Let's move on to the approval of the minutes of regular meeting minutes of September 9, 2025. We hear a motion. >> So move by. Do we hear a second? Second >> second by any corrections, questions, modifications if not there was a motion and a second. All in favor by saying I >> I say n. Let's go to uh district superintendent report. >> Hi. Good afternoon. Thank you everyone for being
here today. I know is a um it's late and you guys are very much for being here. I'd like to start off by calling Ms. to come up to recognize the employee of the month. Good afternoon everyone. Uh my name is Sylvia Vega. I am the school principal at Gadston. I'm here to recognize two of our employees. One couldn't make it today, but um I will still like to share some words about these two wonderful people. First is Arisel Ortiz. She's our secretary and we know that those in educations. We know that it it's a village that we um raise to raise our kids and especially the the people that are at school from the beginning of the school year and that are very early and then up until the last people that leaves. And
uh Mr. Raseli, she's one of our employees that is always first in the office. Um, I feel very grateful to have her in our team because she knows the families, she knows the kids. Uh, she's very committed and she's well organized. Uh, things that I really appreciate because it keeps she keeps me on on my toes. So, I I feel very grateful to have her. And then we go to the um instructional part and I would like to call Ms. Pa if she please join us. [Applause] and just like I said from the first one from the first one to comes to school to the last one and Miss Ursa she's one of the teachers that is always staying late she's very dedicated um she hardly ask for days off. Even when she's sick, she's
there. And even though we tell her to leave early, to go and rest, she's there. And that only speaks about her commitment to the students. Um she's always looking at data and she's always using the resources that she has because she's very committed to the success of every single student in in her class. So I feel very happy to have you on our team, Miss Ursa. You do make a difference every day and I think that um we are very lucky and we appreciate all that you do. Thank you. [Applause] And I'd like to announce that I know that we started with the celebration last week, but being able to work with our board, with our school board, and come up with monies to continue preschool. That's a huge celebration. In over 30 years, in
over 30 years, we have had uh money from the federal government and the state government in order to continue our early learning. This is the first time that the money wasn't reawwarded. So, with working with our school board, we were able to continue preschool. So, thank you very much for that. And thank you, Mrs. for all the work you do behind um at the preschool. >> I'd like to say a few words. Uh Miss Bara, I was at that uh presentation at the at the Sunrise Middle School cafeteria in reference to the uh funds and I did see those faces of the parents really happy. The first I saw them, they were really like worry, why are we here for you know and they have heard that that our funds were going to be run
out in December. So, thank you to the administration and and the board. We got together and uh we figure out where to get some money. Well, we have a good CFO there that takes care of our money. He saves our money good. Thank you, Mr. Bob, for saving that kind of money and we were able to allocate it to finish the school year for the uh preschool. So, thank you. Thank you for all the the hard work everybody did in this in this plan. And thank you. And our parents are really happy about it. Well, thanks again, Miss Moreno, for the great job you're doing. You have a great team at your at your school. I know you have such a great it's like a family. I I I always say that Captain District is
a family. Thank you. Thank you for all your hard work, everyone. >> Also, I'd like to congratulate Mrs. Vanessa Gonzalez. I know that I announced I think a month ago that she submitted proposals to present at the AC Alice and I said we're going to hear back and her two proposals were accepted. So, Mrs. Vanessa, >> congratulations, Miss Vanessa. Paloma and Mrs. Wong will be presenting at the aalis this coming November 1st and 2nd. And then we also submitted a proposal for the um Arizona school board association >> delegate assembly. No, the honor conference. >> Yes, the annual conference and of course we expect to be accepted. >> Congratulations Vanessa doing thank you for the job you're doing. You're doing a great job. Thank you. >> And then last but not least, we will continue.
