004you can tell according to principal Mary Goble Mrs stoffer sets an example of what a committed and caring educator looks like she takes the initiative brainstorms ideas and is proactive with students in all grade levels Mrs Goble says Mrs staler models impeccable character traits that transfer not just to the students she works with but also to her colleagues and you'll see that in this video are you practicing your multiplication facts everyone on the job knows that worker who never misses a day of work and is a model employee if cloning were a thing New Haven principal Mary Goble would have already cloned special education parah educator Judy stoffer it's hard to work with hard adults it's hard to work with hard kids and you know sometimes they get your attention in the most awful ways

005we know that we're in education but 100% when Judy walks in the next day it is a clean slate she doesn't hold grudges she doesn't say well remember yesterday you know she doesn't do any of that it's like okay babe let's get started what are we doing today she works with uh small groups of any student who has um extra accommodations so she may scribe for children she may um be a reader for children during assignments centers tests things like that um she helps students you know with their organization um any kind of checklists that students may have that they follow she helps remind them of that um keep students on task but really focusing on students needs and making sure that she is there as a support oh I like that our work in

006education is often judged by student performance judging by what Miss Judy's students have to say she's doing excellent work she's nice King great she helps people and she helps us with a lot of things like reading and math and our test which we do better because she needs it to us she helps me um work my math out she helps me stay on track and keep focused she's kind she's careful and she helps others among the many things that Judy does she also broke the mold by taking on extra duties and being creative on a job I have a really unique thing that I do with Judy we developed a social skills group um which has evolved to now called the worthy ninjas there's like respectful ninja hardworking ninja organized ninja like tons there's probably

00750 ninjas and we wanted our kids to know how special they were and Judy was very specific on what they wanted to work on and how she wanted to help them and not only did she want to help them she wanted to help them grow otally and in their confidence so she came up with the worthy ninjas she doesn't just show up at her time and leave at the end of the day Judy is here I mean she volunteers for kids events she comes back for PTO events she is a true stakeholder in the New Haven Community I had to ask what is it that motivates you Mrs staer first you just have to find a passion and I think that makes a big difference whether you like your job or you don't like your

008job and this has just been my my passion since I've been here and just to see the look on their faces when they accomplish something that they thought that they couldn't do but then realize they actually can makes a world of difference Mrs staer is entering her 18th year as a par educator she works over the summer in the extended school year programs her reputation precedes her other schools have tried unsuccessfully to lure her away this is a happy place to be I love being here it's happy being here a phenomenal cowork is amazing teachers our principal's phenomenal it's just a happy place to come and work I look forward to getting up every day and coming into work she's up at 5:00 a.m. every day at working out and then she comes here and

009then she does all of her extra duties as well um and and has a smile on her face the entire time Judy is one of those people that she never changes I've been at New Haven for 10 years and Judy I mean other than skipping into work I've never seen Judy have aad day her job makes teachers jobs doable congratulations Miss Judy for breaking the M congratulations m g for breaking the wall congratulations for winning the award love I love you congratulations Miss Judy I'm so blessed to know you and to love you and I'm so so proud of you for receiving this break the mold award I can't think of anybody more deserving I love you congratulations my sweet friend nobody else deserves this more than you oh miss sweet Judy um we definitely

010love you I love you I love everything that you bring to New Haven um no one deserves this award more than you do so congratulations ladies and gentlemen Judy Sofer so Judy if you would come on down and if our board members would go down to join on the floor yes you [Applause] [Music] did thank you yes thank you spe our next good news item is about energy star certification the Boon County School District facilities department works very hard to obtain Energy Efficiency in the district not only is it important for financial and environmental reasons but also to teach our children the importance of conserving energy we are excited to announce six schools have earned an energy star certification from the US Environmental Protection Agency to be an energy STAR certified School the school has

011proven and verified Superior Energy performance over a 12-month period performing better than 75% of similar buildings Nationwide saving energy money and protecting the environment by generating fewer greenhouse gas emissions I'd like to ask Karen linan I believe that's here to come forward and she uh is works very deeply with this uh process so I'd like to ask her to please announce who our winners are you have um I'm the district energy coordinator here in count schol lab you seeed syb to saving energy and um it's really a collaborative effort between administrators teachers students custodians it's everybody so I really want to say congratulations schol and now I'm not sure how many people of the recipients are here tonight so bear with me so we have an energy star award for Kelly [Applause] Elementary ele school

012first we also have Florence Elementary [Applause] School next Elementary is Burlington Elementary [Applause] the last Elementary School is [Applause] [Music] long this they unun couldn't Shannon middle schol [Applause] also and our last big one isite [Applause] ins thank [Applause] [Music] you Mr Brady are you ready our next good news item is a financial literacy state government tour with a children's author the former head of the Federal Deposit Insurance Company Corporation excuse me and children's Financial author Sheila bear visited the Boon County Schools last week as part of a tour of Northern Kentucky to teach young students about financial literacy she visited at y Elementary Florence Elementary and Stevens Elementary School to speak to students and read some of her series of books designed to teach children how to be financially Savvy in fun ways that

013they can understand she was visiting in cooperation and coordination with the Kentucky Financial Empowerment Corporation and the Florence Rotary Club this event was made possible by a grant supporting the partnership with the Northern Kentucky education council's onetoone reading program each student received a free book from a series of children's books Mrs beay has written and the book donation was supported through a donation from the Florence Rotary Club Fidelity Investment and the foolproof foundation so congrat congratulations to that work and all of our students that benefited do we have anything to show on the screen for this one okay so thank you very much for the work of Mrs Bayer that was some work that she and I spoke about last fall and I was very happy to see her be able to visit our district

014and work with our students our last good news item is about the fiesta organization Fiesta which stands for families inclusion education Society tradition and access is a small Grassroots nonprofit organization that serves the Hispanic community in Northern Kentucky they recently opened their doors in Florence and I attended their community community partner opening we've invited Fiesta CEO and president Teresa Cruz a friend of the Boon County Schools to our meeting tonight to explain and share what Fiesta will be doing in our community and how that relates to our school district welcome Teresa hello good evening so I'm Teresa Cruz and as Mr Turner said I am the president and CEO but I'm also the cleaning lady the receptionist the grant writer the fundraiser and everything else that comes with a small nonprofit organization um it really

015is Grassroots everything in our space um I don't know if you could tell by the pictures but um everything was donated the community really came together to put this space together and to make it a welcoming space to provide services for the Hispanic families in Northern Kentucky and that's what we do so our services are at no cost to the families um we provide different services for them but it's all to build capacity uplift and Advance the Hispanic community in Northern Kentucky I have a SL it's not coming up we can wi I me I'll wing it it's fine okay I I told you about our mission um we just opened our doors in Florence so we have a space on 42 it's on the bus line and is in the heart of where the

016Hispanic Community lives we have three Focus areas and our areas are education Workforce and resource coordination so under education we have we provide ESL classes financial literacy and health education we also uh partner with Boon County schools which I'm very proud to say um to connect families to the schools so Miss Watson was just telling me that uh in this past month at ochman elementary they had 20 new arrivals from Guatemala at aan Elementary in one month um in the past 10 years it has grown the Hispanic population in Boon County schools has grown from 6% to 11.4% and it is continuing to grow the face of Northern Kentucky is changing so so we don't need the slides don't worry long story short um how can we partner how can Fiesta partner with Boon County

017schools that have been such an amazing partnership um I actually Mentor a group of 30 students at the ignite Institute Hispanic students that they made a name they created the name the ignite Hispanic Scholars Association and it's a group of 30 amazing young people leaders just brilliant kids um we also started a guide parent program at ochman elementary they have a large Hispanic community and what we did I I created a training I trained for God Parents that speak English and Spanish and they were paired with a new family that came at came into acman and the goal is for this family this God parent to help this family navigate the school system navigate acran Elementary the Boon County school system and figure out what they need and how they can help each other and

018also to build relationships so I've had an amazing time building relationships and helping the families out in Boon County Schools our other um our other focuses are Workforce Development and resource coordination so for the resource coordination we connect families to any basic needs that they have if they need housing if they need employment if they need um help with the rent if they need food on on the premises in our office we have in emergency culturally relevant food pantry if a family comes and they're in need of food in that moment and they have nothing we can give them food to at least last them a week so all of these families that are coming in have nothing how can we partner to make sure that these children's needs are met that the family's needs

019are met this Saturday we have a clothing drive we have 46 families that are going to receive clothing on Saturday from those 46 families 25 families are from Boon County Schools 51 children are from Boon County schools and these children have no winter clothing they've just gotten here from Guatemala from Venezuela from other countries and they don't have anything so I think what I'd like to do is in the future continue this partnership but see how we can collaborate with this changing face of Northern Kentucky what can we do to build trust with these families that are coming in how can we work together as a community to make these families feel welcome and that starts from the ground up that starts from the first face that you see when you walk into the school

020all the way up to Mr Turner so I'm really happy to be a partner with Boon County Schools you guys have opened your doors to us I enjoy working with all of your principles they call me I have Stevens's Elementary calling me and I have aan and it's wonderful I love working with them so I would if any of you ever want to stop by the office and see our space you are welcome to come by Mr Turner came by and he had a great time and we can have some coffee but um we are here to serve the Hispanic community and serve these families and I'd love to do it in partnership with Boon County Schools thank you thank you very much Teresa appreciate that um very quickly where where do you want the

021uh where is the clothing drive is it at the office on Saturday yes okay thank you Madame chair that concludes all of our good news items thank you Mr Turner Teresa what are the hours of that clothing drive 10 to 12 10 to 12 and is it just like boys and girls all any and all sizes winter clothing the family whole family okay women children babies you know we have for everyone so they're going to come and they're going to tell us their last name we're going to look and we're going to give them the package of their family's clothing okay so you already have the clothing to come we already have the clothing we've been doing the drive so Saturday is the distribution that's the right word well the next time the D you

022do something would you like let us because I wasn't aware of that or I would have been happy to have helped with that that would be great I would appreciate that for next time that would be wonderful maybe put it on our website help you publicize that oh great thank you so much that would be great there's a huge need out there we actually have 30 more families that we couldn't fill the need for this round and they're on the waiting list for January so we were trying to figure out how we were going to get the clothing for January so I'd love to get in touch and maybe we figure something out for January yeah if you share with us what your highest needs are I think we're all have you connected with Master

023Provisions yes I have connected with Master Provisions I'm actually going we um we are also starting a food distribution but specifically for um Latinos for Hispanics they go to the food pantries and they don't recognize the food right so it goes to waste or they don't take it so what I have rice beans lentils you know things that they eat Masa Arina um we want to make sure that we're including this in our food distribution our month food distribution so we have a box truck we're going to master Provisions in January but we are also supplementing we're talking to Kroger to supplement with foods that our our families recognize okay and then we'll do the same thing they can come by the office from 10 to 12 and pick up a box on and I

024would assume your organization would always accept donations to purchase what's needed yes okay yes thank you all right thank you uh next we will have our uh student board board member uh representative report youf thank you very much thank you all for being here uh I do apologize for the last meeting that I wasn't here I know that I have a duty to uphold so I hope that all of you were informed by my three sets of videos about what was going on with myself with the ssac and all the events that we are uh doing currently and in the past um so right now I want to speak a little bit about what I've been doing in the district uh I've been kind of you know trying to go to different schools and seeing

025what we what we're doing for the students uh I attended the Stevens Elementary School financial literacy night and that was a great opportunity for me to there uh see what we're doing to enable our students to be better studed in well further specifically the mathematics side of of life and it was a great opportunity I volunteered there I met the principal and it was just a really wholesome time uh the kids seemed excited to learn and so I hope that's a uniform thing around the district I also attended the Long Branch Elementary School breakfast with Santa and that was super fun uh I know a lot of other school had schools had similar events going on there and you know as we're getting ready for the holidays and winter break I hope all of you

026are excited for that because I know that I certainly am for a little break from school and to spend time with my family uh our last ssac meeting which happened last week uh Miss rotman was able to have an activity that uh enveloped us students at that council with the strategic planning that involved the diversity and Equity of the school system and I believe that it was rly successful I went around I heard a lot of great discussions going on at each individual group and we were able to give some valuable feedback back to that strategic planning committee or whatever sort of organization handles that and I hope that they take that feedback with uh with well values and use it to implement better things for our students here um I also want to now

027give the mic off to Autumn Barker who will speak about our latest activity hi um my name is Autumn Barker I am a high school representative on the ssac council um I'm their mental health chairperson of the representative board I guess and I hosted a small little activity where we brought in about seven different dogs and animals they therapy animals and they brought together a awareness in our younger kids that most of our older kids already know in mental health issues some kids struggle a lot with some of the things that they go through which is stress and problems in their school district and in their schools in general or in their daily lives so I thought that bringing these animals in with the younger kids would just make them a bit more excited about

028their day and have just something fun to give them and I'm hoping that that entire activity brought an awareness to the younger kids and the older kids that some things kids can struggle with but a lot of times some sort of an emotional release is a lot healthier than just keeping it bottled up inside thank you Autumn that was an incredible reflection of the [Applause] activity I believe that that was one of our stronger and you know when it keeps on getting better every leadership activity we have here at the ssic just keeps on improving our Representatives skills and abilities As Leaders uh one more thing I want to do is as student representative I wanted to start celebrating the members of ssac not just what's going on as a whole but individual uh Representatives

029who have done phenomenal things uh as I went around the last meeting walking through seeing each groups I took notice of students who were doing the leading the true leading in each group they were the leading the discussions they were asking questions to the Therapy Dog Handlers they were the ones asking Mr Turner questions when he was his time to speak and so I wanted to present some certificates of member of the month which I hope to continue on for the rest of my candidacy here and so if Brooklyn Schaffner and seem teamed could please step up thank [Applause] Youk and so I hope this is just the beginning of what will be a set future of student members who have done phenomenal things and I hope to recognize them at every single board meeting

030to come uh that is all that I have on my part I have a lot of fun and very impactful things planned on for the future of the school year through ssic and I hope you all have a great holiday season from now on thank you thank you Yousef I absolutely love what you just did with um realizing that it takes the whole group to make things work right and the fact that you deliberately uh as the overall leader being the student board representative paid attention to those who were getting the work done while you were overseeing and the fact that you you know care enough about the individual council members and the work that you're doing collectively to start this award speaks highly of your leadership capabilities so hats off to [Applause] you that

031will bring us to our superintendent report Mr Turner thank you Madame chair first I will ask Dr deweer to step forward he's going to give a strategic Plan update okay good evening every body I'm going to start the superintendent uh Report with an update on what we're doing with our work groups for our uh strategic plan Mr Brady's pulling up some slides here okay so these strategic plan work groups are going to start in January and February there's one work group for each of our goals we strategic plan when we had our sence ups for our district committees at the beginning of the school year we also included the four work groups so we have community members and staff members who have signed up to be on these groups and these groups are really going

032to be the groups that uh Define our Cadence of accountability for the Strategic plan we know without accountability we can't show that we are getting the work done that we promis to do and to do this we're going to follow John Tanner's work John Tanner has done a lot of work with area districts actually all over the country but a lot of area districts have worked with him on this idea of community-based accountability and he defines two different kinds of accountability I want to make the distinction so that you're aware he calls the first one protectionist accountability and this is what when we're talking about compliance what this is so for example if we are doing Title One grants and we're making sure that we're spending monies the way that we're allowed we want this

033kind of protectionist accountability there's not a whole lot of room for Innovation and you can see his note this is not my language but his note innovating when it comes to compliance would be unbelievably dumb because you want to make sure you're doing it right there are rules but the kind of accountability we're going for with our strategic plan is benefits based accountability benefits require demand constant change and Innovation that's what our strategic plan is about it's about change what kind of change can we bring to the district to provide benefits for our students and our community and then again his note blindly repeating the past is the single worst thing you can do to achieve a benefit so we want to make sure that we are Innovative and we're putting our community members in

034in charge of watching as we are moving along through the Strategic plan and so these work groups ask these four questions that every meeting the first one being what benefit is the plan seeking to achieve that's pretty well outlined in strategic plan the second one what capacity is needed to get there and by when for example if we're talking about the new reading initiative from Senate Bill 9 if we were talking about that as the benefit students reading on grade level what capacity is needed to get there well one of the capacities is the teachers need to learn the science of reading and later on you're going to hear Dr Watson talk a little bit about that number three what will the community see happen as each change is implemented this is the evidentiary story

035this might be the most important part of this K of accountability what is the story that we're able to tell based on the evidence that's presented so for example again as we implement the science of reading what will we see change in the classroom well for example we'll see more decodable texts we'll see more phic and awareness instruction going on it's not all about the numbers that we're always putting out there we'll still put the percentages and the numbers and the hard data but we want to also have this evidentiary story right in front on our website showing the community what we're doing and then what will we do moving forward what will we stop doing what will we continue doing and what will we change so as we get started with these work groups

036the work groups are going to meet quarterly we'll report to you how that's going we hope to have like I said on the website um information about how we're showing that we're making the changes that we promis to make in the Strategic plan so more to come on that any questions about that all right let's move on then so we're going to focus right now on objective 1 C this is about our portrait of a graduate and to give us a report on our deeper learning portrait of a graduate work is Mr Bill Hogan so what we're doing uh two things the defensive learning as you know at 5ifth 8th and 12th grade we're going to expect our students starting this year full implementation next year every 5ifth 8th and 12th grader to present their

037defensive learning what have I achieved this year how have I grown as a communicator uh to teachers parents uh administrative staff and in others that I'll explain in a second what we've done is we kind of to be honest after our time at Aurora we sat steep back and said what we need to do is allow our principles to uh kind of work into this work and so we put out a surve saying where are you at and where are you comfortable for implementation this year and they could choose to say I'm really not comfortable I want to wait till next year they can say I want to do it with one fifth grade class I want to try it with 25 students to see how the process works get my Logistics set up so

