001and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you and let the record reflect that all board members are present and before we begin I'm going to read a statement that's been prepared by the district public meetings are an important component of Dysart Unified School District governing board members sit together on a common platform to exchange views and opinions and reach Solutions benefiting the Dysart Community behavior of participants and guests at a governing board meeting is important to the successful governance of the district Dysart respects the First Amendment rights of community members to share their comments with the board through civil discourse in that vein the following rules will be followed all present will demonstrate behavior that reflects respect for self and others disorderly
002conduct that interferes with the education processes of the district ARS 13-2911 or failure to comply with reasonable requests will not be tolerated any person who engages in disorderly conduct ARS 13-2904 will be dismissed from the meeting trespassed by law enforcement and or arrested thank you members of the board if I could invite the board to come down in front we are going to do a very special celebration to wrap up our 100th year Centennial anniversary so this has been a historic year for many reasons I mean there's a lot of things that we could add to this year to say that this was a year to remember or not but one of the things that we're celebrating tonight is something that we've been looking forward to for a long time and that is our 100th
003year anniversary so throughout this year we've been doing a lot of celebrating we haven't done everything because of some of the limitations but we have had themed Spirit weeks we've had some special lesson plans some art projects um some special presentations schools have done fun things counting to 100 different lists that we created with Athletics and some of the historical events over the last hundred years but we want the community to know how much dicer appreciates all that has been done prior to this year there are a lot of people that have gotten us to this point and we appreciate the the Legacy that has been left for those of us who are in Dyson right now you see around town that there are some banners out on the the light poles you see some
004signs on buses and on some of the buildings we would have liked to put a banner across the street and had a big old traditional parade but some things just weren't possible but we would like to thank the cities of El Mirage and the City of surprise for being so supportive and actually participating in many of our celebrations throughout the year we asked a lot of people to share their memories and we have looked far and wide to find somebody from the first graduating class we couldn't find anybody but we have had some Extraordinary People along the way who have made a big difference and this evening we have a very special guest here and that is Margaret Truman Baker and Margaret has her own family Legacy in Dysart her father Jack was a governing
005board member all of her siblings went to Dysert schools I believe your children all went to Dysart schools and Margaret herself was a governing board member so Margaret if you would like to come up here one of the things that we are doing that I think is kind of special is when we see somebody who's doing extraordinary things we like to recognize them for being extraordinary so I'd like to present to you with this extraordinary pin and extraordinary if you would share this with the kids all the time what is extraordinary and we break it into two parts there's extraordinary so Mark you are extraordinary and we appreciate all that you've done for us but I'd like to invite you to share a few of your thoughts and some of the memories that you have
006of dicer you're taller than I am good evening to everyone especially you school board members I know a little bit of what you go through but of course back in the days I was elected in 1970. we didn't have a setup like this so um it's a it's really such an important job that you have and I would say um hang in there basically I know there's a lot going on but um it's really a pleasure to be here tonight to celebrate dysert's 100th anniversary as Dr Kellis mentioned my family and I have quite a bit of history with the Dysert District since 1947 and I'm so happy to be here tonight to celebrate with you and as a history lover myself these projects are very special to me in preserving the district story for
007future Generations I'm very active in the Arizona historical society also both my parents are natives of Arizona um so Dysart was officially established on July 16 1920 as Dysart public schools by Nathaniel Martin Dysert it was initially a one-room schoolhouse with less than 10 students in first through eighth grade in the 1950s as the district population grew the Dysart Elementary campus was expanded again and again but the population continued to grow especially additional growth in Surprise El Mirage and Luke Air Force Base so three additional elementary schools were built to serve those communities in the 60s a high school was built for the first 40 years all the graduates of Dysart Elementary School had to travel to either Peoria or Litchfield Agua Fria to go to high school so finally daiser built a high school
008and the first ninth grade students started Dysart High School in 1962. I have some fond memories of this time some of my younger brothers and sisters were I'm the third oldest of 12. so they were still in at dicer school and I'd gotten out in 1955 from the elementary school but um uh I have some fond memories at this time because Mr Northern the long time superintendent that used to come to our home all the time to have my father sign documents because my father was on the school board and the high school was being built and there was conversation about what might the the mascot for the high school be and we were talking about it and the idea of the Demons came up because of the Hot Stuff hot sauce so anyway I
009guess my father brought I guess my father brought it back to the board and and then it was approved it's hard to remember all the details that long ago and I just really loved us uh being a student at nyserd elementary because we had so many fun activities outside of the classroom time I really think maybe students nowadays really have to work so much harder than we did we had really a lot of fun in school but in 1977 when I was on the board the dicer Unified District was established prior to 1975 districts were required to have separate districts in Elementary District and a high school district that was uh by Statute so the legislation was changed and now Dysert became a K-12 unified system which was just a very important development for us
010here so growth continued in the West Valley and in 1989 Kingswood became the first school built in the City of Surprise home builders were rapidly buying up land the Farmland is just disappearing very quickly and building at a rapid pace and in 2001 hyper growth began in the district between 2002 and 2010 14 elementary schools and three high schools were built if you can imagine building 17 schools in eight years so today as the Dysart Unified School District celebrates its 100th anniversary and now has a community of nearly twenty four thousand students when I was on the board I think we had three thousand five hundred so it's really a lot of change um and that's 24 000 students pre-kindergarten through 12th grade the district encompasses a massive 140 square miles and is home to
01124 schools a preschool and an alternative program so so much has changed over the years and I'm just really proud to have been part of the Dysert um development and growth and to see all this progress It's really been very dramatic and I really say kudos to all of you who've worked so hard to make this celebration possible [Applause] well thank you Margaret and I'm going to invite the board if you'd like to come and stand at the table and our word president Densmore is going to make a few remarks thank you so much Mrs Baker we're so happy that you could join us tonight on behalf of the Dysart governing board it is an honor to be a part of the special Centennial year Dysart has a rich history of serving our community and
012we are so proud to be a part of it each school and the district has put together time capsules to be sealed this year tonight I get to share with you what items will be placed in the district time capsule and I would like to invite my fellow board members and superintendent Kellis to assist me first we will include some documents that describe our history important dates achievements and awards directories and records of superintendents and governing board members some of our Publications will also be included like Dysart achievers Community connect magazines and annual reports along with historic and recent news and budget reports we also have some items that give a glimpse of what this specific year a pandemic year was like for us with hand sanitizer and masks along with a cost comparison for
013items in 1920 versus 2020. a list of current buzzwords or slang and what they mean that makes me a little nervous and Billboard top 100 songs and last but not least some items that celebrate our Centennial year such as lists of 100s graduation medallions commemorative Dysart items as well as our coveted Dysart extraordinary pin and sticker as Dr Kellis closes the Time Capsule I officially declare it ready for future generations to discover [Applause] well thank you governing board and thank you all for sharing in this historic event again I'd like to thank everybody who was involved in the Centennial our public relations department has had a full year of planning unique alternative things to to be able to help us to celebrate and thank you Margaret for for being here this evening I also like
014to thank all about science who gave us this awesome wrap and this is going to be displayed you used to bury these I think their time capsules buried all over the district and nobody knows where they are and sometimes they would put them in walls and like drywall them up and nobody knows where those are so we're going to keep this out and in a display case and in about 50 years we're going to reopen that but congratulations to Dysart and that concludes our presentation thank you all right next we have item C1 action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further discussion consideration and decision or later date in order to facilitate accomplishing the business
015of the district in a timely manner a time limit of three minutes will be imposed for each individual group addressing the board when you approach the podium please state your name for the record and tonight we have Mr Tom Bannock good evening superintendent Kelis Madam president Densmore and members of the board my name is Tom vonick and I am here on behalf of the parents and other concerned citizens of this District to present you with this due notice this notice is being given in response to the mass mandates that were implemented in the classroom along with the distance learning programs that were adopted by the district at present the mass mandates have been listed and the children have been allowed to return to their classrooms but we as parents want to make sure that the
016district does not return to those policies and practices we also want to be assured that under no circumstances will our children be subjected to any sort of covet testing or vaccinations without the express written consent of a parent or legal guardian and I'm not going to read this entire thing because I'll I'll use up my three minutes but I will hit a couple of highlights ARS 1-601 the parents Bill of Rights States a the liberty of parents to direct the upbringing Education Health Care and mental health of their children is a fundamental right B the state any political subdivision of the state or any other government entity shall not infringe on these rights ARS 16 1-602 D states that unless those rights have been legally waived or legally terminated parents have the inalienable rights that
017are more comprehensive than those listed in this section the rights of the parents of a minor child of minor children shall not be limited or denied therefore based upon the existing legal bound State Arizona revised statutes along with the Arizona Constitution and federal civil rights act it is required that all school districts and or charter schools within the State of Arizona comply immediately respecting a parent's right to choose whether to have their children be coveted tested vaccinated or wear a face covering in any school or on any bus without segregating said children by forcing them to have a less equal form of Education such as online learning distance learning or any form of Education that would segregate the child from the brick and mortar schools in which they are enrolled denying a parent or Guardian
018to make this decision is in direct violation of the state law and the federal civil rights act that's all I have thank you next we have item D1 superintendent update thank you madam president and members of the board members of the cabinet I'm just a couple of very brief reports we started summer school this week we have I want to say about 100 to 200 students in 12 of our elementaries and in all four of our high schools so that is amazing um we have been in the schools and seen that there's some extraordinary construction going on and this is an opportunity for students who struggle during the year because of whatever various reasons for them to catch up and to be prepared for school again in the fall and there's also a lot of
019Maintenance and construction projects going on and like to thank our maintenance crew and specifically Bob Young for his coordination of all these projects it is a daunting task and so we appreciate everybody who's doing extra work this summer it's not a summer vacation for a large majority of our employees that's all I have to report thank you next we have governing board update start with you Tracy if I can get this on um I just wanted to um continue to offer my condolences we did have a staff member to pass away at the end of the month of May Rachel Kelly wonderful teacher she'd been with the district for many years and uh so her service excuse me her celebration party was this Monday just passed and so it was great to see people that
