you know people trying to still make it here tonight so can you hear me now Ryan Perfect all right so I know that there's probably a few you know we still have people that are trying to make it here tonight so maybe battling the the weather and the wet streets but we're going to get going and call this meeting to order um first thing we're going to do is uh uh see if there's any public comment all right then we will move forward and uh we have a an information portion tonight um as scheduled uh Paul Ben from Highland is here to uh provide us the survey results and uh we're going to hand it over to to Paul and let him guide us through that and uh you do add slide packets that were

available in the back and we also have them available here as Paul Works through them it's all yours fantastic good afternoon everyone can you hear me okay I know I'm typically loud but I also know I have to talk to the our friends on the internet so I'll do my very best uh to do both I'm going to walk through the survey data you've seen this instrument before we talked a little bit about the logic behind it if you need any Refreshers about any of the of the questions themselves feel free to stop me I'll happily answer or I might say wait till later and we can go through it uh we did conduct this survey January 16th through the 21st it is a 400 sample um a 400 sample by the way is a

scientifically accurate sample up to a margin of error of 4.9 with a plus or minus of Five Points with a 95% confidence interval you can actually conduct a 400 sample survey on a Statewide level or even up to about two million voters and have that same level of confidence that's how uh the margin of error works is if I were to conduct this survey 100 times 95 out of 100 it would come within five points of each one ones of the each one of these questions so um just bear that in mind that that's how this works especially when we balance it based on what likely voter turnout is going to be if you recall we talked to likely voters the people who are going to show up in the upcoming election and we balance

our requirements our demographics based on those who vote so what that means is a couple of different things more than almost 60% of your electorate is over the age of 50 uh you can see it is about 44% Republican 28% Democrat p& is party not declared or no party preference and then independent and other is the smaller group that wrote in the phrase independent or of some other party within the voter file itself the p& plus independent number together is what the Secretary of State traditionally considers as other what we have in our file is a little bit of a delineation between the two the independent folks typically used to be of a party and chose to switch that party and write in indd so they tend to be a little bit more on the

ideological extremes the p& are the people who wrote none or no party um that is a growing faction of the state in fact it is the largest registered group of Voters in the state of Arizona now but the difference is they tend to slightly underp participate whereas we see um really if you were to look at the actual voter registration of this District it would be a little bit more evenly distributed but it comes to voter participation uh we use the partisan demographics because this is a reliable reflection of what your last general elections look like in addition to we do base it on gender as well as area we did it through the cities as well as through zip code so we actually do have zip code uh ZIP code by ZIP code answers

for each of this to ensure that we got a reflective sample of the entire District uh regionally north to south east to west so uh as you recall the first thing that we did is we asked about right direction wrong direction of the local community as I mentioned there is a lot more optimism within the local community at about 58% total right direction compared to 28% total wrong if I were to ask the direction of the country right now to the electorate we'd be in the 30% range if I were ask the direction of the state among the electorate it's generally in the 40% range local government is incredibly popular local communities score very well and this is not an exception I've done survey research in the city of surprise earlier this year reflecting a

very similar number you can see age-wise there is a pretty well across the board with maybe a little bit of pessimism in that 50 to 64 category but overall almost every body tends to believe that the community is headed in the right direction when we ask about K12 education in your community right direction wrong direction you can see it's about 33% total right compared to 45% total wrong um I will point out in a minute when we ask the quality of Education about the dier school district you actually get a slightly different answer um but when you talk about education in general we have typically seen this level of pessimism in the lower right hand corner you can see we've performed surveys for daeron 22 21 16 and 15 it's generally hovered around the 30%

range so this is fairly typical of what we've seen based on previous surveys you can see the younger voters uh the 29 and under the folks that were most likely to have interacted with the district most recently are a little bit more optimistic as well as the 40 to 49 year olds who are likely to have the most children in the district those two groups are a little bit more optimistic the challenge that you have and it's not something new is that your 50 to 64 and you're 65 and older are only about 30% total right now Direction there is a pervasive pessimism among the electorate and this is not just unique to your community among the folks that don't have kids at home about their perception of what's going on when it comes to

K12 education when we ask them specifically about the performance and offering education to students in our community you can see about 27% give it an excellent very good compared to only about 14% giving it a poor or failing um this is the first example of a mean score we're we're going to talk a lot about mean scores today mean scores are on a scale of 1 to five one in this case meaning failing five meaning excellent so anything above a three is considered you know above okay so basically a 3.32 is really hovering between between that okay and very good category so it's about three and a half three and a quarter stars is what I would say if you were to do this in like a star rating about the quality of the district

it is something to note that when you look at this compared to the community right Direction wrong direction it's one of those things that we're seeing over and over again that people uh you know they hate Congress but love their congressmen when they talk about education in the community they're a little bit more pessimistic but when you talk about specifically the district itself and you name the district by name they do a little bit better uh certainly there is another 23% almost a quarter that didn't answer this question so there's an opportunity to continue to improve this but with only about 30% or so of folks having kids in the district rest assured there is a a lot of people who don't have kids in the district who have a big fat opinion about what

