001All right, we're going to go ahead and get started. like to welcome everybody to our board meeting uh Tuesday, July 29th. We'll call this meeting to order and we're going to start off with a moment of silence and a pledge of allegiance led by Mr. Jesse Brainer. Thank you very much, Mr. Brainer. Thank you everybody for joining us. Uh we will now have our roll call. >> Mr. Chad Thompson >> here. >> Dr. Blake Robersonson >> here. >> Miss Jill Humphre >> here. >> Miss Shaina Murray is not present. Mr. Jesse Brainard >> here. >> Mr. President, you have a quorum. Thank you very much. Moving on to agenda item number three, approval of the agenda. Is there a motion? >> So moved. >> Thank you, Mr. Brainer. Is there a second? >> Second. >>

002Mr. Thompson, if you don't mind, I would like to move, if possible, item number eight to after item number 12 and before item number 13. That is the executive session action item and since we didn't have an executive session before the meeting um we would be more prudent to put it afterwards. >> Makes sense. We'll go ahead and do that. >> Thank you. >> So, uh Mr. Briner needs to amend his motion. I I would just say so moved. >> So moved. >> Okay. Thank you, Mr. Briner. Is there a second? >> Second. >> Thank you very much. All those in favor of approving tonight's agenda with the change to move agenda item number eight to after agenda item number 12 and before agenda item number 13. Do so by saying I >> I. Any

003opposed? Thank you very much. And moving on to the superintendent report. Dr. McCord. >> Thank you, Mr. President, governing board members. Good evening and thank you for joining us. Um, on Monday, July 14th, our new teachers reported for work. Uh, we greeted all of them at Desert Ridge High School, and one of the main responsibilities of a principal is to hire exceptional teachers and support staff. And from what I witnessed that morning, we hired some of the very best. So, congratulations to all of them. Shout out to our friends in the professional development department as well as technology services for ensuring our teachers new to GPS were treated like royalty. and we had all of our school mascots there and the Desert Ridge High marching band played a couple of welcoming tunes for our teachers.

004And a huge thank you to Desert Ridge High School for hosting it again this year. Last Tuesday was the first day of school for students here in GPS. We had a little over 31,000 students on our campuses and approximately 4,200 staff members. The energy and excitement on the campuses were real special and everyone was pumped up and ready to get the year started. A huge thank you to our operations department for taking such good care of our facilities this summer. We had some sort of project on almost every campus and operations and the contractors work extremely hard to accomplish as much as possible. We still have to finish up some projects on some of these campuses, but I'm incredibly proud of what has been accomplished this summer. And lastly, on Saturday, August 16th, we will

005hold our annual V-Net kickoff training and vendor expo. This event begins at 8:00 a.m. at Highland High School. VNET stands for volunteer network and the kickoff training is designed for PTSO and booster clubs. They receive excellent ideas about fundraising and how to properly run meetings and handle PTSO and booster club finances. Thank you to V-Net for this excellent day of training and fun. Mr. Thompson, that concludes my report for this evening. >> Thank you, Dr. McCord. Just to follow up real quick um on that, as board president, as a board, we would like to welcome everybody back to school. So, thank you all the staff. Hope everybody had a great summer and uh we're glad that we're uh that we're back. We're going to move on to agenda item number five, request to speak to

006the governing board. Uh, I'll ask Miss Wilson to uh play the admonition before we Oh, actually, are there any request? Are there any requests? Okay, then we won't do that. Okay, moving on to agenda item number six. Uh, 6.01, monthly financial report for month ended June 30th, 2025 through fiscal year 2025. Dr. McCord. >> Thank you, Mr. Thompson. I'll turn this over to our associate superintendent of business services, Miss Bonnie Betts. Uh good evening, President Thompson, governing board members, Dr. McCord. This is the final monthly report presented to you for fiscal year 2025. Just a reminder, the next time we talk about fiscal year 2025 will be with the annual financial report. So there will not be a monthly I mean a quarterly report. The annual financial report will take the place of that. And

007of course, we still plan on presenting to you in December or January the final audited results for fiscal year 2025. So to move on, the first thing we always speak about of course are the district operating funds and you can see um in the grid that maintenance and operations as well as classroom site fund are both highlighted as well as unrestricted capital. So you'll find on the maintenance and operations fund that the available balance has increased slightly. This is expected. We're closing out the year. U purchase orders are being unencumbered. Uh that's the situation with unrestricted capital as well. Keep in mind that much of the incumbrance and unrestricted capital is associated with projects that were not completed by June 30 and so therefore many of those purchase orders will have to be rolled over

008so that the projects can be completed uh through the end of August. In addition, classroom site fund. You'll see that the available balance has increased by about $2 million due to the timing of when we pull the data to create the monthly financial report. Last month, we reported a duplication of an incumbrance for the pay per pay for performance that was paid out in June. And um at the same time, we had the actual pay hit. So that was a duplication of about $2 million. So, the available balance on the classroom site fund has increased by $2 million. Okay. So, moving on, um the state grant funds, the two that I'm focusing on here are instructional improvement as well as resultsbased funding. So, first um note that instructional improvement, the available balance has increased by

009about $700,000. That's directly attributable to the fact that we are moving um eligible instructional improvement expense into resultsbased funding because resultsbased funding is no longer a fund. It's no longer identified. There isn't any um any um cell on the budget to even account for resultsbased funding. So, uh, because most of the resultsbased funding allowed expenditures are also allowed in instructional improvement, it's pretty easy to go ahead and um, move all those instructional improvement expenses into resultsbased funding so that we can get all that spent down. In addition, please know that much of the resultsbased funding money is residing in our schools, but they also have instructional improvement. So, there will not be any negative impact on any of our schools. They will still have the same dollars available to them. It's just that the results

