Uh members of the government governing board, staff, public, thank
you for joining us today. It is a great honor to be up here and recognize two of my staff members. Phenomenal ST staff members. Um, I'm going to go ahead and call them both up at the same time and then I will take time to speak of each of them individually. Miss Clark and Miss Gabby Patron, can you please join us? All right. So, I did write a few words because then my emotions take over and I didn't want to forget any detail as to why these two ladies were selected. Um, but then I'm also going to share a few words in Spanish to honor the family who is here. Um, first I'm going to start with Miss Clark. Miss Clark is a truly is truly a cornerstone of our school community. As a master
teacher, she is not only highly knowledgeable and dedicated to supporting the growth of the teachers she works with, but she also plays a vital role in strengthening our entire campus. She is a natural leader who is consist who consistently steps in to support both instructional and schoolwide needs, always with humility, professionalism, and a deep commitment to doing what is best for students. Over the years, I have had the privilege of working alongside her in multiple roles, and through that time, I have come to deeply value the trust, reliability, and integrity that she brings to her work each and every day. She is someone I can count on without hesitation, and her steady presence has been essential in navigating the many demands of our school. Miss Clark is also committed to her own growth, currently pursuing
a master's degree in educational leadership, which reflects her drive to continue making a greater impact. Having also worked with her as a parent, I can personally attest to her high expectations and dedication to student success. Miss Clark's contributions alongside those of our of our entire instructional leadership team are what makes our school strong and I am incredibly grateful for the leadership heart and commitment she brings to our community. Clarkston. Has Clark. Um individual. Miss Gabby Patron. Gabby is an invaluable member of the Ed Pastor Elementary community and a true pillar of our school. She has been with the school since its opening, bringing a wealth of knowledge, adaptability, and positivity that has strengthened every team she has worked with. Over the years, she has had the opportunity to work alongside different administrators. A testament to
her flexibility, professionalism, and commitment to the school community. Her dedication goes far beyond supporting me as a principal. She plays a vital role in coordinating school initiatives, responding to teacher and parent needs, and ensuring that daily operations run sim se seamlessly all with care, passion and a presence that in that inspires confidence. She is collaborative, dependable, and a true team player. And her guidance has been instrumental in my growth as a school leader. Beyond her professional contributions, she creates a welcoming environment for staff, families, and students alike. From the very first day, she made me feel supported, and her tireless commitment, thoughtfulness, and expertise are deeply respected and appreciated for by everyone in our school community. Simply put, Ed Pastor Elementary would not be the school it is today without her. Um, and mucho. My
name is I am Gaby's son and I want to take this moment to give a few words amidst hearing about my mom's recognition. First and foremost, congratulations mom. I know for a fact that you deserve this. I see I'm sure that all of your peers and my brother and great grandma included see just how hard you work every single day both at your job and at home as a mother. I wanted to say that I'm really proud of you and I know that that's probably very obvious but I just wanted to show you just how proud I am of you. >> I remember many many years ago I went to elementary school. I was a student there amongst many of my other friends and amongst even my brother when they went there and I always
ran to you for comfort and guidance. And though I did that because you were my mom, I also did that because I knew that you were the perfect person to look to when in need of advice or in need of guidance. And a lot of the people that I went to elementary school with agree with that very sentiment. Even to this day, we'll come across some person that I hadn't seen in years that I went to elementary school with and they'll ask about you because that's how big of an impact you have on people's lives. You are one of the pillars at Edm Elementary School and your effect, the positive impact that you have on people spans farther than I know that I can or you can even imagine. And so I want you to
relish in this accomplishment today and I want you to look back at all the moments of hardship and struggle and just be proud of yourself for making it this far. I certainly wouldn't find myself in the fortunate situation I'm in if it wasn't for your hard work and diligence. And I am sure that many students current and past can agree on that fact. So I just wanted to take this moment to congratulate you. I love you ma and I hope everyone has a great and fantastic day. I remember the Thank you. that we have tears in the room. Um, so it's it's not great to see tears, but there's tears of joy and recognition and sentiment and on a positive buy of note. So, thank you everyone um for your hard work, but thank you