the district is doing right now so just bear that in mind as as we go through this and this is the case because these are the likely voters so likely voters are going to have an opinion about schools whether or not they have kids actually in the schools whether or not they're getting information or news about the school district itself so half the folks got the questions about the continuation first and half the folks got the content questions about the bond first and then we flipped that's just a friendly reminder to eliminate bias because as we know when you have two questions on the ballot sometimes the second question has a little bit of fallof so in order to test Them Apples to Apples we split them up to ensure that we are not gaining

any bias there um and then we also replicate the legal language and the reason we do that is because this is what a likely voter would see if they were to get the ballot which means they have to talk about exceeding the revenue control limit specified by by 15% for fiscal year 2526 um as I mentioned before if you said would you support more money for school schools You' have a higher number if you say do you want to raise taxes for schools you get a slightly lower number when you say exceeding the revenue control limit the low the number falls down so what we see in the pretest is we start with 44% yes compared to about 40.5% no so this is a little bit of a challenging area certainly with overrides or budget

continuations in this case this is fairly typical that language is a hill to climb because there is not an awareness of what it is used for there's a significant need for voter education because of spoiler alert in the post test for the override it goes up very significantly once we talk about what it's used for for teacher pay and other items the number increases by quite a bit and that's not tra that's not typical typically what we see is a number may increase slightly or in fact oftentimes it will decrease slightly in this case what we see is that we have a slightly low starting number I would love this number to be in that 55% range for the margin of error we're not there right now um age- wise you can see 49 and

under a little bit more optimistic you know 51.4% for the under 29 60% for the 40 to 49 41% to that 50 to 64 the issue is that 65 and older that 65 and older is about 10 points to the negative it is a plurality but not a majority Who start from a no position so that is the audience that needs a lot of Education regarding what the override is and what it's to be used for the next thing that we did is we randomized and rotated the uh program that are off that are typically included in an override and so one each one of these folks some folks got retaining approximately 130 teachers other folks got extra math and reading support again this is on a scale of one to five one big takeaway

here is everything that we measured every bit of information that we shared did incredibly well I will point out the extra math and reading support at a 4.58 with 71% giving that a five or very important is a strongly strongly regarded uh program that's included in the override you you can see competitive teacher salaries does slightly better than retaining 130 teachers but it's pretty darn close 4.41 compared to 4.32 I would point out also maintaining current class sizes at a 4.01 is still a good number we like to see numbers above 3.5 in this case so it meets that threshold but the challenge with all of this is the embarrassment of riches of what n which ones you explain to the audience because if you overwhelm them then they may not get all the information

so you can lead with your best POS possible programs um on the second page here Arts was at a 4.05 PE did a little bit better than Arts PE actually did better than Athletics which I thought was really interesting and then Al day k at 3.95 was the lowest as I said it might be but not so much so compared to maybe what I've seen in in traditional polling um so what we did is we put them all on the scale together this is a very helpful tool very helpful instrument just to get you an idea one thing to note every single one of them is well regarded every single one of these items people think is important and in fact very much so think these items are important but when you look at the

degrees of importance or the intensity of importance math and reading support competitive teacher salaries retaining approximately 130 teachers and PE those are your top tiers those are the top tier programs that have the most amount of support So if you're going to list only four things that an override does those would be the four things that I would recommend that you mention to any audience that will listen because those are the four that do the best now that being said in the publicity pamphlet or anything else there's nothing that sticks out here that should be of concern uh we often do test these because sometimes there are programs or things that maybe fall to the bottom and we try to get to the bottom of why in this case we don't have anything like that

the programmatically they're all in a really good spot and I would recommend that if you do move forward with calling for an election for the continuation that you put them in this order um on the argumentation side uh again why we do it this way is because if is 400 people why they support or 400 people why they oppose we get 400 different answers so what we're looking for is Trends within the electorate and half the folks get the support statements first and half the folks get the opposition statements first that way we also eliminate bias there so every person who takes this survey they get every question but they would get them in very different orders I know I'm doing my job when some people say you know oh boy that question that survey

was really in favor of you and then I'll get a call 10 minutes later that survey was really negative and it often just has to do with what order they get the questions in that makes the difference and that's how I know I've done a good job so in this case not a tax increase is a very Superior argument 54% strongly agree with that um and you can see across theboard age demographics that one does very well at a 4.2 among the 65 and older um continuing the excellent work the Excellence of dice art schools the good news is 43% strongly agree with that and it's a 3.98 so it does really well as well not quite as well as the not a tax increase argument but people do believe that the district has excellent

schools and they believe that that that's an agreeable argument they they find that credible on the conside what we found is um there is some thoughts especially among if you look at that 65 and older that pervasive cable news narrative that schools are out of control pushing an agenda you can see the older that demographic gets younger voters don't believe that but as you get to that 50 to 64 it's a 3.2 you get to that 65 and older it's a 3.4 it is something that needs to be addressed and talked about that they they do find that a credible argument 36.5% strongly agree with that argument on the other hand the other great news for the district is they are not suffering from a lack of trust I've seen this in other places where

people say 100% I agree that you can't trust the district to spend money wisely the district has been fiscally responsible and trustworthy and has done a really good job communicating their efforts to support smart fiscal management and it's reflected in this data it's 2.8 it's below three it's not a believable argument and in fact if that's the criticism is we can't trust the district it actually moves people the wrong way yes sir no so specifically q15 the question was for the people at home is is the language on the screen the language that was used in the survey and yes identically we did not say schools and dice are out of control we said School in this country because what we're trying to look at here is it's the narrative regarding um you know because