020were there um we knew it was supposed to be a party that's why everybody was festive and Ward upbeat colors and everything but uh um it is it's kind of hard when you have a friend to pass away it's hard when you have a family member pass away but it your family does reach out into the community and especially when you do have a teacher or a staff member to pass away so please keep her family and her co-workers at Asante in your prayers that's it thank you I have one yeah I was fortunate enough to attend the growing Minds preschool graduation and that was super cute I just have to say those kids were so cute they looked so nice so good job parents they looked really nice and it was really cool to
021see how many of our preschoolers wanted to be police officers when they grow up that was great thank you anyone else all right next we have item E1 go ahead I would like to move that the board approved consent agenda items as presented with the exception of item F1 and f8 which will be moved to action discussion second pop-up at work I'm not sure it finally did okay sorry motion passes all right and we're going to move to item G1 Dr Kellis thank you madam president members of the board and members of cabinet this evening I would like to provide an overview of the continuous Improvement plan presentations that all of the schools gave this last spring um just to give a little bit of a background on what the why we do cips CIP
022is continuous Improvement plan some districts call them sips for school Improvement plans there are state plans that are required for Title 1 schools and some of the other federal grants so there's a lot of plans that are out there with acronyms these CIP plans are an opportunity for the schools to present their planning the execution of their plans and then the reporting of their plans and the CIP reports are an opportunity for the schools to meet with the superintendent and to provide the information from their goals and to share their celebrations from the year and also to share some of their challenges and then an important part is what are they doing what's next and it's the then what question every school CIP used a template that was provided to them the first one academics
023was pre pre-filled by a research Department with all the data and then the schools filled in all the rest of these slides with information from their specific schools the the board has seen this information it's been provided as part of an overall bigger report but just to share an example of some of the data that was presented by the schools this is The Benchmark data you see it says Benchmark three the schools give three benchmarks throughout the year these are assessments that are what we call could be summative assessments given that they're the time in between them and how they progress from year to year same as in math and as we get this data we have conversations in these CIP meetings about their plans how they are responding to the data and what they're
024going to be doing going forward for the high schools we are doing a lot to help students prepare by taking credits in elementary school this is an exciting report that we asked all the schools to give information about is how many credits students are earning in elementary school these are high school credits so you can see it varies from school to school some of the schools it is they're part of their signature program that they offer high school credits you can see on the side of the screen all the different courses that are offered these are not offered at every school but every school does offer algebra and then you can see the bottom of the of the chart how many credits were earned just as a point of clarification these are not full credits
025these are half credits so if they're in the first semester of a class they get half credit second semester half credit so um that's just so you understand what those numbers are actually reporting the benchmarks also are presented in the high school level um you'll see Benchmark one and two you're not seeing a benchmark three just given the timing of of those and with Asia Merit but you can also see school by school the comparison if you look comparatively you take Benchmark two Benchmark two Benchmark two and that would give you a good three-year Trend data for each of those different courses this helps us as District leadership to understand not only school by school but as a district where our attention needs to be and what resources need to be developed and distributed throughout
026the district you I'm sure familiar that we now use the act as the high school state assessment um you act you're if you have kids who've gone through the ACT you know that you can't get a 42 on the act so this is an act like test that is used as a benchmark to help prepare students and teachers for the actual act State assessment every school reports on goal a which is academics and this is just a summary of all the school presentations um some of the activities that it's kind of a mixed bag because we're saying that key processes or activities is to accomplish their academic goals was to work with West Ed on DLK which is depth of knowledge and yet with the pandemic we had several months where we were locked down
027to having visitors come into the classroom to doing classroom walkthroughs but then towards the end of the year that opened up again and so we were able to have these Consultants come and work with with individual schools but the West Ed is a education laboratory research laboratory about best practices for instruction they are helping schools with identifying ways to improve depth of knowledge instruction and with engagement the professional development trainings that are offered not only by West Ed but by our own professional staff PLC is professional learning communities every Monday schools have a half day and the staff meet together in these small professional learning communities the professional Learning Community could be a grade level of three teachers at the same grade level it could be in high school it could be all of the
028English Department um it it's a group of professionals who come together with a common purpose to review student information their data leadership instruction and then do some planning as that group on how to move forward with their data measures of success for the academics again this is a summary of what the majority of the schools are using these these measures is their walkthroughs with West Ed and the administration the data that they're tracking from benchmarks from quizzes we call those formative assessments unit tests as well as summatives such as the AZ Merit and the benchmarks culture and Leadership the summary of what the schools were reporting obviously this year things were unique with culture but what they had planned and were trying as hard as I could to implement was um keeping the communication flowing
029well with students and parents trying to keep them engaged as much as possible when things weren't able to be done in person uh PBIS is a leader in me these are basically relationship Behavior modules and and programs working on their professional development calendar was a challenge because they could have had the whole year planned out to have these engaging activities with staff and then had to re-configure those to do those either virtually or in a hybrid model where somewhere in person somewhere in line online social emotional health you may often hear this as SEL social emotional learning we are looking at this more as a global social emotional health to include not only students but also adults and making sure that everybody is is ready to be back in the classroom measures of success primarily
030surveys either schools based surveys or district-based surveys we've met with the parent councils and they struggle to have parent activities but they still track their their attendance numbers and and try and plan have tried to plan some of those things that are in alignment with the the pandemic safety and you'll probably be seeing that these align with our district goals as well there are things that still happen we still did fire drills we still did lockdown drills um there are still enforcement of the policies that had to do with student Behavior and you'll notice if you haven't seen the data already that student discipline was actually quite low there was a kind of a mellow tone over the district with the discipline Matrix tabletop scenarios while this was planned as a as a very effective
031safety strategy a tabletop scenarios where you bring the fire in the police departments and you go through a a scenario or a situation and you walk through it around a table you don't actually Evacuate the school and have parents come pick up their kids or do all the things physically but you say okay if this were to happen this is what we would do we have met with those same fire and police departments and everybody's excited to get those restarted again but these are the things that were planned the dicer Essentials trainings are online trainings for employees there's a different set of six seven modules every quarter that hit just in time trainings for all employees things like mandatory reporting things like child find things like bloodborne pathogens these are trainings that not only are
032often required by law but also are just essential for our employees to to be familiar with so we as I mentioned also want to know what are the challenges that the schools face um [Music] without exception overwhelmingly every single School obviously was challenged by the pandemic um you'll see a lot of these are related to that one of the things that is most frustrating to many of them is their test scores and while we had no school in person to start out the year we transitioned over several weeks to bring students back we still had the hybrid of both online and in person as we carry that throughout the rest of the year in the spring we were able to bring more back in as we encouraged students to come back to school but just
033because of the year we saw a lot of frustration over the the performance the achievement of students who are online um the concern over that loss of learning even some in the classroom struggled that's why we have so many in summer school right now so the the value of the PLC being able to do that in person we did not want them meeting in small groups huddled around uh six or eight teachers huddled around together in a circle so those effective plc's were difficult working with DLK the depth of knowledge and having trainers come into the classrooms when it wasn't possible to have visitors on campus um English language Learners and exceptional student services scores were frustrating to schools after they had seen some great gains last year tier one and tier two instruction though
034and RTI response to intervention again these are all the the instructional challenges from the pandemic but then beyond that there is a marked decrease in parent involvement helping parents feel like they could still engage with the school virtually while they weren't having all the in-person meetings and then the social emotional health so emotional health manifested challenges in many ways it was depression it was some self-harm it was just apathy it wasn't unique to any grade level and I wouldn't say that it was overwhelmingly out of out of sync with any typical year but it was felt and there was as I mentioned before kind of an overlying tone of of somberness throughout the year there are some great celebrations some schools saw some great success on their test scores with the level of instruction that
035they were able to do online that they were able to some felt like they actually did get to a deeper level of knowledge while teaching online we did some amazing things with the Arts and Athletics um we as we'll see later on this evening reached more state level competitions than we have in previous years expanding the high school credits for the 8th graders being able to get West Ed to come back the teaching learning Specialists were able to coach teachers through this very up and down year of instructional strategies our teacher retention was was very very impressive yes we had teachers who left throughout the year as they reached their Max but as we look at coming back next year we're actually very pleased with all the teachers that are coming back in huge kudos
036to the social workers for all the work that they have done not only helping students and families but also staff get through some very challenging days so all the CIP presentations were recorded they are available on every school website every school plan is also on each school's website there's a district site that has all the video recordings and the plans available in one spot for anybody in the community who would like to go back and view those those presentations they were held exactly to 30 minutes every single one um so 30 minute presentations and it was a good season for for reflection through the continuous Improvement plan presentations be happy to take any questions are there any questions from the board well I will have to say Dr Kellis that uh your time keeper Dr
037croto kept everybody in line regarding the five and the two and the one um but quite honestly that that that is a lot of information in order to try to put it into 30 minutes and um quite honestly we would have been able to continue talking and talking about the challenges that each of the schools had or the noticing that your number of referrals that went from a teacher to the office had diminished each of the schools could have put a lot more into it and we probably will still be discussing it but each of the cips that I attended um the principles and their leadership teams gave us a lot of information and um I just thought that they were they're very well done they knew the areas that they struggled with they knew
038that the benchmarks were not where they wanted them to be and I know that they were going to continue to focus on all of those areas and so I I am interested to see next year when we come back what gains not losses what gains they have had from last year to this year coming up it's it's going to be a lot of hard work but I'm confident that our our Administration will be able to go ahead and move forward when but yeah a lot of refocus and numbers that they weren't pleased with and it's a lot of stuff to grasp it's okay thank you moving to item G2 Dr Kellis thank you madam president members of the board um this evening Administration would like to present to the board a summary of our district
