005some additional information to the five of you also I just want to let everyone know about the stuff the bus event at Chick-fil-A on August the 3rd um and so be prepared for that as We Gather materials and supplies for some of our families and students in need and we also have a new employee meeting coming up on August 10th with our HR department where we'll be welcoming in new employees here for the coming school year so I wanted to just to be sure those dates were on your calendars there at this point in time I want to introduce Dr Detweiler and let him begin the report from the academic side of our school district okay good evening everybody last month we gave you our comprehensive District Improvement Plan update from the elementary level and

006tonight we're going to do a brief update from the secondary level our fifth and sixth schools we're going to focus on goal five increase the quality of school climate and safety indicator one of the strategies we're putting into place is to increase restorative practices and alternatives to suspensions so first up we have Tracy Shaffer to talk a little bit about that as you know from previous board presentations Boone County Schools is focused on improving our behavior management system throughout the district to support this initiative LSS and student services collaborated to set goals and plan for the 23-24 school year Jody Hall Mike poery and myself kind of sat down and drafted out what we really wanted to have as far as expectations and goals from the end so we decided to partner with nkces and

007provide a full day workshop please don't suspend me alternatives to suspension training for all principals and their teams we had a great day of learning and schools were able to learn about restorative practices and work through scenarios that allowed for reflection on current practices and learn how to respond with a more restorative approach it was a productive day of open dialogue and problem solving I did give you all a handout of just a brief summary and it's really just kind of a menu of how you would approach a behavior incident in that alternative to disciplines menu the the main focus there is looking at the restorative piece the reflective piece and then what's really important is the instructional piece and that's why student services and LSS are melding together there because it's not just about

008the discipline part it's got the instructional piece to it the reflective piece and the restorative piece again you can see that the goal there is is to apply real life application and meaning to help the student improve the behavior this work is ongoing and I wanted to highlight professional learning that Connor Middle School is pioneering led by Larry Thompson and his team has it's titled responsibility centered discipline responsibility Center discipline was created by Larry Thompson to help Educators learn the necessary skills and develop a plan to systematically create a culture of student self-responsibility within their schools in an rcd School Educators collaborate to identify values and skills like respect honesty effort and academic competencies that they want students to take with them once these values and skills are identified they are used to establish a

009Common Language throughout the school to address challenging disciplined moments with students currently our professional learning coordinator Kim Thompson is working with Larry Thompson and his team to provide that same PL for all of our principals and our schools Connor Middle School that he had attended one of his trainings and really loved it so he was really pushing for that so he's going to do that two-day training with his staff and then we're hoping to kind of spread that out throughout the district in addition to professional learning LSS will also be providing schools with curricular resource options to provide a layer of prevention and awareness for students LSS is excited to continue to work side by side with our new DPP Chris Brock and his team so that we can continue to improve our practices the

010mtss coordinator will be an integral part in working with schools to set up responsive Behavior systems that provide a more restorative approach instead of a punitive one any questions any questions from Mrs Schaefer I just have a commentary I know that um the give them five I heard about it initially through the school when they found it first and what I like is that this is coming from something that the school really wanted and the school thought would actually make a difference in the disciplined struggles that they're seeing absolutely so I'm excited and they've invited me to come to their training so I will be going and participating in it so I'm very excited about this because they're excited you all have that handout so you can kind of see what that give them five

011means it's support expectations breakdown benefit and closure so yeah I'm excited for it too yeah I'm very glad we're very fortunate we're able to move quickly to to help with that registration get that taken care of in a very short amount of time the next school we're going to look at is goal six which is increasing our post-secondary indicator some of the measures for that include dual dual credit one of those is AP courses and the participation rates so we're gonna have Chris the Decker talk a little bit about that um this is fresh off the presses these just got released on July the 7th so we just have received this data overall our AP that was given the beginning of May of 2023 we gave 1248 exams and of those exams um 59 of

012those score a three and above so that was a pretty good average moving up um the next page talks about the diversity it gives you um the Outlook of what students of our students of different race backgrounds took part in the AP exams I included last year so you can see that there's if there was a change knowing we'll talk a little bit about students a lot of our students have switched from taking AP courses to taking the Dual credit courses because they get that college credit and not all of our AP students take an AP exam so just so you know the difference there um this past year we had three American Indian students take an AP exam 30 Asian 47 black or African-American 126 Hispanic Latino 679 white students two or more races

013were 50 and some 37 students had no response so total number of students was 972 students notice some students take multiple AP exams so that's the difference next we're just going to look at each of our schools breakdown the district has not yet had the district overall summary for the five years overall but we have it for each of our four high schools so I'm just going to briefly go over looking at each of those the breakdown has the nice graph where you can see over time for the past five years what those our scores look like the graph represents the percentage of students getting a three or higher for Boone County High School 154 students were it took or in AP and 175 took exams so of exams taken so obviously students some students

014took multiple exams um and the average score three or plus was a 41.56 percent student scoring three plus next is Connor last year 228 AP students there were 258 total exams and their average percent above a three was a 54.82 and again you can see the change over time from 2019 to 2023 next is Cooper Cooper had 252 students 361 exams and their average three or better was a 62.7 percent again change over time and then finally Ryle 338 AP students 454 test exams given and their average was 67.75 and some of the fluctuations you see in the percentages from 2019 to 2023 was a change in size you can see the fluctuation of how many students were in AP courses number exams given so that number fluctuates but we did have a decrease from

015last year of our students getting three or better depends on this past Year's advanced placement exams do we have like a percentage of how many students in each School are taking AP exams like just overall I think we I know each school at each school we could have that break one down and share it with you I'm just curious it varies from class to class with some students taking more yeah and some others taking more dual credit classes as well so it does vary from year to year just simply because the class a good indicator when we get our test our accountability released in the early fall we'll be able to see the post-secondary Readiness because our students that take AP if they're approved courses they get they are considered academic ready along with the

016ACT which was our traditional Benchmark along with dual credit also so we have multi students have multiple ways to show that they're academic ready not just an ACT score so that'll be a good indicator as well could the number be a combination of AP and dual credit just to kind of see can I provide both yeah has the type of AP classes core content-wise offered has that stayed about the same through all of these years it's relatively consistent as then do some new courses have just been added there have been some new additions you know when AP started it was very core related but computer science has had a big push to offer different offerings with ap and then of course the we have the foreign language always um but I do feel like college

017board which is the owner of AP they are always trying to you know and increase their options for kids because they do know that the Dual credit is out there and so they wanted to make sure that they have that robust offering so I do have our dual Credit Data if you just want to put that into perspective with the AP so when you look at it as a whole as far as academic Readiness overall we had 951 students from our four high schools that does not include ignite numbers they have very large numbers but when you pull ad hocs out of IC ignite isn't um those kids are still part of these numbers so we have quite a few students almost 1 000 kids and that's students that's not credits taking dual credit so

018if you add that to AP then if not all students take the AP exam correct thank you what what should I get a quick question what should the the board make I'm just a lay person so what should the board glean from the results from Boone County High School that sees a gradual decline over time there's a decline of kids taking AP classes or a decline in their test scores overall I think that's going to require some more data Mr Parkside is a very good question and and we can dig in with some of the numbers that we have it'll just take us a little time to put together that report we just got this data recently it could be that more students are taking dual credit classes instead of taking AP classes so that

019decline could be part of a trend of students pushing more towards dual credit classes instead in general what we work with our high schools on is having students take whatever class is best for them and what they're wanting to do whether that's a dual credit class then they should take dual credit if they're wanting to go to take advanced placement courses and and complete those classes and take those tests potentially get dual credit as well that's that's good as well it's just going to be as very specific to the student and their needs and what they're expecting to do after high school also we haven't had an opportunity to speak with the whole principles at all at all information yet and of course with Mr the transition with that the new person will come on

