and Governing Board updates since we do not have our student with us tonight we will move to superintendent update Thank You Madame president members of the board members of cabinet last week we had an amazing experience with the high school graduations like to thank all of those who participated made the event just outstanding for not only our guests but for the graduates themselves also we had a great end of the year and I would just while I could go for three hours and and share all the highlights of the year I just sum it up and saying it was extraordinary and I appreciate the the great first year superintendent here and isert and looking forward to at least 20 more we're looking forward to greater things to come but celebrate the amazing things that have
happened it's been a good year mention the same things but I'm just very thankful to be a part of all the graduations I was just an amazing celebration times for seeing those faces come across the stage and thankful to be a part of it have a wonderful summer I'll see you in a few months I'm just gonna be very very brief two things actually four but if we weren't moved by that fourth grade performance and there's something wrong to see people speak with their hands is just a a great gift and although I've learned just a couple of things over the years I'm gonna be one of those that's going to go back and learn it and it is gonna be teaching an old dog new tricks but hey I I want to be able
to do it so those kiddos really inspired me to go ahead and pay that tuition and go ahead and do it I also tend to send downs completion ceremony the graduations phenomenal to see the the kiddos from sundown be a part of the graduation as well attend the Beauty and the Beast and a couple of the eighth grade promotions and just to see those kiddos walk across the stage also that they'll be in starting their high school year in just a couple of months it's an awesome feeling so everybody have a great summer and come back Regenerist thank you next we'll move to motion to crew consent agenda items motion I moved the governing board approve consent agenda items as presented I'll second motion made by Jennifer Tanner seconded by Jayne Leonard please cast your
votes motion carries next moved information items information item one revision of policy seven point two six and seven point three nine dr. Callas thank you madam president members of the board members of cabinet this evening mrs. buck it's going to address this first item madam president members of the board dr. Kellis cabinet community and we're bringing two policies from section 7 personnel for review and revision it is first read on these policies the first one 7.26 staff paid leave within that policy there's a provision for our employees to be reimbursed for discretionary time that they have acute accrued over their time in the district and one of the recommendations from our IBA process was to allow administration to be paid out at the same level as all other employees so the recommendation is to strike
through the exception that'll that requires that administrators be paid out at the substitute teacher rate which will allow them to be paid out at their own substitute rate so that's the first recommendation for policy revision the second is on 7.39 which is professional development as we review our policies annually there is a section in this policy that is really outdated there are so many opportunities for professional development for teachers that aren't just college courses including micro-credentials our policy currently limits you to 50% of your courses to be other than college courses to count for professional development growth we want to eliminate that and allow the committee that reviews professional development to assess the rigor and the content in the courses and approve them for growth rather than saying that limiting it to just college courses
any comments or questions from the board just one I think that's an excellent idea of regarding the professional development because it's not just the college credits and it is the experience of other things so I do appreciate that thank you and Madam present members of the board again this is the first read if the board after further study has any comments or concerns if you'd share that with administration we can make any revisions for the second read which will be coming at our next board meeting information item two information on the social worker pilot program dr. Calais thank you madam president and members of the board members of cabinet as the board is aware earlier this school year we introduced a pilot program for social workers with the intent to expand the service to all
schools starting in August and this evening we will hear a report on how the progress is is happening dr. polling will introduce this item yes good evening madam president members of the board dr. Kelson cabinet it's my pleasure to introduce director Cathy Hill who will be presenting this evening as has been overseeing implementation of this program do I need to turn it off there you go oh sorry let me start over sorry okay good evening madam president members of the governing board and dr. Kellis thank you for allowing me to share a few highlights and updates from our exciting social worker pilot so we have our pilot program at four of our schools although we were approved for five the schools where the pilots are currently in operation our El Mirage Riverview Sunset Hills and
Willow Canyon we meet monthly regarding the program as well as conduct monthly professional learning communities and professional development that is applicable to our social workers we have provided training in the following areas that are designed to support our students staff and families including professional development that's been delivered from a social worker our social workers also attend meetings that are applicable to them some examples include the city of surprise resource center partner quarterly meeting and the mental health task force another example was today they just attended the seeds conference that focused on mental health resilience and self-determination so we want to talk about some challenges and next steps and some of the challenges that we are experiencing are in the area of hiring due to the current requirements what we have seen is that applicants will
