001e e e good evening oops a little bit loud good evening um I would like to welcome you all to our work study and brief board business meeting for Tuesday May 7th 2024 we will start with calling to order the work study uh we have two presentation and discuss or excuse me three presentation and discussion topics and we will move to them and then the adjournment and then go back for our brief board business meeting and we'll start with 2.01 asba 2024 political agenda um Dr McCord thank you madam president governing board members uh I think you have attached and you have with you uh the asba 2024 political agenda and usually around this time each year they ask us to uh submit our top five priorities uh on some of this information or there
002might be others that uh you may have and so um I think it's a good time for a discussion if there's anything that you want to talk about in particular um we can again um if you want to pick five you can if you don't you don't have to as well but this is just for any discussion that anybody wants to have related to this I I have a question about it and mainly because um and I don't remember in the past and I know we follow timelines but it's May 7th and a lot of stuff has already been taken care of it has it it's due June 10th it's due June 10th and then when it is is it for this session or the following year uh no it's for the um session starting
003in January okay so it's it's next year's okay I just wanted to clarify that for this session yeah cuz it would be a little bit late for us to be doing it they after we submit the items they get together the legislative committee and put things together I just I couldn't find it anywhere on on there that said that so I just wanted to clarify it so this is for the next year's for 20 legislative 25 and legislative session Dr mcord I don't know how familiar you are with with this but I'm thinking maybe Mrs humph might be for the person that knows the most about it would you be willing to to share a little bit about it so uh yeah there's a it's quite a process and I actually really enjoy it because
004it's seen democracy and action so we submit these items and I I did look it up today because I was I was I couldn't quite remember so we can submit our five top priorities and I've picked out six um and also two items for consideration I after reading through the agenda didn't have additional items that I could think of for consideration but that's why we have it on for discussion so we discuss it submit it as a a board and then that goes into asba they put together a legislative committee they meet and work on it and come up with a draft and then that goes to the delegate assembly um which is definitely can take several hours to go through all the items sometimes they just do they they've kind of gone to just
005doing the items that are new or changed to make it a shorter process and it's basically the same same agenda each year with a few exceptions a lot there's a lot of similar items but it does change from year to year um on what we're trying to accomplish sometimes we get some of those items um passed um there was one a few years ago about um executive sessions and there was not an exception to be able to have an except an executive session on uh school safety plans and and safety in buildings and so that was on the legislative agenda for a short time but then the bill was passed um that we were able to remove that from our agenda and and in the process of what you've seen go on do they pretty
006much um take it by kind of like I don't want to say vote but if you know U 75% of the school board associations or school boards in the state want one or two or three do they go with that do they go with kind of majority um yes it's it definitely can be a slim majority but it is definitely um we go through those items and they are voted on at the delegate assembly and sometimes it has been as narrow as one vote yeah I I've been to a delegate assembly but it was a number of years ago so I I needed you to refresh my my own personal memory well I I think it's always um for me I enjoy going and there's definitely differences of opinion I just one that um I
007didn't put it as a priority this time but it's it's one of the first ones it's um improve outcomes for all students and I so um I was reading through at the beginning of the delegate assembly and I was just kind of like talk you know like kind of talking to myself but the person next to me I'm like oh my gosh I think we could all agree that students should be 18 years old before we allow them to drop out of high school that you know they should have a be more mature and and the lady next to like well why would you want to make him mistake so there are definitely differences of opinion cuz I was like oh my goodness I had no idea somebody would feel that way that you should
008allow 16 and 17 year olds to jump to drop out of high school but the bottom the bottom line on on this is basically what the Schoolboard Association does with this information is they then take it to the legislature and advocate for passage of what the school boards in the state of Arizona would like to see as priorities yes and they use it to um so the uh government Al relations I think it's just one person now Chris cman uses this as a guide in how asba responds to legislation that's put forward or in trying to encourage legislation so um it is basically the you know their guide to to make decisions on in the individual bills and things that come forward and I know there's been some inner turmoil going on at the at
009the Arizona School Board assciation but Chris cman has been a steadfast person throughout it and I think um those issues are being worked through they're now looking for a new executive director and have a I think a great process in place they've got a good search firm and um my understanding of the timeline is August or September they'll have a new executive director and and Chris has been a teacher um I think he was aea president at one point in time when his mother was aea president but he was he was very involved in in in the state for a long time so he's moved his way I don't know that he's been he had taught for a while but I may be wrong on that but he's been in governmental relations not quite as
