it instead ofing down link yeah

062that's how iPad on yeah pretty much throughout the day or at least they would have most I would guess most teachers would have it in their classroom so like they could use it in a class but I mean it wouldn't like completely eliminate like a paper form kinderart they're not gonna know to scan in handled a little bit more traditionally where they're telling me and put it in picture and I feel like I my impression from how it was like presented to us is that it really is like in like for very specific things so you wouldn't be saying everything on it but it was like if you are see if you are like seeing somebody is breaking a rule but you don't feel comfortable like coming in letting us know you can put it

063in there and then the other thing was we talked about like if you were like a being like you're being bullied but you don't feel comfortable coming so that's how it was presented I think LMA must have been the one if that told us like that's how they use it like it's not like a tell us everything that's going on but it's like if you don't feel comfortable doing our Norm normal route you have this to come and tell us about it interesting in addition to that like when we had the remember the the Run of social media joy that we had it also functions as a place for people to report rather than reposting those like types of social media okay that's fascinating so we're at 61 homework is ji like come with your

064thoughts and questions and then if you can bring anything that you know is being used for complaint currently and I think I had homework to cross reference interviews and there's only four places were student inter reviews are at least to the best of my ability to vit with the searching Tool uh which is jih U which I think is the policy we're working on then there's EC exhibit for jih which references the interviews which is probably one of the forms and then jlf exhibit B and KB exhibit B also refence so we'll just want to double check all of those at the end to make sure that whatever changes we make I can literally the numbers just kind of like swam in my brain I got as far as how about I forward you or

065actually I can just read it slow um so it's jih jih e c j lf- EB and kb- E it's very interesting because the word interrogations is in that title but I couldn't find any place that exists in the body of It's Always referred to as inter and that's something you're specifically doing right J no I was just asked to check to see if for cross references those are the cross references oh got it got it got it I'm checking off point okay um oh is it okay okay it's a DCS document oh so that's where this is okay that's basically this form that form do you're right that's what it's a little bit it's it looks like they updated the formatting so we could swap them out that's probably why they're walking at our

066police office or for nice C you after all these meetings Karina just gets like email email email because I'm like let me talk to you about this you got to do this let's do this email this for again it would be easier to be on that Comm I know okay so we all right I think that's I don't think we should start anything else if we're we're doing a hard 6:30 I don't know if you guys were here but I'll for you Bab a I'm kidding for you for you to announce the hard 60 really poorly framed Jo don't forget to tell people about that right five dollar you threw me under meow wolf I'm sure that you overpaid in cash for your wolf ticket oh yes so the next meeting we're going to start

067with the concerns and grievances thing that'll give some time to separate out the two place in DCS do we want to make a request of like which one we're going to talk about next so that you can do the like laog quick view or do we feel like sure that's fine World your oysters people what to do I sent you an email about the thing sorry you know what I I had something back to the advisory went back to the advisory commit something was wanting to bring up she could technically so long as there's no one else that here go with the one that we've just been working on um so there was a the governing board resolution denouncing the use of handcuffs on students K education settings the school come I don't know how

068long isue memory 2019 and so I'm wondering like that's what the policy seems like is that something that can be put into policy so going are you familiar the resolution anouncing the use of handcuffs on students sorry it's not up yes I am familiar with that because M Jeffrey was I think a part of that has talked to me about that before okay yeah she was on the board um so yeah another parent had sent it to me like last year there was an incident where a kid was Tak handcuffs um at a from a Craton school yes or at least you know the kids said oh they arrested some kid they took the handcuffs and so they're like well don't we have this she found it and sent it to me this pair yeah

069resolutions don't really have any teeth so that's the thing is we would need to put that in a policy that's so that's what I was going to ask is this then something we want to put in somehow word into the policy that that um handcuffs cannot be used as a deescalation tool is that I mean that's what the resolution so you that would that would impact School District employees who currently don't use handcuffs but it wouldn't be binding on peace officers who follow the the laws and regulations of their body so we have had circumstances where we've said we have a resolution against the use of handcuffs and um police have said this is a circumstance where it's not necessary absolutely we're happy to comply and we have had circumstances where um a violent offense

070had been committed and police said we respect the fact that you have that and we have to we have to protect the safety of the child I think it's worth maybe putting somewhere just so that because like I think otherwise a lot of these resolutions just get lost in ether yeah so maybe something that like like ad request that unless it's absolutely necessary they not something honestly like if the person has been searched and is not armed and they're not in like some active mental health psychosis or something that don't see why you can't handle someone under the age of 14 and getting them into a squad car but that's just me we have not what you just described we've not seen occur there's two incidents I'm aware of in my time here in one

071of the incidents my understanding is the child was um at risk of their own safety and in the other case um there had been reason to believe there was the possibility of weapons because of the crime that had beened so what District employees have handcuffs no that's why I said like it's not happen in practice for for purposes of policy it would prevent District employees from doing it but District employees aren't going to do it anyway when you take all of that it feels like there's two paths or two avenues that you could go we can go back into jld DB and just State we don't use handcuffs for our kids right and that would have teeth to it because that's our employees and that's how that would work um and or we can put

072it into the interrogation all the jih policy we're just looking at knowing that we're basically like do was a solid and they're like no like okay yeah so yeah do you have a preference what in like what you were intending to do where that would go yeah I mean I was thinking it would be in this um jih um in that situation you were describing would that resolution have made any difference um no I I it was enfor it sounds like no it was an incident that happened outside of a school time and so they just came and got the kid because they know it was him or one of the struggles that you know at least in our school there's Windows like so you know could be seen like oh dud they just grabbed