have a master's in counseling as opposed to having a Masters in Social Work but they all but they do have their license clinical social worker certification the job requirement requires them to have a Masters in Social Work in addition to the LCSW the licensed clinical social worker or the license master Social Work or the LM SW what we've done is we've posted at our three universities GCU Maricopa County Community College's the national association of social workers and it's the Arizona chapter so it's it's our local chapter here currently we have one applicant that is going through the pre-screen interview and the end basket process before they are determined if they can be placed on the eligibility list once they're placed on the eligibility list then the principals are allowed to they interview them at their
sites to see if they are fit for for their school site so currently for the upcoming school year we have social workers placed at the following sites Dysart Elementary School Thompson Ranch Ashton Ranch we have one that we are waiting for her to sign her contract but she has chosen to go to rancho gabriela she just needs to submit a little bit of additional paperwork and then she'll be able to sign her contract and then the four social workers that we have as a part of our pilot program this year are returning to their same school sites um excuse me some next steps that we're working on are coordinating with student services and ESS to be sure that we're not duplicating efforts and that we're working in a coordinated manner with each other to support
our students so one example of this is the mental health first aid training that both our social workers and some of our ESS staff will be attending though they will then provide some training to our school sites while we do have some challenges we also have some celebrations one is when students self-identify that they have a need to increase their social emotional skills and they reach out to our social workers because they've created those relationships with the social worker another example is when the social workers attended the city of Surprise Resource Center quarterly meeting the group erupted into applause when I introduced the social workers and let them know for the 1920 school year that we were going to have one social worker at each of our school sites so schools as well as our
community have identified that social workers and social-emotional learning is something that is needed and our social workers definitely support with those needs dr. Keller saw that need to took action on it and for that we are very grateful and then I would be happy to take any questions well it's very exciting that we really getting social workers back into our district did you say that you also you have also forwarded the job posting to ASU or just say GCE on the Maricopa so the three state universities so ASU U of A NAU it's through their job boards and some and handshake oh yes so it's it's posted at our state universities ng Cu and then just curious so when you list trauma informed instruction what does that mean exactly are you just talking about are
you just talking about making sure that social workers are aware of the impact trauma can have on student learning or on students or families or are you talking more about are they getting training to where they're gonna be considered like trauma-informed therapists know what it is is that they are going to design some professional development for teachers around being trauma sensitive because children as you know they experience trauma and many it could be you know a divorce perhaps and it'll affect one student in one way and and another student in a different way but just making sure that that our teachers are sensitive to those needs and ways that they can support in the in the classroom especially with everything going on now in days to have you know professional in the building that can
pick up on those things and support students in the way that they need to be supported just curious and nothing in depth but just briefly what would day in the life of a social worker and Dysart look like like what's the expectation when they walk through the door in the morning what are they expected to do so that is a really great question and as you know it's going to vary day to day the the main expectation is that our social workers are in the classrooms providing the social-emotional learning in a tier-one for using our second second step which is our social emotional learning curriculum so giving students that foundation how do I manage my emotions how do I show empathy to my my friends teachers you know parents what have you and then they're
also providing some some small group support for based around a specific social skill but for no more than than four four sessions so for example when students self-identified that they had a need they were having problems with put-downs they went to one of our social workers and said hey and there were was a group of them and they self-identified and said we need some assistance with this and so then a group was created around that when they're not in classrooms they're out building those relationships whether it's a during recess or or lunch or you know walking walking the halls and then also speaking a lot with our parents making sure in our families being that bridge to the resources that they need in in the community because as you know we have a lot of
families who have a lot of very different needs and so that is a part of their responsibility is connecting our families with those resources it sounds perfect so what do you think the the biggest roadblock is then to filling these positions because usually when other districts have put job announcements out for social workers they're picked up pretty quick so and in and it's in talking with with social workers like I said I had our regional specialists in HR I said how many people have has it been that we've not been able to put that they've not been able to to come and be put into my queue to review and so they do have the master's in counseling as opposed to social work because then we would have three potentially additional candidates that we could
that we could interview so it see that seems to be the the largest roadblock that that I'm experiencing we've also interviewed other applicants who are very qualified they're very well established in their other districts and so they're not able you know just like with teachers they're not able to take a large pay cut so okay I wonder too if a lot of it's just because we're asking for so many up front like usually when there's a social worker opening its you know one and one in that and then the you know it's closed there's many other opening but we're just going out for so many at once that might be a lot of it to why it seems like they're slow to fill but anyway thank you for the update it's exciting thank you madam
