into order. Uh please join us in a moment of silence and pledge allegiance. >> Thank you. Salute. Pledge. I pledge aliance to the flag of United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Like to welcome everyone out tonight. I'm Miss Small. Thanks for coming out. uh one of our elected officials. Um Dr. Farley, I'll turn the meeting over to you. [snorts] >> So, at this time, we have some special recognition. Uh first, we would like to recognize Miss Virginia Contempo from Crab Orchard Elementary. Do you have a saying? Okay. So, um we we don't have anything written out, so I'll go on what I know. Um [laughter] that could be a little bit scary, I'm sure. Uh so uh
Miss Jen is she is referred to by the kindergarten students that are in Miss Gail Reed's room. Uh she comes every day and she is there from 7ish to probably about 11 every day and she has done that every day for 20 to 25 years. >> And I'm sure that Miss Gail would be uh lost if she was not in her room. So, at this time, Miss Jen, would you please come up? [applause] We are blessed to have another dedicated volunteer. Mr. Davis Babcock is volunteers at Brown Elementary and for what I've been told he pretty much is a faithful just about every day as well and has been for 10 15 20 years as well and he comes and allows students to read to him every day. So Mr. Babcock would you come up
as well? [applause] Thank you. >> You can make it. >> You make it down that hallway. [applause] Okay, [snorts] >> that brings us to roll call. >> Miss >> here. >> Miss Nichols >> here. >> Mr. >> Here, >> Miss Stout >> here. >> Mr. Davis, >> Mr. King >> here. >> Mr. Matthews >> here. >> Mr. Cole >> here. record Davis is not present. >> So now it's time for the declaration of conflict. Uh, per Tennessee code 492202, board of education members who have relatives per the statute, relative means, spouse, parent, parent-in-law, child, son-in-law, daughter-in-law, grandparent, grandchild, brother, sister, uncle, aunt, nephew, niece, or any person who resides in the same household as you, employed by the system are asked to raise your hands to identify yourself. Do you certify that the votes that
you make tonight will be in the best interest of the school system regardless of the fact that your vote may have upon the employment of your relative or relatives? >> Yes. >> Let the record show Mr. Cole, Mr. Matthews, Mr. King, and Mr. Van Winkle had their hands raised. [clears throat] >> That brings us to approval of minutes. >> Mr. Mr. Chair, I move to approve the regular meeting and work session minutes from 521, 528, and 618. >> Second. >> A motion and a second to approve the minutes uh for number seven. Um any discussion. >> Okay. All those in favor say I. >> I. All those opposed say nay. The eyes have it. [clears throat] That brings us to the agenda. >> Mr. Chair. >> Yes, sir. >> Like to recommend the approval of
the agenda with an addition. We had some information today come in on clinic facility. We we like to discuss it. >> Okay. Director >> forformational purposes. >> I'll second that. >> Okay. There's been a motion and a second [clears throat] to approve [snorts] the agenda with the addition of discussion of a clinic. Is that correct? >> Okay. >> Yes. >> And that's for the >> information purposes only. >> Any other discussion? All those in favor of the motion and amendment say I. I. I. >> All those opposed say nay. The eyes have it. [clears throat] That brings us to community comments. We do have uh one request to speak tonight. Uh Karen Franen. [clears throat] Karen Fransen. 3219 PBLO Drive Crossville in Tanzy. um at the work session uh last week, the um TSBA evaluations
had come in and I think the director schools one was not complete, right? There was more to come. Okay. But the I guess the board one was done and I believe it was discussed not to bring that up today and I just thought it should be um addressed to the actual board meeting and there were uh several pages of it. There's uh my the reason I'm talking is there's uh the top six items with greatest success and it lists several there. Oh, and you can get this printed off from the agenda from the work session. It was right there. So, if anybody wants to do that, but I did want to bring up the top six items with greatest concern. And it's my understanding that this was sub the information was submitted individually, I believe,
by each board member and then aggregated. And then that's what we have here. And so according to you guys, the greatest concerns are our school board is respected by the community. So these are the concerns. So apparently this is not considered that you all are by your own admission. Is that kind of what you're saying? Not as as you would like it to be. Okay. Miss [snorts] >> Miss Fran, may I ask you a question? Are you talking about the >> the director's evaluation? It sounds like you're referring to the board evaluation. Okay. >> Sorry. board evaluation because the director of schools one wasn't complete at this point. I think more was coming in >> we're waiting on the test data from the state and some of that will not be released until December. >>
Exactly. I think that was my notes. So that's why >> just the board one. Okay. >> Yeah, just for the board. Okay. >> And then um second was the board regularly examines data to determine where achievement gaps exist and how much progress is being made to reduce those gaps. And that's certainly a concern to many of us in the community is the proficiency. It's probably my biggest thing. Each member of the board understands and respects the distinction between the board's responsibilities and the superintendent's duties. That was a concern. And the board does not get bogged down discussing operation details of the district or the schools. That was a concern. The superintendent is given direction by the board as a whole rather than by individual members. And also the last one is our board is accountable
to the community. So I just wanted to get that into the record at today's meeting. Thank you. >> Thank you. >> Okay, that brings us u to number 11. Board members reporting from training. Is there any training for this month? >> And then the legal report. Nothing to report. Woohoo. [clears throat] >> So number 13 is a approval of meeting [clears throat] dates. >> Okay. So you know, you look at these and you try to think you've got everything planned out. And this year, this was my second year of doing this and I was proactive and I remembered fall break and I remembered spring break. But guess what? I didn't remember >> winter break. July 16th is uh for those that's attending summer law, that's when you check in is July the 16th. So uh
some options there. Uh we could move it to July 9th, uh which is the Thursday before. You could have it on the 14th, which is the Tuesday before that Thursday. Or you could have it on the 16th and those that are attending just drive up after the meeting is over. >> To my knowledge, all of the other dates are good except the first one that's on the calendar. >> I vote for the ninth. >> Yeah. I don't have any conflict that I can think of on the night. I >> think I've already got that on my calendar. Good thing we're talking. >> I'll be out of town on the 9th. >> You're out of town, Travis? >> What about the 14th? >> 14th. >> I'm back in town, but I have a conflict. >> I
do have a conf. >> It's a women's >> Women's club. if you're going to be there too. Canada candidate forum [clears throat] >> um >> so it sounds like leaving it on the 16th and [clears throat] those that are going go afterward. >> Um >> that's a long drive. >> Yeah. >> If the majority of everybody can make it the n it is what it is. >> Yeah. The only one Shannon and Travis are the two that can't make it on the 9th. >> I can do the nth. I mean, what about you mentioned a Tuesday? What about the seventh then? >> Yeah, we could do it the seventh, too. >> I'm out that whole week. >> Oh, okay. >> Third to the >> I do it on the seventh. >> What about just moving
