good evening we'd like to begin tonight's regular board meeting Tuesday June 20th 2023 at 6 PM I will call this meeting to order and then ask that we begin with a moment of silence followed by the Pledge of Allegiance led by Chad Thompson if those of you here would stand with us for a moment of silence thank you I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you I will now ask Miss Wilson to please call roll Mr Chad Thompson here Miss Laurie wood here Miss Sheila eugetti here miss Jill Humphries here Miss Rhonda page here Madam president all board members are present you have a quorum thank you very much that

will take us to tonight's agenda the public hearing is what we'll begin with for the proposed 24 proposed budget for adoption presentation let's start with that Dr McCord thank you madam president governing board members as we presented in our work study at our last meeting proposed budget we will have our public hearing and part of that is to review the budget once again and anybody that wants an opportunity to speak can do that thank you okay board members Dr McCord um president wood you have seen this presentation in totality we added one or two slides since we proposed so we're going to go a little bit quicker over some of the items that are repetitious and get into the nitty-gritty of the things that are important to remember about this budget adoption and then a

quick reminder that we will need you to sign off on the cover sheet at the end of the meeting this evening there is an action item associated with this presentation and finally I wanted to introduce our brand new budget manager Mrs Lauren torska and she's here with us tonight and so she will be asking you guys to sign the cover seat so so to begin today's presentation the only thing that we added at the end was the estimated assessed values we did not share that at the last meeting and then to go into the introduction just at a high level note that this is the first time I think since I've been here that we're actually adopting a budget or we're actually asking you to adopt a budget that the legislature is fully done with

so that's very exciting and they were able to complete that um before we even proposed which was also very exciting and then overall just a reminder that all of the proposed budgetary changes on spend are fully aligned to the Strategic operating plan as well as to the mnl override commitments that we made back in November of 2019 and that's reflected in the next few slides so finally the basis for all of our budgets of course is our student counts which is defined as our 100th day average daily membership so note that when you look at the fiscal year 2023 revised number two you note the 31 233 in-person students and then note that the 2024 proposed includes a reduction of 400 students you can see that the Arizona online the part-time and the full-time have

been changing but you can see at the bottom are expected total ADM is 31 171 but I also wanted to share that the fiscal year 2023 data is still changing and just a reminder that the department of Ed does a final recalculation in early July we are expecting positive news associated with that and that will result in a higher than what we are proposing budget balance carry forward so we already know that our budget is going to be better than we're sharing with you tonight so that's good news so this is just a graphical representation of our student counts over time we always start with fiscal year 2019 that was the year in which there was the spring of 2020 that that we entered into the pandemic the coveted pandemic age and so you can

see that in fiscal 19 we were at 32 933 and we actually gained about 150 students for the first time in a few years but then you can see that we have seen some decline since that point in time so budget parameters so the Gilbert Public Schools budget student accounts assumptions again I've already shared this average daily membership decreased by 400 ADM the aoi and full-time and part-time are set equal to what we had before we proposed and the same thing with the total add-ons weighted student counts also based upon the recalculation we are expecting more add-on weighted student accounts as well not just an increase in the average daily membership Miss betz real quickly did did that change significantly now that we know that the budget was there any change to that by the

state no no okay additional decisions it was just our data our data that's continuing to change thank you but fortunately it's continuing to change in a positive way and not a negative way uh so the approved State K-12 education budget the 2023 bla base level amount was 4775 dollars and some change an increase of 2.92 percent gives us another almost 140 dollars per student giving us a total of 4 900 and almost fifteen dollars per student the reminder that two percent is statutory it is the lesser of two percent or inflation but there was a 0.92 percent increase approved replacing the results-based funding allocation okay uh then the approved State K-12 education budget parameters so there is a free and reduced way uh a free and reduced lunch weight increase classroom site fund was 708

dollars in the current year going up to 758 for next year the district additional assistance K8 and 912 slight differences in those two but a note that there was a 9.4 percent increase to the district additional assistance um that was a very large increase that we have not seen in a while and then the additional one-time funding we should note that almost 8.8 million dollars of one-time monies that was allocated out and our budget puts that eight point nearly 8.8 million dollars into unrestricted Capital again for the same reasons that we've made those decisions in the past one-time money going into a arguably one-time spending fund but we have flexibility with that 8.8 million dollars so our m l budget capacity so these are just a comparison of all the parameters that go into our

calculation and note that the transportation Revenue control limit stays the same the teacher experience index note that we do continue to see a decline again this is a calculation that looks at the entire State and Compares Gilbert Public Schools against the average of the state so we're still above the average but still decreasing slightly also important to note the transportation support level feeds the information into the transportation Revenue control limit because of the the fact that the legislature improved approved excuse me a two percent increase to the transportation support level we have narrowed the gap between the revenue control limit and the support level which is a savings a direct Savings of over a million dollars to our taxpayer just wanted to remind you of that as well and then budget balance carry forward details

this was one of the slides that we did add this is just a reminder that over the past couple of years you all have made decisions regarding changes to policy DB is our budget policy so we're always looking at our budget balance carry forward and we are looking to see how much we believe we're going to assign for school carryover you all approved that any discretionary dollars that were remained unspent at our schools would come back to the schools in the subsequent year so we're holding that in reserve against our budget balance carry forward and then we're adding the assigned to the four percent carry forward Target note that we purposely put in language that it would be a Target and that dollar amount is about 10.7 million so unassigned budget balance would be 1.2

million dollars but remember that that um four percent carryover carry forward is a Target and we still have flexibility within that but we wanted to share that we're honoring the policy and express that information to you so before I go any further do you have any questions on any of that okay great so um here's the maintenance and operations budget capacity with the budget balance carry forward bbcf is the budget balance carry forward so note that the revised number two with the budget balance carry forward showed a budget capacity of 302 million dollars against the 2024 proposed which is 286 million remember that that 15 million dollars though is subject to one-time spend with one-time money we made the decision to pre-fund the Arizona State Retirement contribution so so that we eliminate the impact of

the budget balance carry forward we actually do the same grid with out the budget balance carry forward so you can truly see the new money that comes into Gilbert public schools that almost 5.5 million dollars of new money okay so proposed maintenance and operations spend changes so the premium holiday credit back to maintenance and operations so it says here up to two holidays but you all have approved two premium holidays one will be implemented in the fall and the other in the spring in addition we have made an assumption of 400 student loss so we should see about a 20 FTE less of a need for teachers because of that student loss and we are monitoring our enrollment almost daily right now so that as otm is going through their process of allocating out FTE

