002that bad and if you're headed Northbound right now find an alternate route northbound 75 is backed up probably past Florence all the way through downtown so north and south bound not a not a good way to go head east or west um but we do thank you for being here tonight um please let the record reflect that all board members are present with the exception of Dr Maria Brown it's her daughter senior night for volleyball at Cooper High School and she's where she needs to be being Mom first so we wish Morgan and the lady Jags a lot of luck tonight we are happy to welcome from by video uh Boon County High School students who will be presenting our national anthem if you will all please [Music] [Applause] [Music] [Applause] stand theight or the

004the turn the floor over to you welcome everybody to this uh District board meeting thank you all for coming um um so far the school year is going great I can't really complain about much junior year is quite a difficult year so I'm just going strolling down the river of hard classes that's all I can say um our most recent ssac meeting uh which was our second meeting was over self- advocacy and student voice we had guest speaker Julie mhen which is a who is a certified growth coach uh speak about the needs of oneself and what self-identity really means and it may Sur Ur you when you consider who you are because you have to include all aspects of yourself who you are as a person as relation to your family your friends uh

005your school needs what you do outside of school any hobbies and interests it really surprises you when you take all those into account and so I urge you all to consider who you are and what your self-identity is as each individual person uh ASC we have finalized who is going to the Kisa conference or the Kentucky uh student council Association conference conf which is going to be held at NKU this upcoming October 27th we are going to have one delegate from each High School Go including myself and we will host a session about student voice so this really empowers our uh boom County District student Voice by elevating it to a more Regional or state level uh I can't even speak right now level of empowerment um and right now we have Miss Emma Adelman

006from Rial High School who will talk about what we at the student voice committee and the sac have talked about hi so I'm Emma I consider myself to be a student leader I've been labeled gifted and talented in leadership since I was in the third grade and as a student leader I feel it to be my job to tell you a few things that come with the job as being a student leader one of those things is to speak on behalf of myself but also those who I feel don't have a voice another one of those things is PRI to prioritize the issues of urgency so they can be addressed let's talk about the former I believe we tell ourselves that our needs come last that we must be there for others before we can

007be there for ourselves this isn't something that's been taught to us this isn't something that's like artificially implemented into our brains this is just one of those things that comes with the role when we grow up we push aside the issues we see as important in order to advocate for those around us we believe this is what we are meant to do now the latter prioritization we are a priority too you are a priority and you should be if we fail to prioritize ourselves we will never be satisfied with the results we give ourselves we must learn to advocate for ourselves before we can effectively do so for others if we do not back the things of which we believe how can we do that for those around us that is why this month's activity

008in ssac has to do with self- advocacy we had students choose a topic that they believe to be worth discussing and independently brainstorm any matters they believe necessary to do so they formed into larger groups and began to advocate for the issues they thought were worth talking about when the majority of students formed groups of one of their chosen is uh one of their chosen issues we had everyone sit down to ponder a question related to self- advocacy why did you give up on your idea why did you not fight for the issue you thought was important then we held a lesson on self- advocacy and the ideas that I presented to you previously that it is just as important to advocate for yourself as it is to do so for those around you this

009line of thought really communicated a main goal of SSC how we are not a vast District of schools but a school district I along with everybody on The Voice committee along with everybody on SSC hope that our student leaders take away from this that they are a priority too that you need to stand up for yourself and the things you believe in as well as that and vocalize that of others thank you thank you Miss Emma and that last bit about districts of schools versus the school district is one that I really want to emphasize while I have this position because united we are stronger if any of our schools is suffering we're all struggling in the same boat and so what we try to hone in on SSC meetings is that we do not

010just advocate for our own schools we advocate for the entire District uh we recently started doing um a fun little sort of interaction system in which we no longer assign specific schools areas to sit you can sit with any school and there are no restrictions and I think that really gets the communication collaboration aspect of a district of schools uh to really hone in uh that is everything that I have thank you for all for listening and I promise to bring up more unique methods of elevating student voice to this District thank you Yousef thank you very much your leadership so far this year has been spectacular so please keep up the good work and uh we're very proud of what you're doing our next item of good news is the break the mold award

011October's break the mold Award winner is Dana wild special education teacher at Collins Elementary School what makes her so special her colleagues and the parents of her students say Dana's energy and her ability to engage her students make connections with real life skills because of this Dana is a highly sought-after Mentor throughout the state as you will see evidence of that in this video keep your headphones on as a parent of a child with a disability you always want the best for your child you always push you always Advocate Sandra Hughes is the mother of Zachary Hughes a fifth grader at Collins Elementary School he was diagnosed with several birth defects he is nonverbal but full of things to say through his communication device October often times I have to say use your talker tell

012me what you want but with Zach just yesterday he couldn't get his glue open he said Miss wild help glue and put all these words together Miss wild help I cannot express how much Mrs wild has made an impact on me and my husband our family my other children like how much she has fought for Zachary beyond what I ever thought a teacher would be able to do Zach wasn't making much progress at his previous school he needed more intense structure they finally re-evaluated him and looked at his data and his progress and decided to move his classroom to me I don't look at all of that I want to like meet the kid first I set a high expectation in my classroom for my students and I think for myself I've been very fortunate

013because I was actually d as principal at aaban elementary and here at Collins and so when um they were telling me that we were going to have two multiple disabili units here within the building and that Dana was going to be the other teacher uh I actually I was very excited for our students hi hi good job when I'm at colins elementary and I go into Miss Wild's classroom it is a place that brings me joy because all of the students always have Smiles on their faces they're engaged in Dana's lessons up at the board um they're always having fun and Dana's having fun and her pair educators are having fun it's just a it's a really fun place to be Penny white says it's like a party every day in Mrs Wild's class I

014she it and feel it Penny's awesome um she and she's not wrong we do party a lot we we cook a lot we have dance time I mean we do a lot of fun stuff I think when you incorporate the fun stuff with the learning kids don't even know they're learning so you kind of like trick them into doing these things that they might not want to like sit and do to be a good special education teacher it makes a big heart and a special skill set Dana credits her very special brother for setting her on this path parents didn't tell us that he had Down syndrome for the first like 3 months and they brought home I'll never forget these little books like your baby has Down syndrome or you know just these little

015picture books almost for kids cuz we were pretty young I was eight or nine when he was born and my mom handed him to us and we read through him and she's like this your brother has a disability he has Down syndrome and we had no clue and we're like are you sure and she's like yeah we're positive and I just I loved that because my mom was like I wanted to make sure that you saw him first and not his disability the best thing about Dana is she is um very open and inclusive in that way like any teacher who wants to come in hey let's stay together and watch or talk to her about you know students that they might be having issues that aren't even necessarily her students um she genuinely wants

016the best experience for all students she is a mentor in this District to new teachers she has given her time to help teachers in our district and in the region learn the bar is said high and she doesn't set that bar and then just leave them to obtain it she provides anything and everything she can to get them there I do want to compliment boom County though because they do a great job um they provide a lot of really good curriculum should be no surprise that not only is Mrs wild receiving the break the mold award but she is also a finalist for another prestigious award she is the finalist for the special education teacher of the year I see her as that person who is always willing to continue to grow professionally herself and

017because of those pieces and and and the things that she does for her students on a daily basis I couldn't imagine someone better to win the award we've been through a bunch of different teachers with sack and been through the school system so we have four kids total so we've been around a lot of teachers and Mrs wild absolutely deserves this award like she she is an amazing educator she's an amazing Advocate I mean she has shown my husband and I the potential that Zach has that we didn't think was possible Dana I just want to say congratulations on being the break the mold Award winner for V County Schools I cannot imagine another person that deserves us more than you do thanks for all that you do for our students thank you for all

018the things that you do for other teachers within our district within Northern Kentucky you are absolutely amazing so congratulations for the world congratulations Dana for all of your accomplishments they are well deserved and I hope that you are enjoying them and seeing what your peers and the people that work around you and with you and the families um how much they appreciate your hard work congratulations Dana congratulations for winning break the mold Miss wild congratulations on your award for break the mold you are absolutely amazing you have been such an encouragement to my husband and I and Zach um you have see made us see the potential in Zach that I didn't even think we we had seen you've given us such hope for him you are a great educator a great teacher and we

019are so happy that you are on our side side and are helping Zach thank you da congratulations Dana for break the mo this is welld deserved um just keep being you and keep giving our kids everything they deserve thank you ladies and gentlemen Dana [Applause] Wild [Applause] conratulations [Laughter] you want to say anything no [Applause] oh we would like to recognize some some other Educators and administrators here first we have Kevin Dy at Bal Shannon Middle School Kevin recently won the 2024 Valene Kentucky teacher of the year award congratulations Kevin Evan was also named a 2023 Lowel milk and Center fellow for unsung heroes in Fort Scott Kansas Mr Dy is a history teacher at Bal Shannon middle school he was awarded the prestigious fellowship and spent a week this summer at Fort Scott to

020collaborate with the staff there congratulations again Kevin come on forward and let the board uh greet you and congratulate you I also oh you guys are going to hear from me enough over the next year I think I I think I can hold this guy's always got the best shoes on all right next we have Megan Tepe also of B Shannon middle school and she was alongside Mr Dy as a semi-finalist for the 2024 teacher of the year we celebrate her hard work and her dedication as well congratulations to Megan [Applause] Megan you want to say anything no it was just super honor and I know lots and lots of good teachers around the state at Val and all across the state so it was it was real honored to be chosen as a finalist

021we're honored to have you conratulations okay board members you can come on back up thank you we got one more thank you Miss T Mr daily our last good news item is about the transportation department we have some news in the ongoing efforts to find additional bus drivers the Boon County Schools transportation department has welcomed and is employing a unique suggestion resurrecting an old Norm excuse me resurrecting an old Norm to address the bus driver shortage and providing a resourceful option for the short term all right so we're going to check the parking brake so it is on so I'm going move to drive and I'm going to rev to 1100 so just to make sure this is the alley I'm pulling here and once I get back I'm backing into that alley that's basically

022what you're recognize these faces their principal Matt Schaefer and assistant principal Cody Ryan training for their CDLs they're doing double duty to eliminate double runs at riy high school Northern ky's largest high school we averaged 20 to three 250 to 300 kids that were staying after school for about 45 minutes every single day we try to pride ourselves on being problem solvers and so it was to Mr schaer and I a pretty easy solution um you know we we sit here and monitor kids after school or we could just take it home but not so easy for boom County School District administrators it was a difficult decision because we already know that principles are doing a lot of things um their day is we want our students to be able to get home faster we

023want them to be able to arrive at school on time double runs are not a new thing even as a student myself back in um back then my junior high and Senior High year I lived in Hein area in Bean County and we were a permanent double we I were second run my entire middle school and high school time double and now triple runs have unfortunately become the new Norm in most all large school district dists Nationwide I've been since I was in seventh grade I missed first period multiple times I miss a summative before and it my grade go really wellow those are the factors that we have to keep in our mind all the time that it's not just you like class learning it's them missing a first period some of these students

024may be contributing to the household income I hate to sometimes after to school just because I got work after school all the time and I can't I'm always late to work now because the Run messing me up off we go off we go boom County School's bus driver trainer Jerry Pearson is giving Mr Ryan a lesson on crossing railroad tracks in a bus how far out you turn on your hazards hazards are out uh 200 ft having School principles Drive school buses is far from an ideal situation and certainly not a long-term solution but it works for now and seeing the need several other principles in the district have signed up and are in training I thought it would be fun to be able to drive a bus you know it kind of would be

025on a bus cut down maybe on any discipline problems since I'm on the bus and the one driving the bus that might you know listen to me a little bit more we've had several custodians reach out um some Warehouse people um we've have one two three four five other principles that are in various stages of training it seems like it's helping situations out you know so that makes us grateful I mean it helps the students especially at r with Mr schaer and Mr run driving force it's been cool like knowing like a friendly face taking you to school I like it cuz I get home early like if I want to do homework I can and like if I want to go somewhere after school I can I always knew like chaer as a person

026so it would be cool for me I like him being on bu get there early you get to school early be my time I like it for a lot of my students it took probably a week for them to realize that I was also the principal of the school I was standing in the hall Cline and the kid came up and she was like wait a minute you're you're my bus driver I'm like yeah well I I do that too this is not Mr schaer's first rodeo he drove a bus in his previous District but he still needed to retrain and reapply for his CDL this is Mr Ryan's first experience they were both able to train during the school day working with driver trainers John hore and Jerry Pearson the trainers were fantastic and

027it was super easy and and they were great to work with where do you think you're at um you think you're a foot away I think away okay before your break here's go take a look yeah okay I would count that as a pass okay okay but Mr himore still makes Mr schaer do it again because the first time is sometimes a fluke perfect thank you great job good job yeah I definitely understood the turn and yeah it should be noted District administrators did not ask or even suggest for these principl to drive the principls volunteered one of the concerns that we do have now is um the capacity to continue to do it I mean at this point it almost feels like it's a critical mass so any help I mean even if someone

028just does an AM route or just does a PM route anything helps at this point Nick is still working on other ideas to hire more drivers one is putting these magnets on school buses the state of Kentucky has mixed Nick's idea however he remains undeterred I'll keep working on that because I think that having it on the side of a bus you know bar boom County Schools logo that it could potentially do something I mean it's a moving billboard for the time being this is a win-win situation the students appreciate getting to class on time and getting home on time and the principes appreciate getting to know some of their students better keep keep driving the bus don't don't stop Madam chair that conclud cludes my good news I will go ahead and continue with