020that's definitely something so under your explanation would that mean that more for example Rio high school kids or students are taking AP classes rather because they they have quite a bit of dual credit at Royal High School as well they do so is there a I guess what I'm asking is there a smaller population at Boone County and that's why the numbers aren't as high their overall enrollment is much smaller than Ryle so you have to kind of consider that when you're looking at all of these numbers they're one of our smaller high schools but I do think as far as when you're looking at AP per data per se you are looking at maybe a smaller sample size because more kids are opting for that dual credit option gotcha yeah I think too when

021you look at do it when you look at AP it gets even more complicated because you almost have to look at the national trends for the scores last year AP Bio was outrageously high and no one knew why this year it was AP calc not in our household but in other households it was really really high but I mean AP calc for whatever reason a huge number of kids got a three or above last year it was AP Bio I think like 40 percent of kids last year had a five in AP Bio that had never happened before and that didn't happen this year so I think nationally there's some but AP Bio had changed their content pretty heavily to be more critical thinking so I think it's you know was it calc a b

022was it calc BC which class did they teach how big was the class how many students took it it's it's a lot of information but I think a lot of kids are switching to dual credit because it's guaranteed AP it's a yeah and I think that I was just going to add to that I think our students and parents are becoming more Savvy to look at okay my student wants to go to this University what does that AP credit look like there and what will it look like when I'm choosing this major will that AP Bio credit you know some colleges will say yeah we'll let you take it but we still want you to take our biology so there's just pieces like that that come into play and even beyond that I know like

023when kiddos are looking at med school some Med schools take AP credits some don't so the last thing you want to do is be a senior retaking intro psych your senior year as you're you know finishing up with the mcats because your your AP credit doesn't count now so I think but those transferred credits from Dual credit are much more likely to count towards that so I think their parents are getting a lot more information about the guaranteed nature of dual in early enrollment versus and I think that's what is so important what Mr Turner said is it's really unique to the student and that's why it's so valuable to have those conversations with their counselors and the College and Career coaches because you need to sit there and look at what's best for that

024individual student is it this path is it this path I mean we have kids who do both AP and dual credit so those those conversations are really important for students really starting you know ninth grade year eighth grade into ninth grade year looking at that whole four-year sequence and then finally tonight just an update we will be sending out in the next couple of weeks the sign ups for stakeholders to be on our district committees and we're going to be including on that sign up on that survey for new work groups one work group for each of the pillars of the Strategic plan but the makeup of those work groups we have it very similar to the committee so we'll have that for you very soon so we're looking forward to that that concludes the

025academic report thank you all right so I'm going to give you a operations report for the superintendent's section of the meeting a couple dates I want to pass along to you August 1st from 3 to 6 p.m we will have a career fair at ignite and you guys are all welcome to attend also the Boone County Fair will be coming up in the in the August 8th through the 13th we'll have a booth out there passing out information about our schools hopefully trying to gain some people to come and meet with us at HR to fill some positions that we may have open um also on July 22nd from nine to two our transportation department will have an open house I think some of you attended that last year it was a very well attended

026event I think people that did attend liked it you're able to drive a bus we have food trucks out there you're able to see all the equipment our garage is open where we take care of all the buses a lot of our staff will be out there that day so if you're able to join us that day that would be great um I think I we did update you last last meeting or a classified committee uh we did meet in the beginning of June we established some of our guidelines and I think the big thing that came out of that meeting is that they wanted more opportunities for professional development so that's what we're going to be working on when we first meet back in when we come back in August um so that was

027the big thing that came out of there fall Sports have begun the Dead period was over as of Monday so we've got football bat or football soccer volleyball Cross Country Golf all the sports are going on I visited a few of those and I've got a couple pictures that I'll show you of that Kim best will give you a safety update here in just a few moments and Eric ball will give you an update as far as HR with our staffing and I will give you a few pictures that we took myself and Kim best drove around the county took some pictures of different things that are going on that are completed and just to give you an idea of what's the construction like smaller projects are happening throughout the district um what you see

028before you is the light at the auditorium at Boone County High School that finally got finished and I think that's a a really nice thing to walk into that Auditorium for the kids and Community to see and walk past every day kind of gives you a little bit of energy when you get past that it's a really beautiful thing that's a completed classroom at Boone County High School with the flooring one of the Wings and they're making their way down the hallway and the upper level so you can keep going Marion these are pictures from R.A Jones Middle School the completed hallway that connects the old building into the new section and I know Kim you took a couple pictures there as far as the ones on the left and the right so if you

029wanted to explain what those are so those are the new entrance ways into um one of them is science lab and the other one is a traditional classroom so one of the things they really wanted to do with the addition was make sure that it didn't look like an addition and was part of the original building so they've gone through and very strategically put some accent walls that are the same in the original building of course one of my worries was is that green going to match because there's lots of different shades of green in that building but they've done an amazing job with that so a great job on that Center hallway there you really have to stop and remember oh yeah this is a different section of the building because they've done such

030a good job of connecting that new construction with the existing building um this is Ryle High School you know that we are replacing the Green carpet I think I showed you a big picture of a dumpster with all the old green carpet that was in it the last meeting uh the middle picture is a completed classroom with the new flooring uh the picture that shows just the white is the prep work that is involved in going into those classrooms and the picture I took of the hallway I just wanted to give a shout out to our custodians because at that school at Ryle but all of our schools when they're cleaning the rooms the tremendous amount of work that is to empty all those rooms clean the classrooms clean the furniture then put all that

031stuff back before the kids get back into the school in August is a tremendous amount of work so I want to give them proper credit for what they're doing and people were working when I was there today just moving things back and forth so it's a tremendous amount of work and I want to make sure you guys were aware of that and give them a due respect okay this is in front of New Haven Elementary where we're doing some waterproofing in front of the building that is probably one of our oldest buildings in the district and the reason I took that picture is to show you that we try to maintain all of our buildings to the best ability of the our ability and to utilize those buildings for many many years which we are

032in this case it's a smaller project but I wanted to show you that different things are going on throughout the county this is one of our Roofing projects which you want to talk about yearly real quick so yes when you first look at this picture you have to kind of look really close because it doesn't look like a roof it is a very wide stance of white material at this point so that project will carry over right over into the beginning of the school year but they've made excellent progress with that the weather has held off and they've been able to continue that project so that is that first part of that renovation that will be happening at yaley and they'll have that nice new roof across the entire building and this is a picture

033of central office where Roofing is taking place are working on the roof there as well and I also wanted to point out the front of the building to where we had our Landscaping done by our people from our warehouse and they did an excellent job if you've not been up there lately and just want to commend them Dan razor and his group that that took care of that looks beautiful and then they're continuing to work on our roof as well and we'll and making good progress and we'll be complete with that very soon and then we are refinishing some of our floors and our gyms and it's on a cycle and I just wanted to point those out um that again trying to maintain our buildings to the best of our ability to utilize them

034for as many years as we can this is at Goodrich Elementary where the floor looks brand new and that's going to be ready to go for when the kids come back here in about a month so ready to go and then this is at ockerman elementary and I had Mr ritzy staying in the middle of the floor and took that picture yesterday morning but their floor looks beautiful as well again commending Dan and his group for scheduling all that and making sure we keep everything on our Cycles to keep things maintained and then I was out at sports a couple Sports practices this was very early this morning at Connor high school with the girls practicing for soccer and Cooper High School they were practicing football yesterday kind of hard to gauge when the teams