010long he's at least probably 10 years a good 10 years I think prior to that he worked for aea maybe think I don't know it was his I think it was his mother Penny Codman that was oh that's his mom big on and U she maybe that's where I got confused of Public Instruction so maybe that's how you relate it so would you um like to go through these and you um we can Mr Thompson do you have do you have any questions about the process of this or any no I I don't think I do um if there are if if Miss humph has you know her top five or six that she'd like to just point out then well maybe those align with ours and we can just move on but okay I
011mean I do think there are a lot of really good um points in here so it was very hard for me to pick I picked six um top items that I thought were things that might be priorities for next legislative session so the the first did you rank them or did you just pick them no I just put a circle around them um so um under adequately and equitably fund School District schol schools um it's the it's towards the end replace current year funding with a system that provides districts appropriate stable annual budgeting ability and Technical reliability I thought that's pretty important I mean I know we're doing a great job with current year funding but one of the reasons that we have to do budget revisions um throughout the year is because you know
012our changing student counts changes our budget and and we're always trying to predict what our enrollment will be at the end of the year so it it is a problematic issue but thank you Mrs bats for dealing with it so well and and my other one on that under that category was give all districts the authority to Prov to provide affordable housing options to faculty and staff that's been a a big thing in rural communities and they can do it but in uh suburban and urban settings we're not allowed to do that that some districts have started to provide that through some um work with nonprofits but I think uh you know if we want our teachers to live in our community that might be an option we would like to explore Mr Thompson just
013for your information and you may already know this but up until how many years ago we it wasn't that long ago we had we did not have current year funding we had the we were always a year behind so we yeah so we waited till the 100th day um which you can answer this made it easier in some ways and harder in other ways correct well there's a lot of predict there's a lot more predictability when you know what your budget is based upon the prior your student counts because then you you know what it is yep yeah so those those were two of my priorities the another one under preserve and strengthen local control is um it's the middle one on the second column oppose any legislation that intends to lessen or curtail the
014legal authority of locally elected School boards including their authority to approve curriculum um we have seen bills in the legislative session where the legislators want to and they do pass a number of these they want to to put some curriculum into place um just a couple examples Sandra Day oconor Day we have to spend some time teaching about Civics um those kinds of things so um we want to keep local control and have school boards making that decision so I felt that was a priority and my last two were under require public accountability for taxpayer dollars spent on education um and these two were established financial and academic transparency for all institutions and individuals that accept public funds enforce Financial requirements and seek recovery of improperly received and or expended funds by individuals Charter and
015public schools private schools and organizations and the second one was require comparative classroom spending audits for school districts and all other institutions that accept public funds and Define classroom spending as both instructional spending and student support spending so thought those were kind of my top priorities oh I have one more sorry um and I did Mark under Federal advocacy advocate for full funding of the individuals with disabilities Education Act Ida so those were kind of the priorities that I picked out for the next legislative session but I'm certainly open I felt that there were many good things on the um political agenda that we could choose different ones if if we want to come to some agreement well I definitely am for the ability for us as a board in Gilbert and any board anywhere
016else is to be determined what is good for our community not somebody at the state deciding what's good for everybody I think that's very important and it is that way now so this would be changing it yeah I mean it's it's just working to keep that because the legisl every year um seems to want to have more say about what we're teaching and what our curriculum is and and it's fine if they want to come up with approved ones if people want to choose them as long as they're not something that we have to do yeah I mean we do have the the the academic standards approved by the State Board of Education and it's just leaving to us how we want to standards so that's Mr so thank you so I I think the
017only one that you mentioned well there's a couple that you mentioned I I didn't pick out a a top five and so I'll just go off the ones that you okay that you highlighted which are fine um I think the only ones that I would have questions about would be the I labeled it uh Miss Humphrey's 2 which one give all districts the authority to provide affordable housing options to faculty and staff um and I know that's not for us to figure out here but I I guess my my questions would be logistically how do you make that happen um and then it just seems like uh a little bit of a of a slippery slope situation where okay so then we're going to have if we can do that then our fire department's going
018to say that we need to give firefighters affordable housing and our police officers is going to say we need to give police officers affordable housing and our nurses going to say we need to give nurses pretty soon everybody's on this list of eligible or required to be given affordable housing and I just don't think that that's sustainable and I think it's um overstepping the bounds of of our charge uh in regards to um academics and then the only other one that I I uh that I just want to comment on is um under the public accountability section um I repeal any program that gives public funds to private schools vouchers the esa accounts priv school sub subsidies School tuition the only thing I'll say about this is I don't think this is going anywhere and
