at this time i'd like to call this regular meeting of the dysart unified school district governing board to order let the record reflect that all board members are present with the exception of tracy sawyer sink bill please rise for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all we're going to begin our meeting tonight with a public hearing our first public hearing is a2 fiscal year 2022 2023 proposed budget dr dean madam president members of the governing board members of cabinet and our community will turn this information to over to mr higgs good evening madam president members of the board acting superintendent dr dean cabinet and community members i'm
pleased to present our proposed budget for the 22-23 school year i want to thank the governing board for holding a special meeting to approve the proposed budget and for acting superintendent dr dean for doing an outstanding job on presenting the agenda item on june 16th it's a very crazy year for the budget forms timelines the legislature did not complete the budget until june 25th and the forums were not available until june 29th creates a little bit of a conundrum as stated at the june 16th meeting so that this budget still only has the two percent statutorial increases in it i would anticipate another budget coming really quickly around the corner i've already called an iba session for monday to begin the process of making a recommendation to the governing board i think it's also appropriate
at this time to also thank our legislators for all their hard work seeing the historic increases to our funding levels has a dramatic impact on school systems so i just want to thank them for all their time and effort i did send emails to them all thanking them for their time and effort so thank them for their time and effort all right even though i know that the governing board has seen everything we talked about we've been talking about for like two three months really this meeting this presentation is for our public at this time since they did not have an actual proposed budget to really discuss even though we've talked about what kind of raises where the increases are going for many times and the board approved that back in may this is uh
we continue to do this back to our regular budget process presentation for our community as with budget adoptions we always have a public hearing and this is required to be done by june 15 july 15th of each school year so here just give a context of our adopted budget i put in the previous year's ending budget and so we could see um the comparisons of where mno budget is at the time before we add the additional increases from the legislature we have a slight increase but as discussed at the july june 16 meeting huge increase in transportation special ed also had huge increases inflation is having an impact on a lot of our outsourcing and other areas and so that is trickling through our budgets the capital funds similar although this does not have the
increase in unrestricted capital as well the emergency grant renewal program that is the arizona school facilities oversight board that has a severe drop but this week i've already gotten three emails from the azsfob that already exceeds a million dollars it would not surprise me if we were back up to the 3 million mark from last year mr young has a great relationship with our liaison and works with them to start looking at these big projects quickly so you'll see roofing hvac maybe some flooring maybe some weatherization coming through pretty quickly and as our buildings are aging the azs f12b is stepping in to maintain them to help it that's a great benefit for us is we don't have to lean on our budget and or our taxpayers the next is our classroom site fund this
is the prop 301 fund this also has an increase and just as a reminder our governing board approved an additional thousand dollar increase for our teachers coinciding with this increase going through so now each teacher is eligible up for eleven thousand five hundred dollars in classroom site fund money so that continues to uh pass its way money not spent in the classroom site fund is i've gotten questions about what happens uh when because i have to assume everybody makes performance but not everybody does make performance it stays in the fund and it's recalculated for the next year and our balances and our calculations going forward our special projects fund this has the probably the most movement which is the decrease as our esser funds those one-time funds are being spent down and so you have
a huge reduction in the federal grant line going down from 70 down to 49 million state grants holding around the same and food service will still be operating uh 11-5 i know it's the same as last year but that is an increase from two years ago so we have stepped up our food service operations revenues and expenses and so that is going to continue into this next year as always we like to just post our website this looks a little bit different and you do have to click one more extra click to get to this page but our fabulous web page that looks amazing still holds all the good pertinent information so you can see historically all of our documents and all our financial reports and so we continue to post that and we continue
to promote that so that people go and take a look at them i know i like it i look at a lot of other districts and everything it's good information for people to have and then if it's all right madam president if we could open it up to the public for to see if they have any comments about our budget before we close the session yes at this time if any public would like to have any questions feel free to approach the podium not seeing anyone coming forward we'll go ahead and close out that public hearing and move to our second public hearing of the evening a3 dysert's instructional time model itm for 2022-2023 school year dr dean thank you madam president members of the governing board members of cabinet and our community last year
