003the reference policy B DH with that that brings us to the consent of the approval of agenda I move the governing board approve the agenda as presented second all those in favor I I I and that brings us to public comments Miss Horus do we have any public comments okay thank you Mr Man this brings us to our superintendent report thank you so much Madame President and um welcome back to everyone to the second quarter of our school year uh today is our first day with students back in the district after fall break and yesterday I know our teaching staff and our leadership were hard at work uh with professional development and getting ready to greet students ready to go today um some other things that have been happening around the district uh we had
004a great opportunity today we've started kind of a new practice of getting the executive team out onto school campuses to recognize some of the great things that are happening out there and so uh we did our inaugural visit with builtmore Preparatory Academy today um and had the opportunity to recognize uh two great teachers there uh one of them Megan Scott one of our kindergarten teachers um who's done an amazing job um not only kicking off kindergarten right for her students but she started the year uh missing a partner in a dual language program so um usually one language for dual language programs not an ideal situation um and yet she made it work got a new partner up to speed and things are going well was amazing to get to see her classroom and then
005also um coach Z our athletic coach and the athletic director at bmore Preparatory Academy has been doing some awesome things um including making open gym time available to the students at that campus so it was nice to get a chance to stop out meet them and thank them for their great service and we'll be getting out to all the rest of the schools in the district and making that sort of a regular practice to get out there and recognize the great things that are going on we're also gearing up for our first round of benchmark assessments which will be taking place next week um and in addition to that um starting October 26th we will have our youth Equity stewardship events that will be beginning and this will also be the first year that we'll
006be extending them with the addition of an evening event that's intended to to begin to create that intergeneration nature of the events to involve our families with the work um with our students so we're really super excited about that um and then the last piece and um this is like just one of those things that always makes me happy we do a lot of amazing things here in the kraton district and um it's nice when people notice and recognize it and so uh principal cardier at the kraton Academy will be hosting tomorrow 50 Educators who are part of an ASU program um and this is a mix of principal superintendents and directors from schools all around the US they'll be coming on a tour bus to the kraton academy um and they'll be touring with
007asu's next next education Workforce model program and so we're very excited to have the opportunity to host them show them the amazing things that are happening at the kraton Academy and um have an opportunity to share some of the great things that are happening in our district and thank you so much for the opportunity to share those things and that's the end of my comments thank you so much that brings us to governing board reports and Miss SS would you like to get us started on governing board reports uh sure um good evening everyone it's nice to see you um I've been back since Monday uh and I had a pretty good break even though I had to spend it at home um second quarter my absolute favorite quarter probably because we have so many
008breaks and it's like so nice cut up um so I always look forward to second quarter it's always my favorite quarter so um welcome back thank you Miss MB um not too much just I hope that everybody did get some kind of break even our 12-month employees who technically don't get fall break I hope you took some time to relax feel rejuvenated to start Quarter Two um also right before our fall break started October 7th 6th um was National instructional coaches day so I want to wish a belated happy National instructional coaches day and appreciate all the work that our coaches do thank you Miss MC cheffrey I do not have a board report tonight thank you Miss Gibson McLean um we had our first meeting of the advisory committee I thought it went really
009well we have another one coming up on Tuesday we'll talk a little bit about some of that stuff later um but I'm eager to get to work on that some more um hope everyone had a good fall break I did not have a fall break uh and yeah no I think that's it cool thank you um the B board update that I have is that last night the Arizona School Board Association had a Maricopa County election there's two C- directors I've been the co-director the last two years and yesterday my two-year term was up and I was um reelected by um the majority of the membership for AA Schoolboard Association so that was really exciting because they have new leadership ship and I'm just ready to move forward and see what the association can do
010for us as Schoolboard members and help us grow in our governance so that was exciting thank you um and that brings us to approval of consent I move the governing board approve consent agenda items a through e in accordance with policy bb- e second all those in favor I I I I perfect and now I will turn it over to Mr Man for the teacher housing presentation thank you Madame President uh we are very fortunate um to have with us this evening myth Miss Beth Joe zeitzer from uh Roi properties um and also uh Tim Ley who is also with that same group are here this evening to share some information with us um they are involved with a local real estate firm that's adjacent to the district here and have been kind enough um
011to do some pre-work for us to take a look at some of the options that may be available not only for teacher and public sector employee housing but even uh in support of our repurposing team as they look at options for ways we can use our property differently as our um enrollment decline drives perhaps a need to have other purposes and uses for that property so very pleased to have them here this evening to share their knowledge with us um as we've all seen in conference presentations it's more complex to do this work in our Urban environment than it is in the rural schools given some of the new legislation that supports this work in those Arenas but um very interested to hear what they have to share with us and how we might engage
012in that work potentially um in our environment here in kraton so with that we'll turn it over to the team I'm sorry I'm gonna excuse you a moment the mic isn't working sorry about that I didn't mean to interrupt just want to make sure we can all hear you I think Russell's doing something yeah he's working on it can you do a test yes there we go hey thank you thank you um my name is Beth Joe zeiter and I'm here with Tim ladyy um I own and operate Roi properties based in Phoenix we serve a number of school districts with uh within the State of Arizona Tim as you probably uh know you've probably known and seen Tim over the years um strong uh background of course in uh running and operating uh as
013CFO for many school districts over the years and we've worked with a number of school districts to um kind of help them understand their real estate assets different options associated with their real estate but then most importantly looking at serving the school district with respect to um providing different resources so one of the the issues that we're dealing with that we often hear from school districts on is teacher housing as well as public sector housing so providing you know um employment uh providing housing for employees of the school district as well as those who who serve us in our communities as well so many school districts have asked us to take a look from evaluation perspective at their properties um and you'll see a chart here I think most of you have the uh the
014information in front of you and for those in the audience you might be able to see this chart but it will look small um and I I'll go ahead and kind of talk through this we did evaluate um the various schools within your District um and took a look at uh valuation ranges depending upon usage of the property so this might provide you with a baseline for what these properties may be worth within an open market or how to potentially repurpose partner taking a look at different structures but probably from a big picture level um what we're seeing is there is statutory authorization for a concept called teacherage have have all of you heard that that terminology before so um teacherage is essentially the usage of excess land or other Parcels for purposes of providing
015teacher housing however the current statute uh which is AR 15 342 um only provides um uh for uh the usage of and and the implementation of teacherage in rural areas okay um there has been some movement underway to actually um expand that usage uh expand teacherage in the legislature to expand the statute um and to provide uh for teacherage in urban areas as well however there has been some opposition to that and I don't think it's made it very far as I understand it so know that that's kind of a concept that's out there and it's a concept that's going in the right direction right um as far as overall looking at you know underutilized resources within your community and being able to potentially use those for Teacher housing um in a few minutes I'll
016talk a little bit about some how some school districts are dealing with these issues um and including uh as recently as a report that came out this morning with the Bullhead School District I don't know if you heard about that um on teacher housing so we'll talk a little bit about that as well but there's a number of school districts that are taking a look at teacher housing in new and different ways um so possibly ways that you might want to take a look at it as well and explore but what we can see here is overall your schools um you're you're in an area where we're seeing significant um you know interest in growth and Redevelopment over time um and so I I know that there has been some consideration for kind of retaining
