001e e e I pled ALG to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all not have any this morning or this evening moving on item1 thank you madam president members of the board and members of cabinet this evening um just like to give a couple of quick updates we had a guest in our district earlier uh Mr Steve Watson who's the meropa county superintendent was at Valley Vista High School to uh highlight the fire science program there as part of the CTE program we're again very happy with all the CTE programs and as this is CTE month um the board has received some um some swag from Jim GRE saer and thank you Mr GRE saer
002for doing such an awesome job with all the CTE programs and the fire science was the the focus of a segment that Mr Watson does that he calls where's Watson and he travels around the state and and highlights different different uh programs also just a quick uh kudos to the dsb live student teams who have just done an extraordinary job um broadcasting sports events um we're wrapping up our winter sports season and last I heard they had broadcasted over 65 events just this year um they were commended by a local news reporter as being one of the top three programs in the state and they've only been up and running for um just uh really a very short time compared to the other two of the top three and then also um for everybody if
003you haven't got your tickets yet to the Vista we have a national performer this Saturday Bill ingel and there are still just a couple tickets left so please um jump on quickly it's going to be a great show that's all I have to report thank you um I don't have a lot to report um I was able to um volunteer over the weekend for the spring training Stadium um benefiting the Valley Vista uh marching band so that was a success uh we weren't sure that we were going to be able to um volunteer this year but spring training did happen so that is my update thank you um I just have a few things I did participate in read Across America and did a video and I read Pete the Cat crayon Rock and that
004was a fun book to read um I also volunteered at the covid uh vaccination site and um that was a lot of fun and um I just have to give a big shout out to Dr polling and Dr Montano and miss hefler and Mr horn and Mr Curry who organized the event it was so well organized and so much fun and and of course the be kind group helped out but it was a great event so thank you to your crew and to all the volunteers and then um I was able to visit um Ashton Ranch Rancho Gabriella and the Marley Park schools not to completely repeat everything Miss Grant uh mentioned but also just want to thank um all of our administrators and staff who came together on the weekend um to help with
005the vaccination of event it was it was uh very fun and uh definitely the the beind group with their music and dancing uh I think we're all a little guilty of dancing while we were working which was always fun um seeing a lot of um seeing a lot of people that I used to work with and teachers and staff and just everyone coming together to help the community um get vaccinated so um thank you for all that helped make that day a success and just also wanted to thank everyone who has been sending the board um invitation to come to their events in schools it's it's nice to be thought about and um definitely want to be able to attend as many as I can um that can fit in with my my work schedule
006and things usually that's pretty much the only thing that will keep me away um but thank you so much for for thinking of the of the board and look forward to going around to some of our school sites soon so thank you and of course I don't want to sound repetitive either but it was an awesome day on Saturday um the only thing that was kind of weird was um the big gust of wind that came rolling in about 2:30 and took a lot of the tents with it so um they had to reshift and move uh some of the actual vaccinations up to the side of the building but um it a beat was not missed it was right on the spot and everything continued to run smoothly and as for dancing Miss Pritchard
007yes I was one of the ones that was dancing and hey you know if you're outside in the sun and and doing good things you have just have a tendency to move your feet so thank you to Dr paing Dr Montano and every single person that helped out on Saturday it was a success um thank you uh Mr Gaber CTE is always the place to be and you know where my heartest so thank you very much for all that you do and I wish I'd have known that we had uh where's I was getting ready to say Where's Waldo um where's Watson um last week I certainly would have um been here and um probably poked fun at him so to speak but I'm glad that he was on campus at daart and he continues
008to do good things across the state and I think that was it yes Madam president if I could um one of our agenda items slid down the page right we' have relocated it back where it belongs and so we do have a student report oh okay great [Laughter] we're done being students I think okay good evening board members Dr Kellis and cabinet my name is Dominique and I'm member of the dart student Leadership Council and I'm current currently enrolled at Dart high school we wanted to thank all of our community members students and parents who have been donating to our Co relief drive we have had an outpouring of support at all of our drop off locations we recently took a mini poll to see how much we had collected we were told we have
009six schools we have schools with over six tubs filled and over 26 boxes of product filling and still going strong if you would like to donate please drop by one of our drop off sites thank you and that is all I have to report thank you so much next we have the consent agenda items and I would like to motion to approve consent agenda items as presented with the exception of item E1 and we'll move item E1 to action discussion number four second motion by me uh seconded by Tracy Sawyer sink Bell oops abstain accidentally did abstain yes yes let's see if it worked I'm going to reopen it if you guys can vote again please let me is it there I close it I need you guys to refresh oh you may have to
010rejoin the meeting okay I think scroll down you guys get the box no NOP just do a roll call roll call give me Don yes or no we're gonna take vote by voice okay uh yes yayer yes Tracy s your sing yes Crystal chap yes Joe Grant yes motion passes next moving to item F1 uh information Dr Kellis thank you madam president members of the board um as part of our ongoing uh policy monitoring we present the next group of policies with revisions these are sections 9.25 to 9.50 this is for a first read um most of these changes that have been made have to do with um just some language changes to reflect the board's um adjustment to the governance model and most of the changes change the wording of the superintendent shall not