010based funding will be zeroed out. So, I wanted to make that clear. Okay. And then finally, um other funds. I wanted to talk a little bit about the advanced placement summer institute. And I was wondering if um Mr. Mr. Ryan had anything he wanted to share about that this summer? >> Sure. Thank you, governing board. Uh, President Thompson, governing board members, I'm excited to report another successful year of of the, uh, advanced placement summer institute. This year, we hosted at Camp Over High School. Um, attendees came from all over the country. Uh if you remember a few years back, we began this this process and really it was designed to assist those advanced placement teachers residing in the east valley who maybe were part of a modified year-round schedule and in the state of Arizona

011we didn't have a great option for them to attend um ongoing trainings and advanced placement. So, uh, we didn't really know what to expect and annually it continues to grow. Um, not only a positive revenue generator for us, but more importantly impacting our students and teachers in the classroom. So, uh, once again, a successful year. Um, consultants came from all over the country as well and, uh, and just really took part in a in a special opportunity for us here locally. So, uh, also prevents us from, uh, teachers traveling in and out of state. So, it saves us substantial costs there as well. So, thank you. >> And I wanted to point out that the available balance is about $200,000, but that's just due to timing as well. The um institute occurred in June, so

012we have all the revenue in, but we haven't made all of our invoice payments to the consultant yet. So, uh by the end of the year, we we will we definitely expect to see a profit, but not a $200,000 profit, just to be clear. And then finally, the employee benefit trust. So all of the employee benefit trust activity has been reconciled through the end of May. We're uh going through the final process of reconciliation for the year right now. Of course, we're going to go through an audit uh as well for the employee benefit trust. Uh but note that we did anticipate that we would draw down uh the fund balance by about three to$4 million this year in the employee benefit trust. Right now, that $23 million is showing a draw down of about

013a million dollars. But remember, that's through May 31st. So, we're in that situation now where we have claims coming in for June, July, and August, but no revenue. However, keep in mind that the June claims will go back to fiscal 25, whereas the July and August claims will hit fiscal 26. So, we'll be able to catch up in the revenue associated with those. So that we're we're still looking at possibly having a fund balance draw down of another million, which was expected, but to still have over a $20 million fund balance in the employee benefit trust is a positive financial result for us. So I wanted to make sure that that was clear to all of you. And that's all I have. If there's any questions, I'm very happy to um answer them. >> Thank

014you, Miss Betts. >> Okay. Are there any questions from the board? >> All right, easy night. Thank you for that. Moving on to excuse me. Uh, agenda item number seven, consent agenda. Is there a motion to approve the consent agenda as outlined uh here tonight? >> So moved. >> Thank you, Miss Humphre. Is there a second? >> Second. >> Thank you, Mr. Briner. All those in favor of approving tonight's consent agenda as presented say I. >> I. >> Any opposed. And that passes. Thank you very much. And we're going to skip uh agenda item number eight, our action items, and move on to uh agenda item number nine, request for future agenda items. Do any members of the board have any requests for future agenda future agenda items? Okay. and we'll move on to our

015board reports. 10.01, Town of Gilbert Liaison, Dr. Blake Robersonson. Uh, >> nothing to report. Thanks. >> Thank you, Dr. Robersonson. Uh, I don't have anything from the audit committee. Uh, Gilbert Education Foundation. Mr. Briner. >> Nothing to report. >> Thank you, Mr. Brainer. Uh, Miss Murray is not in attendance. Legislative representative and employee benefit trust, Miss Humphre. Well, the legislature did get the budget passed and so that was all taken care of before the deadline. Um, and we look to be in a good position, not as good as we would like, but in a good position with our state budget um for the public school site and uh we just talked about the employee benefit trust. So, I think that's all covered. >> Thank you, Miss Humphre. Moving on to number 11. Agenda item number

01611, meeting dates. Dr. McCord. >> Thank you, Mr. President, governing board members. Our next meeting is August 12th. That's a board work study and brief board business meeting. On August 18th at 4:30 p.m., we have our board policy committee meeting. And then we have our regular board business meeting on August 26th. Thank you, Dr. McCord. We are going to Well, moving on to agenda item number 12, our executive sessions. We have three executive sessions tonight. Uh I'm going to put these all on the record now. Uh and then we will uh I'm going to put all these on the record now. And then we moved agenda item number eight to after these executive sessions. And so what we'll do is we'll stay in the executive boardroom uh I'm sorry in the conference room uh for

017the 8.01 vote and we'll open that door up and anybody that would like to come in and be a part of that uh vote is welcome to join us. Um and then we will adjourn from that uh after that after that vote. Uh so let's see we'll start with 12.01 executive session pursuant to Arizona revised statute 15-843A and ARS 38-431.03A2 to discuss confidential student discipline information records and to consider the hearing officer's recommendation to expel 12.0 02 executive session pursuant to ARS 38-431.03A3 and4 for discussion andor consultation for legal advice with the governing board's attorneys andor to consider the governing board's position and instruct its attorney attorneys regarding its position in a contract that is the subject of negotiation intergovernmental agreement with EVIT and 12.03 03 executive session pursuant to ARS 38-431.03A3 and4 for discussion

018and/or consultation for legal advice with the governing board's attorneys and or to consider the governing board's position and instruct its attorneys regarding contracts that are the subject of negotiation and related to the superintendence to superintendent search matters. All right. I will call for a vote to move into >> motion. >> I'm sorry, a motion. That's what I meant. Call for a motion to move into executive session. Is there a motion? >> So moved for all three executive sessions. >> Thank you. Is there a second? >> Second. >> Thank you, Dr. Robersonson. All those in favor of moving into the executive session portion of tonight's meeting, say, "I." >> I. Any opposed? And that will do it. Thank you very much.
