So, we start every Board of Education meeting in the best way, and that's honoring our students, staff, and community partners who uh district who um exhibit our portrait of a Clark County learner competencies. So, we're going to start out with our groups because on April 21, we recognized about 1,200 students who excelled in different ways, clubs, sports, all

003all the things at our DC. But then after April 21, a lot of things have happened. So, we have a few groups tonight that we're going to take care of and then move into our regular uh recognitions. We're going to start with Dr. McCollum with the ATC. >> Good evening. First off, I want to thank the board for recognizing our students and seeing all the greatness that they're doing within our school board. Um through the ATC, we are focused on being career ready. We want to make sure that our students are walking away from our facilities ready to enter the workforce with the industry certs they need to be able to get started. Um as she stated, we did have numerous students already recognized at April. However, as of that very day, we had about

004150 more students certified leading up until the end of the school year. So, we had a total of 252 students who walked away with the industry certification from Clark County ATC this school year alone. Uh so, that is a huge deal. So, thank you so much for allowing us time to recognize our students. I do want to apologize. A lot of our students are not able to make it simply because it is summer time. However, we will make sure that they are recognized when the school season starts. Most of them are sophomores and juniors, so they will be returning to earn even more industry certifications next year. I do have a few students who are here with us. All three of these students um were a part of our welding program. They all earned their

005transportation 3G welding certification with our instructor, Mr. James Willoughby. They will continue on in the program, hopefully earning some more certifications and also possibly their truck industry certification. So, Mr. Tristan Whiteside. >> [applause] >> MR. Myself, along with coaches uh Tyler Waldman and Will Carrington, helped uh this team in 2026 finish the season 14-2-0 as Bluegrass Conference regular season runner-up and Bluegrass Conference tournament champions. >> You were the champions? >> We were champions. Yes. And this was our our fifth in my time as uh RDC coach. So, uh we like winning. >> Mr. Howard? >> Yes, we do. >> And I have about half of our team here due to it being summer and and all kinds of things, but happy to introduce these guys. 008[applause] >> So, STLP student technology leadership program at RDC we had three students this year who were state champions in our state competition in April at Riverarena. >> So, state champions? >> STATE CHAMPIONS. AND SO, THESE YOUNG LADIES had individual products that we sent in and theirs were winners, so thank you. Mariel Maldonado Maldonado, is she here? She was here a second ago. I don't know if she's Okay, maybe she's out in the hallway. So, I'll start with Lilly Baumgardner. Lilly won in the category of logo design. So, she made a logo for Kovalic's Christmas Tree Farm and it was the state champion. SHE WON FIRST PLACE. >> [applause] >> AND THEN MARIEL MALDONADO, she competed in digital storytelling and her story The Golden Goal won first place at THE STATE COMPETITION. >> [applause] >>

009AND WE ALSO HAD SAVANNAH PRICE. SHE won in scratch coding. She was second place in the state. At state they only recognize first or second. So, those were our three state champions. >> GREAT JOB. TONIGHT WE WOULD like to formally recognize a coach who has outstanding dedication to our community. He has recently organized and hosted a free soccer clinic for our youth from 6 to 11 years old. Anyone in Clark County could come and join in for his 6 to 7-week sessions at the Head of the Clark Community Center. We would like to extend our deepest gratitude to him for volunteering his valuable time

010and sharing his expertise with our upcoming athletes. This coach is so crazy about soccer, it is unbelievable. He lives and breathes, according to Miss Mary, soccer. And what is it truly called? >> Football. Football. Um thank you for your dedication, coach, to our kiddos. Mike exemplifies the qualities of an empowered leader and an engaged citizen through his commitment to investing in others, sharing his expertise, and building leadership capacity across Clark County. Throughout his mentorship and leadership knowledge, he is equipping our leaders to better serve our students, staff, and community each and every day. His dedication, partnership,