011fail to to the district shall and um happy to take any questions on that item I have a question um if we look at policy 9.42 and 9.44 uh 9.42 says the board authorizes a district testing program and then it crosses out that will be subject to regular review and evaluation um I don't know about you guys but I feel like it's a good idea to review and evaluate our testing program every so often because you know sometimes the tests uh just become irrelevant and inaccurate so I feel like it it might be a better idea every year or every couple of years just to take a look and review and evaluate that test that's what I think and thank you madam president Miss jaffin um the way that our current um testing program is
012it's recreated every single year it's a different test um with different items the company that we contract with has an item bank that has thousands and thousands of questions and then no two tests are the same and so each time that we um develop a benchmark assessment the items are aligned to stand standard so we can say we'd like two questions for this particular standard and then it will generate questions from the bank that meet that standard but it might well very likely would be different questions from year to year um but thank you for that feedback and if it's the wish of the board that we leave that language in there it's already happening so we can leave it there and it will continue to happen just the same so sorry does that include
013the testing program itself um is it says the testing program is that the whole process of um pulling the bank from the testing company um so the testing program it really is our benchmark assessments um if we were to go with a different we could say we could have weekly quizzes okay would become the the district testing program um we wouldn't do that but the test program is all inclusive of whatever District level assessments that are administered so the program wouldn't be like Galileo program right um it's not a particular vendor it is the district's assessment and the that assessment which we call the the district testing program um could be from Galileo it could be from um any number of vendors Galileo is one of the vendors but it is the district testing program
014is our district administered assessment I wonder because I I understand what you're saying um I wonder if it would be good to leave it in only because if if we're using a lot of different vendors then saying that we're going to continue to regularly review and evaluate we can always then make sure that we have you know the the best testing program or the most efficient or we're always looking at okay what program do we want to go with yeah do you think yeah it's going to happen um it's kind of like saying we will have a district program and administer it we're going to do that um but yes we can leave that in just as a caveat to make sure that it is regularly reviewed and evaluated but right now the district does
015but right now the district does evaluate every year right okay yes so with that feedback um M Chaffin we will leave that in there okay thank you any other questions or discussion um I just I just have one comment and I think it's just an oversight um when you were going through on scratching out the superintendent on 9.43 it says employees designated by and then we're scratching out the superintendent but it's then it's going to be employees designated by to administer Madam president um M Grant thank you for that we'll fill that in it it's supposed to include the word by as a strike through Des employees designated to administer the achievement test okay I see I wasn't sure if you're going to be by a district or something yeah it's just um basically designated
016employees will administer the okay achievement test on 9.47 I just have to ask because I remember when I was working in the district we all kind of chuckle about it and I wondered where it originated from but on 9.47 second paragraph where it specifically talks about a miniature horse M President we specify miniature horse and you know um we actually went back and looked at the stat the state statute that is cited on this page ars1 1024 and that's verbatim from statute yeah interesting does it exclude any other animal that is that is trained in being a service animal or um interesting that they would choose a miniature horse to put in statute of all things right uh apparently the lobbyist at the time had a an agenda there that was successful interesting okay I
017just curious get me a mini horse I remember that happened we don't typically have to encounter that one we don't have a measure for miniature versus regular I hope not we certainly don't provide them every com to die start getting a pony good marketing [Laughter] tool I didn't have anything this will be brought back at the next governing board meeting for a second read um if there at the board continues to review these sections and submits feedback and we will bring those forward at the next meeting thank you moving to information item number two the maintenance update Dr Kellis of cabinet this evening we are continuing to provide the board with information about the various functions of District Operations and this evening we have the maintenance update and Mr Hicks will introduce this item thank
018you Madame President members of the board superintendent Dr Kellis colleagues and community members it is with great pleasure that I'm here to introduce uh Mr Bob Young he's our director of Maintenance and Facilities um he is one of the best in the state so it is I am very proud to be working with him and he is here tonight to present an update on the Maintenance and Facilities department so take it away Bob thank you Mr Hicks Madame President members of the board Dr Kell cabinet members we a great pleasure that I come here to talk about the maintenance of fail ities uh Department we're very proud of our facilities we take pride in our facilities we have a little model that we do in the department pqr Pride quality and responsibility we try to
019infuse that into everybody to uh make sure that we you know we get a good product and we're here for the students and the teachers and staff to have a clean safe environment and and and so we work towards that to make sure everybody's functioning and doing what they're do I I love my job I've been here with the district for 20 three years I think uh Osborne school district for 15 years prior to that doing the same maintenance and transportation over there so I love what I do I don't mind getting up in the morning and coming to work I I love being here so it's it's it's a good place to be um so just kind of an overview we have 3.3 million square feet of buildings under roof that we take care
020of 585 uh Acres uh 200 Acres of turrif and granite parking Lodge drives those kind of things uh we take care of the warehouse receiving deliveries night security our our staff includes a plant manager at each site uh plant managers basically there to do maintenance work to do preventative maintenance make sure the buildings are maintained and kept up kind of shifted gears with the covid coming in right now they're doing a lot of sanitizing throughout the day to make sure everybody feels comfortable that we're keeping the buildings safe and and uh sanitized for them uh so there's one plant manager at each K8 school we have a plant manager at each High School uh three grounds positions at each high school and three maintenance positions at each high school with a night lead at each