039goals report and the measures the board received um I believe it was last week a week and a half ago a document in your email that had over 99 pages I guess if it's over 99 then it actually just it's over 100. 106 pages of of data and obviously we don't want to go through Page by page of those 106 pages but this is a summary of the the progress on the goals and measures and Dr Jane wiefrich will present this data good evening Madam president board members Dr Kellis and cabinet thank you for allowing me to present tonight as Dr Kellis indicated this is an overview of the large document that you had received earlier it's on so this is a short overview of the goals each goal has a set of measures and
040they were included in the packet that you did receive measure one every school will be in a we did not receive a label last year and unfortunately we will not be receiving a label this year growth data does come out in September of this year so that will be figured and we will probably research will be presenting that probably in the October meeting measure two this is your high school four-year cohort graduation rate the 2021 cohort data is not available until August every year when we do this or we talk about it I remind you that graduates during summer school continue to graduate therefore the state does a post 80 doesn't post the actual data for this year's graduation rate until after August so measure three has to do with the Athletics and arts performances
041in your packet that you did receive there was a little more information obviously a lot more information it was 106 pages on each of these measures but this is the quick overview in our Athletics we obviously did had a wonderful year athletically and there are information that isn't included in your packet that I just wanted to add into them because that came in late and we just received some of this information so we did have an Arizona Gatorade Player of the Year in the Valley Vista High School girls basketball program Marissa Davis Shadow Ridge High School had state champions in decathlon softball region Champions and state semifinals Willow Canyon Had State runner-up in pole vault Valley Vista Had State runner-up in 110 high hurdles and the 4x100 relay and again Shadow Ridge Boys volleyball State
042Playoff qualifier so we have several things about eight things that we would add to this presentation and add to this slide if when we update it we'll make sure that you get all that information again kids just continue to do really great things so measure four it's about the extraordinary experience that we want all of our stakeholders to have ensuring that they are satisfied and um as you can see from these numbers I will tell you in a quick explanation you see three sets of numbers in the percentages that is 18 19 1920 and 2021 so you see three years for instance on the first bullet point 91 94 80 percent so again these are the majority of parents believing School Safety and Security and I think that one is an actually interesting number and
043we included in this slide because even with covid in the situations the board were presented with with kovid we still maintained or improved in a lot of those areas measure five um working with the sfb the state facilities board and eligible grants the finance departments Mr Ken Hicks continues to active actively pursue ways to save money in our district so those are the budget expenditures and then the renewal Grant I will tell you that for this year's renewal money it was over um 2 million but there are two more approved projects that did get approved but haven't been funded which would probably upon funding push that number over 4 million so there's a lot of money being saved and well spent again all of these um are really well explained in the packet that you
044received and if you have any questions on that packet I'm happy to answer them or any questions regarding this presentation I'd be happy to follow up on that I do have a quick question so as far as measure one and one in my two we won't have the correct data for those for a couple more months correct measure one yes measure two you would have to go through each piece because some of that data is there we collect every bit of data that we can and present it to you and we only hold back on the things that we don't have yet or haven't been finished by the state so technically the graduation rate won't be available until September or correct that oh um the State of Arizona indicates that we have through August to
045post all graduates so we have kids that maybe have one class they're still going to graduate with their cohort okay so that part of measure two we can look at that in August as well as measure one correct yes just for clarification we won't have letter grades this year and growth data will not come out until September so you shouldn't be expecting any kind of growth data or anything that comes in regards to a labeling system that they're not going to label this year but any of the data that would come with that until October so are we going to keep measure one um for the following year assuming that we will have school letter grades and then um I guess is the data that's coming out in August supposed to supplement measure one the
046data that comes out in August will supplement measure one and we'll be able to provide it to you in a couple of different ways we just will not have school labels and absolutely Ade has been very um firm about the fact that school labels are not going away that we are going to have school labels and we will be achieving them and they will back be back in place thank you you're welcome um I just have a and it's probably in the packet and I just don't remember because of certain things on when we go to p and I'm sorry well measure two when it talks about the industry certifications on Valley what would what cause valleys to jump to go from four seven zero to 89. member Grant Madam president let me look and
047see what page you are referring to um just measure two it's on the slide for measure tune yeah and Mr grieshaber maybe you can share what amazing things that were happening at Valley Vista I'm sorry are you talking about the district total are you talking about Valley Vista okay and Industry certifications so 18 1990 yeah so if you look at Valley it goes four seven zero 89. I don't see four seven oh four or seven zero I I heard 470. it's about adding programs it's about adding completers so um but what made it go see where it goes four seven you can join me Jim I'm sorry so Valley Vista in 1617 had four completers 1718 had seven completers 18 19 had zero completers in 1920 had 89 completers certifications so since Valley Vista has
048on public safety and fire science their kids have to be 18 to test for certification so those two programs wouldn't count within the certifications so I will also say that our turnover and teachers um at Valley Vista has affected our certifications also so we've hopefully taken care of that we actually had no teachers leave Valley Vista this year so we should be able to increase our numbers into next year for instance we have a marketing program the teacher was on leave part of the year last year didn't come back we hired a new teacher in December we offer rise up which is an industry credential offer by Ade through all of our other three high schools we weren't able to offer that certification because not having a teacher in the classroom so is there some
049I mean 89 that's a that's a nice number and that's considerably higher than the other so is there something that's more popular there that isn't offered at other schools culinary culinary culinary we have 600 kids that's that's the that's the program that's well everybody needs to cook absolutely okay it's a great skill to have that's right thank you Mr grieshaber any other discussion [Music] okay thank you very much next we have item G3 information on survey results Dr Kellis thank you madam president members of the board members of cabinet every year Dysart administers a district-wide survey there are actually several surveys one goes to students one goes to parents one goes to um and there's actually all the employees are broken into different surveys as well into their different employee groups so again Dr rifrich
050will present a brief overview of the survey results foreign president board members Dr kellison cabinet thank you for allowing me to present tonight this is the survey results Dr Kellis did cover all of this result all of the surveys that we do do um these are the this is the parent survey that we will start with please look at the increases in participation we complete this parent survey in April and in April we had 22 616 students in the district but we had 13 879 primary households this gives us an exceptional survey response rate of 25 percent which is an increase of three percent over last year and I don't know anyone who does a lot of survey data anything in up of 20 percent is usually generally really good you hit 25 you're doing
051pretty well with it so we're pretty happy with our 25 rate I know that it would be a wonderful thing to have 50 percent rate but I'm going to tell you very honestly it's almost unheard of so we do pretty well at it these are our celebrations for the parent survey during the year of covid our survey shows stability with our parents again you are going to have the three numbers in a row it is going to be 18 19 1920 and 2021. so you can see from the numbers there we the parents do feel that they're treated with respect they do have a low Conflict for their children our facilities remain to be outstanding parents continue to be satisfied with the overall achievement of the district and the superintendent in our overall area satisfaction
052ratings continue to be above the 80s we always have some opportunities that we look at we continue to look at areas that we can improve in and make a difference and again I show you the three years on everything on this so you can see these next we have our student survey responses we had 8572 responses it's important to note on this that not all students identify with a school and and so they will answer all of the questions but leave their school blank and that's why you see some difference in the totals I just wanted to be able to say that because someone's going to say well you said 8572 responded and I only see 8 235 there and that's because student doesn't specifically name a school and so they answer all of the
053questions without aligning with the school so these results include some of the following highlights are the low conflict clear understanding of expectations to graduation and a big one this year was the teachers adjusting to the learning needs um which was unique in the time of covet and all of the um adjustments we all had to make we also have opportunities in our student surveys we continue to want to see these numbers grow we always have a question with the counseling contact data we've researched this a couple of different ways and I will tell you that counselor contacts this past year were 29 609 these contacts were in-person email or telephone or mail and do not include classroom presentations so we still have students answer that question that they've not met with their counselor when we
054clearly show through our system and infinite campus in the PLP and some of the systems we use that we have over almost 30 000 contacts with students this year employees survey responses we do school staff and then we do the DLT District leadership team staff you can see that both of these had a slight decrease in data completion rates this year our numbers dropped just a little bit with our completion rates so the overview included the confidence in their supervisors communication increases in teachers utilizing those multiple methods to reach students and those all of those continue to be high all indications still verify that employees are confident in the district and proud to be employed at Dysart Unified both School staff and District staff so top three words in both departments in the school's cultures
055it's um it's interesting because the Survey System we use pulls this data for us so um culture of schools family positive and supportive last year it was family positive and supportive in the culture of the Departments within the district collaborative supportive and family and in the previous year collaborative supportive and positive I will tell you that all of these surveys are anonymous we do not um I'm I've been Dr Kellis has been very um adamant about people being able to say what they feel and not having any repercussions from that so we collect this information in ways that there's no traceable back we do share information with schools but they they're not able to identify through that information and so we take a lot of pride in these surveys and making sure that they're confidential
056in our employees and our students and our parents know that and they can feel free to share with us whatever they need to share with us so we have employee survey opportunities here we have some overall themes and celebrations um we continue to try and increase the response of the survey we continue to verify and make sure that it does stay confidential in all ways possible we continue to provide that safe environment for staffs and students as a district our facilities continue to be outstanding as always we always have opportunities to grow and to continue to make things better we did reword we did look at things we we try to identify uh better areas to get better definitions so people include group presentations and continue to look at areas that we want to improve
057in so we are we continue to put the surveys out to monitor them closely to gather all the data and to provide all the data to each of the schools each of the cabinet members in the board and the public so that's the presentation on the surveys do you have any questions for me just a couple um the I guess I'll work backwards page 14 the overall themes and celebrations can you explain the last bullet we took advantage of eliminating some neutral answers sometimes in our student surveys when we say very satisfied satisfied don't have an opinion unsatisfied very unsatisfied kids will say don't have an opinion about a lot of things so when you take that don't have an opinion out of there that neutral and force them to kind of think about the
058question and answer it we we took some of those away on our student surveys because we found that we were getting a whole slew of students that would just say no opinion no opinion no opinion no opinion and that really didn't tell us anything um so we wanted to take some of that neutral out of those to really see if we couldn't get an opinion from them and it's I'm everybody looks at it a different way um remember Source inkball but I'm going to tell you sometimes that's risky because when you take that no opinion out sometimes you get more negative answers okay and and actually we we that didn't happen to us and so um we still did very well on our surveys but that's what that means is we have students that really
