001Okay, we'll go ahead and get started. It's uh 5:30. Um I like to call our meeting to order at this time. And if everyone will please join me in a moment of silence. Thank you. If everyone would now please stand and join me for our pledge of allegiance. I pledge algiance to the flag of the United States of America and to the stand indivisible with liberty and justice for all. Thank you all. You may be seated. At this time we are down to approving our agenda. And we do have um an item to amend. And I would like to make a motion to amend the agenda to um change item D which is to accept bid for geotechnical exploration for the Milber County High School auxiliary gym project. We need to include this to say
002an early childhood center. Second by Mr. Jar. Any other motion to approve the amended agenda? >> So move. >> Second John. All in favor of approving the amended agenda, please say I. >> I. I all opposed. I hear none. We are down now to um our recommend. Good evening board members and you guest out there. We have a lot tonight. I have a very special recognition to give tonight. As you all know, February is our um competency uh skilled communicator and so that's what we're focusing on. Um I have a particular student that we are going to award this evening and I've got a lot to describe about her. The student we're recognizing is in seventh grade and Mr. Chapel actually shared with me the very reason she represents a skilled communicator. At the beginning
003of last year, Alexa Peepler was in his classroom. He said he was quiet or she was quiet and didn't seem too interested in talking um to anyone. After just a few weeks, he began noticing a change in Alexa. She became very engaged in class, realizing she was very skilled with Lego robots. That's when Alexa started talking um or taking on a leadership role in her group in her class and then presented at the Berg experience >> [clears throat] >> um for our opening day um at the high school where she courageously stood in front of a group of adults and taught them things she had mastered in class. Mr. Chapel said that this year in his class that Alexa continues to excel and according to him she built the best rocket for one of the
004the labs. She started the welding module with the Pax and Patterson labs and quickly learned new skills, challenging classmates and staff. He added that she has shown her ability to explain concepts and helps others to understand. And I believe you're going to hear from her in just a few minutes. So this evening, it is my honor to recognize Alexa Peeler with the 2026 Skilled Communicator Award. Alexa is the daughter of Terry and Anna Peeler. Anna works for us at the middle school. So join me in congratulating Alexa as she comes up to receive her pie. [applause] I think Alexa has a she. Yes. Perfect. Thank you. And Alexa, you can come over to She has something to share with you all now as they go. Esteemed Board members. Hello, my name is Alex Peele. I'm
00513 years old and in the seventh grade of Milbury County Middle School. I'm writing to you today to ask for your assistance and purchasing a big a big motor for my career choices left. When I began my middle school career, I was very nervous. A new school, a new teacher, harder subjects matter. I was previous than I was previously used to. During my sixth grade orientation, I learned that I would be in STEM class. I had never done anything STEM related before, but when I went to class over that first week, I became very excited. I realized that not only did I enjoy the class, but I was excellent at it. After completing the nine weeks, my confidence was steadily growing. I was invited to be a student teacher during the next 9 weeks. I
006will be helping my peers learn and understand the materials from a kids perspective. Not only did this help me continue to learn the subject that mattered, but I believe that hearing this lesson from someone their age will help other kids understand as well. Fast forward to the beginning of seventh grade. I was able to start the nine weeks out with my favorite class and favorite teacher, Mr. Ch. Much to my pleasure, the class had changed. We had tons of new modules to learn from. We began we began rotating through each module. I enjoyed everyone and I was able to do. For example, my rocket was the furthest one to go. We built and launched them as well. As much as I enjoyed each module, as soon as I got to the floating simulator, I was
007ecstatic. You see, my dad makes a makes a living travel traveling and welding. I was very excited to share this with him for the first time. I put on the simulator. I scored a 95 out of 100. My first try, I was hooked. I began challenging myself to do better. I began challenging others to friendly competitions students and adults all like before the ribbon cutting for a new STEM program. I reached out from the encouragement from my teacher Mr. Chapel and the challenge to governor's assistant former Kentucky state representative Martha Jeni to a competition. To my surprise, she emailed me back immediately and told me it was on. She warned me her husband was a lawyer. She thought she'd do very well. But the day the ribbon cutting came around, I did not only beat
008Mrs. King. But I taught the anchors, the anchor of our local radio station to use a stimulator as well. I tell you all this because I hope you understand that a quiet nervous girl I was at the beginning of six train. My confidence was through the roof and I spilled over into every aspect of my life. All because this one little girl learned how to weld and absolutely crushed it. At this time in my middle school career, I maxed out on the simulator as many of my peers as well. As much as the simulator has taught me, at the end of the day, it's not a real life experience. Having a real weather at school would open so many doors for students and who would eventually follow in a career skill trades versus college. Having
009a motor empowers young little young young little girls like myself to step out of their comfort zone and learn something that is mostly a male field career career field. I believe that STEM learning how to greatly improve my middle school experience. I hope by hearing my story you can tell you can see how much of having a real water would benefit to the school, my peers and myself and give your TIME AND CONSIDERATION. >> [applause] >> ALEXA, I I WENT TO SAY lunch with Alexa yesterday. I went to What did I do yesterday? I'm so blended learning learning yesterday and um was blown away by the students and their um and what they've learned and how they present themselves and of course the career labs that we went to look at earlier in the year.
