009recognize you guys for that tonight because it is those little things that make your program special but it's those little things that make this town a special place to be and a special district to live and work in so congratulations to them thank you for thinking of those things and making people feel good about themselves congratulations give them a hand if you guys would shake hands with our governing board and then we'll take a picture I don't want to be yeah you're all right thank you yeah we'll we'll fill in the Gap this is the hardest part of the whole meeting right here again congratulations box thank you [Music] guys thank you very much Dr McCord that will take us to our agenda item 5.01 request to speak to the governing board we have three
010requests and we will Begin by listening to the admonition please to speak to the governing board pursuant to AR 38- 431.073 an open call to the public during a public meeting subject to the reasonable time place and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of the public body at the conclusion of an open call to the public individual board members May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during an open call to the public unless the matters are properly noticed for discussion and legal action during an open call
011the board requests that speakers refrain from voicing complaints against School Personnel or any person connected with the district as it may impact due process rights policies K KB and Ked are provided by the board for disposition of legitimate complaints including those involving individuals forms required for the use of these policies can be obtained from the Gilbert Public Schools website thank you very much we will have Richard young be first followed by Lori bingenheimer and our final speaker will be Brendan Waller and you'll have three minutes each thank you all um yes I speaking with a friend of mine uh about the bond and uh we both agreed we're not going to vote for it but we asked ourselves what would change our minds so that we' vote for the bond or the override we thought
012maybe student performance I thought about that and uh in general American schools aren't doing very well and I wonder if that includes this one there's a video going around of UCLA students being asked if they know what Washington DC is they don't know they knew the Kardashians they didn't know that uh it took me back decades when I was in an office I was training a very smart young woman recently out of high school in California uh and to be a paralal and she didn't know where Washington DC was or what it was she was uh fairly recently out of high school and uh she thought it was in California no it's not uh on a long weekend I took a trip to Mexicali it's a Dusty poor risque and kind of fun wild Mexican
013Border Town which is why I went there and in the afternoon I found myself in the bus depot just as a bunch of Mexican girls school girls came running in middle school age maybe freshman high school there was a big map on the wall and I asked them do any of you know where Washington DC is they looked at me scornfully ran over there all of them put their finger right on Washington DC looked at me triumphantly they thought I was trying to make Mexican uh girls look stupid I wasn't I was going to see if they could make American girls look stupid and they succeeded magnificently maybe not stupid but ignorant so came up again Sunday this last weekend family gathering party friends and my grandson was there who's one of your students I
014asked him do you know what Washington DC is he didn't know he doesn't know uh one would think that in 12 years of education intended to turn people into better citizens you would at least teach them where the national capital is how hard is it to put a map on the wall and say this is the capital of the United States here is the capital of uh Arizona and we're two capitals here because we're a federal republic and then explain that it is incredible that we would have to ship our kids to a Mexican border town to find out what the capital of the United States is you are failing badly there's more I've got 25 seconds I can't give you the rest of it but it is not good news not from looking at
015the homework that my grandson has had oh by the way part of it uh identifies the American flag as propaganda we pledge allegiance to the propaganda at the beginning that slide could have been prepared by Hamas the teacher said she got it from California so perhaps it was do better thank you Mr Young next will be Lori bingenheimer and Lori you will also have three minutes well I will disregard what I was going to say primarily I came to say that I am in support of the bond and the override I think one of the things we have to to do in life always is move ahead to do anything other is to stagnate and die and we do not want Gilbert schools to not be able to continue to move forward into the future
016and I want to congratulate the board members here that take the the challenge of being on this board at this time in history to support your staff to support the students to do the beautiful job that I watched here this evening um I moved to Gilbert in 93 and I came here only because I had a new house but I would not have been here if it wasn't for the schools the schools did their job in a professional caring manner that I appreciate to this day I believe that continue news today and that what we had is what we have right now as I read the paper as I look at everything I hear and see around me I do not see the great dissatisfaction of the previous speaker I think it takes courage for