029the superintendent report um and certainly it is appropriate if people wish to step out if they're here for the good news items uh first we have our operations report I'm going to introduce Mr mcarter to come up with his team all right thank you Mr Turner um throughout the past few months we have been highlighting different projects that we've been doing over the summer and a lot of those times I mention our facilities Department as people that are very vital to those projects so miss best and I were talking we wanted to highlight or have our director Dan Razer come up and give you uh just an oversight of what the facilities department does they're a very valuable part of our organization and uh I would like Dan to come up and move forward with

030his presentation thank you thank you before I get started I just want to say um I I can attend test to to Mr schaer's abilities em architect and I were on campus the other day checking storm drain work and we were out on the road a little bit and we encountered a bus coming at us to making the wide turn there by ri's field and it was Mr schaer he did an excellent job not hitting us so we we really appreciate that he you was spot on so excellent job uh thank you I've got a few slides prepared I just want to do a review and I appreciate the opportunity to review our work in what our department does uh certainly uh certainly appreciate that time so um we uh our facility Management Department uh

031at uh you can see our charge there to assist in development of college career and life ready students by supporting the maintenance renovation uh and construction of optimized learning environments buildings and grounds um we uh if you ask any of the guys in blue shirts that you guys and my team we talk about what's in the center of our Circle it's 21,000 kids uh that's that's what they're wholly focused on uh we support 26 schools with over 1310 classrooms and manage build 34 buildings with about 3.1 million ft of interior space and upkeep literally hundreds of Acres paved areas parking lots grounds detention ponds Retention Ponds if you can think of it we probably have it in this District um next slide a little bit of our structure we uh we do a lot of

032work uh with a very lean staff uh can't say enough good things about the talent that I have in this staff and you can see a little bit there of how we're structured our foreman and the HJC side and the general maintenance side as well as on our custodial side our energy management um and I'll go over those are kind of they kind of four sections that we consider ourselves kind of divided in four main areas and I'll just go over those all quickly and then talk a little bit about our interaction and how we uh how we fit into the Strategic plan so maintenance and repair probably uh the the the thing that we encounter most at at a school level uh from general maintenance hbac Plumbing electrical carpentry access control keys locks equipment

033roof repairs if it's broken it comes to us uh that that's that's what we do that includes reactive uh maintenance so certainly work order something come help us fix it as well as preventive maintenance so we do all the PM work on all the systems and then proactive maintenance which is a a part of preventive maintenance but something we're we're trying to do even more of and that's utilizing data to help us understand even ahead of of doing PM work ahead of doing preventive maintenance work what is the equipment telling us uh in the data that we see about when it potentially could break down and is there something we can do proactive ly to to maintain that equipment even ahead of the preventive maintenance schedule so something we're working in in our controls uh

034we handle the management of the inspections the multiple inspections that happen across the district as well as the outside contractors when they're called in as well as the four-letter word snow um we apply all the Lots that's uh the roads the loops the paved areas we salt all the areas for refreeze uh we support the district buildings in in their snow removal as well as help support the custodians in the hard work they do to keep their sidewalks and areas so taken care of and we we were spending uh the last couple of days getting clouds ready our friends in transportation helping make sure that the trucks are ready and getting ready October 15 is usually a day we Circle to to make sure the fleet unfortunately or fortunately depending on how you look at

035it is is ready for cold weather so next to our warehouse services our warehouse is located behind Aran middle and uh that's a function of our department um we Warehouse supplies it's a central warehouse for for All District supplies as well as Surplus items from the schools schools have Surplus items uh in perfectly good shape but no longer needed by a particular school that's where they warehoused um we do Supply order fulfillment for the schools delivery and inventory tracking also work with our finance department and asset tracking and management so the larger assets for the district uh we we help track them tag them when they reach the end of their life uh help with Surplus them and taking them off out of the system our mail and Courier Services are in office mail the

036package deliveries among buildings all through that department as well as helping with custodial support and training whether that's on equipment on process training for the custodians um we handle the custodial services for the non-school district buildings and then our evening clean team you might have encountered them if you've been out about the in the evening they help support the school custodians when they're out maybe off sicker on vacation they help support with that itinerate team in the evenings next area Energy Management I know you all met Karen and get her report each month she does Ken a fantastic job of their energy management uh tracking monitoring optimizing energy usage all our building automated controls and hbac controls pass through their uh energy star certification for our buildings you'll be getting some good news about that

037uh coming up soon um she also supports the school energy teams the student energy teams and their awesome work uh applies for a lot of gr rebas and incentives and does an outstanding job in landing those and then makes recommendations for energy efficient equipment uh in buildings and then finally construction and projects the alterations to buildings and grounds process which is a a board policy and that that we help support the operations team in scoping and making recommendations for those a capital projects as you can imagine Paving Roofing uh all the mechanical systems they all reach an end of useful life and we track uh we track that and help the operations team make decisions about when those needs to be replaced and uh and work with with Miss bestest in that regard we uh

038we also help in the construction and renovation proc process again working with Miss best and the operations team uh the owner project requirement the beginning of a project especially on mechanical electrical and plumbing side of things we come in and make those recommendations and help develop that owner project requirement for our Architects we do design reviews so tear offs of the of the design uh to make sure that that uh those are appropriate and proper uh we help with construction management construction meetings uh site reviews all of those wonderful things uh commissioning so commissioning of the hbac systems the electrical Lighting systems and making sure that those are exactly up to Snuff and what we paid for and then Closeouts inevitably punch list items period of Correction items you get to the end and there's

039all the little things making sure those are done that we got what we paid for and everything is proper um so from our standpoint our our our normal work every day we look at resource optimization that's that's really what we do from fiscal uh an operational responsibility standpoint um it's what we're focused on how can we um how can we do things efficiently and effectively and in a cost effective manner um and and really uh I can't say enough about the team in that Focus I picked three things I just wanted to quickly highlight uh as examples from the past year I we all remember the big freeze and we had nine Nest schools with pipe bursts uh some with some pretty massive damage um we were able to go in use internal uh labor

040where it was feasible and we got much faster completion if any of you have tried to hire contractor these days good luck um it's it's next to impossible we're no different but we've got such a great talent based within the department that we were able to do a lot of the repairs ourselves and we actually saved over $76,000 and that was money that went back into the general fund that was on the insurance side money that went back in that could be used better throughout the district um and and uh you know Larry grip over and Jeremy Fidel my two foreman and their teams were were absolutely amazing it was during the holidays it was incredibly cold it was incredibly tough difficult work they did a fantastic job can't say enough good about them on

041the layback side we were able to help some of the high schools this summer with some of their LC uh projects where there was some carpentry and some construction oriented pieces again really difficult to hire those kind of people um especially for for some of what would be considered smaller projects I've got a very talented Carpenter and Mike RR he and and our electricians uh Kenny and and Rob and toony and Brian are plumber were able to come in help do some of that work in the high schools and again saved about $67,000 in labor cost that was able to be differently and better in the layback brand Dan if I can interject and add on to that and of course thank you very much for your team and all the work you do but

042that work with skilled internal labor is not just recent that's been going on for years and years you've got a very talented team that's done a lot of custommade projects in almost all of our schools and it's been a great benefit to our district thank you for that I appreciate that and certainly I just we do we've got great talent and and and their hearts definitely focused on that so I it's it's not it's the norm it's it's not an exception it truly is the norm and I want to highlight the last piece Charles Collins our warehouse supervisor it's been terrific and this was a an idea we had so much Surplus coming into the warehouse uh and so much with good stuff um it how can we better communicate to the schools that it's

043there well he came up in collaboration with our it Department in utilizing existing technology for free that we already own that we already have a way to basically create an online shopping portal so if you're a teacher you're an administrator in a school you can see what's in the warehouse and basically buy it obviously no cost have it delivered directly to your room no cost and it's there certainly an incredible uh incredible way to to utilize the Surplus to save the schools and the district money uh and certainly a great efficiency uh so from our standpoint it's it's a conent ation not just in these but every day what we look at the center of our Circle again the 21,000 kids and how can we optimize what is our our most Valu most valuable asset

044our Fleet of buildings talking hundreds of millions of dollars of buildings um and make sure that they're ready for for running every day it's what we do and I'm very proud of the team and what they do any questions I can answer about this or anything we do within one commercial and one invitation my commercial Comm is we're looking for very skilled general maintenance folks we're hiring so by all means if you know anybody send them to the district website and and have them apply and if you're interested in learning more about what we do I invite you to give me a call shoot me an email I'd love to have you come by to the facility uh show you what we do going more into depth with what that looks like be happy to

045do that so I thank you all for your time thank you thank you Dan I also want to give a kudos to Dan himself he gave a lot of credit to his team his team is very talented and they have been together for a long time but Dan took over uh this position probably about eight or nine years ago he started out as the energy manager came on board on this position about the same time I did and I hired him as that position and then we moved him to the position he's in now and he has done a tremendous job with that department because the part department before was a good department but was kind of floundering but he took it to another level and I think he did a very nice job of

046explaining that to you tonight and he'll continue to do uh great work he's very motivated and uh his team is uh like Mr Turner said there's very very talented people and also they're just very good people so if you do have time to come out and visit and to meet them I would encourage you to do so um moving on I wanted to talk we already talked about Transportation uh just to give you a little bit of an update with that and talking to Nick today we have received 18 applicants in the last 30 days so that's really positive news uh two people are in training out of those 18 and I'm not talking about the principles um and one will be uh doing testing tomorrow and I know in our good news report we

047highlighted the principles which we should um and I'm just like the gentleman one of the students who said he liked he liked sha I like sha too Sha's a good guy um but I like all the principles as well um and speaking of Mr schaer and I am trying to I'm giving him a little bit more Kudos as well because he is doing double duty he's getting up at 6:00 in the morning he is doing a morning round out coming doing morning bus Duty doing his principal Duty ship during the day and then he's driving kids home so he is really going way above and beyond the Call of Duty and I told him he's going to have to kind of slow down probably a little bit I talked to him last Friday about that

048um but other like Cody is on that we talked about Cody Ryan was on the film uh Aaron how is the assistant principal at Collins Elementary he's currently in training going to be doing some road road work tomorrow Andy Gatewood is principal at Burlington Elementary is currently doing some training and we'll do some road work tomorrow um and I don't know the other principles that are doing that currently but I can get those names for you um and speaking of the double runs we are still currently about 19 double runs per day uh so those are still there um but we're trying to do the best we can to combat that um Nick did you want to say anything else at all you said it all okay all right uh we'll move on to our

049construction update um with Miss best uh she'll be describing some items that you'll be looking at when we do our consent agenda with all the different projects that are going on so if you want to come up thank you and again I do want to recognize Dan in the work of his Department I'm very fortunate that I get to work very closely with him and I'm always amazed at the skill level that his team brings to the table so it's always impressive and again if you're out and about in the district and see some really nice built-in um areas chances are Mike brop has done those um we've had people say where did you buy that I'm like we didn't that is one of our amazing Carpenters that was able to create that um at

050our last meeting I do believe we showed some pictures of his work as well in some of the um family and commuter com family and consumer science rooms with the Cabinetry and the countertops in there so that's just one example of their amazing work so tonight for construction um we are doing a little bit of a different um approach on this you've seen probably as many construction pictures as you want to from some of those major projects that we're doing and they're kind of winding down at the end of those projects so definitely with our larger project with Boon as well as Jones Middle School and riy flooring those are all coming down to that punchless space as Mr Razer talked about with his presentation we're kind of winding down to those I do want

051to share and I actually share this in the facilities committee meeting um and along with what Mr Razer said about students being the center of that Circle so nothing brightens my day better than to get that text from a principal that says wow or look at this so the other day um Mrs Parks who was the principal at Jones Middle School shared these photos with me um so these are those new classrooms that have those movable walls and on that um lower picture there you'll see that they have opened that wall up and turned one classroom or two classrooms into one very large collaborative space and what you see with those students um it was one of the first days that they had been able to utilize all of their brand new furniture so again

052um the joy that they had they have some um kind of creative um use for those Furniture they're different shapes um and allows for a lot of collaborative work so this is a just a great example of how sometimes small things have a huge impact on our students they were very excited the teachers were very excited to be able to come back from fall break um I know our um gentlemen who assembled that furniture over fall break had quite a big task to get all of those ready um but they did an amazing job so that is one of the key features we wanted to share um was just some true examples of what the impact of these construction projects directly has on students um you'll also see um on the cons agenda tonight you'll

053notice that October seems to be a pretty full month for a lot of bgs and back to what Mr Razer talked about about that proactive work so one of the things that we do in a district that is our size is we have a lot of those continuous projects are in what we call a replacement cycle so instead of waiting until we need to repave all 26 locations at once we kind of keep them on a cycle so on that consent agenda tonight you'll see a lot of those examples with the bg1 we're starting now with the planning and that will take us through those projects that will happen in the summer so looking at things like Paving LED lighting hbac work plumbing and then you'll see which schools Sayes address so so we constantly

054make sure that we're evaluating and looking ahead and making sure that we're having um all of those repairs and improvements done so that we can be ready for students and create that Optimum area for Learning and that's it for me for construction thank you any questions and I would now like to ask Eric ball to come up to give a HR report good evening uh just a quick update on our Personnel um give you the vacancies I know you guys like to hear those uh currently looking for 10 teachers two special ed teachers three Paras 12 special ed Paris 16 custodians six staff support and six cafeteria and then you guys have already heard Transportation um can you repeat that I sure can I was trying to I was trying to take the express Lan

055tonight my apologies all right 10 teacher two special ed teacher three Paras 12 special ed pairs 16 custodian six staff support six cafeteria workers that is an increase over last month and while it isn't true for all of those increases the large majority of those um naturally happen this time of year once we kind of get our student numbers settled we realize that we need additional staff in some buildings so some principles do that voluntarily through site based funding some of that is a request to the superintendent for additional staff based on you know numbers of students we didn't anticipate coming in or exiting the school so that's not true for all of those positions um but certainly it's an increase in those teacher positions that's the primary reason for that is we just have