their accounting for changes in enrollment on the school by school basis so total budgetary savings about 3.1 million dollars in addition these are all the non-discretionary budgetary increases areas that we have minimal um if any control over so the premium increase you all did approve the premium increase estimated hourly increase for minimum wage we did increase or made a recommendation to and you have approved a dollar per hour increase to hourly hourly workers we are still concerned though that that will not be enough and so we put in a half a million dollars of monies in the event that it is higher than that and then General inflationary increases we've all seen the impact of increases in fuel and and all of our costs district-wide and then always budget for special education increases and then

there's a small increase to Arizona State Retirement of about sixty thousand dollars district-wide so a minimal increase there so a 3.6 million dollar non-discriminary budgeted increases and then discretionary budget budgetary increases so again due to circumstances in which we had to respond to additional needs we have teacher mentors moving them to mno based upon the fact that federal funds are are being used up I guess uh the recommendation of principles High Junior High Assistant principals moving to 12-month short calendars again to facilitate movement across the organization and then the Title IX coordinator making it truly a title man coordinator and not a function under the office of talent management set aside for hard to hires and years of experience due to the difficulty of hiring math science mostly special education professionals we have increasingly been

increasingly using hard to hire additional salary Awards and so we put two million dollars aside for that you will all approved 12 additional art teachers to ensure that all of our elementary school teachers have the same planning periods as all of our secondary teachers have but also to enhance the experience of our students in art at the elementary level and then because of the inflationary increases as well as the increased need in art materials also the recommendation of fifteen dollars per student more in the allocations out to our schools so that they have the necessary resources to counteract the costs of inflation as well as the additional day of art every couple of weeks every week so a total of about 3.8 million dollars and then and then the approved pay increases already that you

have approved hourly staff I mentioned increased a dollar per hour exempt staff increased by three percent and then a total of about 9.8 million dollars in additional salaries associated with the pay increases again the note there regarding the fact that we don't know for sure whether we're done on the hourly staff due to the minimum wage we have not heard anything yet about what that minimum wage increase will be but we will know by September so so now what is our total budgetary increase need so available budget new money from the state of Arizona uh 5.5 million dollars about proposed budgetary savings about 3 million total non-discretionary increases and total discretionary increases leaves us with a deficit of about 8.6 million dollars district-wide so what is our next step to solve that that budgetary Gap

so other fund contributions we know that Community Schools and nutrition services pays for their own employees and so the the hourly the dollar per hour increase will be absorbed by those two two funds also jeted is in there as well as the three percent salary increases for any exempt staff in those departments classroom site fund contribution we are now seeing a significant contribution from classroom site fund and so we are able to allocate out five million dollars towards our certified and exempt student support professionals at our schools so that will be offset by contributing five million dollars from classroom site fund and then the Medicaid fund contribution so we have estimated that we are receiving around two million dollars annually so that is an ongoing two million dollars to an ongoing two million dollar expense

so you can see ongoing monies are 7.8 million dollars and then a one-time money need of about eight hundred thousand dollars so remember that this budget does already include though that we have taken 1.2 million dollars out of the district additional assistance and applied it to the revenue control limit or maintenance and operations budget so it's a total one-time need of about two million dollars so before I go any further are there any questions on any of that so all so all in the way of saying that we do have a balanced budget that we are presenting before you okay so proposed understand capital budget capacity uh note the district additional assistance is a little bit higher going into the new year remember that the district additional assistance is always calculated based upon the prior

year average daily membership so even though we saw a nine percent increase in the dollar amount per student it only resulted in about a three hundred thousand dollar increase in budget capacity just because of the change in average daily membership year over year between 22 and 23. there's the one-time state aid supplement I had shared that that about 8.8 million dollars we have opted to at least for now put into unrestricted capital and then the budget balance carry forward you can see the um about 26 million dollars and then interest earned and this is another point that we've we've been sharing with you as well not that we're that our our goal or our mission is to is to save money and earn interest um but we have been a judiciously placing the available resources

in the fund in which we are able to record and expend interest so you can see the difference between the 23 adopted of estimating twenty thousand dollars and ending up with nothing versus an expected 350 000 in interest earnings to be reflected in 2024 so you can see the budget limit friend restricted Capital this does include the budget balance carry forward again we're going to do the same thing with unrestricted capital this is what Sean really hates when they go backwards um so now this is the grid without budget balance carry forward so you can see the budget limit is about 26.8 million dollars so roughly close to ongoing available resources for and understood capital excuse me so now how are we spending understood capital so thank you [Laughter] she's just so excited I'm so

excited right so the um the spending grid here before you are those items that that we feel that we absolutely need to spend for the for the 2024 school year so note the Chromebook and computer refresh dollar amount and note the school's request we are allocating out a soft cap to our schools again note the athletic equipment uniforms library books the reading allocation as well as district-wide technology and operations that are not necessarily planned but need to have some money available to them for unexpected expenditures technology of course houses most of the district-wide software Solutions so um infinite Visions as well as Infinite Campus which is our student student accounting software I do have one question on that question for Miss Newman ready Jen is this like I know we were breaking that payment into

three payments or is this just an ongoing cost good evening um no that this actually is money that we allocated um to our schools we did purchase some additional materials yes for reading um foundations was another one that we use this money for okay all right thank you so in addition you should know that the the ready gen portion of this which is about nine hundred thousand dollars I think is actually a prepay for the next three years so we would see a commensurate decrease in 2025 and bond on that particular budget item okay yeah so right now with the 18.8 million dollars and knowing the budget capacity of about 26 million leaves us with about 8.8 million dollars held in reserves which excludes the budget balance carry forward and this just shows you in

the pie chart how we're allocating out the resources that we know of today the fun budgets I'm going to go through these fairly quickly wanted to show the classroom site fund of course and this is why we have an opportunity to utilize classroom site fund to help us provide the salary increases to our staff um this is the history of the classroom site fund so you can see how quickly it's ramped up over the last three years Chris I mean what how it's not allotted by student necessarily how's the classroom site fund fun funded so it's funded um in two ways so at the state level it's funded by a 0.06 sales tax increase that has been ongoing since 2001 and then there's also a portion of it that comes from the state land trust

based upon the rental earnings that the state receives from the use of State lands um so and then they allocated out based upon our attending weighted student count and it's also prior year student counts not current year so that's why we know what the budget capacity is right now for classroom site fund because it's set on last year's student accounts okay so it is it is student accounts but it's the reason it's so variable is it depends on how much they collect in sales tax or how much they collect in Revenue we don't know they're not they're not gonna set a certain number and then text to it they're just saying this is what comes in from it that's correct okay and then the joint legislative budget committee does that analysis every year and then

they determine the allocation to school districts usually in the March time frame is this um both of these were voter approved the 2001 and then the land trust by the state of Arizona correct that's correct by the voters in the state of Arizona yep and then Medicaid again here is the confirmation you can see the estimated revenue of two million dollars which is the amount that we are allocating out to towards balancing our budget for 2024. so still um still leaving us with about 11 11 million dollars in fund balance in Medicaid and then Community Education we always share the Enterprises this has been a very positive circumstance for both Community yet as well as nutrition services where they continue to thrive and improve since the pandemic has waned and the same thing with nutrition

