all right at this time i'd like to call them meaning to order um i'd like to note that member sawyer sink bell member joe grant and crystal chaffin are present absent are christine pritchard and don dunsmore we will start the meeting with a public hearing for the fiscal year 2022-2023 expenditure budget revision dr dean thank you madam president members of the governing board members of cabinet and our community this evening mr hicks will provide information to begin our public hearing good evening madam president pro tem members of the board acting superintendent dr dean colleagues and community members i am before you to present our first revised budget of 2223. uh first i'd like to start out with thanking miss maridel spidel and her amazing team as this was all additional work from what we call

a typically normal year they are amazing and i'm very thankful and honored to be working with them as i said as i've said in the past just as a why are we having a public hearing any time that we're revising the revenue control limit which normally typically always happens during a budget adoption and or revision we have to have a public hearing this is the first time ever in my career that i've had back-to-back public hearings in two successive meetings so it is a little bit unusual year but that is a-okay so knowing that you've all heard this really recently uh really the only changes in the budget is the changes that we receive from our legislature so before you we have increases in our m o fund so we did receive the money from

the passage of the state budget we have done what we can to calculate as much and for our estimate i say that because we did leave out one tiny little formula so when we revise our budget december we'll add that in and that's more because we don't have the specifics of exactly how to increase that budget the budget for that part of it but we've proportionately increased all areas of mno for the compensation that was going to be identified and talked about in more specific nature in the iba recommendations part of the agenda but they have all been embedded into this budget capital fund's a little different so we had a slight increase this i will share also during our um during the iba recommendations as we just shared with them but just um the

additional funds we have were addition we're going to address some safety and security measures that have been talked about many times by dr dean and we are also going to give schools an increase in their allocation in their capital allocations and then we're going to hold some for reserves for the future so that is the capital unrestricted capital portion of it the building renewal grant because we're only doing what was mainly changed in the adopted budget by the state this obviously on this agenda and consent you can see a lot of other awards going from the azfob so this obviously is higher than a million i hope it tracks over three million dollars but it also determines on the arizona school facilities oversight board or the division of schools from the adoa the classroom site

funds did change a little bit and that's because we moved from projected to actual so we moved it down a little bit it does not have any impact on what the board has previously approved for our certified staff from our classroom site fund for the special project funds nothing has changed because nothing was in the budget regarding that as always we try to put as much information on our website so i try to push as much to that information and i will stand for any questions or any comments made by the community members thank you mr hicks at this time we will open it up for public comment hearing none we will move on to dysarts instructional time model for the 2022-2023 school year dr dean thank you madam president pro-tem members of the governing

board members of cabinet and our community this evening our second public hearing is a requirement by law to have two public hearings on dysart's instructional time model as it relates to our our alternative instruction the board will remember that we had a public hearing at the last board meeting on this subject and we want to provide information to our board and to our community on our mastery-based learning opportunities for students at sundown mountain students at sundown mountain have the opportunity in their elective courses to work through those courses at their pace and test out of them as as they demonstrate mastery through assessment and that allows our students the opportunity to a quicker pace and to get back on track to graduate and so that is the the public hearing information from the district this

evening on the instructional time model per state statute we have this item as an approval item later in the agenda thank you dr dean at this time i will open it up for a public comment hearing none i would like to move on to our regular meeting i would like to start with the pledge of allegiance please to the stand of the united states thank you now we will move to item c1 celebrations and recognitions dr dean good evening again madam president pro tem members of the governing board members of cabinet in our community this evening we are incredibly excited to announce and recognize one of our district directors who has been in the school district longer than i and i'm starting year number 18 and i tell the story about this particular director that

when i came to the school district and i was hired to open sunset hills elementary school as principal this particular director was a teacher at the time and he chose to be part of the sunset hills opening staff and contacted me because i was coming in from outside of the district wanted to have breakfast so that he could get to know me a little better and so this particular director and i had breakfast a few days later and the following day he transferred out of sunset hills elementary school and never taught from with me i remind him of this often but that decision was a good decision because it set him off on a nice career path in which he is now our cte director and we are very excited and would ask the governing