035are practicing so these are the only ones that I could get pictures of I was trying to get a volleyball team but I couldn't find anybody practicing when I was out and around so um I think that might be it is that right okay so just want to give you an idea of what's going on construction wise Sports wise fall Sports and when fall Sports start it's like school starting so um so I'm gonna let Kim give you a little bit update of a safety training that we had this morning I have a quick question can we get a swimming pool I'm going to ask every time I don't know I guess we have four swim teams and four high schools that have to practice at eight o'clock at night if they're lucky I think

036that would be up to you all for a swimming pool I don't I mean I can just picture a multi-sports complex with an indoor archery range indoor track and a big Olympic-sized swimming pool that would cover a lot of sports if you've never been to the board swimming pool on top of the district office I would I've got two very active swimmers so if there's a swimming pool they would have broken into it by now there are still people who actually do believe that oh my God that's why I bring it up occasionally because that's been around for 20 plus years I would say that would be up to you all not for me to make a statement about that so but good thanks thank you so um this is about that time of the

037years we're prepping to come back to school that we really start working on our safety trainings for the upcoming school year so across our district we've really taken on that commitment to Safety in all of our buildings and that started with at the end of June I we had 10 staff members who attended the safe schools and communities conference down at EKU that's a Free Conference that the Kentucky Center for school safety puts on we had a nice team that attended that that was made up of sros some building administrators myself and we bring back a lot of great information from that today we had a great training out at transportation and that included about 60 staff members administrators Vice principals assistant principals anybody who is an active participant participant in the school safety so

038every year all of our staff members that work directly with students are required to complete some pretty intensive training so today what we did was working with the Boone County sheriff and our SRO Deputy Saunders and I kind of partnered with the training today one of the required pieces is there is a school safety video that every staff member that works with students has to watch every year it's about an hour so we've taken that video and turned it into an interactive training with stops throughout and really interjecting what that can look like for schools it is probably one of the trainings that's the most overwhelming for a staff first and foremost it is a sensitive topic and there's a lot of questions about what to do when so being able to bring in our

039law enforcement Partners our Emergency Management partners and collaborating with how to deliver that to staff is is very important so we had an amazing training today and we were able to work through that required training for principals so they can then go back to their buildings and recreate that same training with their staff we also worked through the role of the SRO and that's a conversation that comes up every year because they are an integral part of what we do in the schools and we like to make sure that all of our staff members understand how their role works and with the school as well as what they are permitted to do and what they're not permitted to do not because they don't want to but there are some things that they're not permitted to

040do in the buildings as well so we had a great training with that as well to to educate all of that staff and then moving on to later in the year we'll be coming back to complete some other trainings it's a lot of information to do in one day it was a full three hours today and actually probably about 15 minutes over right before lunch so they were getting a little antsy today but it was an amazing training for our staff so we felt that they left got a lot of really good feedback that they felt a lot more prepared to take that same training back to their staff I have a question just out of curiosity because I've always wondered this whenever I see the staff training happening at the beginning of the year

041we have a growing number of teachers that are veterans before they go into this training are you prepping them for it because I'm concerned about people who have PTSD getting exposed to some of this training and being triggered and I every time I see it I think of that how are we addressing that preemptively one of the things that we always do is at the start of those trainings is we do let them know what's contained in that training we always give them that opportunity if they need to step out because it is a sensitive topic we always want to make them it clear and not even just for veterans but for anyone it can be triggering for some people and again it is very sensitive topic and it can be stressful I've had more

042than one person who's who's been brought to tears during a training just because it's a hard thing to think about when we're looking at school safety and we're really talking about some in-depth details with some active shooter and look after shooter events and looking at specific things so we always want to make sure that we do honor that I've had some conversations with counselors making sure that they know that we can't offer that I have a quick question regarding school safety a cup a few years ago when I first came on the board um we were building Steeplechase which I see my friend over Steeplechase here and um and the district did a great job building in sort of some safe rooms and other things that were installed and or by design for kids in

043case of danger or whatnot along that same time we had a school safety inspector I forget the name of the person that comes around and inspects the schools before they open and then and they made ignite put like coverings along the glass windows and such um it occurred to me though that I don't know that there's any real safe place at ignite so what are the is there anything that we can do to make those All Glass classrooms a tad safer I guess yes so um I can tell you so we are audited every year every single school has an audit that comes out of the State security Marshal's office our compliance officer comes to visit at least once sometimes more um actually comes on you know request and ignite is one of the buildings

044that we walk through several times together and because it does present some special challenges due to the amount of glass in that building but we have literally gone room by room and worked with the staff there on developing that plan to make sure that even in the areas that are high glass that there are some safe Alternatives and and safe Pathways for them to move we've also brought in Boone County Emergency Management fire department and it's been a complete collaborative effort to make sure that we do have some safe spaces in that as part of the ignite renovation that we're getting ready to do out of the lavac grant we are adding an addition Regional door space that will create it and even say an additional safe space from a hallway that we couldn't use

045previously because of that design so that will increase that as well so that is something that's always on the Forefront for us and looking at ignite just because it does present some different challenges because at one time it was the manufacturing and it does have a significant amount of glass thank you go ahead Mr ball good evening before I give sort of our current um Staffing situation I wanted to give a a summary of 2223 now that we've kind of wrapped up the 22 23 year just to give you a sort of some context of the the work that HR does through the 2223 fiscal year we had 3335 action entries so that's people coming in and out that's job changes that salary changes that's an immense amount of work for the staff so 300

046335 action entries new hires and these could be promotions these could be job changes we have that internal transfer and change of assignment for our classified folks as well we had 198 certified 494 classified 577 extra Duty and 232 substitutes 181 of those were certified substitutes that we hired last year so we are doing our due diligence and in filling those positions and working extremely hard so just so you can kind of get a picture of of what an annual basis might look like for us uh each month it's hard to kind of understand those numbers but certainly wanted to give you that context uh to start out so our current situation and I will preface this again in July these numbers are going to seem a bit inflated because this is where sort of

047the ball starts rolling down the hill and we really start filling these positions more intently 49 teacher positions 10 special ed teacher positions 18 para educator positions 12 special ed Paris 18 custodians three staff support and 11 cafeteria workers and from a transportation point of view I talked to Mr Barracks he's roughly 30 drivers short of the number he needs to avoid double runs and he does have six candidates in the pipeline one of the things that in all honesty we might be able to start utilizing for some of these positions is something that the legislators actually removed as a barrier to hiring some individuals in the past you either had to have a high school diploma or a GED and that made it difficult to to hire some individuals who for Life circumstances weren't

048able to complete high school and or maybe of an age or a stage in life where they don't want to go back and get their GED so now we can actually hire those individuals we just need to provide an opportunity for them to achieve and earn their GED free of charge so we have that connection with Gateway and Gateway is able to provide those courses free of charge so no longer is the lack of a high school diploma a barrier to hiring individuals who would be amazing bus drivers or staff support or para Educators or custodians so it's nice that the legislators finally acknowledge that we have a lot of really hard-working people that maybe had life circumstances that didn't allow them to to finish high school and they would be amazing folks to work

049for us and we've already processed through a couple of folks that we would not have otherwise been able to hire under those circumstances and appreciate Mr McCarter stealing my thunder with all of the hiring events we have coming up but we certainly hope that we see some of you guys at those and you're more than welcome to attend so any questions thank you Mr ball all right thank you all appreciate it I just have a few items just to share with the board recently two Boone County district teachers received a 2024 Kentucky teacher Achievement Award from the Kentucky Department of Education this award allows the teachers to qualify to compete for the 2024 Kentucky teacher of the year award those teachers are Kevin Daly of Valley Shannon middle school and Megan tapey of Valley Shannon