president I would also add that looking at the governor's proposed budget and the budget that's been spending around the legislature the last couple days there is funding in there for Aceros school counselors and/or social workers so I think the the demand is going to spike here in the next year assuming that that passes and that there will be a lot of schools we're going to be looking for a very few number of social workers so we will continue to make it as appealing as possible here in Dicer any other questions from the board thank you thank you [Applause] all right well next next move to action discussion items one recommendation to approve the appointment of elementary assistant principal dr. Califf thank you madam president members of the board and members of cabinet this evening we
are going to be recommending the placement of an assistant principal at Luke elementary and dr. Pauline will introduce this item total Duty first and then here is that other duties as assigned perfect members aboard dr. Kellis cabinet and it's my pleasure this evening to recommend Sarah Buerkle Rosenthal for position of assistant principal Luke elementary and mrs. Rosenthal is in the audience this evening so welcome mr. Rosenthal is a former Dysart employee and she's very excited to be coming back she's coming from a recent assistant principal experience and Fowler elementary school and previous issues a dad improvement specialist and a teacher and dice are so we proudly welcome her back and administration is pleased to recommend her for assistant principal Luke elementary any comments or discussion just one and this is contingent on the release of
contract yes we've been in communication with their administration and she's scheduled to be released at their next board meeting and and so that is mm and then they said they would they would do that waiting for that release before offering a contract I moved to approve the appointment of Sarah Barclay Rosenthal as elementary assistant principal contingent on the release of contract with Fowler Elementary School District also a motion made by Christine Pritchard seconded by J Leonard motion carries welcome extreme move to action discussion to revision to school calendars for the 2019 2020 twenty one and twenty one twenty two school years start to kill us thank you madam president members of the board and members of cabinet after looking at some more recent current data that has come forward we would like to make some
recommendations to the board for a change in school calendars and mr. Dean will introduce this item madam president members of governing board dr. Kellis and members of cabinet that see new we bring to you a revision of our three-year school calendar that moves the spring holiday date in April to the Friday prior to Easter this this change reflects common practice with school districts around us this past year we were the only school district that was in session in this area during that day and also reflects many many comments that we receive with throughout the community it does not had a day in the calendar it just switches that this bring a holiday date any comments or discussion from the board entertain a motion all motion approve the revised schedule for the nineteen twenty twenty twenty
one twenty one twenty two school year as presented second motion made by J Leonard's second by Tracey sourcing them please cast your votes motion carries next with action discussion item three revision to the 195 196 197 211 and 222 work calendars for the 2019 2020 school year dr. Callas thank you madam president members of the board or members of cabinet if there's any doubt that mrs. buck was finishing out her career and I sit with a bang this would defy that belief she has been very busy and continues to be very busy and I'll let her introduce this item this is a busy time of year madam president members of the board dr. Kellis members of cabinet community we're taking this recommendation consistent with the change to the school calendar that was just approved to
ensure that our work calendar now matches when the students will be at school so any questions I'm happy to respond any questions or comments from the board I moved the board approved the revisions to the 195 196 197 211 and 222 work calendars for the 2018 2020 school year as presented motion made by Christine Pritchard seconded by J Leonard please cast your votes motion carries next action discussion item for revision to the 262 work calendar for the 2019 2020 school year dr. Kalos Thank You Madame president members of the board I will again deferred to mrs. buck to introduce this item madam president members of the board dr. Kellis cabinet and community we originally brought a 262 work calendar to the board for the growing minds preschool which is a longer calendar than any of
our others due to the fact that the preschool will operate on many days when our schools are closed and when normal school business is not operating however the original plan was to keep it open the day after Thanksgiving but on reflection it's consistent with all of other calendars we're going to close growing minds on the Friday after Thanksgiving so this adjusts that to a paid holiday which is consistent with all of other employees that could that could mean more shoppers like competing against me they're working Christmas Eve though and the day after Christmas so they can shop - this is so they can shop - any questions or comments for the board's entertain motion all motion to approve the revisions to the 262 work calendar for 2019 and 2020 school years presented second motion made
by J Leonard seconded by Jennifer Tanner please cast your votes [Music] [Laughter] next we moved to action to special item 5 recommendation to approve the substitute compensation structures for the 2019 2020 school year dr. callous thank you madam present members of the board I will defer to mrs. buck madam president members of the board dr. Kellis cabinet and community annually we bring our compensation rates to the board for approval this year this is our substitute right there is a small change in regards to structure we've added all employee groups into one structured framework and we have added the exempt and the administrative staff substitute rates for this as well consistent with the approval or the review of the policy revision that we are requesting so that we can pay administrators a substitute rate if they
