e all right good evening bu we're going to go ahead and get started the kraton school district understands that our community of schools is located on the ancestral land of theam Jude and Akim oam people who descended from the Hohokam and have inhabited these lands since time in Memorial the oam whose name translates literally to people are a vibrant culture in community spanning countless Generations into the past continuing to thrive in the present and carrying a powerful Legacy for Generations into the future with this acknowledgement the Korean School District formerly recognizes that the traditional car and keeping of these lands by indigenous people is an aspirational model of community stewardship that we are committed to honor with practices policy and human relations and that brings us to our pled Allegan our Pledge of Allegiance and
Dr dupin will go ahead and get us started with that I pledge allegiance to the flag of the United States of America and to the rep it stands one nation under God indivisible with liberty and justice for all thank you that brings us to our roll call we have two board members missing today um we have Miss Gibson McLean myself and Miss Michaela present with us we want we want to welcome everyone to tonight's meeting and remind the audience of their request to address board cards that must be completed and submitted to the board secretary if they wish to speak to an agenda item board policy provides for two cards White cards to be submitted in order to speak to an agenda item and blue cards to be submitted in order to speak during public
comments due to the open meeting law board members are not allowed to address items that are not on the agenda and this is per reference policy BH that brings us to 2A which is the approval of the agenda I move the governing board up approve the agenda as presented all those in favor I I that brings us to board and superintendent reports Miss MB do you have a board update for us today just happy summer thank you U Miss Gibson McLean no thank you and I do not have a board update us um either and that brings us to our superintendent report I do not have a report report this evening thank you Mr man that brings us us to 4A which is our student outcomes Focus governance update adjustments um we had a very
great conversation the last week with our coach and cabinet I am really thrilled to say that we were able to collaborate and actually get into pivoting what our intrum goals were um there were some questions about our interim goals based off of our goals on you know why we were using data that was not predictive and we were able to get some clarification get some dialogue back and forth so for our next board meeting we're going to have some interim goals um presented to us and it's going to be up to us to decide if they are going to be predictive of the target um Ann or the target annual goal in order to meet our five-year goal um Mr dupin or Mr man I don't know if you guys have anything else to add
any other information but I do feel that that conversation went very well and we're g to we're in a perfect moment to Pivot our interim goals so we can start talking about adopting them in the next board meeting do you have anything Dr ad I'll just say that I think one of the big takeaways for me was the clarification around making sure that the interims are reflecting a one to threee range of progress because the way we had been looking at them is within the year how to break down progress from one quarter to the next so I think this gave us needed Direction around how to just think in terms of that year-long progress data and then we'll be able to use that to show based on the the year just finished how those
results predict outcomes on the state assessment which is how the goals are framed yep thank you um the only other thing I have to add to that is I think we had a great conversation around not needing to be in a rush to adopt the measures for the guard rails and so we'll likely look at that in more of an August time frame if I understood correctly presid presid CUO so um but that allows us to really get these um goal measures locked down get those interims in place and um also work on that um calendar uh for the scheduling next year of the reporting Cycles throughout the year at the governing board meetings so then can I just clarify um based on what Dr Ramos sent over then he did verify this year counts
so we're sticking with correct yeah we had I wanted to just make sure yeah we had discussion of that and even though our board goals were not adopted by the time that we should still be reflecting our data in a predictive matter regardless if our goals were adopted or not um so yes and once the inum goals get into place that's where we really can get into the conversations of what's going on with our inputs attaching them to our outputs and making sure that they're reflective of the outcome um do we have any other questions or anything regarding um those goals or intrs or how that's going to work okay all right um that brings us to our 4B which is the proposed budget authorization to publish and caller a public hearing um this is
under our student outcomes Focus governance framework because as we move into this framework um we're going to make sure that our budget is very aligned to um our goals and our guardrails I did want to share something from great on their behalf book that talks about the budget and I was reading um the alignment of resources in the book and with the presentation that we're about to have from Miss Shapiro it really gave me this Epiphany moment of how um it's just a moment basically of gratitude too on how the district has already been moving along this framework without even knowing that we were um it talks about in the book that the design of the budget should not be contingent upon what was done last year it should not be about adding in what