for the two ladies that have been recognized tonight. So, it's it's it truly does not goes unnoticed the hard work that that everyone does for for our school district. So, I think that it speaks for itself. Um does does anyone have any comment? >> Yes. Uh first uh we we don't have a translation. >> Yes, we do. >> Okay. So Fore. Thank you. Anyone else? All right, with that item number 6.2, principal's report. Anything? >> Uh, no principal's report today. >> 6.3, director's report. >> And yes, I'd like to call Mrs. Maria Chavez, please. >> Thank you. I also I also had the opportunity to work with I mean there's a lot of people that work at it pastor that I see here in the audience. So, Joseito, we grew with Joseito and Oscar and
your grandma. And I know that your grandma um work with Cesar Chavez. I know that we can even enunciate his name anymore, but anyways, uh congratulations Gabby. Uh you have been a a role model for me because she has never, like you said about the family. I'm sorry. Uh to take over. I'm sorry. Um, it is really important. Family is really important and that you take care of your grandma and your kids. Eco, congratulations. Well, now it's my presentation. >> Maria, before you could carry on, um, we do have translation services. Oh, thank you. >> Thank you. Okay. Honorable uh governing board members, Mrs. Espara, Miss Galvan, fellow workers and community members. I just want to let you know that uh the national national association of migrant education um has chosen us to present at
the national conference is going to be virtual this year but nonetheless um title 1C the migrant education program has been offering um lifechanging academic opportunities for students during the during the summer and that is what we're going to be presenting uh at the national uh level. Um last night we had the opportunity to meet uh 14 parents whose kids are going to be attending uh the John's Hopkins University funded by the uh migrant education program which is uh they uh the expense to send those students to those uh the 3-week residential program is over $150,000. So are our kids worth it? Yes. And when Maria was talking about agriculture and how even how um our agricultural agricultural workers started before our kids are going um they're they're they're dreaming and they're working to obtain their
dreams. So last night when we met with the parents, it was very um exciting for me. It was very exciting to see that they think about our uh migratory students as those students who do not achieve high academic standards but they do. So um at at the national uh conference it's going to be held um virtually and they have chosen us to uh present uh Miss Mrs. Mr. Inig from St. Louis Middle School is going to be presenting about the closeup camp. Uh Mrs. Castillo from Southwest Junior High is going to be presenting about the ASU ASU uh Barrett summer scholars. And I'm going to be presenting about the Johns Hopkins University Center for Talented Youth. And I am proud to say that we are the only program in the nation who sends migrant students
to the John's Hopkins University through the title 1C migrant education program. So thank you for your support and I really appreciate that the state also supports us. Um so that's that's what I have for you today. Thank you, Maria, for your hard work and all you do with the migrant program. I know you you you get to see and and and struggle with families as well, and you help them a lot. So, thank you. Anyone has any questions for me, Chavez? >> May I add, Mr. um President Deoya, I think that Maria falls short when she's explaining why they were selected. They were selected because the migrant program um her the advocates um that work for our students, they are top-of-the-line advocates. Um you will see them at 2:00 in the morning when we have
the the campes um fair u at 2:00 in the morning. They are out with the parents in the afternoon. So the the reason why we were selected is because we have a model in place and it's a model for other school districts to follow. So it's very important that we recognize how Maria works with the monies and how she allocates it and is able to continue having highly appropriate advocates for our students is very important that we understand yes they cost a little bit more. before we can have them in the classrooms, but it's very important when we having those conversations with parents that they're are properly certified teachers so that they're able to truly support our students. So, thank you, Mrs. Chavez, for that. >> Thank you for adding. Um, if no other comments,
item number seven, consent agenda. >> I'm not done. I'm not I'm sorry. >> Oops. I need >> sorry about that. Let's go back to district superintendent. >> Thank you. Um at this time I'd like to call Mrs. Linda Coronado to present on our visual arts academy um with our programs are after school programs um every year. Every year we end those programs right before um state assessments and um those programs we get through funds but we also use funds from title um money that we get. We're able to provide our students with not only 21st century but also with visual arts and um these programs end just right before testing because that's what um grants say. So, I just want to make sure that our public and our board members know that every year is
