at this time I'd like to call a meeting to order please stand for the Pledge of Allegiance of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you let the record reflect all board members are present we will move on to item B1 Dr critto thank you madam president members of the board tonight we have a performance by the PowerHouse that you just heard doing the pledge over there so Dr assai is going to introduce our guest tonight Madam president members of the board Freedom Community it is my pleasure to present to you Ms Katrina McLeod and the wonderful Freedom choir [Applause] s recoveries [Music] United States in the USA [Music] Alaska Arizona Arkansas California Colorado Connecticut Delaware Florida Georgia Hawaii Idaho Illinois

Indiana [Music] Mississippi Missouri Montana Nebraska [Music] Ohio Oklahoma Oregon Pennsylvania Rhode Island South Carolina South Dakota Tennessee Texas Virginia Washington West Virginia [Music] Arkansas California Colorado Connecticut Delaware Florida Georgia Hawaii Idaho Illinois Indiana [Applause] Minnesota Mississippi Missouri Montana [Applause] [Music] Oklahoma Oregon Pennsylvania Rhode Island South Carolina South Dakota Tennessee Texas [Applause] [Music] opinion Arizona [Music] United States eggs [Music] [Applause] great job thank you so much I love it that's a very nice sound thank you yep you're good all right and thank you for coming thank you parents for coming to support your students also all right next we'll move on to C1 Dr cardo or I guess C1 audience with individuals that is Miss Densmore foreign this is the time for the public to comment members of the board may not discuss items that are

not specifically identified on the agenda pursuant to Arizona revised Statute 38-431.01 H action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business of the district in a timely manner a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record the first Speaker we have is Holly Sherman hello members of the board my name is Holly Sherman and I am a parent of a sophomore at Shadow Ridge High School I would like to bring to your attention a very difficult topic the topic is difficult because it

is devastating in nature but also preventable which is angering yesterday afternoon a friend of my daughter was struck by a car directly in front of Shadow Ridge while there are stop signs and crosswalks at the intersection of Peoria Avenue and Perryville Road these are simply not enough to protect students from drivers nor protect students from themselves this is not isolated to Shadow Ridge of course this is an issue of pedestrians children and drivers during high traffic times students freely jaywalk ignoring crosswalks all the time and drivers frequently speed I would like to know what can be done to bolster safety would it be possible to increase the presence of crossing guards and perhaps school safety officers immediately before and after school hours is this a matter of not enough hands to do the work or

enough light cast on this crucial issue I'm absolutely certain we can minimize the number of accidents and the severity of future accidents thank you for your time thank you Dr crota can we have Administration follow up with Ms Sherman yes ma'am thank you next we have Amanda Butterfield bygar all right good evening my name is Amanda Butterfield bagar and I come to you as a parent of a current Shadow Ridge student I'm also the resident of San Haro Trails Community which is the neighborhood built around Shadow Ridge I don't know if you're familiar with Shadow Ridge and its placement at Perryville in Desert Cove but it does have a Peoria and Cactus there's the two main roads that get there and then it comes to an intersection at Perryville there's a single main entrance intersection

at the northwest corner of Shadow Ridge and that's Perryville and Desert Cove if you're not familiar with this please look it up how many students are enrolled in Shadow Ridge this year I saw that last year's enrollment was just over 2 300. I'm wondering how many drivers we have how many Walkers how many students ride the bus to Shadow Ridge I'm wondering how many cars we think pass through those stop signs outside of Shadow Ridge I was guessing maybe 700 maybe 900 maybe more cars come through these stop signs I was wondering how much time you think passes for all of these cars to come through those stop signs from my experience is about 15 to 20 minutes give or take so if you don't know why I'm asking these questions then I would like

to encourage you to come to Shadow Ridge during its arrival and just dismissal times try it for a week this is why I'm here I'm asking for your time and your representation seriously come down there for a week I can tell you what you're going to see you're going to see speeding you're not going to see school zone signs you're going to see people not stopping you're going to see children in crosswalks while people are driving through those crosswalks you're going to see students close to being hit you will see people who have lost track of whose turn it is at the stop sign you're going to see drivers watching for cars and not for students you're going to see people making u-turns and cutting it so close to other cars and pedestrians that it

makes you cringe you're going to see kids dropped off and picked up on the side of the roads blocking visibility you're going to see people speeding through Zen hero trails and neighborhood roads behind the Dollar General so they can turn around and head back East you're going to see overwhelmed intersections overwhelmed drivers and no crossing guard I've almost been hit dozens of times in my car while trying to get my son to school and trying to get back to work I've seen a handful of kids almost get struck by a car and other parents have seen the same I've received a phone call that my son was almost struck by a car now just wait until winter when children are walking to school in the dark during all of this chaos in an unlit crosswalk

through an intersection with limited visibility due to the oversized permanent barricade and no crossing guard that was the scenario for the first student that I saw that I thought was going to get hit okay now how many Walkers and drivers do you think are actually comfortable passing through these stop signs to get to Shadow Ridge the student safety around the school is not a jaywalking issue it's not as simple as following the rules it's a city and school traffic control issue temporarily placing a police officer has proven not to be a long-term solution the community members have suggested the following putting in Mobile traffic lights until a permanent light can be put in putting in lit crosswalks posting school zone speed limits changing our drop-off paths and our parking entrances at the school limiting turns

people can make during drop-off and pickup busing more students in from other neighborhoods hiring multiple crossing guards hiring an officer to do the traffic not just to watch it putting in a pedestrian bridge these are all ideas from your Dysart Community the community needs your help and we need to hear a plan to improve the safety around the school thank you thank you very much and Dr kroto can we also follow up with that speaker yes we will do that thank you we will move on to item D1 Dr cardo thank you madam president tonight we do have a student speaker with us and Mr musee will introduce our student speaker yes thank you Madam president members of the board Dr croteau and guests tonight we have Valentina Hermes she is a senior from Valley

about in our dslc meeting is involving other sports um so like other kids from Shadowridge can support other other sports games at their school and they came back with updates on that and reviews and it turned out really really well for them um so yeah and then and so then lastly the last thing I have to talk about is we are working with Valley food bank in November um it's going to start on October 30th and it's going to end on November 10th and we're going to be doing a school to school competition and student councils from the high school um whoever Elementary School will win the student councils from there will go and have like host a little assembly for them so it's going to be a little exciting thing for the little kids

um we have we haven't talked about it too much because we only had one meeting about it but the the one in October we'll talk more about it and um that's basically it yeah thank you very much sounds like we have a lot of very good stuff happening on our campuses thank you next we have D2 Dr crotto thank you madam president um members of the board we have a few things to share tonight first I'll start with we attended a city council meeting on September 5th so all the principals that had sros a few of our board members were present at that but the surprise city council approved to amend their budget and to provide additional sros we now have 13 sros in our district and they amended their budget so that we could

add another seven for surprise that we already have but they had to amend the budget so we just want to thank surprise the City of Surprise Police Department for their wonderful support they've been awesome to this district and and they approved it that night so um additionally we've had some CIP visits as you know this year we're going to schools besides our presentations we are doing school visits to different schools just to get a chance to talk with the faculty staff students on the campus we observe classrooms we have done Dysart high school and Countryside so far they've been amazing visits I know a couple board members also were on that and I won't steal the Thunder if they're going to talk about it tonight but I just want to say thank you to The

Faculty staff and students um for a wonderful visits on both sites so thank you very much for that and then the last piece is some great news U.S news every year ranks the best high schools in the nation so once again they did it this year there's about 18 000 schools in the United States high schools and they rank them the top 40 percent qualify for the honor of best high schools in in the U.S and we are happy to say that all four of our high schools are on that list for best high schools so Dysart High School Shadow Ridge High School Valley Vista and Willow Canyon those schools obviously are ranked you can go on our website and find the whole list of them on there and exactly all the qualifications but we

are super proud of our four high schools and what a great honor so congratulations to the faculty staff and students of those schools and that's all I have tonight thank you very much now we'll move on to governing board update D3 who wants to go first sure okay I don't think I can beat her list that was pretty long but it was great it's great to see all the things that are happening on campuses um let's see first of all I want to thank the city of surprise they are hosting the Maricopa County Health Department providing free back to school vaccinations for Dysart families and also to thank the city for their support of sros um I attended the Willow Canyon turf field ribbon cutting and the outcome of the game wasn't great but next

our sros so thank you for all their support and and then I also attended the ribbon cutting for Willow Canyon the field is gorgeous so if you have a chance like Miss uh Joe said go to Dysart high school and Willow they both have their Turf and and they're absolutely gorgeous so thank you say ditto um I also attended the city council meeting on September 5th for City of Surprise um and I just really want to specifically thank you know each and every council member but specifically Jack Hastings who I reach out to directly to kind of get the ball rolling on that enormous gratitude to councilman Hastings and the the vote was unanimous from City of surprise so that was very impressive and I'm just so grateful for the support I also attended the

Willow Canyon ribbon cutting and I can just tell you not only is it gorgeous and beautiful like everyone's going to tell you but it actually has a cooling effect um and if you've ever you know been a football mom track mom marching band mom if you just stood on that field it is usually normally very hot during practice times even in the evenings but it was definitely a very cooling effect for our players our staff and all of our volunteers that are out there especially for Friday nights so it's awesome thank you I feel like we have to start like drawing random numbers of who like reports first on the floor because it's like ditto for most of that stuff um I too attended the Willow Canyon ribbon cutting and just want to thank Willow

Canyon Administration and staff for the great Hospitality the the field as everyone said looked beautiful um and so look forward to a lot of wins on that on that field and then also congratulations to our four high schools that's just amazing it shows how much hard work and dedication we're all putting into academics for our kids and it's just such an honor and just want to thank all of you for everything you've done to make that possible it's a big accomplishment for our district and it makes me very proud so thank you all I was at the ribbon cutting for both Willow and Dysart high school and they they look great the fields look great and from what I've seen they're practical for our football team so you know I wasn't quite sure at first

I was like Turf man but you know what it looks great you don't have the gopher holes uh it's a cooling effect it's it's it's fabulous they look great um I also want to say thank you to our surprise city council and thank you to our surprise police officers thank you so much and you know not to forget our El Mirage PD and city council too I just cannot tell our law enforcement how grateful we are for their service and their presence on our campus and if you've ever run into an SRO they're approachable you know they mean business but yet they also deal with students really well they're great with staff great with students I mean they they just they're wonderful so thank you and I also want to say congratulations to our high

schools um all of our schools you know because our freshmen now were eighth graders last year so I just I know that we have hit the ground running with our academics we've had a lot of changes in the past couple years and we've asked a lot of administration Administration has asked a lot of our principals our principles has have asked a lot of our teachers and our teachers have set the bar high for our students so I want to say thank you to all of you for all of your hard work and for pressing on and for showing up and doing your best every single day thank you and that's all I have okay next I'll move on to E1 I will move to approve consent agenda items as presented second motion made by Crystal

