Kellis and members of cabinet this evening we are excited to present to the governing board the fact that the Dysart School District has earned a position on the College Board's 10th annual AP district honor roll the annual AP
004district honor roll recognizes districts for increasing access to Advanced Placement course work while maintaining or increasing the percentage of students earning scores of three or higher on the AP exams to sum up very quickly we increase the number of students taking AP courses and increased their their scores as well and so often when you increase the number of students who are taking a test you see a decrease in scores just because of sheer numbers our students increased and continued doing a great job on that and so as a result of that we have been placed on the College Board's 10th annual AP district honor roll we'd like to say congratulations to our high school principals and our high school staff that are here as well so congratulations [Applause] well done on that we'll go ahead

Calais colleagues community members it is my great pleasure to talk about our Dara grant that we were awarded and I was going to go into a little bit more but I could see a few transportation supporters out there and employees and with director Richard Moore and karma Valenti very appreciative of their but we also have miss Tina was a

010go ahead and move on to address the governing board do we have anybody no one tonight excellent thank you we'll go ahead and move on to Section E superintendent governing board updates student update we have Lewis hi yeah pyah pyah did better the first time what's the time over to you good evening mr. president board members dr. Kelton cabinet my name is Louise pion I'm a member of the Dicer District Leadership Council last week deal see had the opportunity to meet at our monthly meeting we broke up into committees for the district-wide Student Leadership Conference in addition to that we discussed possible keynote speakers as well as the theme for the event in addition all of that we wanted to acknowledge and thank miss dr. Kellis for visiting with some of the high school sites
011student councils regarding leading with empathy and leading by example this is something that can that our group continues to discuss we also want to thank dr. Collis for allowing the group of student leaders to meet and collaborate with one another on how we can make our campuses a great place to come to school thank you thank you alright well go ahead and move on to governing board updates and go with the superintendent update dr. Calais Thank You mr. president members of the board and members of cabinet it is a great thing that's happening with the Dicer Student Leadership Council this is an opportunity where student leadership from each of the high schools comes together and is planning activities that will bring all four high schools together in a very meaningful way starting off with this
012district-wide Leadership Conference that they are planning I would like to congratulate and recognize two schools by cirtl and Sonoran Heights Elementary who were just notified today that they will be receiving a plus team visits to determine whether or not they it's really the an important step one that to submit the application and then if they are appropriately qualified than they're granted a site visit by the the judging team who will come to assess whether or not they're an A+ school we know they're in a plus school and we're absolutely without a doubt know that they will do great on the site visits and so we're looking forward to seeing them progress through the process of A+ award that's all I have to report thank you dr. Kellis all right let's go ahead and move on
013to superintendent governing board updates section three governing board updates so I do have something attended the coded messages of the Underground Railroad it was in conjunction with the city of Surprise Arizona humanities and with Dysart and it had to do with those coded messages that Harriet Tubman and others used in order to help the slaves go from one point to another each of the freedom quilts had a message and so it was pretty interesting to listen to all the different variations of the of the quilts and stuff so it was very interesting it was right here at Valley Vista that's I have a strange presentation and I want to share it with the board because I'm giving this to the board not sure if we know that January is school board recognition month and school
014board members a school board members we shoulder the critical responsibilities and make critical and difficult decisions for the district and this is all without pay we don't do it for the money we don't do it for the accolades we do it because we like to see that there there is success in our students and we wish that they can go on and be productive citizens after leaving the school district our rewards as board members are of course many hours of looking at documents and agendas and annual budgets and presentations mr. Hicks but also attending conferences workshops professional development listening to parents teachers community members and of course concerts are my favorite school plays and the list goes on and on through partnership with teachers administration and classified staff parents and community the board members support
015the vision power in the preparation excellence and the journey of success for a lifetime so I don't like to toot our own horn so that's why I'm presenting something to each of you and it is just recognition for being a great board member and you get sweets here is your jar of sweets and it is a pleasure to serve alongside of you guys especially you too since I've known you for several years and and we've gone through ups and downs and challenges and everything but our reward is giving back to the community I think that's what we do every day so this is for you guys and that was all I had well I was awesome thank you for that thanks for putting that together she forgot the graduation we get to hand out the