056more teachers that are needed because increas in student numbers um the only other thing I have this month uh exciting news HR team will be participating in nightmare at the park at Thomas Moore uh University Park in Florence it's a great opportunity for us to communicate and uh uh connect with the community uh we obviously put you know flyers in there for for hiring and uh certainly a great opportunity to meet a lot of the kiddos and a lot of the parents and families that live in Florence uh we got to interact with a thousand uh kids last year in families anticipate in double that this year it was the first year for it last year so a great opportunity for us to reach out and and really engage with the community uh and it

057shows what what boom County Schools is all about again I'll be the 12th person to say tonight it's all about our kids uh and so great opportunity for us to get back but then a great opportunity for us to recruit as well so when is that oh sorry 24th of October my apologies thanks Eric one thing really quick um I'm actually doing two Trunk or Treats this year you um one of them is with the Y and there's like a ton of families that come can I get some flyers to have on hand y absolutely yeah just uh send me an email and let me know how I can get those to you more most easily how many you think you might need we can actually get some uh literature to you for sure all

058right thank you and then last last but not least Linda will be giving her a monthly treasury report at the consent agenda and and that concludes our report Mr turn all right thank you Mr Mr mcarter appreciate all the work that you put in and your team great job uh around the district with the work that you do next we have an academic report from Dr deweer you always read the last okay well good evening so tonight what I wanted to do is to give you some information about how the Strategic plan um matches up or Parallels the sep process or the continuous improvement process that KD requires us to do each year at the district level at the school level so I'm going to start off by showing you a couple parts of the

059Strategic IC plan and then have a conversation about each of those parts really focusing on some of the needs Improvement or sorry the needs assessment that we've been working on the last couple of weeks so the first interaction between the C dip and strategic plan and I have that yellow star there is in worldclass education this idea that we are going to as one of our strategies utilize the key core work process outlined in the comprehensive District Improvement plan to analyze and evaluate teaching and learning and you've seen these before these are the eight process that KDE requires us to utilize its strategies in our Improvement plan design and deploy standards design and deliver instruction systems of continuous Improvement assessment literacy review analyze and apply data design align and deliver support processes and establishing learning

060culture environment these are really big umbrella strategies and then based on our needs assessment we select evidence-based activities to implement into the district for improvement and we'll talk a little bit more about about that moving forward the second connection is in stakeholder engagement and it's that second bullet there established structures and Partnerships that engage diverse families in meaningful ways as we go through phase one of this process we are required to list all of the different stakeholder groups that we will be utilizing and Consulting and conferring with as we put in place our plan and as we do our needs assessment and you can see they're all listed there in that box and Yousef I wanted to point out the last sentence students are engaged in the process the superintendent student advisory Council we're going

061to work with Mrs rotman for the November meeting to bring you into the process and get your input to student voice we're excited about that and then the third connection this is the one um that we'll spend some time on this evening this comes from operations and resources optim optimization the first bullet collaborate with learning Support Services to determine which programs are most effective and eliminate duplication so some humor tonight Estelle Getty I always used to love on her show and she would say picture it Sicily 1923 well picture it 2023 boom County curriculum purchases four functions but one system going back again to kind of what Yousef said we are one system a lot of buildings and a lot of different functions how can these four systems you see here work together as one

062system so starting in the top left this is this idea of continuous Improvement faced to the needs assessment we have to do which will inform our Senate bill one approval of curriculum textbook instructional materials and resources which at that point will help us goal 4B from our strategic plan eliminate redundancy and purchasing to reduce costs increase financial resources and then some tweaks that we want to make to the contract approval process and purchasing that we're we're working on right now that is one system we sometimes look at these as four different things but they really have to work in tandem so we have a timeline that we presented to the principles and District leadership of how all of these will work together and of course now there's John Hannibal from the 18 everybody remember the

06318 I love it when a plan comes together that's what he would say really dating myself here so where we are first by November 1st sbdm completes continuous Improvement Phase 2 needs assessment at the building levels we're doing the same at the district Levels by Fe February 1st School departments and teams will submit their 2425 curriculum requests to the principal using school specific form created by the district this is brand new we have never done this before so it's requiring us to make decisions about curriculum needs based on the needs assessment we're doing now early on by February so that we can be really responsible in the purchasing process March 1st the principal will review curriculum requests form with LSS to determine curriculum appropriateness and any fiscal redundancy in consultation with Finance those are conversations

064we'll sit down with each principal with each district leader look at the the list we'll be up I mean think of all the stuff that you approve every month here at the board it'll be a long list and we'll decide you know what there's some redundancy here we have duplication we're going to eliminate this or can you think of a better way to do this I don't want to call it zero based budgeting but I'd like to think we're getting close to zero based budgeting this idea that you have to really look at the needs assessment and say we need this because our needs assessment tells us um I'm really excited about this it's going to be a lot of work I'm not going to lie to you it's something new that we haven't done

065before by April 1st then we'll have the final 2425 curriculum posted for public comment by May 1st the superintendent will approve the curriculum request for Senate bill one May and June contracts for Senate bill one approve materials will sent to be board ofed to you or to the superintendent for approval and then July we'll begin the purchases so that we have them all executed by the beginning of school this is a huge huge undertaking so hold on um we're going to make it happen there may be some bumps but we're working through it and again I love it when a plan comes together so it'll be quoting me in July when that happens have to yeah that's right the cigar continuous Improvement timeline this comes from the state just to remind everybody the left hand

066column is for the district comprehensive District Improvement plan the right-and column is for the schools they mirror each other I highlighted in little in yellow what I wanted to talk about today because we've begun phase two this needs assessment for districts to start the needs assessment we asked the principles in District leadership this past week and also assistant principles in a separate meeting to sit down and do these cause Maps and I put at the bottom hey Jim remember to thank Kim Thompson and Amy Atkins for the work on this because they have put so much work into this protocol they've been the two that have been really facilitating these groups I think we have worked this past two weeks we've worked with 90 different leaders in the district and and instructional coaches to get

067feedback on um what this might look like so this is an example that actually KDE provides so if you think of chronic absenteeism as a problem the way a COS Map works if you follow the right at the top you just keep asking the question why so for example chronic absenteeism is a problem well why well we went through Co well why was Co a problem it made School optional well why why online learning was a preference well why it gave students more choice for them for their assignment completion so then you get to the real root cause it wasn't that Co was the problem it was the AP is caused because students learned oh this is what choice feels like I would love to have more choice in my learning so that's a root

068cause for the problem of chronic absenteeism possibly again this is an example so we did this with all of our leaders at our district leadership meeting and then repeated it the next day with all the assistant uh principles and then we had conversations around it so once we asked what are the root causes we have to ask what evidence-based practices will best address these root causes and in the C dip these are referred to activ as activities then we have to ask which key core work processes or strategies in the C dip govern these activities and then number four are two or three of these key work processes rising to the top do we see patterns and if so prioritize these two or three key work processes and Implement their activities with fanatic discipline and

069that is the prioritization for the plan in the past it has been tempting and we have fallen victim to it too to put everything in the kitchen sink in the C dip we are really sticking to let's pick two or three things and do it with finatic discipline to make sure that we are monitoring it and and doing it well and that's what the state recommends and in order to prioritize we use this impact effort prior prioritization Matrix so the idea is that anything that is low effort but high impact these are easy implementations and we should prioritize two or three of those things anything that's high effort and high impact might be worth doing but we probably should try to do more than one or two of them because it's high effort and high

070effort also means maybe could mean high cost it could mean high risk it could mean High resources there are ways to to Define that so here are some photos of the people at work doing that work uh far left top right that was from our district leadership meeting past Tuesday bottom right we had two sessions with assistant principles and we collected probably over a hundred documents of information that we're weeding through and trying to to narrow down over the next several weeks um to give you an example this is a preview this is one page of those documents that some things Rose to the top this was from the groups that were looking at elementary Reading you can see on the left hand side some of the root cause trends that came out um inconsistent

071tier one instruction training at tier three for example if you notice maybe five or six bullets down parent engagement that doesn't mean that the parent engagement is a problem it means lack of parent engagement opportunities like the next bullet lack of parent Outreach what can we do better so then on the right when they started looking at activity Trends high impact low effort example PLC professional learning to onboard and sustain staff District ride focused on Mastery learning and evidence-based grading systems increased access to PE professional learning around evidence-based practices and you see how that works and then some high impact High effort aligned instructional resources evidence-based and effective and implementation of a new educator mentoring program so again we'll be prioritizing these looking for commonalities and decide which are the two three or four most

072important things and we will Implement those with f discipline and that will happen over the next couple of months what will happen then this will all be wrapped up and submitted to the state by the end of December and it will come to you the district Improvement plan in January's meeting along with all of the schools cips for your review and approval for the statute any questions about all that that's a lot Dr de might ask a question yes sir um what sort of factors will the School departments and team sort of utilize when the request the curriculum changes or any quick alterations so what process will they use like what factors do the account for when they're making EXC excellent question they first look at their student data we're going to talk a little

073bit later about student data but all kinds of stuff from assessment data to um what students need to be what you were talking about this this identity the student the full student and and what I forget her name right here what you were talking about tell me your name again Emma Emma what Emma was talking about you know what do we need to make sure we're developing full human beings um they might look at uh what parent input they have really to see if they're meeting their objectives because the schools have a CIP as well so if they haven't met their objectives or their goals in the CIP the school school Improvement plan then they have to look to see where those gaps are does that answer your question yes yes thank we'll talk all

074about this when we come to your meeting because I really would love to have your input on that good question other questions all right thank you thank you Dr Dr deweer appreciate it appreciate all the work of you and your team um to our board members I hope that you see some of the significant work that our teams are undertaking and it's uh it's fantastic to see the effort and the energy and and the excitement of what they're putting into everything so a lot of good work happening right now um so I did want to congratulate both of those groups a couple items I just want to mention uh to the board and to uh our audience and Community there um we've just have great people in our district District we have great work going

075on um we had the reading league in September we had 160 U Elementary School teachers that were trained uh with the reading League uh riy high school was named a national Special Olympics unified Champion School uh for their work with with special needs Special Olympics their gross motor skills classes uh we had the Secret Service safety training is scheduled actually for the release day on October 26th later this month uh we'll have a lot of our staff at attending that U Mr uh ball mentioned the HR event of the nightmare at the Ballpark on the 24th Thomas Moore Stadium uh two principales and I have been working together with a uh an eagle scout that's one of our students and helping them with their Eagle Scout project and supporting that with them the Boon County

076Education Foundation their board met October 3rd I just want to remind our teachers um administrators see the 2324 Boon County Education Foundation application that's on their website uh consider applying for a mini Grant the deadline is the 16th so it's coming up uh pretty soon uh that can help support our classrooms and schools couple parent engagement events coming up I just want to share with the the group this is from our Special Education team um they held a transitions presentation on September 27th had about 35 to 40 families attend on October 17th there is a uh a special event for IEP 101 classes for any of our parents that may wish to attend uh January 16th understanding autism Workshop February 13th a behavior 101 class and lastly met with our student representative on the school

077board Yousef with his work tonight uh he's doing a fantastic job and also our superintendent student advisory Council team met Yousef and his team are doing an excellent job with some very exciting work so I'm excited really excited to see what goes on for the rest of this school year um Madam chair that's all my report all right thank you appreciate everyone's great information one of the most informative things we've had in a long time so this this was excellent so I'm looking forward to see how this work continues to move forward so because I I know you've been alluding in budget committee meetings that we're going to have to start making some hard choices and tough decisions and I this is a well thought out way to get that done so uh and hats

078off to Dan uh we were at the facili building last night for our committee meeting and uh there's just so much going on that all we had time to cover were the major projects we couldn't even touch the minor projects so to everyone across all areas of the district and to our our principles to sha and and and the others um way to step up and and help the kids in the district when um our transportation department is doing everything that they can and um people do really truly do not realize the amazing people that we have in BO County schools in all areas across I don't care where you are in the district or what your role is people are here because they love what they do and they they want to do what

079they can to help support the students regardless of who they are or what they need there is someone in that building that's there for them so it makes me proud to be part of this District so thank you all regardless of who you are or what you do you are greatly appreciated by this board of education uh we will move on with our audience citizens uh just our little Public Service Announcement about the the the speaking during audience of citizens that while we do appreciate hearing from our community and uh listening to views on matters before the board um we um we only discuss the items that are present on our agenda and we cannot legally nor would the board discuss an issue specific to an employee or student uh in respect to privacy and

080that would include any pending litigation matters our meetings are streamed live on YouTube so so uh please keep that in mind because uh our students do listen and they do watch so be respectful of that and if you do have a concern that you're bringing uh that you would like a response from the um District administration on the board uh we have over here next to Mr ball a way that you can provide that information without having to give it publicly and we will make sure that um the information you are asking about is provided uh we do ask that you keep comments to two minutes and um so that all who wish to speak may speak do we have anybody sign in no one signed in come on McKenzie allow to pop in sure

081yeah just come to the microphone state your name good to see you again thank you it's great to be here good evening hi I'm Mackenzie Rogers and I recently joined the transportation committee as the parent representative and my two kids go to Long brange Elementary and I definitely all in for trying to combat the bus driver shortage and I wanted to praise Nick your I love your bus advertising idea I actually work in marketing so for you to even say something like it's a moving billboard just made my heart jump that was so exciting I loved hearing that and I wanted more of that so I had three questions one related to Nick's brilliant idea of the hiring sign on or moving Billboards is do we know why the state of Kentucky rejected it and