the legislature passed a bill that allowed for alternative instructional time models part of that bill includes a requirement for school districts to hold two public hearings related to alternative instructional time models and an adoption from the governing board after the second public hearing this evening we present information to the governing board as it relates to this alternative instructional time model about sundown mountain alternative program as the board will recall we are no longer offering k-8 online instruction last year we presented about k8 online instruction we are no longer offering that our online instruction continues moving forward back to our pre-cover days of our ischool which is our high school program students can enroll in our high school program either full-time or intermittently um with courses where they can take concurrent enrollment both in the building
and through high school but this evening we want to just highlight for the public hearing our sundown mountain alternative program and the elect elective courses that they offer we do offer mastery-based elective courses for our students in which they're able to take repeat courses that they've taken previously they have to attend the class at least 50 percent of the school of the day and they can test out of that class once they reach the mastery piece and that allows many of our sundown students to be able to catch up on credits throughout the course of a couple of years at sundown and allow them to either graduate with their their cohort or very shortly thereafter and so that's the information that we have to present on our alternative instructional time model and other than that
our instruction will look very similar to what did to pre-pandemic days this coming school year yes please all right this time any members of the public that would like to ask any questions or express any concerns please feel free to approach the podium and madam president i might add that we will bring this back on the july 28th meeting for the second public hearing and ask the board to adopt our alternative model at that point in time not seeing anyone approaching the podium we will go ahead and close out the public hearing and continue on with our regular meeting going to item c audience with individuals machefen do we have any we don't have any next we'll move to item d superintendent governing board updates superintendent update dr dean thank you madam president members of
the governing board dysart cabinet and members of our community this is an exciting time in the school district in the school year as our buildings start to come back to life again the last two weeks of june become very boring around here we have many our buildings are closed we have many folks on vacation and so it's an exciting time when our buildings start to wake up again and we have had a great two weeks with our dysart leadership team and trainings that we've provided to them over the lord the last two weeks we've had three different trainings for our dysart leadership team which consists of cabinet all of our directors our principals our assistant principals and our coordinators it's about a hundred people total and um we've had our last session today um just
an outstanding training professional development time with our leaders we're very excited about the school year they're ready to go um i think they were chomping at the bit today to get school started so we're excited about that additionally our exceptional student services department put on boot camp this week for our certified staff and paraprofessionals um and the paraprofessionals were invited if the pd aligned to their scope of work that was held at valley vista high school throughout the course of this week and next week they will continue to offer their summer seminar to our certified special education staff and that's a conference style approach in which they provide professional development for an entire week and i know that uh dr montano has highlighted that with a panel discussion of um a few attorneys that she's
bringing in and so we're very excited about that dr montana for thank you for putting that together and the last piece that i would add this evening is just a construction update to the governing board we have several construction projects that are underway probably the most notable are west point and countryside the west point construction entrance project is nearing completion they poured asphalt today the lights are up the street lights are up and we look forward to them being operational in the next few weeks the countryside bus loop project is also coming to completion and that's a project that the city of surprise undertook in coordination with their new city park for soccer fields and so they are they re redesigned a bit of that bus loop entrance and and repave that for us and
that should be coming to completion both asante preparatory academy and western peaks are completing roof projects and so we'll look forward to those being done and if you haven't heard we had a district office flood on sunday night when one of our fire sprinklers decided to malfunction and ran for a little bit of time as you may have noticed when you came in this evening we've turned the district office lobby into the new lobby of the district office um the great news is that we have a restoration company that's that's working quickly our insurance company provided authorization uh yesterday and so they're moving forward quickly we may be displaced for a little while but they're going to do a great job and and get us all taken care of and madam president that concludes my
report this evening thank you very much all right next we'll move to governing board update um just following dr dean i would like to actually thank dr dean and his team cabinet administrators everyone that's been working so hard this summer already it seems like we're constantly hearing about you working with your administrative teams around the campus i came in a couple times for different agenda review and different things and dr croto and dr assai are showing me and talking about all the things that they're doing on campuses um analyzing data already and working with teachers and their teams as far as you know what they can do to promote that student learning so it was really exciting and reassuring to feel like even though we're in summer there's just so much hard work going on