017Parcels as opposed to selling off properties um but this gives you an idea of kind of General market valuation depending upon how properties are are utilized but in general the valuations that we've provided for here again this is valuation range on a historical basis looking at historical comparable sales are this is for single family as well as multif family multif family likely is your highest and best use of the property but this gives you an idea of of the various schools uh within the district and the individual valuations for those um so some of the different uses you might want to flip over to the second page here um some of the alternatives for kind of underutilized properties and then talk a little bit about how different school districts have um thought through these issues
018as well um it could be potentially the sale or the ground lease um subject to some restrictions potentially um uh for use as teacher housing or Public Employee housing so again this could be one way that you might want to take a look at it there's numerous other ways that we'll talk about as well um but multifam is certainly um with the overall density within this area um could be a consideration um and again that could be structured a number of different ways including retention of the asset and a ground lease right to a developer who would then build out that product and could offer potentially discounts to teachers okay if you were able to deed restrict that property that might be a way of ensuring that teachers and perhaps other Public Service workers were
019able to have a long-term you know uh basically a long-term discounted rate um and we there is I think um an attorney right now Jim Gil that is actually researching and has an opinion before the Attorney General's office on whether or not um excess land Parcels can be deed restricted for school purposes so that's kind of success with that so far well so so again um you know it's they're seeking a ag G's opinion on that at this time um and there's actually a good opportunity if this District would like to kind of join forces I think there's a couple of other school districts that are um kind of moving forward with that AG's opinion um so that might be an opportunity to lend some support for that as well um so anyway so multifam
020whether that's you know sale ground lease JV some some structure right and then the restrictive covenant that could provide some for some very longterm discounting would be a great way of accomplishing something like that build for rent okay is is a rental product many of you probably have kind of heard about build for rent but it's basically small subdivision communities and typically fairly small units but they are single family homes okay so that's another option okay because Apartments don't work for everyone right people want to have yards um other other ideas and these have actually been implemented with the veil as well as the Sedona tiny uh it Sedona and Veil have both adopted tiny homes for teachers and those are actually underway and under construction right now um this these um you know I'm
021not sure I think both Veil and I know Sedona I think is considered to be a rural you know uh district and so I think that's actually formally teacherage I'm not sure about Veil I'm not sure either and so but it's another concept so these tiny homes could be homes that are you know 750 square feet or even less we've seen tiny homes that are structured at like 200 square feet very very small multi used spaces so you know a concept um and it's it has been adopted by a couple of school districts as well um and then certainly other uh other options are kind of to clear and rebuild in an underutilized school so one example right now is the Isaac School District which is uh the Brett Tarver school I don't are you
022familiar with that one so I work in Isaac okay yeah oh so you're very familiar with that one yeah so it's really it's a fascinating and it's it's actually it's a public private nonprofit you know sponsored uh program it's very very interesting that the nonprofit is Yom um I have done some work with Yom in the past they they are are doing and have done many many um affordable housing projects so this is a fascinating concept and it took a couple years to really put that together U particularly with the financing piece but this also again was City of Phoenix as I understand it or the Phoenix Ida okay um and then um the the city actually acquired the property as I understand it and then the Ida was the financing source and then Yom
023actually is the affordable Builder um and I think is going to actually operate that project as well so lots of different options I think it's a matter of kind of getting creative to some extent and knowing and understanding Public Finance um which all a lot of you have good exposure to so that's great uh last consideration probably would be um converting an existing to housing and we have seen some of this happen as well the the photo that you see here I think is Tombstone uh which was there was a lot of controversy surrounding that that school but it it ultimately was sold and now it is going to be redeveloped for multi multif family housing as well so lots and lots of different you know options this is intended to be kind of a
024big picture view on maybe what some of the other school districts are doing this is a recognized issue you know retaining really recruiting to start with and then retaining your talent um your teacher talent as well as your employee Talent um is is difficult and so this can be potentially a tool to help you to help you work through those issues I don't know if there's any any other questions um you know we I'm not in a position where I can review valuation for each one of your properties at this time but I don't think that's what what's on your agenda do we have any questions or comments I just had a comment um Mr Man and I were talking about this yesterday and he had brought up an option that I hadn't really thought
025about before and that was and I think you've explained it I just want to make sure everybody understands it um that you know Excellency for example it's there's a lot of space on that campus like we could rent part of the land or or provide an easement for a like multi-story um apartment um thing without taking out a school um because there is so much land there and I thought that was a cool potential option so repurpose a school basically perhaps leaving the structure the footprint in place but then actually redeveloping that and and repurposing the existing structure well so no this would be different right yeah I think this this was more the concept of um doing one of those um was actually I think on that first so grouping the um multif family
026or ground ground leas yeah that's so retention of the title right within the school district and then you have a developer essentially that ground leases that property constructs and then operates uh with hopefully restrictions in place restrictive covenants so that teachers can enjoy discounted rent yeah and and we may want to still continue to operate a portion or all of that school at the same time but it's it dep depending on the size of the parcel it might be possible to have that multiuse going on on that same parcel so so I think some considerations certainly to be able to maybe join forces with some of the other schools with respect to this restrictive covenant um and uh I I think Jim Gil is kind of taking the lead with that I know he's very
027busy with upcoming elections but um I know that this is something I believe that he's um already presented uh to the Attorney General's office but would would certainly like to have additional support for that as well any other question yeah go ahead um thank you for this um presentation I initially had put this on there because at the law conference a couple years ago it was kind of a new thing and I know Isaac had started talking about it as well um and so I was very interested in it and then at this last law conference we there was another presentation at this one and so I know it's very I know it's very hard in our urban districts like I understand um but I thank you for this presentation because it brings about things
028that I haven't thought about um and especially about the repurposing um because I know that's something that we have kind of started to look at so um thank you for the ideas and the explanations so Tim uh one wanted to maybe bring a case study forward at Winslow and then maybe I can say for one second on Bullhead City too just a couple of weeks ago um I had and I don't know if any of you are familiar with uh Winslow Partners but Paul Winslow has been an architect uh in the valley for close to 60 years and um we had a conversation about this particular uh situation in terms of Katon because there's a lot lot of districts out there that are similar to kraton in that the population that built the schools have
029grown up and moved on and the neighborhoods haven't turned over and so it may be 10 15 20 years depending on the demographics of the district um and how much available space land for example uh when I was in bals uh we were we were neighbors for many years and we we felt the same pain that you did as far as trying to find teachers that could live in the district uh and find affordable housing and when I had the conversation with Winslow Partners uh they said well one of the things because I asked them I said is it reasonable to take a school an existing school and look at that with the potential to develop that into uh teage housing uh and he said oh absolutely he said the the uh the cost is
030not that prohibitive because they have ways of working around it so depending on your uh demographic profile and your projections uh you could look at some of these schools as potential for especially if you're not going to occupy uh and it looks like the neighborhood's not going to rebuild in the foreseeable future you may want to consider something like that so I just thought I would offer that to you as an idea thank you I know we were talking about that in Isaac because we've done studies I've been there for 23 years so um we we have aged out and um so we've lost a lot of students because of that so I know um that's kind of where this idea had started with meem and going to the law conference so um once again
031thank you um one quick case study also Bullhead City just um had broke like news story this morning as far as what they're doing with with housing as well they're actually utilizing at least as it was reported Esser funds um to build 20 homes and we were not aware that Esser funds could actually be utilized for construction of new homes but uh interesting right and this is obviously on the mind of a lot of school districts so um Miss Gibson McLean do you have any questions or comments I've just been like on wesla nerding out over here um so it's interesting because the discretionary power statute has like a whole another subsection that allows us to you know sell or lease basically any our property like we have the freedom to sell or lease our