082two related to the support for Nick and that that application in terms of trying to get the hiring signage what can or did the board do to support that and I'm thinking from what Yousef said in terms of united we do better right and united we have a stronger front so was there support that was provided for him in this whatever this application was or could we go back to it could we uh challenge it even to the point of what if we considered bus advertising School Bus advertising with partners that are appropriate and we were able to get you know monetize that so we could have more funds for the school or have more salary for the bus drivers and I also like your point was Dan about the school buildings that we have

083millions of dollars in those school buildings so maybe we could push the mold and try to do advertising on our buildings now again these are all with partners that are respectful and would be appropriate in the schools but just trying to think outside the box and other things that we can do to try to make sure we can hire enough drivers so that our kids can get to school on time and then third last point last question is would the board of directors support schools creating programs that reward bus drivers as well as reward students for positive conduct on the bus because we all know to be a bus driver they have to put up with a lot and how can we make sure that our students are behaving well on the bus so that

084it's not a deterrent to bus drivers thank you all right thank you would anyone else like to come forward if I do anyone anyone will I know Jim will get it with his Estell Getty and Hannibal Mr T was always my favorite um okay well we probably haven't used but maybe two minutes of our 15 so we we can go ahead and move forward so um we'll move on to our consent agenda for the evening items a through I would say w but then people would think that W is the last letter and not uu so a through uu Mr Turner with our Treasurer report thank you madam chair I recommend the board to approve the recommended action consent agenda items a through uu as presented with the treasures report given Now by Mrs on

085the shield okay thank you um we began the month with a cash balance of 42,1 120,000 our revenues for the month were 5,858 th000 our expenditures were 13,670 th000 we had a net decrease in cash of 7,811 th000 our ending balance is 34,39 we a couple of um highlights it really has been a quiet um start of the Year from a financial perspective we did receive about 837 th000 in occupational license taxes uh our expenses now if you're looking at the comparative report you'll probably notice that the expenses um that are reported through this period last year look higher but that is because because we have a little bit of a timing difference or an imbalance in the number of payrolls that were processed at that time last year there was one extra because uh

086the month of September had an extra payroll date in it and this year um it did not so we'll catch up with uh all of that it'll be more imbalance by the end of December um so it'll continue to show some higher expenses um beginning next month we I am expecting that our seek payments will be reduced by approximately a half million um perspectively until they uh submit they provide us with the final seek numbers we still have second month Ada and um some other estimates that they make will get that final seek number in March somewhere around March April time period um the and just just wanted to point out the spending for the second tier of the coid grants was accomplished by the 7 SE September 30 deadline our debt service payments for

087the month were 651 th000 and I'd be happy to answer any questions that you have any questions for Mrs shield on the treasurer report or any of the other Financial reports she you provided to us earlier this week okay seeing none um we do have our recommendation for approval of consent items a through uu do I have a motion motion is there a second SEC okay motion Mrs wolf second Mrs Young are there any questions on any of these items uh for Mr Turner or any of our staff item G Mr Turner did we find out your question was about a tap in fee I'm not sure if we got the response yet from the county Jo Joe are you familiar with that regulation if we're at Kelly Elementary yes we there's County water down

088there now and we're going to be tapping into that and then decommissioning the uh the equipment there is there a tapin fee that we'll have to pay yes um Emma telling me that's close to $40,000 tap fee from is that included yes it's included in that it's included in then that was my question okay great thank you thank you anything else on any other items on item U you is that a is that a onetime fee or once a year fee it's it's like a subscription service so it's an annual fee so it's I can answer that one I know it's once a year yeah okay it's confused and trust me it's a lot less than you would have to pay a person to try to do that work I wasn't I wasn't disputing any

089of that just didn't I couldn't tell the way that was worded our e- meeting service this policy service those are all like subscriptions that are annually renewed and then on item J with the LED lighting which I think is great will that be happening with all the stadiums eventually Mr Razer are you aware yeah I could speak to a little too um we uh we did a lighting study with the the major lighting contractor to uh to see where we were our foot candles and requirements and based on the age of the Lighting systems um which is normal protocol for what we do and once those age out then they're replaced certainly they're they're on replacement cycle and this was the first school that had aged out but that that's a normal I know it

090was first because of the issues we had with the stadium lighting not this fall but the previous fall correct where we had a actual failure of the of the system substantial failure yes yep okay thank you thank you Mr Razer and then on item double P um is that do they will will they not accept um private insurance or um self-pay is that Medicaid only will they only accept yeah no I'm sorry that that's not healing Haven I'm sorry I don't have it pulled up it's I it's item see it's it's meb's counseling yeah M rubman Medicaid only okay that's all I have thank you Mrs Young anyone else anything Mrs wolf any questions okay if there are no more questions we have a recommendation motion and second all in favor please say I I

091I any oppos hearing none motion carries we have no old business uh to deal with this evening so we'll move right along to new business item a stien for certified teachers covering classes during planning period for the 20232 24 school year Mr Turner thank you madam chair I recommend the board to approve the recommended action new business item a stien for certified teachers covering classes during planning periods for the 23 24 school year okay we have a recommendation do I have a motion motion Mrs wolf is there a second second Mrs Young thank you um this is what we did last year so anything else that we need you would like to point out specifically Mr Turner this is the this is the third year of of this uh we have done it the last

092two years um I know uh we had some conversations with uh Mr Reed and working through this process uh to come to an agreed upon am Mount which is essentially based on an average teacher's salary um what would their hourly rate be so trying to approach that uh so it's appropriate for the staff that are helping to cover this would only be used if we don't have substitute teachers that are available um to cover classes um unfortunately that does happen at times and it it just allows a process for us to compensate a teacher is if they're going to be covering a class losing their planning period really we compensating them for doing their planning work outside of school hours any questions okay hearing none with our recommendation motion and second all in favor please

093say I I any opposed hearing none motion carries uh Item B Panorama education license Mr Turner thank you madam chair I recommend the board to approve the recommended action new Item B Panorama education license as presented I have a recommendation do I have a motion motion Mrs wolf is there a second I will okay thank you I was going to if no one else was just so we could discuss it um Mr Turner uh thank you I think we have uh Dr de Wilders going to step forward to share some information uh with the board on Panorama education details stapled that wanted to discuss with you where's the game it's at Boon oh is it we're winning at half time so so trying to get over there um we're beating High which is always good

094so and I know I've talked in the budget committee about you know the Panorama as well and I wanted to just report from Mr dooing who's one of our who's my who's one of our assistant principls Mr ding's been an assistant principal RI for 12 years previously he was an administrator in Covington and then he also worked in Phoenix so just he wrote he wrote a little bit I'll just read some of it he just said I used Panorama daily to inform my work on identifying struggling students and connecting them to available supports in my experience it is by far the most effective means to do so and therefore I believe allows my team and I to serve more students with increased Effectiveness with Panorama I can effectively identify students who need academic and behavioral

095supports connect these students to resources that be best fit their needs quickly filter all areas of student data to get the information I desire excuse me and analyze the social emotional feedback from students to provide the most appropriate support both individual individually and schoolwide you know one thing you talked about is kind of you know that student voice there is a survey that that is included with this you've probably taken it that students can opt out of as well and parents can opt out of but wow you know just to be able to hear that student voice you know you know just to be able to see we talk to our we talk to our teachers all the time on you know how does kids feel in our building and you know we don't really

096know what that what what that how to quantify that and until they take the survey and so we talk up we look it's data it's data that we use you know I know we use it at I know our other schools use it um and that's just the survey portion the other part is just again to help identify kids that are struggling we have kids as you guys know that transfer in every sing day you know we had eight enrollments already this week you know and we're we're right at we're pushing 2100 students and we may not have we may not know some of the struggles and barriers that these students have and all the data because I know that that is a concern but all the data is already data that's stored in infinite

097campus somewhere shape or form it's just raw data and when time is of the E Essence that you know to to get these kids connected to the the resources they need or to find out you know that they're struggling or that they're behind time is of the essence and this takes all this raw data that is that is available to us and just puts it into one succinct um you know into one succinct thing you know resource that we can use and I know in budget they did we did discuss the idea that it there is a plan for sustainability for the next couple years um I know that that was discussed in the budget committee as well you know and I know that's a concern you know we we talk about that a lot

098in in the budget and I understand that but you know I do know for you know the immediate time we came into this year thinking that we were going to be using it and we haven't had it really at our at our fingertips uh this year so you know I like I said I do have to leave here in a second because you know we're we're about to start coming out of halftime but I would really really appreciate the board to really Recons to consider you know accepting Panorama as a resource you know there's and we talked about it there are hard conversations that are going to have to be had and you know I understand that and I understand the financial we saw that at the budget committee but I'm telling you this is

099one that if you look price per kid and those type of things I really think when we really want when we want to when we want to really help our students this is one data this is not data source excuse me this is one resource that kind of compiles everything and I know in all the work that you guys do in your private sector life you know getting data into something that's usable is very important and that's exactly what this resource does and it helps us but ultimately it helps us connect to those 21 you know 21,000 kids and my school or 2100 kids so I don't know if you want me to take any questions or does anyone have any brief questions for Mr schaer we appreciate you coming we appreciate you speaking and

100thank Mr oh I don't have a question I wanted to make a comment but you can sit or go or okay yeah I mean I'm probably not going to sit I'm just going to grab my stuff well go Raiders I do have a question yeah if it if it came down to it in years in the future would whatever ri's portion of panor pan Panorama is yeah yeah um is that something that you would take out of your site base to keep doing you know I think we could look at different funding sources you know if site base is appropriate or if you know because it is a digital platform if KS um you know there could be some underfunding sources with our whole mtss work that the state is talking about through right now

101I kind of see Panorama not a kind of I see Panorama as like that Lynch pin for that work that the that the state is you know going forward so you know I see value in it to where if it came down to like hey you have to pay x amount you know we would find a way to to to do that yes sir because I do find that value in it right good to know go Raiders right go Raiders Dr deweer I just want to interject before you start um I do sit on the tnl committee with um Dr Brown so we've been hearing all about panorama and I guess because we are on the committee I get a lot of mail phone calls stuff about it and I and one of the big

102things that they mentioned to me is um well a couple of them mentioned to me is comparing it to my military experience and how you know I've seen some things that are pretty messed up so they don't like Panorama so this they're equating it to that well I decided to look at Panorama through those eyes and I was thinking in terms of 20 years ago when I exited the military and I was given a file of medical records that were probably about this thick and it was all paper and 20 years ago you had to take these medical records to every doctor's appointment you had to take them um everywhere you went and if you went to see another doctor you got more to add to it to take and then your the next Doctor

103you saw had to take that entire stack and go through look at it it was very inefficient throughout over time they've been getting better with that and so I kind of look at it with um what the va's been doing with their electronic health record modernization program which is very similar in concept to Panorama and this program has been changing the lives of veterans and their medical care and what it has done is it has taken all of these Specialists that these vets go see not just vets actually service members and it has compiled all of this into one system so now when you go to the doctor as a veteran you can go in and your doctor can pull up a dashboard and they can see everything that needs to be seen to help

104you um I can't tell you what that's done for the veterans community to have that kind of accessibility for a doctor especially when you're seeing a new specialist it's very important and so I kind of looked at that in contrast with what we're doing here and there were a couple of similar things that um I made note of one was um the VA has to deal with a staff to pupil ratio just like we have to deal with a staff student ratio um for us it's around what is it 1 to 300 if you're looking at guidance counselors Heather what what is it one to 25 supposed to be what is it but what is it okay so 1 to 370 and that's just guidance counselors that's not counting what the principles are dealing with

105and the assistant principles which that number is significantly higher that's a lot of kids to keep track of it um um there's also limited funding um so we have the need for all these guidance counselors to kind of lower that ratio but we can't afford it so the technology though costs less than personnel and that's just the reality of it so this is actually going to help maximize their time and put all these resources in one place so they can serve more kids more efficiently um and there's a lot required of one person in a professional role in both situations meaning these people wear many hats so something important can get easily missed and the Panorama kind of keeps that in out you know from happening and in both situations there's a lot of data

106to process for a person receiving a service and I asked Dr deweer to kind of give me a example of what a student file would look like in paper and this is not this is just a regular student so this can you imagine if if you're a parent you don't want your kid missing something important or because they have to flip through pages of stuff where they have to go through different databases to find things and put data together it just it really helps streamline a process that can really help a lot of kids but the VA really did a good job in addressing all of those issues in a very similar way to what we're looking at doing here with Panorama and the big thing I ask myself after I looked at the comparison

107is what I want for my kids what the va's done for me and the questions hands down yes I would want my kids to have it now my kids are not special needs kids they're just average everyday kids but what I'm finding from people in the community reaching out to me is that those are the kids that are actually getting most benefit out of Panorama those are the kids that would fall through the the cracks and situations because they're they're not on a radar already so they're getting picked up if they have um I had a principal tell me that there were kids that just felt rambunctious in class so the assistant principal will go and throw a football with them just to kind of help them refocus um kids that do not have any

108contact with people or feel alone or that nobody's paying attention to them this gets identified and so teachers and administrators are able to reach out to these kids and and help there we have situations where there're kids like like my daughters that you know seem pretty normal you know nothing I wouldn't Peg anything psychologically wrong but there have been situations where kids have been picked up in this survey process that are cutting themselves self harming there's a lot of stuff coming out of this process that is I I really say saving lives and I'm not just saying the student lives but when you're looking at when you read books on mass shootings and you read books on teen suicide and you're trying to learn how to best prevent this stuff this is going to be

109one of those tools that's going to help with that and um you know and I know like there's a concern you know I've heard of concerns that this is going to take away from teaching I can't see that I see it enhancing that um the opportunity to where teachers can actually focus more on the curriculum and the skills more so than the other stuff they have to deal with there's concerns about the survey but the survey is opt out you can opt out of it if you don't want it opt out it's that simple um but more parents want it than not um and then there's the concern about data security and that's always going to be a concern I don't care what the program is that's always going to be a concern and later