021High School to maintain those buildings and grounds um and we have uh this two evening security guards warehouse supervisor the warehouse TCH uh we have 14 skilled maintenance people that we split between two shifts we have a day shift and a night shift so that they can go into areas where we can't get in during the day to do some of the maintenance work that needs to be done like kitchens and those kind of things to take care of all the all the all the all that that kind of work so the goals we have is maintain facilities and components per life cycle analysis everything has a life cycle that goes with it we try to make them last beyond the life cycle by doing the prevented maintenance it's easier to spend a little bit
022of money now than a lot of money you know in a little bit so we we like to train our staff we always feel if you give good people good information they're going to do a good job and that's what we try to do uh again with the co we used to bring everybody together once a month for training and and uh it's kind of online now but we do one-on-one trainings and those kind of things with them until we can get back together for the group trainings uh we make sure they have the good tools equipment uh uh safely perform their duties responsibility we're grateful for the uh support we get from uh Mr Hicks and Dr Kellis and cabinet for making sure our jobs are you know able to be performed to the
023best of their abilities and as I said you know we like to keep the community and staff students with Clean safe well-maintained facilities so an update on the goals we keep records of our preventative maintenance task the school facilities board uh has a list of preventative maintenance that they require the schools to do at each site and how many we have to do and and some of you have probably seen those reports we bring them to the board for Signature saying that yeah we are doing our maintenance work and uh and bringing it in we actually do more preventative maintenance than the sfb required uh School dude is a system that we use for work orders and tracking you know teachers can put in work orders or or anyone you know in the district can
024put in a work order and we can track and we we kind of watch to see how many days one's been out and if it's a higher risk then you know we want to make sure that that's assigned right away and get those done uh again the training we do we have outside vendors come in to help demonstrate hbac Energy Management Electrical Plumbing those kind of things and if somebody needs one-on-one we have the skilled maintenance that we'll send out to help them you know make sure they they know what they're doing and get the job done uh with Co with the covid precautions we're we're keeping the buildings clean sanitized maintained to a high standard I think we're doing a great job on that I know do uh Mr Hicks and myself both we've
025got a couple calls from other districts that are getting ready to open up and say how are you guys doing this so uh I think we have a good reputation that we're doing the right things out there so some of the challenges replacing staff is very difficult we've had positions open for you know several months with without a good qualified candidate applying for uh we're spending more time on Co protocols which is what we need to do because it's for the health and safety of the students and um you know we we get that done we make sure we're uh uh wiping the buildings down three or four times a day and then ABM comes in at night and sanitizes and cleans again for the next morning make sure everything's done uh and of course
026ABM is our contracted custodial cleaners that clean the district they're having the same challenges we are with hiring and replacing people uh and so they they kind of move their people around and work you know uh people like kind of around the clock early in the morning they're they're still in there cleaning because they didn't have enough staff to clean the school so they'll go to the next one with the same staff and get things clean but they're doing a good job they're they're very responsive to any calls we give them or anything that we need done and they they're very good partner with the district uh so some opportunities and celebrations the Arizona school facilities board uh this fiscal year we've received 1.4 million and funding from them there was a couple more project
027that you approved on the consent agenda tonight that is going to go through the process of uh assessment bidding construction and those those type of things uh maintenance staff we've been on the job since day one of the co we didn't leave we haven't taken breaks we stayed right on the job and worked right through making sure that the time when the students from staff were out here we did painting other maintenance work to get done and keep the buildings up uh wellow Canyon High School did receive three awards for their fields uh this year that U I think it was the top 100 of the in the in the league so did an excellent job and uh the the guys on the high schools are doing a good job trying to keep everything going
028keeping them up questions hi Mr Young I do not have any questions but I will tell you that um number one as a teacher in the district every time I put in a facilities request a maintenance request in school du the turnaround was really quick um I love our maintenance people I've worked with various maintenance people I talked to you about Mr VL nice guy and Mr Tracy over Countryside that guy is a beast he's always smiling always happy he's quick he's always moving and you're like hey Mr Tracy what I do about this he's like here do this D I got it I got it I got it so your staff is amazing friendly um the guys that I worked with the guys at daer high school they're super nice super knowledgeable quick always
029get things done always super nice and you have great stuff Madam president member cha thank you so much for the comments we appreciate that thank you Mr Young um thank you for everything that you and your staff do um I know from uh the time I served on the school facilities board it was great to see anytime daart was on the agenda for any type of request or anything that um a representative was actually in the audience to uh ready to answer any questions that the board had so every time I looked out and dart was on the agenda you were there so I really appreciate that um um I I did have two probably offbeat questions you had mentioned that there were two evening security guards where are they posted so to speak um
030Madam president uh member s bill it they they rotate around the district they drive throughout the district from uh 9:00 at night till 6:00 in the morning so they check various buildings when we have like if a night lead is out at one of the high schools they go to the high school and check all the doors and Gates make sure everything's locked but they mostly just uh drive through the district we have them we have one that works Wednesday through Sunday and one that works Monday through Friday so that we have all seven days covered and and so they're just rotating around the district all night if there's something going on we can call them and ask hey you need to go over here but the coer state monitoring Security will call them if