038next year I'm ready to go with our whole class they can say we want to do it with a full team so a middle school team could say I'm going to have one team and they're going to do it this year to see about the logistics and work it out or you can have a full implementation uh we do have five schools implementing full board uh three middle or three Elementary one middle one high and the night I'm kind of saying is one they're doing it but I didn't include that in that that uh that number the uh what we're going to do is if you're is a one saying we want to implement next year we're going to partner that school with another school that's fully implementing or that's going to implement partially so

039they can partner and learn through the process this year what happens what do I need to do next next year to get my staff where they need to be and so that's our defensive learning I will share uh last month I presented an ank CES about the work we're doing and yesterday I had the opportunity for Thomas Highlands a superintendent who is running the grow Northern Kentucky group asked me to present about what we're doing with defensive learning so I feel really good that the word is out the work we're doing uh I actually got a call today from Fort Thomas Highlands to come and present to them about the work because of those presentations so I feel good that we're leading the way in this work in the northern Kentucky Region the second group

040we're working with that really coincides with those defensive learning is the deeper learning Grant uh we've met three times as you know we met August September October we're going to meet January February and March uh we were going to do one hour virtual meetings but we decided uh our February and March meeting we're going to combine and do a two-hour meeting the reason why we want them to plan together you just can't do that virtually you can't sit down in collaborative groups as a first grade team across the district and say what are you doing that's vibrant learning for our students how are you changing instruction so to tell you a little bit about this I got a email from Tina withorn uh who is working with our elementaries with reading and she said Mr

041Hogan I had some teachers come from a school and say we know we LED Mr Hogan down by not presenting at the last meeting let me tell you the work we're doing we did this thing around a Macy's day parade and creating balloons and the parents got involved the kids were wanting to watch Macy's day parade because they were so engaged in the work and so tell Mr Hogan the next meeting we're ready to go and so I feel really good that deeper learning the work to get students to talk about vibrant learning experience to talk about how they're communicating and giving them opportunities to communicate in the classroom around content is growing so I feel really good on the work we're doing we still have a long way to go but we're plugging along

042any questions about those two things we're working on that was fifth 8th and 12th grade 5ifth 8th and 12th this transition grades thank you Mr Hogan thank you okay we're going to move to objective 1B this is students will receive rigorous and engaging instruction via guarantee in a viable curriculum in every classroom every day we're going to focus today on the Imp ation of the multi-tier system of support it's here to give a report on the student competency survey results Heather Bushman our mtss coordinator no fun gam right good evening um so we're just I'm going to take a few minutes to go over the student competency survey results that our students just took um just a few weeks ago um just so you can see kind of where we are in the mtss process

043with that um so we had almost 88% um of a response rate compared to last year in the fall it was only 83% so we've increased that which is amazing um we only had less than 1% of our families opt out um so we thought for a district our size um it was very minimal the parents who um did not want their students to take the survey and then third through fifth grade so this is their areas of strength so in the survey those are each of the topics um they are given questions about specifically um I know I'm very proud that in our district for elementary we had 91% favorable responses for supportive relationships so that tells me our schools are doing a lot right with making sure kids feel safe um they have

044trust adults around them um and then of course classroom effort you can see is 81% was favorable that um the students um tend to give their best they work hard in the classroom um self-management and social awareness each were 74% um social awareness increased across the board um which some schools had huge jumps in Social awareness like I know B Shannon they went up 6 or s points um so we are looking you know individually at some schools to see what are they doing specifically to grow these numbers so we can look at that across the district um grit was a 3% increase and um I think that is amazing especially since covid because that's been one of our lowest since coming out of the pandemic with our students being able to to continue to

045persevere on focused goals um self-efficacy is working through challenges it was 59% favorable and then of course emotional regulation um and we're seeing that um you know with behavior with our elementaries our students are still working hard to regulate throughout the school day um just like we've already heard from you know our our high school students um so the areas to grow districtwide um classroom effort how hard did they get involved in discussions um and they try to get involved is only 57% um so we want we're going to encourage our elementary schools to start looking at um which students are actually talking in class are they engaged are they more comfortable with small groups versus speaking in front of 30 students um and then of course emotional regulation is a growth area um how

046often they able to pull themselves out of a bad mood only 49% of our students report they can so in an 8 hour school day that's a little concerning because if they're not pulled out of this bad mood they get into they're not going to be learning or be functioning to even go to recess or walk down the hallway so um so those are a couple areas we're going to look to grow and then our secondary um it's 87% favorable for supportive relationships and for secondary um I think that's a celebration that our middle school and high schoolers are telling us they have trusted adults at school um and a support system around them um their classroom effort was 68% growth mindset increased and then selfefficacy C was 59% favor favorable to work through challenges

047um so they have a few more areas to grow overall um self-management um it was a little bit of a decrease not much but only 71% of them are favorable with that um social awareness decrease a little bit but nationally um we're only about the 40th percentile so that's for sure something we're going to be looking at at the secondary level of what can we do um at our middle and high school to ensure we are growing that number um um and that awareness for our students and our staff um and then grit um we are only about at the 30th percentile nationally so we need to start looking at their secondary how do they know what goals they're meeting um do they persist in those goals do they even know what the goals are

048they're trying to get through in different classes um then of course the motional regulation um only about half of our students report that they can regulate throughout the school day um so we're going to look at what that looks like especially compared to Elementary um since theirs was a little bit higher and then self-efficacy working through challenges it did decrease but nationally we're still about at the 50th percentile so we do want that to be higher um because we want our students to be able to work through challenges um when things are hard um and what skills that they need to do that um so our next steps with this data is the student results were sent home um they will be sent home by tomorrow for every student in the county um and then

049our schools will start analyzing this data to determine their strengths to maintain so whatever they grew in whatever their numbers look at are they're very high we want to maintain those numbers and then we want to look at the data to determine the areas to grow So within the mtss model we're going to start looking at the data for do we need to start growing things at tier one for all students or do we need some tier 2 supports for certain students that have reported to us they need help with grit or self-management for example um and then the whole child data will start looking at to analyze to determine what services our students are needing cross referencing between academics and social emotional Behavior there is a direct correlation between the surveys results and the

050attendance and the behavior and the academic success of our students so we're looking at that as well um and our district and schools we will communicate holistically um our district results and our school results by January so that way you all will see each school and how they did and what they're going to maintain and some Improvement areas so any questions thank you thank you thank you okay turning to objective 1B strategy ensure that diverse populations of students are provided the unique support required to be successful in the classroom we're going to have a report from Dr Mike shyers on a preschool supports and then also from Mrs Tera Drell On The Rise alternative education task force thank you I just want to uh shout out to all the preschool teachers par Educators evaluation team

051they work very very hard for our students and you'll see some of that uh hard work reflected in some of this data so just a real brief uh synopsis of the preschool Team 17 I certified teachers and 34 parent Educators preschool evaluation team which is located at Burlington Elementary School we have one director that's myself uh one preschool coordinator one psychologists two interventionists two speech pathologists one occupational therapist so they help evaluate these students that are coming in to qualify to get uh preschool Services we perform about 7 to 800 Arc meetings per year which is an incredible amount of time spent helping and creating um IEPs for students preschool enrollment team um is in the mobile unit over at uh behind Collins and we have two preschool secretaries that process incomible students prepping for

052screening events answering the phone calls and doing the work there uh here are our locations of our preschool so not every one of the elementary schools has a preschool in it Yale elementary school has one Burlington has two classrooms Kelly none uh good has one erbeck has two Florence has one Collins two classrooms Long Branch two New Haven uh sorry Long Branch doesn't have any no space uh New Haven has two North Point has one Aquaman no space man no space steeple chase one Stevens 3 Thorn wild one uh it's it's an advantage to have more than one teacher in the in the school building because they're able to work on the work together so we really see um and encourage our teachers to plan together work together uh try new strategies together when there's

053they're paired in more than once uh person at that building preschool qualifications so students have to qualify to get into preschool there's two ways um they can uh if they're four by August 1st they can qualify with gross household income at or below 160% of the poverty rate so if there's a low income uh students get one year of preschool uh heading into their kindergarten year students can qualify with a disability at 3 or four years old the numbers over the years so uh back in 1819 we came close to 500 students kind of went down a little bit we have the pandemic the 2021 school year uh uh numbers jumped up a little bit 22 23 we broached the 500 Mark 527 students at the end of the school year last year we are

054up about 25 students right now we're probably going to be at about 550 or more by the end of the school year uh right now we did our December 1 count where 4 493 students in preschool at this moment we are able to add students year long so all year long students are entering the program um so I just gave away my next slide 493 students as December 1 25 students up over this time last year will be around 550 uh the percentage of at risk or lowincome students is 32.5% uh students with disabilities is 67.5 uh like Miss Cruz was saying earlier we're seeing an influx of students who are coming in right now uh that are qualifying for income eligibility which is kind of unusual usually we have a big wave at the

055beginning of the school year students are coming in uh but now we're seeing kind of a trickle of parents who are coming in from all different parts of the world looking for uh preschool Services come to our offices and try to qualify with income eligibility so just had two today that uh came from I don't know where but uh they were qualifying so it's unusual that we have more of a triple of income eligible students happening throughout the school year the preschool program has done designated a special education preschool program because we're over 50% students with disabilities this is a new thing that happened December 1st uh this state department is designating uh programs either you run a regular preschool program or you run a a special education preschool program because we're above 50% we're

056at 67.5 we are running a uh special education preschool program 58% of our students are male 42% are female so we've been doing lots of professional training in this room uh we meet once per month to provide training to all of our Paris and all of our teachers uh so every time we meet we have 30 minutes of el uh scup training that's done by Miss elcock every month I have to thank her for doing that for us because we have a lot of students are coming in who are are learning language but um their primary language being something other than English trauma informed care Jennifer Miller came in and did a a great presentation about trauma informed care for our teachers in Paris autism behaviors with Jen Kaufman and Nicole Bishop so we're using

057those resources we have in our district through special education to come in and train our teachers and our parents has been very beneficial um flipit training the northern uh North Key Mental Health Services has a Early Childhood person who come came in and did a flip it training which is a behavior training for our teachers and Paris communication language training with McKenzie croman from the special education department speech path ologist she's teaching our teachers and our Paris how students learn language autism behavior training with Sasha long we're able to have a national presenter who uh uh presented to us all about students with autism and she did that virtually right here in this room and then we've been doing some conscious discipline training which is a a a method of instruction in the classroom to

058connect students with their emotions and behaviors the birth to five committee is a group of people uh principal admin um we have an FRC who's on our committee and we've been making some purchases with Sesser money about that zero to five so trying to focus in on those students who aren't in preschool maybe or who are headed toward kindergarten in the community so we uh purchased some hearing and vision screening devices so that we never had done this before so we do screenings in this room the team does a vision and screening uh hearing for about 200 children part of the process to try to qualify to get into preschool so if you might not know but it's really important to be able to hear in order to learn language and if we have a

059student who is a two-year-old or a three-year-old who isn't hearing parents might not even know that so we have some devices now that we can plug in takes a few seconds in each year and we can let the parents know hey there's a there's a concern here uh you might want to go to an audiologist to get the a further check Vision same thing so we have those devices that was purchased through the birth of five committee uh purchase of Developmental Library so we have a whole bunch of activities uh fun toy like um uh devices and different things for parents to use and we're able to check those out so if there's anybody in the community who doesn't have um devel developmental toys they can check those out we lend them out they can

060uh work with their student at home and then we get them back um the do Parton Library uh Imagination Library huge thing there's over 400 families that are receiving books once per month and that is partly funded through the birth through five committee uh provided funding for new comprehensive uh preschool program we're trying we're looking at three different programs we're vetting those now and uh trying to provide a comprehensive program and curriculum for all of our preschool teachers in Paris it provided funding for Boon's beginners we have our next meeting January 23rd over at Burlington Elementary School and this is an event where we bring parents in we feed the family we have activities for the young kids and then we talk about the brain science of development and um we do the connect the

061dots curriculum which is really wonderful curriculum and then we also have uh activities that we model for parents to do at home so we had a little obstacle course and the parents were able to do that with their kids they can set that up at home it's winter time they might not get outside as much as they normally do we teach the parents how to do that in their homes um provided funding for play based materials when we move from all day kindergarten to um to all day kindergarten for all kindergarten classrooms so I don't know if you remember when we did that uh we uh Incorporated some play-based time in the kindergarten day so the kids could uh socialize and Play and Learn at the same time uh provided funding for EC learn leaon

062working in the community uh to get more students into preschool and participating in early childhood programs we have the most students in preschool we've ever had we will have the most we've ever had by the end of the school year talking to my colle in Kenton County they're down about 25 students we're up about 25 students so uh very proud of that work to get out to the community get people involved in the program we've provided funding for new uh changing tables in all the preschool classrooms provided Community engagement items for K Readiness magnets developmental Wheels uh so we hand the these things out at events kindergarten registration parents have the opportunity to have a little developmental wheel I talk to all of the ladies in the front desk at the schools and say if

063you see a parent oops and they're pushing a baby stroller hand them this developmental wheel hand them this kindergarten read magnet provide take-home materials for the boom County early childhood fair so we do that every March that's coming up provide preschool classroom diversity resources so right now we're looking at uh a menu of items that each one of the teachers is able to choose from to help show figures dials that represent the students that are in our in our classrooms so that's a real important piece that students are able to play with and recognize themselves in their play some celebrations students from Collins this is a real important one students from Collins that attended the pack last year outscored their non- prechool peers at CES by 11 11 percentage points in kindergarten readiness so that's

064huge because all of our students have disabilities and they're low income uh Florence this is brand new uh briance data that just came out last week Florence preschool students were four points higher than their peers steeple chase students who were in preschool were 12 12 points higher than their typical peers so even though these students have a disability or a low income they're outperforming all the other kindergarten students when they start their kindergarten year at those schools Boon's beginners has about 7 families that have attended two sessions covering Child Development emotional regulation brain development with activities parents can do at home largest number of students in preschool ever 527 last year we will be closer to 550 this year working to increase quality of instruction in the classroom through walkthroughs um and purpose purposeful training

065of teachers and Par Educators we have a walkthrough tool that looks at all uh 15 different components of a preschool classroom I did one earlier today and love to see what was happening in that room high quality instruction is super important we're not just you know no one got hurt today so we had a great day nope we are very purposeful and what we do in our classrooms and the way it's set up and that physically the schedule everything that we do is purposeful uh working to increase increase the quality of instruction I talked about that uh we screened almost 200 students in the community our next screening a public screening is January coming up soon couple pictures you got to have pictures of little kids and their families so here are some of our

066students with Boon's beginners and our public screenings that have happened in this room um kids with their teacher you can see how they're engaged in the activities they're smiling and they're having fun play is what we do and we learn through our play there's a family there uh eating dinner right before our Bo beginners presentation I had to throw a picture of myself in there with the student sorry you know I was having fun any questions about the preschool program we are working very hard I want to thank you for your enthusiasm every time I talk to you or go to any preschool I I can I get excited about it and it makes me want to Advocate more for preschool so thank you for all the work you do to put in it it's

067the teachers the Paras the evaluation team I cannot say enough how hard they work for our community thank you Dr shers appreciate I'll show a plugin it it all matters because I have a kiddo I guess she's not a kiddo anymore she's an adult who started Boon County preschool at three years old and continued to receive Services until graduation and she just finished her first semester at Thomas Moore so it matters well I'm excited to be here and give youall an update on Rise and Success Academy so this is just some data for you so you can see in 2021 22 we had 117 students the next year 136 right now we are sitting at as of 11:20 it was 63 I think it's around 62 today so that number is still pretty accurate and

068holding steady um we are not anticipating huge increases in second semester working with student services because of the change of the code of conduct which is awesome because it keeps those class sizes really small I was in a math classroom today and that was one of the changes made to rise this year is direct instruction in math and um language arts and it is incredible it was so awesome to see and I was so excited um to see Mr Brown's class and it was great and thanks to um Dr pory and Tracy schaer for last year for all the hard work they put into scheduling to really make that happen because we are seeing the fruits of the labor I mean it's awesome but we are anticipating these numbers to stay um low so we're

069able to do continue to do some special things um I wanted to just hear the demographic breakdown for you and you can see last year compared to this year what's interesting to me is the disproportionalities rise mirror the disproportionalities that we see in our schools and school discipline so if you look at all of Boon County schools and you look at where our disproportionalities occur it is African-Americans students with disabilities and free free and reduced lunch and um our students who are on free and reduced lunch are our largest disproportionality as it relates to school discipline and that is something that we have frequent conversations with principles about at level meetings and also with student services that Kathy and her team are doing a fantastic job helping um principes and administrators build the skills that

070they need to not automatically default to suspension and hopefully we're eventually going to see less numbers that rise because of that as they get better at hand not deferring to an out of school suspension of course there are things that are always going to be tier three and we have to acknowledge that but having a high quality alternative program is what makes the difference for these students and I'm happy to say that that's what's happening at rise it's just amazing so I wanted to just share with youall about give you an update on the alternative programming task force and that's what we decide to call it because we're going to talk talk about so much more than just rise and Excel we are also really going to focus on some of our tier one with

071College and Career Pathways and just how we can make sure that every student in the Boon County School District is aware of what our high schools and middle schools have to offer but particularly our high schools and so they can take advantage of those Pathways and so we're just going to start with educating ourselves around what's available and then also that communication how can we do a better job with transition from middle school to high school with making sure students know what's the awesome things that are going on in the high schools so that's going to be part of it but then we're also going to act as the sounding board for rise and Excel and just making sure that Dr hibbit and the Excel program have everything that they need and the resources to