Chapman seconded by Don Densmore motion carries next room move on to G1 Dr Credo thinking about them president members of the board cabinet and guests tonight it's my privilege to um present to you a purple star school presentation a few weeks ago I was for the opportunity to go to Luke Air Force Base to talk about a program called Purple star and it was a wonderful presentation and before I steal all their slides and talk about it I will turn it over to Ms keraser our principal at Luke and she's going to present this amazing program and the guests that you see right there so Cara this is all yours governing board members Dr crowdo cabinet and Community my name is Kara Sayer and I am the very proud principal of Luke Elementary and here

to introduce you to some very special guests with me tonight I have Brigadier General Mrs roushoff Melissa roushoff along with former representative Joanne Osborne I have Miss Christina tormolin who is in the audience she is our student to student advisor along with two incredible students who are military connected I have sixth grader Ember Jackson and 8th grader David alameyer at this time I would like to invite Mrs roushoff and Joanne Osborne up to share a little bit about what a purple star school candidate is hi good evening thanks for having us so as she said I'm Melissa rischoff my husband is predator General Jason he's the commander at Luke Air Force Base um excuse me we've been married almost 20 years and I'm an Arizona attorney licensed in Arizona Texas Alabama Hawaii and five federal

courts being a military spouse and we were at a conference back in May in Washington DC for General officers and we had a lot of there were a lot of amazing briefings about kind of the United States as geopolitical climate what's happening in our space in the world but there were some really practical briefings and purple star schools was one of those and I had not heard of this even though he's done five commands and we've been married 20 years and so as I started talking they said there at the time were 38 States that had purple star school designations so 12 that did not and I'm thinking it's going to be these tiny little schools in the northeast or tiny little States rather in the Northeast Rhode Island New Hampshire and then I hear

that it's two of my states of licensure it's Arizona it's Hawaii and I thought how can we not when Luke is the largest Fighter Wing in the world and our air force is the largest Air Force in the world how can we not have purple star schools here in Arizona so I said well this is something I have to tackle and advocate for so what is a purple star school is that the second one okay well let me let me stop her here though because I think this is a nice segue so as children move whether they're elementary middle or high school as children move around and this can be for military or highly mobile children they have a lot of there are a lot of different transition needs and that can be social emotional

that can be academic that can be whether or not their credits will transfer in or that can be simply how do they connect with other students teachers their local community and probably one of the neatest things I heard about for purple star schools there's four components but one of the neatest things is peer-to-peer component and that's what these two young adults right here are here for is the peer-to-peer component and why that's so important is because I have with me today my daughter who's in seventh grade we have a son who's in ninth grade and they've moved seven times and nine times respectively and so as they've moved around and they've gone to we've you know lived overseas we've lived local we've lived International and if the as they've gone to different schools and they

walk into the school they typically don't know anyone whether it's another military student or a local student and what this program does in addition to others is it pairs up that student with a local student and a military student to help them get adjusted to and acclimated to that new school and everything that school and that can be having lunch together the first day walking to their lockers but just that that um that camaraderie and that sense of friendship early on so that's one of the components the second that would that would allow a school to be designated as a purple star school is something whether it's an individual website or a link on the existing website that shows the resources available for those military or highly mobile children so that can be Military One

Source which are counselors and guides that can also just be simply how do you transfer Credit in whether you're coming from Virginia overseas Mississippi but how does that work and what programs are offered in that school third component is somebody there on site that's a liaison that can be a gosh it could be a child that grew up in the military a spouse of a military member or a veteran themselves but somebody that understands the military world all of the Transitions and can be that liaison that point of contact for the students coming into the school and then the last one is and this is probably the most interesting one is 70 or more of that school so counselors coaches teachers administrators has to be trained on all of the different programs that the military

has for their military impacted or highly mobile students and I say that's most interesting because as I heard about this of course I'm thinking my background I've worked as a here in Arizona dream lobbying and then in Hawaii for the state legislature with the Judiciary chair and of course anytime you have a program with money attached it's concerning good news is our school liaison officers who are Department of Defense employees are already doing this training and so when I met Cara she she had already been working with Stacy Holland the school liaison officer for Luke Air Force Base and had already completed three of the four requirements so I don't want to steal any more Thunder about Luke individually but the neat thing is I came back and I called Joanne Joanne has been a

huge advocate for the military and education especially teens and I said Joanne I cannot believe in Arizona we don't have purple star schools and she said we have to fix that so we've been working hand in hand and we're looking at two different things running simultaneous one is a pilot program and that's where Dysart comes in so it's Dysart aguofria Litchfield and then the Great Hearts academies Force for school districts that are each designating one school that can be a purple star school candidate to launch this pilot program and we're hoping to launch by Veterans Day so people are excited they're ambitious and we're moving forward and then simultaneous with that because it is a Statewide program we are preparing a Bill and Joanne I'll let Joanne talk to where we're going to go with

that but it needs to be sustainable and robust and Statewide so that's that's the program that we're hoping to to push forward so I'll pass it off to Joanne thank you thank you so much and first of all congratulations on your high schools I mean that's outstanding so I am Joanne Osborne your former state legislator but uh during that time when I was a legislator I was also the vice chairman of military Affairs and I'm a teen mentor and I was the chairman of Teen Mental Health for the state Beyond besides being the chairman of Health for the state and I'm an Arizona native I'm a I'm a mom just like many moms that care greatly about what's going on in their schools and we all know I'm preaching to the choir with you guys

we all know children are resilient and strong but there's times that they go through things that they need a little extra boost and help with and especially now we all know that's that's kind of rocking some of our kids worlds right now and so when I found out that as simple as it seems for our military children as much as as we always talk about Aces you know adverse childhood experiences some of those things that play into that is something that a military child goes through all those deployments that they go through when I say deployments they're being deployed to a new school a new state all around but what if their parent has also been deployed there's a lot of different stressors that happen in the family when I was a legislator not only

did I have Luke Air Force Base but my district also went into Yuma and so I had the Yuma bases as well and I would hear a lot of the stories about what was happening in the family Dynamic what were stressors what was happening with you know a mom or a dad that knew that you know the active military that they might not want to re-up because they have that family stress and it has to do with their kids and now they're upping their family again and going on to the next place and so it's like wow you know this is something that would seem like we should be getting behind but then when I found out this is this is where you know that that Arizona um kind of personality steps in when I

found out we're down to seven states that don't have this and Arizona is one of those seven in the nation that doesn't have purple star schools I was like oh my gosh we got to change that but you know what I know that so many of the things that we already do probably hit many of these things that are happening but we just need to have a little more structured and we need to have the state bless it and we need to say you know these are the criteria because not every school can be this not every not every school should be this in the in the sense of they may not even have military kids surrounding them you know we have six excuse me I want to say six bases and then we also

have the um the National Guard and so all of those you know entities we should be surrounding with this extra help and uh not only are we speaking with Kevin Payne who's the chairman of military Affairs and Public Safety in the house but then we'll reach out to the Senate and we'll we'll be talking about we've pulled the the language from Florida and Texas and and looking at what they're doing in their states but we've also spoken to the governor's office and we're we're working really quickly on this and I know it seems fast but you know what we especially wanted to start it here you know we we wanted to highlight what happens in the West Valley we know that we're strong out here and we're excited about that and I I hope that

you are too I'm sure you will be but uh every one of us cares greatly about our military and we want it to succeed we want them to not have some of those stressors and that's comes back to their children and and helping them out so I thank you for your time and you know we're here for questions and and come in and tell us about Luke can I clarify I had said 38 States in May can you believe from May till now five additional states have taken on the home and and move forward with purple star schools so I said if that's happened in four months we really need to act but what's amazing is all of the installation commanders in all of Arizona so all of the bases Joanne just talked about are

on board and their school liaison officers so the cool thing is it starts right here and Dysart gets to be one of the first if not the first one to do it so foreign thank you Mr shop and Miss Osborne um I am fortunate and blessed to be a military connected staff member and since taking on the position at Luke Elementary have worked extremely closely and to strengthen our partnership with Luke with our school liaison Stacy Holland each month Stacy and I meet and we discuss upcoming events we discuss needs we discuss volunteer opportunities we discuss it all over the past year we've hosted several joint events such as our annual purple up celebration we've arranged visits and guest appearances everything from volunteering for day-to-day needs at Luke serving Thanksgiving meals to speaking at our

pep assemblies or our eighth grade promotion and then doing service projects throughout our campus one of our big wins last year was opening up a deployment room that was a vision from the one of the Squadron commanders and it was it's really a place at Luke that houses resources for students that are either have a deployment or our TDY coming up or they're experiencing one or they are just finishing one and it's really just a place for them to we have an honor wall up and really just making it that space to honor all of the all of the amazing service from our military last January Miss Christina tormol and our I explore teacher who's with us tonight attended a student to student training with six students sponsored by the military child education Coalition upon

return our students two of which are here tonight came back inspired and in fact when I went back to their presentation that they did for Dr assai their first goal was to be a purple star school I mean so how ironic we are here discussing that tonight and so we started a very soft implementation of student to student ambassadors during month of the military child in April or more commonly known as Purple up and at this point I want I would like David and Ember to share a little bit of information with you guys about our s to s or student to student program hello my name is David Olimar we at Luke Elementary are exceedingly proud to consider ourselves as possibly the first purple star school in all of Arizona this is all from

the help of our student-led program S2s student to student is a program made to welcome new students into the school students can use this program to grow closer to peers relieving the stress of becoming a new student and all around feeling the 100 acceptance that students a student encourages hi my name is Amber Jackson and we use many different things to achieve our goals of making the students feel taken in such as luncheons military kid connects tour guides to show them around the campus and we have student ambassadors that can support the new children on their first days at Luke thank you David and Ember um in reviewing all of the components as you see on the screen we really do have all of them except for one minor little one um with the professional

development that Miss rushoff shared with you um and in working with them we met about a week and a half ago and we already have it scheduled for September 25th um Stacy Holland our school liaison will be on campus to help us and and professionally develop us with those military connections although we talk about it all the time informally we haven't had a formal training and so it's beyond exciting that we can look at all the components and say we're already doing all of those they're already in place so it is my honor to invite each of you to join Luke Elementary on for a celebration and a breakfast on October 6th where we will officially be I think ribbon cutting and being the very first purple star school candidate in Arizona Sona so something

we are extremely proud of and on the next slide there is just a quick little timeline going through the remaining components and kind of our ongoing plans so obviously in September we'll we'll complete that professional development um in October we will have our purple star candidate School recognition ceremony and breakfast and then in November we'll continue to have our our annual Veterans Day and we we had to move we're growing at Luke and so we did have to move the deployment room so we will have our official opening for the 23-24 school year of that deployment space our student to student ambassadors are currently putting it back together right now and then in April of course we will celebrate the month of the military child an ongoing Miss T came back and one of our

I explore electives is student to student ambassador and really just growing our leaders in fifth or eighth grade we will continue our monthly military connected luncheons and then continue to grow and strengthen that partnership with Luke Air Force Base so that is all are there any questions thank you for your presentation thank you for coming thank you so much great job students thank you I I'm just blown away that's so great for your students to volunteer to for that student to student position I I cannot think our military families enough for their service um I know our veterans go through a lot I know their families go through a lot um so I just want to say thank you for all that you're doing to take care of our veterans and their families thank you

anybody have questions just echoing that as well I just absolutely love the idea of this program and just as Crystal was saying I mean just just all the stressors that come along and being a military family in general and even having you know the students worry about their mother or father whomever you know just being deployed and what that means but then also then just I mean thinking of when I was in Middle School or even just School in general being the new kid and constantly transitioning and all the stress that that would put on I love the whole idea of this program to be able to help in that way and help support um just to clarify my understanding though and I I'm thinking we already do something like this but just I don't

want to assume when we have students transfer in if they're again parents were relocated or deployed whatever in the military or just in general students come into our schools we're not we don't tax them with having to catch up or do anything extra though right like we're not on top of the move and everything else we wouldn't ever expect them to have to do extra to bring them up to where their peers are or their assignments are or anything in that particular so we're not doing that right Madam president remember Pritchard a lot of times they come in with transfer grades so they pick up right where they are we we evaluate their transcripts that come in with transfer grades um so we we look to get them caught right back up and obviously if

some of the curriculums are different or what they've been learning is different we have to fill those gaps because not all the states are aligned but we try to catch them up and transform right in to get going okay so then Within providing extra we're already kind of supporting them academically but just so I can better understand what these extra resources are I thank you madam president and board uh so I'll I'll let I'll defer that question to um your staff but I also I meant to to say especially with the 70 of the staff that will be you know getting this professional development that this really is for all students because you hit it on you know the noun they had Miss Richard that I mean Arizona has been known for being a transient