board to please head up to the the front steps we would like to recognize the arizona career and technical education administrator of the year our very own director jim gresaber come on down jim she said [Music] uh [Applause] um madam president pro 10 members of the board cabinet and guests we continue with our celebrations tonight uh each year the association for career and technical education arizona is pleased to offer an opportunity for their members to become more involved in the professional association those selected to become a fellow attend a variety of conferences and professional development events designed to increase the understanding of the policy making processes associated with career and technical education at the local state and national levels through this specialized program our candidates developed the leadership skills to become effective members and advocates

of career and technical education the hope is that with this training the fellows advance into positions of leadership within all their affiliates and and their districts so we are awesomely proud to recognize two fellows this year and one of them is with us tonight that is mr clint martinez mr martinez come on up congratulations on being a fellow mr martinez is the tv tv media production teacher at valley vista high school so congratulations mr martinez very nice job and while we're taking the picture our second person miss amy mctag is also a fellow so we want to congratulate her she is not here this evening but we will congratulate her and and on a job well done so smile great job thank you [Applause] i'm sorry and that concludes our recognitions and celebrations for the

evening thank you dr dean thank you dr croto and congratulations next we have item d1 audience with individuals this is a time for the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to ars 38-431.01 action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business business of the district in a timely manner a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record first we have marcy hessler good evening madam president pro term or whatever

that fancy latin word was that jim used um members sawyer stinkville member joe grant dr dean and the rest of cabinet my name is marcy hessler i'm the former principal of countryside elementary and a former employee of the dysart schools my mother passed away a year ago at this time and she was a very strong and stubborn woman i know where i got it from and she's instilled in me to stand up for what is right when i see something wrong and tonight i'm here to do just that silence is the residue of fear and while i was an employee i was not able to speak about certain things and tonight i'm here to share my unextraordinary experience with the majority of this board during my last four months in this district on january 12th

i stood before this board to share my support for social workers in the dysart schools and their great importance for all of our communities i reminded board members with factual information about how they were connected with that decision that they were making that evening i expected backlash from my comments but wow did i hit quite a few nerves and a few thin skins throughout the semester the very morning after the board meeting i received a phone call from my supervisor about an anonymous board member who had an anonymous parent contact her overnight about concerns at countryside this was the first of many anonymous concerns over four months it was like a circus actually no it's more like junior high mean girls telephone game for seven and a half years at countryside the district office always

had concerns addressed at the lowest level whether it was with a teacher or with a principal and they directed everyone who called to contact those people first this was not the case in my last four months at countryside i was never able to have a discussion with this so-called anonymous board member or board members i don't even know and i was never able to try to found find some common ground and resolve issues with the people who had problems with me i was never able to speak to the anonymous parents about their concerns and to find that resolution for what they had to complain about instead i had to play a very immature game and was not able to address this concerned board member directly nor the parents i'm going to save my comments for

president pritchard when she is back in attendance because i do have some comments that are for her and i will be at every board meeting so i'll wait it out however this board i just want to remind you promised to many newspaper agencies that they promise transparency for this school year it is a lofty goal since the majority of this board chooses to hide behind their anonymity and executive sessions to do their business in stepping away for as a dyson employee i am now able to work to get rid of the dirty politics thank you mrs hessler next we have sarah rivera good evening madam president pro tim members of the board and dr dean my name is sarah rivera and i am the president of the newly formed dysart special education ptsa i would

like to first thank dr montano for all of her help her support for running ahead of me and getting approvals and finding the people that i needed to talk to in the district to get the ball rolling last may she's been there this whole time cheering me on and doing all that she can from her position to make sure that this becomes a reality and i so much appreciate her help with that i'd also like to thank miss densmore for attending our organizing meeting yesterday evening as well as all the words of encouragement and support that other board members who were not able to attend the meeting sent on through email the meeting was a huge success i was very pleased with 20 members in attendance via zoom as well as in person as and

