e e e good evening at this time I'll call the meeting to order let the record reflect that all board members are present and we'll stand for the Pledge of Allegiance I pled ALG to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you first up we have audience with individuals we don't have any okay thank you next we have superintendent update Dr croo thank you Madame President uh just a few things tonight uh it's been a very busy summer yet short but extremely busy so we had uh the end of May we had summer workshops for uh all our Educators working on the curriculum alignment identifying standards uh data analysis of of Student Success over

last year and then making improvements on on all that for the upcoming year so it was a busy last week of May and we thank all the Educators that took place and that came and did that and um it was well received so um thank you to everybody that took part in that we had evaluation training uh for our administrators two days of that during that last week of May uh we have all our administrators working on classroom observation skills uh clinical supervision skills and they will be doing uh two more days in August coming up so part of their um qualified evaluator training so they're working hard at that we just got back um I'm sure a few of you that went are going to talk about it so I won't talk too much

about it but uh we went to the PLC Institute at work uh we took a lot of leaders in this District to um learn more about that PLC process and that journey to Student Success so one of the highlights I think our group worked extremely hard uh every night um after the conference we had about two hours of work but on our um last night we were visited by Dr Anthony Muhammad and Dr Tim canold uh two of the um kind of two of the main people in that whole process so they spoke to our group spent time with our group um and uh we we thank them for that so uh that that also was very successful and got the summer off to a great start and my last piece is um this sad

to say it is Dr polling's last meeting tonight so on Dr polling thank you for your service and dedication to this District um we are going to definitely miss you and um can't thank you enough and um you're a great colleague and and a great friend thank you for everything you've done so thank you and that is all I have thank you next we have governing board update I'll go first what the let's see I attended the westm uh Northwest Campus uh recognition ceremony um in support of a lot of daart kids that were there um I also o attended the PLC conference and it was quite a learning experience for me and those speakers are phenomenal phenomenal um I want to say congratulations to Luke Elementary for being selected the best public school in

the West Valley that's uh kudos to them and I also want to thank Dr polling for his service and good luck in your next chapter I also want to say um good luck Mr polline Dr polling in your next in your next Journey so it was a pleasure working with you um I also attended the PLC conference last week um this will be my second year going very informative love the speakers also um I attended um lots of the breakout sessions which was very interesting this time um I met a lot of great people in the breakout sessions um one of them I met a few Tennessee teachers um a high school teacher and a first year Elementary and it was it was very interesting to see their perspectives on things and then one of

the other uh breakout sessions I attended I sat next to a superintendent in wyomi and this that this is his seventh year attending the PLC conferences so he had nothing but positive things to say so um I'm very excited um for our leaders our principles and our vice principal um that attended to see um the great outcome for this year so thank you to the district for allowing us to go I will Echo and say thank you Dr polling for your years of service to Dart we appreciate you sorry to be repetitive but again wanted to publicly thank you for your various roles that you've filled while you've been with us in daar it's been a pleasure working with you and appreciate all your contributions over the years good luck to you ditto um Dr

paing thank you so much for everything that you've done for dice art um I remember my very first uh dice art board meeting where I it was standing room only and I was sitting in the ve or standing in the very back against a light switch and I accidentally kept turning it off and then I realized that you had a switch under your desk where you were turning it back on frantically so thank you for never calling me out on that maybe you don't know it was me but um I also attended the PLC um training or conference in in Las Vegas for the second year um and it was even more incredible the second time around um just being able to kind of fill in the blanks and the breakout sessions were amazing I

really enjoyed our time um in the evenings with all of our administrators and and tls's um just breaking down what it means for daart um for the professional learning communities and uh I also attended the not necessarily directly School related um but I did attend the mayoral candidate debate this week and I'm just looking forward to having um leadership in our city uh that is going to really and truly be a partner with diart schools and that's all I have next we have uh the consent agenda I will entertain a motion to approve agenda motion carries next we have item F1 Dr croo thank you madam president um we are proud to recommend um a new addition to our administrative family and Dr polling will do that for us Madam president members of the board

cabinet Administration is proud to recommend Dr Casey Lyn Romero for the position of assistant principal Aton Ranch middle school for the 2425 school year Dr Romero received her doctoral degree in education leadership from ASU she has extensive educational experience as well as four years administrative experience her resume is attached for board with review with that I'll take any questions and she is with us this evening thank you Dr polling I move to approve the appointment of Dr caselyn Romero as Elementary assistant principal motion carries [Applause] congratulations next up we have item F2 Dr curo thank you madam president uh this item is to approve travel and coner conference registration and reimbursable travel fees uh for the board members it is a yearly item it is for the 2425 school year um where each member is

