edge no okay sorry you still need it I hope you're muted you okay we're ready yes all right good evening anybody this is J Leonard we'll go ahead and get started let's take a roll call J Leonard's here do we have Jen tanner she says she's trying one more time it said it journey it she said it was she was connecting but she's caught trying to call in okay go ahead and give her to the end Tracie think Bell here and Kristy yeah Pritchard and Don Densmore air awesome let the record reflect that we have everybody at Virginia at the moment and we'll go ahead and give her credit when she pops on if you'll just let me know let me so when she does get on if she is able to connect I'd appreciate
that okay thank you let's go ahead and get started we'll start with the Pledge of Allegiance I pledge allegiance to the flag under God thank you everybody president Leonard I believe Jennifer Tanner is here Jennifer are you there yes I'm here excellent let the record reflect that we have all board members president for tonight's meeting thanks Jim [Music] are you sharing your screen with us okay so we're swapping screens oh okay I just saw that that switch I want to make sure I knew he was going Blair all right let's go ahead and start with public hearing we'll go ahead and go with hu public hearing for fiscal year 2019 2020 expenditure budget vision and I'll turn it over to dr. Kellis Thank You mr. president and members of the board and members of cabinet
whenever there is a need to revise the current year budget then there's also a legal requirement that a public hearing be held and that is the purpose of this public hearing Ken Hicks will introduce and provide more information on this budget revision thank you very much good evening mr. president members of the board and superintendent dr. Kellis colleagues and community members I am very proud tonight to protect our 2019 2020 logically patient number two and as dr. Kellis just met saying that this is why we're doing it why we're having the public hearings won't go into that but one point I will make regarding the budget is it's statutorily up until this year and there's been other times made the deadline but as part of the school closure legislation the Auditor General is given the
authority to make adjustments and modify timeline they can't modify the budget revision palimony and they've extended it to June 3rd so that's here that it could real quick real quick your your audio is really digitized and really low so you may need to move a little closer or speak a little bit louder sorry thank you very much for that I will get a little closer to the microphone and hopefully that will help and so the audit agenda was provided with additional authority to modify timings and so there will be another budget revision and it'll be before June 30th but we will have a need because we do have some federal grants that have been appropriately allocated to us and that we're playing for as well as an online summer school program that might have some
additional financial impact as well as that we'd like to include that and so we will be revising the budgeting as well so normally this is the last one this is not the last one but this is a quick one so not too many change it we have some overall it's an increase there's a few reasons we have some student film has gone up and gone down some of our grade levels are group beat which they began that increased and so did our tuition thing so we have an agreement with Matt Oberg beautify school district for a providing tuition for their high school kids in their number of kids though that still isn't committed so that is also bono here you can see just broken up by the for me programmatic areas as identified by the
Auditor General a couple decreased a couple entry so we look at what the expenses are and make projections going forward and make sure that within and a revised budget which is the hotter than 72 million 151 our capital funds very small increase in unrestricted capital just a few thousand dollars that's mainly just the tuition adjustment on that the only renewal grant program a little bit higher than our December revision I believe in December until the board I expect this to be around a million dollars you can see later on in our consent agenda that I believe would have the weatherization project that's on there I thought that was going to happen a little sooner this is just at least a bid so we probably will not be doing the work on that program which is
weatherization program which is about 300 a little over three hundred thousand dollars so that will be applied to next year so that's why that's just a little less than you probably were anticipating a clashing side found this is based out in previous year and ABM and numbers and you can see there's no change from December revision as December vision we really into their ATM into the carry polar announces so there's no change in that was from our special project bonds that a little bit bigger adjustment here the federal grant says a BER there's an apartment of Education approves grants sometimes after the December revision we don't have carry forward in there or other allocations and so it's a larger increase and a federal grant program and just think of this does not include the two
federal grants that I mentioned earlier that Terry stimulus funds and then FEMA public assistance program that we're eligible to apply for as well so those two are the federal grants of this federal grant line will again when we do our budget revision number three but that is that means that we're our food service fund might be trendy really well with a lot of urban area pie the co big has had a huge impact on that although we're still providing lunches a lot of lunches and with expenses it's not the same level that was here growing at before and so we're leaving into 10 million but that might become told us out so just in summary we had increases in our ABM we had some decreases depending on what grade level you look at our food
our groupies are specialized that we had increases in our student and a groupie count adjustments territory and our grants are creation just means we have and he approved grants increases funding and then we also had our tuition investment but not a lot of changes to the overall budget but it is a realignment in capturing some of that logically abreast do before we end the year and as I say that normally this would be the time we capture all of that we don't have to wait we're going to have another Jude revisions and we'll pick up some more federal crimes and maybe some and the no funds with the online summer school program that will be provided here is the rainbow report now I just went over this last month during our dollars in the classroom
report so I really don't want to go back through all this because it's really just some minor changes because the majority of those increases ee fellow increases whirring other funds that or not they won't appear on this or but I still like to produce the report just so you can see and then line it to that budget so this is a line to the revised budget I'll give it again for the next budget division won't really do that in June but I don't like things as always I do always like to promote some of this just required but some of this we just go above and beyond and we're very transparent and so I like to know that we do put this much a lot of information out on our website for our community and
people to go to and look at it and so that is still available on our website I would like to say that the forest and printing questions or if we want to read any comics if any of our community members have written in for statements or questions of everybody's budget I just like this mr. Delta Bell and her team for the hard work the dedication they continue to do an amazing Jonathan take wait fracture the information I get them to drill it forward and make it look amazing so I appreciate all the time hard work that they do and I'm very thankful for so the last thing before we look if there's any questions from the board or the community as this agenda comes up again under Section age to later in the agenda it
is the exact same presentation so I will not be or president we did not have any public comments that were submitted right thank you for that thank you mr. Hicks do we have any questions from the board before we move on forward all right we'll go ahead and move on give me a second to switch back all right [Music] I'll go ahead and start with the regular meeting with c1 I'll make a motion to remove the agenda items from the consent with the governing board policy and temporary suspend any policy with which the agenda may be inconsistent may get a second okay I believe that was traced before you think felt mostly made by J Leonard so I could have by Tracy story I think belt let's vote I'm just waiting on Jennifer Tanner so
yeah it's not popping up on my screen okay you may need to refresh you can go ahead and give me a verbal yes or no upstairs yes thank you motion passes thanks everyone were you able to get back in Jen I'm here I just yeah I'll have to wait and see what the next one if it pops up okay bye your PC for Christmas yeah yes please oh well go ahead and move on to d1 superintendent update dr. Kellis Thank You mr. president members of the board and members of cabinet it is incredibly hard to believe that here we are at this time of the school year and the year is coming to an end this week is our last week of regular instruction next week we will be continuing to provide educational opportunities but
our formal and new instruction is concluding this week I just want to do a couple of shoutouts to our extraordinary teachers who did such an amazing job of switching mid-year to a brand new platform and completely repurposing their lesson plans restructuring their approaches re re redoing everything to get ready for the immediate changes that went into place I want to thank all of the students who stepped up and were diligent in completing their assignments working on the new learning that they received from their extraordinary teachers to our parents you did a yeoman's job of being at home classroom assistants and helping the teachers help your kids to learn we are very very happy for how everything has gone we have learned a lot about how things have gone if we had to do it again
which nobody wants to repeat but we are a lot smarter now and we are looking forward to resuming regular classroom schedules in the fall we're also looking forward to June 30th when we have our Senior High School commencement ceremonies at the State Farm stadium pending any executive orders from the governor's office we are excited to see our seniors walk across the stage and received their diplomas on June 30th and that's all I have to report thanks Alan thank you for that I'm echo your sentiment and definitely appreciate the staff as well as you dr. Kellis and all of the teachers that have been tireless in making sure that their students had an extraordinary experience and what is now known as the online experience it's been compared several times to homeschooling and I don't think it's
