We'd like to welcome everybody County Board of Education regular board meeting April 28th, 2026 5:30 p.m. Central office. Call to order and roll call. Braxton >> here. Drew >> here. >> Cody, >> here. >> Estgenda and agenda. There'll be an addendum on 5B. >> I make a motion to approve the agenda with the agenda. I'll second chair votes I >> communications at this time prayer by Mr. Braxton King. >> Our father which in heaven will be thy name kingdom will be done on earth as it is in heaven. Give us this day our daily bread. Forgive us our debts as we forgive those who are indebted to us. Lead us not into temptation, but deliver us from evil. For thine is the kingdom, the power, and the glory forever. Amen. This time JC Mr. Steven
of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> At this time, Superintendent Communications Dr. Taylor got just uh a couple things before we get into the presentations tonight. Just want to share with everyone uh that I met with President Styver of the Senate and Kenup Church about our road project one in McCra Central off of US 27 and they uh they allocated another 1.3 million to the school district for the road project that'll be available for us to draw down July the 1st. So, we're looking looking forward to getting that in here. And, uh, we've been working with an architect company. We've done a an RFP, and that was what the agenda was to to hire the architect company to, uh, start
the planning of that so we can get started on that this summer. So, we're super excited. And I know Judge Green's office has has advocated for that for us and and we're we're really excited for that. Uh so at this time we've got the pray county uh physical court Josh Stevens is is here to recognize Mr. Colin Crabtree's uh class from Central High School. So Josh would you like to come on up? >> Appreciate everybody. on the board tonight and uh the audience and greatly appreciate Mr. Colin Crabtree and their class for working so hard this year. Uh at the beginning of uh the school year, we were in great need of a new website and that not playing out into uh our wheelhouse. Um we began to search uh for avenues in order to
uh to make that happen. and the companies that uh quoted us. We uh uh wanted to maintain uh being fiscally responsible and uh more importantly than that we wanted to invest uh in in what we had here at home, our resources and so we were able to get with Mr. crap tree and he graciously every step of the way said whatever you need just tell me and we'll build it and uh they were uh able to uh have that completed and uh we should be able to launch that within the month but we just can't say how much we appreciate them and we have a a small token donation of $5,000 from fiscal court and Judge Green hated that he wasn't able to be here uh directly but we thank you guys SO VERY CAN
I GET A PICTURE? >> I just want to say I appreciate Mr. Call and the Crab Trees work with this CTE group. I know Miss Barnett is really proud of them. They were here a few months ago for the education where they been like state competition and just an outstanding job. >> Thank you. >> Up next we have Miss Kayla Marvel. She's here with some Gear Up folks and they've got some information to share with us. So, Kelly, you want to come on up? Bring your folks. And got Miss Britney Stevens also. He said just to click on presenter. So we're with the high school. I'm the college and career navigator. This is Britney Stevens. She's the academic interventionist, but we work with strictly with 9th, 10th, and 11th graders this year at the high
school. Um the GU vision is every student prepared for postsecary success. Our objective this year was to increase students academic performance and post-secary preparation to increase students high school gradu graduation rate and post-secary participation and to increase gear up family knowledge of postsecary education options preparation and financing. Some of the services that we offer um is college student shadowing, college visits, mentoring, check and connect services, counseling, advisoring, um educational field trips, information dissemination, job shadowing, job visits, leadership through service, rigorous academic curricula, summer programs, support services, and student workshops. And most every kid in our hospital has been service through one of these this year. So we're on year five with Europe out of seven, I believe it is. So this year we had an $80,000 budget and these were things that we um utilized
the 80,000 with which was uh two certified two certified tutors which was math and reading uh pair assessment delta math. We did multiple family engagement events, college visits, and then link crew and raider and bus training. Uh college visits this year. freshman visited Somerset Community College. Uh in the middle, sophomores went to the Cumberlands and the juniors got to go to EKU this year and they all love going on those visits. Uh family engagement events, we focus through class scheduling, the CT advisory councils, keto reps, financial literacy, academic progress, and our pathway selections. And each family event that we host provides the meals for these families and students during these events. >> Yes. So these are just a few that have uh came to school this year to meet with many of our students. Um