designated the amount of $4,000 um should a individual board member exceed that allocation they would need to come back um and request the whole board for consideration to that action and the as we did in the past the $4,000 does not roll over so with that I can stand for any questions but it is a yearly item for your travel for next year I just had a question I appreciate um you contining to add in there that the money won't roll over and accumulate but I um was wondering where do we where does that money go if a board member um like doesn't use that amount like where is that directed then Madam president M Richard so that um goes as part as the district's overall carry forward and so it does go into the

overall m&o budget limit for the following year and it just gets redistributed out based on the district's needs for the future year okay thank you you're welcome any other comments or discussion it's a long motion I I move to approve travel conference registration and reimbursable travel fees for individual board members to attend training and conferences for the 2024 2025 school year each board member is designated An approved amount of $4,000 if an individual board member exceeds the allocation for travel and conferences the board member would need to bring the travel request to the whole board for consideration and action as part of the action discussion agenda motion carries item F3 Dr croo thank you madam president tonight um must be heavy traffic um out there because tonight's a proposed budget Mary Dell's kind of in

shock that's why there's so many chairs out there but um Marell is here to do our proposed 2425 budget so missell it's floor is yours all right thank you Dr Coto Madam president members of the board um cabinet and community um we are here to discuss the proposed budget for the upcoming fiscal year 2425 um so as you know this is an ongoing process it does go over the span of multiple months we've start talking in the fall on on enrollment projections we do um IBA committees we've presented budget uh benefits package that the board has approved and so ultimately um and also throughout that time we meet with every individual Department discuss their upcoming needs compile that information so it is a multi month process that spans truly this this fiscal year in preparation

for the following and so I do I'd be remiss without um giving a huge shout out to our finance department that really compiles all of that information is builds of building blocks that you see in the ultimate um budget package and and really under now the direction under Miss Francy wolf Balman I really wanted to give him a thank you for that so with that it is kind of odd to be talking about a budget when the state itself has not have a budget approved but we did go through and make some um assumptions that really um now that we're starting to see some budget conversations occurring at the legis again this week hopefully we have one coming um Coming uh to be approved soon but we did continue to just make the ongoing known

um Revenue assumptions and conservative assumptions so we'll go over those right now so we do um we are getting word that the 2% inflation funding will be something that continues on in the state budget for Education funding and so what that would mean is the base support level per people goes from that 49471 to a total of 5,13 so that's embedded in the budget also obviously the the biggest driver for our funding is student enrollment so we do have an average daily membership projection a very slight increase in those grades 9 through 12 um for the estimated amount you see there of that 219 that same 219 is the figure that we used for IBA uh projections and assumptions which drove the the um approved increases which we'll discuss in a little bit and then

also just as a reminder it does the budget for next year it is removing that onetime state aid funding that we received in fiscal year 2324 um that the board has previously approved to be used in 2425 to pay for that one-time retention stien so it's not an ongoing Revenue but it is something we'll we'll um be seeing in next year's usage of the budget so for the expenditure factors as mentioned um it already includes previously governing board approved items which includes a 2% base pay that was provided for all current employees it's embedded in there is the board approved package of the um $500,000 increased costs for benefits um as well as some assumptions we're making on ongoing minimum wage increases that we continue to see as well as the utility rate increases we're

estimating about almost half a million dollars so all those amounts are embedded within the budget limit that you're presented here so once we gather all the information we estimate what our budget limit is and so we've now allocated out based on expected um expenses per those various program areas and so we see that for the fiscal year 2425 um we are estimating a budget limit of two 213 million .8 million sorry $23.8 million in our M fund for fiscal year 25 again as the year goes on and we see um known student counts student enrollments we see adjustments we do bring those back to the governing board in future budget revisions but for now these are the estimated um forecasted amounts that we expect for the coming year for Capital funds um we do expect

a 19.7 mill million in our unrestricted Capital it is a very slight decrease again we don't have finalized um District additional assistance funding amounts from the state and so that amount will most likely change in future revisions and so we'll be bringing those to you at a later date and also we do include in here just an expected at least about a million dollars this reflects all the various applications we have out there with the school fundings division the school facilities division excuse me um they still are also waiting their allocation and appropriation and so really as projects get approved we will be revising this and bringing this to the governing board in future revisions as well the classroom site fund does have a an increase because that did see an increase in allocation from