We are continuing with the re reunifications and uh we will be um working on the drill this Thursday at Arizona Desert. And then lastly, happy birthday to our board president, Mr. Marcus, which was Sunday. Birthday to you. >> That's it for the superintendent report. >> I'm still young, only 50 years. Well, >> thank you. >> Okay. Anything else to report in on the district? >> That's it for the superintendent. Okay, let's move on to call to the public. Any person wishing to speak concerning an item in the agenda may present the information at this time. All presentations are limited to a maximum three minutes. speak. Not we're going to go ahead and move on. We're going to move on to consent agenda. I need a motion to accept agenda number four through number seven. >>
So moved by a second. >> Second by Liliana. Any questions and any other items? If not, all those in favor signify by saying I. >> I oppose by saying I seven. Let's move on to information item and possible discussion items. Finish your report summary item number eight. Mr. >> Burnhard Sorry, a budget of 38 million 892. We expended 34,873. We have a budget balance of 4,19,000 which is 10.3% of that budget. So that's a 10% carryover from last year. It's a little less than last year's carryover, but we knew that would happen because of the drop in uh student population fundable money that we got. So that's M. Now this next This is maintenance operations for this year through September 30th and this is based on the adopted budget which we revised in September. Uh
we have a budget of 40 million 664134. We expended to date 7.6 million. We incumbrances of 26.3 million for the rest of the year and we have a budget balance there at this time of 6 million 753 which is 16.6% of that budget right now that's through September next page last year's fund capital this is again through last year now We had a budget there of 14,9,000. We expended 3,125,000. And we have a budget balance there of 10 million 884,000 which is 77.7%. And that rolls over into this year. Basically, that's capital spending. A lot of it's for future projects. which will be coming up in the next two years. We have to maintainance this year capital September we have a budget this year through September 665 which is less than a million dollar we've
only got incumbrances of this 96,000 and we've got a budget balance there which is 87% of that we will spend a lot more money in capital this year. So that's where we're at for the end of this month at the last year. >> Thank you Mr. Bernhard. Any questions for M Bernard? Thank you for the good job you're doing. I know you're keeping us on the black all the time. So that's good. Thank you. We're gonna go ahead and go to see information item number nine. Arizona School Board Association policy services advisor 970 to 959 first reading. Ma, >> the Arizona School Board Association provides us the services for updating our district policies. The attached advisories have been brought to the board for first reading. This is for information only. >> So an information item.
>> Okay, we're going to go ahead and move on. Action item number 10, approval of the GI school district annual financial report for fiscal year 2025. Mr. Bernard, enclosed for your review and approval is a district's annual financial report. school year 2025. This AFR is a report of the district's revenues, expenditures, and other data from all funds for the applicable fiscal year. The administrative recommendation is to approve the AFR school year as presented. Would you like me to go through the summary? the background. >> Okay. Yes. Okay, this is the page of the summary for the annual financial report. sold now. Jeez. No, now I'm okay. I can see it. Okay. The summary page shows all the funds with their beginning fund balance, all the revenues received on each line item and all the expenditures
on the same line items and last year and this year ending balances for maintenance and operations which is M fun 6,100,000 was the beginning balance. We had revenues of $34,90. We had transfers out of 349,000 which is for our energy savings project which we have every year. Our expenditures were 34,973 and we have an ending balance of 4,968591 in that fund. The classroom site fund which is also known as 301 which is usually is based is used to pay for teacher salary increases performance pay and professional development and it's restricted to those items. We had a balance at the beginning of the year of 2,93,000. We received revenues from the state of 4,534,000. We expended 4,514,000 and we have a balance in that fund of 2,923,000 which is slightly more than the beginning balance. Uh
unrestricted capital again which is one of the biggest funds in the district. We had a balance at the beginning of the year of 7,445,000. We received revenues of 6,775,000. We expended 3,124,000 and we have a budget balance there of 11,95,000. U federal projects, we had a that's money where we never get the money until we So we're always behind at the end of any month because it takes time for the state to reimburse us. So this is a normal situation. We had a negative balance at the beginning of the year of 5,113,000. We received revenues for the year 14,763,000 and we expended 10,456,000 this year. So now at a negative balance of only 912,000 which we will receive in the current fiscal year. So everything there will be will be received and it's a lot
better than last year's ending balance. A lot of that was because of CO funds that were included last year which are no longer available to us but there was large budgets there for three years of CO funds and little by little they have all been used up. The state projects we had a budget balance at the beginning of the year 428,000. We received revenue of 1,382,000. We expended 1,599,000 and we have a balance there of 211,000 this time. Um the instructional improvement fund which is money we get from the state gaming office uh it's based on students uh compared to the state levels. So this uh we had a balance at the end beginning of last year of 588,000 We received 368,000 this year and expended 135,530. Uh that was all for teacher salary increases