as of last night we had 28 paid members and at the rate that our facebook page is growing i feel like that paid membership has probably increased today quite a bit this ptsa as its name suggests will focus on supporting teachers and students in special education as well as creating a community of support for families i know from first hand experience how isolating it can be to be a family with a loved one with a disability i also know firsthand how valuable and empowering it is to have other families in the same situation who stand alongside me in support understanding and encouragement i want that for every family in the dysart unified school district dysart special education ptsa will be a community of families students teachers school staff community members and really anyone who wants

to work together to create a more inclusive world our meetings will be held the first wednesday of every month which means our next meeting will be held on wednesday september 7th at 6 pm and i hope to see you all there thank you thank you miss rivera next we have william koniam good evening members of the board dr dean and members of the cabinet um let me preface this by saying i apologize i wrote these comments expecting uh other members of the board to be here so it is what it is for too many years arizona has ranked at or near the bottom of the entire country for teacher pay recent gallup polls showed that k-12 workers have the highest burnout rate of any industry nationwide the burnout rate was double that of construction or

social service teachers were leaving the state and the profession and we were left with far too many vacant teaching positions as all business owners and managers know if you want to recruit and retain high quality employees you have to treat them right and pay them appropriately otherwise they will leave you for another position that will appropriately compensate them for their skills a recent poll of arizona voters show the supported raising teacher pay another poll showed that 78.2 percent of voters believe k-12 teacher salaries are too low clearly teacher pay is important to voters previous fiscal year 2023 budget would have had the average salary for all teachers increasing 47 dollars per year even if you included the increase of a thousand dollars for classroom site fund additional eligible compensation that's only an annual increase of

one point six percent one point six percent after a year where we experienced eight point five percent inflation imagine how that would impact your family during the last two board meetings the budget was passed without any meaningful discussion from the board i understand it could be difficult you feel your hands are tied by the state legislature the money just isn't there to properly compensate our staff but on the agenda for this evening there's a revised expenditure budget to be discussed because the state legislature finally passed the fiscal year 2023 budget in that budget the state legislature provided an increase in base level funding of point eight percent however this budget only provides a five percent increase in average teacher salaries and that's again including the thousand dollar increase from the csf as mentioned before so

it's really only providing an extra 3.4 percent beyond what was already planned before the new budget was passed i hope that any board member that considers themselves to be a conservative will not repeat the inaction of the last two budget meetings and i hope to hear a lengthy discussion from the board regarding their ideas and how to put more money in the classroom and the teacher's paychecks thank you thank you mr conium next we will move on to item e1 superintendent update dr dean thank you madam president protem members of the governing board members of caba and our community we are excited to welcome our staff and get ready for our students to return to school the district is waking up and that's an exciting component in in this time of year we have our

schools are starting to buzz with staff returning we welcomed all of our new teachers earlier this week and all district teachers will return tomorrow and so we're very excited about welcoming all of them back next week we'll have all of our staff return prior to the first day of school which is coming very quickly ready or not next wednesday august the 3rd additionally we have meet the teacher events that are scheduled next week and the following weeks at some of our high schools as well and we'll be excited for our parents and our students to meet their teachers and get ready for the first day of school we just want to remind the board as well this evening just a couple of reminders on our coveted protocol we provided some information earlier today and are

sending information to our principals assistant principals today and with all of our staff tomorrow our covered protocols are the same as they were when we left at the end of last school year masks are completely optional vaccines are not required and if if any of our students or staff uh contract covid they should isolate for five days and return when symptom free and so we just wanted to remind our governing board that we are continuing with those protocols from last year and those protocols that we used all through the summer with summer school and all of our staff we're excited to announce that the west point street light project is complete and that light is now operational and so we're very excited to see that project come to fruition and to see a more safe