072continue to grow these high quality programs as things begin to change um we identified some additional Representatives that we want to add to this task force we're going to have a College and Career ready counselor to have their voice heard Mr Hogan will be on that as the Director of innovation um I'm trying to think I feel like I'm leaving somebody outse and then teach teacher representatives from Excel and Rise so we're really excited our first meeting is going to be January 16th and that's at 2 pm so we're looking forward to that first meeting and at this time because you have to hear CJ's story so I'm going to turn it over to Dr hibbit he's going to introduce CJ I met CJ what probably two months ago and CJ is a student in

073the Success Academy and he's just going to tell you his story because y all need to hear it this is one of the changes that was made to um rise this year was adding the Success Academy as a halfday program to help students um to keep them from dropping out and graduate from high school and that's just a game changer in itself so I'm going to hand it over to Dr hibbit uh to be frank I I really appreciate and I'm thankful for the conversation about rise at the last board meeting um any awareness uh for that program um is an awareness for students like CJ and uh originally signed up for the audience of citizens I know that's an odd way to talk about it but we streamlined that to right now I'm really

074just a messenger of what Mr Turner spoke about in our last uh leadership meeting which is um that this is a time of Hope um and to reflect on that and so CJ and and he thought you know I want to share my story with someone and I thought what better time um than at an audience of citizens um thing and uh thank you for allowing us to kind of streamline right into this now but I really wanted to point out one thing CJ is a result of um I'm just the messenger of the staff at at Rise Academy um they are brilliant people um very caring um teachers and professionals who love these students day in and day out and are in the trenches and teachers um are the best and I don't forget

075uh that I'm a teacher first and the other thing and so I want to really share before I introduce CJ here is um a message of just thankfulness um what Dr deweer spoke about and in the uh the plan for the district strategic plan um that Mr Turner started uh the when you strip down education to its core and Dr shers was talking I think leading into this too it's all about empowerment and are we able to em Empower um human beings and children and students and no matter where they're at in their Walk of Life whether they're on the the board um or in CJ shoes or a preschooler um it's all about empowerment and and helping students uh feel that way um to have confidence in themselves uh CJ has enough confidence as

076you probably all well know that speaking in front of people is probably the number one fear and a lot of people in CJ's never spoken in front of anybody at school and it's no offense to him but it's just kind of comical that here he finds himself speaking in front of uh a bunch of principles and um the board of education so without further Ado I'm just going to introduce CJ here thanks hello in the boom County School System I'm student number 21074 5378 and take no offense but this is what I found myself being in education a flirt of numbers attempting to tell me about rank intelligence score grades and based on those numbers I felt like I didn't belong I was lost in the dark I couldn't see a light at the end

077of this dark tunnel with the absence of light I couldn't see my myself in high school any longer the irony is one of the first things you learn in school is how to write your own name and in preschool they made the biggest deal out of it they celebrated you and made you feel special this time I found myself signing my name on forms to officially drop out of high school I wrote Chad Taylor yes that's me I came here tonight however to put a new ending on my story after all it is said when planning a book don't plan the ending this will develop by itself because of the experiences I'll live part of me a former High School Dropout is filled with pride to have the brief opportunity to speak in front of

078the Board of Education this is the end of my book I came back Mr Herold helped me get enrolled at rise there I met some of the most caring and understanding people I'll Stand before you tonight to write the last lines of my story with Boon County schools and it's this I found out that perhaps school is indeed about the numbers about the number of P people willing to come along the side of you like they do with the success program at rise my good ending is the result of me becoming what people believe I could become even when some statistic numbers said I could not and this belief Le certainly changed my story thank you guys for giving me the opportunity to come speak up here very nice job thank you for sharing yeah

079I feel like you should have dropped the mic before I gez I feel bad for Dr Watson you got to follow that so Dr Watson's going to try to follow that and wrap us up with our elementary literacy program selection process you want to speak CJ welcome to talk about literacy all right thank you uh all for your time and I'm hoping that I can continue some good news here um so as we've been talking through uh our literacy adoption process through the budget committee through teaching and learning committee um I wanted to go over kind of three priorities here and I'm starting with our y so when you see those beautiful smiles the students at our schools obviously our Y is we want all students to read by third grade all students need to

080be proficient readers by the time they enter third grade but the state data tells a different story so the data table is on the right and then because the data is what it is Kentucky Department of Education really put this forward with us as District leaders and as school leaders to say why we need to focus on early literacy and many of you have heard this message before but it is worth repeating we urge District leaders to think unconventionally and innovatively to serve all students because conventional methods clearly have not yielded the results that we need although here in Boon County we're proud to say that of our third through fifth grade students there's 60% of them who are reading proficiently we know that's not good enough and when you focus on the demographic groups

081and you really break those subgroups apart again this is State data but you can see it is unacceptable that 75% of our black students are reading below grade level 63% economically disadvantaged reading below grade level 71% of English Learners below grade level 65 Hispanic IEP students 68% low grade level we know that we're better than that and it takes the teachers in the classroom those professionals who have really had to unlearn and relearn how to do some work with the science of reading so that brings us to our current data as as a district so from 2015 to 2022 if you're looking at this napd graph you can see the blue bar really is the combined proficient distinguished score so you can see from 2015 60.6 all the way way over to near 60 uh

082following this last year so basically that while while we're celebrating that that is higher than a lot of large districts throughout the state we are saying we can do better so it's a kind of combination of celebrate the good but also work for continuous Improvement and really this is um something I showed our teachers at some of our professional development because when you see students faces that really speaks to you when I have a student that I know like CJ was really perhaps a struggling reader at one time that speaks to you your heart as a teacher so we have currently 2,475 third through fifth grade students who are reading proficiently however we have 1,719 who are not and so that really is the story of our why so from the state department the state

083says okay so what are we going to do about this as a state for us to continue uh to grow as Prof Professionals for our students and that is really what um why uh Senate Bill 9 came to be so as you can see there the change and this is something that is new to our principles it is new to us at the district level and we're really kind of making sure our processes include lots of stakeholders because I know as Mr Turner or me as Jenny Watson or even uh Dr dweller none of us want to be the only person who make a decision about curriculum adoption it has to be hundreds of people at the table through a very strategic process to get there but this is um the law so each superintendent

084or Public Charter School Board you can see May is crossed out and the word is shall shall adopt a common comprehensive reading program that is determined by the department and that department is Kentucky Department of Education to be reliable valid and align to reading and writing standards required by KRS 158 6453 and outlin administrative regulation promulgated by the Kentucky Board of Education from kindergarten through grade three for all schools or a subset of schools with consultation of all affected school councils so that brings us to this Crossroads of we now have sb1 we have sb9 and we are trying to navigate what consultation looks like for our sbdm so with that we have embraced A literacy adoption plan Chad could you click on that plan perhaps in that slide and really it's a very thorough

085plan that has been um vetted we have created a rubric that rubric has had the voice of over 300 Educators through Boon County that rubric was started with Kentucky Department of Education um and then through our learning with our teachers we've put that all together but what this strategic planning document really outlines is how we in boom County are defining uh sb9 in terms of of the adoption so we're basically saying what is our what is our uh interpretation the superintendent will select one common comprehensive reading program as recommended by LSS for grades K through five and then down below is really important those considerations why are we saying one why are we not recommending a subset even though we have successes in the district we really believe we're a transient District you know that

086is a Board of Education the students that I have in my classroom today may or may not be there tomorrow so we want one program because we claim as a district to be a school system versus a system of schools this is an opportunity with leverage from the law for us to really try to get to one um so that's really why the answers say um that we really believe that's what's best for for our students our um comprehensive District Improvement plan Council of councils meeting also indicated from parents parent voices why do we not have one hor horizontally and vertically throughout our system so that also is in there and then Chad if you can just scroll to the third page at the top we do want to honor and respect go oh sorry

087go to up right there we do have one a couple schools in the middle of some current contracts and we want to honor those contracts because those teachers have put a lot of work into um putting putting their their best foot forward in learning and that's man Elementary so they're in the second year of their wonders contract and we want to respect that for them and we also have two pilots going on of these two programs CK and that's being piloted at Goodridge Elementary and El education and that's being piloted at New Haven Elementary so those are the two that are on the short list from KDE so all of our schools have samples of those two they will be doing pilot lessons in January we have surveys from teachers at both of those schools

088that will be shared um it'll be a a a large effort in January because our ask of schools is that by February 1 there is one selection from each school and it's truly I Define consensus here consensus is all points of view have been heard and actively solicited the will of the group is evident so ultimately it's just a majority vote because learning support has vetted both of those programs so that's really the process and I can share more of that if you would like um but basically we feel really good about the process and the expectation then would be that this slide deck is the consultation for councils and the council does not get a vote anymore that's the change the vote really is the recommendation to the superintendent from each of the schools

089any questions about that process I just want to say you've done a lot in a short amount of time and it's impressive and it's mindblowing how that's all come together since less than a year it's amazing so thank you for all of that work thank you very much I'm just kind of curious um we don't have cookie cutter students so I'm kind of curious how and I understand I've said for multiple years decades that we need to be consistent across all of our buildings in the in the curriculum that we use for that transient nature that if a student walks out of verbeck today and goes to Stevens It's seamless um and we can maybe achieve that now but I guess my curiosity is how can just one program meet all the different needs that

090we have is that where the mtss comes correct and and the program as defined in the law is the Old Law you guys remember probably from the read to achieve Grant so essentially what they Define comprehensive as is that pheic awareness phonics vocabulary fluency comprehension so the program has to have that what kde's rubric now has in it that's never been there before is it has to have a significant knowledge portion so in other words if I'm a student and I lack vocabulary which a lot of our kids do they they may not come from homes with a lot of spoken English or they just lack vocabulary in general there's a background knowledge section to to fill kids buckets about just the world and their thematic through the course of the the six years kindergarten

091through fifth grade so that's the additional side in addition to that those five comprehensive areas I just told you about and really in the past textbook companies have not ever never done that if I was developing a reading curriculum it was reading I would have reading standards in literature reading standards in informational and those kind of things but there's never been that other side of it so really KDE has done a lot of work and we're leaning onto them more than I ever have in my role um because they've been excellent at helping us with that so and then we still have the tier two tier3 through the mtss and that is where supplemental programs would be utilized that's building specific specific student specific yep all right thank you Karen one of the things that

092we talked about in teaching and learning that surprised me is when she said short list from KDE it's three programs that's all KDE will that's it that's their short list we have we get to pick from those three curricula so that surprised me but their short list is really short so is there any truth to the rumor that the cost of the three programs has exploded since all the school districts have to subscribe to them very very true yes and because we indicated the elementary priority to be curriculum through Esser elementaries have not had any additional Personnel this school year um through Esser instead that money was budgeted for this exact purpose so we are seeking quotes now for both of those vendors that is kind of year year one and then for sustainability so

093I can tell principles here's what the sustainability is going to look like for those and that all will be in January but you're right um we put money into math curriculum last year reading because there's such a library a physical library that goes with it it's about triple what the math cost was Dr Watson just just your opinion um the amount of money that I think we're going to have to invest in one of the programs is it to satisfy this legislation or is it to improve the reading scores of our students both will we do the impr I'm so confident in it I'm so confident that because I'm doing letters training alongside of the teachers I'm so confident that our current materials do not meet the the decodables like Dr dler was saying we

094we have leveled readers we don't have as many decodables so it's like redoing kind of what we currently have in our system we're not throwing out things that are currently valuable however we've got to get some books in the hands of our teachers that meet their learning through the science of reading and that's what this does so but expenses is a factor and sustainability is a factor and we're working hard finan has been great I've had lotss of meetings with Linda and Lisa about this thinking about what I could shift from you know learning support budget to help to help our schools and and all of that so but I'm confident it's going to improve reading my goal is 85% Jesse 85 tier one we can get there I'm I'm confident and then how how

095many years do you think well next year what do you guys say Elementary what do you say Stephanie Stephanie has we're setting pgp goals with principles pretty high and they're going higher than even what's on their sips because they're so there's such a strong positive energy so she's saying 80% white by next year okay what you said sorry objective not your objective 70 yeah it's 70 thank you thank you Dr Watson one more question if I may ask sorry about that um so you've said it before on the presentation at least said that they that there were conventional uh methods that weren't yielding the results does that mean that BCS literacy adoption plan is the unconventional method it is what would be the changes between those two methods oh that's an excellent question um really

096what we're what our learning is is changing around is that systemic approach to students need pheic awareness before phonics and a lot of times when you when you were in school you might have had phonics instruction but you may not have had the language component so we're really trying to simplify reading to reading really is language first then reading then word recognition and so it's just very systematically breaking that kind of it's called the simple view of reading and it's just kind of breaking that down whereas before a lot of times like when I was trained to teach reading it was more through a queuing system so I might have told the students I'm going to cover up a word look at the pictures and see if you could figure out what word might be

097missing I didn't teach sound symbols I didn't teach diagraphs and trigraphs and letter sound connections now I'm learning oh I should have done and all that because when you get to multi-lab words down the road you now know how to how that what that word means in Mor phology Greek and Latin roots and how important that is in understanding calculus and science terms and all of that as you get through High School in college so it's setting a stronger foundation for that whereas before that's not how we did it does that make sense yes thank you and just one one like last clarification before you go um the is this uh unconventional plan is it something that's mandated by the state or is it something that we've adopted to conform to the state's mandation yeah

098that's a good question Senate Bill 9 really is a mandate and I would call it unfunded just like a lot of them are um because there wasn't Monies to follow for districts to do this adoption but we had a hunch it was coming and that's why as a district we put Sr dollars aside for this exact thing and Jesse to back to your point because we we know this is the right thing for our kids and I know Carolyn you spoke about it before the learning from the teachers isn't new we've been working on that for a couple years and you can see it start to pay off for our teachers um New Haven I would say in Goodridge Long Branch several of them are further along in it because teachers did letters cohort one

099and so they're fully implementing now and they're just trying to find the resources um some of which are not high quality they're just trying with what they have but to answer your question it is an unfunded mandate but it's what's right for kids so we're going to do it if we if we can if Mr Turner would allow us we're going to do it um because it's it's going to yield good results all right thank you youf there is a podcast that I shared with the war when I listen to it called sold a story if you're a podcast person it will Fascinate You the history of reading sence so story sold a story and those were the people I was trained under so I think it exactly thank you for your time thank you

100Dr Watson that concludes our academic portion of uh the superintendent's report I'm going to introduce Dr best to come forward with operations good evening everyone um so tonight we are going to have a presentation um as we said we have been spotlighting some of our operations department and to start us off tonight I am going to introduce Maran Rankin who is the director of technology and she's going to share some of their work with you good evening Story of My Life the microphone being too too tall for me so I am Maran Ranken I've met most of you director of Technology we are um a small group of seven in our department and it's a busy time of year so we have two of our department members with us Randy Deon who is our network

101manager is here and Jason Hill one of our Network administrators who is going to speak in just a minute I threatened Randy that he was going to have to speak but he's not going for that so um so we are here we can always ask him questions do that think of something good for him Karen so and the our department or chart if you want to call it that the green side is really the support side this is the brake fix keeping the network running those folks we have them organized by cluster as you can see them highlighted and we do that just to Simply model the instructional side you know the ri cluster meets as a group Cooper cluster so on and the intent to have them assigned to a cluster is so that

102they build relationships with the teachers in their building they know which person they may need to handle a certain way which ones have more questions those kinds of things and so it's really a good thing from a support side that they are organized that way the yellow side is really the instructional side this is how can I do this how can I work with dream boox with kids what can I do with Google those kinds of things and we'll talk in some detail about that side in just a little bit I wanted to give you an just a little snapshot of how much we have grown in the last 13 years you can just looking at the first line in 2010 we had 6,000 devices now we have over 38,000 devices just to give you

103a a how busy some of our folks are we have five technicians that are assigned to break fix of those devices devices so that's a ratio of 1 to 7600 devices now Chromebooks help with that we get accidental we have accidental damage with those so that helps with that support mechanism but we have some really busy people in in our department we have over a little over we average a little over 400 work orders a month and when you look at this chart these are not the only things that we support just about if it takes electricity we probably have something to do with it as well but we have Network switches in buildings intercoms HVAC systems that are on the network so there are so many other things besides but this is just a

104good snapshot of uh how how much we've grown in the past few years and we expect that to just continue with with the in the dependency on technology I'm going to let Jason hill our network administrator talk a little bit about that support side of of our um department so come on up no you're GNA have to squat down good evening I am Jason Hill I'm the network systems administrator in the boom cluster I have a unofficial uh title of Chief agitation officer for our uh for our office because I like to aggravate people a lot I guess really badad really bad really bad yeah but I I won't I won't torture with those so uh I want to talk to you a little bit about the hardware side of things um how this uh

105impacts education here in Boone County um you know the enhanced learning experiences that the students and staff get to experience um is because of our up-to-date Network and Hardware um it allows them to work with the online learning platforms that we have and collaboration tools where students and teachers can collaborate um our new standards for renovated classrooms include interactive touch panels with classroom audio systems which has been well received um and we've actually been getting some new technology in on our network uh things like the interactive 3D Anatomy tables um that I think that we have in two high schools now I think we have three of them I think one R high school has two and Boon cany high school has one so you know with our standards uh Network and device replacement plans

106we ensure that our end users have a reliable Network experience um you know over the years that uh our our networks uh you know I started in education in 98 um you know we had token ring in in our in our CL in our buildings because I I come from Northeast Kentucky um but you know a lot of schools had token ring which was a 16 megab bit per second uh to to a computer you know and then we went to 100 megabit ethernet to 1 gbit and now we're introducing 5 gigabit uh speeds in our uh in our schools um we've been focused on the network wiring that we have in our schools because some of it is older uh and needs to be replaced in order to keep up with uh emerging technology