that have been ongoing since this fund was originated. Rest of that money is used for professional development. We we haven't had the need to use it yet. So it's going to increase. Now our balance is right 1 million8,18. Um I'm sorry I read the wrong line. It's 820,000 in reserves right now. Okay. So, some of these other funds are minor and I don't want to go into detail. Let me let me go through food service because that's an issue for next year. 525,000 was our beginning balance there in reserves. We received 5,23. We expended 500 5,17 uh we took indirect costs out of there of 103,000 and we have a budget balance this year of 337,000. So that fund balance has been going down over the years and I believe it's probably going to continue
to go down to where it is right now might stay about the same. Uh the only other one that I think we need to talk about is U our insurance fund self insurance we had a million85,000 at the beginning of the year we received revenue of 5,122,000 and we expended 4,600,000 and we have a budget balance there of a million6 if you recall that was where we last year had a lot of usage on our employees and this is all employee insurance for health purposes. It's totally funded by the school district funds and not very much except in the way of dependent coverage from the from the employees. So, we're turning out to be better off than we were last year there. And hopefully this year so far, we're doing well. So, I don't see
a real issue as long as claims stay where they're at. So, that's where we're at there. And I think we've covered all the big ones. Um, >> but just for clarification on the insurance, we did put in $2,000 more per employee. >> Yeah, we we increased the benefit or the >> Yes. >> employee employer payments into the fund issue. So, we won't have to do a a big hit payment during the middle of the year somewhere. >> So, the uh recommendation is to approve the annual financial report. year 2025 as presented. >> There is a recommendation administration to approve the annual financial reported hear motion. >> So move by second >> second by Rosie. Any questions? None by saying I I say that's seven. Let's go to item number 11. continue list of sold sources
vendors for fiscal year 2025 2026. Mr. B. >> Yes. Each year well this this has already been approved for the year. All we're doing is adding one vendor to the sole source list. So basically it's it's just adding a party to the list and that party is on the last last part of this page. second page. Can't think the name of it without looking. >> It's MSI um Mediaet Solutions. That's what we use for our special education students, the IEP Pro that our teachers use. >> And so the recommendation is to approve the addition of the sole source vendor to the list of existing vendors as presented. >> There is a recommendation administration. Do I hear a motion? >> So move Move by Royo. Do I hear a second? >> Second. Any questions? And this
item if not all in favor by saying I by saying I go to approval of gifted education scope and sequence. >> The gifted education scope and sequence is submitted for the governing board approval as required by the Arizona Department of Education. The administrative recommendation is to approve the gifted education scope of sequence as presented. >> There's a recommendation to approve the gifted education scope and sequences presented. Do we hear a motion? >> So move by second by any questions. Not all in favor. >> I approction item number 13. Approval of memorandum of agreement between Gats Elementary School District number 32. Wakeart. >> The purpose of this agreement is to establish working procedures between Gaston Elementary School District and Wake Head Start in the provision of services to preschool age children eligible for special education services
in compliance with federal and Arizona state laws and regulations for the period of August 2025 through June um 307. The administrative recommendation is to approve uh the memorum of agreement as presented. >> Administration recommendation to Approve the memorandum of agreement as presented. Do I hear a motion? >> So move by Rosie here. >> Second by. Any questions? >> Um no major changes from the one we have, right? >> No, no major changes. >> Thank you. >> Any other questions? None. There's a motion, a second. All in favor by saying I. >> I. Oppose eight. Move on to action 14. of understand I guess. >> Yes. Yes. The purpose of this memorandum of understanding is to provide and integrate the comprehensive early childhood education program for centerbased children in the Head Start Service Area Yuma Laas
and Mohawk counties August 1, 2025 through June 30, 2027. The program's mission is to prove the foundation for the development of self-sufficient, healthy, care, and productive children and families in environment of multiple opportunities that supports child and parent achievement. The administrative recommendation is to approve memor of understanding as presented. >> There is a recommendation administration to approve the memorandum of understanding presented a motion move by do a second by Rosie. Any questions? Not by saying I number 15 approval of the use of premises memorandum. Understanding >> the attach agreement was developed and approved by the district attorney for the use with any third party agencies that provide direct services to students in need within our schools. The two agreements attached are for the following agencies. Child and family resources of Yuma and Cross River Therapy.