015and belief in the work that we do do not go unnoticed. And we are deeply grateful for the meaningful difference he continues to make in Clark County Public Schools. So, at this time, we would like to recognize MIKE MCCORMICK. >> [applause] [applause] [laughter] [applause] >> ARE WE GOOD? >> I'M GOOD. >> OKAY, WONDERFUL. SO, do we have any public comments? Can someone check? >> No public comments, okay. All right. Our next agenda item is acknowledgement of CCPS data results and HQIR next steps. Mrs. Kelly Winton. So, last month when we were talking about the budget, we also talked about resources for our staff, which in turn help our students grow. Those are formally called highly qualified instructional resources. And tonight we're going to show how investing in that also helps invest in our students and

016how we're growing our students when we invest in those resources. Usually at the end of every school year, we look at our I-Ready results. If you recall, our I-Ready is our universal screener that we administer to grades K through 8 in both reading and math. They do this do this three times throughout the course of the school year and we can then track the data. The teachers, our administrators use this data throughout the course of the year to make decisions. At the district level, we are also using this data to make sure that we are guiding, providing professional development, and then also providing resources for our staff to use in the classroom. Tonight we're looking at the the data a little bit differently. In the past we've displayed our data so that you could see

017all three windows for all three grade levels and usually we're always seeing a growth from August or September until May as we should. Tonight we wanted to take a little bit different approach to displaying our data so that you could see the correlation to some of the initiatives that we've put in place to date and how that's affecting our student scores. So, if you'll go on to the next slide, please. All right. So, we're specifically looking tonight on kindergarten and first grade, and you're seeing a 3-year trend um all within kindergarten from 3 years of data, and it's all related to window three. Um so, we're looking at anytime from April to May of our students taking this diagnostic results. You can see from the 23-24 school year up until this year, we have made

018a 10-point gain across um the spectrum with all of our kindergarten students in this specific time frame. So, moving from 69% to 79% of our students ready at the end of the grade level with regards to phonics instruction. The next slide shows first grade. Very similar, we're showing an 11-point gain from the 23-24 school year up until this year, so that it's showing that 60% of our students are on grade level or even above grade level with regards to that. So, the next slide really shows that correlation that we have been very intentional with training and supports and resources for our teachers. Um over the last couple of years, we have invested highly in Orton-Gillingham, which is a phonics-based um instructional platform that provides the resources for our teachers to use with our students, and

019also very explicit training. All of our teachers undergo a 30-hour training to be able to um teach this course, and it is showing impactful results across our district. As with anything new that we put into place, it takes time for our investments to show that they're working. And over a 3-year time frame, just by looking at our kindergarten and our first grade data, our data is showing that it's working. So, we're going to continue to invest in that, continuing to provide the resources for our teachers. Um and this is very specific just to phonics and phonological awareness in the lower grades. Um there are more things involved in reading and teaching reading than just phonics and phonics uh phonological awareness, but that provides that foundational aspect, and that's where we started. Um when we started

020looking at the whole scope and sequence and what did we need to do in our district, we started first with just that foundational piece. Now that we have that under our belt, we'll continue to grow in that area, but we do feel that we need to move on and really look at the whole scope um and sequence of reading and focus on language comprehension and the other strands of the reading rope. So, if you'll go on to the next slide, um you'll look at first through eighth grade just the reading comprehension. So, this is looking at all parts of the reading spectrum, and you can show that we have made gains across the course of the 3 years, but a smaller gain of 3 to 5 points moving from window three in 23-24 to 25-26.

021So, we've really put a focus on phonics. We've made that very intentional, and we're seeing growth, 10 and 11-point gains. So, now it's time to really focus on the whole um spectrum of reading, looking at all strands of the reading rope so that we can focus on not just phonics and phonological awareness, but also the comprehension part as well. Um the next slide >> I have a question for you. >> Yes. Yes. Yes, go ahead. >> How do you measure the reading comprehension? Is it through the i-Ready also? >> Yes. Yes. >> Okay. >> Um i-Ready, when we get those reports, it measures all the five domains of reading, so we can really pull out the subgroup of phonics or phonological awareness, but we can look at all five strands, and we're seeing drastic growth