010They're so important. They give kids an opportunity to look at things that they never thought they'd get into. Um as parents, as you know, it's this has been eye opening for us as well as the students. So, as I said yesterday, I went to spend lunch with Alexa and I got her some shirts to give her tonight. Here's one. It says, "This girl melts metal." And this one, I know I like a girl. Trying to keep up. >> [applause] >> That's awesome. Thank you, Alison. I'm glad you're enjoying the lab. I hope everyone enjoys it as much as you do. It was certainly fun going to the middle school one day and getting to go through Mr. Chapel's room and seeing all the kids enjoying all the different stations that there were there. Um I
011think I enjoyed watching the girls trying to fix the sink and the plumbing more than anything. So um but it was a great day and I'm glad you all are enjoying those. It definitely is a blessing to have those in our school. Thank you so much. You're welcome. Thank you, Mr. Chapel. Thank you. Your dedication is phenomenal and it's so evident on your classroom. Thank you. Okay, at this time I guess we are moving down to our treasures report. I'll tell you what, when I ask my Alexa something at home, it'll never give me the right answer. So, I should do a very good job. >> Who is um before I begin tonight, I want to take this opportunity to introduce uh my replacement uh Preston Browning uh will be will be taking my place
012effective March 1st. Um he's a very capable and very good man. He's we've talked a lot and he is he knows a lot of things that I didn't even know. So, I'm really excited about it and I think it's going to help out our district tremendously. Uh, he's meshed very well with the team. So, um, I'm glad for that as well. Preston graduated from Ymer County High School in 2012. Uh, he has family here. So, Melody Browning was his his mother. Jimmy Browning was his father. Uh, his wife, uh, Grace works at Rainbow Elementary School. She's a special education teacher, so she's doing very good work there as well. He was with Tai County for 5 years and so he brings that experience to our district. So, welcome to With that, let's talk about financials.
013So, I'll bring up the financials to you as of January 31st. Again the revenues uh this month we had about 11.64 million in revenues. Uh this is largely due to the uh we received our TVA funds. Um the TVA funds are at 7.3 million which is down about 900,000 from last year. If you recall we got about 8.2 million. Uh so that just kind of just illustrates the the fact that it fluctuates greatly and that's based on the uh sales and the assets. Fortunately the assets uh even though they've torn stuff down out there it will we will continue to get the full amount they tell me until that last thing comes down. So that last thing is the generator housing if you remember that. So, uh, SE we remains unchanged. Uh, federal was down
014about 10,000. Our state funds were up 51,000. Uh, taxes, you know, uh, while still at 1.57 million are down 4.7 from the previous month. Um, and other is up 13 million and food service is down 60,000. Uh, the monthly receipts are up 2.6 million from last month and down 300,000 from the same period last year. So even though TVA went down significantly, we still had uh other revenues that made up for that that difference. Uh on the expenditure side, we had about we had about 1.84 million in uh accounts payable uh 3.1 million in payroll for a total expense of of 4.96 million. The accounts payable is down $592,000 when compared to the same period of last year. Uh this is mainly in debt service and food service. Uh the significant bills in January were
015Mumer County Fiscal Court was $279,632 and that's uh tax collection what we paid for to get taxes collected. CNC contracting which was construction $170,825. Danco construction 164,8667 play Wisconsin was $140,240 that was for playground equipment which is also construction $71,91 and old national wealth management which is $68,891. Payroll is up 98,000 versus January of 25. Uh further breakdown fixed and mixed expenses about 1.3 million variable expenses about 395,000 and util utilities expense of8 118,000. Any questions? Are there any questions regarding the treasures report? Motion to approve. Sorry, I can't hear. I think there's a delay. Can I have a motion? >> Motion to approve. Second. All in favor of approving the traers report, please say I. I. All opposed. I hear that. We're down to payment of bills and salaries. >> Thank you. Uh this
016month I bring $663,85567. Uh $183,000 that was general fund and construction about 452,000 was uh utilities accounted for 51,000 fix and mix expense about 516,000 variable expense of 97,000. Uh the high dollar uh checks were to Escola for $47,956 and Ross turn for 40,9572. Thank you. Any questions on bills or salaries? If not, I'll need a motion to approve. Second motion motion from Mr. information on all in favor payment of bills and salaries please say I oppose I hear none and we are now down now to public participation okay thank you and now we're down for administrative report and we're going to start report okay um Before I move into um some of the items I have, I just want to take a moment, Eric, to say thank you to you um as a new
017superintendent coming in not having any clue what I was getting myself into. You were a tremendous help um for me and you will you will definitely be missed. So, thank you for uh the years of service that you've given um to our district um and the I feel like the financial position that our district is in at this point. So, thank you for that. Um okay, so then let's see um Scott Blake in Central City can let you give your presentation working. Thank you for allowing me to present chairman board members this as well as future superintendent costs for your position here. I'm going to share some things going on at Central City Elementary. Uh our theme this year is where the magic happens. We took a Disney theme this year. So that is printed
018on all of our shirts. Uh it's been a really positive year so far. So let's look at some of the highlights. starting all the way back from us. So, this is our this is our staff picture. It's covering me up, which is unfortunate. That is our staff picture. >> That's okay. You don't have to listen. It's not 7 and 12 in. It's supposed to be nine. So, uh, every month we do a pride of the tide assembly and if you notice there, the first picture is Central City Police Chief Jake Lindsay. We have decided to do a pride of the tide alumni where we recognize a former student of Central City Elementary for Central City High School. And so, Chief Jay Lindsay was our first recipient of that award. He came and spoke to our
019students about the value of education and how he uses what he learned at our school uh in his career. And we've had three since we started doing that that have came and presented to our students. Top right hand corner you see the world famous uh Central City Elementary Golden Girls Dance Team. They perform for us at practically every assembly. Occasionally they don't have they they don't because they don't have an opportunity to get practices in, but pretty much every assembly they come out and welcome the crowd. And at the bottom right corner you're going to see uh some students that are representing their class because we give class awards. We call them our golden awards. And so these are just students or classes rather that show leadership in their specials area uh in the cafeteria,