$758 per pupil to 792 per pupil again this is driven through sales taxes and so we've seen an increase in that figure and so um ultimately that brings the overall classroom site fund total to the 43.4 million for the coming year and then finally on page and I'm going just a really brief overview on on these uh funding sources the full benefit or the full budget package includes all the funding sources and far more detail but um just a high level overview we see our federal grants what we expect to see which is our Esra funds are gone so that was really the driver of this so we see now from last year's 31.5 million this coming year we have a $13.5 million um expected Revenue coming in for federal grants our state grants we

did see an uptick in that that's related to our school safety program grants that are funded through the state so that's the 4.1 million estimated for next year and then the Food Service fund for now we're making that estimate of 12.5 million just as in all of our other items for federal state and Food Service as well as in the other funds on page six once we have known carryover once the books close we revise those amounts to reflect the full the full carryover as well as the federal and state right now are just estimated allocations from the state once they have their final carryover they they give us full allocations so you'll see those um revisions coming to you at a later date and as always this is going to be posted not only

on our website but we are required to post it as part of as part of our proposed budget on the Arizona Department of Education website um as part as our requirements of um allowing publishing to allow our community to review in advance and in anticipation of the adopted budget which is scheduled to come to you at the July 11th meeting so at that time there will be no changes from this proposed to the time that the budget is adopted so this allows enough time for community put Andor questions from the board and so at that point I will stand for any questions I just want have a comment I just want to express my appreciation to you and the finance department for um just what a relief it is as a board member to have

such confidence and those that are um in charge of our finance department and managing the budget I know you guys are very mindful in everything you do and putting it together and again it's just a huge relief to just have so much confidence in your team so thank you so much for all the work that you all do thank you appreciate that thank you Marell um okay we'll move on to I oh sorry thinking it was information okay I will motion to approve the 2024 25 proposed budget second motion carries all right moving to item F4 Dr croo thank you madam president uh tonight I bring to you the um governing board goals the district goals to review um although we approved them in the policy revisions in December 2023 I think it's important just

to have a quick conversation um or or any input that you have we're getting ready to set obviously the superintendent goals for next school year those those are coming to you in July so I want to make sure we have direct alignment that everybody knows what the district and the and the governing board goals are um along with when I present mine in July and then the schools can set their goals to what my goals are and they can have their staff aligned to that so total alignments so I just bring these out to you tonight like I said even though we did look at them December 2023 that um any input or to accept them and again as our district goals um it is an action item to accept these as our district goals

and move forward on the process of aligning my goals to them so with that I'll stand for any questions I don't necessarily have a question but I just appreciate the fact that our goal as a district is to prepare students to achieve College and Career Success I feel like our CTE programs are one of our biggest strengths that we have because not every student wants to go to college not every student needs to go to college but for those who wanted to go to college um we just had some really high scholarships for college that our students achieved and we've also got students achieving great things through their CTE and their career Readiness so um I do appreciate you continuing to move forward towards that goal thank you I think that is very important too

I'll just make a comment on the um on the goal three um that the culture will consistently be reflective of a safe and secure environment for all stakeholders uh I just want to say that I appreciate your focus on that your continued focus on that and even as as maryell was going over the budget um you know even the school safety the grants we're getting I think it's just about double from last year and so just really appreciate the continued focus and and love seeing that continue being a goal for the district I move to approve the district goals as presented second motion carries moving to item F5 Dr Coto thank you madam president our last item tonight is approval of the student uh discipline Matrix and with that um I'll have Mr mcy address

this item thank you Dr Coto Madam president members of the board um would want to uh reference you and you do have that attachment um the discipline Matrix will be obviously included in the student and parent handbook um through the work of both the student services office under uh director Kevin kashat and also working with our safety department and director uh Jason joerger um these are elements where they both have a lot of interactions with what happens on this m on this Matrix The Matrix is included um in the handbook on Pages 21- 28 that's the primary uh portion of the discipline procedures uh there are only minor updates that have that are included going into this next year obviously the the state statutes and uh our policy numbers we have to make sure that

those are aligned and that every year we make sure that that's uh something we take a close look at to make sure that always is uh is paired up and and and does aign to the action that we're we're addressing also any page references so that parents can easily find what it pertains to but I did want to point out that there are three uh there are three areas that were that were addressed in language in the uh in The Matrix one of them being the definition of students under the age of seven that was a little bit more clearly defined that we know that it's Kinder and first grade that are under the age of seven um we want to make sure that that's a a clear piece on that one and also that

um safety violations are the primary reason to to constitute a reason for suspension so we want to make sure that was very clear um because we know that there is that we do have that Avenue when necessary um to to take that kind of action uh pertaining to a classroom the other uh parts that I would uh also point out to you is um we also put some more language to Define um bus riding violations to ensure safety uh we wanted to make sure that was clear that we understand the priv privilege of riding a bus uh so we defined that um a little clearer in there and then also we added in a uh an additional practice um and that is per is referenced on uh page 25 The Good Neighbor policy we wanted

to make sure that was clear that we understand what student expectations are to and from school uh and that has to do with even including businesses and other areas um that they're you know understanding that we are responsible from them for the time they leave their house to the time they get home and we want them to understand that piece and so we're relaying that information to both students and parents um this will be uh part of the handbook as it's issued to start the school year um those were the major updates and uh I'll I'll take any questions that you have related to this I do have a question on page 23 dress code are we going to enforce that on our campuses this year what I will goe Dr yes um we I