the same thing. They end right before state assessments. Uh, Mrs. Linda Coronado, could you talk a little bit about the visual arts program? >> Yes. Uh, good evening board members and um, Mrs. Esparsa and Miss Galvan and our esteemed colleagues and community members. It's just thrilling to um, I wasn't able to attend the annual uh, showcase. It was held last Monday because I was at a training and um but uh Lucia Nava, the grant manager, uh was able to send videos and pictures of all the great um turnout and participation from our parents and just the pride and joy that they have for uh our students and also individual students who had accomplished um some recognition at the Yuma County Fair. uh some were um were cash awards and some were um the um first
place in their category. So there's a great talent uh in our district in terms of academics as well as our um enrichment programs which I've been very fortunate enough to uh spearhead and when I came visual academy was already established but I feel as though we've added on different uh aspects and extended to um give access and be able to have an opportunity for our students to engage um uh their um interest and their talents and continue to grow. So uh we are continuing the rebust program um for the summer program and it's all because we are able to be funded through um RLIS which is a long term for just the rural communities uh as to expand the title ESA um consolidated grant. And so this year it looks a little bit different because
uh it comes from another title, title 4B, I'm sorry, title 4 A. And so but our hope in a plan is to continue our services for our students so they could um continue to grow and um and excel in everything they do. Um I couldn't uh thank uh it would not be possible without our dedicated teachers and pair professionals who've been with the visual academy from before I even came on board. Uh I'd like to recognize Mrs. Debbie Vasquez. She's the lead in terms of the visual um academy and institute along with um Mrs. O' Green and Mrs. Belran uh in the afternoon um at Epesto. So it's a collaborative effort. Whatever the ladies um have in plan, we try to accommodate and make sure that they get all the supplies and support that they
need. Um we also had the school gardening um showcase. Uh that was I believe like about four years ago. We started partnership with the UVA ax um center and also the health department with the health zone and so it was a small opportunity but they've been very supportive and it has grown. If you haven't been to Arizona desert, I say Arizona desert, but we do have other school gardens, but I I feel that garden has grown and um so they were able to, I believe, harvest carrots and different vegetables that they have grown and I know we have school garden at Southwest as well as San Louis Middle School and in Gatston. Thank you. >> And we have from there. >> Oh yes. Um so yes that we uh for food oh okay so last
summer they were able to harvest some squash and just just so that I could show the appreciation for the summer group summer students I made a dish and I brought for them um to share something else that we could do with our uh harvested um crops and it was very exciting. They enjoyed it very much. Thank you, >> Miss Coronado. That's for this summer, right? >> Yes, we will continue. Yes, >> we'll continue. And um that's ground funding. And are we going to have it next summer? >> Yes, that's the plan. And and the RL it has been increasing. Um and so that's good news. >> Thank you. And then last but not least, today we had our last reunifications. We were able to finish all those schools. So extra um thank you to Mrs.
Galvan that she was able to complete all the reunifications for all those schools. >> Thank you. That was I I've been to a few of those. So thank you all for the hard work and it and for the hot days that some of you, you know, were out there in the sun. Um, and uh, every time I I go to one of these, it's, you know, it's one of those things that we want to plan for, but hopefully we would never have to ever ever ever use it. And and um, we we've been able to, you know, have shades and water and whatnot, but god forbid, you know, a disaster like that happens that we have to enact one of those. Uh, but we are nonetheless prepared for. Uh, thank you, Miss Coronado, for the
grants you bring in and, uh, Mrs. Para, thank you for clarifying about our 21st century and the um visual arts program that it's not a decision that we make here locally that it's statemandated, not for us. I know that there's a lot of misinformation out there and I cannot be just responding to everyone and anyone. But that one is one of those that is like, you know, come on people, it's children and it's not something that we can control. I mean yeah that one really I don't engage but that one thank you I know I tried to you tried to do that but yeah it's not something that we decided here it's a state mind data that we and those pro after schools programs before the state assessments >> that's correct >> anything else for
district superintendent >> that's it for the superintendent report unless you have any questions >> anyone okay moving along item number seven consent agenda the consent 10 agenda items are presented for approval with one motion. These items are considered regular items that may require no discussion unless one of the items needs to be pulled from the consent agenda. As presented, we have item number 7.1 student activity report. 7.2 verification of vouchers. 7.3 donations. 7.4 verification approval of the 43rd ALEO annual conference. 7.5 approval of donation for teacher appreciation week. 7.6 ratification and approval of donation for Sunnis Middle School and Southwest Junior High. Um I'm going to be pulling item number 7.5 from the consent agenda because there's a correction in the P that needs to be made outside of the consent agenda. So aside from