020cleaning around the school and just opportunities to be leaders at the school. So, we present those uh at every assembly as well. Here you see some of our student recognitions. That first little girl right there, that is Adam Gish's daughter, Kinsley Gish. So, she received one of our rising tide certificates. And what we do is we look for opportunities to recognize students for uh showing leadership through one of our competencies through our profile of a learner. And so, Kley was recognized there. And we were lucky enough that Taco Bell uh in Central City has given us stacks and stacks of gift certificates. They're expired, but they told us that they are still going. [laughter] So, uh every day you you'll see the students in the top right hand corner. Those are our bus riders of
021the week. Uh they're also holding the certificate. So, I I think they care a little bit about the piece of paper. They care a lot about that free taco. Uh the bottom right hand corner, we get those out at our assemblies as well. That is a uh those are the student of the month awards. We also give a grid award. Our student of the month awards are for students who exhibit what it means to be a Central City Elementary School student. And our grid award is for students who never give up. They always persevere. So we recognize those students as well. This year in our specials, we've decided to combine music and art um into what we call the arts. And Miss Robin Holden right there is our instructor in that area. In that picture,
022she is teaching the students. Actually, she's not teaching. They are showing me. They're demonstrating a song that they learned about addition and subtraction. In the top right hand corner, you see a picture that each classroom made where they each individually drew or colored on a sheet of paper. Then you put it all together to make a positive uplifting poster that's displayed throughout the school. And in the bottom right hand corner, this is an art project that some of our primary students worked on. made a textured bubble art. That's of course around Halloween. You can tell from the cauldron in our stem or steam class. Um, I just wanted to show you this picture. That first picture doesn't really show you a lot, but if you look in that bottom right hand corner, this is the
023coolest thing I've ever seen. You draw a picture in 2D and then on your phone using some app that I don't understand called Whipper. It turns it into a threedimensional object. So that picture that that little girl has right there looks like a 2D picture to her, but when you look at on the phone is threedimensional. And that's the coolest thing I've ever seen. The top right hand corner you see some of our fifth graders who are working on our Patterson uh our what's the name? I'm drawn our Pax and Patterson labs. They're doing some uh basically they're using some they're doing blood drawing is what they're doing and they're talking about things like crosscontamination and measurement and things like that. So um love having those packs and pattern labs. Here are some of our
024after school club activities that we do. Um one of our more popular clubs, well we we've already talked about our golden girls dance team. That's one of our clubs and that is the most popular club that we have. Uh our cooking club was so popular this year, we actually had to make two cooking clubs. So you see one of them right there. They're making some grilled cheese sandwiches. Uh teaching students how to make simple snacks and meals after school. In the top right hand corner, that is a board game club. And then in the bottom right hand corner, you see some of our boys who are in our Lego club. Halloween is a big deal at every school. Uh Central City Elementary is no different. That first picture there, those are three of our winning
025costumes. Um that that skeleton costume was one of the coolest things I've ever seen. The little girl uh on the right hand corner was Ariel being pushed around on one of our flat carts. Her mom was at the school working on that for about 4 hours on the 30th. Uh you see some of our grade level winners. We give a first, second, and third place to every grade level. And then we pull the winners out to recognize our overall winners as well. And in the bottom right corner, you see some of our staff members who represented as well. This is our Veterans Day assembly. Miss Robin worked hard uh with our students on getting some music. And I'm not just saying this because it's my school, but it was fantastic. We had student or we
026had uh parents and some of our veterans that were actually in peers from that. So, that was fantastic. The top right hand corner is one of our veterans being recognized as she's standing up there. And I got in a little bit of trouble for this because I was told to say it, but she is, according to what I was told, the oldest living African-Amean veteran. And I got in trouble for saying oldest. Uh, and now I'm saying it again for the whole year. But, but, uh, we appreciate their service and so we recognize them as well. And then the bottom right hand corner is just some more of our students as they were singing to the veterans as well. We were lucky enough to get Santa Claus to visit Central City Elementary School. Uh December
027is a pretty busy month for him, but he was able to fly down and greet our students as they got off the school buses and walk around the school and greet them as they're eating breakfast and hanging out the gym. The top right hand corner is one of our classes as we're doing family picture day because all of our classrooms are families at Central City Elementary. You got to have a family picture. And our bottom right hand picture is some of our students as we're celebrating health versus reindeer day. And so we got them together to take a picture for that as well. CCS gives back. This is a food drive that literally just finished uh Friday. We collected the last number I heard was 244 canned food and or canned soups and crackers. I
028know you see there there's some peas and green beans cuz kids got confused. But you know what? That's okay because they took the time to get those items to bring them to the school to donate them to some of our folks at Central City Elementary. We're going to target some of our friends in our nursing home. Uh the top right hand corner. Yeah, right now we are continuing this throughout the year as a pop tab collection to uh go to the Ronald McDonald House for charities. We have had two families at Central City Elementary, two of our staff members who have [snorts] had to stay at the Ronald McDonald House. So, it's important to our school. So, we're collecting tabs and of course there's a prize at the end, a pizza party for the class
029that collects the most tabs and extra recess, which is probably more important, but they're close. The bottom right hand corner, last year, we had our students write thank you and give well notes. Uh, for those of you who don't know, our head custodian, Mr. Brady, was diagnosed with cancer and he had to take some time off for his treatments last year. And so, our students uh encouraged him by writing letters and and pictures for him. So he was encouraged by that. And those are just a few things. There's there's other food drives. Of course, there's a penguin plunge and other things that we've done as well. In December, we took a schoolwide field trip to see Zootopia 2, which I think they missed the mark. They should have called it Tootopia. But there's Zootopia 2.
