001Good evening. At this time, I'll start the meeting of the DAEART governing board and we'll stand for the pledge of allegiance. Thank you. First up, we have the public hearing. Dr. Curtto. Thank you, Madam President. Uh, tonight we have a public hearing on our finances and I'll turn the mic over to Miss Fidel. Thank you, Dr. Cto. Madam President, members of the board, cabinet and community, tonight we are here to present our final revised budget for the fiscal year 24-25. So, as you know, um throughout this fiscal year, you've seen various versions of this budget. Um we bring to you the proposed budget. It then goes through an adoption. Um the revision, which we completed in December, um just a few months ago, and then by May 15th, we are required to submit our final
002budget revisions to the state. So, that is what's um in front of you tonight. the board um attached on the agenda item does have the full budget packet for review, but tonight I'll just be highlighting some key funds just for our overview this evening. So the main changes um to our budget limits you'll see there were the reasons. So the primary reasons that impacted M and capital budget limit, we had a slight adjustment in our average daily membership which is our ADM from our previous um accounts and so that increased the capital budget by about 122,000. Additionally, we did have um some allocations and reallocations which you'll see there. So, we allocated the full amount from as a district we received Proposition 123 funds um and we allocated those from M to capital in the
003amount of about $750,000. And then in addition, this year we received um one-time supplemental funds from the state in the amount of about 1.3 million. And so, we also allocated those funds specifically to capital funds. Um, we know that these are not guaranteed ongoing funds by the state and in fact there's still conversations next year on whether those one-time funds would even continue. So, we wanted to be sure we didn't embed them into ongoing operational costs. So, instead, we allocated them to capital just to support that fund and to support any ongoing capital needs that may come up. So, here is our updated maintenance and operation budget limit. You'll see the difference from our revised budget number one to revised budget number two. Um and that shows the overall decrease of 750,000 which was referenced
004um to the amount that uh previously that we allocated the Prop 123 funds out of there and into capital. Um and it also reflects you'll see in our regular ed, special ed, transportation and K3 by our various program areas. We go throughout the year and make those adjustments based on where the actual expenditures are aligning just to be sure our budget um is in alignment with uh reflecting accurate activity. And so that's what you see um here for M. our capital funds. Our main two funds we have, as you know, are unrestricted capital fund. So, we did have that budget limit increase. That's that 2.2 million I referenced of um allocating those state funds. Um and so, we know as a district there's going to be instances of those critical improvements that come up. And
005so, we're making sure we position ourselves to continue living within our means um as necessary and to address those as any funding from the state comes available. And so, that's what we've done in this final revised budget. the emergency building renewal grant program. You'll see that went up by 1.6 million and that is um solely attributed to the Marley Park Central plant project that was uh approved by the school facilities board. Um and so that was the amount of that project. So that is um now going to be funded through the state classroom site fund, excuse me, no adjustments or changes from our revised budget in December. So that amount remains the same. And then special projects. We just had a few increases in our federal and state grants from when we revised our budget
006in December. Um we were finalizing our completion reports and so now that reflects our final known carry forward amounts. And then food service fund. We just made a minor adjustment just to reflect act u more actual activity that's been occurring in the nutrition program this fiscal year. And again as always we have all of our financial reports on our budget website. We have our audit reports um as well as our full annual comprehensive financial report for public viewing. Um and at this point I will stand for any questions. Thank you very much. I have a question regarding um you mentioned the emergency building renewal grant program. You said that the Marley Park is now being funded by the state. Madam President, Member Drake, that is correct. So that was approved. It was actually approved a
