es there were two different buckets that we took to meet and conferred the 2 million was for ongoing and then I believe we took I think it was 1.8 for onetime uh dollars um and uh the meet and confer has uh determined the needs and that's what I recommend is that we we focus on our needs and um figure out how to get to our needs um these additional dollars are not accounted for in the current budget uh but [Music] um I always have to be thinking about the declining enrollment are these sustainable um I will always say that we will find what we need for the things that we need um I did uh become aware that the 10% increase to classified staff um I'm not trying to say if it's sustainable or not

I'm just saying it's a big hit for food services and a grants that's already being um uh lowered um by 20% at this point um so I just want to put it out there that we may need to support those areas with M Ando dollars again these are what the budget balance carry for dollars are for is that when these types of things come to play we have the ability to support until we figure out Solutions so if the grants get into a bind and can't afford that if that's what we move forward and do we need to be aware that M dollars may need to come and assist um you know student enrollment Trends we sent the demography report out uh it does not look great um the only thing that we're seeing at

this point is that the declining enrollment is has slowed down so it will not be as severe as it has been in the past I think it's going to stay pretty on track um but it will be declining enrollment we're looking to lose anywhere from 800 to a thousand students over the next 10 years so we need to be thinking about that that's with a 4,800 student enrollment um that's impactful so we absolutely need to be thinking about our District's future fiscal health and how do we accomplish the task that we're putting before ourselves um I've been to multiple economic forecast seminars I'm not hearing anything different it is all the Realtors the financial planners the you know all of the different experts in those fields so so um and it's the entire State of

Arizona we moved from being uh top five of growing States uh I think we're down to 29 at this point um we got totally bumped out of our top five of fastest growing States for a lot of different factors um it's an interesting piece Nevada kicked us out um so those future development uh considerations these are things we've already already talked about you know the state has some budget challenges so we're not real sure what all that's going to look like or how it will pan out uh we know those prop one two3 are very um politicized right now uh more things to be keeping in mind um again we have those reductions to Title One and um spending in this current year as I said is not done but we are on track to

be pretty much in the ballpark at our uh 20% is where I feel like we're going to be right in there again um these are budget examples from the adopted budget I just wanted to point out a couple of pages to the board when we bring revisions and budgets too there's a lot of good information on that first page of a budget it gives you some of the totals it gives you average salaries for teachers it's it's just a fantastic page to to review not that you wouldn't review the whole budget but these are some standouts for you uh the budget summary is a a great one look all of information in the budget is spread out over different pages so it's memo Capital um this summary page gives you all of that information in

in one page so a quicker view um and it's made up of account codes which we all know that I like um so uh even better um same thing with the the total expenditures by fund this is that look where we're looking when people are like what did we budget last last year um what are we budgeting this year these are quick views for you to get information in a simple way as opposed to going through several Pages it's all kind of summarized here um I also where did we have it there it is sorry I did miss this additional dollars need to be reserved to support s soof gals so I hope through this process of budget development that we're able to start having really good clear conversations as we identify how we're getting

to those goals and we do the interim goals and we have the guard rails uh My Hope and what I plan to do is when we bring these items forward we're able to say these dollars these dollars are what we need these dollars are the ones we're going to set aside and uh have those conversations with the board so it's very clear uh what those dollars are for now obviously we're going to be spending regular budget dollars on all of these goals but I wanted to make sure that there was space in the budget for us to have that you know I think it's important um so very quick because it's the end of the night and I was gonna do this at the study session and been like an hour because I love budget

and I love account codes and all that but I'm happy to take any questions um I have some questions comments and wonderings I guess all three um something that I've been learning about this framework is is um I'm going to note this and maybe I need to take a little bit I'll take full responsibility for this a little bit more time with my coach as well um when I'm talking about the budget and goals and guard rails but here's a couple of things yes um one of the things is that the goals should be the first priority for resources allocation and those combined with the guardrails become the superintendent focus when crafting a budget okay so that's part of the thing um along with this is um some feedback that I have that's in the

book as well it says that the design of the budget should not be contingent upon what was done last year it should not be about adding in what parents teachers or board members want in budgeting the only focus of the school board should be requesting evidence from the superintendent that the budget prioritizes prioritizes accomplishing the goals while honoring the guardrails I think that's why it's really important that we do adopt even though we're not trying to rush it that we do have goals and guardrail set up because our budget needs to be aligned um I have a minor concern in the language that we're already using we um in slide on slide 12 I believe it is where it says future budget development considerations it says additional dollars need to be reserved to support sofg