110I'm going to talk about a proposal about a technology task force that I'd like to see us possibly create as a board um and then there's the concern about cost now that's probably the biggest thing I know um I bring it up frequently and thankfully I've been hearing the language we need to hear that there's going to have to be decisions made next year that will aggravate some people but um we want to make sure that you know if Panorama is what you all want that it is a priority and that you're going to find ways to fund it because I would hate to put this in place and then not be able to afford it and pull it away because that's not fair to the kids so but I have received pretty much a

111fair amount of feedback on this and I would have to say hands down parents want this Educators want this it's I I this is probably the most feedback I've had on anything and you know and I'm appreciative of that because that's important to know the feelings of what's happening in the school building so that's all I really want to say on that I'll pass it off to Dr deweer but that's my two cents on Panorama thank you for that I think that analogy is a really good analogy and I just wanted to highlight what you said just in a nutshell that this tool does give teachers and counselors and practitioners time with students because they're not spending time trying to assemble all of this important student data in order to put the invent interventions that

112are in place that will be part of the mtss system that we built um we do have a few other staff members who would like to speak about their experience with it but before we do I wanted to get into this document that I gave you because I think I want to um be able to answer some questions that are out there and to talk about some changes that have made been made with the contract actually over the last couple of years oh c couple of months excuse me it seems like years last couple of months um the cost has changed it was $200,000 but we pro-rated it now because hopefully if it is approved tonight the contract would begin tomorrow we'd initiate it tomorrow so now it's down to 155 from 200 so want

113to point that out um also our board attorney has done a lot of collaborating with panorama's legal team to make sure that the language for the security piece is super tight so of course she is here tonight if you have questions about that it is in the language that you reviewed the contract in your packet um also I wanted to say that as Mrs wolf talked about we've discussed this at tnl committee we've discussed this some at the budget committee it has gone through all the Committees and we'll continue to go through the Committees Mrs wolf was kind enough today to provide us with some questions that she's received and I'd like to be able to answer those questions I think they're good questions I love that the public is asking questions and if you'll

114go to page two the five questions that are listed there I'm just going to read these into the into the record just to make sure everybody understands what the actual facts are and what how we answer these questions the first question what are accessibility requirements and procedures for each stakeholder student parent teacher principal all the levels of mtss interventionists and the court and the answer is accessibility will be given to Administration counselors and any teachers that are involved in the child's learning plan meaning if the student has an ILP individual learning plan then the case manager would have access if the student receiving tier three services then the interventionists would have access to the child's information no one else will have access and these permissions of these permissions and these permissions are locked down at

115the district level these are the same standards we currently have in place for Infinite Campus access it's no different if you have questions just stop me otherwise I'm just going to keep reading number two what's the process for data correction if the student or parents believe the data is incorrect or biased answer we will approach this issue on a case-by Case issue just as we do when a parent disagrees with a student's assessment grade in that case we listen to the parent concern and if there is evidence that warrants a change to the grade record or data point we will gladly make the change we have always dealt with with this as Educators it's no different yes mistakes are made sometimes and we will change the mistakes given that the evidence is shown that that

116the mistake is there number three what are the limits on transmitting the data to subsequent K12 schools in and out of the district private Charter in parochial schools trade schools H school districts or H School parents answer the information in Panorama is not released as part of a student's records request released when the student transfer only if the student transfers within the district will their Panorama account and dashboard stay intact as the district responsibility to meet the needs of that student transfers from the prior school to the new school and the new school will need that data to effectively meet the district requirements and responsibility I think I also wanted to point out that the data that is in Panorama is only transferred One Direction from Infinite Campus to Panorama we don't transfer any data

117from Panorama anywhere else it doesn't go anywhere else number four transmitting the data to subsequent teachers and interventionists tend to bias these folks against a struggling student how will damaging history be expunged when a change in maturity occur answer I believe a paradigm shift is needed here we should not ever view historical student data as quote damaging unquote to a student's profile the data fields we are referring to are not subjective they are highly objective guarding against teacher bias teachers are researchers who care y examine objective student data points from previous school years and look for patterns and Trends to inform the expert decisions they make in striving to meet student needs which are highly complex if you look at the next page we have a list of the data fields that are pulled into

118Infinite Campus so you can see these are objective data points they're not opinions they're not biased if anything we use this subjective data so that it fights our bias we all have implicit bias but if we didn't have these objective points that's where we make mistakes and that's where we make judgments that aren't based on anything anything but feeling we don't want that that's another thing that Panorama helps with last question number five most important the policy must require Panorama to destroy as outlined in their license agreement all accumulated assessments except academic when a student leaves the district for any reason graduation Dropout attend another K12 school and the response is when a student leaves the district we no longer have the data because their account is suspended as soon as they withdraw chrisa Decker

119reached out on our behalf to uh p to get a statement she provided these five questions to them and this is the statement that you see and I'm going to read it into the record right now as a threshold matter please know that Panorama takes its obligations regarding the student information with which we are entrusted with the utmost seriousness and with strict compliance with all state and federal laws it's why we have proudly taken the student privacy pledge which sets forth rigorous student data projections including the express obligation not to retain student information beyond the time period required to support the engagement or as is authorized by the parent moreover our client information policy which is specifically linked and embedded in our proposed contracts with Boon County highlights among other things that we treat personal

120information received from clients as confidential and implements administrative Technical and physical security procedures reasonably designed to protect the personal information stored on its servers which are located in the United States we encourage anyone in Boon County who is interested to thoroughly read the policy as for the specific questions posed if a student is dropped from the school's roster data that pan receives that student will no longer appear in our application as to the historical data associated with that student note that both the law and our contract make it very clear that this data is not ours but yours so we take direction from you I think that's very important I think there's some misund understanding out there that somehow Panorama now owns this data they do not it is our data they will do with

121it as we tell them to do once you request the students data to be deleted it will be deleted as noted in our contract for example in a manner consistent with media sanitization practices described under industry recognized standards we hope this answers your questions if not feel free to reach out we are happy to answer any questions that you or parents may have so thank you for allowing me to read that into the record do you have any additional comments or questions about any of that if you don't we have at least three other staff members who have agreed to speak tonight I'm going to ask Jennifer Miller who our assistant director from special led to talk about her experiences with Panorama good evening um I have the pleasure of working with a um really

122hardworking staff I have a pleasure of um leading the our professional Learning Community um teachers both from teachers that work with students with emotional behavioral disabilities and also um students with autism and they work in our special classrooms and we meet quarterly to kind of look at student data and then also plan instruction and Panorama has been a very vital tool in that work um we are able to quickly look at information about the student look at their academics look at their attendance look at their behavioral patterns and also um any survey data if they're older students um to kind of plan our instruction and really Target those non-cognitive competencies that we have as standards in Boon County schools and it's really allowed us to kind of individualize and look at that data quickly and

123effectively um as I've talked to they've talked to me a lot about Infinite Campus is wonderful but it's very um tedious to sometimes get information from so teachers are having to click in one area and then click in another area and then click in another area where Panorama puts it all on One dashboard so you can quickly scroll through and see all of that data in one place and see where maybe some um red is popping up that a student needs help in that particular area so we've seen it as a very valuable tool the teachers who have been with me we've um been meeting as a professional Learning Community for about three years now and the teachers who have been with me last year and then this year we you know excited about continuing

124to use that tool and then we're somewhat disappointed we had our first um meeting uh this month and at the beginning of the month we were unable to use the tool because it hasn't been updated with um the current student information so it it made our work a little bit more difficult because then we're having to click through the various portions of infinite campus in order to get our data so that's kind of my experiences with Panorama I also use it as a professional um when a parent calls me with a concern I can pull up their their students information and I also pull it up in infinite campus but this kind of gives me two perspectives where I can quickly talk to the parent and kind of get some more information about their student

125at at the district level it's a little bit a faster of a snapshot for me and uh really helps me with my work with um parents do you have any questions for me next have Kelly Smith principal at North Point we weren't able to get out of it Kelly you can't either well I am a huge data nerd um anybody who knows me will tell you that when Christa sends me anything I like get a little geeked out about it so I do love Panorama um it puts the data at our fingertips in a way that I can't do on my my own I feel like if I'm not using a tool I'm not able to make these database decisions that we know we need to be making for our students and without a strong

126tool we're really just hoping and guessing that what we're doing is right and that it's impactful and so I really do appreciate being able to look at everything in one platform and being able to manipulate data in ways that I couldn't just making like hand created spreadsheets and things like that um as far as the survey side one way that I just wanted to share one way that we've used the data at North Point and we um gosh I hate public speaking I don't like getting up here doing great doing great I know right I I was hoping to get out of it no one of the things that we noticed when we were looking in our data is that our students were really reporting that they were struggling with like grit and growth mindset

127and um perseverance when asked what you would do if you were facing a challenge a very large number of our students said I would give up I would quit and we're like well we don't want that for our students and when we're looking at like our portrait of a graduate and we're looking at the world class citizens that we want to create we know that they're going to have to face challenges and we know that they're going to have to learn to persevere so we're like how are we going to instill that in our students so one of the things that we did is we just uh we purchased a cheap toolkit from KSC about growth mindset and it just had some really simple lessons that we could do with students teaching about the plasticity

128of the brain and about neural development and it had some very easy um professional learning we could give to teachers just about how the feedback that you give to students can be super impactful in their mindset so for instance we all want to say oh my gosh you are so smart you did great and that actually reinforces a fixed mindset but if we say something like you know what you worked really hard and you used a great strategy and next time what would happen if you use this one the research on how that impacts a students growth mindset is is very kind of astounding and not only their growth mindset but also their performance and so we were able to use some of those strategies and we increase our growth mindset in grit scores by

129nine percentile points in just a year or two just from a very very simple shift and the way we're talking to kids and so that's one of the ways that we can use that whole school not just looking at the individual but looking at our Trend data as well so if I have any questions about that no but it explains why Mandy's always referring to a new [Laughter] strategy thank you and I think we have Kathy gutzwiller bringing us home and she has a slide deck she's going to share with us I thought she was gonna jump up and talk about the tap in fee she looked like she really wanted to talk about that I'm just excited about the tap yeah I bet you are so we I have a little presentation that we

130created um Panorama at Kelly is not only used for the data we actually use it to drive oural program so we do not have a purchase program at Kelly what we do is we take the we take the data we look at how our students are feeling and if you look here you're looking at one of our clubs that's our soccer club based on the data we have created after school clubs yoga club which is mindful yoga to help students that are in stressful situations social skills soccer we we're teaching kindergarten and first graders how to socialize soccer is not really what they're learning they're learning how to be teammates they're learning those interpersonal skills we also created a schoolwide club day because of Panorama we realized that some of our students felt left out

131we had about 65 70% of our students coming to after school activities they weren't the 40% they did not have access access to after school activities So based on the data that we were getting and talking to our students we decided to do a schoolwide club day so once a month we have schoolwide Club day every student in Kelly Elementary gets to pick a club of their interest all hands- on Deck so every teacher all Paras custodians everybody is hands- on Deck to lead a club so all of our students are part of a community and not only part of their community that they're interested in they all are and they'll tell you they think clubs every Monday it's the last Monday of every month and we are increasing supportive relationships where they're developing relationships

132not only peer-to-peer because some of the clubs are K through five I have a leadership club and we're doing a service leadership project and my I have fifth graders all the way down to second graders and they're developing those relationships with each other and then they're also developing relationships with um teachers and other staff that they wouldn't have otherwise known we also be based on our Panorama data we started the um zones of Regulation with the goal of all students being able to regulate now every student at Kelly when they come in they do a Zone they come into the school building and they tell their teacher so K12 they actually have popsicle sticks and if you didn't know what it was you would not but they come in and they move their popsicle stick

133and it's either a yellow a red blue or a green and if a teacher sees red we know immediately need intervention and this this was a result of the data that we were pulling because we wanted to make sure that our students were social emotionally supported when they walk in the building they can actually do it midday and if a red comes up and we see a red the teacher knows and it's discreet for K through two and then 3 through five we actually have a Google a Google form that they fill out when they come to school it's just part of their everyday routine to let us know if there was something that happened we can get to them right away so they don't sit sit through this the school day without getting that

134extra support so according to Panorama our last survey we ranked in the 99th percentile nationally in the area of emotional regulation and that's based on starting that zones of regulation on a daily basis with every student every single day and our next and I don't know if it'll Play We this is just a sample of morning greetings they it might it or may not play but every day each classroom they do a it's okay we'll just move on from it so we do morning greetings along with our zones of Regulation and then if the next slide now according to P we rank in the 99th percentile compared nationally area of having supportive relationships the survey does ask do you feel supported at school do you feel like somebody do you feel like your teacher cares

135do you feel like you can learn it's questions and how they feel about when they're at school and I think it was last year the year before we had one student who felt ostracized he didn't fit in anywhere because of that data my counselor was able to put a small group based on his interests and then the next year we're at the 99th percentile we didn't have any students and it was that one and it we didn't have to single him out we created a group around him so that way he felt supported and he didn't feel like he was left out and ostracized we use this data for like all of our programming so just bottom line Panorama guides areal interventions and we just presented um my counselor and I just presented at the

136Kentucky uh the Kentucky school Counselors Association Heather was there we presented our seal Club Day program and all of that was based on the data that we pulled from Panorama Panorama it it supports what we do at Kelly and to Mr Parks to your question that You' asked Mr Schaefer would Kelly be in we would be in to pay for our part of it it's that important it's that important to our students it's that important to our families because if we see those red and it's if somebody seeing red the parent may not know they're feeling that way and that phone call midday from a counselor it it means everything to those parents too because they didn't see they didn't know that they were feeling like they were hopeless or they didn't feel something's going