017people to be on the board to do the hard work that you do the demanding work that you do and so this is a voter since 93 that says thank you thank you to the staff of Gilbert Public Schools we have one of two things we can do we do nothing we do not look to the future we do not make sure there's money that we can meet the needs of an aging buildings um and give new resources whether they're for security that we didn't have to do 30 years ago for the needs that we have in technology there are so many changes that happen we never really know what's going to be into the future but not to prepare for it I right now I'm in the process of after 30 years getting a
018new roof on my house now I did prepare and put money aside because everyone else was getting new roofs but the thing is I procrastinated and life's so busy and fun that I didn't make the efforts to to get someone to check my roof the way I probably should have at least one or two years ago well now there's a hole in my roof and it's leaking into my living room and there's no one to blame but myself for yes I did plan and I did know but I didn't take action what you have done here is you have taken action you left it thank you Miss bingenheimer thank you and now Brendan Waller and you will also have three minutes thank you good evening all board members I have a quick curiosity question before
019I get going do we have any veterans that are on the uh on the board here okay I remember last year you did have a marine that was up there I will um so I'm coming here today because I have a son that is at Highland Junior High um he's the last of my three kids that have gone through the Gilbert Public Schools um I have one that is in the Army right now he's active duty and he is uh in third infantry division and and uh so he he did go as well to the to uh Gilbert Public Schools graduated in 2020 in the co year um I'm coming here today because my son uh that is at Highland Junior High was wearing this exact shirt that I have because we all have one
020in our family and this stands for remember everyone deployed we do that on Fridays and you wear it on red Fridays um this particular shirt he got dress coded because it's got two muskets on the arm I went to the assistant principal to talk to him about what the rules are and he showed me the dress codes there was nothing really in the dress code that said anything about wearing something like this um in the name of not having an argument with the assistant PR principal I went ahead and brought a different shirt for my son and he changed so the the problem that I saw with the rules is they're very subjective there's if he had Tupac on his shirt with a 9mm that's a problem but this is two outdated guns that the
021military doesn't even use my background is I'm a veteran we have a veteran family my grandpa was an EO gima I also had another uncle that made uh Lieutenant Colonel at with a battlefield Commission and then like I said my son is in now so we need to look at at having better rules about dress codes I'm not up here to talk about females that was a whole another subject when I went to the school but he's not wearing anything inappropriate and for someone to have a subjective opinion that this is offensive is ridiculous because two days later somebody brought a gay pride flag to the school and that's far more offensive I think to more people than having having this this is a brand this is this is a grunt style brand so if
022any of you want me to come up I will show it to you a little closer the last thing I wanted to say is my son is in the advanced GC GTC program at Highland he's in the gifted program he's extremely smart um and one thing I think uh the district needs to address is the homework uh policy um giving homework just for uh the sheer sake of getting getting homework is I think a bad policy it's not reality to the real world um so I think that they need to address that and the teachers don't get homework from the principes to just do at home so that's something to look at and it looks like I'm out of time thank you thank you very much we appreciate those who have come and shared tonight
023in the open meeting in the open in the request to speak to governing board as well as those who sent in online we will now move to our reports 6.01 FY 2024 monthly financial report and first quarter financial report ended September 30th 2023 Dr McCord thank you madam president govering board members uh we will turn this over to our associate superintendent of Business Services Miss Bonnie Betts good evening president wood uh Dr McCord governing board members uh this is a short report on the monthly but this is the first time that you will see the first quarter or the quarterly report so just to remind you the monthly really considers changes that have occurred month to month in the current year and the quarterly just uh second third and four and first second and third
024quarter we present to you data that shows where we are from a revenue standpoint in the current year as compared to the same point in time a year ago so then we're looking at year-over-year comparisons I also wanted to acknowledge um Mrs Lauren toska back there uh so she is uh brand new to school finance and brand new new to gber public schools and all of this work um she has navigated and learned quickly and uh without her efforts would not have been uh possible to have it presented in front of you so so just to begin uh just going to go through just um three grids on the monthly financial report the district operating funds state Grant funds and then the bond fund and then the second portion is on the first quarter Financial