050middle school as well so congratulations to them and to Bali Shannon Middle School the Boone County Business Association is very proud to partner with us on our 23rd annual golf outing it'll be coming up in in early August benefits from this outing support the business association's effort to provide winter coats hats gloves to students in the school district who are in need and also to support the Boone County Schools alternative Services program so see our website or for more information or for a registration form also go Pantry who partners with many many of our schools and provides resources for many of our families they have a party for a purpose fundraising going on it's going to be Saturday August 26th at Turfway Park racing and gaming center so that'll have all sorts of activities and

051it will be a fundraiser for go Pantry who again does a great job working with our schools and our families in our community to fill needs for food earlier this week as was mentioned here we had our annual policy procedures review meeting with all of our district leaders and our school leaders to review discuss and ensure understanding of the implementation of changes and policies and procedures we also have a lot of training going on as Mr McCarter mentioned sbdm Council training for teachers and for parents uh we have a different training for Red Book for our financial secretaries and other leaders in the district Orton Gillingham as well for some of our staff we have our district leadership conference day one I mentioned on the 24th of day two on the 25th and on the

05231st we have a psyop PD and I just want to describe what that is so you're aware it's the acronym for the sheltered instruction observation protocol it's a research-based instructional framework that teachers use in the classroom when they're planning when they're teaching and reflecting on lessons the framework there provides many ways for our teachers to work with all students on their communication skills and that process is very very useful for all students but it's an extremely useful and very effective for assisting students that have limited Proficiency in speaking English so that's a very powerful tool that we're working with our teachers and we started a very specific process with that last year with some of our schools that have a high number of students that are limited in Proficiency in English also just on a

053personal note with some of my work in conversations with Kathy at the Dinsmore Homestead foundation on how we can partner on learn the learning of local history here in Boone County coming up this year I recently shared details of our student School Board member and superintendent student advisory Council programs with another school district as they're looking to start that process themselves I just had a regular meeting with Union mayor Solomon to discuss various items regarding our city or I should say the city of Union in our school district attended the June teaching and learning committee meeting as did Carolyn uh here up on the Deus with me we received updates from District leaders and school level representative Representatives discussed and planned the summer Leadership event and also two proposals that are on agenda tonight for

054properly preparing and retaining teachers that are new to the profession I mentioned the stuff the best award that's going to be on the Chick-fil-A Houston Road later on in August and lastly our fourth annual mental health Summit with the title of linking together your mental health matters Embrace educate and Empower that will be held at Florence Baptist Church September 15th that will be 6 to 9 30 p.m on that Friday and then on that Saturday it'll be 8 A.M to 1 30 p.m and so registration details on that will be shared with the community all of our schools and our board as well once we finalize those details and that concludes the superintendent's report thank you hey thank you Mr Turner and all the staff for your reports and presentations and getting us updated on

055everything that's going on in the summer when nothing happens so appreciate that very much um we'll move on now to our audience of citizens and it's the opportunity to hear from the community and share with the board your views on matters before the board our agenda is set and we will only discuss the items that are present on the agenda we will not we cannot legally and nor would we if we could discuss an issue specific to an employee or a student in respect to privacy our meetings are streamed live on YouTube so please be respectful if you have a concern that you would like a response from the administration or the board please feel free to leave your information over here with Mr ball and we do have a two-minute time limit so that

056all that wish to speak may speak and I will start with those who signed in and first up is Miss Julia Pyle so good evening everyone first of all thank you for what you do for our kids I personally know how much time and effort and energy you put into this so I just wanted to share some information on one of the consent agenda items item double o or um the the contract with the Northern Kentucky education Council I wanted to share a couple of programs that the districts the students themselves and our teachers benefit from that program so recently the Rotary Club of Florence has partnered with the education Council for our members to become trained as one-to-one reading mentors we know that reading and kids reading on level by third grade is a

057huge factor in their success of their education through their entire life and so our club is doubling down on that effort but the way we can double down is by partnering with the education Council because they have a one-to-one reading Mentor training program where our members will get five hours of training right off the bat and thus all I have an hour of training every single month we have about 50 members in our club and we're going to be working with Stevens Elementary that principal has asked for breeding mentors in their classrooms there are three additional schools in Boone County that has asked the education Council for reading mentors so I just wanted to share that program that they do that benefits the kids directly out of that group thank you thank you Karen stroyer

058in March the board approved Mr attorney to attend sorry I'm having trouble reading to attend insert spring Leadership Conference at that time a school board member requested a copy of the agenda Mrs Byrd explained that this was a prestigious invitation and that the Boone County superintendents have been asked to attend since Brian blabbitt who served as superintendent of Boone County schools from 1996 to 2008. last month the board approved Mr Turner to attend inserts Summer Leadership Conference and as you are aware there will also be a fall leadership cons conference tonight on the agenda is the Kentucky School Board Association leadership conference also for Mr Turner we also provide membership dues for Boone County Business Association Northern Kentucky education Council by the way that Randy Poe is the president of Northern Kentucky Chamber of Commerce

059Kentucky Association of school superintendents the KAS a also which is the school superintendents Association and for Mr Turner to attend the Ed leader 21 annual conference Ed leader is from Battelle for kids with donors such as Mr Gates and Mr zurkenbuck and all those other fine silicone fellas I'm sure there are many that are not listed here my question is with the obvious decline in academics Kentucky is number 45 in the U.S Boone County School District is ranked 23 in the state behind Walton Brown and Campbell in Kenton counties are we getting our return on all these prestigious leadership conferences for our children or are we just building a resume for Mr Turner I have one more thing as my time up you want me to sign up again [Music] there go ahead second I

060would like to bring your attention to the rant from board member in response to an email he received from a parent during the lengthy lecture it was insinuated that the parent appeared to the the board member that there was nefarious action by the board I read it I didn't get that conclusion and labeled parents who voiced concerns as vocal minority this attempt to silence parents in their first amendment rights by minimalizing their input will not be tolerated thank you Leslie Chambers hi friends good evening good evening so I'm here not on behalf of the city just to clarify I'm here because some residents have contacted me because they're unable to use the tracks at the different schools and I contacted the district office and they had some reasons why that that's not allowed anymore so

061specifically to Boone County High School I know that we allow the public to use the tennis courts and the liability issues that what tennis courts would have would I assume would be the same as the tracks maybe we could figure that out and then another one of the reasons that they said was because of the wear and tear that it puts on the track if other people are using it but then I started thinking like maybe the weather causes wear and tear anyway so maybe we could make an exception and maybe allow this to happen and then as far as like vandalism with the schools like maybe we could limit it to so many hours like before school or after school add some monitoring with like cameras or having people monitor another idea would be

062since the board likes to issue badges we could issue badges to Residents who might want to use the track and even charge them for it um and then just so my request is that we ask that the district consider changing this policy since the residents especially Florence are paying Boone County school taxes that maybe they earn the right to use the track for running um and I feel like we can figure out a way to do this so that everyone's happy and we can do this responsibly thank you Dave Payne excuse me hi um as some of you may have heard the Southern Poverty Law Center recently designated moms for Liberty as an extremist anti-government group a quote from Southern Poverty Law Center says moms for Liberty activities make it clear that the group's primary

063goals are to fuel right-wing hysteria and to make the world a less comfortable or safe place for certain students primarily those who are black lgbtq or who come from lgbtq families On a related note it is disappointing but not surprising that some bombs for Liberty groups and individual members have been caught endorsing and hanging out with white nationalist groups such as the proud boys and Patriot front for instance moms for Liberty's social media telegram account stated Patriot front deserves unending support for getting out there and consistently vocally supporting truth and righteousness now I'm sure some individual members and moms for Liberty would like to say that they do not support white nationalism and I'm in no place to say it with certainty what they do or don't support at the same time when you attend