parents teachers or board members want in budgeting the only focus of the school board should be requesting evidence from the superintendent that the budget prioritizes accomplishing the goals by honoring the guardrails um Miss quis if we're able to do you mind oh you have it opened already do you mind going to slide real quick um oh M shap pero I'm sorry M sharo do you mind going to slide eight please okay with what I just said I just wanted to point out under new strategies the last board meeting we adopted something called ruler and Sanford Harmony even though there was not a perfect alignment on the board on what that measurement was this is a perfect example of how the design of the budget is aligning to our goals and guardrails one of our guardrails
is how we cultivate and make sure that everything that we do is with the whole child um um approach and using ruler in Sanford is showing us that with our dollars that are being spent with this new input that we like to call it um is attached to our guardrails so before we have this conversation I just wanted to show that connection and moving forward as we're talking more about what inputs we're doing in the or using in the system to move forward our outcome goals those are probably some kind of questions that personally we confirm me is what inputs do we have in the system new ones that are attached to our goals or you know what programs do we have in place right now that have not given us the data to move
forward onto the outcome so those are real conversations we're going to start having but I really wanted to point this out because this is a perfect example in the budget on how an input is identified with which is the RO Sanford Harmony there is going to be an output to it which is you know the social emotional piece of it and it's tied to one of our guardrails um does anybody have any questions or additional comments on that specific piece or anything seeing none I'm going to go ahead and turn it over to miss Shapero to go ahead and talk to us about this budget thank you and good evening Madam president governing board members and superintendent man um I'm pretty excited uh this year to present the proposed budget to the board um while
we did not have our goals necessarily uh approved we've been working on this work for quite a while um we've had a lot of input and it has uh led to many conversations on how to make this alignment happen I'm actually looking forward um to providing leadership in this area with budgets and expens ures in our um student outcomes Focus governance because I'm learning a lot it makes sense to me and making those connections I I hope that we do good work that can be continued maybe in even in other districts as a good example um so I'm very focused on learning as much as I can uh with this process though I do want to point out um that when we're aligning our Resources with the budget under sofg there there's it is a
managerial document uh we have legal obligations uh that we have to meet which it does discuss quite a bit in not quite a bit but a bit in our in our guidance document and then some other uh documentation we've been using uh to learn and train on on how to make this alignment match with our inputs um as we move forward so this is the beginning piece I expect it to grow and just become more as we work through this year as we keep doing uh the data pieces in our governing board meetings and start making those connections with our inputs um so I you know I wanted to make sure that we brought enough tonight to provide good evidence to the board that we had developed this budget with our groups we know that
we've had some guidance to our big uh meet and confer within our exec team uh of making these alignments and having these conversations we are prioritizing these goals um we may not have had the exact wording of them but we know the content and know what we're working for um for me in the budget side of it the evidence starts happening with account coding and I will talk about that a little bit later um but we also want to make sure that there's evidence that the budget didn't violate any of our guard rails um to do that we had extensive conversations about this budget development in our exec team so that our superintendent had large input on whether he felt that this budget was going in the right direction to support those guardrails so um
wanted to take that piece there also with this uh budget development um we do have some ongoing costs that are already aligned uh with that meet and confer Direction um that is in our guardrail to retain and recruit teachers um we have a development of a budget calendar that we'll be bringing forward I didn't start in the district in time to have that happen budget development happens over the course of the year um and then we kind of try to put all of that information into a document and forell the future because when we uh develop this budget there are a lot of unknowns so we need to maintain a budget that's very flexible that can adapt as our interm goals are evaluated are we on the right path do we need to make changes
and that's what's great about this par I mean I know we don't say a lot of great things about the budget development in Arona but I do want to say um the flexibility that we have to do budget revisions throughout the course of the year is really where we're going to see the impact on budgeting versus expenditures we'll be evaluating expenditures and making sure our budget is on on the right path um and then uh we are looking to with the budget calendar development and looking through processes in this next upcoming year we are developing a budget request process that will already include that some of that alignment to our goals and if I'm if you're going to ask ask for new monies how does that align how where does that fit and having good
conversations as we move forward in in our budget um as I talked about that alignment through account coding I wanted to put a obviously account code is several areas and we see it sometimes in our voucher we see it sometimes in some of our detailed procurement U backup that we bring to the board um it is a um a unique coding structure that allows us throughout the State of Arizona to align our uh expenditures so that we are all kind of talking the same language so it's a puzzle um but it's a bunch of numbers that tell you very cool things I wanted to pick out the two areas of focus that I think are going to be very important as we move through the process this year one is function it's a four-digit code