it up one day to the 15th? I know it's a Wednesday, but would that >> give everybody an opportunity? >> I could do it on the 15th. >> Are you available on the 15th? do the 15. >> I'm good. >> I'm not available the 15th. >> Listen. [laughter] >> Going. Going. >> Okay. So, how about the seventh? >> Well, if we're going to do the seven, might as well do the ninth cuz >> Yeah. >> Travis couldn't do it. >> I can do the seventh. >> The seventh works better >> because she can't do it the ninth. So, do both of them on the ninth. >> Okay. The seventh works for me. >> I'll work on the seventh. I'm good. >> Okay. Are you good with this? >> I mean, it's fine. >> Okay. So
then the work session will be July the 7th, which that's going to be like two weeks. >> I was going to say, is that too is that too early for y'all to be able to pull things together for the agenda? >> Can I speak on that? That is the deadline. So just know that you all may have more stuff for that reg if we can just get policies on there. I think that policies and >> if you don't have all the >> consent agenda and I'm not really worried about calendars and things like that but >> consent agenda I don't think is a big deal for us to wait till the regular meeting if everybody else is okay with that but yeah >> so July the 7th 4 o'clock okay so that's the only unless
anybody else had a change of anything That's the only thing that I know that there was an issue with. >> Guess we need a motion to >> Mr. Chair, I'll move to approve with changing the July work session to the 7th at 4:00. >> Okay. >> Second. >> It's been a motion to approve motion and a second to approve the calendar for the board meetings for next year with the change to the July 16th meeting to July 7th. Any any more discussion? All those in favor say I. I. >> All those opposed say nay. The eyes have it. [cough and clears throat] Okay. Brings us to number 14, Perryweather. >> So, we kind of talked about this uh at the last meeting. Um we talked about that it is uh $10,000 each year. Uh this
year we will have a $4,400 installation fee. Um and then some alternatives were brought up. I did share that with you in the email. Uh and Mr. Matthews has sent me some different things and I do have uh Miss Diane has those linked on her computer and she can show you those. Um that is one item. Uh obviously we would need to have both. We would need two of these, one at each high school. And then, and you can see how much that would cost. There's another item. This would be for each coach. Uh, and they strap it to their belt. And it not only, from my understanding, measures um the lightning detections, but it also does temperature and, uh, humidity. >> How many coaches do we have? >> That would require having one of
the monitors. So I guess you would get it for the head coach. So you would have a girls soccer, boys soccer, softball, baseball, football, tennis, golf. So that right there is seven. So you'd have 14. >> You wouldn't necessarily need it for each coach though, would you? I mean, as long as you had it. >> That's just for the head coach. >> But I'm talking about had one for one or two maybe for each school. in that way because you're [clears throat] not going to have too many you're not going to have too many sports going on simultaneously. >> But you have practices too. >> You have practices. >> Yeah. They're not going to be able to keep track of them. >> Who's got it? >> And for practices, yeah, you'll you'll have them going
on a lot of them going on at the same time. You might, you know, boys soccer's in the fall, girls is in the spring. So you might could just do one for each sport. You know, soccer, football, tennis, golf, baseball. >> Mr. Chair, we've gone into discussion without a motion. Oh, sorry. >> I'll entertain a motion. >> I would move that we move forward with Perryweather as we've discussed at least for discussion sake. >> Second motion in a second to approve use of Perry. Any any discussion, Mr. Cole? So the the the idea that and one of the larger selling points of the Perry weather program is the fact that it's a uniformed approach to severe weather and prevention of weather related illnesses with our athletes. Going to an individual um device leaves a lot
of gray area and doesn't allow for there to be the same product at one school as going on at another. So, I think that and also after looking at the competitors that Dr. Farley sent out, uh, it made it pretty clear that pound-for-pound for the dollar's sake, the Perryweather is the kind of the the better option out of the three comparable options we've been given. >> Thank you, Mr. King. The cost is for 50 of these devices first level. After that goes to 250 units. >> It's 50 users. >> Then if you need more than 50, it goes to 250. >> Correct. >> Would we be utilizing all 50 of those users? >> Would we need more? I guess >> I think 50 would give us more than enough and give us the ability to
put this tool in in other people's hands other than the head coach because the head coach ain't going to want to sit there and we need the trainers to be able to have access to this assistant coaches you know or even like booster club people whoever the the coaches or the athletic director see necessary but I think 50 would be a solid number to give us what we need and then maybe a few extra for others you know, give it to principles or or assistant principles at the school level. >> I see. And I guess that's where my thing with the with the monitoring devices is, you know, whether it's a an app on a cell phone or whatever else, the head coach is not necessarily going to be paying attention to cell phone or
anything else. And you give it to someone. I know like in our field, construction field, we we use these same devices, [clears throat] you know, that um because OSHA requires us to have all of those things. Um and we use these same devices and we have an IH person that is monitoring this all the time. And that's why I was in my mind I'm thinking, well, we have communication surely throughout our school and if we if we're having 17 different practices, you know, there's a radio or a PA system or something to get people's attention um and someone monitoring that device. at $10,000 a year just to monitor heat and humidity. That's that's a lot of money in my mind. >> It does it does more than just those two things. >> Well, heat, humidity,
>> lightning, and and you know that >> I just Well, the two things that I sent Dr. Farley, that was five minutes on Amazon finding those devices. I just think if we really need these things, which I'm not saying we don't need them, I'm just saying somebody that knows instrumentation or can, you know, help us with this. Uh, we could set up our own system pretty inexpensively and we not have to pay $10,000 a year year after year after year. That's my thinking. >> Um, >> thank you, Mr. Matthews, I I think I think you've made your point, but is there any other discussion on it? >> Well, I think the main thing is the consistency >> that everybody's doing the same thing. [snorts] >> Any others? I I would like to make a comment
on it. I' I've done a little searching. Think there's some options that we could do that are free and I know that we still have access to Weather Tab for free. It's not the same. it it but it does give you a lightning area and it gives you a warning of how close lightning is to you and you can add a couple of free apps to it and do the same thing that Perry weather does. Um I'm concerned about the $10,000 annual expense that we don't have budgeted right now. >> Uh as far as the safety grant goes, I think it's it would be great to have it for this year if we had but if we could have the safety grant to cover it in the future, that would be great to do this.