007while back by the state. It was an approved project, but it hadn't been funded yet. And so, they did notify us a few months ago that that was now funded and we can move forward with that purchase order, etc. So, that was about $1.6 million um that we are now able to account for in that grant. Okay. Because I thought we just approved that in one of our meetings for that, didn't we? As the board, I could have sworn it was we approved it, Madam President. Yes, that is correct. So, now do we have to come back and No. So what we've done now is as the board has now approved that project and has recognized that project. Now in our final revised budget, we show as a district, yes, we've accounted for that project
008in our grant fund. And so now that's this uh budget is now just reflecting what the board action previously did of recognizing that that grant application. Oh, project. Thank you. You're welcome. And uh we'll go to item C1, address the governing board. Nope. All right. Next up, we have superintendent update. Dr. Cotto. Thank you, Madam President. Just a quick uh couple updates. On May 17th, coming up, DAEART, um the district, our district in conjunction with Dignity Health um dignity health is offering fe free physicals. A bunch of tongue twisters tonight. free physicals for our athletes, our student athletes next year. Um that will be at
009Valley Vista High School. We currently have about 354 athletes signed up for this service. Uh they are providing all the doctors, all the health things um that all the students will go through and this will clear them for athletics and it is free of charge to all our um student athletes and their families. So we are looking forward to doing this. Um each school has their link for their signups and uh we can hopefully we'll get more in the next week or so. So that is a great thing that we are offering. And my last uh piece is uh graduation and promotions are upon us. We are here uh one week from Wednesday. We will um be walking our seniors across the stage. Just a reminder, we we are graduating at Desert Diamond Arena right
010next to the stadium this year um in a new facility. And so we have we will um be welcoming all the families from Willow Canyon at 10:00, Daart High School at 12:30, Valley Vista at 3, and Shadow Ridge at 5:30. So we are looking forward to that. I attended the Daizart Student Broadcasting Awards night um on April 29th. Uh happy birthday to me. Um it was awesome. It's it's wonderful to see that our community is so involved in this
011program. And then I just want to do a shout out to our culinary our culinary students. The the desserts were absolutely phenomenal. So of course I had one of each. And then um the next day I went on April 30th I went to Freedom Traditionals uh National Junior Honor Society where they inducted nine new students. So congratulations to the the new nine students. So and that's my report. I also attended the DSB live um award ceremony was phenomenal. I'm a little jealous. I only tried one of the desserts, but it was lava cake. It was the lava cake. Delicious. Um and just really um inspiring to see all of our students um just coming together with all of these amazing partners that we have in our community uh and just living their dreams. So, it's

014administrator of a school site. Uh he specifically has uh been an administrator successfully for Valley Vista currently and then Sonorin uh in the district. So we're really excited to ask the governor board to consider our uh placement of Amy Crow as an interim principal for Freedom. Next up, we have uh item G4. Dr. Croto. Thank you, Madam President. Tonight, um, we have the financial and compliance audit report for
017the fiscal year that ended June 30th, 2024. And I'll have Mary Delp Spidel kick this topic off. Meridel. Hey, Madam President, members of the board. Um, we are pleased tonight to bring to the board our financial and compliance audit for fiscal year ended June 30th of 24. As you know, as this district, we are required to meet a number of compliance requirements. Um, we undergo a uniform system of financial requirement review, single audits because we expend a certain amount of federal program dollars and also our full financial audit. And so tonight we have Miss Kristen Conway, our audit manager with Heinfield Medion Company and Francancy Wolf Alman, our director of finance will be here to present to the board the results of those audits. Hi, good evening uh, Madam President, members of the board, Dr.