that tells you is it happening in the classroom is it happening outside of the classroom is it supporting teachers is it um supporting principles the function of these dollars are aligned with these codes and I kind of gave you guys this information so you could have it moving forward when we talk about um what area of our budget is this supporting um so this is the function of the dollars the objects and you'll see on this page these are objects um this is what are we purchasing and so when we start talking about salaries and benefits and we know that that's typically 85 to 90% of a maintenance and operation budget um you'll see that in the dollars of the budget you'll see that in the dollars of expenditures purchase Services these are those trainings
uh that's when we need to bring in uh contracted Staffing uh when we can't fill positions but we still need to bring education to students uh purchase Property Services all of these things that make districts run but allow teachers to teach fall into these areas so I know that specifically with our guard rails we have some direction as I brought up earlier uh recruit and retain teachers you're going to see that in that function 1000 and I kind of made little cheat codes here for you this is direct support for teachers so a function 1000 is in the classroom the object of 6100 6200 are salaries and benefits um 1900s are in classroom support classroom AIDS that's directly supporting those teachers um training teachers uh principal support those are the functions and the objects of
those types of positions that help teachers and then um moving forward I kind of just put those pieces together so that as you see those in the next year some of it will start you know saying oh wait that's a 1,000 that's fantastic that's directly in the classroom you'll know it before I even speak it but don't worry I will always bring that information when we bring this information forward so you don't have to remember from this presentation um but I did want to kind of put it in together and make the connection um and uh account codes as I said before are my jam and I really do think it's amazing how much information you can see with a few numbers so excited about that did you have a question Madame President um I
have a couple comments but I'm GNA de to my board members first if any of them have any questions comments or wonderings about this new system and the coding I would say this it isn't new I mean sorry yeah but might be new information to people AR in the weeds of it knew how we're presenting it maybe um just that I appreciate it because I think everything we're doing um creating a common language is really important and the numbers are the language like that's just it is what it is and um you know especially because there are things that we have to put you know into things that might not be perfectly aligned and there's certain buckets so I appreciate the clear summary um thank you for giving us this tonight I'm wondering moving forward
if we could get like a one pager that's even just a document that's emailed to us you don't have to print it out so that we always just have it on one sheet sure I know it's silly that I'm like oh I don't want to turn the page here but it might be nice just to like reference One Piece One doc one page I definitely can make this into one pager because it's the first two pages the first two pages of that is are the codes kind of more detailed I think the second two pages could fit onto one page and that is exactly um the area of focus that I wanted to bring um so we could kind of see big chunks is this food service just something that we could potentially use in
the future obviously that's low on the priority list but no I'm happy to make a an item like that thank you yeah I'm just really um thankful also for this um deeper understanding and how um the coding is going to work I think that common language is important especially when we're empowering and educating our community um so they have a better understanding of what the budget actually looks like and where are the most of the dollars going if we're saying that student outcomes are important you know teachers are the number one um asset to get us to that so the fact that we're able to differentiate as we learn you know as we start seeing these more and knowing by numbers where our budget is going is is perfect and honestly it's going to cause
a lot less stress for us when we're actually having those conversations about the inputs and the outputs and trying to make the connections um on how we're getting to the student outcome because now we have it identified by a code and just this level of explanation is a lot more um better and I personally work visually more so I know that this is going to start looking a little bit better as the budgets go so I'm just appreciative for this a new added level of understanding and explanation and also um how it's going to allow us to have those conversations a little bit better where not only us are understanding but I believe the community is going to have a better understanding of what that looks like yes as we get that message out there
and and we will be able to direct them to actual pages of the budget and say see how many dollars are sitting in this area this is where we were saying this is teacher support and the dollars will will back that up I know this presentation and the budget right now lives on board docs but eventually when adopted goes on our website I think it'd be also great to then whatever one page or we come up with be accompanying the budget on our actual website as well for anybody who's accessing the budget from our website absolutely absolutely there's a lot of account codes and I think simplifying it this way does help because these are targeted areas of interest um I think the public is probably more interested in salaries and benefits of teachers and
