good evening this time I'd like to call this regular meeting of the Dysart Unified School District governing board to order let the record reflect that all board members are present please rise for the Pledge of Allegiance tonight we're going to start with our annual board Organization meeting first item is action to elect a governing board president and this would be the time for members to make nominations which I would like to begin with I'd like to nominate Don Densmore as governing board president not only do I think it's important that the role of for president is ever-changing just to avoid becoming stagnant leadership or avoiding any groupthink mentality sharing new perspectives and things and being open with fresh set of eyes but miss Densmore has shown to have various relationships with various people and groups
in our community that I believe puts her in a position to bridge the gap that exists between our district and community and I see a lot of potential for some meaningful relationships to happen with that I am hoping that miss Dinsmore would consider that nomination yes thank you so much any other nominations for board president yes madam president I would like to nominate J Leonard as president mr. Leonard has been on the board for three years he has to been out in the community and you kind of stole my thunder as far as bridging gaps and which is exactly what I was thinking so I nominate J Leonard as president all except thank you not hearing under any other nominations I'll give this opportunity this moment for each candidate to themselves and why they think
they would be a good candidate for that position go ahead and start with miss Dennis Morrison she was the first nomination like you said I am involved in several different leadership positions in our community and just building relationships with different organizations parent and student organizations and I think I could bring a different perspective and look forward to serving thank you I might take a little bit of a different approach as a business owner in the community in employing over a hundred people I have a good foundation of what people need and want and feel like since I've joined the Dysart team that I've learned a lot and been able to make a lot of great long-lasting relationships and and really hear the community and what they want stand for teachers and and want to want
to make Dysart the best that it possibly can be but also be fiscally responsible and making sure that the money that we do have gets used appropriately okay so we will go ahead and if someone wants to make a motion I at this time I would make a motion to elect Don Densmore as governing board president cash to votes knowing that either way we will be in good hands yes call first any second second by a motion made by Christine pressure second by John Densmore please cast your votes not carry it is dice correct this is a new one for me second motion for do I have been oh gosh then I'm moved that the governing board select J Leonard as president governing board president motion made by Tracy source Inc Bell seconded by J

Kellis the next recognition that I would like to present to the board we had the ASB a which is Arizona School Boards Association and the superintendent's Association had a annual conference in December and 27 out of the 224 school districts across the state of Arizona were recognized as part of the total board board ceman ship award and Dysart this is the second time that we have received such an honor and what this means is that at least a quorum of the board members for the
particular district have we have had professional development and a certain number of hours and so all of us even our newest board member have attained a certain number of hours for professional development and things like that so you know it's not really easy being a board member but there's a lot of rewards and a lot of planning and a lot of developing our skills and everything so the Academy of Portsmouth ship for commitment to board development and continuing education attainment the Board of Directors of the Arizona School Boards Association hereby confers that total board boards mashup award upon Dysart Unified School District and of course we have the big one present this too and we also have we also this one will go in our rewards case and we have in we have individual one
for dawn one for mr. Pritchard to vis Tammy and mr. Leonard so there we go congratulations we've done good [Applause] right now that we thinned out the crowd a little bit let's go ahead and move on agenda item d3 and that will be you know we already did that one let's go ahead and move on to e1 audience with individuals best in school this is the time for the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to Aris 38 for 3101 action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business of
the district in a timely manner Elam a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record and we have chance my ghosts numbers of the president Leonard past president Pritchard want to congratulate you on your time thank you for your service president Leonard I'm sure you'll do great with that beard so I wanted to in dr. kenderson the rest of the board thank you so much I have two problems first problem is I am long-winded second problem is I'm known to get emotional so I will go fast and I may be a little light in my comments and an effort not to embarrass my wife by crying so I wanted to stand before you today and
tell you about a miracle that that happened in our family so I will go quick so I have three kids who've all been born and raised and spent their time in the Dysart School District my oldest son is graduated in living in Tennessee on a mission for our church right now but my two younger dog is I have a daughter and his son both in high school my daughter from the time she could stand and talk she could sing and dance and loved it and our children went through Marley park and they have a very fantastic arts program there and my daughter loved it she was in every play she did every song and dance and she was great my youngest son our baby would hide from his own shadow if he could and is
very shy and timid and doesn't like to get out in front of people but we have a rule in my family most of my wife has a rule that all of our children will do something extracurricular during the year they will find something to do and we were worried about my youngest and what he would do and so my daughter being the older sibling kind of drug him along through the theatre program in Marley Park now he never got on stage he always was in the background he was the guy that was moving the set around he was the guy that was pushing the buttons and making sure that all that stuff was done correctly and it counted as extracurricular and he knew it well coming into high school my daughter my both my children
go to Valley Vista all of my kids have gone there and my daughter has been in the choir program and and loved it and she convinced my youngest son that he could get a PD credit for going to show choir now I'm gonna tell you something now that you can't say I know this is on the Internet but this is some dad thoughts right now I thought to myself what in the world how is this gonna work there is no way this is gonna happen and sure enough mr. McDonald who I think has a PhD and helping awkward young boys stand on a stage and dance somehow worked with my son and helped him do this well just before the break they had their big show and the week of the show my son was
sick and I thought perfect he's gonna get out of this thing right he's gonna wiggle off the hook he's not going to have to do it and he but he persisted he went and he danced on that stage in saying and I fit my head the whole time and now the reason I bring that up is those things don't show up in data we worry a lot about scores and data and what the schools are doing but from a father's perspective putting a boy in front of 500 people doing something that I wouldn't even do is way more valuable than a data point and so I would ask you I'm at a time I apologize I would ask you as you consider the future of the district we have to look at data I understand
that I live with somebody who lives with data but there's things you can't measure and that doesn't is never going to show up on a report and so I would ask you to consider that little Brodie mykos standing in the front row nobody would have known that little redheaded kid was overcoming a huge fear I froze over I said Brodie on a scale one to ten what was that he said 11 and he did it and so I want to thank this district for giving that opportunity to my son to grow in a way that's not going to show up on a report and I'd ask you to keep that in mind as you have to make hard decisions coming in the future thank you for the extra time thank you for your service all