services and sr3 we're sharing this information sr3 represents the large portion of federal one-time dollars that will be that is required to be totally spent by September of 2024. and this set aside of 3.75 million dollars right now we are anticipating will go towards offsetting the cost of the K-12 math adoption that's expected to start soon for the 2024 school year along with being able to fund intercessions for both fall and spring break and giving us one last opportunity to pay for summer school next summer so we expect that all that money will be definitely expended by September 30th 24. one question on the the pay for the intercessions in the summer school that's not that's not first student that's targeted targeted students right because there is some charges for summer school this year that's

correct intercessions have been by invitation right and summer school is some summer school and summer school yep but some summer school has been paid for okay tuition-based correct okay that's correct okay so again other fun budgets as you know we have over 55 different funds here in in Arizona and all of those are on the budget forms we're just estimating but we don't know what the budget balance carry forward is going to be in each of those funds until the school year is completed and that won't be done until August 28th or something at that point in time you will see the final results of what our beginning balances will be in all the funds once you've approved the annual financial report so so now average teacher salary since Governor juicy proposed the 20 by

0282020 we have been adding and um and adding information regarding average teacher salary every year and so to date the average teacher salary of all teachers employed in the budget year which is 2024. is 68 094 average teacher our average salary of all teachers employed in 23 so in the current in the year that we're just completing was 66176 calculated increase is 1918 per FTE full-time equivalent and that is that percentage increase that you all approved back in April that's just a calculation just to remind you we don't know you know we're using the data as of today so we're not anticipating turnover at all over the summer new teachers being hired having turnover savings so these numbers will be updated as soon as we do the revised budget probably in December or January okay

risks and opportunities with any budget these are estimates especially given that we are now funded on current year average daily membership current year student counts so and again just a reminder our budget in the current year is still changing today and that will not be finalized until we know the results of the Statewide student data recalculation so we're watching it all the time so therefore right now we're assuming 400 average daily membership loss could be more could be less we don't know whether it'll be positive or negative for us at this point in time as I said we're monitoring enrollment Marcy Jason myself and Joanna Catanzaro are watching the data almost daily the minimum wage may be more than expected so and it may be more than the 500 000 that we put aside that

represents a risk uh budget balance carry forward estimate is based upon balance and year-end adjustments we are assuming right now that is about 12 million dollars um it will most likely be more than that because as we go through our end of year processes we are always trying to maximize that budget balance carry forward to provide greater flexibility into the future for Gilbert public schools and then finally turnover savings I mentioned the fact that the average salary now is 68 000 could be less because our average teacher salary could be lower because we have replacing we're replacing our highest paid teachers with lower paid teachers and realize some budgetary savings with that as well I I just for the public I want to say that's because teachers are retiring that's correct and so they're leaving

for their retirement and then we hire new teachers that are you know out of school so there's a significance yeah or with fewer years of experience that's correct and also it's important to note that we are anticipating if if we do lose 400 students we are anticipating that needing 20 teachers but due to normal attrition there's no opportunity there's no chance that we will be um that anyone will lose their job or we will lay off anybody so we just want to make sure that never say never because we've had to do that and that was not not in the spirit not in this not in this fiscal year not in this fiscal year Bonnie I had a quick question from Marcy and Jason what are our enrollment numbers today are we about average they

fluctuate every day but they are not far off from where we were last year at this time the Highland Park is hosting the kindergarten through eighth grade registration office because our elementaries and Junior Highs are closed for the next three weeks and last week they had 140 new registrations but of course we have people also leaving the district as well too so it fluctuates each day by hundreds of students coming and going but we're not far off from the average no no it's the usual numbers is is there but it takes about a good 10 days even into the school year for all of that to just kind of settle down sometimes kids leave families leave and we don't know about it until after school starts and so all those things equal out pretty much

after about a couple weeks in thank you I just wanted to make sure we knew where we were at this year thank you the other thing we have to be careful about too is that we are just looking at enrollment we're not looking at average daily membership just a simple example if we would have a hundred kindergarten students less this year than next year that's not equivalent to 180 M it's equivalent to 50 ADM because they're funded at halftime just to make sure that that's clear and then the final point which is very important is that the legislature has already waived the aggregate expenditure limit for 2024 so we will not be having that hanging over our head next spring which is good news okay so estimated tax rates this is the the Gilbert Public

Schools assessed values 2014 through 2024 you can see that we have continued to increase our assess value here in Gilbert Public Schools provides us opportunities with our tax rate allowing us to continue to decrease our tax rate this is a very conservative estimate change over prior year a total of six cents less per 100 of assessed valuation so we do definitely expect that to be better than six cents and we will be setting the tax rate in mid-july and so you will hear about that in the um in the first presentation on the monthly Financial at the end of July okay and then this is just the tax rate history I just wanted to point this out so 2016 was the year in which we did not have the override at all and so that

reflects the the fact that there's no red bar in 2016 and so since that time the increases are due to the 15 of the 10 override being approved in the subsequent year and then note in 2020 which was the first year we were able to have the 15 override you can see the increase I'm sorry it's 2021 that you can see the increase due to the 15 override so even with those increases in levees we have been able to continually to draw down the tax rate for Gilbert Public Schools and that's all I have for this public hearing today thank you Miss betz are there any questions board members okay I just want to say thank you I mean I think there's a lot of detail in here and and um we're showing that we're

spending our money very transparently and you know with a lot of accountability and very carefully to fund that education for our students president what I just had to request can we have Laura Zalora Lauren can we ever introduce yourself sure or not right now or is that okay yeah okay just curious and welcome hello my name is Lauren torska this is my second day as a budget manager so I'm really new um but I have over 10 years of experience in various financial and accounting positions I come from ASU who I was with for four years um dealing with their accounting functionality so I'm excited to be here and um yeah thanks for having me and I look forward to working with you thank you very much great let's uh go to 2.02 which is

request to speak regarding the FY 2024 proposed budget this is required by law and we've we've put that out and I don't have any requests so seeing none don't we need to go to the approval of the agenda we need to adjourn the public hearing and approvement I haven't done that yet right here okay sorry thank you I'm your mistake that's okay okay so now I'm to so so I just finished 2.02 the request to speak regarding the FY 2024 proposed budget this is part of the budget hearing that we're having right now then 2.03 now we will adjourn the public hearing okay that is adjourned now we'll move to our regular board meeting so we'll begin with the approval of the agenda 3.01 board members is their emotion I move that we approve the