My only concern is the annual expense that we don't have planned. So that's that's all I have. Any other discussion? >> Where would the money come from, Dr. >> So for this year, the money we will be able uh to get it installed and pay for the one year, the first year and the installation. We can use the safety grant for that, but we can't use it reoccurring for for it. So, where would we find money to? >> Uh, you know, um, general budget somewhere. Uh, you know, I don't know which department would be fair to take it out. Don't know if you'd want to um, you know, I've heard it mentioned somewhere and talking something about, well, you know, let some of the, uh, athletic teams pay for it. Yeah, we could do that,
but you hate to take money away from them because we struggle to find money to to give to them to help them to sustain their programs. So, you know, it would just be something that we would have to look for and find. It would have to come out probably of a software line, a 471 line somewhere. >> What if we offered it to the booster clubs to see if they were willing, you know, to do fundraisers um to come up with that? I mean, it's a lot of money, but I don't know. The one that you're talking about, Scott, does that do the >> weather WeatherTap is free, but it doesn't do what what Perry Weather does. It would have to be combined with some other apps to to work. >> Then we'd have to
train the people in order to use passing out, dying on the field. >> Yes, it would have to it would have to have some protocols put in place, a procedure put in place, and everybody trained on it. But I think Perry is probably going to have to have that, too. >> Everybody's going to have to be trained on Perryweather as well. any program that we go to, you know, we can try to ensure consistency here at this office. If if you all vote not to do Perryweather, we would have to have consistency. And now we have Mr. Brown who will be um in place and that would be one of his responsibilities. if we wanted to apply something that was at no cost and put some parameters in place and some training in place to
start the year off with and then we decided a portion of the way through the year that that really isn't meeting the needs and we figured out a way budget-wise that we might be now that we're into the year a little ways we might be able to do something budget-wise that would be reoccurring for it. Um could we start this at any point? >> To my knowledge, yes. We just have to let Um the gentleman at Perryweather know when we want to start. He's ready to go tomorrow. >> Oh, sure. [laughter] >> How long how long do we have as far as to be able to use um the safety grant for this? >> Well, you know, it would start the money that's in there now. We've kind of got a proposal written for that
and but um if we don't spend it, that's fine. Some of it will carry over. So, you know, you'll have some safety money next year. Not as much as we had this year, but we will have some safety money next year. >> If we choose to, you know, put a pause on it for right now in, you know, maybe, you know, 2 3 months, go ahead and decide we want to go ahead with Perryweather, >> would it still be available for us to use the safety grant for that [snorts] at that point? >> Yeah, it should. What we don't use, it should carry over. So, that money should be there. If we don't spend it right now, it should be there and we should be able to access it in a >> So, this safety
grant money is for this current >> year that we're in, not Okay. >> Not yet. Not next year yet. >> I [clears throat] see. >> But you can't use it for recurring expenses. >> No, you cannot. >> Yeah. >> Can we use that safety grant for training if we got a free thing? Well, you would have to write that into the grant and see if they would approve it and allow it. >> I think we're going to run into trouble trying to to piece together a weather station. >> Yeah. >> And the grant [snorts] pay for it. I'm not saying it's impossible. I think that proved difficult though because they're going to want to know >> that we know what we're doing essentially, >> right? >> Versus a trusted >> people that are already doing
it. >> That's what they do for [clears throat and laughter] probably give us some obstacles. Have we talked to the coaches about this? >> No. >> Um, >> here says no. >> Mr. Al Mr. Allen's the one that brought this up and uh I think his teams at CCHS are pretty much on board with it. Would you not agree, Mr. Cole? >> It seemed that way, but you know, also Mr. Brown was also in the same conversations and supportive of it. So they feel like there's a need to go to a system like this that's rolled out and overall managed. >> This was completely Mr. Allen's idea. He brought it to me first, I think, before he even talked to Dr. Farley just to take the first look at it. >> So they're definitely on
board and ready at that school. >> My only concern is are there other options and are we are we rushing into something that we're going to have a recurring expense on? And if we don't if we don't pay the recurring expense, then we have hardware sitting there that's going to go to waste. >> We've lost money. >> If we went this first year and did it and then decided that it wasn't for us, it's their stuff. So if we don't want to pay next year, then they come get their stuff. We don't we don't own the equipment >> weather. That's the reoccurring cost. >> The reoccurring cost also covers the expense. If if a item on there fails, it's not out of our pocket. They'll fix it. They'll replace it. So, um you know, we're
just leasing the equipment essentially. >> So, it' be the 4,400 installation that we'd be out, >> correct? >> And we just wouldn't renew for the next year and we'd return the equipment. >> Okay. >> I think that 4,400 covers training, too. [clears throat] >> I just want to keep our kids safe on the fields. That's all. >> Well, >> the best way for us to do that. >> It also reduces liability because we've got protocols in place. It's all trackable data of what happened when and why. And either you did or did not do what you were supposed to do when these >> alerts >> storms happen. The alerts happen. >> Can we get a discount on our insurance policy? >> I doubt it. >> I [laughter] doubt it. >> That was new information for
me, Mr. Cole. I didn't realize if we cut it off that we don't we don't >> we don't have hardware set. >> Yeah, I thought it was a contract that we were entering into with them. >> It's not a contract. Okay. Mhm. >> All right. Any other discussion? >> It's a financial item, so we'll need to >> need a motion. >> Yeah, sure. There's a motion and a second to approve Perryweather as a software system that we use for for weather related items. We've already had the discussion. Any other >> So, this is my last question and I'll I'll leave it at that. So for this year then if we just we're basically only going to be liable for or for the 4,400 is what we'll really need to pay and then the safety grant
>> the safety grant will cover all of it. >> Yeah. >> Oh the safety grant covers the 4,400 and everything. Yes. >> Yeah. >> So it it cost us nothing more or less out of pocket except for the grant money that's already there. >> Correct. Y >> that's about 14,400 >> and it has been we have written it into the grant and we do have approval on that. We're waiting on go >> or no whichever you vote. >> Right. >> That gives us a year to find something else if we if we don't >> or come up with money to pay for. >> Right. Yeah. >> Yep. >> And not to repeat what I said in the work session, but I'm going to repeat what I said in the work [laughter] session. >> Please, Mr.
Nicole, repeat what you said in the work. Hey, Tennessee Tech and Coco had their own own way of doing this this very action and Putnham County Schools decided to go with Perry to try it and they're still at Perry today. They're in their third or fourth year with it and they sing it crazes. So, take it for for what it's worth. They're doing something different than what the the big kid in town is doing and they're liking it better than what Tech does. >> Yeah, >> Tech's got more money than we do. >> Yeah. Everybody clear on the motion? >> Yes, sir. >> Are we ready to vote? >> Madam Secretary, roll call. >> Mr. Cole? >> Yes. >> Mr. King? >> Yes. >> Mr. Matthews? >> Yes. >> Miss Nicholls? >> Yes. >> Miss
Stout? >> Yes. >> Miss Stole? >> Yes. >> Mr. Van Winkle? >> Yes. >> And that brings us to item 15. So uh at the work session uh Miss uh Reagan uh from the TIKA board came and she presented to you all the opportunity that we have uh to uh participate uh in the care portal. Uh there is a cost to that but they do have sponsors that is willing to cover that. So we would need a motion to accept their generosity to pay for our students to be a part of this opportunity. Does the cost a one time I guess we need a >> motion. Mr. Chair, I move to approve the Tika care portal. Our involvement in TIKA care portal. >> I'll second. >> No, sir. It is not a onetime thing. It
would be an annual. >> How much is it in case those sponsors decide to go a different route in the future? >> 3500. Was that what I've heard at one point? >> 50 cents per kid. [snorts] [cough] >> [clears throat] >> think the sponsorship will be sustainable. >> There's a motion in the second to approve the Tika care portal. There any other discussion? >> Is this something that we would then have to revisit every year for it? >> It would be it have to be budgeted every year. Yes. >> [snorts] >> Any other discussion? >> So since this is financial, we'll do a roll call thing. Thank you. >> Mr. King, >> yes. >> Mr. Matthews, >> yes. >> Miss Nichols, >> yes. >> Miss Stout, >> yes. >> Miss Stolen, >> yes. >> Mr.