137on and that phone call to that parent because of that data were able to support kids and support parents I have a quick question um with all of that hard work you all have been doing how would you say that has impacted the classroom like has it made kids more attentive have they has the educational time been more absolutely it's because they have those deep Rel relationships with their teachers when they have those deep relationships and they don't feel ostracized or bullied at school they're not concerned it's a safe place to be and we are able to create that environment based on looking at that data so when they do walk in and if they do walk in and and recently a red was unfortunately their the child saw their dog get hit by a

138car before school started and of course they came in and put it red it's not always it's bad but not bad where you know you're worried about children's telling sto stories it was read we were able to get to that child immediately and he she wasn't sobbing all day long you know thinking about the dog were're able to get in so was she able to reach curriculum that day yes and I think we all we all agree if a student feels safe emotionally safe physically safe everything that we're doing at school they learn but if you're sitting there in the classroom and you're worried that your dog got hit this morning nobody knows I don't know who I can talk to or you don't I didn't get to go to Club everybody's excited because they

139were in chorus yet last night or they're in the power of 10 or they're in LEGO League what club are you in and that child sitting there because Mom doesn't have the means to get them back and forth after school we picked up on all of that because of the data and if they're not concerned about those things then yes they are they're hearing instruction they're in and the connection for the teachers too I mean it it it it helps us too Club days it's not only fun for kids it's fun for teachers and I always know I have to cap mine because soon as they know which club is mine it fills fast and I we cap it because we only want 15 students so that re that relationship building and we change it

140this year we're changing it in January so they have to change their Club come January and we tried it last year and it was wildly successful so yes educationally instructionally they are they're they're more invested because those things that they're worried about before we had this data that we didn't know they were worried about we didn't know now we do and we can address it during the day and after school at times too thank you so much so I guess it's just the final ask we just ask that you give us a vote of affirmative so we can move on with uh implementing this uh really important tool as you've heard about any other questions I have a couple that just occurred to me um what about and because I get elementary kids are pretty

141I don't it's it's sometimes easy to get them to kind of go along with things like that but what if you're in a school where there's a large let's say Latino population who may not want to answer your forms about how they're feeling or their family life or anything like that they they really have a an anxiety about any kind of information that they give over to authority figures I think that that's an excellent question I think that is I think one of our growth areas in this district is something called culturally responsive practice you know that's that's a term that's thrown out there but that's exactly what you're talking about so when we're giving these surveys to multiple cultures because we have multiple cultures in the district we have to become equipped as practitioners

142to be able to use culturally responsive practices to address them appropriately because cultures view these questions differently some of them are more open cultures than others um I the only way I can answer that is that it's a growth area for for us I don't know if any of you would like to say Kathy this is kind of your area do you have anything to say about that oh pleas do come up please come up yes hi I'm April Hoffman one of the school counselors at Collins Elementary I think I can speak to that a little bit because we the information the data that we get is only as good as you know the kids understanding this survey so for us it's really important when we give the survey as counselors we go into the

143classroom and we actually read the questions together we answer any questions we have a lot we have a huge population of English language learning students and so we go through talk about some of the vo vocabulary and thing that's things that are in the survey so that they are clear on what we're looking at none of the questions I know you mentioned like possibly like home life and things like that none of the questions in the survey actually ask about that it only asks about supportive relationships do they have a supportive adult at school that they can count on and go talk to do they have a supportive peer that they can talk to and is there a supportive um adult family member or friend out outside of school that they can count on all

144it's looking for is do they have someone that they can turn to all of the other questions are things having to do with um the our goal as a district right to become um have students who are ready for college career in life so these are all skills emotion regulations um questions grit mindset um goal um growth mindset um I said emotion regulation right self-awareness things like that so these are all skills that we really want all of our students to have so that they can be S successful in life and so it's so powerful for us as counselors because we don't have a lot of time as counselors in our district we do wear a lot of hats being RC IRC chairs um working as gifted and talented um points of contact at the

145schools just a lot of lot of different hats so when we have time pulling an ad hoc to pull a report that might identify students in ic is not what is it's just not ideal and so to have all of this information at our fingertips where we have the students voice where they've been able to tell us how they're feeling and what their needs are and we have their attendance records their academics and things like that to get a whole picture of the student is just it's beyond powerful so we just love this information it helps us to figure out what small groups we want to focus on and how we can best meet the needs of our kids it's just it's wonderful and we're very thankful that we've had the ability to have it

146and we hope we continue to did that answer the question yes I have a follow-up question yeah it may or may not be for you specifically but um let's say there's a young lady that moves from Cincinnati public schools who is African-American has a very traditional name and feels like maybe that our staff doesn't respect them enough to learn how to say their name and and they put that in one of these surveys what happens after that do does that does what's the like say you're in let's say R High School what what logistically happens from that that that student has expressed that specific thing who comes to see that student so with the data all of it is a rating scale almost all of the questions there's only one question where students actually fill

147in in any information like typed in and that question is asking them is there anything else we can do as your teachers and staff and things like that to help you it's just open like that um a lot of students will write things like I don't need anything you're a greater you know things like that but we did have concern about it because those questions don't show us who actually made those responses so if we there was concern about a student who maybe was seeking help how would we know who that was so we don't even have access to to whose responses are what and those um things but we are able to reach out to Panorama so if there is an emergent situation we can definitely do that um I feel really confident in

148our school all of our teachers are wanting to say their our student names correctly and that wouldn't be an issue but should there be any issue that a student identifies in there we're going to work hard to find out who it is so that we can get them the support that they need and help them that question question that you said was on there about um do you feel like you have an adult support um what if the answer no so do you know who that person is that answered no we do we do know that so it would just it's not every specific question we don't get to see what how kids answered it's the um a general area of um supportive relationships and how they scored in that if they're like yellow we

149need to maybe be concerned about them red this is a kid who feels isolated and doesn't have anything so we don't know their um direct answers to each individual question it's just in that growth mindset area how are they how are they scoring there right is the the last question that kids type in their answer that comes to the school anonymously they get a spreadsheet and if there's something that comes up the school usually contacts me and then I have to contact Panorama and say we have a concern we need to identify what student this is for example we've had students that say please help me we don't know who that is we don't know if it's whatever it is so we contact Panorama we tell them in the spreadsheet what row that is on

150and then they can because it's all random they have to be able to tell us what that is and then I reach out to the school and contact them privately to say this is a student that said that comment because most of the things we want kids to have the autonomy to say things and feel comfortable they're not going to be penalized if they say something like you know Mrs stacker is stupid right um kid but we want to have kids to have a voice and feel safe but if a kid says I need help we have to be able to say Kristen needs help so yes we have the ability to address needs when they arise so each guidance counselor has access to that spreadsheet thank you can I answer and it's it's kind

151of look at it like when you do a job interview and they give you those interest inventories they don't just ask blank questions for belonging you have multiple questions on that one topic so it's giving you a rating so as a former counselor and I work with the counselors very closely that's what the counselors are looking for when they go through those ratings because you can pull up reports of all of the students that are targeted red and then you can look at them individually to see how they answer those five or six questions that relate to that um competency does that make sense M so they might say no to one question but the other four they rated um better so then it's going to give them a average rating does if the district

152move for move forward with this proposal and and then into the future I mean what I'm hearing is there there's this very specific group of kids that I that I think about all the time I'm sure the board other board members do too and it's the kids in in the gap term um will this system software this culmination of data on the One dashboard really helped the district who admittedly over the last decade has struggled with the kids and the Gap make any movement um with having some better success or more success um amplifying the success however you want to put it with those kids in the Gap I'm going to say yes I'm going to ask hether this is really your area because of the mtss structure and the interventions that should come from

153it you got to come up to the microphone because it's on YouTube everybody right good evening um so as the mtss coordinator that's one of our top priorities is closing gaps and with this platform we are able to see gaps across all areas so in the past we've not been great at closing gaps as a district you know admittingly and it's because we've been siloed we having gaps in attendance Behavior academics but we've not been able to mesh those together to truly understand what's causing the gaps why are kids absent well there's five different reasons they're absent especially chronically right now and so this platform allows us to now look at different demographics grade levels um feeder systems and we can now um look at those different cross-curricular areas to start making decisions together to

154say okay is it an academic issue it may not be to close the gab we may need to help that student with behavior interventions that's why they're not making gains academically so we decide which interventions best fit those students needs um and even schoolwide for the gaps if we have a certain demographic of socioeconomic that's going to help us to see is it absentee is issues is that um they have more Behavior referrals and we can compare that data to determine well they may need some Behavior interventions but they also need help with being absent we got to get them to school we reach out to the family so the family engagement piece is huge in that as well um so that's I know for us one of our top priorities of the mtss system

155moving forward but this platform just again like everybody has said just allows us to look holistically at every bit of data so we're not going to miss the kids um and we're going to make sure we make the right decisions proactively for our students before the Gap grows larger so um that may not be for you I don't know the next question but you're welcome to stay up there if you'd like to I'll sit down I think you know we've heard a lot about privacy concerns and I think the district's done a pretty good job um addressing those and our board attorney's done a wonderful job researching those things some of the things that I think about though are a little bit I hate to call them any less or more conspiracy I don't know

156what the word is but what about let's say I'm Staffing a or I want to recruit some kids for an academic team and I just happen to look in the software and I maybe a couple of the kids are in the yellow or in the red what's to keep an instructor from making ill advis IED or shortsighted and no one would ever know it's not an invasion of privacy or anything like that but because the information is so easy and accessible what's to what's to keep in you know instructors from making decisions based on that in areas that they probably shouldn't be doing right I think I'll answer that two ways and first of all remember Panorama accesses only to the teacher of record the school counselor and administrators so if I'm an AC ademic

157team adviser I likely do not have access to likely but you know those are a lot of times teacher sponsors that run those true but they would only have access they'd only have access to their students in their classroom or under their care and secondly this may sound like kind of a simplistic answer but we have a code of ethics I mean these are questions that we deal with on a daily basis I mean we trust our teachers and our administrators to make ethical choices and when they don't there are repercussions um I can't pretend to say it never happens because we've had issues in the past where we've had to you know um to to do disciplinary action against people like that it's rare um but there are mechanisms in place I don't know

158if you want to speak to that Mr Turner no just saying the same thing you are Jim that there's mechanisms in place and it is an ethical issue and we have to trust our Educators and uh and let them make good decisions what they think is in the best interest of their kids and unfortunately there are a few few times where things may go ay and we have to you know take care of those issues and handle those in an appropriate and a professional way but I think that those are e ethical issues that we have to make sure that we trust our teachers our Educators to do that work that's why they're in the profession because they want to help kids I don't mean to make this the park show here I'm sorry if

159you guys have any other questions I'm going to keep talking though if that's okay I'm really I'm curious you know I will say a couple things my fellow board members I I ca I came in today and I we'll get to the tough part of the conversation in a minute but I I came in today pretty negative um about this particular proposal um and not because I have I I want the district to have the software I don't have any issue with the software I it's pretty easy to figure out Mr Parks is worried about the money um you know that's and I was feeling pretty worried uh all month you know that you know I'd hate to kill something that people really need and does a good job because of my own um I

160don't know physical beliefs or whatnot but hearing you know basically people that are a whole lot smarter than me when it comes to educating kids and knowing them personally and knowing how they operate in their profession and they are professionals and um I mean if they they they're basically saying all the things that they can do with it have done with it need it for um it's a it's a difficult thing because let's talk about the money the the money you had mentioned earlier that it's cheaper than it was when it was first brought to the budget committee but that's not necessarily the truth it's not cheaper it's just been prated based on the month of usage yeah so it's still roughly a quar million bucks year about $10 per student correct approximately yeah that's

161for this year for this year right what about next year uh next year I mean we're at the mercy of the company hopefully it'll be the same cost and not more but you know the reality is these are businesses you know they're they're out there to help kidss but they're out there to make money too and we've seen I think that Jenny and Tara and jod and and Kathy can attest to this we've seen all of these companies start to inch their way up with all of their prices so that's going back to our previous discussion that's why we are going to be confronted with tough choices and Panorama will be part of that discussion I mean we we won't leave it out of the discussion we can't we can't just say we're doing it

162this year and by the way we're going to do it forever now we're going to have to look at it up against other products and other wants and it's going to be part of that discussion too because it is high ticket it's a high ticket well I will I you know know one I I truly believe that a lot of the education companies are basically High grossing the Public School Systems um and and have Jack their prices way up and they're unfair vendors and players and I and I one issue I take with the ksba is making me walk through the vendor section and giving me credit for my state hours for that um I I've always been open about that's not comfortable for me and I don't think vendors should be soliciting School Employees

163uh to Lobby for their products inside public schools that doesn't mean that some of their products are not fantastic and we absolutely need them to make school public school happen um and I think that once you know basically eser dollars uh dry up and some of the other things that are happening that happened um and budgets get tighter the prices will come down if they want to stay competitive because software is software they're not the only ones that can produce it um eventually there'll be another company that says you know we'll give you a better dashboard with more intuitive graphics and all kinds of shinier new things that do better things and we'll do it cheaper and you know it's it's important that you and the staff are always looking for those cheaper options and

164I wanted to point out as you did already um you being one one of my people that I listen to a lot um because I I consider you a professional or whatever you you said in the um budget committee you know about the tough choices that uh Mr Wolf alluded to is this one of them next year I think it has I think if you go back to that priority chart Matrix that we were talking about earlier this is a high bang but a high cost so it's one of those things right now that we want to invest in because we know it gives us a lot for our kids but because it's a high cost it's going to have to be part of that conversation it'll have to be up there with the other