uh on behalf of myself the governing board and all the friends you have here in Gilbert Public Schools you have been a phenomenal asset but more than that you've been a great friend you're intelligent you're kind and I haven't really met anybody who could hold a candle to what you do in your position as well as a human being so thank you enjoy your retirement there's several of us that are jealous of you but we're very happy for you and you just need to know you've been here for us for a long time and know that we'll be here for you long after you're gone so thank you so much congratulations to you Madam president that is my report for this evening thank you Dr mccordan that will take us to our request to speak

to the governing board and there's an admonition Miss Eugene will you please read that certainly request to speak to the governing board pursuant to ARS 38-431.02 the board may make an open call to the public during a public meeting subject to a reasonable time place and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of that public body at the conclusion of an open call to the public individual board members May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during an open call to the public unless the matters are properly noticed

for discussion and legal action during an open call the board requests that speakers refrain from voicing complaints against School Personnel or any person connected with the district as it may impact due process rights policies Keb and Ked are provided by the board for disposition of any illegitimate complaints including those involving individuals forms required for use of these policies can be obtained from the Gilbert Public Schools website thank you very much we do have one person here to to speak Miss Shannon Binky and please correct me if I spoke that incorrectly and you'll have three minutes if you want to come to the diocese thank you very much I'm Shannon I have a student in Spectrum Elementary on 519 a bullet was found in a fifth grade classroom at Spectrum Elementary this was very frightening for

many parents and students however the response to this incident left me even more concerned the police were called and only one officer responded the admin of the school searched the students backpacks in the room and the classroom was searched the school was not placed on lockdown to students and staff and visitors were all walking around the building during this event there was no search of the school or property at all we were notified of the incident at the end of school on Friday and then received no further information from the school or the district we were told that the bullet went to a hunting rifle and therefore a weapon would have been too big to hide I obtained the police report from Gilbert PD that indicated that the bullet was a 223 caliber bullet the

same bullet that goes to an AR-15 which is not a hunting rifle I kept waiting for an email or an update but it never came on Sunday I started emailing the principal Al Kane and Jason Martin um Jason emailed me back right away and Al Kane called me on Sunday to discuss the event I was shocked to learn that they had chosen not to search the school grounds after a lengthy discussion I told him I would not be sending my Scott my son back until every inch of the school was searched he then agreed to have a GPS security team search the school and grounds this was 10 pm on Sunday night I also asked if there was a plan in place to have extra security and police at the school on Monday and only

at one GPS security officer was scheduled to be there I still cannot believe that there was even a hesitation about searching the school after finding a bullet in the classroom when it comes to the safety of our children and our staff no stone should be left Unturned did you know that the leading cause of death in children under 18 in our country is gun violence as of May 8th we've had 202 mass shootings in this country that's more than the number of days that we've experienced we cannot afford to be reactive when it comes to school safety we need to be proactive we need to follow the best practices for these situations and make sure our policies and procedures reflect them we don't need to reinvent the wheel there are other school districts that have

solid best practice policies in place that we could learn from I was told that the GPS policy is of one unit is found they do not search the school how do we know only one unit is in the school without searching it how do we know a weapon wasn't hidden somewhere in the school this needs to change if a weapon of any kind is found at a school it should absolutely be searched Additionally the school should have been placed on lockdown with the children and staff safe in their classrooms with the doors locked until the incident was resolved and we were all safe my goal is not to dwell on the past but to make sure that we learn from it we got lucky this time next time we need to be ready and Implement

best practices in our response to school safety issues we need to protect our students and our staff we need to understand the current climate that we live in and put safety first we need to bring positive change to our policies and procedures so that we can hopefully prevent a tragedy from occurring in our schools thank you thank you Miss spinky and as I understand you have a meeting scheduled with further meetings with the district to follow up on this okay thank you I I hope that we'll continue to follow up on this okay thank you president wood yes um could I also ask Dr McCord to follow up on the online comment or yeah thank you so much party taken care of okay thank you yes and we do we appreciate those who have who

commented online as well thank you very much that will take us to our reports for tonight 6.01 FY 2023 monthly financial report per month ended May 31st 2023 Dr McCord thank you madam president now Ms Betts will present to you from her chair up here you bet um so now uh the proposed budget is reflecting next year but this is about the second to last presentation on the monthly Financial for the current fiscal year and so um just sharing the changes that have occurred uh during May so these are the groupings of funds that we're sharing that showed some notable changes month over month and we're starting with the district operating funds which does include maintenance and operations classroom site fund as well as unrestricted capital the notable change that occurred in maintenance and operations

or mno first of all is that the revised budget number two is now clearly identified remember that you didn't approve the the final revised budget until May so it was always pending until this point in time so all of the the budget controlled funds now have reflected the revised budget number two which is the final revision and I did share with you that the budget continues to change because our student accounts still continue to change but we are not allowed to revise our budget again so therefore any changes the department of Ed does give us credit for those changes and it's reflected in the budget balance carry forward once the annual financial report is submitted in October okay so in addition the available balance in mno has actually decreased by about six hundred thousand dollars

so though the spending the the the ability for schools to continue to order and spend dollars that deadline has passed but operations is still doing work and they're still opening up purchase orders to complete unexpected repairs Etc but most notably is that may was the was the month in which we opened the purchase orders reflective of the election in November so of that six hundred thousand dollars or so change over half of it was due to us opening up the election purchase orders now of course that will be unencumbered and rolled over until next year because we don't get charged until after the election but we were obligated to at least begin the process of procuring services requiring us to open up the purchase orders classroom site fund that there was a million dollar decrease

in classroom site fund due to our completing all of the salary adjustments reflective of going from 2022 to the 2023 school year so that's the reason for that and then note that unrestricted Capital outlay has actually increased if you recall in April we did not have the bond proceeds yet and it was really important for technology services to be able to begin buying their equipment associated with the network refresh that they needed to start this summer so we asked them to go ahead and open up a purchase order in unrestricted Capital temporarily now that the bond proceeds have been received they were received on May 31st we have now updated all of those purchase orders and that has unencumbered then that dollar amount out of unrestricted capital okay so you can see that these things

are changing regularly so in this this is just a language that reflects what I just shared with you and then the Federal grant funds we have been keeping this on your radar for the last few months because the 100th day in person and the education plus a grant were pulled back by the Arizona governor's office however to date we now have received approval for the replacement budget so that we are able to get back all of the resources that we expected to have with these two grants and they still have to supplement expenditures back a year ago you were approved to flexible site substitutes so we are able to use this additional about 3.6 million dollars to pay for the second half of the flexible site substitutes and we also plan on using that new

