005Schools we have really great leadership and support that help us and support us and really help and promote um parent involvement in our schools and in our kids lives and we really appreciate that and we um hope that will always be that way and we think that's a really um wonderful attribute of gber public schools that other places don't have so we are really grateful to be here and grateful to volunteer I remember I don't remember the date but I remember back in like 2010 11 somewhere in there v-net was started and we held the very first kickoff I believe at might have been mosquite high in one of the smaller cafeterias and uh it has just grown from there and as a school district we rely on them and they have become experts in

006what is fundraising and accounting as it relates to what the rules are what's really nice is that our boosters our ptso our pto's call on them for advice and if there's things that need some restructuring they go help out with all of our our campuses and they do it for absolutely nothing because they truly care about kids they truly care about their organizations that are out there and they put forth maximum effort so I just want to give them one more hand and say thank you thank you yes usually our photographers here this is just what we do we just stand here and wait for people to take pictures one more time thank you [Applause] guys next could I have Stephanie Campbell band director from Desert Ridge High and her band members [Applause] so the

012so thank you guys congratulations you guys would shake hands and we'll take a picture while they're doing that I I just need everybody to know the work that goes in to what the band and Orchestra do is extremely time consuming and they're these are high school kids they don't have a lot of time in their lives and I'm just very very proud of what they do come on over here in the middle guys and we'll uh crowd around you [Applause] next can I have up here Jenny feeder feedler agular so Jenny is an art teacher at Gilbert Elementary but she's much much more than that um outside the classroom she puts together clubs that uh basically promote kindness throughout not their school but just the town of Gilbert and they do it extremely well and

013no one makes her do this she does this out of the goodness of her heart she's an accomplished author and do you sing and dance too no definitely not we were going to have a little bit of that tonight sorry uh but one of the reasons why Jenny's here is that she was a finalist for the Arizona Teacher of the Year by the Arizona Education Foundation and that is a huge honor uh from all the teachers in the in the state of Arizona she was one of the top 10 and we just want to recognize her for all the great things that she does and not just as a teacher but she's just a really really good person and we need more of those and we got one in you and I couldn't find anybody

014else better to represent Gilbert Public Schools than you so thank you would you like to say a couple words probably not but you're gonna thank you um so one of the things that I do is I lead with kindness and I want to give a shout out to uh the lady with the camera right there that's my co-sponsor him Figaroa um she and I started the kindness and service Club three years ago with 30 students and this year we just kicked it off with 82 students we had to really uh just expand um the club because we had so many kids who wanted to show kindness and show and help others through service so this is something we really want to spread through our community because we have Gilbert kindness that's something that's been in

015Gilbert for a long time and we think that should start in elementary and it should go all the way through adulthood so if if you guys can help us to spread kindness throughout our community um that's our that's our goal that's our mission thank you thank you Jenny we appreciate you you shake hands and we'll take the picture thank [Applause] you and last but definitely not least could our director of Athletics Mr Steve Dal please come [Applause] up hi Steve Steve said to me yesterday I saw him do I have to wear a suit yes yes you look good by the way Steve what year did you graduate Gilbert High not to 84 and you grew up here in Gilbert and have you worked anywhere else besides Gilbert Public Schools I got a colle not

016since he got a college degree so this is Gilbert born and bred and the reason why Steve is here is Steve is being inducted or has been inducted to the aiaa the Arizona interner Scholastic athletic administrators Association Hall of Fame the AIA AAA Hall of Fame is organized as a means of recognizing inter Scholastic athletic administrators promoting the vocation of athletic Administration and preserving the heritage of the profession this honor is the highest an athletic administrator can receive from the AIA AAA for his or her contributions and accomplishments at the local and state level further this award sets a standard for athletic administrators across the State of Arizona and um I've known Steve for a minute and um we worked together at Gilbert High I first met him in 1999 when I was an AP

017there and I think you were teaching psychology right um Steve as an athlete himself holds many awards well I don't know if they're still there they've probably been broken at Gilbert High it's okay it's part of getting old brother I I appreciate it but Steve has set has set the bar for what athletic directors he's conscientious he cares he thinks through he doesn't make snap decisions and he's extremely intelligent and he looks into bylaws he tries to help all of our District athletic directors make sure they're doing the right thing and they call upon Steve on a daily basis not just at the high schools but the junior highs as well and so Steve um Steve left this in the car he didn't want to bring it in cuz that's how humble he is he