019so what I would what I would perhaps recommend to the asba is finding ways to work with these programs instead of spending resources fighting against them let's spend those resources finding ways to work with them that will actually benefit the public schools rather than create create animosity between the esa folks and the public school folks those are and those are kind of the only two well I I didn't choose that as a priority because I I felt that um as you say right now it's not um it's not going anywhere and I knew that was one you would disagree with me on so uh but I thought the acade financial and academic transparency and the required comparative classroom spending I would agree with you on that too I I I mean as much as I
020would like to see it it go away personally it's not going to happen but I think they need to be held accountable just in the same way we are sure because it's all of our public money and and they don't have to um do jump through all the Hoops that we do and I think that you know we see that every month you know we have to be so careful and and how we spend money and I think it should be everywhere that M public money goes too yeah so understand so yeah I didn't choose that one because I knew that you and I would disagree on it so I chose a different priority okay to disagree and we can disagree on it but we have to be realistic about what's going to happen too
021so let's work on what you know what we maybe can but I chose six so if there's one um or two you want to leave off we can choose up to five um and also we can add something new if we want but I just didn't have any I thought things had been very carefully covered in what is currently here so and we don't have to submit five right we could just submit yeah we could submit less yeah so if we disagree on on uh so housing on the housing and on the esa then I if if there's something that we formally submit um you know I'm I'm I'm fine with the other four okay so you're fine with replace current year funding with a system that provides appropriate stable funding so we can we
022can submit that yeah and then the the oppose any legislation that intends to lessen or curtail the legal authority of locally elected School boards including their authority to approve curriculum You' said this is the one that's already in place and we don't want to get we don't want it to be to change so um so a question about that what do you do if there's a school district that wants to a school board that wants to approve something that is um that is in not on a state approved list not on a state approved list thank you so um first there is a lot of oversight um because we have the the Arizona um academic standards so that's what we are required to teach and that's what the stand standardized testing is on um and
023so if they choose to teach other things besides the academic standards um is my understanding that the more you conform to making sure you teach those standards well the better you do on your your state stand testing I think your question though is more along the lines it wouldn't be deviating from the standards it would be deviating from a program am I Mr Ryan do we do we have any any leeway with like supplemental programs I know not for the big ones but is do we have leeway with in terms of you know a a a uh like a you know something a remedial program that would go along with it that we we feel would we could use more than what what that whatever we approve or adopt do we have some leeway with
024that where we could yeah so we do we already have that a little bit yeah we we have leeway also I would say um what I've watched with just reading the news and around the state about different school boards is when school boards start making decisions that uh are not what the community wants you'll see that upheaval and um Dr ogal Who used to be the executive director of asba always stated that the commun soon or later the community gets what what it wants so I think that's a part of the accountability factor in being a Schoolboard member is that um you always have to be connected with the community and understand what their wants are and trying to work to advocate for the students with the community and with the school district and making
025sure that students and their best interests always come first I would like to to just add if we can add another one not necessarily our top priority but just as a support and this is a personal issue for me is the one about Arizona Rural and remote schools having been in a rural and remote school and seeing the difference between what we have here in Gilbert Just technologically and you know the what's it called the um infrastructure the wiring and all of that you know we are at a greater Advantage than small districts and there's many rural districts and I would like to just say that you know as a as a board I would like to say that we support equality or whatever the word you want to use for the those some of
026those smaller districts that don't so don't always went about investing in just Arizona Rural and remote schools you know just just that we support their their you know that they are able to um have some of the same things that we have in in the Phoenix area Tucson area and when you think about it there's a lot a lot of rur rural schools in Arizona that don't always have that and you know their kids have to get the same scores on testing that ours here you know yeah so I would just like to say as a as a board that we support that it doesn't affect us but it you know I mean it affects our whole state m yeah absolutely so um that could be the whatever just an addendum or a an add-on
027or whatever honorable mention yeah um we as a board we as a board support the only thing I would say about the affordable housing option I I understand that you know and I I feel that too there are um this is already allowed in rural districts and there just needs to be a minor change in the law that allows it in urban and Suburban districts and there are already districts who are doing this so it's kind of do and it's it's just to allow us the opportunity to look at I think it would be something valuable to look at um you know we have declining enrollment if we ever had to close a school would we want to repurpose that school as affordable housing I don't know if that's an option it's just something we
028can again having lived that for a while too you have to it's almost it's extremely hard to try to do something like that I I think this is is a supportive wording but you know it's like you said that that you have to they have to come up with a way to partner with somebody it's not going to be taking School District money you you know that's not what it's meant for but we can't take money from our kids but we might be able to partner different I mean we you know yeah so if if that one is not what what would be the ones that you would be willing to put forward so on that one real quick it's a little different reasoning for why it's allowed in rural rural areas and not it's