most of the examples that these folks are looking at are not local they are National discussions so we say schools in this country are out of control pushing a progressive agenda and indoctrinating children our schools don't deserve another Penny of taxpayer dollars until they get packed to teaching academics in American value so it's not a specific criticism to dier it is very much so the understanding the impact of the national narrative and there is an impact I think it's important to note that people do find that convincing there's a segment of the audience that we have a great deal of challenges with that do find that to be a cred credible argument not younger voters necessarily but our older demographics 50 to 64 and 65 and older find that to be a believable argument so

in the post test after we we went through the book pro and cons after we went through the programs you'll see that the number shoots up to almost 66% 65.8 so in the post test well above that threshold that we like to see you can see across the board age demographics particularly younger voters get into that 70% range but even 65 and older we see a really significant shift as well as among men and women um we see Delta's double digit Deltas across the board that's really good news the challenge there is that's after education that is after informing the people about what the override is what it's used for and its main purposes because if you just put the override on the ballot right now with the revenue control limit and that language it

is starts in a difficult spot it does incredibly well when you give them some additional information so it would require a pretty significant communication public awareness effort to let people know about what this issue is if you do that it has a strong likelihood of Passage does that make sense fantastic so on the other hand we the next qu set of questions is about the bond and the bond again half the folks got Bond first half the folks got uh the override first we have to use the form of Class B General obligation Bonds in the principal amount not to exceed 127 million for the purposes of raising money for school safety improvements School Renovations new school construction transportation and other General Capital expenses again this is the replication of the ballot language you can

see this one starts at a slightly better position at 58% and when you compare that 44 to 58 it's a much better spot I will talk a little bit about what happens if the bond and override were together because there is an additive effect that definitely impacts the bond okay so the the thing to note though is it starts in a pretty good spot one of the biggest differences you see here is unlike the budget continuation we do see a majority of 50 to 64 and 65 and older start in a better position a majority of both 55% uh 50 to 64 and 65 or pardon me 57% of the 65 and older so left to its own devices if just the bond were on the ballot it has a it it starts in a

very strong position um programmatically one of the things that we found is there's more variance here in these programs and what the bond pays potentially could pay for than we saw in the override that being said again nothing fell below three nothing was Ill regarded but there is a much greater deal of variation among the various projects and very few fell in that 4.4 plus range that we saw when we talked about teacher pay and we talked about some of the the reading and math um school safety improvements at 4.29 with 57% giving that a very important was near the top of the list as well as the safety related communication system if you recall you know we could probably chalk those all up to safety it's helpful to see if any part of it

really Rises to the top as differentiation the general notion of school safety does better than any given po part of the whole when it comes to school safety that's a really helpful lesson here we can also see internet and communication improvements at a 3.94 does really well um on the bus Replacements you can see bus Replacements a land for a new High School in the Northwest assant area versus land for new high school elementary school in the Northwest Asante area versus new elementary school all of them are about 3.6 it is interesting to me that Regional designations actually in this case help us slightly we do see a slight uptick in the Assante area for a level of support that doesn't generally when you give a specific region or area other areas will consider it

lower um in this case what we actually see the new High School in the Northwest assant area 3.66 um land for a new high school 3.64 they're pretty close if you wanted to be more specific you could um similarly actually Elementary School in the Northwest desant area actually 3.66 compared to just a new Elementary School 3.61 of the two the elementary school in the Northwest desante area does slightly better now that being said well we got one more pardon me and then hbac and air conditioning improvements and roof repair those General repairs the maintenance of the schools do very well as well we've seen this in a lot of surveys now I think it's important to recognize that General School repairs is something that the electorate does want to fund and does have an understanding

particularly on rainy days sometimes um what what the challenges are there um and then mechanical and electrical upgrades so this is the sort of the again back to the point about ranking Bond items and there's two slides of of this um school safety is number one roof repair HVAC and air conditioning districtwide safety related Communications those are your top tier they're all above four they all have that high number of very important your second tier internet and communication improvements mechanical and electrical upgrades fence and gate improvements key card access at sort of that next tier at 3.7 not far behind sort of the next tier is sort of the new construction and you do get benefit from renovation you do get benefit from being specific with your Renovations versus the general notion of renovation so

just bear that in mind you actually get benefits from agback and air conditioning you get that from electrical mechanical improvements fening gate improvements those specific items do slightly better than just fa facility Renovations um again all these are above 3.5 I like to use the three stoes analogy here you know if you give them too much information it's like the three stes trying to get in the door all at once if you overwhelm them they're not getting the information to come through because it gets crowded in the door um when you're talking to folks or when you're making your decision looking at some of these top tier items would be my recommendation because that gives you sort of the best possible foot forward when you're talking about the bond program now on the argumentation side

