Phyllis thank you madam president members of the board and members of cabinet this evening we present policy section 11 as part of our routine policy governance review and mr. Dean will introduce this item madam president members the governing board dr. Kelson members of cabinet this evening as part of the board's routine policy monitoring cycle we bring forward policy section 11 administration has no recommended changes be happy to answer any questions any questions from the board thank you thank you - move - information - information on teacher evaluation program model dr. Kellis Thank You Madame president members of the board and members

of cabinet this evening the board will receive some information about revisions that are being made to the teacher evaluation model and dr. Steve Pauline will introduce this item Madam President members of the board dr. Kellis it's my pleasure to introduce dr. psy he'll be presenting this evening [Laughter] good evening president Pritchard members of the board and dr. Kellis it is my honor to present an informational item on the certified evaluation framework tonight the committee dieser it is responsible for assuring the state that we've met certain items and their legislation every year and this is why the teacher evaluation committee framework committee is it the committee that really never ends I volunteered five years ago and I'm still here the committee is comprised of 14 members this year we used a subgroup to get feedback on

some of the items that we were proposing you can see from the slide in front of you that really committee members are very diverse in nature as we wanted to pull from multiple stakeholder groups within certified and administrative staff I wanted to start by going over the framework in general and what the state requires first of all the state does require that teachers are evaluated on an annual basis last year legislation was introduced that said districts could have the option of doing an alternative performance evaluation cycle however that is only for teachers who have been rated highly effective for the last three years so that alternate evaluation isn't for everyone they want some assurances that those teachers are really the best of what the best it the state requires that we have rubrics that are

aligned with national standards and Dicer we use the Danielson rubric which is a commonly acceptable tool really throughout the nation for the teacher for rating teachers and the evaluation model the state does give us some leeway there and as it plays into teacher effectiveness so teacher effectiveness rating is separate from just my evaluation rating the evaluation score can be anywhere from between 50 to 70 60 7 percent of that effectiveness rating student academic progress can account for anywhere between 33 and 50 percent as measured by our state test as something that I think is great that the state did do couple years ago as they said we want you to move toward multiple measures to account for at least 15% we know that that's a lot of weight on teachers effectiveness to just have it

all rest on one test any given day however we do know that test is important we have a responsibility to our stakeholders to produce at high levels that we constantly try to improve the committee working within that framework really ask ourselves what's going to really move us forward and what do we think we can do that will make things better for staff in our district but keep us on the trajectory toward greatness one of the things that we did want to do is move toward the alternate performance evaluation cycle for our teachers who had been rated highly effective for three years that is not to say they won't have any visits they of course will in fact the committee designed it so those teachers have a certain number of times they will be visited and

announced before November 1st this gives us recourse if something's not going right their student academic growth according to a Z merit will account for 20% and we've been over that data previously multiple measures we wanted to bring that in and have a count for 15% that comes from the CCRI index at high school which I think we talked about two weeks ago and it also comes from acceleration points at the k-8 schools so those how did those three the about Danielson evaluation growth scores and multiple measures will all go together in a formula to give teachers a rating of highly effective effective developing the committee also recommended removing domain 4 so the Danielson instrument has four four domains the last one deals with things like PLC meetings record-keeping things like that that can really be

dealt with if it's teachers aren't doing what they need to through the discipline cycle we can't really put teachers in double jeopardy in two ways so we thought that's the one that's most subjective it's also something that's hard to get integrated reliability on with your principals so made sense to remove it from the teacher effectiveness rating and put it into the MOU that way we're all still accountable to it it's just through a different accountability process the last thing that the committee recommended to change is removing domain 2e a domain 2e has to do with organizing physical space the indicator on the rubric that indicates distinguished as a child goes and pulls down the shade because too much lights coming in depending on the lesson it may or may not be appropriate to have a

bunch of kids moving throughout the room for some lessons that's great for some reason first-time lessons not so great it's hard to really catch it in action sometimes and we didn't really feel that that was one of the components that should be weighted the same as questioning higher-order thinking communication management so we recommended removing that and I can take any questions any questions second one and that was regarding the removal of domain for PLC's we have everybody that is a part of a PLC at some point in time yes correct so how do you keep track of teachers that are or the progress through PLC's administrators on various campuses have a different ways to do that I can speak to when I was at Canyon I would actually visit each PLC each time they met