those new dollars to pay the final 750 of the retention stipend that was just paid in early June in early June thank you so the state Grant funds just pointing out these three grants in particular the school safety program and the school safety program Esser we have now received the the clear information as to which staff members are eligible to be paid out of these grants so you can see that we now have expense expenditures and encumbrances in both of these grants and it is expected that those grants will be fully expended by the by June 30 also and then finally the emergency deficiencies correction we have had this 4189 dollar balance for numerous years and there we did have eligible expenditures in bond and we we went ahead and moved those expenditures into this

into this fund so that it saved our bond dollars by about forty two hundred dollars okay Miss betz what what made the difference in the result in line 457 the results based fund looks like there's a decrease of about 1.3 million I'm sorry yeah am I looking at that right from last month okay let me see so um yeah the result space funding the available balance um last month was about 1.8 million it went down a little bit but the available balance is still about 1.8 million dollars but there are monies available still in the results-based funding pot that are continuing to be used for for various types of professional development travel okay so just like decrease there thank you okay and then the Enterprise funds again just showing that we still we are still

in a very favorable situation with nutrition services in Community Schools so it's important that we show this now too because we have fully charged the indirect charges for both nutrition services and community school so they still have a healthy balance and please know that in in both of these funds they're still receiving revenues because we are in in near full operation during the summer and finally the DES Child Care Grant you approved the procurement of physical access uh physical Access Control Systems at many of our vik sites as well as our rental our facility rental sites facilitating both of those programs and so that money is fully expended at this point in time okay so other funds purposely showed the advanced placement summer Institute here as we just had the program last week and as

was true last year was a very successful um excuse me [Music] it was very successful my notes however are incorrect we found out today that we are still expecting to see a considerable amount of Revenue that should result in close to a hundred thousand dollars of profit associated with this program so this will be updated again um at the end of next month okay and then finally the last fun to share is the bond fund this is the 2019 Authority I share that we now have a hundred percent of the proceeds you can see in the yellow column that there's a hundred thousand dollars of total proceeds that we have now received to date um we wanted to to make sure that that you can see that we actually do have the cash now and

we have a balance of 16.2 million dollars which should be spent by the end of all the summer projects so we should have all of those money spent probably by the end of December of 2023. I also wanted to share that because we have totally um sold all of the 100 million dollars in authority uh we went back and took a look at what we had estimated to the taxpayer back in November of 2019 what the total debt service requirement would be associated with this 100 million dollar authority to include the interest payments so in doing that it was expected that there would be interest payments of about 30 million dollars associated with that hundred million dollars over time because we now have everything sold and we have all of the debt amortization established we

took a look at what the total debt the total interest payments are going to be and as it turned out we have cut that in half it will be less than 15 million dollars in in the interest charges if you remember the pamphlet anticipated that we would sell our first bond this year and this year was the year in which the interest rates went up significantly we had an opportunity to sell early the interest rates were very favorable we had the need and so we sold the bonds and it benefited our taxpayer to the tune of um over 15 million dollars just wanted to share that with you foreign and then finally The Debt Service summary so at this time of year I am bothering Ashley Miranda and Jackie matin and to say do we

have enough cash do we have enough cash do you have enough cash to make our July 1st payment and so we're always looking to verify that we have enough cash and as it turns out we are still actually receiving revenues in The Debt Service fund and we have an obligation to pay about 22.3 million dollars in our final payment July 1st so you can see that we have adequate cash balance now to be able to make that payment the difference between that 23.9 million dollars and the 22.3 million dollars roughly will be fund balance that will offset the um the tax rate for the secondary tax rate for the 2024 school year so I wanted to make sure that you all were aware of how all those things contributed and impacted one another and that's

all I have um go ahead in this page just a reminder the results funded but the results-based funding is going away this year or next year um it this is the final year this is the final year okay thank you the state is still withholding our last check or our last payment correct they are they are and that's why you have to make sure that we have the cash that's correct is there any any good news that that's going to stop uh nothing has been committed or decided on that and it's it's about 38 million dollars that's held back until July 1st for Gilbert public schools and that was done during the the economic turn down in what 2010 was that when it was it was it was right around there yes huh sorry but

that's not fair yeah it's my two cents which is not close to 38 million but anything further I just wanted to say in regards to the interest paid on the bond um that it's always easier to spend other people's money true and the fact that you have you and your team have been so diligent in making sure that you're not treating it like other people's money you're treating it like your own and wanting to help save and preserve every bit that we can and that doesn't go unnoticed by the by the taxpayers so thank you very much for being a good Steward over over uh the money that we receive thank you thank you Ms Betsy appreciate that report and board members for your comments that will take us to consent agenda items and 7.01

approval of consent agenda items board members is there a motion I have a quick change just of this okay Mr McIntosh do you want to highlight just a couple of the changes that we had some typographical errors that I just wanted to make note but that would have some substance changes yes yes thank you uh good evening governing board president board members Dr McCord there are two Corrections that need to be made on the consent to Agenda One as it relates to the stipends and supplemental pay and one correction under the temporary hourly Sports staff so under 7.05 stipends in supplemental pay in the miscellaneous section there the mentor stipend for supporting teachers with one or two years experience should be four hundred dollars and not eight hundred dollars and then the stipend Mentor stipend

for supporting brand new teachers was zero years or those that are in the teacher in Residence should be eight hundred dollars and not four hundred dollars they were flipped and then under 7.03 in the temporary hourly support on page four there's a coach listed for Mesquite High Victoria alchawa and she should have an asterisk which would mean she's paid according to the coaching stipend and not the hourly rate of 14.18 that hourly rate should drop down one line for the student worker at Community Education and those are the only corrections as of this time thank you for those so with those noted board members is their an approval is there a motion to approve the consent agenda items I'm that we approve the consent agenda items with the corrections that Mr McIntosh just made thank

you Mr Jetty it's been moved as our second thank you Mr Thompson it's been moved and seconded that we approved the consent agenda items including the corrections that Mr McIntosh just explained all those in favor please vote by saying aye aye any opposed with nay thank you that is five zero we will now move to our action items and we will begin with 8.01 FY 2024 proposed budget for adoption Dr McCord thank you madam president governing board members has presented to you a couple weeks ago and again just about 10 minutes ago Mrs betz is going to present it one more time we asked for your approval and we thank her and her team for all the hard work they've done putting this together Mrs wood yes um we didn't approve the minutes under the

consent agenda item 7.02 oh did we not yeah however I thought we wasn't that part of the poll because okay yeah so I can't I can't read and I apologize just fine no that's fine I appreciate it I appreciate it you're such a good clerk yeah I'm just keeping you in line that's good and seeing if you were on top of it I would know what my correction was nope this is good okay so we're so let's go back we're finished with consent we did approve all of that and now we're on 8.01 Dr McCord just explained FY 2024 proposed budget for adoption which was what the hearing was for tonight we've heard it now again at the beginning of the meeting and I would ask for a motion and then we could have any