I do want to I do want to uh point out that we did have a committee that met um and we did spend time on that so we did have uh uh that practice of obviously looking for Community member volunteers and and parents and and did get input um we did research quite a few dress code practices out there so I know that's going to be addressed again moving forward and I know Dr Coto probably will have some comments to that piece um our intent is always to to enforce the practices of the handbook um I think the difficulty that we that you guys addressed last year as we you know as we listened to the governing board is the element of consistency and definition to some of those uh line items in the dress

code so we have not changed the language in the handbook at this time but we want to have further discussions and we do have U research and also um input from that committee to provide well that be coming to the board Just for information or approval as far as if there's any recommended changes or board input on that just to hear what the committee came up with I know like in past years we've had that opportunity but is that something that will be happening Madam president member Pritchard um that will definitely come to the board It's Our intention that we're not going to change it for the following year um but we are going to hone in on some um definite um enforcement things that we can do and have those discussions um but as

as the committee went through that um you know it's more on the enforcement no matter what rules we make or what we say it it comes down to the enforcement so as we look at all those different dress codes um there's all kinds of different ways but if you don't enforce it and don't have some consistency they words on a paper so I think we need to start um with the enforcement pieces and having those discussions with all of our campuses we would definitely bring that to you if there are changes we would definitely bring it here okay so so far there hasn't been any changes correct okay and the student handbook portion of it there are some changes that they're still working on so that will come to the July meeting for the board

to see the student parent handbook that goes out there are some changes about uh some minor changes in that so that is coming next meeting changes in the dress code or just changes not in the dress code just in the handbook in general so that will be coming in the next meeting okay all right thank you so I do have another question um as far as dress code the minimum is change of close and the maximum it looks like uh short-term suspension do we have a guideline or a procedure of how many times we let them change clothes um is that left up to the principles if somebody come if somebody comes to school on Tuesday they you dress code you got to change clothes somebody comes to School a week later you got to

change them dress code okay you know we give you two or three but this becomes a problem now M Madam president member Chaffin um what I would tell you is that uh it's a due process procedure like any of our other practices so if it's your first time and we make you change the second time may result in could result in like a detention third time um I will tell you that the dress code issues are primarily at the high school level not as much at the K8 levels uh and so you'll you'll progress in your consequences is what will occur if you cannot adhere to that um obviously we have to involve the parents um so phone calls are made um and it's an entire staff effort to enforce a dress code policy so

whenever you do that you've got to have it you would progress it just like any other practices that you want to see on the campus you're going to uh escalate the consequences as they go that's also something that we're working um and we've talked about within Mr Kat's office is consistency amongst the four campuses and how they're doing that so that it's Happ across the board well and we have we come up with a way like a workaround for how that's addressed cuz I know in the past the concern was they they were told to change clothes but then they don't have any so then it's a call to the parents well parents can't leave work um and then so then really there really isn't much consequence and then when the schools are like well

then we'll have a set change of clothes that we will offer that student then there was complaints coming forward of well that's unkind to do to students because then they stand out like oh wow they were dress coded cuz clearly they're wearing something that is you know either too big or some I think one school had something that said dress code on it or something but that's awesome but um but anyway but the biggest thing is like if they're like what my parent can't bring clothes I don't have a change of clothes then they're at a class so how are we working with that yeah um Madam president member Richard uh in that in that case and what you're describing there obviously we wouldn't do anything to our intent is not to humiliate student right

however um one of the aspects is is that we work very uh uh diligently at the beginning of the year to ensure that that the what we what we consider is is that the acknowledgement of the rules are in place so uh that is something that every parent has to adhere to to to each the beginning of the year that they understand what that is we go over the dress code in the classes and we make sure that's communicated to the parents so if in that example right there is that we would provide the student they'll have to wear a provided a provided shirt um that the school will give them there is not an option or the parent can come pick them up okay additionally I think Madame President member prer additionally I think

we need to do a much better job this year of announcements before school starts of getting that information out to parents as they do that um I don't think we've done a great job with that we just assume they know because they've been in our system and so I think we need to have a focus on that we will that'll be part of our leadership team meeting in July and and to get that information out and start early not wait for the class period to go over that but get that information emailed out sent home all that stuff we used to have a video that our PR department made that was dress code that was like this is okay ran shaking his head like he wants to do another one he loves videos yeah good