029not because I mean here I I assume if it were to be done here I assume it would be because the house prices are expensive to live yes in rural areas I think the the the primary reason for this being allowed or being uh utilized is because it's just hard to get people qualified people to want to live in rural live and teach in rural areas and yeah it's more of an incentive to get people to go um whereas in the uh in our area in in urban areas there I I I think it's just anyway um well I think it's I think it's it would be for a different purpose and then you're putting you're putting a a tremendous burden on either either these organizations if there are organizations out there that will fully
030fund you know whatever whatever the the affordable means to them um or you're putting it on the backs of taxpayers or you're putting it putting the burden on um on individuals involved in real estate and being mandated to maybe rent to someone rent to a teacher or a faculty member at a lower rate than you could somebody else which I think opens up a whole new can of worms because now you're going to get people not wanting to rent or sell to to teachers because they're mandated to give some discount or something like that so I just that's what I mean when I say I just don't think it's it's it's feasible and I think it creates a lot more issues than it than it solves um if go ahead I I think it almost
031needs to be something that is done a little bit more research on before it's presented if you know what I mean they're just working to change the law so we can do that that's the point is that there's no option for us to do this without a change in the law and California I think does it I like San Francisco and some of those areas that are so expens because their laws are different but and because it's it's extremely expensive to there that's that's the challenge um you know you get a new teacher out of college coming to Gilbert and the rents are very expensive they can't necessarily live in Gilbert yeah and and they may and you know if gas becomes more expensive it may be hard for them to commute so for us
032it's also a competitive challenge yeah um just as with rural districts but if you don't want to put that one on um I'm fine with that if I was going to add anything to to it I would I would add um under the uh adequately and equitably fund school district schools on the right hand side the third bullet down eliminate unfunded mandates and administrative burdens I think that would be oh I like that one quite helpful yeah that that's definitely something that they worked on and I will say asba when when laws are in the works they try to address those as they come up in um laws so if you want to put that one on that's that's fine and we get that that happens a couple of times I think every legislative session
033on funded mandates the only other thing I would say would be more of a suggestion to the asba when when navigating these Waters is there's a lot of references in here to maximize State funding to to fully fund um fully restore uh they they mentioned things like before and after I would like the asba to be more specific I I when they say maximize State funding I mean surely they don't mean just give us a blank check and let us do what we want but but have the asba or or encourage the asba to say okay what what does macate funding mean what does fully fund mean because I think it's different depending on who you ask that that aide is going to be different and so making it instead of making it this abstract
034idea of fully funding or maximizing let's come up with some hard numbers Bonnie could help she's good at numbers so in the top it does say at least to the National medium for puple funding and in a recent um I believe it's m NPR I was listening to we are 49th in the nation for student funding and the median would be about5 ,000 per student we're about $110,000 per student overall so it does it does say that so it gives us kind of a goal national median per pupil funding okay so um but anyway uh I I guess I just want us to to pick up to five that we all agree on that we can forward Dr mcord do you mind going through them again and then make sure we've got them all okay
035um did we get rid of the first one which no it said established Financial academic transparency for all institution and individuals no we didn't it so we kept that one yeah we kept that one okay oh I would I would say get rid of that too which one that one the you're talking about under required public accountability right yeah um oh sorry no no no no no no no no that's a key okay okay sorry and what about the second one under there we require comparative classroom spending audits which one is that's on the back page public sorry she starting with the end ones but that's okay trying to confuse me here it's all right doesn't take much uh require comparative classroom spending audits for school district and all other institutions that accept public funds
036and Define classroom spending as both instructional spending and student support spending can you break that one down a little bit what is that okay so there's um when you think about the uh auditor General's report there's classroom spending and that is the teacher in the classroom the materials in the classroom um the curriculum but it doesn't include um the pair professionals uh the student supports that we provide so um when they put us up to I can't remember what is our number for classroom spending now now that they've put the two together we're much higher I think it's like 73% in the classroom so the student supports of like having a resource teacher that those students can go out and work on their reading with that is considered student support so when you combine those
037two together it shows I think it shows a much more true picture of what we're actually doing to support our students and um also gives us a higher percentage on dollar spent in the classroom Librarians I think also would be considered student support so who performs those audits um the auditor general the state auditor general so would would would would that person like send people into classrooms to perform these audits or how would these audits be performed um I don't I don't know the specifics of that Mrs Betts do you know the specifics of how the auditor general I mean I I'm sure we fill out some paperwork and they take that paperwork and look at it and determine how our spending in those different categories so my interpretation of that is since it's under