and i just really appreciate that so thank you all um cabinet and anyone who's been working this summer um to these efforts i really appreciate it anyone else all right we will move to item e motion to approve consent agenda items i move the board approve consensy consent agenda items as presented and amend an approved motion f3 to authorize the acting superintendent to sign the mou with nadaberg unified school district second motion made by christine pritchard seconded by crystal schaffen motion carries next we move to information discussion items g1 information on dyson unified school district safety protocols dr dean madam president members of the governing board members of cabinet and our community this evening we are very excited to present information on our safety protocols and introduce the board formally to two of our new
staff and i'm going to turn this over to dr croto thank you dr dean madam president members of the board cabinet and guests tonight we're going to go over some safety protocols with you for the dysart unified school district we have two gentlemen here i'll introduce craig and he can introduce jason but two new employees to the district and we're excited to have them they're working very hard and are doing a great job and we appreciate it so i'm going to turn this over to mr craig musee our director of student services um and we'll go from there craig good evening madam president members of the board acting superintendent dr dean cabinet members and community um we're very excited really to talk to you a little bit about the safety and operations here in the
district uh and and really it goes back to even before the start of july and i've been here two weeks and already we've already jumped in and started doing some things there was a lot of pieces in place but the assessment and the needs assessment has already begun and we're looking at what we're doing as a district and making sure that we have a good plan in place and that we're able to put the right protocols and procedures into action obviously this is an area that uh the community is going to be concerned about because we know that that's this is uh something that is taken very seriously um it's something that is obviously pertinent um to what is is happening um throughout throughout the country and so we want to make sure that we
have those protocols in place and be a model example uh for other for other districts throughout the nation wanted to talk to you a little bit about the actual emergency operation procedures um it all falls under arizona revised statute 15 341-831 and that requires that every one of our school sites has an emergency operation plan we have already worked with every campus in the district they had their templates um then they worked through making sure to provide the updates we've already received most of them they will have all of them in place by next thursday and we're making sure that those are already uh uh on board and that schools know how they're gonna operate prior to staff reporting the full staff coming onto the campus so we wanted to make sure that was that
was uh you know something that was completed so we an important piece as we talk about that is that meets the requirement of ade it also uh when we look at that through the department of emergency and military affairs that's one of the things that we have to have present not just there but even at the district office is an emergency operation and this is included under governing board policy 5.4 the uh as we talk about the uh safety and security comprehensive plans uh very it was very exciting to me uh to be part of the hiring process when we brought uh jason jaeger on board he will be our safety officer in the district he'll be starting a little later into august he'll be finishing up his his his job he works for dps
currently we are we are thrilled to have him his experience runs deep and he's done security that ranges uh from everything that's that happens within you know the current job with dps but also in handling security with even the super bowl and his has been a model for for many other places throughout the nation to come see so we're very excited for jason he's going to speak to you in just a minute and give you some of uh some of his perspective to these items that you're seeing right here but first of all i want to point out partnership with local law enforcement and first responders we've already uh met with and scheduled meetings with uh surprise and el mirage we just met with the surprise chief of police and and those sros we have
a meeting scheduled here coming up with el mirage chief of police and the sros there we're going to have on our campuses between the the high schools and the middle schools you're looking at eight different sros within the district um that takes care of the you know the surprise and el mirage high schools and middle schools and that's important that we have established already those relationships and begun to look at what that's going to look like on our campuses the cert and that term right there that you're seeing stands for school emergency response team they work together with the threat assessment teams to establish the protocol on each campus so there's people that are identified those principles are turning that information into us of who those members are prior to school beginning we already held
our first training today that training contained a lot of those pieces of information and what needed to be shared with staff members so we already inserted that we wanted to make sure that they knew exactly what needed to be presented to staff and what needs to be present on the campus and then there's going to be ongoing training as well a lot of our resources are contained for them to access through our website i do want to point out that and looking at the very bottom bullet there the safe hotline when you go onto our website you can find safety and every parent has access to that and there's a phone number present that's something else that we all made available to parents as well um just a couple of other things there um the
drills and the training is going to continue throughout the year we've already begun to look at single points of entry on campuses and what it looks like you know to make sure that the access to the campus and how we're we're establishing protocol for visitors um and also um what it looks like during the school day so we want to make sure that that's something that we're going to be checking on throughout the year and we'll have uh pieces in place and jason will speak to that in just a minute on the next slide but that's a that's another important part uh to what we're doing at this point i'm going to let jason address the board and he can speak to anything else here that he needs to say and then he'll move it