073handcuffs um I'm just putting in the to and add a portion about no handcuffs request officers yeah so you know administrators where where's your to-do list it's the top of schol interviews it just says oh you have you have a to-do at like a at the top of a particular doc I thought that was a completely separate document nobody got time for another document um okay so looking at the ones that we want for her to review for us first my first blush is I think we do get questions often about um and you're talking about Katie right yeah there's the removal of student from school sponsored activities that like comes up not often but it does come up because and I sorry I'm going off of the assumption that based on the title we

074have some that are just like this is how it's going to be and I don't foresee a lot of questions about it I'm going off of like things that come up as questions not quite sure um that was one and then the next one was probably like freedom of expression because that comes up a lot just with and I don't know what this freedom of expression is but that's a lot of the like what can we say about social Med assuming social media it's the Tinker rule so those would be the two that I think at least for myself as an administrator I'm like it's not as cemented as like drug use and alcohol that's a pretty pretty good one easy one to you repeat the two not the two policies my my I'm not

075saying we have to do these ones but I think the ones that come up for me are the removing students from school sponsored activities not not not having read the policy what are the letters j j k d a yeah and then freedom of expression j i c e c i is technically connected Toc I don't I don't know freom expression really going to matter because it's not there social media is true so yeah I guess most questions would be the removal student are much more important hey okay so let me write myself an email well what do you guys want to do I'm just throwing ideas what because especially as like new administrators which ones are coming up that you're like the policy um I I mean speaking for myself I don't know that

076the policy it to me it's just been more um navigating messaging uh with certain uh situations like uh for example there was a kid there was a teacher that came up and said um you know I I have this kid comes into class smelling like marijuana and um and they had the question about you know should should I send the kid up to be searched and uh and uh uh and it it was a it was a kindergartner or first grader or something like that was a really really young kid and uh we were just trying to figure out like how to approach that in terms of because marijuana is legal right and the Assumption was especially after going and and talking and interviewing uh was that it wasn't the kid it was what was

077happening at the home life and just like how do you message that you know please don't have your kid come smelling like pot I don't I'm not I mean I'm not really sure how to so it's to me it's more like a messaging thing um I mean if there was policy on how to how to navigate that a little bit better or maybe that's not a policy question I don't know what about you Evan people are not supposed to yeah I didn't I I don't think this particular kid had anything on him or her um they just R really it was a very distinctive smell yeah they could have been smoking in the car it's that the only one yeah there's kids who like roll up and they roll down the windows and you see

078smoke yeah is in the car smoke is real marijuana like it's probably was approved after all of this so you are you I'm hearing you say that maybe running through the drug and alcohol use would be your vote um sure I see I know a lot of our i'e to you guys I mean searching searching parameters how to search when to search I mean I I have a pretty good idea about it so that's a whole different policy so there's the jic g& J J is the tobacco use J is drug and alcohol use but like searching students is like a whole different and if I remember correctly when we went through that before that's what that's the one I'm trying to fix right now it was it was covering like when you search if

079I remember correctly it wasn't how and I don't know maybe it doesn't need to get we didn't get down there yet but it talks about um it doesn't actually get into the how I don't think I think that's like something that they would probably need to have a like a regulation or practice or something some sort I mean there was some general parameters you know like and I remember you describing some of them like especially with females and males and stuff like that but use whole time kids could do it for me at this point right no okay so then let's I I'm happy to defer to that um Tim if you're cool with it too that we asked that you look over drug alcohol and tobacco do we want to count dates as so

080you want me to do both of them JJ and Z probably yeah I feel like are the most they can have either substance in them yeah jic and what's the other one jicg is tobacco used by and then drug and alcohol use is jic and this is what we should look at or what Katie got it figure out also just to be aware there's jic Jr which is a regulation that talks about drug abuse prevention there a reference dare yeah no it has a lot of it has a lot of subsections um okay Katie's got a lot of homework next part is GIC which is the exhibit in order to comply with Federal funding requirements the district shall and kind of says what they have to do with that okay I'm just marking time at

081627 right now any you read it you wanted to look at jkba the school sponsor activities I was just saying that's one that comes up that parents are like Sports they losing their mind so I was like those question we get questioned on policy about that a lot but okay but I also feel like if you're trying to solve my problem about can this kid be in the championship and like can this kid get in trouble for a vit like I can take a step back I can wait all right I'll do those ones first then the drug stuff okay cool I just I had no idea that there's policy about working a kid from a school sponsored activity I mean I'm not yeah I'm not surprised that there is one I'm just like I

082think kick kids off sports teams before without following policy okay cool and then we' got the one meeting are we it like there are there are like I think two other people that we invite so probably yeah we can follow we don't want to do I'm just gonna say do you want to pick another meeting or do we just want to pick December 16th maybe wait and see if they come maybe do it on December 16 okay all right um so that covers the meeting schedule anything else for the good of the order can I get a motion to adjourn you can you can always motion to adjourn yourself oh okay yeah I motion to adjourn can I get a second second all those in favor say I meeting adjourned thanks everybody thanks are you

083guys do you want me to um back up I'm happy to support I I always appreciate extra help so well