state in the sense that our families are moving in and out a lot and whether it's oil and gas or the nuclear power plant we have a lot of people that move in and out and so knowing that we're having um discussions about a child that is moving constantly this is going to help them now granted this is more to the point of it being a military child but a lot of those same Concepts and thoughts are going to you know go across the Spectrum now as for what your specific schools are doing that I will leave to you yeah and I think um Dr crota you you answered that exactly like as students come in um I know Mrs Miller my assistant principal's with us as well tonight and we always meet with families

and we we talk about hey how can we help and support you what are your favorite things about school um where where can we help you um and we work really closely with our staff to determine if there if there are any gaps sometimes if there was like a lapse in education like if there was a week or a little bit of time we we just meet them where they're at but no we would never expect to catch up and do all the work at all but as far as those extra resources that this program speaks to what what do those resources look like for academics no in general just oh in general absolutely so there are some that are um specific to to Luke that we work with our school liaison with so different

like with the military I'm thinking of the um Family Readiness yeah the I think I can touch it yeah I think those supports are more specific to Luke and ours are more connecting them with students at school okay right but you I mean you exactly address the issue is when a student's moving in if they don't know whether or not they're going to be more advanced or less Advanced based on the school district they're coming to based on the school district they came from right so you might have a school in Virginia or they might be in gifted talented honors AP and they're coming here are those resources available for transient students so that's something that would be included in that link or that separate website for those transient students similarly if somebody's coming in

with an IEP or somebody needs additional resources does that school offer it and so it's making sure they know when they're coming in and if they're choosing if they have an opportunity to choose or if they're being placed in that school what resources are available if they're more advanced or less Advanced and how can they and it's not so much about getting caught up it's about making sure that they as Kara said they're met where they are and if they need additional resources because they are so advanced AP honors or gifted talented or having struggled struggling in an IP that those are available or not but and when I say we're not because part of the purple star program is not making sure that the school has a gift to talented program or an AP

program or an honors program it's just notifying the students coming in what exists and what doesn't so they can make an informed decision and then it's asking the questions will my credits transfer is there a baccalaureate program is there a chance that when I have classes in middle school they can transfer to high school or high school to college and where we've seen in the military that to be a challenge especially are children coming from overseas and it's making sure how do these line up with State schools or vice versa if they're coming from conus gotten on the United States or even Hawaii or Alaska and moving overseas so it's just providing them those resources so they're not kind of left out there unsure and that is partly where Stacy Hall in the school liaison

officer comes in so she can provide that information okay that's up next um I'm just super impressed with the program overall um I know that when Dr croteau kind of gave me a little bit of information about it maybe a week ago I was just super impressed and I immediately went out and started Googling it to find out more information coming from a big military background or family background you know we moved a lot so a lot of transient um education for me as a child and so I can relate to going to a state where all of a sudden I'm a genius and then I go to another state and then all of a sudden I'm struggling and so try and trying to find yourself in that process so having a that peer mentorship

and having all those resources for the family and for the students I think it's amazing and I just thank you so much for bringing this to us and giving us this opportunity to help our students and Families foreign I want to piggyback a little bit on that um I was actually very shocked to hear that Arizona didn't have it either knowing that we are a huge military state so I'm so excited that you're you're jumping in the ring and getting this done thank you I'm so excited for our kids I'm excited for Luke I'm very excited for dye's art so thank you thank you very much for all your you know your um your willingness to put this together for us thank you I would just like to say um thank you for the partnership

I know we met about a month ago and um you know we are very excited about the partnership with Luke and especially Luke Elementary who's been working on this and um just on behalf of the district just thank you for thinking of us and and we're excited to make this dream happen for for you so thank you thank you for bringing us such an amazing principle because truly her passion for this not just this program but for military impacted children and that school is amazing I mean I have not seen somebody with that um I mean passion is really the word I would use and so I'm just really excited to work with her thank you so much I appreciate it and thank you students for coming out to speak to yes thank you students

you guys were great and I'm just impressed you guys stood there so patiently for so long very appreciative thank you good job all right next we will move on to G to Dr Credo thank you madam president uh members of the board cabinet guests in about a month from now we will be receiving our school labels which happens every year so that happened has to happen by November 1st so to preempt the release of our labels we felt as important to give you an overview of what goes into a school label so when you see those in the next month or so you'll understand that it's pretty complex system that uh that we do to get our labels so with that we have our director research Amy hartchen here and she will share this program

with you good evening Madam president members of the board Dr crota and cabinet um I as Dr Crowder said going to share the foundation of our school letter grades with you so that when those are released um end of October beginning of November um you guys have an understanding of where they're coming from and the different components um so a little bit of background um our district is um receives their letter grades based on two models there's a K-8 accountability model in a high school regardless of our configurations of our different k-8s they all fall under that K8 model um so different points fall for different categories um depending on the the school model and then of course our high school model by Statute the state board of education is required to direct Ade to

release letter grades by November 1st every year so um right now the State Board is getting input from Ade and the technical advisory committee so there's a group of people with um my position similar in outside organizations who give input to the State Board into Ade in terms of the models changes um so for example when we do new tests what should cut scores look like all of those pieces they help inform that information and then um the state that's all presented to the State Board who makes those final decisions on the models the cut scores and um gives the direction to release the labels so I'm going to start with the K8 model the K-8 model has four components on proficiency growth English language Learners and acceleration and readiness proficiency is comes from our

aasa scores and our msaa scores which are the one percent of students who take an alternative assessment due to cognitive difficulties so it is for ELA and math so those are the pieces that are included in the school proficiency and how it's calculated is using a weighted proficiency scale for Faye students only so Fey means full Academic Year those are students who are with us from the first 10 days of the school year through for testing it's called academic fee first 10 days of the year through the first academic Monday in May so the students are with the school for the full-time meaning that's really who they have that impact on and should have had great academic impact on when they do a weighted proficiency students who earn a minimally proficient earn zero points students

who earn partially proficient earn 0.6 proficient is 1.0 and highly proficient is weighted at 1.3 so to calculate it what they do is they take all the number of kids in that school who earned partially proficient and multiply that by 0.6 all the kids who got one proficient multiplied by that one and then all the kids who got highly proficient and multiply that by 1.3 and they add all those together and then they divide it by the number of fake kids tested so that's the proficiency rate so maybe as a school they had 50 percent of their students were proficient but the proficiency rate that's reported by the state may be higher than that because they have kids who are earning credit for being partially proficient and they are earning additional credit for kids being

highly proficient so although it shows 50 percent proficient like when we publish them publicly when they get their actual rating and their points towards it it may be higher than that because they're getting rewarded for partially proficient for growth growth is just um or aasa it does not include the msaa and it is only grades four through eight and half of it is English and the other half is math obviously fourth grade starts because third graders haven't previously tested so that's their Baseline year and then growth starts fourth through eighth grade um it only includes students who are Faith for that Academic Year who have a test score for that year and the year prior where they earned that score the year prior doesn't matter so if I went to school in another district and

I moved to Dysart as long as I have a school I'm still going to count in that school's growth for the next year because I earned a base score somewhere else the year before it is also calculated on a weighted scale the current weighted scale is any student who is in low growth earns zero points for that regardless of what your prior year score was and I'm going to show you a graphic in a second that's going to hopefully make this a little clearer average score average growth scores are one point and then on the right hand side you see the weighted scores for high growth so these are going to be kids who outgrow or outperform in growth their counterparts a highly proficient student earns a weight of one 1.2 for proficient it increases

as we go down so 1.8 for partially and 2.0 for minimally proficient meaning that's really where we want to maximize our growth because the students are not proficient yet and we need to get them to proficient so when you really accelerate their growth and they've outperformed their peers a school gets rewarded for really moving their minimally proficient kids towards that proficient band so um this year in terms of growth we only have the student growth percentile which is what this is based on um next year's model is yet to be determined but there is in the past we used to use two growth models Sgt and SGP this is just speaking about SGP so here's my graphic to hopefully help you understand student growth percentile so student growth percentile is how a single student does

compared to peers who scored the same as them in the prior year so in my example Johnny scored 2100 in his third grade year in fourth grade Johnny and every kid in the state of Arizona who has taken the test has learned information over the course of the year some learned a lot some didn't learn a lot so you can see I placed new scale scores for the following year in the graphic Johnny's up just below being in the high growth area at 22.25 so Johnny grew 125 scale score points some kids in the state stayed at 2100 some moved all the way up to 22.40. they take all the kids that Johnny was with the year before and they've percentile ranked them 1 to 99. anybody below 33 percentile is a low growth student

meaning they didn't get a ton of growth that year average average growth and then those at 67 percent taller higher are high growth kids so those students if I was previously minimally proficient if I'm in that top category I'm getting a weight factor of two when they calculate my growth when they do that they do the same thing they do with proficiency however the First Column counts for nothing anybody in that First Column counts as zero the second column it's however many kids were in that category times one you're going to add them all together and then that last column you're going to take the number of kids in each of those categories multiply it by its weight weight factor and add it together and then you're going to divide by all the kids including

the ones who didn't score anything in minimally proficient and that's how they get their growth score so obviously the less kids you have in that minimally um zero growth low growth area the better a school's growth score is going to be when we work with schools we always talk about you want vast majority of your growth to be an average and high growth so that you're maximizing your growth points and the more you pull out of that partially and minimally proficient in high growth the better your score is for growth English language proficiency is 10 um it is based on a zealous course so this is one component that is based on a Zella those El students also take the aasa so they're in the um proficiency and in growth but this is a category

that is specifically only applies to our El students um and it is based on both proficiency and growth a school must have 10 Elfa students and it has its own dates it's the first 10 days of the school year to the last day of the Azela window and they're testing Windows a little bit earlier than the academic window um the fdf10 so if a school doesn't have 10 students who do meet that when we go to do the final calculations they have a lower denominator and I'll talk about that a little bit so each school's overall proficiency on Ozella is compared to the state average the higher above the state average you are the more points you get towards your um El proficiency points on the um State label the other one is growth just

like on our estate test we want kids to move I might move here and be no non-english speaking however in a year I might move from being what they call pre-emergent and move to basic so if I move a level there's four levels on the Azela test if I move a level I get a weight factor of one if I had a really great El instructor and I moved two levels so pre-emergent to um intermediate or basic to proficient I get a weight factor of two there is a weight factor of three if a student came in pre-emergent and we in one year got them to proficient it's a weight factor of three it very rarely happens because that's a lot of learning in one year to occur so that is similar in that you

are compared your growth scores compared to the state average and the higher you are above the state average the more points you get towards your El proficiency or your El growth the next one is acceleration and Readiness and this has a lot of different components in a lot of different ways that schools can earn points so there's five areas third grade reading eighth grade math chronic attendance special ed inclusion rates and on subpopulation growth so a school maxes out at 10 points our K-8 schools actually have almost 36 points available to them in the way that all of these are available they max out at 10 they don't get bonus points for getting anything above that um and they can earn it in any combination of ways the first one is third grade reading so

if you decrease your minimally proficient from the year before you can earn points in acceleration and Readiness so if one year I had 25 of my kids that were in minimally efficient in third grade as long as I'm at 24 9 the following year then I earned my points for decreasing my minimally proficient scores so it is always comparing prior year to current year and you always want to be better than you were the year before in eighth grade it actually calculates two things are we increasing our highly proficient math scores and are we decreasing our minimally proficient math scores going along with that High School Readiness component so um both of those that splits the scores for that piece as long as you decrease your minimally proficient or increase or do both so it's

not a you have to do both to get it it's one or the other chronic attendance is the one of the only categories that does not include Fae it's all students first through eighth grade and you need to decrease the percentage of students who are chronically absent from the year before so as long as your chronic absenteeism rate is better than it was the year before then you qualify for the points of that category um special ed inclusion is talking about the number of um the percentage of the day the student spends in a regular education setting so um you need to be spend more than 80 percent of your um day in a regular Ed setting and if you are above the state average and doing that then you um earn the points for