opportunity for students across greenway that live in litchfield manor additionally the countryside bus loop uh project is also complete paved and ready to use uh so we're excited for that as well and the last thing that we'll say is we're just ready um for a start of a great school year and we just invite all of our community to come and experience dysart it's going to be a great school year thank you dr dean next we have the governing board update well i will go first um apologies for not being here at the last board meeting i was down in tucson soaking up all of the cte goodness and great stuff but i'll get to that in just a second um july 7th i attended the dysart leadership meeting it was the kickoff for the

administrators and the directors who were ready to take charge for this new school year so i was uh very um very excited to meet the ones that were coming in that didn't get the chance to shake their hands when they came in to sign their contracts july 8th i attended the arts and healing reception that was at west valley arts council it was a fantastic viewing and please make sure you get a chance to get over there and see all the wonderful art there done by surprise residents july 14th i had the privilege of being part of the ace writing prize patrol i think dr dean was in there also this had to do with the arizona council of economic education and they were honoring ashlyn lucier a recent graduate and she won the invest

right contest and she had to actually play with the not real but had to play with a hundred thousand dollars worth of stock and had to track it and write a report on it and everything and so she to me she was the best oh mom already left so she was the best one and they actually congratulated her so way to represent uh like i said attended the 2022 c a c t e a z summer conference in tucson um i always knew what cte was all about but quite honestly sitting into some of the breakout sessions and everything i didn't know the depth and um which was literally mind-blowing um also attended michelle bohan and lori lucier shadow ridge and valley vista's lead counselors they did a breakout session and it was even deeper

so thank you ladies for doing a wonderful job awesome to witness jim griezhaber receiving his cte administrator of the year award my heart swelled with pride and congrats also to cj martinez and amy matigue they did an awesome job uh let's see july 26 attended the new teacher orientation at the vista i always love to be a part of this because of the energy in the room as well as the excitement and the anxiousness of becoming part of the dysart community so welcome teachers um this was a little bittersweet one because this was my last orientation but i was glad to be there and finally with recent events and the shootings and everything that's going on that have happened across our country i know parents are probably apprehensive teachers are anxious please no please know

that dysart and the surprise and el mirage police departments are doing everything and everything possible and beyond to ensure the safety for all teachers and students and other staff the board will continue to make sure protocols are in place and refined if and when necessary so please have a wonderful start of the new school year next week i'll have to wait for them congratulations again to mr grishaver and mr martinez and to ms mctigue you guys really deserve this and more i mean i've been on the tours of cte programs and it's pretty amazing what they offer for our students so thank you very much and ms rivera thank you for setting up that program this is going to be something new and it's always nice to see something new and innovative in dysarts so

thank you and i apologize i wasn't able to come to your setup meeting but i will be at future events and the only thing i attended was the grand opening or reopening of the i guess it's grand opening of the library in el mirage where they took an old an old fire department it was a fire department but then they built a new fire department so they took the old fire department made it into a library you would never know going in there that had that had been a fire station and uh well deserving the students in dysart are going to thoroughly enjoy that library and that's it thank you we will move on to item f consent agenda items i will move that we approve the consent agenda items as presented oh thank you

motion carries thank you we will move on to h1 dr dean madam president pro-tem members of our governing board members of cabinet and our community this evening mr hicks will provide information regarding the recommendation from the iba team as it relates to salary and benefits and the structures related to the additional funds received by the state legislature in their fiscal year 23 budget mr hicks thank you good evening madam president pro tem members of the board acting superintendent dr dean colleagues and community members i'm proud to present our iba recommendations for this school year so first i'd like to just quickly begin i know i feel like i'm thanking everybody for everything but thanking everybody that's involved with this recommendation that starts with the governing board it goes on to our iba team hr payroll

