001Kristine Pritchard Traci Sawyer sick bill John Densmore and Jen Tanner okay let the record reflect that we have all board members present except none did you say your name I didn't hear you Don Densmore can you hear me yep I can Thanks okay just wanted to make sure you were there awesome well we're gonna go ahead and struggle through this with a little bit of Technology and go ahead and get started with the meeting when I do the Pledge of Allegiance real quick yep we'll go ahead and call the order do we have a flag that we can put it on the screen coming up and Jen just because you weren't here most people are going to do theirs without videos so that it keeps their home in the privacy zone so if you don't

002know how to do that just at the bottom left-hand corner there's a section where you can turn that off thank you you're welcome just didn't want you to be the only one that's shown their pretty face Jay why don't you go ahead and just do the pledge without the flag all right well go ahead and start the pledge Jah start it and probably hopefully I don't mess it up to work we're gonna go ahead move on we're gonna hit item c1 the approval of the agenda form I motion to approve the agenda for today's we could go up just a little bit higher to the public hearing a I'm sorry just to make sure I'm doing this right I'm technical actually challenged I think so I'm gonna if I minimize this screen to get into

003board Doc's to scroll through the the agenda items I don't need to have since we don't have videos up anyway I don't need to worry about the audio is still working should I leave it I'm muted then or what's the muted or if you grab a hold of the top of your taskbar up at the top and you drag it to the right hand corner it'll basically split your screen in half and you'll have one on one side on the other Oh perfect thank you sorry thank you all right so we're gonna go ahead and with a - are there any other questions if so feel free to jump in and raise your hand cross comments keep in mind we can still comment through the comment box so there is a chat function if you

004need to post a comment so we're gonna go ahead and go over to a two and am i turning this over to you dr. Kellis yes Thank You mr. president members of the board and members of cabinet as required by statute whenever a district proposes to change the school boundaries of a school it is required that there be a public hearing given the virtual nature of our meeting this evening and this hearing is presented in this virtual format however we are very interested in the public's comments these proposed changes and we will announce how the public can submit your comments at the end of this presentation so with that I will turn it over to dr. Polly good evening take it up Kalas governing board members cabinets I will ask attention to present on the

005proposed kate matter changes and I'll turn it over to Kim thank you dr. Pauley good evening president Leonard members of the board superintendent dr. Kelsey cabinet and those in the public viewing online I'll be providing a brief presentation on the proposed gate boundary change for the next school year this map illustrates the proposed boundary change this area is currently in the Luke Elementary attendance area boundary in the proposal is to move this area to attend the el mirage elementary school attendance area of boundary this map and several notices were mailed out to families in both affected areas as well as all residential addresses in both boundaries the motivation for this change is to use resources that the district has most efficiently including decreasing transportation costs to affect effectively position the district for future growth that

006includes both El Mirage changes in demographics and enrollment as well as Luke elementary and to maximize the use of all our available facilities again notifications were mailed to both Luke in elementary school and all residences within these affected areas a board presentation was presented on February 28 additional materials were provided via social media and district and school websites there was an informational broadcast meeting on March 31st that was shared with both schools and following this meeting public members are encouraged to continue their public comments for this proposed boundary change and those comments can be sent to Steve polling at Dysart org and as always Dysart org slash updates is providing updated information on this proposed boundary change staff are planning to bring this before the governing board for at the April 22nd governing board meeting

007Thank You mr. Thank You mr. Shipman just want to reiterate to the community that we are interested to comment on this proposed boundary change so please email me Steve not polling at Dysart org and the next board meeting on this agenda item I will make comments on the public and communities feedback thank you very much so at this time there's opportunity for the governing board to ask any questions and since we are collecting public comments through the the email of dr. Pauline's email address don't need to pause for public comments like we normally would but if the board has any questions and that would be a good time for just for a quarter sake we'll just go ahead and I'll just call so we'll just go down the role list one of the questions that

008I have is what is our public feedback been thus far did we have anything on that dr. kaylis mr. president yes there have been some comments that we have received and dr. polling will share the gist of those comments last week when this was shared out with with both schools on two separate occasions I received three parent emails concerned about the change and I responded to those and offered to connect them to me principal Mirage as well to answer questions and then this week I received one more concerned about the change and just about being a disruption for students and as well as one other email with a question about transportation in I answered excellent thank you all right going just in know no particular hurt Tracy do you have any comment actually you took

009my question because I was going to ask how many or have we received any public comment concerns and thus far but dr. pol he answered them thank you great thank you how about you now I think I asked my question during the last meeting so just to reiterate that if there is a student who is going to be in the 8th grade just that there be some allowances so those students can finish there might not have to start a new school their eighth grade year um mr. president miss Pritchard yes and that option is open to any student that they may open and roll back to Luke if they so choose specifically for eighth grade it'll be not just open enrollment like typical I mean they will be given priority if they're in eighth grade

010so they can finish yes again they would open and roll but they would be given priority absolutely and I'll just say that any 8th grader would be allowed back in ok thank you thank you miss tanner yeah I had a quick question it is on Nashville and maybe I'm King back a long time ago but still in all the schools there any vesting that's going to El Mirage mr. president mrs. tanner that's a great question can Hicks can you answer that question all right can you hear me now yes oh yes so we do have some special at I believe we have a special ed bus really read blessed El Mirage right now ok so then will we be then offering transportation then for some of these boundary changes then that will then go to

011UM rush I'm sorry so where the boundary change that is is only a half mile from the school so that is still walking ok thank you and miss Densmore do you have anything no questions at this time thank you thank you one last chance anybody else want to chime in going once going twice no fail all right are we ready to go ahead and move on yes okay let's go ahead and jump into a regular meeting so we'll go ahead and jump into action item c1 and I'll go ahead and make the motion to approve the agenda form consent with the governing board policy and temporarily suspend any policy with which this agenda may be inconsistent mr. president if I could make one recommendation and ask if you could revise your motion to need consent

012agenda item f2 to action discussion and that will allow the administration to provide the board with more detailed information about the district's pay-for-performance plan and that is going to be an interim plan for this year and that was f2 yes all right and I'll amend that and move agenda item f2 to the consent agenda item mr. president if I could jump in a dr. callous or are we also moving it looks like it would be g3 yes mr. president if we could also move g3 and that was intended as an information item at the request of our attorney she has asked that the board actually take a vote on the interim teacher evaluation program for the 2019 2020 school year so if we could move f2 and g3 to action discussion I will go ahead

013and amend that motion and move both F 2 and G 3 to action discussion items and I second that back Tracy so motion made by Jay and Leonard seconded by Tracy soryo sync build if you'd go ahead and vote thank you very much all right so we're gonna go ahead and jump into consent agenda items do we want to discuss those first the ones that are out of order or how do you want to handle that dr. kaylis are you doing governing board updates or do you need to up so we're going do you want to go information yes d1 would be the next item on all right sorry about that thanks for keeping my on track all right well go ahead move to action discussion item g1 actually I'm sorry d1 alright let's go

014ahead and go action item d1 superintendent update dr. Kellis Thank You mr. present members of the board and members of cabinet as we have embarked now we're in the middle of our second week of instruction we have taken on a lot as a district as has education districts and other organizations throughout the entire country during this crisis and I just want to take a minute to commend all of the Dicer staff for the extraordinary work that they are doing we have seen where other entities have said that you know the years are washed and we can't do anything that's not the case for Weiser and I so we are sticking to our commitment to fulfill our educational obligation to our students by continuing instruction in the meaningful and relevant manner and what that means is

015that we are still open for business we are closed but not closed we're continuing remote learning and it's happening in a very meaningful way and I just want to thank all of the staff who are doing such a great job in doing that second thing I wanted to share is that budget has had the opportunity to provide some community service this last week and in doing so has really stepped up to the plate when it comes to jumping into an opportunity that nobody expected we received information about a project from a boy scout in Canada and it was to print 3d three-dimensional prints of an ear guard which allows healthcare professionals to wear their facemask their surgical masks without irritating the backs of their ears because of the straps I will share that we charged

016we challenged our district community to print a thousand of them and this week and we printed over a thousand of them in just 48 hours and starting today those those those ear guards were being delivered out to hospitals and put it into the hands of nurses doctors and other healthcare professionals the response was overwhelming the gratitude was extraordinary and we have received a request for more up to over 3000 as a matter of fact because now some are asking that cancer patients who are required to wear masks all day are also being asked to be included in the donation so I want to extend a huge thank you to all of the staff who went into the schools and fired up the 3d printers that were sitting idle while all the students were at home

017and have been running those printers those 3d printers non-stop for now we're going on almost 72 hours and it has just filled my heart with gratitude to our staff for them stepping up and taking this on in such a selfless manner that's all I have to report on thank you that's a great report and I echo your dear sentiments as well all right well go ahead and move on to action item e - governing board updates and we'll just do the same thing same round-robin I'll go ahead and start I wanted to just say thank you to all of the people who have risen above and beyond the call of duty the people that have spent you know countless hours making sure that everybody gets fed you know everybody that's made sure that all of

018our students have the technology that they need and have been there to answer questions keep things positive and keep things moving throughout the district I've been very impressed with everybody and your willingness to help out wherever is needed and never asked the question or make the statement that it's not my job I've heard countless times that everybody is really just embraced the opportunity that we have to serve the community and especially with the lunch program and the kitchen staff and the people that are working in countless hours in the cafeteria making sure that not only do the meals go out but as we expand that program that we continue to rise to the occasion and take care of each individual need whether in or outside the district just really wanted to say thank you for

019all that you do and the countless hours that staff and and you dr. Kelso spent just providing that service to the community as has been amazing go ahead and move over to mr. Roy your sink mill thank you I echo the same sentiments that mr. Leonard just echoed and dr. Kellis everybody seems to have stepped up we are you know we're not alone other school districts are struggling but they have staff that have come they have just come forward and have been over backwards and community members have bent over backwards it is a a great feeling even though we're in unchartered waters that we're all in it together and it is so refreshing to see everybody helping everybody and so it's just awesome to see and I didn't know that that was that many ear

020things for the mask dr. Kelso that was that is an awesome awesome thing I just wanted to say that I don't know if anybody saw the news before we started the governing board meeting but Eric Bennett our teacher from shadow Ridge was featured on Arizona family's new segment about his archery and of course that being the teacher at Dysart but also being a Paralympic participant and then him going on to next summer's Paralympics so I have to give a shout-out to mr. Bennett and for everything he's done but I would just say keep up the great work everyone it may be frustrating at times but we're we're gonna do exceptionally well that's it thank you let's go to mr. Prichard exam I I echo everything everyone's pretty much already said it's just just in reflecting

021on how things have unfolded they just really exemplified who we all are as a Dicer community and you know while there yeah there's been some hiccups as we transition into this new normal the outpouring though of efforts from all of our staff teachers administrators finding ways to be innovative with how we still meet the needs of our students and to our parents who are having to juggle their their working roles with their family roles and then now you know kind of a role as a teacher to help their students something that is not an easy task for many who are juggling again the responsibilities of work and everything family but then also our students just for being so adaptable and patient and just mean you're still being committed to kind of as dr. callous said

022where there might be other districts who are doing things a little bit differently as far as the rest of the year our students are still working very hard to to meet our expectations as far as academics and things and it's just really heartwarming to watch and I just want to thank everyone who has made this time as successful as it can be under the circumstances so thank you thank you miss tanner yeah I don't know if I can say anything more than what's already been said but I echo all the sentiments that have been given and all the praise and same like just I am so impressed with everybody who has just done their part and stepped up to work and I know that for a lot of them it's totally new and even some

023of their families at home I've had to get involved to be able to help support them and just appreciate everybody who just continues to support education being what we can so same thing same echo of shadow thanks miss gunns born I'm gonna echo what everyone else has been saying but you know again just so much effort from everyone from all staff members and and students and parents and just thank you so much for making my life easier as a parent to you know still working through this and having that balance I may have easier kids than some but it's been really relatively smooth so far except for maybe like the first couple days of hiccups with you know systems and that sort of thing but you know just the people in general all around our

024community are really coming together and they just I'm so appreciative of that thank you so much I appreciate that any other comments alright we'll go ahead and move on to our consent agenda items dr. cows do you want to do the two that we moved over first or what order would you like those in J this is Louisa we need to just do the motion to approve the consent agenda items and then go down to information items okay I'll go ahead and make a motion to approve the consent agenda the consent agenda items is presented second this is Tracey motion made by a letter it's not gonna bite Tracey's always think though let's go ahead and vote all right motion passes thank you so now we're going to hit G 1 which is the policy

025governance work monitoring adopted policy section 10 students section 10 point three five through ten point six eight dr. Kellis Thank You mr. president mr. Crito will introduce this item thank you dr. Callas president Leonard members of the board superintendent Allison cabinets we are looking today at sections ten point three five through ten point six eight this is our normal monitoring process for board governance and there are no changes to these sections thank you thank you alright let's go ahead and move on to G to information on 2019 2020 k12 academic data dr. Kellis Thank You mr. president members of the board members of cabinet this is an item that has been on a few previous board agendas and we are finally getting to some of the the heart of what we do and I serve

026and that is our academics and with this dr. Pauline will introduce this item yes thank you doctor kills president winner members of the board and cabinet in the community I played about issues doctor aside director of curriculum and she will present on this item do you mean can you see the screen yes thank you okay perfect sorry about that um it is my honor to present president Leonard dr. Kellison members of the board our data on our data really for a night the 1920 school year shall they started up to you if you click on present I wasn't present and than it wasn't at present I'm so sorry thank you hold on one more minute I apologize this we're using Google meat in another format so this is this is new to me and I

