Pledge of Allegiance Mr Dubin can you please lead us in that foreign call we have Miss Ayers to myself and Miss Michaela present we're down two people today we want to welcome everyone to tonight's meeting and remind the audience of the request to address board cards that must be completed and submitted to the board secretary if they wish to speak to an agenda item board policy provides for two cards why cards to be submitted in order to speak to an agenda item and a blue card to be submitted in order to speak during public comments due to the open meeting law board members are not allowed to address items that are not on the agenda and that's per policy b-e-d-h I move the governing board approved agenda as presented second all those in favor Miss

Ayers myself I miss McCaleb hi thank you um that puts us at public comments Hilda do we have any today okay thank you and that brings us to our superintendent our superintendent report Dr Lewis is not here but we will be hearing from Dr dupin on her behalf thank you madam president uh good evening members of the board executive team and our community both here in person and online it's an honor to sit in for Dr Lewis this evening I'm proud to do so she is attending a special event with the school superintendents Association in Washington D.C uh Gathering the super around the country to honor State superintendents of the year for the last two years it was an event that was postponed due to the pandemic and she also continues her work for public

and policy advocacy in support of America's school so we wish her a great time and a safe return to us here in Creighton sad news recently the Creighton Community the Creighton family lost a very important member Lisa Jacob Eisen had been a member of the family here for 21 years as a mostly teacher at Larry C Kennedy School also as effective schools coach Mentor friend and the epitome of kind-hearted leadership all of us who knew Ms Lisa Jacob bison more in her passing and I invite everyone to join me in a brief moment of silence in her honor thank you November is going to be a busy month here in the Creighton School District there's lots of happy news and lots of things to celebrate as well as our Reflections on those that we've lost

tonight is Dia de los Muertos today tomorrow Dia de los Muertos is a very important day in Mexican holidays Mexican culture as we honor our ancestors and we recognize our community who are taking part in those celebrations November is also a month to honor our Native American community cultures their traditions and the rich history and the bright future that they represent so in the Creighton School District we have a very robust Native American Family program there are some extra copies in the back we've distributed this electronically and for you we have these cool book bundles that are available for checkout for teachers who wish to bring some cultural enrichment into their classes so encourage everyone to check those out and utilize those to provide culturally enriching instruction in our classrooms this month as we honor

our indigenous children we're also continuing our work on deep Equity this Thursday our Equity working group and leadership team will be gathering for another training with Wade and Benji from Corwin as we continue to deepen our work and next week the youth Equity leadership youth Equity stewardship series continues with Kennedy at Loma Linda school and November is going to be uh almost continuous series of Youth Equity stewardship workshops across the schools in our district and we're very excited about that and finally in conclusion to my report this evening from time to time the Arizona school boards Association recognizes its members for their continued engagement and hard work and it is my privilege to present this certificate from the Arizona School boards Association to our very own governing board president Ms Sophia doll this concludes my

report Madam president thank you Miss Ayers don't have too much I just want to um Oh Kennedy of Loma Linda how very sorry um I am for your loss I did not know Lisa but um speaking um to other people they loved her and um I did have the pleasure to talk to Jay and her partner tonight um I sent her a card because three months ago I lost my wife so I wanted to connect with her and so we talked for about an hour today and she loves your school as well and feels such a part of your family and I look forward to becoming her friend we're going to meet up and kind of give each other comfort I'm very sorry for your loss thank you Miss McCaleb your Kleenex um I wanted

to say some words about Lisa as well um I wasn't able to be at the services on Saturday but I heard they were amazing I want to give a special shout out to Patty Lockwood and Justine Hogue who I know coordinated as well as dozens of other people who helped make it off make it happen recently this District lost one of the most amazing humans I've had the privilege of working with Lisa Jacob Eisen was passionate and dedicated to her craft as an educator with all of her students she was firm but they knew she cared deeply about their well-being and success many of my old co-workers can speak to how much of an inspiration and role model she was to us as a teacher and I felt that as well when she moved into

the effective schools coach role of that same passion culture of high expectations and caring support came through to all of the teachers she coached she dedicated extra time well beyond the work day to support school events teachers students and Families but beyond how phenomenal Lisa was as a professional it's who she was as a human that makes us the hardest to process yes she was kind caring and generous with her time her device randomly buying someone lunch an ear to listen Etc but it was how she intuitively knew when people needed that generosity the most it was how you could be walking down a hallway putting on a happy face as we all do as Educators because The Show Must Go On and she would stop you to check in to really check in because