030Uh they see our students in the theater there. And then right hand in front of the Christmas tree. They're just chilling in those lounge chairs having a good time. Our security was a little laxed uh on the 100th day of school. We allowed some grandparents in there. Uh you see me right there in the lefthand corner, one of our students and then a student wearing the 100th day of school shirt. The top right hand corner, Bertha and Helen uh had a wheelchair race for the students at the end of the day as a celebration. Bertha ended up winning. Uh you can see that on our Facebook page. And then uh that is one of our grandfathers in the bottom right hand corner who came to have lunch with his grandson. We're excited about our outdoor
031classroom. Uh we've been this has been a goal since I've been principal of Central City Elementary to uh have enough funding to support an outdoor classroom. And there you see two of our uh pair of volunteers out there who just happened to work in that field and have a lot of expertise in that area and donated their time to frame up and pour concrete for us and take care of that. And so we are at the stage now where we have a canopy and we're ready to get that uh put up here in the next couple of weeks and take advantage as our warm weather is approaching here in the spring and it's hopefully going to approach and stay. And that concludes my presentation. Thank you for any questions. [applause] >> Mr. CO is he
032a comedian all day every day? Now you know what I deal with. >> I do. >> Um All right. So, the next thing I'd like to do is to introduce um someone. We have a a different person setting up here with us. Um we have an addition to our um board for um the rest of this school year. This is Miss Kate Doss. Um I don't if you remember just recently our board voted to add a um student member to our board of education. And so she um applied and was selected by the board to fill this role. Um she's a senior at our high school. So I asked her to um be ready to share with us and with you all why she wanted to to fill this role. So, um I just feel
033like the students at our school really need to be heard and I feel like it really comes it feels more special coming from someone their age that can connect and I can be there and inform everyone on like new things that y'all are talking about and things that we're working on here. >> Thank you. Um she also she doesn't know this but she also [laughter] will have the opportunity to share with our board of anything that she's hearing um in the schools um from from students. So she'll be their voice to us. So she'll have that opportunity during the meeting as well. Okay. So then the last thing we have is just an update from our architect Chris Gibson. You want to share? Just want to give a brief update on a few things. We're
034going to talk more about the oxygen here in a minute. I just wanted to start talking about the the facilities plan just on that. So, we had the second LPC meeting on um Tuesday night. Um presented a draft EFP. Got some feedback from the LPC committee. um they had some comments and requests. They wanted us to kind of look into [music] explore some things and try to get it on there. So, they typically approved um any of the changes. We talked about the meeting, submitting a draft for approval. So, um one big thing on that, you know, is obviously getting early kind of on that approved. So, that kind of is going to really dictate that schedule for that, but I think right now they're kind of moving simultaneously. That's all going to work out
035really well. But, um so when we finish KD, we're at the mercy of KD. Sometimes it's really fast, sometimes it's really slow, but um usually you kind of give a heads up it's coming and they kind of work with us and we can kind of work through the process. [music] So once we submit that to them, they'll come back with some comments. They always come back with comments. There's never comments, but usually they're pretty minor about formatting and stuff like that. They might question our math or how we look at something, but it's usually a pretty painless process. And then we bring that back to LBC, show the comments, kind of get them to approve the edits based on the comments and then you know eventually after the process they come to the board for
036approval. That's where we're at on that one. Talk about the aux gym here. So today we're presenting the design development um approval. So that's where we're at in that stage. So after tonight we would approval, we move into construction documents, look to bring construction documents to you guys in the April board meeting at that time approval to go out to bid. So um that all works out timeline and stuff. Um you know, we would hope to see construction start um in the summer. And then for the early childhood center, um, like I said, we're kind of having to move that along, kind of play within the rules of K cuz it's not on the current DFP, so it has to be on the DF for us to really kind of make it a project, but
037we found a mechanism to kind of do that work and kind of move it along. So that's where we're at right now. We we've been working um with the early childhood director here in the county and Miss Bore and um have produced a smacky library to share with you guys tonight. So it provided you kind of keep moving that along um you know we would come in April with a design development package for approval with that as well. So really can't initiate as easy one on that right now because it's not really a project on the DAP. So we're kind of slow rolling that as we go but we can we can approve those off one time as we need to to get there. other stuff. If you guys have any question, Chairman Ranger, that's
038all I have. Oh, no. >> Nope. We've got Mr. We do it every time. Sorry, Alex. >> I get forget about Chairman Reagan, board members. Month six, attendance and enrollment uh went from January 15th to uh February the 12th. Um enrollment is down to 4,84. Our attendance percentage is 93.2%. Our elementary leader for the month was Greenwell Elementary, I believe, for the first time this year at 94.36%. and the high school is at 93.18%. I do want to uh kind of look at our attendance percentage again. It keeps going up. That's the the highest it's been in 3 months. And I went back and looked at last year, month six, we were at 89 1.5%. So almost 4% that um that we've gone up since month six from last year. So that's good to see.
039Of course, we we all know that our drone is um kind of continuing to be a problem and we're working on things to try to improve that. So, uh that is my six attend. >> All right. Thank you. >> All right. So we are down now to our board action items and item A is to consider amending the term of the maintenance tax and utilities agreement between the Miller County Board of Education and the Greater Milberg Parks and Recreation Systems. >> Thank this is to amend the basically we're asking to extend the term of this agreement. Excuse me. The original agreement was signed on November 12th, 2012 and it was for 10 years and it has been evergreen since but uh we'd like to formally make it evergreen as well as uh place a little
040bit of um guard rails in there for for us in terms of termination. So uh we've asked that this be initial term of two years which falls in line with the board. So you guys it's not not 3 years and then it's evergreen uh unless terminated by either party uh there's a four cause termination and without cause termination. So for cost 30 days and without cost is 60 days. Okay. [clears throat] Any discussion on this? Um there's a lot of moving parts with this agreement and I know with it being so long ago that it was initially uh put into action. I really truly feel like as many things as there are on this that we should uh best um discuss it further in a work session. Like I said, there's just so many um
041different areas um to talk about under this that I'm going to vote to table this and um discuss it further in a work session. >> I can't hear. So Stephanie's asking us to second your motion to table. Correct. >> Yeah. Yeah. Correct. I second that motion. Okay. All right. All in favor of tableing this and please say I oppose. I hear. Thank you. Our next work session is actually April 7th. Eric, is there um any issues with I mean as far as moving forward um would we need to meet sooner than that or would this be something that we >> No, I mean this agreement this agreement has been operating is in place. Uh which again this is yes there there are a lot of moving parts on this. Um this has also been an
042agreement that has been with the Martin Foundation as well as greater parks uh parks and recreation. So um so no I mean that's not going to hinder anything. I mean we still are operating underneath this agreement. The the idea was to make the term >> right. Well, I think there's a lot of, you know, as far as, you know, when the initial contract was put into play, I think there's been a lot of growth um over there at the parks and rec. So, you know, I think for us in some of these areas, um, you know, I think there's been significant head change, um, in, you know, utilities cost, um, you know, over time, um, you know, purchasing more mowers, just different things for the maintenance. I I think we should probably um stay in