032property right and so there's an attorney general opinion from like 198 82 that's like there's no notes of decision so it seems like nobody's sued about this in the past the Supreme Court of the court of appeals has not made a decision on this issue any issue regarding housing um there is an attorney general op opinion that's kind of favorable to like giving us the freedom to kind of do what we must with housing and I'm sure that's what thisne kind of saw and what he's pursuing with the new attorney general opinion because this is obviously very outdated I'm very curious to see what the new attorney general opinion says it seems like given what our state government believes I feel like we should have freedom of uh what we do with our property so
033I'm hoping that it comes out like that um and so uh that would be very good for us but I mean it it feels like the rest of the statute and the way the statute the statutory construction here it seems like it's GNA come out for this to be like favorable for us I just don't I don't see how they come out a different way and even if they do someone's going to have to be I mean I don't want to put it out there but it's going to take a lot of effort and time and money and energy for somebody to really challenge all this stuff and who would our enemies be I don't know but anyway ask yeah one one of the things that U we've tried for in fact I've try actually
034tried uh because while I was still working before I retired uh we were having conversations with a group that was trying to spearhead the effort to take the word rural out of 15 3426 and because that seems to be the stumbling block is right now it says the word Rural and obviously uh kraton and all the other districts in Maricopa County you're not Rural and so I think that the there is a a pressure point now with many many districts that are saying look we flat can't afford to not have affordable housing for our teachers because you don't want them to commute from auki or from Queen Creek or wherever you would like to have them live in your community and in order to do that most of the time it's prohibitive because of the
035cost because of the wage differential and the rents so I I think the more people that we can get that are approaching the legislature and saying hey what about us uh what can we do to get this uh corrected so that we can move forward at least so you'll have options anyway when you say we would want to maybe join forces with other school districts what would that look like from a practical standpoint well I think if you started having conversations with uh say Isaac or Glendale uh or uh well Tucson unified has got 14 Schools right now on their books that are either vacant or uh being used for other purposes and they're because of the statute U configuration right now a lot of school districts don't want to put their property on the
036market because they're afraid that a charter school is going to come in and buy it and set up a charter school in their backyard and so um I I think just having conversations with other school districts uh maybe from the from the finance level uh or from the board level and especially networking with asba and the through the asba network uh I think that's a good way to approach the subject so that uh you can build Partnerships and maybe get some momentum because if the legislature being in school Finance for 35 years I was always amazed that um School the school business um is basic basally very fractured we're all little Islands unto ourselves and the legislature knows this and they say ah it's just one District you know well if you get four or
037five or eight or 10 or or whatever and you start getting some size uh and cons some constituent base then it starts making noise at the legislature so I would recommend that uh you have conversations and keep the keep the conversation alive and keep it in front of your legislators yeah I know that that's a Hot Topic going on at Arizona Schoolboard Association too especially because we have a lot of these rural districts like Vil I know some board members that have brought this information over so that is good um I do have a couple of questions though does that statute specifically um mention teach and like affordable housing for teachers it just says um sorry it just says Constructor provide enroll districts housing facilities for teachers and other School Employees which the board determines
038are NE necessary for the operation of the school and 15 15106 goes a little bit further because it addresses the the actual teetri fund and it says um Indian lands uh let's see it's federal or Indian lands is what it says U so there's some things that uh specifically with uh 15 3426 and 15 1106 that would need to be changed in order to free up school districts to have a little bit of latitude to U do some of the things that you want to do well the only reason why I asked that is because I know that HUD has some grant money that they give to developers to um operate lowincome um you know little pockets or whatever that is if it's not necessarily project and maybe this is an attorney question not necessarily
039a question for you guys but I was just thinking about um if we don't designate it directly to teachers it just so happens that teachers do do apply for this but I know that there's money out there that developers can go on these leas lands I just don't know how that interferes with our school dist our school district um policies and if there's a way around it if we get more of a lowc come in base look at it or aspect of it as if calling it you know teacher is just for teachers or employees and the restrictive covenants piece that we were talking about that Jim Gil is actually um working with with the Attorney General's office to render an opinion on that would enable the site to be restricted for let's say teacher
040use or let's say a discounted rate for Teacher use and public you know other public workers perhaps so that would be another opportunity to kind of collaborate if you will um because although that doesn't this you know attorney general opinion won't deal directly with um the teacherage concept it will deal with the ability to restrict properties that are either sold or least and Madam president um uh Mr Gil has served as bond councel for the district in the past and um I would be happy to reach out and see if there's a way that we could put our support in for you know that attorney general opinion um and you know either be included or or what ways we might be able to be helpful to it because it would be nice to kind of
041get captured in whatever that opinion is so that way um we would have a little bit more leeway and freedom for those types of options while the maybe the legislative Avenues pursued through our partnership with asba and some of our yeah some of those other folks so um and then you're you're absolutely on point because what you're describing is very similar to that Phoenix scholar house project we turned out to support um I don't know if it was HUD specifically I believe it was but there were Grant dollars that were available that they were able to partner with a developer with that Federal grant to put in lowcost housing and that particular project was focused around um individuals who were attaining additional degree work or certification work in order to be able to particularly for
042single parents in order to be able to improve their outcomes for their family but one of the reasons we threw in behind it is we recognized a lot of people who fit that criteria are our own staff members and our own teachers right and so we figured it was good for the community in general but it was also specifically good for Craton as a school district to have those types of opportunities available here so okay um so you're I think you're 100% on point that okay say I don't know who we talked to at asva that as far as like lobbying goes as far as getting folks for this teach thing okay um because I also just looked and the education um title was adopted in 1981 and that same language has been in there
043since 1981 it's never changed so it seems like something that could be changed or should be changed um we'd have to find the right people at the legislature obviously okay um the other question that I do have just to for out of curiosity why was bore prep the only one left out on this evaluation you know I don't think we were asked to actually look at that one at this time so I think I think I think at the time we initially did the work builtmore was at like over 600 students and growing and so we knew we didn't have excess capacity at that site and so we weren't really focused on repurposing there got even even though they're I think right now Dr Lauren and I were looking at today was they were around
0445 50 does that sound right um but even at 550 they're pretty full right and so um we just didn't see a way given the limited nature of that space there's one Street in and then that's it there didn't seem to be a lot of opportunity there okay that makes sense I was just wondering okay do we have any further questions or comments um no more questions because you asked mine um but just a comment of appreciation um for making this a little more tangible because it like two years ago was like that sounds like a great idea um so this is really helpful to have some concrete Pieces of What could this look like and where could this go I started my teaching career living in teacher housing on the Navajo reservation um so
045I know how useful that was like I couldn't have survived my first three years of teaching um had I had to rent an entire house um and then even here like I'm grateful to live in the Craton Community I in the entire entire of my 30s have had at least one if not two roommates in order to afford my house so um I think this is just really incredible I think um you know definitely lobbying and getting um some traction on this because I I understand the original intention and it was very useful in the rural areas like we couldn't live anywhere else but we have a need for this and um I think you bring up really good points about the HUD like a lot of our teachers fall in those qualifications so um
046I have teachers right now that live in goody year and Buckeye and I'm a principal in bals so um and we're losing teachers because if they do have to move they can't afford the gas if even if they want to make an hour commute so um it's definitely a very real Challenge and if we can come up with a solution like this it's automatically a win-win to help with teacher attention as well so thank you yeah thank you for that and I know that um Mr Man will be in constant communication and seeing how we can get other boards on board with this too that was funny other boards on board it sounded kind of funny after I said it um you know what this because this is a real crucial issue um that a