uh quality of life and uh safety were the two pro arguments we te we tested you know this notion that we got to ensure that we have safe and modern facilities to offer excellent education that protects our quality of life that's a 3.96 um but you compare that to student safety which is a 4.25 there's an overwhelming desire among your electorate for school safety 57% give that a strongly agree um you can see the difference there in that 65 and older school safety gets you a 4.3 among 65 and older you get a 3.9 among 65 and older for quality of life so it's not that you wouldn't talk talk about quality of life I think quality life is important it's a believable argument but when you're talking about this this it really um programmatic

wise the school safety should be front and center with any sort of bond proposal that you move forward with on the conside because the bond is a tax we tested the anti-tax argument um we're taxed enough already taxes go up they never go down taxes hurt our economy and kill jobs we can't afford another tax you can see our big culprit there is the 50 to 64 that audience very much wants to litigate taxes the rest of the age groups are less inclined to be having a discussion about taxes this is not as impactful as the controversial subject matter discussion that we had earlier of the four things that we tested the controversial subject matter is probably the biggest vulnerability um this notion of inflation it's another thing that I wanted to test in in

inflation's out of control and interest rates are high now is not the time for schools to be issuing bonds and committing to projects that will have increasing price tags again 23% strongly agreed with that you can see again that 50 to 64 is a little bit bit more prone to this discussion but really if you're looking at this talking about taxes is not the way to uh discuss this Bond talking about what this bond is going to do for school safety what the school what this is going to do for growth those are the items that are much more important to this electorate than litigating the tax rate so just bear that in mind because I think a lot of the times we get down to Brass tax about tax rates and then you're leaving

a lot of benefit on the table or leaving a lot of the reasons why people May support a proposal because they're they're busy trying to calculate the tax rate in their head so when we put all the arguments together and this is the four uh arguments we tested from the budget continuation this is the four arguments we tested from the Bond as well pro and con you can see that all four reasons to support outweighed all four reasons to uh defeat or to oppose so that's the really good news I will point out that you've got two above three on the con side that you need to be mindful of but overall there are compelling reasons when whether it's school safety quality of life the fact that the override is not a tax increase I'll

do incredibly well when it comes to convincing the elector so in the post test we end with 60.1% so it falls a little bit from 65 down to 60 still in that range that we'd like to see um the bond in in and of itself is in a very good spot it still holds on to a majority of the 65 and older it holds on to a majority of the 50 to 6 for with 56% we can see the Deltas the gains aren't quite as good as we saw with the override but that's because the override started so much lower there is an opportunity to educate younger voters about these issues and see a great deal of uh increased awareness about both of them because both had double digits in the 29 and under category

we do see a little bit of fallof when you start talking about taxes and inflation uh in the 65 and older but overall the bond is in a pretty good spot especially when car compared to the override now that being said this is the big question though I think after after both sections this is the question that everybody got if both were on the ballot which comes closest to your opinion I would like vote Yes on both I'd vote only for the budget continuation I would vote only for the bond 44% said yes on both 16% said no on both that's good that's 3 to one basically that's a good piece of that's a good data the challenge is when you put the continuation on the ballot you see that that budget the bond pardon

me Falls from about a 60% support down to 52% so it's much more in the The Zone the risky Zone compared of the two so that's where I'm not going to give you advice one way or the other that's for your discussion to be had just know there is a risk with putting two items on the ballot okay um the risk is that one is likely to pass more than the other so that is is up to you for decision-making purposes but really I when I look at it and obviously we saw 65% in the budget continuation post test we saw 60% in the bond a lot of folks would go great 60 60 let's go the only thing I would warn you about is really when if you do that that that that additive

effect of both uh has a very dilar effect on the bond itself so um we did ask kids at home you have about 37% of folks with kids at home uh with about 50 60% that said no kids at home and then you have about 20% conservative 18% very conservative 29% moderate about a 10-point shift towards conservatism this is very reflective of what we've seen in the previous surveys this is very reflective of the state and not sort of the position of our electorate so um with that I'm happy to answer any questions that you have that is 100% true Statewide too for voters bear in mind okay so the one thing bear in mind so um this is just for this this is the district and it's actually I'll tell you it's high most

districts a lot of districts have less than 30% they'll have 29% here's the difference between like when you look at the US Census right or you look at the any of the population data it is much higher number of people who have kids at home under the age of 18 the challenge is those folks don't vote a lot of those folks just don't show up even if they're registered to vote when we talk about 79.9% almost 80% turnout in a presidential election that 20% that don't show up even when the president is at the top of the ticket are much younger and much lower efficacy so yes this is actually quite a high number if you can believe it the um but really you just have to bear in mind that even on the best

day communications going home to parents is only going to hit about 40% of your audience there's 60% that are not getting regular Communications from the district they are not getting emails from teachers they're not getting all that information because they are not regularly interacting with the schools oh we did not ask that this time so um it was I I would have to go back and look we have asked that in the past just for the length of time and the cost that we were doing we didn't drill down on that this time the question was what percent of the kids at home audience have kids in the Dysert schools versus some other school or a charter school um we don't have that number uh in this case we did not ask it other questions

so so that isn't interesting I was at another school district and I heard a quick and I know you guys have a lot to do heard a really quick demographic study though that was really interesting is that because interest rates have been high for this prolonged period of time the people who would traditionally sell their houses and move out and bring in more schoolage children into the community um that you know age out when their kids are done they age out maybe go smaller or downsize are not because of the interest rates and they call it the golden handcuffs and so what we're actually seeing and I'm not a demographer so but I'm a data nerd and this was fascinating to me is that a lot of districts are actually seeing even rapidly growing districts