on Mondays we have designated Monday time for that my purpose was not only to go in and check up on them but really to see how I could support them the PLC's needs support lots of times teachers will be like I want to do this or they need a second opinion what do you think when I was at Bali Vista because Valley is a larger school we had notes and we would respond through notes through the chat feature using Google Docs back and forth I know principals that check in with our PLC leads on a bi-weekly basis so it's really very site-specific we also look at our benchmark data and we ask ourselves why is one campus maybe flies fourth grade at one campus being more successful at another and talk about that amend administrators

and is it a higher functioning PLC what does that PLC do that another one doesn't all right thank you I don't I don't know that this is a doctoral side question but it fits the agenda item so it might be more of a dr. pellis question and we've talked about this before but just to get a better understanding since it's our certified staff aren't all teachers are we as a district working toward finding ways that their evaluations are relevant to what they do so they have the opportunity for professional development not professional development than classes are in services but just growing as a professional in there remember Richard I can we many of those rubrics were reworked last year and went into effect this year is that correct so we have created rubrics for the

positions that are not directly aligned with instruction with a certified teacher classroom teacher so we continue to build that repertoire of rubrics to match the specific jobs that the teachers or the people outside the classrooms that have specialized jobs are doing whoo yes we are addressing those things very specifically so we've expanded the number of reworks we have multiple times actually thank you so much thank you okay next we move to action discussion items action discussion one recommendation to approve the appointment of elementary principal dr. callous thank you madam president this evening we are most happy to introduce to the board four amazing candidates who have been screened and interviewed and have been found capable and and accepting of for positions of principals within the the Dicer district our first is for Harley Park and

a recommendation for principal at Ashton Ranch Elementary School I may also add before we make make this recommendation to the board that this year's applications really proved what a deep and talented assistant principal pool that we currently have in the school district and that is a great great thing for our students and for our community this evening we are excited to present to you as a recommendation for the principal at Ashton Ranch elementary school miss Angela Allen miss Allen has been in the district since 2006 and has served in various capacities you can see by her resume the last two years she has served as the assistant principal at Valle Vista High School were very excited for miss Allen to begin as the principal Ashton ranch for the 2019-20 school year I will say miss

to approve appointment of elementary principal dr. Kelly thank you madam president members of the board and members of cabinet for the position of principal at Dysart elementary mr. Herr dr. Steve polling will introduce this candidate you need to be Madam President members of the board dr. Kelso cabinet it's my pleasure to introduce miss Ashley HUS as the Dicer Elementary Principal for the beginning 1920 school year miss house is the current assistant principal at shadow Ridge High School formerly academic interventionist at Dysart high school and possibly a little-known fact a graduate of Dysart high school so we welcome her back to that area so it's my pleasure to introduce or to recommend mr. Ashley house for dinosaur elementary principal any questions or comments from the board mm-hmm entertain a motion I'll make a motion to approve

the appointment of Ashley house to the elementary principal motion made by J Leonard's second end by john donne smart please cast your votes motion carries congratulation s we move to action discussion for recommendation to approve the appointment of elementary principal dr. Kellis thank you madam president members of the board and members of cabinet the city would like to introduce a candidate for the position of principal at Luke elementary school and again dr. pulley will introduce this candidate who is not with us but is with us listening via our amazing technology which is live streaming throughout the world Madam President members the board dr. Kelson cabinet it is my pleasure to introduce Molly gillette for principal at luke elementary beginning the 1920 school year and again yes mr. light is in Eugene Oregon and as a

few days ago it was snowing and so she was looking forward to being in our great weather mr. light has great experiences not only being a middle school teacher but High School assistant principal and principal and she's very excited to join our district and we're excited to have her so it's my pleasure to recommend Miss Molly Gillette for Luke principalship any questions or comments from the board I'm sure she'll be excited even more to get down here I'll entertain a motion I'll motion to approve the appointment of Molly Gillette to elementary principal out of a second motion made by J Leonard second by Christine Pritchard please cast your votes motion carries congratulations - congratulations Madam President if I may just take a moment I know that there are some family members here and if we

could have each of our newly approved principals stand and perhaps introduce yourself and the person right next to you [Laughter] thank you next we moved to action discussion 5 policy governance board monitoring of adopted policy section 10 students section 10 point three five through ten point six eight second reading dr. kaylis thank you madam president members of the board and members of cabinet again as we have continued in our policy monitoring we present for the second read this item and mr. Jim Dean will introduce it madam president members the governing board dr. Kellis and members of cabinet and we present to you policy sections ten point three five through ten point six eight for second read there are no changes from the first read go ahead and move to approve revision to grab greenberg policy