anywhere near homeschooling because of the amazing staff and the excellent way that things were handled and all of the things that went on behind the scenes up into providing all the equipment and the computers and every schedule and every possible help that we could possibly have so I definitely appreciate you on that and mr. Leonard if I could just also put a plug in for all of our support staff and our administrators they equally did an extraordinary job and we could not have done it without their support thank you how much really I don't I don't think right down to the the general janitorial and the kitchen staff I don't think we could have done it without every single person pitching in and doing a little bit more than is normally expected in many different
ways than they probably ever thought that they would be working so we definitely kudos to them and thank you for everything that you've done first this year and continue to do for us as we close out an extraordinary and different year for sure appreciate you and things for that update we're going to move on to d2 governing board updates all start had the opportunity to go to the Vista today and just record my brief section of what will be the alternative graduation so that was amazing and humbling all at the same same point I didn't realize how much I took for granted all the hard work that goes into putting all these things together as well as all the people that make the magic happen behind the scenes and help everybody in every situation that
was amazing to see the people there and also just kind of reminisce a little bit on graduation and how it will be different but still very impactful for those seniors barring any of the government's changes and hopefully governor Ducey is in a good mood when he continues to allow us to operate and hopefully we can all stay healthy also had the opportunity to do an audit that was interesting but good I think we're it was a financial audit I think we're in good standing there and so completed that as well as it was good to see some some of the happy faces that I've missed so much by being socially distanced so it was good to run into some of the principals and administration at the Vista so definitely enjoyed that we'll go ahead and
go around for the updates will start with gen Tanner do you have an update for us see here um not really just an update just an observation I I think I said at the last meeting I'm super impressed with our staff and how much that they've gone above and beyond to just reach out to students to help the families as much as possible during that time to give support and just try to help our kids feel like they're missed and and loved and I especially have seen some amazing things happen with our seniors I I really feel for them because I know so many of them want that traditional experience of a graduation and and kind of that last senior year that they feel like they missed out on and I really feel for them
they never got to kind of go and just go this is my last day this is my last day I'll be with my friends at school and kind of had no idea what was gonna be happening and so I've seen some teachers staff go above and beyond to really try and help these seniors feel appreciated and help them know that their hard work through their public school education experience was not gone unnoticed and I just really appreciate those who have who have done that to help them feel like during this time when they kind of feel so separated from everybody to feel that inclusion and to feel still the love from their teachers staff and things like that so I really appreciate those in the district who have gone way above and beyond to help
them feel that so that's all I have think you appreciate that and definitely echo that sentiment as well miss Densmore do you have an update for us um just you know for what what everyone else is saying about everyone going above and beyond having a senior this year that's been incredibly important to my family and just having that those extra special moments and and you know even more deliveries and sign deliveries and senior gift deliveries it's been absolutely incredible and the learning experience is definitely not stopped with Dysart so I appreciate everything that all of our teachers are doing and all of our staff are doing to make the learning experience continue through the end of this year so thank you amen thank you for that and let's go with mr. Hoyer think though I
echo the comments that everybody has made especially what miss des Moore just said as far as those special moments I know that having a senior and being with them during this difficult time that is a special moment that you'll be able to talk about for years and I know it's a little bit difficult for all of our families but everybody has stepped up and worked hard and they will remember this for years to come so congratulations on everybody across the board I just wanted to say that I had finished up with the four or five remaining CIP presentations the school's continued they diligently they continue to be excited about the progress that they've made and also what areas that they need to focus on to be successful for the next year we all know that
this was a difficult time to monitor everything but it was they know what they need to focus on for next year attended a couple of webinars of course they all relate around to the kovat the relief funds there was even one that was creating a digital content and one of the folks that was on this was our former director of public relations act fountain and this had to do with engagement during the köppen 19 so that was an awesome thing to sit through and I just wanted to give a shout out to Ryan McGinley he continues to do a fantastic job with videos and if everybody hasn't seen the Dysart hero heroes tribute to our wonderful staff members they need to see it it was great and Ryan the camera do continues to do an
awesome job that is a lot of talent right there and that's Thanks and save the best for last miss Richard um everybody's pretty much kind of expressed my sentiments so just to just to briefly recap again just very appreciative of our our staff members our teachers everyone who again unexpectedly came together and just built this whole online experience kind of talked about building the plane as we're flying it so a lot of appreciation out to our employee groups but also just wanted to thank our entire Dicer community even just outside of our district operations because really this whole community I mean the whole state really but our just speaking in our community you know we've all felt the impacts of this Kovach 19 and you know from our our business owners you know our our
government officials our retirement communities everyone has just reached out to to support one another and to support our community again even like what we're seeing with the adopt a senior program that's really taken off and I sit as well just complete strangers helping one another and it's so heartwarming and it's been so wonderful to watch and be a part of and just finally wanted to give a shout out to our seniors and and to all of our students really I mean because they've we talked about how difficult and the challenges that we've all kind of had to overcome building again this at home type online learning unexpectedly we've built it but these students have had to endure it and it has not been easy for everyone and they continue to persevere and do the best
they could so from all of our even our youngest little learners our preschoolers all the way through our seniors good job all of you and just so proud of all of you that you made it we're where we finished up the year and we all did the best we could and I think some things should go to our students but again back to our seniors just again they've been doing a lot it definitely wasn't the typical senior experience but I would say from what I've seen and heard our seniors just really approach to these circumstances with so much maturity I just couldn't be more proud of them and they've they've really taken this unexpected turn of events and in stride and remained future-focused and just kind of continued to persevere and push through and so
I just wanted to really say how impressed I am with them and want to wish them all the the successes that they deserve and they work so hard for and congratulations to the class of 2020 don't let it end it did you have something else awesome that's a great way to end it thank you so much for that implement and perfect ending to that section so thank you for that all right let's go ahead and move on let's move on to a one I'll make a motion to approve the consent agenda consent agenda items as presented second was that miss Pritchard yes excellent motion made by J Leonard so I can invite mr. Pritchard let's go ahead and vote still waiting nope you've got yours never mind way to find that button Jen alright motion
passes thank you let's go ahead and move on and we are gonna move down to g1 information item and we're going to talk about policy governance board monitoring adopting policy section 12 education agency relations is dr. Castellano still here yes all right and crotteau will introduce this item good evening president Lambert member to the board superintendent calcine cabinet tonight we continue on with monitoring our policies in tonight is section 12 and we do not have any changes to propose this section at this time shorten this week you get extra points for that I appreciate it and do we have any comments from the board ok I'll go ahead and make a motion to approve the confirmational re I was getting a little excited there all right we'll go ahead and move on to G 2
G 2 and that's a summary of the meeting and conference session dr. Kellis Thank You mr. president members of the board and members of cabinet the meet and confer process is a way that the district has enticer for probably over 20 years has worked with all the different employee groups to make recommendations to the governing board for employee salaries and benefits and Ken Hicks will introduce this item and share what the recommendations are good evening mr. president remember dr. Kellis colleagues and community members I'm very proud here to present our IBM recommendations - first it was all right can I just check in and hear me any better yes you're much clearer thank you good so first I know we talked a little bit about the process but I would like to thank all those
people that participated and so we have a list of all of our team members that were part of our IBA team this year and I would also like to think renamed Costa she's not listed on this but she did provide a training course of one-day training who take that was also very insightful and hopeful as we get some new members on our team this year and so I'm really thankful for the training but I'm also very thankful for all of these people for all that they do they dedicate their time themselves to the district to the progress I get emails throughout the whole time so I just appreciate everybody buys in and is all in on this process so thank you to all of our participants just a little bit about the process and dr.