018this is not his cup of tea and this is why I enjoy it so much he's just a little bit uncomfortable but Steve on behalf of Gilbert Public Schools the AIA and everybody that you've touched this is such a huge honor and we're extremely proud of you so thank you for everything you do appreciate you [Applause] governing board members that concludes my recognitions for this evening thank you thank you everybody for being here you don't have to stay it won't you're all right I know some of you are like it's ice cream time all right thank you everybody moving on to agenda item four uh superintendent's report again Dr Shane McCord thank you Mr Thompson governor board members first I'd like to recognize one of our um Educators who's in our Aspire program aspiring to

021our hearts um the things that she's contributed to Gilbert Public Schools to education in the state of Arizona and she was also superintendent in Douglas at one point in time uh longtime Gilbert Elementary principal um we are just going to miss her dearly uh just a few words Sheila was born in Douglas Arizona on January 10th 1949 and uh left us on September 15th she went to Loretto Elementary and graduated from Douglas High in 196 67 she moved to temp to attend Arizona State University with a degree and um she got a degree in special education she started her educational career in Gilbert Public Schools as a junior high specialed teacher she taught at Patterson Elementary Houston Elementary and was an interim HR Director be before becoming the principal Gilbert L where she stayed for

022over 20 years a wonderful caretaker she had the opportunity to return to Douglas to be superintendent of schools there and take care of her Aunt Teresa and 858 uh students for seven years returning home to Gilbert she served on the school board in several capacities for GPS uh she survived by her husband Dave and her son Patrick and her daughter Carrie and Grandson Cameron her sister Judy and many many more family members and friends um services for for her will be held this Friday September 27th at 10:00 a.m. at St Mary's Basilica in Phoenix uh Rosary will start at 9:30 and in Le of flowers she wanted uh to please consider to donating to the Gilbert Education Foundation or to enter cancer or literacy Foundation Gilbert Public Schools is planning a celebration of life event

023on Wednesday October 16th at 5:30 in the auditorium at Gilbert High School and this is open to everyone and anyone um that wants to attend we look forward to honoring her so um board members if you'd have anything you'd like to say please do can I start okay I just wrote down a few things too it's hard to say it in a few words but I wanted to just say I am so blessed to have known Sheila and to have learned from her and served with her as a member of the governing board these past eight years she brought a lifetime of knowledge and experience in education and her great passion for Gilbert public school's students teachers families and our community she worked to find the best solutions to the complex problems and issues that

024come before us as a governing board and to focus on our students and to create the best learning opportunities for all of our students I know I speak for many across this community and this District when I say thank you to Sheila and her family and to honor Sheila for her 50 plus years of service and Leadership across Gilbert public schools for the dignity and respect she gave to individuals and for the daily care and compassion she showed to all that she came across she made this world a better place and she will be greatly missed thank you Sheila um I I just want to express my appreciation I met uh Sheila when she was the principal of Gilbert Elementary way before I became a board member um I know she was a real supporter

025of the Arts and that's what we had in common um I appreciate the opportunity to serve with her and I know that there are many people who are going to miss her and I appreciate all the dedication that she's given to public schools and to Gilbert Public Schools particularly I want to Echo uh the comments that have already been made um and I I I don't have much more to add uh except that um that over the past two years Sheila has become a dear friend and I will miss her incredibly that's all thank you I uh absolutely agree with everything that's been said here on the dis tonight Sheila was a remarkable human being and my continued thoughts and prayers go to her family and friends at this time I just wanted to quickly

026pay tribute to to Sheila maybe in a little bit of a different perspective I've only known Sheila for a few years but in the last 6 months I got to know her very very well Sheila and I exchanged many many phone conversations and we would be on the phone sometimes for hours talking and by talking I mean me listening to the many many stories that she had to tell about her very rich life she would tell me stories about her family her EXP extended family her friends her adventures and she was a master Storyteller she would weave color into any story and just make it so interesting and she taught me so much I love to just sit and listen to her tell me about her life when her cancer returned in March we had