are seeing flat if not declining growth because people are they're not being able to replace some of the school age children in some of these houses because nobody's selling their house right now all right thanks everyone I really appreciate your time all right we um we obviously uh you know they had opportunity to look at the survey results and you're probably still digesting that a little bit um thinking about what that looks like um you know we go back to all the information we had before as well um and you know there's going to be an opportunity for uh for this committee to to have more discussion related to what is the best recommendation and and before we open it up and do the U and we get into the discussion aspect as a committee

um on a recommendation or or any type of recommendation to take forward um we do want to give you guys a little bit of a chance to debrief and talk about it so we're actually going to give you a few minutes at your table just to based on the survey results knowing that there is going to be a task at hand uh coming to us at some point whether and remember the the charges um whether we make no recommendation to the governing board whether we're going to um recommend one either an override or a bond or as was outlined here where you can also recommend both so those are those options um there's a lot of information going all the way back through um you guys have the previous obviously other presentations if there's other

information you need we'll be able to do that as well so um we're going to we're going to have an opportunity to do that at your tables and then we'll move into the uh a little bit further in the action items and start to uh because we still have to confirm minutes and then we can talk about um that next step of a possible action so um we're going to turn it over your tables let you guys talk for a few minutes about those directions and then we'll bring it back to the front Okay so we're going to take a few minutes to do that are we okay to reconvene all right perfect and hopefully you guys did have enough time to have have some conversation and if there was any other questions you needed

to ask amongst each other and and and um hope that time was well spent um we do have two action items on here tonight for us to look at the first one actually is to confirm our minutes from January 23rd so I want to go ahead and knock that one out right now can I get a recommendation to approve the minutes for the January 23rd uh Bond override committee meeting you got it second thank you Patrick second for Mr Campbell all in favor say I any opposed all right minutes are approved all right on our next item um the possible action uh we know the choices we've outlined those uh at this time we're uh just to make sure that it's clear we do have of our of our 30 member committee we have 14

in the room and we have two on phone um the two names on the phone Jenna I have um Cassandra Johnson go ahead and say you're there Cassandra yes and then we also have that's calling in Bill poo is gonna call in Bill's gonna call in we'll make sure we get him on the phone hello everyone we also we hear her okay good perfect thank you poo bill poopo yeah is it the did you hear him Cassandra yes I can yes I can hear him perfect thank you all right so we do want to open it up for discussion at this time um and and that discussion will help us to move forward towards uh whatever you know we want to say as our possible action and what recommendation we would be looking at taking

to the board so want to open up discussion and what Poss you know if there's any that needs to be said or at this time um it can be you can tell us what your what Your believing is the recommendation at this time that we should be talking about taking forward so we're to open up to the floor absolutely start of the first table okay Patrick I'm I'm G to Mr Campbell can I also do this um we do have our spokespeople and we're going to actually I'm going to allow you guys to be a little bit more of the leadership of this portion of the of the conversation okay I don't know where you want me to start with this um the override I think we need to continue my opinion is continue this

the override and the services that we have already um I've seen when it did pass and um and what had happened with the schools with all of that so I I believe it should continue as for the bond just seeing everything when we went out on that Saturday um seeing the HVAC systems and and the gates and and um the development going on all around the city um I do believe in the bond also I have nothing to add to that that's exactly what we talked about Cameron was also over here with us um I'm in favor of supporting both um and letting uh those that advertise and ask for votes and campaign do the rest I don't necessarily have anything to add either um I would just throw out there the the survey data

that we saw about doing them together is you know raises some fears are we going to be able to get anything if we do both right that that's my only hesitation but I think we've got to go for both there's there's enough need there that it's you know it's not even a question in my mind you know we we've got to we've got to try for both and just do our do our best to educate the educate the electorate and see where we go our table agrees as well we should go for both the only thing that I asked was um bringing these during a presidential election year how would that affect it um positively or negatively and um record numbers of Voters went out last presidential election so more voters the better for this

kind of situation I would assume so I think go for both also yeah we we agreed that both should be put on our ballot um one of our biggest things is that we need to educate the people because all of us you know I've been in the district for over 15 years and there were things presented to me that I had no clue about um and it it just made such a difference in the way we felt about what was going on and if we educate our voters like has been said before that uh I can't see that they would not agree um one thing we did wonder about um and we couldn't put our fingers on the information right away if if we just like if the um continuation would pass but the bond

didn't uh we were wondering how how many years we have on our bond left um where we could either have a special election or uh you know how long would we have to wait to revote on a bond so I think the question might be more on the on the override because we do have an override in place is that the question more um the bond um we don't have the active Bond it's the override that we have in place that's the seven-year um time frame so we are currently in year three so fisal year 23 24 is year three so if it was recommended to go out next year it would be an ear continuation year four um and if it doesn't pass if you elect it to go a sec you know for