team there has been a lot of work that has been going into this revision and recommendations in a very short period of time so i just wanted to say thank you to everybody for getting some wheels in motion although we have some existing iba items that we addressed first we spent a few hours with the team just finalizing all the recommendations and also meeting with the board so i just appreciate everybody's interest and dedication to doing something so i'll jump into there's a lot there's a lot in this and so as we've already heard and already stated with the the legislature on june 25th approved a state budget that provided additional funding for schools if you remember we had our proposed budget on june 16th and i appreciate the board for making time to do

the proposed budget but as by law you're not allowed to increase your budget from proposed to adopted so we were not allowed to do anything by law until this meeting so i just wanted to make sure i know i've told the board many of the times about some of those but that is the law so this is now we're talking about just to be clear this is everything on top of the recommendations that were previously so this is not instead of and replacing this is on top of the previous recommendations so we'll start with and these are in just random order i apologize for that but we'll just start with our athletics high school band activities high school activities pre-k 8 activities and stipends per our mou that's in our appendix we are looking at

we've had those amounts those current amounts have been there from the beginning and i believe have not changed in over a decade but i believe it's been close to 20 years so what we're looking at is starting this year is let's try to provide a little bit of experience for people that are in those positions and receiving those stipends and so this is the the breakout that we have is zero to three years we're going to keep the current amount and then four to five years it will take the base amount times five percent six or more years we're going to take the base amount times ten percent so just to clear we're going to start providing some experience and those stipends that are related to those activities we're also looking to reward some coaches

for some very successful seasons and so we're going to be providing region champion stipend of one thousand dollars we're applying it only to the head coach and then also a stipend for the um state champion at two thousand dollars madam president pro tem members of the governing board i would add here as well that we will include national championships with the state championship level as well thank you very much dr dean now something that's also been discussed um in our previous and actually for years is support for our schools for student behavior to help assist with that we did we have used some of our esser funds for our student support technicians that it helps a little bit with some of the behavior but this is going just a little bit farther and we're going

to be providing a school aid a five hour per day aid which is a point 749 fte at each eligible school site which is our k-4 in middle school so every single one will be given one this will allow those sites to then now create an ocr program at every single one of the schools to help our teachers and our schools deal with some of the behavior issues that are happening in our schools so there's some good support and then also we looked at our security guard staffing ratio and are moving that up to once you get over 2 100 students that you get an additional one so this will provide two additional for this year's budget for two of our high schools we're also looking at increasing and modifying our classified longevity so this

is adding a new one for those with six to ten years experience in the district will receive a three hundred dollar stipend and for those eleven to fifteen years we'll move up to five hundred sixteen to twenty years to a thousand and twenty one or more years up to fifteen hundred dollars similar but not the same is to create a new level for our certified longevity and that is to add the 11 to 15 year band and provide a 500 stipend all other tiers in this will remain the same next we have to provide a special education hard to fill in ess htf hard to fill stipend up to three thousand dollars from the fifteen hundred dollars now so doubling that stipend and then at the may recommendation the governing board accepted a couple of

areas where we took certified work and moved it from 23 to 30 an hour this is taking the rest of that certified additional work staff direct curriculum professional development all of those and moving them from 23 to 26 so taking what was left for the certified work to move it up to 26 dollars per hour we are also increasing our daily sub rate we're currently at 110 it is pretty low in comparison to a lot of our competing districts and move it up to 150 and increasing our long term sub rate up to 175 this has additional ripple effects as we have other stipends that are based on coveraging covering misprep coverage and other things that is taking the sub rate and uh spreading it out dividing it um and providing the teachers so they'll

receive a little bit more it's very minimal but really the objective here is to be more competitive in the sub market so that we're able to bring in the subs so that we're not missing out on other districts getting subs before us here's the big one that a lot of people are what is the permanent base pay increases going to all of our staff and here is the breakdown this is uh four percent for certified classroom four percent for certified non-classroom so certified getting four percent are classified hourly moving up to seven an additional seven percent classified exempt um seven or um classified exam three percent and in administrators uh an additional three percent so this is all on top of what was given before what was provided before as a reminder was the one