Cole, >> yes. >> Mr. Winkle, >> yes. >> That brings us to the director's report. So every year uh Mr. Magnuson who leads up our disciplinary hearing authority he has to um come before the board and ask for approve for you all to approve the DHA board members. Uh and this is who he is asking to be on the DHA committees for the upcoming year. >> Mr. Chair move to approve this list. >> Second motion and a second to approve um Dr. Farley's recommendation for approval of DHA board. Any other discussion? >> 15. [snorts and laughter] >> Mr. King. >> Very necessary and looks like a small number of people. >> Typically they have uh Mr. Magnus and then two others, >> right? Just depends on how busy they are. >> Yeah. [clears throat] >>
Any other discussion? Okay. [snorts] All those in favor of the motion to approve the DHA board say I. >> I. >> All those opposed say nay. The eyes have it. >> So the next item in your agenda is the uh a nutrition um packet approval from Miss Hamby. >> Mr. Chair, I'll move to approve. Second >> motion and second to approve uh the school nutrition packet approval. Any discussion, Mr. Cole? >> No, sir. >> Mr. King. >> Good information packet. >> Any other discussion? Okay. All those in favor of approving the D8 um I'm sorry, the school nutrition packet approval say I. I. >> All those opposed say nay. the odds have it. >> Uh the next item uh is the uh federal programs consolidated funding application. Uh this is for uh federal programs as
well as our special education department. This was presented last week. >> Mr. Chair, move to approve all of the consolidated funding items under 16C. >> I'll second that. Motion in a second to approve the consolidated funding items under 16C. Any discussion? >> No. >> Roll call. Madam Secretary. >> Mr. >> Yes. >> Mr. Matthews. >> Yes. >> Miss Nichols. >> Yes. >> Stout. >> Yes. Yes. >> So, next is an item for the for building and grounds and it is uh homestead playground. >> We're wanting to add some additional items. >> Mr. Chair, I move to approve 16. [snorts] >> Motion in a second to approve uh item 16D, building the grounds HS playground. Any discussion, Mr. Cole? I think it's a good addition to their already nice facility. >> Miss Nichols, >> much needed.
>> Any other discussion? [clears throat] >> Okay. All those in favor for approving item 16D, HS playground, say I. >> I. >> All those opposed say nay. The eyes have it. So um last year I think was the first year that um we had an artificial intelligence policy. So as part of that policy I am required to do some reporting. Um and this is uh it's typically a questionnaire stack form done. Uh, and this is uh the report. Uh, we did go ahead and report it for uh this past year and for the upcoming school year. You don't have to vote on that. That's just information so you know when you see that it's there. >> Did you have AI fill it out? [laughter] >> Did you get help with AI to fill it out?
>> No, we did not. Um, so next is uh my leadership update. Um, so I haven't been to many schools in May and June, but I did make it to most schools for the end of the year honors program. Uh, we did have summer school graduation from high school on Wednesday. There was uh two students from CCHS that graduated, two students from STO Memorial that graduated, and six uh from Phoenix. That is a large summer school graduation, and I was very pleased to be a part of that. Um let's see. Uh, I can't the only thing I think that I've been to is the um I I went to a superintendence meeting uh in April. I also in May went to a uh legal um conference provided by toss questions about any anything. So the
strategic plan uh I have been working this week on getting the personnel piece. I do have uh maybe some benchmark data that I can add. Um I know based on my evaluation um and uh what I have read that was one thing that was discussed not giving um updates monthly. Uh some of those items are really hard to update monthly. Um, so but trying to look at the the personnel piece, the retention piece, uh, especially since we had that, um, the rehires and all of that in May. So, working on that should have you an update for the entire plan hopefully in July. Uh, our annual planning calendar is next. And you can see, uh, the only red boxes I think are still left are insurance items. Uh, but pretty much everything is completed. I
do want you to know if you look in some of the months you will see a little white box that's been added and that white box is the athletic activity director. That is when they will do their report. Uh, policy does state that they will do that quarterly and I have now added that in those appropriate months. So, uh, in July, Mr. Brown will be making his first report. [clears throat] So, um the next thing that I want to talk to you all about um it was a the agenda was amended and before I get into the FYIs, is this okay to share >> the the information that I have? So, my apologies that this information uh was not out uh before now. Uh the email that mi and miss uh Diane has all of
these attachments and she can pull them up. The first email that you're going to see is um I received it today at 10:35. Okay. So, you know, we've been doing a lot of work with insurance and you all had set aside x amount of money uh for our insurance and we had discussed and thrown around uh a clinic and there's some cost associated with that. based on the amount that we do have in our insurance and what we're projected to make with the average 8.5% increase across the board, we should still be able to do the clinic. So, um we have an opportunity to purchase a building. Uh that building is currently at Fairfield Glade. I think it is Druid Hills Golf Course. It is being used currently as their pro shop. It is 1640
square feet. So when all of this came about and and the first thing she showed you is the email in purchasing it and trying to figure out and going about that, you know, we are under the um uh you have to get bids if you're over a certain amount. Uh, so I thought about that. So I reached out to Miss Turner and said, "We have this opportunity to purchase this building. Would we need would we have to go through the bid process?" So what she did is she reached out to the auditor at the comprollers's office that audits the books that's in charge of them. And based on a Tennessee code um reference which is on here, we can we do have the ability to purchase that. Okay. Um also there is besides the specs
we have where Mr. Chamberlain we did have him to go visit the building and you can see what he said. He told you the information about it. um and um he thinks it's in pretty good shape. He had recently budgeted a classroom for another school system. It was a 24x60 uh and it was going to be $200,000 with a setup fee of $25,000. Uh when we went and visited and looked at this building, we were told that they paid $282,000 for it. The building is one year old. uh they have been using that as their pro shop while they uh are building their new facility. We have the opportunity to purchase this building uh and get it moved to a campus where our clinic would be and that cost is one would be $125,000 >>
purchase and moving. >> Yes. Um, one concern is that they need it moved by July the 6th. [laughter] >> Now, um, I have looked in, um, if you remember going back to our budget on the last page, you have line 91300. That is the new line that the uh auditor asked us to add and that is for educational capital projects. [snorts] Uh we have the money in there that we could purchase the building if you want to purchase the building. Um, I did tell you all that I had a meeting um with our new insurance broker, Gallagher. Um, and they have set up uh these clinics before. Um, they were kind of excited that we have this opportunity because they've seen when you set them up in schools, sometimes when you have families come into
the clinic, you run into issue with parent pickup and maybe parent drop off if the clinic's opened early enough. uh Gallagher will be here next month to talk to you uh about the clinic and and more information about that. Uh the next three things that you see, uh Miss Turner at finance did ask me to obtain um some quotes on similar items and uh the price of this is nowhere close to what the quotes that we have gotten today. >> [clears throat] >> I do apologize for the last minute. Like I said, uh on the first email, I received this information today at 10:35. This one was interesting here. This is like a um this is a little mobile trailer. uh and it's uh 24 feet uh and it's $115,000 and it would move from
place to place to place, but it is a medical facility according to the description. >> Really? Looks like a horse train. >> I was not going to say that. >> I have horses. >> Similar to a blood mobile ride, >> I would assume. Yeah, it' be similar to a blood mobile. >> Yeah. >> So, no facility. >> No separate office space. One big large room. >> Yeah. Whereas the other one that we're looking at has >> actual office divided into the office. >> The one just to remind you and and we do uh Miss Diane did load the specs that we have received all 75 pages of them. Uh and it does have that in there. So when you go into this pro shop or this prospective clinic, you go in the front door immediately
