you good evening this time I would like to call this regular meeting of the Dysart Unified School District to order but all board members are present with the exception of miss Jennifer Tanner and mr. J Leonard please rise as a dice with high school Junior ROTC color guard under the direction of sergeant first class John Lindy and led by cadet Jones will present the colors I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all next we'll move on to the appropriate approval of the agenda form I move to approve this agenda form consistent with governing board policy and temporarily suspend any policy with wishes agenda may be inconsistent second motion made by Christine Pritchard

seconded by Tracy Sawyer stinkville yes motion carries next we move to recognitions and celebrations spotlight video dr. Calais Thank You Madame president members of the board and members of cabinet this evening we've had it we will have opportunity to recognize a few special events that have happened in the district as of late we will start out with a spotlight video and dr. Pauline will introduce this item good evening madam president members of the board cabinet and community I'm excited to show you this video really neat event the CT excuse me the that's another video the gifted conference is a tremendous opportunity for our junior high and high school students to come to district office and they feel about every conference room every room including these rooms in the district office and they facilitate sessions and

they lead each other in learning they show off some projects they've done it's just a tremendous opportunity that really our staff just kind of facilitates but really it's led by the students and it's just a really neat event so hundreds of students were here it was a tremendous day and just a great showing by our students very proud thank you the staff that supported them and with that and we will turn it over to the spotlight video [Music] so we're standing just outside of the third annual gifted student conference here at Dysart for the past three years we brought seventh and eighth graders from around the district together at one spot to sort of honor them as gifted learners and to give them an experience that would be something that could be aimed at their

social emotional sort of well-being and at those interests that they have that could drive them to future careers coming down the road so our gifted learners are gonna have a lot of choices in what they do today these choices include everything from photography and video production and wound care and those kind of future career type things put on by high school kids and the CTE programs all the way down to self-advocate advocacy type classes where you know kids are learning to to advocate for themselves build their own army of advocates and those kind of things do you have things like theater they get to explore there's electronics and IT than IT Smackdown will be taking place in a while there are choices all over the place for all different interest areas and we worked really

hard to select their top five picks and put them in what they wanted to be in because we believe at the at the core of what we do for gifted kids that choice and their personal choice should be a big part of what they do when they when they get this kind of differentiated learning the one I was doing right now it was robotics and then I'm doing stop-motion animation and I like I want to do robotics because we've done a lot of things at school with robotics and I really haven't really gotten like deep into it yet and I wanted to like actually do with robots and stuff so we're trying to get a robot through maze right now and then I thought stop-motion animation or the speak and this was an idea to

take them and bring them all together into one spot where they could meet one another where they could learn to collaborate they can explore their interests beyond what the classroom teachers could offer them and look at careers that they could possibly excel and just be honored for for being a gifted learner and I don't think they get that enough and I think it's a good opportunity for people to come and just like be in the environment with all these people here and it's a cool way to learn new things and and just be in cool classes and stuff so throughout the day we ask kids to amplify themselves that's the theme of today and by what I'm seeing in the hallways and what I'm seeing when I walk into sessions with the smiles and the

conversations and and all of the sort of like real engagement that's happening in these places I think that kids are learning to have fun by themselves and they're fighting their passions and they're making the most out of it I think kids are gonna walk away with a really good experience [Music] [Applause] [Music] [Applause] [Music] that's pretty cool thanks for sharing that just curious how many students did you say we're here um well over 100 the exact amount but this district office was was full of students and so from from all schools and and so uh lots and lots of andhra district spelling bee winners thank you madam president members of the board and members of cabinet we also had an a an extraordinary event with our brilliant spelling bees what do you call somebody who

youth two years ago I was deathly afraid of public speaking and I would have never guessed I would end up in this position speaking to all of you today however participating in deca has helped me get over this fear and every week I speak in front of my chapter I present projects in class with confidence and my communication skills have blossomed the use of 21st century skills in ctsos such as deca has allowed millions of individuals to develop their skills in leadership communication collaboration teamwork and critical thinking see T's impact reaches not only the classroom but the workplace and the lives of all of its members the friendships and connections that I've made during my time in deca have changed my life and I know that the opportunities that I've been given would not exist