Kellis alluded to some of it but it is a very different this is not a hard bargaining session where we some losers were fighting and arguing what we do is we have a very dynamic process we have standards that boards of a pro adopted and approved with a blue color standards we look at the criteria go around and we started telling the story and everybody every group and everybody's got different stories to tell us so they could all understand where everybody's coming from what that context is that also helps build a team so that we understand why and what everybody's requesting or talking or having issues with sometimes maybe they're not always without a creative compensation sometimes it's about looking at areas that might be the perceived wasteful things that we want to really look
at it permit to work identifying interest that everybody are offering today loser when we said if everybody's got it on their part of their story and we look to develop consensus and we look to evaluate those against the standards so that we're not violating so it's not illegal it's not something that's not sustainable I'm so looking at those standards that we have we will say that the beginning of this process is a lot different than how we ended there was as the board knows that our legislature of the additional funding that we were working for working with our legislature it all dropped off and so did a lot of the options on during this process and so we kind of everyone say is this TV budget per se but different than what we started the
process and expectations so there were obviously those sacrifices there saying hey this isn't going to come to fruition there's no way and we have an economy or community hurting right now and the legislation our economic indicators or economists sort of showing a potential 1 billion dollar shortfall over the next 14 months and so all of that is taken into consider as we're going forward during this process so one thing was last year part of this process was to identify a pilot program prior ESS teachers and so we had two schools a k-8 school and a high school start this year and look at how they can make it a little bit different for the ESS teacher to free up time so that they could have more time doing this go to work on the paperwork
or whatever their work requires them I don't know that it came off right at the beginning but during in the last couple of months when we checked in on it the request the program without scaling into all because we still want more than human reflection and then there was a completely disruption at two months ago so the recommendation is just to get the ESS pilot program so those two schools continue to implement and then provide feedback on the implementation of it benefits and this is something that our the board president remembers that we took to come back in February for the benefit package so our medical costs did go up for the district but he did not pass that cost on to the employees but that was approximately 708 the district and then there's also
the increased cost of the Arizona State Retirement System I also have to be kind of for getting the budget identifying them also so last year there was a request and submitted to the board was to allow some staff to extend their vacation time so have I grown over and they were allowed to use it through October 30 burns because they're having trouble using it in this pretty much all 12-month or anybody that's giving vacation so that is exempt and hourly we are asking that we have this rolled over in these through December 31st a lot of the people that were looking at last quarter of this year which is a high time that people use the vacations they were not able to use it they could use the vacation but they weren't going anywhere because
travel and everything has stopped and so a lot of vacations were just cancelled right off the bat and so it's very hard for people to tell their time and this would be something that we thought was a reasonable recommendation that we all agreed on a good change going doesn't caught I do not believe this would it doesn't cost any money but we also would not need to revise our policy but a regulation would need also another change for the benefits is the last day of when benefits are provided to somebody so we're we're sequencing recommended to change that all our staff that leave the district benefits only continue to the end of the last month that they work then though they left us in May and their last day was in May 20th then the
last day that benefits would be provided be May 30 perfect this does align to a misty strand standard Universal across all plans and easy and this was also discussed at our Employee Benefit trust medium so that they were aware of this and they were finding that this team for salaries recommendations to provide the 5% increase to the base pay to prop 301 and classroom site phone eligible positions that are on a teacher content this is the same split that we made last there is going to be some certified staff you can call them other certified staff that are not on with teacher contact ability to different rates and they beginning the 4% per business for all those eligible certified that would be 5% increase that is the and then 4% for all other employees so
that is for administrative for classified and Jeff understand I could get the 4% this is as this is only I'm [Music] correspondingly later on type you have the action agenda item to implement but there was a replacement so this we look at this because of compression issues that when people are coming in if they're getting the exact same rates then you find somebody the same whether they were turned on either to value our staff that are currently here to read sometimes look at differentiating and so this is we don't want to the center Spencer's completely behind because if they're not moving it is a competitive environment out there and as we're trying to hire the best and brightest people do look at salaries and what they offering if your salary schedule never changes it'll be
hard to do that so this has it was provided to existing employees and this is basically saying my replacement schedules will increase by half the amount of the employees so for our for our certified teachers five percent raise their salary schedule will go up two and a half percent for our classified positions so if they would have four percent the salary placement schedules would go up two percent clear when we think that kind of goes in the middle ground to a lot out for some increase in movement so there were some so that is the Beast of the entire recommendation is the salary the five percent the four percent the form there are some other smaller amounts and so we'll go through some of those additional amounts here the first one being if you remember
last year we increased our athletic stipends across the board and so this is now looking at those non-athletic statements and so first we start with those fixed amount studies this is increasing those fixed amounts items by 5% and so as you have the cost of estimated cost is for those those this is an idea of what this is non-athletic so we're talking like our instructional cabinet so those teachers that are providing those instructional cabinet at each of the schools that the amount that's currently $1,295 will move up to $1,360 but it's not a lot of money but it is it recognizing that some of these need to continue because they haven't looked at long a long time likewise we are recommend when entering your book and student council statements are currently a success removable to
get the 5% increase after day we would all live again mr. Hicks I'm sorry thank you for letting me know I don't want to lose anything in translation so I'll just repeat it because I don't know I have a separate microphone that looks very nice and so I don't know what else to to talk louder than that Oh help increase in the elementary yearbook and Student Council stipend this is and this is something that's been the same amount for decades and so moving across 650 that 900 almost recognizing the minute I met some of these so so a lot of options we might have left off and they're gone there are still a few never said hey we don't want to forget about these and they were hung up and we all agree no unless
was consensus and the next was a creative stipend of $3,000 per year for elite social workers so we have implemented social workers at all of our sites this year but we do not have a lead social worker also we do not we have one curved arrow TC stipend and there's a second one trips but it's on the person saying let's change that to whenever there are a hundred and more there's going to be a second yeah TC stipend and then of course momentum also although we have a lot of fixed and I gave an example of instructional cabinet things we also have a lot of Mellon athletic are loose - for their 22 bucks an hour and the request was to move that up to twenty three dollars for twenty two years the cost that
is here it's just a man no cost there could be some additional cost that it might be unknown at this time tax credit will pick up some two marinas from additional cost on the outer name and other cost into up their phones as we change this schedule but this is the MMO cost going from 22 to 23 dollars now I know that's the first thing the next one it's a little bit larger which is we've been struggling with and bus drivers and you know that's a statewide struggle is and probably the number one thing for in two years on polls of what's the hardest position that a higher across the state we're not unique in this situation might get a little aggressive and let's try to keep everybody and hire more people to put us
in a competitive advantage looking and we credited a survey of a lot of the district grounders are in the family and we were in the middle of third so we weren't bad they run at the bottom but when you're looking to let's move us into the upper third and just try to competitive again certifiers made it possible so that we could understand maybe put ourselves in positions we stopped all of our turnaround routes this would also then put a dollar an hour this would also on the new high placement so as I talked about previously about oh we increasing by a half amount and this one we would not like to do half and that we'd like to increase it by the full dollar amount so the current people and the future people we would