that we're putting a good quantity of our budget towards those areas um maybe they're not as interested in debt service that you know is the the back end of find like indirect cost and I'm going to transfer and uh we get really deep into it and they can come apply in the finance office they're going to be doing all kinds of sleuthing if they're that interest they're that interested we need interns and I'm always happy to take questions especially about account coding and how these uh budgets come to be and come to fruition um so I didn't want to spend too much time there I did want to say that I'm I will continue to take your input I think that's fantastic input and that's what I'm looking for as we go through this process
this year this will be our like really great building and um what works and and the questions and I know that questioning is super important and um I have a habit of trying to anticipate questions and then answer them but I know that it's important to make sure that the board has that that ability to continue to question this process and I look forward to those conversations and the only other thing that I'm going to add with that saying too is that when it's coming down to the the budget and we're really focusing ourselves on the goals is that their resource allocation sometimes has to be pulled from other avenues and that's something that we all have to be aware of that sometimes in order for us to accomplish goals we may have to lose
other things that have been maybe put in place and that's just an awareness thing that I like to be upfront because as this Cub gets closer and we have you know something from our superintendent saying hey I feel that X needs to be done but we need to get rid of a b and c we're going to have to make hard decisions but if it's going to get us to our goal then um that's what it's going to have to be done so I know we're in the beginning phases and everything is looking nice and pretty but we're going to have to start getting into some hard conversations when it gets into it and I believe this is the first step of the transparency where the money is going making sure everybody understands the goals
and the guard rails and then that gives enough um I guess power or Lage to our superintendent and cabinet to be like okay these are the goals and this is why we're deciding to do X Y or Z so I I appreciate all this if I could jump on to that of course so a school district isn't that much different than our homes so um and maybe I'll embarrass myself by this because maybe the rest of you don't have anything hiding in your garage or attic that you should have gotten rid of years ago but um you know over time we acquire different tool sets and AR sources and they build up and one of the things we never really have the time to do is figure out what should go away so in a
sense even though I know we will need to eliminate things over time that aren't effective just the fact that we're going to be putting energy into figuring out what's not effective and what's not driving what inputs are not driving our student outcomes will will not only help us select new inputs to support our teachers and our students but it will help us elim inate those inputs that aren't effective and that will be a stress reliever and a work reducer for everyone within the organization and especially our teachers because sometimes we just add add add and we never take anything off the plate so you will likely hear me over the next couple of years talk about we need to get some of these things off of the plate and what will be nice is the
the tool set we'll have to determine what we take off will be what's not effective what's not driving our FG outcomes yeah it it's it's data data I mean data driven and that's speaks to me um a lot but uh this is an interesting page and I I was glad Madame pres that you brought this forward at the beginning and we had that good conversation because this is actually something um that I included because I thought if we had been spun up this last year even though we were having conversations uh we definitely were getting trained and starting to to get the information this is kind of like if we had been doing inputs and those conversations throughout this last year um these would have been the things that were coming up through the questioning
of the board we would have been talking about what what strategies are we continuing what are we going to be looking at to uh meet all of those targets um so continuing strategies we we wanted to kind of showcase it here this would have been um happening through the year in our board meetings uh we would have increased our strategies based on conversations that we had with the board members and bringing that data forward and saying does this work is it not working um and being accountable to why it is or isn't working um so I wanted to kind of put some of these items on here this is not all inclusive these were just examples uh we've done a lot of work this year um definitely looking for new strategies but there was strategic
abandonment also as is um Mr is discussing and I didn't know um Dr dupin did you want to talk a little bit about the items with the Strategic abandonment or you know did you have any of these items you wanted to Showcase because this is very curricular I I'm thinking that might be a little bit off topic ton so if you're okay with it always good for it but I yeah I guess if it was a question if there was a question of why we abandoned something I think we have discussed um several of these in um in other presentations yeah so and and this is I'm sorry go ahead Miss MB I was saying it's not a question more kind of building on what Mr Man was saying earlier is like there's a finite