027thought I was better at it than I am already the first slide you can see is the k3 dibbles reading we use we use the dibbles benchmarks or indicators of grade level measures based on students progression through the early literacy skill continuum dibbles benchmark 2 is a cumulative of all literacy skills taught in a grade level during first semester for those of you who are familiar with dibbles data we usually have three three dibbles however the last one we weren't able to do because of our school our brick and mortar closures on the next slide you will see benchmarks for k2 these are actually given four times a year by this data is used to form tier 2 intervention groups and address areas of deficiency goals accelerate students through the curriculum and shemite data and

028most of you were very well familiar with we benchmarked three times a year on this slide you'll see data from AZ merit and benchmark three you see our predictions were only three percent off from the benchmark last year and AZ merit would be based on this year you will notice the Sante and freedom are on the opposite side of the screen they would not have received a label this year however after kind of collecting ourselves and medium we decided that all schools will do the same benchmarks next year the data and math is very similar for ka here although the correlation was not as close a percent off we still considered a good predictor between our benchmark 3 which is cumulative and AZ merit based on that you can see we were a little lower

029this year and we'll talk about some things we have in place Tugg meant that later this chart does show a comparison between data and relation to statewide data overall in ela we approximately four percent above the state average in math and ela however for those of you that know us you know we're not happy being average or even a little bit above and we are going to continue to work to be extraordinary this slide focuses on supports and action steps that we put in place this year we dedicated more time to Monday grade in a team level intervention meetings cabinet reviewing the data stories with the principals reviewing plans for Monday PD and document and having documentation of instructional changes we feel we can go deeper with this next year and we are going to

030put together a special sixth or eighth grade math cohort which is an area we continue to struggle with to support those teachers and really hitting the standards at the right level and knowing theme at the really deep math involved behind it we will also present data to cabinet more frequently in terms of unit assessments to give to get more data to really make decisions from also principals are engaged in reviewing data from benchmarks and other assessments more you can see also there were additional human supports this year in terms of TLS and data specialists we really do wish we were able to take the merit this year we feel having that TLS support Tier one has given us some really good games it'll probably take a year or two to really see them we know

031any significant change takes three to five years we're hoping to be the curve on that for high school data the first lied you see has to deal with our middle of the year test it is important it's important to remember from a statistical perspective we really want to be the average we would expect to see as seventy and we continue to trend in this direction and some schools are being really very close to having a 70% or higher average across the board high you'll note that it says ela nine and then it says modified we did create a modify test for our students that have standard accommodations such as a reduced number of problems on the benchmark or reduced number of answers according to their IEP by the in count of students who took those

032was relatively small we do make sure we modify the middle of the year and the end of year because it impacts the students grade by 10% to refresh your memory we do not modify the benchmarks because they're supposed to be predictive of AZ merit and in that case we don't we don't get to accommodate even in accordance with our IEP s which is a shame we have 12th grade data it wouldn't fit on the other slide in AP data you'll note there's two 12th grade English classes listed we offer a contemporary lit and British lit and we really can't say one was more impactful than the other willow Canyon didn't have contemporary lit it only makes the students elected and then in some classes there were no modified over on the side you'll notice we

033gave a unique finals to AP Language and AP lit and those scores are present there for math you'll see the data desegregated into three areas regular classes honors classes and modified for honors in ela we didn't decide that because the multiple choice is the same as CSA the differs for honors the scope and sequence different it differs enough that we could create their own unique finals and our middle of the year really isn't where we want it to be and we feel the more work we do building that groundwork from the sixth seventh eighth grade the mortal effect our ninth tenth and eleventh and strengthening some systems at our own high schools this was the first year we gave common science assessments throughout the district the assessment was a combination of written response and multiple

034choice of interest in many scenarios I kids were better at explaining their thinking in the written response which is indicated with the WR versus a multiple-choice portion which was an MC so we found that really interesting and coming from a beam principal of a science school it's really interesting what kids can do when they explain and they aren't forced to over analyze is an A or B I so is exciting to see that also play out in high school we do have benchmark data on this slide it dates back to 1718 when we first started in administering benchmarks and using them to help shape our instruction you'll note that we've had great gains in ela in algebra 2 compared to the benchmark last year we were down to we think that maybe we have more

035kids taking eighth grade algebra so we're kind of skimming off the top with those kids going straight to Gio and you would think our geo scores based on that comment would be higher however the benchmark changed this year the benchmark is aligned to our easy merit which is 40% algebra is 60% Gio and why we do believe lots of it's had those algebra skills they didn't refresh them right before the benchmark because they wanted to know who they needed to do intervention with and who they didn't need to do intervention with so we predict that if we were to take a Z M we would see a significant rise from where a benchmark 3 was to that that won't get to play out this year though on the next slide this year a junior benchmarked

036looks completely different so you have no historical data we knew the target this year had changed once again and was the a CT and it was the first time we heard from many students that they'd ever taken a time test we did time the benchmarks because a CT is timed in a CT for those of you who may not be familiar is really designed for students not to be able to finish unless you didn't that you're in that upper echelon for instance the reading has four passages most kids finish two to three passages so it's teaching the kids a new approaches the test and it really a new subset of skills you can see some schools had really significant gains from benchmark one to benchmark two we're gonna continue to work on that our goal

037this year was to really help familiarize our teachers with what the a CT is what it's made up of the subsections within each of the four sections next year we do plan to purchase as long as we have budget and a CT prep prep materials which would be used once a weekend that 11th grade math classes and once a week in the ela classes to help our kids do as well as they can because we know this translates into scholarship money for them there is a comparison between high school data and state data ela is very promising we're about six point percentage points higher than the state in ela however a math we aren't we're seven about seven percentage points lower to this end we have assembled an algebra task force it's made up of

038some of our former administrators who were successful math teachers some of our most successful math teachers in grades three through ten and our goal is really how can we strengthen math literacy and math teaching three through ten so we are getting better results so we're performing above where the state averages are and we also have of a different PD path next year we're hoping for six or eighth grade math teachers so they get to meet more frequently and they're also partnered with a high school teacher so they can see if where does that standard I'm teaching to it talks on this lot on this next slide about the supports they're very consummate to some of the supports outlined at k-8 we're going to continue to roll with what we've been doing in English language arts

039this year we introduced a district-wide writing process with James Schafer at the beginning of this year it was Invitational it'll be more of a mandatory thing next year we've heard good things and our set presentations I think member so your seat belt was in one today or yesterday where they were mentioning their their whole school is using James Shafer which is going to make them that much stronger when they come to high school and they don't have to learn new terminology we're hoping by getting some unified language and some unified expectations around math that we see this same increase in math finally we have some high schools that are going to be double blocking their math students who come in a little bit lower and I guess they would just end on the fact that

040he's over the last three years and however we aspire to do better our goal is really to be a premier educational destination in the West Valley and we will continue to use our data to really reflect and plan and adjust and do so I'll stand for questions all right I guess I'll sit since I'm here excellent thank you so much that was a great presentation resident Leonard just to let you know that Jennifer tanner has connectivity issues and apparently it kicked her off of zoom I have forwarded her a call-in number for this meeting so she's still attempting to try to get back on okay let's go ahead and ask mr. Tsai a few hundred questions so that we can wait for Jenn to get back in anybody want to start a few hundred questions

041I really just only have one and it was a slide that believe it was slide number two or three and it had to with the supports and actions you were changing right there reviewed plan for Monday P DS what changed what what do you think changed your firm I can so I can answer what changed in other changes we plan on doing so this year we partnered with WestEd we were partnered with West ed probably about five or six years ago and one of the huge benefits was that we saw common language and common expectations for Tier one emerged through the district so Tony developed a common picture for what high quality teaching and learning look like there are four different domains that we're looking at on the West Ed instrument the first is that

042we're teaching it at depth of knowledge to every day in a definite knowledge three to four to two three times a week but also that we're posting our objectives and that they're very transparent for kids so that kids can go home and really tell you mom here's what I learned in class today and here's how I know I know that I know it on our walk throughs we've started asking kids you know what are you learning and how will your teacher know and if the student answers chapter two that's not um that's not what they're learning that's what they're doing so we spend a lot of time in Monday P DS West have trained the administrators and then the administrators to train their staffs on really aspects of visible making learning visible so kids know

043what they're learning and expected to learn and how to post objectives that are aligned at the level of the standard required one of the things we learned is we were hitting prerequisites to the standard in some classes but not always that grade level standard so we've really worked on that this year next year a focus of Monday PDS at the site will be to go to the next level of embedding academic discourse which we know what the person doing the talking is lots of times the person doing the learning and on formative assessments oh you're you're teaching and learning specialists were part of this Monday PD with West End yes they designed and delivered the lessons with administration they've conducted walkthroughs many of them are doing it's called in and out coaching so I go

044into your room I be partnered with my administrator so that I can give you in time feedback and pull you out of the classroom for about five minutes I have a quick conference and you can go back and adjust in action that works really well for some of our teachers some of them prefer to get feedback after their lesson or in the office so we're practically really using West Ed with both our teaching and learning specialists and with our administrators to really create and refine our our progress with creating strong instructional leaders because we know that certain things are just common in every high performing school as safety is always a concern but we also need strong instructional leaders who really talk the talk and walk the walk and and I think you're right dr.

045sy I can't remember which CIP that was yesterday and they were talking about that in and out coaching and everything so I'm glad that it is being used or utilized as part of the Monday P DS not to overwhelm anybody but the fact that it is part of the make up and actually that was that was my only question that I had thank you thank you hey president Leonard Jennifer tanner is actually listening to the meeting via phone so she's able to listen to everything that's going on okay my understanding is she's gonna just text you about correct we are tempting but Jennifer can you hear me at all can you speak through your phone yes I can hear you oh good she's she's there guys so she'll be giving a verbal vote she won't

046be bori oh actually you still have horns okay vote so you're great well my you know I'm having a hard time just connecting to any kind of internet right now so they helped me off and so yeah I'm having issues here so what about Apple computers but I'm just saying okay so general bit you're just gonna give me a verbal verbal blows bit okay verbal okay thank you thank you all right do we have any questions now that we can let dr. as high off the hundred question requirement oh I never let her off okay she she enjoys my questions I'm sure always yes um so I apologize because I had this ready a couple weeks ago and now I've kind of written new notes over it so bear with me a lot of it

047is just commenting um I just think it's awesome and just kind of want to give a shout out to to kinder through first for their amazing games games benchmark one to benchmark two I think that's awesome um and then I had a question regarding and you kind of answered this already when you're talking about the difference with the the assessments but in regard to the fact in high school high school math 9 and mine in 10th grade that drop in scores for benchmark to I didn't know if maybe you thought there could be any correlation between the fact that it seemed like through k-8 math there was an overall drop in scores so do we feel like maybe that had anything to do with when these students go into ninth grade 10th grade as far

048as doing some some ketchup or maybe some some extra interventions or things that we can maybe look into or or do you think there's no correlation at all with that I'm you know we've been talking about that we talked about it some on the algebra task force part of it is really having vertical articulation and making sure to each grade level we stay within what we're supposed to do and not do more and really good good at the things that we're supposed to be doing another one is we have had high turnover in our seventh and eighth grade so making sure we that's one of the reasons we wanted to pull the 6th 7th and 8th grade teachers together more next year is so they can really feel supported and plan together because we know

049the longer a teacher stays in the position the better they get each year you know it takes two years to really understand my content and really get get good at it um I do feel like you know when you look in when you look at certain places we had you know we had growth when you look at the shadows benchmark to last year to this year even though they're the high end they still gained two points Dicer no I know they had a lower growth going in sodid Valley so it's it's really hard to say why why those scores are exactly the way they are we know scores depend on students prior knowledge teacher effectiveness we so we're gonna try and really attack both of those in terms of teacher effectiveness you with the TLS

050with making sure we're limiting cabinet had a direction to make sure we staffed core subjects for freshmen and sophomores at lower levels so we Hopi hoping that we're hoping that the reduced class size helps they really zero in on those teachers for support a little bit morale health and providing them avenues to connect in professional ways that enhance their professional knowledge okay thank you and then I just wanted to thank dr. callous and and the team actually for implementing it including twelfth grade data especially in regard to ela I know in the past we didn't necessarily measure that as much but I think it's really important for some our students especially those that maybe aren't going right into college or they're choosing a different path you know it's still good that they have the skills

051needed to invite a particular email and we don't want to follow them even though they're gonna be exiting our system so I and when I need I want to comment on that because I'm actually surprised you know I told you we wanted to be near 70 and most of the classes are near that 70 range I am going to be honest when I say that surprises me because typically the older kids get they do the 10% calculator and figure out what do I need to keep my be all I need is a 40% so I was actually pleasantly surprised that we were we were be very close to being in the range we wanted to be well I think that speaks to the integrity of our students right our students and our teachers just really

052making sure that they do a great job our senior teachers are so vested in our kids I think we've really seen that with how they're thinking about you know supporting things with graduation and other things that the seniors are you know have the potential to miss out on but you know it goes from from this and runs the gamut with this or that our senior teachers offer our students and how they inspire them to want to do more oh absolutely but in regard to the calculation is what I was referring to that you're right as there you know it might be do you thing to do to figure out okay what do I need to get on my test it sounds like they're tapping into their resources through their teachers and things and doing what

053they need to do to to still excel regardless of whether or not they're exiting the system or not so definitely a great effort and commitment around the around so um also wanted to thank you for including the study app for just for me that kind of just helps to see where we're at as a district compared to the rest of the state I know that you know we were mainly focused on how we're doing on our own back yard but still like it's a good gauge um I want to make sure to though that I understand it so is it then that other than 9th grade ela we are slightly below the state averages an ela ninth we are four percentage points higher in tenth grade ela where one percentage point off in 11th grade

