Our meeting goals today are to evaluate the softball bids for Nelson County High School. And we will start with Mr. Alex Martin. >> All right. So, appreciate [clears throat] you guys coming in. We've been engaged in the softball discussion process in the Nelson County High School campus. Really, I refer to this as kind of phase zero. Relocating the softball fields is a product of, you know, extending that school campus out. When that
002process begins, but this timeline [clears throat] is just kind of a reminder of where we've been and where we're headed. Earlier this year, we had a design process with Studio Kramer, Nelson County High admin and coaches. Um in May, we had a round one of bidding process. Really, when those bids came back in, Codell Construction along with Studio Kramer and ourselves felt like uh they were over budget. So, we wanted to uh we rejected two of the bid packages, re-engaged, uh really we looked back at the scope of the project and re-engaged the bidding process that the second round was uh with [clears throat] much more with more questions, much more competition. We did receive more bids in the second round of bidding, uh and the overall project cost uh was much less bidding-wise than
003the first round. Almost $500,000 uh cheaper in the second round of bids. So, the intent today is to show you guys those second round of bids, and then construction would begin uh very quickly. And then, really the goal is about February 27th, the field is ready for the upcoming season. So, if we go to the next slide, we can review the bids. So, there were three three bid packages. Uh, I'll start at the bottom. Bid package three, we did not reject last time because that bid, uh, we felt like it was already very competitive in relation to the budget. Uh, so that one was not rebid. Bid packages one and two were rebid. We did receive multiple bids for both of them. I'll start at the top. General trades is the biggest one. Uh, two
004bidders, Music Construction and Parko. Their overall total bid was very similar, um, but this time around we we had we created an alternate. This is referred to as the batter tunnel is what it's called on the documents. Uh, really it's a most baseball softball spaces have a hitting facility along with locker room, and there's going to be a restroom in that space. We asked bids to add it as an alternate so we could really see what that cost was, and it allows us to make a decision to include that today or to wait on that. So, under Music Construction, they bid that uh, that alternate at almost $800,000. Parko bid at 324. So, there's some discrepancies there, and part of part of it is just clarifying the scope of that seems to maybe not be
005clear. At the same time, uh, based on the budget that we identified for that space, really this should be a rather simple structure, to be frank, and the coaches agree with that, and that's really what they're wanting. Um, we don't feel like a $800,000 building is kind of what we're after. So, the recommendation is to remove that at this time. Uh, really reevaluate it, go through a new process to ensure that we're getting a product that we want at a price that makes sense. So, if you deduct the batter building out of that, you see the final recommended bids. Music Construction at about 1.3 million and Park 1.6. So, the recommendation would be to go with Music Construction and not you would accept alternate two, which would remove the batter building at this time. Alternate
006three, we did review basically instead of a custom set of dugouts, you have a prefabricated set of dugouts. It would save you around $56,000. We felt like we don't want to recommend that cuz we feel like we get more out of the custom option and it meets the coaches needs based on requests. So, we wouldn't accept that. Uh bid package two was also lower this second round of bids. Uh KCC Mechanical was lower and then if you take out the batter building, it takes their bid to around 26,000. Uh in bid package three, this is really a formality. Part of that part of that total includes uh you know, work on the batter tunnel. If you don't do that work, it's about $35,000 you would also save on that bid package as well. So, if
007you accept the recommendation today, we're essentially allocating 1.6 million towards construction of the softball field. Um we would again, like I said, re-evaluate the batter tunnel. We do feel like it's an important part of the project that we want to proceed. We just don't really feel like we have it outlined like we want to at this time. So, we would make an additional allocation eventually. Um once we have that ready. >> So, the delay on the batter tunnel is largely due to there's likely not clarity on the scope of work and what we're getting for >> that and I think trying to keep that scope of work as simple as what the facility really needs is part of the disconnect, I think. >> Can you also I would us the difference between the prefab and