165high-priced items to decide can we continue this maybe we won't be able to maybe we'll find something that's cheaper and does the exact same thing because I believe that too I think competition is good and I think there are companies out there that are going to compete for this business um but it will be part of the conversation it has to be that's the responsible thing to do what would be the difference though next year I mean aren't we going to have the same um you know parade of Educators and professionals that come and say how valuable it is and that they need it and everything else yeah I think it I think it will remain a priority I'm just saying the responsible thing to do is to make make sure it's part of the

166discussion because we because we have things change over time so we have to make sure that the conversation's dynamic and we're constantly talking about it making sure that we have what is right in front of us and we're not making knee-jerk reactions which some of that system we talked about that we're putting into place will help us do so um I can't see the future but I I just know that and again if you guys disagree with me jump in here I mean they're all they all sitting back there but um I think it has to be part of the discussion I I want to remind every my fellow board members that um you know we we we've heard a lot from members of our community mostly for me um the same members of the

167community that I hear from on everything that we do all the time um every issue since I've been on the board starting with I I still have the note in my book saying WTF critical race Theory uh because I didn't even know what that was um you know I I want what I'm reminding my fellow board members is Is We I had this conversation with you guys about this program and I'm pretty sure we were at Cooper High School I was trying to find it on the agenda it may it had just been an informational point and at that time it looked like a lot of money and I think Julie pile questioned it as well she was on this board at the time and um and it ended up passing or whatnot and so

168I just want to point out I'm kind of the original person that questioned the software just because of the cost um you know but it's working it seems to be working the Educators as for someone in in my business data is important uh we need a lot of data to figure out what consumers are doing and I can attest to you know I think I had I counted this morning 12 logins to tell 12 different softwares that give me data and we don't necessarily have anything that puts it all together together and boy how easy that would be you know if you did or time saving wise um if you did and I and I I don't necessarily believe that the data is I mean I I worry about I Le I worryed less about

169some company when some kid's 30 years old accesses this program and says we're not going to hire you because you have you know 32 Reds color Reds or whatever the thing gives you um when you were in ninth grade but I do worry more about if a kid if a child wants to attend ignite and some data that may have been in there might cause an issue with which we already have some of that going on anyway um which is a whole another topic but um I I don't I don't I don't see the negative portion of the the debate as it relates to the software itself other than the enormous what I consider enormous cost for a piece of software that just basically coagulates data that part is hard for me to wrap my

170head around and I I don't know how how you all feel about about it but well we sit on the budget committee together and have for a while and you know as well as I know that's usually my bottom line question how much is this going to cost us and is it worth it um and yes it's being prated so the the cost right now but I guess what I'm thinking about is we've been in school now almost two months how much ground have we lost with some of these kids in the Gap that you're you know that you've mentioned are of concern which we've always been concerned about because we we h haven't um and and and I've said this many times too I hate the terminology close the gap I want to eliminate

171the Gap let's forget about closing you know we don't want to close it or narrow it we want it gone and um I have to look for where you get the bang for the buck and what's inflation right now we still hovering around eight or n% are you selling cars for the same price this year as you were last last year I mean it's it's all um it's all kind of a relative thing but I think where I see a glimmer of light and it's been a long time coming is serious discussions over where we have tons of software programs scattered all across the district that probably have an inch of dust on them and no one has touched it in 3 years and we're still paying for 100 licenses or or however many licenses

172and if we can dig deep and break some of these barriers to if you at my house if I'm not using it it's gone or donated or or whatever um and we've got to start using that mentality here and yes there will be uh push back it it will come because people have territorial U possession of of some of these things but if we're not using it or we're not using it to Fidelity then why are we paying for it and you might could drum up several thousands of dollars to offset Panorama next year H and the fact that we've been asking about it in budget you've been saying it in budget Jenny has been saying it in budget hard conversations are going to start happening and they really need to happen sooner rather than

173later and to figure out where is the waste uh where is the redundancy and rip the bandaid off you know if this is that important then well you're you're going to have to sacrifice here to have this if this is what we need um and um knowing that it it makes it more efficient for our counselors and our Educators and our uh assistant principles who generally deal with the discipline it it makes it more efficient that to them to get to the bottom line faster so instead of trying to co you know Bring Da data together from three different day I know I was sitting here thinking when you were talking about how many logins you have to do our systems are so compartmentalized I I have probably maybe not quite that many but maybe

174half that different systems I deal with to get the information that I need so but if we can make it more efficient and how we can collect and safely and securely maintain that that information so that our Educators instead of spending 30 minutes to get what they need they have it in five and they've gotten an extra 25 minutes of intervention time with a student to me that's there's a whole lot of things I think we could get rid of to maintain that and you know from from the community I agree it's it's a lot of the same things and I I do want to say thank you so much for providing that uh information to the board on information that was out in the community that was totally incorrect um and what really it

175is with Panorama and what it does I do want to thank our board attorney for the countless hours that she spent doing deep dives into that contract and wrangling to get a more secure contract a more beneficial contract for us and I'm comfortable that a lot of those issues with security and privacy are buttoned down now and we have recourse if there if there is a failure [Music] um but I I think that to me supporting this is is no is a no no-brainer um I regret that we had to pull it last month but it was wasn't ready because we needed that deep dive into the contract language um I I regret the time lost um but I think as part of that and you know I I think I don't know what you're

176going to bring up about your technology uh Force but I almost think that we we need either a working group either out of teaching and learning or out of budget or both to start doing some of that collaborative work on the Deep dive on where we can improve our situation and eliminate redundancy and inefficiency across the district yes you may learning support and this is huge credit to MaryAnn's team we do have a US report that every school and Elementary principles received theirs this week where it shows just for the month of September how many technology programs every student in the building was on during the school day the number of minutes calculated um and the the who's funding this is it district is it school what bucket of money is it coming out of

177and then um um what uh results we're getting from that any kind of evidence of of learning so the schools got that to coincide with the needs assessment so we're going to be doing a deep dive I know Tara and secondary are doing the same thing but Elementary it's and it was eye openening for principles the principles we're looking through and almost having like jaw-dropping moments because they had no idea the accessibility of the technology and how many students might have just clicked off of said program and onto something else so it gives this data I mean just a scrolling list of programmatic things some of which are free but it also that's there's an impact there from instruction you know if our kids during the school day are spending all of these minutes and

178Technology you know we have to lock that down and um again I know that was a deep dive from a tech technology standpoint but we're GNA keep this running list so we're able to see month by month what are our kids on how many minutes because in elementary not liked by everybody for saying this but especially in primary we're completely redoing how we teach structured literacy there's really not a a technology component in primary so the Chromebooks would be more station based incentive based reward-based something like that um so we our goal is to reduce the the minutes for kids on technology and that's all part of this process so anyway I just want you to know it's already in the works it's been rolled out this month these conversations already happening so and I'm

179happy to include anybody else on that but since we already have a good start on it it's just maybe worth sharing a little bit more that you refer to um kind of going in there the thing I was going to look at was a task force that looks like a functioning board committee with community members as well involved um just to review programs that have access to student data um to make sure that they're being properly safeguarded and that um they're meeting the appropriate needs for our district but putting you know Community voice in there too just for transparency sake and input because we do have um some people that you know like you know they do put a lot of input in every month on stuff but they are professionals and and you know

180in technology fields and they do know what they're talking about and and those are things that I think we can harness that knowledge and use to help us be better um but I think if we could create a technology task force that does that and then reviews a data audit and looks at different ways that we can improve or fix the problems that we see that's where I was going with that thank you Jenny appreciate that any other questions comments yes hello yes all right Miss Jan okay my question that I had for you was about exhibit B 2.7d can we read it because my my my my question about I I'll read it it's Panorama uses reasonable methods to ensure that no unauthorized third parties have shall have access to client data in its

181control unless written authorization to distribute such information is pro to distribute such information is provided by the student's parent guardian or the client so does that mean the school can give permission to give to to information to the third party over the parent there are very very very few circumstances that that comes up but yes the biggest the two biggest examples that this comes up is that for example um if the Cabinet for Health and Family Services contacts the school for a dependency neglect and abuse investigation a parent doesn't have the right to override the district's requirement to share information with them um this is just it it honestly doesn't provide anything different that furpa doesn't already provide it's just reducing to writing that Panorama that there are very few circumstances that the district can

182provide that authorization but our ability as a district to do it is completely locked down by law okay and it's really just to the Department of Education in very certain circumstances as well as the cabinet okay and then my other questions were do parents have access to the survey results they do huh could could you could you do it in the microphone yes there are parent reports that go home um they're sent out after the surveys to each school to handle as they provide to their parents so yes each kid gets a little snapshot of like they said the great the bands of like how do they feel for grit or emotional regulation so they have those answers for parents yes okay so what if survey comes back and the results say you know reduce

183that or deduce that the child needs help but the parent doesn't agree says no that's a parents prerogative okay okay so we're not going to step in and say no they need help and the parent says no they don't but it's not so it's the parent that's the parents prog they're the parents the teachers here to instruct give academics and support the student in the classroom okay and then this will be for all schools right because I've heard that not all schools do the Panorama surveys that's what I've heard is that true all do they all do it that okay I thought that was right but thens formal structure it be absolutely were schools do it that not okay but the option to opt out is still there okay and that's and that is notified

184to parents very well very well notified to parents right that okay and then are the questions the same for every grade level I mean for I mean elementary middle and high are they the same they're similar but three through five are exactly the same and then 6 through 12 they're just worded slightly different but our guidance counselors choose which questions we usee level there was some wording there that the kids did not understand right that that was my question too so thankfully to the counselors we met with Elementary group we met with secondary group and we review each question do you feel like the kids would understand this language and um the great thing is that we really drive that um survey so if we felt like those questions were not going to be comprehended

185well by kids we took them out or we changed the language in them because like you said it is very different from K through um four or five verses 6 through 12 so it starts at third grade yes ma'am first and second and are parents able to see questions before are are they able to see the survey questions beforehand I've heard some sometimes I've heard yes and sometimes I've heard no they okay that's all I had thank you I just have a question just to formally ask it are any of our questions going to address gender or sexuality no thank you followup made me think of something Mrs Young was saying so we have flags and Panorama that says this student is in trouble they need help but the parents says they're fine no they

186do not help need help and refuse his services do we document that with an officially signed waiver of services so we have it in the record so that if Heaven B forbid a uh sophomore student student commits suicide because they didn't get the help that they need um we would have record that we offered those services but they were refused I would talk to gu Tracy there's a counselor tab in ic what that allows to have notes put in there and they put very brief note contact was made to parent um resources suggested or you know Services suggested and then you can say declined but yes as a but we don't make them sign a waiver or opt out like we do for other things if they don't want to participate in a particular thing

187for whatever their reasons are which is their right but in the event that a tragedy occurred where's the protection for the district that I mean it may be noted but that's debatable when we do like a threat assessment or a risk assessment and we were questioning a child harming themselves we do have have a form that when we notify the parent they sign off that they have been notified and all of that in terms of this survey per se I don't know that we have had that situation come up where a parent says I don't want anything I think it's been mostly documented in ic through counsel notes and Tracy that's that's something we could easily formalize we could easily roll out that process because I agree with you that that's something that needs to

188be formalized and documented that a parent needs to sign off that they are refusing services for their child but thankfully we haven't reallyu that has not been brought to our attention that we've had that issue most parents are very thankful for the information and then they work together as a team on how do we want to help this child get through this some parents say we got it we're going to go this route and talk to our you know counselor pediatrician Pastor um some say no I want the school to help me and so then we step in that way and and I could see that but I'm just thinking totally out of the box what if no I think it's a great idea and um because how many times have you read stories about

189teen suicide and the parents said I had no idea to me that would be I I I just I can't imagine being in that position um of of the reason why I said that is because I've heard firsthand from many smart elic teenage high schoolers that have answered these questions not taking it seriously that's why I said that so if they answered it in a way that skewed the results and the par and got the parents and the parents got a phone call saying your kid is in trouble that's why I said the parent would be like no they're fine they fine and I I can see that that's the we reason why I said because I have heard firsthand that they took it as a joke we have had that and answered it and

190I think to your there's been a lot of a good way prior to this survey this more Wellness type survey in this District we used to give another survey that was called the resiliency survey and it did specifically ask specific questions about harming yourself and kids would do that and we had a 911 as a coun former counselor we would have a list of kids this big and we'd have to call home and be like blah blah blah blah and yes that did happen that's why personally as a former counselor I do like this survey because it's not it's not the questions are more of a holistic approach where it's not going straight to asking confusing questions that a kid would just check check check check check and get the wrong um impression of the

191student the other thing I want to add to that this is where administration of this survey is important it's important for whoever's giving the survey to explain what the survey is what's the purpose of it um so that they do take it serious like Collins was saying they go in and each counselor goes into each classroom and explains and they they um walk the kids through the questions oh I know the elementary ones I'm talking about the high schoolers and high school and middle school same thing it's important that the counselors do go in and the administration go in and say this is the purpose of this survey but I know you I know at the high school level you will always have a kid that wants to you know push the limits on that

192but that's why the call home to the parent is important and then you as a team create an action plan good good conversation um will we still pay for the resiliency study oh no we've not used that for several years how many years have we been doing Panorama this is we've had it our um we first had it for our title school so that started in 1819 and then the survey was begun 2021 I believe is when we started the survey when we didn't do the resiliency poll any longer that's when we started the surveys was through Panorama thank you and not the resiliency po um what what is the what's the difference in what we're suggesting from what we have now to what we're approving today well the difference is now that we have

193the full-blown mtss plan it will be scaled out to teacher teams and counselor team I mean it won't be just administrators and counselors utilizing it I think that's how most recently has been used now the idea is that all the teachers will have access and be able to make those decisions in timely manner in their plc's only a student's current teacher can see correct can they go back and see past [Music] results he like pant that um so historically like when this school year comes up and you pull up Christa Deckers here's Christa here's her attendance here's her grades in math science social studies but if it comes to my star or my search scores it will show since we've owned the product so 28 it can show my dots over time so you can