022with regards to phonics and phonological awareness, but not as much growth with all the other components. Um And while we knew that, it's hard to tackle everything all at once. So, we had to focus on one part, so that's why we started with the foundational layer, and we feel like we've provided that training, we've been able to have uh coaching with regards to Orton-Gillingham, and we feel like we're on a good road ahead that will continue to see those increases. But now we need to make sure we're putting just as much focus on the other components of reading as well. So, the next slide shows our plan of what we would like to do um to make sure that we're putting as much emphasis on all the uh subcomponents of reading. Um so, in the

023coming uh next school year, we plan to adopt Magnetic Literacy in grades first through fifth grade. That will be a highly qualified instructional resource that our teachers can use when they're teaching reading. And then in grades six through 12, they will be using Think that all of our staff, teachers in the classroom, have research standards-aligned um resources that they can use to teach reading and the reading curriculum and standards. Um this past year, we have piloted across all the grade levels um with Magnetic Literacy. We've put a lot of focus in making sure we're getting teacher input, um looking at the samples, and diving into all these resources to making sure it's a good fit for our district. Um we have surveyed our staff, surveyed administrators, and this is what everyone has agreed upon that

024we feel is the next step in regards to um English language arts and reading in our district. >> [snorts] >> Very similar in math when we look at those scores, um district overall for the last 3 years, we've showed a three-point gain. Again, not as much um as we're seeing in reading, but honestly, our focus has been on reading [clears throat] in this district, and it has been at the early elementary grades and in phonics. So, where we are putting our focus and our intentionality, we're seeing the gains. Um, but now we're ready to expand and making sure that we're putting a focus in other areas as well. Um, you can keep on to the next slide. Um, this shows a breakdown, elementary versus the middle grades across the last 3 years. So, specifically in

025elementary, we have had a 7-point gain in the last 3 years, and we've remained stagnant at the middle school area. Um, we attribute that because at the elementary level, while we have not changed our resource, cuz we do have a high-quality resource that we already used in math, um, but we were being more intentional with coaching. We have partnered with CKEC, um, to provide coaching to all of our elementary schools, and then we have written invested highly in manipulatives for our students to be able to have hands-on, um, manipulatives to use in the classroom, so they're not always seeing just the abstract. They're actually learning, um, more hands-on and concrete, uh, ways of looking at math. Um, so the next slide also, um, denotes what we plan to do moving forward. Um, again, while we

026are seeing some investments and gains at the elementary levels, um, we're going to continue the coaching. We are going to continue investing in the elementary, but while we see that middle school, we need more of a focus area on that, we are going to pilot I-Ready Math, um, for grades 5 through 8. Um, in talking with administrators and teachers, they are excited about having this new resource and being able to pilot that, and hopefully we can see some gains in that area. After piloting that, if we see that it is beneficial and is a good fit for our district, then we would look at next year potentially adopting that for a resource. >> [clears throat] >> Um the next slide just shows our next steps. Um so we're going to continue being very intentional, making

027sure that we're looking at our data to really drive our instructions, monitoring when we put systems in place. So when we put a resource in place, we're going to to monitor our data to ensure that we are seeing the gains and the growth that we expect to see. Um again, piloting a curriculum in math for grades 5 through 8. And then again with ELA, putting something in place for grades 1 through 12 for our teachers to use that are research-based. >> Have you already picked what you're going to use curriculum for the math? >> Yes. Um grades 5 through 8 would be already math. >> Okay. Classroom mathematics and envision for 9 through 12? >> Yes. Yes. I apologize. I did not say that. And [snorts] grades 9 through 12, I did leave that off.