031they have a an alarm going off or even a temperature sensor in the in the kitchens they'll respond to it and if they go there and they feel they need police or somebody then they'll contact the police and have them come out and if they see open doors and not sure if somebody's in the building or something we tell them not to go in there let the police go in and do that but they're uh they do a good job of just checking and securing the the the uh district for us awesome thank you and last one was uh had to do with school dude um working with another school district it's it's an easy and great tool in order to get the request and everything out do you know on an average and I'm
032just probably going to put you on the spot here for a second average number of requests that we have in a month I know I can get that number for you I don't know what it is off top of my head I don't it's usually about probably 160 a week is what we go through yikes okay all right thank you all right thank you very much I was just going to add um first of all I your reputation preds you I've always hear about Bob Young and it's nice to have you present to us tonight so thank you for all that you do um and then also thank you for listing some challenges I just again feel like that's very transp arent and open open and honest and I appreciate that you have listed here
033though under a challenge as far as the time spent on Co protocols reduced time spent in building preventative maintenance and I would say I just I just think that that's that's more of a plus um covid and and keeping our buildings you know clean and getting protocols in place is the priority right now and uh I just so appreciate that yeah there might be some things that you'd like to keep on top of normally the preventive and maintenance yeah I appreciate that but I really think I agree that your focus needs to be on the protocols and I think people seeing that that's being done puts them at ease too and makes them feel more comfortable which is best for learning for both our students and our staff too making them feel it ease so
034um thank you so much for everything that you're doing I know it's been a difficult in um unusual year probably compared to any others as far as what you all are doing but I just really appreciate all you've done so thank you thank you madam president member Richard thank you very much for those comments thank you I'm just going to add one more more thing I was in the choir room at daart high school last year when after that rainstorm when the ceiling fell and I walked in and I was like all right this is how it's going today but maintenance was on it and within days the ceiling was fixed the I mean the tiles were fixed everything was better things weren't falling anymore so I just good job thank you thank you Mr
035Young I just have one more thing to add um I just wanted to also just Echo their their comments um and thanking you and all of your staff for everything that you've done to keep um diart students safe and staff safe um and I just really appreciate you also mentioning that other districts are looking to diart um to see how they can um do things and uh to open their schools I think that's so important not just in our community but in others so thank you for that Madam president thank you it's very important thank you so much all right thank you members of the board cabinet thank you thank you moving on to action item G1 Dr Kellis thank you madam president members of the board and members of cabinet Mr Cotto will take
036this item thank you Dr Kellis Madame President members of the board superintendent Kellis cabinet and guests uh tonight we are proud to recommend to you uh Mr Peter gelic for uh the position of assistant principal at Valley Vista High School for the uh 2122 school year uh he will be uh filling the role of athletic director a little bit about Mr gelic uh he received a master in education degree in educational leadership from Prescott College and a master of science and education degree from Fort Hayes State University uh he has an extensive educ ational experience um and has uh as well as 10 years as uh an administrative experience as an athletic director in both Chino Valley and in Poria Unified School District and I believe we did attach his resume um so I stand
037for any questions but we are excited to have uh Mr jelovic um join our district thank you very much um I I'm excited for this as well I am a valley Vesta parent um so welcome and um just very excited to to have you and I will introduce him and have him stand up after you vote so um Mr Cordo thank you and um just want to say anybody that's from Brooking South Dakota can't be all bad so thank you very much for being here ready for a motion okay I will entertain a motion to approve the appointment of Peter gelic as high school assistant principal second oh she said entertain entertained a motion entertain a motion so you could motion I'll move to approve the appointment of Peter gelic as the uh High School
038assistant principal second there we go Motion by Tracy stoer sville seconded by Joe Grant motion passes and Madame President if I could I'd like to formally introduce now Mr Peter jelic our new assistant principal at Valley Vista High School so welcome Mr jelic thank you you're supposed to prepare a 3 minute speech or at least 26 slides like Mr Hicks welcome we won't torture him quite yet okay moving to item G2 Dr Kellis thank you Madame President members of the board and members of cabinet um items or sections 9.0 to 9.24 were presented at the last board meeting for first read based on feedback from the board during that meeting and since um there were some minor changes made and so it is brought back to the board for a second read just as a
039a note um there was one point of feedback that was given regarding uh teachers being prepared to teach material and being familiar with the material prior to teaching it um that has been and will be adopted into procedures um with regard to to that suggested language um and as soon as that is done Miss Brown will send the language out to the board so you can see what and where that was added the board does not adopt procedure it only adopts policy so that's why I mentioned you won't see that in these um sections but we will present that to the board later this week under procedures thank you for that thank you for adding that thank you for the feedback open up for any the other discussion okay I will make a motion to