she just knew something was off that you needed to be heard that you needed support or maybe you just needed a five minute break whatever was going on and whatever you needed she was there whether you asked or not my words won't bring her back and there's nothing I can say to ease the Heartbreak that the staff students and families who knew who are feeling but I needed to recognize her tonight so you'll be missed more than you could possibly know and if she were here she'd say we're all exaggerating because with all of her amazing personality traits she was also one of the most humble people I've known so loved Lisa and Jane and to all the lck at Loma Linda family and everyone else throughout the district who knew her and worked with

her and loved her so much thank you Miss McCaleb I did not have the opportunity to meet Lisa so that just shows me how much more work I have to do in the district I've heard wonderful things about her and my heart really hurts for the teachers the students and the family just know that whatever that we can do whatever support services that we can give even at a district level that we're here for you guys and I'm really sorry that I got to miss out on such a great human being um um I also um this weekend I know it's a weird shift but um on Friday we had an amazing carnival at my daughter's school I'm really appreciated that we had a great family night fun night it was a great turnout the

president um PTO that we have at that school has been doing amazing work with the PTO we the kids had a lot of fun getting candy getting food and dunking Mrs Cartier and other teachers so I appreciate for the teachers um and all the fun and exciting things that they got to do with the kids so thank you for that um also very important today's the last day to turn in your ballot so if you have not turned in your ballad and you are rushing after this meeting I would go turn it in it's your last day there's some very important things on the ballot like some funding for certain school districts and also passing a proposition that would allow any immigrant student to have the same access to in-state tuition like any other Arizona

resident so those are very important and lastly I did wanted to apologize for what happened the last meeting I know that we have some families and there was a lot of miscommunication going back and forth just know that that kind of situations will not happen anymore and I'm deeply sorry that families had to leave so I just felt like that needed to be said and I do have um one last thing from Miss Jeffrey she's actually out of the country in Europe um with her daughter so I'm gonna read her quick um board report and then we can proceed to the next um it says I know that Mr Comforts considers himself a man of integrity and always wants to do the right thing Mr Campos has stated to me that he and his family

are renting a home in San Tan Valley but he is claiming residency at The Residence at the church where he works you cannot claim to be a resident at a secondary location of your choosing when you have a primary residence elsewhere I don't know how long this has been going on but it seems to be common knowledge among staff not being a resident is inconsistent with the statutory requirements for being a board member Mr Campos stated to me that he was going to resign on Monday October 24th due to a variety variety of reasons that would prevent him from attending any more board meetings anyway he has asked for help from the district to do so on October 20th after the last meeting for which he we did not have Quorum he said he would

resign on Monday October 23rd with the district's help Mr Campos did not resign on Monday October 23rd but instead has decided to resign effective November 30th why is this happening I believe that any votes made tonight or possibly votes in next meetings or previous meetings should be invalid due to the fact that Mr Campos is no longer a resident and has not been for some time I've asked Dr Lewis to get our attorney's opinion on October 25th and still am awaiting to hear back I respectively respectfully request that Mr compost not attend meetings as a board member going further or that we table any votes this evening until we can receive advice from an attorney that represents the board all right and that brings us to our a through F School letter grades resolution review

um I am so sorry I missed that my bad thank you for catching that um I moved the governing board approved consent agenda items a through F in accordance with policy bedb Dash e second um of those in favor Miss Ayers myself I miss Michaela aye okay now that brings us to our a through F School letter grades resolution review not a president for the first time in Alaska has issued a through F letter grades for Arizona schools as a team of leaders we've been looking at these as they've begun to come in and really experiencing a lot of professional tension around what they mean and what they don't to some degree there's a level of excitement and celebration around growth and there's also concern over not wanting to create a culture of complacency or

you know get too comfortable with this new floor of academic growth that is reflected based on the way the letter grades were issued in the model that's been developed so with that I'll introduce Dr Berg who will share more for our discussion good evening Madam president members of the board um as Dr dupin stated tonight we're here to discuss the a through F state issued letter grades um tonight Mr Tyson Myers our coordinator of data and assessment is here to discuss the state statute that guides the letter grading process also he will discuss the most recent history about these grades in our state and finally he will be able to share with you the letter grades issued to our schools which were made public I believe last night so uh they are fresh off the

presses so with that Mr Myers go ahead uh good evening Madam board Madam president members of the board executive team um thank you for getting the opportunity to talk about letter grades we haven't done this for a couple years so um we're just going to show you a little bit about some of the brief legislation and then some timeline history um Arizona advised statute 15241 requires a state board to issue letter grades to Public Schools before uh November 1st of each year um Dr Burton mentioned we've got those information uh late last night so just a brief timeline of letter grades uh we are using the current model now since 1617. um school year 1920 House Bill 2910 postpone letter grades I've actually moved them from 1819 to 20 20 21 or 20. um because