of you I know arrows get slung it's not fun but you're doing the Lord's work thank you so much thank you all right we'll go ahead and move on to agenda item f-1 student updates we don't have a student update so we'll go ahead and move on to UF to superintendent I'll turn it over to dr. Kellis Thank You mr. president members of the board and members of cabinet it's a first of all like to congratulate mr. Leonard and miss Dan's more on your new officer positions I look forward to your leadership and working with you on future board meetings as we start out another calendar year seems like we and education are fortunate because we get to New Year's every every year and so we're off to another new year and we're excited about
what this year holds for the future of Dicer as a reminder we are now very energetically and unofficially celebrating our 100th anniversary which officially kicks off in July but July is part of 2020 and 2020 is now so we are celebrating our 100th anniversary as long as we possibly can I would like to welcome officer king who is a police officer moving forward we will have security at our all of our board meetings and just as for information for the board that's all you have to report thank you dr. kaylis all right we can go ahead and move on to f3 governing board updates Thank You mr. president oh that sounds weird mr. just a couple of quick things I had highlighted attending the ASB a a sa conference in December and I made sure
that dr. Keller well when dr. Kellis was there I made sure he stood up and even though I was accepting it on behalf of Dysart I made sure he stood up and we took a picture so yes had you there great conference I do appreciate also the board's support as I was nominated for ASB a secretary but did not get it somebody ran from the floor that was from the rural district and I think they were wanting more of a rural voice on the executive board so that's fine I was ok with that let's see congratulations to those that received the Dicer Education Foundation mini-grants I'll just go through these really quick dr. Pritchard for her service is our board president I really appreciate your leadership and having done that before it's I mean it may seem simple but it requires a lot of extra time and just just mental preparation for meetings because you just kind of have to be prepared for anything that can happen so it I just appreciate your service and leadership mmm-hmm Oh like Oh miss Tanner as well thank you so much for being willing to step up and your insights always very valuable and I think you're an excellent board member and an even better board president so I appreciate your leadership and
everything you've done over the past year so thank you for that ditto ditto everything they said about you Richard I really appreciate everything that you've done and and everything helping me out being a new board member it's been invaluable help to me so thank you anyone else 20 months all right let's go ahead and move ahead let's go ahead and now we're on g1 motion to approve consent agenda items no that's not right that is right that is correct all right it changed and then it changed again all right I'll get used to this all right we're going to dr. Kellis Oh nope just make a motion all right I'll go ahead and do that to motion to approve the consent agenda items as presented second motion made by J Leonard seconded by missing Bell
and that passes thank you all right let's go ahead and move on to agenda item week one all right let's go ahead and move the i1 policy governance we are going to be going over okay policy governance board monitoring of adopting the policies section seven personnel section seven point three three and seven point six five dr. kaylis Thank You mr. president and members of the board members of cabinet in our continuing review and monitoring of board policy this evening Lily will be continuing with section seven the later half mr. Dean will introduce this item good evening mr. president members the governing board dr. Kelsey members of cabinet this evening we bring the second part of section seven to the board for review administration has one recommended change from the human relations department it's difficult to
see but it's on page two and the change reflects the current practice of evaluation and that is a change from the wording of domains one through four to domains one through three we're currently operating with three domains with our teacher evaluation that information was provided to the board in March of this year I'm in an information item and now that we are to section seven and yearly review we're bringing this change to reflect our current practice be happening ancienne answer any questions thank you any questions all right move on to agenda item I - information on the arizona arts performing seal dr. Callas Thank You mr. president this evening we're very excited to share some information with the board regarding the Arizona arts proficiency seal and dr. Pauline will introduce this item mr. president members
of the board dr. Kelsey and cabinet very excited to have our arts director to name and really present on this she did a ton of work on this last quarter and if I understand correctly we're one of the first districts out the gate with this so it's exciting to break new ground and give a great opportunity for our students so with that I'll turn over to mr. Nelly here madam president governing board members dr. Kellison cabinet thank you for allowing me to speak this evening I'm here to present to you information on the state seal of Arts purposes proficiency it's an awful sorry you're gonna hear that a couple times tonight which is gonna be an extraordinary opportunity for high school Visual and Performing Arts students a little bit of background on the seal it
was signed into law on May 14 2019 by Governor Doug Ducey and then there's a few other pieces the goal of this seal is identified by the state is to celebrate students who demonstrate high levels of proficiency in the Arizona arts education standards through personal expression and creative experiences in arts education identify pathways of artistic literacy that cultivates skills for 21st century success to prepare students for college and career readiness including active participation in creative industry sector and to promote increased access to well-rounded high-quality arts education across the state in order for students to earn this seal they must follow the following requirements again as identified by the state this is their exact wording so they need to first have a total minimum GPA of 3.0 or higher in all qualifying arts or CTE courses
the second piece is that they have to have a minimum credit a minimum of 4 credits in one of the following ways so they need to have a minimum of 4 credits in one artistic discipline so for instance 4 credits of all band or 4 credits that are all dance so in one specific discipline the second way is that they can have 3 credits in one artistic discipline and one in one of the qualifying creative industries CTE credits or a separate artistic discipline it's a mouthful so basically they could have 3 credits of choir and then they could have 1 credit either in dance or one of the approved CTE courses and then lastly they could do 2 credits in one artistic discipline and 2 credits in a qualifying creative industry CTE class or a
separate artistic discipline the third component to these requirements is that they need to have 80 hours of arts related extracurricular activities which we'll go through here in just a second and then the fourth piece is that they have to do a student capstone project so for the approved course requirement we've already turned all this into the state and it has been approved so we had to turn in a list of all of the courses that we felt met the seals requirements so right now currently in our high school course selection guide all courses under visual arts dance music and theater will qualify in addition to that under the CTE courses any courses that are found under the pathway of animation digital photography film and TV production and stage craft also count so I've given you
a link that actually links to every single course if you really want to look at it it's available for you guys the next piece which is really the big chunk of it is the capstone project so based on what they're asking for in order to meet the capstone requirement students will propose a project-based learning opportunity that needs to include the following it needs to demonstrate knowledge of real-world skills and experience in the arts it needs to build connections between students in their community it needs to encourage application of knowledge and mastery through student interests and their goals and then finally define I'm not to find demonstrate artistic literacy so I worked closely with a committee that was made up of our high school lead arts teachers and we sat down together when we tried to