025year to date as of September 30th 2023 so this is where we are today with all of our operating funds so again you have highlighted ml classroom site fund as well as unrestricted Capital at this point in time you would see a decrease in the available balance you can see $7 million left over from budget in maintenance operations and you can see um under unrestricted Capital the $26.4 million roughly available um but no under unrestricted Capital the year-to-date expended encumbered of the 26.4 million uh on uh remember that that unrestricted Capital does have that additional $8.8 million that was provided to school districts as a onetime supplemental uh in addition I wanted to share that last year our total spend in unrestricted Capital was about $19 million we're anticipating um a greater spend um in
026the current year uh and we are very happy to have um available resources uh in unrestricted Capital the classroom site fund uh actually increased in available balance as what happens every month School Finance staff look through the general ledger verify accuracies they did discover that there were some individuals account coded to classroom site fund that were not eligible to be and so they cleaned that up and the result was an available balance increase of about a million dollar any questions on that before I move on you'd said that last year we uh spent about $19 million in unrestricted Capital outlay that's correct and you expect it to be more this year what do you attribute the uh the added expense to be this year mostly uh due to that additional $8 million giving us opportunities
027to meet uh unexpected expenditures uh also with the waning available Bond dollars um knowing that we will need to have available resources to meet some of those needs that we did not have last year thank you you bet so uh this is just repeating what I just told you and then uh under the state Grant funds this is just a reminder that you have two of the funds that are highlighted that are in that negative position remember that we're very early in the school year we had late Revenue come in during the encumbrance period so we will be adjusting those adopted budget numbers up in both of these cases inst structal Improvement as well as the school safety program which will resolve the negative available balances just a reminder on that and then finally the
028bond fund fund 630 so this fund represents the 2019 Authority and if you recall we had our last Bond sale closing at the end of May so um at at this point in time due to all the summer projects as well as anticipated projects going into the new school year you can see the $8.5 million roughly of balance um and all of the proceeds have been received for this Authority at this point in time so specifically wanted to share that in the cost of issuance so we have cost of issuance it's our charges to to actually have a bond sale some of those charges are outside of the the bond Authority uh and that we use premium dollars that are paying for those and then other costs of issuance are have to be included in
029the bonding in the um in against the Total Bond Authority so we did have a couple of payments that we still need to make for those cost of issuance um charges and then in addition it's the facilities renewal that really drastically reduced I wanted to remind you that a month ago we had reflected just over $16 million as available monies and you can see now that the total is 8.5 million and that was totally within that facilities renewal section so completing all the bond projects that you all approved during last year to go through the summer so any questions on that is any of the 8.5 million remaining uh uh encumbered by services or supplies not yet received or performed so the encumberance if you look you can see the fiscal year 2024 incumbrances so
030that's the amount of money where there's a purchase order opened but we have they have not completed the work yet or we haven't received the goods that 8.5 at this point in time is left unencumbered or un unaccounted for and you will likely see over the next few months the um approval for um future Bond projects to be done either during December or through through spring break or likely uh next summer thank you okay sure so now going into the first quarter financial report um just really quick on this one so just note the operating Revenue by Source this is just a reminder indicating that our operating Revenue that first grid on our monthly Financial reports all those monies come from the state come from local come from federal dollars and you can see up
031above on top you can see that the expected annual revenue a year ago was 36.7 million and this current year it's 3334 million so an increase of about $17 million so a big portion of it is the $8.8 million I shared with you that that's that onetime um Capital um that we that we chose we weren't required to we chose to put it into unrestricted capital in addition we had about $3.5 million more in the revenue control limit due to the work of the legislature another million and a half or so from classroom site fund and then another just under a million dollars from the m&o override all those things together account for that 17 uh million or so increase over a year ago the next slide actually best shows uh again this is by