to your right is like a check-in desk that you would have. There's an open space there where right now they have like golf shoes and clubs and things that you can purchase, but it's kind of an open space. Right across from the door, you have a men's restroom and a women's restroom. Uh, and you go a little bit down the hall, you have two different rooms, which could be used as an exam room. Across, uh, on the other side, you have an additional room, which could be used as an exam room, an additional office, and some storage space. And how this came about was um they were uh needing uh they were beginning to make um arrangements to get this building moved. Uh they reached out to the school system and said, "Hey, uh we
have this building. This might be something beneficial for somebody if they need office spaces." And probably a month, month and a half passed and I really didn't think anything about it and then this came up with the insurance stuff and that's when this came to my mind. [snorts] [clears throat] >> Um, a couple questions. Um, you said we have the money in the line item to be able to purchase this. >> Yes, ma'am. >> Given the amount, >> is this not something that we have to actually vote on to purchase? >> Yes. So, we're not voting on this tonight. >> Apparently, not because you made the motion to for this to be informational, >> but it needs to be moved by June I mean July 6th. >> Correct. >> So, that's not a possibility because
we're not voting on it tonight. >> Apparently not. And um they have told me that there is somebody else interested. >> Okay. And then where would this building go? So the and I'm sorry I don't have that drawing but I can explain it to you. So this building would go at Stone Memorial High School which is kind of centrally located in town. If you are in uh if you enter the um the entrance to go into Stone and you see the football stadium and then you have the fieldhouse. >> So the the driveway goes on back behind to the softball and baseball right there. There is this level spot of ground that they trim and mow already and it would fit right there. We've already checked for the ease of getting just in case we've
checked for the ease of getting all of the utilities added. So then just question here with that is that then we would be adding additional people coming onto the school property >> while school is in session to go to the clinic. >> School employees only. >> School employees and their families only. >> Those covered by our insurance. >> Yes. But that's why that's why it's kind of off, you know, >> that end of the parking lot >> and we feel that we need to have this clinic. >> Well, so when we were having our insurance discussions and I don't I don't know if you were if you were able >> she was here. So that one of the the benefits um they do have this in Warren County. Warren County school system and the county
work cooperatively to have this >> and they have seen a benefit that their teacher absentee >> has cut down because they have the opportunity to go and then you know they can go back to work if if they're able and can feel like it or if they have to take their kids maybe they can go back to work as well. Um, and this would be at no cost to our employees. >> So then our students would be able to use that as well or no? >> No, just our employees. >> Just the employees. >> Be part of the benefits package for them with us reooking at what our benefits look like and what we can afford going forward. >> No, I I I do remember that conversation. [clears throat] >> It's been a few months
ago. So, working with Gallagher on this, not only are we talking about the building, we're talking about staffing, right? So, we've budgeted the monies for our benefits this year. And I know they're coming to do presentation next month. Um, we've got the money in the budget in order to make sure that we can staff a clinic if we're purchasing this clinic and putting it on the ground. >> Yes. So, I had Miss Delk to run that. um to run those numbers um a few weeks ago. Um and then when I met with um of course you know she runs them a little bit differently than Gallagher, she has to run them and figure them manually. Uh when I met with Gallagher on um Tuesday, [clears throat] uh Mr. Doure uh the guy with the beard,
he said he would put them into their calculator, their benefits calculator. he ran them and I spoke to him uh tonight right before the meeting and his numbers are very very close to the same numbers uh that Miss Dell came up with. >> We talked about the building, we've talked about personnel. What about the medical equipment supplies and stuff you have to keep on handling? From my understanding, all of that is included in the price to get the startup price. The startup price is 500,000 [snorts] we would be paying. >> Mhm. >> [clears throat] >> I I mean I know it's a great deal and on the building itself um but I think it's a little premature for where we're at in the planning process of the clinic itself. Um and especially with the timeline
of July 6th and trying to rush to to do all of that. Um, you know, I just my personal opinion is there'll be other great deals whenever time comes. I I I mean I'm not trying to say that we have to jump on it or we don't, but I just I think it's premature yet to buy a building before we have you don't buy the cart before you buy the horse more or less. So, has there been any discussion about wiggle room with the purchase and move date? Would there be anything where we could revisit this after our meeting with Gallagher next month? >> Nope. >> No discussion or no wiggle room? >> No wiggle room because the first date I was told that it had to be moved was July the 1st. And when
I I did speak to them today about it again and uh they did say that they could move that back to the sixth, but it has to be gone the sixth because apparently where it is sitting it is uh preventing them from completing their project. >> Some other information. >> Sure. You want to come to the >> Sure. Good evening. So, I have the privilege to work part-time for Fairfield Glades Golf Department. That's why I look why I look like I look [laughter] tonight because I just came from uh the Stonehenge Pro Shop. But I've been in that building several times. It's in great shape. It's almost brand new. They take phenomenal care of it. the July 5th deadline, whether you approve or not, and and I'm not here to try to convince you. I
just want you to have the full picture. Where the building is sitting is going to be parking lot. Uh Druid Hills Golf Club will close uh effective June 30th and will not be open uh until September 1st. So, there will be no play. Nobody's coming in and out. What they're doing is finishing up the brand new building. uh got to move the pro shop to put in the new parking lot and uh through the fifth is to get all of their stuff out of there and into the new building which as you face that modular building is a nice new facility to the left. It's also handicap accessible as you as you go in. That's something for you to think about. And again, I'm not here to convince you one way or the other. That's
your call. But I I did want you to have all the information simply because I'm I'm really familiar with it and it's just right around the corner from from where I live and happy to answer any questions if you've got them. >> Mr. Mr. Schlaer, I know most everybody in here knows who you are, but can you state your name for >> Absolutely. I will. I'm Dan Schlafer. I live at 126 Bolton Straw and um that's who I am. >> Thank you. Thank you. >> Questions? >> I'll slide out of here. >> Thank you. >> If we wanted to seriously consider this and the clinic option, I think everybody, it sounds like everybody has a little bit of a concern about putting the cart before the horse as Jonathan said. Um, I know we're coming
into the holiday, but would there be any way for us to expedite the information from Gallagher and us to I mean, if we really want to do this, what we'd have to do is schedule a meeting with Gallagher sooner and then vote on whether we're going to do this or not. Um, I don't know if that's something that's possible until I think we see the full picture with the budget and how everything is going to work. So timelinewise that would be done next week is what we would be doing. We would have to get all that information >> and vote on it and have a special called next week >> because the sixth is the following Monday. >> Monday um so what I can do is this is all I can do. Um I will
not be here next week. um Gallagher, both of the individuals that we have dealt with and are working with us on this, they are not available this week or next either. They're on vacation. And here's the thing, you know, it it's TWSAA dead period. And that's when a lot of these families go on vacation if they have high school kids >> uh because their kids are not going to miss practice. So, both of them have kids that play sports in high school. So that's why they're gone for these two weeks. Um she has given me a timeline. I can reach out to uh to them and see if they can come and present um and do um do a special called on Monday. Um I would ask if you do a special called on Monday,