year five you can if it doesn't pass at that point then you do start phasing it out after year six so year um going back to that timeline if you excuse me just a second here so year 3 is 23 24 year 4 is 2425 year 5 is 2526 and starting in year 26 27 that's year six it starts getting third phased out and it's fully phased out by 2017 28 and I think she was also asking there any bond dollars and yeah and I don't know if the other question was if there any bond dollars there's currently no active Bond dollars it's just a repayment on the on the previously issued bonds that's um currently scheduled to be paid off within the next five years yes oh thank you and and School elections are

all held in November so there's no special elections yes thank you all right so here's my take I want us to recall in 2019 we tried to float both an override and a bond and they both failed okay Bond failed by Four Points the override failed by double digit um so Paul is correct when he talks about when you put both in the ballot it it gets a little uh gets a little rough sometimes and 2019 that's what happened to diert so uh my recommendation I would I would recommend that uh we float the bond because we're in year three of the override right now we have time we have time we can come back with the override next year putting the bond on by itself uh I think has broad would have broad community

support and no mounted oppos no meaningful opposition um that's the safest way I think to do it then coming back the next year for the override um after surprise drops its property taxes that's what I would do so if they drop their property taxes all right so also along the same line as Johnny I do agree um I do feel strongly that there's a need for both I think that's painfully obvious from what's been spoken here um in the room that said understanding the political side of how things work which is why we did this whole thing was to understand what's our immediate need right now yes both are important we have time with the override that's key the bond we do not have any more money so it's not like these $127 million needs

if you will that are needed right now do not go away they get worse if we wait I.E another election another year we have the override now that's not going to go away I mean it goes away eventually but it's not going away this year so our opinion this table is that we put the bond up by itself let the let that stand alone with no key opposition that we saw in the numbers yes there was support for the override but with the bond we we now get those needs met sooner um because the longer we wait that 127 million anybody was on the bus tour you I mean my eyes were wide open I work for the district and I did not understand the actual need until I saw it with my own eyes

and I think everybody I see some head nodding so I understand that there's that need from that that side of the of the coin if you will um that said before I say anything else is there any other discussion on this or other opinions I do agree with you I do understand that do we have an election every November so there there's always an election going on so that if we did postpone the override this year it could come up next year okay I just wasn't sure so so it wouldn't be a special election but the um the fee ranges but usually um you can be looking at a couple hundred thousand dolls every time there's a something put on the ballot or just yeah yeah the last time they they usually the average and

so they will be you know varying costs but you're usually looking at about a couple hundred thousand dollars if you're going out for an election so yeah yes I don't don't disagree with you all I'm just going to say that between 2019 and right now there has been a huge change in a lot of things um so I would say that the attention is there um the community involvement is there and I would hate to waste that opportunity because of looking what happened 2019 seems like a hundred years ago based on where we feel right now um um I think if we really moving forward consider putting both of them up there because at this point now nickel and diming people every year I feel like that's going to be worse just my opinion than

saying hey here we are we've got the attention we really put an effort into some education and see where we are oh so yeah real quickly I think that also focusing on just the bond this year will certainly make it a lot easier for the bond override committee next year they can just focus on the override so I just feel like we can put all of our effort in focusing on that and they'll only have to focus on the override so doing both would be advantageous would be great but it is a lot of work and we need to focus on what we really need right now so I think that getting the money now while the override is already in place would be the best course of action and the safest course of action

there a member on the phone wanting to provide comments yes okay go ahead okay thank you so much this is Cassandra Johnson um I just want to say I agree with the last table I believe that the bond is quite more important than the override I'm a huge advocate for the programs and the teachers um but I feel like going to the tour and like more conversation on the when we're on the bus um that we need to focus on the facilities um the school buses the buildings um what get that maintained and get that situated um and I agree with them saying next year or whomever comes after us for the override I just think that's good also from the presentation earlier on the survey um I'm just glad see the information I wanted

to see was about how people felt um the percentages it seems like in the right direction of favor of the diart school um using the funds in the correct Manner and what they do so I'm very excited to see that and hear that and also um the percentage of people although most of them are not um having children or students within the school district um may you know like older Generation Um but the age group that I'm in um I like I lik seeing that they also believe that we are going in the right direction or I would say Dark Side schools are um that's all I had to say thank you hang any other comments or thoughts from the group I just wanted to add um for me personally as a parent um an

employee and a homeowner homeowner and the city is surprise um I feel that if we lose the opportunity to get the bond then we end up without having anything if we put both of them on the ballot and we don't get the bond then we leave with nothing but if we put the bond on we still have a chance to get additional funding with the um override money so I'm just throwing that out there so just thinking for me personally I would love to put both on the ballot but I don't want to lose the opportunity to have the money that we need for the facilities and the buses and such so that's just my piece of it um any other discussion please' thank you I have a question was growth an issue in 2019

when um not as much okay because yes what we're saying for the bond and what is truly needed yes I agree but maybe um from 2019 when there wasn't probably as much growth uh everything probably look somewhat safer or just not needed not necessary but now things have changed as you pointed out so maybe both could pass because there have been humongous changes in this in this District area so um I do I do agree that yes the bond should have priority should go but um based off the survey uh voters said they were high up on the continuation already Yes it changes when you add both but when we look at um the breakdown they're very concerned about safety and Improvement so I think if it goes back to if we go back to

education educating the public about what's necessary what's covered we probably could have and is it a risk yeah but I think I think we should go with both you have a very good point another big difference between now and 2019 is in 2019 we didn't have this this right here in 2019 there was no effort to reach out to the community like Dr Coto is right now so that's another big change and that's something that you should think about yes growth was not a factor and again at that time there was virtually very little Outreach nothing like what we're seeing here today so that's you bring up a a a valid point so listening to the comments I'm starting and I looked I looked at the Sur Sur data again the survey data ENT if