032Source it actually best shows if you look at the state grid here where it shows the um 187.5 versus the 22.8 million expected in the current year so note that only $41 million has been received to date out of that $22 where you would expect at least 25% to be we're in the first quarter we should receive 25% but remember this is just a reminder that as a budgetary uh a budgetary strategy several years ago the state delayed the last payment and so we we do not receive the last payment from the state of Arizona until July 1st so it actually is reflected in the next year okay just a reminder of that and then again the same dollars here and then this one is just showing the year-over-year comparison by fund same story um
033and this you can see that the fund largely impacted of course by that delayed state aid payment is maintenance and operations because that's where most of the money goes [Music] okay and then finally the expenditure analysis uh so you can see that um last year at this time we had $3.1 million encumbered or spent and this year at this time we have 3 $134 million encumbered or spent that accounts for that additional roughly $7 million that's already encumbered and expended in unrestricted Capital also accounts for the pay increases that you all awarded um last uh July in the adopted or last actually last spring um awarded to all staff and it was a a dollar per hour for all hourly staff and 3% for all exempt staff and if you recall we did utilize classroom
034site fund at a large extent to be able to achieve that pay increase so and that you can see the the increases in salaries um and benefits and then the operating and and capital the capital in particular you can see $8.1 million a year ago versus the 29.7 in the current year so that's where we are today and that's all I have if you have any questions I'm very prepared to answer [Music] them I actually have a question if unless anybody else wants to go before me no okay so can you tell me what why did that operating expense go at P me remember it's 43.8 million this year whereas it was 34.2 last year what would be some examples of that so um the probably the largest contributor to that increase is likely fuel
035in transportation so remember that all that activity is in here uh generally they load up all of their tanks at the beginning of the school year we were still in very high uh costs at that point in time um but know too that all utilities all fuel is fully encumbered at this point in time as well as spent um so that's a big part of it um and then uh in addition our schools they're getting used to the fact that they do have available budgets and they are um expending them as you would expect at this point in time either by expending them or encumbering disorders so that's happening as well and this is the first quarter so maybe in the past they would wait till the end till the end to do it it
036wasn't not necessarily it's maybe the timing of a SP it's also timing all that is it's always difficult when you're comparing quarter to quarter um it also is impacted by um when fall break Falls right and when whe they're preparing for fall break before they go out for fall break which was earlier this year or whether they're waiting until after so this is just activity through September 30th oh and and also the early start so there's more activity a little we started a little bit earlier so more activity reflected in the financials first quarter yeah okay thank you is there any other questions board members no no thank you verys we appreciate it all right we will now move to 6.02 teaching and learning academic Spotlight Dr McCord thank you madam president govering board members
037tonight uh I'll turn it over to Mr Jared Ryan our assistant superintendent of teaching and learning they have some folks from our technology department as well as our professional growth Department Mr Ryan great thank you Madame President governing board Dr mcord thank you for the opportunity to uh share with you some exciting activity um going on across our school district in support of our students and teachers um specifically tonight we're talking about two critical uh groups that we we have that you've supported in ensuring our working with our teaching staff on a daily basis our um ties and our instructional coaches if you remember a couple years back strategically instructional coaches were supported in place on each campus and sometimes is a large District communication becomes critical and Alignment becomes critical and in those pieces
038and tonight we have um John calano and Shan abley and Melinda Murphy who are three of the best in the business who have spearheaded this and taken on is is um is a large project with great importance not only in our department but across the entire School District so they're here to present this evening on the work that they're doing and kind of update you on where we're at with both of those groups so thank you John yeah thank you um Madam president members of the board Dr McCord um as I was looking at this we're here to talk about the ick and tii collaboration so I'm I'm glad Dr Ryan helped with yeah that's what that says I and tie it sounds like a cartoon um obviously instructional coaches and our technology integration Educators
039um these two groups um support student learning in the classroom and they cross path um sometimes on a daily basis and so um we just really been discussing how do we get these groups together um so that all of our arrows are pointing in the right direction um and that's what we're going to talk a little bit about tonight um I'm not going to talk too much uh I'm here with two amazing people who are far far smarter than me um I'm going to turn it over to Melinda Murphy and then Shawn will follow up and kind of tell you what we've done with these two groups and some future plans with them so thank you I'm much shorter than John um so first let me give credit to Sea because this was her brainchild