107um and because of those Renovations and those rewi wires and everything that we've gotten through eate um we we actually deployed our first 5 gabit wireless access point at araman middle last week so that's uh something to kind of kind of be be proud of for that within uh the last seven years our link to KDE has changed from uh going from a 3 gbit Connection uh to five to what we're at 10 right now and here in and next week I believe we're going to be upgrading that connection to 20 GB out to the state and that's all because of educational use of technology in our district so I think it's something toh to celebrate uh we manage in our department um approximately 34,000 accounts Microsoft accounts and in each of those accounts has

108an Associated Google account with it so you can actually multiply that by two um you know we we are focused on security of our hardware and of the user accounts um physical security of of our Network equipment vital equipment um are secured with either card readers or lock doors or locked cabinets but the users you know we can try to be as secure as we possibly can and we want to try to make sure our user information is secure that we tried to integrate um modern authentication methods such as multiactor authentication samle and single sign on so that's just some of the things that we do on the hardware side what we do behind the scenes um they told me I had to keep it within three minutes so I'm going to go ahead and

109wrap this up but that there's a there's a concerted effort within our department um to raise a standard not only for boom County but for the state a lot of our staff has presented at conferences to take some of these experiences that we have we've seen and share with others and in order to give them relevant experience and we like to volunteer our services to other districts who may have emergencies that that need need some additional resources that they don't have access to so thank you thank you you're wel we'll talk a little bit about the um technology integration side this is really the instructional side and I could never get up here and talk talk about the integration piece without talking about the importance of our instructional coaches and the School Technology coordinators that

110we have in the buildings they really are the first first point of contact for all of the questions related to any instructional technology if they can't help or figure it out then our technology resource teachers are the ones contacted to offer assistance help figure it out those kinds of things but those two groups of people are vital to they may not technically be in the technology department but they are crucial to the success of of products and resources in our in our buildings the instructional site also does a lot with professional development they do a classified training for some of our classified staff who want to have some training on Google how to do Google Sheets or email training those kinds of things we send out monthly Tech tips to all of our teachers how

111to with for all of of the products that we um as a district um support we give them some tech resources on how to use those you know phone calls how do I this student can't log into a resource you know troubleshooting a little bit of troubleshooting on this side of the house too and then the integration side is really the the key figure in syncing student information system that's what sis is student information system Infinite Campus with our digital resources that with clever so that there's easy access to product for not only students but for teachers technology oversight this is a lot of my role Randy's role is is budget and the big piece is a replacement cycle whenever we buy something we know at some point that is going to have to be

112replaced so not only budgeting budgeting it for current but how are we going to pay for that renewal in the future gone are the days where I'm going to use my wireless access point until it dies then I'm going to order a new one to replace it our buildings are dependent iine wireless access the projectors in their room the panels in their room so having a replacement cycle is huge we have all of our wireless access points on a 5year replacement cycle we have the network switches in our buildings on a 10ish um replacement cycle so that we are while sometimes it might look like okay you're getting rid of things that are still working but in a district our size it's it's a huge task to think we're going to replace all wireless access

113points you saw the numbers earlier at one time so we are replacing yeah they're still decent and some some schools may want to use them because they don't have the money to do that but um we do have a replacement cycle so that we can keep everything up and running as we want it to we have eate money that is a FCC program that gives us a reimbursement right now our district is at 60% and it is mainly for instruction U infrastructure items such as access points switches wiring over the last five years we have brought in over $3 million in e-rate reimbursements and that money is specifically earmarked to go right back into infrastructure so when we get money back we put it in account and then we have budget for whatever building needs

114an access point replaced the next year those kinds of things so we really try to take advantage of eate funding as much as we can as Jason talked about wiring projects working with Finance with we realized we had a bunch of schools at Cat 5 we needed to get them up to to six we went ahead we are able to Future proof we went to 6A so that was a huge expense got all that money back for E rate so now we can pay for switches with with that money cats money that's a Kentucky educational technology standards we get money back from KDE that goes directly to buildings they get two offers of cats funding a year it is averaging the last three or four years at $21 a student and that's what buildings can

115use to fund Chromebook Replacements if they want projectors panels online tools those kinds of things part of it is vendor relationships working with companies who not only want to be a vendor to Boon County but want to be a vendor partner do they have the same instructional goals that we have that's a big piece of of what we do going to level meetings learning Support Services meetings leadership meetings School Technology coordinator meetings all of those it is so valuable to be in those meetings and hear the instructional conversations because we bounce right off of that if we're hearing them talk about something then we can go back and plan so that they're not waiting on us that's the last thing we want them doing it's waiting on us um so those meetings are are crucial

116data privacy historically we have not been a very transparent Department in regards to data security data privacy that is not it is intentional I should say in some ways because we can be transparent to a certain point and then you spread too much information now you're helping the bad guy right so I do want to make it really clear that lack of transparency is not equal to lack of due diligence this department takes no if we take anything serious it is data security period we um monitor our Network we do business with people who take the have the same level of of privacy with our products as we do for our own network we had a network audit in 2021 we also had a Google admin console audit in 2021 and we are on Pace

117to have another audit this school year we're already working Randy is working with uh third party vendors to have those same audits so that we can check everything across the board um so that we are as secure as possible no one from this department will ever stand here and say we will never have a breach anyone who has a network anyone who does business in the cloud you're you're open to that and as soon as you say never you're going to start nevering like you've never nevered before right so but what I can tell you is that we are doing everything we know to do and we can do to make sure our network is secure and the vendors that we do business with take that just as serious I think that's about it any

118question oh no no no no big thing big thing um part of the request to be transparent with data we have been working on a website this is sorry this is a little crude looking but this is just a screenshot of one product so in your in the end this website will be a list of all products that the district is working with and sharing data with what we are providing full transparency when you see the student privacy pledge signatur piece and the privacy policy these two items ensure that we are meeting letter of the law with working with a vendor who is not sharing our students data not targeting our students for advertising if they work with a third party vendor they're holding that vendor to the same level of security all of those

119things the privacy policy will show how they handle a data breach all of those things required by House Bill and reg for us we're also going to go up we have been going a step or two above that when you see the data transfer and the data at rest this is how those companies are handling that data and the level of encryption is that in are they meeting industry standard or are they falling behind mind and I give you the example we have three vendors right now who are their level of encryption goes into of life so to speak in 2024 so we've already reached out to those vendors to say what's your plan to get this up to speed because if not then we will not be renewing with you the next year one

120vendor said it's not on our radar so the building's already been told we're not renewing this product because they're not keeping up with standard and then the other two items you see here student use this is just what age groups does this product support and the product use purpose just so parents all stakeholders can see what each product is and what it does it doesn't won't necessarily mean that every school in the district would use all of the products that are listed there but this is just a way of M we totally understand the transparency piece so this is just our our way of putting it out there in a easy to navigate manner we are still working on this website so I would imagine sometime next semester we'll have that rolled out thank you

121Maran question for any of us Karen do you have a question for Randy please ask him one's throw so you you said I think Jason said um 36,000 accounts they're between Windows and well I guess if you have a Windows account you have the Google account so that is and Jason you can correct me if I'm wrong but this this is student staff we have a number of service accounts that for products and and all kinds of things so it's a combination of all of those some we have have which is another you know you hear of social engineering so we have two accounts one we do business with and then one is for backend work for security purposes so by the time you add all of those together that that's a lot of accounts

122right well I I for one appreciate the work you guys do and whenever you go to a modern classroom um and you see the amount of Technology being used it's sort of mindboggling when you multiply that out by all the students and staff that we have in this school district um I think at at my where I work we have about a hundred people and then we have maybe seven or 800 in the whole company and that seems like a mountain so when you're talking about 36,000 accounts with all the Chromebooks and all the phones and all the wireless access points and those switches are a pain in my butt most of the time it feels like at work because they go out at the worst time oh yes um I I just applaud the

123work you guys do and we're grateful I I know most of us all of us are grateful that you guys come here every day and do this work thank you and those two they do a lot of the work too yeah thank you your whole team thank you very much and I want to say we have three anatomage tables like you just glanced over that like oh no big deal like that is learning WI I mean medical schools use those our physician assistant programs use those we have two on campus and they are the coolest thing ever like operation on my husband argues he's like it's a giant video game and I'm like no you can do active life cardiovascular like you can make the heart it is the cool so you were just like

124you just scanned over that like oh we have some tables oh he would still be talking if have you played with them they're so cool so thank you very much thank you Maran so that's exactly why we wanted to do with um Department spotlights because we have such amazing things that are happening um and technology is a great example of sometimes not having the realization of what happens behind the scenes um and definitely with Randy and it's unfortunate he won't speak because I spend a lot of time with Randy um because he's a a key piece in construction with us he is at the table in those meetings um and as they talked about every component that we do in the school district now even down to the HVAC system even in some of our

125new buildings as Miss raising can attest with the lighting all of that is Technology based now so um you know I think back to when I started an education and others did as well technology was if you had an overhead projector so we've come a long way we we've come a long way um but that'll take me right into construction um I only have a couple of pictures to share with you tonight um as we've talked about about in previous board meetings we know this is kind of our year time of the year where we're finishing up a lot of projects and doing a lot of that behind the scenes work to start on the next group of projects that we'll be working on but we do have an active project out at Cooper High

126School um so that is their one of their LEC projects and you can see Mr Wilson's shadow in there he took that picture from me um so they're really excited to have a fully functional um Greenhouse so they are working it will have water it will have gas um and luckily we've had great weather so they have actually made it to the part of getting that slab poured and doing all that underground work so hopefully that weather will hold out for us and we'll be able to see some progress on that and I know the coer students are really looking forward to having that um and as with always with all of our projects our other high schools are starting to get jealous um and like hey I want one of those too so it's

127super exciting for our high school students to have some of those new opportunities we do have several other projects that are coming to a close as you'll see from the consent agenda tonight which is nice to see when we start seeing those bg4 and BG FS that tells us we're getting to the end of some of those projects but again as I said um and directly related to technology a lot of those closing out of those projects is that work that happens behind the scenes so even though you know you may drive by Boon County high school or by Jones Middle School or right here with Rise Academy and you're not seeing that work easily visible there's a lot lot of work that's still going on behind the scenes we continue with those construction meetings

128that sometimes have two and three pages of items that we may not see as we walk through the building directly related to technology looking at did everything that that general contractor tell us was going to happen does that happen down to is the HVAC system communicating with the technology system so still continuing through lots of work there um let's see that leads me right into to the classified task force I wanted to update everybody on that at last month's meeting we did tell you that to parallel with the certified staff's impact survey that they do we have sent out a classified climate and culture survey to our classified staff so that has been out for about three weeks it will stay open right up until we go into winter break and our classified task force

129that actually met today we'll be looking at that data looking to see what are areas um of Celebration Al what are areas across all of our buildings that we may have some areas that we want to Target so we'll be bringing that back to our January classified task force meeting disaggregating that data with the intent to be able to share that at the February board meeting once we go through all of that data with that group that has been a great group to work with we have about 17 people um who represent lots of different areas in the district and being able to bring those staff members together um and have conversations about um areas that they want to discuss things that they would like to see that benefit all of our class staff classified

130staff members so great work there um transportation update so just um a quick update for you on that Nick and his team have been doing amazing jobs to continue with recruiting and retention lots of exciting things going out there um we have seven drivers who are currently at different stages of that training process and we would like to congratulate Mr Gatewood at Burlington I was unfortunate he wasn't here for his energy award he has completed his CDL so hopefully you'll see him out there driving somewhere in the Burlington area we do still continue to have those 21 vacant routes you know for a long time we had 24 we're down to 21 so chipping away at that but um with my work with Mr Greer we have really been talking about kind of digging deeper

131into things and even though we say we have 21 vacant routes um and this has been discussed a little bit in transportation committee we started Gathering some data of how many doubles are we doing daily so on the average since November 16th we are running about 77 doubles a day so if you think about that if you're missing one driver that's actually a morning and afternoon so you're getting double on that um so it is a pretty substantial amount and um um a lot of congratulations and thankfulness goes out to that transportation department that they're able to to figure that out at 5:00 a.m. again that behind the scenes work that they're trying to manage that and that is that moving Target all the while that they're still um making sure students are attending field

132trips I think did you say 47 buses tomorrow Nick yes so 47 buses taking kids on some experiences out within the community with field trips so a lot of those things are still happening behind the scenes and still being able to address those double rents and I am going to turn it over to Mr ball for HR have a quick question uh of the the new people in training or whatnot is there any relief in sight for the families of the Long Branch area as far I do believe and Nick can correct this I think we have um down to three vacant routes there is that correct yes I heard step say yes yes we're down to three vacant routes so situations improving yes yes it is improving um and we do have a couple

133of additional that we're not reported on here that will be coming in on January as well Mr G just informed me of that before the meeting so making progress yes great thank you I have a question yes have we started have has z pass rolled out yet so we actually finally got all of the cards they are on site so uh again talking about technology so technology be work will be working with the schools to get those set up and going so we actually have everything in hand right now so we'll be having that after Christmas thank you everyone sorry if I'm following Maryanne I'm a bit of a uh bit of a issue here but no I I appreciate as always your uh your opportunity you give me to speak to you guys uh

134I just want to give kudos also to technology uh everything we do in our department although we aren't student facing we're student serving but not student facing um they're so responsive they're a fantastic group of folks uh if we didn't have the technology programs we have um we couldn't function and serve our employees the way we do so uh that was just so I'm at the top of any list that we ever May no but MaryAnn's team is amazing and and uh I really do appreciate everything they do for our department so to the numbers you guys always expect every month and uh I will tell you there's not much of a change from last month that's pretty typical for the this time of year once we get into the holiday season November and December

135um finding a job and and and moving in and out of a job uh is not something that folks are are typically focused on so our numbers are pretty stagnant within about three or four total of what they were last month uh we're looking for four teachers uh two School psychologists uh two special ed teachers four instructional par Educators seven special ed par Educators 15 custodians two staff support and five cafeteria workers so those are our current numbers and again they're they're pretty darn close to what they were last month thank you Mr ball we'll now turn to our finance director Mrs shield for the finance financial report okay um we began the month with a beginning balance of 66 m461 we had total revenues for the month of 47,4 and3 404,000 we had total

136expenditures of 15 million 9,000 and we um had a net increase in cash for the month of 32,39 4,000 our ending cash balance for the month is 98 milon 800,000 um just a couple of points uh our um cash balance you know is still about 18 million higher than at this time last year but there's um just wanted to remind everyone we've talked about this before there's some factors playing into why our cash balance is larger um and we had some uh funds carried over we had collected an unprecedented amount of emitted taxes in May of last year at about 2.8 million um our supply chain issues have left us with large outstanding purchase orders that carried over from last year and and that included the purchase of buses um so there was an intent

137to spend some of that money but we just couldn't because they could not deliver uh we have and for the current year we have one less payroll cycle um compared to last year that will catch up in the month of December uh that is approximately 5.7 million impact in the general fund um but for the current month uh c one or two notable items is we collected 55 million in property taxes so of that amount 13 million is restricted for the building fund um and I just wanted to note our seek revenues are currently short of collections last year that will continue to decline a little and we expected that we had Debt Service payments of 38,000 um for the month and I've provided all the normal schedule comparative the cash balances the tax revenue

138comparison and I'll be happy to answer any questions that you have any questions on any of the financial reports yes this is a change being in the superintendent's report as opposed to the consent agenda but we'll still deal with it at this regular time as far as approval thank you and appreciate the latitude there we had a pretty hefty report here from academics and operations and we we're including Finance on that so thank you for that uh allowance uh to wrap things up I've got a very short presentation uh to the board as well uh would like to share with you regarding uh funding as we were talking about Finance there um as as we all know we have three essential sources um for funding here within our school district one is State funding letter

139local funding and federal funding so I'm going to talk a little bit about State funding um and how that works and what the impact is on our school district uh with stake funding so I'm just going to talk about the seek formula which is a very complicated formula uh that our state uses to provide financial support to school districts that stands for support education excellence in Kentucky and if you would go to the next slide there the state uh Constitution back up if you would sorry the Kentucky state constitution reads the general assembly shall by appropriate legislation provide for an an efficient system of common schools throughout the state in the Rose case in 1989 versus the council for better education the Kentucky Supreme Court held that the general assembly did not satisfy the Constitutional

140requirement to provide an efficient effic efficient system of common schools throughout the state that was the Watershed case back at the time that completely change the funding mechanisms within the state of Kentucky for public schools right now additional funding is needed to restore State seek funding to the same 2008 buying power I mentioned 2008 because the seek formula really has changed very little since 2008 and we really need to get back on track um essentially as I mentioned with Federal funding that we get some funding there for specific programs such as Title One State funding is a big piece and of course we have local funding just looking at a little bit a few of the numbers here if you look at 2008 uh the base per student in 2008 was $3,823 there's been there

141was no change in that amount for 15 years until 2023 the seek base change to $4,100 next year it'll go to $4,200 and I am thankful for our state legislators that put that into place a couple years ago um that was a big increase from 2008 of 7.3% however if you just look at inflation though 2023 if we adjusted it for the inflationary measures that amount should be $5,400 if it was was adjusted for inflation uh and and that creates challenges for us with our district spending let's just think about this with inflation with a gallon of milk we can all relate to that in 2008 it cost $3.80 in 2023 if we if you're using that that same basis of inflation as we did before 17.1% about 445 a gallon now so inflation hits

142every single family and many many ways across the board um it it's hits schools very very hard and I want to look at this example here with a school bus in 2008 we paid $8,155 for a school bus our most recent purchase of a school bus were was was for $130,200 that's an increase of 62.4% and we think about the inflationary rate between that time I just mentioned was 17.1% so this is an expense that creates a major issue for us because we then must come up with that money from local funds not State funds because the state funding is just what I was showing you earlier if the formula there was fully funded with seek then we would have an additional $4.3 five million to purchase buses to maybe address some salary issues but