and we have the military that visits as well and they're always there almost weekly trying to get many of our students to enlist. Um, one thing we focused on was master prep. >> Yeah, we did mastery prep and that's the platform that we use. It's an online thing that we can um give them in order to see how they are with their math and reading readiness and then it also creates a study plan for them. So those students as soon as they complete it can go through that study plan to help improve their scores and we administer it to freshman, sophomores and juniors. So it wasn't just the juniors who were required to take it, but we did the lower as well. until they get um we have a check and connect system. So what
that is um Ry and I both got certified in it. So we get 13 students um that we focus on and we meet with them every week and we track their grades, attendance, behavior. We build relationships, mentoring. So even if they just need to come in and talk about their bad day, that's that's what we're there for. get them back on track with their grades, getting them ting, their attendants are going to be there every day as much as they can. Their behavior, we try to help them stay out of the principal's office. It's hard sometimes. >> Um, student leadership, we have two events that we focus on with and student le. So, Raider Nation immigration, that is where the eighth graders visit the high school for a day of rotations through each of our
pathways. The student leaders each pathway and allow the eighth graders to be hands on during demonstrations. This is a really fun day for eighth graders when they come over. So, all of our CP pathways are in the gym. You walk through, you might go to the nursing and see them how they draw blood or you might go to construction. You get to use tools and just put a piece of wood together. Then we have link crew and our raider ambassadors. And this is an energetic fun day of of leadership activities for new freshmen that our school student ambassadors host. These activities help eth graders with their transition into high school. So this summer I'll have two days of training for our student leaders, which is juniors and seniors in our school. And then they come
back on orientation day and they lead these new freshmen throughout the building. Show them the building. They kind of do like a day of activities like little ice breakers. It breaks them out of their comfort zone but gets them to know that they have other people in the building that's going to be there for their first day of school and throughout the year. We also have a summer enrichment program which is a three-day um like summer camp style which we've not had it yet. So last year we took our students to uh the University of Kentucky for a day tour and they explored all the areas of the campus, talked to adviserss and different areas of study. And then another day of that we went to the department of criminal justice training facility facility on
EKU's campus which is actually a really cool place if you've never been. and they got all different careers, their training processes, their students got to see actual classes um being graduated in there, how they run the police academy. It's a very very interesting thing and they really enjoyed that one. We also partner with different um partnerships throughout the school. So our American corpse, JAG, JRPC, ETSs and family resource, they bring in guest speakers, different programs for our students, recruiters and many different things. So we all just try to combine and work together and help each other out on that one. >> Okay, now we're going to move to the academic size. So last year our math scores um raised 11.7 points and these are the interventions and things that we had in place to raise
those scores through Europe. So they hired our math interventionist and they pull students two to three days a week that have scored lower on their math exam exams and do remediation with those students. skills and standards that they're missing. And um we also did our test group support. So we pulled those students um in during their 30 minute time of their they can have remediation or if they're not needing that they have fun time. So we pulled them in that time to help with that as well. And then we created benchmark trackers that helps us keep up with each student where they are at least if they're novice, apprentice, proficient, distinguished. And each benchmark we update that and we can see who's moved up, who needs to be pulled, who has gained ground and doesn't
need to be pulled anymore. Um, and then reading's pretty similar. They went up 10.5 points last year and we used our S materials that Gret purchased for us. They also paid for a reading certified tutor who pulled those students the same. they were in the bottom 20% for readings. They got pulled by that either two to three days a week. Um we had excell Andy um back there Andy Barber she is Kayla's boss and then D But if you don't do it, that's not. >> And also with us, we have Christian Callahan. He is the director of programs. Uh we have Johnny Tyson, the program manager, first year experience. Zach Nichols, the family engagement facilitator, and Caitlyn Miller, the grand impact manager, and they all came with us. >> You all been very busy doing