054ela where three percent higher mm-hmm for algebra where two percent lower for geometry we were one percent lower and algebra two we were four percent lower so we're definitely close and I'm sure that these other what brings me to my next question these other extra supports that we're doing as far as at the end of your presentation um I like the fact that you mentioned as far as like the math cohort and kind of looking at some other things because you know we've had Monday PDS forever we always review our data we always reach out to artistic specialists so it's just making sure that we continue to be innovative in our approach which which I know we are but finding you know there's we always say how each student learns differently and kind of meeting

055students where they are just recognizing to that you know our teachers have different teaching methods and maybe you know how we can support them as well as far as hey doing them never options or asking them maybe what extra that we can do as a district or as their administrators to help them meet their goals or get their classes where they like them to be so again as long as one of the strongest examples we've seen at that member Pritchard is at a Dyson High School Amy Harkin meets with her teachers every week I'd to overlay data with the benchmarks and we feel that's a really promising practice and there's something about that principle being in the room to review data with the PLC's it seems to be very powerful and leading in the right

056direction that's amazing and you know and and that's what it's about too is those relationships as far as in and you know if I'll some things like that are happening at Dysart high school then again as a district I mean we just looking at and sharing I guess our talent across the district so that's working for that principal at Dysart high school then you know why don't we all kind of tap into that if we know it's successful anything we can do to help our our students you know reach their goals our teachers feel successful in their teaching methods whatever it takes just kind of making sure we keep moving in an upward direction and speaking of relationships is my last comment my relationships because we all know it seems like at least in my

057opinion shadow Ridge High School has always impressed upon me I've just always been impressed with their their whole culture I think just a relationship building and how they come together as as home and look at their elh their writing scores in the 80s that is amazing that that's just I don't know I'm just very impressed I'd like to congratulate that entire team and just thank you for all the hard work that you do not surprised at all but it's very impressive and again if we can any anything we can do and I'm sure we do as teams just kind of help each other and share resources but again even as a district just kind of keeping that communication open is what how we can support best is what we want to do without doubt that's

058our whole job is to support our teachers the best they can and supporting kids that should be our job as any administrator so thank you for all your work and all of these them all the fat I appreciate you gathering at the foot dad the dad actually came from dr. wife rich so I just got to present it she's the one who packages at all I know there's some and that's also not a surprise she's awesome with her data thank you so much thank you I'd like to say something real quick that doctorís I had just mentioned talking about the principles being in part of the PLC as far as deciphering the data and I don't know if any other board members have done it but a couple of years ago I sat in on

059one of those dated deciphering days and it was over at Marley Park and to have the principal Dana Kay in the classroom helping those teachers deciphering that data it was awesome and it was a little bit mind-blowing as well and I would encourage any board member to actually go to a school once we go back in session and in visits to actually sit in and hear the strategies and and everything that they're trying to do to decipher that data it is it's remarkable isn't that what they used to call because I know we used to attend the success zones at different schools what's happening I believe the focus that member so you're seeing Phelps referring to is more on kids in an RTI model I'm not sure I this is more just reviewing their formative

060data weekly to make sure we're continuing to gather data on this the skills that kids might not have been proficient on on the benchmark both are very impressive yes maybe that was it but either way it was still awesome to just sit and listen to the teachers talking with the principal in the room and that was a credit to miss miss Kay excellent any other comments miss tanner no no all right miss Densmore nope thank you okay president Leonard this is Louise if any if the board members could just refresh board Docs I move to the agenda items F 2 and G 3 down to the appropriate section down to action discussion so if you can just hit your refresh it'll show up down in action discussion excellent thank you for making that adjustment anything

061else before we move on alright we'll go ahead and move down to action item g3 financials and compliance on it for financial year ending June 30th 2019 dr. Kellis Thank You mr. president and I have members of the board members of cabinet for the rest of our informational items we're going to turn to our illustrious mr. Hicks so with this first wooden g3 mr. Hicks will introduce the evening mr. president members of the board superintendent dr. Kellis colleagues and community members online before I turn this over to our director finance mister Mary Dowell Speidel and Jennifer shields from Hine film each let me just say just a couple of things Burt out of Mary Dowell and her team they do an amazing job just in general but also the I'd like to include all the

062communication they do for the areas of improvement with all the changing appliance requirements that constantly hit us as an example though the this audit is on the agenda and other staff so that we could clearly communicate to the end-users where some of our areas of improvement are and how we can get better second I would just like to brag on Dyson for a second this presentation doesn't happen in every single district around the state in fact during the legislative session there was a bill moving through the process that would have required every district to present their audit to the governing board and have them approve the by a roll call bullet vote we don't shy away from transparency and accountability and Dicer and I thank you for your time and right now I will turn

063it over to Jennifer shields to start off the presentation thank you thank you mr. Hicks can everyone hear me okay thank you I just want to make sure I got the muted button well president Leonard members of the board dr. Kellis and mr. Hicks um thank you for allowing me the chance to present the audit for fiscal year ended June 30th of 2019 I have done this presentation before but if you have any questions all certainly things at the end uh mary-dell do you want to switch slides for me please thank you so first up we have for you some information just about the audit itself in general what happens is the external auditors are contracted through the competitive proposal process so that's required for you know any multi-year purchase that's over certain thresholds and

064anything that you would wish to procure on a request for proposal which has different requirements than a bid a sealed bid process so we went through that process with the district and fiscal year 19 was the fourth year of the audit contract what that means is that there is one more year you're eligible for the the fiscal year that the district is currently in in which we will be working with the district to start the audit here soon actually and that means that after fiscal year 20 the district will go through the process of issuing another request for proposals for it so in terms of the audit itself I know it seems like it's been a long time since the the fiscal year ended on June 30th of 19 and here we are in April

065of 2020 but the on-site field work is actually conducted a couple of times a year you'll see on your screen there that we were out on site last year and may have 20:19 and then again in October of 2019 whether it was somewhat fortuitous or not we actually had been embarking on implementation of a lot of remote auditing procedures throughout the last fiscal year the district you know ken he wanted to brag on the district a little bit and and I'll add a little bit of kudos here to the district as because Dysart in particular has a lot of information that's available electronically and so when our audit teams come out on site we you know we may sit in your conference rooms and we may have discussions with staff but when we ask for

066documentation a very large portion of that documentation is already in an electronic format so the district staff are able to just simply send us the electronic documentation that's actually that puts the district in a really good place from the standpoint of being able to complete the audit and just having the documentation ready for financial transparency and to be to be reviewed so um the the reports themselves were issued already there were four different reports that were issued there's what's called the communication to governance and that's I believe you guys saw as board members have copies of all of these documents available to you the the communication to governance is a letter because audit standards require the audit or to have two-way communication with the board so we we deal with management and staff at the

067district on a on a daily basis for completing the actual audit there's but it's the board that has you know a lot of responsibility with making sure that things happen as they should and so the professional standards that we are under requires communication and so that particular report is one that we issued it's just a letter and then there's also the comprehensive annual financial report and that's the very very large PDF more than 150 or so pages in electronic fashion I'll talk about each one of these a little bit in a minute the single audit reporting package is a little bit smaller document and that's the the report that has information related to the district's internal controls as well as reporting on federal programs and those items that were audited with respect to the fiscal

068year so there's a report on that and then last but not least there's the uniform system of financial record compliance questionnaire that document is around 40 page just this year the format of it changed a little bit but that's the document that had areas of hundreds of no questions and that that document gets issued to the Auditor General's Office and they retain responsibility for reviewing to make sure that the district complied substantially with the requirements that the Auditor General's Office sets forth so specifically married L Fiona swich thank you the communication to governance letter there's information in though that there is in fact several estimates that occur in the financial statements that's normal those include things like that's for say claims payable or estimates for what we expect as a district to you know be

069liquidated in terms of like accrued vacation and sick leave and some of those kinds of things I'm happy to report that there were no difficulty is encountered in performing the audit there were no disagreements with management and management provided all of the required representations there were some adjust that were required to the fixed asset schedules that were originally prepared by districts in order to properly intial statements so we are required to point that out and I'll talk about that again in another slide and then just last but not least as independent auditors we have a lot of documentation that we have to go through to ensure that we are with respect to the district and we did meet in fact all of those independence requirements that would enable us to render the audit opinion so

070a little bit about the comprehensive answer or there's an image of what the cover looks like so the first thing I'd like to point out is that there was an unmodified opinion on the district's financial statements that's otherwise known as a clean opinion what that means is that there were no material no material misstatement in the financial statements that were detected through audit procedures so that's the the best opinion that you can get and then I'll just point out briefly that I've given you page reference numbers for several things which if you were so interested to find out a little bit more information about the financial position and the activities of the district for the last fiscal year you kind some some graphs and verbage and some discussion and analysis therein in what we refer

071to as the MD&A management's discussion and analysis then there are what's called government-wide financial statement just two pages that goes through all of all of the balance sheet type and essentially an income statement type figures for the district on a government-wide basis and that those two schedules include everything including capital assets and longs debt whereas you look at the fund financial statement there on pages 36 through 46 those are actually a little bit more aligned toward the information that you're used to seeing on a more monthly basis when you think about how to district reports information with budget to actual and by fund so it gives you information there last but not least course you know 30-plus pages of notes to the financial statement that will tell you a lot more information about where the

072numbers come from and how the district does that and the statistical section has upwards of 10 years of historical data so that you know the anybody looking at the kafir' can go back and see kind of where has the district been over the past 10 years so then switching to the single audit reporting package I'm interested that this is where we issue the report on internal roles as well as the compliance with federal and state regulations so the the auditors were required to go through a process of doing a risk assessment to determine what federal programs to tap this year the program that was selected is title one it's one of the three largest programs that the district operates and there was related to title 1 there was a weakness in internal control and an

073instance of non-compliance that was reported related to title 1 specifically as it has to do with time and effort documentation what that is is the federal government requires that any payroll expenses be able to be substantiated by the time that the employee is and is actually working on at a1 compared to say another objective and then I mentioned earlier that there was a deficiency well there was an issue with capital assets and the figures that the district had originally gathered for capital assets were required to be adjusted and that was reported as an internal control weakness and that it was specifically related to the district's processing of donated capital assets which are somewhat difficult to capture because there's not a mechanism within the accounting system to capture those so those can be overlooked and it

074requires being able to pull information from multiple sources to get those those assets that are donated into the the capital asset records at the end of it some more manual process as opposed to more automated when you know like let's say you are reef doing a renovation on a building or something like that overall the audit itself I managed to the timeline the the audit is event price we usually start in the spring around the May time frame and then it ends with the issuance of the audit reports your audit reports were in fact issued to meet the timelines which the for the financial statements they were issued to ask them in GFO a you see that on your screen the December 31st submission deadline which also allowed you the opportunity to meet your bond

075disclosures deadline is February 1st so both of those deadlines were met and then the other reports that we issued the single audit report and the usf are for the Auditor General's Office those are both required to be completed by March 31st so there's a nine-month deadline after of the district's fiscal year and you you're required to do those submissions by March 31st so all of those reports were issued and met the the filing requirements so that's good as well and then I think the last slide I have for you is related to the USF our compliance questionnaire and as I mentioned earlier this is an it's a document that has you know more than 40 pages over probably 400 questions of different in different questions to make sure that the district is following guidelines that

076are established by the Auditor General's office there's a few of those areas like procurement we mentioned that you know how do you procure your goods and services there's sections on IT payrolls so a lot of the big areas but then also you know areas like making sure that you filed your budget on time and that you were operating within your budgetary constraints and looking at student activities and as as happens with almost every district we work with there were in fact some minor non-compliance items that were noted when you think about it finance has the responsibility for it but yet many of these areas they affect there's people throughout the district you know out at the school sites that are responsible for making sure that you know all the processes happen and the the eyes

077get dotted and the t's get crossed and so non-compliance issues are really something that happens all throughout the district and I think Mary della is going to talk about the some of the specific instances Mary dil yes thank you very much Jennifer I just wanted to point out this specific area as Jennifer mentioned we have the u.s. bar questionnaire we are required to comply with the various areas there are over 20 areas that are reviewed within the u.s. FRS and the shields mentioned this is a summary of how it came to play here within Dysart within 2261 items I know she mentioned it was 400 questions each item sometimes has multiple questions but I wanted to point out there specifically 261 items on the US so far that the auditors go through and answer whether

078it's a yes or no as it differs from our single audit in that materiality is not looked at in this instance auditors look at that as a yes or no answer and so as it relates to those you can see there there are 251 yes answers and there were 10 no answers and so we can go through those a little bit more in detail here but the specific areas where there were some no responses was related to fixed assets as Miss Shields mentioned procurement classroom site fund student attendance reporting again as she alluded to that definitely has quite a bit of manual work that goes into that so we often do see some instances of non-compliance in that area as well as transportation this next area shows the audit compliance summary so these next few

079slides which you have been provided in advance shows the question itself the auditor comments so basically what was the background related to the finding and then we do go beyond and collect from the different departments that are responsible for those areas what is the district action taken is that a matter of additional training that's needed is it a matter of additional you so we really try to focus on what is the root cause and try to identify how we can make those Corrections moving forward also in that finding and prior fiscal year comments we did want to provide that as a reference so you can see is it a recurring finding or is it something that may have just come up this year the finding in the prior fiscal year pretty much on as noted

