contractors worked extremely hard to accomplish as much as possible we're still putting the finishing touches on a few little things but I'm incredibly proud of what has been accomplished and a big thank you to our building managers as well as our custodians they really made these schools look perfect as the start of the school year so thank you to all them and lastly on Saturday August 3rd we will hold our annual v-net kickoff training and vendor Expo this event begins at 8:00 a.m. at Highland High School and v-net stands for volunteer network and the kickoff training is designed for ptso and booster club members uh and they will receive excellent ideas about fundraising and how to properly run meetings and handle ptso and booster club finances so thank you to Bonnie and her department they

the district as it may impact due process rights policies K Keb and K are provided by the board for disposition of legitimate complaints including those involving individuals forms required for use of these policies can be obtained from the Gilbert public school's website all right we have one request to speak to the governing board tonight uh Vanessa McGee you're welcome to come up to the podium and there'll be a clock on the screen you'll have three minutes thank you for giving me this time my I've been a part of this District since 1994 I start teaching in this District in 2003 I took a little break but I taught for about about 15 years my complaint is that I was told by the district what to do to for my teaching certificate um to remove a
deficiency and I did exactly what the district told me to do I took the classes that they told me to take and they paid for and then when I went down to the ad they said that they had spoken to Gilbert and told them to stop telling people to take these courses even though I took the extended courses they said stop to tell them to stop taking them that's what they told them well I went to um I told my district I told our district that this is what I was told and that they said that I can get an emergency teaching certificate with for my CTE and then I was told by the did you say I can't name names because the person that was very rude to me and disrespectful um to me
and I did make a complaint and nothing happened nothing happened and I am I'm devastated by how I was treated by our district I went I can't teach at the school I was teaching at I was moved with two days notice to another school and now in the position that I was in that I was helping students there's they have substitutes but I was lied to when they said that they couldn't give me an emergency teaching certificate they said they didn't do things like that that things were unheard of and then I was told that it giving it to me would be a black eye to our district no ma even though I have been impeccable to this District I have done everything to this District everything for this district and then without with two
days notice I was moved and now my students at a title one school that has they have nothing they don't have there are two African-American teachers at that school and now I was one of them and I was one of the one of the the teachers that they actually came that they came to that they trusted I was called the nword and my principal and vice principal said well my vice principal said that he didn't know that that was a racial slur yet you take me away from there and then you put in substitutes I'm appalled it's it's wrong and EXC me I just want you to know that I did and I have my certificates here for you to see that I followed the letter of the law I followed every single thing that
the district told me to do took every class they told me to take and to go to the ad and for them to look at and say you need to take two other classes and I said I would take them got on the schedule to take them but it didn't matter to our district it just didn't matter I didn't matter so then when I hear that everything is so great on these campuses when you have a teacher and I'm not the only one who is devastated by the way by the treatment I don't know what to say it's like am I good to my students absolutely because they had nothing to do with the the the decisions that were made and I did make a complaint and nothing happened Rachel never called me to say
she apologized nothing happened nothing happened I got one hello from somebody on this and I since I can't say names one hello and I spoke to this person before and they never said until tonight when I walked in that was the first hello I ever got in person before that it's nothing and my principal over there where I was she should have fought for me look at my record it's perfect literally but since my principle and my district didn't fight for me then I have to stand and fight for myself not just myself but for other teachers who talk but won't come forward and fight for them and I do have these if you would like to see them thank you we'll move on to 5.01 monthly budget report Dr McCord thank you Mr Thompson
uh Thompson we have Miss Betts with our first monthly budget report here for Gilbert public schools good evening um president Thompson and um governing board members Dr McCord uh this is the first presentation of the new fiscal year but it's the very last presentation for the prior fiscal year so this represents activity through June 30 of 2024 for and represents the status of our financials at the end of uh last fiscal year um before the activity associated with the encumbrance period so we'll go through um several of the grids as we normally do and then give you some uh some expectations over the next couple of months so the district operating funds Federal grant funds state Grant funds Enterprise funds and a couple of words about some other funds are the grids that we're sharing
with you today so first the district operating fund you can see as usual the maintenance and operations fund is highlighted as well as the unrestricted Capital outlay fund note that our available balance uh that shows um at the as of June 30 is just over $14 million again we're still in the encumbrance period we're closing purchase orders just to remind you we did budget for a budget balance carrier forward of over 15 million this shows for 14 million but know that there's still some incumbrances there so right now we believe that to be overstated I mean understated the available balance is understated and there's still a lot of work that has to be done um moving expenses around to other funds so we we fully expect the available balance to be actually greater than what