038adequately and equitably fund district schools um I'm assuming that they're talking about having the comparative data for all public schools to include Charter Schools right now they are not participating in that but all the data is on the annual financial report so um right now the auditor general goes through the annual Financial reports submitted by school districts and determine the categories to create that comparative report but it's only for districts at this point in time [Music] okay so on this first one um establish financial and academic transparency for all institutions and individuals that accept public funds I think that's great I would take off the second sentence I would submit our do our submit without the without requiring without the threat part of the enforcing Financial requirements and seek recovery uh they do that for
039school districts too we've um when they reinterpreted our minutes we had to pay the the state back some money a few years ago it wasn't it wasn't that we were misspending but we had one way of interpreting how we were spending our classroom minutes and they did an audit with a different interpretation and then we had to repay the school district it was before misss okay I just assume these are this is kind of targeting the the esa crowd because that's what this the the bulk of this section is geared towards is um I I I don't think it necessarily targets Esa it's asking for them to have the same level of accountability that we do but um that particular year uh Jeff Gad was our CFO and um there were a number of districts
040that they audited and their interpretation of how you could spend your classroom minutes was different and there were a number of districts that had to repay the state uh based on those audits gotcha and and again I don't think it was anything that we did that was incorrect but they did changed their interpretation we thought we were okay and then they changed their interpretation so we we had to pay a a significant amount of money back to the state um so you know we're held accountable very accountable and we just want other people who receive public funds to have the same level accountability that we do in District Public Schools gotcha okay so it's so we got let me do a r total real quick so under required public accountability the first bullet and the
041third bullet are okay okay yes that's one and two and then the third one well I think another one you had there was advocate for full funding of individuals disability yes that was that was one I had added mhm the for the idea which is the special education okay that was Federal advocacy yes is that right yes yep we good with that yes so it's three and then I I think we the front page or no I think we're all in agreement on the um under preserve and strength and local control I think Mr Thompson agreed that we oppose any legislation that intends to lessen or cail the legal Authority yeah were you in favor of that one mhm okay so there's another one okay and then um there were two more and I I
042didn't get a marked because I didn't uh I couldn't find them the other two that you had mentioned were under the adequately and equitably fund replace current year funding with a system that provides District appropriate stable ant yes I that one but you also mentioned the one about um unfunded mandates I think it was yeah correct yes where is that that's in the same column yep third bullet down Elin unfunded mandates yeah yeah so if you want to uh I mean we could add that one I I do think current year funding I mean we wouldn't have to be up and down and doing these budget revisions I mean we might still do that but just having a more stable um Source um not trying to predict what we're going to have at the end
043of the year before we get there um so if if we can only submit five yeah and and The Preserve and strengthen local control that you mentioned oppose any legislation since that's not since that's already in effect we just don't yeah we just don't want it to change maybe we make that one an honorable Me Maybe make that one an honorable mention like like uh uh well maybe we could put in this one of kind of a new thing just because we can put in two that are um new so let's put out that in as one of the new ones even though it's not really new we'll just put it in there and and then that will give us um more space so so we do want to eliminate the unfunded mandates and the
044one on replace current year funding and that takes us to how many Mr mord I that brings us to one two three four five and then the other one is six okay and we're still okay with that we didn't get the um supporting the rural schools techology doesn't need to be if it would could be would we would like to say what we we support it but it it doesn't matter I I just would personally like to do that oh yes but it does not have to be one of our priorities okay okay well so that gives us 5 + one and then there's supposed to be a rationale so um maybe um I could write up the rationale get the list from you because I haven't kept strict track write up the rationale and
045that could be sent out and everybody could just let Dr McCord know whether they agree with that rationale I'll try and capture our thoughts yeah I like that good okay all right thank you anything else on the 24 political agenda all right let's move to 2 2.02 FY 2024 budget revision number two only number two go ahead Mrs oh well nope I'll turn it over to Mrs Betts um good evening I'm very happy to bring up Miss Jackie Matan the Director of Finance as well as Miss Lauren torsa the budget manager and the two of them will happily provide the presentation to all of you I don't [Music] see good evening uh we are here to present the FY 2024 revised budget number two oh you want to do the click for me sure so
046tonight's report will include student counts a review of student counts uh the FY 2024 revised number two M budget unrestricted capital budget and other funds first we'll review the FY 23 to 24 student counts so you can see uh there was um a slight decrease in a in uh inperson ADM if you want to at the animation so in the um adopted column FY 2024 adopted that was an estimated ADM amount uh we received the final uh student counts for the revised number one but you can see that we have decreased slightly this graph shows the ADM comparison from FY 2019 to FY 25 projection the fy2 uh 25 projection 24 projection was 31187 and the revised number two now is 3,915 you can see that we have we're projecting uh 1,200 students fewer in