027a few conversations about mortality we talked about what she was facing and ultimately what all of us will face at one point point in this life we talked about how when it is our time to go the only thing we take with us are our stories our stories of relationships with family with friends and colleagues and strangers and neighbors our stories about decisions and choices we make during the good times and the bad times our stories of empathy and sacrifice Sheila reminded me during those conversations that life is fleeting and the most important thing we can do is to live and create the best kind of stories we can I will miss Sheila immensely sitting here on this di tonight without her does not seem real excuse me so until we meet again sweet friend

028please rest in peace thank you very much I know that if we had more time uh and the ability to invite um others to share their comments and memories and stories of Sheila that we would be here uh for a long long time um and if you do have any stories or fond memories uh of Sheila I encourage you to share those uh with us and and with everybody on on social media media uh or feel free to email us we'd love to hear those stories and um always remember remember Sheila all right moving on to uh agenda item number five request to speak to the governing board we have a few requests tonight but before we uh invite those uh those persons up we will we've I've asked uh Miss Paige to read uh

029the admonition this page thank you request to speak to the governing board pursuant to ar ar 38-43 1-2 the governing board may make an open call to the public during a public meeting subject to reasonable time place and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of the public body after an open call to the public individual board members May respond to criticism made by those who have addressed addressed the governing board may ask staff to review a matter or may ask that a matter be put forth on a future agenda however members of the governing board shall only discuss or take legal action on the issues raised during an open call to the public if the matters are properly noticed for discussion and legal action during

030an open call the governing board requests that speakers refrain from voicing complaints against School Personnel or any anyone connected to the district as it may impact due process rights please contact the office of talent management if you have specific concerns about any individual employee thank you Miss Paige uh our first uh person to address this tonight is Jeremy Martinez we'd like to invite you to come up to the podium uh you'll have there's a three minute uh time limit and there'll be a timer up here on this screen uh that will show you your remaining time and I think it turns yellow and red as it as it dwindles down so the time right the time is yours thank you uh good evening everyone I'm sorry to have to follow up those nice words and

031I'm sure she meant a lot of lot to everybody here from what I've heard this is my first school board meeting uh I'm here because I wanted to talk about something that's been impacting my family for quite some time at school bullying uh just last week there was an incident at my children's school where um a student at elementary school mind you um a student had repeatedly been um bullying other students uh and this was brought to the attention of the uh principal the dean and all the appropriate members and it wasn't properly addressed uh which culminated in last week this student uh striking at least two members of his class one of which had to go to the hospital also during trying to stop this student from striking other students uh this uh student

032also struck a teacher uh in the classroom the reason I wanted to bring this to your attention is because at this particular school May I name the school without the Personnel or is that in violation ashin Ranch Elementary School um my I have personally met with administrators um including the principal and the dean on numerous occasions uh about bullying that my son has received uh due to um he's a little bit younger than most of the students in his grade level due to his uh he's in gifted so we decided not to hold him back so that way we can continue with his education however uh due to his size um he's been relentlessly bullied for no less than three years at this school we've considered taking him out of the school we've considered all

033the other options but he has persevered and said he wants to try in that every Year's a new year uh despite this um and assurances from both the principal and the dean uh I have had no less than six or seven meetings uh with the dean and the principal it's just platitudes and empty promises uh they are the actions plans are never followed through uh uh I followed up with them even months after one of the meetings and none of of the steps that had been promised that would be taken with me directly to my face were ever adhered to the concern that I have is that the students who are doing The Bullying are more protected than the kids being bullied my son has come to the point where I feel that if he

034the only way to stop the bullying is to stand up for himself he was asked by one of the teachers who can you trust in this school and after seven years of being at that school because he started in building blocks he said none of the teachers and that's that's a reflection on on that school and the biggest issue is that the students should have a right to protect themselves if the school is not willing to do it if this if the student is told to go to a teacher and they go I don't know thank you Mr Martinez thank you our next speaker is and I think I said this right last time IA Arnold am I close again or Carissa ah I said it better last time I think everybody but it it's

035not a big deal so first of all I just want to extend my sincerest condolences to you guys um it sounds like she was just a great friend so I'm really sorry for your less um than what you guys are walking through in the moment so in following up to this gentleman's story I'm really sorry to hear about your kiddo um the most important thing that we can do for a child the most love thing that you can do is issue discipline and give them structure even though they don't admit it kids Thrive off of discipline and structure last time I spoke I mentioned some of the kids who got involved in my own daughter's bullying situation and multiple of those kids have been convicted of criminal charges another one has since been convicted of