increase by the don't know and then we could increase by the fourth percent oh we were so the other conversation that happened was a lot of people looking at some of our minimum wage positions that just received another increase in January over the last few years some of our positions and hung up over sank and so looking at ways to address that there was consensus to say that maybe we should not have everybody looking raise it they've really got a 50% raise over the last eight years Perris and not everybody got the 50 percent and so here's the resolution to study that what we do not the mandate is that you only get the forward increase of 4% if you did not receive an increase in general 2020 so it's Burton where they stand and
fight you seem less than 4% then you would get some increase up to the 4% so we had some people in January that as we moved up to the new minimum wage $12 they received a two and a half actually for separators and so for someone that received maybe a 3% raise at that time they would only get a 1% raise because between the January increased and the Q increase it cannot exceed 4% I could make a greater increase then other people in that sense and so that was also prostitute so let me just go into some summary amounts of how that's funded funding aside of it there is a think I've mentioned this and one of the keys backs of the main impact of all of our budget is how many students is at
Bill Thomas so we look at our projections who are going through and we're seeing we're currently going to lose them yes we're growing and staff but we also have some competition opening up new competition so look at that and what our projections we're looking at we're going to lose an ADM of very hundred forty students that were going to be protected to leaders it's not taking the account if there's any co big loss but I keeping his home we could talk about that if you want and so this has the so we have that underlying deduction but we do have to increase it in the base support level you have to increase from the final payment at the twenty by twenty twenty okay not as big an increase as we're hoping for but we got
an increase and our district additional systems are when the prop one two three was approved after the fifth year was moving to a fifty percent increase in those funds so we have an increase in crop the road one time available to us and so this plane does use approximately 1.1 million of that for one combat this also looking out for budget considerations for our increase in compensation we would be looking to increase to classic cycling a two hundred dollar increase in our people for a total that would move that up to thirty seven hundred dollars per person if they beat all their gold and then we would add another one hundred dollar increase between funds eleven and thirteen and that would move that out to Thunder cracks we won they did be eligible for a
total of nine here is the funding of these recommendations you have an inflation going up the final 2020 funding this is has support from district additional assistance there so last year we transferred this is increasing the transcript this is also taking a one two three and moving at Annabelle as opposed to moving so you're looking at nearly five million dollars and revenues coming in four point nine as I mentioned before greater through the benefit on your chest cost about $900,000 this is the net increase for the certified find that increased 5% for the classroom study found eligible 4% or the other certified also have a reduction in our FTE on a full-time equivalents because when we're looking at my students and when we project it out across word they signed up for note our class
size ratios that really about a lemon teacher a processor that a reduction in cost and certify cost because we reduces them and then we also have what we would also apply for apply that cares stimulus back though this elaborate a little bit more on that that's 1.1 billion dollars would be funded from that it is only a one-time but used to the phones because next year there was a from the legislation or from the governor's budget from the 20 by 2020 yeah and a little over 1% of the last 5% was coming from the classroom side fire so that classroom cellphone was supposed to grow by an additional $40 but it actually did not grow by $40 it actually went down and so that amount it's embedded in the classroom size they're not material as
an additional plasma cell phone money but it was only a one-time me because in future next year but the next year so this is only one you need more you need factor that because the classroom the public land in trust would permit would send over it's gone for the money into the general fund for the state which would then fund that when he's going over so it would not be embedded into a classroom size fund formula that may or may not materialize between this point did not materialize like it was anticipated and so back filming that is only one time ago usually one-time money but he is the prosper the class product 4% and we have admin workers in it and all those other changes but I'm totally into it and then just anticipating we'll
have some additional January 2021 increased as that is tied to the rate of inflation although it might be a little less now I'm not sure with all anticipated concept living I think it's time to this CPI eventually increase further than about the twelve dollars and hardens fairly so there's where we get to revenues versus our expenses and to get from the capital side given instant allocation so it is now moving on up are transferred to 1.2 million we have to increase increased another transfer you know eight point eight million dollars our school allocation and Department allocation but it would have to be this increasing and in our services you could see seven million dollars and so what stands out obviously right here is this is not balance this has huge reserves of basically about 1.8
million dollars and so I think it was last month you approved the adoption of a case that we're recommending to put that on hold right now to create a continued existence so this is pulling out and allowing about 1.8 million dollars in reserves about the year something happened we'd be in the current year using the pin see and then if anything else let's go forward making future changes future programs or actually the all of our contracts have an indication that if we like money we can importantly redo buddies salary income so that is part of what I put at the end here is that one of the things that to end but we had half of the legislature through legislature call for Sammy died I have not heard that the house has come back over
it has adjourned so and there was a three-day deadline on that late adjournment so basically I'm not sure where we're at if you look at our joint Legislative Budget Committee when they made a presentation that was done at finance committee looking at all the economists data it was based on really only two weeks two weeks of data they're looking at data they're really waiting for the April sales tax data it's the biggest piece that's coming back they won't know that - the first week in June they'll know some other data before that but the jlbc and their recommendation said it looks bad and how deep it is it's what it all impacts and for how long is that some of these things that we don't know with that said that means that if the legislature
was to come back make additional cuts we would need to bring something back to the governing board for further action from that standpoint so the board would be a part of that conversation as we go forward and so hopefully I didn't take up too much time but kind of went through all of what we talked about and what you're going to see is in this agenda of later on you have Valerie implementing these recommendations in various forums you'll see a will be we're already started working on building the budget for next year and what areas and their account and such so we will start implementing all of these is the real we'll start seeing you'll start seeing action items coming to you all of these I will stand for any question thank you mr. X
I appreciate the presentation and the information for sure is valuable do we have any questions or president Leonard we do have two comments that were submitted on this agenda item I'll go ahead and read them okay thank you the first one is from Justine Palmer she says this is Justine Palmer parent ambassador of excellence 2018 and teacher in Dicer for 19 of my 30 years I would like to thank you for your continued support through these ever-changing times I wanted to share that my students have continued to work from day one and whilst and are still working hard to finish the projects that we have set up for them I have also sat on IBA for the last 18 or so years and I'm happy that you understand that it is a very wonderful process
that truly works and I served everyone on the committee takes it very seriously to do what is in the best interest for all of Dicer so again thank you for your support of the process and then the next one is from Jenna catered awake to superintendent Kellis governing board members and cabinet as a teacher for 20 years a parent of two at shadow Ridge High School a community member living in the desert Unified School District boundaries an active DEA member and an informed registered voter I'd like to express my support for both I be a package in the full override continuation both will lead to better outcomes for students in their own ways that I be if I be a package will help with staff retention and recruitment which is difficult in a state that
continuously under funds public education the override will continue many programs that are in place for students and so does so without raising property taxation and that was for the - thank you for reading those I appreciate it you have any comment from the board this is Tracy I had just quick questions I know mr. Hicks will be able to quickly answer them first one it had to do with the benefits trying to see what slide that was a biggest page and I was trying to find it in policy was there a maximum that exempt or hourly staff could roll over to the next year members of the board mr. president members of the board right now for our exempt staff through October 30 person there is no maximum but if same thing that doesn't happen
that happens then is it gets converted into our discretionary leave at that home and so so it's the same thing that would happen so there is no additional cost unless that's okay I just because I guess that I was trying to find where the max if there was a max that someone could roll over for a next year okay and my other question is it's really not a question that's more of a comment that a SRS continues to rise and it's going up to twelve point three percent that's it's you know I I understand what retirement is but it just it just continues to rise and continues to have more taken out of everybody's paycheck and that's just more of a personal statement instead of a question but are we thinking that it's going to