047lot of our districts are facing and once one thing that we know is housing security is one of the number one needs that everybody should have to provide any type of outcomes in any aspect of life so um I appreciate your guys's time and we'll be in touch I know that as this moves forward maybe we can collaborate more because I know that this is a sentiment of the board that we really want to work on this issue so thank you any way we can help thank you I appreciate you all right now that brings us to our science adoption process update good evening Madame President members of the governing board we're continuing to prioritize our work to put the best instructional resources in the hands of our students and our teachers Katon School District
048last adopted science materials 15 years ago so we are at the point now of Readiness to adopt or to hopefully bring forward to you a recommendation for adoption of M new materials this year so Dr pombo and Miss Hernandez are here to share with you our plan and process for reviewing and selecting uh materials to bring forward to you as a recommendation and the timeline for doing so Dr Pomo good evening Madame President G do um and members of the board superintendent man and the executive team I'm Dr Lissa pombo and I also have here Martha ernandez I step away can you still hear me yes I've got close okay she's our H coordinator for um special projects which include science and we're really excited just like Dr dupin just shared to share with you
049our process for the science adoption because it has been 2000 uh since 2008 and also for our teachers and our students and our community and our families to have the science adoption as an opportunity this year so I'm going to start off with our agenda for our presentation we're going to go over the vision mission and goal of our science adoption process the principles for Effective science instruction stakeholders engagement and input the adoption history and timeline our meeting dates communication resources and our next steps so first starting with our vision the kraton I'm going to read this for people that are listening to but the kraton schools science adoption committee is committed to fostering a transformative Science Education environment that lines with our Visionary goal of inspiring adventurous thinkers collaborative Learners and kind-hearted leaders within
050our educational community and our mission is to reimagine traditional education by promoting dynamic engag enging pedagogical approaches that Empower students to thrive in a rapidly invol evolving world and our mission is to make sure we are Guided by the five key principles outlined in the National research Council of science framework and these five areas Martha is going to talk about in a little bit in the our slides coming up but we want to make sure that it that it has three-dimensional learning explaining phenoma and designing Solutions engineering design and the nature of science coherent learning progression and connections to English language arts and Mathematics so with all of that our vision and Mission our number one goal throughout this whole entire process is to adopt a comprehensive and captivating curriculum that empowers our Educators with
051the resources they need to support our students our curriculum will Encompass the science framework which I just talked about inspiring our students to think critically solve problems creatively and apply their knowledge to real world situations so Martha is going to talk a little bit about the principles and what we're looking for in our curriculum so one of our um when creating the mission and vision we really wanted to focus and make sure that we were aligned with u the Next Generation science standards and um our framework for science K12 education is one of the resources that was used when we rewrote the Arizona Science standards in 2018 um and based on on the new um 2018 standards these are the specific principles that um were um that the work is grounded from um really just
052thinking about our old traditional science where we were sitting down um and listening to to science Concepts and remote memorization that is not what you know teaching and learning is about anymore um so as we think about our new resources we want to make sure that it does align to our vision and Mission from the crane school district so we're really grounding our work to around these principles in addition to the K12 framework book um the Arizona um standard the Arizona standards were also um they also use the working with Big Ideas which is this big blue book and there are 13 core ideas there if we see the I kind of like to call this like our little cheat sheet um our new science standards from 2018 they have been recreated with three dimensions
053in mind so as we talked about when we're looking for the new resources we're looking for the three-dimensional um teaching and learning so we look at the engineering practices which very align to the mathematical practices and these are not skills these are practices that you um want to in integrate and Implement as you're going going through engineering um the engineering um process or the cycle of of of making sense of a phenomena so these are practices that we want to put in place as we making sense of um new phenomenas um then you have Dimension two which are the crosscutting concepts these are like lenss of how you're going to make sense of a phenomena so like if I'm going to be analyzing or observing something it's going to be through a lens of oh
054what are the p patterns or what's the effect of something what is causing you know for it to rain or um when we think about our eyes right like what's the function of it and how is it like put together what's the system of it so those are like the lenses so like how do you look at a phenomena to make sense of it but what how are you making sense of it like what's the lens that you're using and then knowing this the yellow part is our 13 core ideas that are coming from the B big idea book and what they did is when you think about what what we're doing um in our K12 career right is by the end of our 12th grade we want to make sure that the students understand
055what matter is so these are three concepts so as we think of our students in kindergarten all the way to 12th grade what is the progression that we are taking them through and so by the end of 12th grade this is what they need to know these are like the UR understandings and then using is how are we um preparing our students right to live in the 21st century and be prepared so how am I using everything that I'm learning to make it relevant so this is like the little cheat cheet our committee members right now we have um Joel GES from um William T maen he's our fifth grade teacher Middle School is very well represented we have uh Jill Pierce foran Ruby gador from bmore Preparatory Academy a middle school teacher uh Ruby
056McCormick from Kennedy Alinda and Miss bangura she is actually an Ela teacher which is bringing really great um perspective and also administrators uh Dr Lissa Martha myself and Dr Stephanie Dr dear and then we have a great representation of instructional coaches um also gifted teachers um Evan Johnson Jennifer ring Veronica Ramirez James heritz Clarissa Robin and Dorothy green and in the we are in the process of recruiting um parents and students and Dr P was gonna talk about our recruitment plan so this first quarter we have been reaching out to make sure that we have uh all of our stakeholders represented and so we have had a little bit of a challenging time to make sure we have people from all different um like for instance we are missing some K3 teachers we don't have
057any students or parents yet on our committee and we we met twice we're going to go through the the timeline in a minute so um some of the ideas that we have is sending some requests to the Craton connection um we're also going to seek recommendations from the principles we have Leadership Council this Thursday so asking him to um give us some names of parents and some students that could be good Representatives on our committee um also if they have community members that work with their school that could be a part of the science committee making sure that we have um people from different grade levels and different experiences on the committee um we want to make sure we hear all voices and then and so we'll invite them personally and then just contacting our
058local businesses to see who we can um have their voice in our in our um committee and then um we have and I'll we'll share this in a second but we are communicating our progress through our science web page and we'll show that to you in a minute so those are some of our ideas but we are still working as a committee to how we can get more people involved and I I find that one just in a little in put that social media is always a great way to recruit parents over posting it on social media and pto's are posting it it on their social media of you know be part of this committee sometimes that works really well because you have people scrolling online and you never know so that's a good yeah
059that's a good idea easy way of trying to get information out there that people can see just a little idea are you interested at all in community members or alums who are scientists can you say that again are you interested at all in community members or alumni who are scientists like actual SCI oh yes of course yes yes um another if you know anybody please uh yes feel free to share them with us say another thought too I work a lot with the Arizona Science teacher Association while that is their members are primarily more teachers they also have a lot of connections with businesses communities nonprofits so that might be a good ask of do they have connections in this area and if you need me to connect you I can thank you we yes
060we would need we would would like to do that yes thank you you know at the conferences we go to we hear a lot of employers who don't you know science is like the number one thing we need our kids um to learn more about um I I know SRP is always trying to it has a hard time with stem kid you know stem uh careers and Arizona Science Center might be another resource too they host a lot of events for just some thoughts thank you we definitely sorry head we definitely talked about our um that was one of for the first um things that came up to our mind was the Arizona Association the science Association because I know there's teachers but also there's a lot of Partnerships and science being such a scary