194see how I'm progressing or not progressing or growing historically on our Universal screeners um are um through um star Renaissance and our fast bridge data that updates every night so it it will show historical data on data that we have so if I'm a brand new student to the district there will not be any data there because we have no data on that student so it's just it has current time but if the students been in Boon County and there are Boon County kids it will show overtime same thing with survey it so it will show the survey result show yes it it'll just show yes and then you can look back if you need to see where they are um especially with guidance counselors if all of a sudden um last fall and spring

195kid seems to be doing all right on emotional regulation but this fall all of a sudden you see a dip you know something's different this year something we need to attend to something that something's going on with that kid or so or bit if they had problem from two years ago it'll be in there it will just show like a a DOT on if there's a dip it will just know something was different that year was an issue okay okay I I was just going to add the reason that's important going back to Caroline's analogy a doctor a point in time for a doctor one point in time doesn't do a doctor any good you know they want to be able to see how a student has progressed over time or patient has progressed over

196time and where they're going those TRC tiles and those trend lines are super important so I know there's some concern out there I think one of the questions it dealt with historical data that somehow that would bias the teacher it's not about biasing the teachers about giving the teacher that really important information to look for those Trends and then to react so just want to clarify that any other questions or comments yes do you have anything you want to add being a student who's done these surveys before uh yes I do have some things I don't if I want to mention it right now um but as a student who has taken the survey before I felt like like it's a pretty nice thing just to have something that lets you know how you've been

197checked up on during school like it it asks you how you're feeling do you have support and I feel those are very important questions especially I know I have I can't attest to a lot of people do not really take it seriously uh not not too many to be uh concerned of but just quite quite a bit uh do not take it seriously and kind of speedrun through it so to speak um but at the end of the day I think a lot of peers of mine have I I've talked to them because I I like to see how they react to such things and they said that they feel it's very wholesome so so to speak to have some like have the school staff know how you're feeling at any certain point um I've

198had a peer of mine who I admittedly um was kind of lazy and didn't read the questions correctly and when he was shown as the red or in in in Risk he was uh quietly talked to there was there was very discreet there was no sort of um big alert he was talked to and the situation was clarified out so I hope that's pretty uniform throughout the entire District um but with regards to how like everything else that it impacts I feel um that is very beneficial um I at Kelly with the club day that kind of pulled out my heartstrings because when I was at Long Branch we had a club day as well and if that's what Panorama allows a student to perform set activities by the discretion of a Administration or teacher

199to create an activity to better to like benefit that student in that specific area I feel like that would greatly Foster a better empowerment of that student both academically and emotionally and even socially um especially I feel middle schoolers as a transition period from elementary to high school you're going through a lot of changes physical emotional social maybe in the family family life you're going through some things I feel that in the middle schools as a demographic is very important to have some sort of stable survey connection between the administration of the school and the middle school students um but of course this applies to all grade levels um and all student types thank you I appreciate your input being well to share anybody else you're done last one me I got one I recognize

200you Mr Turner thank you I just wanted to uh make a final comment here with this and and I would ask everyone to kind of take a step back if you will um and then a comment about the the specific software during this conversation we've talked about multi-tiered system of supports for students meeting all their needs at every level uh in in different different ways uh about literacy reading for students the collaboration that's going on amongst our school district amongst our our levels uh amongst each of our schools and the teachers within those schools and then across our schools as well with our with our teaching staff um I think about the whole child conversation that we've had here tonight as well um budgeting processes um are we a school district or a district of

201schools um our strategic plan um I'm very proud of those conversations that are going on right now and I hope all of us see what's happening how our district is moving and how our district is transforming and taking on difficult issues and difficult topics and how we're putting processes into place that'll if we put them into place correctly as we're doing starting to do right now and moving forward with that those things will not go away that will be part of our culture part of our system part of how we operate um so I'm just really proud of the work that we've displayed here as a school district here tonight in sharing with this conversation and some of the other conversations as well um so it makes me very proud um and lastly the last

202thing I'd like to say is this is a tool that our Educators need so we need to make sure that we give it to them for the benefit of our students thank you okay we have a recommendation Motion in a second um all in favor please say I I I any opposed motion carries um chair I'd like to explain my vote please sure go ahead Mr Parks um as I stated earlier I fully intended to vote no against um this proposal today until weighing uh the what I consider some valuable opinions my original thought was just just simply the money um but hearing Mr schaer and and his colleagues here present you know present um if a if the largest High School in boom county says that they need it then they need it I

203will say though um and and what I'm about to say is criticism of um this board and Mr Turner I would like like to find money for a lot of things I would I've asked several times for a um an spdm sty board for rise to offer recommendations on how to bolster alternative education we have talked a lot about a variety of things and so far the only movement I I was we were all just at a preschool uh visiting and one of the things that sticks in my head is they it's hard for them to get ink for their printer and here we are $250,000 into a software expanding the licenses for users there are things that this board has to address faster and that I'm criticizing myself um along with us collectively and

204to say that we really need to get a handle on why there's more black and brown kids with disciplinaries why certain kids certain groups of kids end up at our Flagship schools and others end up at rise we have to get a handle on those types of things and they require money and focus and attention and I'm challenging this board to make sure that those affected students in the Gap who a whole bunch of them started our preschool um get the focus they deserve and not instead but alongside of things like software we really need to focus on some things quickly um in my opinion Dr deweer could we add some of these components to the next tnl committee meeting and I want to um follow up on the vote as well because I did

205mention the um technical task force because or technology task force because I think um my big concern other than of course the money which you know that using usra funds is always a gamble for the next year um it's the our security and we've been talking about it at every time we were looking at software it always comes up um so I really would like our board to consider creating that committee that focuses on that specifically and brings in some people in the community to kind of offer different opinions and give us some better ideas make us stronger make us better sharper so I don't know how we go about creating that but Mr Turner and I can work with Maryann on on trying to put together some thoughts and processes on how to organize

206that and who to include and secure we can definitely perfect take your input for that thank you anything else okay we will move on then to the interlocal tax agreement Mr Turner thank you madam chair I recommend the board to approve the recommended action new business item C the interlocal tax agreement as presented have a recommendation do I have a motion motion motion Mrs jera second second Mr Parks Mr Turner just a quick summary the interlocal agreement that's before you there establishes a rationale essentially for our County government and the City of Erlanger to collect payroll taxes from employees in a workplace that's in multiple taxing districts we have that at the uh former Toyota building they adjacent to ignite where the property line for Boon County and Ken County runs through the building uh

207that's now occupied by Answers in Genesis um so essentially the building is considered 50/50 split um we're the only District that has a school tax in this situation so it's not as we're sharing taxes or anything with our our neighboring District kitten county is simply the collection of the tax where it's divided along property lines so that'll be collected um and then it'll be U get forwarded to the school district um from the from the county of Boon from the county of Kenton okay any questions hearing none with our recommendation Motion in second all in favor please say I I any opposed hearing none motion carries that takes us to to our information proposals and Communications um I just want to mention I'm sure if you've read the e letter from ksba that the ksba

208scholarships and grants for Kentucky high school students application period is going on there are first deegree college scholarships available to students um there is an online nomination form uh there are also CTE student grants available for high school sophomores Juniors and seniors currently pursuing CTE industry certifications that form is also online at uh ksba there is um a lot of money that students received last year to help off set their CTE uh costs um we expanded the first degree uh to four I think it was four recipients last year um some of those vendor sponsors that you don't like walking through the hall they help fund this um and um also help keep the cost of the conferences down with their sponsorship dollars uh but I I don't think as long as this has been

209going on I don't know that I've ever seen a Boon County student receive one of these so just uh through learning support if you need the information let's get it out to our counselors we have it you have it we have it we shared it with High School principles last month and Tracy's going to share it again with high school counselor because there's no reason pretty much last year if a student applied for it they got it yeah it's a great scholarship so let's yeah I'm I'm glad to hear that it's been out there so be pests about it there's no sense to not let these kids get a chance to get get that that free money Karen can board members children apply for it it's for any student if they're in that qualification I

210don't think you're disqualified for that so no because I read about it and I I couldn't find anything that that yeah board members they're not disqualified right I think last year they gave it to every student that applied because we had so much money come in for it with sponsorships and things like that from our vendors that um and the ksba Educational Foundation which does this uh we had a tremendous giving Day last year so um about CTE yeah the CTE and and the first degree scholarship I mean for our kids at rise or any of our high school programs that are doing those kinds of Pathways yeah and yeah ignites is exactly yeah and um and and it was more restricted the first year but what they then found out is sometimes the kids

211just needed help with getting back and forth or or getting their supplies and things like that so it's been opened up on what they can use it for and um as we've already talked about the cost of everything in this day and age to help our students and help their families there's absolutely no reason that we shouldn't have a lot of students applying for those and and and coming bringing the money back so that's all I wanted to share I've got a couple things um Mr mcarter where yeah is he here stepped out oh he stepped out um is I'm back I was going to ask if we could schedule uh another discipline committee meeting just to discuss some of the changes that we did with the code of conduct and how it's impacting this

212year compared to last year and um maybe hearing from Connor Middle School about their Pro their current program and what's happening with that and then um I I was wondering because I know that we we talk about discipline frequently you know in different contexts but um perhaps um Chris Brock could maybe give us a monthly update on what we're seeing from your end just so we know what everything is looking like and we can almost like how we're looking at the the job openings you know just so we know what our what our disciplines looking like and our issues that can be done and actually I started working on that today awesome and um health and wellness Kathy I was wondering if we could put on our next agenda talking about our mental health care

213providers um focusing a lot on the insurance side of it especially the um potential like if they lose their job do so and Mr Turner when are we going to meet for the legislative committee working on a dat in either the last week of October or the first week of November okay thank you and then I wanted to thank everybody that's been giving yearbooks we've collected about 140 so far so it's awesome we've got a long way to go but that was a really good dent so and there's a monument dedication at Florence cemetery on November 2nd at 2 pm it's in the historic African-American section of that Cemetery um the monument was funded from a grant provided um by the 400 years of African-American history commission and it's placed in honor of those buried

214in the section many are an unmarked Graves and it's a free open the public event um and a lot of research went into this and from our local historians it's just a really good thing November 2nd at 2 o'clock it's a Thursday and um it's a it's a big deal and it's helping with you know the black history in our County it's promoting that so and then trunk Retreats were happening all over the place North Point has one Connor's got one like the whole campus so lots of fun thank you anybody else I can turn my microphone on Mr chair I have a question about um maternity leave memorandum you sent yes that was some information from HR that they were providing right I have a question about that um is it is it saying

215that by law we can't give more than 30 days that's my understanding yes by law employeers are not permitted to utilize more than 30 days of sick leave they are permitted under FMLA to utilize up to 60 days of leave under that law but yes statute clearly states that they may use up to 30 days of sick leave sick Le is the days they've already agreed correct yes that is paid time off about after that can use own time well after that they are not by law permitted to utilize any additional sick Le but they can use their regularly correct under FMLA they can use up to 60 days the remaining days would be unpaid leave but if they wanted to use their vacation days they could still get paid use their vacation days no

216R majority of our employees don't have vacation teachers don't get vacations I'm sorry yeah I'm thinking of when I was doing HR because that was the big that's how we used to do it yeah and and that's that's a lot of confusion because education is not like the corporate world unfortunately but when is our legislative Round Table November the November the 16th Thursday night November 16th November the 16th days guess what I was confused by statement was made that Kenton has 45 days it's not true that's not true it's not so in addition to the 30 days statute also allows for an employee with additional medical circumstances for instance an employee who gives birth via cesarian section can use additional sick days beyond that 30 so other districts would maybe consider they could use up

217to 45 but but in order to use more than the 30 there has to be some extenuating medical circumstance with either themsel or their child okay so we could not by law we are not permitted if somebody gives birth naturally and there's not an additional medical issue I know they are not allowed to use additional days above those 30 okay written by people who have never given natural child and and I know we're not not technically discussing this issue because it's not on our agenda but I just want to be so there's every district has the same policy in the whole state of Kentucky so that 30 days is not policy that is law that is a statute that they are not they may use up to and I believe the exact language is up

218to 30 days of sick Le and then it goes on to explain extenuating circumstances above and beyond uh natural birth that is in law and yes I would assume that it's part of everybody's policy as well it has to be part of ours so even if the district wanted to give more you can't legally the statute states that we may allow them to use I'm I'm I'm trying to be factious we are the statute States up to it is very clear up to 30 days sick days correct it doesn't specify if you can give extra days are unpaid correct so that's FMLA that's maternity certainly and and individuals who do not qualify for FMLA we simply have them write a letter to Mr Turner because he does have the authority to Grant additional days of

219leave and we support those new parents in that way this is information later we got figure it out like I said our legislative Round Table is November the 16th if our legislative committee I hope is working on our platform for that evening so well you need to get that done need to get that [Laughter] done because we we do need need to prioritize our needs and our requests staff let us know what you think we should prioritize in that legislative Round Table I mean this is important full day funding for kindergarten is important more funding for Early Childhood is important increasing the seek base is important if we can generate more State funding then some of these things aren't issues anymore and we don't have to continue to pay for them locally so I'm sure

220there's going to be a long laundry list we just need to prioritize that conversation and make the most of it with our Representatives that are going to be kind enough to spend the evening with us so anything else okay hearing nothing else with no closed session tonight all I need is a motion to adjourn motion motion Mrs wolf second Mrs Young all in favor please say I I we stand to journ thank you everyone appreciate your time your patience and your cont
