I was joking before the meeting and got him to enjoy the honeymoon. But anyway, seriously before you is the contract which has been negotiated a good uh set of discussions. The contract which comes
003before you is a two and a half year contract and I want to explain why that is particularly the members of the audience. Uh Louisiana has this law that says that when a school board is in an election year and they're going out that they the maximum contract they can give is two years beyond their term. So this board, their term will expire. Even those that are coming back, their term expires on December the 31st and 26, which means that December 31st or 28 is the longest contract that this board could award a superintendent. And so the contract before you uh has that same current. Uh the compensation is that which has been historically within the level in this district. It is the same format as has been used previously with the exception that there
004has been a change in the accountability law. In prior contracts, we have built into them certain incentive pays based on performance in the accountability plan. For this contract, those have been omitted until we get some uh some history with this new accountability system. Other portions of the contract have been adjusted as well. But it is my recommendation to you that and representation to you that this contract is [clears throat] extremely uh in line with what district of comparable size and comparable performance paid across the state. And I'll be happy to answer any questions that you and again I want to congratulate Mr. young as well as the Miss [clears throat] Williams and the board president were with me when we had those negotiations and it was just as smooth as any I've ever had and

Dr. I was just wondering if there is any history for this board with this same situation >> in the situation of the term of the contract. >> Uh I I can't honestly answer that question. Uh right now uh we are doing contracts in Vernon Parish in uh Union Parish in Katahula Parish and all of them are going to have this same uh situation. Let me tell you what happened a little history on that. Uh back in the 80s in Richland Parish a board like this hired a new guy. He came in from out of state. They had the election and then in January the new board fired. He'd only been on the
006month board six months. He said, "Wait, I had a long long contract. What happened?" And the the new board said, "You had a contract with the old board, not us." And the court upheld that. It's the Hayden case. And so the legislature found out about that. They said, "That's a horrible situation. Nobody should move in from out of state. Only worked six months." So they reached a compromise. They said, "Old board, you can't strap the new board more than two years. and newborn, you deserve to give the superintendent a fair chance to show what he can do or she can do. So, the compromise was two years. And so, I I promise you, if you want to look at that law, it's 17 col 54. And that's what it says. 17 col 54. You have

And I have a second part to that question and is that comparable to what other superintendents that come to vote this same board started with and I'll answer the question that the base salary is $175,000 and it is comparable to what starting superintendent uh in this district have received and statewide. I think it's and and you said something about incentives >> some incentives not being placed in. >> Yes. At what point could incentives be placed in >> the next contract that comes around? We will have seen what the use is. For instance, if someone is highly affected now that gives them something or if you have
008a such and such score that gives you something. They're changing all the nomenclature, the wording, the scoring. And so we're going to be comparing apples to oranges. give us an opportunity to get those first batch of scores in and I think we can certainly consider adding those incentives back. But I want to tell you this and Mr. Young can speak for himself. Uh I believe he will tell you that uh he too thought that the contract was fair and something that he deemed acceptable. 015um, And we are glad to see those go away but they did increase my number of pretty good for general fund in total we are looking at revenue stand 2.4 million million with an excess fund of 5.2 million 49.2 all of our special revenue funds that uh either their special tax funds, our maintenance funds programs uh that have restrictions on how they're in our special revenue fund. And in total, we are reimating revenue across all of those funds of about 33.9 million expenditures of 28.8 8 million [snorts] uh and an excess of funds increase in balance of those funds about [clears throat] this side by side comparison of the budget of both both our fund and special side by specifically on the on the left I want to point out the other operating by object
016of course we are a individual we have services at our school he have waited staff that we have salary and employee benefits that make up 81.5% of That's a pretty big number. And that pie chart kind of shows that the next biggest category of supplies about the budget purchase of food make up 5.2% 2% and other purchase services over the last several years have really kind of changed because we now have a lot of online services. um we have a lot of resources all around staff to use and that was um this category. 019High School. Both are recognized as state student of the year. There's something really to be proud of here in Lincoln Parish that we had to uh two of the three elementary parish students. So, North flip all of those. So, we're all proud of that. But great job, those three students. We did get summer school started yesterday or yeah, yesterday a couple weeks here and um just want to say thank you to everybody. um 36 years ago when I started in this parish. Uh didn't think I'd be sitting in this chair, but u u been a long time since I coached girls basketball at Ssboro, then older Russ High School and then back principal at Sbury and Russ High School and then here so took over the time when we were in the middle of COVID.
020Uh appreciate everybody's help and our staff uh serving lunches in lines at schools. Uh very proud of the fact that we've recovered academically from that time from before co uh our teachers, administrators, support staff, everybody worked very hard to get our district back going in the right direction. Um, I'm just uh thankful for the people that I've had around me all my time of being in the parish and that supported me. My wife uh taught for a long time here also in support always keeping me grounded when I was principal let me know what teachers really needed and talk and of course the superintendent was never shy to let me know what needed to be done but uh appreciate appreciate everybody's support through the years and just been a great run and think after 36
021years it's time to move on and at home and do a lot of other things. So, thanks thanks to everybody uh the parish employees, board members, previous board members, superintendent before me. I think the parish is in a great place going forward with Mr. young new leader people he has around him continue to be as they were before me after me great academic public school system for Linda Parish thank YOU [applause] >> all right I do know that there's a few board members >> uh yeah the 36 years you put in here we appreciate it you've had many hats You didn't mention the bus driving and the janitorial and everything else you had to do all the years and you're leaving a good hand. >> Okay. I think back to 2020 and I got a
022phone call from another superintendent before you who asked me would I fill in for Mr. Bar and I thought about it and I said, "Okay, I can do this." And the reason Mr. Bmore resigned was because we're going to shut down. When Mr. Dur came on board and met with me, I closed my school. He ran. He said, "Not on my watch. We won't, but we got to get the numbers up." And he gave me great leadership up there. And I can't take any of the credit for the turnaround that that school has done. The numbers are up. The scores were up. We dropped a little bit, but we're going to rebound because you believe in it. And I thank you for that. And he continues to stand with great leaders. So I just have