064a rally or protest and look around and you notice the white nationalist groups are fighting for the exact same causes that you are that in itself should scare you in another example an Indiana chapter of moms for Liberty recently published their June newsletter which had a quote on the front cover by Hitler if a politician if a political action group you belong to is quoting Adolf Hitler on their newsletter it's probably time to consider how your affiliation with this group is making you look the message is sending to others around you moms for Liberty is also in favor of abolishing the Department of Education as you may know so with all of this in mind it feels very odd that this extremist group so nonchalantly attends these Board of Education meetings and promotes their anti-inclusivity

065agenda under the guise of Defending children and parental rights and they have a group member on this board of education and this is just the new normal and let's find somehow thank you thank you Mr Faye no one else is signed in we do we still have some time one minute sir I saw your hand first but hi my name is Amber Hoffman I've spoken before you several times now I'm also going to be meeting you guys a lot more frequently as I am one of the elected parents for the sbdm council for Camp Burns Middle School and I am here to specifically request um in regards to the new legislation that passed SB 150 the following demands they are to designate sufficient bathrooms and private changing shower areas for gender neutral children so that

066trans students can use them in compliance with KRS 158.189 to build gender-neutral single occupancy student bathrooms and changing shower rooms for every High School by 2026 every Middle School by 2028 and every other school by 2030 and to add those single occupancy student bathrooms and changing shower rooms to every new building built from now on and to talk about gender identity and human sexuality from grade 6 and up based on the wording of the legislation it does allow for you guys to put in these stipulations based on a very specific ore so I put that to you guys and I thank you for your time and everything that you do and I look forward to seeing more of you in the future thank you thank you Miss Hoffman as always we do appreciate hearing from

067everyone differing viewpoints we hear and respect all and [Music] um keep in mind that in Boone County for students we say all means all and that's what we mean because we're all different but we all have a place at Boone County Schools um we'll move on now to our recommended action consent agenda items a through Double T Mr Turner thank you madam chairperson I recommend the board to approve the recommended action consent agenda items a through TT as presented with the treasurer's report by Mrs Linda Shield okay Mr Shield we began the month with an adjusted cash balance of 63 million 864 624 dollars we had total revenues in the month of six million 737 945 our total expenses for the month were 25 million 3234 dollars and that resulted in a net decreasing our

068cash balance of 18 million 965 289 dollars leaving us with a cash balance of 44 million eight hundred ninety nine thousand three hundred thirty five dollars of course June is the month that we issue all of the what we refer to as summer checks for all of our staff that only work this school year so that's why our our expenditures are so high in the month of June um I I did note though that even after that that our cash balance is approximately 8.8 million higher than the cash level shown last June 2022. and last month I discussed some of the factors that are impacting this um the the one was a big surprise when we received 2.8 million in omitted taxes from the Kentucky Department of Revenue that was very unexpected some other factors

069are through the seek formula we the final determination which is not issued until the end of the school year um told us that we received 675 000 additional funds in tier one funding and an additional 459 000 to help us recoup some of the reduction that's re results from our property values increasing so aggressively some of our tax collections for the year were exceeding our budget levels our tax collections from public service corporations were up by 1.5 million now in in the those are the taxes that are somewhat difficult to predict because the Department of Revenue handles a lot of the audits that go on with these businesses and they are involved in the resolution process sometimes it takes several years for them to resolve something and some you know remit the collect and remit

070the taxes to us we are motor vehicle taxes um were 1.3 million higher than the budget in the general fund some of this you know are we base our budget on the valuation that is given to us um that you know about this time of year we're now waiting on our evaluation for this current year I think um just taking a guess I think some of the reason for the that Revenue level to be higher is because the state actually has funds remitted when people are purchasing new vehicles or and that includes boats as well and I don't believe those new vehicles the valuations not included in the valuation that we're given I have strongly felt like the valuation that we're given is just reflective of what they've collected in the previous year collections for

071occupational license taxes are up by about seven hundred thousand utility taxes are exceeding last year's collections but as we all know the utility rates have gone up our interest income is up by 1.5 million and some other factors that are actually benefiting our our financial position as we somewhat unexpectedly had received some lavec funds for the CTE programs in our high schools as well as some additional funding for ignite that we had not received in the past so you know the our general fund was supporting our costs for ignite but these funds are helping to reduce that when we were awarded about 400 000 for that and then the the other high schools are receiving significant amounts of funds to help enhance their CTE programs as well some of that will although the the schools

072have the decision power over those funds we're having a little bit of a cash carryover in our strategy to help them spend the funds we've allowed them to hold general funds to be spent next year so those will be shown as committed when our our audit is completed um but that is a piece of that cash the other thing that was helpful to us are what we refer to as the Covey grants and the covid grants have given us opportunities to have an alternative resource to what you know for some expenditures that may otherwise have been funded through the general fund and through a specific strategy that we use we were able to shift some funds to cover our overruns for the preschool program we still had about 250 000 that had to be covered

073out of the general fund but you know the other 800 000 you know was able to be covered with those alternative resources and and I wanted to make a note that you know our covid um those grants will be fully spent by next September so we have to be mindful in preparing uh for our future budgeting the general fund absorbing some of this back in into you know uh systematic you know way of of handling these expenses um I did want to note that our expenses if you look at our expense Levels by function our maintaining a pace that's similar to last year an additional note um for some of this x this cash level we have outstanding purchase orders that are totaling 4.5 million of that um last year our outstanding purchase orders were

0742 million so that you know kind of tells you that we're waiting to either get product in you know as we know some of that has been slow ever since covid hit and um so the items will be paid in the next school year I know that was a lot um I will take any questions are there any questions for Mrs shield on the treasures report um so we're we have been fortunate and sort of exceeded expectations and revenue collection with a variety of different revenue streams is that correct I think that's what you explained um I think we're still supporting about a quarter of a million dollars in total overruns is that is that correct um that's specific to the print program okay so do we have a general budget surplus we will General

075budget surplus now uh were in the process of submitting our annual financial report to the state but we are also converting it to what is referred to as a gap based or generally accepted accrual basis so it will you know put things into perspective we'll look at receivables payables um and make some other adjustments but yeah I expect the Surplus for to be shown in our audit report okay all right thank you any other questions okay we've had our Treasures report we have a recommendation do I hear a motion on the consent agenda items a through Double T motion Dr Brown is there a second a second okay thank you Mr Parks um considering all the big ticket items contained in this month's consent agenda items I'm sure we have questions who has questions on

076the consent agenda I just had an easy one I think um so I know we have the bg4 for Bali Shannon is BG5 the closeout and do we have an anticipated General timeline since that school's I'm sure you'll be very happy to get that done do we know kind of where that looks like in the ballpark are you going to celebrate when the G5 comes over there okay thank you other questions I've got several Pages myself so anybody that no terica's last everybody else gets to speak before me okay is there anything that you want to re-say here just for clarification anyone you're not asking any questions or do you just want me to go first I'm not asking any questions okay all right um on the item h on the LSS data room and

077I'm glad to see Miss Marianne here tonight and her Steeplechase purple where did Chris go did she leave did she um I know that right now that this particular very critical little section to the operation of our massive District is currently in the district office right but it's not an optimal setting and when you're looking at basically the brain of the district because that's what it is um our human brains are in a very specific um specifically designed housing to keep the control center operational but it is a big ticket item uh construction cost and and I'm going to have an ask on that there's a little bit different it's in construction cost than there is in total project cost by the time you add in you know fees and prep and Printing and advertising