amount of money and so as we go through this too like it's it will be easier to you know take off the things off the plate that aren't effective there will also be times where there might be an awesome tool or an awesome you know like something that adds value however that's going to be part of that conversation is we're not just because we need to set it aside or take it off the plate doesn't mean it doesn't have any value to it it just means that it is not fully aligned and there are other much more intensive priorities exactly president C if I may real quick I'll just just to highlight one that we haven't talked very much about is the the two roles the effective schools coach and the child Justice ad advocacy
role as as kind of Standalone one of the things we've chosen to do for the coming year is to realign those coaching roles so that they're more tightly aligned to our intentions around student outcomes in math student outcomes in reading and student outcomes in terms of of uh conduct so we will be continuing to provide coaching how for Teacher support and professional development however the focus of that coaching work is going to shift to be you more um centralized for lack of a better term and more directly aligned to our sofg goals um so I did want to point out a couple significant changes in the budget allocations and then also just point out again um we do not have a final um budget from the state so the numbers uh will change as they
once they finalize that that will be if typically um I will make sure that that is in in the adopted budget that we bring on June 25th uh to what we believe it will be um if they have not finalized the number for us because we can't move forward without a we can't understate that number I did want to bring that and point that out to you that that number will change slightly because it has the new forms do not have it in it from the auditor general um there are still quite a few errors in the new forms I I've been trying to catch them all of us are um and that's kind of how we work as a team and the business side of it is that we all get into these budget
forms and and and try to help uh increase um the accuracy um so we don't have that and we don't have the final budget forms uh it makes for a lot of extra work in the business office we have to redo redo redo until uh we do get something final and even then sometimes when you go to upload it it it says it's broken like it's your form why is it broken um but anyways uh so we do see some changes in the salary allocations I wanted to let you know that that is reflecting bringing those Esser funded positions back into play in the maintenance and operation budget um but we're going to see decreases in some function lines because we um again you know have made some movement towards goals um and we'll see
increases in others and that will be very um aligned with that budget that then will potentially change um as we start seeing uh how well we're doing um uh the bond sale you're going to see that number be a little different it's a little smaller than like I believe it was 30 something million um those remaining funds were the the building of Kennedy so we're coming to the end of the lifespan of that Bond those remaining funds are going to be earm earmarked for the Kennedy completion and some other various Bond projects um we will be moving forward with that election and once that comes on board we'll have a bond sale we'll start seeing those Bond dollars come back into the budget um with a successful um outcome there um Federal budgets are decreasing
a bit with the sunsetting of Esser funds so you'll see there's an area of the budget if you see a large change it's in the uh federal funds uh 300 line Esser was a fund 300 within that group so we used to have a big number in there now we don't have that $40 million any longer so that budget line has uh decreased and including the FTE that are moving back into the budget so these are just things if you're going last year to this year last year to this year um you will see changes there um we are not um leving for adjacent ways uh so you'll see a decrease in those budget allocations um we manage those projects to prevent tax rate fluctuations just like we do with Bond elections we try to
keep us sustainable tax rate that doesn't go up or go down it just stays um flat so that's a part of the adjacent ways projects we do a lot of project building with our facilities folks and plan ahead so that's why that's not happening this year uh next steps we're going to adopt the budget June 25th in um October I'll be bringing the presentation again it's a legally required presentation to give you an update on our capital and bond reporting um we'll also be bringing our annual financial report for closing out this current F schal year of uh 2023 24 and then um December there could potentially be because of the lateness of the forms we may have to do a budget revision uh September I think it's by September 15th yeah um so August
September we may be coming back with another budget revision and again that isn't that is solely because they don't provide the data to us uh in time for us to have what we need when we have to uh legally adopt the budget um and then of course a December revision will be in our next steps so if you have any questions I'm happy to answer those now um do we have any other questions or comments I do not either thank you so much um Miss Shapiro for all that information and with that being said I move the governing board approve the proposed budget call for a public hearing on the 2425 fiscal year budget on June 25th 2024 at 6: p.m. and authorized through newspaper advertisement or ad website public notice of such meeting second
all those in favor I I that brings us to 5A which is public comments Miss quades do we have any public comments okay thank you that brings us to six which is the approval of the consent we move the governing board approve consent agenda items a through o in accordance with policy bb- e second all those in favor I I thank you and that brings us to 11a which is the discussion and consideration and possible action on adopting a service for membership services Andor policy Services we've had this conversation a couple of times um we were we asked Mr Man to go back and find out what options were out there for us um Schoolboard Partners does not offer any policy services so we're not able to do um work with school partners and um
