007instructional time model plan for online students at Global Academy Dr McCord thank you madam president governing board member if I could have Miss Long come up as well as Mr oh Mr Ryan will introduce somebody for you is that correct yes come on up Mary I'll turn it over to J here good evening Madame President governing board Dr McCord um we're really proud of the work that's gone into Global Academy in recent years and as you know um a tremendous amount of effort from Mary and her team and a number of other people who have spent time with global Academy and trying to figure out the best way to connect with our community and support during both trying times as well as now just supporting students in their lives that that um need an online
008format for a variety of different reasons um along with that comes um different times that we make different decisions based on uh what the model actually looks like and how we can best serve our entire Community as well as all the campuses in the district as a whole so um Miss longan is here this evening to talk with us about what the plan is moving forward I know some uh items have been shared with you prior to be able to review and so able to answer any questions related to those so I'm going to turn it over to her all right thank you well thank you for saying all those nice things U Madame President members of the board Dr mcord thank you for having me Mr Ryan thank you for um sharing that and
009that nice introduction um so I am going to be my briefest my briefest of brief because I like to chat and so I will give you exactly what you need to know but happy to answer any questions that you have um about four years ago is when I started working with global Academy and from that time on we were um kind of tasked with looking at what this would look like as we moved out of that time we don't talk about into what do we need how do we support our students and um in 2021 during the 2021 22 school year or just before it um Governor Ducey introduced a bill that became part of ARS um 1591 and that's the text of the law that's just in front of you and what that offered
010to um schools and Char charter schools and districts in the state is the opportunity to um organize a portion of their schools or districts under um what's called an instructional time model allowing flexibility and the school district basically the local agency was able to determine um this constitutes the learning that is needed for this class and so that could be something like Project based learning um and it could also be something like online learning and so this is something we've been looking at consistently over the last few years to see whether or not it would be a fit for us so um just to give the briefest of overviews or the highest level of overviews the governing board is allowed to um go through two public readings of a program and in that they um
011State and adopt what um an instructional time model will look like in terms of how we will um determine ADM how we'll determine who's present each day and how to count attendance um and what the student count looks like and so we've gone through a process um that I'll share with you just um as an overview to be able to um see what that that would look like for us at Global Academy can I ask you a question yeah absolutely the state law that you're referring to here is that just secondary no it's K through 12 K through 12 absolutely yeah great question um and so through um our annual instructional time that's required we can um develop a plan and different districts across the state we've studied what they've done to inform what we
012could do and then thought kind of outside the box and at the Glo uh the gber public schools level right because we want to be the best at what we're doing um and so that can be any combination of direct instruction Project based learning Independent Learning Mastery based instruction and with that becomes um um online instruction as well um and so the school district and a governing board can Define that in terms of um a combination of in inperson or remote instruction um the caveat for um remote instruction is that it can be up to 40% of a student's um total instruction all time so um that is a if you think of the number of uh student enrollments or course enrollments at Highland High or at M high or any one of our schools
013up to 40% of the students total time can go to that so what we've done at at Global Academy for um definitely the past three years as we've kind of seen um our numbers go from very high to a little lower to really stabilize the last like two and a half or so years um we've watched what's happened we've looked at what the the needs are of our school district and what our our mission truly is and we're supporting um our sister campuses um students who are partially online and partially in person sometimes evit and Global and then our full-time online students um and as we do that and we look at some of the factors that go into that including accountability and funding um this is the the model that um after lots of
014thought and lots of work that we decided to recommend to the cabinet and then bring um for your consideration so what we would like to do is um shift Global Academy So currently we're um organized as um an aoi Arizona online instruction and we have a school entity number um and we would like to shift that into an integrated program so similar to Canyon Valley but actually more like vik because every student would be enrolled within um their home campus their their home campus but all of their um courses and all of their programming on the online side would still continue to be handled by us and so from the student facing side from the parent fac facing side and and the teacher facing side um very much would be almost identical and they might