idea job so we could do something like that too yeah I do have another question on The Matrix on page starting on page 21 it looks like the minimum on page to alternate consequences I can't find where the alternate consequences are listed if you'll um um Madam president member sh and if you look at the uh beginning of page uh 21 at the very top the third bullet down defines alternate consequences is defined as but not limited to detention relocation check-ins or anything uh that is determined as appropriate for the infraction that maintains the students on campus a lot of times when you get into all you know you'll talk about alternate consequences when kids are especially when they're much younger there is some of those elements But A detention also can can work wonders

for a for a high school kid too if you're taking eating into their time so um they can be used at that level as well for some of the some for some of the um infractions thank you thank you so so this will be within the the parent handbook correct um so this may be I may Reserve this for when we talk about the parent handbook but I I can say that sometimes when we have um parents who may be upset about a discipline decision um and if they you know were to enter onto one of our campuses and um make a threat or you know act in a dangerous way or something like that I know that there was uh there was discussion about adding that to the parent handbook uh what the consequences

for those actions and what that what that could look like have we considered placing it within the discipline procedures in addition to the handbook maybe maybe have it in twice because I just I think it's important to have it in the discipline area as well or or maybe we just put it there I don't know what are your thoughts Madam president um we did we did uh take that uh feedback that that came to us um and that has been processed one of the things that uh there is a there is a portion of the handbook that talks about uh behavior on our campuses okay and it specifically addresses any types of parents or Comm you know community members that come on the campus the expected behavior and that uh we have specific language pertaining

to that that they can um they can be trespassed um from from our campuses and obviously charges can be pressed uh for any type of action we didn't place it in the student uh discipline Matrix because it wasn't an action like as far as that that discipline Matrix was designed obviously for the students behavior and but to your point yes we did take that piece and and and that's going to be part of our presentation in the July portion I'll save it then thank you okay um on page 25 where it talks about electronic devices are we going to be enforcing because it says these items must be in the off position and not to be displayed for use during the school day from Bell to Bell so is this also going to be enforced

like the dress code uh Madame President member Drake uh what I will tell you is is that uh the element of we we have we do have the practice of and I and I do see schools that are wanting to uh in these conversations with the administration have a stricter policy on on putting technology away um there are elements where as you know is that a a cell phone operates like a computer so a math teacher May or a teacher may say look this up not saying that that's the right practice to do but the enforcement of it is something that we can absolutely uh take into consideration we want to make sure it's consistent across the board um we know that technology is very prevalent on our campuses but we also know that that

that it can be served as a distraction so uh I don't I I will be very honest in that answer to say that I don't we're not walk there is not a consistent practice of us walking around telling kids to put away their cell phones and their earbuds and everything else however there is a conversation about how we are consistently enforcing it in classrooms um and that's a good place to start um and then that there is also a consistent practice in How We Do due process of what those consequences look like can I clarify which page this is on it that that one is on page 26 but it may it may it may show up that way just depending on how fast you spend the the and scroll down so I just noticed

that too it says 26 on mine so Drake miss m Drake it might be on 25 on yours Madame President um I think that's a future topic for us to discuss um as a governing board it's a much larger topic to say um we're not going to have technology on our campuses it is a talk that's going on across the nation some schools are doing it um but I think um with that comes a lot of ramifications um of parents that want their kids to have a connection with them and how we're going to do it so I think as a community and as a school district that's a much bigger conversation uh it is happening and and I am willing to have that conversation as a whole but I think it's going to take

input from a lot of people rather than us just bringing it to you guys to say we're getting rid of technology I think it's a way bigger issue with cell phones um I I do not disagree that there are major distractions it's probably one of the most major distractions that we have in our classrooms right now so um I'm willing to have that discussion if if this this board so chooses and and wants to have the discussion as a whole so with that though as far as the action of confiscation where does that put us as far as liability um that's part of that whole dust that's part of that whole thing so as you look at different classrooms uh some teachers are willing to have the little cell phone holders in the back or

or place them in a in a bin and when you come in some people do that they're comfortable with it some are not because if that phone shows up missing we're kind of liable for that well not just that but I'm saying like let's say because this is how it's worded in the handbook if a teacher then says okay they violated this and they go to confiscate it what's that teacher doing with that particular phone and are they going to feel comfortable you know unless it's a matter of telling a student place it on the edge of my desk and at the end of the hour you can go pick it up I just can kind of also I mean I understand the purpose of it because especially nowadays phones can be used inappropriately and