018Crow, thank you for having me out here tonight. And I'll go over um our audit for last fiscal year. This just gives you a brief idea of the audit timeline we follow. Uh we start the audit in the springtime. Uh ironically enough, today was our first day of our fiscal year 2025 audit. So already getting started on that. Uh and then we come back out in the fall. Uh we do some more field work and then we finish up in December meeting that December 31st uh deadline that the district strives for every year. So everything went on time as expected last year. Kind of a scope of what we do for the audit. Um we perform an audit in accordance with government auditing standards, generally accepted auditing standards as well as uniform guidance which is
019those federal compliance rules uh the district's required to follow. Uh in addition, we complete the UN USFR compliance questionnaire uh which is issued by the auditor general for the state of Arizona. Just some differences in responsibilities uh for us in management. We perform inquiries of fraud communications. We talk to members of the board, members of the district staff, but ultimately keeping in mind that the responsibility for fraud lies with the board and with management. And that an audit provides reasonable but not absolute assurance. And that ultimate responsibility for the financial statements still relies uh with district management. There was a new Gazsby standard. So a government audit accounting standard was implemented last year. Uh a Gazsby statement 100 didn't really require any changes uh for the district. It was mostly changes in the presentation of
020the financial statements. Uh so nothing significant there. There will be a new Gazsby standard for this year that we'll talk about. We're required to disclose if there's any significant estimates in the financial statements. So estimates include those useful lies for depreciation, uh the claims payable for the district's employee benefit trusts as well as uh some assumptions in the pension liability for ASRS. So those are all just estimates uh in the financial statements we're required to disclose. And then we're also required uh to disclose if there was any audit adjustments. So any errors that we came across in the course of the audit that we had to recommend to the district uh make and I'm happy to report we did not in come across any adjustments that were required to be made to the district's accounting
021records last year. We do provide some non- audit services for the district which includes helping uh prepare the financial statements and then we also assist with the preparation of the schedule of expenditures of federal awards. So that summarizes all of the federal monies the district spends um that was required to be sent to the federal clearing house every year. Other required communications there was no disagreements between us and management. Uh management provided us all the information all the documentation that were required to review for the audit. And then here's a brief summary of the reports uh that we issue. the annual comprehensive financial report that is the financial statements for the district, the single audit reporting package. This goes over internal controls. It's that federal compliance audit the district's required to have and then that
022uniform system of financial records compliance questionnaire. A few highlights from each of those. What you want to know for the annual comprehensive financial report is the district received an unmodified opinion. So, a clean opinion, that's the best opinion you can receive. Um, and in the you can see the page references there if you want to look through the different parts of the report. But really just knowing the district received a clean opinion is what you want to know there for the single audit. Again, I'm happy to report there was no findings over internal controls that we were required to report as uh in the single audit. And then we did look at last year the special education grants or the IDA grants and the ESSER funding the districts received. So, those are the two programs
023um that we specifically reviewed last year. Or the USFR. Um just to give you an idea of how extensive it is, it's 31 pages, well over 200 questions with multiple procedures for each question. So, it is quite extensive. Um and these are just a few of the areas that it covers. So, governing board and management procedures, procurement, expenditures, cash receiping, student attendance, pretty much any operational area here at the district is covered under that USFR. And lastly, I just want to extend my thanks and thanks on behalf of my team, to the district, to finance, uh to Miss Fidel and her team for all of their cooperation um in getting through the audit. It's quite extensive the amount of documentation that we're required to review and it wouldn't be as smooth as it was without
024their cooperation and help from their team. Um, and we're looking forward to this next year, obviously starting today. And as noted up there, there will be a new Gazsby standard, but already working with their team and making sure that they have the information they need to get that implemented. Madame President, uh, governing board members, Dr. Croto and, uh, cabinet, I do have, uh, the distinct pleasure to be able to share with you, uh, a summary of our USFR compliance, uh, questionnaire audit findings. Uh there are a total of 171 items in which we received five nos. There is uh no room uh or forgiveness in any of that that we mostly do it or most of the time um when the auditors complete their test work uh if the uh instance is a no then