of the school closure in fourth quarter um in 2021 House Bill 2402 again postpone medic raised through the pandemic which leads us to our last year 21-22 uh letter grades have been reissued uh this two weeks ago October 17th or excuse me like two weeks ago but almost a month ago now the State Board actually set the 1819 schedule cut scores for the 2021 school year um the purple box at the top you can actually see the cut scores that were issued by the state board this is the model that is being used uh 50 comes from student growth percentiles with 30 coming from proficiency or passing rates 10 comes from El growth and performance and 10 points comes from acceleration Readiness indicators uh the state board meeting in September this is the K-8 distribution

model that was shared um by Ade to the public um displaying if we adopted the K8 model or the State Board adopted the current cut scores at 1819. this would be the letter grade distribution so here's our current letter grades I'll just give you a few minutes to to take a look at them so as you can see we had three schools increased by two letter grades uh three schools increased by one letter grade two schools stayed the same Creighton virtual academies in their first year of operation so no letter grade was just was issued to them this year for Lewis and growth so in summary we can attribute the growth for three reasons first is in 2021 our assistant principles uh did a fantastic job of testing all of our kids we brought them

all in they created a great environment so we had over 95 percent of our kids tested that environment allowed all of our kids to have a baseline score for um so that could have increased on our scores there's also an intense effort at the sites to continue to monitor um our indicators um you know making sure that we're keeping our eye on the ball using our Benchmark data our exact path data chronic absenteeism um those types of things so with that I'd like to entertain any questions or add any clarifications so I just have a comment that I wanted to say so as I've said before State Testing is a test with racial biots and I know that it feels good to do better but for me I have to remain consistent with my beliefs

that State Testing doesn't really reflect what our students can do at the last meeting it was on the agenda to renew our commitment to the resolution the board approved on June 2nd 2020. the main points were that a child's chance for Success should not depend on their zip code it calls upon the governor of the state legislature and the State education board to move away from punitive high stakes letter grades there are other ways to show Student Success using multiple forms of locally determined evidence attached to our last agenda was also an article written by the National Education Association called the racist beginnings of standardized testing the article talks about how students of color have suffered the effects of bias testing Ibraham candy wrote we still think there's something wrong with the kids rather than

recognizing there is something wrong with the test I truly believe we have hard-working staff at all of our sites to do what's best for our students every day rejoice in the growth our students are making every day and not just in the results of one biosan with ice test thank you miss my calip do you have any questions or comments um she said it better um but yeah I think there and someone said tension earlier and I think that's I mean that's what we're feeling in other districts as well um I want to celebrate but I'm also wary because you know what does this mean for one year from now two years from now um especially as they continue to kind of modify how we're graded and I do have not great opinions about State

Testing um but that being said I do want to recognize how hard our stop worked tirelessly staff at all different levels from you know not just our homeroom classroom teachers but our IAS our support staff our administrators our mental health staff helping our kids get back in a place where they could learn all of that was phenomenal lifting on everyone's part so I do want to recognize that and celebrate I just I'm always wary as similar to as Miss Aries said like we don't want to put all of our eggs in this bucket I guess thank you I have this I share the same sentiment I think all three of us have the same sentiment when we first got elected um this does have a lot of racial biases in it and I don't support

any that segregates further any children for that matter I am really proud that we did go up though um that just shows that even through the pandemic how resilient how amazing teachers and how dedicated um staff and teachers we have so that's always good to see but I I agree this this is wonderful because it looks good in other ends but it means nothing to me um it's it's damning that when a child is basically looked at by how much of a letter grade or a percentage they can give you an attest and all of our children are more than just walking data of information so I am I'm thankful for the staff and I appreciate you guys putting this together especially if you just got it last night I'm pretty sure somebody scrambled us

together and it looks wonderful so thank you for doing that um but yeah I it really doesn't play anything and you said it very perfectly um on why I really don't believe in letter grapes but that's just me nobody asked for my opinion but thank you okay that brings us down to aggregate performance classification of principals and teachers good evening Madam president members of the governing board Dr dupin cabinet and uh constituents here this evening uh this hurry up now two three four six uh patience is not one of my strengths and see how well we like labeling our teachers too but uh okay so uh thank you for being here this is our annual uh compliance uh agenda on performance aggregate performance classifications of our teachers and principals I I will take you through

this so uh the history of the development of our standard evaluation system you can see the most recent uh in the fall of 2010 an advisory committee was established because at that time was the first edition of the um State scores as well as the local scores that could be that needed to be attributed to teacher evaluation and that advisory committee at that time had 55 percent on the classroom performance with 45 on student academic progress uh in 2015 the Danielson rubric was adopted and you can see in 2017 the percentages changed from 67 percent for the observation portion and 33 percent for student academic progress due to the covid pandemic evaluations were waived by the governor and we used the years before in order to pay out pay for performance and that year also