043the house, you know, discuss a little closer in detail at a work session and we can get with you on some specific things that we kind of like to know and and discuss an open open session. Okay. All right. Thank you. I appreciate that. All right. We'll move down now to item B and that is to accept fiscal year 2025 audit as written. Thank you Ranger. Uh at this time I'm going to turn this over to Shel Compton with with caring room. Okay. So, I actually think this is the first time I've been here with you guys. I've been around your on it for probably about 25 years. So, um you may remember Lanny White. He came and presented for years and years and he retired. I kind of took his place. And um Andrew
044Tolbert has been your auditor in charge for many, many years. I think Eric will say he loves Andrew. He has his stuff. He's a senior manager with us. And so he's been on your account for many years. And I just told Andrew, I'll take this. I'll come and do this tonight. So right inside the front of your cover there, right behind your cover page, is this little document. We're just going to go over this. Uh I will reference some pages in this big round document if you ever need something to help you go to sleep. So, let's go to page two here and we're just going to talk about the reports that are in your audit. First is you receive what's called an unmodified opinion. That's the best type of opinion you can get and
045that's on page one of this bound report. On page 110 is a very important report. is the report on internal control over financial reporting in accordance with government auditing standards. And that's exactly what it says, the controls over financials. Okay, you had no findings, no recommendations. That's great. On page 112 is the report on compliance for each major program over internal control in accordance with uniform guidance. This is a very important report because this is what we are auditing those federal monies that you get. We're auditing based on what they say you can spend it on. And you received no findings, no recommendations in that report. That was fantastic. Your major program for this year was special education. That is a calculation that we do. And so that is it changes every year and that
046was the one for this year. And I let me back up and say I realize we are in February, right? And this was June 30, 25. So, I don't know if you guys know why it's so late, but because of the government shutdown, they did not release the compliance supplement to tell us how we could audit until the Wednesday before Thanksgiving. So, at that point, that's when we had to finish the audit. And that's why you did meet the deadline. The deadline was January 31. It was issued by then. I'm just here in February to present. So, just a couple of major changes that changed in your fund balance. Investments went up about 2.5 million over June 3024. That was due to earnings and a new investment. Taxes receivable went down about 1.3 million, but
047that was just due to timing. That's a that's a timing thing when you receive it. Um, the general fund has approximately 11 months of reserve. So, typically we would say the ceiling is three. you guys are in a little bit different situation because of TVA. So, um, also you do have some restricted monies out there for construction. So, that's going to come down as those monies are spent. And then in food service, 5 1/2 months. So, next. Okay. Next page. Looking at those general fund revenues, it's up about 2 million over June 3024 for a total of 55 million. You'll see that the local revenue, all of these are really comparable, but local revenue down just a little bit due to franchise tax. Uh the state revenue is up about 2.5 million and that's due
048to seek and ons and uh on behalf monies that you receive will be spent. It is a zero effect on your financial statements. Anything you get, you're going to spend. Next page is on those general fund expenditures. This is up about 4.1 million over prior year for a total of 53 million. Again, everything here is very uh comparable to prior years. The plant operations, you'll see it went from 13% to 16%. That's up about 2.4 million. That was due to the roofing repairs, the middle school parking lot, and new lockers. Next page is your general fund fund balance. You'll see it went from 24 to 25. It's up about 3 million over prior year. That is simply due to excess revenues over expenditures. Okay. And then you also had some transfers into general fund from
049construction to pay for those construction items. Uh page six is all governmental funds. We've been talking about just general fund, but the page six is all governmental funds. your uh fund balance is up about 600,000 overall. And the biggest changes is in restricted. You see it went from 4.7 down to 2.1. That's due to the winding down of the um high school cafeteria, the ball fields, and the middle school high school brief replacements. And then committed went up about 500,000. That was due to compensated licenses. On the next page is food service. food service net position went down about 200,000. This had a little bit of change. Uh daycare fees went down about 250,000 over June 30th. Uh salaries and wages went up about 400,000. Materials and supplies went up about 400,000. And you did
050have you'll see this big change between this 25,000 up to 261. That's the net investment in capital assets. That's where you purchase that equipment that went into the cafeteria cafeteria. All right. Next page is a an actual footnote that's in this bound document. The in the document is page 49. This shows the activity. It's called a roll forward. We start with the beginning balance of your fixed assets additions retirement solutions to ending balance. You'll see that you see this 7.8 million under retirements for CIP. Well, look right below it in the column to the left. See that same number 7.8 million. So, as your construction in progress gets completed, then it starts getting depreciated. And so, it's just literally moving buckets from CRP down to an actual fixed asset that's going to be depreciated. And
051the next page is your food service and fund. And you'll see that 482,000 that's equipment for cafeteria. Page 10, this shows the last 5 years, your debt. So you'll see it's been coming down since 21. And in 25, you had a new issue of 4.2 million, but you also had normal payowns of about 2.2 million. And for 2026, your normal payowns are 2.2 million. So not much change there. Last page. Um, we always look at we do what's called a pure comparison and we look at the state district 2-year average compared to Mu. So that's what this graph is showing. The left is the state, the right is Mber. So you'll see that overall the state is around 67% for instructional expenditures. You guys are at 65 down just a hair. Very comparable. Uh plant
052operations, you're up 2 and 12% but you're in the mode of construction right now. So that makes sense. And then your your food service and other your student transportation, all of that is comparable to what the state averages are. Okay. So from there, what I want to tell you is in this bound report, if you want to go there, you can. On page 118, this is the comments that we had. Uh there were just a couple of red book uh comments from the schools on um you'll see there that you know red book is what they're following. We do a sample across all of the schools at the high school. There was one of a couple of receipts where they lack dual initials on a deposit slope and then um at Greenville there was one
053of three receipts that wasn't deposited timely. So on the next page 119 that's their responses to that. And so they've already engaged in either additional training or reminding of to follow those red book rules. Then page 120 starts what's called our required communications what we have to give you all. It talks about your responsibilities, our responsibilities, significant estimates, significant adjustments that's in your financials. So if you go over to page 127, these are the estimates that are in your financial statements. So compensated expenses, that's an estimate. You don't know for sure when you're going to take it or if you're going to take it. Then you got pension and oped. Your investments, those are at fair market value. So that's an estimate. And then depreciation. Page 129. These are the adjustments that we made for
054your financials. Um this big the big one at the top, that's just an adjustment on the house. So again, zero effect on the financials. And last one, page 131. These are what's called past adjustments. And in in an audit, there's a level of materiality. There's a portion of stuff that we don't care about if it's wrong. There's a stuff that we have to book, which was those are adjustments that we just talked about. And on this page, that's that stuff in between. So, as long as it doesn't individually or collectively make it material, we can pass on it. Typically, they're timing adjustments. And these adjustments right here, y'all have the same thing over here. So that is it from me. I want to thank Eric and his team. They do an excellent job. Excellent job.