078and you know whatever um it's uh it's about 2.4 not questioning the need of it but just that's kind of a a thing that as I look at these that I think to be fully transparent I know we bid the construction part and everything else just kind of gets piled on top of it but [Music] um to maybe in our memos if you want to still put what what we're bidding is the construction cost because I know we these are projects we bid do our model computer procurement system but that we put the total project cost because if you're not familiar with how we create our agenda items and and things like that it might look a little disingenuous so just just kind of a personal preference for me but my concern was since this

079is such a critical uh system and location and we need you know Top Line security here um how is that going to be in this LSS Edition for the the house this to make sure that it is as secure as it can be because it's it's vital to our operations and the information that it maintains is critical for staff and students so there's actually three layers of added security to even get into that room layer on top of what we have now cameras so we can see who is accessing the room we have it is designed if all of the other rest of LSS is destroyed in some way shape or forms and this building Will Survive because we need this building to survive today it is really the heartbeat of our district you know

080when the existing data Ram was designed 20-ish years ago we were not one to one we were not voice over IP phones we were not IP cameras so our needs have changed thus spacing needs have changed so it will be secure 100 okay that was my only question on that so I see the need item M and this is going to show my ignorance and I glad that we have our facilities and people who designed this stuff with us that can explain to me because I don't know anything about damper functioning and everything but on item n m it's talking about HVAC for Boone County District but I'm not really sure what buildings or building that could be where it talks about when we were trying to put new systems with old systems the damper

081the old dampers didn't work with the new systems so where were we in the construction process when we figured that out I mean it's it's like a thirty one thousand dollar ad to the project because old dampers and new systems didn't fit or work so we had to go back and replace damper Motors whatever that is so I'm just kind of curious how that process worked so this is those controls project the process of doing Mechanicals wouldn't have been known girls are actually upgraded and so that was the reason it was from an engineering standpoint it was it was there's no way it certainly is it air quality issues that makes CIS qualify for Esser funding um long one thing just to clarify since it was also one of our schools larger ticket items is

082Long Branch doing Leader in Me um and I had to look at that twice to figure that that out um mainly because the school um site-based Council and their PTO has been raising the money to cover this this is not a district expense correct and it's not an annual expense this is over five years but with the five-year contract they get better deals is that correct okay yes that's correct that's it other than nice to see our SRO agreement with the sheriff's department up for the new year and that has been an amazing partnership with sheriff helmig and new gentlemen since we've added that program so I see that one when it comes around anybody else okay we have a recommendation a motion and a second all in favor of consent agenda items a through

083Double T as presented please say aye I was that just me and you Dr Brown no you said it okay note to the facilities committee if we can get our guys to make this dice a little bit more curved I forget how annoying this is when you're sitting here trying to make sure everyone's voice is heard and you can't see or hear anyone so how many eye votes did we have so three four you're a no okay so 4-1 motion carries I'd like to explain my vote please absolutely the Northern Kentucky education Council piece double O have spent three years talking about this so I didn't want to waste any more of the board's time I'm opposed to spending ten thousand dollars for a lobbying group for various Awards last year they gave our chair

084an award at a conference that we got tickets to right after we paid them ten thousand dollars so it's a very poor look and I'm I'm not with it okay thank you for qualifying your vote uh old business item a annual board policy updates second reading Mr Turner thank you madam chair I recommend the board to approve the recommended action old business item a the annual board policy updates second reading question do I have a motion motion Mrs Wolf's second Dr Brown Mr Turner thank you we have the second read of the board policy revisions from ksba on the agenda there I don't know if there's any questions from any of the board members on the board policy updates are there any questions those hundred pages of second readings that I went through again just

085to make sure I didn't miss anything well I did go to bed at 4am this morning whether I wanted to or not so just making sure I was ready I'll just say I am appreciative of marking the changes so that I can at least pretend that I remembered exactly what it was last year and how it was being changed yes that's extremely helpful to know what the language because words are important and the least little word is uh can change the whole context so I will let knowing the change versus what's new that was definitely helpful so if there are no questions on our second reading all in favor all right any opposed hearing none motion carries our 2023-24 code of conduct Mr Turner thank you madam chair I recommend the board to approve the

086recommended action new old business Item B the Boone County Schools 2023-24 code of conduct second reading I have a recommendation do I have a motion motion Mrs wolf second Mr Parts anything to add Mr Turner before I take this is Ruben anything new that you wish to share okay any other questions for Mr Turner Mrs rootman or anyone involved in that which I know you were involved heavily Mrs wolf I think um that a lot of that stuff was vetted thoroughly very very thoroughly so I was very confident in what they were putting in that code of conduct by the end so good to hear um where are we with our um translations for languages will that all be done at the same time then I'll send it off okay good to know any other

087questions or comments on the code of conduct I know this is is exhaustive work but it's a framework that we need so I appreciate all of your work on this Mrs wolf for sure because I know that between a few committees you you put in a lot of effort there so that did not go unnoticed and it is appreciated I I would agree wholeheartedly it was probably the best committee I've served on thus far it was very thorough I felt very engaged and it was well represented by we had Parents we had teachers we had administrators we had school representatives and we had everything there being a vocal piece of this process so it was nice and to hear all of the different sides to different things and to understand how the decisions are made

088to word things the specific way and you know the care that goes into this I think it was very eye-opening it was a lot of care that went into what was put in there so so I'm very proud of it I'm very proud of the team that did it so good to know kudos to all those folks if there's no other questions we do have a recommendation and emotion and a second for our 2023-24 code of conduct all in favor aye any opposed hearing none motion carries that takes us to our new business items item a Mr Turner Boone County Board of Education board meeting dates for the 23-24s thank you madam chair I recommend the board to approve the recommended action new business item a the Boone County Board of Education meeting dates for

089the 23-24 school year thank you any questions on those dates sorry to report my birthday is not one of them in January hoping you'd sing Happy Birthday to me I would do that for sure I have a question to ask about this I know these meetings forever have always started at 7 30. does anyone have an opinion on them starting earlier at seven now granted I walked in tonight at 7 28 because I came straight from work and downtown was a nightmare tonight so um I'll just have to I need to start working from home on Thursdays I think that should be everyone remind me I need to do that um I'm just putting it out there um I do not like elected bodies that have their meetings at four or five o'clock in the

090afternoon when people who work outside their homes have jobs and they can't attend those meetings yes with ours you you could go back and watch a recording of it um and and but it's still not the same as hearing it firsthand and being there to be able to judge the content I'm just curious how anyone feels about that how about emotion I will motion to move it amen amend to Mo or amend to have it at seven o'clock however you want to word it would that suffice okay we have a motion to amend our board meeting dates changing the time from 7 30 to 7 which this would begin in August because our calendar year starts in August correct so I heard a groan somewhere is that an issue for any of our District staff

091or anyone or is that was that a happy grown or an unhappy grown I can't ever tell it was a happy ground okay I'm just making sure okay so we have a motion to amend the board meeting time beginning in August and I don't remember that date it was like the 8th or the 10th 8th 10th for a meeting start time at seven is there a second on that Amendment to the motion okay you're you're you're squinching your eyes at me it was me sorry I was making a face I was just thinking that maybe since we didn't formally accept it yet maybe instead of motion to amend it it would be a motion to instead accept the board meeting dates as presented with the exception that the time would be changed to seven would

092probably be the procedural way to do that but frankly it that's just me being a legal nut over here I really don't think it matters in the grand scheme of things okay do you want to change to what she said are you good where we are right now we're good all right we have a motion and a second to amend to seven to seven p.m beginning with our August 10th meeting all in favor of the amendment please say aye aye any opposed hearing none we have an amended motion with the meeting dates as is and a 7 PM start time beginning August 10 2023 all in favor aye any opposed hearing none okay so spread the word beginning in August we'll start at 7. maybe I can get home by two I would be great