we removed the board approved removing the attendance component for the paper performance so the governing board is required each year to discuss as a body the annual aggregate performance of the classifications of teachers and principals the labels uh or these performance classifications are set forth uh by a state statute and have been adopted by the governing board so you can see there the different highly effective effective developing and ineffective and here's a history of the um over time of how our aggregate performance classifications play out you can see uh 2018-19 as aligned with what was presented this evening and then a jump to 2122 for the aggregate performance classification I'll pause here to give you a moment to look and then the aggregate classification of our principles ratings are very similar to that that you

see of our teachers and this leaves for discussion of the governing board Mr Caleb do you have any questions comments um no just reading the chart sorry Miss heirs I just have one question I'm curious about um the data that comes in is it individual data or do you guys do it by grade level data yeah so uh there's a number of choices so there's the state level data that is attributed by grade level and teachers can also opt to go on a expedited if they've been highly performing for two consecutive years in a row they can have an expedited evaluation choose from a different type of assignment such as mentoring others for part of their evaluation or they can do alternative assessments like local assessments for those classes that don't have a state of

valid and reliable data attributed to them it might be a very small class of special education students or kindergarten students so um there there are choices available for our teachers okay and I don't have any um questions or comments right now and then for the third through eighth grade this year I'm assuming it'll move back to Danielson and AJ essay yes that's that's the assumption but I think there are also um will be some some the other choices available for those teachers who are highly effective for two consecutive years okay doesn't look like we have any further questions or comments thank you all right that brings us to proposed revisions to governing board policy FF naming facilities first reading do you guys have any questions well while you guys are doing that I do um

is this I guess the first question is is this something that asba is saying that it should be or are we trying to change things at a district level I don't know how comfortable I feel with removing the governing board has the authority to name or rename a score or portion of a facility I think um that takes out the proper channels that it should be done I'm not sure why we're striking out um having giving the governing board that authority to make those decisions for the district so I have a problem with that um so I guess my first question is is this an asba recommendation of taking all this stuff out in president you want to declare a briefly yeah um we're going to go on a brief recess guys he wins for

the best reaction to work foreign all right I'm going to call the meeting back um in order back from the short recess all three of us are here Ms Ayers myself and Miss McCaleb and the question that I had was is this a recommendation from asba or is this something that we decided to take up on ourselves thank you madam president members of the board um the draft policy that you have before you is in complete alignment with what asba policy recommendations would be if the board chooses to make additions to that it is recommended that the changes be run by legal counsel prior to adoption to build on that because my understanding is what's crossed out is what a previous board added to the asba recommended policy correct that is correct and the intent

here is to provide simplification and return flexibility asba's recommendation was correct okay that makes sense um this will be for an actual vote until the next meeting correct pass you know but you guys can know to just add on their you know final names but it was just kind of simplifying it just because it is 21 years or even to just to continue with our same policy yeah and keep it um now that we've already up to the board meeting are we able to Interchange between ourselves in an email since it's already been brought up to the public to continue discussion or could they only happen during okay got it okay it makes sense the top part is there's State requirements too about how you name schools so that's like the simplest version is what

are the recommendations or what are the requirements for the state during the school that is right okay perfect so I think that's the first thing that I'll do I'll make sure um because it doesn't look like we're in any violation so I can confer with asba policy director and then I can come back and we can each give our own opinions of it if we want to change it or just keep it and I'll email all that to Hilda so she can let you guys know perfect all right that brings us over oh I'm sorry any other further discussion or questions I think I'd be interested to see if asba has any language about kind of that final you know governing board like I don't think the very much have the authority to just come

up with a name but um I like the idea of having like the final recommendations right um but the rest of this is just so like it it's just overly detailed and I think takes away from the community's ability to be a part of finding a name that fits you know and some of these bullet points to me are opinions about people like some of the characteristics of people like that's I don't know so yeah the rest of it is just a lot but I think that first sentence that's crossed out is maybe something we'll look at more okay perfect great all right and that brings us to our last um item is future agenda items do we have any questions just a reminder on December 13th we are going to have a study session

at 5 30 so I just want to make sure that we're all available for that now if we're not we can switch we're okay and also for the boundary and attendance study session um do we know what kind of data we're going to be getting on that um date or can we discuss that um okay perfect you're okay for that date okay for that date okay um everything else look good for November 15th meeting yeah perfect all right and do you have any Miss Michaela any future agenda items was theirs I don't have any there so I move the governing board adjourn all those in favor Ms Ayers aye thank you guys for coming have a great night and be safe foreign