143we have to use general fund to do that looking a little bit further at that you know transportation funding is now 69% of the expense and I do thank our legislators for making a bump in that here recently uh in previous years transportation funding was just simply 55% of the expense so we are thankful for that work but we are still far behind we need to get back on track with some of the funding mechanisms from the state this next slide here you know this is let's just talk about funding the common schools here in Kentucky you see two pie charts there and that's a breakdown of state and local seek funding per pupil and you see the yellow area is the state percentage and the green area is the local percentage and it's 39%

144State 61% local that was in 2008 so 61% for local if you look at the next one in 2023 you're going to see that it's 20% 26% State 74% local so that's extremely concerning to me as the superintendent and also as a local taxpayer here in Boon County if we look at 2008 and the difference between 2022 the local effort for our local tax the effort for our local taxpayers is growing and growing while the state's portion is getting smaller and I do want to again there's a couple times i' mentioned our legislators have made a made a little movement in that area here in the last two years especially with the seek I mentioned but also for the Actuarial required contribution for the teachers retirement system um so if we go on to the

145next one I do appreciate those efforts but we do need to restore seek funding to its 2008 buying power because we are extremely limited by the inflationary issues and some of the cost issues we're seeing on everything that we must purchase as a School District couple quick uh outcomes here of inadequate funding it's going to affect teacher salaries and staff salaries far you know beyond the the marketplace nationally 25% lower than other professions with comparable education challenging to meet the academic needs and students we were just talking about some funding me funding items with technology and with curriculum here just recently local communities are picking up a larger share as I mentioned of the expense of educating our kids that local spending is rising while the state's portion is going down it's declining bus bus

146purchases are not on schedule and that creates a a different issue we've not talked about an older Fleet needs more maintenance so the maintenance costs go up and the parts have inflation when when purchasing those parts they're hard to find even that creates some other issues that just goes down in and through the organization so again it's time to restore State seek funding to its 2008 buying power and get back on track for our school system so that we can uh you do some of the things that we want to do to make our system more effective effective to bring more people into the profession go ahead here's a couple of our items for advocacy that we've been discussing um as a district and and sharing with our local legislators we want to invest in

147public education we want to support adequate and Equitable F education funding to protect our most vulnerable students and ensure all students are prepared for college career life we want to invest in early childhood education we heard about the results of preschool and what's what what's going on with that in our district we know the results of our full day kindergarten work we did some research on that last year when full day funding was provided and we do appreciate that but full day funding is not in the law that means it becomes a bargaining chip for the political process to be quite honest um during the legis sessions we want to support school safety and resiliency we want to enhance and support the safety mental health well-being of our students and staff we need to invest

148in the school safety and resiliency act it is not fully funded uh we have great great relationship with our Sheriff's Department our sro's but that's funded fully by our district and by the sheriff's office we need the state to do their part in those areas we want to enhance the education profession we don't have the applicant for teachers and other positions that we had 5 years ago that we had 10 years ago we need to attract retain support high quality people that means we have to provide great benefits for them and we have to pay them appropriately um we want to make sure that we're efficient and we support our School District Operations we want to fully fund transportation we want to make sure that we have a process to smooth the the the the

149processes for administration for construction projects because it becomes extremely difficult and um the the departments at the Kentucky Department of Education can really slow down our projects uh we have a bill in place that expires uh coming up at the end of the spring we want to make sure we get that back into place we also want to require a financial impact report on legislative bills to determine what's going to be their effect on our local effort that we have uh with that with those projects and whatever that may be if there's going to be bills put into place the local effort needs to be considered so that's all I have for you there I wanted just to share that with you I have four quick items and again thanks for the the extended amount

150of time to present we presented a lot of really good work that you see going on here in our school district very proud of our staff uh just recently met with a couple local bank Executives to partner on a community uh school project uh to try to bring some resources to our district the Boon County Business Association recently held their annual Christmas dinner with arran Elementary school students at Potter's Ranch wonderful event great event where our community partner provides Christmas a Christmas meal to students and provides each student a new coat new gloves new hat we're just very thankful for the Boon County Business Association and their generosity and helping helping our students and when you become when you get asked to play in their golf outing that's where this is going it's going to

151help our students uh hosted the superintendent's District ambassador program for a visit with our human resources department thank you to Mr ball and his team we had a great discussion in learning on all the functions of human resources and of course they attempted to recruit every single Ambassador in the room for a job uh and lastly I hosted Representative Steve Rawlings uh just earlier this week on a school visit with Kelly Elementary School I'm really appreciative he took the time to sit down and visit with Kelly Elementary he met with our students and our staff and the principal uh some really good conversations on the work that they do each and every day so I am very appreciative of that visit with him Madame chair that's all I have for the super in this report

152thank you very much all right thank you Mr Turner and all the staff for uh bringing us up to date on where we are and um it's a lot of hard work and it's never ending so we appreciate each and every one of you for the Energizer bunes that you are and the fact that you do it with heart for the kids that we serve uh that brings us to our audience of citizens um our usual disclaimer we welcome to the opportunity to hear from you and inform the board of your views uh the Board of Education agenda is set and by Statute um that's all we will discuss tonight uh we cannot legally nor would the board discuss an issues specific to an employee or student in respect for privacy and that goes for

153any pending litigation our meetings are streamed live so please be respectful in your comments knowing what's in the cloud is there forever right Miss technology director um uh if you have a concern you would like a response from anyone uh in the administration um uh feel free to leave your contact information over here with Mr ball and uh we will um get that to the appropriate people and get you the answers and information that you need we are going to ask due to the number of speakers that we had sign up that we do uh in uh keep your minutes strictly to the two-minute level because we have a lot more business to attend to um and I do see um Miss Hughes our former student board rep from back in the old days um

154is uh first up to uh talk about an item it's not on our agenda tonight but that's okay and I do notice that a couple of people have yielded their time to you so if you'll put um six minutes up please Mr Brady thank you sorry wow okay this works oh it's you is it you okay sorry thank you m Ashley go ahead perfect good evening uh I'm Aila Hughes I'm a Boon County High School alum from the class of 2005 I also sat on this very board as the student representative to the board of education for my final school year in the district uh you can see my baby face in a a picture hanging right outside of this room what's up Yousef it's good um I'm here because I'm making a podcast for

155iHeart Radio about the mascot at boom County High School and about how change is possible obviously everyone here knows uh about the controversy surrounding Mr Rebel and in 2017 bchs did away with him and promised to get a new mascot awesome it's six years later in Boon County is still the rebels still named after the Confederacy a short-lived failed military exper exercise against the will of the United States of America Kentucky wasn't even in the Confederacy Boon County High School has been the rebels 17 times longer than the Confederacy even existed 17 but this isn't about shame or re litigating the past this is about moving the school and the community forward last night we attended the site-based decision-making council meeting at Boon and explained why this change needs to happen as soon as possible

156and you'll be happy to know that the principal Miss Black claimed in an email that this is something that the school cares about and wants to change I am here to convince you that this needs to change expeditiously next year is the 70th anniversary of the school it's also the 70th anniversary of Brown versus the Board of Education and what better time to make this change than with that celebration and I've put in a lot of work to help facilitate this change we were here in the fall and attended homecoming and in the time since we've conducted dozens of interviews comprising hours of research with students parents members of the Board of Education um members of the site based decisionmaking Council the city council uh the Alexander family principles at other schools who had to

157make this specific change from a rebel to a new mascot we've spoken to a local historian at the Boon County Public Library we spoke with the Florence Ys and the team at bldg which is a local branding and marketing firm who did the literal case study on creating a more inclusive mascot from one that had zero excitement around it Jay Becker was here earlier he had to leave everyone we've spoken to has been excited about the change and we are offering all of our resources to the school when I came to homecoming in the fall I was really floored to see how diverse the school Community has become not just racially but internationally and with self-expression and acceptance It's clear that the school Community has changed but the one thing that hasn't changed in all

158of this time is the mascot during my time at bchs black students regardless of their achievements academically or in extracurriculars were made to feel othered we were never represented by the mascot we were made to cheer for and since graduating when I speak to people who aren't from here about what high school was like for me there's a pause everyone understands intellectually that the mascot is wrong the fact that we had to cheer for it is wrong and it isn't just wrong today it was wrong in 2005 and it was wrong in 1954 when the school was founded it is a blight on my lived experiences and a shame for this community to overcome the students deserve better and so far they've been offered racism or nothing it's time to offer them something better this

159is an opportunity this region is blossoming the population is booming and the community is better now for the diversity that has come it's only going to continue to diversify so let's look toward the future this doesn't have to be expensive or daunting this doesn't have to be hard it's an opportunity to propel Boone County into its next 70 years and it isn't just an opportunity to change the mascot from bad to decent it's an opportunity to engage the creativity of students their parents alumni and the Greater Community to build a new and positive Legacy for the school I know change is hard and I know that there will be push back that's where leadership comes in when we came here in September we tried to meet with you and instead we were put in touch

160with Barbara Brady who led us to AAR parent liaison to the board in a text that liaison said to me quote a we both know the school board has already put this to rest to reiterate she does not believe that this is something that you actually care about and she felt comfortable putting that in writing to me let's prove her wrong I do believe that you care about this I believe you care about the students who go to Boon County High past and present I believe you understand how good this change could be for everyone and I believe that you can be doing more to help Boon County High School create a new identity that the entire School Community can be proud of when we spoke with alumni who were here in the Sha Alexander

161era there was an energy there a pride there people were engaging with the school in a way they never had before and had something worth cheering for we can have that again I would love to see a standing room only football stadium for homecoming with a crowd of families excited to cheer on a team with an identity everyone can be proud of students taking piics with the mascot posting them on Instagram a mural in the school that doesn't say rebel Pride but instead is created by the student community and represents all the kids who go there an alumni who actually returned return to the school and experience a new sense of Pride about how far we've come I promise you that this change will have a ripple effect throughout the wider Community it's amazing what

162happens when people feel included and respected this is the opportunity that lies in front of you and I'm here and excited to work with you on this we will follow up via email to share our resources and we encourage you to start moving this process forward thank you you said Mr Becker left okay Charles buano sometimes my fing just don't want hear you thank you Charlie good evening one year ago this month I stood before the board of education on behalf and request of the membership of the boom County classified employees Association some of your hardest working and underappreciated employees and asked for the chance to enter into a collective bargaining agreement this request was made after many meetings and conversations within the bcca to determine what we thought would be in the best interest

163of the bcca the district's classified employees and the district itself as it would put in in writing guidelines for everyone that would help for now and in the future sadly one year has passed and we are nowhere near anything accomplishing that goal matter of fact in a year we have seen things actually get worse employees are leaving district employment still as we are having issues retaining employees whether it be pay or building climate job culture leading to jobs we have a serious problem recruiting for I get multiple calls a week from some unhappy employee that has an issue going on my desk is full of notes emails and letters from these employees and it never stops more and more I keep hearing stories about overworked unhappy employees who are told if you don't like it

164here there are plenty of other jobs out there to me that is a poor management skill and no employee should ever have to hear that I hear from overworked employees that are constant that are expected to do more because of short staffing and that is causing internal friction in the workplace I constantly hear why should I care is nobody else does which causes people to come to work disgruntled or just take time off because they need a break from the stress I hear from employees that when advised to voice their concerns to management are responding I'm afraid as they will retaliate against me and make my job harder I constantly hear from the employees that are just fed up coming to work to be beat down abused unheard overworked and just don't and I just

165don't have responses for them anymore that leads me to tell them if they feel the job has no loyalty to them then you don't owe them anything then your basic job I get asked do I think things will improve which I sadly respond no communities Comm let me try that one again committees and surveys don't always accomplish the goal they are just okay I only got a quick one uh I lost my trainer accomplish the goal these are just opportunities to put up a smoke screen and say the issues are being worked on but what is really getting done not much employees are just at the end and when they tell me they're ready to leave I answer you have to do what's best for you in the past they used to say stick it

166out things will get better I now in good conscience can't say that any longer honestly I dread with my phone phone rings and it's a number I do not recognize I quickly think oh boy here we go again and I hate that feeling my 17-year-old son who's a student in this system listens to me talk to people and even he is ask me why do I do it I tell him someone has to try to look out for people at work and to remember that when you enter the workforce and that's all I try to do look out for people so here we are one year later and without going through any process I'm again asking the board to consider what we feel is best for the classified employees and please consider giving your classified

167employees the right you're certified currently have the right to a collective bargaining agreement in the end we feel it only benefit the Boon County School District as a whole thank you thank you Charlie is Joe still here or did he he and Chad signed up but they've already spoken okay Amber Hoffman hello my name is Amber Hoffman um I am on the spdm for Camp Burns Middle School and I am a district Ambassador um and I want to say first of all I'm sad and kind of scared to see you go Mr Turner or Dr Turner or whatever it is um I I hope that the board makes the best decision for the children moving forward and I would be paying close attention to what we're doing on this moving forward uh but I'm actually

168here to um talk in support of what Aila Hughes is here to talk about tonight um I'd like to tell you a story that I heard uh my last spdm meeting um we got our newest U member on our minority member came on for the sbdm and the first thing um we got to discussing was an incident that happened at camper Middle School where a child is being racially bullied there um it is being taken care of in the school um this child is being called very inappropriate and racially um influenced words such as uh saying that they have nappy hair that they smell bad um this child was uh chased down the hallway having some child um telling them white lives matter as she runs down the hallway um these are sixth grade students

169they are doing what they see um they are mocking and um mimicking the adults that they are around and this is an opportunity for you guys to make sure that all the students in boom County Schools know that this is not appropriate um take a stand and make sure that they understand that we are y'all this is what you guys say all the time you know the Boone County school is for all of us all means y'all means all and I would love for you guys to take a stand on this and you know put the mask out to bed let the the kids know in this um community that you have their backs um because that's what what I expect of you guys and I hope you guys expect from yourselves thank you Randy

170stal thank you uh tonight I come to jog your Collective memory of what Miss bir stated at the 14 September 23 board meeting after quite a few public speakers presented their views on S sp150 Dei CRT and for myself panorama essentially Miss bird speaking for the board said you appreciated the Public's input it would be considered and beyond all else the board and the administration would follow the law given that commitment I think the decision by the administration to utilize Grant funds from some part of the State education establishment to hire a group called engaged to learn that's what they numeric to is counter to this Commitment if not in letter at least an intent in August in an August 24th 2020 article 22 article excuse me education week specifically reports that in Kentucky the

171intent of s sp1 will be circumvented by hiring engaged to learn to profitize teachers in Dei so they will Foster Dei in every aspect of their teaching the tone of the article conveys a dismissive attitude toward the Kentucky Legislature and it's intent and S sp1 I can assure you this article is making the rounds to legislators who will be gathering in January however that's just the background you need to decide if your commitment to the law will be based on intent or letter at the same time you need to consider that Dr Detweiler is out of bounds requiring all his direct reports to be trained prized or Whatever It Is by engaged to learn making circumvention of the law a condition of employment might be a step too far I ask you include this in

172the uh record thank you Mr skull we will that is all that we had signed up to speak tonight um normally we use this time as a time just to listen but since Aila and we have a history here I I will let you know you're in the right place working with the site base council at Boon County High School this board of education has nothing to do with that decision and how they make it and the process that they use so um my kids went to Boon County High School Miss Young's kids would be at Boon County High School if um yeah you know so it's um uh I understand both sides but that really is not our decision to make um that's the school's decision to make and I think with Mrs black

173at the helm um sometimes change doesn't come as fast as we would want it to but you know if you need resources or if you need information you know let us know I tried to respond to your email and I couldn't find it um to let you know that you know we we look forward to having you back and and having you here but continue to work with the council because that's where that change has to happen um us to do otherwise would be in violation of the law so okay we will move on now with our consent agenda items uh items a through HH do I have a recommendation ation thank you madam chair I recommend the board to approve the recommended action consent agenda items a through H as presented and Mrs Shield

174has already presented her Treasures report thank you okay I have a recommendation do I have a motion motion Dr Brown is there a second second Mrs Young are there any questions for Mr Turner or any of the uh district office staff on any of the consent agenda items Mrs Young my first question on item M proposal one on the LSS data room pull that up real quick for the generator they're wanting to go let's see for the backup generator why are we adding a generator from 20 one that goes from 24 hours to 48 Hours yes go ahead Mr best yeah come up go ahead and come up to the microphone if you would or borrow lendas I like this room over here so um because the data room houses all of the technology for

175the district um as we've talked about before that if we were to have um an outage or a power to go away from that area being able to increase that to 48 hours so that it could still be functional and to get the district or continue to keep the district where we needed them to be was was considered beneficial to do that at this this time but you could bring a fuel truck in I mean I I mean I I I understand I I know how important it is but a we we're never out of when we ever been out of power for longer than 24 hours and in that time we could bring a a fuel truck in to fill up the one we have just to save $10,000 yes do any want to

176have an answer for that I know something I hear from my it husband a lot who's been in the field for 26 years and this is just something I hear a lot you turn things off they G break in it it guaranteed he's like don't ever turn it off never ever ever ever ever unplug or turn it off and I get that but I'm just thinking about the ice storm we just had there were four days yeah I'm just thinking about the ice storm we recently had how long were we without power at the district three days before Christmas last year I was without power for over five days and my pipes froze I still have Leakes Ike back in the day as a small business owner I had two generators out on Dixie Highway

177running up to my computers and I had to drive all the way to kitton and to try to find uh some gasoline after an entire day so I mean it's very abnormal that it would need that kind of time but in in ancient history in the last 20 years there's probably been two or three times I can remember that we would have needed that and it's very hard to get those couple fuel trucks if there's an i event or something else that's going on there okay thank you good question though well I've got another one go right ahead floor is yours for the for the data room same um on proposal three what's the poor soils for for the six if I thought we were um re relocating to an an existing building so it's