determine the process for this capstone that was something not dictated by the state currently we have in honors by contract that we've rolled out this year on that student in the arts classes that are at a higher level are able to receive if they meet their requirements one of those pieces is very similar to a capstone project so as we wrote this we try to align with what that capstone project requirement is for the honours by contract so students that are doing the honors by contract and complete that capstone would also meet the seals requirement so we do actually have a lot of kids already that will qualify for this kids that have not or chose not to do the honors by contract can still have the opportunity by doing this capstone project as well
the extra curricular requirements so this is a little different um seniors graduating in May of this year are eligible to apply for this seal the state is requiring 80 extracurricular hours that they be completed in order to qualify for the steel however this requirement is going to be gradually rolled out by the state over the next four years so this year's graduating class of 2020 needs to only complete 30 hours and then it's broken down for you by graduating class so by 2023 our current freshman class they will have to complete the 84 hours so right now on this year seniors can backlog their hours for this year so they should be able to easily meet that 30 hours extracurricular activities are defined by the office of arts education as any arts participation above and
beyond regularly scheduled the regularly scheduled school day for which students are not receiving credit activities can be school sponsored or take place outside the school day or building so examples of that we did give them a whole list of examples in their informational packet um it's not limited to that but examples might be a child attends NAU summer music camp over the summer right there they're gonna knock out their 80 hours if a student studies privately if they're in a dance studio outside of class perhaps we've got some art kids that want to go down and work with the art clubs at the elementary or do some tutoring with the kids any of those hours will count so it's helping to build our kids within our own community and hopefully build up our elementary programs
as well so this is the timeline suggested timeline that we turned into the state we were asked to turn it in in November so though it is what we turned in were not required to stick to it completely with the exception of that April 15th deadline in which we have to turn in a report to the state so as we roll this out this is what our plans are but as we see kind of what happens and bumps in the road we do have a little liberty and flexibility to move around with some of these dates so I'll give you guys a chance really quickly to look that one through so with this seal it's a wonderful opportunity for our students in Dysart the seal recognizes the hard work the dedication and the extraordinary amount
of hours our students and teachers put into their craft in addition the seal offers students that may be wishing to continue their post-secondary degree in an arts field kind of another notch on their resume towards either scholarships I don't know how much everybody knows about getting into an arts program but typically when you go into college you apply to get into the University and there you also have to then go and do an audition to get into the particular school whether it's a school a dance the School of Music and so when they're looking at those resumes for these kids they're looking to see what they've done in high school and this is giving them that next notch to kind of just show that this child's willing to go above and beyond to perfect what
they know in their specific content or discipline area so the state is expected to release a list of schools and districts that have been approved to administer the State Arts seal in the next few weeks what the information I could get from the state was that we do know that twenty two districts applied across the state in totaling eighty four schools and we do and have received the go-ahead that we are one of the districts and four of those schools that have been approved to deliver the seal to our students so it's a pretty big deal for the kids I have attached for you guys all of the documentation that will go to the students and also was approved by the state the first I'm not gonna click and open all these up but you
guys have access to look at them that informational handbook is basically lays out all the details for the students and parents of what to expect with the seal the student application is the actual documentation that tracks the progress and is the evidence that we'll use for our final report to the state the extracurricular log is where the students are gonna go ahead and log their hours the teachers will sign off and that will be attached to their student application and then lastly that capstone rubric is what the teachers will be using to assess their capstone projects oh I added one in today so this state actually published everything today on the arts seal so it was on there it disappeared for a few weeks and I looked again literally about an hour ago and it
showed up so I don't know if you've accessed that link I can email it to you guys if we need to but there's a link for the state that kind of it has a nice little pamphlet and some information on the seal with that are there any questions I just want to say thank you for leading the charge on this and and being willing to get it done and get it done in a very timely manner that definitely shows that that we as Darce are definitely interested in the arts and we want to make sure that it is a priority and you leading that pack really gives me the confidence to know that it is important to us so thank you for giving that excellent presentation as well yeah anybody else back didn't have just
a couple of quick bins um do we know what the seal is going to look like yeah that's a really good question so they actually put out an application to all of the high schools or the competition for students to design the art seal and that competition I believe the deadline is in another week or so and I know based on talking to the teachers on Monday it sounds like we had at least five or six students that submitted artwork so there's a good chance the seal could be something from Dicer so we'll see and I'm just I echo mr. president's words about this that you've taken charge with this and then rolled right along and really excited for Dysart do we or did anyone with the state or even us happen to reach out
to any of the arts colleges and universities just to see if they I don't want to say would treat our students a little bit different I know they have to do the auditions and that type stuff but how receptive do you think they've been I don't quote me but I believe that there were some members of nau and one of the other universities that were on the actual committee at the state level they were very selective about who got to be part of this committee so I do know that they had representatives I don't know what that's gonna look like at the collegiate level yet but that would be a great question for me to look - you're sure I would just love to hear what they think of Arizona having this type of seal
right and it is an Arizona steel so I'll be interested to see how it gets recognized outside of Arizona okay thank you and forgive me if I was kind of writing things down as you were talking but I do appreciate all the work that you've put into this and you're taking the charge on this just really quick do we know for sure that all of our high schools offer the same courses as far as so if whether you go to shadow or dice or thereabout wherever you go you're still going to be able to have access to classes that would count for credit towards those four credits so we mr. president member Pritchard I would state that the courses are offered for our high schools sometimes of course may not make at a certain high