percent for the certified six percent for classified and one percent for administrators so this is on top of that so our classified hourly will be getting a 13 pay increase which is if you're looking at our vacancies and how many people are turning down positions right now we're hoping that that will help and also maintain and retain our current staff if you add this onto our certified previously was given one percent four percent on top of that so you're getting over five five percent we do have if you also remember all of the compensation that the board approved back in february which was for certified staff was an additional five percent retention stipend which is a two percent greater than was the previous year if you add that on to the five percent you're at

seven percent plus the classroom site fund which is over eight percent our average teacher will be receiving an increase so we're doing a lot in that and trying to address all of our needs as we're going through see my notes as this has been a lot mr hicks would you just please expand on the classified hourly how that this will allow us to provide thank experience for thank you very much um sorry dr dean didn't mean to talk over you but thank you very much for catching that one of the biggest things that we need and what we're seeing um and that has been brought up by previous board members is being able to provide experience to our incoming and so by moving everybody in the class fight over we're able to now provide one

year's experience for new hires coming in up to five years so they will can get an additional five where previously everybody came in at step one so by moving all existing over we could bring in a step one and not have anybody very upset of you just brought somebody in greater than i have and i've been here longer those type of situations so we're creating we're trying to decompress some of what has happened so thank you very much dr dean for putting bringing that up that has been something that has been on iba for a period of time but it does take a lot of money to be able to provide to be able to do that and so this moving this up to seven percent now provides in the worst case scenario it means

that existing staff would move up 13 percent and anybody coming in no matter how many years experience would get an eleven and a half percent maximum rate so then you have that one and a half percent cushion to prioritize our current staff for being here and retaining them thank you very much mr hicks if i could add um that larger increase is also helping offset the rise in the minimum wage we expect in january which is set on inflation thank you very much dr poling we still don't know what the increase is for minimum wage we know that inflation the last year at least in the maricopa area for the last 12 months rolling 12 months was in essence of 9 it would not surprise me if minimum wage went up to 14 so this

also gives us a little cushion of getting way out and not way out in front but getting out in front of that and not having to make any mid-year adjustments that we have in the past so this also helps in that situation as well so thank you very much i feel like we have a team effort going on right now of i don't even know why i brought up notes i feel like i got a team here to cover me if anything i miss while i'm talking but thank you very much i will also on this one i'm going to read this slide exactly because i spent a lot of time with hr and i appreciate dr poling and his staff spending time with me so that we read it properly so that they could

implement it effectively and so to answer all the questions so hourly staff increases to begin august 8th also the eighth pay period eighth is a monday the pay period actually starts on a saturday so uh it will start august 6th um i just deviated from the slide sorry about that um all other groups hired by july 29th will receive the full base pay increase after that point employees starting on or after june july 30th will follow the new higher placement schedules as with all of our previous increase increases that we recommend to the board we're also asking that the board increase all those salary placement schedules by half of what is provided in the base pay increase so for example the classified hourlies all those schedules will go up three and a half percent because

the current staff are getting seven percent so we'll be bringing up those salary schedules as well those all go into effect starting july 30th and just a summary i know we've talked and sent updates about some of this we've left off a couple of revenue calculations because we're not exactly how sure how to calculate the poverty i have an estimate in there so the the revenue might look a little light at this point but it does balance for the most part we are talking about current year funding so everything is an estimate at this time but just breaking down what we just went through the base pay increases the stipend increases additional positions the subpay leaving some money for reserves so not spending all of it we do believe there's a recession whether we technically

earn one right now depending on who you listen to although the state funds are very strong right now that is not going to continue they're not going to have 11 percent year over growth in the revenue at the state and that's not going to flow through and right now they have just we just have the two percent increase that will probably hit us for next year so we do need reserves just to insulate against some of that future um uncertainty as well as and i've already mentioned this our capital increase will be moving increasing our schools allocation that they receive that was cut a few years ago so we'll be restoring all that back and then working on some safety and security projects around all of our schools and then setting some aside for some