061subject um and that's because I remember when we started with math there was like I think 60 members and I'm like oh we have 15 16 science is so fun come on come on you guys join us um I'm going to talk about the history of crane standards and adoption history so in 2007 we did a math adoption and then you can see here in the timeline how we've been um we our last um science adoption was in 2018 which is approximately 17 18 years ago 2010 um we had the new um Ela standards and math standards then we did do a social studies adoption in 2011 uh a Tex adoption and then Ela um wonders came in in 2015 then we had a new Revis core Ela standards for Arizona and then um 2018
062both of our Arizona Science and History centers were um updated um in 2021 um we had a committee and um voted for um the math adoption in 2021 which is being implemented currently and so the plan now um with our Capital funds it's we created a subcommittee um and the plan is to adopt science adoption in2 by the end of this school year and then um begin implementation by next year and one of our first committee members the members said we're so excited teachers that they'll have updated resources coming soon so that's exciting for them so um Martha went over our past timeline this is our upcoming timeline for the science adoption the parts and blue are stuff that we have already completed or we're in the process of so we first um met in
063um in September with our first meeting where we that's where we determine our vision mission and goals for the committee and then right now in Quarter Two we just had a meeting on Monday where in the process like I shared recruiting more stakeholders um re researching and creating a rubric of how we're going to evaluate the curriculum that we're examining um and then we'll be in the process of writing and disseminating an RFP and Gathering sample materials for review so that's going to be done this um next quarter and then the parts in the gray what we're planning to do in the upcoming quarter third quarter and fourth quarter um the science committee's um initial review of the curriculum and presentations by the vendors and we're going be doing that on a Saturday um and
064then after that we will have pick some we don't know how many we'll pick but pick uh curriculum to Pilot in our in our schools and pick some pilot teachers for the 60-day review get a recommendation um to you the governing board and hopefully purchase and inventory a new curriculum and then this summer and next year do training and implement the new curriculum so that's our current plan right now for the science adoption timeline and these are upcoming meetings you can see we met in September we met this week and then we have some meetings coming up in November December January all of these meetings are already set but we also talked about we might need to add more meetings depending on our work and where we are in our in our progress this is
065our science adoption web page and it's on our curriculum and instruction um there's a link there's a link to it on our curriculum instruction website but it has our vision and Mission and it also has our agendas the committee uh or the minutes and also present for anyone to access so we update that every time we have new um materials and then just our next immediate steps are again continue to recruit members um determine how best to recognize reflect and respond to diversity of kraton students and their families making sure we're meeting the needs of all of our students here it says emerging multilinguals and neur Divergent learners but all of our Learners and how we can meet their needs in learning and different ways explore and integrate culturally responsive science practices research technology enhancement
066practices we do have one member a technology from our technology team but we have plan on having more of them more involved in our process finalize the selection criteria and write and distribute request for proposal so that's our our plan this first half of the year and I think that's it do you have any questions I had one more brainstorm on committee was um reaching out to see if there could be representation from Phoenix Union High School District because that vertical articulate they're going to be able to tell us hey you're cating kids are coming out with these gaps in science and this is what we really need a focus on any other comments or questions um perfect this is awesome um one of the things that I do have is um I know that
067we have dual language program schools so I know that that sometimes that can be hard to find an actual program that carries both that dual language component already so I think that would be a high need for us and I know noala school district has really good student outcomes and I believe one of their schools has dual language so maybe even seeing what they're doing over there if they have some kind of program already on science just because their outcomes are so good and I'm wondering what they're using as well so those are just some ideas too but I think this is great work and I I really would like to see um some kind of curriculum that already supports that dual language component just because it's so critical to our district yeah it's definitely
068one of our um wants and needs um for having that Spanish component and there is various um resources already in place knowing that um dual language is it's it's an initiative that a lot of our school districts are going um I will say based on like some research that we've done um because Arizona has their own standard Standalone there is very limited well now that we're in 2023 there might um not be like too many resources we can pick from and so those sources you know there is good resources that are really aligned with the three dimensions already and with our Arizona Science standards so we definitely want want more people on the committee because we want more eyes and more people to evaluate because we do not want to purchase something that has a
069lot of gaps we want something to align to Arizona standards and definitely have that science piece knowing that two of our schools um teach science in Spanish okay awesome and then just a quick other opinion in your guys's professional um opinion since we're moving into the student outcomes Focus governance work does this curriculum adoption um do you believe this is premature because we haven't really had um our training or do you think this is aligned right into moving into that sofg framework well I think it's very aligned because we're also been focusing a lot on data informed decision- making and part of our letter grade is determine on the science um component and so making sure our kids are prepared for the world but then also prepared with understand making sure that they are successful
070in those standards that they're going to be testing on okay awesome um do we have any other questions or comments all right thank you so much for the presentation and look forward to hearing more about it all right and that brings us to our next agenda item which is the use of bond and override proceeds during the 2223 school year Madame President members of the board this will be our first opportunity to hear from our new assistant superintendent of business and operations Vanessa Shapiro and so I'm excited to turn it over to her thank you we're just waiting for that to come up I'm while the Powerpoints coming up um one of the things that I think Vanessa is going to point out for us this evening is that this timing worked out really nicely
071and I will let her thread you into it Madame President superintendent man and board members Oh I thought it was up is it me what do you want me to do it's me user error this is science at work here now do escape and then re um reproject it should thank you good thing we have experts in the house I'm happy to present tonight the use of bond and override proceeds uh for the fiscal year 2223 this is a statutory requirement uh pursuant to ars1 15- 491 or 491k I'm going to give a quick overview of just bond in general um our last Bond authorization was 85 million P November 8th 2016 in the special election um we do sell bonds by means of a phased bonding program and we do that over a 10-year
072period all Bond sales three of those have been completed and as you sell those bonds you have to pay very close attention to what you are utilizing those proceeds on as you do need to spend 85% of those proceeds uh in three years based on IRS requirements it's kind of tiny um one of my favorite slides uh this is planning and action right here so you can see um the really nice number at the top with Kennedy where we've started uh those builds for the new school I always think that's a wonderful project to be going on because we'll be bringing updates and uh building a new school is very exciting we've already had uh quite a few moments uh celebrating that uh so celebrating the money part will be fascinating as we go over
073this as it's a $22 million budget but you can also see some of the regular projects that Bond proceeds are used to upkeep um these projects are typically on a rotating basis or as needed and as we all know um the best laid plans uh are sometimes required to be adjusted so we may have a paint project or fencing project that needs to be um repurposed or REM managed as we take care of needs and what's really awesome in the kraton district is we have excellent Facilities Management staff they monitor and manage these projects and they know how to move this around to get the best effect and utilization of these dollars efficiently our next slide is our historical Bond expenditures by site uh the board probably has a much better uh in-depth understanding of
074the projects that went into these dollars um I will be getting caught up on some of that history uh but it's nice to see this broken out in this fashion and again this is a lot of history for kraton and those dollars went to build and um remodel uh Furnishings all of those wonderful things that we use these dollars for our 2324 planned Bond projects of course as we said the Kennedy real rebuild at the uh 22 million we have some playgrounds and Outdoor Learning waterline replacement fing fencing projects uh again these are those regular ongoing uh rotating projects a Dos driveway and um something I'd like to point out is that security system districtwide that's a pretty intense project and it requires the collaboration of multiple departments including facilities and technology so that's that's