015not even notice um the shift but what we want to do is be able to establish them as full members of both communities um what we would do is um the enrollment line would be tied back to the brick and morar campus um and we would continue to op operate the global Academy side as that community and that home base for the full-time students um for processing all of the like unique um oh systems and processes that go in and we would continue to how our online teachers evaluate them and continue to grow and make sure that the online courses we're offering are um commensurate with what is happening in our buildings um and so that is what we would like to do um our current model um as an aoi um we operate as
016our own school and have for for as long as I know of um and that means that we have our own grad rate and we have our own accountability rate however because of the way the state um model Works only our full-time students are counted into that so that's a big challenge because that's less than 10% of the students that we see every single year um about 32 3400 um this year and last year we've had and um right now we've got about 320 full-time students so that's about everybody else has kind of a combination of that um we looked at a number and we called them alopops but we had about, 1500 alopops last year meaning gilber Public Schools graduates that took at least one Global Academy class so um when only 110 or
017108 of those kids are counted in your grad rate and our mission is to support students who might be slightly off track or or even like have had some significant challenges in their life and have like just a different plan it becomes a bigger amount of that pool of kids um and then when we look at having them attached back to their home campus it is five or 10 per um Campus of you know current seniors um and maybe 30 to 50 depending on the size of the campus that we would currently have in our entire um 9 through 12 group that would be attached back to those campuses um and so when we have a handful that are off track it it is absorbed into the great number of students that are on track
018the other challenge that we have is the accountability measure for um for academic growth or academic proficiency so in this past year if we just look at the um model for high school um the measure that we had was our ACT scores for our Juniors um full Academic Year is something you'll hear um talked about when we look at which kidss are counted into those academic scores and in a brick and mortar school that's anybody who is there from October to after testing time um and in an online school they have to accumulate um I'm going to say it wrong Peter's watching and it's either 900 or 600 minutes and uh it's cuz it's upside down um and there we don't know how many have those minutes until June 30th so on the day of
019testing we have no idea which kids are going to count as full Academic Year because whether they came to us in July in October in February it could be that they accumulate that many and it could be that we don't last year we had 45 students test which we were super proud of we were ready to go drive them and bring them to us so we had a good percentage Jo join us only 12 ended up representing our entire High School score so if they do great it's great and if they are the ones who might be struggling a little bit more then um that affects our um grad rate or our I'm sorry our total school grade in a different way this past year we had elementary junior high and high school included and
020um our our school earned a c um and yet that c if you look at that portion that represented High School just as an example was based on 12 students and we helped support 3500 so the benefits that we have here are that we're tying um our students back into our brick and mortar schools um and they are able to be part of that Community but able to be supported by us if they're fully online or is if they need to transition in and out at different times of our lives and and our students come to us for many different reasons um but those who need that would continue to have that support but then in terms of enrollment um they are counted in and as long as they digitally raise their hand on the
021180 days that um the regular schools are in operation then they may work still anytime anywhere um within the country um between the first day of school and the last day of school um and so that will still offer a lot of flexibility for our families um but with that piece we then are able to um capture up to 100% of um the the student rate so that's um one of those are the two biggest benefits um right now it's up to 95% and then it's based on the total minute count like so the percentage of that total minutes um is our percentage of student FTE there whereas this is a straight if they come in they part of our um program then we're able to count them um what we have done is we
022have kind of um sketched out what it would look like on campuses I've worked with um Ryan um Nelson I worked with um we've worked with um Joanna katenzaro our admin team I've checked in with different people here and there and so the differences that would happen would be that there would be a handful of things that we would have the campus staff be part of doing um and we would set up trainings to make sure that they knew exactly what pieces those were but all of the tricky online pieces would still continue to be filtered back to our campus so that we can maintain Integrity in our courses we can maintain um our system and um keep kids going on the right track um but of course working with campus staff to make sure
023that um we are supporting them in the best way possible and and really working on a collective mission to keep our schools um moving forward in the right direction and and um you know just meeting all the goals that we have as a district so um that is it in a nutshell what your next steps would be if this was something that um you thought was a great idea um is that there are two total reads and I think that if um if you were um in agreement that the next two board meetings um would be where there would be a public read and then upon that vote it actually is in effect um and so if there were any things that we needed to preemptively get ready for the following school year that is