school but the courses are offered at our high schools okay so some students may not then have the same opportunity if that class didn't make at their high school to get credit for like like let's say band potentially but I will tell you that our arts programs are growing in numbers and they are making significantly more than these do and then under I know in the section regarding the examples you gave for extracurricular activities you do stay on there stay on there that they they're not limited to these but I was just thinking just as far as like just consistency or just equality I noticed that unless there was a reason for this but I noticed that under visual arts and theatre there were student clubs so Art Club and Drama Club but under music
and dance like choir club wasn't on or dance club dance company clubs those weren't listed on there but would those students be able to count in those talents they will so basically when we sat down as a committee I had those individual disciplines kinda list what they thought so if somebody said dance club they might have been thinking also about their so it's not necessarily something that they're limited to we're open as soon as students turn in their list they can have conversations in their initial mentor meeting to find out if they just say you know with this count for me the teacher will be able to say yes or no so pretty much if these kids are doing hours in the arts and it's not even limited to like if you've got a student
in choir and they choose to go and run the lights at a dance concert they're gonna get credit it doesn't have to be in their own discipline so there's so many things we could have listed we just tried to do our best to hit as many as we could and that's why we have been not limited to so they'll have those opportunities they just have to have discussions with the teachers if they're doing ours in the arts outside of the class day they're gonna get their hours okay and I like what you said you you referenced meeting with their their mentor because that was one of my questions actually is there going to be like a faculty advisor or someone that is gonna help these students be able to meet their requirements just touch base
with them on their journey to get the seal yeah so part of the capstone requirement is that they're doing a weekly reflection so they're gonna have to do a check-in with that teacher either through Schoology and doing an email or whether having a sit down I don't expect the teachers to sit down every single week with the kids that's gonna take too much time away from the rest of students but at least I think we said three times a semester is what they are sitting down and doing just a check-in to make sure that they're along the way with that capstone process the only other question I had is in regard to these extracurricular activities how far back does that go like if they're can they starting as a freshman and they can count all
those so starting as a freshman yes our seniors this year are going to be limited to this current year because that's what the state has told us so we can backlog to the beginning of this year most of these students are going to have the those hours because they do so much outside a school that doesn't actually count but we it's gonna be a case-by-case basis this year is we figure this out and the state same thing with them too they've got you know didn't I don't want to say it's a pilot cuz it's not a pilot for them but it's their first year rolling this out so there's gonna be some bumps along the way so we'll be figuring that out so are you saying than the seniors this year can only count this
year's extracurricular but everyone else can count back to their freshman year I'm gonna have to check with the state on that but that isn't be fair I understand it wouldn't be your you're absolutely correct so I will do some follow-up with the state and find out how they want to handle that maybe that's why they're only doing the thirty hours because this progression well and I appreciate that they don't have to do all eighty obviously cuz I'd be impossible right but you'd think that they would if they were doing it ever since a freshman they'd be able to count it because they're counting those classes correct yes they will count those classes because they wouldn't be able to get four full credits well I guess they could but they wouldn't be taking much out okay
so okay so like some of it they're taking but and then the timeline you kind of already answered that question that I had again thinking of the seniors for this year the tenth is gonna be here in a couple days right so and we so the approval came from the state the Friday before we went to break so we didn't even know that we were okay to go so when we turned that in we were thinking we would have that back sooner so I did meet with the teachers on Monday we have gone through this entire presentation they understand that the plan is for them to have conversations with the students next week about it and then the following week we're gonna set up some parent meetings at each of the schools that I will
attend to answer questions and kind of clarify for parents that are interested to attend so we're going to be a little bit behind this start date the good news is the majority these seniors that are gonna apply have already been in the honors by contract and have met that capstone for the most part already on that semester not all of them there will be some exceptions but our goal is to get this out to them as soon as possible we're just on a time crunch based on the scene so by next week then when you meet with them you'll have more information on how far back they can go for their yes yeah I will put an email in tomorrow they're good about answering quickly so thank you so much I think mr. president I
could also just add that and this presentation this evening is for the board's information and will be brought back at the next meeting for approval of the the seal excellent thank you anything else thanks so much all right we'll go ahead and jump back in we're going to go action item j1 policy governance board monitoring of adopted policy section 7 personnel dr. Kellis Thank You mr. president well mr. Dean to introduce this item mr. president members of the governing board dr. Kelsey and members of cabinet this evening we bring to the board for second read policy 7.0 7.32 with the change that was recommended in 7.22 there is no there have been no changes to this since the first read but just as a quick refresher to the board and I'll try to be brief
this policy revision will allow our school district to give credit for up to 7 years of teaching additionally upon hire when when we hire when we have a new hire additionally this policy allows our Human Relations Department to count private school experience as years of service as long as the teacher was a certified teacher in the state during that time and so that's just a quick review we haven't been together since the middle of December so that's well first read was and there have been no changes for second reading excellent any questions I moved the governing board approve revision to governing board policy 7.22 as presented second reading that was Jan tenner motion and Kristine Pritchard second it's because I'm used to the president motion carries thank you we'll go ahead and move on to
action item J - recommendation to approve certificated and licensed employee contract language and benefit packages for the 2020 2020 and 2021 year dr. kaylis Thank You mr. president members of the board and members of cabinet this evening the board will be presented with several contracts for approval just as a quick review about a year ago when we went through this process there was a change made to the amount for amount of cest for liquidated damages for employees who broke their contracts without meeting certain criteria that amount was changed from twenty-five hundred to a thousand and with the expectation that administration monitor how the the frequency of of employees based on that new amount if there is any variation based on our review there has been to date an increase over last year and the year
before of employees who have left their contracts and so with that we bring these contracts back with a choice for the board to make in each of the contracts and that is to keep it the same at 1,000 to move it back to 2,500 or there's a blank you can have a conversation of another amount that the board may choose so with that introduction I will ask mr. croto to provide more information Thank You president Leonard members of boards Brinton and Callison cabinet tonight's first we have items 2 4 & 5 is dr. Kalas mentioned four contracts tonight's first item is bringing you the contracts for certificate and licensed employees before you you have a contract for all certificate employees certificated JROTC employees licensed employees school nurse school psychologists and school psychologists in turn we