why not go ahead and do your work session following your special called meeting? just saying that way you kill two birds with one stone. That's just a thought down the road though. Um and I can I can reach out to um the folks at Druid Hills and say, "Okay, here's where we are. We're going to have a meeting Monday, uh July 6th. Can you give us until Tuesday the 7th?" And whether they will or not, I don't know. But that's about all I can do. I think the building is an incredible opportunity. I really do. I believe this is the direction. I know we haven't made any decision and I know it's up for discussion, all that. I really believe this is the direction we'll be heading. >> If we're going to go this direction,
we don't want to miss out on this opportunity. >> This building is amazing. And the fact that it's only a year old and they paid that much for it and they're willing to >> But we have my mind is we haven't even decided to even go that direction yet. And then we're bu buying the building before we've even decided. >> I agree. >> I just what we're gonna do if we decide not to go that way. >> Well, maybe what you could do then is you could have uh your work session, do the work session at 4:00 like you normally do and uh let if Gallagher can come and I will text them right here in just a moment and see if they can come and present to you all on Monday the 6th. Um,
and then after you have that, then have your special called. That That's just a suggestion. >> That way, if we decide to do something, we can do it. [clears throat] >> Yeah. >> Here's the other option just as a possibility. I mean, if we would choose to go forward with the great deal of the building, um, is that something that if we decide not to go ahead and go forward with the clinic that we could go ahead and turn around and sell it. I mean, how easy would that be than to sell the building? >> Well, there's somebody that's interested besides us. So, you know, maybe if they would, if you all choose to do that, they would let us know who that person is, and if it doesn't work out for us, then we
could sell it to that person. >> Do you have a need for it in any other No, >> not really. I mean, you know, that's one of the things that the school system, we could replace it with an existing portable somewhere, but you know, typically the school system has tried to get rid of portable buildings. >> Very true. >> So, what's the what's the consensus then? Do we want to try to have Dr. Farley reach out and see if that's something that we can do? and if if um they'll give us an opportunity to meet one more time and give us a little bit more time on the meeting to to make the decision >> is all on Gallagher, doesn't it? >> Well, I just sent them a text saying asking if they can come
and present on July 6th. >> So, do you want to go on with the rest of the agenda and then me come back to this? >> We can. I just have a want to voice a concern is if if there's going to be changes in the insurance, this would obviously be a benefit in the insurance, right? >> Does that have to be discussed with with employees? >> Would have to be >> that'd have to go through theou and all that stuff too, right? >> Service, >> not the clinic. >> Out of service. >> Well, it's changing it's changing their >> benefits. >> Yeah. I think the package would go through theou but this would be this wouldn't be the actual insurance package right >> I don't know that's what I was asking I don't know
>> yeah I don't know what the >> and you know when they when Gallagher came and presented to you all that night they did recommend that you give them an amount and you know so what we're doing is we are you've set aside 11.8 8 million. So we can make that work. I don't think even with anything else any other plan whether or not you do this clinic uh with how we're doing how we have talked about doing insurance to this point uh that we can afford any other plan other than what we've got now. And I don't think if we can't afford it that that that's even a suggestion. But um Mr. um >> as Shannon is sitting down doing now. >> What >> is that? What you said? The plan is what we're
doing now. >> No, the plan is what we had talked about doing uh the which insurance plans the folks could choose. That's what we had talked about doing and what he came and presented that night and he explained to us the different types of plans, the premier plan, the standard plan and the limited plan. I'm I'm I'm not clear on what the plan is. >> Okay. Well, the what the price that how they figured it is with we would pay 100% of the employees still, but it would be the limited plan for the classified and the certified. We would then pay 85% of the classified and the certified employee plus children. So does that that changes the insurance benefits. What? >> Correct. >> Okay. >> But I don't think when you pay 100% of the
employee classified and certified and then you pay 85% of the classified and certified employee plus children that any other plan will stay under your 11.8 8 that you all allotted in the budget for. >> So that that's that's not been clearly communicated in a public meeting. I don't think that's the first I've first I've >> heard that plan. >> I think that was coming, right? I mean that was something that was going to be coming before some final part of their presentation and what we be making a decision on. So, if you remember when we had the discussion with Gallagher, uh, they were recommending 11.7 and you said you figured it out as >> Yeah. and you asked for 11.8 because you said based on our expenses now the uh 11.8 would put us at
the 10% and we were expecting a 10 to 12% increase on the insurance at the time. So, that's why. >> And we're making benefits consistent across the district. >> Yes. for classified staff and certified staff. You're doing that. And um you know, to me, this is a unique opportunity that that not many districts do. But >> question. >> Yes. >> Go ahead. Sorry. >> You mentioned that it was going to cost us 500,000 to get the clinic set up though. Where would that be coming from? that we have. Um, our insurance premiums are going to be around 11.2 and you have 11.8 budgeted. >> So, you got 600,000 there. >> And it gives them an onsite no cost. >> And we could also use this clinic to do physicals. Uh, and we could also use
this clinic to do drug testing, >> which saves us money. >> So then our students would be going in. >> But >> no, this is not for students. >> But you're also talking about >> drug testing for employees. >> Okay. >> But but you're also talking about dropping the plan down from the premier down to the limited, >> right? >> That's a big drop. It's a big drop in benefits >> only for the people who would need it per se. So remember we talked a lot about how we were [clears throat] paying for the top plan when everybody wasn't using the top plan benefits. So, we're paying to overinsure the majority of the employees in the district where we want to make sure that we're taking that money and applying it to the best benefit
package we can that would allow everyone the most coverage that they could get versus us overinsuring with a plan with benefits that not everybody needs or uses. >> So, will that be part of the presentation that we're going to see? Is that what Gallicker is going to present? >> Yeah, she's going to I think what her presentation was is like walking through how this would work and what she what all she has to do like they have to put out bids and specifications and all of that and the timeline when they would do that. Um she and I talked if the clinic is a go and this is something you all decide on. We would hope to have the clinic up and operational on January the 11th, 2027. >> Yeah. >> Because you got to
go through all of the bid process and that has to go through the finance at courthouse. >> So it sounds like we need a little bit more information to make a decision on a meeting date. Can you get that? I have sent them a text >> before >> you you leave before we leave tonight. >> I'll try my best. I've sent them both a text. It's not showing that it's delivered, but I don't know why it's not, but it's not. But yes, I will come back to that and let you all know. >> Okay, let's move on to the FYI and then come back to that. Thank you. >> Uhhuh. So, uh, next is your FYI things that are normally in there. Personnel report substitute. We did have a couple of newsletters, a couple of
calendar or one calendar, and that's it. We I just want to remind you we are doing subtraining still twice a month here. Uh not knowing that we've had a lot come up happening this summer, but that's okay. We still have them scheduled. >> All right, that brings us to first reading of policies. >> Mr. Chair, move to approve the slate of the first reading of policies under item number 17. Second, but I have a question. Okay. >> And a motion in the second to approve first readings. Uh discussion stout. Nothing. Okay. Mr. Mr. King >> in policy 6.306 line 25. It says sum of all students. I don't understand that. Should it be some or all? Good. >> It probably should say >> or just all students. >> Some of all students. >> I think
it should be or maybe some or all students may be removed from the classroom. >> That's the way I would put it. But >> yes, it is. It should be or. So if we can change that to four, >> modify the motion to approve with the change. Just a second. [snorts] There's also a concern on 2.2 before we >> so 2.2 uh bless it this is all over the place. This has um TSBA's recommendations uh and then we have added you know if you remember red is TSBA blue is our recommendations or suggestions. So, uh, this policy came about. We had had some questions about it. So, then, um, we went in and we made another change. And my changes are in pink. Do you have that one? [clears throat] Because, um, I can't remember