040approve revisions to policies within section 9 instruction 9.0 through 9.24 as presented second seconded by uh Christine Pritchard motion passes moving to action discussion item G3 Dr Cullis Madam president members of the board and members of cabinet Mr Hicks will present this item thank you very much Madame President members of the board superintendant Dr Kellis colleagues and community members thank you very much for allowing me to present tonight U before we go on with the presentation on the benefits just first would like to thank our employee benefits trust board uh Mr Kenny Mr Tanner Miss po and Miss Caruso for their um engagement participation and willingness to um help uh make the best decision as possible always thanks to Miss Janice Peele and Miss maryell spidel as well so um I wanted to make sure
041I thought thank everybody because I seem to forget that a lot of times so um uh it's a can't see if I'm reading oh no no I read it correctly [Laughter] user air I assume but uh thank you ah oh I did read the wrong sorry the classes didn't help I apologize for that um so thank you uh for everybody in that um uh one just really quickly why is this here tonight um uh we do incorporate it and present it to our IBA um not in great teal but they do hear a little bit but it is tonight because we do have an open enrollment period that we do have to put in all the rates and configure everything to allow the open enrollment so that the timing is traditionally the second meeting in
042February that we make this presentation currently through December uh our current plan is running at about 118% so that means we're running 18% over where our expenses are greater than um premiums are funding it or our rates are funding the plan right now um typically um you'll see inflation area costs on uh medical cost around 7 to 8% uh Pharmacy the last few years has been around 10 to 15% specialty drugs new ones coming on come in a lot higher until um generics get a hold of it um and so it just runs a little bit higher right now it is not an equal spend uh roughly it's around uh 70 to 75% on the medical and uh 25 to 30% on the pharmacy so not equal but um we do have inflation incurring every
043single year as well currently Blue Cross Blue Shield is our um healthc care provider and will continue for next year and we carved out a couple of years ago our Pharmacy on that and so instead of Blue Cross running both Pharmacy and health we carved out went out to bid and selected mellin as our PBM our Pharmacy benefit manager so with uh the different vendor uh Blue Cross did charge us a little bit more they said um probably because of the rebates and stuff that they were getting and so they those costs went up about 200,000 but then we received about $800,000 in rebate so it was a net success for us to go out uh and carve out from the pharmacy in that sense so that was positive but benefit costs continue to rise
044so with the inflation uh what we look at is uh uh working together with our team is looking at plan design changes um was the overe expenses we look uh at every single expense going in line item we work with an Actuarial to uh then look at here's why it was different than why it diff uh um strayed from what the project ction was 10% of your population drives 90% of your cost so we're really looking the most uh critical is those high cost claims and are they appropriate and sometimes they are and there's nothing to do about it um and it's just going to run High um and so as I mentioned we did share uh a presentation it was only through the month of November so it was not complete and we did
045not have all the premiums listed the changes that are going to be recommended tonight but basically shared the picture of cost going up with IBA team the employee benefits trust board met last week and heard this entire uh presentation and recommended to support it going to the governing board that you see tonight um so here is our medical cost plan uh with our renewal projection so um as I mentioned we are self or or not I didn't mention but we are a self-funded plan so we work with an Actuarial so even though Valley Schools is our benefit consultant uh they hire Hayes Consulting um and we work with an Actuarial to look at our plan plan design their book of business inflation uh laser out those that benefited those that didn't benefit us and what's
046a projected or a typical Trend year going to be and then they work on recommending what the cost should be and so um if we're looking at the first uh coming in our fixed rate costs fixed costs are those to administer the program Blue Cross Blue Shield and other fixed costs um to just administer our medical claims and then the actual claims themselves and the projected claims and so we have an increase of about 1.4 million so about 10% we do see a slight increase in Pharmacy that we budget for so although I said we had 800,000 last year we were only projecting around 600,000 we see it going up a little bit so sometimes they're a little higher just like our projected claims and then um I'll mention later uh what the HSA change
047but we have an HSA change recommendation so after we plan design adjust for pharmacy rebates look at the HSA change we have a net increase of about $540,000 so about 3.6% % increase going forward this is uh so this is now uh you're typically looking at seeing um three columns here because we would have three plans we're recommending going down to two plans the HSA 2000 plan which was in the middle that you would typically see um was operating um expense ratio was 250% so it was um way over um expensed with very not the balance of Premium in to support that plan and so it was over um expensed and underfunded to make the changes basically turned it into the HSA 3000 plan and so um instead of just doing that and confusing people
048we were just eliminating um that HSA 3000 we called HSA base HSA 3000 they mean the same uh that is where the majority of our plan our people land on this plan um so you can see we're projecting 15009 people on that plan with 200 people on the PO buy up and so you could see that the breakdown of what population is on what plan um and I'll mention I'll mention it again uh now um employee only um on the HSA base where the majority of all of our plan participants are 111 projected for next year that is the um no cost to the employee so employee only on the HSA based plan $557 that is what the district pays and so there is no cost to the employee on that so the vast majority
049have no cost uh to them those are the full premium rates and so if I um so as I mentioned the HSA contribution is changing so you can see all plans we the district contributes 557 uh per month on every eligible employee a full-time eligible employee the district annual matching contributions now this is an adjustment um to $500 they could also get additional for the physical and additional for the wellness incentive so they could get up to $900 this was last year 1150 or this year $150 so we're taking the match uh from 750 down to 500 and uh it's funny as just talking with many groups that have been in uh dealing with health insurance and premiums we all remember about 10 years ago the whole strategy was we need to do everything we