to the next slide thank you craig madam president members of the board cabinet and others uh first and foremost i want to thank you for your support of my position and uh hopefully i can make you proud for everything we're going to be able to accomplish over the next several years um i don't want to get too repetitive on what craig said but you can see up there there's a lot of things that's already in place when i got here i was very excited it's one of the reasons why i was applied for the job in the first place uh just to see the the uh the reputation of this district and everything that they do uh right looking at all the things that they have in place we certainly have all the baselines but
we're definitely not looking to be a baseline school we're definitely looking to be a model school like craig mentioned my plan over the next three to five years is exactly like he said i want people calling us from all over the country asking how dysart does it um we've got a lot of good team members already there he talked about the sros we met with them i was very pleasantly surprised to see their level of training it well exceeds that that i've seen it very a lot of other districts i think they've definitely had the right uh temperament in place when they decided a good balance of those that are good with students and also those that are tactically sound as well so i think we have a really good team um out there but
certainly uh we'll take care of everything else as far as uh the planning and the drills and the ongoing training um i'm just going to skip to this next slide here because that'll touch on some of the other stuff the biggest thing that we're doing right now is we realize there's a lot of members of the community that want action they want answers and so forth and we certainly want to do that as well but we we want to take a a structured approach we want to make sure that we're we're going through we're assessing everything first before we're making any knee-jerk reactions we want to make sure that we spend our money uh the right ways uh you know that that's gonna do something beneficial for a long term not just something to appease
anything at the short term so we're definitely looking through all of our plans looking through all of our procedures you know it holds true that a lot of times if you do the small things correctly the large things take care of themselves he mentioned that to have some experience with large events i've been the uh lead law enforcement liaison for the state farm stadium for about six years now had a lot of large events there and honestly it's it's the you know checking the the stairwells it's the making sure doors are closed it's making sure the people are on post just making sure that people are communicating all those little small things that if you get those right you know everything else is going to fall into place so i'm hoping to bring some of
those uh those concepts those best practices some audit procedures things of that nature to make sure that we're doing everything we can to make sure that everybody in the community that comes to our buildings whether it's teachers staff students and everybody is safe like you see that next point there talks about the safety audits uh we're gonna we're gonna be doing a lot of those we're gonna make sure that people know that we're available we're gonna be on all the campuses doing site visits uh we're gonna make sure that we we test them a little bit we make sure that you know what we're gonna make you uncomfortable a little bit now then make sure that you're prepared if something does go down and that way you can make sure that everybody is safe when
it does i've already talked about the best practices and expectations we have high ones and we're going to make sure that we continue to press those and get everybody up to uh what our expectation is but again uh just from our training this morning there's a lot of productive conversation a lot of good feedback uh everybody's ready everybody's glad we're having the conversations uh the eyes and ears on those campuses they're gonna hopefully feed us everything we need to know and then we're going to put our tweaks on it and make sure that we're giving them our expertise as well talked about the continuous training i'm hoping that by the end of this year they're going to get tired of training we're going to give them all different types of options whether it's virtual whether
it's live large scale small scale we've got a lot of great ideas that i think it'll really kind of drive everybody in and make them own it and that's what we're looking for everybody has to play a role in this it's not just any one person that's going to make sure that things are safe and we're excited to be part of that any questions madam president before we get into into questions i would just add a couple of other pieces the first is that there are several components of our safety plan that we don't publicly share and the reason for that is that that's our playbook and and we wouldn't just like you wouldn't share your playbook in sports with the opposing team um we don't share a lot of our safety plans so as
to not allow others to try to circumvent them but there are a couple of things i'd like to bring to the board's attention that are are currently underway as we move forward the first is we've spoken with the board previously about the fact that we are going back and hardening the front offices in our buildings um that project has started it's going to take some time to complete um the supply chain is not helping us in this conversation but that project is underway and so we're very excited about that component we worked with our architect on that and also ran those those plans by mr yeager and mr musee as well the other two things are the other three things i just want to point out quickly is that the state budget afforded dollars towards
