Miss Paige is at you on the phone Miss pige Miss pige is at you on the phone yes thank you thank you all right uh I'd like to welcome everybody back into our boardroom including Miss Paige who's joining us on the phone tonight thank you all for being here we're going to move into the work study portion of our meeting tonight and uh the first thing we'll discuss is 3.01 uh the fiscal year 2024 revised budget number one presentation and I will turn the time over to miss bets um good evening uh governing board members um I would like to bring Miss Jackie Matan the Director of Finance up here to make this presentation and I will be here to support her uh as you know uh we were not required to revise our budget

in December uh because our budget capacity did not uh even though it went down slightly it did not um go down more than um 1% and so we were not required to revise the budget however as has been our practice over the last 5 years we have revised the budget around this time making sure that all of you are fully aware of our budget capacity as we go through the school year where our student counts are changing every day so with that I'm going to go ahead and hand it over to miss Matman thank you Miss pets governing board members so as Miss Beth mentioned we are here to talk about the FY 2024 revised budget uh number one so the introduction um Miss Beth said that we are not required however we do this

this time of year um after the final recalculation from FY 23 and after our AFR where we have um their final spend from prior year um and then we'll talk about student counts um the FY 24 revised number one M budget an unrestricted capital budget we'll talk a little bit about other funds and then average teacher Sal salary student counts comparisons so this is a ADM comparison FY 23 to 24 revised the last column you'll see is the difference between the FY 24 adopted to the revise that we're we're going to ask you to approve tonight this is a total decrease of 232 students um the adopted estimate was a decrease of 400 so we're down 632 2 the year-over-year difference is about students this is a graphical representation of the information that was shared

on the prior slide it we also went back to 201 uh9 which was kind of our last um prepandemic year as a comparison and then we'll talk about the FY 20204 revised M budget capacity so uh remember this first uh row here the weighted student count I did share with you that we lost students as far as ADM we did increase slightly the weighted student count um that brought our Revenue control limit up uh slightly about $360,000 also based on the uh final recalculation so can you explain just briefly how can we students but increase the weighted student count sure so the weighted student count is um certain uh special ed categories have a wait um so we receive more funding for that um we also have a wait for gifted students and free and

reduce lunch you're welcome uh next the 15% override that is based on prior year uh weighted ADM and so that did not change in this revision the budget balance carry forward did change slightly um based on the um the AFR and final spend remember when we when we ask ask you to adopt the budget we still have July and August to pay bills so we're still finalizing all of open invoices um so you'll see the budget balance carry forward go up from there from the AFR and then Proposition 1 2 3 and tuition in in evaluating this year's um revision we looked at the tuition um based on the U Revenue that we we we have received so far um and so we brought that down about $20,000 just to be more in line with

what's realistic that brings our total budget difference to $7.22 million in M any questions before we move on to Capital and just to note that the majority of that is coming from that budget balance carry forward so uh onetime spend versus an ongoing spend which you would see in the revenue control limit but we did increase by $360,000 of ongoing spend MH thank you so here the district additional assistance um is based on prior year num so that the the daa formula did not change in this revision um when we adopted the budget we transferred .2 million from Capital into m&o uh we removed that transfer in this revision uh this year we re received the onetime state aid payment of 8.76 million but that again did not change in this revision uh the budget

balance carry forward again with final spend um increased slightly by 1.2 million that was due to um un encumbering purchase orders as we finalized the year interest earned we wanted to high highlight we estimated $350,000 when we adopted and it was actually $420,000 so I saw a difference of $77,000 in interest earned uh I know we've talked about this before but we earn interest and um Capital at the county level only so um we try to maximize that as much as we can so we earn interest at maintenance and operations as well but we just can't increase our budget capacity with that interest earnings so however we are allowed to increase our budget capacity for interest earned and unrestricted Capital so overall the increase then is the 2.47 again uh due to the removal of

the transfer and then also um the budget balance carry forward any questions there so we'll talk about other funds so we highlighted about a half a dozen here um we updated instruction Improvement to reflect the last payment and then also the budget balance carry forward so there's an increase there classroom site fund um was an increase of 300,000 based on the budget balance carry forward only the state and federal grants were adjusted to reflect the fy2 24 allocation and any carry forward amount that's been approved we did include the title one carry forward in this um in this projection um but it has not yet been approved if it is not approved we will bring that back probably in a monthly uh report we um received a um estimated Revenue amount in um CTE or

