Present Dr. Kevin Miranda Watson Jackson. Okay. Uh first item is to um present the personnel updates and workforce dashboard as of February 12, 2026 to the committee. Good afternoon committee and board members. Um I'm standing in uh Miss Miranda Watsonstead to give the uh personnel report. Uh as you can see, we have no new hires for this month. We have one resignation. Uh we have five current staffing needs. Three at the college and career academy, one at ELC, and one at the arts and technology academy. Um she's also presented the um the dashboard report in your folder with the district vacancy statistics. We have a total of five vacancies which is currently listed on the first report and the human resources highlights. The next alternative certification meeting will be held on March 17th at which
time the teachers will take time to review, update, and or complete their individual certification plans to identify their next steps for the remainder of the school year in the summer months. We've begun the preparations for the annual honory brunch at LSU, which will be on March 26th at 11:00. The intent to return forms were distributed as scheduled and most of them have been returned to HR. The pre-staffing conferences were conducted with the principles and the 26 27 staffing meeting is scheduled for Wednesday, March 18th. And the current proximity learning is facilitating the world geography vacancy at the college and career academy. Are there any other questions? Any uh questions committee? >> Okay. Well, that concludes the um personnel committee. Budget and finance will come to order. Roll call. >> That's it. >> Oh, these are
minutes. >> Yeah. >> All right. So, we'll patiently wait till 6:00 before we start our meeting. All right, we're going to start our regular meeting. Let's pray. Thank you, Lord, for this wonderful day. Thank you for bringing us together as we gather together um to make the decisions for our community learners Lord we ask your wisdom and knowledge and understanding Lord Lord be with each and every one of us um Lord and help us to work together help us to listen to each other and uh do what is right for the community and the learners Lord guide us in all that we do today in Jesus mighty name I pray. 004under God, indivisible, with liberty and justice for all. The meeting room will come to order. We are now holding a meeting of the Sangina Fair School Board. Roll call. >> Miss Porter, >> present. >> Mr. Porter, >> present. >> Cheney, >> present. >> Mr. George Hughes. >> Mr. Virginia Bell, >> present. >> Mr. Alton Travis, >> present. >> A form has been established. Item B, approve minutes and agenda from February the 12th, 2026 committee meeting minutes and February the 12th, 2026 regular board minutes. >> And the current agenda, I'm sorry. Motion by Miss Joyce Porter, second by Miss Lolita Porter. Any questions? No question shall pass by general consent. Item C, superintendence report. Good afternoon board members and good afternoon committee. Uh I am uh coming from uh Cincinnati, Ohio. I'm currently with my daughter
who's doing an internship up here um for this semester. So I'd like to thank uh Miss Cheney and everyone for allowing me to be here virtually. So uh I do have a couple of things I'd like to share with you all this evening. I'll skip over that. First I want to get into our academics. Um we are focused on heavily on leap 2025. We have the Kirkland group, the department of education, Lawrence Consulting, um providing additional classroom supports ever since the fall. And so we have done a couple of things. One, we've extended supports um by the Kirkland group to April 10th. We currently have six consultants or tutors that are in our classrooms twice per week. So in the beginning they were doing pullouts working with kids who needed that one-on-one attention and now
they are doing the pushins. So we have two cl two teachers uh sometimes three teachers in the classroom working with our kids so that they can be successful on these tests. the Department of Education uh will continue uh to support us and will help us make that transition in looking at uh ELA curriculum for next school year. And Lawrence Consulting is also providing supports now with our social studies teachers. So, we're looking forward to uh testing this year and we're looking to have some really great results. The next thing I'd like to share with you is um our literacy lab. Our literacy lab construction has begun at our early learning center. So, please save the date. The ribbon cutting ceremony will be on Wednesday, May 6th at 10:00. So, we hope to see everyone there.