178an addition on the back side of that building um so at one time historically that we do believe was a Farm area so when they went to excavate there um had various assorted things had been used to fill in what they think was a pond at one time so it was very poor quality it was very soft um a lots of debris were found in that so they had to excavate it and then go offsite and bring in more supportive soil so that they could put the addition on there okay yes okay thank you you're welcome and overall the buildings and Renovations we've done over the last three decades we've run into poor soil in boom County or Springs how many trucks was that that I do not know but I will find out for

179you no big deal no big deal I'm done with that part of it I I do have more questions go on double on BB um the clinical a affiliation agreement between field where's the agreement it's not on here it's not it's not attached no so can we pull that item until we see that contract correct yeah let me check on the date here just to make sure we know Mrs rootman can you give us a little context on this contract and the time frame the urgency of the time frame is there one clinical Agreements are for um nurses to come in who are finishing up their uh nursing degrees at beckfield they come in and we have some of our nurses do preceptor work which means guide them through and check out some of their

180um skill levels and we usually start right in January so that they are finished with that practice work that by the time the end of their college year is out so it would be nice if we could have them be able to be with us in January when do they start classes back I mean I think the 14th is our January board meeting I don't know what time they when they start classes back but they have to make uh the 11th excuse me background checks and all of those is it the same type of agreement as the others that are also in here with um Western Governor's University Xavier University and Thomas Moore yes ma'am and we've been with beckfield for many many years we've got new ones Thomas mors not Thomas Mor but uh

181Western governor is new to us saviors new to us this year but beckfield has been with us at least um six years it is a general agreement I can read a few highlights if that will assist the board um clinical education of students is the primary purpose of the agreement uh there's no financial obligation on behalf of either party um they agree to follow any appropriate policies and practices uh from our school district and it goes on with the colleges responsibilities they will maintain planning and execution of the education program of their staff working within our schools and our staff faculty member of the nursing education program is responsible for planning the students experience that would be in our school essentially they will take on all the required work to plan and and and help

182Implement they would just be working alongside or monitoring or watching some of our staff good for one year essentially from January to the end of the 2024 termination can be uh by either party um 60 days written notice is that the contract it is yes why don't we just defer this particular decision for a few minutes and let just pass it so if some a board member wants to look it over they can look it over you want to pass it down because I know when I first looked at it and then I did another review last night I I'm 99% sure it was there was it there the first time you looked at it did you ask anyone for it then no that would have been helpful because I agree it's it's hard to

183make a decision if you don't know what you're making no communication with anybody if that wasn't attached that's that's our mistake well that's kind of being reviewed did you have any other it okay go ahead um item double G Mr Turner's um a aasa National Conference trip is that part is that something that's in his contract that he has to attend he is allowed up to five associations four associations um that he is contractually permitted to have which would cover and always has covered under a superintendent's contract any activities of professional development along with those associations so this is one of them yes it is because he has to specifically name the organizations he wishes to be associated with even with him retiring three months after or four months after this okay his contract is

184in force as written until June 30th I think one of the thing oh I didn't mean to interrup I think one of the things that I've seen with executive hires when you look at in my case it was higher red when we look for our next superintendent it is a two-way conversation about whether or not they want to come here and one of the things that I think will determine who does want to come here and what caliber of of person wants to come to the district they will look directly at the board and how they support their lead learner so my fear is if we stop supporting Mr Turner's growth as a lead learner that will impact potentially our candidate pool as we look at a national search for the next leader of the

185district and I mean I know when we hired a Provost that was one of the things that they asked how have you supported the last Provost and I would I would hesitate to say oh we actually stopped all of his professional learning opportunities before before he left that gives me a lot of pause so just just aad just something that I've seen I would go on to say just as I mentioned when I put my statement out about my uh retirement that I've got six and a half months to go I'm not going to stand still during that time I'm going to continue to work continue to push you can ask any of our cabinet members we had a long conversation when I gave that notice to them is that we're going to push hard

186this second semester so I'm not going to coast and my final in that last half of my final year there's work to do and as the lead learner being going to activities like that to ensure that we're learning and working and trying to make our school district the best that involves professional development from the top through all through the entire organization um I just I want to I want to not any by any means speaking for Mrs Young but the way I've heard her questions tonight are mostly just about money I don't for me the question about the trip to the conference wasn't I understand that the professional development in the contract but just like the Gen the generator question you know these small amounts of money can add up and so it's it's just

187purely a financial question in my opinion about do we need to still spend money and not related to you know your retirement or anything like that for me anyway I just wanted to clarify that and I and I appre and I appreciate Mrs Young's pointing out of um the questions that she's had this evening so far no I agree I mean we are here to ask questions I would only think that there would be consideration for the staff that if you find something wrong with the agenda five days ago you ask about it where is it uh ask me or ask the board chair whoever the next board chair is if you don't feel comfortable reaching out to the district off the staff which anyone sitting on this board should you're a board member uh

188they're here to be our resources and and and give us information that we need if it's information that's ready to be disseminated and sometimes that's not always the case but this moment could have been avoided with an email or a text or a phone call to say hey I don't know what's wrong I don't have the that fied contract I wrote it on my notes and then I had a million other things to do and I didn't think about it again until I got here tonight my apologies and I understand that if I was still having my meetings with with with with Mr Turner before the board meetings I might have thought about it again but we don't have meetings anymore well that's fixable too with a phone call or a text but if you're

189if you're going to just shut down and not do that I'm not the one that stopped this well again this isn't time or place for this conversation yeah that just that needs to be handled elsewhere are there any other questions um on the consent agenda items any did did you have you okay I just want to make sure I would like to go to Paris France with Connor High School you and me both you and me both uh the HH special education shorten day request is this similar to the request from I think we had one last year yes it is okay yeah determined in the arc meeting right no further questions for me anyone else if not we have a motion and a second to approve items a through HH wait a minute I

190have a question sure I have a question so the membership is in is in his contract correct but the trip is not in is not in in his contract I'll defer to our attorney on that I mean he has to determine his professional organizations and that includes professional development through those organizations so the way that it reads verbatim from the contract is that of course the superintendent may join four professional or Civic organizations related to his position uh which includes the annual membership dues for which shall be paid by the board and any professional other Civic organizations at board expense on a case-by casee basis for anything in addition to those four um the board shall pay for reasonably incurred incidentals to attendance at functions of those organizations regardless whether they are local or overnight

191in addition the superintendent at board expense May attend such professional conferences or Civic organizations activities as are consistent with his position as superintendent including local Civic functions as well as including but not limited to ksba nsba and aasa so there are some discretionary components to different conferences that are affiliated with those four professional organizations but it is specifically included in the contract that nsba or I'm sorry yes nsba ksba and aasa are the non-negotiables of that including the trips yes okay they're their main conferences yes okay so trips are included okay all right I'm clear no no apology needed you're doing your job that's okay everyone know I can ask lots of questions myself when the mood hits me um anyone else are we good are we good okay so we have a recommendation a

192motion and a second for consent agenda items a through HH all in favor please say I I I any opposed hearing none motion carries we have one uh action item for old business and that is for the 2425 second read of the calendar thank you madam chair I recommend the board to approve the recommended action hold business item a the 2024 2025 calendar for the second reading okay we have a recommendation is there a motion motion Mrs wolf is there a second second Dr Brown Mr Turner on the calendar yeah do you have anything to add to it after the recommendation motion and second no no nothing to add thank you very much no change okay so this is the second month we've looked at this are there any questions on the way the calendar

193is structured for the 2425 school year I had a few I know um I shared these with Mr Turner did be I know last time we met bcea had not yet voted am I correct have they now voted on this calendar ke we have voted and it did pass okay I was making sure and then how do we decide to do the pday I know that there was an offer to put it is am I correctly remembering this it's been a long month that there was a pday that would be added but we weren't sure how that would work out if there was an addendum or did we get all that worked out so provided that that day is used as it was intended keeping in mind that that's a building level decision we are

194okay with that okay um and that's probably a discussion we would have to have if it's not used in that in that way okay I expect that it will be but I was just following up so those were kind of some loose ends okay and we have to keep the instructional time and the seat time cannot impact that and shorten it correct and it will not do that correct okay anything else nope nope okay well hearing no more questions uh we have a recommendation Motion in second for the calendar for 2425 all in favor please say I I any opposed hearing none motion carries our business for um our new business item is um a superintendent search service unless you've lived under a rock you've you've you're uh clued into the fact that Mr Turner

195has announced his retirement as of June 30th of uh 20 end of next uh school year so that m means uh the board has to start the process uh which is governed strictly by statute on how it's handled how it's done how the screening committee is put together all of that is work that that is coming up but uh one of the things that uh we have done is always hired um an outside search service um and I've heard that internally it it that would be something too overwhelmingly for us to try to conduct ourselves um we've already talked about our time limitations and and things that that are going on and our staff Spates are full as well so um I know it's been kind of uh there was some new new ones even

196added this afternoon um for potential consideration for a service um to do that so I'm going to open it up for uh questions and one thing I am going to ask every everyone probably does have a copy of the current contract that's in place if you do not uh I know it's on the website but if we could get copies of that provided because I mean we just had to do this for the ksba executive director and her professional affiliations to remove nsba since we're not a member uh as Kentucky is not a KS nsba member anymore we've uh joined up with Cosa um so some of those kinds of small points of language uh we need to get really familiar with so that um we can have those conversations on what maybe we would

197want to include or not include knowing that that will be determined by the candidate pool we get so um if if Michelle if you could get those to all the board members just so we have a fresh copy um and just to to begin that work so we kind of know where we are and can have conversation about where we want to go so we have the four proposals um that um Olivia reached out and and got for us um I'll open it up for comments or questions or whatever I had a general comment trying to understand so do we have an RFP if not are we doing an RFP for the search firm are these the four options that we select from I guess I'm not sure reest for proposal do I just don't

198I there may be one I I just haven't seen it I don't know what so because this is a Professional Services agreement you don't actually have to follow the model procurement codes for it okay so it's generally just historically as I understand it ksba has always just been the default no one really questioned that okay you know we're a member of ksb a they do a really great job with these they are generally accepted to be the Authority for this in the state and so it's never really been a question but this year we just figured um after Consulting with Karen that it might just be good idea to not make that assumption and that the board should have the opportunity to talk about it so there is not going to be a formal RFP

199process just because it's not needed for a Professional Services contract for this specific purpose um but these four particular quotes were really just to Pro provide options for this board you don't have to go with any of the four of these you're not on any specific timeline statutorily to even start this process today tomorrow whenever this is just to start the conversation so that you all understand really what you're looking for with a search form what the options are and if you don't want to go with any of the four of these we can go back to the drawing board and keep bringing quotes back this was just um the first the the primary four that came to mind um obviously Kasa and ksba are the two largest educational authorities in the state that would

200be able to handle something of this magnitude um Greenwood and Asher they just did one for um fet County schools and since they're a very large school district as well I thought they might have some comparable um experiences and then um gr recruiting was also one that came recommended to a board member and was asked to be included in the quotes as well so I grabbed that one today they were really quick on the turnaround so no you're not limited to these for these are just what I got for you and I I will say just for transparency for disclosure so I was the chair of the Provo search committee for my University and I didn't select Greenwood asan Associates the president's cabinet did but I worked closely with Greenwood asan Associates for six months

201to select our Provost I didn't solicit them for this but I just wanted to let you know I have worked with them and just in what capacity so that you know what that is so when I was looking at them the one that stood out to me was actually the one we got today gr recruiting and and I was looking at the schools that they or the school systems they've worked with and the one that stood out was lden County Virginia um lden county is bigger than us but they've got a lot of the same situations that we have currently in Boon and I thought that that was interesting that they did the search successfully for Lowden and it looked like they managed to get it taken care of in a couple of months and

202they they got the superintendent from Virginia Beach so it was just interesting to see that because I see loud and often in very similar context as what we're usually framed in so I can say historically based on their quote we've never paid that for a superintendent search and if we have a lot of money concerns you know and again with Dr Brown with my position at ksba I'm not um I'll facilitate the conversation I may offer comments but I I will not be voting on this so um because to me it's conflict of interest um so that's all I'm going to say about that but you have to I would just say being other than Maria um the only person who's gone through this this be the fifth time [Music] um it's um and I

203and I I didn't have that last one long enough to really look at it other than I was looking at what you know the cost for the district that's that was my main concern and just seeing the the comparable cost there um is Kentucky is different than every other state because of the the idiosyncrasies of our laws and regulations and things like that so uh and I know firms that do National searches can get up to speed pretty quick um I will it it will be interesting to see how the Lowden County Work progresses just because of the national attention they have had for the contentiousness of their community so any uh that's all I'm going to say so anyone El um couple questions I guess it's uh we I think the statement was made

204that we can take a while to think about it but I don't think that's actually the case right we have to kind of move through this process at a certain pace so yes and no um once the process starts you have to move in at a certain pace but there's nothing necessarily that dictates by Statute that because Mr Turner has announced his retirement you have to start it within X number of days the vacancy we know it's happening it has been officially declared but since the vacancy isn't actually going to be effectuated until June 30th you have time um it's just once the process starts and you start going through the five phases of it that's when your timelines start kicking in but getting a search firm retained doesn't necessarily in and of itself start

205that timeline if that makes sense yeah when I looked at the uh F County 2021 superintendent search and they did an RFP they did a it was a 41 page RFP and their timeline was pretty abbreviated they released the RFP um and then within a month they had deadlines they had questions and responses proposals du evaluations they follow a rubric and then they approve the contract a month later so I don't know I guess it's as fast as we want to if you want to do an RFP we can you're just not obligated to do so I just don't know what everyone else's thoughts are if we have four there may be a fifth one I don't know I yeah and I mean admittedly we're in a little bit of uncharted waters just because historically

206in this District it's just always been presumed ksba would conduct the search and so you know a bigger District like fet county has been doing the RFP process for a while specifically with respect to superintendent search it's just what they've historically done that's not to say you can't do it here we can get an RFB together and go through the MPC process um because of course you know considering just four proposals here for you all to discuss and contemplate tonight it does create a little bit of inconsistency because how do you start voting on it you'll get competing motions and things of that nature um so it is it is completely up to you all how you want to start facilitating the process just because of the very quick turnaround from the announcement to this

207board meeting I just wanted to have something on the agenda you know after Miss bird and I discussed it we just wanted to start the conversation so it's really up to you all how you want to formally facilitate that um I would just recommend though that if you do want to do an RFP we should probably get on that quickly right because again this is just historical information for those that haven't been through this process there's a hiring season for every role and hiring seasons for superintendent starts in January and again with concerns that we attract the highest quality candidates historically we've always done just for information a national search [Music] um jobs get filled fast with the best candidates being taken first and I have heard and I don't know how accurate that is

208that in our greater area there's potentially 15 superintendencies that are going to be open next year so that just drained our pool even more because someone looking for a position may not want a 21,000 School District student size they may want a 4,000 size and there's going to be an abundance of those so again that's just for information for you to consider on how this process works and what you're up against you know with just based on the questions this evening we wouldn't actually entertain spending 50 or $70,000 on a superintendent search would we it would be the first time it's ever been done I mean to that's um what roughly 30% or maybe even some percentage of an annual salary for a superintendent I think for our Provo search it was 60% of the

209first year of their salary or something along those lines which is typical for higher ed but I don't know what I don't know what the other I'm sure we could look up what F County paid for it but be more than a starting teacher salary wouldn't it this this District this pays we we pay into this system and I I believe in I as people well know some I take some issue with ksba on occasion um just due to the vend section which lots of conversation about but in this particular case there'd be I mean they're the they're the experts when it comes to Educators in Kentucky and and and KS KSA K that one um Educators and their acronyms um I mean I've argued in these board meetings over hundreds of dollars I think

210one time I argued a $25 mistake on a um Chamber of Commerce check and then to up from seven5 $7,000 for one offer or another to 50 or 60 or $70,000 um when the preschool doesn't have enough ink to print the letters they need to send to the families I mean there's I mean for me we need to find a superintendent like the one we currently have that wants to work for boom County not one we have to pay someone to find in Arizona or some place to what move to you know to Kentucky I'm not sure what the goal is exactly I mean we we've had a couple of our own employees that were hired as superintendant that that me for me are fantastic superintendent so I don't know the why we would spend

211I mean that's the cost of a well a technology coach at a school that the schools don't some of the schools don't have 40 or 50 $60,000 is more than most FRC coordinators make it's relative to a par Educator's salary released it right thereabouts it's a custodian when you can find a superintendent for ksba who one of those one of those gentlemen had done 54 searches and another one 30 something yeah I'm out on spending any money on that find somebody that wants to work here pretty quickly I think one of the things that surprised me and I'm not advocating for one over the other but just giving you a picture of what it looks like from my perspective the depth and breadth of the pool will dictate we have a greater depth and breadth

212to select from so I think for our Provo search we had over 75 applicants from across the nation and very quickly you scan through you're like yep yep nope NOP yep yep no no um so I'm not saying we have to spend that money I'm just saying there I think there are many things to think about and you know there's a whole bunch of states that that do education it doesn't just have to be Kentucky so I think if we don't look at options outside of attracting someone from a national level we may be selling ourselves short oh wait may maybe I misunderstand so K so ksba and K and kasasa they don't look outside of Kentucky no they will they can but I don't do they actively recruit I guess is the thing I

213don't know what they're success well they kind of they they posted I mean they any any uh firm that you have they're going to take on all of the responsibilities that our HR department doesn't have time for they will create the message they will post it nationally and again um even though with Dr blit and and Dr po we hired from internal in both of those instances we did a national search and we interviewed people outside of Boon County and the way that it ended up our best candidate was in our backyard uh but we didn't know that until we compared them nationally and and that's a good feeling when you can put our people we've grown from within up against a national pool of equally qualified people and they rise to the top and

