0022022-2023 proposed budget dr dean thank you and good evening madam president members of the governing board cabinet and community members um just as a reminder to the board both mr hicks and ms bedell are off on uh actually they're both on planes as we speak i'm starting vacations this next week and so you get me for information on the proposed budget i'd like to thank the governing board for making time for this special meeting the state approved budget forms were not available until very late last week and i would like to publicly acknowledge and thank miss podell for working through the weekend to make sure that our proposed budget was completed and on time for this special board meeting the proposed budget is required to be approved at least 10 days prior to the adopted
budget and by july 5th of each year this allows the community to be able to review the proposed budget before it is adopted i would like to note that the the proposed budget this evening will be the same budget that will be brought forward on july 14th to be adopted as the adopted budget cannot be greater than the proposed budget as a district we have always brought the same budget back to the board for approval following the proposed budget this proposed budget is based on 22 340 adm it includes the 2 percent that is statutorily required to increase the base level and we are using the same special education weights as last year all of the iba recommendations that were approved by the governing board have been incorporated into this budget i do want to
know and make sure that the board is aware that this budget does not include any of the discussions that are currently being held related to various increases that our legislative our legislature is considering the adopted budget will not include any of these increases as well since the adopted budget cannot be more than the proposed budget should the legislature provide additional funding beyond the 2 percent that is statutorily required then the iba process would be used to make a recommendation to the governing board and a revised budget would be brought back for consideration at a later time as it relates to mno the six percent increase to our classified staff is increasing various budget lines but the two biggest increases are transportation and special education transportation increase is driven by inflationary costs mostly being related to
fuel we're currently paying substantially more in fuel now than we were previously and special education is also experiencing inflationary increases to services that are driving the increases involved in the budget the capital budgets are down just slightly from last year federal and state projects include all estimated carry forward and known allocations the other federal project which is our esser budget line is down as we continue to spend our esser funds other funds are all in line to previous years and are slightly adjusted to this proposed year again we want to thank you for allowing just a quick overview here once the proposed budget is approved we will follow all the requirements for posting and submitting to ade and once again this proposed budget will be presented at the public hearing on july 14 2022. thank
you any questions or comments from the board i too want to thank mary spidel and her team for getting um working through this and getting it to us right away in order to get this taken care of um i did have one question but it had to do with compensatory instruction and so i can wait until i speak with um dr montano thank you madam president members sorry sinkhill might be the best approach uh and and i would echo again your your thanks to ms biddell and her team we are fortunate as a school district to have an absolutely outstanding financial team who do a great job of providing a very conservative approach to budgeting and keep us in compliance with all laws absolutely anyone else this time i move the board approve the 2022-2023