that component and the goal really being in that is that they want to include encourage inclusiveness in our education practices so when your students um are above 80 percent of your kids spending their day in regular education classrooms then schools qualify for the point in that category and then the last one is sub-population growth and this is the percent of increase on AAA aasa Proficiency in all of our different major subcategories so all of our different race and ethnicity groups ESS El homeless Foster military um I'm forgetting somebody there's a couple more altogether it's 13 on the ELA side and 13 on the math side and as long as their percentage of proficiency is better than it was the year before then they will get the points in that category so I might get it

for my friend reduced lunch kits in English because their proficiency is better in English but it wasn't better in math so I'll get the points for my English side and I won't get the points for my math side um so any combination of those they can earn up to 10 points and that is how their acceleration and Readiness component is calculated Amy can you define what chronic attendance that is um thank you sir um 18 or more absences in a school year because there's so any student who misses more than 10 of the day or 10 of the year in the elementary school there are two opportunities for bonus points um one of them is their AZ size scores and the other is your overall just special at attendance or I'm sorry at special ed

enrollment percentage compared to the state so if your AZ size scores are above the state average depending again how high above the state average you are you can earn up to three bonus points and if you're special at enrollment is higher than the state average you can earn up to two bonus points and it's meant to be an equalizer like if you have a really high special ed rate that comes with a lot of Supportive Services that are needed on your campus and students who have disabilities with learning so they um do that versus a school who maybe only has one or two percent of special ed students so they try to use that as an equalizer based on the percentage of students who are ESS on a campus and then putting it all together

they take the four categories the proficiency growth El acceleration and Readiness they add all the points of school earns and they divide it by their points eligible so if a school has is eligible for all four categories it's divided out of a hundred if a school does not have um the 10 Fey El students then their denominator is 10. and bonus points are added at the end so however many points you have added they divide it by your denominator and then they add your bonus points and then it falls somewhere within the cut scores that a um state board of education has determined Let's uh let's stop right there and that's the elementary model is there questions on the elementary model before she moves on to the high school by the Arizona Department of Education

State Board of Education or State Board of Education actually in collaboration with so they they all get together and Ade kind of makes recommendations but the final vote on the model is done by the State Board of Education okay so with that said going back to slide nine and the subpopulation growth when we're talking about race that's not us determining that that is the board in conjunction with Ade correct so um it is all of the different same um the federal designations in the same way that the sorry the federal government uses um when they do their Federal like atsi targeted support subpopulations those are the same categories they use I guess my question is are we then in response to the results of the testing are we then strategically targeting certain races no in

terms of do we sit down and say oh we didn't grow this certain right our Asian population didn't grow this year um let's target them no but you may look at that in terms of everybody else is making progress this group is not is there something we're not doing to um are we seeing anything right have we seen any trending like that not where it's like huge gaps or things like that right and some of them you have to remember like there may be really small pockets of students so maybe one year it's 12 and the next year it's 13. and so when your n counts are that low they're hugely um determined by yeah skewed scores or outside um scores so it it's not something that they look at in terms of um oh

my goodness you know like they do look for patterns you want I always want all of them to be within a few percent of each other because then that means all students are successful on our campuses um the ones we look at largely are our ESS and our El because those are sub populations that historically have um we've received targeted instruct or targeted Improvement labels right it's in those two categories so those are the ones that we really focus on when we're looking at where are their discrepancies between how we're doing as a campus and how a subgroup of students are doing okay um yeah I mean the other sub population that makes more sense to me especially just after the presentation about the military students their families and then you know the the Foster

of the ESS the El um it all just seemed to make sense to me except for that one so and maybe it's because I I just I don't feel that we necessarily have an issue with that and Dysart but um maybe in other areas that might be make more sense so okay thank you actually I I uh noticed that as well and I I don't know that I'm 100 clear and I just for my own self I want to make sure I understand it so when it talks about subpopulation growth and increasing percentage of students proficiency for 13 different subpopulations we are not saying that we get more points if we move white versus non-white kids forward like if you're a non-white student does that mean if they're talking about increasing the percentage and proficiency

for that subpopulation that why are we focusing on race or skin color or ethnicity why are we not just looking at the student why is that even in there what am I missing because it partly goes along with Federal designations when they do federal school Improvement so um it is all the categories it's um white black Asian Hispanic Pacific Islander right but what I'm saying is are we getting more are they expecting if we move a non-white student further then we get more points for them no or less points if you're a if you're uh each one is equally weighted it's all they're all equally weighted all 13 categories so that section is worth 26 points okay but you're going to get more points since there's more ethnicities or races other that are like non-white

then you get more points removing those other races yes you could if you had if you're you could earn them in all of them you could move all of your major federal um race designations in the same year I just don't understand why that's a priority I'd understand that I hope I I mean if there's something you can tell me to help me better maybe I'm looking at it the wrong way but I don't know when we're talking about moving kids and celebrating growth why that even has to be a part of anything well I'm saying to I'm sorry no I just want to make I'm I'm honestly asking if I'm understanding it correctly I just hope I am but that's what I'm trying to say like why if we're just educating children we want

all children to be successful and learn the materials then and to excel academically why do we care why everyone even recognizing that piece of it I can understand again like Miss Densmore commented military homeless those are all circumstances regardless of race that can impact your ability to learn but race remember Pritchard I I believe this historic is historical from the federal government coming at one point in time some races were underserved as member Dinsmore stated this has not been an issue in Dysart however you know in some places historically you know we can talk the Deep South in the 60s perhaps black students weren't achieving at the same rate so when these rules were put in place and looked at I think that's why they were saying it's just as important to move these groups

and so this rule is still in place and in some places when you look El students do not make the same progress you know due to their to their language that's language so that's not race in in some places historically and I'm not saying today and I'm not saying and Dysart but Hispanic kids might not have made the same gains that white children did because teachers they were migrant children or something like that and there were preferences I'm not saying that it happens it happens here or today but it has historically and I do believe that that was their intent when they did it and I think that's a very good point that Ms Densmore and Miss pitcher brought up I do think that is a legislation issue you know I I know Miss Harkin

can answer that to the best of her ability but and and I know we get very passionate but we're not directing any of that negatively towards you massage but I do I do think that is something to look into because I share your concern with the subpopulation categories I mean why why why can't we just include everybody but I do think that is a legislation issue that we should consider maybe talking to our yeah I was just hoping I misunderstood yeah it's definitely not a misfortunate issue this isn't her formula but I wanted to make sure because of the response I was feeling I was understanding it correctly which it sounds like I was um but anyway okay and I don't believe it's even an Arizona issue I believe it's a required Thing by the

federal government into the accountability plan for the state so we can look at that but we are bound by obviously you mentioned legislation and those type of things for this yeah and I just want to say I mean that's why I prefaced you know my my questioning with you know where is it driven from and it sounds like it's from the board the State Board of Education and conjunction with the Arizona Department of Education so it's not a it's not a Dysart model we're just she's just informing us of what the what the rules are the requirements requirements thank you yep and I can say historically our our district does very well in this area because there are so many ways to gather their points and it is about moving all kids um and as

a district we do very well in growth so when you do well in growth you do well in subpopulation growth regardless of who those students are because we're moving all kids um and I think our growth growth scores show we move all kids because we score very high in growth as a district so and just when you think you figured it out come to the high school model right oh is my battery dead sorry you know to piggyback off of what you just said Dr crotto I know in the past we've struggled with you know we can't compare our results to last year because the model changed we can't compare to last year because the model changed it's constantly changing or they're just changing completely all the the rules regulations or they're even eliminating you

know the the the the letter grades you know for schools and so we're just keeping with the same letters you know repeating for two three years I think one at one point yes so with that said are we going to be at a point where we can't compare to last year again once these come out no this will actually be very closely compared to last year this will be the same model um the recommendations that the technical committee is making to the board is keep the same cut scores for consistency let us build um although in 21 they ran all the models they didn't give schools um they didn't publish labels but they let schools kind of see where are you coming out of covid and then they published labels last year and they published

labels they're going to publish labels this year and for K-8 the cut scores they've used so far have not changed since pre-covered high school they had to put new cut scores in place last year because the ACT was the new test so they had to re-standardize everything but the recommendation being made for that exact reason is we want consistency we work really hard with our schools to make sure they do very well in this system and if you change the rules all the time we're running against a non-target so that is one of their goals is really to create a consistent model that we can use over time um and and get good comparison data great thank you but we cannot guarantee you what's going to happen next year are you still on that task

force not on that one so the high school model is a little bit different like Dr Koto said as soon as you learn one you have to learn another um proficiency and growth also there you can see growth is much lower at the high school um it's only 20 because they pick up other things that are much more important High school-wise graduation the college career Readiness index and then English language Learners as well um so when we look at proficiency for the high school it is based on that 11th grade Act and the msaa so just like the k-8s both forms of the test are used and they also use a weighted proficiency scale so um they do the exact same model the really important piece to know with the ECT for the high school

is similar in the k-8s where they do the reading test and they do a writing at the high school to earn an Ela score the students have to take the English section the reading section and the writing section so there's three score components that roll into one Ela overall score and then the math is the the math test section so State proficiency this is the um act when we've presented to the board in the past we've always talked about this is our composite score on that scale of 1 to 36 and each of the different sub area scores these are the same that the state uses um but they had to make bans so that they could use that weighted proficiency so on the ACT and Ela the minimally proficient is 1 to 14 and

then 15 18 19 to 24 and 25 to 36 and then for math it's 1 to 15 16 18 and then the upper two categories are the same and you can see that note about they have to have all three components so if I did the reading and the English test but I didn't do writing I don't get an Ela score for that year so it's really important that the schools make sure students complete all three sections when they do growth um this year is different we talk about things being a little bit different for the high schools this last year's junior class hadn't taken a test since seventh grade because we switched from the azmerit end of course exams which we did one year of a um azm2 and then they switched to act

so that group that cohort had a very unique situation where they had last time they had tested had been so long ago so back in 2019 when we were also making that shift they used subgroup population or subgroup Improvement on three categories so students Improvement in proficiency graduation and Dropout rates so they did all three um similar to the acceleration and Readiness in those categories the really important piece to know even though this year is we're getting a rating for 22.23 graduation is always lagging so those sub population graduation data was 22 compared to 21. so it had nothing to do with last year's academics but it's always lagging data um and then similar category wise each of those were calculated in their sub ones and then same thing they total it all up and

schools got points in that area next year they will be on the same formula weighted formula as the k-8s where minimally moving your minimally proficient students gets you more growth points so they will transition to that next year graduation graduation is actually broken up into two categories as well there's cohort graduation rates and then there's graduation Improvement so we as a when we present to the board we always present you with our four-year graduation rates but there's actually students who are five-year graduates six year graduates or seven year graduates depending on particularly students with IEP services that may take them into the early 20s so every year we get scored on a weighted factor for your four-year your five year six year and then obviously the goal is um by the time you hit your

seven year 100 of your students have hit that graduation Mark so you can see the example of what this year's will look like and then there's a graduation rate Improvement if you are above 90 you don't have as long as you hold ninety percent and above um you qualify in that area if you are below 90 you have to increase um from the year before so all of our schools tend to always be above 90 percent we had a little bit of dip during covid but for the most part we hold very steady above 90 as a district um a couple important things to know about this is students are assigned a cohort when they enter high school so when you roll in that freshman year you're assigned your cohort of that four years later

and schools are responsible for all seniors in that um school who have ever enrolled there until they enroll somewhere else so if a student comes in freshman year leaves and never enroll somewhere else that school is responsible the last school of attendance is responsible for that student's graduation until they enroll somewhere else so we're work with our principals all the time about making sure if a student withdraws and then doesn't enroll somewhere else making follow-up phone calls what resources can we get to help you get back in school because they're responsible for the graduation of any student who's ever enrolled in their school and then CCRI which is the college career Readiness indicator is has its own Fae dates as well and that's anybody enrolled by October 1st through May 1st and those students are