075a challenge anything that you plug in facilities has to monitor that maintenance that and ensure that we can carry those loads but on the flip side uh technology has to make sure that the security systems are secure so and um throwing anything up on the network is always a challenge so they work um very well together there's always a multitude of considerations and uh it's nice to see that level of collaboration with these dollars the district additional assistance and capital override uses another chart by schools um that First Column where most of the activity is those are those instruction materials and instructional software purchases and that's where the majority of these dollars go but we also have some 23 24 planned Capital expenditures again technology and software licenses Wireless upgrades to maintain those security systems
076uh classroom painting some renovation projects and the very fantastic presentation that we just listened to will be being funded out of our district additional uh assistance dollars now I also want to point out um tonight uh Dena is not with us our Director of Finance but the reason that we can do a big adoption like this is because of her excellent planning skills these are um multi-year budgeting processes you have to have someone who truly understands how to plan these dollars out for the future and not just for the now and there is a constant push for needs uh and those needs have to be balanced with making sure that we have the dollars to to meet our adoption needs so um I give lots of credit to Dena she said no a lot our
077m&o override overview 15% of an override was reauthorized in 2018 and the 2022 ballots it's been accounted for about five million in budget capacity in our FY 23 budget those election pamplets uh really outline what you can utilize those dollars for but looking at the impact of that override funding these dollars are typically used for these types of purposes we all know that we don't get fully funded for full day kindergarten um this a very common use of this type of funding also those special areas again a lack of support in those areas so we typically use these dollars to ensure we can offer those to our students and uh have a nice robust curriculum there um additional opportunities for students those are really the the top three big hits for these override dollars but
078also um we want to try to provide some school saf supports in the form of some additional Staffing uh more Staffing to help oversight and then as always we want to maintain our salar so that we can uh attract and retain those highly qualified teachers and um obviously maintenance and operation uh dollars go towards a lot of supplies and uh needs for the classrooms and that brings me to another one of my favorite slides this this is our auditor general classroom spending report for fy22 they're a little bit behind um and when I was taking a look at this in comparison to Prior year you can see that it's a little tiny slide but all of the primary areas of classroom spending are pulled out and uh focused on in this report and this report
079in the past is it's on the auditor General's website and I would highly recommend that you go and take a look at it they've re redone the whole report it's very interactive it has dropdowns and the ability to do tons of comparisons to other districts and all sorts of categories it's just way more robust than it has ever been they've done an excellent job with this report it used to be a little one pager and you could print out everybody's one page and and try to compare yourself now it's an it's just an online uh wealth of of information so definitely want to go to the auditor General's website and uh take a look but on this Slide the two areas um those two little areas on the bottom leand corner I think are the
080the best showcase for kraton and you can see that our change from prior year to this year in our classroom spending we increased 2.6% and in our non-classroom spending we decreased 2.6% so that shows a focus and an intention in this District to put as many dollars in the classroom as possible and that happens not only because of excellent management staff and Leadership but also because of the focus of the board so because of this uh we're able to have these kind of numbers and we compare very favorably to other districts of our size uh we also have lower administrative cost and more dollars in the classroom than most districts of our size in similar areas uh and you can f see that information when you go to the auditor General's website and utilize some
081of those processes to to Really drill in and get some really good information um I just wanted to make a quick comment on I'm looking at the audit general report where it says the classroom spending you know instruction is 49% and student support is 10.2% um I just just looking at this just for some feedback I feel like instruction and student support should go in hand inand so um I really do feel that those should be outweighed kind of evenly just because our direct dollars you know the more we're spending on that direct student support the better outcomes we would get so just for and I know once we have this sofg framework and the two days of training we're going to be able to set goals but just seeing this um almost seeing how
082student support in administration is almost at the same percentage I kind of have an issue with that and you know just making sure that the majority of the percentages should be going directly to that student support because that's the only way that we're actually going to see these real lifetime outcomes is how we're spending this money to directly support the students absolutely okay that was just my two cents does anyone have any questions so can I do a followup on that like the instruction isn't that like salaries what is included in those kind of the classroom spend those are direct dollar uh spending in the classroom so that does include uh classroom teacher salaries and benefits um also any materials or uh products purchased for the classroom use so that's directly in the classroom uh
083student support are going to be again um positions such as nurses psychologists um speech therapists direct students are directly in contact with students and then when you see the um instructional support that tends to be the dollar spent on on helping teachers grow and develop in professional development um also keep in mind that in that administrative percentage is also our principles so they group those together and they don't separate them from other administrative uh c um categories just to clarify this presentation was about the bond spending but this auditor general report is about our spending in general not just bond funds I'm just yes this is all all um spending assum there's also on the auditor General's website a um it's a couple of pages but uh it gives some detailed information on how this
084information is pulled and what they look at so that it's comparative uh from District to District it's based on account codes and if anyone who knows me knows I love account codes um and that's what's so fantastic uh on my side of the house is that I'm able to tell you direct classroom dollars because of the way that we code those items uh and it allows us to be consistent across the state any other questions or comments I know Vanessa doesn't have the answer to this right now but I'm just curious over the last year or two how much I know there was that one slide where this there's this asterisk about it doesn't include this sfob funding and I'm just curious about the total that Scott saved us or like freed up for us
085it seems like a lot it it is a lot it's in the millions of dollars and that's certainly something that we can pull together and perhaps provide through a board update um because it is a significant amount of money and and it really the beauty of it is I think part of his passion behind doing it is it stretches our bond dollars so what it's doing is you know keep in mind those Bond and and cap capital override or now called District additional assistance override dollars are are on the backs of our taxpayers in the community through their property taxes and so the goal has always been if there's a funding source that doesn't put a burden on taxpayers let's start there and then only backfill where we need to to support providing adequate facilities
086and resources for our students when we don't have a means of gaining those dollars in that way and so by virtue of that we've really stretched our bond dollars and our override dollars to do a lot more than we would have been able to do without that support from Scott and his team and um so we're we're really fortunate to have that expertise in our district there are other districts that sadly do not and then they're not able to leverage that which is and if I'm getting a little heated it's part of why um people in the finance industry of of schools and um people in the superintendent role get really frustrated with the way the state deals with those types of dollars because there was a time when more of those dollars flowed directly
087to District discretion to utilize them um and when you create you know not that the folks at the whatever their name is this week I think division of school facilities and the Arizona division of administration um if we spent half the effort of making sure those dollars were flowing to serve kids quickly that we do renaming the department every three or four months um we we'd really be doing a lot more around the district and we don't have a lot of complaints because we have such amazing support but it's hard for me it it's easy for me to be appreciative for our district but it's hard for me to not be frustrated for those other districts that that don't have um you know that team to be able to do that so so my apologies
088listening you can't retire anytime so well yeah I think we stretched this retirement out quite a bit and we continue to attempt to do so awesome any other questions or concerns all right seeing none I appreciate you Mr peral and thank you for giving this update thank you all right um now I am excited Ed to present the next agenda item um I mean not present sorry to initiate this I'm excited to hear what is happening but I did want to say a couple things before we get started um as the governing board president I hold the same standard for our adults as we do for our students when it comes to following policies and embracing restorative justice models just was just as we expect our students to learn from their experiences and growth we
089must also provide the same opportunity for our staff disciplining our teachers particularly our first year teachers for actions they believed were in the best interest of their students can be a very complex matter as we all know it is crucial that we ensure that our disciplinary actions align with the principles of restorative justices promoting learning and growth for all involved I hope that cran continues to uphold a culture of respect and learning opportunities not only for our students but also for our dedicated staff members with that in mind and that being said I would like to turn it over to Mr Man and Miss Gibson mcleen and this wonderful work and to give us an update on the discipline committee yeah sure um so we had our first meeting and I think it went well