04725 okay good evening um I'm going to go ahead and talk about the um revised ml budget capacity for this second revision um similar graphic up here um with one additional column that compares the FY 2024 adopted budget to revision number two just to give some clarity on kind of where the changes have happened um I also have a circle so this is um weighted student count up here at the top um we did increase in weighted student count from adopted to revision two however um from revision 1 to revision two we did drop off a little bit um and um kind of in the same vein our Revenue control liit did also decrease slightly as well um other things to note um our big I guess jump is from budget balance carry forward if
048you'll recall from the revision number one presentation um that is due to the encumbrance period um when we do a proposed and then adopted budget we're just kind of estimating what that carry forward is going to be um we finalized that with revision one which is why you don't see a change from 1 to two that is it um you go back I'm I'm going to pull a Bonnie my color commentating um just wanted to point out also in the adopted budget we did recommend and you approved a transfer of daa additional District uh District assistance to m in revised 1 and two that transfer went away so you can see that that that is a slight change and then you'll see that on the capital slide as well and so that's because with careful
049management we did not need that money correct okay thank you this is the unrestricted Capital uh budget capacity so again um same layout so we just wanted to show you that there was a a very small increase in the daa uh from adopted to revise number two and that was again due to to the final student counts uh very small textbook allocation decrease a fewer high school students uh that's about $85 per per student the onetime state aid was estimated at adoption uh and then finalized in one and two so you can see a $1,000 uh difference there the transfer again to uh from daa to m is no longer there so that was an increase and then the budget balance carry forward again as as Lauren uh said the adoption is always a um
050an estimate so by the time we revised uh the first time and now this number hasn't changed uh that is based on our final spend in 2023 and interest earned again was an estimate for adoption and we have the final numbers from prior year 424 so there's an increase there overall increase from adoption is about2 and a half million dollars sorry couldn't help myself you were all talking about current year funding versus um prior year funding just to clarify with District additional assistance it is prior year funding so just to make that clear so it just adds to some of the confusion because there's inconsistencies with two of our major budgets um in the school district so just to make sure that you're all aware that's why the changes are not as significant okay thanks
051okay and then finally I'm just going to talk about some other funds of note um so classroom site fund and instructional Improvement um no change from revised one to revised to um but from adopted into the revisions um those changes are due to budget balance carry forward and in the case of instructional Improvement um there was a second payment that was received after the budget was proposed and then adopted so that is factored into the revisions um state and federal grants has kind of changed um from adopted to revision one and then revision two um due to the close out of Prior year grants what those carry forward numbers um actually ended up settling as as well as additional um allocations for fy4 final allocations um other cash funds and Career and Technical education just
052some minor movement between adopted and the two revisions um again due to kind of the settling of FY 23 um [Music] financials and we do have uh the adopt or the revised number two as an action item we will need your signatures this evening are there any questions no but thank you for explaining so well it's complicated especially reminding us that daa is prior year based on prior year funding and um our maintenance an operation is current year funding so yes somehow I'd love to see that simplified by the legislature it would probably mean less headaches for you ladies okay any any thank you very much all right 2.03 review and discussion of governing board Pro statement for the 15% M override budget continuation ballot question on November 5th 2024 Dr McCord thank you madam
053president governing board members um I think couple weeks ago um Miss Betts put in our Friday memo a cop copy of this uh revised statement and we had added um we added a bullet point and that was uh maintaining programmatic Choice uh creating Future Ready graduates uh we also just sharpened up the amount from 35.8 million to 36 million uh but other than that that has remained the same I haven't heard anything back from anybody in terms of any type of thoughts or changes I don't know if Miss Betts has but I don't believe so so this is um here for your discussion if there's anything else you want to do we do have it later for final approval um but this is what we'll present to you tonight uh for your discussion this is
054basically what we have done in in the past correct correct I think we worked on it quite a bit I think we did yeah I don't the only thing that I I feel a little concerned about is using maintaining four times so I have two suggestions um I've looked up some words in the thesaurus um and a variety of them to see if some of them might work also um so I'll share those words with you and then I'll I'll give you my other suggestion for uh just um changing it slightly and and see what your thoughts are so uh these are some of the words that I've looked up and I I would say not all of them would be a good fit but they were under um they were Synonyms for maintain uh