they can be a distraction but I also see the staff member side of things where they don't want to be responsible for a $900 phone if the student says when they get it back oh now my phone doesn't work and it was working fine before Mrs or Mr so and so took it you know correct well I will offer up as a teacher a lot of cell phone use boils down to your classroom management you have to be consistent consistent consistent if you have a policy hey your phones go in there at the beginning of class you don't touch them you pick them up at the end of class you're consistent that is your procedure that is your routine and also if you do have a kid who says oh okay well my mom calls

me okay well your mother can call the school school can call me and then we can make arrangements for you to call your mom a lot of it and if I catch a student if I don't have them hanging up and I catch a student with their phone out I can say yeah goes on my desk right here where everybody can see it until the end of class you can pick it up there is no way that students can it just it boils down to classroom management and if it's become a problem then that's a phone call home and a discussion with the princip from from my from my perspective from my opinion if it keeps happening you call home and say hey this is a distraction and then you take it up with the

principal but if if the phone is sitting there on your desk and you're doing your job as a teacher you're constantly watching because as a teacher you're con you're trying to look at everything all the time that's what you have to do that's what you have to do nowadays you have to look at everything everyone all the time you can't just stare you know if you're sitting down working on with a student you got to look up every 10 seconds make sure the classroom's still in order you got to watch because you got Johnny back there who likes to sneak things and you got little Susie over there who likes to talk and go off task and while you're working oneon-one you got to go hey no back to work you go no Susie after

school right now get back on your work so if you're if you have effective classroom management yeah it's exhausting but that's what you have to KN that's what you have to do and if you have a little bin on your desk hopefully you've trained students to respect space and not go near your desk but as a teacher you're constantly looking and making sure that nobody steals that phone I hear that I I guess what I'm saying is if we're going to have the word confiscation and that's the expectation of our staff then I guess we should just as a district be able to Define what that is and then be willing to support our staff with whatever confiscation looks like and all the ramifications of what that'll mean and have we thought of that because

I mean I know this is an action item so we'll be approving this as is I we so we're telling people we're telling our teachers then you are to take the phones you are to confiscate them and that is a very good point of clarification because who's confiscating it and who's holding it till the end of the day does the teacher hold it till the end of the class period does the teacher hold it till the end of the day do you turn it into the principal does the principal want one more thing to deal with so I think that's a very very good point of clarification yes M are you suggesting maybe we don't use the word confiscation there we we lessen that to well no let me I mean clarify I agree with

it I agree with how it is like I don't I don't think unless the teacher says for a particular lesson get out your phones or we're going to be using this technology I don't think they should be out because otherwise if you're not using them in class for whatever the teacher determines the need is and their distraction I'm just say so I'm person fine with confiscation but as a board member I'm thinking okay for the district and for that particular staff member have we really thought about what that action will look like and the ramifications of doing that I just want to be clear on what I'm approving yeah and that's not changed so that's been in place last year that that's nothing new I think it varies I think you have staff members that

are okay with doing um the confiscation part or saying put it on my desk to some that tell kids to put it away and don't want to take that phone so um maybe confiscation as a minimum we're going to do this for sure is probably not that word maybe it's alternative you know an alternate consequence that some do detention put it away here's your detention some are um more willing to work than others and some confiscate so I understand what you're saying I think this is a topic that is all all over the board it's it's a tough one I wonder too what we mean by a bell to Bell I mean if we have a high school student that is not using their cell phone in the classroom but maybe wants to listen to

music you know during his lunch his or her lunch are we going to be looking at that as a something to be disciplined for to me as a high school teacher Bill to Bill meant for first period Bill to B second period B Bell to Bell oh I'm thinking first Bell to last Bell as a as a high school teacher it's first period Bell to Bell okay second period Bell to Bell and then you're five minutes in between whatever you want to do with that phone you want to stick it out and say hey Mom how you doing doing fine or you want to listen to your music on your waiting next class whatever but when that bell rings that phone goes away okay I think maybe that could be clarified too during any classroom

time something along those lines okay um I I do want to be mindful though because we and it's and I'm not talking about the the mom that's calling or texting during class time or something like that but or you know demanding a response from their child but you know we have families that have varying schedules from day to day um things happen and maybe a high school student doesn't know that they're going to need to pick up their little brother or sister at one of our elementary schools so we need to have you know we I don't want to take away that that communication tool for our families but at the same time I think that some sort of disciplinary action is important when that when those things become a distraction in the classroom um

but I I'm not sure that confiscation is is the answer maybe if was a continued behavior um but I and and I to your point too I'm not sure that I want to put that on all of our teachers that are maybe uncomfortable with that um but but every teacher is going to be different um I I don't know that I want to make a a model and say you have to do this corre I and I think if we're going to do that it's a much bigger discussion right I think we needed to involve the community our our teachers um students I mean there's it affects a lot when you put a very strict rule on that right and not to say that we don't want to do that but I think it includes