always reported with their cohort Year and that this is important because it includes early grads so if I include if I graduate as a junior I don't go in that graduating even though I may have walked as a junior I actually get reported with my true cohort of my senior year and if I'm a non-grad I get reported with what should have been my cohort year and I don't get reported the next year so you're always a report with their cohort year it is calculated um students when we list our senior class they earn a zero a 10 a 20 or a 22 and I'm going to show you an um what it looks like in a second students um there's a variety of indicators um they call it the blue and the red side

the blue side is college readiness and the red side is career Readiness students have to accumulate one point based on the different criteria if they do that they get 10 points towards their CCRI if they get two points all the way across they get 20 points if I am one point blue and one point red then I get 22 points because it's um giving me extra for being a really well-rounded kid that I've demonstrated on both sides so hang with me for a second okay so here's the examples um the blue side students who meet abor which is that core 16 at a 2.0 or higher those are those um college entrance Readiness um indicators so um for math for English my three lab science my social studies requirements arts and a World Language with

a 2.0 um in each area or higher students with an ACT score of 19 or higher AP scores students who sit in dual enrollment classes and then students who take college readiness exams so I'm going to take a dual enrollment class so I have to take the the reading placement test to make sure I qualify to be in that course all of those are things that students can earn points on the blue side on the far right hand side is the career Readiness and that students who complete our CTE Pathways and pass the state skills test CTE credentials and licenses so all of our programs end with one of those pieces they earn points for that dual enrollment classes on the CTE side taking the ASVAB and earning the qualifying exam or having work-based learning

or an internship so those are all things that are indicators on the red side in the center we have what they call Flex Points so students completing the FAFSA and then all of our new the seals so as you know we do very well in the art seal is our district and then there are other seals there's a seal for financial literacy that is Incorporated in our econ courses and then there's a Civics literacy and biliteracy so those indicators in the center can be applied on either side so maybe I'm a student who has 0.75 in blue but I got my seal here I can move that over to this side so that I have my 1.0 here and I already have my one here and I'm a 22 Point kid now instead of just

being a 20 point kid the last one for high school is the same is English language proficiency and it is calculated the exact same way as the k-8s however when they report they do separate High School from K-8 so they'll be a state average for K-8 and they'll be a state average for high school and the high schools are obviously compared to their peers High School bonus points they have a few more bonus points to earn um they get points for having 95 90 or 95 and higher on the Aspire for the reason that they want freshmen to take the Aspire because that's their growth comparison and they want everybody to be compared so they um hold if you have 90 or higher you get partial points if you have 95 percent or higher you

get all your points um so that's three bonus points CCRI post military or post-secondary or military so if you increase from the year before the kids who are college going from our Clearinghouse data or the number of students who military enlist if that increases from one year to the other you get your CCRI bonus point and then the other two are the exact same as the k-8s the science comparison to the state average and your special ed percentages and they do the exact same thing um they total their categories together same thing if they don't meet um uh Elfa then they're out of 90 and they have their own separate cut scores the cut scores for the high school are a little bit different than the um elementary schools and I will answer High School

questions thank you Miss Archen yes this has been a very informative presentation um very well put together very well explained I feel like I learned a lot so with that I will open it up with questions I'd just like to thank you as well it's very thorough and you explain it very well and I'm probably going to save this so I can reference that a lot so when the labels come out but thank you very much thank you I have a quick question for you sorry sure no you're good um when you when you're doing the calculations for the ccri's are we working closely with the counselor so when the students start that they know that by their junior they need to accom you know yes um our department what we do is as kids

as any of these data Pieces come together we have running spreadsheets that we share with the um high school thank you for saying that because I meant to talk about that so we go out I'm at the start of every year and we say here's where your current junior class is here's where your current senior class is so they can work with kids and say hey you're really close here let's work on your FAFSA or hey I know you have a job um let's get you an elective credit for work based learning because you're working anyway and then that helps get you so um although it is points on a rubric for me when I was a principal for me this was us saying we've got our kids ready for their next step and they're

great indicators of that so absolutely the counselors and CTE teachers this is one where everybody on the campus contributes to it everybody's helping kids get this um so it's a great kind of how are we culminating our kids piece thank you Madam president um excuse me I'd like to point out very complex two complex systems we would not be able to do what we do without Amy and her department they are masterful at tracking this like you've never seen you want to blow your mind you got to look at the spreadsheets that they put out and it is amazing so I thank you to Amy and her department on this she tracks this she is all over this the amount of data she shares with our principals and our directors is amazing um it's you

know we're really on it it is the focus of our data data chats when you talk about that with principals and one of our goals that you said for me these this is the focus we talk about this data and where all our schools are and so as you can see there's a lot of pieces it's more than just people getting good grades and doing all that and giving the school label they're very complex systems that take a lot of tracking and a lot of work in order to achieve good scores so thank you Amy in your department we appreciate you very very much thank you we good all right thank you next we will move on to item G3 Dr kroto all right we have some School uh presentations tonight and Dr acai will

uh introduce our speakers it is my pleasure to introduce Mr Andrew Frazier proud principal of Valley Vista High School well good evening Madam president governor board members Dr crota and cabinet thank you for having me this evening I'm Andrew Fraser principal at Valley Vista so I'm going to go over a lot of the data you just heard um from Amy so I think it'll give you a good reference for what I kind of go through so here you can see a comparison from 21 22 to 22 23 for ACT which is our junior level students we've seen some great celebrations right off the bat that I want to focus on uh we had a nice four percent uh increase in our act Ela score and then a slight increase in our math in addition we

we celebrate our science increase at 19 even though we didn't hit the state cut Mark um we still celebrate that that growth piece and I'll talk a little bit more about how we're going to focus on that AZ side piece there in addition you can see our act average composite score grew as well um close to a little over a four then we're still going to continue to grow that uh this upcoming year and once the official data comes out from the state we're looking to be right slightly above the state I think in our overall composite as well so hopefully we'll stay right there azella we talked about that as well a little bit ago uh you can see the data over three years um definitely some areas of improvement one thing that we

have you can see our proficient level students are are maintaining but we definitely need to focus on some of our students in those those lower um categories and so some of the things that we've done um just looking last year to this year and the things that we've already started before the school year is we we revamped our schedule for our students so we took a look at our master's schedule we actually got some new staff members um in to really focus on this area we have Target instruction targeted instruction and integrated instruction for these um students and then we have trained them specifically on what our English language proficiency standards are so we're teaching those in addition to our grade level standards and then really tailoring the instruction for these students so they've even

uh you know grouped some of these students by some of the abilities and what they need throughout their day and are supporting them and all their uh gen Ed contents our CIP and IEP goals obviously a couple big things as Amy pointed out that our our school label a lot of it relies on our 11th graders and our act and so we definitely want to increase um as much as we can on that act and so goal one a minimum of 0.25 overall composite from the previous years what we're wanting to if you remember on one of that first slide we increased uh I think it was 0.43 the last year so hopefully even more than that but at least a minimal just keep our our students growing and moving forward as a whole goal

two we know we'll continue this one it's going to continue to be an a rated school I'm definitely proud of that and once these labels come out we're hoping we have that same the same label there on our school um and then goal three obviously we know that we want uh Valley to be the center in that Hub where where staff students and parents want to be and so we want to keep that climate high and that percentage that percentage that we get from uh the feedback from all those stakeholder groups um whether it's in person and or on surveys so I'm gonna go a little bit more in depth on each of these goals just kind of briefly touch on how we're going to reach those um I think it's definitely important to have

you know those pieces uh put into place so that we are knowing what we're doing all of this is very out um and talked about with our staff we we go over all of these pieces at the beginning of school and we talk about them consistently throughout the year so goal one obviously we want to align our instruction um to our assessments we um even started this right away with our Benchmark assessment we've reviewed that at the beginning of the year actually with even some of the other school others high schools we've broken out those uh that data and we've looked at what skills our students need on act we've taken those skill bands and we've figured out how that how it's going to be Blended in throughout our instruction throughout the school year in

addition we're looking at our unit assessments that are our plcs our professional learning communities are focused on and kind of doing that backwards design making sure that our instruction is matching what our assessments what our students are taking obviously preparing them for Aspire in 9 trade or act in 11th grade and continuing that focus on professional learning communities at Dr crowdo um you know is really we just reinforced this year we're going to do some solutions tree work through Valley Vista as a focus school and so we're excited about some of the work that we have coming up and our professional learning communities focus in with them on what students need to learn and making sure they're learning it and then um you know focusing on what to do after that after we looked at

the data in addition obviously we always support our teachers and our students with what's best instructionally and so we as an admin team continue to monitor what's going on in the classroom we give feedback and monitor through our Dysart instructional protocol and some other components but we always make sure that um the best practices out there through professional development as well for our staff goal two we have our College and Career Readiness index that's a big Focus for us as Amy mentioned we we do we already have met with our counselors we have a spreadsheet we're tracking our goal in that one is is to decrease our students that have a zero score and so if we know we get on those students out of that zero get them some type of points have those

conversations with them figure out some way to get them some point we at least um we'll have an increase in that area obviously we talked a little bit about Zelda earlier with Az PSI um you remember that the percentage went up but we're still not satisfied with that obviously we need to get to the state level because we get some bonus points once we get to that state level last year we focused on act science this year we know that azside the more content Focus piece we need to Target and so our science teachers are going to be more focused on the content rather than some of the strategies that you'll see in act science piece we think they can get those from social studies in other areas and then goal three um as I

mentioned earlier uh we want to make sure that that uh you know Valley's a Shining Light and everyone wants to to be there and it's uh you know publicized in a in a positive way all the time we try to do that through social media we do that through newsletters uh we communicate weekly with our staff through um either a PLC group or a weekly weather report that we send out with just what's going on um so we do that for our staff our parents we have different breakfasts um we do different events obviously for them we just had a counselor breakfast recently I'm going to start hosting um some event uh you know quarterly events where I can bring in uh different community members to kind of hear some direct feedback about what's going

on and how we can improve as well um so yeah we want to just hear what we can do um in person as well as surveys that we'll do to our our parents and then with students obviously the most important piece that we we focus on we're going to do some Town Hall meetings this year we have a presidents and captains meetings that we're going to focus on and see how I'm getting all of our group together and I spoke about it assembly at the beginning of the year and one thing that we're really trying to Target is getting students involved in on campus we know there can be more successful when they are not just academically successful but involved in some type of Club Athletics or Arts Valley's known for for Arts we have

a lot of great athletic pieces we're continuing to grow in our academics and we know that those that involvement with those students will definitely um help help move them forward and that is it how about some questions for me thank you so much Mr Frazier um I do have a question can you go back to slide two please yeah this one uh this one yes so we've had some really great CIP presentations um but if you just look at numbers your percent proficient for your act La somebody might just look at that 44 and say yeah that's great that you grew by five percentage points very good growth but how does that compare to the state average well the percentage um I don't know if that's been released yet for the percent is that out

yet started know about it for this year so I'm not sure why I couldn't compare it for this year I do know the average composite on the ACT is Right looking at about 7.6 but again that hasn't been officially out so I don't know about the proficiency piece but I think we could get that to you and where when it comes out so that you just said the average composite score for the state is seven oh sorry 17. 17.6 and roughly okay so the state average is 17.6 or is that Valley's no ours is 17.63 and then they're looking at when those officially come out we're looking at around 17.6 for the state is what they're projected potentially okay so if you're just looking at this percentage and you're thinking wow that's only 44 we've

still got a lot to go um comparatively speaking it's quite possible that we would still be higher than the state average yeah I think we're going to be right around there um and again depending on each each content area Ela or math one might be more than the other but I think overall as an average we're going to be right right at that Mark as a compared to the state thank you so overall we did not get our full full bonus points there's 10 bonus points and we are at um looks like about seven or eight I'm not sure exactly what the percentage is as a state piece though uh the state of Zella reclassification for high school is 21.29 percent thank you so much you're welcome thank you um number one thank you for