pulling item number 7.5, are there any questions, comments, or concern of the consent agenda? Um I will abstain on 7.6 as well. >> So you're abstaining on 7.6. >> 7.5 and 7.6. >> Okay. No, let's note that for the record. Do I have a motion to approve the consent agenda as presented? >> Make a motion moving item. Okay. >> Um >> I'm abstaining just on 7.6 and 7.5. >> Not quite sure if I have if I can make a motion. It's rather better than Yeah, it's rather the board makes the motion. >> Okay. >> Yeah. Can some can I have a motion? >> Moved by board member Varela seconded by board member Oos board cler kshai abstaining on the consent agenda item 7.1 7.2 7.3 7.4 and 7.6 as presented. All those in favor signify
by saying I. I. If anyone opposes, please say nay. Motion carries unanimously. Item number 7.5, approval of donations for teacher appreciation week. Um, we just have a change on what we have in our packet for uh Cesar Cesar Chaveis Elementary School uh food for teachers, it'll be $1,000, not for 100. >> That's correct. >> And for some middle schools, same um same donation, same I mean same amount, $1,000. Correct. That's correct. >> Okay. So, that's why the item was pulled from the consent agenda. So, and I wanted it to be clear. And the administrative recommendation is to approve the donation for teacher appreciation week as presented. Do I have a motion? >> Moved by BER OS. Do I have a second? >> Second by Ber um >> Vela. All those in favor signify by saying
I. >> If anyone opposes, please say nay. >> Above saying on this item. >> Okay. Motion carries four eyes to an abstension by Bclair Koncha. Thank you. Thank you. >> Thank you. >> Section 8, information and discussion items. 8.1 expenditure report summary. >> Rosa, >> sorry. microphone please. >> Yes, it is >> committee. Okay. So, this is um the budget as of uh April 1st, the first week of April. So, as stated in the past, we've started our our uh M budget for with 40,665,000. We've expended to date as of April 1st or 6th uh 27 um that would be million 40 million I'm sorry 27,55 uh,000 we've encumbered 800 um7 12 8700 8,712 uh,000 uh encumbered with a balance of 400 4,447,000 which uh means that we have 10.9% of the budget left for
the remaining of the year up until June 30th. And for the capital, uh we started off the year with 13,958 million. We've expended uh to date uh 1,789. Uh we have encumbered 591,000 right now with a budget balance of 11,578 at this time leaving us with a 82.9% um budget for capital items are used for you know furniture for any improvements with the district uh buildings or stuff that we need to continue on. So and I think that would be Do anybody have any questions? And my apologies. Um, any questions on the expendure report summary? >> Okay. >> Thank you, Miss Pes. >> Item number 8.2, Arizona School Board Association Policy Services Advisories 961 through 1046. First reading, Mrs. Para. >> The Arizona School Board Association provides the services for updating our district policies. The
attached advisories have been brought to the board for first reading. This is for information only. >> Okay, this item is for information only. Are there any questions on those um policies in the first reading? Okay, moving along. Item 8.3, St. Louis Preschool. Mrs. Bara, >> the district previously utilized funding from Arizona's preschool development grant birth through five uh which we call the PDGB5 to support the operation of our preschool classrooms. At this time, the funding is no longer available to sustain direct preschool services as the grant has shifted its focus towards broader system building efforts. Specifically, PTG now prioritizes conducting statewide early childhood needs assessments, developing strategic plans, implementing outcomedriven strategies, and tracking the overall impact of early childhood initiatives. As a result of the state's direction with the preschool development grant, the district is
currently analyzing different options for continued preschool services. This is for information only. Okay. So, basically the state is pulling the funding for early childhood education for preschool. >> That's correct. So, the money that the state has for early childhood, they're going to focus on professional development. They're going to focus on research uh research on strategies and how they're going to be rolling out whatever it is that they come up with. So that's that none of that money is going to go directly to um child care, preschools, or early learning at any centerbased. >> Um how many students do we have enrolled that are in a need of a second year? As of right now, we have about we service about 260 students. We have I want to say about 90 students that we are going
to need to service for the following year. 90 students which qualify under special education. >> How many classrooms do we have? Five. >> We currently have 10 classrooms. 10 classrooms. >> 10 classrooms. >> How many employees at the preschool >> employees? We have about 23 part-time and 14 full-time about 40. >> No, that's including the the director, the parent less on the secretary. 14 full-time, the 10 classroom teachers, the director, parent leaison, and the preschool clerk. >> 23 total. >> And then plus the 23 that we have part-time about 40. >> I do want to go ahead. >> No. Um I'm just trying to think about I mean, they're just taking what we're going to do in ideas. Therefore, um, >> could we I know we're not private, but could we do not >> tuition