059don't want to give an opinion so that was just the student survey we don't have that in the parents correct we do have um we didn't take them out of all the parents no we didn't take them out of all of the employees um we've left them in some places we found that it was just very overused on our student portion of our surveys um any Richter scale is going to tell you that you have that in there you know you have the spread but interesting okay uh our likert scale you know is going to say true page eight students encouraged oh when asked if students are encouraged to go to college and explore CTE classes we went from 83 to 87 back down to 75. now I know we have we have lots of
060opportunities especially for CTE do we know why that has dropped more than 12 points from last year this year I might jump in on that many of the things that that uh that traditionally we hold for our students related to college opportunities such as College fairs College nights those types of things and we were not able to hold this year and so we believe that part of that is attributed to that piece additionally our counselors while they met with in some aspects of larger scale group meetings with kids um you know some of that individual counseling may have not been available throughout most of the school year related to covet as we were trying to to provide opportunities in larger groups um you know in larger spaces and so those are a couple of things
061that we attribute to that piece and we will be bringing those things back next year as well but our counselors were still doing their yes our counselors are doing their jobs yes that but you know rather than um perhaps meeting with a student one-on-one they would speak to a group of English students English Senior English class which in the past they would do both and this year it was it was larger group Focus rather than that individual piece but again that's something that we will look to bring back along with the college fairs the college nights those types of things as well so you think that was more towards college instead of CTE the other aspect that we would say related to CTE is CTE every year holds a very large CTE fare here at
062the district office and it's incredibly well attended and so you know although they did a great job of doing that virtually there are differences in those aspects and you know as we find or as we found this year we had to be a bit creative in some of our CTE aspects moving forward to get things like industry certification tests and those types of things in a pandemic year where there was a lot of change in a lot of a lot of modification to things we believe that that to be a part of that as well and we look forward to returning to normal with those pieces and getting that number back up again Mr griesaver is ready to jump in he is chomping at the bit so members sourcing Bell Adam president I would also
063add on these are student answers and I firmly believe we had a lot of kids that did not go to college because of the pandemic I mean across the State of Arizona not Dysart Unified School District I believe that our Clearinghouse data next year is going to show a drop in students that attended I do believe that we did have parents keep their children home from college a year because of the pandemic and I think the numbers will validate that next year with Clearinghouse data and just like you said about the um the rate we have a 25 percent rate of surveys and we're up by three percent um no if we had the Silver Bullet the Golden Touch what would be um what do you think would be the kicker in order to get
064more people doing surveys and no that's a big question it's very loaded and we would all be rich if we knew what those absolutely what do you think would get parents and and students to take a survey I can just vouch for being an employee our teachers our administrators our staff like they're constantly asking and so it's not just a oh here do this they're constantly hey guys fill out the survey fill out the survey teachers are constantly in their class hey students can you fill out the survey um it's quite amazing that we do get 25 and I can vouch that these are happening within our administrators and within our teachers um I I just you know how teenagers are sometimes sometimes they're just like yeah okay whatever I'll do it maybe I will
065maybe I won't but I can vouch that our administrators and our teachers are encouraging every single day like hey have you filled it out have you fill it out have you fill it out so I don't know if there's much more that we can do but if there is we're all ears um Madam president member Chafin I will tell you that um Renee who's sitting back here we work diligently at getting this information out and um she she can share with you also I mean we put this out to parents we we Peak it we watch it we watch the numbers we put it out again um she helps with all of that and we we study things we a 25 return rate on apparent survey is very very good I know it doesn't sound
066like it but if we had the magic bullet for that we could make a lot of money as a school district because I think it's it's an ongoing thing that everyone who does surveys tries to solve it's just I mean it's just getting people to complete it I have a piece possibly on that as well I'm wondering for me I know even personally just in general I think that for people to want to get involved they have to feel like what they have to say is going to make a difference and has value and I'm wondering if there's any correlation between the low survey response and then perhaps under parent survey under the opportunities piece as far as schools provide opportunities for stakeholders to be involved at least right now in that particular snapshot moment
06749 only 49 felt that there was there were so I don't know if that might be a possible Avenue to pursue as you know if people feel like what they have to offer will make a difference and by taking the time out of their busy day to do things I mean it could have also just been it was a crazy year with everything going on and filling out a survey was probably the last thing they wanted to do when they're filling out unemployment applications and things like that but I do think it's something that might have some you know play a part of that puzzle no I just had those those three and I would like to see when we do get that Clearinghouse drop the rates for next year so that's it thank you
068I just had a quick question two quick questions just for clarification I might have missed it in the beginning um with the um the respondents the parent responses of 3513 how did that equate to 25 of the district with 24 000 students were you counting were you just assuming two parents per child or how are you do one response per household and so how many households we have 13 879 primary households and then um just one other question to understand the differences on the in the goals and measures slide or the progress indicator slide you spoke about parents think which survey parent students let me find it it was under parents thank you I'm sorry parents think their students are safe it's like 80 overall satisfied it was 88 and that was on the um
069the goals measures and progress indicators presentation but then in this actual presentation for the survey results as far as numbers of parents satisfied with education of their children the children are receiving it was 71 so what's the difference between the reported 88 overall satisfied but then saying satisfied with the education their children are receiving is 71 percent they're two different questions can you explain the difference that we just ask the question two different ways in the survey so we ask are you overall satisfied with the school district and then we ask are you satisfied with the education your child is receiving at this school so maybe one has to do with district one has to do with school I'm sorry I didn't mean to interrupt you no ma'am um okay I guess that was an
070assumption on my part that I guess I I assumed that in order to feel confident or to be pleased with a school district being the school districts educate children I was assuming that in order to be satisfied they'd have to be satisfied with the education they're receiving like what else what else causes you to be overall satisfied with the school district if not the education they're receiving do you see what I mean I understand one question has to do with the district questions what you're asking me and one question has to do with the school questions that you're okay that you're asking um member pressure I don't am I making uh am I explaining it well enough for you it sounds like maybe then you're saying that that 71 satisfied is in is in relation
071to the actual school yes ma'am I'll I'll ask some more questions later because I okay I won't take up everyone's time thank you oops I just have a question on the parent survey um so I know on the opportunities it looks like for the most part we're looking at anything below 80 percent is that what makes it an opportunity um I would yes okay okay I mean Dr Kellis looks at all of this and and I mean I don't make that decision ma'am okay Madam president okay I get it okay I'm just trying to understand the outline of this I guess um because on slide four the parent survey we so year after year we um for the for the school safety piece we went from 91 up to 94 and then we dropped to
07280 percent um and so I I understand we're still at 80 percent but it's really the way the way that it's written here it's almost like it's a positive um where I would think that that would be more of an opportunity because if I could interject there um the community is split right down the middle on whether schools are safe or not and whether their kids should go to school or not um I think even those who send their kids to school are cautiously sending their kids to school wondering if it's safe for them to go to school and so understanding that with 80 given the board has received the same correspondence that what are you doing opening schools and we have open schools um that's why it's presented as a celebration given the context
073of it understood thank you I have a question just a piggyback off of that when we're talking about school safety are they specifically referring to health safety or are they referring to safety overall as with the sros and my child can go to school with and be safe while they're at school um Madam president staff and that is overall we didn't break it down are you satisfied with SRO are you satisfied with the classroom sanitization it's just do you feel safe okay so it could be just a combination of not just the pandemic but my kids 80 of parents think that their kids are safe overall not just in regards to health right and to be fair there are other elements in a school environment that don't relate to a pandemic that would cause us
074to be not at a hundred percent any other questions okay thank you thank you very much next we have item H1 Dr Kellis thank you madam president members of the board members of cabinet Dr crota will introduce this item thank you Dr Kellis excuse me Madam president members aboard super noon callous cabinet and guests Administration is proud to recommend Miss Jennifer shernikoff for the position of assistant principal at Dysart High School for the 21-22 school year Ms sharonikoff received a master's degree in educational leadership from Arizona State University she has 12 years of teaching experience two years as a 21st century specialist and two years as a curriculum specialist with the Dysart Unified School District so after you vote she is here tonight and we can welcome her and she has red on too that's
075why right yeah [Laughter] okay I will make a motion to approve the appointment of Jennifer shernikoff as high school assistant principal I did okay what do you want yes okay there you go poor girl motion passes congratulations Jennifer and welcome [Applause] next we have item H2 Dr Kellis thank you madam president members of the board and members of cabinet Dr Credo we'll introduce this item thank you Dr Kellis Madam president members of the board superintendent Kellis cabinet and guests uh tonight we're presenting to you the pay for performance plan for the 21-22 school year ARS 15977 requires districts to adopt a performance-based Compensation Plan each school year the 301 pay for performance committee met this year we reviewed the current plan and and have revised the plan for the 21-22 school year DEA the administration
076and the 301 committee recommended changes the plan is outlined and I will cover that for you real quick in the plan so our paper for performance plan comparisons uh this is comparing the plan that's currently in place to the new plan for next year our student achievement piece and I will go through these components for you uh in the presentation but our student achievement piece is going from 14 to 30 percent of the of the plan uh our Effectiveness classifications uh what the teachers receive with their evaluations uh are 33 percent currently we are recommending a 30 percent uh position for the for the effectiveness classifications our employee attendance are fact hours which we do right now currently uh going from 23 percent to 20. individual goals we currently have individual goals that our teachers
077write and that's 30 percent of the performance plan we are recommending taking those individual goals away and that will be at zero percent in the new plan two new additions uh in the 301 pay for performance plan for next year achievement profiles for school letter grades we're recommending those go to 10 percent along with what you just talked about in the last agenda item are parent satisfaction we're recommending that we'll go to 10 in the plan so let's take a look real quick at some of the student achievement again the plan differences are highlighted here of what I just outlined in that chart below some of the component details as you see here the student achievement at 30 percent elementary and middle school Ames grades three through eight math and Ela overall scores so it
078would be 15 for ELA 15 for math in these models you will notice there's an achievement model so overall School percent for students successful there's an achievement model on the left so if our scores are above those components here in those ranges that you see there they earn their performance money or there's a growth model in these so if they improve by three percent they are also eligible for a hundred percent or improved by two percent or improve their scores from the previous year by one percent they will be eligible for 80 percent of the money it's important to note that the Baseline for the azm2 math and Ela is going to be calculated off to 2021 school year um and that we use we benefit this model whatever benefits our employees the most that