040last summer um we were kind of chitchatting back and forth about how we get these people working together and Sean called me and said I think they should meet quarterly and I was like you run with that idea let me know what you need and so we had the opportunity to bring these groups together they really are um two sides of the same coin um instructional coaches largely engage our teachers to sitting with them determining what they want student outcomes to be and then working with those teachers to implement effective instructional strategies and they guide them through the process by looking at what teaching is going on in the classroom and then determining how effective it is the um key to a lot of what they do is effective instruction and the ties are really
041the secret to the technology tools that teachers can use to engage students in the process of learning um and when we sat them down and had them partner together and start talking about what was going on in their classrooms and what they were seeing across campuses it was pretty magical um so Sean's going to step in and she's going to tell you about um our first session together hi thank you um so the instructional the instructional coaches and the technology integration Educators or the ties have very different roles right they're very unique in the things that they do um the instructional coaches are focusing on the teaching staff where the technology integration educators are helping to integrate technology into the classrooms using the Chromebooks more effectively um engaging students by using technology bringing in robotics
042and doing a lot of those things um and last year what we what we saw in a couple of the schools was organically these teams started to work together and when they were working together they were having really real success during PDS um with the new teacher programs that were going on helping the administrators with their CIP goals so what we wanted to do was give them a forum where they could celebrate and highlight some of the things that those teams were doing and see how we could do that better in all the schools so in our first meeting we started by uh grouping Everybody by the ti cuz that worked the best cuz there's one tie that supports three to four different schools and then there's one um instructional coach on each of the
043schools so we grouped them all together by the tie and had them just brainstorm the things that they do in their roles they just put them all out on paper actually on a jam board because we wanted to use the tech and then after they had all those listed we had them just look at them and see which roles were specifically Thai which were specifically ic's and where those kind of just naturally came together to complement each other and some of the groups really had everything right in the middle so they thought it was a trick but it wasn't um but some of the things that we found huge were uh professional development very high on the tech side because we want our teachers to know how to use the technology and the instructional coaches
044wanted them to be able to use effective strategies and how do those come together so we started to see where those things can come together and where they can really support each other so so then we um had the groups talk about the continuous Improvement plans on the schools and really kind of unpack those and say how can we together help support our schools and our administrators in reaching those goals and then at the end um we asked everybody to just complete a survey as a final reflection of the day and um I had come up with the topics for the first one because this was something that I come up with but I didn't want it to be my show I wanted to address the things that they really wanted to do so see
045these are some of the things that they had said that they wanted to do one of the main things was how do we work together to um integrate technology into our small group activities teachers want to use the tech but they don't know how to get them going on it by themselves so that they can work with a small group over here um how can we work together to to plan these joint PDS and then um another big one was talking about integrating technology into uh teacher and student Clarity which since that um since that meeting we've already the ties have already designed a bunch of things that will go on their um Ben Q boards that go along with teacher Clarity student Clarity so we had a lot of success just from the first
046one did you want to talk about the last part okay um one of the things that I I told Sean this year whenever we are going to pull people off of campuses when we're done we're going to ask for feedback right I think that we spend a lot uh you know people's time is valuable and the more you're away from campus obviously that's time you know away from their students um so we sent out a little quick five question uh feedback uh afterwards you can see the questions right here the graphs on the right go in order of the first four bullet points um we definitely wanted n rate the experience but the big thing for me was was time right you know was the amount of time too long too short Etc um at