goals that to me is already a misunderstanding of our framework that should be our one and only priority and everything else should fall afterwards we're spending a lot of time on looking at data seeing what's missing what's not working so our budget needs to be aligned exactly to what um the district will or the board will adopt in the goals and then once we get to adopting our guard rails our budget should reflect off of the guard rails as well and then everything else should be discussed afterwards um part of this framework is also having the Mind shift change of um all of our allocation should be going to the students and not prioritizing adult complacency in the institution so in reality the questions that I I'm personally going to ask and I would hope

our board members ask to is um how are those impacting our student outcomes how you know that's where the priority should be not creating a space for the sofg goals it should be already aart that's the number one thing that we do and then everything else should be revolving around that with that being said um anybody else have any and those are just the quick things that I saw and can I respond real quick because again the sofg goal development um it was mostly just to make sure that um there was an understanding that we will move forward with with that focus and I believe based on what I heard tonight the goals and guard rails will be in place prior to the June proposed slash adopted budget process so I anticipate that that will

be the entire framework for the budget when it comes to the board I mean obviously there are you know this page does this and this page does that and this is what this is for but I believe we'll be able to put that in alignment um uh for the board with our next proposed adopted um I think my intent there was just to put the space start having the conversation and then getting the guidance from the board thank you so much yeah and that's fine I just um I think part of this and this is for me too it's a lot of not only mindset work uh different but it's also how we're bringing out the information right and we want to make sure that we're getting the clear message from top bottom that the

these goals are our number one priority and everything that we do when it comes to hiring spending budget dollars whatever it is it's for the betterment of our students and impacting them first versus anybody else in the institution first but yeah I mean I get it I just wanted to make sure that um when we're having these meetings and we're discussing this that that is going to be our priority and everything should be aligned within not just you know hopefully we can get the SG goals yeah we'll get to there then first absolutely thank you how have other districts have adopted sofg goals like visually or organize this so that you can kind of they just add another column to the budget or do even an example to show what that could ultimately look like

yeah and then for I I can do the research and I will talk to our coach about that and if he has any examples I'll make sure that they get sent out not only to all board members but cabinet as well and I know in the book there were some um references and examples um so I was going to be using those as a baseline also okay awesome thank you and I know that Dr Ramos um will be probably touching base with other administrators and cabinet and he'll be able to guide them in that sense too but yeah I'll make sure I bring more information because again this is like an evolving piece and there's so many moving pieces to it I just want to make sure that we're always focusing that if we're going

to adopt these goals for the next five years that's where everything needs to live in it's that resources section um thank you in the it's like chap five is it like chap it's like in the end of the book oh the chapter five yeah trust me it's very marked up yeah any other questions comments um I just want to appreciate um this presentation I think um just also considering as we move forward to like knowing that we'll have some board turn over um I think things like this are really helpful in breaking down those parts of the budget um a lot of us have now been here and and dived into it but I just want to appreciate like the way that you communicate the information because I think it is really important um and

and especially when you're talking about carry forward um I just want to highlight and and appreciate the work that our district has done um with this because it is a really fun Balancing Act where you need those reserves for emergencies but you also don't want the state to think too much you're not spending enough money we're gonna give you less so um just huge appreciation um to to the cabinet to your department and to the com committee members on this work because it is a lot it's a lot of moving pieces it's a lot of cause and effect um between a lot of different bucket so thank you any other questions or comments okay thank you so much for that M perel all right and that brings us to our next item which is future

agenda items um Miss Caleb I know about your on May 7th meeting I yeah I will be virtually coming in shortly after 7:30 perfect do we have any for the order of things if things are needed but do we have any future agenda items I just wanted to add um the uh from the comment tonight I would hope and we've discussed this in our student conduct committee that I think there will be a need for St a staff conduct policy Review Committee and so I just want to put that out there is something we should explore in the future as well because it's something that keeps getting brought up in the committee and it's relevant to what was discussed here tonight so thank you Miss Gibson mle any other future agenda items um I also

just noticed that um for CVA at some point aren't we going to have to vote on something and I feel like it was on here and now it's fallen off yes and um that is not we're gonna have it in the board update and you'll have a board update of exactly what's gonna happen thank you I was just like it was on here I know there we go without going out of the scope of the agenda there there may be a there may be a procurement as well that comes forward to the board thank you any other future agenda items all right hearing none I move the governing board adjourn second all those in favor I I all right thank you have a great night when do noes you want to stick around talk about