Curr in technical education fund 596 so that is reflected there nutrition services um remained flat we um didn't expect an increase in revenue and it was offset slightly by the budget balance carry forward um Community School the 3.77 million increase inrease includes 1.7 million of the new Dees grant that uh Community Schools received any questions there I I just had one question most of this is because we budgeted very conservatively and things have come in better than expected is that would that be a fair statement um yes okay yes thank you uh moving on to average teacher salary so this slide is uh from the adopted budget and we wanted to share this with you before we share the re revision um to remind you that during the adoption process we used the FY 23

average teacher salary and then added the 3% compensation that you all awarded for 24 um so this is the adopted 24 budget um a average teacher salary it included uh pay for performance and some other stip that they're eligible to earn moving through the revision we use October data as that's kind of when the dust is settled for Teacher placement um so we use the October data um it did come down slightly and that is um because we lost some teachers who have retired or or separated for for whatever reason um and those most likely were higher paid um replaced by lower paid teachers so the average teacher salary did come down and although it says the perc increase is 1.32 any current staff did receive a 3% increase um this grid is showing average

teacher salary year over year uh just to to remain consistent and keep in mind that our teachers range in salary from our starting salary which Sean helped me out 50 52 53 um so it starts at 50 $53,000 and and several of our teachers are making over 80,000 so you can see the if we're if we have a teacher retired at 80,000 and we replace them with a $60,000 teacher you can see where the $220,000 of turnover savings per FTE would be realized and the other reminder is we did um yeah we had over 200 200 right that um that separated during last year so we can't um know in um May which teachers are going to be gone and who's going to replace them and at what salary so we just make our estimate

on the adopted budget based upon what we know when you say separated um Miss bets do you mean retired or resigned move on any of those it thank you we also um updated um this particular grid with an updated amount of the average stiped amount that teachers um are eligible to earn um so that increase slightly to 1654 and then it also includes the $750 of performance pay any questions there and just a reminder this is an action item 8 01 and I will need your signatures before you leave good reminder so please don't escape all right any any other questions I just had a quick question the starting salary of 53,000 is that with the 3% increase that we approved last year I can help you out there so what we've been doing and

I do believe we did this last year too when we offer a percent pay increase it was recommended to us actually by the consultant that we hired a few years back that we uh raised the starting salary by half of that so that we avoid compression with existing staff so the $53,000 was increased uh was 1 and a half% less um in uh 2023 than it is in 2024 for roughly did that answer your question yeah cuz I yeah I thought the staring salary was more like 54,000 and part of that's because there was a time when we couldn't afford to give increases and we had actually people coming in we were paying them more than people who had remained in the district fortunately when our override was passed in 2015 we were able to

Rectify that that there had been some leap frogging and so it's been a a long process of years to make sure that we're competitive with other districts and that um people are you know new employees aren't leapfrogged over current employees in their play in their pay so there was a lot there was a lot of work to put into that I understand that thank you Dill for that clarification so will the 1 and a half% go in for the next year what we've been doing in practice um Mrs Paige is that whatever the percent increase is awarded um by the governing board we would put half of that per increase onto the starting teacher salary so as an example if you awarded a 2% pay increase the starting teaching salary would increase by 1% okay

thank you any other questions or discussion okay thank you Miss Betts and Miss Matman for your hard work and for that presentation we appreciate it and I know that those uh anybody who is watching or will watch appreciate that as well thank you very much all right uh we will ajour adjourn our work study uh portion of the meeting we'll move on to our brief board business meeting uh we'll go ahead and start with a roll call Miss Wilson Mr Chad Thompson here Miss Lori wood here Miss Sheila ug jetti is not present Miss Jill humre here miss Ronda page right here Mr Thompson you have a quorum thank you Miss Wilson uh we'll move on and start with uh 6.01 uh Proclamation for National School counseling week and we have a proclamation that we'd