if I did not participate in deca many business professionals successful entrepreneurs surgeons Executive Chefs world famous fashion designers and even some of desserts own amazing staff have come from CTE programs I know that the activities that I participate in as a deca member have prepared me for whatever path I choose to take in life and I know this is true for members of all ctsos my story is not uncommon and those who have spoken to including members of SkillsUSA FCCLA Xhosa and FBLA as well as many more which are other ctsos offered in the Dysart district all have shared similar experiences CTE programs should be available to all students as their impact lasts a lifetime I believe that introducing chapters of every ctso to each high school in the district will prepare students for their

careers and begin their paths to becoming the future leaders of this country the focus that dizer has on CTE is phenomenal and I encourage the board to take steps to further the accessibility of these programs and stem and continue to advocate for their importance thank you if you have any questions I will gladly answer them beautifully thank you so much that's all we have for individuals addressing the board next we'll move to motion to approve consent agenda items documentation concerning these items have been provided to all board members and the public in advance to assure an extensive and thorough review I'll go ahead and entertain a motion I move the governing board approve the consent agenda items as presented second motion made by Tracy sourcing Bill's seconded by Christine Pritchard please cast your votes motion

carries to move to information items information item one policy governance board monitoring of adopted such policy section 10 student sections ten point zero through ten point three four dr. Calais thank you madam president members of the board and members of cabinet and the district's ongoing effort to monitor policy this evening the board is presented with policy ten sections ten point zero to ten point three four and mr. Dean will introduce this madam president members the governing board dr. Kellis and members of cabinet this evening we bring forward as part of the governing boards monthly policy monitoring section ten from ten point zero to ten point three four I would indicate to the board that for this item for this information item ten point one to has been removed as we have a second read for

that in the action items this evening so administration has no recommended changes to policy ten point zero to ten point three for ten point one to open enrollment second reading dr. Keller thank you madam president members of the board and members of cabinet this agenda item was presented for a first read at a previous board meeting was presented again to the board mr. Dean will explain why this is being brought forward madam president members of the governing board dr. Kelsey members of cabinet we bring forward this evening policy 10.12 for second read there are no changes from first read from the last governing board meeting as a reminder to the governing board the section that has been included with policy 10.12 for adoption is compliance with rules which clearly indicates that those who are open

enrolled to our schools are required to comply with the rules of the school including attendance including behavior and including academic performance as well I'll be happy to answer any questions you wanna make a motion um I move that the governing board approve the revision of governing board policy 10.1 to open enrollment as presented this is the second reading wish I made by Tracy saw your sink bill so I can invite Don Dunsmore please cast your votes motion carries let's remove to action discussion to recommendation to approve the employee work calendars for the 2018 2020 school year dr. kaylis Thank You Madame president members of the board and members of cabinet this evening is the Patti buck show as we will have many items and defer to mrs. buck to introduce item number two madam president

members of the board dr. Callaghan cabinet first I'd like to speak to you about our work calendars and only we bring work calendars for the next year for your approval this year we have additional recommendations for revisions than we would normally make due to the fact that at the beginning of the year we really sought to feedback from all of our employee groups and to things that they thought were working for us and possible recommendations for changes it could improve the work experience and the efficient functioning of the district and so as we reviewed those requests and suggestions we realized that there are some things that we could do that would benefit the employees as well as benefit the district so there are recommendations to some of our actually too many of our work calendars

the first one is on the 190 work calendar we are recommending a change to move those staff to include them in the 195 work calendar the employees on that calendar are our employees that start the first day of school paraprofessionals crossing guards people that don't have opportunity to participate in training prior to school beginning and so this will allow them to be on site before school starts and get training that they need in order to have a safe functioning school system when we begin with students it is a difference that we think will make a big difference in the functioning of our schools we are paying stipends right now for them to come in early for training when we can provide it in the summer so it's not it will be mostly budget neutral because

we're paying them on stipends this way it's just part of the calendar the 196 calendar is a new calendar that we've created specifically for bus aides and bus drivers to allow them that same opportunity to come in and before school begins to do training and receive the knowledge that they need to do restraints they need to do that on the buses we want all of our people to be trained in specifically and those skills so they needed an additional day and rather than making everyone come one more day we just did that for bus drivers and bus aids the 197 work calendar is most all of our certificated staff there's no change specifically to the work calendar it's the same number of days same days we redistributed the holiday paid holidays to be consistent with