016announcements that's my favorite part she gave me peanuts anybody else all right let's move on to going on to F motion to approve consent agenda items mr. president I do have one thing regarding the consent agenda and has to do with there were a few grammatical things that need to be corrected and they were just minor and I've already given them to Louisa and and if they were for the minutes I'm sorry for our meeting that was earlier this month so I think I'll go ahead and make the motion I forgot it I move to approve the consent agenda items with the notation of the few grammatical errors as presented again motion made by Tracy sourcing fell and seconded by Jen Tanner motion carries thank you all right let's move on to consent agenda items
017recommendation for oh there we go sorry h1 policy governance board monitoring of adopted policies section 8 meet and confer dr. Kellis Thank You mr. president members of the board members of cabinet mr. Deano introduced to this item mr. president members of the governing board dr. Allison members of cabin this evening and we bring to the board for it to yearly monitoring a policy section eight administration has no recommended changes to either of the policies in Section eight excellent any discussion all right we'll go on to h2 this is a lease of land for the Catholic Charities community service DBA Westside headstart dr. Kellis thank you again mr. president members of the board this evening Ken Hicks would like to share some information with the board regarding a possible partnership that is forming within the district
018thank you very much good evening mr. president members of the board superintendent dr. Kellis colleagues community members so this is just an informational item but willing to just present it to the board just so that they know ahead of time before we bring back a lease with Catholic Charities doing business as head start and so we were approached just to talk a little bit about we were approached by them about if we had any desire to expand the program they offer some preschool services they currently operate out of El Mirage Elementary School currently right now they rent a couple of classrooms to provide their services there is no more room on that campus to do that so my first initial reaction was well we know we don't have any space so we weren't looking for
019that we actually provide a lot of our own preschool programs as well it's not a direct overlap they actually provide to a younger base and it's a little bit different clientele but there's no more room there and so then they said well they were awarded a federal grant for Ag for expansion and actually had some money to if we could leased them some land and I thought well we don't have hardly any land but we do have some space over as you can see on this map over next to Dicer Elementary and I start high school on there there's a little piece of land that's not being used and it's just sitting vacant in that sense adjacent to our schools and so we did a little site tour took them over there showed them where
020it was and get their feedback and they loved it so what they would like to do is to and if we could scroll down just a little bit you can see this is a not site adapted to that land so this is really where they have another piece of property that they've dropped some modular buildings on and so this is similar to what it would look like so they would modify this they'll have to work with the city of El Mirage make sure they get the proper permits and everything done and they would like to put this with a parking lot sixty seven hundred square feet of modular space and a playground to provide those space for sixty preschool students to provide that and then there's a couple offices for them to do some other
021outreach and some of their other programs and that sense surveys and they'll be serving our community and so we really like the idea of them providing expanding their services and providing more service to our community out there and using they would be improving the land it would be probably a 15 year lease they just sent it over to me so I haven't sent it to our attorney yet they're looking for it as free as possible but knowing they can't give it free it would be for very little money what it would do is they would improve the value of the land and when they leave they would leave the improved land from that vacant land to the parking lot we're asking we have not put this in agreement that we would be able to have
022access to the parking lot for afters after-hours activities and and so there'd be we would actually like them to improve some of the sidewalk and some of the flow to make it a little safer for students and such too so we think there's a couple wins in there as well that we would be asking them to do but this is really just to do a quick presentation so that the board's aware of our conversations and hear if there's any concerns with the board so that you're not surprised later date when we present a lease and so I don't know if dr. kaylis has any other man's comments or any comments from the board on this this is a unique opportunity this program has been recently housed in the current facility occupied by sundown when sundown
023moved in to move back into their facility the program was displaced and so we provide some space at El Mirage Elementary in some of their portable buildings this is not moving that program rather it's adding to it so they would continue to occupy those portable buildings and then also be able to use this as Ken mentioned this is a benefit to the district because right now that field has been sitting there empty for probably a hundred years and this is an opportunity where the district doesn't have to make improvements to it rather a community partner will but we can benefit from it so we'll be happy to answer any questions or more information will be coming along the way as we get more details put into place but we're happy to entertain any questions mr.