080on the various columns and I'll just kind of sort through here most of those findings you'll see was no so it wasn't it was not a finding in the prior fiscal year and that was the case for most except for a couple of these items I can certainly answer own questions related to those the final area here was the single audit reporting package as the shield's referenced this is just a little bit more background on that title finding what the district correction action or the district corrected acting up action has been taken as well as the capital asset finding and so we've really reviewed as I mentioned with the various areas and identified what we need to do to correct these things moving forward and so at this time as I mentioned you've been provided

081these in advance and so I'd be happy to answer any questions you may have thank you very much we have any questions this is Tracy I have two one of them is for Jennifer shields if possible and it had to do with one of the slides that you were talking about the donated assets I believe yes and can you explain that a little bit more because if it's not why are our feet held to the fire if it's not required at least that's what I'm getting from what you said does that make it is and and Mary doe can probably help me out a little bit too but specifically when the if the district receives donated assets they they do in fact become the property of the district and then the district has an obligation

082to make sure that it reports all of its financial assets which includes anything related to capital items so for example if you receive let's say for some reason you receive a donation of computers those would be technically added to the district's asset listing so that you can properly pack them you can properly insure them and then you can make sure that you all of the other controls over capital assets to make sure that Legia assets don't walk away that they are stolen and that you are protecting those assets now typically most assets are purchased by a district or they are obtained through a long term lease finance you know instrument or something like that but there are cases where donations are made and so this finding itself is it's more related to the financial reporting

083because there is that obligation that you report your your complete financial asset you know I'm sorry your complete financial statements which includes all of the assets that are owned by the district and if I could just add a little bit more specifically members so you're seeing on that question with capital assets this this particular finding actually resulted from us going through and and identifying really trying to reconcile all of the items that were in our financial ledger system to all of our backup and in that process of reconciling we actually identified some land that had previously been donated through our developer donations that had did not go through our general ledger system because we didn't purchase it ourselves but it was rather donated and so in that sense it was brought to the Governing Board

084for approval and for recognition and at that point is where we kind of did include that final loop of having our fixed assets to go back through and I don't if I guess the board has now recognized this as being one of the district's assets let's now go back and physically add this to the fixed asset listing so that is the change that we've now made is ensuring that all governing board items when we bring that gifts and donations monthly board report that we're really combing through that making sure anything that falls within that fixed asset threshold is captured in the system answer the question okay and that's that's when you were talking about adding manually so it's right okay all right all right typically it gets added into the system via processing through accounts

085payable and then we do the final reconciliation and it gets added into the system because it's already living there and house there this is where kind of I was a little bit more manual effort to add it on physically outside of the system okay so that could happen at any time right but you were doing your best in order to make sure things are at it as soon as a mess and that all parties that need to know so for example of our accounts receivable team gathers the information and prepares it for board agenda and then we really then how our fixed assets um tech go through and ensure that it's being captured into the system so it's really just kind of finally you know closing that that final loop and that's what we're really

086focusing on doing awesome okay and my second question is of course it always has to do with I think I asked every year the student attendance reporting and I know that's Jennifer you can probably answer this because you deal with so many school school districts but that always seems to be an area that I don't think we've ever had a hundred percent on the student attendance correct and that is correct well I apologize let me mean let me rephrase I don't know whether your district specifically has ever had an audit where there were not attendance non-compliance issues reported however what I can tell you is that through our experience and our work with many different school districts that the area of attendance itself happens to be one area where every district struggles and it has

087to do with the fact that you know out at each individual school site you're managing so many different students with different schedules and a lot of the a lot of the questions I'm trying to look here on my screen oh fast there's it looks like there's about 45 questions just related to attendance Alone's not correct married oh yes there's 45 questions and the fact that your district has currently only five that's actually not bad most a lot of districts have more than five but one of the things that were to look at is say partial day attendance and so that's for example when a student comes to school and leaves early to go to the doctor or you know goes to the doctor in the morning and then comes in late and so those constitute

088what are called partial days and so it's important to point out two different things number one the district is not funded based on absences the district's funded based on memberships so the the absence rate doesn't necessarily have a direct correlation so we're still testing for items to make sure that absences are properly reported but yet it doesn't ultimately have an effect on the funding so that's the first thing I would point out the second thing I would point out is that that those calculations although most districts you know the student management systems that are in place the there they're designed to calculate down to the minute to determine whether a student gets you know say 0.25 absence versus 8.5 absence and as we choose our samples those are the kinds of details that we're looking

089for so when Mara Dell had mentioned earlier that there's no there's no materiality consideration with respect to the USF our compliance questionnaire the we're looking at you know did student you know student a if student a left 0.5 hours or point 5 days early but was marked as 0.75 then that results in a non-compliance so a lot of the times you're talking about very very small discrepancies and they're usually in that you know 0.5 kind of area yeah so it's something that all of us all school districts struggle with this correct and is there is there ever going to be a day that we could you pour all districts that would be able to answer you know yes to everything and we'd be all happy with unicorns and rainbows and stuff I longed for that

090day that's definitely one where we're targeting I did just want to share as it relates to the things that while it is very difficult to achieve 100% and we know how many districts do if very many we do still want to ensure that we're doing the best that we can and identifying where do we need to make those adjustments and so I did want to share some things that the student information systems team has been doing and and kind of the corrective actions they have been taking really after last year's audit results they they got together they kind of started brainstorming and performing those internal data reviews out of the various school sites and so they have completed a spring of nineteen of fall of nineteen and they're just wrapping up the the fall of

091norms are in the spring of twenty and so since implementing those changes they've had nineteen schools where they've kind of reduced overall findings and so they're having various target areas that they're looking at and then as they identify common issues they do hold monthly data records tech and register our meetings and so the leadership team they're into information systems shares our best practices and really works together among the various school sites for them to share what works well at their sites and so we're seeing that that's been a pretty successful ventures to really bring them together identify what are their challenges what are those common kind of internal findings we're seeing it's really that's our target is to reduce and ideally one day have all yeses on here but we really do want to just

092continue to work towards continuously improving that area yes and that ninety six point one seven percent is is huge it's it's fantastic and you know we know that you guys are doing the best work possible and we thank you for that and touching on that just for a second Jennifer and Mary Adele do you think that the usf our questionnaire is going to look a little different because of what we're going through now you know that's that's actually a really good question every year the otter general's office does go through the process of determining whether or not you know there are certain questions that they're asking that are perhaps not achieving desired answers you know maybe maybe we're looking for something but we're asking the wrong way so they do go through that process but

093so many of these areas that the areas aren't necessarily going the way in the schools you still are going to be required to do procurement you're still going to be required for this to do all of these things what I'm what I'm unsure of and you know I'd be interested to hear also what miss Bedell says but we never really know what the questions are going to be changed to until usually after the fiscal year has ended so the requirements don't change it's just the information that's being asked for on the questionnaire there may be some changes that come down with respect budgeting or maybe some winces made with respect to like payroll or attendance as they relate to the current situation that we're going with but that all still remains to be seen it's

094a it's a big task that the Auditor General's Office has to undertake to make sure to get the right information out there and is I agree with that Thank You Jennifer thank you very good just a quick just a little bit echoing Tracy I think she's right I think that um I don't think I can remember a year when we didn't get flagged for attendance and although it may not be linked to funding I I appreciate mary-dell you making that point to where it's something we strive for even just from B I mean because number one I mean obviously we want to be accurate with our reporting's but then you know when you think of students who maybe for for whatever reason they are always hugging that 10 absent you know the the cusp of

09510 absences and things where it starts impacting them or that parent who gets a call during the day that says your student has been absent for one or more classes and then maybe they were just code wrong or you know something like that so those little things in the record as far as if it's list isn't Alex and it's really not and then also just for parents again to to get that call to your student wasn't present when maybe they should have been coded for an activity versus absent or whatever I'm it evolved it all matters so I appreciate you saying that it's still something even though we're very high um and how well we're doing things percentage-wise it's still not quite a hundred percent in for something like that I know we all want

096to achieve to get there so thank you for keeping that a priority yes thank you yep we have high standards so we're he'll be shooting for those thank you thanks plip anyone else all right we appreciate your presentation thank you so much for your feedback and helping us understand this on it we'll go ahead and move on to information item G for district demographic information update dr. Kellis Thank You mr. president members of the board and members of cabinet again mr. Hicks will introduce this item good evening mr. president members of the board superintendent dr. Kellis colleagues and our online community members before I turn this over to our planning administrator Kevin Shipman let me just say that I really believe were lucky to have him he does a great job of supporting a number

097of different departments you heard him earlier with the boundary change transportation demographics ATMs do HR with projections so he does a great job of taking information or a request really quickly and turning that data into information so I appreciate all that he does and so with that take it away together I think you can greetings again president leonard board members superintendent dr. Kellis cabinet and those in the public I'll be providing a brief update on demographics and growth within the district and I'd be happy to take any questions that you have after my presentation so I'll preface this by saying these estimates and forecasts are pre-pandemic data and it's probably a little premature at this time to provide any data or numbers on specificity as to what will happen in terms of growth or enrollment

098as we're just in the middle of this pandemic but I will provide some commentary at the end of the presentation on some thoughts related to that as well this column chart illustrates enrollment historical and then forecasted and the key point to take away here is forecasts that have been developed in the last six months pre-pandemic we're really illustrating the building activity and enrollment growth that is really starting to ramp up within the district at this time and obviously things have changed a little bit but we were expecting some pretty healthy growth and we're very much starting to see that in the last six months during this school year so and we also noticed that very significantly in our breaks for example after winter break worse we were really seeing a lot of those new home

099purchasers come in and enroll their new families to Dysart which was exciting this illustrates housing unit construction again historic and forecasted you can see for this fiscal year were partially the way through that and the key takeaway here I would say is that we're expected again pre-pandemic that we would see over 3000 units constructed a year in the next couple years for the foreseeable future and really as those permit activity new new units kind of trickle down a little bit at the end of the forecast period that's maybe better an illustration of not specificity to the developments that would be happening maybe past five or ten years it's occurring and also developers and builders in the area are very careful about not putting themselves in the position that many found themselves pre housing crash and

100so they usually were planning on kind of reining in their development activity and so that's why that kind of caps around at mark maybe around three thousand year as opposed to doing what we had pre housing crash so this illustrates estimated enrollment in in our local non Dysart schools and I'll also note that you may be aware that there's a another charter that's opening in the West Valley and surprise still slated to open this coming fall and we do expect that that will affect Dysart enrollment the elementary forecasts that you'll be seeing does not reflect that because it's from earlier in the fall and if you have questions about that we can certainly answer those I believe Ken Hicks knows I think a little less than two hundred average daily membership was forecasted to decrease

101so that would be a forecast that we lose some elementary enrollment to that opening but again that's I think overshadowed at least by the pre-pandemic growth forecasts this illustrates our key enrollment forecast and because of other providers and kind of aging in the community we tend to see a little bit less growth in K eight so you can see that there's kind of a healthy growth activity that's occurring but really if you look at it from the state's perspective the district has maybe a little over twenty thousand capacity at all of our our elementary schools so this doesn't necessarily indicate that from the school facilities board that the that the district would be eligible for funds however most of our schools have I would say all of our schools have pretty healthy populations some of

102our lower enrollment elementary schools or maybe 600-650 and I'm thankful that that we have those numbers and not dealing with what other districts have where they have maybe 300 or 400 in the school so this is a again historic and forecast of our high school enrollment and you can see that we're forecasting to jump over 10,000 here in the next 10 years the high school forecast is significant because this might be an area of future need and because high schoolers tend to come to Dysart and they usually don't want to go anywhere else we don't have a lot of other providers in the area for high school students we expect significant numbers and recently the district sent a letter to the school facilities for requesting that they consider securing funding for for a land purchase

103for high school as this is significant growth and this is much more significant than we would have seen if we looked at this data a year or two years ago we're really seeing those numbers come in and it's also noteworthy that this doesn't necessarily fully take into account the potential for other students especially outside the district as Luke Air Force Base increases their mission and we see we can Burke in Ngata Berg districts having a lot of residential growth and a lot of really strong evidence that those students prefer to attend ice our high schools so we expect continued healthy high school enrollment and this illustrates that high school enrollment at each of our existing four high schools Dysart's usually going to be maybe 16 or 18 hundred through the forecast period but what you

104can really see here is that willow Canyon and shadow Ridge especially are where there's a lot of that building activity and then this certainly illustrates the expected Ruhlman thats just really increasing in those areas so you may have seen this before but this is a map of the district showing existing residential units and here we have our existing school coverage so the green school icons are k-8 schools and the blue are our high schools and then this is pending development so the district tracks pending development activity very closely of course we get our demographic update from Applied Economics and track a lot of other sources demographics trends building activity so that we can keep a close eye on what's happening within the district and as you can see there's a lot of pending developments that's

105going on I'm sure board members and others have seen that activity throughout the district and ultimately what we're doing here is highlighting that there are definitely some areas where there's a lot of construction and growth and we don't have a lot of facilities right now I know mr. Hicks will address that later this evening but as you can see there's a lot of slated growth and the district is looking forward to bringing those new students to Dicer so when we talk about post pandemic growth there's a lot of uncertainty as as what will occur and I certainly can't provide too many answers but there's a obviously a lot of conversation as to what's going on I do think that it's worth to note a couple item a couple points in terms of Dicer Unified School

106District and and what happens long term so post the housing crash there was a lot of pent-up demand and the market hasn't really caught up to that yet so I'm sure a lot of you read that it was very much a seller's market earlier this year and last year where there was a lot of demand for homes and there weren't a lot out there and there's a number of reasons for that Builders are being a little more careful and also there were some labor challenges so there's still a lot of demand and I think that that perhaps indicates that after the pandemic that demand will still very much be there and when you have a population growth and and just the demographic need for that housing I think it does suggest that at some point