055And you all for allowing us to be any questions? Absolutely. I love it when I do. Thank you. You're very welcome. >> All right. Thank you. Are there any questions? >> If not, I need a motion to audit. All in favor of accepting the fiscal year 2025 audit as written, please say I. I. All opposed. I hear none. Item B uh is the approval of the allocations for fiscal year 2027. >> Thank you, Chairman, board members. Again, as we come to you every year, we adjust the allocations based on uh the ADA of the schools and uh presented before you is what we've calculated for each school and we've got 110 for student. Okay. Thank. All in favor of approving the SBDM allegations for fiscal year 2027, please say I. I post. I hear none.
056Item is accepted for the Gilmer County High School project and early childhood center. >> Stephanie, I'm going to stop one second. I'm going to go over my time really quick. I'm going to take over one second. OKAY. ALL RIGHT. OKAY. UM, this is me and my last meeting and my wife and I are leaving for Lexington cuz the boys are swimming in the state swim meet and we are extremely proud of them and so we want to be there for them. Um, I want to thank you cuz even though I'm taking over, I want to thank you for giving me the chance to say something today. Um, as I get ready to leave after nearly 12 years here, it's been I mean, I'll be honest. I mean, like, yeah, I wrote it down, but I'm
057feeling I It's a lot of emotions. It's bittersweet. Um, I have loved and hated my time here. Um, there have been days when I been elated. I'm telling you, the the this this school year has been the best I' I've had since I've been in this district. It's been wonderful. Um it's more than I expected, you know. So, when I started, it wasn't exactly smooth sailing. Uh because some of you were on the board at that point in time. uh it took a little time to find my footing and uh with everyone's support and I I appreciate everyone's patience with the the administration, staff, all the teachers, everyone that that in the beginning I know we know it was rough you some of you were at that board meeting. Um so it was it was
058hard. Uh, I'm proud to say that um, you know, but well, this place has really become home to me and uh, it's going to be hard to to walk out that door. Uh, I'm proud to say that I feel like I'm leaving the district a little bit better than I found it. I I really firmly believe that. Um, I'm grateful. What I'm most grateful for is the trust. The trust that has been built up over these over this time uh from our staff, our community, and from the board. And that doesn't that doesn't just happen. It's built over time. And while I've worked hard to earn it, I know I couldn't have done it without all of you. I appreciate all of you guys that that are sitting here. Again, I appreciate all of you.
059I appreciate the teachers, the staff, even the suggestions I I receive. I mean, I've got emails in the beginning about, hey, have you looked at this? Have you looked at this? And and believe it or not, we did look at everything. We look at, you know, we evaluated and said, "Yes, we can do this." Or, "No, we can't do this." And so, [snorts] um, we did take a a good hard look at what everyone suggested. And I help. I believe a lot of things help. Um, and I've built a lot of relationships. uh they mean more to me than any title that that I have could be. Uh many of you aren't collect your friends. You're friends. I appreciate all of you. I mean I've coached with you know and we stand on the side
060of of the soccer field yelling at kids you know encouraging. I'm yelling yelling encouraging with a screwed uh voice. So, um, I've been incredibly lucky. For the past, uh, for the past 4 years, I've had the opportunity to work in the same district as my wife. That's been really cool. I've enjoyed that. Um, being able to share this work and community with with her has been really special. And, uh, I've been able to watch my boys grow up in our schools. It's been really cool. Um, Preston has young kids, so he's going to get to watch them grow up. I've shared that with him. It's been really It's going to be really cool, man. um seeing them walk the halls, learn from the teachers that I that I now deeply respect that, you know, that
061that I've gotten to know and be part of this community. That's something I'll always be thankful for. Professional, I feel professionally, I feel really good about where we are, especially financially. We've made tough decisions and had honest conversations and put in work. I'm confident the district is on solid ground and moving in the right direction. So, I really firmly believe that. I feel like we're we're make we can make choices and make them without watching ourselves so closely that we're we're scared of doing something. Um it's it's definitely bittersweet. I'm excited about what's ahead, but I'm going to miss this place and all of you, the students, the families, the day-to-day conversation. It's hard to imagine not being part of it. So, I leave here with a heart full of gratitude and appreciation for you
062guys. I thank you guys for the trust and support you've given me and the memories. It's been an honor to serve you all. Thank you. [applause] Good luck to your boys. >> Thank you. Appreciate it. >> Yeah. Good luck. Good night. >> Thank you. We appreciate you so much. You know, I just want to get on here real quick and say, you know, you just started on this board just a few months before I did, and I feel like we've kind of grown up and went through all of this together. You've done a phenomenal, phenomenal job. Um I don't think people understand how much is involved in the job that you do. And I know being up um you know all the schoolboard conferences and talking to some of the people from time to time
063that you deal with on a daily basis um have always sang your praises and for that we are thankful as well to have you. Um we wish you the very best on your new venture. I know you're going to do great wherever you're going um and whatever you're doing. It's always going to be um a blessing to have you here with us and um you know I just want to say thank you from the bottom of my heart. You've been great to work with always and um we as well consider you family and friends. So um I know Cara will probably miss you but we'll take care of her. Don't worry. Um but just thank you so much. you've just done a phenomenal job and we are so appreciative to have had you in our
064district to carry us through probably some of the hardest times that we've ever faced. Um and um you know best of luck to you in the future. >> Thank you. I appreciate Thank you. [laughter] As for president, I'll meet you soon. And Kate, thank you for coming aboard to your new role as our student board member. I'm sorry I'm not there for all of this tonight. That's terrible. All right. So we'll go down now to accept an event for the geotechnical exploration for the Milber County High School project and early childhood center. I'll turn it over to you. as part of any construction new addition renovation that adds square footage to building um like Kentucky Park education with the housing building requires geotech like exploration which essentially consists of drilling into the ground to see
065what the service conditions are and that helps you understand what the ground is what's the capacity structure over design and under design it's kind of a life thing so um what we did was solicited proposals from four different um proven and trusted partners that we've worked with a lot. So we got we sent four proposals, three responded and um the one we got was the lowest and the best schedule and then um we made that amendment kind of based on the fact too that we thought you know part of this process it's really hard to get a drill attention to get somewhere right now. So it takes a lot of times to get a drill there. like why don't we go ahead and add something for the early childhood center while they're in town doing