ten point five four as presented second reading all second motion made by christine Pritchard seconded by J Leonard please cast your votes motion carries extra moved to action discussion item six approval of community education piece structure and rates for the 2019 2020 school year dr. callous thank you madam president members of the board and members of cabinet this evening administration presents to the board proposed fees for participation and community education activities and mr. do Dean will introduce this item madam president members the governing board dr. callous and members of cabinet this evening we bring to the board for recommendation the community education fee structure and rates for the 1920 school year a couple of things to point out to the governing board we are recommending for the first time in numerous years an increase in

the rate for den Club which is before and after school care for our students the reason for that is we have not accounted for the increase in minimum wage requirements as part of Den Club requirements and so the increase would be able to afford the increases to the minimum wage additionally this evening we bring to the board as part of this action item the rates for our new growing Minds preschool which we're very excited to offer there was a lot of research done by our community Education Department with other preschool programs full-day half-day preschool programs in the area and I will tell you the rates that we are recommending are quite competitive compared to other places within the city and then finally this evening we bring to the board a recommendation for a rate for

driver's education which will be handled through community education for our high school students we'd like to think one of our parents mrs. Prichard who brought forward the idea of us offering driver's education as she had experienced as others add as well I'm the need to go outside to other districts for driver's education and so we're very excited about bringing driver's education and that possibility for our high school students in the district so we bring to you the rate schedule for this year be happy to answer any questions I did have one question and just looked kind of walking for me the new rate for a MPA and p.m. for first child is 261 okay and but if you go down about five it says a.m. p.m. four days the new rate is 245 so it's

just a difference of sixteen dollars member sourcing people yes part of that is to account for the number of staff that we bring in whether a student is there four days or five days work contracting staff for the entire week and so that is the reason that there's not a substantial or a 20% difference in that is that the the staff is still contracted to be there for five days during that week so while there is a a discount of sixteen dollars obviously for four days rather than the five days at 261 the biggest reason for that is so that we can still account for the staff in that in that aspect okay cuz it just seemed like it would probably be maybe just a little bit less and I'm just trying to calculate like

as far as the number of days cuz there's four days instead of five sure I'll have to work with that no worries whatsoever I might also add to the board one thing I failed to mention as it relates to the growing minds preschool rate community had opened the growing minds registration two days ago and the two days we have 47 children who have been registered for growing minds preschool and our goal is to get to 200 so we're very excited that in in two days that we're well on the path to get there since you mentioned the growing minds just so I understand it correctly then for its it's just looking at the first line five days five or 7:53 you had a child it's that much more or no I'm sorry additional children 655

but furred die start employee family rates so no matter how many children they have that age group it's just 568 a month I believe that that's per child mister family rate yes that that would be per child 568 dollars per child for five days a full-day preschool it is a very good deal you're correct yes you like would you like to work for Dicer Madam President if I could just add a note on that but yes it was intentional that we value our employees and we want to acknowledge that we have a not only an amazing preschool program but we have amazing staff and teachers and everybody every employee in the district and we would hope that they would appreciate that this is a benefit to thank them for their service to Dicer they don't

get a lot of benefits but this is perhaps one way that we can extend that to them that's very that's very nice Bo and I could be the only person reading it this way I don't know if there's um you might want to consider possibly reverting it I was it sounds like the way your until you're intending it is it's DoD USD employee family like where the Dysart family rate as opposed to the family rate like all of your family can come for this amount rather than if you have two kids you basically cuz your Dysart you can get it at this rate like for insurance you have the family rate versus the individual rate right but I could just be reading it that way but Richard your words are certainly taken to heart because

as I look at that I could see where that could be as well we will make that small change on that header on that piece I got a lot of excited people come yeah exactly one other thing the last thing I might mention about growing minds preschool is that all of the rates for growing minds preschool are also a great deal for all parents so it we believe that we've created a very competitive price structure and we believe that we will be providing a superior preschool experience for students within our school district as far as those rates go is that something that's evaluated yearly all right really as far or is this a certain price for a couple years madam president member tant we certainly would evaluate on a yearly basis to assure that we're