reserve funding to just to insulate ourselves in our capital projects as well this all that was presented tonight on this which is a lot i know we've talked about a lot so i know the board is aware of most of this these are for our current employees the new hire schedule is for them and not for our contractors this is just for our employees so i will stand for any questions with the board thank you mr hicks and to your entire team and department for constantly revising the budget and the iba process i appreciate all of your hard work because it has to be very meticulous it has to be incredibly accurate so thank you it's all the team but thank you very much do we have any questions i do go ahead thanks um

thank you mr hicks and the iba team for all your hard work i know it's juggling a lot and waiting for the legislature to give us the money and then have to do that so quickly um and thank you so much for giving the years of service to the classified employees i know i asked that for a future agenda item back in may and it was like you got to wait you got to wait got to wait and it's like i waited come on so i was just as anxious as everybody else was for the legislature but i believe that this will help to not only recruit but retain employees this is going to be a key factor i just had one quick question when you talk about the special ed stipend for the hard

to fill positions does that include the licensed classified employees who i see all the okay the team okay who's gonna whose head's gonna nod um because from what i understand they i mean i know we have some other certified hard to fill but for the classified licensed employees and special ed that are under would they get that stipend as a hard to fill because we have my understanding i could be around there are some that we have some contract employees and we pay a whole lot more for contract employees than we do for dysart employees madam president president pro-tem members of the board certified yes we don't know about the classified i think dr croto or dr poling are pulling up their handy-dandy computers to try to look really quick and easy to see that

well you can get back to me i'm just curious if that heart would that be included in the hard to fill i don't think definition because my initial guess is just looking at the data we pulled for the projection of the cost was certified and considered receiving it um no classified so we just got confirmation that the classified or not in that at some point i think we need to look at that because that group of employees i mean we have some that are under contract and so we've heard that we pay more for contract employees than we do for advisor employees so classify because we already do it if we're doing it for certified the classified licensed ones in special ed is what i'm asking thank you very much julie noted until next year

it's on the list you're welcome of quick questions um sub rate thank you for increasing that um uh because i know that uh 110 and or even 120 is is just a little too low considering other districts are doing more i'm just curious we did we do a comparison on what the districts around were paying for sub and long term imagine president pro tem members of the board um saw that about six months ago have not seen it recently i could tell you there's two districts that are once 200 on a sub rate and one's 175. there were a lot that were at the 150 140. there were a few with the 110 what i think there was one at 100 so we were in the bottom quartile where before we were probably in the

middle third and so this is moving us back into the middle we are not at the top that's good to hear and as far as the pool of people i mean have we done any specific marketing to get them in here i know we're using um bsi esi thank you i could ask if dr polling has reached out with esi any additional i know they do some pushes some email pushes there's a lot of people that's registered not all of them are taking jobs at that time or they'll be going other places but i don't know if we do any specific specific marketing that you could address we did a job fair last week that was very successful and then we continue to push out through social media for hiring okay madam president member sourcing

bill i would add that we last year had several subs on our list who were still a bit uncertain about returning uh to the classroom and so we are hopeful that um as things have returned quite normal this summer that our sub who have not subbed in the past will return to us and i know that that all districts are facing that issue the same issue but i was just curious if we were doing anything above and beyond but that's okay um one of the things that you had uh uh mentioned and i want to make sure that i heard it right you were on page nine and you were talking did i hear you say certified would equal to eight percent uh uh madam president pro 10 members of the board so the board

previously in may approved a one percent increase if you look at the retention stipend went from three percent this the previous year to in september will be five percent so that's in that increase of two percent so now you're at three percent the board's providing four percent here is now seven and if you look at the dollars in the classroom site fund increase of a thousand on the average teacher is a little over it's one and a half a little more than one and a half percent so that's in excess of eight percent on their base pay increases now not all of its base pay because retention stipend is one time although it's been now two times in a row um and i may or may not have already budgeted in our sr funds for