your presentation um I like all the detail for the um your goals thank you so much for not commenting on tier one instruction needing a focus at your campus um and while so on your pre-emergent for a Zella um what would you say if what are you attributing to the the difference between the 17.44 and the 35.35 this year or for last year 22 23. Yeah from what I I gathered last year um I would say there's just needed to be more of a more prescriptive approach um I think the the Blended of the ELP standards and blending those with our current grade level standards the other thing is I think making sure that we treat all the students the same have the high expectations for them um we want to make sure they know

what Mastery looks like and always expecting them to get there so I think sometimes that it's not always there and so um always making sure we're hitting those proficiency standards to that that high level we're at uh a through F Workshop today and we talked I went to an azella Workshop about the the new way the new assessment how it came out last um last year and we talked about this as there's performance indicators and and you know from all the way down to basic to highly proficient and making sure that we're actually showing and modeling what that is in the classroom at all times I think it's how we how we speak with our kids how what we expect them to write how we expect them to read modeling those things for them so

so I think with the schedule changes the Staffing changes and that approach in the classroom and always having that same expectation all the time I think we'll we'll definitely see that Improvement and you did bring up your proficient area so that was that was wonderful thank you for doing that I know you've had a lot of Staffing changes like big Staffing changes even with Administration things like that how do you feel like that's going I think it's been very positive I think uh the the feel of the staff right now although I don't I haven't done an official survey but we've heard a lot of good feedback about the start of the Year we're very excited and um proud of how we how we have kicked off the year I think we're on a very

positive approach with where we're where we're going um and I think with seeing last year and what things we needed to kind of adjust and fine-tune I think we're moving moving the right direction academically and um culturally yeah and I I would say too that just in the short time frame of the school year I've heard some very positive things you're a great leader they're lucky to have you for sure and again thank you um for this very detailed presentation appreciate it my pleasure I just want to mention that that Miss Pritchard and I are both the valley moms and uh I can attest to what she said about your leadership I mean I'm still lingering in the social media groups for Valley Vista parents I haven't been kicked out yet yes [Music] but I

there's just an increase of in positivity and there's so much so many cheers on there you know for the things that are going on and continue to uh just be amazing things that are happening at Valley um I'm just super grateful for that and I'm excited to to see that your PLC is included in your goal one um and I just wanted to ask you like how do you feel that that's going I know that that's very new still so yeah so professional learning produce I think is always a work in progress um I we know that what what we've what we've noticed we need to focus on um and kind of refining is that that first piece of that goal which was align looking at our assessments and really align our instruction to our

assessment so matching at the same level so what type of questions are students going to see on Assessments in our units which is obviously going to match you know our state level assessment making sure that that rigor and the depth of knowledge that their students are expected to do in the classroom um is there so yeah we we've had to sit down with our teams we've done a lot of early release time professional development and working through that so it's going to be a continued work in progress but yeah our teams are growing um and now we know we'll continue to focus and we're looking forward to some of the other pieces that we have from outside um organizations coming in to support great thank you thank you Dr assai gonna introduce our next speaker

members of the board it is my pleasure to present Miss Lisa parachini principal of Ashton Ranch good evening Madam president members of the board Dr crota cabinet and Community I am Lisa peruccini proud principal of Ashton Ranch Monsoon mom and I am pleased to be here tonight with Valley Vista to talk to you and present a little bit about Ashton Ranch side data we saw an increase in our Ela data which has had an annual increase in an upward Trend and it but is just shy of the state average of 39 percent our focus is to make the gain greater this year um we did not fare the same in math scores Unfortunately they have been trending downward and are substantially lower than the state average of 31 percent um almost nine percent below the

state this is an area of focus which I'll be elaborating later on in this presentation with our goals and our plan AZ PSI which is for fifth and sixth grade I'm sorry Fifth and eighth grade also saw an increase in our scores and is above the state average of 31 percent arazella as well we are not making the gains that we would like to make this year we've revised our master schedule and created classes for targeted instruction for our El population um we are also offering professional development opportunities on El standards and strategies for all of our students or all of our teachers who have Els in their classrooms this is important because our El population has been increasing the state reclassification is 12.7 percent and we are still below that so that is an

area of focus um for our CIP and IAP goals and this summer we decided we needed a revamp so we reevaluated our mission and vision to represent what we are about at Ashton Ranch and that is to cultivate a culture of Student Success by working together to develop a safe caring environment to meet high expectations for all without our goal support our mission and vision as well as those of Dysart schools our goals are to increase the number of students who perform at the proficient and highly proficient level by at least three percent bringing that number up to at least 39 and are to hit the state average and reducing the number of minimally proficient students by five percent like what Miss Argent had talked about hitting those numbers our teachers are going to implement

effective instruction by meeting the majority of the following criteria which is their objectives posted at the level of the standard at a dok2 or higher 85 or more of students engaged actively at all times and checks for understanding to implement or checks for understanding implemented in each lesson Ash and Ranch will also increase the amount of students parents staff and community members who are likely or very likely to recommend our school at at least 72 at least 75 percent in the annual Dysart survey in order to accomplish goal one we are focusing on plc's providing training on effective plc's with a focus on student learning and data-driven decision making with continued training and monitoring our plcs have established Norms goals meeting dates and agendas and are currently working with protocols to analyze that student performance

since we are a campus of Singletons we have restructured our plcs to support both grade level as well as vertical content alignment our TLS will attend PLC meetings and provide feedback as well as our Administration we are continuously monitoring our student progress every quarter our students proficiency levels are analyzed based off of quarterly performance indicators those students who are not mastering their standards are identified for intervention based on those standards our teachers are meeting quarterly with our Administration our TLS and interventionists to review academic progress of identified students and monthly RTI meetings are held for student or for Teacher identified students which will be their focus for those PLC meetings and discussions we are also having our students interact and monitor with their goals they have set their own goals for academic success and students

will interact with their own performance standards and revise their goals based on their performance we all know that um Student Success and is relied upon I'm sorry let me say that again it may get to coherent the key to Student Success is effective teaching and well-planned lessons and this is an area of focus for our teachers we are focusing on lesson planning to ensure that they are hitting those components that were mentioned all of their lessons are cross-walked with the CES rubric we are offering professional development with backwards by Design ensuring their objectives are aligned to the standards at the correct levels and that academic engagement and checks for understanding are in each and every lesson all teachers are going to have calendared lessons aligned to content standards scope and sequence benchmarks standards Etc so

that we have that alignment and that the administration is providing feedback on a timely basis on those lesson plans and that we use those lesson plans when we do the walks to ensure the Fidelity we're also focused on effective plcs as previously mentioned we have the guidelines established and the teachers are focusing on effective teaching strategies to support that student learning finally We are continuing to refine best practices targeted professional development is planned and based on demonstrated teachers need all teachers are participating in book studies to support research-based best practices and assessments with monthly discussions on how to implement that in the classroom and that we are working with a Dysart instructional protocol for classroom observations for feedback at Ashton Ranch we strive to be a premier Middle School where our students staff families and

community members are proud to call home we have expanded our school-wide expectations all of our staff have been trained on the student and staff proud Behavior charts we've scheduled quarterly meetings and events to promote partnership with families and Community to recognize our academic athletic and Arts events and activities we've so far held our Title One Night our open house we athletic parent nights 8th grade parent nights coming up we are increasing staff and student recognition through school-based Behavior programs and our culture Cadre promoting these recognitions on campus and we have been working diligently on making student voice more prominent on our campus we have monthly events that promote student presence such as Town Halls academic celebrations and assemblies and that is what Ashton Ranch is all about thank you so much do we have any

questions I do thank you great presentation thank you when you were talking about students who are you're identifying that need to go to interventionists are they doing tutoring small groups what exactly are they doing for the reading and the math for the reading and the math that's a great question we have revamped our schedule we actually got got a reading interventionist this year which we have been lacking and we have a math intervention as well so we have targeted students where for the aasa and for our school grade we have targeted students who show that average to high growth propensity and place them in classes that math club math lab classes that can help promote their growth so that they hit those proficient levels on the aasa so we are doing it not only in

the classroom with our teachers with tutoring Etc we also have built-in R2 M2 for our fifth and sixth grade but for our seventh and eighth grade that don't have that opportunity instead of an elective they are placed in a class for more more cohesive and and targeted instruction okay thank you I have a question um first of all thank you for the presentation and thank you for um being forthcoming and honest with the scores I don't think a lot of people understand that the board always knows how schools are doing so um not everyone is necessarily as forthcoming all the time and I always loved honesty so I really prefer that and appreciate you doing that um obviously some concerns with the Azela score so I guess I'd just like to ask Dr crowdo I

mean what are what's the district doing to support the school because we have the majority of students at just the basic level and only 10 proficient and I just want to make sure that Miss peruccini and her students and families if they're struggling this bad I just hope that we have a plan on the district level to be helping them Madam president member Pritchard we do have supports on the district level and I'll have Dr psychon outline those supports a Madam president members of the board we identified several schools last year that are focused schools that are receiving extra support Ms perricini has goals one of them is to improve the base of the quality of instruction in every single room to embed English language standards as well you referenced our El our reclassification rate

for azella our schools were just visited and we got out of el corrective action which is a celebration we do believe it's because we are more targeted with what we are doing teachers are posting their El objectives they're getting feedback from Dr Longoria's team and back has been going through walking campuses providing campuses with feedback that did not hide that quality of feedback didn't happen last year Amy harchen Amy's assigned to Lisa's school is meeting with the uh with the team on a regular basis I'm going every other week so we are continuing to collaborate and support we are looking at data each time it comes in and working with teachers to really dissect that data is there anything you need that you're not getting uh we are looking forward to um our scores at

the end of this year um one thing I did I did not mention of what we're doing for our El with our reading interventionist we have targeted classes for our El population for those students who need that targeted instruction so we have pulled them out of one of their electives as well so that we can get them that um what like Dr acai stated and and to reiterate what Mr Frazier said as well is that we make with the lesson plans that we do we have those El standards in there and that we are continuously having our teachers use those academic conversations and those strategies with all students so that the Els who are in those classrooms as well as in their targeted classes are listening hearing and listening speaking and read and writing in

the English language to help them learn so we're anticipating growth with our Advanced numbers okay so you you're getting everything you need then there's anything extra that you feel like would help you or support you and not at this time I am receiving that support with um our conversations they are guiding me in the right direction they listen to my my concerns and my suggestions and we are collaborating beautifully I think thank you I also want to say thank you for including the state averages oh absolutely I know we kind of threw those out to you last minute so thank you and Mr Frazier thank you both that that is our Target to exceed those so abs thank you so much next we will move on to item H1 Dr cardo thank you madam president

members board cabinet uh tonight we bring to you nine policies for revision uh do not be confused with our policy revision cycle that's not that what this is these are nine policies um eight of them which are driven by legislative changes and one of them one 102 is just adding language regarding governing board resignation and governing board vacancies that language was taken out so these are changes that are driven by our legislators and the trust these must be adopted and revised before October 1st so we're doing that tonight and then we will start our revision cycle that we normally do looking at each chapter and reading each policy that will begin in November so this is the first piece of it to get all our policies in place and then when we'll start our revision

cycle so with that I'll stand for any questions you may have thank you very much um I asked for a discussion on this item because we recently had a neighboring School District where a board member resigned midterm and um the state law says that the board can recommend three candidates but I hope we're never in that boat but in the event that something happens or whatever I would rather have something in place that way if whatever arises then we have a procedure for that so I asked for a board discussion I don't know do we want to discuss having a procedure for recommending those top three names do we want to have that discussion tonight or do we want to table that for another night possibly what are your thoughts on that because we have

the policy in place but we don't have any procedures for selecting from the applicants I can Madam president I can take some input and write procedures usually procedures are not done by the governing board the policies are okay and the administration puts the procedures in place so if you kind of guide me I can put some procedures together but they do not need to be board approved just the policy piece so those can be worked in and out and changed however you want so we can do that it doesn't need to be in a board study session I mean a board meeting but I do need some guidance to kind of which way you want to go with that as far as how you select them and all that and we can get a procedure

done and it can be reviewed we can put that in a weekly update or something to be reviewed thank you so much do we have any input on a procedure I hope I'm out of something like that were to happen Down the Road God forbid um I would like to have a a process in place that District puts together and you know we approve or um I I do have concerns because that one of the I mean I've seen it before in other districts too but uh the district you're speaking of actually went into executive session I don't know what the norm is to have those conversations whether those conversations would be held in public whether they would be an executive session I don't know what the norm for that is and I know that