066that. That's what I call proposal meets all the expectations all the requirements all design,000 answer questions. >> Can you explain a little bit more about what a geotechnical exploration is? >> Yeah. Um so we what they have to do is they have to go out there and they drill up the ground and they start seeing like the soil condition. So they might see you have soil soil, you know, soft wet. They might see you have rock down there. Sometimes you have to do like deep foundations. They go down shallow spread out a little bit. So it's it's really just a study of the geotech based on these findings this type of system or these type of system. It also kind of gives us a little head of the game kind of knowledge on the we
067see some bad start. So we do that a lot and then through construction there'll be a special inspector actually testing testing over make sure it passes. It's really really just stuff we can't see around any favor the bid for the gym high school and the early center. Please say hi. We're down now to item B and that is approval of the design development documents for the Mber County High School auxiliary. So the image on the screen just snapshot what we have sent Mr. G and Dr. I asked her to share those with you future question documents really kind of starting materials of the building construction types of systems we have 15 page set documents that we have at this time that's kind of identify the structural system we identify um you know the roof identified
068you know the spaces underneath the director as well Mr. go. Um, so kind of really started kind of take shape. That's kind of the design development is the part we really kind of develop the design by the name of it documentation detail instruction. move into that. So, um I don't think really much has changed since the last update you guys. So, we're not the existing school. One of the things that we're doing is creating this new kind of lobby that help move patrons around the arena. One of the big ideas is to on game days kind of close off the existing school building for security. We'll come through that lobby yellow space and kind of coronairus issues that currently exist. The elevator currently inside the building only serves the first floor and the second floor
069that doesn't actually serve the gym floor level. So there's an existing chair lift that breaks all the time. But so that's hopefully helping kind of solve that problem as well. Um bottom of the page there are gang restrooms. Uh the red box there is concession stand existing concession stand in there. The gray space there to the left of that is actually the two orange spaces at the bottom of the page that is the locker rooms as I understand primarily used for cheerleading and volleyball. Um one of those purple spaces there is a training room. Right now the train offers obviously closet so it's going to give them more space and stuff. They'll have room for their tables in there, you know, a sink, an ice machine, that type of stuff. They have all the resources
070there. And the other space there is actually a room that's official and stuff right now. They just use whatever lock is available. Um, so this provides them a dedicated space there as well. At the top of the page, the other gray space is M storage. That bottom gray space kind of between the two that's also storage. Everyone always needs more storage. But the team has about 18 36 in wide storage space there. We do have the obviously the four plane service there. It's going to be basketball and have the inserts for volleyball which actually have six basketball and you can also cross that isn't a full size but they're going to drop it for purpose as we go along here. We're not updating BG1 today because right now we're budgeted to do that right now
071and we'll come and [groaning] probably next month. So kind of a lot of the system make sure you know exactly what's going on and then BG3. So this is just kind of a snapshot to show you there's a lot more work behind this. So if you have questions, >> I got a question. >> Okay. It was brought to my attention that um the weight room for the basketball team is upstairs in the main part of the school. or whatever. >> Yeah. I mean, is there any way you could incorporate a weight room into this so they that because I know um at one time there was, you know, a PE class that they could take and that was part of it was the weights and, you know, with this auxiliary gym being down there, um
072it looks like it would just be more feasible to have the weight room downstairs. >> It's really a budget that um that was a request made. We kind of looked at it and you know we're trying to get this $8 million construction budget right there right now and we're actually there was a talk replacing the bleachers in the main gym. So we're almost that way. You have the option. So it's really just a matter of not right now. >> But you know, when we had the facility planning meeting, one of the things that was needed was another classroom. So I mean you know it looks like that that class you know we're in his place could be the classroom and you know that could we could that be a possibility? Yes, we can regain those
073spaces in the classroom that is possible. Yes, but our struggle would be is that at least instruction. I just Yeah, I didn't even think about it until the other night when I saw this and I thought, "Oh, I should have brought that up on >> I think the north end of the building is a great place for that." And I keep telling my team, you know, that's where it happens. Um but um but yeah, we just we didn't feel like um trying to get the budget thought that was really important. trying to spread the money between both this child center like we kind of drew a line in the sand like $8 million on construction here. >> Okay. >> But I just felt like I wanted to bring it up since it had been brought
074to my attention. So is it anyway can we still get it in the facilities? Yes, we can still there was a talk about potentially taking those blue spaces there that are existing classroom that wait room but that came back and needed classroom spaces those classroom space operates one of [clears throat] those right now for them kind of a shell game of what >> but yeah we can definitely still add it I think ideally it does want to be a passenger here in this area makes a lot of sense especially more playing fields and then just for We understand there is a need for this. >> Okay. Okay. Just wanted to just want to know. Thank you so much. >> No problem. >> Any other discussion? >> Okay. If not to approve the design document for
075the auxiliary motion on Mr. Jar. All in favor of approving that one please say I is approval of the design for the longest elementary early childhood center. So we're here to share with you kind of theatic design some of the school how we got design we've been working with and some of the other like groups that I work out there's a lot of different partners that deal with so one of the things we knew there obviously wasn't time for this for kind of get that off budget and kind of figure out like what that can be. So, and then so we kind of taken that logic and trying to get the budget as well our knowledge of early child what we think it really wants to be. So, one of the things we identify right
076away is um we should this is already there. It's in pretty good shape and it has a chance. So, that's cost savings. The other thing is last design has a new preschool playground and two things about it cost more playground and second security concern behind the school. Um and that's kind of seems like a kind of playground all the playgrounds where everything is right there as much as I'd love to see a new playground playground to be really expensive. So we thought as a cost savings measure kind of that kind of keep it where it is and reuse that there. So that was the thing. And then we did two kind of strategic building editions. And I'll show you why we put on the back this time last consultant showed you in addition solely on