rise even further next year mr. president members of the board I believe it was going to start coming down and I can't let that was two years or three years from now I have a feeling and the state retirement you look at the other informational releases they have not talked about there specifically investments and how they've done during this economic turmoil and so I think a lot of it determines on how that impacts and the staffing if we're freezing staffing oh I can see they could go up it would not surprise me if over the next two years they went up a similar a quarter point or so and I remember when it was two point three five percent but that was that was what 2000 2001 I mean that was many many years ago
so you know it's a lot of percentage points and I understand you're paying into it you reap the rewards at the end but it just chips away at the what your final paycheck is so that's actually that's all I had thank you thank you any other comments a couple of questions just to clarify the kind of the answer to this as far as the discrepancy between classified and sort of certificated staff for the five percent versus the four percent that is just that is just due to the whole 20 by 20 20 correct mr. president members of the board yes you are correct okay so at some point I'm hoping we're going to get back to provide making our cart employee is equal in regard to how much when it comes to increases and things
that all of our employees will be given the same amount [Music] mr. president members of the board the hopefully not violating any competent olivier that comment was made many times and i definitely foresee that in the future thank you um I just I don't want anybody to feel any less value than any other employee so that I understand that our hands were tied a bit with how that 20 by 20 20 was structured but I thought IRA my I thought I remember things differently in the past so thank you for clarifying that and then just just curious again I know because the confidentiality you may not be able to provide a lot of detail but just wondering what's what some of me the rationale was regarding the increase from 22 to 23 dollars an hour
for the 56 thousand for the non-athletic stipend just again being mindful of our economic times be mindful of just spending was there a where's there a critical reason why we felt like we needed to increase this mr. president members of the board for both of the non-athletic statements the fixed amount in the higher they may let expose dealt with last year and prior to that I think we had over 20 years of no change and so a lot of these are amounts that came for a decade or more and so the thought was and it was brought up last year and so it was Brian forget about it at some point of they're going to do something there was probably bigger the grandiose ideas of doing more noise or something you thought was what to
do something rather than nothing Thank You mr. president member Pritchard I might jump in here as well you know there was there was a commitment made last year when we raised the athletic stipends by 5% that we would come back to that conversation this year from non-athletic statements such as ban and other types of stipends that are involved with the non athletic piece to make sure that it was addressed this year and so that's part of the reason that it was brought forward as well that that's helpful okay so that this is more of just keeping your word following up with something that was started last year and kind of remaining true to that conversation yes that is exactly right member Pritchard we when we started the process last year the intent was over two
years to address the stipends we started with the athletic piece and bringing it back this year it's the non-athletic piece and so that was the intent of that I see thank you that's all I have thank you next one thank you for your comments and feedback anybody else I have a few questions assist on on the best drivers does that include is that only for bus drivers that are employees of Dysart I thought we also had maybe some that were coming in from a crop contract situation replacement agencies we we do a little bit of agencies that's per the RFP very very little of it is so a lot of business are special and sometimes we'll have a special and private placement facility that we will for them to also provide the transportation this is
not that does not apply in this case this is just for employees okay thank you for that and then the only other thing I had at them on the the social worker can you I guess maybe just maybe explain a little bit more how that is defined for a lead social worker versus another social worker um madam president mr. president members of the board sorry about that so this is with 2020 for social workers to identify one social worker that will kind of like speak for all of them so that we could help facilitate issues their areas or coordinate and collaborate in a quicker more efficient manner so this would be one so one lead social worker for the whole district correct mr. Hicks and mr. president and board members it is similar to all
of these stipends that we have in our district so we have full-time employees say a school psychologist and then we have a stipend that that they can apply for and one of those full-time school Sykes is also a lead school site and provides leadership in his mr. Hicks says helps facilitate with the group this would be similar in that and that we as type them that they could apply for it in one person would get that stipend and be the lead social worker on it and such thank you any other questions now and mr. later I just wanted to say and I don't think I said it beforehand thank you to everybody that was working with the IBA process everybody and the different community committees I know it's um sometimes it can be difficult and
make sure you get your points across but it is a process and I do thank everybody that mr. Hicks had mentioned on the slide for their work and due diligence in this mr. president if I could also make a comment I know it was frustrating for the IBA team to start out with prospects of increases to the budget looking forward into the future the health and the strength of the state budget and then to come back and to realize that looking ahead we have to be very judicious about the future being uncertain and so they did a great job of paring down the many interests to the very basic needs and the recommendations that will be presented to the board for approval represent that very diligent conversation about what is it that we really need
and not while those are the other things like increase to special ed funding and increase to capital funding those are all still great means that we are looking forward to in the future but understanding the reality of where we're at today and as a state financially I want to commend the team for making those difficult decisions and paring it down to a very as Ken said a skinny budget thank you for that insight dr. Kelso I definitely believe that it is definitely one of those processes that having dealt with negotiations and union contracts and governments it's it's definitely a humbling process and definitely appreciate those who took the time and also put the energy out there for doing the IBA process and and like you said working hard to make sure that you know we're
taking the consideration current first is what we thought was going to happen obviously it's tough to plan for a pandemic for sure so thank you for that any questions before we move on all right good switch that back over all right let's go ahead and move over to action discussion items so h1 for a recommendation to approve the appointment of Elisha Ashby as the assistant principal for rancho gabriela let's go to dr. Poulos Thank You mr. president members of the board and members of cabinet we as the board recalls hired our assistant principal at rancho gabriela to be the principal which left a vacancy in the assistant principal position rancho gabriela is a growing school with some new construction happening in the marley park area and the need for that administrative assistance is continuing I'll
let dr. Pauline introduce this item and introduce miss Ashby Thank You doc Alice mr. president members the board cabinet it's my pleasure to recommend Alicia ash Pete the assistant principal ship a trencher Gabrielle for the 2020 women's school year she received her master's degree in educational leadership from American College of Education she comes with previous assistant principal experience as well as experienced as a social-emotional learning specialist and a special education teacher so just a tremendous background it's our pleasure to recommend her to you are there any questions thanks Val thank you for that introduction recommendation we have any questions within the morgue no she had an impressive resume and load the way she had the double-a up at the top and master's in Concordia from Concordia - so sounds like an awesome person yeah she's
certainly not ranking on the education side which is double in yeah anybody else any questions comments okay I'll go ahead and make the motion to approve the appointment of ELISA Ashby as the assistant principal French okay real elementary school second this is Jack motion made by jailor seconded by Jen Tanner let's go ahead and vote thank you for that Jen by the way and that motion passes congratulations and we all look forward to getting to meet you and doing a clap or some sort of excitement for you as you enter your new experience with the assistant principal at rancho gabriela let's go ahead and move on we're going ahead and go to uh2 so the recommendation to approve the 2019 2020 revised expense budget dr. Kellis Thank You mr. president members of the board and
members of cabinet Kenny Hicks will continue this conversation could be nice and loud mr. Hix nice and loud I'm trying my best good evening mr. president members of the board superintendent dr. Kellis colleagues and community members the presentation was done during the public hearing so I have nothing further to say stand for some questions I love those presentations from you all right any questions from the board going once going twice I'll go ahead and make the motion to approve the 2019 2020 revised expenditure budget second let's just try see mostly made by J Leonard second of my Tracy story seatbelt Thank You Tracy let's go ahead and vote motion passes thank you it's going to move on to action discussion item H 3 recommendation to approve an employee increase for the 2020 thank you mr.