055retain continue keep preserve provide protect sustain guard Advance persevere cultivate renew and uphold um so I don't know if any of those you know we worked really hard last time we had retaining upholding and continuing um so we were using three different words and I just don't I wanted to get your thoughts I I think when you have if you're when you're have when you have something like this which is basically a legal document you should keep the language the same I think if you're you're writing the the novel to win the Nobel Prize then that's when you you you want to you don't want to use the same the same word all the time because I think it could get confusing if anybody reads it I you know they they may or may not
056so I think I would rather stick with just the same word your thoughts Mr Thompson I I'd agree with that okay I like I I I think it looks great as written okay so I was going to offer another option and that is if we just put maintaining up in the the sentence at the beginning of the paragraph So This is this the very first paragraph uh no in and just into this first line This budget override continuation will directly benefit our students and families by maintaining and then you can put competitive salaries are you on the first page uh yes yes I'm on the pr letter sorry okay I'm on the pro letter all right I I was still looking at the first page okay sorry I'm on the pr letter just working um
057and so if we put maintain if we put benefit our students and families by maintaining then we can put the bullet points competitive salaries to ensure high quality education Professionals in classrooms campus safety and security pro programmatic choice creating Future Ready graduates and that is a mouthful uh class sizes and allocation to class size reduction so we're saying the same thing we still have the word maintaining there it's just not so you're putting maintaining in a different place I'm putting it at the end of the sentence and then the the colon so it's only one time it's only one time in four times I don't have a problem with that so reason that's I I think it just reads better um and I'm we're an education Institute I I do think our writing should be
058sharp so those are my thoughts and if you guys are willing to accept that then I think that that would be a good um youing our writing wasn't sharp before it's sharp I just want you to remember you wrote it I did but you you drafted it doesn't want to maintain it she doesn't want to maintain it I like editing other continue to edit this or P there yes that's right okay so I will so if we're all uh okay with that when we come up to the um approval on the action item side uh we'll just make sure we highlight that change okay okay that sounds great okay we will adjourn the work study and move to our brief board business meeting calling it to order um and I'll ask for Mrs Wilson to
059do the roll call please Mr Chad Thompson here michila ugti here miss Jill Humphrey here miss Ronda paig and Miss Lorie wood are not present Madame President you have a quorum thank you Mrs Wilson and I would like to reiterate what what Mrs Wilson just said we do have a quorum as long as we have three members we can conduct all of our business in the same way okay consent agenda items uh do I hear a motion to approve the consent agenda items as presented um I move to approve the consent agenda items except for uh item 5.0 three I wanted to remove that for a question but then we can go ahead and approve the rest and I'll ask my question and then we can approve that one okay there a second second so
060it's been moved and seconded that we approve um all with the exception of 5.02 5.03 three sorry um base rates okay 20 24 25 base rate schedules but all the others um and we don't discuss sent agenda items at this point because we have been passed um so all those in favor of approving the consent agenda items as presented with the exception of 5.03 which is being taken off to discuss please signify by saying I I I so on a vote to 3 to Z it's been approved so let's move to 5.03 2425 base rate schedules do I hear a motion to approve that so I mve to approve the 2425 base rate schedules thank you Mrs humph second second thank you Mr Thompson it's been moved and seconded and Mrs Humphrey since you asked
061for it to be removed okay it just um I had a question on this one because it was it was showing a 1% increase and I was a little confused about what that meant and so I would like Mrs Betts to come up and explain I got it for you right here so when we put these base rates together we add 1% to them because they are the base salary rates uh each year in order to stay competitive with uh our beginning salaries this does not reflect uh a 3% increase that all of our other employees receive so you don't Leap Frog people as you continue to build your salary schedules throughout your okay so just to clarify so our incoming employees get a one there's a 1% increase to the new salaries and there's
062a 2% increase to everyone else correct and and they would not know that that's a 1% because they've never been here so we just keep increasing the base but not as much as we keep increasing all other employees in order to stay competitive but not to LeapFrog other employees yes and and I appreciate that because that was um something we struggled with at a time while I was on the board and it took a a good while to correct it and I'm glad that it's no longer happening so that was just a clarification to me and I think it was really important for everyone to understand that so thank you very much Dr McCord for answering my question any other discussion hearing none I'll call for the vote all those in favor of 2023 excuse
063me 20242 base rate schedule as presented please signify by saying I I I so on a 30 vote it has been approve approved we'll now move to action items 6.01 of fiscal year 2024 budget revision number two which is what we just discussed um do I hear a motion I move that we approve 6.01 thank you very much Mr Thompson do second second thank thank you Mrs humph discussion do you want to say anything about it Dr mcord no I think it's all been said okay well any other I just really appreciate the hard work that goes into our budget every time we talk about it a lot but that's because we're trying to spend wisely and carefully and support our students so thank you for all that hard work and and I would I
064would appreciate also the fact that you have it in a in a you do a presentation in a way that the lay person can understand it and you know that often times that doesn't happen so that's very much appreciated anything else okay all those in favor please signify by saying I I I I opposed okay so on 30 vote it passes and we'll move to 6.02 intergovernmental agreement IGA between the Maricopa County school superintendent and Gilbert Public Schools Dr McCord oh do I hear a motion so moved thank you Mrs humre and I'll second it not that I'm trying to keep away from you but I didn't know if you wanted to have to second everyone that was my favorite one oh I'm sorry Dr mcord thank you the purpose of the IG is for