the way we pay for paid holidays throughout all of our other calendars they were gathered between the ten days off over winter break and if there was really no reason to collect them there when the paid holidays are more like Thanksgiving and Veterans Day so we just redistributed them there's no impact to work days that our teachers work nor to their annual income it's just a redistribution of paid days on the 211 calendar there's no change the 219 work calendar now allows one of the requests was we had a difference some of our calendars allowed the Wednesday before Thanksgiving off and some did not in order to be consistent we have now revised all of our calendars to allow our employees to have Wednesday before Thanksgiving off so that's the change to the 219 work

calendar so it'll be an on paid non work day and we've added a day to the end of their school year so there's no impact to pay they'll still work the same number of days but they'll have a day off before Thanksgiving the 220 to work calendar again no major changes but we are giving them Thursday and Friday during fall break off that calendar usually worked over fall break they did have the Wednesday off already before Thanksgiving but they're gonna have two days off over fall break we've added those two days to the end of their calendar same number of work days same pay just time off during fall break 229 calendar a very similar change for that one as well they now have the Wednesday before Thanksgiving off and the Thursday and Friday a

fall break off as unpaid non work days and then adjusted their work calendar additionally so that there's no impact to their annual pay the two only two more to go 15:48 work calendar now also reflects the Thursday and Friday during fall break off as unpaid non work days off again no change to annual pay and it pays the same just additional time off over fall break that they didn't before the 253 work calendar is a new calendar it's actually the 257 revisited so we had a 257 calendar in order to be consistent with days off before Thanksgiving and days off over fall break there's also a day off over spring break that that 257 Keller did not have and there is two days off over winter break we also dealt with the leap year in

the course of the adjustment to these calendars because next year is leap year and that's another day that's not usually in the calendar for the 257 if we reduce the number of days by four we would be impacting pay because those people are on a 12-month calendar so there's no way to add days anywhere to their calendar to adjust for pay so the decision was made to allow an increase for our hourly employees because they can't be paid on days that they don't work we are going to increase their hourly amount the amount that we they would be losing for those four days so it will be a small increase to their hourly amount so on they'll be working 253 days but we'll still be getting the same amount of pay as a 257 calendar

that they had this year and then exempt staff again there are contracted for a contract amount their per diem rate will go up a little bit but they'll be working so I'll be working 253 days instead of 257 days questions also I have prepared a video and we'll be putting it in the Dicer essentials so employees will understand and know what those changes are and how it will impact each work calendar thank you any questions or comments from the board just one one quick one back to the 196 you were talking about the restraint training for bus aides yeah how are we doing that last year year before so we bring them in and pay them a stipend over the summer okay so instead of when you bring people in on a stipend and it's

not part of their calendar they may or may not come we invite them to come but it's not mandatory as part of their calendar so then we have to make it up and try to get people in on other days this way it's embedded into their work calendar they will be here because they have to be at work and that way we can make sure the training is mandatory okay and the other calendars as far as like the ones with June we're still having the Friday's it's a four-day week but still for tennis during this summer thank you thank you extreme move to action discussion three recommendation two motion oh sorry Oh motion I moved that the governing board approved the employee worked calendars for the 2019 2020 school year as presented second motion made

by Tracy sourcing Phyllis I'm to my Christian Pritchard please cast your votes now we move to action discussion three recommendation to approve administrative employee contract language for the 2019 2020 school year dr. Califf thank you madam president members of the board I members of cabinet once again and I will defer to mrs. buck to introduce this item thank you madam president members of the board dr. Keller's cabinet so what we bring to you tonight is the language contract language for our administrative staff it is consistent with the language that we've used in years past and has been reviewed by legal to ensure that it meets the all of the requirements of a SRS there are no significant changes to the language then that we've had in the past it does allow us to increase salary

if there is an increase legislatively without having to reissue contracts but it is they are going to go out on current year salary because that's all the we have right now this approved any questions or comments from the board I move the board approve administrative and play contract language for the 2019 2020 school year motion made by Christine Pritchard seconded by John Densmore please cast your votes motion carries next action discussion item for recommendation for renewal of eligible administrative staff and authorization to issue employment contracts for the 2019 2020 school year dr. Kellis thank you madam president Madam President members of the board and members of cabinet this being a personnel related item I will defer to mrs. Becca your members of the board dr. Callaghan cabinet so now that contracts have been approved of