president members of the board and members of cabinet this again is also continuing the conversation and as an assistant who helped mr. Hicks through the IV a process Gionfriddo go introduce it thank you dr. callous president Leonard members of the board you can join cabinet we continue that we bring to you the first of the approvals that are needed through the IBA IBA presentation that mr. Hicks so eloquently laid out for us so tonight we're going to recommend the Governing Board approval for the salary for current dice or certified licensed classified and administrative employees as part of the IBA recommendation additionally we're bringing to you the salary placement schedules that can describe to you and those salary schedules have been a by half of the increase was that are being suggested for our current employees
so with that I'll take any questions for this excellent thank you for that introductions any questions on this president Leonard we do have one comment that was submitted on this agenda item I'll go ahead and read it thank you good evening I want to take a moment to thank the board for trusting in the I be a process that dizer utilizes it allows all stakeholders to have a voice and to feel heard it is important to note that not everyone gets all of what they are asking but we always have the best interest of the district when looking at what needs to be done it is such an important part of why dizer is such a wonderful place to live and work I appreciate that we are honoring the governor's 20 by 2020 in this
process and that all dyson employees are valued to the best of our ability to do so thank you for all that you do and for voting to approve the salary packages for the 2021 2020 2020 2021 school year excellent who is that from I'm sorry Cristina Bergeron thank you so I'm sorry about that any governing board comments or concerns excellent go ahead and make the motion to approve the summaries for certified licensed classified and administrative employees for the 2020 2021 salary placement schedule as presented ii gracie motion made by Jaylon seconded by tracy story o think though let's go ahead and vote actually motion passes thank you very much let's go ahead move on to H for recommendation to approve the substitute compensation structure for the 2020 2021 school year dr. Kellis Thank You mr.
president members of the board and members of cabinet John croto will also introduce this item Thank You president Larry members the board superintendent cabinet the next item we bring to you is for the governing board to improve the compensation structures for our certified classified and administrative substitutes for the 2021 school year just something important to note this is for those substitutes not our ESI substitutes although on the form listed we do have the rates for our substitute teachers but those are contracted through ESI so we use that service so these are for our classified subs that we use occasionally throughout the year to cover for positions when people are out so with that I'll stand for any questions that's one thank you for that explanation that helps attend any questions from the board all motion
to approve the substitute compensation structure for the 2020 2021 school year is presented mostly made by Jim Leonard seconded by Jim Tanner Thank You Jen it's good boat motion passes thank you everyone let's go ahead and move on to action discussion item h5 recommendation to approve the reclassification of bus drivers bus driver positions dr. Kellis Thank You mr. president members of the board and members of cabinet mr. croto will introduce this item thank you dr. callous president Leonard members the board superintendent Ellis and cabinet tonight we bring a recommendation again in line with our IBA recommendations to increase our bus driver or reclassify excuse me our bus drivers to allow you the pay structure which was agreed in in IBA that's three is that raising the base by one dollar so from going from grade
L which they are currently classified to grade in is almost that dollar increase it's not a hundred percent dollar and it doesn't work out on our salary structure that way but this will be raising our minimum pay for new bus drivers to 1670 currently is fifteen sixty and then the new if we left them on out would be fifteen ninety one so I shared with you in a weekly update I went out and asked for some information from surrounding districts we had responses from 12 districts we were ranked ninth out of the 12 in that placement of starting salaries for bus drivers so we believe that this we classification along with the pay that we are increasing that you just approved for current bus drivers we believe we will be a little bit more competitive
we won't be at the top of the pay structure but we will become very competitive with surrounding districts and hopefully help us attract bus drivers to fill that void of the twenty to thirty that we are short pretty much through the year so with that I'll stand for questions thank you for that and just just a for clarification that document that you provided has that made public so that anybody listening to this can see exactly what you're talking about as far as the poll that you took I can do that yes it's a public document present learned so if they would like it I I'm I can share it at any time what would be the best way for them to get that document I think there's gonna be some people that will want to
see it mr. president if I can open maybe we would welcome any requests they just need to call the where they command send an email to keeper at Dysart dot org and we will make sure that we perfect I think that anybody that's listening that has a question and wants to see where we stand as far as bus drivers than the absolute need to get good qualified drivers in these positions that documents very helpful so if you'd like to have a copy of that please request it I think it makes a lot of sense out of this item and will help you understand if you have any questions so thank you for doing that bowling for getting that information that was definitely invaluable for helping me understand the situation that we're in I'll go ahead
and if there's any other questions um just one quick one of mr. croto the work calendar 196 I thought it was a little bit more maybe I'm their calendar was a little bit different I could be totally wrong I am looking that up bus drivers president Leonard members sort of think about bus drivers are on a 196 calendar bus drivers and by stage the fades are the same okay you think is something else okay Thank You mr. president mr. sink bill just a little bit of history we didn't look at they were calendars for a few of those positions a couple years like what had just been a year ago and the concern was that they were coming back very quickly like the day before students started and they really didn't have time to practice
the routes to do the bus reviews and all that so we added I believe a day at the beginning of the nameless crossing guard security guards paraprofessionals I don't know if that rings a bell that may ring a bell because I thought we had discussed and and you you could very well be right that we had some type of issue with having them and I thought was a couple of days but you were saying yeah the day or two that was fine that's why but yeah I do remember us having a discussion about it excellent any other questions all right I'll go ahead and make a motion to approve the reclassification of the bus drivers position as presented motion made by J Leonard and seconded by christine ricci Krissy all right Chris you pictured let's
go ahead and vote thanks for that miss Pritchard motion passes thank you very much for that let's go ahead and move on to action item H 6 review position action regarding the ASBA 2020 political agenda adoption of the top five priorities and two additional issues for the ASB legislation committee consideration for the 2021 political agenda dr. Kellis IQ mr. president members of the board and members of cabinet this is an exciting agenda item that the board looks forward to every years you consider what you would like the Arizona School Boards Association to include in its legislative agenda for the next legislative session in just as comment the board did last year and many years previously have engaged in this activity last year the board selected five items plus two additional ones those were presented to
ASB a and ultimately just for the board's information all the boards throughout the state of Arizona who are members of ASB a submit their individual priorities and then there is a caucus of the SB a delegates of which the Dicer School District Board has a representative on that caucus who then consider all of the recommendations from all of the different school boards across the state and develop the legislative agenda for each year so here we are again at this point of the year as a another note because the legislature ended their session significantly early this year there were a lot of bills and and priorities that were never even considered as due to the coronavirus the legislature has pretty much ceased to do anything at this point and it's looking unlikely that they will resume
any further activities unless it's by a special session so one consideration may be that the board just look at the same priorities that the board recommended last year and resubmit those same priorities or the board could certainly start with a blank tablet and recommend a whole new slate but I will leave it up to the president to continue that conversation with the board excellent thank you dr. Kellis we have any discussion on this just curious did we list the I didn't put it up there well for one thing I just want to give kudos real quick to miss Pritchard she will be on the legislative committee again this year and I know she enjoyed last year it is an exciting time to be part of the political agenda process and quite honestly I am comfortable
with resubmitting the same ones that we have from last year I don't know what anybody else's viewpoints are on it there's going to be a lot of discussion during the the committee when they actually come to assembly so it's going to be interesting but I quite honestly agree with dr. Kellis that we should just go ahead and do with the same ones we had from last year I think this is Jen I was gonna say I kind of tend to agree with that because it's still the same needs that we have and I will say that I do like because I know I said I stated last year that I think the more direct we can be as far as needs is helpful instead of like some of them are just kind of like out
there like when it says maximize state funding for national and local competitive salaries to attract recruit and retain talented teachers and staff well how do they know what that is or how do they know how to revise the foreign finance formula and so I like when I big last year we were much more specific with some of these you know where it says directly what we would like to see changed rather jhin's just kind of throwing something out there and saying well you know we hope you guys can pick a better funding model so I do like the fact that what we had submitted last year was a little bit more direct in that so that's where I'm feeling comfortable and moving forward at that as well yes thank you I'm sorry mr. Leonard know