028Um envision's math. So that way our reading and our math content areas all have strong curriculums that they can use that are standards-based or standards-aligned. Um our teachers have those at their fingertips so they do not have to spend hours and hours of researching and and finding resources that they can use with their uh students. I do have my team academic team here with me tonight. If you have any specific questions, they are boots on the ground in the classrooms with the teachers, um really helping the entire way with um piloting, getting feedback, and ensuring that these resources are aligned to our visions as a district and what we feel is the next step for us to continue growing greatness. >> So I know like in high school, you're required to do financial literacy. Is

029that class going to be updated, changed? Because that that class was Um as a parent, I was not really impressed with it. >> So with envision's math, they do have resources that we could use for that. It does break it down so that it has algebra one, geometry, algebra two, your standard content areas, but it does have a financial math literacy literacy financial math curriculum that we could use. >> I think that's like the terminology that we're required to provide that. >> Yes, we are. >> Yeah. But I will say that the the teacher that my son had the third teacher was great, Miss Sands. So, she helped him through that. That was a hard class and he had it his junior year, which made it even harder cuz he really should have had that

030his senior year. So, I'm really happy to hear about that cuz I think definitely just having my son just graduated last year, especially math, it just seemed like it I you know, math is math is math, but we it's very important to have it. Now, how did is it measured through I-Ready also? Like is Okay. >> I-Ready measures reading and math. >> Okay. I got this I've kind of forgotten it. And that but does does that does that stop at a certain age though? >> So, that assessment stops at eighth grade. Well, actually the assessment can go on through all of high school, but it does not provide support and what we call a math path support so that way if students are missing some of the standards, it gives support so that students can

031have remediation. So, we only test and use that screener through eighth grade, but GRC does use I-Excel for a screener cuz it can be used for 9th through 12th and they use those results to help remediate, provide intervention to students. >> I know that that just started this year. >> Yes. >> I love your PowerPoint and everything. I was wondering if >> [clears throat] >> is there a way to have these same kind of I mean point gains in every grade? >> Mhm. >> Is that something we could get in the future? >> Yes. We tonight we just looked at the phonics part because that's something that we put into place. We monitor that across the district and we can give you those. And actually, we had that originally, but then we went back to

032just what initiatives have we put into place and that has been phonics, so that's why we homed in on that, but can definitely give you those. >> Thank you. Definitely nice to have a I just I'd like to see since it's been put in 3 years, what that's affected as they moved up in grade level. You know, that's what I'd like to see. >> Definitely. >> Well, that's definitely the exciting part for us. When when you look at 3 years ago, we had Yeah, 69% of our kindergarteners and now we're most up to 80. Those will be our first graders, our second graders. And so again, it goes back to we can eliminate gaps from being there. We're not spending so much time on closing them on the back end. >> And across the board,

033we're seeing gains across the district, but again, it's like some of the slides that we showed earlier, it may be some of them stagnant, some of them just three to five, some of them two to four, but we've been very intentional and I keep going back to that phonics instruction. That's where we're seeing the 10 10 to 11 point gains. >> But even the ones that are are stagnant as you called it, it gives you somewhere to go. >> Yes, I agree with that. >> Right. >> What you need to do is make it clear that >> Yeah. >> Ability to intentionally plan. >> Do you all have any other questions or >> No, thank you. >> Thank you all. >> Thank you. >> All right, our next We are just acknowledging that we are

Just so we can have those ready by the towards the end of school, so the school board can see them. I think all of them are up-to-date according to the admin except uh Phoenix. I want to hold off on that one to let uh Ms. Grimes have an uh chance to take a look at that and make some edits and have that up for next week. >> I

035I do want the elementary schools to go and look at where they have the board of education members. It I want they really need to be the same for each one. Like, they don't have our names like they're not they're not all uniform. This offers a staff member who we already one of our instructional assistants is going to kind of pilot this to see how far we can go, but it is an opportunity for us to work with students both with an IEP and or 504 to focus on more pre-employment skills. So kind of being looking at some of our things within our portrait of a learner and working on things that may not be offered just in a traditional you know, classroom setting. So