04775% said it was just right um but I wanted to highlight that you know five people said it was too long well if five people said it was too long even if the majority said it wasn't I want to look at that look at their feedback look at the processes we went through have Sean look back through the agenda was there any place where we could shorten things up or you know save some time because if if it was 3 hours and we could have done it in two hours then we need to do it in two hours right we need to be respectful of that time so I just wanted to share that with you anything that technology does where we pull anyone off of Campus this year um we're going to get feed
048back from them because we wanted to be purposeful um and there was a lot of great comments so it was a very positive experience for both of the groups and we wanted to share that with you so if you have any questions for any of us we'd be happy to answer those for you now thank you thank you very much board members do you have any questions was the last question is asking them to share so what was some of the other feedback that you received with that last question that was the slide before so we switch those on the PowerPoint okay so this was the feedback that they had given oh okay y all right thank you you're welcome I think my question would be uh sometimes I've heard families are concerned that we're
049pushing technology pushing technology so I guess I just want to hear what's the overall strategy or thought behind all of this as you go forward well I'll give you my opinion on this and I'll let Sean jump in um Melinda as well um I mean I've said numerous times technology is it's it's all timely and when necessary right again I've said more and more if you walk into a classroom and 30 Chromebooks are open and everyone's staring at it you need there's you need to ask why right because technology should be there when it's when it's needed the power of Sean's group is they don't come in and do anything unless it's something to integrate into a plan it's not just to use I don't know if you want to add to that a little
050bit so our Focus sor sorry thank you so our focus is always on the who like who is this for and it is for the students so if a student is sitting with headphones on Staring at a computer by themselves then they're not collaborating with the other people in their classrooms those are the things that they could probably do at home right so our focus is always to focus on the standards that the the the teachers are teaching um the things that that connect directly with curriculum and to be using technology as a tool for learning so if a student isn't necessarily understanding understanding uh I'm just going to go with a math concept for example we can bring in robotic things that they can program and we've done it where like you shake it
051and it'll change a number and then their friend programs it to shake it and change a number and now multiply those numbers so they're they have to be able to do the programming in order to do the the math concept we have them retelling stories with robots and and using all of the Google suite for their slideshows to do presentation um infographics and everything else that's connected to like ready genen if you go through the ready gen curriculum there's always things that have them described in infographic have them demonstrate their learning using an infographic well they can't do that unless they know how so we use the technology more as a tool than than a babysitter yes thank you yeah I would Echo exactly what um Sean said I think that teachers see technology is
052a way to make classroom teaching effective and efficient um it gives them immediate feedback so one of the things that we talk to teachers about is we we don't teach a cahoot right we use it as a tool to measure student learning um and I think as we've integrated it into the classrooms more and more over the last several years and as the ties have really been able to get into classrooms and now pair with instructional coaches I think teachers are understanding more that sometimes technology is great and sometimes paper is great and the trick is knowing with to use what and how to be flexible and adaptive to the needs of your students so that you're engaging them you're making sure that class um activities are interesting but they're also relevant because we do
053live in a world that is full of technology and kids should be able to access it in a meaningful way thank you I appreciate that any other thoughts or questions I I just want to thank you for the hard work and I love the way that we are collaborating and bringing people together and focusing on what the students need I think that shows that we're high functioning as a district to be able to do that because I know over time we've gotten out of our silos and more into a a situation where we're working together and I think that really supports the students so thank you thank you very much appreciate that all right board members that will take us to our consent agenda items 7.01 is there a motion to approve the consent agenda
054items I move to approve the consent agenda items as presented thank you Miss humre it's been moved is there a second second thank you Miss eetti it's been moved and seconded that we approve the consent agenda items all those in favor please vote by saying I I I any oppos with thank you that passed 5-0 that will take us now to our action items 8.01 policy development First Street of policy BCB board member conflict of interest Dr McCord thank you madam president governing board members uh this policy and the policies that follow that we'll talk about have all been through the first round with our uh policy committee and if approved tonight it'll go back for a second round with our policy committee to come back for a second read so just want to make