Miss Pritchard you've been through that process before in Dysart if maybe you could speak to how it's been done in the past not to say that we should use that model but at least consider it and understand it and I honestly haven't looked at that policy for a long time but off the top of my head I remember because we um we had a a death actually of one of our board members and well in the past even before then we've had some board members resign but um in that last scenario there was a process in place and like I said I'd have to refresh my memory by looking at the old policy but it was a collaboration between the board president at the time it was um the president of the Teachers Association DEA

um and there was an interview process and then basically they collaborated and came up with names the board president ultimately recommended the names to the county and although they have the opportunity to just choose whomever back then it was kind of like a ranking of first second third choice I always kind of went with the board and board president's like recommendation is how it went so there was like there was some a process and some feedback and some screening of applicants that you know you want to make sure there's a good fit and that type of thing rather than just randomly having the county superintendent just choose one so I kind of liked that better because there was there was process and there was opportunity to again find somebody that was a good fit for

Dysart and shared our vision and things like that there was like interview questions I want to say they had to submit like in the application process there were some questions they had to answer to to kind of give us an idea of their vision and that type of thing so it was a good process thank you and then to did the board have an opportunity for a discussion and if so would that be an executive session thing could we legal maybe that's a question for the attorney could we legally have that discussion in an executive session or is by law do we need to have that as a public discussion I will find that out we didn't have an executive session when we did it but it does it's not allowed I have no idea

I mean obviously yeah an attorney question but none of it to my knowledge was an executive session it was more a lot of the board president and Association I know that other districts have community members do the interviewing they they're picked by the superintendent and I guess board members can have input into it but they have community members that do some of the screening of candidates that are interested in um board uh appointments thank you I'm just I'm just curious I know that you served in another school district Miss Grant did you have that experience in that District thank you because we did have a member resign and they had community members basically like the superintendent candidates meet and they made the recommendations to the interesting well it kept it kept it not political as

much depending on the Community member it depends on the community that's exactly a man president just a side note on this too just to be clear this is driven by a asrs it goes to the Maricopa County but he is not held to picking one of the three candidates that the governing board chooses so by law he can choose anybody he wants so it's not held to those three that they should and that has been done recently actually so and he and he completes those interviews with any any applicants correct I believe he does yes okay well I will say again Ben here when we had a board member we had a vacancy board member resigned and the then County Superintendent appointed someone um and it wasn't anything to do with any feedback from anyone

that can be politically driven as well which I believe it was and so again this way when there is a process and there's feedback whether it be from Community or from the board president and the Teachers Association however I just feel like yes where the county superintendent could technically pick anyone I feel like there's a process in place you would hope somebody wouldn't just completely turn a blind eye to it not take it into consideration but correct I think there's value to having some sort of process around the policy and should you adopt this revision to this policy tonight I will work on getting those procedures in place is there anything though that we could still and I'd have to look at it again to add to the actual policy that would guide how the

procedures are put in place that we'd want to add or anything Madam president member Pritchard this language that we took and put in here was reviewed by the attorney and this is from our last this is from the old policies so this is word from word from the policies that we switched to although let me ask you as far as if it's word for word under the board reorganization [Music] I didn't remember and could be could be but I didn't remember the word may as far as the board Also may hold an organizational meeting annually during non-election years we've always had a meeting an organizational meeting every year and that I don't recall us ever having the peace in there about um the board and its discretion may vote to elect a new board president

before the next scheduled organizational meeting what what Madam president remember pressure what policy you're looking at well the only change to 1102 is adding the piece on resignation of board members and governing board vacancies all the rest are already that's that's the only change to 1102. yeah no I you just had all of them linked on there so I was just looking since they're all in one vote I was just looking at all of them okay are you looking at 1-103 okay yeah all right I'm on one on two still and then um so yeah the board has its discretion may vote to elect a new board president before the next scheduled organizational meeting I don't again could be wrong don't personally remember that ever being in our previous policy we've always just done it

every year it wasn't a may it was a if anything changing that word to Shell we have one every year a man president I believe that is one of the changes is May you do not have to hold it every year um and the legislation in this requires that an organizational meeting held anytime in January it used to read before January 15th and the legislation has changed that to remove the requirement that the organization mean be held prior to January 15th I believe the only time that you need to have an organizational meeting and why it says may is if there's a change in the board but can we is this like any other time we've approved policies we can change the wording if we want to Madam president member Pritchard yes but that comes

up in our revision cycle which will be start in for chapter one will be in November this is just to adapt adopt the changes from the legislature right now okay so this is basically just to make sure everything's legal correct okay I'm not sure if he answered your question or I don't know but so for the organizational meeting so it's the board shall elect a president from among the board members but then it's so after you do that in the January you may elect a new board president so in other words if you weren't thrilled someone wanted to call for a new election the first one though the first sentence is um they may like that I heard I was looking at the second paragraph okay and so it you shall do it in the

January following an election but then it says you may hold one and I get it during non-election years and we usually just do it every year I get it yeah but then the bottom one you're right I mean I just yeah I guess technically you could okay I was yeah I was looking at the wrong paragraph but to that one about having a new meeting or right it's like I don't know if it's a board we want to like um have that option to just change it up I don't know or do we have the opportunity to even discuss this right now yeah it's action a man president know that the agenda item is to approve the changes legislatively the revision Cycles coming up in November and in the interest of time I don't care

that we hash this out right now as long as it's before January it's coming up in November we're doing it in November so I think that's fine okay so we're we are just adopting the legislative changes and we shouldn't be adding our own stuff right now correct got it okay and do you feel like you have input to create a procedure Madam president yes I will get working on that and show you what we have for procedures all right any other points of discussion or questions okay with that I move to approve the adoption of the trust model policy revisions motion made by Crystal Chaffin seconded by Joe Grant and you're going to think that's a ridiculous vote just to explain my vote but I know that I'm not going to be okay with it

so I'm not going to say I'm okay with it today and change my mind two months from now so I'm just abstaining it's just a principal thing thank you motion carries all right we will move on to H2 Dr Credo thank you madam president members of the board cabinet um in our bond override item last week we had a board study session on a on talking about our current reality of bond override and a potential for providing new information on a potential to form a committee to study a potential for going out to a bond and override in 2024. so with that we asked the board asked to put this on an action discussion item for further discussion tonight um and I'll be glad to answer any questions or or provide any information you wish

to have thank you very much Dr Crudo do we have any points any thoughts for a public discussion first let me ask Dr crowdo can you kind of explain if if we formed a committee what would that committee look like Madam president that's a great question so in informing a committee I think it's it's the governing board chooses to vote for a committee to form tonight it becomes a committee of the governing board so that forces a few things all the meetings have to become their their public meetings minutes have to be taken minutes have to be posted we follow open meeting laws just as we do in this meeting it's a very transparent process that allows people to see what's going on additionally I think the makeup is very important of this Bond and

override committee I believe the makeup needs to be at least one person one stakeholder from every campus along with additional community members I would ask that it's a finite amount so the community is not too big if we included you know 15 10 to 15 community members and one from each school you're looking at a committee that's now approaching 39 40 people and that's a big committee something that's not doable but I hate to see it get much larger than that the purpose of that committee obviously is to gather information and and bring it to the board I foresee this committee reporting to the board after every meeting if you should call tonight our goal is to start meeting in October to put this together start meeting in October and give you frequent updates of

what's going on in the committee and what they're finding um I think it's important for this committee to come up with some options different options for the governing board to conduct a survey have a company conduct a survey look at the survey results again sharing that with the governing board I Envision this whole whole piece to be a very transparent piece very process to discover information about our district and our needs and that you know I've mentioned a couple times I mentioned in a study session it's good for that group to ask questions to get on a bus and go to a field trip to see what we're talking about and do those things so it's a very involved process and I think the earlier we start the better and that we can provide all

the information we need to make a good decision of whether we do a bond or an override in 2024 and so you know with that I think that process gives us a great piece and it's not rushed it's not last minute and it's very transparent that's the key to this whole process So when you say one stakeholder from each school are you talking about a Community member not necessarily an employee from the school uh Madam president that's correct it could be a Community member it could be an employee um we'd have we'd have to see we're going to open up a process I Envision should you approve this tonight um tomorrow we will have a website up for um asking for committee members and and people that are interested in joining this committee um we

are going to publicize that to get people to to come and be part of it I hope that we will have more than enough but at some point or for some schools we may have to go seek people so it you know and and take recommendations um and do those kind of things so it could be any of those people not just an employee it's important to get a mixture of everybody involved not just employees concern as well because if we have a committee made up all of employees correct then it's going to be skewed because obviously we just want more of our students in our school but one of my concerns with the committee is getting a fair and balanced committee I don't want people who are just yes yes yes yes yes yes

on this committee because then you're not getting an actual picture of what our community is asking for I feel like if we do form a committee we want people on there who are a hard no they're like no no bonds no debt no don't raise taxes you want also people who say yes I'd be happy to Shell out a few extra bucks if this is what we need and then I also want people who are in the middle saying you know I I don't like raising taxes but what can I do if our school needs all of all you know if we need new buses and this and that so I want the people who are definitely no way know-how people who are absolutely yes and then people who are kind of in the middle

and undecided and I I welcome the community's input on this because for me my personal stance I do not like debt I do not like raising taxes I do not like it one bit for me personally I I you know my inflation is going through the roof when you go down to the grocery store you're selling out 100 bucks for five or six items in your grocery cart so me my personal stance I don't like raising taxes I don't like debt but if my community overwhelmingly all of them not just a small sample said please put us on the election I would like to decide then if that is what the community wants my constituents asked for then I I would absolutely do that for them but I'm also not gonna just try and railroad

something through saying give me more money give me more money when you know as a taxpayer it seems like it's never enough sometimes so those are my thoughts those are great thoughts and you know this is a fact-finding mission and laying out the facts and and figuring out what's the best needs of the district if the answer is no the answer is no but we've laid out all our just all our information it's transparent they know what we need we're not we're not holding anything back we're not hiding anything we're not trying to just influence the yeses it needs to be a diversified look at what's really going on in our district and what we really need so and make that informed decision to recommend to the board because ultimately u5 will make that decision

one way or another so I was gonna um also add the the way the motion is written it says a committee and or to form a committee and or conduct a survey whoever makes the motion um I would like it to read that it be an and because just as we discussed in our study session I want to hear what our community thinks through a survey because not just the committee because like you said the committee can't be too large and if we only have 25 people that's not representative of our district and we're going to spend a quarter of a million dollars to put something on the ballot we want to make sure that we know what our community wants so I would I would like to see us do both the committee and

the survey um I'd like what you said about having somebody from each campus but since those people will be tied to our school through students obviously I'll have a vested interest because their students attend our schools I would really like the district to make an effort in the additional people that come to come into that be people that don't have students in our school so really targeting the retirement communities you know young Town technically is part of our district a little bit I mean I want everyone who pays into our district I think should have a voice so really making an effort to make sure again we include everybody the other thing I'll say that I think is very important for me to even entertain having this committee together is we need to have especially

if it's going to be committee like you said that's going to be like called called for by the board where they're going to be held to open meeting law and things like that I want to make sure that if my name is tied to this committee it's a committee of integrity and a committee that has professional conduct throughout the process I think there should be an understanding that if anyone is seen um bashing or are going after somebody on social media who maybe doesn't agree with going out for a bond or an override or you know everyone is like a dog pile on on anybody who just looks at the district the wrong way they are off the committee because I'll tell you what's happened in the past is you get sometimes it's the same