107that growth will be very robust in the future whether that's you know six months or longer I really can't answer another noteworthy point is that builders post see the o8 crash did a lot of things to make sure that they were exposing themselves as much so Pulte group for example which is a builder here in the area and they own centex homes they have tried to not on so much land at one time and sort of do other take other steps to make sure that they're not exposing themselves so that if there is another recession they'll be able to bounce back a lot quicker and so that might be something that helps growth in this area rebound much quicker and then of course we know that a lot of building activity has been deemed essential

108in housing construction and mortgage rates are still very low so those are things that may indicate that we see that growth come back on quicker again I can't make any promises or even really a forecast but I think it points to the fact that within Dysart Unified we there is going to be a real strong need in the near term for those homes and we will see that growth be happy to answer any questions that you have thank you so much for that we have any questions Kevin I just wanted to say that hopefully is at one point in your career you will be able to have a magical crystal ball and you can foresee the future but there's only so much that we can ask of you but thank you for everything that you

109have done to give us a glimpse on especially like the high schools that you were mentioning the growth that would be especially over at Willow Canyon and shadow Ridge they it's gonna really it's good really gonna boom so but I do appreciate everything you said you're welcome thank you member so I think though thanks Allah and with that we'll go ahead and move on to action item g5 bond committee recommendations for election under dr. Kellis Thank You mr. president members of the board and members of cabinet several months ago the governing board charged administration with forming two committees one for a bond feasibility study and one for an override feasibility study Ken Hicks has accomplished both of these tasks and they're very efficient use of time and energy and he will be reporting on each

110of these we'll start off with number 5 which is the bomb committee recommendation so mr. Riggs thank you very much and good evening mr. president members of the board superintendent dr. Kellis colleagues and on link online community members it is my pleasure to present the results of the bond committee first I'd like to thank all of our members for their service we did start this process over two months ago and when we did things look very different now I presented information to the committee about the last bond request how school finance works how bonds are sold what our debt looks like things from transportation inventory age mileage SFB high school and possibilities demographic trends that you just saw from mr. Shipman we're also we we just started talking about middle schools and what would a

111conversion look like and then all this happened which is all this is the highest highest new cases of unemployment that we've ever seen a stock market that has a lot of volatility the economy which we don't know exactly where we are today and evidence that that is the classroom psych fund which is prop 301 we're supposed to have that number by law for what we budget the next year by March 30th each year we still don't have that right now because the jlbc and their economists still have not figured out what this is going to be sales tax gonna be so but on the flip side as you just heard the demographic report we actually don't know a ton about new homes and you've probably seen some different reports and Kevin helped build a picture

112on that boat when you see for the month of March I think I saw a report where you had about 300 homes a week we're coming on to MLS listing roles and about 200 to 250 contract issued and they were coming off the rolls and that happened though I think the whole month of March and that's what happened in February and that's what happened in January so this had this pandemic started prior to that and so it hasn't had a dramatic effect on home but we had a lot of been to kind of demand in that sense and so that is a big deal but where does that leave us and so what I did is I asked the bond committee about should we continue with this or knowing that all we have with stock

113market influx the economy who knows where it's going to be record unemployment should we continue is this the right time and actually six of the ten so only 10 responded to the survey there was only 5 days to the survey was only open for 5 days but only 10 a six of the 10 respond 10 responded 6 of them said yes we still need to go out for it but they were split on their reasons one saying hey you said you were moving to a middle school conversion we probably still need money to convert the schools let's do that and some said hey with the new normal this online learning we probably have greater needs from technology because technology was presented to the committee so there was a little bit split on that but but

114first I I don't know from a middle school conversion I'm not even sure what the cost would be right now because we don't have the plan to what it's going to look like and how many schools and so I don't have that number right now at second we are receiving some federal care stimulus money they can be used for a lot of different things including technology there's also separate grants and either block grants or the blood grants or other grants that are specifically open for technology and so on top of that I did contact and talk to a couple political consultants and I did ask their advice and they said calling for a bond right now with all so much uncertainty they basically said unless you have no other options they would probably not call

115for a bond and so with that and I did email the bond committee and let them know thank you for your voting and thank you I know that six the tend to continue at the bond I did tell the committee that I was going to tell the board that I would not call for a bond election for November 2020 and so this is not an action item so there's no vote but I would like to hear comments from the board to see if obviously this is ultimately something that governing board could direct me to continue with the committee and come back and I would do that but I would listen to what kind of feedback the board has for me at this point Thank You mr. Nix I appreciate your insight and obviously over the

116past two months you are definitely correct a few things have changed and it's getting a little a little tougher just to you know blow out that crystal ball that missus or your think bill talked about and figure out exactly where things are going with depending you know markets and everything that's happening the ups and downs and all around it's it's a tough one for sure and definitely something that we need to tread lightly on and look at all of our options I think that it's a sound call to hold off on the bond currently as I've looked at it you know just over time especially with pending recession and the things that could happen obviously you know we look at our growth numbers we look at the trends and everything as best as we can

117but there again nobody could see you know what's happening now and and we certainly don't know what the future holds I think it's definitely a sound recommendation and I definitely support your than the Committee on that and we'll open it up for questions let's go ahead and go with miss Roy your seat belt Thank You mr. president I am I'm glad that mr. Hicks reached out to some political consultants and to get their feel on it that crystal ball we do we don't know what's going to happen it within the next two to three months let alone the rest of the year and I although I would like to see have having us wind a bond I don't think that it is the appropriate time right now to do it there are just too many

118variables and too many things that are in the fire that we need to concentrate on and to successfully win it with the way just like you said unemployment and and things that are going on right now and I don't see us advancing it so yes I would I would agree with mr. Leonard and you thank you thank you for that let's go ahead and go to mr. Tanner I had to only I don't I don't have any questions further than what has been recommended from the committee thank you for that let's go ahead and go with mr. Pritchard um mr. Hicks when you mentioned that you and you're not recommending we move forward and you told the committee that you were gonna go ahead and make that recommendation to the board were you able to

119get their feedback I know this would be the first time we would not be going with the recommendation of our community committee work so once you explained everything to them as far as information you've gathered and the rationale behind your decision I mean do they have an opportunity to hear that and process that with you and do they come to the same conclusion or are they still feeling like it's something that they feel is important to pursue mr. president members is well that's a great question I did have one so in my email to them to let him know that I would not be going that I would be taking the opposite position of what their recommendation is I did put in layered in there a couple of those comments about that I don't know

120what the middle school so going to try to support for the middle school I would just be making up a number and also the additional funds we're getting that you can be used for technology and stuff I only got one email back from somebody that said thank you very much and that was I believe one person opponent to continue they said I agree with you and just so I only got one feedback from that and they agreed with my stance of not going forward but you didn't necessarily because you told them that you've decided you were going to just move forward with your recommendation to not recommend the bond did you happen to or is it even too late to consider letting them know like this is my my recommendation based on these reasons does

121that change your position you know just to kind of actually ask for that feedback rather than seeing if anybody wanted to reach out is that just to only didn't know why I'm saying it I completely understand what you're what where you're coming from but just the district we've always really honored our community work and I I want to make sure that if people went out of their way to schedule time out of their lives to provide this feedback that they feel like they their point of view was heard even in light of this new information so I just think it would be interesting to see if that would change their perspective I also because I guess where I'm coming from too is the technology piece and maybe how how confident you are in some of

122those other areas of as far as getting some money to cover that and if we did not go up for a bond only because what we've learned is we had some some technology challenges when it comes to some of our online learning and just the different changes we've had to me that are making our district and also not knowing what may happen down the road I know I mean not to get into a lot of the news but what a lot of the experts are saying medically is this could come back around maybe in the fall and you know or whatever you know just in general are we able to seamlessly transition with our technology that we have so I have a concern I was looking forward to the bond you know if we did

123move forward with it and if it did pass covering a lot of those technological gaps we have because our equipment is so old so just you know how soon I mean do you even have time just to go to the committee and email them and just say hey is this based on this information is that change of position and who are these we you say political consultants um pardon my being a little naive with that what exactly what is what kind of experts are they exactly as far as just the likelihood of the ballot measure being successful that's what these people do just like projections or so mr. president members of the board so there are lots of questions in there so I'll try to answer all of them but or comment but please follow

124up if I did not answer some of their so I'll go backwards so the political consultants I talked to mr. Paul Ben's and I talked to mr. Pauley who both do a lot of local and statewide elections and just in general if we have a pending recession coming to the state which may or may not be short or long or medium-term is the time because we do have a high population of retirees that probably from the phone calls I got from the last election here they live on a fixed income most of them I assume that means that their investments and they get a distribution from their investments and so their investments might have just taken a 30% cut and how does that impact them potentially paying more money and property taxes to cover that

125do we have a bigger recession that impacts sales home sales new sales assessed valuations where they're going so there's multiple layers that we just don't know right now how that's going to impact the home with a record number of unemployment of people and I know that the governor signed an executive order to not be picked anybody but are we having lots of people not make payments on their house right now so how that looks in 2-3 months could be much different going back to I did not it was a survey so it allowed for them to provide a comment but it was not it back and forth and an email would still not be a back and forth with them they have this so if I was to go back and give feedback I'd have

126to schedule an online meeting that we'd have to come back and have a little bit more conversation because time was tight and I needed the agenda done by last week I chose to instead of trying to find a time where we all comida I just did a survey so they could fill that out on their time before going forward and I also didn't want to waste their time because all the presentation all the information was before it has gotten worse and worse and worse and so they want to waste anybody's time I'll be honest I really thought it was going to be a majority a vast majority saying don't go out I was a little shocked when it was go out a couple of the comments when they said go out they said modify it

127only go out for about 15 million dollars if we're only going to go out for 15 million dollars I would not go out because that's not going to solve all the needs that we have either through new construction or come versions or technology that's just the transportation ask to be quite honest and need so knowing all the different things what I told them is that if we don't go out I would recommend that we come back in December and start looking at this data again and see how hard what you mentioned calling a meeting I don't again if I'm not understanding this correctly but I don't know that that would necessarily be necessary based on what I'm wondering why what wouldn't be stopping you from writing an email with the ten people that attended and

128said and just to kind of outline why you're not feeling like this would be appropriate at this time or feasible but wanting to honor the work they've done and make sure that you've captured because we wanted to capture their thoughts it was the reason why we did this and just give them and then just say would this change your position just so they can feel like maybe it wouldn't you know or and I would like to know that but I think it's also good for them to feel like they went out of their way but reserved this time for us and rather than having them feel like okay well I guess the district just shut it down we're not moving forward with any of it at least see whether or not it would have changed

129their what they would have recommended or if they're okay with it it more of like a closure thing and just to see if this would have made any difference I don't know why that couldn't just be done in an email just saying if you if it's you know if you want to if this changes your position or you you know it want to provide feedback then you know please respond to this email but and then you at least know and they at least have a an opportunity to say either way if that would change their position mr. president members of the board I could do that that is what I did prior to this agenda item is that I did send that email out that's when the one person did respond because I thank them

130for their time and explain why why I'm taking the Congress approach recommendation and so but I could do that again and asking that the board has specifically asked for additional feedback and how they felt with with me taking the opposite of recommendation to the board well not necessarily how they how they feel about necessarily it's more of a matter this is the reason why you've decided not to move forward with their recommendation and just say you know given this information because I'm sure you've explained it to them why you feel like it might not be a good idea right now just said of that as a committee would that would that change your position on this so you do any of you feel like we still need to go out for a bond based on

131the information presented just to just to see if this happened I mean it changed your mind it you know may change the board's mind but I'd be interested in knowing what the committee thinks of that mr. president members of the board I could definitely send that email I mean I did explain in my original email to them but I did I have no problem going back out and asking them I will tell you part of why they probably weren't as strong of sending more feedback is I mentioned to our committees multiple times that they really only come up with a recommendation the governing board much like they did last year with the bond can modify any recommendation accept it or go with it so there's multiple directions that can happen in a governing board has

132the purview to do whatever this is a committee just looking a little deeper to see what they want and so that is what that's what has happened and so I think maybe I prepped them for the governing board and I think but I'll definitely let them know the book governing board with the time and effort you put into this would like to hear how you feel about these right because we've always we've know we do have the authority to go a different direction historically I don't think we ever have I mean I think we really always value the the work that comes out of it and I just I just want to make sure they have the opportunity to finish the process and and say whether or not your information would have changed their position

133that's all mr. president members of the board but just for clarification last year the governing the committee did not recommend to elementary schools the board approved going for two out of Monterey school so they did modify it even though they didn't I agree with you probably has never ignored or or gone completely against what a committee has said but it it's very common for boards to change if they think it's it's reasonable because you also are representatives of the people and so as I press upon our committee recommending just to recommend without understanding what our community wants and will approve it's just wasting our time and so there is a process that has to go through that we have to see what is viable and reasonable for our community standpoint as well exactly and they're

134the representatives are of our community they're the ones that we gather to get that feedback as represents represented our community that's why I'm saying that like even before when we changed certain parts maybe of the bond or how what it was gonna represent we still the committee recommended supporting the bond and so the board still went with the bond it was just whether or not you know how certain pieces of it would look but ultimately they wanted a bond we went out for the bond so again I don't think it's a waste of time if we're just talking about a three three-minute email just to make sure they feel like their time together was honored and they feel like they still have a voice in finishing the process because really it sounds like it was