covering costs and that our prices will continue to remain competitive we want to our goal is to provide the best preschool experience within this within our school district as you can see we're offering half-day we're offering partial day programs we're all these these fees also include food and so you know parents don't have to send their students with with any food whatsoever it's all taken care of to the preschool program so while we certainly will evaluate them on a yearly basis we want to assure that we're providing a very very good product at a very good price yeah so the ESS role model student preschool rate will they still be in the individual school sites or will they be at the growing minds preschool president Prichard they will be for the upcoming school year they'll

continue to be in the school sites and we envision that to continue moving forward however we would like to just have one face for our preschool and then you know several different facets within that one face and so you know we want to make sure that we're offering multiple products to our community to meet all of all of the needs in the preschool arena and so they will continue to meet in their school sites our goal is to eventually continue to satellite outgrowing minds preschool as well to each school campus as the need arises and so we we see that these programs may become one okay and then the only other question I had regarding the driver's education rate is that are you only at the point right now we just you're developing the structure

the fee structure and rates or have you developed a program where if I had some questions about the structure of the program they're not yet president Prichard we are bringing the rates to you this evening we are in the final stages of developing those aspects and we certainly would be happy to be able to answer questions probably within a month okay thank you for at least considering it looking into it I think it's gonna be great for our our students and hopefully bring in some money to Dysart rather than people going elsewhere and giving their money to Deer Valley or wherever so thank you for considering that option for our Dysart community you bet we're very excited about it any other questions from the board I'll entertain a motion all motion up here the community

education fees structure and rates for the 2019 2020 school year second motion made by J Leonard seconded by Tracy sourcing Bell please cast your votes motion carries next action and discussion seven recommendation to approve the 2019 2020 governing board meeting scheduled and the 2018 2020 policy monitoring cycle dr. callous thank you madam president members of the board and members of cabinet this evening administration presents to the board first of all the board meeting calendar the schedule for the following year and just as a note of some of the things that you may be observing there are some dates some months where there is one board meeting and there are some months with two board meetings as we have encountered this year when you have a fall break or a spring break it doesn't make a

lot of sense to have a board meeting at the front end and the back end of a week-long break so we're just rather than adding that and taking it away we've just taken away it can be added if necessary next year also as we look at November November is the evening before Thanksgiving that is a release day and so there's not a board meeting scheduled when the district office will be closed if you look in December there's one board meeting given that the next one would follow in the middle of winter break and then during the summer there are some dates with just one we traditionally have found that summer board meetings are lean on agendas and I think we can complete the the business very efficiently having one board meeting in June and July

it would be happy to answer any questions about that again we've have seen just since July that there are where we will ask the board for a study session those will likely continue to be requests throughout the year so while these are the formal board meetings there will likely be some additional study sessions that are called for dr. keller so with the july 2019 meeting that is going to be on July 24th I'm thinking of budget time and anything that needs to be approved so we would approve everything in June and be set for July or we may have to and a president a sourcing bill the my plan would be that they proposed budget be presented at the end of May at the second board meeting then that the final budget for approval be

presented the first sport meeting in June okay so that would ensure that we are compliant with the July deadlines for for budgets of mental and as you said if we if needed we'll schedule a special meeting yes any other questions or comments I'll entertain a motion I moved the governing board approved the 2019 2020 governing board meeting schedule and the 2019 2020 policy monitoring cycle motion made by Tracy sourcing Bell seconded by den dawn dens bar please cast your votes motion carries next we'll move to action discussion 8 discussion and possible action regarding governing board agenda format dr. Callas thank you madam president members of the board and members of cabinet this evening the superintendent is presenting to the board a proposal that we move the superintendent governing board updates to the front end of

the meeting I know that this there's some history here and there's a reason why it landed where it is but the reason for my request is I know that while as efficient as these meetings are sometimes they can go longer in as we have a student update I would like to accommodate students to be able to make their report and not have to sit through the entire board meeting which can go as long as two hours but for that reason only is why I would ask that we move the updates earlier on in the agenda potentially after the call to the public any questions or comments sir dr. kaylis no just considering dr. Califf that the student is a high school student and yes if the meetings do run long and they have to be

school that's 705 710 I think it's a great idea to do so so they need their sleep and do their homework too I just have a question do they bring anything from governing more meanings back to their groups or is it just strictly to be here to report madam president member tant leadership structure if you're not aware has taken on a different function while each high school still maintains a student council the district has developed the student leadership the district student leadership council and this is a representative of the district student leadership council so the district student leadership council encompasses five members from every high school I believe there's three from sundown two or three from sundown so the representative yes reports back to the district student leadership council I would say that probably not