a lot of people in that discussion we can take this back I mean you can table this if you so choose and we can make because we're bringing the student handbook as a whole back so we can make those changes for the next meeting okay um to the Bell to Bell and come up with something besides confiscation um and bring that present that with the handbook at the next meeting if you if you choose or we can change it now either way it's well I also feel like it's important to point out that each teacher their classroom runs a little bit differently so my classroom wouldn't look like her classroom right just because the different subject the different area the different personality types um and also it's great that you have that communication tool as

a parent to a student but do you know what happens hey put your phone away it's my mom it's not your mom it's not your mom so how are we going to how are we going to determine let me see your phone let me see your texts I I don't know if I can force a student to show me a text to prove it was their mom I guess I could call the Mom after school but I don't want to be do you remember getting caught with a passing a note when you had to read it in front of the class yeah that was awesome I think that should happen that' be great right M Madam president Dr Cotto members of the board um just a just a couple things one is is that the

element of bringing it Forward at this time is also because um as we do have the handbook that's electronic we also in order to make some hard copies of it that has to be submitted um the reason we do that in June is because in order to get those turned around by the start of the school year to have some hard copies available that's one reason we do that is bring it in at this time so Dr cot that's just one reference to it the second thing is is that that element of consequence I think sometimes we're we're drilling it down to only the teacher when um when I when I talk with and work with uh uh Mr kashat and and we work with the the administration the idea of confiscation a lot of

times that is is very much um The Last Resort it comes through an administrator uh we we we generally teach our teachers and work with staff members to teach them to tell kids to turn them off and put them away uh the element of not trying to be responsible for that phone and put it away they should be working to get an administrative level to get support on that whenever going to take a phone and that's generally and when you start to get to a high school level especially when you talk about very severe actions and it's a safety issue then that's where we do take the phone away so I think some of the things we're talking about is improper use should be those elements that you guys are describing of hey put it

away hey I'm going to you know I'm going to contact your parent versus hey I'm going to take it away from you and now I've got to hold all these phones that's not an element that we we are teaching our teachers to do because we understand how difficult that is and that's why it's that the administration uses at their level primarily and I'm I'm okay with that I I um and as far as the bell to Bell I'm I mean as far as like not bringing it back if you're on a time crunch I um I don't think they should be on during class time and unless a teacher says we're going to be using your phones get your phone out I think they should be off or put away or whatever and the bell

to Bell is like Miss shaan had said like in between passing periods you can check or do whatever you want our lunchtime so um for me I'm good with just those changes if the rest of the board is I don't need to bring it back I'm fine with that I'm okay so I will move to approve the discipline procedures for the 20 2024 2025 school year second motion carries next we have requests for future agenda items I just have a question um as far as some you had mentioned like the the goal setting and everything I know some sometimes in July we just have one meeting because it's summer are you anticipating a second meeting in July to do superintendent goal setting or some of these other things or you're just doing it on the

one no I my intention was to do it on July 11th okay I won't be here at that meeting not that it makes a difference but just so you know I didn't know if there would be um I know in the past when we've done superintendent goal setting it's kind of been its own separate uh Workshop or or meeting so I just wanted to see if that was going to be a future agenda date um just want to clarify but sounds like it's not so I could push them off but as I mentioned I kind of want to do them early so I can get them to administrators too so they can set their goals before the school year begins when they see their teachers and so there's alignment I mean we I could change

if the board wants to do that but that wasn't my intention but I I'm obviously flexible I can do that whatever you'd like me to do again I don't want to hold up to business of the district I just won't be here on the I'll be out of town and um like I said historically the superintendent goal setting is it is its own meeting but if you are going to fit it all into one then go ahead and move forward with that I I think ideally we would have it the week prior but then we run into the the holiday so so yeah if it wasn't a special meeting then it won't work out did you want to have a special meeting like I said I like I said I it's just historically that's how

we've done it but you are you know superintendent and if that's how you want to handle it then that's fine I am fine with that if that's if you'd like that I can do that that wasn't my intention but I am I am fine with doing that I'll let the rest of the board decide then it's to I don't want to be the deciding factor on that I won't be here so so it would basically shave up a week of planning for your administrators if we moved it maybe like if we had a stand alone the following week is that enough time um it is we actually have our our meeting on the the 9th and 10th of July for our administrators for the year so um I was going to preview them then so