135cut short it was they did the work and then we came out to say which with very good information and I think there's a lot of merit to it that it probably it's not looking good for these reasons and so you were saying I'm gonna recommend it to the board but that more takes it kind of like they didn't get the opportunity to process that I guess and say well we hear that information but as a committee we would still like you to move forward I'm not saying that that's what they're gonna say I'm just saying I'd like them to have that community input that they were supposed to represent our community boys and have them finish that mr. president members of the board just for clarification we did not finish the process it was

136cut short so your comment is exactly right on and so the question that would be asked them should we start up our meetings again because there's no no number we don't have like oh go for a five hundred million dollar bond or a five million dollar bond we did not finish the process so we would have to continue to finish that process all the way to the end we were three-quarters of the way through it when we had to cancel the first meeting and the second meeting we cancelled and then I send out the survey so I have no problems starting back up the process to go through to see what the final recommendation would be that's not what I'm saying I mean in light of this pandemic in light of the information you received

137from the political consultants because of what's going on I don't want to waste anyone's time either I'm not saying let's have meetings and let's talk about money that we likely may not go out for what I'm saying is everyone knows what's happened we know that this this process isn't being done the way we would typically do it to take it all the way to the end but we have a valid reason for why it's being cut short and based on the information you gathered from the political consultants you're going back to the committee and saying you know this is what we've gathered we probably should stop our work or or this is what I'm recommending to the board that we don't move fort farther with this you know see what the committee says if they're

138the people that we picked to be the voice of our community on whether we move forward with a bond all I'm saying is still put it back in their hands to give them one opportunity to say we hear you mr. Hicks we know you got that information yes we completely agree now it's not the time or what they say we really feel like our work is meaningful we see these other issues we want to still finish the process and leave it up to the committee because they're the voice of the community right now I'm not saying go and and you know schedule meetings and make people meet about money that we may not even be going up for I'm just saying let them let them voice their give their feedback on that I'm the step

139that we're at now miss Pritchard if I could I think we'll just do exactly that and we will bring back the committee's comments from this additional information that they're provided at the next board meeting there will be another agenda item for the next board meeting anyway regarding the override so we can present the information that you have asked for and we can have a full committee response on the latest conditions and if if these conditions are impacting their feelings and thoughts about going now for a bomb dark this is Tracy dr. Kellis and something that you just said sparks something the weather that we receive yay or nay or there or whatever type of opinion from this group we are still within the time frame to go ahead and file and move forward if that

140is what the board finally decides to do correct we're still within a anytime we accelerated it this this season I guess this the spring to provide the board with the information and needed obviously given the crisis that we're in things happened but we we have into June really we would hope to to get the information out as soon as possible to our community and our partners but we we have a little bit of time that we can keep okay okay and I just want to make sure that we would have time if the board did move forward with it okay just want to make sure thank you dr. Phil it's just to make sure that we're all on the same page can we make sure that when we're going out to the committee that we

141get a response from each individual you know obviously we could we could shoot it out via survey or email but if we don't get a particular answer can we solicit that either by another email or look to get some sort of a phone caller or a direct just response so that we have those individuals on record for for whatever their feelings are mr. president absolutely we will be sure that the board is provided with a complete response from each of the members thank you for getting that miss Densmore do you have anything I do I just wanted to clarify what the possible funding is for the technology for the stimulus funds are we talking about the technology that we were looking for as far as Chromebooks and an EMS that sort of thing are we

142talking about something else I'm mr. president member said the boy that's another great question and so that full amount has not been determined but it looks like we should be getting around three and a half million dollars from the federal cares stimulus of that just preliminary conversations is we need more technology we need to order more technology and so we're going to use some of that money to buy more technology so that would be a relief of not needing to go out for a bond in that sense and so yes so that would be duplicated in that nature we had technology working with IT to look at bond eligible projects and refurbishing and what they would need I believe they came up with about seven million dollars of projects that they would need over the

143next four or five years okay and was the Dicer high school theater was was their system upgrade included in the bond or in possible stimulus funds well mr. president members of the board that had not been fully determined at that time we that had not been presented to the committee even though I hadn't talked about it with dr. Kellis and we were going to put some information together for that had not been presented to the committee at that time okay I guess what I'm asking is I mean artha is there do we know now at this point if there's potential whether it's in the budget or what's really you know the stimulus funds do we know if that's a possibility to get those Corrections made upgrades I should say mr. president members the board thanks

144for that last quality clarification so I assume you're meaning just for the Performing Arts Centre's correct for all four of our high school there's not enough money no not for all of our high schools there was one in particular that was on the original bond for last year that was Dysart high school their auditorium yeah it's currently running on a das system is from what I understand um we're going through our capital plan right now for next year that could be included in our cap a plan if we get a quote to see how much that is I don't know off the top how much it is I know we also have some structural things that have been submitted to the school facilities board for them to look at as well for the die started

145high school Performing Arts Center so but yes we could definitely look to satisfy that within our own okay thank you give us tons more miss Tanner did you say you didn't have anything no I don't all right thank you but I miss anybody anybody else have anything before I move forward all right thank you so much for the presentation and for the recommendation definitely appreciate your time on that all right we're gonna move on to information item g6 override committee recommendations for the election and I'll turn that over to dr. Kellis Thank You mr. president and members of the board mr. eggox will continue his presentation now referencing the override thank you very much and good evening again mr. president members of the board superintendent dr. Kellis colleagues and our online community members once again

146is my pressure pleasure to present the override Committee's recommendation so I would also like to thank our override committee members for their time and effort that they put forward it is always great to engage our community they had some amazing and insightful questions and comments and so we did also start with them just a little bit on school finding and how that works and then jumped in to how we use the current override in those areas that it supports they had lots of questions about looking at apartments or a smaller class sizes what does that mean how does student success does anything lead to all of our schools being an a if we move something around or change what it supports and looking at different labels they did a great job of kicking it from

147every at last meeting they were stumped a little bit that they couldn't think of what what else should is what should like this is almost an unwinnable task and it's very difficult and so we did have there our last meeting before our meeting that I cancelled in March we sent out a survey also the saying hey do you support going forward and the committee voted unanimously to support calling for a 15 over a 15% over ready to continue and keep it in the same areas that it is currently from that standpoint normally this would be an action item they would have a resolution attached but our attorneys were pretty busy and could not get back to us in time to get a resolution so unless I hear contrary feedback from the board available possible board

148meeting depending on when the when an attorney gets the resolution prepared for us I'll be bringing back a resolution calling for the November to 2020 20 election for a 15% override in the same areas that it is now I'll stay on for any questions or comments thank you for that information we have any questions from the board I'll just go person by person I don't have any questions for you appreciate the update mister I think though I have no questions Thank You mr. Turner thank you Miss Densmore no thank you thank you is Pritchard miss Pritchard sorry I had to do my mute button no the only um the only thought I had just based on your last agenda item was the political consultants they're feeling like though this is something that would be successful

149mr. mr. president members of the board that's a great question I didn't freeze I just phrased it to them saying well our override if we don't go out we have to cut seven billion dollars they said well then you have to go out and so so I didn't they would it be successful they would probably say it all depends on what kind of level of support and I'm because I'm not looking to figure out how to get into path because we can't use district resources to try to pass an election I just was asking their advice it is that one okay to go for it and that one they said yes because of the consequences of not going out are too great and just for our community to can you I'm just quickly outline what

150that override would cover our same areas now which a good guy I should have in my we do have to retain highly qualified staff members for all-day kindergarten for highly to reach all ready say retain highly qualified staff members to maintain adequate class sizes and for our reading math arts and PE and athletics and recruit and retain like qualified staff that translates to increases for our staff correct I'm looking for that yes yes you are correct thank you I am sorry I did not have that at my fingertips thank you very much thank you miss Pritchard you have anything else from anyone excellent thanks so much for that information we are going to move down to give this screen here we are gonna go to action item h1 recommendation to improve appointment of Michelle ruff

155to action item h3 recommendation for approval at educational service position change dr. Kellis Thank You mr. president and members of the board members of cabinet doctor pulling won't reduce these items as they are reflected in his department yes good ooh you mean mr. president members the board there was a cabinet dead services recommending changes in departments to meet current needs due to vacancies and staff changes staff are needed in high school due to the huge demand and growth over time we've gone from hundreds of enrollments and a few full-time students to thousands of enrollments and I think were to spend close to 100 full-time students in cricket Department support on back-end technology unfortunately as you've seen a last week we had issues with Schoology and need support that on the set up you know staff

156support vendor communication and troubleshooting school is just one example among our many beckoned curriculum tech products then lasted federal projects with a new ll model coming further support needed for the implementation and training the rollout of that model the on the chart attached the high school the addition of high school program manager and curriculum program manager with the elimination of the academic facilitator and admin secretary to would be a feminist savings and then with the federal product specialist Edition and the elimination of the program manager it would be a budget increase but that is through indirect costs which are part of grant funds that is they can be utilized for that so that is a recommendation and I'm open for any questions excellent thank you dr. Bowen do you have any questions on this one

157no I don't have any it's just Traci all right that's good make a motion to approve the budget capacity for recommended positions and the elimination positions for the educational service department I need a second please second this is Tracy thank you motion made by J Leonard it's like a nobody reaches for a think belt vote motion carries thank you everyone let's go ahead and move on to action item H for the minimum course of study and competency requirements dr. Kelly Thank You mr. president and members of the board I would just like to say that I appreciate a lot of work has gone into these next couple of items as we have anticipated and tried to interpret a new state law existing state laws and the host of other discussions that are happening around the

158country in this pandemic state that we're in so it is it behooves the administration to bring some recommended changes to the governing board for approval and we are starting out with this first item which is a description of the course of study and competency requirements and dr. Pauline will introduce this item thank you dr. kills mr. president members of the board cabinet community all review the attached document last week the State Board of Education had an emergency meeting and they passed a couple measures to define the minimum course of study and competency requirements for this 2020 end of school year and they wrote on a couple things first that we will not withhold academic credit for a high school diploma from a student solely because of they missed instructional time due to this school closure

159secondly that local education agencies may consider to the successful completion of educational opportunities provided during the closure and that educational opportunities are determined by the school district and they are they may include a not limited to the things that we are doing which is basically remote learning and that we will basically continue to issue credits and diplomas under this plan we are offering remote learning opportunities and make sure who is section here specific for seniors because that is a pressing need and then as well as other K through 11 we've got a statement there were thought was important I've been working a lot with admin the teachers and everyone that's been I've done a great job and they've done board but we just want to make a statement saying we that are asking teachers be

160cognizant of the struggles that students and families may be facing in other words really trying to balance flexibility and accountability as dr. Bell's open this meeting with that we are proud to say we're still educating students and that is our charge so specific to seniors so for the class of 2020 our graduation requirements will stand there are two state requirements one on a civics exam one of the cpr requirements we will do our best to make sure every senior has finished those however we will not withhold a diploma if they have not done that medicine guidance we've also received from there's no part of Education another really were sensitive to that a student cannot access online instruction the principal what the flexibility to work with teachers to create alternative ways for students to demonstrate competency

161so for seniors on creating an instruction I'm not going to read every line but basically teachers will be flexible in design instruction so that students can show mastery of grade-level standards and we will utilize formative assessments and they students failed at a quarter of their senior year does do they work with the teacher additional competency in that grade can be adjusted there's information here that senior timelines will stay in place with finals and of course the end of the school year specific to all high school students in our distance learning we will be flexible due dates roll an instruction to the state standards focus on high level stick high leverage standards and utilize formative assessments in the same statement about overwriting grades in previous quarters if students show competency and we are asking teachers to

162be reasonable in their demands of students and that there's some language in here that work time should not exceed 20 to 30 minutes per day per subject which is roughly three hours a day with the exception of higher-level courses such as dual repeat classes the cow bill the accountability piece is that at least one grade per week per subject should be entering the grade book all late work rules have been suspended and that work should not negatively impact grades again the teacher working with the student to to see is it the same level as prior to the closure and lastly zeros will be used as a last resort we're asking teachers to be reaching out to all students multiple times and the students not responsive not turning things in then an M or missing will

163be entering the grade book and that would have a temporary adverse effect on the grade and our process is that teachers will reach out to the students then they would reach out to the parent and log that in our PLP so they can work with admin on that and finally at the end of the quarter if that process has been piloting students could receive a zero but it will be a last resort and be working with all families on this issue in students from designated classes may have opted in finals in k-8 it is similar but just adjusted for the great levels of course k5 would have student work not to exceed e1 e2 hours per day or approximately 15 minutes per subject sixth or eighth grade of student work should not exceed 20 minutes

164per day per subject to equate to two and then similar expectations for a grape per week per subject and again the communication of families and students for not getting turned in so masking for we're asking for approval this plan it was approved by our company and we feel like it is good guidance so that we can finish off the year with the students are in their credits and also be promoted to the next grade level so at this time I will stand for any questions thank you doctor boy I appreciate the explanation and the detail that you have there do you have any questions um this is Tracy my one question and I had spoken with dr. Kellis on this before if we have students that they are just not reachable that they have ghosted

165they have totally turned off and these happen to be seniors they would not receive a grade right they would be listed as an M missing or what yes it would be to be listed as an M and especially on seniors you know of course we're asking for extra efforts to contact them too even if it's through a phone call of discussing the work or having some other means of finding you know how they're doing but of competency of the work and so yes so at this point I'm sorry go ahead if I could just interject there that a lot depends on the final grade for the class on the the grade that the senior had or any high school student had going into the fourth quarter so there's some different scenarios that present themselves if