079receive this either the achievement model or the growth model at that school um that we will use that model so if they get paid more on the achievement model than they would on the growth model then that's where we stay for high school ninth grade Aspire is 15 it's important to note that the Aspire is not quite developed yet Ade is working on that we're not sure of the requirements of requirements for this performance pay as soon as those come online we will present them to you for the following year so for this year we are building off the 11th grade act composite score that will be 30 percent this year at the high school level and then when that Aspire test for ninth grade comes aboard we'll present this back to you for the
080following year so that'd be for the 20 223 school year but as far as act composite scores go the overall act composite score if the score is 20 or above uh it's 100 18.0 to 19.9 is eight ninety percent and then you see 16.0 the 17.9 is 80. this also has um the growth model so if you improve your overall act composite score by 0.5.75 or 1.0 you will also be eligible to receive funding again we use either one that benefits um our employees the most um and then the Baseline for this year for the ACT calculating this will be the 20 20 21 school year is going to be the Baseline for student achievement Effectiveness classification so the only thing that changes here is a percentage we currently use Effectiveness classifications so at the
081end of the year our teachers receive a rating of Highly Effective and effective they will say receive still receive 100 percent that is currently exactly what we do right now um and as far as developing you will receive 80 if you receive an ineffective rating that is zero percent so and that is what we do we just reduced the overall percentage from 33 to 30 on this classification employee attendance or fact approve activities again we do this currently this is something we do the committee felt it was very important that we keep this and that it promotes involvement in school or lower attendance so if staff members use four or less leave days during the academic year they automatically qualify for this or if they work 15 hours a minimum of 15 hours in activities
082outside where 90 has to be outside their regular school day so there's a variety of fact hours this is approved by the committee at the school and the principal has approval on the fact hours at the end too achievement profile a new category appearing in the pay for performance School letter grades obviously very important as you saw in the previous presentations we haven't had them for a while but they are coming back this category is going to have the baseline from the 1819 school year the last time we did have school labels that will be our Baseline data for this category if schools are in a They will receive 100 B 90 C 80 if you're a drf school it will be zero percent funding on the growth model if you improve by a letter
083grade again a whole mindset with this in the committee is that we want continuous Improvement continue to improve get better we will reward you for doing that so if you improve by one letter grade and this category it's a hundred percent of the funding and last category and I'll be glad to take questions after is our parents satisfaction again important for us to gain feedback on parent satisfaction or overall School percentage of parent satisfaction again there is a band uh in the achievement model of levels of uh satisfaction as you can see there on the left and the levels of funding you get or again a growth model for that funding so if you improve from the Baseline year which is the 2021 school year in this category if you improve by one two or
084three percent you will get the correspondent funding for that piece so that is that are the those are the new components we're proposing to you for approval tonight we feel that the committee did a great job meeting this year uh definitely stepped up some of the accountability pieces in the model and made some definite enhancements and I just want to thank the committee they did a great job and has some great discussions it was not a an easy task but they did have some great discussions and came up with what I feel is a great product so with that I'll stand for any questions that you may have on the plan I have a couple of questions um first question is why did we eliminate the individual goals from the pay for performance Madam president
085member Chaffin the committee felt that it was a team approach so we went from way of a model of being on an island and an individual to a team or a school approach where the school can band together on the goals not to say that goals are going to go away because you cannot accomplish any of these things that we talked about tonight without goals so the schools still will have a goal individual teachers will need to have a goal the end outcome is the markers that you see here so those goals will still be required they're just not measured for pay for performance okay I guess for for me when I think about pay for performance I think about my individual performance so if I'm a really really good at what I'm doing and
086I'm going over and above and my students are succeeding I feel like I should get the full funding you know and if my Effectiveness Effectiveness classification is either highly effective or effective I think I should get 100 I don't think that the person down the hall who maybe isn't as effective should be able I don't think their funding should piggyback off of mine so is there any way we could increase this effective classifications um from 30 percent a little bit higher and maybe reduce the student achievement because I I guess I don't know how anybody else feels but I'm not a big fan of pay based on test results we we are discussing that so if that's a emotion or something the board would like to make a motion we can certainly we can certainly
087do that the question that's kind of relate it's kind of piggybacking off of the um classification just just so I can understand did we go from 33 to 30 percent just to help with the percentage and how we're moving percentages around perhaps to the um to increase the student achievement area is that is that why we went from 33 to 30 for that classification section because we moved more up towards the top is that the only reason Madam president member Pritchard that is exactly the reason we we um looked at different positions to get those uh numbers that work for all those categories and I mean some um Crystal's point I a couple frustrations I totally share especially when I was when I was new and still to some extent now being someone who does
088not work in education it was frustrating to come into a system where everyone gets the same increase no matter what usually in any other area I know where I work you get your percentage based on what your evaluation says it's very clear you hit the score you get this amount of money so I understand where you're coming from because I too think individuals should be rewarded appropriately and people who aren't doing their job should not get as much as someone who you know gives their all 110 every every day but knowing that this is a system that we're in I haven't had any success in changing changing that piece of it so if there's a way we can do it I'm definitely all for it um but the student achievement piece for me the way
089that I'm comfortable with this is that again kind of like we were saying about the survey for me when I think of school it's more we're in the business of educating children and I'm not someone who thinks okay it's all about the actual score it's about I like Dr Kota was saying as far as even the growth too so even if it's not a number just the fact of showing growth just showing that we're we're getting that student to where they need to be um I think should be rewarded so I'm I'm good with you know if it's worth showing that we're these students are growing academically not necessarily just for a test score teaching to a test but actually learning and absorbing all the knowledge then then that's what makes me okay with it
090if there's ever a way though what you can come to a way of which individual teachers can be rewarded for um you know as individuals for the work that they do rather than kind of sharing the Pod and then you see that discrepancy of or inequality as far as how raises are doled out I'm all for it because I do agree with that but well I like the category of both individual goals and maybe if we could bring bring that back or increase the effectiveness classifications to 50 percent because then I feel like it really would be paid based on that individual teacher's performance rather than just everybody just kind of piggybacking off of a few people who work really hard well I know in the past because I'll be honest I was one person
091who wasn't a huge fan of the well I'm good for individual goals but what was happening historically and not necessarily in every school but I know it was happening in a lot of our schools is that there wasn't a whole lot of accountability when it came to individual goals so someone could could submit goals and they'd be super easy or super attainable nothing that's going to stretch the teacher or stretch the student and then everyone's awarded the money so there wasn't so for a while our conversations in the boardroom were like okay who's monitoring the goals who's making sure the goals are rigorous and and meaningful goals rather than just some that maybe aren't as meaningful I don't want to come and I don't want to disregard the work that was put into some of
092the individual goals but we all know I mean not all goals were necessarily goals it probably should have been allowed in my opinion so um that's what I fear if we were to go back to a goal model I mean I I like the way Dr Cotto had said that there still has to be individual goals because I do believe that you have to grow as an individual you need those goals which are kind of built into what this is so you have to meet your individual goals in order to Excel and still meet these expectations in this new structure in my opinion but so maybe we just don't have the individual goals but I would still like to see the effectiveness classifications increase significantly just because to me pay for performance should be based
093on my personal eval and my personal performance versus everybody in the whole school so to kind of go off of what you guys are saying um I I know what's been presented as as you know third through eighth correct you know in one of the models so what how do we measure that for kindergarten through second do they just get whatever the pooled amount is achievement numbers well yeah so Madam president that's been one of the challenges with the prop 301 monies when you're trying to tie it to assessment data is there's only two subject areas that are tested math and English right and so you take all the other teachers who teach other things and what would you assess them on if not um student data and so this is just historical information um
094over time schools kind of migrated to the thing that you're most frustrated with is well we'll just tie them into the whole school math English will get their own but the PE the art we'll just tie them into the overall School average well then the PE and the Math teachers were frustrated because then the PE the I mean the English and math teachers are frustrated because the PE and the art got something that they weren't teaching and so then it just kind of migrated further to a whole school data point for for all teachers so your question is applicable what about the kindergarten teachers they're kind of like we call them Class A Class B teachers um when you take the B category that's all of the untested subject areas right but they still have
095growth models though so right so when you're looking at student achievement you can look at a variety of measures you can look at um promotion rates you can look at grades you can look at formative assessments this is specific to the azm2 grades except for the high school so student achievement right now is tied to State Testing and John you'll have to remind me requirements for student achievement is there's a range was that range Eliminator is that still in statute Dr kalistat range was eliminated okay so basically student achievement this 30 percent is just based off of the math and Ela scores for the you know the younger kids and then the older students so that's honestly I I think we should put more percentage take a little bit less from the student achievement if
096that's what we're going to tie it to because I I don't think it's fair for the you know for the electives to be tied in with Ela and math and I I just I would personally like to see more Effectiveness classifications increase if I could ask you met with the committee can you give some insight on um the discussion on the committee with these two areas and if there's a 25-35 split with you would your sense be that the committee would be satisfied with it yes a Madam president superintendent callus the committee had some great discussions actually on the student achievement piece they felt with where we sit right now currently as a district that there needed to be a little bit more accountability as far as student achievement and that it was time to
097go after the pandemic and stretch and make some improvements district-wide they did feel like it it was 14 was a little low and that 30 percent was a good reflection of the student achievement piece to answer your question if that reduced a little bit would the committee I don't think the committee would have a problem if it reduced um a little bit I know 14 percent was not not where they wanted to be and they wanted to have a little bit more accountability with that so potentially if we moved student achievement we dropped that by 15 just for instance so it's still increasing by one percentage point and then effective classifications we would increase that to 45 percent would that be to drop all the way down on student achievement really well my thoughts we're