090it was kind of funny and nice because it's kind of a smaller crowd so um the first meeting logistically we weren't set up great so um we just kept walking around and handing this microphone to each other um but it still worked out um we got our leadership in in installed in the committee and I think kind of the big thing that they wanted me to come back and ask about and I would have done it at the last meeting if I was here but I apologize is a little more guidance which is funny because I'm the one who made the motion to create this committee but obviously I'm not going to summarily decide about this guidance on my own and so that's why I want to come talk to youall was about measurable outcomes
091now I know we sent them with this packet of policies and we're under the impression that the committee is supposed to be working on you know providing recommendations for updates to these policies but as far as like specifics in terms of maybe either um obviously you just made this statement like I think there's obviously a direction we heading in with this maybe to be in line with other things we've adopted in the past our VIs and all this and then the restorative justices principles and stuff like that but are there any other guiding principles that you you think we should be the committee should be following as they're looking into these policies or anything else you would like to see developed in addition to recommendations uh for updates for these policies I will turn it
092over to the board first does anybody have any comments on that Miss MC cheffrey go ahead um so Mr Man and I had a really good discussion about this um and I think uh you know I don't know if we're 100% all on the same page on this but for me um you know out of school suspensions I think we've seen really don't work for a variety of reasons the kids most at risk really should not be going home unsupervised potentially um and getting into further trouble um ideally you know I don't love it any kind of suspension but I know like I've said recently we know if kids make bad choices um and sometimes very bad choices they do have to face consequences and understand like that's not acceptable to do but I think
093the restorative justice you know train that we are on it's been a long time um that is something I think we all believe in and want to see happen and I think you know we know kids when something happens kids they need a timeout they need a break everybody needs a break from this situation so you know if that means an in school suspension over an out of school suspension I'm all for that um you know and I one of my things I was curious about after our conversation is you know what happens maybe I hopefully someone can answer this question but say um a kiddo gets a five-day in school suspension and they decide I'm not doing that I'm staying home what is the consequence like do they just wait until they get back
094to do it or how does that work I mean that's maybe a question for the committee to see you know what would you what do you do in that situation um but for me the out of school suspensions are just um you know I just don't see them working well for what what I think that we want as a board can I build on that too is being I don't know if this well I think it might live in policy to be the specific about what defines in school suspension like you know or like what is that system there's a lot of different ways it can look but I think addressing that explicitly is important so that you have that Equity throughout the district so you don't end up with one school that treats an
095in school suspension as you know we make the kid walk around and pick up trash versus you know another one where they have you know you assist and tutor some students in a younger grade or another school has you know a room that they go to like there's a lot of different ways it can look but I think having that consistency is important and maybe that is a piece to live in this and if I could make a suggestion related to that those types of specifics might live better in exhibitor regulation um because when they live in policy they're a little bit more difficult to adjust and change um whereas you know typically it's our assistant principles that are dealing with those types of activities so as they work they may come back to us
096and say hey we tried this and the way that it's listed in this policy it's not working rather than having to make a policy change first read second read um it's a lot easier to make a regulation or exhibit change where we're just providing those to the board then if the board says you people are crazy giving them ice cream isn't going to solve this problem why did you change this you know clearly it's not like the board doesn't have perview over that Arena but it at least gives the the the teams that are working on those practices the ability to be able to make those adjustments as they see needs to make adjustments yeah no I agree like like I said I was like I don't know exactly what it lives I just know
097that having a clear definition of what and it doesn't have to be one it's you know what are the kraton ways options of what does an in school suspension look like and um when one of the bra first reasons why I brought this right is I think the sentiment was that we should be having districtwide policies that way if a kid gets moved from school to school or like me that I was a parent of two children in two different schools in the district discipline policies were very night and day from one school to the other one so I I do believe in having anonyyymous only our students but for our staff um as well um that's why I kind of made that comment that although we hold these our students to this certain standard
098of you know acknowledging their mistakes how are we holding our teachers accountable to that too our administrators you know it takes all of us and we're the prime example of how these kids and our students are going to learn so having those conversations too and you brought up a good point also having definitions in our policy it's really cool to just have a policy that says yes we're going to be equity in our discipline policies but what does that really look like or mean we have the purview to change those policy to make it intentional have those definitions in there so not only our students for our community know what's expected of the school district when it comes to disciplining their child it's very it's not it's not very clear even to me as a
099parent if a certain situation were to happen with my kid what are the steps um they're very different at this school than that they are over there so I think having those conversations in these um committees too is showing this perspective from either community members parents or the child Justice Advocates even on what this looks like so we set these policies and then it's a regimen that just passed along and it's something that everybody kind of knows and it's not changed from school to school um this is weird because I'm like operating in two little hats here but um I know when you had submitted your kind of proposal Sophia one of them had like completely deleted I think the student conduct jic am I remembering that correctly and so and I think you and
100I had maybe talked about this but um I basically what jic is is like a kind of overview of like a a bird's eyee view of the following policies right what's going to be contained in those essentially it's like a summary of how the district treats student conduct and so I I had kind of this vision of rather than deleting it all completely but maybe like reframing it in a way that's something that could be adopted under the staff uh conduct policy too but basically districtwide Norms or understandings I mean this this is kind of in the same vein of of this but understandings that then are consistent across the district about like how we behave and how we treat other s and that sort of thing rather than like I mean all this is
101just like a list of punitive crap that's going to happen right um but something that feels like something we can like agreements I guess is what I was thinking right and that was the actually the whole intent of bringing this you know we talk in the schools and I go always go back to this we talking to schools about all this restorative practices we just spent almost you know a million dollars on cornw to bring in these services but our policy is not matching what we're saying and doing in the schools it really isn't our policies are very outdated they're very punitive and if a new principal were to walk in into one of the schools for example the Kon Academy has amazing things that they're doing when it comes to restorative justice circles and
102they put a lot of the weight on the children too like you can go up to probably any of those kids in that school and ask them what level in your Resort of Justice Journey are you at and why do you think you're at the level and what are you going to do to bump up to the next they really take ownership of that stuff right if a new principal came in and we really don't have any districtwide policies kind of setting that tone they can come up and uproot everything and that's what these policies are so important because it is uh a model of what anybody can follow and that same um structure stays in or that same culture stays in with the school depending on who's in because now they have to follow
103the district policy that we all put together so that's a good point too of coming to agreements who who's not to say that we can have agreements in our policy at the end of the day we make those and as long as they're according to statute that is something that we can do um I and then just looking kind of you know at these things as far as like I think these are a good framework and to write them in ways that like youth can um consume them on an easier uh like quicker basis um to where it becomes a part of I guess our culture districtwide um I think that would be a good way to frame it the other thing that I wrote down from what I was hearing just so I know