do have a change on the intern which we will pass out Luisa will pass out to you it is labeled school intern when you look at the words it is not the school intern contract so before you you have a copy of the school intern contract and and in your motion to accept these should you choose we just need to accept the intern contract that was handed out also I'm open to discussions for the liquidated damages that will have to be in the motion for these contracts so I stand for questions or any information you need any questions in regard to the intern employee contract mm-hmm just is there anything in particular that has changed or is there there are no changes the the discrepancy was the wording for a licensed contract when you open
the document it is labeled interned but there are no changes to that contract the only change is the bracketed part on all these contracts you will notice a bracketed section for your discussion in your direction on liquidated damages and that occurs in every contract so mr. croto was there any difference because I know you had given to us last board meeting the district comparison of liquidated damages so that those that still remained the same nothing has changed on that yes there was well there's no changes right now if you look at the the document we handed out last time last year of total comparison on liquidated damages we were as 67 people in 17 paid the liquidated damages currently we're at 52 in 17 as we sit to date this year so we're actually ahead
of it ahead of it actually that total was for all of last year 67 17 we're at 52 17 I can tell you when we got back on Monday we have two additional so that's actually 54 we do not know if they will be paid or not we are waiting documentation okay thank you the other discussion rather entertain a motion well because we need to discuss this to work but don't look what data damages whether it's a thousand 1500 2500 we even have one district that was San Carlos that was like $4,300 so I don't know if you guys remember this our last thing so it's something that we need to discuss us to if we do all the same mr. president mrs. sourcing fell on that point as you just have this discussion I
think it would be wise for the board to come up with a liquidated damages amount or I guess it could be zero but that that then applied to all the contracts just for consistency they're coming back because we said we want the board asked at the time that it be monitored and I appreciate the fact that you all follow through with that and tracked it and brought back this information I my concern is always the students and what happens to a student when they lose their teacher as far as just the emotional impact with the academic impact the impact that it has to the school team in general for people that are having to shuffle around I just think there's a lot of dynamics involved when that happens but I remember years ago when we
brought the liquidated damages into contracts it was we are very very cognizant of not wanting to use it as a punishment it was a matter of recouping like recruitment costs I know contracted teachers cost more than a teacher that is on staff or salaried with us so there's more cost incurred with that so but also I guess realizing that we allow so many reasons they're allowable to get out of your contract if you're you know you're sick you're retiring or you're moving or military experience I mean I think any valid reason Under the Sun we don't charge liquidated damages or so unless I'm missing something mr. croto really is there any other reason that a contract would be broke broken other than change my mind because even even career advancement we waive that we let
if it's gonna advance your career there's typically no liquidated damages attached to that either so really this would just be capturing those who just speaking to that group of people that just decide not to complete their contract because we're pretty lenient otherwise correct mr. president member Pritchard that is correct if you look at our numbers about a third just say at one point I think I'm done this is not for me and they don't meet that criteria of the reasons and we hold those two liquidated damages but we do offer a variety of reasons life happens we understand that and there are reasons that people need to move on and we do recognize that and ask for that documentation and give them away if something really is serious and they need to get out so
yes that is true and knowing the cost that it has to our students and also to our staff members who are in those buildings who have to compensate somehow for that absence I am very disappointed that we lowered our amount to a thousand and since then more people are breaking their contracts just personally on a personal level that just is disheartening to me do we have a number of what the increase has been of people breaking a contract the difference is mr. president mr. Tanner the information that was provided mr. croto can you review that to date the numbers of how many have broken their contract are you between when we had the liquid like maybe up by your comparison wasn't at the sixty-seven yeah the 67 was from 2018-19 whole year o year oh
yeah correct but then your today dear today okay was it yeah that was okay more okay can you remind us what we were reduced it from $2,500 I mean I'd be I'd be willing to raise it a little bit but my my and I understand there's a lot of reasons why people you know how they can if they have advancement or things like that but if it's just because someone's just they're miserable and they're just done like I understand like not leaving you know holding people to contracts and and not wanting to disrupt the kids but I also see is an equal disruption if somebody won't leave just because they have to pay more money and what kind of teacher or contract employ or they get a B if they're just miserable and just sticking
around because they don't want to pay another thousand dollars so I I can kind of see both ways mr. president an ER on that point the board was provided with a letter from the Mesa School District in a previous weekly update that alluded to that point in Mesa at least they don't charge any liquidated damages for the fact that if somebody is vacating their position they probably would rather not have that position that person in front of students I guess I just assume the level of Professional Conduct though I like to think that all of our employees are professionals and and yes we all have jobs where maybe we're not in a good mood when were there or maybe we're thinking oh I'm looking for something else but I just think people of integrity still
uphold that Professional Conduct and I I guess I'm assuming that that's what's happening in our classrooms that you know maybe some people are like okay this is my last contract year but from my own integrity and for the students in front of me I'm gonna do my very best and I guess I'm I'm maybe I'm naive but I guess I'm just not picturing that happening in Dicer call me call me sunshine and the roads I've had that experience firsthand so it's not fun no I know any other comments anybody want to suggest a dollar amount I think at a minimum we should go back up to 2500 that well this is kind of a trial we said we'd revisit I mean it looks like there's a there's some districts that go way above that would
you say it was 4200 or fort well I mean they went from 7500 down to 4,300 so 75 hundred was Penn State but they're out on the reservation you know quite honestly I would I would not want to go below 1,500 1,500 kind of what I was thinking I would be okay with I'd like to see it go back to the 2,500 can we strike a compromise at mm mm ooh okay well there still needs to be that accountability and and I'm sorry this was another question for mr. croto for those that have been assessed the liquidated damages how difficult has it been to collect those that mr. president members sourcing well it has not been very difficult actually we we provide them a pretty straightforward email and through before we bring it to the
board that that needs to be settled either with the reasons and the documentation or the payment before we present it to you to accept their resignation so we have not struggled to for those 17 it has not Minister and mr. president sorry bill it's also our practice that if they owe it that we would withhold that from their final paycheck so $1,000 is typically within that let amount of their final paycheck 7500 would probably not be in their package any more discussion compromise only because - I mean I think it's important that the board is unified on this I think it would I think it would maybe send the wrong message if the board is split on how we approach contracts so if if there's a I mean if there's a way that we can