024Hicks will there be any cost confer can that the district will have to incur mr. president members of the board no the only would be some indirect on attorneys cost but they would be paying all the fees filing fees permit fees and all the improvements they would cover all costs are there any tax implications here mr. president members of the board there would be no tax implications we already own the land so we would not be improving it would not have any impact on that the only other impact that we could think of was Luke Air Force Base and if they have any concerns about we've reached out to them and they are okay with leasing that and expanding that and putting modular buildings on that so as far as liability goes then who is
025responsible ultimately mr. president members of the board they would be responsible so they'll have to cover their own assurance to make sure that they're covered and insured at all times for their activities if we go on there and do something after hours or something we'd be responsible for hours okay so we have any access to using those buildings or those buildings would be theirs mr. president members of the board we have not had any conversation about using their facilities only just the parking lot and parking structure we could entertain that if that's something the board would like to learn more I'll ask that question now that I've been asked that question I was just curious not necessarily but there was no intent for us to share the facilities because they would be using them for
026at least seven hours the only thing I've asked them to do is to coordinate with us for when we have our school beginning and ending and parent pick-up and drop-off so that's not interfering with our operations that they would work around that so they would not have theirs starting anywhere around that same time but they're using our buildings at El Mirage though right now they currently rent our facilities and they would continue to rent those facilities any other questions I'm just excited to see what you bring back yes thanks for them all right moving on ahead we'll go to i1 policy governance board monitoring of adopted policy section 7 personnel section seven point three three through seven point six five second read dr. Kellis Thank You mr. president members of the board members of cabinet
027mr. Dean will introduce this item mr. president members of cabinet dr. mr. president members the board dr. kaylis and members of cabinet this evening we bring back the second half of section 7 for the board's yearly review that there are no changes from first read to second read just as a reminder to the board that administration does recommend a change to 7.4 3 to reflect the appropriate number of domains in the teacher evaluation instrument from 4 to thank you any discussion editor Tayna motion and with the governing board approve revision 2 governing board policy 7 point I'm sorry you're at seven point four three seven point four three as present a second reading second that was motion by Tracy source Inc Bell and seconded by mr. Pritchard vote carries we're going to move on to
028action or I to action item discussion recommendation for approval of the district recognize rick recognition plan I'm sorry reorganization plan I knew they didn't look right thank you dr. Gillis Thank You mr. president members of the board members of cabinet at this time administration would actually like to broaden the discussion and collect more collaborative input on this topic and by doing so it asked the board to take no action on this okay absolutely opposition on tabling this item all right we'll go ahead and move on we'll move to action item i3 recommendation to approve the plan to distribute results based on funding for oh sorry about that let's go ahead and go back to I - we actually need to vote on that item so we'll go ahead and take a boat trigger-happy I move
029the governing board pull action item number H - excuse me table action item number I - second motion made by Teresa versing fell seconded by Jen Tanner kill me motion carries alright now I'll go ahead and move on to eye three recommendation to approve the plan to distribute results-based funding for fiscal year 2020 dr. Kellis Thank You mr. president members of the board and members of cabinet Ken Hicks will present this item mr. president members of the board superintendent dr. Kellis colleagues community members thank you very much for allowing me to present on our results base funding so I'm clicking so what is this this is a new - Dicer even though this program is this is the third year of the program this was legislation passed three plus years ago allocating fundings your eligible
030school districts and charter schools based on statutory formula for those that qualify and so the method for qualification has changed a couple of times in that sense and so what we have now is the four main elements on how to qualify for results based funding is each school shall receive two hundred twenty-five dollars per student if the student count has 60% fewer than less than sixty percent free and reduced and if they performed in the top 13 percent based on the spring 2018 statewide assessment and analysis of that assessment is that there that is on the math and language arts and then that is just for third through eighth grades so they take a method to average it out between all of them to get what the total score was and then find out where
031they ranked between those two assessments and if you in the top 13 percent and your frame reduced is less than 60 percent you get two hundred and twenty-five dollars per student if you get four hundred dollars per student if your supreme reduced amount is over 60% or more and you still performed in the top 13 percent based on that 2018 spring assessment the difference on the first two eligibilities that has changed the this last year's it used to be just the top 10% so they expanded it to the top 13% and then they also have receiving $225 per student if you're at 60% or more free and reduced and you performed not in the top 13% but between the 13th and the 27% so now they've increased it but gave a lesser dollar amount for