how the discussion came about, but this policy was shared and uh, it was said that someone would ask me to come up with a deadline that TSBA is requiring. So this policy, [clears throat] all that you see in black was approved on second reading on February the 22nd of 2024. So anything that's in black was approved then. So that you've kind of got a little bit of wiggle room. But if you read 21, line 21 through line 30, um you you it's kind of locking you in to a certain date. So, I've added that the proposed budget would be presented to the board at the March regular board meeting. Okay? Because it says all this stuff is going to happen no later than March 1st and then the chairman of the board and the director
will have the budget reviewed on the appropriate forms by March the 20th. Okay? So, that's going to put you needing it by the March board meeting. But if you scroll up just a little bit. So then when you get down to here, it talks about and and the the key here is that the director of schools will present this budget to you no later than April 1st. So you're going to have to seek it at the March meeting so you can see it before the April 1 deadline. So that's why I added the proposed budget presented to the board at the March regular board meeting. Okay. So then uh and then we will put it out inspection and I said March the 31st through April 15th. That's the same number of days but it's going
to get you in a time frame that you need because if you keep going this says that it has to be presented to the county commission by May 1st. So if we do this and collect the feedback by April 15th, which is the middle of April, this budget can be presented and approved by you all at the fourth Thursday of the month in April, which is typically going to be after the 15th. And we would have it ready to go to county commission by May 1st. So I said all that to say this. I've added April the 15th uh as to when public feedback would be gathered by, which was TSBA's recommendation, but they left the date blank. So, I added the 15th. I added that we would allow feedback March the 31st through April
the 15th. And I also added that the proposed budget would be presented to you all at the regular uh March board meeting. And so this is not nearly as aggressive as the schedule we put together last year. >> So what we can do is this also says that we have to do a schedule and [clears throat] have that presented by January 1. So we did that last year at December. So what we will do is Miss Delk and I when this time comes we will work on that schedule and we will make that schedule to match this u policy. >> Gotcha. >> So that's that's my suggestions. Uh and this is just first reading but wanted to to throw that out there. >> Thank you for doing that. Any other discussion on first reading policies?
>> Scroll back up there just a little bit. The [snorts] 17%. >> So the blue piece is what we, as I said, the blue piece is what we've added. That's talking about our fund balance. Um that is the request of county commission that we have the we maintain the 17% in our fund balance. The county commission has a policy that says that already, right? >> I I do believe so. However, remember it's in red. So that's a TSBA recommendation. So it it just >> 17% in blue. Right. >> Right. So that's why I said the blue is our part. So I don't know that it was it just a was the original one just a blank for us to add. >> So what's state law say? >> Three%. >> TSBA recommends 16.3. >> So what
was in there? A blank. >> But they do recommend 16.3. They didn't put it in there, but they recommend it. >> It was blank for the county. at least [clears throat] >> two months of operating expense is basically what that's supposed to be, right? >> Yes, >> pretty much. >> Would it be better to word it that way? two months of operating expense. >> So, you want it to say an unrestricted fund balance covering two months of operating expenses. I >> mean, that's an option. I'm just saying. >> Sure. I mean, that's an option. You know, this is first reading. How you you all let me know how you want it worded. We can change it. >> Well, I guess my concern is if we put the 17% then we're dead locked on 17% because
that's policy, >> right? And I hate locking us into a policy that just goes above and beyond what is state law >> requires. >> Um [clears throat] so and goes that far above what state law requires, you know. Um the 17% is a great number to shoot for. Um but to lock us in at it >> without violating policy, you know, you never know what what may come up and we may need to. >> So if you remember and I don't remember for maybe it was for when we did the budget. It was when we did the budget. Um I had had Miss Delk to to look and see and she made a chart. You know, she gets up or Miss Bray had gotten up and had presented what our running fund balance was. Um
it started obviously July 1st. We reached the 17 we were blessed this year. We reached the 17% threshold in no uh November and we've maintained it since then and we are above 17% right now. >> Yeah. >> But I I just want to go on record and let you know that as well. >> Yeah. >> But that's not guarantee every year. >> It's not. That's the only thing I I I just don't want to make a policy create a policy that we can't >> live by at all times. You know, >> that's the whole reason for writing for having these policy. So, what what she's saying that they did, Miss Nichols, is that they left it blank for us to fill in, like the date where it said that we would collect feedback from, but
they had in parentheses that they recommend boards establish a a fund balance of 16.3%. >> Can we check and see what we've been for the last five years over fund balance on average? I can try my best. >> So, like you said, it is first reading, right? >> Correct. First reading. >> Yeah. >> We're not having to approve it right this moment. 16.7 >> two months of operating expense. Yeah. [cough and clears throat] >> Oh, sorry. 16.7. >> That's their recommendation. >> But it's also not state law. It's not >> Do we know why they're recommending that we add it at this point? Did they indicate why it's something that they're wanting to add at this point >> if it's not state law? >> They reference comp. >> That's the comproller's recommendation is two months
of operating expense. and see that I looked on the policy and and that u had been number two. Obviously, it's uh footnote two, but they had marked out the Tennessee code and then they put the comprollers in the treasury. >> So, we would we would not be in violation of TCA if we just referenced TCA there and said we will remain we will maintain a fund balance above what that code references 3%. We could just say we'll make sure we have an unrestricted fund balance of more than what TCA code requires. >> Is that how you >> and we would meet we would meet state law. >> Okay. Is that how you want it worded? >> Well, I'm just I'm just throwing things out there. Yeah. >> Does our attorney have an opinion on that?
>> Yeah. >> I think you could say something no less than whatever that number is. >> Familiar with that exact issued that way. >> No less than that >> dollar amount changes. >> It does. Yeah. >> It just keeps us without with, you know, without having to go outside of our policy. >> Yeah. >> In the event that something does arise. >> And then and we've tried to maintain that, >> right? >> Yeah. >> And we and we will continue to do that. Mhm. >> But we don't want to strap ourselves with a policy that says we're going to have to do that. If something comes up and we need it, we we just need it. >> Yeah. >> So, I'm hearing two different options. So, let me make sure I'm clear on what you
all are wanting. [clears throat] >> Sure. I'm gonna have to try to repeat this in a motion. >> Okay. Well, my first question is this. My My first question is this. Are you good with the dates that I have put in? >> Yes. >> And that may not be the appropriate way to do this. And I'm not trying to single this one budget out, but it's got a lot going on. Okay. So, everybody's good with that. Okay. So, then you need number five changed. Okay. So, I'm hearing to say an unrestrictive fund balance to meet the requirement of Tennessee code and put the code in. >> Meet the minimum requirement. I would put in minimum requirement. >> Got that, Miss Diane? To meet the minimum requirement. >> Sure. >> Okay. [laughter] to meet the minimum
requirement established stated or established. What word do you all want? >> It's fine. Established part >> established in Tennessee code and we'll get the TCA code. Okay. So, that'll be fixed. Okay. Are we done with all the changes with everything? >> Anything else? >> I don't have anything else on the others. >> Okay. So, I make a motion to go ahead and approve the first reading of policies um with the changes from policy. What was the first one? Chris >> 6.306. >> Okay. 63. >> Say again. >> 6306. 6306 >> and the budget policy >> which was >> 2.200 >> 2.00. Thank you. >> Mhm. >> I think you seconded it, didn't you? >> I did. [snorts] >> Can you repeat that one more? >> Oh my god. Don't make me [laughter] repeat that again.