based like other districts do? I know I know we've always done it. I mean, we've never had have had to um do that, but you know, not not having the the grant and um I wouldn't like for, you know, for the preschool for early childhood development to be I mean, I know it's the state funding and I know we'll be blamed nonetheless, but I would I can you like look into options? I don't know if any board member have any suggestions aside from tuition or >> we are looking at options. Uh we've had this conversation with the principles, Miss Galban, myself, um Mrs. Simela Moreno. We are looking at different options. Um for sure we're going to have three classrooms because as you know, Gazin District serves our special needs students from other early learning
um centers. So, we do have we are going to have three classrooms open. Um, we are currently looking into how it is that we're going to be bringing them in. If it's going to be four services only, or bringing them in part day, full day. Uh, we are looking at tuition based. We did try it um back when Mrs. Galvan was a director. I know that a couple years ago it didn't work then, but that does not not necessarily mean it's not going to work now. We are looking at the different rates throughout the Yuma County. Um we are being proactive. Our preschool director has applied for um state funding through um DDD um DS and they are currently on a waiting list. So we're not going to have any luck there. Um so we
we are looking at different options. I'm hopeful that next month we're going to have more answers for for our board and we will have more accurate numbers as to what it is that we're going to be doing with the preschool. I know that uh to our board is always been a priority and it is a priority. So, we are looking under rocks for money to be able to maintain um even if we have to go to part-time uh our students were attending a full day. Maybe we could go back in the day when I was a preschool director, we used to do half days. We are also looking at that option. And I know that um one of your biggest concerns for our board is all the employees that currently work at the preschool. Um
we are I read your mind. So uh what we're doing is that we have openings. Um Rosie Vestto, myself and and Mrs. Galvan, we're looking at district openings. Um, and we'll we'll I'm sure that for next month we'll have uh more clear information for our board. >> Um, thank you. Does anyone have any questions or comments? My head is spinning right now. So, >> yes. and and we did I think like a week ago we got that email from the state in in the direction they're moving >> with those funds. >> Can you forward that email to us? I know that it won't matter you know once it >> Yes, of course. >> You know as much as we try to inform not inform the public but um and if you need be if you
need to call a meeting just make sure that all of us are present. I'm sorry. >> If you need if you need a special meeting to discuss that or the options, I don't know how much time we have. I don't want to be having to make a harsh decision, you know, right up, you know, when at the end or so people are aware, our students, staff and everyone get, you know, appropriate notice and and also so all all the members hopefully come up with ideas. As >> students Yeah, >> there will be a way of clarifying to us. >> No, I I get that's and that's what I'm saying. I know it's not not not not our decision even though it's federal and it trickles on through the states and and then and it comes
on to us not having the the funding but >> we are currently applying for a grant not necessarily for early learning but with this with this grant uh we will know if we get about $700,000 um I think around July Linda is that correct? is not specifically for early learning, but those are those would be some monies that would could go to preschool if that were the board's decision, but we are waiting on those on that decision. Probably miday, correct? >> The first week of May, Linda, >> July. >> Yes, >> I agree with you, Mrs. Sparsa. Before we say that it's due to the president did not provide more funds to the to preschools, let's go and I mean try to look for a solution before we say there's nothing else that we can
do. Please. >> Yes, of course. We are we are um >> Yeah. Yeah. We we we would um we are looking at at different options. you know that the last thing um we would want is to close the early learning and we all know the developmental stages that our students go through at the preschool and how it supports our our schools. So >> thank you. Um anyone else? All right. Section nine. Um action items. Item number 9.1, approval of the autism awareness month proclamation. Um I wanted to bring this proclamation to the board um to raise awareness and promote the acceptance of uh individuals with autism spectrum disorder. Um as a district, we need to be committed to um to be to have inclusive environments and safe environments for everyone. Um, we need to look