I was gonna say Thank You Tracy for the kudos it definitely I'm very excited I thoroughly enjoyed last year and it that advocacy piece just fills my little social work hard so I really appreciate having the opportunity to serve again this year on the legislative committee and I am completely fine sticking with the same priorities that we submitted last year and if you're saying little hard I did to see what a big heart looks like to you and miss Dinsmore do you have any I know you're new and weren't here last year last year but I don't know I missing something looking through the attachments and I'm not seeing what was submitted last year and I may need a refresher on that do we have that available I do have that available if you want
me to read them out yes miss Dinsmore was our delegate last year right I just don't have them in front of me though about all of the okay okay so number one number one is fully fund full-day kindergarten number to accelerate the full restoration of district and charter additional assistance in parentheses Capitol fully fund special education fully fund a fourth year of cted and five financial and academic transparency for all publicly funded schools the two additional items selected for consideration opposed ESA s and to support local board authority for student suspensions and open and moment okay thank you you're welcome any comment on that mr. Unsworth I do not awesome thank you no I think that we should adopt in sana and make the motion to adopt these priorities as were stated in our last
meeting I don't have a grip but as Luisa read now I'll make that motion when I get a second it was like one of the sloppiest motions I've ever heard David I was hey you know Corona I gotta take a pass on that one because I didn't have it in front of me I mean I'm editing the motion right now to include the five and then the two additional so we have a motion made by J Leonard a second by Jennifer tanner correct correct okay under protest it was sloppy but it passed all right let's go ahead and move on to action h7 the continuing in-service training and development of the governing board members dr. callous Thank You mr. president members of the board of members of cabinet each year the board has the opportunity
to approve basically a budget for itself for ongoing trainings and the conference travel again this is presented to the board for approval as you can see right now it is most of that $4,000 plus any carryover monies from the previous year which would be this year into next year that allows the board to make those travels obviously with the growing iris there were several pre-planned trips that didn't happen this year and so there will be some additional carry forward excellent thank you for that are there any discussion on this I did have a question like Luisa I know that some of us were planning on going to the conference in Chicago were we able to get it fully refunded on those the airline tickets were not refundable I was instructed that you can use that
your ticket up until December 31st okay so finally if you find a conference within that time at the end of the school year we can go ahead and transfer the tickets for that comp you know the flight for that conference gotcha okay thank you this is Tracy into the school year the you're talking about the refund or the to use the tickets yes that so it was American Airlines and they they would not reimburse they said that they would issue a new ticket prior to December 31st of 2020 so you can you can reuse it your monies will roll oh well it's already been spent yes so it will show that the money was spent but you don't have to purchase a new airline ticket so that that's gonna save you money when you're looking
for a conference you already got the airline ticket that's already booked we just have to we have to switch the ticket over to the new flight Louis did a quick question is is that cannot only be used by the original traveler that is correct so there's so even with all the allowances that all these are their major companies we're providing due to the Cova 19 crisis what airline did we use American Airlines American Airlines is not willing to accommodate under those circumstances that's my understanding correct interesting thank you there there may be an opportunity I don't know if it's you know if we can't find something it may be worth reaching out to them again obviously yes so that was my patient yeah we were looking into this obviously it was at the beginning of
the pandemic and nobody had any real answers so I think that they may have changed their tune by then but I've heard of several of these situations getting overturned and I've heard of several of them not so if we can't find something let's just make it out or put something on a calendar reminder that we'll go back and look to see if we can get either that extended pushed out to where it'd be a little bit more of a better timeframe for us now that we have a little bit more of an understanding of what we're we're facing and then yeah just see where we stand on that duly noted thank you for your welcome all right any other questions any other discussion on this Jen 10 you want to go ahead and make a
motion or I'll make it nice and clean hopefully okay I move the governing board approve travel conference registration reimbursable travel fees for individual board members to attend training and conferences that may include but are not limited to Arizona School Board Association and National School Board Association events for each board member for the 2020 through 2021 school year an approved amount of 4,000 is designated plus any monies remaining in and added to that individuals travel budget for the 2020 through oh I'm sorry I missed a line yeah let me go back and improved around 4,000 designated plus any monies remaining in an individual board members travel allowance for the 2019 through 2020 school year that will be carried over and added to the individuals travel budget for the 2020 through 2021 school year if an individual
board member exceeds that allocated travel and conference allocation the board member would need to bring the travel request to the whole board for consideration and action as part of the action discussion agenda and as my predecessor always said if there's no conference in Yuma I ain't going but I'll go ahead and second that motion made by jailor second our motion made by Jan tenner seconded by Jay Lerner let's go ahead and vote and that motion carries thank you very much all right let's go ahead and move down to I one sounds like I won something but I really didn't I won requests for future agenda items do we have anybody that has a request going once going twice thank you very much all right we'll go ahead move along all right we're going to go

Pritchard thank you so much
it's going to vote not just for clarification we are going into a different unit to do this yes everybody has an email that should have the link in it if you have any trouble please get back with Louisa but we will go ahead and move through the new link thank you you is there anyone left on this call Jim yes it's Denise hey Denise how's it going I'm the only one left because I have to leave it open because we're still live-streaming okay got you Thanks yep you this is Tracy anyone there I'm here waiting for everybody to get on Tanner Tracy he does great motions but she's a little slow on the other side of the tracks it takes a while for my wife I I think we're ready to go excellent see if
we can get some board Doc's up here sorry all right we'll go ahead and reconvene our meeting so we are recommitting our meeting do we need to take a roll call no we do not reconvene our regular meeting time in is 9 22 so where do we need to go from here we are going to go to action discussion item K 1 action discussion item a1 is the consider approval of the superintendent's contract of employment you need to turn that over to dr. Keller's for discussion or we just need to make a motion you can just make a motion all motion to approve the superintendent's contract of employment with the adjustments made in our executive dis a executive session ok one moment I apologize but I do have three comments regarding this agenda item that
were submitted by the public so let me read those first the first one is from Tom Vanek attention I search governing board it is my understanding that the board is considering there of the superintendent's contract at tonight's meeting it is also my understanding that the consideration for renewal has at least one full year ahead of when the contract is set to expire and that there is at least one more performance review pending prayer attended the contract in light of this I strongly urge the board to table this issue at least until the next performance of Rio has been conducted we never know how employees will continue to perform their duties nor do we know what sort of application applicants we may see so unless you are tempted to hold on to someone truly special as
my assert a ssin that this contractor rule can be postponed until a later date and then the next one is from Michael Hutchinson members of the governing board tonight the superintendent has placed his contract renewal on your agenda even though it doesn't expire for another 13 months every single one of you knows exactly why he did it he's concerned that the new board which will be elected this November will decline to renew his contract he's also concerned that his massive salary might be decreased if the economy is in even worse shape than next year to refresh your memories here are some details about his contract base salary 185,000 stipend 5,500 $96 performance pay up to 20% that he only received 10% in 2019 which equals eighteen thousand five hundred vehicles type with 900 per month
annual total is ten thousand eight hundred community engagement ten thousand five hundred texts furred per plan annuity 18 thousand five hundred per year total compensation two hundred and forty eight thousand 896 per year other perks 47 paid days off per year cellphone health insurance life insurance state pension shouldn't we see that the economy land economic landscape landscape looks like 12 months now now before we give dr. kaylis another million dollars of taxpayer monies shouldn't the incoming governor members be allowed to have a voice for contract this large shouldn't the boy or two board have a chance to complete the final performance review I encourage you to do the right thing and deny bitterly at this early contract renewal and there's this one does not have a name but it has truckin signs at Cox dotnet