166a student was failing going into the fourth quarter before the the pandemic happened and they still don't do any work it's possible that a senior could fail a class because they were already failing and they're continuing not to do their work if it's too and a senior is passing the class and does due diligence and getting assignments in and whatnot that seniors not going to be held back from graduation the grade may very well reflect the work that has or has not been done but it would be a large part depending upon the grade they had coming into it and then also if they and how if and how they do on their final exam so there we have approximately how many seniors about eighteen nineteen hundred this year yes you just about okay and

167we could easily I don't want to say that number we could easily have maybe eight or nine hundred different scenarios I don't want to have that many different scenarios meaning dependent upon that's just to me that's just too many variables I mean I I like I like your plan and everything I guess something probably just needs to be just a little bit more concrete regarding that maybe I'm not explaining myself good one piece that I might add mr. president member sourcing fell is that we're meeting with the high school principals weekly regarding graduation and and seniors and they are also working with their staff to assure that we are reaching out to students so they are making a very concerted effort to to communicate with and contact all the seniors it's not something that's happening

168you know once every three weeks they're being very diligent in in their contact efforts with seniors members so your sink Bell if I can chime in I actually live with the teacher who was directed to make sure he has contact with all of his students once a week so he's responsible for going through that we did put the MN because some kids aren't seeing an effect in the gradebook so as dr. poling stated the M temporary really lowers their grade to get parents out and students said my kid really needs to do this that being said we do have the safety net as dr. Kellis mentioned if I went in passing as long as I make an attempt to do can my final I should still pass that Emma will eventually be taken out because

169it'll be replaced with something else in those circumstances that you're talking about we refer to them as some kind of extenuating circumstance may we have a child that went back to Germany we have one that's living on the Indian Reservation with only a certain act with only limited access to computers in those cases what teachers and principals in the document have been able given the ability to do is to provide alternative instruction where I might say I realize you can't get on the computer every day Jimmy to do your read 180 homework so instead I'm going to have you read a book and we're going to conference once a week and that's how you're going to earn your points our intention we have every intention of making sure our seniors and all students pass the

170finish line with their credits and that they're ready for the next level so I realized there's many different scenarios but there's not so many because it's either on the for life scenario I guess I would tell you my husband called a parent and the parent said I can't get him to do the work either mister si and in that case the student does go to zero they're not working for the parents they're not working for a teacher they were failing before they went in so there's there's four or five scenarios we can sort them into there's millions of details that would put kids into those different scenarios but really there's only a few okay thank you doctor say that that helps greatly I I just I applaud the principals and I applaud the teachers on

171their diligence in getting connected with those students and we have to applaud our we have to applaud our parents and our students because this is new to them too and there's so many parents that are reaching out to us to ask how do I get help with Schoology how do I help my kids do that so I mean it's just it's really all of our community working together which I know you know you're always a bit a pick advocate for and I think we just need to continue to work and do that with the goal of every kid getting across the finish line Gracie are you coming from a perspective of just wanting some very clear cut guidelines and a little more black and white in order to avoid you know the week of graduation

172there might be a number of students who are maybe because of their choices or because of whatever struggle they're in this type of a scenario they're referring to and then we have to deal with okay there they're saying they should be graduating and clearly they're you know their school is saying no you've not met the requirements and so is that what you're saying like you want it to be a little bit tighter well and just just a little bit tighter because we do have a eight years past we've seen some students that okay yes they were pulling a Cu or D going into that final quarter and then all of a sudden they just like go whole hog and bring it up but they're busy working busy working towards that about a week or two

173before graduation remember so you're seeing fella in this case we don't anticipate that that will happen in some classes in the multiple choice classes multiple choice I mean math and English we have created opt in finals where if I'm happy with my grade I don't have to take it at the risk of bringing it down the other classes have we've altered them to be performance based which are embedded over about a two-week period so the students can get feedback as they go so that should make it so the final does not have an adverse effect okay I need to mull on that for just a minute if anybody else has a question go ahead I have a I have a question um just really quick a designated classes for opt-in finals how how is that

174determined what what classes are designated as opt-in the opt-in finals or for classes that traditionally have a multiple choice final that would include all of our math classes it would include the reading portion of the ela class students would still do the essay however they could Multan multiple choice final we have revamped our finals for science and social studies to be very performance-based things like document based questions in social studies that they'll have the period a period of time to work over an open response in science so likely elective classes will continue to have they will not have an opt in final at the student a satisfied but their grade they'll still have to take a regular final for most of the for most of those yes because they are performance-based finals okay the only

175other the only other it's more of a comment dr. polling and I guess to the district administration in general I know I'm glad that you made a point to document in that in the slide I guess in regard to that at two to three hours max per day for high school students I will tell you that I've had contact with at least 12 families that have expressed concern that their student is having more work now than they did when they were in class and so I appreciate the fact that the district did send out a very clear email to all families and I think we even got it even through autodialer as well outlining that so I'm a little concerned that worst I'm I'm hearing really for much of anyone that it's we're not doing

176that what I've told these these families is to reach out to their teachers their principals some of them aren't getting and much of a response as far as like a reduction in any of it but I guess I so then I'm asking I think district administration to maybe follow up with your administrator your site level administrators just to kind of make sure everybody's on that same page because again as we've kind of talked about earlier this how this Tobin 19 is affecting everyone and all these changes we've had I mean it's we're dealing with kids that maybe before this happened school is their safe place they're in families that maybe aren't ideal these families are out of work and now they're expected to deal with a student who's having multiple hours of homework that maybe

177the parent can't even understand I mean we're we don't want to be adding stress to our families and to our to our students and I feel like if the state has gone out of their way to say we are gonna be understanding regarding district labels and we're not gonna drop you lower wherein we've as a district or I'm thinking will soon be saying we haven't are you said that for teacher evaluations we're gonna be understanding these are times when you know it's not it's not ideal it's new we're not gonna hold you to the same criteria that we would maybe if we were in your classroom they're everything was the same we're gonna give those allowances we need to do that for our students and our families because we're not in those homes and we

178don't know how these families are being impacted and I was disheartened to hear that we're having students that are struggling this way unnecessarily when I will say I feel like the district has been very diligent in outlining how many hours for like k5 how many first six 12 yet it's still happening so I would just like to ask district administration to please reach out again and and find up and get more information on what's happening our schools maybe maybe not everybody is getting the same information or maybe there needs to be more checks and balances on reviewing because I'd like to think at a minimum the students that are maybe getting a lot more homework maybe those teachers and fairness think that it's something that is within the realm of 20 to 30 minutes you

179know a night but then they need to I guess get that guidance from their administrator that you know maybe it's not I don't know but I amidst everything that's go on I don't want to add undue stress on our families by not really making sure that we're holding true to that because it's it's causing a lot of upset to be honest with you this picture the mmm mr. president miss Pritchard that's a great comment we have a all certified employee webinar tomorrow that we have already scheduled and we will be reviewing all these same points that we are just now sharing with the board we shared these same points with our administrators on Tuesday and we're doing it with the board tonight and we're doing with a certified tomorrow it is indeed something that we

180do need to be empathetic about when we understand how many different situations every family is dealing with and we understand that this is education light at this point we do want to make sure that our students are learning and that they have meaningful learning experiences but we don't want to add to the the social burden that they're already experiencing those families so we will resize that again and look for ways to to monitor as we're talking with principals they have the means and ways to view classroom instruction from a distance through the technology platforms that we currently use and so the the classroom observations are different but we will continue to monitor and make sure that we're sensitive to the needs of families I appreciate that because in one sense to I also especially to

181monitoring it in one sense I almost felt insensitive when I told one parent you know reach out to the teacher reach out to the principal and the response was really I'm unemployed I'm trying to balance all these things and I'm being told that I need to play phone tag or make these phone calls to people during the day that should already know that you know this shouldn't be okay so I mean I guess as a board member our our response is typically to encourage people to go through chain of command and but you know I stand at that phone call that may have been easy for a parent to follow up on you know two months ago is a little bit more challenging now so thank you so much I I like the idea that

182you're going to talk a little bit more about monitoring and because if you think about it 30 minutes per class per day that's not a whole lot of time so there the assignments and the workload I would think I'd be pretty obvious if you were outside of that 30 minute realm but but again it's not always happening so thank you for being willing to bring that up yet again on Thursday and I'll just number Richard I will also add that Shelly's working with a team to create a video for families that will be sent out detailing those guidelines so that the high school students and their families really understand what the expectations are and that video balls would be sent you all staff thank you this is Tracy again one of my questions that I'm

183still trying to mull through at the top of page 2 on this on the attachment where it says finals will be due May 8th and then down was it at the bottom of the page I just lost it some great some classes there has to be a was some classes are will be doing finals am I reading this right hold on okay the top of page 2 finals will be due May 8th but then I thought I saw some place in here that which classes are required to take a final remember sourcing felt the classes that I had to start off with all classes have a final however if I am in a math class or if the reading portion of the English final I can choose if I take that final or not I

184so mad there might not be any final if I opt out of it for English the writing will be embedded in my instruction the last two weeks there's a written portion of the final for English that part everyone will take it is not opt out however I could choose to opt out of the reading multiple-choice part of the final the may 8th date that you're referring to is specific for seniors seniors finish early and it's a really good thing they do because all of our schools will run an extension after that so senior instruction as in previous years is done about a week and a half early earlier than everyone else we will stop instruction for them they will get their grades however any senior that is failing at that time teachers will work with

185on an individual basis to ensure that they make up whatever it is they need to do before before they leave to get them to be a graduate with their class and their cohort ok all right it's joing I'm sorry I would I there's a lot there's a lot of information in there and we really tried to work to to really think about we worked with teachers and some students asking them you know what what works for you the idea of the optin final was actually proposed by one of our more I would call him a more kind of like very high expectation teacher but his point was he teaches AP calculus and pre calc and he said Shelley I had kids that worked so hard with me to get a 91 or 92 face to

186face and they're gonna maintain that online but the final almost inevitably is going to bring them down because it's a very it's a harder final he goes not not so hard they will get a C but they'll probably get a B he goes so what if we said they've shown competency at a 91 or 92 and allowed them to opt out but that final on the same hand could help the kid with a D or C to raise their grade and his service more evidence of austrie so some kids may be able to still take the final and raise their grades so that's where the idea the optin final came from just to give you some background on it to make it more understandable okay all right I've got too many words going through my

187brain but okay I'm good I'm good all right we have any other questions awesome I'll make a motion to adopt the revised minimum course of study and competency requirements is presented and made by Jaylon seconded by John Densmore I'm waiting for it that just came up sorry motion passes thank you thank you five recommendation to approve the revision of the district's paper performance PFP plan for the eligible certified staff for the 2019 2020 school year dr. Kellis yes mr. president and members of the board and members of cabinet the the opportunities continue not just with students but with our staff as we encounter in this endemic crisis so mr. croto will introduce this item thank you dr. callous trying to share my screen here says I cannot do it all right the most you must

188have too many slides no not really all right okay president Lehrman board superintendent Ellison cabinet for you is the paper his plan that at the board already approved for the 1920 school year last Thursday we had the 301 or the pay-for-performance committee reconvened to address some of the issues with the Cova dank teen crisis and the school shutdown to look at the accountability measures for 301 how we were going to carry that out at that time we did not have a lot of guidance from the state last night however we did get guidance from the state and our attorney has reviewed this plan and and has said we are spot on and with all the guidance that I've given it so I just wanted to thank the 301 committee and get into this the first

189few pages is a body there are no changes in the body I will get to the chart where we have made some changes for all of this so as you can see the chart here it's important to note on this plan that the structure is not changing but the performance criteria we looked at we wanted to be accountable for our teachers but we wanted to be flexible and I think that was mentioned earlier when talking about all the different things for the students we still want accountability but we want with flexibility so we will still have 30 percent for the individual goals 23 percent for the employee attendance or the participation in activities 33 percent in effectiveness classification and 14 percent in student achievement now the part in the performance criteria that is changing normally

190we would have three goals submitted with that pose a little problem this time and that we may not have all the evidence collected since we didn't finish you know we ended in March and a lot of those goals were just coming to the end and gathering evidence so the committee felt important that you know instead of creating new goals and restarting this whole process let's let them choose two or three goals include a justification as to where your goals were headed do you believe you were the major goals do you feel like they were really affected by this whole online impact or this whole online learning and how did that impact people we felt it was very important that they did this reflection and justification on two of the three goals and that we can

191still meet that so each goal that they do still submitting to the principal or their director and that has not changed it'll be 15 percent for each goal for the reflection justification on those goals and in that will be a total of 30 percent on the employee attendance or participation and approved activities the staff member can still use four or fewer days leave if they took less four or fewer days but the Activity part is is the part that we decide to look at so minimum of 15 hours including planning and implementation of some approved activities on the campus the committee felt it was important that we take a look at the 15 hours and drop that down to 10 felt that a majority of the people 10 would be okay and a lot of

192them have done that however some were waiting for the end of unit activity the plays from those kind of things and so we said okay what can we do for activities now that would be important and would fit in with their work so we thought about there's a ton of webinars out there right now and online learning the University of Phoenix I sent out an email yesterday the University of Phoenix is offering free online courses for teachers that have they have about seven or eight and that have to do with online learning technology how to deliver lessons but there are really thousands of webinars out there to assist teachers now in the delivery of this new model and we think that's important you can easily get ten hours of service in that area moving on

193to effectiveness classification that this section is not changing at all in a few moments you will hear about our certificated evaluations we believe that we have a great plan and model for that and that we don't need to change the effectiveness classifications in this category at all our last piece is the 14% for student achievement this one we had to modify really we didn't really change too much the move on line reading is not possible we will not have those scores however we do have the bottom two bullets the 70% is assessed with district reading benchmarks benchmark threes are successful dr. we frige was on this committee on both the evaluation and the 301 committee she feels very confident that she can have this data ready and prepared and that it will be an appropriate

