001like to welcome everybody county board of education special board meeting May 5:30 p.m. Central office call to order roll call >> here Drew >> here Cody >> here chairs here actions with discussion discussing or take actions on RFP timber harvest for road project we met with the the architect and talk with them about getting everything finalized and ready to go for this road project. And instead of having whoever does the road project to to doze the timber over and burn it, I think it'd be a good idea for us to harvest what is what is there and and usable and recoup a little bit of money and then stuff that doesn't sell real high and it's cheap on the market like some of your pines and himlocks and things like that. Donate it to the
002FFA over here. They where they can they can saw and use that that material. Yeah. So, we we walked it and and we looked at some of the timber and then some of the mature timber that is adjacent to that. I think it'd be a good idea just to go ahead and grab some of the walls there. Just do a little select. So, with your all's permission and Tiffany and I will work on an RFP to send out the proposal with with what we would like to like to see and then bring that back to you all and pick somebody to to do that. >> Sounds good. We don't need to do anything on it tonight. Just discuss it correct. >> Make a motion to Yeah. Take the RFP. Make a motion we take the
003RF for the timber harvest project. >> It needs also declared surplus. >> All right. Make a motion to accept to send out for RFP on the timber harvest surplus. >> Second motion second Braxton >> I chair discuss or take action on elementary football. Would you like to talk to me a little bit about the discussion we've had? >> So, we we just would like to ask for y'all to uh with y'all's permission to bring our youth football league into our school district. So, basically, for the last five or six years, some of you guys up here can probably tell the history better than I can, but for the last five or six years, our we have not fielded a youth football program within our school or within our county. We have basically had our youth
004football program kind of outsourced through a feeder program or through a league in Blaski County and our people run it. We've had some guys and it started off very small and we've had some guys like Cody and Drew and Luke Watson's and different people in the community that's worked really hard at that and they have built it up to this point to where you know basically right now we have run about 170 different families every single weekend during football season traveling up towards Somerset and our and our program is in a lot different spot right now than it was five or six years ago in there. So, we would like to be able to bring our program back within our county, be able to host home games, uh be able to have uh, you know,
005control where our money and how that is spent within our program, be able to not have outside sources of people from other counties selecting our coaches and thing and things like that in our youth league. And so, that's what we're asking is for y'all to to allow us to bring it back into our school district. Um, it is our goal from the very start to make sure that we run it as a self-sufficient league to where basically we're saying through the home games, through the fees for playing in it, through the concessions where we'll be able to basically pay for the year-to-year be able to run this. We do kind of run into a stump here. We are bringing equipment and stuff with us out of that league. Uh, but the kind of stump we're
006adding a grade level when we move to where youth football becomes a grade level here. So that gives us more kits and a lot of the equipment that we're bringing in is really close to being outdated and so um I'd basically like to ask permission to purchase 50. That's your biggest cost is your helmets and they have an expir expiration date. Like to purchase 25 helmets for each school for Pineot and for uh Whitley as they come in and then from there that puts us those have a 10-year expiration date on them. And that puts us in a really good spot from that time on to kind of be able to be self-sufficient and read our equipment stuff on and off. And that uh this may be a rough estimate, but $8,750 is the kind
007of money that you're looking at on the helmets. >> And on scheduling, coach, would you be just you start scheduling other counties like traffic to them? >> So, we have we have came out of like a league where they kind of built your games, but within being in that league, what happened is they control your schedule. They control where you play. They had a lot of control. We are we're moving to where we're going to play like a different conference, but it's basically run more like middle school, like a middle school program. You control you control your games. You just kind of use the conference for the conference games and then you can control out of conference games and schedules and and stuff like that. So, and the other I know some of you's probably
008heard over the last year or two. One of the things was uh the last two or three years all our kids playing youth football in the county has not been able to participate into in any type of a tournament because you know we had won a few years in a row and so we kind of got put up there where we just were not allowed to participate in that tournament no more. And so our kids have actually, you know, we're fielding massive teams at each school district and our kids at the end of the year aren't really get to play for nothing and they're as good as and have opportunity. So moving into this gives our kids, it allows us to have games at home. It allows us control our schedules. It allows us to
009be able our kids to play for something at the end of the year. >> Sounds awesome. >> How how about far as the coaches with that? How how is that? So, we are inheriting. So, the way I look at this is the coaches like they're already set for this next year and we're just kind of merging these people into us. And so, we would hire those coaches officially just like you hire um like you hire summer bus drivers or summer summer bus monitors. They would be a manager for each school set up and then a coach for each grade division. And each year those would just apply and through our athletic department just like we do post any other job we would hire you know we would hire a co we would hire those people
010um the ones that's already set through through the year because we're just kind of merging in basically you're kind of auto hiring those people in the first year because that's the way it was when we took it over. >> All those are volunteers. >> Yeah. You would be it would be those are all non-paid spots. You're you would post them as a job for people want to do them where they had their background check and that kind of stuff every year. But they're all each school would have four positions that would volunteer. Your basically school manager and your three head coaches and then your head coaches would pick their assistants. But those would be um where they got the little background check. Help me with that, Tiffany. What's that called? >> Bips. >> The bips
011where that's all your assistants would do like parent volunteer check. Any other discussions? >> If not a motion and second for elementary football requested the money put that in motion. >> Yeah. So, I guess the way this is worded, we can do anything you all need to do with elementary football, but you probably need to vote to start the process because you're going to have to do a salary schedule before the coaches will make up with the staff. You don't have to. >> Oh, okay. So, they're going to be volunteers and you don't Okay. >> So, the the rest of the equipment besides the helmet, it'll come. So we met last night with we we went to their board meeting last night and officially exited the league that we were in. So we took when