The administrative recommendation is to approve the use of premises memorial between Gath Elementary School District number 32 and the two agencies mentioned above as presented. >> There is a recommendation by administration to hear a motion. >> So move by a second by Lanna. Any questions? If not there was a motion a second. In favor signify by saying I >> I go to approval agreement of addenum with Frontline Technology Group LLC. >> Yes. Uh good afternoon. Um Gatson currently utilizes Frontline for its recruitment and hiring process. And basically it's a system that allows the HR department to post uh open positions, manage applications, and select candidates for um interviews. At this time, once a candidate is selected for hire, the remainder of the onboarding process is conducted manually using paper forms, including the reference checks. The
district does not yet have a system in place for new hires to complete their new hire paperwork electronically. Um, the human resources department, the team along with Mrs. Sparsa and Miss Lina Galvan and a representative from the technology department participated in a demonstration from frontline regarding an additional module that enable selected candidates to complete all required hiring paperwork online. This enhancement would allow new hires to complete and submit all hiring all hiring forms electronically, receive mandatory district policies by email, and upload and submit required documentation online. Um you guys can I attached the proposal if approved um their implementation and obviously their pricing and the quotes and the honor that they're doing for the three years. We did send it the reason why we are um approving an agreement in the addendum is because it
was sent to our district attorney for review and she added the addendum um to the agreement in order for it to be the uh Arizona um laws. The administrator recommendation is to approve the agreement and addendum with Frontline Technologies Group LLC as presented. >> There is a recommendation by administration. Do I hear a motion? >> Rosi. Do I hear a second? >> Second by any questions? >> Good question. Are we are we user friendly for general? >> So the only two really that exist in county are the other one um I know uses it um in the high school I know that crane US and one use front line but I can't remember the name of the other one so they're very similar um I actually reached out to Summerton as you guys know the
HR director used to be our coordinator um to hear that other program and she said it's pretty much almost apples to apples just a different name. >> Um so >> is there something specific that you saw in the application that >> No, I just I get questions all the time. I have never seen and then if you apply for a position you can just go back and apply for another one application that's >> yeah you might want to send them to us because um in order to to apply you do have to create a username and password um to be able to apply and every time that there's a position open, all they have to do is I want to now be considered for this one and it will allow you to edit your application.
Also, it also allows you to submit resumes, transcripts, uh reference letters. Um so maybe if if when you get those questions, you send them over to us and see if um if we can help them. >> So it works fine, I guess. >> Yes. >> This is just extension of that. >> Thank you. Anybody else? Okay. Uh there was a motion a second by saying I >> I s let's move on to personnel ratification or new employment. >> Yes. So we have a total of 21. Uh number 15 and 16 are new positions. There was a new life skills uh classroom needed at El Pastor. So that's where there's two um new part-time spas and I would like to request number 12 have called us today and did not accept the position. Uh we don't
know why but she said that thank you but no thank you. Um and the administrative recommendation is to approve the personnel action as presented pending proper certification and clearance. >> There was a recommendation by administration also with the change of number 12. We're going to eliminate that out of the list. Do I hear a motion? >> So move by Ros second. Second by Diana. Any questions, comments? No. All those in favor by saying I >> I say it. Let's go to resignations. >> Yes, we have a total of eight resignations. Number seven, uh we are requesting to wave the liquidation fee. We do have the medical note, but that cannot be a public record. The administrator recommendation is to approve the resignations as presented. >> There is a recommendation to approve the presented by motion
by second by any questions not >> number eight medical I mean number seven number eight >> number eight was a resignation she got a job offer somewhere else and she did pay the 1500 before the board meeting questions in favor say I >> I oppose a let's go to returning from leave of absence >> and this is only information um we have a full-time psychologist that that had requested a year leave of absence and she has returned and it's information for the board. >> Okay, let's move on to transfer and salary changes. We have a total of 13 uh transfer and salary changes and the administrative recommendation is to approve the transfer and salary changes as presented. >> Okay, there's recommendation to approve the transfer salary changes presented a motion move by Rosie a second
by any questions. If not all by saying >> I say eight and that's our end of our meeting. Do I hear a motion to adjurnn the meeting? >> So move. >> Move by. Do we hear a second? >> Second by Lana. >> All those in favor signify by saying I. >> I oppose the same. Thank you everyone for being here. I know you're tired. You want to go home and rest. Thank you all for being here. Have a good night.