194reflection of learning in the elementary level on the high school level we have had dropout rate which we've always used or graduation rate it's just important to note that the 1920 school year that we're going to use the previous data for this category so that is pretty much the gist of it again we didn't change the structure that the Governing Board approved the percentages the structure is still there we just became flexible a little bit with the performance criteria of those sections so I will take any questions that you have on this thank you for that update I appreciate it we have any questions this is Tracy it's not a question it's more of a comment I love the weight that you have revamped the individual goals as far as submitting two of the three

195including a justification it shows that I think the one word that you put in there impact how it has impacted the teacher and I think that's just a a marvelous thing that you've done so big kudos to the as as for the others as long as the he said the attorney was okay with it I'm I'm okay with it but the one that stood out to me was the submitting the two of the three goals that was good thank you and and Jennifer has looked at this and has some high praise for the model so she thinks it's very well done awesome thank you excellent do we have anybody else with any comments awesome uncle head make a motion to approve the revised revision of the district's pay-for-performance PFP plan for Elder eligible certificated staff

196for the 2019 2020 school year anybody who would like to unmute and second I'll second Thank You mr. Pritchard motion made by J Leonard seconded by mr. Pritchard let's go ahead and vote motion passes thank you it's going to move on to action item H six information on teacher evaluation program model dr. Kellis Thank You mr. president members of the board and members of cabinet as we moved to our last item you just heard the pay for performance and now we will go into the teacher evaluation model and mr. croto will introduce this thank you dr. Kellis president Leonard members to the board superintendent cowson cabinet I am a nasty Mattingly the director of Human Relations to present this for you now I'll be posting the slides for them so as soon as we can

197share I'll do that and mr. Mattingly will take over Steve it's a good looking picture Steve I'm just saying don't tell him that I'd be it Steve Steve are you there okay I just said a whole bunch of stuff and one of it was really funny so I'm sorry you missed it so no I'm a gummy board president Leonard governing board members dr. Kellis and cabinet thank you for this opportunity tonight to share this information with you guys John's gonna be my person that goes through the slides here so if we can go to the next slide John I think it's important to recognize that we do have a committee together committee that oversees this process and not only cuz it's best practices but Arizona revised statute is very clear on the involvement engagement and

198the voting process of what takes place when it comes to the teacher evaluation framework and how that looks unlike some other things that were talked about tonight there's been opinions and even House bills that have pushed some things to make things happen but but at this time there's been no formal opinion or relief from the state there's been opinions by lawyers but not from the state on how we are to manage certified evaluation framework pertaining to teacher classifications so that's what we're going to discuss tonight John next slide please this says John described with the 301 plan please know that we have not changed the structure of the foundation of the actual framework when it comes to the percentages and the content that we're using pertaining to the framework that the governing board has approved

199in the past we're still using 65% of the evaluation for the professional practice rating report we're still using 20% of student academic growth and I'll get to that shortly as well as the 50% of multiple measures so we'll go ahead and start with the teacher evaluation the next slide the the evaluation committee has unanimously decided that any evidence that has been cat sure by an administrator and/or a certified staff member on or prior to March 13th that's the evidence that we're going to use pertaining to best practices when it comes to our struction and between the walls of the classroom and when it comes to this process of the framework what there is a minimum expectation that every certified staff member have at least one what a minimum of one professional practice rating report and

200because Dysart's leadership and vision with this framework we have a large percentage of certified staff members that have already have their PPR in place there are some exceptions out there though now those exceptions the ones that do not have a minimum of one professional practice rating we have a process in place we're providing resources for those principals what that looks like but there are to meet with those teachers to review all the remaining or possible artifacts that are out there that both the certified staff member and the administrators administrators can put together to generate this professional practice rating report and then from there just like every year all certified staff members go through a process called the year in final report and so that process will still take place and then from there we do

201the committee felt it extremely important to have an appeal process in place and so if a certified teacher feels like they would like to question or challenge the ratings in place then they do have an appeal process and that appeal process goes directly to the evaluation committee and a couple of times tonight I've heard a governing board members stated as well as John stated that the vision of X important here because through these unprecedented times means has to mean for unprecedented decisions that is it is favorable to everyone to be successful so please know that our go to have accountability but at the same time having a flexible approach to this John next slide now what's still in place is that 20% growth the only exchange is where do we get that student growth we're

202going to use pre last year's previous student academic growth for that data other than that be the equation etc it remains the same it's going to be count as weighted as 20% in this framework next slide and the multiple measures well this this structure of the framework this piece of it is going to stay exactly the same nothing changes meaning the 15% that we've always gotten has always come from accelerated measures at our k-8 schools and then our college career readiness from our high schools and that data has always been gathered from the previous year so we're already in a good spot for this so the structure certainly isn't changing at all in multiple measures I believe that concludes this presentation to the governing board at this point myself our mr. croto I was more

203available to answer any questions thank you for that information you have any questions on this I just had a question in regard to a number 1.i I like the fact that again we're being very fair I mean in amending some of the expectations and the structure that we normally have in place but I was also wondering too in regard to any employees our teachers that we have on improvement plans who maybe would have had the rest of the year to work on their goals or make those improvements where is that how is that being me handled and where's that balance between making sure the teacher gets the extra support and time to make those Corrections but then yet you know for our students we make sure those areas are improved as well for the following

204year yeah and I think that's a great question and I'm glad you've asked that there's two approaches to this I want to remind everybody that there's been no opinion or any relief from the state pertaining to how we manage teacher evaluations and there's some strict guidelines as we know pertaining to evaluations and specifically when a teachers on an improvement plan so John feel free to chime in I appreciate that but we have got to decided that any teacher on an improvement plan that is considered null and void as far as the process of concern and to ensure that we are putting in resources and accommodations to ensure that moving forward in the next year that we hit the ground running providing those resources of where that teacher needs to increase their improvement at in in

205those specific areas what do you mean no and void due the fact that we don't have consistency with our evaluation process of accountability and the structure of best practices of observations it's difficult to move forward with an actual PIAA assessment and a recommendation that could possibly lead to a recommendation of termination well why wouldn't if anything it just be extended president Leonard remember Pritchard we have we have talked with our attorney it is her opinion that at this time that we don't continue going through with the P is the improvement plans and that as mr. Mattingly stated that we do not have enough time to gather the data and properly give them the due process that they need so that they can start over again next year on that improvement plan and follow the timelines

206next year for the improvement plan process starting next year okay so that's different than null and void so it's still there they would just it would just continue next year it's not like it's thrown out um we would start a new process within this we will start a whole new process with them and follow the timelines for that year so they can continue to teach but again with the drop in observations we're flexible with the teachers obviously and hopefully that we can give them the resources they need and help them instructionally that we can give them a new start next year and if again they're not they're not doing the job they need to in the classroom we will follow the timelines and start with the improvement plan again next year well the only concern

207I have with that is that I know there's lots of times when administrators there and I hope it doesn't happen as much anymore but I know several years ago it was always a task because it takes a lot of time it takes a lot of documentation and a lot of preparation and that goes into that and so obviously we don't want to put anybody on a plan unless it absolutely warrants them being on a plan but once they're on one I mean you there's a lot of work that goes into it so that means then theoretically there's somes teachers or staff who are been on a plan and now that that administrator that principal has to start all number one start all over again and replicate that work but then also I'm wondering how students

208would be impacted if now there aren't those extra supports in place that go along with the plan that could make sure that there's kind of like just those protections in there to help with students as well that there's gonna be more maybe supervision or more drop-in visits and things like that but for those two reasons I guess I mean if you can help explain that a little bit more and ease that concern because I think that's a very valid concern and I believe president Leonard and we have a pretty I believe that's valued we can we can address that again that is not necessarily addressed in the in this model with the plan so we have some time to go back and discuss that with our attorney and figure out if we can extend those

209pieces or we should start over we can definitely get her our opinion if they've been complete to this point and that's gonna hold so if they've signed they've had the meetings they've gone through the entire process then we will bring those to you as non-renewals it's just the people that do not have that full process completed we will have to either start over or extend it counting the days from there I will need to get some guidance and advice on that okay that was one of my questions not necessarily that I wasn't going against the the null and void or anything like that but there's no way to do your observations and that accountability piece to that level that we needed you from March to the end of the school year and so I know

210our attorney has has looked at this while there is concern that I I do appreciate what you were saying miss Pritchard but there is just no way that we're going to be able to I just can't see it observe those teachers in those particular areas that they are deficient in right now well of course not no that's why I was saying that they would extend it obviously the rest of the year that do one thing yet the rest of the year would be theirs you don't want to rush the process you don't want to rush it for the teacher who can get valuable training and in services and different feedback to get them where they need to be and you don't want to shortchange the principal who's put a lot of the work with the

211evidence and things like that into it and then the students so it shouldn't be rushed on any regard so I'm not saying we should try to you know stick to timelines or rush through them for this year I'm just saying you know I want to make sure people are set up for success all the way around to where if there is enough to qualify someone for needing some extra help then we don't want to just forget that and then just see how things go the next year we I would think we should pick that up starting the following year and make sure that we continue on that plan to get them where they need to be and make sure our students needs are getting met and principals time wasn't for nothing as far as all

212the work that goes into that right and if that work wasn't fully completed then we can't hold the teacher accountable so they might start over at the beginning of the next year you would start over you would start where you were out in the plan but you wouldn't when when they were saying start over what I was worrying about is I'm saying everyone gets a free pass there's no plan at all just kind of go go forward and keep doing what you're doing and I think that's like I said it's a disservice to that teacher as well because they're not getting that extra support the whole point of a plan in my eyes it's not to punish a teacher it's to get them what they need so they can feel confident and confident and the

213students get what they need so I don't for all those reasons I just don't want it to disappear as if it never existed I guess it's what I'm saying let it go for this year don't hold anybody accountable to meeting those deadlines this year but then next year let's start up and get them the help they need but it's gonna start a brand new cycle is that right mr. croto is that what I was hearing president Leonard and members Feuerstein Bell miniatures yes that is right one thing important right now that's what we're saying one important thing to remember is just because a teacher if we continue the plan say in August when we kick back up and we go all the way through and we find them for not in the newel they will

214still finish the year give them a contract so part of the thinking on part of the thinking on this is okay let's give them the supports up front in August let's give them a clean slate again knowing that they were on a plan having those conversations upfront of exactly what they need to do exactly give them the exact support because we know where they are early on and continuing those plans they're continuing to monitor them and put them on a plan and being very direct as to the expectations in the classroom and they're teaching that hopefully we could make them better teachers and give them a support they need it but it's important to remember just because we finished the plan earlier in the cycle they're still going to be with us for that year

215they we would just non-renew them bring them to the governing board and they would finish out their contract and go on alright but don't have those resources at the beginning of the school year absolutely instead I'm waiting we will start with resources right away because we know we know right now that they need help and that that we need to get on it from day one president Leonard and governing board members know aboard probably wasn't the best vernacular but as the board Pritchard and mentioned it's really intensive our improvement plans that we have it's pretty special what's in place and the intent was to say the accountability on both parties the the certified member and administration is so specific and direct that any attempt to try to comply with it would certainly put both parties

216out of compliance which because we don't have any guidance that allows us to have the flexibility through state law my intent was to describe process to this year during this unprecedented times that we stop and realize where we're at and then once we get going again then we pick up with what we know if that makes that bring some clarity and I apologize for the lack of the macula that's that's fine and I understood it do we have a number of how many staff or on plans it's a very good eboard president Leonard Lantern and governing board members and governing board saw her sink well we have a very small number of improvement plans out there when I say small I mean less than five okay good well that's good then it should if anything

217be easy to accommodate accommodate those people and I forget that from the HR standpoint there's a lot in regard to law and timeframe with non-renew and in my mind I wasn't necessarily on the non-renew track I'm be if they've been identified as having some needs to get them where they need to be I want to make sure that we follow that process and and get them those pieces that may be before the plan they didn't really get or it wasn't as intense as far as the focus on hey we were really going to help you with this and that's what a plan does so that was more my concern is making sure it's still some sort of a plan an action plan maybe call or something to follow through with whatever they were working on

218rather than okay you're starting over fresh we're not we're not having those extra meetings with you or those extra check-ins like we might have done last year when you're on the plan because we're we're no avoiding it so that's what I mean I I understand that's pretty clear and my expectations would be and I'm sure everybody on camera would agree is that those conversations start day one we're not going to wait and do some observations see how they do those apps are those observations expectations they start day one because we already know we already have the basis for their classroom performance so we would lay that out day one would be my expectations okay and I agree with you on that on that at that point miss Pritchard that right on the button in fact

219we have any other questions oh there's no motion yeah I need to know what the motion will be try this with the governing board approve the teacher evaluation program model did you say the replay I'm sorry did you say the revised LibriVox I know amended there you go second hold on just a sec for the 2019 2020 school year correct yes yes so I have motion by Tracy so you're saying well do I have a second specula by J Leonard motion path it's good move on to information or item number i1 requests for future agenda items anybody have anything they want to request yeah uber eats for the next port no just kidding did I say that out loud I just think of those small apple pies that we had at that one yes all

220right nothing there let's go ahead and make a motion to adjourn the meeting second motion made by Jalen Hurd seconded by Tracy sourcing Bob let's go ahead and vote we are adjourned thank you everybody have an awesome evening and we'll see you next time all right good night everyone everyone I am all right oh my god and do I need to do anything else nope just go ahead and then yeah go ahead come stop all right nice okay good night