012when they took us into that league, we took equipment there with us that were they had actually came out of the school district. And so and again our kids over those last five or six years had paid leave fees. Our parents had done concession. U you know, we worked the games and the attendance. And so basically when we met last night, we just kind of had a clean break and their board voted to the equipment that we have, which we already have on site. We got one down at the ConX box in Pine Knot and we got one over at Whitley. So all the equipment, uniform, shoulder pads, the stuff that was inventoried in for each of our schools, just it just becomes our inventory. Basically, when we vote to do that, that becomes the
013schools. So the the cost of the helmets would be that would be the only expense. >> The only expense for us to start playing to for only expense for us to start playing football would be would be the helmets. And where you really have that expense is because you have so many at phasing out. And the way that our our program here been set up the last few years. Sixth, seventh, and eighth grade has happened at the middle school. When we move into this new league, you have three league. Sixth graders will play elementary youth football and they would have the option or the ability to play up on the middle school team just like what our our middle school girls have the option to play up on the high school varsity team if the
014coaches and people if they was at that level. Would it be good like we make the motion just because we don't have maximum now just put 50 hel you know with the link since we're want to add 50 helmets >> that way the cost because he's got a general idea what the cost >> um yeah or set an amount a little if you want to authorize a purchase $10,000 or something >> start >> for startup cost >> then he could just have a >> that would work in there either way would work >> it's probably cleaner for budget for Tiffany. Can you give her a >> solid number? >> And they can always come back if they need more money, which you know, your superintendent can authorize to if it if it's slightly over the
01510,000, he's got some discretion authorizing use of funds. >> Like the coaches now that's already in place, they'll have to have their bibs and everything. They'll they'll still have this summer when when if you guys vote to let us do this and approve this, then we'll have to start the process of basically getting out communications of what football, we'll have to have a coach meet. We have to get to the elementary schools and get out on social media because it's going to be a little different. I know people's probably already heard the community, but we're going to have to get we're going to have to basically get that out there. And then we will have to post those positions as volunteers through our through our school district. And those coaches are um they they would
016fish they would have to apply for those jobs. Yes, sir. >> What if someone else applies for it too? >> Well, I mean it we just have to decide and then it just comes down, I guess, to the athletic director or the committee that's hired and that who's who that is. You're just like any other job. You're just selected. >> Yeah. >> So, and you got another thing too. They got all the equip that you guys marvel they we got some equipment some shoulder pad and stuff don't we? >> Yeah we we've got everything from socks to uniforms to pads to pants to the only thing that we have to return back of what we've used over the last few years is that league asked if they each of our schools had an AED that
017was purchased from um the the football association. They asked if we would return their AEDs and some what some coolers or something like that. But we already have AEDs in our school system before our sports like we already have those >> motion to reestablish the elementary football programs and then authorization of startup amount whatever the startup funds. >> I think that would give them breathing room in there. So, uh I make a motion that we uh re restart. Is that a good way to put it? >> reestablish the elementary football program in the in the county and also have an amount of 10,000 to purchase equipment. >> Second Drew Cody >> I chair Braxton >> Hi discuss and or take action on the central high school project change. >> Okay. So, u basically when Tiffany
018was closing out all the documentation for the layback project that was completed, uh she found some money that was plugged in different codes for the architect to I guess use that as maybe a placeholder for some things. So, with that money, uh we went back to the draw board and contacted some folks and Since the vocational uses the auditorium, you know, we can use these funds to uh do a little bit of work inside the auditorium. Uh so you got a increase architect, not architect, the CM fee of 56,000 and then general trades $52,378. and and if we don't use this money, uh it goes back to the grant that that gave it to us. So, um I'd recommend um taking action on these change orders so we can get that work started. They're ready.
019They they've done all the planning and they're ready to go. They're just waiting on approval. And I think one good point that you were making there on this these monies, these are monies that's not new monies. It's monies that's there to be used. >> That's correct. >> So it's monies that's in the system that if we don't use it, >> we're going to lose it. So it just makes total sense to >> I think that's good to make the clarity on that even though you said that people are hearing about this know that it's money >> budget on the original project and SFCC granted us that money. They're encouraging us to use it. for us to use it in this manner. So it's it's money that >> we lose doing work on the stuff that
020you're talking about the whole auditorium >> that that seat it does seat some of the some of the lighting all lighting handicap handicap accessible seating >> almost everything except the curtains >> and a couple of the systems I And I believe it also included a couple doors and a couple doors wire system. >> So basically it's just adding stuff to the project that was there before >> to utilize those fun. some need to some things that are needed to be done before it come under budget. >> I'll make a motion we accept the change orders for the layback project at Central High School. Cody, >> I chair >> Braxton. >> Discuss and or take action on FY27 insurance removal. >> We have a proposal for our insurance for next year. Our buildings and contents coverage
021has increased by 62.7 million. And that brings us up to KDE recommended value per square footage. So in case of a loss, we would be better covered to be able to rebuild or replace those contents. Our deductibles is much much better. Our wind deductible before was a 1% value of the building. And remember last year when we were talking about this, if the high school is valued at 600 or I'm sorry, 64 million, our deductible on the roof or anything like that would be $640,000. We're going down to $10,000 on wind deductible. A hell deductible was 1% of the value of the building and we're going down to $100,000. So that's much better. Also, our auto deductibles were going down from 5,000 to 2500. Um, our workers comp to be the same carrier. Our total
022package cost, we have a change in cost. It's an additional 79,000, but we're receiving much more coverage and better deductibles. Any discussion on this? Anyone motion or second to accept the insurance? motion accept motion. Second to adjourn motion to second chair Irew. Thank you.