214that who who becomes your next superintendent um so I I think again opinion based upon just the process we we would Short change ourselves if we did not do a national search because there may be somebody out there that grew up around here went through our school system uh left for they went into the military and they were stationed somewhere and got out went into education but they want to come back home and they may be a stellar candidate so I think you do a national search but ksba kasasa any of the the Kentucky based uh search Services can do those National searches for you they they post them they advertise them they gather all of the applications and and then the screening committee uh in full confidentiality does not leave the room um goes

215through all of that and whittles it down for the board eventually so in your five times of doing this in every situation did you have people from the National Pool as well from in the state yes we did okay yes we did and good good good quality people our people just Beed them out so um Olivia you you read through admittedly I did not read through all the proposals that you emailed to us is did you identify any like um uh anything in in what what one service has that's like you know um super efficient or they have some method of finding individuals in some other place that that other people would not they they have a list of already because like head hunting firms will have a list an active list of people that

216are always trying to apply for something does one or the other have some uh better magic being to to grow a superintendent I mean what what is there one that stood out as far as their stuff they sent you that would say that they do something vastly different than the other one admittedly from my perspective of looking at these it's a little bit different it's just being able to say hey look I recognize in Kentucky there is a very specific statutory process for how superintendent searches are conducted and I didn't see anything necessarily in the materials that would lead me to believe that one is more qualified than another to read the process understand the statutes and how they work um the only thing at least from my perspective looking through and I didn't see

217this this question specifically answered on all of the proposals but I do know at Le at least three of them have this is one thing that would be not necessarily a concern but something that I think would be a really important feature for this board to consider is that they have the search firm has an independent portal to be able to accept those applications and maintain them not housed within Boon County um you know it's it's a confidentiality situation as well as the fact that our district is so big with the very large Department that is already operating with a lot of applications coming and going in every day um but also again just for that confidentiality component because we're going to have a lot of external and internal applications coming and going it's really

218important from a legal perspective as well as I think Mr ball would agree a logistical perspective to have that external base to be able to accept those applications so magic beans for recruitment I really couldn't say one way or the other because I mean that's not my background of understanding how those type of recruitment efforts really work on a ground level but that is just something that when I was looking through it I was trying to pay very close attention to so three of the four do have this external portal so three of the four I know for sure do I just didn't I I don't know about the fourth one because I didn't notice whether or not it had it in those materials that um I I know that gr as well as Casa

219and ksba have that accessibility but I do I just don't know if the um GAA they do they do okay well then that answers that question then okay it is a lovely portal too can confirm okay is and this is just my own I I don't know how ksba functions it is Don Martin the only Northern Kentucky ksba consultant at this time yes but there are other Consultants you know that are available as well if you so chose could you select one from another area or do they typically not have the expertise required to really strongly recruit from a certain area well they're all former superintendance so they're going to know I mean just based based upon past experience okay is there any dat between Thea and kba as far as number searches see imately

220so then what would be the what's what's are the next thing that that we have will more information be brought with the four or what are we what are we talking about here well in my role of offering guidance only I I would say you have two choices unless you can think of more um if you have strong feelings about any of these you could go ahead and select one tonight frankly with the shortage time of being able to really plow through these I I don't know that I would do that um we we could always um or we we can do a full RFP and put it out there and then uh if we need to call a special called board meeting to deal with it we can do that but again historically Just

221for information only the longer you wait the more problematic it may be is if the candidate pool starts dwindling I think one of the questions we need to decide is the money are we willing to spend 40 to $80,000 or are we looking more at the under 10 grand range cuz that that answers that question and narrows the pull down I think Carolyn's right because if you're saying because if you say 10,000 are under it's probably not worth doing an RFB because the national firms they're all going to be $50 to $100,000 typically I don't think you'll even get many between the local supported ksba and Kasa and then you get to the National firms I think you'd be hard pressed to walk away and that's travel included too so you'd be hard pressed to

222walk away for less than 65,000 that's just I mean I'm just spitballing it out there but if we know that's not something we would support maybe doing an RFP is not it's going to be a wasted month if we know everyone that comes in I don't know my fellow board members I'm sorry for the interruption but I'm here to ask if I'm allowed to leave a little bit early today um I know it's been a little bit late and I'm pretty honest that this is out of the realm of my understanding and knowledge so I entrust all my thoughts on you guys um I do have a college course final essay to finish by midnight tonight so I'm hoping I'm good to go you are good to go youf thank you very much have a

223wonderful night quiz on this next board meeting though so are we looking at more of the under 10,000 I mean is that kind of where we're moving towards hang on a second I'm I'm getting more break requests around here can we recess for about 10 minutes because we've still got a long way to go so yeah let's let's just take a short recess that's allow to gel but I don't let's come back about 10:30 well Frank how you but again you're looking [Music] at [Music] the beauty of Don Martin is said 18 people did you say because well I mean to me repls are much easier than these back at work in weeks working from home I [Applause] was the little bags from me I I was going to ask you is this grown I

224mean did did I have so many is the uh [Music] for you and it's hard yeah brought [Music] allies [Music] that love donuts more morning meeting you get more Donuts know Manda taking this one this one away was no oh yeah my kids all have that outed allow I think I think I'm ending up where we were when we our we might be do this we don't know to be a little bit more systemic if it's going to go out at I'm taking credit for the cookies over here you see this the heck oh they're like oh my gosh thank you J I'm like you're welcome you know what Carn I made the trip to bin so your hands them H I really don't take credit stay on during session [Music] can you mad at

225come back I need to see who they were very sad I got hugged from them I'm like well say that it's finished have to as as I have water to drink or I gotri grab it a milkshake one of them that used to be my main stay when I had kids home let me verify with my that I have capacity to do this I love you're a Savor for the cookies you bring I did what I'm [Laughter] [Music] thinking you have to have that and the best have I was a really big fan of at last meeting we had that operation so tomor is the 250th anniversary of the Boston thank you Eric is it real actually superintendent hopefully not feel like this might be my Lane I actually should stick around for just in

226case they might have any questions regarding my office in general ter if you're sticking around are you just going to pull up a chair and sit directly in front no I'm going to sit awkwardly way off to the side so if you do want me to say anything I have to yell it get back your cooking then listen I live with a uh toddler like nothing grosses me out but this true nothing nothing nothing nothing anymore I rais boys so I am wrest first tournament last after his first T I look over he's rubbing his back did you have Skittles carel like a double chees double bacon cheeseburger and responsibil adrenaline oh yeah okay everybody's back let's back to order Mrs wolf you had the floor money oh money so I was just going to

227say you probably just need to make the decision if we're going to stick with the under $10,000 if that's our biggest concern or if we want to because I think I think that's probably the Urgent question and that might answer our question question when they say travel does that budget include travel of candidates because I know it's traditional for the district to fund any travel that a candidate outside the state would have to do does that is that just the the travel of the consultant or is that does that include the travel because that might be hard to predict it's a consultant travel but would our budget that we kind of set would that include candidate travel because that might be hard to predict I don't I don't well the beauty of uh zoom and

228teams and all that stuff now is um the screening committee can conduct as many of those interviews by virtually that they want um and then you can Whittle down maybe any external travel to only the people that you really really really want to meet in person you know like you test a car you take it out for drive you know you get up close and personal you watch the body language and you get a an intrinsic feel so I mean there are ways to you know just for informational P purpose is just to mitigate those by only bringing in those but I honestly don't remember how that part worked I think Karen Evans handled travel from well that was during Co I don't know how many people could travel that was in the midst of

229Co that we did that search so I bet screen wasal the screening for certain and then and we ended up with we did have candidates who travel to see us though didn't we I think they primarily drove because of drove but they weren't that far away they were still I think within the the state uh except for one who withdrew before we went to the expense of bringing them in but I honestly don't remember that part of it yes ma'am we we're going to have a committee correct that will screen you will have a screening committee that does the work of going through the whole all of the applicants and like Maria said you can tell pretty quickly yes no yes no yes no yes no okay so we won't be seeing everybody that well

230you can I mean once the screening committee which the uh chair would appoint uh bcea would elect their own Representatives classified will teachers will I mean parents uh PTO ptso PTA organizations will uh elect the uh apparent representatives and once that committee convenes they elect their own chair and then go through with whoever is conducting the search they will walk them through the process and you get a huge binder of all of the uh applicants and all their background information um you look for those educational disciplinary marks or problems like that you know any that you it is a true screening process and then you start everyone kind of ranks I mean this is just a process as it's been the last two times that I've been involved with it and when I was on

231the screening committee you you you do your own ranking system everybody kind of ranks you know it's kind of like voting for a homecoming queen you know you may have two or three votes to get the whole court and and and place um and then um you know you start determining you you screening committee does all the background checks they reach out to all the references you that work is divied up among those committee members and then you start whittling it down to uh interviews and and things like that and then you can give uh then the screening committee will meet with the the full board in close session and give their recommendations they may give you two candidates they may give you three but at that time the board always has the right to

232say I want to see everybody okay so you're you're kind of out of the process and I I have to just you know for information just reiterate reiterate reiterate what Olivia said this has to be a highly highly confidential process that's screening committee has to be a vault and I mean you don't even tell your dog uh you you cannot have these conversations about the the candidates for protecting their privacy uh you cannot have those conversations with anyone outside of that screening committee or once it gets to the board deliberations you cannot have those conversations outside of the board period it's just it's a non-negotiable it has to be sealed tight and uh and that's even after the process is done um I still don't talk about what individuals said inside the screening committee because

233that stays inside the screening committee and I can't emphasize that enough I know we did with the last search we did choose to do our own candidate we we wanted to look at the U application materials for every candidate so we did what do you think about um deferring till our next meeting in January and maybe each of us I think Karen said she might have some conversations about who uh some other folks used and then if you if you all want to do the same or maybe spend more time reading these proposals maybe we could bring it back up in January and have some more solid answers from Olivia and sech totally up to you all yeah um I would just kind of defer it till then well we'll have some time to Christmas

234break and stuff that down Theory time my time worse Amen to that the end of the year Christmas time the end of the year ising yeah I think we'll you know look more I mean I know for me I need to read what you guys I read it I just looked at the numbers I didn't know we we were actually thinking about making a decision tonight I wasn't really from my perspective and and and talking with Olivia getting it on the agenda um I wasn't expecting it to be an action item I mean I know it's on there as recommended action but to me it was recommended action to have a discussion that we need to start this process uh because again uh timing is critical but we don't want to rush I understand that

235um and everyone has to feel confident with the move that the board makes for those of you who will actually be voting on the decision so um but I would say if we expect to uh table this for now till January maybe expand the candidates for the search Services um be be well very well versed and prepared to deal with it in January because then the clock really starts ticking correct if we start getting um other firms or can we get that information as it comes in instead of instead of the week before the meeting yeah I mean the only reason it was the week before the meeting right no no no I'm not no I'm noing anybody I'm not I'm not I'm not being my crystal ball went cloudy so yeah since since now

236we're doing that in it as it comes in if if if anything comes in sure so I mean just just to be clear I me do you all want me to continue to out okay do we have a list of things that we would see as a perfect search firm because I think when I look at these we get very different information presented and I'm not saying we have to do an RFP I'm just saying an RFP gives you this the a level information playing field everyone responds to this is how we do this but I feel like this it's very peace I don't know how this one would do that or how that one would do that I think our biggest question would be the travel situation with the with the money if we're

237looking at the money how the travel is factored into the cost I'm with you though it's vastly different brochures yeah I mean the F County one I think their RFP was 41 pages and I can only imagine their proposals were equally as lengthy so I I don't know how do we establish those priorities priorities how is it well maybe we should look at compare them all see like if they if they all end up offering the exact same thing for the most part and then it then it would become a money thing I would think so I'm hearing money is a big priority which yeah so do we just want to do an RFP or just continue with the you know not casual by any means but just the I I mean I guess yeah

238casual collection of quotes that just present to you all what will RFP provide exactly just more parameters that if you have those priorities identified that we can say these are the things we're looking for tell us how you're going to cater to these specific desires and wants um I mean of course again it it's it's a little tricky with with the superintendent or process because our desires and wants are codified by Statute so it's not like we have a lot of leeway and saying you know oh we we give a firm that's going to do this this and this because what we really want is for them to comply with the law but if we're looking for parameters on um you know other priorities that you all may decide that you're looking for in a

239search firm the best way to do that is to communicate it via an RFP and say these are this is the request that we are looking for answer it if we're going to wait for a month we might as well do one because we can be pretty much done with it and have all the data the seel that's just my I would agree perspective if we're not going to decide tonight we might as well and it doesn't have to be 41 pages I don't think you want to write 41 Pages nor do I think that's necessary I do not I think we could probably find an abbreviate it cost do our how much does it cost direct RFP request RF another after Mr so many many hours I mean for me to write one yes

240it would it would take time to do that um I'm not going to volunteer someone who has not volunteered to do something but I'm not sure if if an RFP is something that our our friend who has voluntarily stuck around for this would be interested in doing it but I mean to put out an RSP no money but I mean time for my services yes that would cost um I really couldn't tell you how much it would cost as we sit right here because I don't know the specifics of what you're all looking for um other than to just say we are looking for a superintendent Sur service um maybe taking the F County RFP and just using that as an operative model um do we also pay for feelers because that's not free either

241you're reaching out to sure I mean I couldn't tell you how much off hand like you know posting those things cost just because I've never had to be the one that does that I mean just saying if you're calling people and doing is fair too so I don't know what what you guys can do you would defer the two of you that have more experience I think I like the RFP idea I think it gives a it gives a perception that we're not leaning to or the other we're looking for specific characteristics and then we're getting equal data and then we're giving everyone an opportunity to respond and maybe we get the magic one or maybe they're all $300,000 I don't know we won't know if we find out so RFP produces a candidate or

242some something in can we not go with that PR after that oh yeah they're just requests for proposals um you don't have we could in words it's just a structured request what you it equalizes the playing field among Services who all do the exact same thing and then that way you everyone's going to have going to have to have the same qualifications we we go through this with hiring teachers which is why we started dispositional hiring all teachers have the same qualifications all administrators do and and so you have to have this degree to have this title but what makes that person the better person when you've got everybody on a with the equal qualifications well recruiting companies to appreciate it also because they want to give you what you want so it gives them

243a chance to sell thems in the right context because they can go all over the place they can just send you everything they have and you're not going to be able to navigate it but a recruiter wants to win your business so they're going to want to know what you want m and maybe we can say budget friendly or something that's more HR appropriate remember those don't exist well I I will I will tell you if if it's okay if I speak thank you ma'am I would tell you that typically a search firm and we've done this for some of our more unique classified positions uh for instance maybe a finance position where most Finance folks are not looking at a school system for a finance position we would utilize a third party that has

244a pool of candidates as as you it's typically a percentage of the salary now obviously it's a little more difficult to Define what the salary for a superintendent would be because you negotiate that once you select that person uh through that contract process but it is typically uh a significant percentage somewhere between 20 and 40% of what that person would make um so if you look historically at a a super superintendent salary in the state of Kentucky just on average you're probably looking just in a search firm very conservatively you're probably looking at $330,000 as a minimum for a for a search firm that is not one of the two Kentucky acronyms that you've looked at um so I'm not again it is not my position to steer you guys in in One Direction or

245another I'm not trying to do that and I'd be happy to to do the RFP to get as many search firms uh for you guys to to consider but I also know the reality of hiring a recruiter to look at a specific position especially the the CEO of your company um they are going to expect a significant fee for that um other than the two Kentucky ones that that you were were presented with tonight so those numbers that you saw there um there's not going to be any uh Black Friday sales going on for any of these search firms no coupon codes uh no coupon codes uh no 90% off sort of deals to to clean the shelves Before Christmas you are going to see a bill um in excess of $30,000 that's just to

246get you rolling um that is not once they start traveling and and whatever the board might wish for them to do as you can tell a lot of the uh information they gave you was sort of a best case scenario and the asri of we hope we can do it at this number um so that is the reality of putting that out there again delaying until January I don't disagree with um with Miss bird care sorry Karen um that every day that we wait is a day that competition is moving forward with their process and so as the chief recruiter for your District that does concern me the longer that we put off hiring someone to lead this search so it's sort of my perspective on this I agree with Olivia wholeheartedly um in having

247an application system outside my department um I I can't guarantee that candidates I have 12 people in my Department that have to operate inside our application system or we shut the district down from recruiting and hiring for uh the whole search so um that's it's kind of the long and short of the the HR perspective of this that that would be my concern with delaying an option or a choice um but the reality is that if you pick a a firm that is that is specific to searching for these types of things um you're you're going to compensate them rather handsomely for that yeah you're paying a head hunter basically yes yes yes sure me only one person we already pay markups on software and everything else I'm here saying don't do it my mou

248,000 also just just not to get into the specifics of it but obviously you all know that bu county is not my only client I do represent I would say roughly 15 other governmental entities in Northern Kentucky and we have used a couple of search search firms for executive director positions and things of that nature that would be somewhat a to a superintendent in the last 5 years or so and each one of those has run I would say on average about 60,000 to do that with a private so I would Echo what what Eric is saying and honestly would probably put it even higher than 30,000 well I guess I mean honestly with ksba and Kasa they're the lower dollar but we could if it's not working out we can always do another company

249couldn't we is that like could we go to a different company if you would sign a contract so you would sign a contract with them um we would have to look at what that contract looks like but I mean from a process standpoint if you if you disrupted it honestly I'm not sure what it would look like to switch the search firm because the search firm itself is not necessarily integrated by Statute I would think that you could do that you end up with the same applicants right but you'd be dealing with the same applicants anyway so it's well I mean if you're going with no Kasa versus G recruiting I mean you could get two different candidate pools well I mean if the Kentucky the Kentucky organizations that are before the board they advertise

250nationally in uh all of the National Education Publications Whata puts out what like education education week puts out and those go to superintendents across the whole country so they that is part of what uh any service is going to do they're going to they're going to have probably about back pocket full of people that they know that are looking that maybe have registered with them but they're also going to be advertising and that's how we got some of our candidates last time was through those advertisements that the search service is so and and I I would say that that my office and the memberships that I have that that I've paid into um do offer the opportunity to post these types of positions these School EX executive types of positions um for a national search