036felony charges not for our situation but because they had learned such a lifestyle of getting away with the things that they were doing on campus it's not a big deal and so now they have a felony on their record at the age of 17 I mentioned um sorry this is a really sad reality um this student um like I said was repeatedly allowed to get away with their actions and not receive consequences involved in my daughter's situation they like most minors who don't have structured discipline um end up with criminal records a lot of times um we're seeing this happen quite a bit because because it's just not that big of a deal um and these felonies are becoming a joke this minor actually was even joking on social media about how so what I

037have a felony no big deal right that's not good this affects them for the rest of their lives we have a problem with violence in our schools and it's even being seen recently um this is a good example here um there's other students going on within Gilbert schools that have been victimized in the recent weeks we've also seen um a recent uptick in threats for schools um I will personally say I've shared this with you as a board before um I have a personal um connection to somebody who is a Coline victim I know another family who is part of the Tennessee school shooting bullying is not something to be taken lightly and so when the students are less protected than the bullies are this is what you end up with and we're in a

038situation now where across our entire country we have schools that are being affected by the threats because the kids don't take it seriously I have asked for you guys to come out with a set of structured discipl policies for your schools um I've asked for them personally when my kids were attending Gilbert School District and could not get an answer or a response they're not made public your kids need discipline if they don't know what their consequences are and those consequences are not followed through on the problems are only going to escalate and we are going to see more and more kids being punched we're going to see more and more situations of violence within the schools and this is just the start of it teen violence across the country has drastically increased we've been

039um having conver conv Sation with the various police departments they're currently trying to work on different things to um combat teain violence in the outskirts of the schools but our schools have to step in and start participating before it gets to a point where we have shootings on our campuses thank you Miss Arnold uh our final request to speak tonight is by Bridget Vega Miss Vega please I see here to be a voice for the voiceless and for the children we must confront the uncomfortable truth within our communities we cannot turn the Blind Eye to the struggles our teens face every day from mental health issues to societal pressures we must under address the underlying underlining issues of Abandonment control anger alcohol and drug abuse that plague families as we continue to watch leadership point

040fingers at one another about whose job it is to protect lead and create a safe environment for the children the the children continue to get bullied School threats swarming assaults and sexual assault remain covered up the silence is deafening I want to share some alarming stats from Arizona Youth survey presented by Gilbert city council 76.5% have high protection in their neighborhoods and homes 65% of those respondents reported that they saw drugs as risky and that their parents would be disappointed 30% have seen someone one choked punched or beaten up 12% of those victims choking punching and being beaten up 20 26% have been harassed or have been made fun of online 16 to 20% of the 4,000 students reported it would be easy to get a gun in their Town 26% admitted to texting and

041driving 30% stole alcohol from their parents or homes with 41% of Gilbert 8th graders reporting doing so 61% of eighth graders reported stealing prescription pills from home while 32 to 33% of 10th and 11 or 10th and 12th graders emitted the same almost 40% of the 8th to 12th graders in Gilbert emitted to buying Vapes from smoke shops 64% report of the youth reported a low commitment to school which is a perceived risk factor our parents need to not only lock up the drugs and have these conversations in their homes as well as lock up the alcohol but we also need the schools to step in and provide resources to discuss mental health not stay silent get in front of the cameras versus emails and communicate with the children and the parents it takes all

042of us coming together please take a stand install Vape detectors in all of your Gilbert public schools and retrain on mandated reporting as we continue to see filed mandated reporting in so many cases is and our children deserve better rise up Gilbert thank you Miss Vega want to thank everybody that took time out of their evening to come and speak to us tonight thank you very much uh moving on to agenda item number six our monthly uh financial report for month ended August 31st 2024 Dr McCord thank you Mr Thompson governing board members I will ask Jackie maton our Director of Finance to come up uh Miss Betts is uh out of town uh for work and so miss Matan will pinch hit thank you good evening Dr McCord governing board members we are here