024all part of the law and then there's a summary that is submitted on the Arizona Department of Ed's um site it's not an approval process they say that if governing board um has agreed to it that they just take it and it is there um and they hang on to it um and then after that we would go through and start the work of getting everybody organized in the right direction making sure of course our families knew what was going on and how we would continue to support them and that on the back end that all of our um principles down to attendance um Specialists all the way through would would know exactly what to do and how to support our kids so that we could just keep giving them um that uh individualized and
025uh kind of customized learning that that we are so happy that we can give so that's it what questions do you have the one question I have is the so the full-time students are there full-time students that are not in our boundaries there are some um and so what we had I don't know how many off the top of My Head by and large the the greatest majority are um with our within our boundaries mhm um but there are a handful that are are outside of the boundaries right now so they would be attached to one of our schools though um correct so the ones that we would um be kind of bounding in um we had talked with um I talked with Marcy and looking at following what AIA um rules say and attaching
026them to the closest school possible for those that would be kind of grandfathered in as already part of global Academy and um on the right track anybody who was applying to come in um My Hope and our hope as the team that we were working is working with um um the high school principal group to ensure that the practices they would follow to bring in enrollment would be mirrored by us so that we were on the same page Following also the the direction of um of you guys that's good yeah so I think mostly mostly this is to meet the needs of student our students because I think for a little while we were talking about maybe this could you know serve the whole state maybe this would be an entity to itself that would
027but it feels like it's kind of settled into meeting the needs of our students and finding ways to you know let them have the flexibility but also the opportunities that we can mostly basically students that are within our boundaries are already attached to a school yeah you're correct I think in the past couple years um things have settled into somewhat normal um and as that's happened it really has become a Gilbert centered place um not all of our um surrounding districts have a um an online school and so I mean I think there's some opportunity to share communities um we have some families where they're U multi- or double household families and so there could one that's in and one that is out but mhm you're right it has really become more of a community
028support okay thanks yeah thank you I just want to say how proud We Are of what you and your team have accomplished over there I remember when distance learning was across the street in the strip mall oh wow and it was two people maybe one and a half and it was it was peace mail together and it's just matured and become something that we're very proud of so thank you for what you and your folks have done we apprciate it we have a great team and our teachers that I mean some of you may have experienced the teachers will chase those kids because they do not want to let them um fall behind or or lose them at all and so um we're excited about what we get to do to help what I what
029and I got to witness this when you had a meeting with your staff and and just them sharing the the ideas the things that they do with their students I think if if you guys want to see that sometime Mary will have you over because what we think I think online learning is and what it actually is are are two different things it blew my mind and I just knew that our students were getting a great education so thank you well that means a lot thank you very much yeah and Mrs humph came and visited one time too and did it was great to have her and and um just show off a little to you too yes it was it was wonderful but um let me go back to this did have a couple
030questions so um just to clarify we only have about 12 fulltime students that aren't connected to a campus is am I understanding that correctly that that when we get our grades it's based on those 12 students is that oh I'm sorry I understand what you're saying so in last year's calculation just for high school so as an example just it was a complicated algebra problem because I don't even know if it was algebra but they took the metrics for elementary and the metrics for junior high and the metrics for high school and made this big math problem that also included variability for um proficiency and growth and then at the high school end the grad rate um the dropout rate um subgroup C so that part is much more complex but in terms of the
031academic score the the high school math and um reading proficiency scores they were based off of the the 12 of 45 so we had 45 Juniors test okay we had 12 of them that had enough minutes to be full Academic Year uh because of the nature of Juniors transfer over at various times during the school year and so we may have had a 100 that were enrolled we had about 60 that were enrolled at that time we got about 45 of them down there to test and then of those 45 only 12 of them of them earned enough minutes by um the end of the year and that's based on when they transferred in and how many minutes they were able to ACW by that time um and so that that was just one measure
032just as kind of an example okay so the the other students that tested but weren't counted in that accountability score were they already tied to one of our schools so when they're not attach when they leave one school and go to another then they kind of um their scores don't attach really to anyone and it's it's really to prevent or to ensure that the school that has the student for the greatest amount of time is accountable for right so if uh in a brick and mortar school if somebody moved in a week before testing whether they had amazing scores or not so great scores um it wouldn't necessarily be that schools uh work that did that right and so that's what that full Academic Year ensures um but in the online world it is it