050can to incentivize people to go to HSA plans and now we're being told you need to stop incentivizing people to go to HSA plans because the consumers aren't always the best decision makers and I'm probably a good example is that I've been on HSA plan for 10 years I don't go to the doctor I'd rather just keep the money and just uh what are they going to tell me anyway wait come back might as well just save the money and not do anything it's probably a bad idea because later on the claims are much greater than if you would just go while you're going and so part of the plan this is strategic to stop incentivizing people to go over to a plan that incentivizes them not to go to the doctor and those type
051of things and so uh what we're looking for is every year to continue to look at tweaking into design plan to get a balance plan that it really doesn't matter where they go it's appropriately priced uh and balanced um going forward and so this long discussion on we're cutting uh recommending a cut to the HSA match from 750 down to 500 here are the rates and so uh a little uh extended history but on the far right is what we're looking at and so you could see for the HSA um used to be 2500 3,000 or base uh what we're looking at employee only you can see there's no cost there was no cost last year or ever and there continues to be no cost for that for an a for an employee plus one
052um last year or this year it was $39 it's going up to 331 so that's a um 23 $22 uh increase the employee family um La this year was 536 it's going up to $584 and so you have uh two increases on those premiums uh the HSA 2000 which I said is no longer available that PO plan the PO 2500 you can see those costs they're going down and so that plan uh performed very well and was overfunded and so we don't need the funding coming in on that and so an employee only which is a buy up to the PPO this year they're paying 228 281 a month is dropping to 144 so there's a significant decrease there and employee plus one is going from 929 down to 740 and the employee family ,400
053down to 12217 so uh much like we're looking at the plans to see how they're performing uh who's on and um trying to price it appropriately so that um we're generating the revenue needed to cover those plans Mr hick I'm just curious because PO is usually um a higher uh benefit um I'm just curious why did it drop such Why did it make such a drastic job so as we were u u Madam president members of the board as we're looking with our consultant and looking at all the claims and the performance of the plans the plan is generating more premium than the costs that are incurring right there and so what we're seeing is a recommendation to reduce it because the plan's performing better than expected for projected cost but then also let's try
054to incentivize as we're eliminating the HSA 2000 plan which was a middle plan uh let's try to incentivize some of those people up into the PO which is a better appropriate plan even though it costs a little bit more it's designed a little bit better and so we're trying to incentivize people there instead of down into the underperforming HSA plans that's awesome yeah thank you um the employee benefit trust so we fund as the district um an amount per person um our our premium published premium rates then uh voluntary contributions go in it goes into the employee benefit trust we pay all of our expenses out of the employee benefit trust so just looking at a history of the value of that benefit uh the employee benefit trust um finances uh their total assets you
055could see a history of that uh really uh I look at net position on a lot of them and so in 2016 it had a net position of about 10 million so it had 10 million in Balance after expenses um at that end year which is pretty high and so the employee benefit trust made a a conscious decision to let's start subsidizing some of the premiums and so they've been covering uh some of the costs um as the uh rates are coming in not all of it is transferred onto the employee some of it is paid by the trust itself so we uh set the employee contribution rates a little bit lower than they what would said which means that um the trust itself is picking up those costs so it's subsidize about a million
056dollars a year of anticipated premiums you can see that's dropping so the the net position obviously if you're going to subsidize out of a fund um you start draining it or start uh reducing the amount and you can see the reduction um it starts going down down and so we're at December around $3.6 million um sometimes the plans um don't drop like what we think like at the end of last year covid happened and a lot of people because of uh hospitals and U medical places were not allowing surgeries and everything to happen at the end of the year a lot of expenses did not happen and materialize and so where we thought it was going to drop a million or so um it didn't and you can see it actually ended up higher than
057the previous year um and so but then those really were just delayed as the expenses came along and also um we cover the most most of the covid costs uh for testing and uh treatment um as a self-funded plan we signed an agreement to say that we would not pass on any cost to our um employees or members and so the the employee benefit trust is covering that cost and so that's also accelerated a little bit in this year um it probably won't end this year December's a uh funded not funded so I I think it's probably going to be more than around 4 million not a lot but you can see every year it's still going down um and so that has to be addressed a little bit so we're looking uh talking with
058our employee benefit trust board was talking about this and understood that probably 10 million was too high but maybe 3 million or 2 million is too low so where do we land the plane and start backing off some of the subsidies subsidizing which would then resultingly in future meetings with the with the governing board with you guys would see higher premium rates to to employees to back off some of the subsidy that are being provided by the benefit trustport sorry that was a long conversation but I do you see a declining balance you should be aware of why it's happening here's just some of the changes in the plan design obviously the biggest two biggest we've already talked about eliminating one plan and reducing the HSA contribution um but we also see in the PO
059um yes we reduced some rates we're also reducing some of these um uh office visits and Specialists and lab those were I think it was 40 60 and 50 before so those all dropped but we also see in prescription drugs we added I think $5 to each one of those tiers so we do look at those expenses where they're happening and try to balance it um and to incentivize the right type of behavior and these are in network for the PPL 2500 has those um slight changes and that's the employee only but the same exact increase is for the employee plus one or as the family um so basically the HSA 3000 or HSA Bas is staying pretty much exactly as is elimination of the middle or the HSA plan so that is our medical