further discussion board members so board members is there a motion to approve the FY 2024 proposed budget for adoption so moved thank you Miss Humphries it's been moved is there a second second thank you Mr Jetty it's been moved and seconded board members is there any further discussion well I I do appreciate the legislature actually finishing the budget before we adopt this I think this is the first time ever that I've been able to vote on a budget that's complete instead of just one that we think will be that way so um and I appreciate that we're in a good uh fiscal situation that we can provide this education for our kids and and do good things so thank you for your hard work thank you Miss Humphries anything further seeing nothing I will call

for the vote all those in favor of approving FY 2024 proposed budget and adopting that please vote by saying aye aye aye any opposed with me thank you that will pass five zero and then we will move to 8.02 Arizona risk retention trust policy Services agreement for implementation to be effective July 1st 2024 Dr McCord thank you madam president governing board members we ask for your approval of this item as we had talked about in policy over the last few months currently we are using policy Bridge with Arizona Schools Board Association and moving over to the Arizona risk retention trust policy model beginning July 1st 2024. the reason for this move is that we we think asba's policies that they've done a phenomenal job but the trust is also the group that we uh that

backs us up on our policies and is they are attorney groups that support us and they've started this and we believe it would be a good fit for Gilbert public schools and so also you'll see an agreement I'm asking for your approval with the understanding that there may be some changes to the agreement uh miss Page has brought some things to my attention that I will connect with the attorney tomorrow but this will get be able to get the ball rolling and if there's any changes to that agreement I'll bring it back on July 25th for that approval of those changes thank you board members is there a motion so moved thank you Mr Thompson it's been moved is there a second second thank you Mrs page is there any discussion I just wanted to

clarify um so if there's language changes in language in the service agreement you'll bring him back July 25th for approval correct but if you talk to Legal and they're okay with the language that tonight is the final approval correct okay so if based on what we talked about briefly if they don't agree but I still have an issue with it we can bring it back for discussion okay yeah I have no problem okay thank you for doing that thank you um I have some thoughts I would like to share okay um the governing board is elected Community Representatives uses policy to delegate to the superintendent the authority to manage the day-to-day operations of the district and to prescribe how that should be done student parental and employee rights as well as federal and state statutes

court cases and best practices all must be considered in policy policy is an important responsibility of the governing board I'm concerned about receiving policy Services through the trust rather than the Arizona school boards Association for three reasons number one I'm concerned that there is an inherent conflict of interest for the trust the insurance provider and prepaid legal services provider now becoming a policy provider number two I am concerned that having two entities providing policy to the 230 school districts in Arizona will eventually increase costs for all of us and number three I believe in local control the non-profit Arizona School boards Association is governed by a president president-elect Treasurer and secretary as well as the board of directors elected by Arizona School Board member districts at State and County meetings these are all serving school

board members these people are accounted to accountable to us as school board members in a member district the asba's mission is cultivate excellence and locally governed school districts for these reasons I will be voting against the agreement for policy services with the trust and I'd also like to add um if you'll notice the effective date is July 1st 2024 this will give us ample time to crosswalk our policies that we currently have with the blanket policies that already exist for the trust and we're able to add or delete anything we own it just as much as they do when it comes to that and so on a monthly basis when we have our policy meetings we will be able to bring back and give you updates of where we're at and have discussions about things

that we feel are pertinent to our policy manual thank you anything further when does this agreement need to be signed I think if we have approval of this tonight we can move forward and they will be flexible with this when it comes to signing an agreement but we'll need to get that done as soon as possible okay if there's no further discussion um I I think that this will be an effective way to meet the legal requirements of policy and still we still have the opportunity just as we do now as a board to weigh in on the local control and make sure that we have the best needs the best interests of our Gilbert Public Schools students teachers staff and families in in our policies but we'll have that legal continued legal representation and

I'm in favor so if there's no further discussion though then I will call for the vote all those in favor of approving Arizona risk retention trust policy Services agreement for implementation to be effective July 1st 2024 please vote by saying aye any opposite name nay thank you that passes for one okay that takes us to 8.03 entity profile change with Arizona Department of Education Gilbert Global Academy Dr McCord governing board members currently Gilbert Global Academy is a K-12 Arizona online school in aoi entity beginning with the 2324 school year Gilbert Global Academy will provide instruction for 7th through 12th grade students no longer k-6 for this reason there's a need to modify that with the state and so this is a formality and a procedure we need to go through just to make sure that

they have this coded correctly down there thank you Dr McCord board members is there a motion so moved thank you Miss Humphries is our second second thank you Mr jetty is there any discussion seeing none I will call for the vote all those in favor of approving The Entity profile change with Arizona Department of Education for Gilbert Global Academy as explained by Dr McCord please vote by saying aye aye any opposed with me thank you that passed by zero 8.04 to consider discuss amend if desired and if deemed advisable to adopt a resolution approving the governing board's argument in support of the special maintenance and operation budget override election Dr McCord thank you madam president governing board members this is a continuation to a degree of what we had a conversation about at our our

work study a couple weeks ago and during that work study we basically utilized a former template for a pro-statement related to this agenda item for the operation maintenance and operations override and we did some wordsmithing during that time I had sent you a copy of what I believed we landed on to a degree but I also asked for any kind of updates Gabby would it be possible to put this up on the screen I think it's page three of the resolution one of the resolutions at any rate um so I have provided you those of you that provided me with some revisions I provided all of you with those revisions from yourself as well as others and I guess the best thing that we can do and I know this is clunky when you're up

on a dice and you want to you need to word Smith things so we'll just all be patient with each other and I'll try to capture anything that you guys want to discuss and make changes with and then we will give it one final read for your approval at the end of the discussion is that okay that sounds good thank you I wanted to just mention that this is required by law that we provide this so that's correct thank you something that that's one reason we're taking the time yeah we're just not having fun right well I mean it is but well I guess I'll begin the discussion I I looked over these and appreciated all the inputs I actually I don't know if we could start maybe with Mr Thompson's as maybe the basis

and then maybe go from there if people wanted to add or subtract from that would you would you be okay with that everybody that's fine okay okay so if we kind of start with um the and you checked it was 188 total Words which it's we don't have a word do we have a word count I don't know if that's right for my version my version my feet might be more than that that's what I was thinking too so I wonder do we have a word I'll I'll work on it you guys mine when I have to be a certain amount yeah you have 200 words when I counted I believe it was 205. okay Kevin we got a word Smith okay can you take five words out please sure sure so what I tried