043to present the August 2024 FY 2025 monthly financial report today's report will consist of the district operating funds federal and state grants and bond fund District operating funds you can see uh M uh salaries and benefits including medical insurance are fully encumbered at this point unrestricted Capital the budgeted amounts for school and departments are also encumbered uh some of the capital projects that were not completed in FY 2024 have been rolled into FY 2025 so those projects are encumbered as well and you'll see in both of those funds some fluctuation um month over month which is typical this time of year Federal grant funds we want to highlight sr3 so the final revision has been approved by ad and the full allocation has been expended this is a reimbursement Grant so the final payment will

044be allocated upon completion report approval if ad recently published a report regarding sr3 non-s spend and it showed that GPS uh spent only 57% of the allocation amount unfortunately that was the amount that had been reimbursed to date not what spent again I want to reiterate all sr3 funds have been expended and then other other Federal projects uh we talked about this last month as well uh additional allocation for Roc was received and we'll Shore this up at the budget Revision in February state grants we wanted to highlight CIP which is the uh college credit by exam incentive program um in balancing the FY 2025 budget the state uh reduced this Statewide allocation by about 50% so we anticipate anticipate that that Gilbert's allocation will be reduced by about 50% as well uh These funds

045are used for professional development at the high schools as well as incentive pay payments to teachers uh awarded based on the number of passing advanced placement and international borate exams for the previous year and finally bond fund all of the bond funds are encumbered and transportation will be presenting to you for approval the purchase of uh buses in uh the very near future and just a note that buses take about a year for delivery that's it any questions Mrs man no I do have a question um tonight we're approving the purchase of some special ed buses um and those I presume are being bought with bond funds correct so what is the plan as we go forward and we don't have bonds when we when we're going to need to buy um buses or Transportation

046car vehicles what's that we're going to have a car wash is that what you said I think so a fundraiser yes a bus wash uh leadership will have to take into consideration the capital that's really the only other fund we have okay what we do during times like that is we have to prioritize everything in the district and and we see where those types of things fall so all right I appreciate that thank you any other questions any other questions from the board all right thank you I think that's it thank you very much and thank you for keeping with the tradition of uh making these uh these Financial reports riveting oh you're very welcome yes we tried appreciate it thank you thank you song and dance next time all right moving on to agenda

047item number seven uh approval of the consent agenda items uh do I hear a motion to approve the consent agenda items as uh outlin on the agenda this evening so moved thank you Miss Paige is there a second second thank you miss humph all those in favor of approving the consent agenda items as outlined on tonight's agenda please do so by saying I I any opposed all right and that passes four to zero thank you moving on to agenda item number eight our action items 8.01 policy development first read of policy 2103 administrative review for public complaints is there a motion so moved thank you Miss humre a second second thank you Miss pagee is there uh Dr mccort yes just uh quickly this is a policy um that basically is encompassing some of the

048policies that are quot voted in our old admonition and it gives uh the public the ability to file any complaint and um it just puts it in structure we had uh some of the lawyers from the trust put this together just so we were in accordance with uh what state statutes are as well as process and procedure is there any discussion amongst the board on 8.01 I I wanted to just uh point out that this is that when people do come and speak this is a process for um their concerns to be addressed and that they don't just speak and then nothing happens that we're we're cognizant of their concerns and working to address those well let me let me just correct you on they have to actually fill something out and turn it in

049it's not just anybody that gets up and speaks so you know that and it and it doesn't provide a mechanism for us to address those things then and there at the board meetings does it it's no okay there's still a a process that correct it should go through Administration okay thank you for that clarification and the reason for that is because of open meeting law we have to have something on the agenda 24 hours in advance so that is why when someone comes to address this we can't have a discussion or talk about their concern we we just have to stick to the items on the agenda correct thank you I think the only thing I was going to say is I know we've changed what we read but it still is on here correct

050and up on the screen as the old wording right so if we can just we'll change that as soon as probably at the next meeting when we take this through the policy second time and then approve it we'll just just so we can that be consistent correct yep thank you anything else okay I will call for a vote on 8. 0 1 policy development first read of policy 2-13 administrative review of public complaints all those in favor say I I I any opposed and that passes four to zero moving on to 8.02 policy development first read of policy 5-33 Student Records Dr McCord thank you Mr Thompson governing board members um there's just some oh wait I'm sorry oh go ahead to call for a motion is there a motion for 8.02 so moved thank