060um cost and recommendation going forward and we'll jump over to our other programs this one being Dental we have two dental plans one is Total Dental administrators um this is our prepaid this allows us to offer a dental plan at no cost and so the employee only monthly cost is zero you can see absolutely no changes to any of the rates for employee or employee plus bies employee plus children employe plus family um and the district will continue to cover the 1034 uh a month on that the second dental plan we have is the Delta Dental voluntary po plan um this is moving um what we noticed is almost not a complete exact um plan is that we were working and purchasing Delta Dental directly and we have Valley Schools as our benefit consultant and
061Valley Schools um has a pooled plan where we move into a pooled which is almost exact same so you can see the rates are very similar employee monthly cost um employee only goes from 2214 to 2252 so less than a dollar a month up the employee plus spouse does go up about $3 but you can see employee plus children goes down and employee plus family goes down and so those rates go down but then we also have a richer benefit so it is pretty much the same as what we have now except for it's called the checkup plus which before the checkup plans were also coming off the deductible or off the allocation of benefits so if you're allowed $1,000 your checkups would come off and you whatever's left after the checkups you'd still have
062for that ,000 benefit um this checkups are not part of it so you have a full thousand so go get your checkups those preventative maintenance and you still have the checkup uh so it's called checkup plus you still have the full benefit a lot so it we believe it's a little bit richer benefit with pretty much almost the same cost slightly more on employee employee plus spouse but less for employee children so we think it's a a good plan uh to move here are our other um voluntary um programs and supplemental programs just uh to summarize um we have our Health Equity we have a flex spending account the administration rate fee is exactly the same and no annual renewal fee so everything stays exactly the same with Health Equity for flex spending our hsas
063our health savings account Health Equity administers those as well and has no additional increase and no annual renewal free PNA Group is our Cobra Administration there's obvious there's no rate on that as well tedoc um no rate increase last year was the first year we put in a uh $10 deductible it looks like it's performing appropriately and still in compliance with uh Federal Regulations so we're going to leave that recommend no changes in that and our annual Reserve analysis no change on that as well and then we have our vision um voluntary program through aesis which has no changes to rates at all either symmetra life insurance basic life accidental death and dismemberment no change to that current rate symmetri life the Voluntary Life portion also no change sudden Life Financial our voluntary short-term disability
064plan no rate increase interface um employee assistance program this was new this year so last year we um switched to uh this new interface EAP um we purchased it through Valley Schools I it was basically the same cost as the one before with a little bit better service as we were having a little bit problems as people were previous employees were contacting an employee assistance program and not getting giving us feedback that they weren't treated appropriately or something so we switched um have heard heard no negative feedback but then also for this year they've um added I want to say three additional sessions that are included so they're increasing the number of sessions for um next year so that's a positive with no rate increase for that our Colonial Accident insurance is a voluntary program
065and um we will actually see those rates go down uh decrease by 20% so just those are all the rate re rate changes are maintains that we're requesting for all of our employee benefit programs just in summary the rate um I'm sorry this is uh it's 3.6% so did not change that on the presentation I apologize but as previously it was the 3.6 um changes in the premium for medical um we're maintaining a zero contribution uh to the HSA base plan or HSA 3000 plan only as I mentioned we eliminating recommending elimination of the HSA 2000 plan we're continuing to have an incentive for the HSA plan but we are reducing the match um from 750 down to 500 continuing the specific stoploss claim at 320,000 per claim and um as I mentioned uh the
066employee benefits trust agreed to continue to fund um the what I call the subs izing employee premiums in that sense so they going to continue with that um knowing that that's not a for everything that at one point we have to kind of move off of that and step off of that and so you'll see probably changes next year we do like to communicate things a year in advance so last year we did mention to the employes benefit trust we mentioned IBA we're looking at probably eliminating a plan because the plan was under producing last year we don't like in March or April when they're going into open enrollment be the first time to hear about it so we started talking about eliminating and plan design design changes last year and so we're enacting that
067and so tonight and other times we will start talking about subsidizing from the employee benefit trust um on the employees premiums is probably not going to continue at the same level going forward we'll be making recommendations for that so that is our benefit plan for next year and I will stand for any questions oops or turn them off I just ask a question for clarification sorry um so are you saying that even though there's a 3 6% medical premium Premium cost increase that the employee benefits trust is going to fund that increase then again this year um thank you very much for the clarification U Madam president members of the board there's a a net 3.6% increase they right now fund a million dollars right now of premiums that's going to continue so no changes
068in that that's not revealed on this so all the net changes for employee premiums that were presented here tonight are the net changes to employee premiums there's nothing that the trust board will cover beyond that what they're currently covering which is already embedded in the fees okay so this 3.6 is what's being passed on to the employees um Madam president members of the board correct now that's a net of everything as we mentioned some premiums are going down so if we say hey you're pre your rates going up 3.6 and they were on the PO well my rate just went down 144 so it's net of the whole thing so just to be clear we could say that in total our our medical plans only went up 3.6 but you could see some employees will
069see a reduction we have a couple hundred on that but some will see a much greater than a 3% so it's varying deg okay thank you for the clarification uh Mr XX two questions for you uh the having to do with the interface EAP um I'm glad that there's an increase of a number of sessions uh you said it was an increase of three three I believe three um um because there are so many times an employee um an employee needs to just reach out and actually speak with somebody about a particular issue so the fact that there is an increase of three at no cost to them that's um that's a major plus um my other question had to do with the flex spending account and correct me if I'm wrong um which could