065the mar Copa County superintendent's office and GPS to assist one another in the processes and expectations of school district elections within May cop County the IG defines and outlines each party's individual respons possibility to the other as means to support and navigate duties throughout the election process the IGA includes the cost per ballot question as follows election year 24 cost shall not exceed $750 per ballot question uh 2025 cost shall not exceed $11,000 per ballot question and 2026 the cost shall not exceed 12250 per ballot question the cost per ballot question in the past was around $500 per ballot question the IG will become effective upon approval by the Maricopa County Board of Supervisors and Will May remain in effect through December 31st 2026 unless decided otherwise by either party and this is a legal
066requirement correct it is something that um I mean we don't have to do any of this because it's an IGA but like it was stated is something that um will benefit both parties as we move move through any kind of election process that involves Mar County otherwise we would have to do it on our own and it's not going to be fun they would bur they would bear the burden as well as we would as individuals so any other well I so I did have a question because when I read this it took me a while to understand this cuz I was like $750 per ballot it's per ballot item so it's basically about $2,100 for the three B items that we have this time correct yeah so I just want to clarify that cuz
067I was confused at first then I two for the two because they have the property in there as one okay that's so it's just two items okay so it's just like uh for $1,500 that we're paying the county to provide the service of preparing the ballots and everything for us which is really honestly not a huge cost okay any other okay all those in favor of approving the inter intergovernmental agreement between Maricopa County school superintendent and Gilbert Public Schools please signify by saying I I I so on a vote of three to zero it passes 6.03 to dis consider discuss amend if desired and if deemed advisable to adopt a resolution approving the governing board's argument in support of the special maintenance and operation budget override election do I hear a motion so moved thank
068you Mrs srey second second thank you Mr Thompson Dr McCord thank you madam president governing board member as discussed in our previous uh discussion here at our work study um we looked at the pro State Pro statement exhibit A2 this draft and uh we had made some changes uh to this document and then during discussion there were some other changes made uh so essentially the biggest change made by the governing board or suggestion for approval was it'll State this the budget override continuation will directly benefit our students and families by maintaining competitive salaries to ensure highly qualified education professionals and classrooms campus Safety and Security programmatic Choice creating Future Ready graduates and the last bullet would be class sizes and allocation to class size reduction and again the the costs change from 3 35.8 million
069to 36 million thank you discussion in one of these versions I think it was exhibit A2 the draft right the last bullet maintaining class sizes and allocations is a sub bullet to maintaining programma uh Choice creating future R is that no I think it just got moved it just got moved over so that'll it'll just be four bullets okay got it correct thank you anything else okay hearing none I will call for the vote all those in favor please signify by saying I I I so on a vote of 3 to Z it's approved 6.04 entity profile changes with the Arizona Department of Education ad Gilbert Global Academy and this is something that we've had as a a information on more than one time on an agenda do I hear a motion to approve move
070that we uh approve 6.04 thank you Mr Thompson second second thank you Mrs humre Dr McCord this is just for uh to ensure everybody understand Gilbert Global Academy is becoming a districtwide program and will be governed by the instructional time model approved on April 23rd 2024 we are recommending the closure of Gilbert Global Academy as its own entity and recommending the online learning becoming an integrated program at each Gilbert public school campus which was outlined in those other two uh hearings thank you questions concerns comments so we may have discussed this before and if we did and I'm just forgetting forgive me what does this mean for uh the staff the administration and staff that are currently involved in global Academy nothing nothing different for them this is merely um a move to ensure that
071Global Academy is no longer a standalone school but yet those students that attend that especially those that are graduating uh are placed back in their uh home campus so we'll still provide education for them for their online classes but their graduation rate will be placed at each of those individual schools okay does that make sense yeah it does but we'll still be providing the same Services we'll still we'll still need administrators we'll still need the staff we'll still need the support and like any school any any program that we have each year we look at it and uh we either increase their need at their campus or we decrease it based on what the enrollment looks like gotcha thank you okay anything else hearing none I will call for the vote all those in favor
072of entity profile changes with the Department of Education and Gilbert Global Academy please signify by saying I I so on a 30 vote we have passed that we will now move to the adjournment of brief board business meeting and Dr mcord our next board meeting will be on June 11th correct that is correct right we have a lot a busy month with graduations y brief board meeting like tonight yeah graduations and borates and end of school activities that are going on yes it's a busy month okay do I hear a motion to prove the to add I'll do that I say I move to I move that we adjourn Mrs second thank you all those in favor please signify by saying I I I thank you very much and thank you for anybody that's been
073watching us thank you guys all right good discussion if you would email me the ones that we decided to keep and then I