093that would be awesome and let us know if you hear from people that that creates any difficulty because I don't want it to but I don't know of any bodies that start their meetings at 7 30. I just don't so but I think five or even six especially in the greater Cincinnati area is kind of tough so okay enough of that District assurances to be submitted to the Kentucky Department of Education thank you madam chair I recommend the board to approve the recommended action new business Item B the district assurances to be submitted to the Kentucky Department of Education have a recommendation to have a motion motion motion Mr Park says there a second second Dr Brown any information to share the assurances you have in front of you are for us to sign off

094as agreeing to how we will handle and submit to the Kentucky Department of Education information regarding federal statute Federal funding for all of our title programs questions pretty standard annual taking care of business okay if there are no questions all in favor please say aye any opposed hearing none motion carries item C under new business creation of title one parent family engagement building lead job description and add to extra Duty salary schedule Mr Turner thank you madam chair I recommend the board to approve the recommended action the business item C the creation of the title one parent family engagement building lead job description and add to the extra Duty salary schedule recommendation do I have a motion second Mrs wolf any information to share here yes just briefly this is an extra duty position that

095would be given to a current employee um and this is just part of our additional work and trying to make sure that we are able to provide proper title one parent family engagement activities in our building so this would be for a principal who use wishes to use this in all of our all of our principals may do this but it would be up to that principle if they want additional help with someone to work on those engagement activities to help schedule those help develop those hand in hand with the principal and the rest of the school so it's essentially providing an additional resource to our principles of Title 1 schools any questions on this email about this to Dr Detweiler and Mr Turner I'm I just want to make sure that we are engaging

096the parent organizations that are already existing in the schools because they're doing a lot of this work already and like if you have a PTA the PTA nationally has a lot of resources to help with this so I think this could be a great time to engage the parents in that capacity to actually advocate versus just being looked at as a wallet so this is a very good opportunity to actually engage parents and I don't want to see it lost but I also was curious would the frisky be eligible for this extra Duty piece yes yes yes and and professional position would be able to do that okay it would just as it says it's added as an extra duty position and to piggyback on that this is a wonderful way for schools that do

097have a frisky or an FRC to um be able to as we know that those those coordinators are underpaid already and over utilized in other words they do a whole lot more work than what the day allows um and so this would if if people did participate I would hope that the FRC coordinators would be probably first in line for the extra Duty salary so in that regard it's um it's a much needed situation for those schools I agree and we we talked about this in the next one in budget committee quite a bit you know trying to work out the Kinks and and make sure that it was there um I don't I hate adding stuff when our org chart is still floating out there but that's coming but since this is only creating

098an extra duty position that may or may not be utilized or may or may not be filled but has great potential for really empowering a school Community with engagement I would hope that our Title One schools would utilize it and I'm assuming which I hate to assume that if it's tied to Title One as long as the funds are there we can offer the extra Duty um salary stipend or correct okay correct any other questions hearing none all in favor aye any opposed motion carries creation of new educator Mentor job description and add to extra Duty salary schedule Mr Turner thank you madam chair I recommend the board to approve the recommended action new business item C creation oops pardon me new educator the creation of the new educator Mentor job description and add to

099the that to the extra Duty salary schedule have a recommendation do I hear a motion motion Dr Brown is there a second second Mrs wolf okay anything to add here this also was yes briefly it's an extra duty position just as uh we previously discussed with the other position um this really helps with the development of our new teachers to the system we're a veteran teacher would receive a stipend for helping a young teacher there'd be a training program for the experienced teacher uh there would be a fairly well developed schedule of what they would talk about and what they will work on together as professionals throughout the course of the year so it would be essentially the k-tip program that used to be in place years ago from the state which was unfunded or

100defunded I should say and it is sorely missed in helping new teachers and help Mentor them this work does go on quite a bit as it is right now but just our people the experienced teachers don't get paid for that work they just volunteer their own time and efforts to do that because it's the right thing to do but this would provide that opportunity for new experienced teachers to get paid a small stipend to spend some time and help maintain the sanity of a brand new teacher in the classroom and helping them work through some of the challenges and and everything that goes into being a teacher their first year any questions this was presented in the tnl meeting and it was presented very well in the tnl meeting especially with the principals present they

101were very excited about this piece but I did ask a question in there that I'm I'm hoping um maybe Dr Detwiler be able to elaborate on a little bit but these programs are working in other districts what is the impact this is having in terms of teacher retention they are supported in their first to do so many new things to know that they have that community teacher very successful very and something they mentioned too is that the teacher may or may not be the same teacher in the building that was brought up depending on who so it just wouldn't be a random teacher working with another teacher it would be very deliberate in terms of making sure that like teachers are with like teachers yep and they can have up to two mentees and did

102we determine we had that conversation and budget about how long they can do it can this be the same people do it multiple years consecutive years or they the teacher induction programs the the most important thing is not to just stop them the first of the first year so this is the first year we're starting in we'll continue this in the the second gram that goes to two years that a mentor is on that experience they had that first so we would actually encourage okay I'm curious if Mr Reed has anything any input on this program that was a great benefit from our College program how's it funded right so for people paying attention that don't know what Title II is that's not money comes from the general fund yes in other words it's funded

103by Grant Title II money what not and that overwhelming professional development budget that the state gives us every year all 12.78 of it basically professional development it's wholly underfunded so this in my way it's it's creating our own system of professional development because I stand firmly that we have the best Educators in the world and who better to Mentor a young teacher coming in first year on the job then a quality educator that's been in this district for a while that not only understands the content area understands the challenges but understands the district so I will say I would I would like to see along the same line of thought some creative thinking I know that the funding might not be there currently but the people uh there's another group of folks in our district

104that could really use a mentor program and that's our classified staff that type of program would go really far to help retain people that we don't talk about often like custodians and bus drivers and other folks in the classified ranks so it would be very very helpful and Noble if we could come up with a plan I know it might not be funded by Title One money to create a similar situation where we could have mentors for our classified staff as well her strategic plan doesn't say our certified employees our strategic plan says employees so actually this is just the first step in that process so are you saying that there will be some conversation to add a mentor program or something similar to classified staff okay because this does say certified staff I heard

105you but this is for certified right I gotcha it is yeah any other questions hearing none we have a recommendation motion and a second all in favor of item D of the new educator Mentor or job description and extra adding it to the extra Duty salary schedule please say I I any opposed hearing none motion carries 2023-24 salary schedule revisions thank you madam chair recommend the board to approve the recommended action new business item e 2023-24 salary schedule revisions I have a recommendation is there a motion emotion is as well for Sarah second Dr Brown information Mr I'm just going to share just a little bit from the memo as a result of ongoing audits by HR and finance it was discovered that if the following revisions need to be made to the salary schedule

106that were previously approved once the salary schedule changes are presented to us to the board by myself and and our team that's through some work typically through Excel or another Financial programs just setting that up once we put all of that information into the Muna system sometimes we do see a few changes or where something might need to be adjusted to be sure that it's correct so in going through that process getting everything set up in the munis system it's where we found a couple little errors on that spreadsheet that we were able to correct it did not affect anyone's pay but everything is correct in the system now so we just want to make sure that we have the correct revisions to the salary schedules in front of you Mr bull ball excuse me

107I don't know if you have anything you want to add to that manual process on the front of the fronts that are in place on the back side which we can't do until you approve it is when we unfortunately find some discrepancies and we're able to rectify but just to reiterate based upon the information in the memo this did not affect negatively anyone's actual pay received correct that's correct okay that's the important part any other questions okay hearing none all in favor aye any opposed motion carries thank you the Mr ball appreciate you item F annual board policy updates first reading thank you madam chair I recommend the board to approve the recommended action new business item F the annual policy updates first reading we have a recommendation do I hear a motion motion Dr