We will have an awesome literacy lab. It will be the best lab in the state of Louisiana. So, I'm looking forward to having this opportunity for our learners. So, just like we have the maker space lab at the high school where all of our kids can be exposed to that uh opportunity, we'll have now a literacy lab at our early learning center where all of our kids can be exposed to that as well. The next thing is our junior brunch. Uh the juniors pl are planning a brunch this Thursday, March 19th at the Fifth Ward Recreation Center. And the purpose of the brunch is centered around um their growth, future planning, and they'll also have a pinning ceremony symbolizing their commitment to graduating next year. So, if you can make that um event, we'd love
to see you there. We are also bringing all of our English three learners to see The Great Gatsby that will be played at the Sing Theater on Tuesday, March 24th. uh they are currently reading The Great Gatsby in their uh English three classes and so we said it would be really nice to have them experience the live show uh to make it more relevant, more meaningful for them. So that will be on Tuesday, March 24th. So it will be a dinner and a play. The next is the recognition lunchon. All of our learners and teachers and principles and staff of the year will be recognized on March 26th at Live Cook Conference Center in Baton Rouge. So, if you're able to make that event, board members, we'd love to see you there. Our prek enrollment
uh registration will begin next week and continue through June 26. So, we want to thank Miss Singleton for coordinating those efforts, and we look forward to having our families come in and register um during that time. We have our final benchmark assessments set up for March 16th through the 19th. And then our LEAP 2025 testing window begins in April. Um so each school will provide our parents with the exact dates of when each um subject will be tested. Moving on to uh the maintenance issues at the schools. There is a plumbing issue that is currently being fixed at the high school. uh Prestige um construction identified a collapsed line, a water line behind the gym and there's also a 4-in line that has ruptured. Um so they are working diligently to get all of that
repaired. It will not disrupt any of our school times or any of our hours. However, the restrooms for the seventh and eighth graders um are closed right now until they're able to fix the issue and where the committing um the evac the excavator and the crew will be on site to continue with that work. So, just wanted you to be aware of that. The next item uh is we want to discuss the Oakland School and Fire Department lease. Um, Miss Porter um asked about that particular site and so I'm going to ask Miss Lee Ash to please come up and explain to the board um this particular issue >> again. Good evening board. Um, in our research, I found um we do have a lease with the North Alina Fire Department for the Oakland School
property. This lease was entered into March of 1993 and it is for 50 years and it terminates on December 31st of 2043. Uh the price of the lease is $100 per year and payable in advance. And I do have a copy of the check for $48 where everything has been paid up until that time. >> You said $100. >> No, $1. >> Did I say 100? 100. I'm sorry. It's $1. I'm sorry. >> That's even worse. It is for $1 a year and it is paid up. I have a copy of the check >> and it would you like to give us a background of um of the situation? >> Good morning. >> Um Miss Rita Allen called me about I would say it's been about what three weeks. Dr. Joseph, she anyway she she
called me around that time and she was questioning me and asking me about could the fire department, you know, when we had board meeting a while back, he wasn't on the board, but Miss Tra, Mr. Travis and Miss Bails and Miss Cheney was when we had board meeting that night when we first start going out into communities. Mhm. >> Okay. That where we used to have the first ward precinct at also the fire department. So, Miss Allen called me and asked me, can they use can they continue to use the building and they going to repair it and everything to use it as a storage building because the police juror told her that it had to come through them. And I say, "No, that's not police juror. That's school board property because that's where the
old Oakland school used to be." You know what I'm talking about, Mr. Travis? >> That's our property. It nothing to do with the police jury. >> It don't I told Miss Rita that. >> So, I told her I was going to get in touch with Dr. Joseph and we have to do some digging to find out what's what. So, in the meantime, Miss Le just got back with me and told me she found the lease and it was for 50 years and it's paid up to date. And I was just as shocked as you all was when she told me $1. I said, "What?" >> Let me bring you up on that. >> Okay, please. >> Back then, those places were eyes to us. the uh one in the six ward that one and we