but heed this person did comment at the last board meeting if you want to know his name give me a minute to hold on a sec Eric and smalls is his name-o his name is in the email i apologize i eric small speak for what now die certain questions why at this trying time should the Dicer Unified School District Superintendent him to attempt to lock in a compensation compensation package will in advance of the completion of the 16 contract the future Dysart Unified School District will be directed by the competence of dr. Kellis and his ability to pass an extravagant budget overwrite or listen to the voters and find an acceptable budget we can live with to date he has failed and failed in numbers never imagined just five months ago his budget was soundly
defeated and an equally robust override will soon be attempted the but people have spoken and said the dollar figures just too high for taxpayers to absorb this was in times of booming economy and a trust for elect elected officials the economy is in shambles people are out of work in headlines of the 1815 page cares act 2.0 asking for taxpayers for three trillion dollars assures us that our elect officials are out of touch with those that put them in office a quick search reveals the Dysart Unified School District compensation package is over a quarter of a million dollars with over ten thousand dollars for the annual use of a person of the vehicle plus added bonuses as a benchmark the governor of the state of Arizona gets paid ninety five thousand and the mayor of
surprise gets 48 thousand this is a K through 12 school district not a multi-million dollar corporation that has profits that would justify such a dollar figure we need to see if dr. Kelso is capable of negotiating a tax payer acceptable budget override to be compensated accordingly so far he has failed and that's the last one thank reading those I appreciate it Louisa yes that's my request could you read that last sentence or so of that last statement about this is not a multi-million dollar can you read that part again this is a K through K through 12 school district not a molten multi-million dollar corporation that has profits that would justify such a dollar figure okay thank you I just want to make a couple comments real quick just based off those those statements and
I know that that has been brought into question about the why is his contract being talked about in advance and it is standard across Arizona and has been standard practice as well and Dysart that we have talked about contracts early just for the fact that if the board decided they did not want to renew a superintendent contract that that would give the board adequate time to hire a new superintendent as well as the leaving superintendent if they were to leave to have time to also find something else and here to phase out so I know that that it's been a question that's kind of been out there and just want to be able to address that again that's standard practice and attorney has also verified that and then I just want to address that last
comment we are a multi-million dollar entity and our profits are our students and that's priceless and I'm sorry you can't put a dollar amount on that and that's just what I'm going to leave on that aspect Thank You mr. Tanner any other comments um I mean it again anyone who's known me I've bound this board since 2000 well elected in 2006 for the first time but I'm very much about process and in Dysart we always say especially when we're reviewing positions we always say that this is not about people it's about positions and so we've always been very process driven and I know the education world is a little bit different but but to most people even including myself your evaluation is typically what drives promotions increases and salary or in this case contract extension
so for me a big piece of this is the fact that I mean even though our policy says that yes we can start discussing a superintendent contract then the may prior to their last contract year which i think is good to do we don't necessarily have to take action on it in May and I just feel like we haven't completed the final evaluation yet or even had those discussions so if just looking at again not the person just the process I just feel like it's somewhat premature to blindly give out a three-year contract before you've done a final evaluation so again being as processed or then and not about the person just about the practice it just seems like why when he had when am it when a final year evaluation is done prior to
the end of June anyway and here we are beginning of May I don't know why a contract extension for three years would have to be given before the board convenes and reviews previous goals our previous feedback to lock into a three-year contract sight unseen so Richard can you can you verify whether or not this this has happened before because a crane to the policy we are able to discuss it and we have discussed superintendent contracts the May prior to the superintendent's final contract to recall the exact date of previous superintendents and when those were held I would hesitate to say because my memory just isn't to say like to know whether or not we've offered a contract before that final evaluation honestly in my again because I don't want to say because I don't recall
but off the top of my head I want to say that it wasn't ever this early I want to say that when we've offered the contracts it's been or the extension it's almost been if not the same meeting like right around the same time I know I'm not gonna swear by expec as that camera but I don't for some reason I don't remember going out and actually taking an action this early we may have discussed it in man you know and as a board but I don't believe we ever took formal action this early in the past but I could be wrong not I don't recall it though so like again it's just a process thing for me it's just I just and I've always had I boys had to struggle because - the three
years that I worked in Dysart I never was part of the education field where everyone gets increases when increases are offered I come from a different world so normally for me it just feels like when you get a promotion or an increase in pay or an extension of a contract or something big like that it's linked to your evaluation so for me again it's just the process and the timing of it not necessarily a person issue so I don't want to make this into a dr. Kellis issue it's just more of a process thing for me especially if we're talking about a couple months or whenever we're going to schedule his his end of er usually it's in June sometime but that's my thought thank you for that you have any other comments to the
process again I am a little bit uncomfortable about making a decision on this tonight just because of the timing and perception that can go along with this and potential negative perception before making a big decision such as an override so that is my concern going into this and I don't know how everyone feels about it but I'd like to put it out there that I would like to move to table this until our next can I ask dr. callous a question real quick dr. pellis you're still that correct yes I'm still here is there a reason why this was put on the agenda at this time and rather than waiting until the evaluation can you give more clarification on that yes talking with the attorney she indicated that according to our policy this is the
time that first allows the board to do it I can assure the board and the public that there is no conspiratorial intent behind this or worry about elections or anything else I am just trying to affect the business of the district as efficiently as possible do you have any issue with waiting until your evaluation I don't have an issue I think the the board would probably need to reschedule another executive session with the attorney and rediscover the evaluation if the board chooses to reconsider whether or not at that point I would be returning I appreciate that I'm gonna go ahead make a motion to approve the superintendent's contract of employment with the adjustments that we made in executive session second motion made by J Leonard second done by Tracy story sync bill what's good though
what's happenin that was on the table has died of curiosity was there weren't there well J's was on the table and then Don I believe had one on the table so what's the procedure for that I think you both make a motion and then it's voted on both right um just for a clarification I do recall that Jay made the original motion Louisa can you review if second or third motions have been made i seconded the chamber Ling who made the motion to table then I did when I originally opened it I made the motion had a statement that she wanted to read and then Don made a motion and then I made a motion again so you know when seconded your motion well because because the Lisa came and said that there were people
who wanted to speak to this right but no one suckered in J's then so the only seconded motion was Don's so therefore J made another motion so the appropriate thing to do right now is J has a motion sitting on the table from the first one and you would need to call for a second if there's no second then we would that would just disappear because it was not a second then we go to if Don made the the next motion and apparently was seconded then we would go to that one if it was voted then there's a third motion that Jay made just now and seconded by Tracy dr. kaylis with hearing with hearing this the the concerns and everything expressed you want this you want this to go through rather than just waiting
until your evaluation dr. dr. Califf what he wanted what his thoughts were so I was just doing the same thing miss Tanner was doing that's all it wasn't meant to cause a problem I say we just move on with the motions the way that I heard it was I made the original motion the second motion was made by John Densmore I did not hear a second on that I made the third motion with the second we need clarification we can do that if we need to vote on any one of these I'd be happy to vote I'm just trying to think of Robert's Rules in regards to motion table motion and there was an initial motion on the floor but that was when Luisa came in with the three comments and technically what we should
have done skom pleated that motion without I mean now we have other motions on the floor we shouldn't right so again going through the order of of motions if J has an open motion he can call for a second if there is no second that motion dies and we moved to the second motion which has been seconded and then there would be a vote and then there's the third motion I would call for my motion as stated mass per second okay everything that my motion the second motion was not seconded um I'm just saying that J has an open motion that preceded your motion thank you okay so I'm calling for a second on that do I have the second second motion made by jay lerner seconded by traces for a sync belt let's go
ahead and vote [Music] motion passes with 3 s's 1 abstain and one moment thank you for that let's go ahead and move on [Music] that is a motion to adjourn the meeting I will go ahead and make a motion to adjourn the meeting second motion made by J Leonard seconded by was that you miss Pritchard yes mr. Pritchard go ahead no motion passes thank you for all your help have a great evening everyone have a good evening cm Berliner oh thank you all