032those with a higher free and reduced but this Cory is still scoring the top 27% in the state based on still that's spring statewide assessment the fourth way is alternative high schools can also receive four out of dollars per student count if they're in the top twenty seven percent and they're free and reduced count is sixty percent or more so those are the qualifications that the state has looked at it's changed a little bit over the years and so has the use of the money but that is the eligibility requirements and now just looking at the statewide data this is just looking at the data that they put out there on a des website and analyzing it by free and reduced banned so looking at free and reduced zero to nine percent if the school
033has zero the nine percent free and reduced how much money the school those schools were awarded based on their student count and so you could see those that are zero to nine percent received a little over 16 million the second most amount is 60 to 69 percent getting about twelve million dollars in those bands and so this is just a just so you can show the distribution of the results base funding from the state now if you look at the box it does show 38 million and 33 million which is between the two and if you add them up is a little over 71 maybe 72 million dollars this amount this program was only funded at 68 million dollars and so a de after the calculation has requested from the state an additional appropriation for
034the main that final 5 percent we have not heard I don't know if I've heard that that's been any men in anybody's budget either Republican Democrat or governor's budget that's been presented that would require a supplemental funding appropriation and this year's budget for that worlds will all have to take five percent reduction and the funding coming each school across the board this does show the distribution of funds so you could obviously see it speaks for itself on the lower free and reduced rate the higher funding meaning the more money that's going to that so it's correlated to socioeconomic status of the schools and just to show we had four schools that qualified this year and those are our four schools in what band they also were in so you have Canyon Ridge was in the
03520 to 29 percent Kingswood in the 60s sixty nine percent and Luke and Dysart in the 70 to 79 percent now the statutory requirements for spending this money so it's approximately on the over-allocated 71 almost seventy two million dollars we received about six hundred forty thousand dollars that could come down five percent but we're required to directly allocate it directly to enhance expand to replicate the school site that generated the results-based funding without supplanting so this is a non supplanting state grant and the majority of the funds must be used at that school site and must be used for teacher salaries higher teachers for school leaders for classroom supplies and for other strategies portion may be used for the expansion and replication as a quality model of that site to others and use to sustain
036and replicate those results to serve more students on a waiting list at awarded school site mentoring school leaders and teachers from others sites to replicate the model or physically expanding the model at another location to improve academic outcomes and so this is the uses of these funds is modified a little bit over the years so they've changed a little bit but this is our current requirements that we have so the plan so that is what the program is results-based funding from the state third year funding how we generated it why we receiving the money why we have six hundred and forty thousand dollars potentially to distribute and this is our planned proposal this is also talking to a few other districts how are they using it then looking at a proposal trying to follow the
037intent of the legislation where the majority of the money is spent there for teachers for their success we also surveyed our principals and our I be a certified staff to find out how if they're ok with this plan and so what this plan entails is taking those eligible positions teacher interventionist reading coach the principal assistant principal instructional assistant and paraprofessional and providing some stipends that's following the intent of the results-based funding the criteria they must have been employed when the test was given so this is the 2017-18 school year so they would have to been employed at the one of those four sites during that year and they must can still be continuously employed with the district so they still must be employed with the district so those are the two criteria these are the
038amounts so this is a getting feedback from those groups on the dollar amounts and making sure that we with these dollar amounts are meeting the requirements of at least 51% at the site this provides about 85% of the funding is going through this it still leaves a dollar amount after that which we would recommend for professional development but this has two thousand dollar stipend for teachers interventionist reading coaches seventeen fifty principal and assistant principals seventeen fifty an instructional assistant paraprofessional $1500 so I've already mentioned that it's based on the AZ merit I've already mentioned to qualify so this is summarizing employees must have worked at the school and we are saying a full-share so even if they were part-time and maybe only a half-time teacher half-time ParaPro they're getting a full share so those amounts
039are fully for everybody who apply it worked there during that time and just a personal reminder they must be continuously still employed with the district at this time to receive that funding stipends as I mentioned are approximately 85% stipends and the benefits the remaining funding professional development we could also use it on some supplies at those sites and other strategies payments right now we've received 60% of the funding in December from based on this we will not receive the second 40% until May and so we're recommending that our payments to those eligible staff not be made until May so that we have enough money to cover all of the payments and so that is my presentation I'll stand for any questions you don't have to stand you can sit for any questions any questions mr.