couldn't do nothing without like in New Zealand we had to have the asbestous abatement and all that. So we did that to help the communities out. We couldn't give it to them. We had to lease it to them. So that's what the $1 is. >> And so I also got back in touch >> we own those properties. We own I >> how many properties we got around >> and that's what I told Dr. Joseph that's that's our property. >> We got more than that. We got some that I've never seen. It's just like in the woods somewhere is out. We got woodland >> and there's one pass down. >> You got people. >> That's the one I hadn't seen. >> And Pine Grove. >> That's the one where we had trouble people dumping. >> Dumping
there. Yeah. Yeah. We had to put that fence up. So I got back into Dr. Jones and told her that Miss Allen had >> Miss Allen had reached back out to me and asked what can she do and I told her that it was fine with me, but you have to get in touch with the superintendent. So I let Dr. Joseph knew what Miss Allen was wanting to do. And Dr. Joseph say, "Should I bring it before the board?" And I say, "By all means." Um, and I just consulted with Mr. McKe to make sure that it was okay for me to bring this to you all's attention. And it is something that we would have to research. The property may belong to us, but we would have to look into who what uh entity
constructed the actual building and that may be the police jury, but that is >> No, ma'am. >> No, that's what I'm saying. I'm not I'm not sure, but that's that may be where the police jury might have thought that they came into. >> No, police jury. They think this everything. No, ma'am. Police jury didn't have nothing to do. >> I can find out that for sure, but I think those places got grants and and had money making things and the community >> came in and donated. I don't I do not recall the police jury helping >> at all. Yeah. >> Well, just do your research. Yeah, do the research about >> can't keep a road paid. >> Wait, wait, wait. >> You think they gave any money to anything? >> We'll we'll do our due
diligence and research to see who actually owns the building >> right >> on the property. The land definitely belongs to the school board, but the actual building itself. >> Okay. Yes. Thank you, Miss that building. >> Moving right along. >> Okay, Dr. >> All right. Thank you. We'll continue to do the research. So, we're going to find We have to find out who owns who actually owns the building, but the district owns the property. >> Correct. >> All right. So, moving on. Um just want to share some information with you about our uh finances. Um both the 2026 and 2027 budgets will be introduced at the May meeting. Um and we will request adoption at the June board meeting. So I just want you to be aware of where we are with our finances. We
are also on track with the audit and so uh they're working diligently to try to have that for you at the next board meeting. some community partners announcements I'd like to share with you all. I spoke with Nick Muse who came to and he's with three uh three Muse Farms and also I believe the 4H um program. He came uh to my office and wanted to sponsor a building young men clinic. It will be held on Monday, March 23rd at 2 o'clock at the high school for all of our young men. He will talk to them about planning for the future. Um the importance of an education and all of those things to help guide them in the right direction. So, we wanted to thank uh Mr. News for coming in and wanting to have
this program with our young people. The next thing I'd like for you to save the date, board members, we have our partnership appreciation lunchon. It will be held on Wednesday, May 6th at 12:00 at the Early Learning Center. We will recognize all of our partners uh who have helped us move our district forward. So, please, if you can make it on Wednesday, May 6 at 12:00, we would appreciate it. >> Dr. Joseph >> also mark same day as the literacy uh >> yes ma'am. >> Okay. All right. >> Yeah. The literacy uh lab uh grand opening or ribbon cutting will be at 10:00 and then our appreciation lunchon will start at 12:00. Also mark your calendars board member. Our leadership summit and board retreat will be June 10th through 12th 2026 at L Cook once
again. So please make sure that um you have those dates locked in. Also I want to give you an update on the constituent online engagement form. Uh we have not had any submissions since the last time I I uh introduced this to you all. So, if there are any constituents that you have that uh would like to get in touch with us or have a concern, please once again share that QR code with them so that we can uh log in the concern and we can um address it. >> Can they find that QR code online? >> It is online, but I can post it again. >> Please do. >> And I can also share it with you all again. Please do cuz I just had a constituent uh call in about that. So, please