008the custom and >> Did you say prefab >> I mean so basically [clears throat] the the prefabricated kind of has a a set kind of size. Mr. Davis can help me with some of that but uh >> The the prefab is basically just the post with chain link fence and a top middle top. The the custom is it's concrete blocks with metal trim and gutters around it. I mean it's trimmed out on the inside. It's got all the furnishings through the benches and >> Is it more valuable therefore a better investment for return of the money in the long run? >> Yeah, we had just looked at the prefab. I'm doing seven fields in Frankfort and they were just it's a simple solution. We knew it would save money. >> Okay. >> But but it
009did it's just the building is not going up. We definitely think this is the best way. For what the coaches need and players and all that. >> And for the sake of clarity can we define him? We have to say his name. >> Davis Co now construction. >> Thank you. >> Yeah, basically what this does uh is forces us to reevaluate a batter building and the and the options for that over the next with coaches and architects etc. is to determine uh location. We have a location. Part of the tension on this was a location issue. Some have differing opinions on how much they were going to have to cut in the soil and so what was the geo uh yeah. >> So >> What's it called? What's the >> It's a geo tech >>
010Anytime you anytime you build on a space obviously you need to make sure the soil is sustainable to build upon it. So geo tech report had kind of identified that it wasn't clear the type of soil that exists there. So part of it was like well if it's not clear then we need to excavate that out and put in a different set of dirt so that we are it is clear and it allows it to be a uh had the building to hold up basically. While doing that is a large cost quite a bit of money to take dirt out and put it back. So, maybe reevaluating location. Obviously, it's going to be on the campus and next to the field, but moving it 100 yd could help, you know, one way or the other.
011So, I think this buys us time. Really, the the most pressing time element is probably to have the outfield seeded by the fall to allow for spring play. The batter building, you know, we have some time on that. That we can afford to do. >> So, our intention is we would do a batter building once we have a batter and we're able to play. >> Yes. So, we're just we want something where the scope meets the budget, meets the need. >> Okay. >> All those things need to be aligned. >> And again, the clarity is it's going to be ready for their spring season. So, that's not not the batter building necessarily, but the field. >> Yeah, we we have to seed by October 1st. So, that's why we kind of have to make a
012decision now. Go this route or else put it tomorrow. Cuz we're we're going to need to start very quickly like that. >> Okay. >> I heard some talk about some coaches. How much are they involved on what we're doing here, all aspects and everything? Cuz I think it's huge input of what they need to make it look and be competitive with other schools. >> So, coach coach Parsons is our softball coach. He's heavily involved in the design process. Um we met multiple times. Really looking at the site, looking at the plans. Plans with the multiple iterations of hey, here's what we're thinking. What's your feedback on this? So, coaches along with the admin were definitely involved in the design. >> How do they feel about it? Not giving a name or anything, but how do
013they how do they feel? >> Yeah, I mean, I think they're uh they're excited, you know? It's uh I think they're they're pleased with their current space. Obviously, they were advocating for a new space. Um I think this new space does give them uh a better long-term option. Um so, they're excited for it. Really they're you know they don't they don't want to disrupt their spring season, so they're kind of anxious there. But they seem excited. >> Good. That's what I want to hear. >> Yep. >> All right. 014and what are we accepting. Um so really it goes bid by bid. So for the general trades we would award it to Beus Construction. Their base bid was 2 million, um but again that includes the batter building, so we would accept alternate two, which would omit that. And that reduces their final contract amount to approximately 1.3 million. Same thing really occurs in bid packages two and three. Um the reduction in scope brings those contract amounts to a new total. >> The The difference is though number three we will write a deductive change order to that bid package as soon as contracts are awarded. >> Yeah. >> Because they were not part of the rebid process where their bid wasn't rejected. So he gave us an amount before we bid it, so we knew what his
015amount would be to deduct for alternate number two. >> So basically it's a formality. >> Yeah, the paperwork formality. >> Pretty much on three. >> On three. So really at a at a in the July board meeting when we go through our construction change orders we'll have a softball change order of $35,000 credit for bid package three. >> So essentially it's a recommended contract amount of $1,308,678 to Beus Construction for alternate three. And KCC Mechanical for $26,337. >> And you actually mean alternate two. >> Correct. >> And except two, three was prefabricated dugouts. We would reject that to maintain custom dugout option. >> All right. So, any further discussion?