I'm read the way I read this is if we gamble on both because now I'm starting to look at this as a gamble because you know we we could Gamble and win and get both or we can gam and only get one or we could Gamble and get none right um the survey data says if we gamble on both we're likely to either get both or only the continuation of the override and I think we all agree it sounds to me anyway that the bond is more important right so my question to the group would be how much appetite do we have to gamble because we could win both but if we lose we're likely to lose the one that's most important so is it worth the risk that's the way I'm starting to look

at it I I don't I 100% agree and I I'm my understanding from the comments in the room is that we both we all agree that both are necessary I that absolutely want to make perfectly clear that I don't think any of us disagree with they both are necessary we do currently have one under control if you will the other one the bond we do not have under control that's opinion seems to be that's the bigger need so yes I would love to do both that said I don't gamble for a reason and it's because I'm I'm I'm one of those I want to focus efforts on one thing if we start diluting it I know the survey says we got a good chance at it but what if if we put one out there

just the bond I do believe this this person's opinion is that that Bond would pass if we educate the public correctly if we do those right things and then we have time to come back thank goodness to come back and look at that that's that's that's my opinion I believe that that tends to be a consensus so I I think it's it both is good but I think the one is stronger and the bigger of the two needs just a question maybe I mean tonight we're we're going to make a recommend we're going to vote on possibly vote on which way we want to go that's going to be recommended to the governing board who will have the final decision so I'm just wondering even if we did give them that we we strongly want

or whatever it goes the bond more than the override ultimately it's up to them because they could deny both they could deny if we just go for a bond and say nope time's not right for us um so will that matter in what we're voting for tonight or discussing because ultimately the governing board has the final say so to me it might be we if we do do this right what we're saying is if we say that we highly recommend going for the bond but we also do recommend the override but it's their choice to pick which one and look over which one's best for them to choose we're giving them the information the recommendation and they'll make the final vote right I think I think it was advantageous that during the tour that we

did have two of governing board along for that so I think with them present that will go a long way towards going with our recommendation of the bond or the override or both but I think that with them a compan is on a tour they can see how important the bond is so I think that just plays into it real well for us and the answer to your question is yes I I do think right now that the stronger United voice from this committee recommendation if you will going to the governing board allowing them to then make that ultimate decision like what you were alluding to I think that's important um I mean this has an audience there's people watching at home the committee we've been nothing but wide open crystal clear on everything that

we've done um think about all the information that has been given to us in the last what five six months I almost enough to hurt your head but it has been educational to a point where it's now it's now crystal clear on what we believe needs to be done we both we agree on both but at the same time there there's there's an understanding that we do have a little time on one and not so much on the other but yes ultimately it does go to them I think it's important that we give them a solid recommendation that is that is widely supported by this committee would we be able to give a recommendation with a contingency because I feel like if I feel like if we say like we're going to go out for

the bond I would like to have some sort of committee that in the meantime is educating the community about what the override would entail so we're not waiting till the last minute like right before it's time to start voting like what that's going to entail and what that's going to look like like really push what the override is going to entail my question I I I'm going to try to answer your question if I understood correctly what I would say is is that following any recommendation and whatever the board decides to do okay um and I don't want to speak for the governing board or for Dr crotto on this but this process that we used right now this year and the feedback you're hearing and what this committee is saying is is that I

think what you're saying is is recommending to do the same type of work prior to making a recommendation for an override as well so you would very much that could be something that could occur again next year the same type of process in studying what all those Avenues are for the override right yes that is something that could but again keeping in mind that this was a governing board appointed committee and so ultimately that would be the decision of the governing board and that's something they wanted to do can we just flat make the recommendation to go out for the bond this year and recommend that the m go out the following year or do you have to go through this whole process again if that's our recommendation I you know and I would say

that anything can be recommended by the committee but you know obviously that's going to be a long way out so that's probably going to be Revisited anyways the following year I would I don't want again I wouldn't make any assumptions but naturally knowing that the override is going to expire the following year the expectation would most likely be that hey you know are we going to pursue and the governing board then looking at whether they're going to take action to go and do it again so that recommendation I think yes could be stated absolutely and by the time that happens there is potentially new board members and and I don't know when that's shifting anyways as far as that process so they might they may want a new committee at that time absolutely well they

could always be you know and that's why you would wait each time around and they wouldn't make a recommendation that far out anyways I don't I don't even know that they can so right I don't either but i' make it a recommendation in here to answer your question yes you could make a that kind of recommendation so having been one of the chairs and the person who briefs the school board every single meeting after we follow this including this coming Thursday um absolutely I do agree and we could put that in our um briefing to them as far as open discussions things that happened that okay here is our recommendation and in the reasons why not just a here it is blank no discussion there would be uh open discussion to them explaining why we