come together on this I think it would be beneficial way or the other I agree especially when it comes to money it's it's one of those things where or we definitely need to be unified and look at these things as a group I can see you know obviously simplicity a thousand is you know the paycheck and and it makes a little easier but I also think that there is a direct impact it costs money to recruit and cost money to to get teachers and to retain them and we take pride in in our efforts and our our our recruitment efforts and I think that in doing so I think there has to be a definite message that's sent and and I think that the $2,000 is a reasonable amount in my opinion I have one
additional question I don't know whether you have a data there or not but do you have data around the types of teachers that have broken contracts in other words are they the basics you know math reading science or are these per taps you know an extra or special type doing Spanish or banned because those types of teaching situations it's it's much more difficult for a class when you have a substitute multiple substitutes or a long-term substitute coming in there perhaps doesn't know Spanish or Japanese or music when you have those situations those those students seem to be impacted much harder I know in with my kids for instance they've gone through that and it's pretty chaotic and depending on when in the year that happens it's a very big impact mr. president remember Densmore I
do not have that information here I can tell you by dealing with all 54 of these are that it's a variety of different positions and not just teachers in that count is also social workers anybody that is certificated and that pays liquidated damages is in that count so as we look at items 2 4 & 5 this evening they all have liquidated damages in them so that is across the board on every category so it's not just teachers but I can get you that information if you'd like it this might be an unfair question because I just had of it so I didn't get it ahead of time but do you do you recall like what is the difference as far as percentage of how much we we pay our teachers versus how much extra
it costs to have a contract teacher come in to cover a class it's significantly higher can you repeat that yeah sometimes especially like in special ed though they may not be able to find a teacher whether it because they didn't fill their contract or it's just vacant and then you hire a contracted teacher those are usually more expensive but I don't know how much I've always been told it's a lot more money to cover that then number perjur'd I can comment if it's all right I learn we do use some contracted teachers you get them from a you know a company it is significantly more expensive and we we try not to do that I think the standard approach is when we have a vacancy is to recruit and fill that and we don't go
to contract it first certainly but yes it is more expensive anything else they entertained emotion mr. president if I can drum just a reminder that the motion needs to have the liquidated damage amount as well as accepting the contract has handed out tonight for the school inter or the psychologists in turn excuse me that's right okay I'll try it um and we can discuss I move that the governing board approved the certificated and licensed employee contract line language and the school psychologist intern contract and benefit packages to include the $2000 liquidated damages for the 2020 2021 school year all ii well said by the way she's typing fast sorry yes I thought it clicking now stopped but she's still going thank you [Applause] motion passes all right go ahead and move on to j-3 recommendation
for renewable or renewal of eligible certificated and licensed staff and authorized to issue employment contracts for the 2020 2021 school year dr. Kellis mr. president members of the board members of cabinet mr. croto will introduce this item thank you dr. Callas president Leonard members of the board superintendent Allison cabinet the next item is a motion to approve eligible certificated and licensed staff for reemployment and authorized the issuance of the employment contracts that you just approved for the 2021 school year thank you any discussion one question mr. Cotto crowed crotteau sorry that's okay math doesn't work um do we currently have certificated staff that do not hold the proper certification president Leonard members lawyers think bill we do have a few that do not hold the proper certification but they fit into the loophole of getting
proper certification so they are under for instance we could have a teacher that needs to place math on their certificate they are eligible to check under a cap planned to get that on there so they are eligible by the Arizona Department of Education they just have some discrepancies or deficiencies to get on their certificate so kind of a gray area answer to that one hopefully that answers your question do we have teachers that are not certificated appropriately some are working on it but they fit under the loophole of the State Department to be in the classroom so they would get it they would to get a certificate or a contract based on that yes okay okay what is loophole mean or provision sorry I guess it's a bad word number Bridget there are certain certain
tools that we can use to make sure they get certified they hold a teaching certificate and maybe they need to get a certain subject area on that certificate so the State Department allows us what they call a cap plan to work with them in order to give that up placed on their certificate appropriately so I guess loophole is a bad choice of words a provision or a tool for us to use to aid in getting them the proper certification they need and mr. president miss Pritchard those cap plans do have deadlines and if they don't meet the criteria by the deadline then they are removed from the classroom okay thank you any other questions all motion to approve the eligibility certificated and licensed staff for reemployment and authorized and authorized the issuance of employment contract
for the 2020 school at 2020 2021 school year motion made by J Leonard seconded by mr. Pritchard Castro boots motion carries go ahead and move on to jaipur recommendation to approve interim certificated employee contract language and benefit package for the 2019 2020 school year dr. kaylis mr. president members of the board and members of cabinet mr. croto will reduce this item thank you dr. Kellis president Leonard members of the board superintendent cabinet the next item is to improve or approve an in terment racked four certificated employees this is for the current year by law if you begin work in our district as a certificate employee after the 90 second day of work which is today so starting tomorrow you will be placed on an interim contract that is what you have before you one thing
we have set out is the motion we'll need to have the liquidated damages you would like to charge remember this is current year we're under a thousand dollars but we do not have that approved contract so if you would like we provide you to switch that to the two thousand dollar limit starting that but these contracts will be for people that start work tomorrow as certificated teachers in our district or tomorrow on through the end of the year so if I understand you correctly we need to put the liquidated damage number in there or leave it at a thousand president Leonard that is correct we left that choice up to you to the governing board to direct us on how what you would like to charge if you want to be uniform for the whole
year or you'd like to go with the new amount that you said tonight okay any discussion on that ice agree with what dr. Kellis had shared earlier that we should keep it the same for all employee groups and in saying that would you like to keep it a thousand for the rest of the year no meaning that if we approve we just approved the one contracts at two thousand so we should have everyone's contract reflect the same amount mr. president with Richard and a amended motion would then have to be to approve the continuation of one thousand through the end of the 2019 2020 school year and implement a liquidated damages of two thousand dollars beginning with the 2020 to 2021 school year keeping it a thousand dollars for this year which was the 1920
school year but the $2,000 for the 2021 school year which mr. president mr. Seng bill would take effect a year from about today correct this contract sorry mr. president this contract is for this year it's not the interim contract for next year yeah so this would be the 1920 year correct this is not the 2021 school and so we'd be voting for the rest of the year yes so in this picture just to understand I just want to make sure I understand were you looking to do the 2000 from this point forward or were you saying that you wanted it to go to the to that or the keep it at the 1000 that we're currently at for the rest of the year until those contracts expire and then it would go into the $2,000