098still increasing by one percent though over last year my technically my reservations is it's not it's not an accurate it's not an accurate indicator of student achievement overall because right now what we're doing is we're tying student achievement to these standardized tests so that's not gauging that actual student achievement that's gauging the tests so if we can make if we can eliminate the standardized test piece and at show actual achievement then I feel like that's viable but until we can actually get away from just a big blanket test a big standardized test saying okay Kinders you get your money because third grade did awesome Ela math High School science and social studies um just hang on we gotta get the ELA going you know we've got to get these ACT scores up so I mean
099if there's a better way to actually track achievement then that might be fine but I still don't see how it's a true reflection of achievement I understand I hear what you're saying as far as that that test piece is there another way to Define achieve academic achievement other than that well and if I could the the discussion in the committee was yes even though you're a science teacher um and the ELA that those goals become important as a group and as a team to say okay how are you going to help out with the overall School goal of raising a student achievement in math or Ela and so that's where they band together as a team and say well just because I'm a PE teacher does not mean I don't have to help out with
100those other areas and it's a it's a goal as a team to help that school Improvement overall so that was the discussion around that not letting those people off that are not Ela in math it's okay we're all going to band together this is the focus this is how we're measured as a state whether or you like that or not this this is the measurement of the state and how our schools are rated and so it has to be a team approach in order to affect this category of student achievement so that was the discussion by the committee I guess get the team approach but is there a way another way to to measure academic success and student growth outside of the the big standardized tests since we know that that score isn't necessarily reflective
101of whether that student learned all year that's just that snapshot in time with that test so if they're but I because I firmly still believe student student achievement should be a big piece of this so if the only concern is okay do we have to always link it to that particular test are there other measures we can use which we always say to look at anyway not just that measure for student learning or growth are there other things that we could use so we could still you know justify the 30 or the um the increase would you say it was 30 percent Madam president miss Pritchard obviously there is I mean we have benchmarks we have grades class grades we have um formative assessments which are quizzes and unit tests which are pretty much classroom
102grades um there are other measures their CTE measures as we talked about with certifications and classifications there's um in the Arts performance ratings um there's and this again is a discussion that has been had over the years um can you substitute the this test for the PE teacher with skills assessments um can you substitute in the dance class with skills assessments instead of the the academic part so that every teacher is evaluated based on their content area um so the answer is yes it can be done it probably won't be done tonight um but it the answer is yes and Madam president if I can add to that there becomes a secured test measure piece there too of what becomes secured and and um data that is uh viable to look at that's in the
103secured measure that's fair for everybody across the board also when you look at the two classifications of Effectiveness and employee attendance that is 50 of the money so that there are two pieces there with Effectiveness classifications and employee attendance or your fact hours is already 50 of of that total payout for the 301 pay for performance sorry I I don't feel like me showing up to work outside of school is going is going to couple with my Effectiveness classification because my Effectiveness classification is based on my eval and I I can get the fact approved hours just basically by showing up and helping out outside of school that has nothing to do with my Effectiveness as a teacher I'm participating in the community which is you know always nice but I I still feel like
104we need to increase that Effectiveness classification whether or not we drop a little bit from student achievement or we drop from somewhere else and as far as student achievement if if we are going to talk about those different measures then I feel like we have to make a commitment to do that and make sure that happens that way we don't just kind of fall back into this cycle and there are other things going into it because you know you don't want the Math teachers going well we've got this rigorous test and then all he's got to do is do 10 push-ups so you've got all these other things figured figured in but I think it can be done I just don't think it's right to tie the student achievement percentage to standardized tests I think
105if it could be done I'd like to hear more about that for sure my concern with the um and if I ever became a teacher I know this is going to shoot me in the foot right now but like for an example Effectiveness classification when I left my job I was considered highly effective ask me how I made that happen I'm not a teacher that was always like so whatever that structure is and I've got the letter in my file to prove it but it's kind of like I don't I wonder how that really applies and how meaningful that is as far as giving more money for that classification when you know I like to think that I enriched the lives of a student that particular day but I certainly didn't help them in their
106academics I know I mean to be a Highly Effective Teacher you see what I'm saying so that's where I hesitate giving a lot more to a classification scales um and taking away from student achievement especially if we can find other ways to again reward the teacher for what they're doing rather than like you're saying lump everyone into one Piggy Bank off of someone else's hard work yeah and I can I can tell you because as a teacher we have our Danielson rubric and when we go in for our eval they say you I think it's like excellent proficient approaching and develop developing or not proficient or something it's been a couple years so when I get my eval every year they go through those categories and the effectiveness classification is based on those scores from
107your eval so your Effectiveness classification is tied directly to your work in the classroom so I'm not quite sure how it worked for it was the same reverse it was the same thing and I it lots of like didn't apply didn't apply like it just didn't so what I'm saying is we might be doing the same exact thing people that aren't actually teachers are being evaluated on a with a tool that doesn't necessarily that doesn't apply to everyone so they're still kind of getting same thing like with the student achievement piece they're getting credit for stuff that they didn't really they didn't do teacher work but they're all using that same rubric so or at least they would have a discussion about that one too right so so I get what you're saying but that's
108where I'm a little bit hesitant too because it's like well so um I think we're on the same page though as far as finding measures that apply to every area but I do I will have to say regardless of which way this goes I really appreciate Dr kota's work and thank you really holding some you know firm accountability um to help our to help our teachers get where they need to be to help move our students in the right direction again not not necessarily the test score but just just that depth of learning you know we all talk about and knowledge and so I I do appreciate that this is like the biggest step we've taken I think in this Regard in a long time and I really appreciate your hard work in that which
109I think a lot of the stuff that that Miss Chaffin um is talking about is working on the goals that were individual and that piece that has dropped from 30 to zero percent quite honestly would um add back into it to make the person more accountable and quite honestly I don't remember what type of individual goals that people were putting as far as you know each day I promise to do whatever I I don't know what the individual goals are but that excuse me that decreased from 30 to zero percent is what you're talking about that accountability piece individually and I I think that's a hole in there but how can we make those individual goals more accountable if they were I don't like to use the word fluff before does that make sense I
110mean why was it taking out completely why were individual goals taken out completely I'm Madam president a member of sore sync bill for a lot of the same reasons that you have discussed the goals some of the goals were not measuring the correct performance indicators and they felt like we could do that differently as a group when those goals still need to be aligned to a school goal and individual goals in order to reach the end which is what you see here so instead of those individual calls where everybody is on an island doing different goals about different things and not aligning to that individual School of okay this is our Focus this is our goal as a school and then everybody needs to align to that we had all the individual goals that were
111not very well aligned and sometimes did not measure the right or correct things and it for a lot of the reasons that the committee discussed exactly what you guys are discussing tonight it sounds very similar to the discussion in the committee of that there needed to be more accountability in the measures than the in the individual goals we're not providing that accountability then the effectiveness needs to increase then if you're taking the individual goals out completely the effectiveness needs to come increase although that remember he's not taking them out completely they're still there they're just not on they're just not part of this like they have to be there people have to be working on their own individual personal goals and able to in order for them to reach the level of this performance yeah
112Madam president members of the board I would share my vision for academics and Dysert that we have a long way to go and we have a short time only I say short time not because there's a pending Cliff of of accountability about every student in every classroom every day has to have a learning experience an extraordinary learning experience and as Miss Pritchard very accurately mentioned previously having an extraordinary experience has to involve academics how can we do our job if we promote students who are not prepared for the next stage in their life all the philosophical discussion aside academics is how we're evaluated academics is how we are judged as a district um we should have every school being an a school which is based on this test and in order to achieve other goals
113and measures we have to focus on academics and I applaud the committee as well for their commitment to the academic um excess of every student but as we continue this conversation I appreciate the board's support for very strong emphasis on academic achievement I just I just want to add one thing and I sure I'm going to shock some people by saying this but I can't believe that we're having a parent satisfaction um piece of this as much as I want parents satisfied with Dysart and what we're doing I think that sometimes there's things that are out of our hands that are so politically charged that come not from us not from our directives and we have no choice in and therefore we're going to upset a large portion of our community um I I think
114that that number can be swayed um by different Hot Topics that are going on at the time of the survey and as we saw there's not enough parents even returning that survey to get inaccurate you know we're not getting 50 or above and and I know that we're not expecting that um but that is very surprising to me especially when we're weighing that equally with school letter grades School letter grades which we haven't seen now in two years which we're desperate for we're weighing that at 10 percent the same as parent satisfaction that that's really surprising to me I appreciate that we're that we're listening to parents and that we want to hear what they have to say but I I don't think that it should be in a performance plan thank you I was
115just going to comment on that what what made the committee go for a parent satisfaction and it's parent satisfaction for an individual teacher so if they have a disagreement with a particular teacher then it's going to reflect negatively even though they're a great teacher and they're showing student achievement they have perfect attendance and they're working as a team to bring the school grade up and yet and they can tell other parents what happened and pretty soon there's a wave a Madam president member Grant parent satisfaction so a lot of these choices are um are outlined in 15977 I think was the Statute and so parent satisfaction is one of those menus parent satisfaction it's an overall satisfaction with the school so it's it's not individual for the teacher it has to do with question 14
116on the survey of how overall the the question actually reads your overall satisfaction overall how satisfied are you with the education your child is receiving at the school so it's measured as overall not with a particular teacher um were you saying ARS 15-977 15977. I'm looking at it fifteen nine seven seven so it's state law that we have to parent satisfaction in 301 money president Miss Grant that statute lists options it also includes student surveys which we're not recommending other options but those are that's a that's a list and options and the board can modify that list so by Statute it says you're supposed to include all those but the board can modify those so by approving this 301 plan it's the modification of the statute what if we take um a chunk of that
11710 of parent surveys and applied it to Effectiveness classification yeah and left and left academic achievement alone what if we just get rid of current satisfactions or that yeah because seriously my whole issue with this is this is an individual employees pay for a performance it should be based on an employee so if that parent satisfaction is in there that should be for that employee and not for the whole school correct right so I I'd be fine just eliminating that and then bumping up the effectiveness to 40 percent and leaving student achievement at least okay still 30. as long as we have an accurate accounting of student achievement and we don't tie it to I mean standardized tests if you want to make it a small part but I don't think it should be the