it doesn't matter if we do that the following week that is great I'll just preview them early um and if I we need to tweak them and then I'll I'll have I can get them started early and if I need to tweak them then I can put that out so so hold on I'm trying to pull up a calendar and of course have you already started working on your goals Dr CTO I have briefly yes um they're not ready to go but they're well on their way so we would be looking would this be a board meeting or a study session if if we did it separate from the board meeting it would need to be a board meeting because it would need to have approval the 18th I just don't want to hold everybody

up is it possible instead of having two board meetings in July is it possible to move the the July 11th meeting to July 18th it is possible for this board to do whatever they'd like with it yes that would that would only be one I mean with everyone schedules I it's you know yes you can vote to definitely do that we can change from the 11th to the 18th sorry madam president Dr CTO if only I can add so the adopted budget must be adopted by July 15th of a fiscal year thank you I I knew there was something okay is it possible to have a zoom meeting so we didn't have to call everybody back here is it possible to have a zoom meeting on or a study session on an off day maybe

that way we didn't have to gather everybody up here we could just have one how would that work if it has to be a public meeting and we have to vote on it that would mean more work for it huh we would check on that we we did Zoom meetings during during the do not have that licensing anymore okay so gotcha yeah thank you based on on what maryell is saying what what if we instead of looking at July what if we look 2 weeks from now uh June 27th what I'll be out of town 27 what's everybody doing next week I'm here Dr croto you got a week no um I feel I feel like I would like to give Dr Cotto some more time is is there when do you leave town uh

the 5th can you call into the meeting I'll be driving have someone else I don't want to hold everybody honestly like if it it is what it is I don't want to cause a problem just keep it if if it's yeah sure I mean we could add a meeting on the 18th just for the goals and it' be short and I'm okay with that so we would have one then July 11th and then another short one on July 18th well shorter maybe keyword short shorter do how I don't know how does everyone else feel about this we okay with that we can't we can't change the July meeting we can't not without a motion and you have to have an agenda item so but we don't have another meeting we can't do that anyway because

the budget right so it's fine so I we are okay if you want to have another on the 18th we can do that I would appreciate it but again I don't want to be in convenience because I'm just one person out of five so whatever you guys prefer let's do it I'm fine with adding a meeting on the 18th let's do it thank you appreciate it are we starting at 6 o' whatever you want it will need to be six o'clock for my with my schedule again okay okay so do we need to make a motion for that or do we just put it on the okay we'll just add it thank you we're still on requests for future agenda items right yes okay all right um I would like a data study session um

preferably September 26 6 and since that is far enough out um 5:30 would be good for me does that work for everyone else September 26 at 5:30 and was it data it be would be for the data analysis um just over the the that good date I had mentioned that oh okay State of the State of the district kind of yes I'm free I'm free that day good yeah good we will add that one too okay and then I have a clarification on an item that I've have already requested I had requested an item coming up on Title 9 and I know that Dr CAU you're working with our attorneys on that M I just wanted to add add something to that um there's been an update with the title 9 UM and I'd still

like um a legal opinion on how to move forward um there was a case in Texas where the Attorney General in of Texas sued the Biden Administration over their changes to Title 9 and they won the injunctions so I'm not sure how that impacts us going forward okay Madam president I will check with the attorneys again I did check with them last week and they are not ready they said continue on that it's 1300 pages and they don't see changes yet so I will make another phone call and see when they're ready to do that but they will come um Miss seagull and Miss O'Brien will be doing that when they're Carrie O'Brien is the cus Rosenfeld she's the expert on the Title Nine so and the dat's unknown on that one yeah they when

I talked to them last week that they said they're not ready to do that but I will call again this week and try to get a date they don't foresee any changes right now and so um they're kind of just said sit tight and we'll see how this all works out that's their opinion right now when you say that they don't foresee any changes is it because of the like for example this injunction and potentially others that are pending okay yes but I will make the phone call to them um on Monday and and see where they're at okay I just I just as a note here it's it's incredibly important especially with the new school year coming up just like we're doing our disciplinary Matrix we need to know how we're going to be

treating um you know all of our Athletics um and what we can and can't do with that so um just making that point for our our legal that whatever information we can have prior to the start of the school year even if it's just information um on the wh ifs that would be great okay well that's that I agree with that like even if they're saying they're not ready there's no changes as a board can we request um legal advice from our attorney on it would that be an executive that's what we've been doing that's what I'm yeah yeah okay and that's who said they're not ready to present that they don't have any information to present it this time but just to be available to answer board questions and process advice I'm sure they'll

do that I'll call and ask him thank you um it's just something that came up in as as we were talking I am also curious where AIA is on any of this um so if we could also get an update on on on that as as part of this okay anybody else have anything okay I move to adjourn the meeting second oh my God why does my news thing pop up how do we get rid of that oh my God there it is motion carries we are adjourned thank you