025u it is no for the entire section of that uh USFR compliance. you did receive uh detailed information on uh those five audit findings that included the USFR question, the auditor's notes, and uh the district's response to that and what our action items were and the history of those five audit items. Um I would like to take a moment to one um five for a district our size is impressive and to have a uh percentage of a 97.08 08. Uh, as a district, um, I think it's something for us to be extremely proud of and, uh, speaks to the work that, um, the finance team does, particularly Lisa Smith, who uh, manages our audit, but also uh, the, uh, finance staff, the, uh, student information systems team who obviously uh, has a large portion of
026this audit as well. um as well as all of those individuals at school sites who are on the compliance front line uh every single day when they're doing their daily work as well as the support we receive uh when it comes to financial compliance from our cabinet and our governing board. We know that not every district and every finance department is that fortunate and so uh without that support we certainly could not have uh this level of compliance in a district this size. So, I uh thank all of those individuals and I will stand for any questions you may have. Uh not a question but more of a statement. Thank you guys for your hard work. I as someone who goes through audits, socks related audits at where I work and SIP related uh not
027to throw out another acronym because we all love our acronyms. Um I understand that having a 97% pass rate is phenomenal. Um, and I appreciate everyone's hard work on this. Thank you. Yeah, I'll piggy back off of that. Um, it's phenomenal work what you guys do. I know it takes months and months and months to get this information and everybody is so dedicated and they work so hard and I just want to say thank you very much for for everything that you guys do. Ditto. I really appreciate everything. I just have a question um on the student attendance reporting where we see that that there's not a finding where there's no across why are those being presented if there were no findings in the last five years. So that's so the reason why we provide
028like was there an audit finding in the prior years is to allow you to have an understanding is is a systematic item that we're addressing. Is this really just when you're looking at uh the when we're talking about like the the calculated absences and uh some of those withdrawal items like those can be very challenging to calculate. So, we would anticipate that we would see more yeses in that history of those audit findings. Um, so this lets you know that as a board member, this uh that middle finding was not one that we've received in the past 5 years. This isn't a systematic uh item that's occurring every single day. It is one item uh a one-off item that was found. Um it was addressed by the um CIS team and they put some processes
029in place to be able to address that. Uh but it also lets you know kind of the history of those audit findings. Okay. And I'm sorry I see the years now. Um so what was the current finding for that particular item? So that was related to uh a birth certificate for a particular student uh that was not on file for us as a district. We did do our due diligence in trying to locate that item, but there is no margin for the USFR question to be able to say like did they do everything they could, but they still couldn't find it. It's just um as you can see here is uh the district ensured the name of the student uh matched the name on the legal document and we actually did not have a legal

I just had a question on um the last one. There's a conference October 27th to the 30th on the Adobe Max in Los Angeles. And um for $12,600 and I looked on the um website of Adobe Max and it looked like they had a lot of um videos and I just wondered if we could instead of um spending that money on a conference if if if they could just look on the website and get their information about it. Madame President, members Iola, that is a possibility. This is a yearly item where we send our um our public relations department to be trained
034um and learn that is their main platform for everything they do with their advertisements and all the awesome things they do uh to promote our district. So with that, um we are sending two additional this year. We usually send one, we are sending two additional because they are brand new to our district and it's essential that they learn uh the skills of Adobe Max. So, um while we could do it online, I don't think it's as hands-on and um provides that direct instruction that they need to do that, but it is certainly an option. Yeah, I would actually like to support uh the fact that uh this this year being one of the probably most um years that we probably the visibility. Um I would recommend that we do maybe an online training this year
035and we see how that goes. Um, being in IT myself, I understand that sometimes online training does not provide the best training, but I think the way that it's funded, I think that's that to me that would be a a proper course that we would look to go that route or um find something that's less expensive. Okay, I will uh turn that over and ask Renee if if we do have on is there online trainings Renee for the training that you receive? necessary. So, should we consider tableabling this then? Okay. Oh, I just um was looking at the um on the uh let's see, it was contract renewal. Oh, on the math intervention and reading intervention on page three and four, there was uh some curriculums in there and um I had done some research on the Sabas um training or curriculum. And when I went on the website there, they um had a supplemental that was called the listen listen wise blog and it just had