the trust is does have a policy model um and we can see the fees here 25 um5 for a setup fee and $240 annually um my only issue just up front with the policy for me is is that we would probably be in the same situation that we were with the pre previous policy services that we had because those are copyrighted Too part of this sofg framework is that we do do a full policy diet to make sure that our sofg lives in our policy so because the trust doesn't have the sofg background or the sofg expertise for me it would not be aligned um we did do some research on Copper State education Alliance which I know that Mr Man can probably clarify a little bit more points but but it looks like they
are aligned with student outcomes and the policy services that they have um they would be willing to sit down and actually cater those policy services to what craton's community um vision is which I think at the end is the ultimate goal that we want not every district is the same so we shouldn't be you know status quo copying and pasting policies through different districts the same I think they need to be tailored to us especially with the new framework that we're doing um so those are my two cents on that Mr man I don't know if you have any other information and then after that I will turn it over to our board members for any questions or comments yeah if if I could share just a few things because they were course they [Music]
were not only comforting to me but they felt very aligned with the direction that we're moving as a district so and who I'm sorry um sorry um just sharing a few things about Copper State oh coer sorry um one of the things is you know they they they do have the policy manual ready to go um the importance of the board selecting a pathway this evening is as you mentioned that customization needs to happen so our team um needs to be able to work with whichever team we the board chooses to partner with between now and July 1st to get at least the Baseline of those customizations in place doesn't have to be perfect or 100% but we need to at least get enough customization in place to be within compliance and then we can
continue to refine from there um I did also learn one of the questions from last week was about cost for hosting on board docs and I did learn that they that Copper State is currently building a hosting platform and it will be ready by July 1st for us so we won't have a need to add that board docs platform um so we did not pursue that further once we learned that um and then the last piece is um Madame President you mentioned Schoolboard partners and the desire to work with them apparently Copper State also has a partnership with Schoolboard partners and one of the things that we would receive as a member of copper state is discounting on any partnership work or workshops that we wanted to do with Schoolboard Partners so um I know
in talking um with one of the other school board members there was still a desire to perhaps leverage some of the professional development and some of the other resources of Schoolboard partners and so um if we were to choose Copper State that appears to be fairly aligned and um I know there are some discounts that we received in our prior partnership and so those will go away but this would at least replace it with some some new discounting for some of the other work that we want to do awesome no and I appreciate I think having the clarification with the board docs helps because like on the surface you look and you say well you know the services provided look pretty similar and the trust looks significantly cheaper but I also was like even in
their Q&A even outside of their legal ease like it sounds like we wouldn't just be paying that 200 and whatever or Andor the Thousand policy review it sounds like we would also be racking up additional like it didn't seem very clear like yeah and there was a lot of possibility for extra hidden cost including as well the hosting of the platform so to be fully transparent that's going to be true because we're going to need to customize so there'll be some truth to that regardless of the platform that we go on the difference is what we would end up with um through the trust is a modification of the trust policy as much as we had the modification of the asba policies the the Copper State policies are designed to be a starting template and
then what we end up with as our district policies are ours so that kind of elimin as president CIO alluded to earlier it eliminates that that future your problem or concern with them no absolutely um Miss Gibson McLean any questions comments no okay um well with nothing being said more questions or comments I'm going to go ahead and put out a motion I move the governing board approve Copper State education Alliance effect of July 1st 2024 second all those in favor I I and I thank you and I look forward to getting a little bit more information hopefully by the next board meeting we can have a little bit of more reassurance on what this policy um remaking is going to look like and have that but I'm really excited to start a new uh
partnership and actually delve deeper into our sofg framework because I know that Association is going to be aligned with the work that we're doing so um that's great just for an an annual approval too right yeah this is just for one year I'm not I'm not trying to be pessimistic but but you're absolutely right we're we're a data a data informed district and we're going to go in a year and figure out what happens within that year absolutely um with that being said um do we have any future agenda items that brings us to our item 12 hearing none that brings us over to 13A and I move the governing board adjourn second all those in favor I muchas gracias thank you everybody have a great night