share it again. >> Yes, ma'am. I will. >> All right. Thank you. >> All right. I would like to Okay. Our steam robotics team on Saturday, March 7th, our steam team uh went to LSU and they participated in what's called the Sea Perch underwater robotics competition. The competition proved to be an outstanding experience for our learners. The teams had the opportunity to showcase their engineering skills while also strengthening their public speaking and interviewing abilities during the judging process. And one highlight of the event was the all girls team which completed their challenge with only four seconds remaining. They moved so quickly through the course that they lost a propeller along the way but yet uh that was the only thing they lost as nearly all of our teams finished in the top 10. So, we
want to thank Miss Joel Given and also Mr. Deshawn Muse for working with our learners and dedicating their time, energy, and resources to provide this awesome opportunity for them. They had to compete against about 200 to 250 kids from across Louisiana. So, that was a huge experience for them and a huge opportunity and they all finished out in the top 10. So, we want to thank them and Also today I was notified by Mr. Carter that our concert band travel to tangible hoa. Uh it's the tangible association of music music educators. It was a concert band festival assessment and they were awarded a rating of two which is excellent in stage performance. This is the first time that we've had a concert band since the 1980s. So, we are so very proud of our band
members and we want to thank Mr. Carter, the director of bands and also Mr. Dagel for all that they do for our learners in the band. And then we want to recognize our girls and boys basketball teams. um they went on uh and advanced to the playoffs. And while it did come up short by literally one basket, uh they showed their competitive spirit and represented our school district and our community well. So, we're very proud of all of the hard work with the coaches uh and their staff and all the things that they did for our kids during this basketball season. And that concludes my report. Item D, approve committee reports from May March 12th, 2026. Can I get a motion? >> Motion by Miss Joyce Porter. >> Second by Miss Lolita Porter. Any questions?
No questions. Shall pass for general consent. Uh, next meeting date, April the 9th, 2020. We don't have to go. >> You sure? >> All right. Uh, item F, meeting closing. The next meeting date will be April the 9th, 2026. Um, closing comment, board members. Uh, can I say something? I'm texting the lawyer that we had back in that day when that screw uh fire department thing happened. He thinks that it was built by the North Holena Fire Department. >> All right. You need to say something cuz I want to say something. >> Uh, boy, Dr. Joseph, please excuse me for interjecting into your report, but I think you failed to mention that we're hosting a literacy bash on April 10th. >> Yes, we have our literacy bash. Oh my god. On April 10th, we have
so many things happening uh at the end of the school year. Um just trying to recognize our kids and all of the things that we have a lot going on. So, yes, our literacy bash will be April 10th. Um, and this will we will recognize all of the learners who completed their summer reading program from last summer and also all of the learners who scored mastery and above on their LEAP assessments. >> I like that. >> Thank you, Miss. All right. I just want to uh remind parents that April is LEAP testing. uh that window opens up in April and it's so so so important that those learners show up for testing. If they do makeup, that'll be a zero that we receive. But if they come on the date of testing, they will get
the school will get credit for whatever they do. They can take it in makeup. If they make master and makeup, that means nothing to the district, but they have to be there the date of testing. And that's going to be very, very important for us. So, parents, I know some of you watch live, spread that word that we need them there for testing. >> All right? >> On testing date, whatever day they are slate to test, we need them presents for those dates. So, make sure the students, the learners are getting plenty rest and they come to school, they're going to eat a hearty uh breakfast because I know Miss Tracy is gonna make sure of that and that they're present and ready to test. And that's the only comment I have. >> One quick
one. Um, the Fifth Ward Recck District is holding um its first annual Easter egg hunt for the kids on April the 4th. So, that's for all the kids in the parish and we'll be sending out flyers probably to the schools. And also we partner with um tourism is going to be helping us out with it as well. But that's on April 1st. Our first annual uh Easter egg hunt for the kids in the parish. >> April 1st. April 4th. Fourth. This April 4th. Any other comment board members? No comments. The last motion. All this meeting is a join. You didn't have any defin. Okay.