leave the district for the discretionary time but we also have to have substitute rates for them approved we are not recommending an increase in to the hourly rate of pay at this time however we will be bringing it back in January or December to reflect the mandatory minimum wage increase that will occur any comments or questions for the board just one madam president and I'm not thinking clearly I guess right now with substitute teachers that are contracted with educational services we do not pay for their workmen's compensation correct if something we pay a fee a service fee to ESI and that service B covers those expenses okay that's all thank you no comments or questions I move the governing board approve the substitute compensation structures for the 2019 2020 school year as presented I'll second
motion made by Jennifer Tanner seconded by J Leonard please cast your votes motion carries next action is special item six recommendation to approve resolution ordering a calling and calling a special maintenance and operation budget override election to be held in and for Dysart Unified School District number 89 on November 5th 2019 declare the deadline for submitting arguments for and against the election as August 9th 2019 at 5:00 p.m. and authorize expenditures necessary to order notice and administer the election dr. callous thank you madam president members of the board and members of cabinet at the request of the board this item was tabled at the last governing board meeting and it is again presented for board discussion any comments or discussion prior to the vote I just want to thank the board for supporting tabling this
item just so I could get further information and just consider all parameters I do continue to have concern regarding just how worried I am about the bond passing knowing that our override is in place if the bova ride was in jeopardy right now I would probably say it's worth the gamble but right now knowing that nope no programs would be cut I just AM concerned that it's something that could possibly jeopardize the passing of our bond also knowing that 15% of our capital will also be cut and just knowing what these students are in need of capital wise I just further have concern about jeopardizing the passing of the bond so that is still my opinion I don't know if there's any more discussion or comments on that before we take a vote but I
just want to clarify that that will likely reflect my vote Madam President I do have something and doesn't have to do with the specifics of what you were saying but in years past we have one of the does this desired level of service had been smaller class sizes whereas it we kind of just changed his as manageable maintain manageable class sizes just curious was there a reason why to change that wording Madame president sourcing felt the the challenge with saying smaller class sizes would indicate that it would take more money to do so and this is a continuation of the current maintenance and override funding and so we always are looking for opportunities to lower the class size and ways any ways possible but in order to maintain the sizes that we currently have we
maintain our current funding so in order to reduce that we would have to go out for additional funding okay thank you any other comments or discussion before we call for about I'm think I'm running I move the governing board called a continuation of the 15% special maintenance and operations override and authorized expenditures necessary to order notice and administer the election also a motion made by Jennifer tanner seconded by Jane Leonard please cast your votes motion carries next we moved to action discussion item seven recommendation to approve the pro statement for the maintenance and Oprah override budge maintenance an operation budget override election to be held on November 5th 2018 dr. Califf you madam president members of the board and members of cabinet having approved the call for an election for the M&O maintenance and operations
there's an opportunity for the governing board to approve a pro statement that will be included in the voter pamphlet administration has reviewed the last pro statement and pretty much took it word for word very minor editing changes to it but it is presented to the board for consideration and approval any comments or discussion before the vote I'll entertain a motion I'll motion to approve the pro statement for the continuation of the maintenance and operations all right second motion made by J Leonard second of my Tracy sourcing bill please cast your votes motion carries next we move to action discussion item 8 discussion an action to set a date for an executive session for the superintendent evaluation dr. Callas thank you madam president members of the board and members of cabinet as discussed previously administration under
direction of the board has reached out to dr. J Anderson to ask for additional dates for possible this is my well you would like to come and no really it's proposal that the board adopt a special study session a special executive session at the next regularly scheduled board meeting to complete the superintendent's annual evaluation and that's on the 12th that work for everybody item 9 where it's I apologize I jumped ahead 1 the superintendent's evaluation I just have just one question how heavy is the board meeting going to be that day will there be lots of stuff on the agenda let's put it that way madam president mr. Singh felt there will be some financial reports and decisions to be made as the hopefully the state wraps up the state budget and we have the
forms available to be able to present to the board and do the first proposed budget which would then be followed by a specially scheduled short meeting to approve the final budget but assuming a short conversation about that it should not be a heavy board meeting I'll be at the bottom of the Grand Canyon would you prefer to I don't if you want to be here then I honored the fact that you remember the board and I trust you guys Madam President did too sense before mr. Leonard the process of the evaluation would include the board receiving some some relevant information early next week it will be delivered to your house or place to work or wherever you'd like to if you'd like to come and pick it up and then with that there's an opportunity
for each board member to complete a rating form with some narrative feedback and so mr. Leonard there's still an opportunity to have your your input considered during the executive session it would be the opportunity for the board to come together without a superintendent at that point to consider all the ratings and comments and collectively create one rating form and one : ativ comment sheet so while you're not there for that process your would still be available to it perfect thank you and it's my birthday so I'm just saying I move the board establish an executive session for evaluation the superintendent at the June 12 2009 teen governing board meeting second motion made by Christine Pritchard seconded by Tracy sourcing Phil please cast your votes motion carries next we move to action discussion item 9 discussion