this item will allow us to issue contracts to all eligible administrators that are in the district like a non eligible administrator would be me as I have resigned for next school year so I won't be issued a contract but all of our eligible administrators will be issued contracts you sure you don't know that you sure you don't want I think it's too late any questions or comments from the board I move the board approve eligible administrative staff for reemployment and authorized the issuance of employment contracts for the 2019 2020 school year with benefits commensurate with the position second motion made by Christine Pritchard second of my Tracy source info please cast your votes motion carries next we moved to action discussion five recommendation to approved k-8 in high school administration for an office staffing model

dr. Kellis thank you madam president members of the Board of members of cabinet mrs. buck has been very diligent over the last probably nine months in developing a very collaborative process of identifying what are the exact needs of each of the school sites with regard to support staff and administrative staffing and this evening mrs. buck will present her findings and ask for board approval of those findings madam president members of the board dr. callous and cabinet so also annually we bring if there are changes to the recommendations for our front office and administrative staffing we bring to the board for approval we have not made changes to this for the last couple years however we are recommending some changes this year the we did do quite a bit of discussion with all employee groups actually

regarding this issue myself and dr. polling both met with people to kind of gather data but the one of the recommendations that we have is to reduce the number of enrollment to qualify for administrative support we have had 0.5 assistant principals at some of our elementary schools due to enrollment not being high enough to qualify for a full time administrator and the information that we've gathered indicates that people would prefer a full-time person in those roles and its cost prohibitive to have assistant principal in some cases when there's lower enrollment so we're recommending that we do a Dean of Students with lower enrollments to help and there would be full-time at the school site so that's one of the changes that we're adding to this to allow a full-time person with some an ability to

have managed discipline actions and things like that at the school site to support the principal and the school and the needs that they have and then we've lowered the enrollment that what qualified then for a full time assistant principal as well so we'd have a Dean of Students from 450 to 652 in order to provide that administrative support in in a way that we can manage our budget and still provide the support to the schools another change that we have recommended is at the high school level we have changed the enrollment capacity to 2200 and then if they have anything from 0 to 2200 they qualify for 3 assistant principals and then anything over that would be an additional assistant principal we've really evaluated the needs of the schools and determined that they in order

to safely manage the number of students at the school they need to have at least three assistant principals at the high school the other change that was made that was an accidental change that I need to tell you was an error the on the school aides it says that only 2 would be allowed from 1175 enrollment in up at a k-8 school that's an error on this that needs to be a three so should you move to recommend approval for this I'd ask that you would change you would note that that is an error that needs to be corrected this is under the k8 section it's under the k8 section for a school aid and the enrollment is 1175 and up that they would qualify for 3 school aids instead of 2 okay for k-8

yes for Kate can I ask you just for clarification with the difference between an assistant principal and a Dean of Students yes adeno students would be similar to a teacher on assignment so it would be a teacher salary rather than an administrative salary they would not perform staff evaluations as far as teacher evaluations but they would serve in a role as an administrator we wouldn't be taking them out of a classroom but they wouldn't have the same credentials as an administrator but they can certainly provide support on a full-time basis in the high school counselor staffing model 442 one seems super high but in in that in their field is that considered super high or is that just kind of the average it's is the average among other school districts for that ratio we haven't

changed that ratio we have looked at it we have not changed it of course everyone would like things to be lower Madam President I would add that there the public may be familiar with one of the governor's proposals is that there be an increase in funding for social workers counselors and SROs and it would be great if we could get additional counselors and lower that Roge of that ratio and as far as those ratios those are academic counselors that work at the high school for scheduling needs not they're not social counselors right but you know they they kind of catch a lot of that anyway when there's relationships built absolute right right so at what point does administration consider the need for more high school counselors like if it's for 40 to 1 at what