055sure everybody knows that uh we have seen this once before uh policy BCB uh governing board member conflict of interest uh if you'll notice we've added the word governing before the word board in uh several sections of this and then there's a larger section that was added uh and that is the district is allowed to employ including through a third- party contract C that provides services to the district any person who served as a member of the school district governing board during the preceding 2 years only in a position in which the person will provide services directly to students pursuant to ARS 15421 the district is authorized to increase the time period for this restriction to more than two years thank you Dr mcord board members is there a motion I move that we approve
056the uh policy BCB as presented thank you Miss hre it's been moved as there second second thank you Mr Jetty board members is there any discussion seeing none I will call for the vote all in favor of approving policy first read of policy BCB board member conflict of interest please vote by saying I I I any oppose with nay thank you that passed 5 8.02 policy development First Street a policy BDA board organizational meeting Dr McCord thank you mad president governing board members again in this policy the word governing board has been added or the word governing has been added before the word board in several sections uh also in the first paragraph uh just some gr grammatical changes organization has been turned to organized the word shall has been changed to must and then
057in the middle of that uh in that sent says the governing board must meet in January following the election in January following the elction the election is the addition and at the end of that paragraph uh there was it was stricken related to uh the month of January and time constraints there in the second paragraph again the word shall was changed to must and in this next section it says if if that person is no longer a member of the government Gover in board a temporary president must be elected to call the meeting to order and preside until the successor is chosen then the rest of that was uh deleted and then in the third paragraph it says the new president well we added the governing board and then a last section it says if
058there is a vacancy in the office the governing board shall elect a new officer to fill the vacancy however the governing board may elect a governing board president at any time for any reason providing that the matter is handled in a way that is consistent with the open meeting law and adopted by the governing board and those are the changes to that policy thank you Dr McCord board members is there a motion I move that we adopt um policy the first read of policy BDA thank you Miss uet it's been moved is there second second thank you Miss humph board members is there any discussion uh there is um I did have a point on that one if we could put it back up on the screen we that talks about um the election of
059the president but we've removed any mention of the clerk and how we elect a clerk so I do think that we need to restore that sentence and I thought we can just do that in policy meeting but when we bring it back for a second read can we leave it on the um action items rather than put it on the consent agenda just because we've made that change yep that would be good if we make any changes definitely will put it back on the on the action item yeah if not even a first read if there's enough changes to it right yeah is that sound good to everybody okay so we'll take this back and um bring it appropriately back for second read or first read next to the next meeting anything further in the
060second paragraph the election of a of a new president is that happening in an open meeting or is that in an executive session no it would be an open meeting that would be an open meeting yeah I do have a question but it's something that I can we can wait until we discuss it at the policy I was thinking the same thing I have some things too that now that I read it again so okay yeah looks like we'll be we'll be definitely discussing this but I guess at this point then do you feel comfortable in approving this first trade since we know we're taking it back okay board members all those in favor of approving the first trade of policy B da board organizational meeting please vote by saying I I any oppose with
061nay thank you 8.03 policy development First Street of policy be Schoolboard meetings Dr McCord thank you madam president governing board members policy be school board meetings we added the word governing uh to all of these titles just so you know that and again uh the word governing has been added before board in several sections the main uh addition to this is a paragraph that says the governing board must provide sufficient seating to accommodate the re the reasonably anticipated number of Desiring attendees when feasible however this does not require a public body to relocate a meeting outside of the largest regular meeting room and that has been oh also in the second section notice must include an agenda of the matters to be discussed or decided at the meeting of information or information on how the