and possible action to schedule a workshop study session for governing board self assessment dr. pellis Thank You Madame president members of the board this is the item that I was so excited to get to this is an opportunity for the board to schedule the board self evaluation with dr. G Andres dr. Janice has identified some additional dates that he could be available just as a side note in addition to working with the board he also provides training for the board observers who also a key part of the board's evaluation and we proved Lisa and I proposed to dr. Janice a video conference call he said that that was something that he could do he found it please would be difficult to do the couple hour training session for the observers but he could certainly work
out a conference call with the board also a conversation about continuation of services dr. Jan dress is committed to dye search and expressed that he has great admiration for the Dicer district and the investment that he and others have put into the process thus far and he's gung-ho to continue but it's an opportunity for the board to have that conversation on whether to continue to schedule a date or to just consider what the future services might entail I think it's good to have a I mean even if it's just not conference call it can we like Skype or something I'm concerned that he's saying that there might be a challenge doing the the observer training only because that's an area where we found it's kind of fallen by the wayside a bit according to his
ratings or feedback and then just what we know so I want to make sure that they have a successful like their opportunity is a you know I will share that we have been more diligent this last year with the observers and the reports that we're receiving but there has been turnover with our observer ranks and there is need for training a new cohort to so do you feel like do you share his concern that he can't he wouldn't be able to effectively do that through Skype I think we could if it was not compatible with the board's schedule that we could schedule him to come at a different time for the observer training but for the purposes of the board schedule and trying to match it up to your calendars he could work out a
Skype scenario he's going to come anyway probably well 13th or 20th work for everybody here are the twenty at six o'clock okay what does everybody think as far as their calendars I can Mondays and Tuesdays are typically better for me because I'm pretty much guaranteed to be I'm not work as far away on those days and I should have no problem being here by for six Wednesday's it just depends on if I'm working downtown or not and that's a that's a the 21st so my preference would either be the 13th or the 20th but what does everybody else think at this point my calendar is open for those days all three might as well so do you have a preference in dr. Callas um whenever the board is available I will just add and this
may be jumping into the next agenda item but for future meetings I would like to again schedule and just make it an annual event to have a board study session late in the summer perhaps last time we did it August 29th which was after school had started but wouldn't be easier to piggyback that with mr. jaggers's dr. Genesis report to the board we could do that or to something to consider omit I just hate to pull the board from too many nights right off calendar hopefully we can find a date where we can have a good stay session to look forward to the coming school year okay and again just to clarify because if we can save the district money by doing Skype that would be my preference but if you're feeling like he's going
to come anyway for the staff members that's the only reason what I'm saying well then we might as well I mean there's if there's no way he can do that by Skype the whole point was just to kind of save some money here okay so then do you have a preference dr. kalos as far as the 13th or the 20th I have no preference will do the 13 that works for everybody and then as far as dr. Chandra seeing there to do the board self-assessment or self-evaluation I see value in that but then I also want to make sure that the board has time to discuss like to have their own agenda like if there's anything the board members want to talk about or consider that they have as opposed to kind of forming into
dr. Chandra PSA's agenda like or at least at some point than if he wants to have an agenda of what he's gonna do with it the board has an opportunity to identify their own needs or have their own discussions Madam President this being a Tuesday it will be classified as a study session which we could build the the agenda much more easily than if it was a regularly scheduled board meeting which often constrains the time so yes we will build some some good opportunity for conversation and discussion with dr. generous and cooing I wonder I mean would it be possible if the board has any concerns or things that they would like to have as be a part of that self-evaluation that they'd have an opportunity to maybe submit it to Louisa or yourself and
we can make sure that they're I would welcome that okay just real quick Madam President we have a board meeting on the 14th of August 14th of August okay unless you want to move it to the 20th then and that's what I was thinking that works for me good yeah 6:00 p.m. on the 20th yeah somebody could make a motion on that I move the governing board schedule a workshop study session on August 20th 2019 at 6 p.m. for the purpose of governing board's self-assessment also a motion made by Christine Pritchard second of any Leonard please cast your votes [Music] my guess isn't working motion carries next we move to requests for future agenda items and a president again I've just to put a plug in the board's heads that's something I will bring back
of the next board meeting which will be the last board meeting of the school year and for the summer to schedule a study session with the superintendent study session late summer early fall okay but this is separate from the study session you were talking about with the board Oh different than with dr. ján dress yes okay so is this just to discuss your goals yes okay anybody else to move to adjournment motion to adjourn second a Leonard's talking about Christine Richard let's crash the boats oops put me down as a yes a little trigger-happy I really have to watch to see if people are wanting to adjourn the meeting motion carries for sure and thank you