to do what I tried to accomplish in doing this especially like well in this first part was try to make it as try to put as many things in there as possible that would um that would reflect what we're asking the voters to do and when we're asking them to do it so it's clear what we're what we're looking for so that's why I put in November but we could take that out if it's if that's just stating the obvious um I was going to suggest I I do like Rhonda's copy so I was going to suggest instead of vote this November vote Yes that takes that one word um and then leave it the first sentence the same so take ronda's sentence um basically I think um well actually she doesn't have she just

has vote Yes she doesn't have in favor of so or maybe not sure that does short instead of it gives the same message okay so you're saying so to vote Yes this November um I did say that but um I don't think we need this November okay I mean because it's going to be right there on the ballot so I think that's redundant okay um so I was just going I just like Rhonda's first sentence but if you want to put in favor of yeah the 15 okay to do that in favor of or just to vote Yes well I think because we don't know the word count let's start with the vote Yes the current word count is 206 words okay okay well then if we go to yes that way we can look

at the other points and maybe not have to re you know that's an easy way to take out a few words so what I'm hearing you say is Gilbert Public Schools governing board is asking the community to vote yes this November no no no it's Rhonda's first to vote Yes for the 15 maintenance and operations budget override and continue my schedule my reasoning for putting yes was going back to the policy or no the The Retreat that we had with our surveyor who said to use the words budget override and so we want to make sure we have the word yes in there as often as we can so that when they're going to vote it's a yes yes yes okay that was my I think that was my reasoning for putting it in there

was to try to duplicate that word I think that's I when I saw yours I thought that was a strong way of saying it so if we do that first sentence as Rhonda has written it then it makes it a little bit shorter and we can work through the other surgeons yeah I also capitalize continuation isn't that would that be in it says budget it says budget override continuation on the ballot calling capital letters right we just need to capitalize continuation yes okay okay 203. all right we're doing good was there any other specific things that you wanted some freeze or well I I think we should just go sentence by sentence and then uh word Smith each sentence okay um I again I I think keeping it um down a little bit so I

I can see your support has allowed Gilbert Public Schools to remain competitive so I can go with that um but I also think the way Rhonda has written it is just fine um and and it seems a little wordier here so again I think I prefer Rhonda's uh sentence there but we can come back to that one when we've gone through some of the other okay we just mentioned it down below in the bullet points yeah so to me it seemed a little repetitive but we can leave it in there I'm I'm totally okay with that too okay well let's go to the third paragraph then and we'll come back to that one so GPS so leave it as is for now and then we'll come back GPS is that okay GPS continues to prioritize

these resources is that okay Miss Humphries if we come back to that one like oh you want to come back to it and yeah because I was trying to sim I preferred Rhonda's version but we didn't really decide on that so we can come back to it though okay let's come back to go to the next one GPS continues to prioritize these resources for the direct benefit of our students this is confirmed each year by the Arizona auditor Generals Report which ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses I saw that you crossed it out and it should be expense um expenditures I thought yours I um I don't think that's where I changed it I think you had some things crossed

out but then at the end you just put in the commas yeah that was what I put in at the end I had tried to add a sentence okay and it didn't work out so I just so I stood off so you were fine with the lowest administrative expenses um I I think I yeah I do think it should be expense not expenses Justice the lowest expense okay um so that's that's fine I I can go either way I think um maybe uh Chad has clarified this a little bit more in the way that he structured this the sentences okay so we can go with um what Chad has said on this one okay and then should we just go to the next sure so this budget override he he has it as this budget

override the budget override I think did you have a specific more reason for this I think it just makes it uh less generic making it specifically this not just the or a budget override okay kind of a commitment within it basically I can go with either that's fine continuous will directly benefit our students and families by and Mr Thompson's is maintaining salary competitive competitiveness to retain and attract highly qualified teachers and staff okay I looking at those sentences from the three different ones that we have for myself I prefer our original bullet points because what I think is the most important in that first bullet point is the retaining and attracting highly qualified teachers and employees the that's the why the how is by maintaining salary competitiveness so I I feel like it's a stronger

sentence if we put the Y first and the house second um because that to me that just makes it a stronger bullet point but that's fine with me okay um now miss miss Pages divides it into four you want to tell us about that a little bit in this page your thoughts on that um it just seemed like campus Safety and Security and then um kind of seem like its own kind of It kind of yeah almost a standalone issue and I like actually how Mr Thompson warded this um but it just seemed like Safety and Security is different than student health their mental health and academic achievement I don't know if we need four bullet points that might be too much I don't I I would rather keep it more simple and one of

the things just going down to the bottom bullet point is that if we're going to use um this language we want parallelism so we want retaining providing continuing we can't change a tense right there sorry I checked my grammar book no I understand are you talking about Shane's the one that's up on the screen that you want to keep is that what you're saying the original yeah the original bullet points is what's up on the screen yes okay sorry I'm looking at three different pieces of paper I'm I'm lost justice so am I so when you say original I'm just wondering which one I'm talking about the the ones we settled on at the end of the work study so that's the one on the screen if we want to word Smith out a little

bit I guess we could but um when I saw uh Mr Thompson's and I was looking at it this afternoon I did pull out my trusty grammar book to check on parallelism and so because we're an education institution writing is really important so retaining and attracting maintaining providing continuing I think those all have to be in the present tense so that that's my I think we're all fine with that so do we want three bullet points or four and do we want to do we want to just go with if we do three do we go with what Mr Thompson said or with what we have um what I think if we're gonna leave the original we just go with the three I mean fours I was a little iffy on that um the original

reads like it's supposed to there I mean it makes sense it's not as wordy so are you saying go with three but on the first bullet point have the first bullet point be like the one on the screen yes and then the second two bullet points are from my paper but instead of continued continuing and instead of upholding maintaining um yes but we'd also put have to put providing and providing resources in order to keep that parallelism um I I can go with that I I still like the original bullet points but I can go with it if we make it providing and continuing [Music] where do you want providing click on Doctor look on the second one oh you're saying upholding campus safety and providing resources okay yes yes okay you were like did

you see that sorry um but I let's go back to the first bullet point because I do think retaining and attracting highly qualified teachers he's the most important he said to go through he said to use that okay okay sorry so we're going to use that we're attracting highly qualified teachers and employees by maintaining salary competitiveness after that and then a comma after support and then a period after class size reduction because it is the end of the sentence so even with the bullets points uh yes it's still you you could leave off the commas but you I think you still need a period at the end of class size reduction does that count as a word definitely okay well then you've got yourself a deal so I also want to be clear you said

comma after support but we're not using the bullet from this from the from the one on the screen yes yes I just mean to come after after the end of holding campus safety and providing resources for student health and academic achievement comma after qualified teachers so instead of a period yes you've got it he's got a period of No period at the end that's fine so okay if that's grammatically correct then let's go with that okay and then continuing continuing funding for class size reduction yes that's the way we read it okay see that these two from his does that sound odd continuing funding it does but I think it is it makes sense and we are saying part of it is we have been doing it so we want to say we're still doing