037a lot of um what I would call let's see it says [Music] um as an extension of our core values of expanding equity and empathy. A culturally responsive learning must be woven into everything we do at Savas. In building on the national movement for social justice, the SAS CRL initiative seeks to cultivate a more inclusive culture at Savas and it's increases diversity with in its work service vendors and editorial content. and it just seemed like it had um worked more towards indoctrination than education. Um they had some topics that included anti-racism, common core skills, culturally um about equity again, critical race theory. And I know I think I've heard that we remove that those type of um controversial things in the curriculum, but I just wish we could find some other um I mean there's
038a lot of other uh curriculums I think that we could try probably use instead of the SAS. So that's those are my comments. Thank you madam madam present. Um, member Ziola, um, this was a long discussion when we adopted these pieces. We do have a process, uh, curriculum adoption process. Number one, that's a very lengthy process. So, to switch to a curriculum, you are talking, um, probably a good two to threeyear process to get that into the district. So, it's not as easy as saying um, we are going to adopt a new curriculum or not use a curriculum. Um but when we do adopt this, we have methods um to make sure the curriculum we're using aligns to our beliefs and what we deliver. Um we have an auditing process that it goes through. Uh
039the governing board did approve portions of SAV that we use um and didn't approve others. So um we are very well aware of that and we'll continue to do that. And as we move through the curriculum process, um I think you will find and I and I say this and I believe our members that were here before, you are hardressed to find a curriculum um that's going to be perfect to fit our needs. So we have to pick and choose. Again, a curriculum is a um a curriculum is a supplement to teach our state standards. Just because we choose a a SAVE or something doesn't mean that's the curriculum. So, we use materials to supplement uh the state standards and teach the state standards what the state of Arizona says we must teach kids. There's
040not one single um curriculum that's going to accomplish that. So, we need to pick and choose in many different places and supplementals to make that happen. So, we are well aware of the requirements that the governing board has of this district. we pay attention to that and we don't bring those forward um or teach them to our kids. So, I was looking at this list as well when she was talking. Um so, I'm not against um voting to continue this because I mean I understand we're not changing curriculum overnight. Um, but I think there should be somewhat of a discussion because I could tell you like the Moby Max education when my kids were on the online education, uh, there was, and I'm not saying we're doing it here, but I'm just saying I've seen
041it in the past and they may have changed it because it's been a couple years. Um, what my second grader was able to see on that curriculum, and once again, this was not Daart. So, um I think we should probably in um I'm not going to say internally, but um I think the the new board members should be kind of um I guess we can say we we should be educated a little bit more on what curriculum we're using. I guess that's a proper way to say it. And then when when I say educated is you know give us the chance to ask more questions with either the you know assistant cabinet's members um just to make sure that we feel comfortable going forward and you know approving stuff like this. Um Matt if I
042could Dr. Cardo you and I had talked about having a study session around curriculum something similar to what we had done in the past like a working uh study session as we you know Dr. side presented on curriculum to the former board. Um I know that you and I had talked about setting a date for that. Did you have a date in mind? I thought we had talked about one coming up. Madam President, um we do not have a date set yet. We're looking at sometime probably at the beginning of the year. Okay. Um to start with that, we did discuss some of this recently. Um, we need to start back and have an understanding of state standards, um, and what those state standards say and how the state of Arizona holds us accountable for
043what kids learn. Um, I think there's sometimes a misconception, and I'm not saying with this board, just people in general, that we buy an HMH textbook and that's our curriculum. The textbook is not the curriculum. Um, the textbook is the piece that we use. It's the vehicle we use to teach the kid the state standards. So, I think we're going to back up and start with the state standards, take a look at those, see how that is, how we map to those state standards, and how we use pieces of different curriculum to teach those state standards. So, um I do have that planned. We have talked about that. Um, and we will do that probably in the beginning of the new year because we have a lot of summer training come up and they're focusing
044our curriculum people are focusing on all that summer training right now. So, we will definitely do that in the near future. Didn't we talk about um having a discussion on like uh I think it was Saxon math or the Spalding that that will be part of it. Yes. So again, Saxon is just a vehicle. It doesn't address our state standards. Um, Saxon is a company that prints materials. So, there are pieces of Saxon that fits um with state standards and there's pieces in Saxon they don't cover at all. So, again, you have to go find those other supplemental pieces that teach those state standards because Saxon does not address that. So that in those curriculum maps that we talk about um as our new people come forward um we will start laying that whole system

We talk about it because it's our everyday life and we need to step back and slow that process down and lay it all out so everybody has an understanding of what this entails.