118whole kit and caboodle Madam president uh Miss Chaffin given your statement again this cannot be achieved tonight to come up with a plan that the board can approve um so to come up with a menu or a whole different achievement profile for individual teachers will take some more time if the board would like to table this Mr Credo can you give us a timeline of what is needed um if the board would like to table this we could probably be planned back in probably August or September board me and the plan would not be ready for uh for the start of the school year but um you know we can try obviously people are at different places right now committee members and some are not working some are working and try to put that together
119and work on this so but if we what if we move forward with would you be able to just change the parent satisfaction piece or eliminate it move it up to the effectiveness classification just with the good faith understanding that next school year that particular piece under student achievement would be restructured and we just go with what's in place for now just so we have full employee feedback and teacher feedback and have time to actually put something of quality together rather than just like throwing in how are we going to measure it and then getting it out too late into the school year and you see what I'm saying like just for presidents Pritchard the um a minor modification tonight would still face a another approval before it's put into practice in other words we
120couldn't come back and change it mid-year and hold them accountable for something well I'm saying change like I'm saying tonight with the motion just readjust get rid of that that 10 add it to a parent satisfaction add it to the effectiveness classification and then that's it and then I would be okay with that as long as we have the caveat that we are going to vote again on the student achievement piece because that's super important so in that case we would just wait and do it at one vote either August but school's already started I think I'm I think we take out the parent satisfaction and move it up and then for the paper performance for the 22. God I can't say I believe I'm saying that's 22 23 school year you now have a
121whole year how often I mean for this committee and principals and everybody to get together to look at how we can revisit the student achievement the following school year and what if you what if the board received like quarterly updates on what how it's progressing do you feel comfortable knowing that they're moving in that direction or are you just feeling like no you're not comfortable because mine I totally agree with you crystal I 100 agree with you with with that whole piece of it I think they should look at you know each individual teacher and it should be relevant to the work that they do and and students need that growth I just worry that we're not going to have it done in time I want it to be a quality piece and then it's
122going to start when school's already started which is going to cause you know it won't be fair to hold someone accountable to something that they didn't get until and you know a quarter into the school year or something that's my only drawback but I would want to know that you know we're working on changing it and what are we doing to make sure we're working toward that end but I would be fine with that as long as we get updates saying this is where we're moving to because if we we definitely especially if we're going to change something teachers need to have plenty of time to know okay this is changing this is different and then implement it so and they wouldn't have time if we and they wouldn't have to they won't have time
123so just for clarification um teachers would know this is what's coming this is what's coming but it's for the following school year yes I I think I would be okay with that as long as we're moving the parent satisfaction up to effectiveness sorry Joe how often does the committee meet or how I should back up this this school year to get to this how often did they meet um official meeting over there we we met four times during that year so four times up to February or March I think was the last one might have been a little later um obviously with with covet and all that it was a little bit um at first was a little bit but I mean we have communications back forth through um you know we send plans and
124revisions and do that through that without officially meeting so but it's an on absolutely and we can set as many meetings as we need to get the plan done okay and I think especially if we're gonna really hone in on different methods of achievement and not just tie it to a test then I feel like it would be fair to just meet throughout the school year next year for the following year for 2020 22 23 school years yes sir 22 fall 22 22. Madam president just also is a reminder this is brought to the board every year so the committee is it's ongoing it's going to be meeting continuously um just for by comparison there are other districts well the legislature just this last session get away with most of the menu some districts are
125just saying 100 percent no strings attached it goes out to the teachers um I think the committee was not in favor of removing the individual accountability pieces on the various levels so um somewhere in between there I think we will come to an agreement for our teachers and staff that you know they wanted to have those accountability measures in there rather than just you know let's do what other districts are doing and let's just get all the money 100 no matter what so I do appreciate again those accountability pieces at this point if somebody would like to make a motion with whatever the final recommendation is um Dr crotto will proceed with that vote so we're motioning to approve approve oh okay so I'm okay I guess I'm making a motion motion to approve the
126district's pay for performance plan eligible certified staff for the 2021-22 school year with the exception of eliminating parent satisfaction and moving 10 percent up to Effectiveness classification increasing Effectiveness classifications to 40 percent second and Madam president um Ms Brown's typing as fast as she can to get that motion in place and it'll be just a second yes eliminating the parent satisfaction component and adding that 10 percent to the effectiveness classifications increasing the effectiveness classifications to 40. I'm sorry two Effectiveness classifications hmm ings yes we'll see if I need your help okay I move we approve the Staffing modifications for the Community Education as presented secondly oh come on motion passes thank you we have item H4 Dr killis thank you madam president members of the board members of cabinet Mr Hicks will present this item
127good evening Madam president members of the board superintendent Dr Kellis colleagues and community members I am before you tonight to ask for approval of our fiscal year 2122 proposed budget this has been a very strange year indeed and that does not stop with the budget we are proposing a budget on the preliminary forms that Ade and auditor general have approved and sent out even though the state has no approved budget for next year so um I would first like to thank Miss Mary Del swadel for staying up until one in the morning to get these forms put together and take all of our data and put it onto these modified preliminary forms um but so let me just summarize this budget so it does include all the inflation increases to the RCL to the base
128support level for students it includes an increase in students of over 300 students from this year so still less than two years ago and it does include the full restoration the increase to the district's additional assistance those increases have been previously approved in statute and so they're pretty safe going forward violation of not funding those would probably be back in a lawsuit with the with the state which I don't see that happening um there have been some extensive discussions with the legislature in the governor's office on special ed funding and so this budget also includes two increases to the special ed weights and so that has been a lot of conversation so it's been in almost every proposed budget that's down there right now and so it increases the mild disability the autism self-contained category
129so that weight is 5.833 is moving up to 5.988 and then the other category is our very low category the developmental delay the emotionally disabled the SLI sld Ohi that which we only receive a 0.003 is going to 0.093 those two small little weights do generate over a million dollars so those increases are part of this budget as well we believe that's going to happen there's been no conversation of that not happening right now you're probably aware of our legislature well half is back the other half's on vacation till tomorrow so they took a pause it'll come back tomorrow but the sticking point really isn't those funding pieces at all it's the flat tax conversation that's going on jlbc two months ago put out their projection at the end of 2024 was the state will
130have a surplus of about six billion dollars and so they're looking at what are they doing with that surplus of six billion dollars and so so um so we're including all those I just want to be clear where we are taking Liberty um auditor general gave us some guidance on some of this and so I just want I like to draw a little bit of attention to that just because that does produce a little bit of risk if the budget goes through that does not have this um then uh previous conversations when we talk about carry forward and other contingencies we would be eating into that contingency that's going in so there is a little bit of risk I think it's very minimal because there's been no opposition to some of those special ed increases
131that we're talking about the budget includes all of the proposed increases that the board has previously approved so our compensation increases our benefit increases those cost increases um also specific to this proposed budget that's kind of new is the budget includes and we've talked about this at a previous agenda item and also previously emails to the governing board or updates to the board on an adjacent ways project and so there's construction costs related to the relining of the entrance to the West Point Elementary School it's on 137th to allow for the construction of a signal light that will allow for the safe Crossing of students living in the neighborhoods directly to the South which also eliminates some bus routes increase efficiency increase safety now that'll help cover all of our costs the city puts in
132the actual light and so we would not be paying for the cost of that light but we're doing everything to realign and get it in place and we've met with the city it's now with the school facilities board so because it's a project that's cost over fifty thousand dollars they have to have a chance to review and approve it they have 60 days to do that it was on their agenda for last week and I think that meeting got bumped to later in this month and so it still requires that approval that is about 700 and I think eighty thousand dollars in this budget and that is covered by our local property taxpayers um other notes is that on page six of eight of this budget is the federal project section so there's a line
133in there for our Azure funds and although we still haven't received the majority of those funds we do nor have we applied for sr3 the the largest portion of them we have included this in our line so that total amount is over 45 million dollars just in that one line um it is uh just like to draw a special attention to that in the sense that we put the budget in there we have not applied for it there are American relief plan the sr3 is different than sr1 and sr2 and so it does have additional requirements to post and solicit input from various stakeholders including special ed directors students staff community members it's recommended that the input be collected this is from ades recommending that we collect all this input by August or September and
134also requires that that data with how we're using the money is also how we have are going to return to school safely we've been returned to school safely so we will upgrade or I think we've already updated our mitigation plan just to make sure that that's in line with the templates from Ade make sure that's posted on the website and then it also has a requirement that that be Revisited or updated updated every six months going forward with these funds so um so although that's in it there's more to come because we're going to have to I'm still working on the plan devising how we're going to solicit student parent we could post on our website we could post I'll work with Renee with our Communications team to figure out how we can get some
135information on a preliminary here's the preliminary uses here's our preliminary mitigation plans and then collect feedback on that and then review that to see if we're making modifications and then bring that to the governing board at that time so a little bit more in depth just a reminder proposed budget to adopt a budget is not allowed to change or not allowed to go up so it could only go down so it'll be the exact same budget that's for our July 7th meeting and I think that meeting is a special meeting that will probably just have two agenda items which is that the budget related agenda item and a public hearing on our modified K8 online enrollment because that's a requirement from statute as well so this approval tonight will allow us to make all of
136our notifications so we have to put this in the newspaper publish a public hearing notice and start sending out all the notifications and based on the board's approval tonight so if there's any questions I will be happy to answer them Mr Hicks well when are we doing the adopted July 7th special meeting quick okay I will make a motion to approve the 2021 through 2022 proposed budget second thank you I had never popped up I'm an eye I'm sorry thank you madam president members of the board and members of cabinet Mr Hicks will present this item good evening Madam president members of the board superintendent Dr Callis colleagues and community members this is a simple agenda item that's in alignment with our governing board policy 4.7 which is in alignment with Arizona revised statute for