next year but um but yes the the net increase right now is approximately on their base pay now a lot of teachers pick up a lot of different other extra sections or coaching or other stipends that doesn't mean their total compensation will go up there but their base payable all right so there's three okay i'm just adding up some stuff so as far as the classified salary did they you know classified so how hourly and classified exempt are my people you know i love them so um i'm just curious does it equal more for them also um madame president pro 10 members of the board the classified hourly this pay is set this uh go around to seven percent the previous was six percent for classified and so that's a thirteen percent increase thank you

that was what i was looking for yeah all right okay and uh the 2.0 officers excuse me security guards for each schools are over 2100 right yes 2100 um defined security guards madam president pro tem members of gunning board member soros inc bill these would be additional security guards to our current security guard staff at the school currently our ratios allow for four security guards per high school mr hicks and his department wrote for a grant that added a fifth to each high school whose sole purpose basically is to transport students to and from west bank for the program this would allow one additional security guard for schools above 2100 which would be valley vista high school and shadow ridge high school would be the two schools who would receive an additional security guard so

they would fall under the job description of our current security guards and these folks have i hate to ask this right now what type of training madam president defines madam president member services will hesitate to answer that question a bit so as not to provide information tactically that we would not want to provide but i will tell you that they will be trained through a program that we have are finalizing with mr yeager our new safety coordinator and so he'll be working with them our security guards main roles are to be visible staff throughout the campus to provide opportunities for our staff for our high school students to be supervised in areas throughout the campus at lunch in between in between class periods they also handle such duties as escorting students to the office from

the classrooms and those types of things i'll save this question through in another time thank you all right uh i think that was it for me regarding these i think that was it for me right now it may change madam madam president pro tem if i could just uh final comment i just want to thank the board for um considering this not acting on it yet but there are districts around the aggregate expenditure limit is still out there and there are districts that are holding all the additional funds they do not want to provide knowing that there could be a fight going forward with the legislature of allowing us to spend even though we will receive the money can we spend the money is a different thing and so i believe the right thing is

to treat our employees and our staff and to provide them the funding if we something happens negatively within ael we will deal with it at that time and we will work with our legislators our legislators have provided a lot of funding and the expectation is it going to our staff so i appreciate the board's willingness to consider all these increases all right thank you and with that i will make a motion to approve the additional employee compensations based on the meet and confer process including adjustments to salary schedules and memorandum of understanding language to be consistent with iba recommendations i'll second yep motion carries thank you next we have item h2 dr dean madam president pro tem members of the governing board member of cabinet and our community mr hicks will very quickly discuss this

item thank you very much madam president of pro tem members of the board acting superintendent dr dean colleagues and community members i don't have anything extra to add i will say i did add the rainbow report this year this meeting except i'm not going through it because as i noticed a gap that it goes from the 20 to 23 school year because i don't have the actuals from our afr for 22. it jumps down to 21. so there's a little gap so you could look at it i will update it again when we do our afr and then we'll have the three successive years that you'll be able to see so and as we already mentioned everything that we put into this presentation has been embedded into the budget and i have nothing additional to

say i didn't even notice that shame on me all right thank you do we have any questions all right i will move to approve the 2022-2023 revised expenditure budget motion carries next we will move to h3 dr dean madam president pro tem members of governing board members of cabinet and our community this evening we asked for approval in dysart's instructional time model per state statute the information has been provided to the governing board and our community through two public hearings in the last two board meetings all right do we have any questions all right with that i will make a motion to approve dysart's instructional time model for the 2022-2023 school year and give authority to the interim assistant superintendent for education services to submit the instructional time model plan to the arizona department of

education second motion carries next we will move on to request for future agenda items i would like to request an information item on the supplemental materials list for instruction anyone else okay we will move to j item j1 i will motion that we adjourn the meeting somebody better not vote no today motion carries we are adjourned