062public May obtain a copy of such an agenda except for a meeting through technological devices the agenda shall also include notice of the time that the public will be will have physical access to the meeting place so in our essentially in our notifications it will say doors will be unlocked at specific time and that's pretty much it thank you board members is there a motion I move that we adopt uh the first read of policy or just the first read of policy be school board meetings thank you Mr Jetty it's been moved is there a second second thank you Mrs paig my question would be it said it has to be on the agenda the time would we post it on the agenda as well as I guess we just put it in the heading
063in the heading y okay I had it'll probably say something to the effect of regular board meeting at 6 doors will open at like 5:45 okay or whatever we decide okay thank you very much board members is there any further discussion so just out of curiosity do we have resources available if the number of attendees is significantly greater than what we anticipated well we do what we've done in the past is we've opened up the first floor conference room and um projected the meeting in there and if people if it was uh called to the public we would make sure that they had the opportunity also to come in and uh We've also lined the Halls um so we've been able to accommodate it most times thank you I do remember a past meeting years
064years ago this was before I was on the board that was held at mosqu high school so um that was a b change meeting I think at one point in time but we anticipated that so we made that change before it went to the public thank you board members is there any further discussion okay seeing none I will call for the vote all those who approved the First Street of policy be Schoolboard meetings please vote by saying I I I any any disagree please vote by saying nay thank you that passes 5 Z 8.04 policy development First Street of policy B notification of board meetings Dr McCord thank you madam president govern board members kind of piggybacking on that last piece uh in the first paragraph we added except for a meeting through technological devices
065the agenda and notice shall also include the time that the public will have physical access to the meeting place and then again added the word governing before board in a couple sections thank you board members is there a motion I move that we adopt the first rate of policy B da thank you Mrs paig it's been moved as their second second thank you Mr Thompson board members is there any discussion seeing none I will call for the vote all those in favor of approving the first read of policy BEDA notification of board meetings please vote by saying I I any oppose with nay thank you that has passed 5 8.05 policy development First Street of policy bedb agenda Dr McCord thank you madam president gy board members policy beb uh relates to the agenda and
066we didn't make any changes we just added except for a meeting through technological devices the agenda and notice shall also include the time that the public will have physical access to the meeting place thank you board members is there a motion I move that we adopt first read of policy BB thank you thank you Miss SRE it's been moved is there second second thank you Miss Jed board members is there any discussion did we discuss just getting rid of this uh policy because it seems so duplicative of I think it was be or maybe da I don't remember getting rid of it cuz this one specifically applies to meeting times and access times which was covered in I don't recall if it was be or B yeah we've said it twice now it it is
067very similar but I don't think that the accommodations for the disabled is covered in those other policies so well it is certainly that language that we've added three times is I guess repetitive but the other parts um especially the accommodations I I'm only aware of that in that policy are there other we did discuss we did discuss there was more that had been suggested there was a specific um remember there was a specific agenda that was on there suggested and we decided not to include that correct for this First Street that's correct is that what you're referring to no I I do I do recall that okay I just I thought I remembered that we talked about how duplicative this one was except for the accommodations for the disabled which have we can we confirm
068that those aren't those aren't included in another in another policy yeah we can by the next uh and and I think also looking back looking at the future trust policy I think there was a combination and this was a combination of several policies if I recall them together new trust so I think the discussion was we were just going to move forward with this and then when we made that change then all those would come together thank you yeah so for now um again we'll take this back to the policy meeting again but for now all those in favor oh just one more I did I did want to clarify that we're going to add the name of the designated Agency contact person and their telephone number so when someone goes to this policy they
069know who to contact okay thank you that's all thank you anything further okay I will call for the vote all those in favor of approving the First Street of policy BB agenda please vote by saying I I I any oppose with nay thank you that passes 5- that will take us to nine our requests for future agenda items board members is there anything that we need to know of tonight okay seeing nothing else in that we'll go to our board committee reports and that begins with me so sorry let me get mine here um city of Mesa leaz on I wanted to announce a few things one was that the express Library over by sup Springs Elementary in Monterey Park will be opening this Saturday there's a ribbon cutting MH and then there's an expanded