137approval and so I'll stand if there's any questions to authorize the County Treasurer to invest funds funds of Dysart Enterprise School District second question moving to item H6 Dr Kellis thank you madam president members of the board of members of cabinet Mr Hicks will introduce this item good evening Madam president members of the board superintendent Dr Kellis colleagues community members thank you very much for allowing me to present tonight this is a request from Administration to fill our employee benefit trust board currently we have two members whose terms are about to expire on June 30th one miss Gene Poe who's been on I think over eight years is asked not to continue and so she will be retiring into the sunset the other Miss Michelle Caruso is being recommended to continue and so to replace
138Miss Poe's position we posted out onto our Facebook asking for our website asking for applications after reviewing the applications we're recommending Miss Shawna Mackey who is a parent at Valley Vista High School recommending for the employee benefit Trust both of them being recommended for the employee benefit Trust so um oh I'm terrible I forgot who just uh retired from um Madam president members of the board um Ed I can't remember I can't remember his name gosh he was on from the very beginning for to start it um because we were going to recognize him right right yes last year and um shame on me okay Madam president members aboard at our last employee benefit trustwave brought cupcakes or other stuff and celebrated and thanked her for her time in our service terrible I moved at
139the governing board to prove the appointment of the trustees to the employees benefits trust Board second motion passes right next we have item H7 Dr Kellis thank you madam president members of the board of members of cabinet Mr Hicks will introduce this item Madam president members of the boards foreign colleagues and community members um this is asking for the board for their approval for the um recommend the approval of settlement of a previously discussed but finalized this pending lawsuit so the settlement will uh establishly end this lawsuit I'll open it up for discussion or questions from the board yeah okay I will make a motion to approve the proposed agreement as presented by Council to the governing board between the ordazas and the district to settle the pending lawsuit Dysart Unified School District V Stephen
140ordaz and Jane Doe ordaz do I need to read the rest of that okay double second on the term set forth in the proposed settlement agreement thank you second of my script my Miss Grant I had an error motion passes next we have a request for future agenda items oh sorry my bad right yeah I did okay there should be number eight and numbers I have to rejoin I've got it oh here it is it's weird I've refreshed like twice okay next we have item h8 Dr Kellis thank you madam president members of the board and members of cabinet Dr Credo will introduce this item thank you Dr Kellis Madam president members of the board superintendent callous cabinet uh guests tonight we bring to you h8 which was F1 in motion to approve the Employee
141Staffing agreement with ESI or Educational Services Inc with the following with the exhibits a through C and we bring that to you for your approval I'll stand for any questions so the reason why I asked to move this for more discussion is because after reviewing the contract I wasn't aware and I don't I don't recall having seen this before perhaps it's just something I wasn't aware of but as far as ESI as it pertains to superintendents and not just Dr Kellis but just in general any superintendent that Dysart has um that it's my understanding through talking or emailing Dr Kellis that the superintendent's continued employment is determined by ESI and that just doesn't settle quite right with me because it feels like I mean our only employee as a board is the superintendent so um
142I just don't feel comfortable relinquishing that to an agent another agency outside of the board and that's that's how it was feeling and so without a whole lot of time to talk about it I thought okay I want to get a better understanding moving forward what that means but um I just wouldn't feel comfortable relinquishing that to because we only have we have very limited role hiring you know evaluating and determining superintendents so I don't feel comfortable with that Madam president miss Pritchard um so the the district does continue to maintain control of all employees including the superintendent who are contracted through ESI um the district at any time can request that there be action taken at the will of the board regarding the superintendent um that's how it is currently with all employees who
143are contracted with ESI the board wants to um foreign the question that was posed previous earlier today was about the evaluation component the board continues to be the primary evaluator the nature of phased retirement is that the person who is in page retirement cannot work for the state for one year the person has to work outside of the state this program this this opportunity allows state employees to work for a third party during that year while continuing in their current position so it is the nature of of the the program to remove the person from State Employment while still continuing their position but being under the employment of that third party what the agreement the contract does is it ensures that all of the same conditions of employment transfer from the the district to the
144third party and that at the end of the one year that those same employment conditions transfer back to the district but it is an absolute necessity that there be that separation and that the the employee be employed by that third party Madam president uh member Pritchard if I could add on to that too I believe you're referring to uh four in in Dr kellis's situation before B and that for in our normal ESI contract uh employment can be terminated um by yes they have 30 days it can be with a notice of 30 days can be terminated that is not valid in the superintendent's contract and that is reflected on in Exhibit C that that Clause does not pertain to the superintendent's contract per what's written in the contract so um they do not have
145a right determination right it's between an expressly written agreement between the governing board and superintendent Kellis and that's listed in Exhibit C the last notes on Exhibit C five words that says services and collaboration client ESI social Supply workers and shall perform the following Services recruit hire train and then being maintainer recruiting and hiring and then goes on to see Statewide background checks and then D it says maintain a system evaluation which can be the client's evaluation systems and instruments so the wording can does that mean that they're relinquishing the evaluation to us or does that mean there's um they're they have the option to do the evaluation Madam president they will not do a formal evaluation of the superintendent naturally as an employee of that third party they have to keep an eye on
146their employees informally but the mid-year the annual mid-year and end of year formal evaluations are retained by the board and that's applies to all employees whether it's a teacher or a superintendent and the district does all of the formal evaluations okay so I then I guess maybe um does that clarify so an in Exhibit C um I hadn't looked at that before that was the part that it wasn't so much the terminate part it was the the evaluation piece right so I I totally understand what what you're saying as far as the board would still do the evaluation um but when it comes to just for instance that the the performance-based pay would the governing board make that determination or would ESI Madam president I would be the board is that in writing somewhere though
147like this is in writing saying that there will be they will be the ones too conduct the evaluation or may use that wherever that is fun the one that missed Chafin yeah I think it's five five C or D it says Can it can be the clients and Madam president miss Pritchard again um I that's how it happens right now with all of our employees they don't do any of our formal observations evaluations for any employee that language is a template language I can tell you that there are a variety of employees that work for ESI that are contracted to the district and this contract is the district's agreement with ESI for all employees and all employee groups but if the Board needs a validation of some of these questions we can solicit a a
148letter from them to to that point after this is approved but um I can assure you that I'm expecting the board to perform my evaluation to determine the performance space all elements of my contract would be fulfilled through the board but with the services of the uh the third party as basically a it's a document we have a principle that is um in face retirement right now then that principle will still be under either Dr D Dr Dean or Dr polling they would still continue doing their evaluation correct man president that is correct and those evaluations will go in their dicer permanent files yeah because that word Chaffin is which can be the client's evaluation system and if it said which will be then then we got a problem Madam president to add to that
149too the process we determine the pay and let them know so they are not determining pay for the employees that we're Contracting with it's the other way around we determine that and inform ESI and therefore they pay so they're not making those decisions so then what did what do you mean by that they they determined the continued employment is determined by ESI so what do you mean by that then logistically technically I work for Esa I say I the the contract the the phased employee works for that company so um when I separate services with them they are the ones who are going to be separating services for me with them um we do have substitutes that work for ESI and that haven't worked out very well and we have called them and say we
150don't want them to work for us anymore so they have the choice of pulling them from our district they are still employees of ESI but they're not going to Workforce anymore or they have said you know what we're going to take what you're saying and they're not going to work for us either and so they can terminate an ESI employee at any time just because they are in place for the superintense purposes as it says on um Exhibit C they cannot do that so assuming that there's a comfort level with the provingness I mean I don't know if there is but if there was um you mentioned something about getting a letter from ESI that would just explain just what you said uh Madam president if it's the will of the board that um you
151prove this under the condition that a letter come from ESI to clarify that the governing board maintain um evaluative authority of where the superintendent would be happy to do that well wouldn't that be for the superintendent and for all employees of well I think the difference for me is like Dr Kellis or District administration they may be fine saying no I'm we're good like relinquishing that to ESI I'm just saying the board may not want to relinquent because superintendents are only employees so we may not want to relinquish that right but that would necessarily mean that the district as a whole would have a problem doing that with all the other employees that are under ESI that's the difference as far as not needing a letter about all the other employees necessarily unless the district
152wanted it I was just speaking as a board member to our only employee well if we do for one then we should do it for all I mean they don't evaluate are principles they don't evaluate our teachers that are on ESI they don't do it so if we do it for the superintendent we should do it for all of the Dysart but that's just out of our hands though yeah it makes sense to me but I'm not they're not my employees Dr Kellis is our only employee so I know I know I know I understand what you're saying but if we do it for for him it would be consistent it would be consistent so were we motioning to approve with the letter well I don't know if it would make you feel better yes
153then I just never realized that before I never noticed that before so if that's what Dr Collis is saying that he he can do then I think that would just make it clean unless there's someone that's not comfortable with it I mean I like to hear the explanation I'm glad that it was clarified but at the end of the day it's still in the contract that's how it's written and I'm just kind of a black and white type of person wow that would reaffirm it for us yeah okay I know that the governing board approved the Employee Staffing agreement with Educational Services Incorporated for the two 2021-2022 school year with a letter reaffirming evaluation reaffirming the evaluations are the responsibility responsibility of the governing board and the district and do you need to include yes
154and other employees is the responsibility one for all this motion by Tracy starter syndrome to approve the Employee Staffing agreement with the Educational Services Incorporated together with exhibits a through C and authorize the assistant superintendent for human relations to sign the agreement and any Affiliated documents with a letter reaffirming the evaluation of the superintendent and other employees the responsibility of the Dysart Unified School District second laughs motion passes thank you moving on to item H9 Dr Kellis thank you madam president members of the board of members of cabinet Dr Credo will introduce this item thank you Dr Kellis Madam president members of the board superintendent callus cabinet and guests bring to you tonight uh H9 which is formerly f8 to a motion to approve Personnel action items for May 27th through June 9th 2021 as

157designation of the performance pay of zero percent for the superintendent reflecting the superintendent has achieved the approved goals for the 2020 2021 school year do we have a second if the board is not willing if the board is not willing to say that the superintendent has met the achieve goals I don't know how the board is going to assign a particular percentage of an increase it's not a percentage of increases that performance pay right well it's a bonus so if you don't have a second then the motion dies no what I'm saying is right what I'm saying is that I will if we don't have if the board is saying that the that the superintendent has not achieved the goals then I will second that I don't know how we can add the performance because
158on the motion itself it says he has achieved the goals yeah so that would be a second you're seconding okay seconded by Miss Pritchard emotion fails okay I will make a motion to adjourn the meeting second oh no don't do this come on baby me or Joe motion to adjourn oh you oh you say no foreign