group of people but even if it's newer people you get people like that who are then representing our district and so then other people in the community see oh that's the bond override committee and they're they appear to be or based on their behaviors on social media or publicly to be a vicious group of people that attack anybody who doesn't agree they're carrying our name so then anybody who sees that is going to be like that's who that's who Dysart is those are the people that I'd be giving my money to no thank you and I can't blame them because I mean we don't want that to be the face of our district and again that's just a waste of a quarter of a million dollars if we put that spend that much money to

get something on the ballot and have a group of individuals who go after others for not agreeing and then we lose it because nobody's interested in throwing money at that so again I want to make sure there's some care in picking who these people are and it's told to them you know implicitly that if you are associated with any going after our public or going after our community members who maybe have a differing view then you're off the committee is that something that you feel comfortable with Dr crotto because that's really important to me um Madam president miss Pritchard absolutely I think those guidelines need to be put up front as far as the expectations of the committee and respecting everybody's viewpoints um that's why we're having this committee is in the first place and

uh I think that's important you know we need to lay that Foundation up front and and have Mary Dale lay that Foundation of all the history like you received last week and that can be done in that very first meeting absolutely thank you I'm sorry since this is going to be a public meeting committee there'll be at least one staff member assigned to this committee to for example who's going to do the minute who's going to post the minute who's you know that kind of stuff I mean I assume they're going to pick a secretary to take the minutes and then they'll get them to you or somebody to post them and that sort of thing Madam president member Grant that's correct we will assign um we will sign a secretary to take the minutes

and do those pieces in post and general assist in that I don't know she will be the point person but I will have a Cabinet member drive this process to um throughout they'll lead that piece and kind of lead the committee I foresee them you know the committee after it gets going going strong there'll be subgroups looking at different pieces that they want but we will have Point people that will guide it and kind of lead that way that the agenda item was written because you talked about it um being you know open meeting Law Public Notices but the way that the the motion is is worded is to direct the superintendent to form a committee so it will be a superintendent committee and not a governing board committee and the law is pretty clear

with the open meeting law that if it's a governing board um committee so it's an instrument of the governing board and that public body would need to follow the open meeting law but it's not a requirement if it's a superintendent committee if I'm understanding that correctly Madam president a member Dinsmore I see what you're saying I think the motions and you can tailor that motion how you want the motion is to for the board to call for a committee possibly and direct the superintendent to pick the members of that committee okay so and we can tweak that language it would be a board committee absolutely okay um because in my short experience here on the board I have never seen a committee's um Public Notices I've never seen them the meeting minutes ever even as

a sitting board member I've never seen it even when I have asked for it so you will you will see it in this one this is a completely different approach and I cannot tell you how much I appreciate that but I just wanted to make sure that we worded that properly and it was what you intended which I believe it was what you intended so yes absolutely thank you so this board is this committee is going to talk about a possible Bond and a possible override not one or the other and then they can bring back recommendations is that way how you envision this uh Madam president a member um Grant sorry like thinking a thousand things member Grant it's okay I'm at the end I get it no um anyway um kind of restate

your question again I'll make sure I'm following it sorry I could do something but I'm not going to um my question is the committee is going to look at a bond and or an override and then they will then make recommendations back as to whether or not we should do one or the other or both is that how you see this or because they're going to get information on both items uh Madam president member grant that is correct okay just like you received last week in the study session They will receive the same information with the same timelines all that information you received in the study session so that is correct okay thank you so when they come back to the board to give information to us are they coming once a month are they

coming to every board meeting and for how long how long is the process the committee um I foresee that to be them to come give you updates after every meeting so right now I foresee that meeting to be at least once a month hopefully starting in October if we can get all the people chosen so to come to you and give you updates after every meeting would be my recommendation I I foresee this process um at least being you know every month until March or April they may need to meet more depending on their needs and the information they want so that will kind of be driven but I I think you know there's a there's about six months until March I think October November December January March so six months in there um so

I I venture to say it would be six months um depending on which direction the committee would go you know with December and the holidays do they want to meet there maybe maybe not but they may want to meet twice in January we'll have to see what their feel is and what information they need and what they want to talk about but I foresee that an update to you after every meeting that occurs appreciate you um saying that you're going to have them present to us after every meeting because that was the other frustration again previous administration the bond committees and the community would know more about what was going on than the board did because we never got updates until the very last minute when it was like you have to vote on whether

you want it on the on the ballot and it was like right then and it was the pressure of times out you know you've got to make this decision so I appreciate you starting it early making sure we get those updates and then I would just again ask that the board not be in a situation where we have to make that decision right away you know give us a couple meetings or something to process and um not be up against the timeline like that I also think it's important to be very clear on how much money and what we would spend it on what do you want to spend it on because somebody comes to me saying we need to pass an override we need small class sizes we need teacher pay I'm going to

call Shenanigans and say this has not happened our class sizes are now getting smaller um we're doing the best we can with our teacher pay and our teachers I feel are very competitive paid competitively paid but we're not constantly giving them a two or three percent raise every year so to come at us and say oh teacher pay okay yeah that's great no I'm done with that so I feel like you ha and also you know it's just difficult because I I don't for me personally I don't like the continued raising of taxes but again if you're going to ask our community for money if we are going to ask our community for money more money we need to be very clear on what we're asking for and exactly how it's going to be spent

do we need to know that that's a good point but for sure because I I see too we always ask for the same exact things um do we need to have that information so you know how to direct this committee like to support like I know we we might have started to maybe talk about it at the study session um but as far as do you feel like they're going to need some sort of um I don't know something to start from like a springboard of okay this is where if if we're going to go out for an override these are the focuses the board wants you to like focus on as far and this is what we want to put in the survey or are you just kind of leaving it to them I'm

Madam president member Pritchard I I think that's part of the discovery process with this um with this committee is that we present all the information to them what we have done historically where we're going and what our needs are and for them to say okay as a community we believe this is a real need so maybe Transportation as we talked about in the study session that we present all that and give them all the information on the transportation is that something worthy of possibly putting on a bond um so I think they developed that the income to you not that you can't change that or or do all that but they spend that in-depth time and I believe as you get the updates the the updates after every meeting you know you can obviously have

input and give back feedback to them of where they're going or what they're doing on those on those pieces that they share with you I just because kind of hearing what Crystal was saying too like let's say for an example if we choose if it's the a cracked and retained highly qualified teachers or highlight you know that's always on there but we know we're not having a hard time retaining um or at both so unless we're going to say we need more money to do this and this is how we're going to do it differently some people could look at people saying well if if we're already having problems filling our our our teaching positions which thankfully we're not having a huge problem but just Nationwide we're having issues too we need to say how

it's going to be different because otherwise if we know we're not going to be able to to do that or meet that then we shouldn't put the language on there like that you know what I mean and you're talking about onto the ballot or calling for it and that would come later that committee would not be doing that that would be foreign I understand that that the language comes later but what I'm saying is if this committee is going to go out and you know even if we do the survey as well and kind of hint too these are the areas that we would focus you know this is where this money would be going toward I think they would kind of have to have an idea of that because some people out there might

be like no I'm done putting money for those things talk to me about something else and I might be willing to put my money towards that see what I mean or in a way we might have to kind of know a little bit about that in the beginning and for the survey piece we probably rely on a a company that has a lot of experience doing surveys and and has developed that for many school districts there are a few companies out there but um anyway they they have experience with that language and how those questions are are asked um you know there's a science to that whole survey piece so they target every like any topic out there well they narrow it down to um your big topic safety that we talked about last week

Transportation maybe building reservations those type of things is more they don't really the surveys do not really get into specifics so maybe on safety you know they wouldn't ask do you really want a camera system they don't get specific they just stay at the broad categories of safety in those pieces usually when they ask this those kind of questions you know that brings up a good point and I have seen other um tactics and other districts even recently in recent elections where safety is the the goal on their bonds and as a voter I have interpreted some of the um the marketing and the different campaigns that are put out there is truly fear-mongering if you don't vote for this your kids aren't going to be safe I want to make sure that we do

not go down that road because we have worked really really hard for safety anything added to that would be an enhancement to our already amazing safety team here in Dysart I I just you know that that's really important to me that we don't fear Monger are our parents our families I they don't deserve that I agree okay yes specials they'll lose this oh I know you know let's just that there are some realities of when you get into those things there are some realities but it needs to be fact-based it's not fear monitoring there there are some realities of things that you may lose for instance when you talk normally when people talk about the override pieces you know a full day kindergarten comes into play that's a reality of things may you may lose

that should you not get that it's a possibility that so you have to stay fact based I agree with fear-mongering you know present the facts and let the facts lie where they are thank you I'd like to make it clear if we ask for a committee tonight that does not mean we are going to put it on the ballot asking for committee is it does not mean we're just going to go out and ask you people for more money that doesn't that is not how it's going to work correct we are not voting tonight to put it on the ballot no we are just a totally different process that is a totally different process and we're far from that right now this is a committee to go seek information about the potential for you guys

calling election down the road that's all this committee is doing then you're not calling for a bond you can't call for a bond tonight I think too the other point to make is that like typically for our IBA groups normally even though technically the board technically the board can change the entire recommendation if they wanted to we typically honor the process we always talk about of the IBA process and whatever that comes out of that Committee in that process the board adopts this is not like that like for me anyway it's like I definitely value what's going to come out of the committee but it's not that same type of IBA structure or it's not it's not the same type of group to where when they bring it back we are obligated to to accept

that at face value I mean we may we may not but it's I don't want it to be like oh we're working outside of the process if we don't there's there's that distinction in the the way that the group is how it's comprised and the whole purpose of the group you know what I mean it is a recommendation to this board of their findings it doesn't mean you have to adopt it it's a recommendation of the committee's findings and to be clear even if a constituent a Community member is not on the committee they will still get the survey they will still get to have their input they can still say they can still show up at call the public and say thank you very much I appreciate this but I I do not want

this and in a very nice way of course hopefully absolutely but we welcome everybody's input and even if you're not volunteering for this committee your input is still valuable agreed and then I was going to ask so how many schools if we have one person one stakeholder from every school how many people is that on the committee Madam president be 25 if you include sundown in that which we intend to do so that would be 25 people so if we had 25 people 25 members from every school community and then we had an additional up to 10 maybe 10 or 15 members from the community what number okay and they're not always going to be able to go to all the meetings and they'll probably have what subcommittees from there I would think I'd like

to increase that from 10 I mean to maybe like 15 or 20 because because of what Ms Grant said not everyone's going to show we know that things are going to come up somebody's going to you know I mean I know it used to be like this where things weren't scheduled on Wednesday nights when we had board meetings but now that we have our board meetings on Thursdays things are scheduled on Thursday nights and we might have some of those families that are at a football game they've got jv on Thursdays you know or whatever we are going to run into those situations especially with our community that are involved involve parents and grandparents they're going to be going to games and things like that they're not going to be able to come to um

you know whatever of that meeting so should we bare minimum amount of meetings that we're going to have figure the dates out on the calendar whatever and then have that be part of the posting or the advertising whatever about what when we're looking for these um Community the Bond and override committee members to where they're going to know and they have to at least be willing to say yes I'm going to commit to you know barring some unforeseen incident where they can't attend they know up front you're either going to be able to make x amount of percentage of these meetings or you're not you need to not we're not going to choose you you know we can do that we can publicize that when we're looking for members I mean things are going to

happen so it's not like we have to say you have to make 100 of the meetings but you want to make sure you have people that know up front okay oh wow I work every Thursday night never mind I guess I can't go because I could open it up for someone who's going to be there the whole time and they may not be Thursday so um whatever day I understand we can we can for we can map that out okay so would we feel like a committee of 25 stakeholders and 15 community members is reasonable yeah maximum of 40. okay right yep so with that I moved to authorize a committee to be formed to study the potential of a future Bond and or override election and sorry look Jenna I'm gonna I'm gonna back