at people as people just like the rest of us. Um, and I think that this proclamation reaffirms our um the district's commitment to supporting individuals with autism and ensuring their are embraced and are very valuable members of our community. Um, I have friends and family on the spectrum and it's a very important topic for myself. Um if anyone has any questions or comments on the proclamation >> before you? >> If not the administrative recommendation is to approve the proclamation for autism awareness month as presented. Is there a motion? >> I make a motion. >> Moved by board cler ka. Is there a second? >> Second by board member Oos. All those in favor signify by saying I. I. >> I. If anyone opposes, please say so by stating nay. Motion carries unanimously. Proclamation autism awareness
month April 2026. Whereas autism spectrum disorder ASD is a develop developmental condition that affects how individuals communicate, interact and experience the world and is present in children and families within our school community. And whereas increasing awareness and understanding of autism promote acceptance, inclusion, and respect for the unique strengths and perspective of every student. And whereas Gaston Elementary School District number 32 is committed to providing a safe, supportive, and inclusive learning environment where all students, regardless of ability, can thrive academically, socially, and emotionally. And whereas fostering kindness, empathy, and acceptance among students help build a culture of belonging, and
prepares all children to be compassionate members of society. And whereas autism awareness month provides an opportunity to educate our school community, celebrate network diversity, and honor the contributions of individual with autism. So now therefore be resolved that the board of that the governing board of the caston elementary school district number 32 hereby proclaims the month of April 20 2026 autism awareness month and be further resolved that students staff and families are encouraged to participate in activities that promote understanding inclusion and acceptance of individuals with autism and be it further resolved that the district reforms its commitment to supporting all learners in creating a school community where every child feels safe, valued, respected, and empowered to reach their full potential. And it's passed and adopted this 14th day of April, 2026 by the governing board of
the Kazen Elementary School District number 32. So, thank you for approving that. Thank you everyone. This one is closed. All of us please. >> So this would be for every April, right? brush on it. All right. Item number 9.2, Two, approval of the selection of Highenfield Mech and COPC as the district's independent auditing firm to conduct the annual financial audit for of the district financial transactions and accounts in accordance with the requirements of the single audit act and uniform system of financial records for Arizona school district. >> Yes, Miss Pettis. Um, Gatston School District number 32 is required to select an independent auditor to perform audits of of financial um, well, financial audit accounts verification and to solicit seal proposals for services at least every five years to ensure a competitive selection process. 048hourly rates for outside employees contract hours. Mrs. Vestto. >> Yes. Good afternoon. Um, at the meeting of August 12th of 2025, the governing board approved the hourly rates for the before and after school work performed by employees outside of their regular hours. And you guys can see the agenda item for August in the back. The document approved in the section of title 1 C program funding migrant had the following. And um what the easiest way to explain it is that um the rates for the teachers in the summer were $50 for migrant because it happened during July. So it was really hard to have fine teachers for the jump start. Um now this year it's going to run concurrently with 21st century. So we want to make sure that all the teachers earn the same
amount of money. So therefore, 21st Century is paid at $35 and we're bringing it back to you guys to match that to where um 21st Century I believe will be in the morning and then jump start afterwards, but all the teachers would be making the same amount which is $35 an hour and then the coordinator, the either the 21st century coordinator and the migrant both match at $40 an hour. And that's why we're bringing it you bringing it back to you guys for revision. Um because since they're going to happen concurrent, we want to make sure that all the teachers make the same hourly rate. um what was proposed at the beginning of the school year is because jump jump start was going to happen in July. The administrative recommendation is to approve the proposed
revisions to the hourly rates as presented. >> Thank you, Mrs. Bestto. Any questions from anyone? It says ratification. When did we start it? >> So, it hasn't happened, but you guys had approved it in August um for the whole year including the summer. So, the ones that we're recommending has not happened, but we have to uh approve the revision um because it had already been approved. >> Okay. Thank you. With that, there's a recommendation. Do I have a motion to approve as presented? >> Moved by board member Bella. Do I have a second? >> Second by board member um Aoyo. And we just want to showcase what our district will bring to um families. >> Thank you for adding that. >> And yes, >> and one more thing, I'm sorry. and we have the uh a committee working on on the recruitment fair and we want to thank Mr. Maronz because we're just kind of calling him and telling