a good job. >> Yeah, really proud of these these ladies. They uh they work in conjunction with a great group that's been a great partner to McCory County for many years. I remember gear up many years ago when I was a math teacher long long time ago at middle school. It's a great partnership and we're really really honored to be part of it. So, uh, D, we just need acknowledgement that you all received the personnel employment authorization. If y'all want to leave, you're welcome to leave, but if you like to stay for entertaining stuff, you can. Thank you all. Thank you. At this time the treasury report we had payments and revenues from tax payments and special revenue reimbursements in our district activity fund. We had operational expenses from our DA accounts. Um building fund
we transferred some money from building fund over to fund 400 to cover some of our bond payments. Uh we had some activity in our construction fund related to the athletic project debt service. We had some bond payments that were made. Food service had their normal reimbursements. Uh we have some interest earned in fun,000 and that leaves general fund with an ending fund balance of 11.8 million. >> Thank you Mr. No. comment. Need a motion and second on actions by consent. Make a motion. Drew >> chair. Hi. >> Uh, actions with discussion discuss or take action on district facility plan. We got Mr. Mar. So over the last uh three or four months, we've been engaged in uh basically our local planning committee and putting our district facility plan together. A lot of the people in
the room and Charlotte and Cody and quite a few people have been involved in that. And basically what we've done is we've involved a lot of stakeholders from in the community. uh some parents, some business me uh members, teachers, principles, board members, and we've all come together and we've just kind of looked at along with some architects and some financial people of what our needs are within our district and kind of long-term planning of like what we would need as we move forward over the next four to six years. And um they have basically took our needs and you've looked at your structures on your paper on your paper that you you have basically first you identified permanent to non-permanent permanent uh buildings which are on our grounds that we're using our schools and then
you looked at took our needs and you put them in different priorities. And basically the difference for us if it's a priority one or a priority two that means we're able to use restricted funds for those moving forward over years to for those. And then your lower priorities that means you're not able to do that. So I think our total this year was 44. Our total needs would be 44,1,265. And that don't mean that we're getting all that money, but it does mean that those are the needs. So that gives us a higher opportunity to get a greater percentage of that funding. So now tonight we have you guys to look to you guys would vote to approve this and then it would move on to be the state as this is our plan and
that allows us as a school district for us to uh use funding moving forward in those those ways. Any discussion on this? How does that compare to like >> I think we're three million different than the you do this every >> four years >> every four years and I think we're three minute 3 million lower right is what you >> I think so but so they they look at all these needs things that could be replaced based on their life cycle is is what a lot of this is and but the greater need that you can show the more opportunity do you have for assistance when they when they do offer assistance to us? So, so you want it to show a greater need. You know, obviously we're not going to go through and rip
all the wiring out of schools and and and do all that kind of stuff, but at a certain point things have exceeded their expectation. Anything else? Motion and second. >> I'll make a motion we approve the county schools district facility plan. >> Cody hi. >> Hi. Uh on the addendum 5B discuss or take action on awarding RBS architect the bid for road project. Okay. So, uh, we sent a request for proposal out, um, to advertise for architects. So, any project that's a million dollars or more, you have to advertise for architect. Um, and RBS is the only ones that submitted a proposal and we've done work with them in the past on a couple projects. So, I'd recommend uh awarding that uh that work to RBS for this project. >> At this point, what they're
going to be doing is just kind of figuring out how >> Yes. Yeah. They're they're ready to uh they're ready to come in and do some uh some core drilling to check rock depth and do the final planning and get the documents ready to submit to send out. I don't. So hopefully hopefully we can get started and do you know this summer that be awesome. >> Motion second on 5B. >> Make a motion we RPS architect for the road. >> I'll take Uh, next meeting. Next meeting with prayer county board of education will be Tuesday, May 26, 2026 at 5:30 p.m. with board office.