104I'm hearing hearing you all correctly is um basically you'd like us to make sure that if it's not statutorily defined and we can Define it then we can get creative right as long as we're permitted and I think that's kind of the approach we'll take um throughout the committee the first task I have to come back to the meeting on the Tuesday is um we're supposed to go through these policies like one by one is kind of what the committee decided and I'll come on hopefully this weekend get it emailed so people can kind of take a look at it um but essentially I will have gone through these policies to highlight or in the PDF show like this is required by Statute this is an area that can be changed Etc um and so
105that's kind of our that's what the committee has agreed as their starting point and so kind of that's where we're and because I initiated this work with somebody else um if there's any questions on certain things on what the intent or thinking of that was I don't mind explaining that either so it's a little bit more understanding on why that change or why you know certain sections were completely taken off or whatnot point is we were just trying to really make it match or restorative um Justice practices that we're having on the districtwide to match that those policies that we have very last plug is that the meeting is on Tuesday at 5:30 it's in this room it's also live streamed um there's P there will be at this next meeting deciding kind of what
106public comments going to look like moving forward but it is open meeting public are allowed to observe and also provide comment um and so we encourage folks to come so how do we watch it um just on the governing board website or the agenda um posted we'll have our same YouTube okay and that's the same one that you watch at that time okay and you said 5:30 5:30 on Tuesday yes and it's also recording recorded So if you at 5:30 you can go back okay great later on watch okay great and I apologize I won't be there miss MC cheffrey and I will be at the great City Schools conference um but I have full confidence in uh member Gibson McLean's ability to support the team and we actually do have a chair and a
107co-chair um and so I know they'll be there to support the team as well and thankfully our co-chair sitting in the back of the room absorbing all of this guidance and information to bring back to the team as well given that you're here is there anything you think I've completely missed I know we were thinking about measurable outcomes do you feel like it's still too vague the phrase you used was deliverables oh deliverables that's right I was like I could not remember the adjective or verb or something I used okay deliverables well I mean another thought when I get the suspension reports um again equity and consistency throughout the district um and I know these there's something to do is statutes on like why was this why was this kid suspended and it's like aggression
108or sometimes not following directions um sometimes truancy like if we can be more consistent with those and a little more explanatory perhaps for the board that would be helpful [Music] um you know and I know you know there's a privacy issue with the disaggregated data but I still have a little bit of a problem with that you know we've eliminated things that we used to include like names of schools like if there's a pattern happening we no longer can see that as a board so deliverable wise like that data is something that is useful to me I mean I can ask you know Mr Man any idea why this school seems to be having problems you know um I think that's that transparency is good as long as we can keep it private and I
109think I think I think I mean obviously Minds lots of lawyer Minds can disagree but I think that um the way that stuff is presented there's obviously no way in in my abilities that I would be able to identify any of those children so I think that there's still o opportunity to expand the information were being presented even if it's just to the board and not made a public document yeah because yeah um there's no way board members could identify them yeah yeah and some of some of that language is also kind of statuto so that's I think where we get hung up is not creating duplicate records of things to use sort of um descriptive terms in exchange for the required terminology um but we you know certainly the team could discuss I mean
110it is we we do have a chair who's an assistant principle it is typically the assistant principles who do that input that that data is pulled from so I think we have some of the right people at the table to have conversations around how we might overcome some of those barriers to being able to look at patterns um and then the other comment and this is you know not a judgment in any way shape or form but it's it's just a reason why it might be nice to see those is sometimes anomalies seem like they're anomalies but in point of fact they could be a single incident so if you if you have you know a large fight that breaks out and then all of a sudden you see like 15 suspensions at a school
111it doesn't mean there were 15 separate incidents it may all be related to one particularly challenging incident um and so yeah it would I think it would be difficult maybe to be able to capture that in the data set but there may be other things we can do um in order to be able to perhaps you know dig into the data and maybe it's not on a every board update basis but perhaps you know it's something that we have a way to dig into because I think our APS are using that data to try to understand better how they can better support um student outcomes related to you know the things that are happening at our schools and so if they're able to dig into that if we can create some space and time for
112them um then there might be the ability to produce some of those things that will be useful to them in their work but also could be reportable to the board as ways to give better insight into what's actually right at the schools and so related maybe slightly off topic one of the concerns I have as we look at um shifts in our demographics and our work that we're in the process of doing to identify Staffing for next year given the changes in our funding um you know one of the things that we are always looking at is we have certain ratios for certain positions and so one of the concerns I have is if we don't have assistant principles to do that work then all of that becomes much more difficult to manage so so
113that's something we'll have to put into consideration not only as part of this work but also as our conversation start to develop about what does future Staffing look like and the beauty of having this conversation tonight adjacent to our our maintenance and operations override is one of the things I frequently forget is what's specified in there and the other thing I noticed is that's where our APS are specified for that funding source so that's going to create some chicken and EG challenges for us as well right and I'll just say for transparency sake Mr Man and I had a good conversation about the APS and I think that decision to say no AP unless you have I don't know 500 students that's way before my time um you know I don't know where that came
114from I understand it but if this is something this discipline situation is something important to us and the AP is like kind of the most important person in the school when it comes to a discipline problem you know that's something that we might want to consider changing in the future um especially because we don't have SRO on campuses anymore and that was always inequitable as well so it' be nice to have this be Equitable um when it comes to Staffing and my apologies I think I've taken us off topic Rel we off topic so this isn't guiding I mean honestly the I think that the motion was pretty Broad and so we can look at these policies and if one of our recommendations is to address other policies that would go hand inand with these
115which we did address in the motion I honestly think this is on topic if the committee is like well we can do all these policies but if we don't address this AP issue in a different policy it's going to cause issues in the Futures I think it's still on topic but again the lawyer Minds will differ can I say one thing before I forget sorry um when you were talking about language and the reporting too maybe that's kind of an offshoot of the work like the policy is a big thing but we're talking about having that common language so that's additional definitions as Mr Man said there are ma 12 major categories that the state gives us but in our system like in Synergy you can add additional fields to do dropdowns so you have
116the state statute categories but we can Define as a district well what are those sub you know when you say aggression right here's three or four options what you know you don't want the list to become so long because then no one wants to enter that discipline data I say that from experience but um but I think having some of those very common definitions is really helpful under those broad categories certainly awesome any other comments or suggestions well the only thing that I was thinking about kind of has to go along with um the aps is just whatever is written we have to think about how we're going to make sure that we enforce that like monetarily you know because if we say we're going to do restored Justice um practices then that means training
117that means you know programs that means people so that was kind of my only yeah I think given the time frame of this committee I think that tackling the policies is a huge you know feat and of itself and it's something that I think the board's going to have to revisit obviously I think we can get feedback from uh APS and teachers about the practicalities of the recommendations when we do the you know uh Community Council but also um checking some of this legal stuff and then after that I think as a board it would be our turn to act on you know conferring with everybody on how this would look practically speaking I think that's going to be our ball is going to be back in our court for that right okay seeing no
118more comments or suggestions thank you so much for the work Miss Gibson mlen and I will be tuning in online to see what's going on so thank you for that and that brings us over to Future agenda items do we have any future agenda items I have two yes of course um so they're fairly minor but um one is just going back and I've got it typed up already for you Hilda one is going back to that um re reviewing the policy of renewing staff how it's like just kind of in the dark the way we do it right now so um I just want to get that up here so that we can get with Jessica on that and then secondarily is um just an update on where our grievance um process is that
119we wanted to make more userfriendly for staff parents and Community thank you for that any other future agenda items all right seeing none this brings us to the closing I move the governing board adjourn second all those in favor I thank you everybody buen noes