048interview skills, taking more tours, doing some job shadowing, getting some volunteer hours, things of that nature. And then we have the option to bill Office of Vocational Rehabilitation to then generate funds to hopefully expand that program. And it would also, you know, big picture thinking, aligned with JAG, College and Career Readiness, ATC, like all of those things coming together so that we're hoping that our students are successful members of our community when they leave GRC. >> Would it be focused on at GRC or is >> Yes, so this is for students who the Office of per IDEA and other regulations when students turn 16, we have to focus a lot on transition. 067So that'll be really important for us to kind of kind of stay on track with it. Um sometimes we'll combine SCs and DDs, but typically in this case we're we're trying to move forward with the information we have. We We have received surveys um on at both locations. And I'll just kind of briefly touch base on on what we're doing here. So this is uh this is the Hammer Throw location for baseball. So the bounds that we have in red is where they're going to be doing turf on the infield portion of that of that particular field. Nothing in outfield here. Uh what we had kind of looked at we're going to do a low contrast striping. The the inner diamond piece here will be green as as well as the piece that kind of

068backs up to the backstop netting uh will also be green. And then we're going to look to do a like a terracotta like terracotta color for the actual, you know, kind of running path between the bases uh as well as to the edge of the outfield. Um we're including new foul poles, a new electrical box at the pitching mound. So that's going to allow them to use pitching machines with a dedicated power source there um on the field. We're also looking at doing some relocation of existing water line that runs right in front of the dugouts. We're trying to push that to the kind of beyond point outside of the outfield so that it gets out of the way if they ever had to come out and and address it or dig it up. Um

069drainage just with similar with the turf systems, we'll have a sub drain or subfield drainage system that will daylight on this backside where we have a drop in grade. But idea being is that that's going to run out off the off the property line or off the field lines rather and daylight out over in this area here. So that way if they have to ever have to do anything with it, you're also not tearing up part of the field in order to kind of do that work. Um and then we're also looking at in the base bid doing a back a new backstop netting system for baseball. >> The I thought I'd heard before that there was a storm I mean a drainage issue on that field. Is it still that way? >> There is

So, it acts kind of like a curb essentially that will be below that unit um rather than being directly mounted just on the slab. So, when we got our shop drawings approved, we released them. All that went all fine. When they sent back, they came back with some crazy lead times. So, since then, essentially, they told us we wouldn't have them until July, which wouldn't have worked for us. So, we brought the email back out from where we kind of had them on the hook when we started this process, and we ran that up the chain.

084So, we were able to get in touch with one of the main guys up there. We were able to get that estimated back down to early July, which is where we we really wanted them end of June. We've got them now down to July the 10th, which is much better. That's a ship day. These units do not have to come through customs, which was our main fear, cuz sometimes you can get hung up in customs for a couple weeks. These unit ventilators will not have to come through customs. So, they are to ship July the 10th. Now, we're still working to get that improved. And what I mean by that is we're basically going to skip the line on somebody who's ordered the same units that we're using that may not be as critical and

085push them back. So, I feel like that'll probably improve. If they show up now as they are telling us they're going to, we should still be okay. On July the 10th, I mean July 10th. So, we can all get You're talking about 2 to 3 days if it's from ship day. Correct. So, we can augment some staff and make up that difference, and Somerset Mechanical has kind of been on board with us the whole time to say, "We're not going to be the reason this falls behind. If we have to, we'll pull some resources from some other places." So, I'm not overly concerned about this saying, but I think I think it was definitely worth mentioning and bringing it to you guys so you guys are up to speed on what we know. Again, I'll

086look for those to improve some, and if with any luck at all, and we can back them up another 6 or 8 days, and we get them, it'll be a reasonable reasonable schedule for you guys, and all will be well. Worst case scenario, they show up late and you see a bunch of you see a bunch of mechanical contractors in there pushing through. So we're we're on it. We're we've been on it since the first phone call, first email. And in about 4 days we were able to get that much done. So I feel pretty good about it. We've got We do a lot of business with with Thermal. Summers has a ton of business with Thermal. They're not you know what I think they're trying to do is just a sticking a service station

So, collectively overall, we have reached 100% of those three property um of those three tax brackets that we collect on. As of June so far, what we have collected, motor vehicle is actually at 104%. So, we've exceeded the budget on motor. So, overall, we have exceeded our budget as far as property taxes. So, that's fantastic news. We have come in above and beyond, which is good. So, that's going to cover our franchise cuz we are not going to meet that franchise budget.