point do you add another madam president the enrollment triggers the additional staffing so as we look at the ratios obviously it's not always exactly in line but once they exceed the ratio and qualify for another one based on the four forty to one then that's when they would get the additional counselor just keeps on adding them additional counselors as the enrollment grows if it's similar to when we we watched for a while before we add another section of a particular grade it has to be at a certain level for so long before we bring in another teacher like for an example so is that how this would work would have to Madam President that's correct any questions or comments from the board yes I have two I believe I'm glad that we have gone -

gone to the realization of instead of 0.5 and what the K eights moving it to a point one point one point I'll excuse me the point one brother um with the Oh with the person being basically a teacher on assignment would we what would we be providing that teacher on assignment as far as I know you're talking about they don't need to be credentialed but what type of expectations are you wanting to have that particular person that Dean of Students as far as requirements to hold the position yes so we have a current Dean of Students job description should this be approved we'll be reviewing that job description to see and evaluate what are the requirements that we would expect them to have as far as experiences go we would not require that they have

super that we had that they have a principal certification because if that was a requirement then we would make it a principal job so but we will be looking at other requirements that we when we evaluate that job description okay and do we have a school right now that is less than 450 students Adium currently we do not however we're looking at staffing for next year and we'll see we may not have any of it with our new schools and enrollment there it's possible as we're until they grow all the way up so okay Madam President this sourcing ground I would also add going back to your your question just a second ago about credentials that it is our intent that school deans and the system principals really are a preparation position to become future

principals and beyond we see those as training positions and we would hope that somebody who is selected for a Dean would be either already credentialed or on the pathway to credentialing so that they're demonstrating a forward progress and their professional growth okay and they attend administrative meetings as well yes absolutely thank you okay I move that the board approved k-8 and high school administration front office staffing model as presented with the exception of letting the schedules reflect that on the k-8 schedule a school would be eligible for three school aids if they hit the 1175 and up numbers second motion made by Christine Prichard and seconded by John Densmore please cast your votes motion carries thank you for your work on that miss buck thank you we move to action discussion item six March 27th

0402018 governing board regular meeting dr. Kellis thank you madam president members of the board members of cabinet as we are reviewing the board calendar for the remainder of this year we identified March 27th as an interesting date because it comes right after Spring Break which comes right after a board meeting so essentially there will be a board meeting a spring break and then a board meeting and given that the district is essentially closed for a week in between the two board meetings it's our recommendation that we not hold the second board meeting on March 27th and if there are pressing issues those can certainly be prepared and presented the the first board meeting in March but we feel like it would be prudent to not have to essentially back-to-back board meetings so what's our recommendation

that the board for that come on let's do it and we don't have anything as far as finances nothing needs to be that's good I move the board cancel the March 27 2009 teen governing board meeting second motion made by Christine Pritchard seconded by Tracy sourcing bill please cast your votes motion carries extra move to action discussion items seven recommendation to approve the appointment of assistant superintendent of Human Relations dr. Calais Thank You Madame president members of the board it's with mixed emotions that we present this agenda item as we have absolutely thoroughly enjoyed we're not giving a eulogy quite yet mrs. buck will be leaving the district and has announced her her departure beginning the end of the year and so that necessitates a selection process that we have embarked upon over the last

few weeks and we're very pleased to present to the board mr. John crotteau for your approval mr. croto has over 20 years of administrative experience including several years in two different districts as at the assistant superintendent level he's been a principal assistant principal a teacher has been very successful in each of those positions he comes very highly recommended and we are very pleased to present him for the board's approval as assistant superintendent of human relations beginning in 2019 mr. Cardos here yes any questions no I think we will be in good hands with mr. croto and welcome aboard and you've got big shoes to fill no she's she's done a great job fantastic job thank you for all you've done mmm we're not gonna do the eulogy yet [Laughter] any other questions or comments mm-hmm

under Tina motion I move that the governing board approve the appointment of John croto as assistant superintendent for Human Relations motion made by Traci servicing bill seconded by Don Dunsmore please cast your votes motion carries welcome congratulations [Applause] Madam President if we could I know we have some some reports here briefly and then perhaps right after just as we dismiss to executive session we would invite the board to agree mr. croto next we move to the superintendent governing board updates I understand we don't have a student update tonight no meal will move to superintendent update dr. keller thank you madam president members of the board members of cabinet each of the board members have in front of you a copy of this document as was mentioned during the call to the public and as you