I was thinking that this was also looking forward like the rest of the contracts for next year as well but no to keep it again fair with everyone else everyone else is at a thousand so I believe that this group should stay at that thousand through the end of the year okay I appreciate that clarification anybody else oh just real quick how many average ballpark do we have on interim contracts ish president murdered members so I think Bella I do not have the answer for that actually I know we have to waiting right now and not being here last year I can't give you a number of how many were issued so I I can something and find that out of your neck I'm pretty sure we have several any other discussion anybody want to
wordsmith a motion I know that the governing board approved the interim certificated employee contract language and benefit package to include the $1,000 liquidated damages for the 2019 2020 school year second motion made by mr. Sawyer sync build seconded by down Dinsmore mine had an error so it's a yes and just in case motion passes motion carries thank you let's go ahead and move on to j5 elimination to approve administrative employee compensation and benefit contract language for the 2020 2021 school year dr. Kellis Thank You mr. president if the board would allow me to give some historical background on the administrative contract about 15 years ago there was a benefit provided to administrators that covered medical benefits for the entire family soon after about 2009-2010 a statute was put into place by the Arizona Legislature that
made it so that it was illegal to provide that benefit to a any select group of administrators so what many districts many government entities did at that point was to roll the the benefit of the family coverage into a stipend that was then a an additional benefit as part of their their compensation package for many years that stipend which was at the time the equivalent of the medical family coverage benefit carried over a year to year with every administrative contract renewal however over time and I will say at that time it was also stopped for all new administrators over time there's been quite a bit of attrition and to date there are only ten of those administrators that are still employed by the district the concern has been raised and checked with our attorneys who
have advised us that as we continue to make close alignment between the administrative stipend to Family Medical as a benefit that we are dangerously close to putting the district at risk of a violation there to the intent of the statute that was passed back around 2010 also with some store history previous administration took some action to put a freeze on the stipend there were several employees within that grandfathered group that had life changes with increase or decrease of family spouse employees the increase in decrease in cost of of the insurance benefit so over time there has been a variation to the stipend amount even within that group of grandfathered administrators administration is recommending to really be transparent and to address the stipend issue on two cases these contracts that you have before you are labeled
a B and C contract a is for those ten employees only contract B is for the remaining administrators in the district who are not grandfathered don't have the grandfathered stipend benefit and contract c is for cabinet members it's the recommendation that the stipends for those who have been grandfathered from year to year in contracts under contract a we moved to contract B and the that stipend be rolled into their base salary and that they continue within the base salary no longer be a stipend to avoid the the risk but also to really be fair to the employees because there have been many have been subjected to to the ups and downs of just administrative actions life happenings and the whim of law as we have experienced so while this benefit was eliminated the the family
medical benefit was eliminated by statute many years ago I believe we don't want to put any of these grandfathers of employees in a situation that is deemed as unfair because that was the conditions upon their their employment at the time that this suggestion would would satisfy that that need at the same time there's a stipend in contract C and I would also recommend and being consistent that that stipend be rolled into the base salary and that out of true transparency that we no longer have stipends that have questions what's it for how's it managed what's the conditions behind it it's it's just not something that is fair to our public or to the employees and that with these two suggestions we would be able to do some very healthy cleanup of the contracts by doing
this contract a would be eliminated and we would only have contracts B and C also the contracts B and C if the board goes in that direction the board would need to approve the motion if you follow along with the suggestion to make those changes but also to implement the liquidated damages on those remaining contracts with that I will ask mr. croto if you have any other information to share president Leonard members of the board superintendent Cal's cabinet no that was well said I have nothing out I'll be glad to answer any questions but well that was a great fiction of of the plan so my understanding of this is this is all as insurance and insurance programs and are changing over time this has been something that has been a been a benefit in
the past insurance programs have changed been adjusted and then as they do so they changed some language and then the school district has tried to keep up with keeping these these benefits that were offered in the contract consistent with what they've always done over a long period of time and now it's getting to the point where we need to take action to adjust these and make sure that there's no questionable stipends that are out there is that kind of suppressors that is correct okay and again just to be fair right now if we look at the variations the the largest stipend is 15 160 thousand 116 so the ten would be rolled over those tycoons would be rolled over at 5200 okay as there as the increase in a total cost that would be about
twenty thousand dollars okay and to make sure that everybody is treated fairly and equally the the interest there again is that we honor the intent of the benefit when it was originally put in place for these ten employees recognizing that laws have changed and the variations will continue to happen and it would not be right to subject them to these variations in the future - any questions I just I just really want to thank you for articulating all of that I think that's very fair I think that it was it was disappointing to learn that that those funds were frozen or that that agreement was changed somewhere along the way a couple years ago and those employees weren't given the full amount that they were told they would receive and just as we said in
a previous item where you know it's it's the contract is your word it's nice to know that we're in a district that it goes you know the opposite the opposite way as well where we said we were going to do something for these employees and we're making good on it and it's being done in a fair way a very transparent way now I'm hopeful that you'll be able to gather those employees and let them know that it's not that it's being pulled or just so they can fully understand what's happening tonight that their contract isn't sound like we're not making good on it we're actually making it better and we're holding true to what we said we were going to do so I think you explained it in a very clear way and again being
able to speak to it tonight and eliminating the stipends again just for transparencies sake I think that's that's always the best way to go very clear and I just appreciate the way you did that all time thank you so just so I'm clear I'm assuming that with deciding with the liquidated damages the everybody was pretty much set on the 2,000 just because I don't want anybody confused so I want to go on record and say because I do not agree with the liquidated damage like amount is why my vote will be the way it is not because I don't want the district to be transparent and fair and so I just want to make that clear that that's out there I hate that it's all lumped in one because I fold support what you're doing