came to that decision not just a here it is and then pondering that thought but then the override explaining the reasons why as we' discussed in this room tonight um on that drive through Asante and seeing all of those homes going up and knowing that they're going to need a additional buses just to bust the kids down I just feel in my heart that it wouldn't be fair to try to put the bond and the override and risk them only having just that one school and not have additional money so that's just how I feel about it I mean I don't live in aans but just on that drive alone thinking about all of the stuff that they have up there and the facilities that they're going to need in the future I feel that

we have to just get the bond now additional comments okay so at this time I'm going to make a um a motion that I didn't know she was running behind me that's sorry Jenna that's probably my fault I asked Jenna to get the list of names thank you Jenna okay you ready yes here we go sorry um so at this time I'm going to make a uh a motion formal motion um that the bond override committee as appointed by the the governing board we recommend as a committee that the bond in the amount given the 127 127 million uh be put up for public vote um and that will be the formal recommendation from this committee I second absolutely we're going to do a we need to do a roll call vote so we actually

are going to call each name so first things first that that the appropriate now is motion second disc is that open discussion I know we've had a lot of it already but um it's appropriate if there's any additional discussion including the people that are on the phone Miss Johnson hello you there okay perfect nothing to add okay hold done stay there call and you're going a call so because we have people have nothing to add thank you because we have nobody on the phone we could one of two ways we could do a Voice vote but because the people on the phone more appropriate you to do a roll call vote I'm getting him right now before we lose I would say Cassandra yes I I'm still here do you want to make a uh

do you want to vote V yes okay I'm still here okay say let's make sure we repeat the recommendation again so the motion is to put the bond to the to the committee to the governing board from the committee for vote to the public so the $127 million Bond will be the recommendation from this committee formally to the governing board I'm calling bill is at the Sun's Game hold on what an appropriate way for this to love it okay can you just say that one more time you're no you're fine I heard you he said the majority he'll go with the majority he votes yes for the 127 thank you thank you Bill have fun miss Johnson can we get Miss Johnson's vote all right and then we're g we can we're going to have

we're going to have Jenna read the names off and then we'll do the votes in the room and we need to take the microphone around though yes yes Cassandra Johnson voted um Shannon Frasier yes yes Travis wadell are we going to be making a vote on the override following or is this for Bond only I'll vote Yes Cameron Ferguson yes okay Tony Alo um I'm team both but Bas after hearing the discussion I do want to lean more towards strategizing and just focus on the bond so yes okay Jennifer S sner yes J Jason Roberts yes Felicia Williams yes Patrick Campbell we know Wendy Johnson or Wendy James sorry got Johnson on the phone sorry yes Johnny Melton I and Karen Cody yes that's it okay so we did have uh the approval of that

uh recommendation for the uh that a bond a bond recommendation to the governing board uh for the 127 million um as proposed so that that piece we have down I believe there was an effort to make a second recommendation on as well so if we could have that motion please did you want to make a motion yes okay the outcome of the bo did you say the outcome of the boat go ahead Jenna just did oh go ahead vote passes unanimously thank you okay and then Mr wadell vote passed unanimously Mr wadell wants to make a motion I'd like to have the same motion for the override do we need a dollar amount with that okay did you get the motion in the second [Music] Jenna okay again that would and moving forward the recommendation

is to pursue as well an override so we would need to do a roll call vote on that one as well and so get ready to make the phone call again please Jenna it is discussion time the motion from what I understood is yes it was a recommendation to pursue the override I guess I don't understand I discussion discuss s and made the recommend or the determination that it was just going to be the bond this time no other discussion then we can move forward the vote Cassandra did you have anything you want to add no no ma'am I don't have anything to add okay then we we'll move forward with the the the second recommendation uh to take forward an the override roll call vote do we want to start with uh our people

on the phone Jenna Miss Cassandra you want to vote on the override the recommendation to take the override cassander Johnson votes no to the override Bill poopo uh yes Kelly spear no Tommy Eubanks you SEC no Chantel MCN yes Shannon Frasier yes Travis wadell yes Cameron Ferguson no Tony Alo no Jennifer sentner no Jason Roberts no Felicia Williams yes Patrick Campbell no Wendy James no Johnny Melton nay and Karen Cody this is a hard one I want to say yes but I know I got to say no because thinking of the election ction and everything and they made good points that the bond might pass more than the override I'm going to say no okay motion fails 1125 now I stated earlier I know that uh the summary will go to the governing board including

the the feelings towards the override and the discussion that happened in here so that'll go to the spokes people as far as summarizing that um as the the right now calendar-wise it's set up that we're only going to be providing um at the governing board meeting uh this uh Thursday um the uh the summary of obviously what we did tonight is looking at the of looking at the survey results and that we had we did have the uh the discussion and and work through our process and recommendations we are not making a recommendation on this Thursday the 8th the recommendation will actually happen on February 22nd okay uh we will not oh no as far as this Thursday though the spokes people but we will stay after to discuss that part as well okay on

that summary all right I'm going to move forward then actually because we are done with our action items I'm going to move forward with adjournment and see if we can get a motion to adjourn the meeting motion and second Jenna you got it got it all in favor any opposed thank you guys very much be safe out there it's wet