051you Miss paig is there a second I'll second thank you Miss Wood Dr McCord thank you thank you um there's just some cosmetic things some uh words small words that are added um the meat of this is held within this paragraph I think it's page three says the district shall comply with the requirements of ARS 15- 71.4 C in transferring records as a school of origin if a foster care student is transferred in grades 9 through 12 pursuant to best interest educational placement determination and so that that is basically the meat of the changes for this policy and that change is is due to a change or an update in the Arizona revised statutes correct correct okay thank you is there any discussion okay if not I will call for a vote on 8.02 policy

052development first read of policy 5-33 Student Records all those in favor say I I I any opposed thank you very much that passes four to zero and moving on to 8.03 policy development first read of policy 5-44 administration of Medicine is there a motion so moved thank you very much Miss humph is there a second second thank you Miss Paige Dr McCord thank you Mr Thompson governing board members again some cosmetic things done uh in some of the updates by the trust um this has to do the changes have to do primarily with uh glucagen or did I say that right does that sound correct G GL GL glucagon sounds like Glon all right I like my pronoun it sounded much more scientific um Just Go With It yeah it says uh in uh page

05310 of 14 uh in number two towards the bottom it says or the district must obtain gluca gun pursuant to a standing order authorized by as AR 15- 3440 one and as we move through under training says all employees or District contractors who Implement a diabetes medical management plan are required to provide to the school a written statement signed by an appropriately licensed health professional that the employee or contract has received proper training in the administration of this type of medicine and then moving down says standing orders the district May annually request a standing order to stock glucan as permitted by ars1 15- 34401 for the Emergency Administration to a student by a healthcare professional as authorized by Statute the district May accept donations or apply for Grants to purchase glucan or may participate in

054thirdparty programs to obtain uh this for free or at a reduced cost Miss Wilson can you scroll down in this thank you thank you and again the other stuff is is pretty much cosmetic and so that's the empathy for this and then again just for everybody to understand after first reads we take all of these back to the policy committee for review before we bring him back for a second read if there's any more changes or anything that needs to be updated thank you Dr McCord and I think for the record I counted four different pronunciations of the word glucagon during that explanation I was I was going to do one in a different language but I think I might have so I'm not sure well we knew what you meant uh is there any

055discussion just to be clear since we've been talking about this all of these policies are fluid they're constantly being changed due to statutes in the state legislature so that's why we're always doing policy reads here I just wanted to clarify that thank you very much is there any other discussion uh Miss wood or Miss Humphries about this policy all right thank you very much then I will call for the vote um all those in favor of approving 8.03 policy development the first read of policy 5-44 administration of medicine say I I I any opposed and that passes four to zero thank you very much moving on to uh agenda item number nine request for future agenda items are there any requests is [Music] there um is there any reason for us to uh review the

056uh discipline policies surrounding or at least become more familiar with discipline policies surrounding bullying at our schools maybe at at the next policy meeting or uh we can review that the next policy meeting as well as they're all held online and they have been for years um so but I'd be more than happy to review those at any time maybe um maybe what I could suggest is that if there are any concerns among the board members that we refresh ourselves on those policies and if there's any specific concerns um we can uh address those you feel free to either contact me or um Dr mcord and then we can if it's appropriate we can uh address those at a future policy meeting is that okay many of those policies like bullying harassment those things are

057are handed down to us through statute as well there's some requirements so we'd be happy to talk about that in any policy committee meeting or anywhere thank you very much all right uh moving on to agenda item number 10 board committee reports uh I don't have anything is the legislative representative tonight uh the city of melison Miss Wood anything to report not tonight thank you the town of Gilbert leison and audit committee Miss humph um I don't have anything specific to that but I did attend the um asba Maricopa County meeting last night so there will be a an agenda item that comes out of that they're they're looking at their bylaws and we'll have to discuss that as a board um and determine how we want to vote on that and then um our

058new County director uh sorry I can't remember AR Armando um sorry that was me that was my word I I'm sorry I don't remember his last name but he was reelected County director um but his last name escapes me right now and I just can't remember it so those are kind of we won't we won't tell them that you forgot it yes um it was a it was a good meeting we had a good um discussion about uh Civility and civil discourse and um had an exercise in that so I just wanted to report on that and we did go to the legislative um the the delegate assembly you uh Mr Thompson you represented us and I was there as well so we did do that yeah that was uh that was my first time