as far as the new contract so I really appreciate that appreciate all the work that administration has done to make that happen and echo a lot of things that mr. Pritchard said but please don't misunderstand so did you have something on this part of the liquidated damages you didn't agree with or no I mean I I agree that if it's set at 1/4 it should be for all employees I just do not agree with the amount so that's why I'm sure be approving a different amount on this or is that mr. president I believe miss tanner is explaining her vote yeah I'm explaining before I vote because after I vote I can't explain it so I'm just I was just I just I wanted to make sure that I understood that this is still being
consistent with the $2,000 yes liquid damages and you don't agree with the $2,000 and that's why you're changing correct not changing them correct okay I just want to make sure we didn't have a different group that was getting into a different yeah no I just wanted to make my vote understand like understood thank you and we are also eliminating administrative a that contract as well mr. president mr. sourcing bill that is correct any other discussion I just have a question on so under the fringe benefits item 4.2 so I understand that we're going to be moving the the stipend into salary versus a stipend but the stipend is is itemized for payment of insurance premiums membership dues and professional associations annuities or automobile expenses so by moving that will they still be able to get
reimbursed for these items or will this all of this language be removed Madame president stands more there are professional I guess you could say legal responsibilities that if an employee incurs costs for travel for example if they are on professional business that there are actually quite a few rules that apply to the reimbursement of of travel some of the other things it's just an expectation that those on contract see are traveling about the district they pay for their own gas they pay for their own cars their insurance many districts have what they call a white fleet which they come and pick up a business district car and they use that for for district business here we do not have a white fleet and so that benefit was intended to cover those costs so those would
not be itemized separately in the contract see that would all then be just inclusive within their base salary so they would not be reimbursed for that know is that for mileage is that no right so they wouldn't be submitting mileage expenses on an expense report or a professional association fee miss Dinsmore mr. president stands board that is possible the it's never happened before okay to say that it wouldn't happen is I can't say that okay but that language would not would not be in here that's correct okay well as far as we just make sure I understood how that conversation went so um not to say that it wouldn't happen but really if we're including that stipend into the contract and that stipend covered auto expenses then I mean I'm assuming that would be the
superintendent that would sign off on whoever maybe mr. Hicks signs off on the expense report so those employees wouldn't necessarily miss Pritchard you are correct that all reimbursement requests are submitted to supervisors I'm not sure the rest of your question is I'm not sure with the rest in the middle of that conversation scientist you would said I can't I can't tell you what wouldn't happen that's what kind of caught my ear so I'm just trying to understand what you meant by that so if cabinet member are people under contract see now that such stipends moving into their contract and part of that old stipend covered auto expenses what I'm saying is now if it's rolled into their contract those people wouldn't be submitting mileage reimbursement because that money was already incorporated into their contract great
um mr. president miss Pritchard is again the same response is it could happen it hasn't happened because it's not itemized as a separate benefit means that it is not explicitly covered otherwise it's mr. president members of the board I do direct our staff and let them know about the cabinet members received this so they're not allowed we don't reimburse any in-state mileage reimbursement in that sense if this rolled into the base that that rule would still be in place now the board could codify that a little bit more with language in the contract but I believe that rule would still stand just because if we take that away I would still adhere to the intent of that my assumption is that we do have a current policy that covers mileage and explains when mileage is
reimbursed how it's used in the appropriate steps to get reimbursed for a legitimate mileage expense mr. president members of the board we do and that is really school business and supervisors signing off on that and approving it which could entail that if this intent was this for those automobile expenses not to be reimbursed which we don't be reimbursed now and it rolls into the base that we would be open to potentially submitting for mileage verse ment and if the wish of the board is to hold to that intent I would still hold the cabinet would not be submitting any money in state mileage reimbursement but basically when we make this move if we move forward with it as it's written they would just fall under the policy that we currently have in place and this
would be non void the expectations or explanations over the last 15 or 20 years on what this money could have been used for goes away because it's part of their base salary and now that's part of their base and so we're not going to we're not going to try to justify it but we're also going to allow them to be under the current policies procedures that everybody else is under mr. president madam are members of the board yes but I think I'm hearing multiple different verses from the board so I think maybe the board could be clearer in their intent I know that we're we're focusing you know on the automobile expenses but I want to just make sure that we're including all of this so as of right now before a change is made

position for elementary schools dr. callous Thank You mr. president mr. croto is the showman for tonight he will take this item as well I promise to retire after mr. president members of the board superintendent Callas and cabinet tonight we're bringing forth an approval for a school aid slash crossing guard currently at the elementary schools we have a school aid which is 0.625 FTE and a school crossing guard which is 0.25 we're asking to combine those give the option of each elementary school to combine those make a position of 0.875 the salary does not change however it does move that employee if they do this new combo position into a benefit eligible position we hope that by doing this currently we have eight faking crossing guards we have no vacant aides so and 13 are currently
doing both positions so we hope that this becomes a way to excite people about taking that type of job and being a crossing guard to school aid to have that combo position available to schools they still will be able to keep them split if they would like because currently we have positions where there's two different people in there but this gives the option for the school to combine those and attract people to fill those positions thank you any discussion on this I'll entertain a motion I move the Governing Board approved the addition of the school aid slashed crossing guard position for the element elementary schools as presented second motion made by miss Tanner seconded by mr. Pritchard Tracy Oh miss where's Nico I heard a voice but I couldn't tell where it was coming from

Brown I would like administration to possibly look into a life skills type training there is a particular program out there it is called not my kid and in light of losing a Dysart student over the holidays and other issues that may have come up such as substance abuse vaping relationships bullying body image that type stuff and although we have social workers that have come in I would still like for us to possibly look in this particular area is called like I said not my kid and it's more like Abin evidence-based type curriculum they can come help with building those relationships and you know so you guys can provide some type of information back to us it is a program that is out there there right now and about 15 Valley schools and it's middle grade
through high schools but I think that sometimes even though we are we are the school there's still life skills type training that still needs to go on with schools so I will write it up as a request and get it to you Louisa thank you and the other agenda request items all right let's move to Ella one howl motion to adjourn made by J Leonard a second by miss Pritchard [Music] you