we budgeted for the same situation occurs with unrestricted Capital outlay the biggest difference however is that in unrestricted Capital all of the in cumbrance will roll over so the spend will still be there in the new year um and it will just be reflected when we share the first report uh next month reflective of activity through July 31st okay so um the Federal grant funds putting out or pointing out the idea high cost as well as the vocational education as you know we have to do our final revised budget in May but we have several funds that are not budget driven we able to spend the cash that we are allocated and so we were allocated out additional monies in Ida high cost as well as in vocational Ed and that is why that available
balance is negative so that spend is allowed and um and okay we don't have to correct that negative balance I think is the point okay um under the state Grant funds uh the two most notable uh same thing with the vocational Ed on the state Grant side you can see that it's negative same circumstance though we received additional allocated dollars and so again that's a negative against budget not against available resources and finally we're sharing the instructional Improvement because we just received notification that our second payment was over a million dollar really good timing for the instructional Improvement fund to continue to grow to this level as we have a lot of professional development needs going into the 4 25 school year due to the implementation of our new math curriculum so just wanted to
point that out to all of you uh Enterprise funds we generally share the Enterprise funds um making sure that you're aware of how they're doing um note that uh I'd like to give a shout out to the Community Education Department the ASCAP Grant you can see it was awarded at nearly $1.7 million this is was a very difficult Grant to spend and they were able to spend all of it except for about $103,000 just wanted to celebrate that that was quite an accomplishment to be able to use up all that all those monies uh Miss bets when you say difficult to spend do you mean just that the way the grant is structured there's a lot of requirements in how you spend exactly it had to be supplemental spend and it could only be associated
with salaries and benefits we couldn't buy any stuff associated with that particular Grant all right thank you um the other point with the other two nutrition services and Community Schools um based upon their available balance we expect both of those funds to be in better shape um than expected so it's another good a good point finally other funds uh the most notable one is the employee benefit trust fund note the available balance is $23.6 million that we're expecting we did anticipate at a draw down of our employee benefit trust funds by about $2 million we will draw down less than a million dollars so our performance at the end of the school year has been very positive and so we are in good shape in the employee benefit trust as well and that concludes my
report if there are any questions I'm very happy to field those any questions I I did have one question if we just go back to to our uh unrestricted Capital funds um are we being very careful in how those are spent because we don't have bonds going forward the bonds have all been spent and we were not able to to uh pass that to sell more so we are um in terms of all of that every um expenditure or request from any of our departments associated with unrestricted Capital we deliberate every Monday morning in cabinet before anything is approved so anything that you see on a future agenda we believe as a leadership team is of great importance so yes we are monitoring that very closely thank you for the question thank you Miss Woods
all right thank you Miss bets thank you moving on to uh agenda item number six the consent agenda item uh do I have a motion to uh is there a motion I move that we approve the consent agenda items as shown tonight thank you Miss Woods is there a second second thank you Miss Humphries and I'll call for a vote uh all those in favor of approving the consent agenda items as outlined say I I I any opposed and the consent agenda uh items as outlined passes with a vote of three to zero uh moving on to agenda item number seven request for future agenda items are there any requests from the board all right thank you and moving on to agenda item number eight board committee reports uh we will not hear anything from
uh Miss ug jetti or Miss Paige uh so and I have no reports for uh from the legislative as the legislative representative uh Miss Wood do you have anything from the city of Mesa not tonight thank you all right and miss humph the town of Gilbert lison and audit committee um I don't have anything from the audit committee we haven't met in a bit because we finished our budget and finished our year and will commence again next year uh but from the town of Gilbert um we had police officers at some of our schools as um we were coming back to school so we want to thank them for that and also we've been working uh with the town on bicycle safety and the town has received donated helmets there's some bicycle shops in Gilbert
that are giving those away to those who would want one and so if you just check with your school you can find out where those are and and so we're encouraging students to wear their helmets while they're riding their bikes as a safety issue thank you for that report Dr McCord for Ronda Page's part I'll just add in there for the Gilbert educ AG Foundation um on August 14th at 8 8 am right here in this room we will have our Business Leaders breakfast so please feel free to attend August 14th I might have said August 8th no no you said the 14 thank you uh thank you for those reports agenda item number nine uh meeting date start from record thank you Mr Thompson governing board members on our next meeting is August 13th
which is a board work study and brief board business meeting August 20th is our board policy committee meeting and August 27th is a regular board business meeting thank you very much and agenda item number 10 uh adjournment of tonight's meeting is there a motion I move to adjourn the shortest board meeting I've ever attended and I'll second that uh let's go ahead and have a vote to adjourn all those in favor say I I I and any opposed none and we are adjourned thank you everyone for uh your attendance and participation