033is kind of a crazy calculation and so they tend to come to us in the middle of the year when something interesting happens in their lives and so because of that they don't necessarily have the ability to have earned 12 full classes with us 12 full semester so those other students just they're not tied to any campus they're not contributing to that measure okay yeah okay but they're they're still not tied back to correct say Highland High or Desert Ridge correct they're just kind of orphaned I guess well we adopt them really fast but they're not in that number for sure yeah okay okay and this is an effort so that we're not because we can't have an accountability score for 12 kids right I mean and we serve you know U on average just
034over 3,000 students per year over the last few years um and um so we would love to be part of what all of them are earning right um and so it's a little bit simplified to say 12 of them got us our whole grade but that also means that that um if if our school has its own grade that it is calculated at the same rate at the same weights as all the other schools when we go into that District GPA and so that has a big impact when we're only measuring a tiny group of students okay yeah okay I think I understand it better but thank you and if you have more questions too I'm happy I mean come visit give me a call you know okay so well I think this is the
035best way to I think it's great too because it helps even our brick and mortar schools again let's keep accountability right the more people that we have working to gather and help and then you'll still keep I mean you have the list of all the things that you guys do to also keep them it just gives a few more people helping that student and again to have full funding for that yes that helps a lot to be able to provide all the things that we're providing absolutely and then again I think it's I think it's in the best interest of students to have this as things have evolved I think this makes sense to in the best interest of students going forward thank you so thank you yeah thank you for all you're doing okay
036so I had a couple questions just so that I'm clear yes you have 320 full-time students that are tied to their homeschool correct currently our full-time students are tied just to Global Academy as a a separate School entity okay so when you're talking graduation they're graduating not from their home school but from Gilbert Global Academy you'll hold your own graduation ceremony we do not hold our own graduation ceremony um so right now global Academy is a 365 Day School which means every day is the first day of school and every day is graduation School a graduation day we had to graduate on Friday okay um and he was actually early we put a cap on him a gown we take pictures sometimes parents come in we have a bell they ring we make a big
037deal we put that g in the transcript um and so they graduate that if they want to participate in graduation um we uh attach them to either their home school um or um mosqu if they're out of District but that is not for accountability or graduation rate purposes that is just for the ceremony okay so with that said is your goal to grow this even like larger or are you trying to maintain close to this status I think we've found homeostasis I think we are where our district needs to be but I think that our truly at one point it was bigger and bigger and all of these things were happening right now everything we're doing is supporting the mission of the school district and the mission of our sister schools or partner schools and
038so I would say that uh we would want to kind of maintain what we're doing do it well and if there's a need to grow in a certain area we have a lot of kids that take social studies with us um but if there's a need to grow in a certain area if there's a way we can Pro uh provide an opportunity or partner a different way um then we would certainly love to grow into that okay um my last question is um how involved are you with the uh career counselors and the counselors on campuses at these high schools to kind of steer some of these kids that might need a half credit like in help to take one of your classes online um and take advantage of that because I think we could
039um untie a lot of kids' schedules if they were to even have a half a credit during their junior or senior year so how close do you work with those counselors very closely and I was on the phone with one of them this morning and a different one on Friday and so uh they know they can reach us at any time um but we like to have our um our practices really closely aligned um each year at the end of the year and the beginning of the year because at the end of the year our brains are busy with certain things at the beginning of the year with others we go and kind of do we call it our road show um we show them all of our procedures there are um uh aptitude kind
040of measures that we can share with families to say if you're really good at these things but maybe not these practice this before you do online um they have little flip books with QR codes so families can scan right away um and then anybody who is um uh concurrently enrolled um any when they apply to us the um family goes through does a little paperwork the student does a um a uh course request and then it's shipped right over to that um counselor so that counselor is approving it because they're ultimately in charge of their for your grad plan um so we're we're very closely tied um when we announce anything I will share it with principes and with counselors and um they have all of our numbers and we we work really closely together