can see across the the walls of the board room and this is the CTE month where you're celebrating Career and Technical Education as you just heard under the direction of mr. Jim shaver was very passionate and does an amazing job leading our Career and Technical Education in the in Dicer just yesterday we had an amazing event with all of the district office staff and it's not very often you would think well why would you bring all the district office staff in so we had all of the folks here in this building come and experience Career and Technical Education even to the point of seeing how fast who could do it the fastest of suiting up in a fire suit a firemen's suit but there's a lot of awareness and and educating as you can see

on here all the different programs that are offered and I can go through all of them an aesthetician aviation technology culinary principals dental assistants energy and industrial tech Hair Styling IT security pharmaceuticals veterinary welding that's only about 1/4 of the ones as we went very quickly through that list but we're very pleased with the program we appreciate our students who and parents who support it and identify that as a very viable option for a very successful future after high school so we congratulate mr. grieshaber and all of our staff and students in our CTE program that's all I have to report every board update have a couple things On January 24th I attended the district-wide vaping an informational meeting very informative very well attended and I think Karen winter Stein for her help and her

staff and everyone involved in that or local law enforcement Arizona Attorney General's Office and everybody else that was involved in that and making the successes and just very informative I learned a few things that and I I thought I was pretty up-to-date on a lot of that stuff but there were some things that were very shocking very sad so I'm glad that we have a handle on it and we opened up that information to our our community and then January 27 through 29th member Tanner and I attended the NSBA Advocacy Institute in Washington DC it's an amazing experience some of the sessions that I attended and the topics that were covered involved the 116th Congress rising issues and ASBA advocacy priorities and SBA's campaign for the modernization and full funding of eye-dea and then of

course school safety was a big topic as far as the federal front state actions and title four so the whole purpose was to kind of gain momentum and to prepare for the day on Capitol Hill we all had appointments with a lot of the the members of Congress specifically the underfunding of eye-dea and that's where I learned to that where we're supposed to receive about 40 percent of funding most extras' were lucky to get between eleven and fifteen percent having districts then having to pull money elsewhere to cover that gap so a lot of it n SBA's focus was on IDE a although we had opportunity to discuss safety issues and things which my group definitely took advantage of those opportunities we met in groups of like four so it was very intimate type conversations

and just again a wonderful experience but when as you know getting ready to go although super excited about it you start to feel like gosh am I really qualified to do this I'm with all these like members of Congress and I'm not political at all I don't know a lot of you know as far as definitely not in Washington so I was get a little bit nervous about it and we had this one of the breakout sessions talked about how what what Congress member members of Congress actually shared information as far as what influences them the most and they broke it down and not to go through all of it because I know we're short on time but basically 54 what influences them the most our in-person visits at 54% just short of that contract

from a contact from a constituent at 46% so normally when you think of a lobbyist they're the ones with the voices they're the ones they listen to they're only influenced about 8% from lobbyists visits so what that told me was all of us here in this room are community members or parents we're the voices that make the difference and really capture their attention they also taught us during these sessions too of how to how to influence and a lot of it is using those personal stories those individuals experiences that you've witnessed you've been a part of and again 54 percent so it does make a difference and so that's kind of that was empowering I think because that's something we can all do you talk about you know contacting your local you know lobbyists or

having the people down in Washington or the Capitol handle it really that's not where it happens it happens with all of us so I thought that was very very empowering so I want to thank the district for allowing me to attend it was just such an incredible opportunity and that's all I have anyone else I just had a couple of things I too attended the vaping informational meeting that was over at Valley Vista and Karen winter Stein did an awesome job and collab collaborating with the different law enforcement and the Attorney General's office the attorney general's office and I had posted something on Facebook and I had friends from across the state said they wanted more information because they had children that were approached about vaping and everything so I said go to this go

to this you know and so I directed him a couple of places but they were glad that somebody else had actually posted something on Facebook about it and I don't know if everybody has noticed that there have been other school districts not only in the state but across the country that have really stepped up the vaping information you know new york across town there have been so many school districts that have just really tried to get to the middle school kids and the high school kids on the dangers of vaping so we're on a roll here and i hope that the students realized that this is not a good thing attended the ASPA ASBA bolts workshop this is the second one that i have attended but I went with member Dennis Moore and just so