040Hicks just just curious okay so we're gonna use the 85% that's going to be at the sites and the remaining professional development and everything else you had listed what type of professional development that's going to be used um mr. president members of the board I have asked our curriculum instruction directors that they have been working on that so it has not been fully identified I would guess it would probably be some summer training in that sense so we do have some time before that either June or July we've talked about can we do some curriculum articulation Thank You Kathy and others to roll that out and do that other districts just talking to other districts people do various things because it depends on how many schools are qualifying how much money and doing that some
041of doing district-wide all-day training bringing back all staff earlier than their work calendars decided we don't have enough money to do that and still meet the other requirements and so this model could change a little bit going forward depending on how many schools are qualifying and I know in the governor's budget he was expanding the results based funding by additional funding an additional criteria so this continued to change as we go but right now that's to be determined because they're still researching what's the best method for that so that professional development and you might not know this is it geared towards those particular positions meaning the teacher the reading coach principal assistant principal and the pair approves mr. president members of the board it is not going to be geared just to those it'll probably
042district-wide they're working on it we just need to make sure it still conforms to the requirements of the grant but we're able to expand it and not just at those sites and not just for those staff last question is next year because this was based on the 2017-2018 so the 2018-2019 i talked with dr. Kelso it's going to be hopefully more schools right yes mr. president mr. sink Bell the intent is that every one of our schools qualify for these funds not necessarily just because of their socioeconomic status but because that they are I'm all achieving within the top 13 percent as mr. Hicks pointed out in his bar chart it's an uphill battle when as I'll speak editorially here there's a lot of criticism to be honest about this fund the results base funding
043is very much driven by zip codes and the higher more affluent neighborhoods as you can see here are getting the bulk of the funds and those in the lower socioeconomic status neighborhoods are getting very little of the funds that's no excuse for die cert we accept the challenge to qualify for the highest available results-based funding but at the same time we we recognize that there's the intent here is perhaps a little bit different than what schools are actually experiencing last thing paraprofessionals yes so I know they are probably putting up their thumbs as well but the fact that it's not just teachers love teachers but somebody else that's also receiving some fun so thank you any other discussions so just to make sure I understand that those outside of performing outside that 27% and those
044those schools wouldn't be eligible mr. president members of the board for this last for this last year that they're funding the 1718 so the spring 2008 spring 2018 assessment anybody that scored above 27 percent did not receive in the top twenty seven percent so of the statewide scoring they did not receive any funding okay so as far as like increasing the amount of schools some schools even if their scores are really are really good if they don't meet that free and reduced lunch criteria they wouldn't they wouldn't qualify anyway no it sounds like right mr. president members of the board depends so if there are over 60 percent they get if they're in the score in the top twenty seven percent they'll get some funding but if you're in the lower less than sixty percent
045free and reduced you have to score in the top 13 person I see so that that always applies it's just that the scoring does okay yes and it could change for next year because if there's additional fund that's adding how are they gonna change the other criteria so the line could move it could be 20 15 percent top 20 percent it could be all a and B schools there could be lots of different criteria changes okay and then just to make sure I understand it can you give an example because you mentioned it can't be supplanted what can be an example again of what supplanting um mr. president members of the board supplanting would be that we give the teachers two thousand dollars but I reduced the mo amount that we give the teachers by
046two thousand dollars so on the books it would look like I spent the two thousand dollars but the teachers didn't really receive anything because I just supplanted it okay so we can't supplant it has to be in addition to okay and then one other quick question so you had mentioned it talks about the majority going to teacher salary higher teachers school leaders salaries classroom supplies but then you mentioned 51% is that something that we have control over because when you think majority going toward salaries I would think of much more than 51% yeah mr. president members of the board so the majority meaning 51% has to be spent at the school in those there is we're recommending 80 up to 85% it being go so we're going above and beyond okay so that was my
047cuz I remember you saying later that 85% of funding is in the stipend so we are doing more than 51% correct okay thank you excellent thank you all right so we gotta move for emotion all right all motion to approve the plan to distribute the results base funding for fiscal year 2020 second motion made by J Leonard seconded by mr. Pritchard well Jen Tanner sorry motion carries go ahead and move on to j1 requests for future agenda items anybody have any all right go ahead we'll go to k1 and we'll go for a call to executive session % - ARS 38 - 4:30 1.03 for the superintendent the mid-year evaluation any other motion or I'll make a motion second motion made by J Leonard seconded by Jen Tanner let's go and vote motion carries someone
048will move to executive session thank you you