251and they go out to all of the members of those organizations and Beyond so it's certainly is something that a search firm could could lead but that doesn't mean that my department can't also utilize for a much smaller fee perhaps you know $500 or $1,000 to post an ad that would run nationally as well so we can support the efforts of the search firm and a lot of it will be word of mouth too because the Kentucky superintendency cohort is a very close M everybody knows everybody and they're going to know and if you've got a superintendent maybe in a different District or in a district in Indiana or Ohio because we're we're well suited to be pulling from a large geographic area uh as well as in and potentially internally so um once this

252is posted people within a 400 mile radius or going to know about it so you know how many City governments have been just lambasted for spending a whole bunch of money to find city manag and how many school boards were have just recently thrown out because they spent so much money on the superintendent search and salary and you know part of the theory here is that for some reason we didn't look in the right place at some point and get some golden opportunity and that's why we're even talking about using another firm we need to use the Kentucky tools kba [Music] k no I mean I'm with you on the money I just want to make sure that we're thoroughly discussing all of our options before we make a decision that's have both ways you

253can make you can talk about it yes you can we don't want a $10,000 generator that last two days and then say we're going to spend five times as much money I didn't say that as the Kentucky service what I'm saying is explore the options because like Maria Maria could have a okay goty okay she could have a great argument to justify the expense that's what I'm saying it's like that's I'm not saying she does I'm saying she could that's why we have to thoroughly discuss these things before we make a decision so and then we need to make a decision is our priority is the money or the search firm to search for the same people looking for the same job I don't know that it's always the same we don't know that and

254I'm not advocating for one or the other but I know one of the things that when we did the probo search firm they contacted HBCU Latin X universities they contact they were in Head Hunters are aggressive about did you know this opportunity let me share this opportunity have you heard and I'm not saying that's what we necessarily have to do but I don't know that it's apples and oranges necessary it's not apples and oranges to what you're describing but this is a 20,000 student School District with the history of a certain Sal with a certain political climate that is very very difficult to operate in and so some people in our community wish we would have a more right-wing candidate for superintendent which is what they're asking for if to go outside of our area

255and find this magic superintendent and the others want a superintendent just a normal superintendent search to find the best guy so I'm saying in in a university it might be different but here what are you going to get by paying $50,000 that're different from the applicants are they going to be more well qualified or are they going to be more worse wor well suited for our diplomatic purposes with the community and describing our missions as a board what will they be better at than what Mr Turner was already good at that we would pay $50,000 or 60 or 70 then rather than just hire the people that we are basically tied to by Statute which is ksba that we already pay for our super or our online board policies that we subscribe to their all

256their services that they make me go talk to those slee vendors you know why why not do the thing that the state wants us to do which is to hire save money and use the Kentucky organizations the Homegrown which I I don't think are incompetent by any means I think they're I've met the people that work running this organizations they are the brightest in Kentucky just to waste $50,000 to get I mean and I don't make mean to make a joke of it but what a taller superintendent I mean what what is that we're looking for somebody that can explain things better to the community I get all that we can have all those conversations and interviews with the people that apply for any service don't have to spend ,000 all the criticism that we've

257had for spending money $40,000 on ID cards and how how bad that was $70,000 do the same thing that the ksba and the Kaa do for basically their entire services so their services help school districts and keep it low keep the price low I don't know I'm not going to be hard of that kind of waste that's all I say about so we just want to take a nose count on where we are with the because I mean if we're looking at like again 10,000 or less we've pretty much made a decision one thing you have because if you go with the cheaper versions you need to decide well that narrows it down drastically that means it's a lot less that we have to look at well I think you have you have one of

258two choices you can go through the RFP process as has been discussed or or as you've just said you can throw out a recommendation to go with a one of the uh two organizations you just brought up and recommend one of them and it'll either be a yes or a no vote because if money is the sticking point then you know it means we don't have to do all the other stuff that's only my standing point doesn't have to be who said that's all yours no I'm just saying majority rules if you guys think we should one of more robust services to get a more indepth um exhaust of the search I mean let call those types of words so we don't the word expensive I'll never say word about it don't decision regardless Maria

259what are you thinking I'm just trying to compare the two it's not clear to me what's included in the facilitator service from ksva versus kasasa so if Finance is the big thing I mean that's the other thing if if we're all if we know that a a search firm low balling it's going to be$ 445 to $60,000 and that's not something that we're willing to spend and RFP would probably of a company's time really yeah so then if we're down to the ks I was looking at the kba and it I'm not clear what's included Kasa delineates a little bit more clearly um the Kasa included uh the options for strength finders um qualities questions or um I'm not sure they locally formed screening committee versus Kasa Le formation on screening committee like I I

260don't know which ones of those there would be so I don't know if there's a way to seek to solicit additional information from the ks if we know that's what we're looking at can we get questions on their proposals or and then come forward with kind of actual comparisons this is what's included for this package it's like buying photos from Life Touch This is the background you're King this is what this is Sparkle this is removing braces what you know I mean well because just looking at what we saw looking at the case I was more drawn to Kasa than ksba just from what I saw it was much more delineating about what that financially looks like although I don't know you know what once again what is a locally formed screening committee versus a

261Kasa Le formation of a screening committee yeah I I don't know do we want to do strings finders I don't know most people at that executive level probably could tell you what there is I have no idea what I'm a learner that's my number one strength on ksba just because I pulled up their website they they gave that brochure but then online they do break down like that search plan development advertising recruitment I pulled it up so you guys on your screen you can look at it it's not part of the brochure the brochure was a sweet version of search development advertisement okay but that's pulled up there they they pull down you know they sort of put some more information in there what those five and I'll just say historically I know Karen feels

262like she can't comment and and I honestly don't know what her opinion is on this um when we used ksba I was a little disappointed um not of any in particular I just remembered I walked away from the process and now that was in the middle of a pandemic so I I can't speak to what that may or may not have looked like outside I mean what were you disappointed about I just think I felt like like we needed more guidance but I wasn't leading the process and I maybe there was more guidance outside of that because I was just an ancillary member versus I I wasn't in the screening committee I was I was not the chair I was I I just felt like there wasn't as much expert guidance as I had hoped

263and I think and not that we could afford it but watching a professional search firm do that I was like wow we had training we had just and I know that I'm not saying we have to pay for that we I can see why you pay so much money for those things because it is a different level of a search and I'm not advocating for one over the other but I agree and I'm not advocating either I understand what you're saying but there is a big difference like some of the training did I agree about how to write questions because I haven't always I haven't always just been this stay-at home mom I've done before my in my previous life I don't know search firms and I only know about one so I I've only

264done one with a search firm outside of ksba so that's it's very limited it's anecdotal it's not they get paid the big bucks for a reason and they but that's a lot of money and it's it's like a what do you want versus what can you afford yeah and that's that's the that's the that's the problem anybody have any experience or heard of any with the other day I I don't I I looked I think they've always used the last five used kspa yeah and I will state for information when Randy po announced his re retirement he his recommendation to the board was to use KSP because they were at that time better or any others okay for all the reasons of convenience and travel and things like that well can if you pick ksba

265do you have to get you can pick the person that has more experience or you have to go with the reg I I would say that that would be negotiable with as far as now of course if you pick one of the other people that do that I mean they have their you know they have their regions based upon where the the guys live so if you pick someone that's not in the northern Kentucky Region you're going to increase your expenses for their travel reimbursements and mileage as opposed to reimbursing somebody for 20 miles you may be reimbursing somebody for 320 so reced the kba he did and you can confirm Mr what's your opinion I don't know much about K any other services just other than feel familiar with ksba because I went through

266the entire process with that I can't talk about from the other side yeah what do you think about all these other the I think the only thing I can give you a good opinion on with this is I think times of the Ence because there's a number of superintendant already in our region that have already announced there's Henry's retiring right I think could we ask for they have submitted their initial plan could we ask for references for districts that they've done recent searches for and then if Karen's not comfortable as the board chair maybe as the vice chair could we reach out to their board chairs and say are they allowed to give feedback about what was that process like for you were there any positives or negative I don't know if they would give

267it to us or not I don't know but one would presume they would pick references that went positively versus some that didn't I I don't know what I mean if we want more data it shows that for Kasa their active searches currently are Clark County the main ksba active searches came up as there were two of them listed what was it sorry it's late I remember which one it was and I know there's just from what I've heard some that they just recently concluded independent just Clinton and Owensboro are their current searches what is it Clinton and Owensboro one of them looks Farther Along because the application deadline was in November the other one the application deadline was in Jan is in January so they're probably not very far in that one but even the

268development of questions and the guidance of even what are you allowed to ask how can you best ask that what how many references do we need to solicit which types of references do we solicit like those types of things I process alone is something that getting good training on is important and I know we had guidance but I don't recall any specific training from ksba on that but it's been a long time you got to be very careful what you ask no not really and you know I can speak you know for the last screening Committee just for your information I mean we had seasoned people in that on that screening committee uh had been either administrators or teachers or parents involved for a long time they knew the district well but I think with

269any service that you would want to hire if you wanted to make part of that service kind of a special called meeting with the board to sit down and you know get these kinds of things answered I'm sure either one of kasasa or ksba would be able to come in and do that as part of that service you just have to ask for it I honestly don't know can you scroll back down whoever's controlling the bottom the where the boxes were the four options at the bottom I was looking at the platinum on site and they do have guided desired qualities questions that one would presume have been screened for appropriateness and legalities I would I would assume if you're paying for it they've got a collection of questions that are appropriate no I like

270that they have the Leed formation of the screening committee yeah I would like I would personally Just for information want to know what that means because the formation of the screening committee is set in statute so I'm not sure how much leading that takes yeah I would be curious about that part of what that means maybe on the website they don't do I need to like turn the whole chair my NE is CR okay you want another cookie no they reference KRS 160. 352 sorry I'm not trying to your thunder that's the scre committee stat yeah it it basically just goes through what the composition of the screening committee has to look like so I would presume if they reference it they're familiar with it and they not so what do we want for our

271next step do we want to go with one of the ks and explore the two options or do we want to do the we're deciding well in terms of narrowing it down what we're wanting to do next because if we're wanting to if most of us are looking at money over a larger search firm it narrows it down to the two process just for the purposes of meeting facilitation you you your next step is either one emotion to approve one of these and go forth or a motion to table Yeah so I don't think it matters just as an FYI but if we table it we still have to know what we're doing next we can't just table it and then walk away till January and come back with nothing so yeah we have to

272we have to know what direction we're going in and if the money is an issue then we've got to we we narrow it down I'm torn I could argue either way I can too but I'm leaning more towards the money issue because I can definitely see where that would be a big point of contention I mean we get emails already on travel for the superintendent yeah so I mean I can not approve if we get to if we you know if we spend unless we can completely justify $40,000 versus $6,000 and that's $440,000 without travel yeah taking a risk I mean we don't know we don't know so and that's why I was asking if we went one route could we if we're not getting what we need they can guarantee that we'll get our

273money I they'll do that but I think um you know we've go to we've got to think about that but where I would love to do one of the national search firms if if money was not an option I would do one in heartbeat but with money being the big factor that's the you know it's like I tell my kids do you want that or do you need that do a b better bake a lot of cookies Olivia so I mean I think we're all kind of torn on that now if we spent the 40,000 and we feel like we didn't get the candidate that we were looking for could we sleep sleep at night knowing that versus if we spend 7,000 6,000 7,000 and we don't get the candidate we're looking for and we've

274got to come up with a different option is that a little bit easier to stomach and we probably realistically wouldn't know whether or not we got the candidate we were looking for for years yeah so my I mean it sounds like we're leaning more towards the the ks and maybe in January we determine which K we use need a motion yeah you either need a motion to maybe in investigate your top two options a little fur further get some clarification of what's involved what's not in involved what's included what's not included um and then um so maybe we look at the case and then decide on the case in January you can do that I'm not happy with that but prob the best option I would agree love to do a national search I would

275love I would love to too great well again even with using kasasa or ksba you're going to get a national search yeah it may not be the polished flashy brochure search you know look but you're still going to get a national search on all of the posting boards and throughout all the head hunters and um Boon County's been on the national stage enough over the years that it it's not an un uncommon School District you know it's uh so you're going to get National exposure if you ask for it which we always have historically so I I don't you're not get but not getting a national firm does not mean you're not going to get a national candidate pool I guess that the motion will be to table until January when we come back and

276decide between the two I think we would seek additional information from the two yeah CU I don't know some of the verbiage that they or whatever it was the Kaa lead whatever versus the I think I would want more information on gold versus platinum versus what I don't want call the metals so I motion that um that we entertain the two Kentucky organizations um gather more information on specifics and then um table making a decision until after that um has been handed to us in January I think and that would be because presumably not only do we have to pick a an individual firm we have to pick which level of that and that would give us more information to select which organization and which level of support we needed so the question is that

277what do we come back before the board meeting and do a special meeting because this is going to take I mean we're going to if this is an indication of what it's going to look like we're going to be oh you're just getting [Laughter] started a okay so we have a recommendation uh we have a motion on the on by Mr Parks is there a second for that okay so we have a second now you have to decide if that's the motion you want to vote in favor of knowing that I'm abstaining what was the motion again can we just remind it was that we're s in the cage for additional information to vote at a future date that correct okay and you can always determine if you don't want to wait until the January

278meeting if the information comes back and it's a clear-cut choice for you to make you can always call a special meeting just for that purpose yeah so with the holidays that might be hard because there's a two we window when everyone because getting started earlier is better yes word getting the word out because once you select a firm they're going to hit the ground running making sure everybody knows about we want to be one of the first we want to be we want to get the board out as as early as possible be one be the first if not one of the first ones so do we want to schedule a special meeting that first week back a motion on the floor you got to you got to vote on the motion so reback the

279motion again please Michelle for everyone I have motion to get more information on KS and Kasa and table until January for a decision that's it yes do you want to clarify that do you want to wait until January if you don't have to um motion to table table motion to table January maybe I get the holiday blues and want to hang out with yall you know I won't be home I'll be with my grand babies um okay we right we have a motion and a second all in favor please raise your hand so we can know who's voting yes okay all in favor any opposed okay motion carries so the next step would be to get the thank you thank you Mr ball this see this third shift hanging out is just great isn't it

280see you in the morning thanks than okay so now um you need to ter determine the direction um I guess Olivia you will be responsible for initiating that request like as you did the others I think the email as my speak okay awesome um you might want to hold off on sending that I mean if you have specifics that you information you want to know that we're going to be requesting additional from both of these firms you might want to get that information to her and of course you can always go back and I guess ask if anything comes because this needs to be your process so if there's some of the things that you've mentioned that I want to understand this I want to know what this is how do we do that how

281do we do that I would make sure that all that's communicated so that you can make sure you make the choice that's best okay um does anyone have any other information proposals or communication now I just gave my form out for for the next meeting so okay yeah take care make sure you take a look at that um I I was just going to update you on uh some of the action the ksba board of directors took um with the departure of Eric Kennedy of our director of advocacy um the um we're going to end up hiring um a lobbying firm for a a contract um to kind of step in and lead some of that effort but um a lot of ksba is focus is going to have to change in this transition till

282we get our own director of ADV advocacy again so they are asking all of the local boards to to become uh even more involved in Grassroots advocacy so I shared with them um our our legislative round table that we had already done that we had met with some of our local legislators and you know there's good dialogue back and forth agreement disagreement but it was to me it was a healthy productive conversation cleared the air on a lot of things um no one else is as a board I don't I heard no one say that they had done that yet so we're ahead of the curve there so thank you all for your uh willingness to do that and uh and for uh Jesse and Carolyn for being on that committee and uh helping to

283to facilitate that and put that together along with Mr Turner um we saw in tonight's information in the superintendent's report on the LSS how much the early childhood education matters and I know that's one of our platforms and we know that based upon our legislative Round Table that's not a priority with our local legislators um as as they stated themselves that was not of as important to them as other things um and you know I I respect their them having their own opinion but we've got the data that proves that's dangerous for education of our children um so [Music] um I want us to work at making sure we are advocating as positively as we can for our students and our staff because leading up and through the current General Assembly into our contract lobbyist

284gets up to speed and on the ground running um we are our best voice for our area as with the Northern Kentucky Region um we're one of the largest regions of uh ksba with the number of uh boards we have so we have a very powerful board there are 857 school board members across Kentucky and if we Marshall that one local board at a time we're going to be the loudest voice out there and I I just want to uh encourage all of us to continue to to put our message out there because we we are the voice of our district for our students and our staff and what we need and uh we just need to keep advocating that and that's kind of uh what we're asking all local boards to do uh with

285their local legislators and a lot of them have good relationships and they're working and they're they're putting the thing out there about the seek funding and full full funding for transportation and early childhood and all the things that we Advocate they they issues for everybody across Kentucky so um I'm just proud of our board for being uh a leader in initiating that round table and I want to continue to work with our legislators and hear their side and hope that they will hear ours as well so that's all I had about that um so we do have a closed executive session if no one else has anything to share um per KRS [Music] 61.81 I don't have my glasses on can't read it one C thank you proposed or pending litigation involving the public agency

286so I'll need a motion to adjourn to close session motion Mrs wolf is there a second second second M young all in favor please say I I any opposed hearing none we'll adjourn to close session medicine what medicine we off yeah it definitely is I'm sorry I'm sorry am am I my loud down here my I'm just tell you you weren't hours it's definitely we're coming up on hour 4 and a half five so yeah it's been a while we've had a long meeting every four to six hours complain my cat says good night this is why my children should not haveon my son is he had a show tonight I'm good was more than enough I don't anticipate this will be very long yes listen we all to say that out loud that's hours

287do they come back always do they come back away e for e for e