Seriously, >> I didn't circle the policy numbers. >> 6306 and 2.2000. >> Thank you. >> All right. I'm going to motion to approve the first reading of policies with modifications to 6.306 and 2.2000. We have noted those changes in the minutes. Any other discussion? All those in favor say I. >> I. >> All those opposed say nay. The eyes have it. >> Okay. >> So, apparently we are having some issues tonight with our streaming. It is not streaming live. It's showing it is, but I don't know that you can hear or see it. So, but it will be reviewed and put on Facebook or YouTube. It be put on YouTube tomorrow the meeting. [clears throat] >> Just wanted to let everybody know that. >> So, that brings us to second reading. Second reading of policies.
Huh. We have all seen these. Uh we had these all last week as well. >> Mr. Chair, move to approve second reading policies. All of them 18. >> Second. >> And a motion and a second to approve number 18, second reading of policies. Any discussion, Mr. King? I >> think we went to them pretty well last time. >> Yeah. Any other discussion? All those in favor of approving item 18 say I. I. >> All those opposed say nay. >> The eyes have it. >> Brings us to uh number 19, first and second reading of policies. >> Um I'm going to make a recommendation that we suspend the rules just for number 19 because it is first and second reading. I'll second that. >> All those in favor say I. I. >> All those opposed say
nay. The eyes have it. >> So I will make a motion to go ahead and approve um the policies for first and second reading under item 19 with one modification that I saw in there. That's just a spelling change on policy number two. Um the 5.303 personnel and professional leave line number 15. We need the in there and it was only a portion. The >> oh >> th [laughter] >> last word on 15 should be the instead of th >> that was all that I noticed. Any other discussion? >> We need a second, right? >> Yeah, we do need a second. >> A second. >> I'll second. >> Any other discussion, Mr. King? >> Okay. It's been a motion and a second to approve item 19, first and second reading of policies with one modification
on 5.303, line 15. Uh, add the E to TH. All those in favor say I. >> I. >> All those opposed say nay. >> The eyes have it. [cough and clears throat] >> So with our motion, the rules are now back in place. Brings us to the monthly financials. Hello everyone. >> So for the end of May, because it's [clears throat] closing on us real fast, >> um the revenues were at 69.4 million and our expenditures were at 70.3 million. So our unrestricted fund balance is 13.2. So, I am updating in the budget that middle column that is projected where we're going to end for this year. I've been working on that and we'll have that'll be different when it we go before the county commission with our budget so that they'll have a good
idea of what we're projecting we're going to end up at. So, it should be done about middle of July. Uh, of course, it won't be completely accurate because they won't have closed out. So, it'll be a little bit after that. Um, and then for the sales tax, um, we are still looking really good, um, and running ahead 600,000. I looked back this time last year, we were only, um, 100,000 ahead of projected. So, this is a a terrific year. Um, and we still have two months to report. So, it looks really good. >> And then on budget amendments, we just have like four little cleanups. >> Mr. Chairman, I'd move to approve all the all four attachments in 20 C41 budget amendments. >> Second. It's motion and a second to approve uh all the budget
amendments um in 20 C. Any discussion, Mr. Cole? >> We went over these in detail in the work session. >> Miss Stout. >> Same. >> Okay. Roll call. >> Mr. Matthews. >> Yes. >> Miss Nichols. >> Yes. >> Miss Stout. >> Yes. >> M. >> Yes. Mr. >> Gold. >> Yes. Mr. >> King. >> Yes. Mr. Van. >> Yes. Have it. Thank you. >> Thank you. >> That brings us to the consent agenda. >> Mr. Chair, move to approve the consent agenda. >> Second. >> Been a motion and a second to approve the consent agenda. Any discussion? All those in favor say I. I. >> All those opposed say nay. The eyes have it >> before you. Y. >> So I have heard back from um Gallagher. They can meet on the 6th. So that
brings me to the question uh do you all want to move your work session from the 7th to the 6th or do you want to meet on the 6th and the 7th? >> I'm good either way. One meeting would be preferable. >> One meeting would be preferred. >> So, do you all want to meet on the sixth then and just move the work session to the sixth? >> I mean, I know that that may cause some issues with Miss Diane there. >> We just won't have the items because the seventh is the deadline when they're due to us. So, we just won't have those items. >> But I say that >> well, we will just work with it the way it is. >> I prefer My opinion matters. >> Okay. >> Yes, it does. Thank
you. It does. >> So, do you all want to move that to the sixth then? >> Be okay on the sixth. >> I will probably not be here, but you all move on. We're returning from a trip that day. So, I don't know if I'll be back in time. >> I'll be the same. >> But be doing the same. >> I'm not going to be here either day, so I'm gonna stay out of [laughter] gone the whole week. So, >> so we can't have the meeting on the 6th. Yeah, we won't even worry about it. >> Okay, we won't even have enough. >> Will we even have enough for a quorum anyway? >> N >> on the seventh. >> on the sixth. >> Well, you'll have if if if you can be here then you
would have Mr. Matthews, Mr. King, yourself, Miss Nichols, and Miss Stole >> on the seventh. I counted earlier for the seventh to make sure we were good for the seventh. So, but the sixth we >> I mean I I'll I'll make sure I'm here if that's what everybody wants to do. >> What are we talking the seventh? >> Sixth. >> The sixth because that that's the day that's the day that we would need to see >> make it work. >> Okay. >> Yeah. >> So, Mr. Matthews, you can be here the 6th. >> Mr. King, you can be here the 6th. Mr. Van Winkle, you said you were going to make it work. Miss Nichols, you'll be here the 6th. Miss Stole, you'll be here the sixth. And I do want to >> I do
want to remind you all as well. Um Miss Del did say it. She is working on finalizing our budget and moving those you know moving cleaning up everything and adding what needs to be added and deleting. Just wanted to make sure everybody knew that. Just wanted to make sure. Okay. Um, so you'll send out a notice, public notice on the meeting for the 6th. >> Yes, we'll send one out from here. >> Then >> I just want to put the notice that a special call will immediately follow the work. >> Yeah. >> Whether it does or not. Yeah. >> Yeah. >> And I have to put a time frame in, but just ignore that. >> Gotcha. >> It will not let us not. >> Okay. So that brings us to item number 22. Questions from
the media. What time is the meeting? >> It starts at 4. >> Any other discussion? >> Meeting adjourned. >> Thanks everyone. >> I know set a new bad record. >> No, no, this is positive. North.