070very well be um I thought that there was going to be some change in the requirements um because there were um and this had to do with Co because people were not using up all of their um flex spending account dollars and so they were losing them or it really depended upon the employer um can you explain or expand on that um Madam president members of the board I Heard lots of discussion of that too I did not get any emails that said flex spending accounts did not have to to be they it did get extended no no it did not get extended it did not get extended it did not oh we have a flexa user right here because I scrambled at the last minute I know there was lots of conversations to the
071legislature the to Congress to ask for that um and I obviously never saw anything and we have testimony that he did not get the extension so uh so no really Federal requirements had to still use it by December 31st that's rough yeah okay thank you that was all I had I will motion to approve the employee health benefit plan for the 2021 2022 school year okay motion by Don Den seconded by Joe Grant waiting for your it's not popping up a verbal yes or no yes motion passes Louis will we need to refresh now do you see number four added if not hit your refresh button okay we're going to refresh and move to item G4 changes to thank you you're welcome thank you I'm giving [Applause] it discussion there it is thank you why
072was this moved she motioned to move it during the consent agenda items yeah I just didn't know why he he'll expain okay thank you madam president members of the board and members of cabinet thank you um for accommodating this change Mr Hicks will address this item thank you Madame President members of the board superintendent Dr Kell colleagues and community members thank you very very much for um pulling this and allowing me to make a few comments um on this agenda item the attached um agenda item still says draft so I apologize um I did not have time to take that off and replace it with the actual and so the actual is in front of you I am recommending from that three very very minor changes um uh and so if it's all right if
073I just go through those changes so that uh just to draw them out since uh this uh is being modified a little bit um so the first one is on page two under Section 4.2 we placed a sentence in there in consultation with our attorney um that says placing the placing District shall be solely responsible for providing all necessary Transportation so on this special ed agreement with the Wickenberg school district for providing some additional services for cost so we will be billing them for these additional Services it is Wickenberg that is responsible for all Transportation required and so although we talked about that at no point um did we have it in the agreement we just wanted to clearly spell it out in agreement so um then the second oh the second change is on
0745.1 just crossing off um and just leaving IEP instead of the visually impaired students and stuff so it just clarifies that point a little bit and then under 5.6 um is adding the statement the placing District May request that daart provide extended school year services to the placing District um and students at the same rate contained in exhibit a so this allows um right now it would only be billing them for services during the school year once that ends it would be done this allows if they want to participate in our summer school it would be the same rates going forward and they could select that but that's optional and they would have to allow us let us know that and we'd be able to build them for the additional Services provided and I believe
075those were the only three uh very very minor changes um and obviously taking off the word draft and I apologize for leaving that on and I will take any questions regarding this [Applause] IGA Mr Hicks is that cost breakdown um based on um a certain number of days meaning a month or a week uh Madam president members of the board that's a a great question yes the cost breakdown that we achieved was talking with our special ed director of what all services are provided on a monthly or uh quarterly or more basis and how many minutes or hours of each individual um OT PT um support uh Aid regular teacher all that would be into that program on a monthly basis and then I was looking up what the cost is adding benefits and then
076identifying the total costs um I like to always add a little bit just in case I might have added a little bit more just in case as well to cover uh any incidental costs as well so that is how the costs were determined so that that it would be um prated if uh um the extended Year services um like for the number of days that may not so that is underere exhibit a um allows for the pration so let me get to that exhibit um you can see at the end of the two prated do say February we were trying to get this done in February that would have been a mid-year approval and so the pration is for that the monthly cost would be the monthly but right now the agreement is only through
077the school year as our calendar is the extended school year is something additional so they'd be paying the full month um if it would be something different than the full month then we'd have to bring it back to the board and adjust schedule a oh okay all right okay thank you the U Madam president members of the board um I think what is positive is we have a student in need students in need from a surrounding different we have ability to provide that service um the good news is is that we would be billing it at a rate not at what they get reimbursed and so Wickenberg is taking a little bit of a loss in this because they'll be receiving money from uh for these category of students but the revenue does not equal
078the expenses we're charging the full amount these expenses incur so we would not do anything that cause our district to lose money and so we're not losing any money in this um transaction thank you any other discussion no I do have a question um so are these full-time students or are they just um going to Kingswood and the preschool just for another day or would they be there full-time um Madame present members of the board currently they're at home um they're not doing anything they would be full-time students uh in those full time program students in those programs thank you you're welcome all right I will motion to accept the IGA between dier Unified School District and Wickenberg Unified School District for ESS services and authorize the assistant superintendent for business services to sign the
079agreement and any Affiliated documents second motion by Don denmore seconded by Tracy stoyer sville motion passes next we have item H1 Dr kis Madam president members of the board members of cabinet this is a call for an executive session I will make a motion to establish executive session to be held immediately during a recess in the regular meeting second seconded seconded by Miss Pritchard motion passes