108Brown second Mrs wolf Mr Turner what you had before you is a few changes to the policies that we adjusted some are slow coming to us if we made a few adjustments to the grievance process the absences and excuses and to food and school nutrition services so you see the changes there before you um I'm not sure if you have any questions on what you have right now but we just we'll take those questions now as we complete the first read are there any questions on these new policy updates for first reading what's the tangible difference in the policy about school lunch debt Olivia can you respond to that I'm not sure I know the answer to that question Mr Parks so these were just different changes that were proposed by ksba um to be

109honest I'm not necessarily sure I could speak to the actual operational differences this is just what ksba proposed to make the amendments to but looking at the differences it doesn't really substantively change a lot it changes more verbiage than anything else I really couldn't say why they changed it normally when ksba makes these types of changes and recommendations you'll see that big heading at the top that specifically points to which law they're looking at but this it just kind of changes some of the words so if I had to guess and I can get a better answer on that before the second reading my assumption would be KDE probably changed the language of their reg that just prompted this to change the language within this policy I could get an answer for your question Mr

110Parks for we'll have a conversation with Mrs Caldwell our director um if I understood what you said you were asking what's the tangible difference in the lunch debt from this policy change correct okay I'll get that answer I'll email all the board members and present it at our next meeting well historically we have never denied a child lunch regardless of anything correct that practice hasn't changed right that's correct we've never denied but we do refer them to according to policy to the board attorney for collection I think we have yeah that heard of that ever happening my entire time on the board have I ever heard it may be in policy because we have to have a process of collecting school lunch that but and in 28 years I've never known us to do that

111now there's typically a variety of ways schools principals and their teams and our cafeteria workers would work to even raise funds to make sure to help erase those deaths I would contribute to that I paid them yes I'm familiar with it yeah I'm opposed to launch debt and I think that should be even a term well I don't I don't like the conversation for this particular yeah I know but still I want any debt exactly we don't want to stigmatize our students we want to educate them and prepare them so I'm with you there wholeheartedly and I was constantly refilling my youngest son's lunch account at Boone County high school because of the number of his friends he would feed and I was okay with that because no child should not have a chance to

112have a decent lunch um any other questions or comments on the first reading of these policy updates knowing that Mr Turner will get more clarification between now and when we look at the second reading in case we need to do anything different so all in favor as is first reading please say aye any opposed hearing none motion carries um that brings us to our information proposals and Communications does anyone have anything to share with the board we did a interesting exercise in the tnl committee meeting it was and I actually asked Mr Turner if we could have a board Workshop based around that because it would really help with learning more about the deeper learning side of our strategic plan it would really make it a very tangible very visual very com easy to comprehend

113how it works or how it's being implemented in our schools so it's very good we can certainly discuss that [Music] um just have that conversation with Dr debt Waller Mr Turner and Michelle can do her most favorite thing which is to ask us for dates which we're going to have to do anyway did we speaking of communications we need a date preferably this month if we can manage it to do a workshop on the draft reorg chart and did we decide I mean I know the 24th was put out there but that's our leadership day which is long enough as it is [Music] um it's not been any other days to put out other than that one there's discussion of the 24th and the 17th well the 17th is 25th 25th 25th does anybody have

114any dates between now and the first week of August that are not good okay what about the 25th what about your schedule 25th of July is what we're talking about well that's what we're looking at now how about you Cindy or Maria uh-huh okay 25th wow wow I need a moment I just need I just need a moment um it makes me scared to walk out into the parking lot um okay so note I don't have my phone out but no July 25th I think I had already looked at that please don't do six to me um now let's do seven 8 30. yeah okay yeah whatever time we think we'll need I don't want to rush it this has been a long time coming we need to please do because I'll be coming straight

115from work um okay so note that July 25th fun times draft reord chart be there be square um any other information to share um I think between the two members on this side we've mentioned a couple of facilities ideas and I know there's a facilities meeting this week if there's any efforts or conversation otherwise or any of the things ideas proposed and what facilities a swimming pool or a archery building did not come up in the facilities update on Tuesday it was mainly not to take Miss best's Thunder an update of all of the current projects upcoming projects with yali potential Edition at Valley go ahead which will be October so we can if we'll make note to start having some preliminary conversations about those topics now I went to high school in the Dark

116Ages but we had an Olympic-sized swimming pool in my high school in the 70s most of our swim team did not know how to competitively swim but they did win some matches but and we also used it for PE classes so we still show The Freshman that there's a pool on the roof at Ryle so well I just think it would be great to have a one universal like a multiplex facility that has a large pool and like indoor archery stuff like that that we can not just use for practices but for competition because we're busting our kids out of the county to go to swim competitions we're going to other counties when we went to Ohio because Scott's pool was being renovated so we were going all the way to Saint X for swimming

117competitions for the region so it would be nice if we could do that because we could build revenue on it too so true but I will let you know it adds a whole new animal to management and liability oh I know I know big time but we've got four high schools with very active very competitive swim teams and archeries coming up like crazy and there's other like wrestling and stuff like that that's really starting to take off big within the county so it would be great to have a location that would be good for stuff like that where we can do Regional activities okay when we meet in a quick aside not to be competitive here the archery Community is willing to pay for it if you give us a piece of property he's throwing

118that out there my lot on Berkeley Drive isn't big enough or I would give you mine okay duly noted we'll add that to our October meeting and we'll see how it fits into the facility plan the budget and the planning and we'll we'll start the conversation on anything else I'll just say my um we are getting close to the transportation open house I hope everyone gets to attend that I went and some of us did last year it's a great time and you get to see some of the operations that we don't normally think about like the bus garage where they do a lot of the work um so and I would just like to encourage members of our community that may want to be involved in other aspects of Public Service which is being

119a custodian or a bus driver or helping in some fashion in the public education sector that doesn't as the Eric ball explained doesn't necessarily have to have some qualifications that we used to have to you know have to have and just to say I know that there's a lot of work coming up to the start of school and there's some new people in some new buildings Cameron and I are going tomorrow to meet her new principal which she is very nervous about said she had a dream about and so we're excited about that and all the work that goes into starting a new school year on in all the grade levels preschool kindergarten I mean all the way to 12th grade all the work that goes into it I'm fascinated and I'm um amen all

120of the people that do public education on a daily basis it is a ton of work and I for one my family and my neighbors and my community commend everyone that does this job for a living we owe a lot to you the employees of Boone County Schools thank you I did notice on the calendar that we were going to the fair so maybe a go a go Pantry um fundraising suggestion dunking booth superintendent Matt Turner you know I I've done a dunking booth and it is not as fun as it sounds I will say it is not as fun as it sounds I'll just head you up on that well it's just the water's so Brown I mean it's just like I don't know have you seen how murky that water gets it's just

121at least it's warm when it's murky when it's clear it means it has to have a tetanus shot after you come out of it I don't know in the fair though that cold water might feel pretty good though I do want to say if anyone wants to see them for some really pretty Hardware although I don't have kiddos at Long Branch anymore I spend a lot of time in line at Cooper and they have their Blue Ribbon School Medallion up it's huge it's on the front entry they have like this big giant it's really cool looking so if you want to see some sweet Hardware take a swing that's cool Branch so to you all know Jamie is working on getting all the back to school nights so we will send to all of you

122guys so that you can see which schools that you go to if you'd like that well North Point has it on our school board meeting night so we're checking all that information yeah that's helpful if it doesn't happen on our meeting but yeah and that's all great levels so I would if funnel cakes are involved I'm there um anything else all right we will move on then to close executive session for per krs-61.810 Section 1 K meetings