097So, thankfully, property and motor will cover the lack of collection on franchise, which again, we have talked about that bucket of money that is uh >> Never know when we're going to get it or not. >> Shoulders raised, don't know if we're going to get it or not, in all honesty, cuz that is based on business income taxes. 126you want to have a birthday party, you put your information in there, it goes straight to um Ms. Bush and her staff. Um It also highlights the friends of the center. So, we're really again leaning into our vision and mission of connecting the district and community as one. And our community has stepped up big time through Ms. Bush's efforts to connect with them. So, those are also listed on that. So, you'll kind of see that coming out, which is a little bit new. Um our feeding program, summer feeding. Um I talked about this last time. We had our second rotation. We went from 1,000 meal packets to 1,200 meal packets. We're working on getting that number higher through KDE. Uh we are limited. We can only have a certain number based on their approval. Um

127if they approve us for more, we'll keep asking each time, then we will get more meals because we gave out um essentially 24,000 meals uh at this last drive-in. Uh that's about 12,000 breakfasts and 12,000 um lunches. Um so, a huge shout-out. Again, we recognize one of our partners, Traditional Bank, came over and actually helped us hand out um package to our communities or families. Um our maintenance crew helps out when they can. We've got various volunteers. Always our food service crews, so yeah, just huge shout out to those folks. Thank you for the police helping us with some traffic. Thanks. I saw Chief Hall with the blue lights on one time. I think it was just to reroute traffic. Um bus book the book bus is back as we also put in our information.

128You can catch it at the Save-A-Lot. Um again Monday, Wednesday, Friday it runs at different times. Monday it's at Save-A-Lot, uh Trap Box is grocery store, Moral Park, and First Christian Church. Uh and then again each day we go to different sites, so we're trying to get around the entire community. That is different than the library book bus. Um they're both great options, um but we've also through hard work and donations uh huge shout out to Miss Allison the bus driver. She will not let anyone else take that route. In fact, I think uh everyone is scared to even ask uh to take it other than her cuz she loves spending time and seeing smiling faces, and they truly build connections and relationships throughout the summer. A lot of times the kids come back again

129they yes they get the free book, but to hang out with Miss Allison for a little bit. Um she is truly a light in a lot of our kids' lives and families' lives, so big shout out to her. Um we are working on uh back to school nights. This is just for you. Uh these are tentatives, so we might have some movements around that, but I wanted to make sure you can kind of uh put them on your schedule cuz I know you guys like to get out and about. Um and then we're starting uh July will be here. Um so before that we'll close out the Literacy Lift Off. It's been going wonderfully under Miss Fith and her leadership and her staff. Uh again free transportation to and from, two meals, uh and closing

130gaps with phonics reading, and then even adding a piece of mathematics this year. Um and that's 5 days a week, which is also a big jump from last year. So, just like we talked about closing those gaps, we're also trying to limit summer learning gaps where kids uh stop doing academic activities with high-quality folks in May and they don't come back till August. Uh we're changing that here in Clark County. That's free uh for anyone that participates. Aftercare will be all summer long. Of course, we talked about uh opening up a second uh daycare for our staff over BCTC. So, it'll be the Nest at BCTC. I didn't come up with this stuff. It'll be expanded opportunity for our classified staff. So, we're really excited about that. It'll be open all year long. Um, and

131then uh professional development. We'll bring our principals and directors back in uh the week of July 20th for our own mini retreat. So, we won't be going outside. Again, we're trying to be very cognizant of expenditures. We won't be getting down hotel rooms, things like that. We'll do a lot of that in-house team-building training right here. So, I'll give you kind of a schedule. So, if you're free, stop by. You know, our district leaders will love to hang out and split some coffee. Um, and then uh in July, I'll kind of give you next steps on first day of school starting, teacher report dates, PD, but we'll we'll have another meeting before then. But, we wanted to cover kind of some things that were going on at the end of June and then starting right