077the front, but we did it on the back for purp there. The other thing I wanted to show was something that we plan that we're really excited about. We've seen it very successful in a lot of places and we call it learning area. So it's kind of this indoor um street or neighborhood that's organized around preschool classrooms that give the students and the teachers a breakout space you know so like if you little kids want to get up and move around and then get out of their space and there certain activities that just don't fit in the classroom other things people get distracted you bring them out of this space you know you do um this is a project we clar county um in Winchester there hunger hungry gang mayor you know they're doing they
078had a guy come and give like a puppet show you They use it for like open houses and trick or treat nights and stuff. So, it's just a space that we thought was really important to kind of have that right outside the spaces and it's something that we shared with the district that I got excited about too. So, that's something they're going to see on the plane here as well. So, let me see if I can do that here. So, one of the things that we did, we kind of created what we're calling neighborhood down here for all the um the the prek and the um daycare classrooms. So, the two hatched area, you kind of see the diagonal lines. Those are our two additions. So, one of the things we did, we did that
079addition out of the back to kind of group those four UH PRESCHOOL UM AIR classrooms together. the verbal spaces all the support spaces there. So each of those is required to have a storage room and a restroom. We also have a staff restroom you know that's different to you one of those there too but that kind of light blue rectangle in the middle that is actually our area. So that kind of for those doors there kind of like close that for safety and kind of keep them contained. But this provides also the addition provides access to the playground. So that door on the left there that addition direct access to the playground. So we're kind of like blue our classroom. I think we will be for planning purposes we call them all prek. There's some
080benefits to that in terms of how they're kind of building requirements of honestly kind of is prek still and up. So that's still really kind of a preschool type environment. Um the purple space at the bottom down here is a resource room. So that's something we thought was needed after district. But some of the logic by putting all this on the side is too because they're borrowing and sharing services with the element duties and stuff that close. We thought was a good move as well. The dark blue space here in the middle is a multi-purpose room space that might set up for marathon [groaning] with some other admin spaces here. So that's like your work room offices for all the kids offices for all the programs. I don't remember all my a lot of partnerships
081have a nice secure vest there as well. So I can have a secure vest here. We kind of check in and go through the reception there. The main school we also have some doors here kind of close out too. So, you know, people are welcomed in. They're still kind of contained. One of the things we've got a lot of feedback over the years is having this kind of small conference room right off the ground. You know, you're dealing with little kids parents are waiting on to get into something that conference room right there. So, you have to be like counselor that conference room. The other thing is on base that trailer base disappear since it does occasain space. They also have a restroom storage area there. The great spot is just great space. [groaning] That
082is one of our design right now. Next step for us is obviously [groaning and screaming] excited to see this process right now. It's not really ideally it does kind of move along with the DF process. Thank you. If not, I need a motion through second. >> Thank you. >> Yes. Okay, thank you. All right. All in favor of approving the early childhood center, please say I post them. Thank you. We are down to item G and that is family resource and youth service centerification 2016. Thank you, Chairman Razer. This is a formality. Every two years, our family resource and youth service center has to fill out this ginormous state report called a continuation of plan. And so, this just gives you the asurances that they are staying in compliance. It is state funded. So, they
083have to meet all kinds of requirements. And all of that's spelled out in the asurances page. I just need you to read that. All in favor of the family resources certification. Please say I. I. All opposed. Hear none. We are now down now to item eight and that is to approve service agreement with Alliance Interpreting Services. Hello. I'm here tonight to talk to you about the Alliance interpreting services contract agreement. Um I continuously talk to you about um some of our special population as one of those being um those who have hearing impairments. We're doing big things and great things with that particular population of students and we do have a lot of resources in that area. Um, one of the resources that we have previously is a contract with a different company who we're
084now at service area. So, we have one of our staff interpreters and now we're trying to find someone who can provide interpreting services. And so, we do have a lady, she lives in Madison Hill. And in your contract and you see the terms of the so any I need a motion to approve. Motion to approve second. All in favoring the agreement with alliance. Please say I final code. I hear none. And we're down to item I to approve the amended 256 calendar. Chair board members. We ended the calendar one time and we are going to need to make some changes again. So just due to the the weather events a couple weeks ago, May 19th will be a staff work day. May 229 work day closing service. second. All in favor of I and just
085a second out of here. Heat. Heat. Okay, I'm back on here. All right, so we are down now to item J. I think it's this item that maybe but anyway this is it or not [screaming] letter of intent to retire that I have a letter I'm going to read. >> Yeah. Dear members of the Muenberg County Board of Education, I am writing to formally share my intent to retire from my position as superintendent of Muenberg County Schools effective December 1st, 2026. Serving as superintendent of this district has been one of the greatest honors of my professional life. Together,
086we have navigated challenges, celebrated successes, and remain focused on what matters most, doing what is best for students and creating a learner centered environment. I am proud of the work we've accomplished and deeply appreciative of the relationships built along the way. As I prepare for this next step, I am fully committed to supporting a smooth and thoughtful transition for the next superintendent. I am happy to assist in any way to ensure continued stability and success for our district. Thank you for your support, collaboration, and leadership during my tenure. It has truly been a privilege to serve Newberg County Schools with sincere appreciation. Thank you. Well, I'm going to make a motion to accept. Um we have been so fortunate to have contest as a part of our team for the past um several years and
087um she's done many many great things for our students and our staff and we are so appreciative of this um and I know you know her husband retired last year and I know they've got some big plans and um extended family now. So, um, you know, we are going to also wish her the very best in her next venture, and we're going to hang on to her as long as we can until December the 1st.