grants for additional school resource officers we will be writing for some of those grants as well and so i want to let the board know that we will write for for those grants additionally we will be working with our local police agencies on two other endeavors these gentlemen mentioned some that we're already have in place right now and that we're working for but the other two that we'll be working with is one is we're going to reserve a parking space on all of our campuses for police officers and so when we have beat officers that are working a lot of times beat officers have to stop and write reports and so we're going to make sure that they have a reserve space on our campus that they know that they can pull in to that
spot if they choose to write their reports in their in their their car that's great but they'll be on campus a police car on the campus if they choose to do that the other thing that we'll be offering to our police officers is a location inside of each of our building to come in and write reports and again a lot of time with with with uh with beat officers is involved in writing reports it doesn't matter where they write them a lot of times and so we want to provide them opportunities to come into our buildings or into our parking lots and give them dedicated space so that they can write those reports so that we have them on campus and that our all of our community get used to all of our having officers
on our campus and so those are some very proactive steps that we're taking as we move forward and again i want to commend these gentlemen for the work that they've done in a very short amount of time and i want to commend cabinet on the on the the increased focus on safety as well and thank the board for their support and i didn't mean to preempt questions but i think now we're ready for questions thank you um i'm glad to hear that we're going to be applying for some of those grants so we can hopefully increase the sros to our team but i absolutely love what you just said as far as allowing that dedicated space for law enforcement you're right you know having to write reports whether it be you know in their car
or in a nice air-conditioned office their presence on campus that's just that's an amazing idea even if they're not officially an sro it still um definitely sounds like a huge benefit so thank you for thinking of that and putting that into play um i had the opportunity to just briefly introduce myself and speak to these gentlemen before the meeting and just to reiterate i've just heard some wonderful things about both of you very excited that you bring so much expertise to our district and obviously i won't ask you about it publicly because we don't want as dr dean had mentioned we don't want to expose any vulnerabilities that we may have safety wise but please as you tour our campuses and as you really jump in if you see any areas that put us at
risk or any areas where we're particularly vulnerable it's not going to hurt our feelings please we would rather know than risk lives you know or safety so please be vocal and talk to dr dean or whomever you work with i mean to make sure that if you see something definitely let someone know because we're we're trusting again all the expertise that you bring and again when it comes to student life staff safety we want to make sure that at the end of the day we can say we did everything we possibly could so welcome i'm glad to have both of you here thank you any other comments or questions from the board i just have one you got you uh the comment about the grants that got answered so that's exciting that we apply for
grants for the other schools but i do have one question could you please talk about the hotline who answers it um or is it a recording and then how often is it checked yes madam president members of the board um the uh the hotline and i haven't actually like you know called it or tested it or anything else but uh that is a there's a hotline where it does it's a message that immediately comes to um to our to uh to our address so i'm going to see that pop up immediately so it's connected and then we're able to respond in that there may be other connections and and i might want to refer to dr croto on that piece if there's another connection that i'm missing on that but the intent is for us
to receive immediate to receive that immediate notice and so that uh showing that it's from this um the support line and then that way we know that we need to take action madam president remember grant i might jump in um as mr musee he just has a couple weeks of experience with this and this is a department that i used to supervise so the safe schools hotline um rings to mr musee's department as he stated and it's monitored by both himself and and the administrative secretary three in that we also have an online safe safe schools report that when filled out and submitted submits immediately to the campuses as well and when i say to the campuses it submits to our school administration and so there have been times where it's been nine or ten
o'clock at night and and we're working with school administration who's contacted us about a student in crisis or a potential issue the next day and so you know i will say that the safe schools initiative that was created by ms winterstein is has been a success in our school district and will continue to be so under mr musee's leadership as well anything else i do i want to say sorry i would like to say thank you to mr musee and mr tell me your name jaeger thank you names you think i'd be better at that being a teacher you know um so thank you guys thank you district leadership and i also want to say thank you to our sros and thank you to our el mirage and our surprise police departments for partnering with
us and just being willing to come on campus and do those reports in those spaces and make their presence known i want to say thank them thank you for that and thank you for putting this emphasis on safety and for communicating that to our administrators they've got so much going on and i feel like this has come to again to the forefront so i really appreciate that emphasis thank you very much next we move to action discussion items h1 recommendation to approve the appointment of elementary school assistant principal dr dean madam president members of the governing board members of cabinet and our community we are very excited this evening to recommend to the governing board two different people in h1 and h2 and i'm going to turn this over to dr polling good evening madam