to the individual schools because the student is will rotate through but typically only represents one school so you mean did they go back to there at least one school and report back they would go back to the district leadership student council but not from there information that is provided to the district Leadership Council would then go back to the school sites obviously there are layers of communication and the quality of the message is the subject but that is the communication flow no just my question with that was just whether or not if they were here strictly to just report on that or if they like I know that sometimes we've had stuff in the past there just are also learning about like government and leadership and if they take any of that information back that

was just what so my question was I think it's our hope that they do yeah so I just didn't know like then we just if we are asking them to stay until it's like if it is a long meeting and they need to go they can just go because they'd be free to at that point because they've already reported or if it's if it would be something they're just coming to rapport and then they leave every time Madam President mr. Stanner I would leave that up to the discretion of the student based on what they can do if it would be yes would be ideal if the business of the board was integrated into the district student leadership councils communication system but there may be obviously times when the student needs to leave that's a

good idea as well I think though to just just as a point to mention I know that their ASB a conferences I've been at that just reminding the board that the governing board update is really just supposed to be a brief update of any current event type things so even though it's great relating our students out to be efficient as well with art as far as our time and getting out at a decent hour to so I think moving it up for the students is great but then just I think to as long as we just keep it to current event matters we should be good either way any other questions or thoughts on that okay then I will move the board approve the moving the student superintendent governing board updates after the call to

the public portion of the governing board meetings I'll second motion made by Christine Pritchard second and by J Leonard please cast your votes motion carries this next we moved to superintendent governing board updates I don't believe our student is with us tonight then it's a good thing we good girl all right next is superintendent update dr. callous thank you madam president members of the board and members of cabinet I would just like to be very brief but say how excited it has been the last couple of days to be on the Dicer hero prize patrol without revealing anything there are some very special people even in this audience who are recipients of the Dicer hero award and there are many many more who are out there and we will continue tomorrow and even on Friday

to to surprise our heroes but to acknowledge them there are great things happening throughout the district with the Arts I would encourage the board to attach her to subscribe to the fine arts calendar in Google so that it shows up on your calendar and when you have opportunity to attend any and your presence is always appreciated that's all I have to report governing board update I'll go ahead and start I just wanted to thank miss Fallon's class I came to the board meeting tonight and look what they did they all slide it was for Read Across America day and so thank you miss Fallon's class I know you're probably not watching hopefully other things going on at home but it's such a pleasure to read to our students during Read Across America and was just

so honored to be part of that in miss Fallon's class so thank you to all of the students and in for a countryside for putting that all together it's always just an amazing day I want to let the board know that I was invited by the executive director of SBA to be a part of the ASB a 2018 legislative committee so I'm super excited to be a part of that and bring things back to the board as far as what maybe we can do as board members to help move things along with our legislators and on issues that are pertinent to education so I'm really excited about that the first meeting is in June so have some time but that's exciting and then one a mirror what dr. Keller said had a wonderful time battling

the hurricane winds today for the dice art hero prize Patrol always super fun and I was talking about to Kellison for all of you that have maybe been a part of it or maybe will be tomorrow you've just done it was just an amazing I love the the changes you've made with it and and getting the students involved and it was really special to see you interact with the students and get them all excited and just kind of put a different spin on our notification so despite the winds and I hate the winds I had a wonderful day so thank you very much and congratulations to all of our heroes look forward to celebrating with you all next month anyone else I just wanted to say congratulations to miss Pritchard on being appointed to the

legislative committee for ASB a so congratulations I know you will do a great job representing Dysart and all board members I too was on the called the Dysart prize Patrol yesterday was the first first time we did it in the rain going from place to place an umbrella and pour Ryan you know covering shielding his camera and didn't wanted to get wet it was like his little baby but of course it is but yesterday was lots of first the rain confetti dr. Cal was putting his spin on it it was fantastic getting the kids involved and today yes the hurricane winds also so looking forward to tomorrow and spreading more sunshine and it's always a great day to visit the schools and see the excitement in the kids and also the tears and the teachers

and staff and I also attended the shadow Ridge Band concert that was two weeks ago awesome I just sat there and remembered back when I was in high school and it was great to hear all all the bands and the performances that night was awesome that's it okay next we'll move to request for future agenda items and I moved - we have a motion to adjourn the meeting all motion to adjourn the meeting second motion made by J Leonard second by Christine Pritchard well mark me as a yes did you turn I'm always too fast on that motion carries were adjourned thank you