041and that's what we want to do is we want to be the ones if there's a problem we've got some sort of way to help yeah yeah like if there's a senior that's a half a credit short before graduation that needs to get something done we announce it and announce it and announce and we go here is the day and then we also have reports we're running that go back to all the counselors every single day so they can see anybody who's in danger or has like wandered away for seven days or more um and so we are we are definitely wanting to do whatever we can to help kids cross that stage awesome thank you so much yeah thank you so sorry I have one more question is that okay okay to oh so
042will this change you said Now is it going to be tied to the school year or will you still be able to off for like the summer school or will we still be offered able to offer the um continuous enrollment great question um the school year will start on whichever the first day of school is in July July 20 whatever it might be um and then students will be able to continue their classes through that last day of school um and then if they would like to continue during the summer after this year they would um do summer school so they would enroll in summer school if not they can pause their classes and pick them up the following um school year to Mir online summer school calendar right yes so that would be a
043little different for a little bit different okay but there yeah but there will be an online summer school offered yes absolutely okay thank you yeah okay so just remind me again how many we have about 350 students who are full-time how many um students are taking a class or two or how many classes are being taken by students at you know some of them are doing that at the campus um so total humans okay to date so I say humans because um like some of them take one class on campus and five with us and some take five on campus and one with us right so we talk about total human beings about 3,200 32 3,300 um about 15,000 enrollments but those are semester classes ours are semester so we are we are busy busy
044bees over there MH yeah yeah that's classes that's semester classes right so everybody gets 12 a year all the things you referring to in terms of counselors working with one class two classes one semester a full year it's constant it's in out completion done it's some students that are just EV and then us so they're we're their only school because that Transportation piece it's fun good stuff that's a lot yeah that's a lot more than I had anticipated yeah there's a lot of there's a lot of moving Parts it's exciting yeah okay it's really an aw awesome opportunity for kids to either get ahead or make up yeah I agree yeah okay any other questions all right thank you all right appreciate thank you for this opportunity to chat with you thank you thank you
045well thank you because I couldn't have gotten all of that from the presentation I needed more come by any TI I'll share whatever you like okay all right thank you thank you thank you we'll move to 5.02 fiscal year 2023 uniform system of financial records usfr compliance questionnaire Dr McCord thank you madam president governing board member I have Miss maton Miss torsa here uh Miss Betts is out of town uh but they've got this no problem they're going to be presenting the you suff for questionnaire and uh or the usfr and this is something we we do it every year and so if you'll look down on some of the action items um well it's there for your approval as well so uh as as was the previous one in terms for the instructional time
046model so I will turn it over to miss Matan thank you Dr McCord governing board members um as Dr McCord mentioned we are here to present the FY 2023 uniform system of financial records compliance questionnaire uh before we start I wanted to again introduce Lauren toska she is our budget manager um she started uh just at the end of last year so these results are not her fault all eyes on me this year um but we are we are make sure they're better next you're saying but we do want to celebrate this is um excuse me a great audit uh cycle we had a great audit um no findings on the single audit and a very successful compliance questionnaire so shout out to my team for that so have to turn it on maybe got
047it there we go so um today's report will we'll go through the results of the FY 2023 uniform system of financial records or usfr compliance questionnaire and we'll talk about some of the best practices that we've implemented um to minimize future findings so before we get started I just wanted to remind folks that this is kind of the the final piece of the audit annual audit cycle um in January we presented the annual comprehensive uh Financial repor or the AER which is the districtwide financial statement and also the single audit which drills a little deeper into federal funds and um overall financial management so this is the last piece of that um FY 2023 audit um the usfr is a state document issued by ad and the auditor general it's kind of what I call
048our Playbook if you will it's kind of our the nitty-gritty of our of our day-to-day work um so this is really exciting for me I know um so but the auditors come in and they examine they're there um remotely at least twice and on site at least twice and they examine thousands of Records um related to finance um even payroll HR um transportation reporting it is uh it is quite a heavy lift for them so we'll get into the some of the details so this year we had 171 yes or no questions and it is yes or no there's no maybe or sort of or sometimes I wish there was that would be kind of nice um but we had 10 no answers or areas of non-compliance out of 171 uh which is which is
049great we had um uh finding and accounting uh deposit timeliness student attendance after the fact so we'll I'll talk about some of these um as far as accounting we had a a a coding error which happens we've got you know so many so many records um and then deposits we are required to make deposits Within 5 days of the receipt um this one was late due to winter break so I was going to say it came in and we left for for winter break and then we took care of it when we came back so we needed to have taken care of it real quick right and it was safeguarded at the school um and I asked them you know can can you wave this and of course no the law is 5 days so
050um but before every break we remind the schools to make sure that we we get the deposits in we did have um some findings in student attendance which is um pretty pretty common year-over-year um the withdrawals were not entered within five days there were some overstatements and understatements of absences um and then we had uh one after the fact which means the items or Services were received prior to a purchase order in place um and then one thing that's not on the slide here I wanted to talk about a little bit technology the section in the usfr compliance questionnaire and technology has grown um quite a bit probably doubled or tripled in the number of questions over the past few years this year um thanks to John calano and his team we have won um
051finding and technology and it's it's actually our um Finance point of sale software it does not time out so we are working with our um InTouch vendor to make sure that we can get that timed out after a certain period of inactivity any questions on those okay uh we wanted to show um a graphical representation of our findings now um honestly the the usfr compliance questionnaire has changed over the years there were more questions in 17 and 18 um but we certainly um are improving so I wanted to share that in a in a graph well I'm I mean you're talking about a few items out of probably Millions right millions of entries and so less than 10 I mean I think that speaks to our efforts to really um be careful in our bookkeeping
052and in our training of people because um you know as one person said mistakes happen that's why they're called mistakes right right and for a district this size to have 10 is is um pretty fair so um so we'll talk about best practices that we've implemented uh Financial processes are consistently reviewed and updated one of one of the ways that we do this is um as Miss Betts and and Lauren and I prepare for the monthly financial report um we you know kind of scour the general ledger we look at expenditures and encumbrances um and so that that is one of the ways that we that we view our um financial situation also uh just to note that all requisitions come through Finance uh before they make their way to purchasing so that is another
053way that we can verify coding and budget um there is ongoing training for staff and for finance staff and school and Department Staff last year we implemented um kind of a rolling cycle of um training modules um we had uh trainings in purchasing Finance um timekeeping or payroll and also in I Visions we had we held about 18 trainings and we had about 250 employees attend so it was really well received um we communicate deficiencies with staff so one example is an after theact purchase so if a if an employee makes an a purchase and then uh creates the purchase order an a notice is sent to the employee and to the supervisor and then student attendance trainings are offered numerous times throughout the year uh we also uh Joanna Canton zero and Kim provax
054um with our student information um system they implemented an internal audit last year and it was really quite well received they audited um I believe believe it was 18 elementary schools and their goal was a 97% accuracy uh rating they on the first go round they weren't quite there when they went down for the for the second um review after some training um most of the schools hit that 97% so um it was it was very well received and I think this the attendance Folks at the schools appreciated the support So as Dr McCord mentioned there is an action item uh the usfr now requires a roll call acceptance so that um will happen at the in the action items that's all I have for you any questions thank you for all your hard work
055you're welcome my pleasure really appreciate the effort put in that we're we're doing much better and uh I mean we weren't doing badly to begin with we were doing well to begin with but we're doing much better and I appreciate that hard work to make sure that we're accurate in our reporting and our recording so thank and I'm just happy there's somebody to gets excited about this thank you I do I know nerd alert your job is extremely difficult and and it I don't think people really quite understand on the outside just for the mere fact that you have to make sure that we're in compliance with everything and everything we do runs through Finance uh no matter what but and so I know you have to tell people no you have to give them
056bad news and I know that sometimes that that doesn't go over well with certain people and and I just need you to know I appreciate it because if we don't hold that end of our of our district tight everything else will loosen up and we'll just be all over the place so I truly appreciate what you guys do every day so thank you thank you let me let me just say one thing too I I liked how you said let's celebrate 10 findings because that is awesome and but I really loved how you said we're taking those we're putting processes in place we review and make sure that whatever the finding is that we say okay how can we how can we look at that and better improve so that we won't have that next
057year and just your example on the attendance that you'll you're taking the time I know it's many many employees the attendants is is offices throughout the whole district and many of them turn over at different times you're trying to do constant training and I appreciate that you're taking it seriously I liked that internal audit and I I'm hoping you guys will continue that and just keep again assisting supporting all that you do to help all the employees and and keep us in on track and accountable so thank you guys you're welcome thank you thank you very much thank you we will now adjourn the work study and reconvene the brief board business meeting do I hear a motion to reconvene the meeting I move to reconvene thank you Mrs Humphrey second second thank you Mrs