it um is there anything after reduction period period right just checking yeah just put all the functions so miss Humphries you checked your grammar book for that um bullet points I know that's what it is yes because on it's parallelism it's a sentence you've just divided the sentence up by having bullet points but it's one sentence and all of those verbs have to have the same tense and this okay I've never seen it that way but okay okay I just looked it up and it says if it's a complete sentence yes it didn't use it period okay excellent all right and then the next paragraph is so now we're to the sorry bottom I think we do and need an and after academic achievement comma and so um I hope that doesn't mean we have

to erase a word somewhere else it does does it we still have three words now we have four words to erase if we add that okay well let's do that and then we'll figure that out okay so then the next oh yes after the bullets are we finished with the bullet points yes yes we're good is everyone okay finishing with the bullet points to go to the next you guys okay okay the next part so in Mr Thompson it says the funding provided by this budget overhead continuation will preserve the excellent education our students receive and our community expects and deserves I'm fine with that I think that's good okay and then we are grateful for your ongoing trust as we humbly ask for your support by voting yes this November to the budget override

continuation do you have something Miss pitch sorry the thing about trust no do you want to guess again no no just tell us no because I I know you mentioned that last at our last meeting and I was looking at it now and I'm thinking like maybe she's on to something and which one the where is the very last we are grateful for your trust and then at the meeting you made a point of saying trusting Trust of what oh okay I don't like the words humbly yes that's that's okay as we humbly I if you take that out and say we are grateful for your ongoing trust and ask for your support by voting yes I think that makes it much stronger I agree sorry but if you're saying humbly I don't think it's

very humble that's my bias I like it but we're down on Words anyway so let's okay yeah for your ongoing Trust and ask for your support that takes out a few words by humbly voting no I'm kidding and ask for your support by voting yes this November and maybe we can take out this November take take out this November again it's repetitive it's going to be we haven't we haven't put November in any of it though no but it's on the ballot it's it's October November I don't think you need that well this language isn't going on the ballot this language is going on the information pamphlet right yeah I actually think it's important to put November somewhere because it's not a an actual election year okay okay do we have room for it there

and ask for your support by voting yes this November I would put for the budget overhead continuous and then we'll see how many words we're at oh that'll be you said four that's just replacing order right yeah that one's just replacing I miss you jetty if you think it's important too but November shall we put it up at the top it doesn't matter I just think somewhere okay that's what I was thinking okay and then does the budget override continuation need to be capitalized at the very last sentence yes yes it does let's let's be consistent how about um Gilbert Public Schools remains competitive within the East Valley by maintaining competitive salaries and reduced class sizes that takes out four words and where are you at now I went back to the second paragraph oh

instead of saying your support your support has allowed just put Gilbert Public Schools remains competitive within the East Valley by maintaining competitive salaries and reduced class sizes that takes out four words okay I'm going to ask you to repeat it one more time so we took out your support has allowed and we start with Gilbert Public Schools take out two and then change it to remains competitive within the East Valley and I would capitalize the V on East Valley by maintaining competitive salaries and reduced class sizes yeah and I took out that last language is because we're only highlighting two things that we're maintaining that we're competitive where so we're not competitive with school safety school security with resources for mental health so I I didn't like that I that's why I took out maintaining

competitive Sellers and reduced classes so maybe we just put maybe sentence in there maybe we go back to GPS ranks but if we're just using Mrs Pages for the second that second paragraph yeah I just didn't want to pigeonhole us into why we're competitive just for two things because all of these things help all the things that we use this override for really help us absolutely be competitive in our all of these bullet points and we're already talking about competitive salaries and reduced class sizes in the bullet points so I think if we just end it with so if I just say the existing 15 over I contributes approximately 35.8 million annually to the GPS maintenance and operations budget thus allowing the district to remain competitive within the East Valley yes I I do like

that better okay give me a minute it's hard to read three pieces of paper at the same time absolutely and everybody has great input so it's hard to put them all together and come up with a collective hold what do you think about that Mr Thompson or Mr jetty I think yeah I think it's fine what about um so did you see where that is that's okay so what about changing thus allowing to this allows is there a different is there a difference I like that we're right there look where he's so ending instead of look at yes okay you are so putting a period after operations budget period this allows the district to remain allows this really shouldn't start a sentence with this how about back to your support yeah we could put that

in if that's your support we have to allow we have to what is this it's the same thing so what if you say your support allows the district has allowed the district to remain competitive or will allow or allows I would say your sport allows your support in the past your sport now your support in the future your support allows okay the district remain competitive your support allowed yeah foreign [Music] ninety words see I can kind of let's put 10 more words in there we go well we each of our names that's would you guys like me to read this whole thing to you yes as as we have it yeah and there's no way we can put it up on the screen uh there probably is if you give me I haven't connected with

this okay it's a different laptop but all right this ought to be good to Gabby and she can put it up yeah you want me to do that too for you okay I'll uh send it to you in an email that way we can all see it thank you for being scribed that is not an easy task doctor record [Music] all right sent [Music] the one the one question I am looking at these points well let's see how we've gone when before I say anything here it is is ready I'll still read it to you so we have another Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and operations budget override continuation the existing 15 override has contributed approximately 35.8 million to the GPS maintenance and operations

budget your support allows the district remain competitive with the East Valley GPS continues to prioritize these resources for the direct benefit of our students this is confirmed each year by the Arizona auditor General's report which ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expense this budget override continuation will directly benefit our students and families by retaining and attracting highly qualified teachers and employees by maintaining salary competitiveness upholding campus safety and providing resources for student health and academic achievement and continuing funding for class size reduction the funding provided by this budget override continuation will preserve the excellent education our students receive and our community expects and deserves we are grateful for your ongoing trust and ask for your support by voting yes this November

for the budget override continuation a couple couple things um your support allows the district to remain competitive within the East Valley where are you at um second sentence Within the East Valley instead of with the East Valley competitive within yeah okay I gotta find it I'm sorry I'm just wrong what paragraph second second paragraph oh within there it is gotcha then do we need to go down since Mr Thompson brought up this budget do we need to go to the next sentence this funding provided by this budget or the funding provided by this budget just my grammar people so we have this budget again in a funding provided by this so the funding provided by this budget override is fine right okay let's see um I I think we need a change on the second

sentence in the third paragraph when I just said it's not great to start with this this is confirmed each year by the auditor General's report which ranks GPS among the most efficient districts um what if we said the auditor general Arizona auditor General's report confirms this each year and ranks Gilbert among the most efficient districts I like that I do yeah because you're not supposed to start remember what you said yeah I hope so the auditor general the Arizona's report confirms this each year and ranks GPS among the most efficient districts blah blah blah [Music] all right here this is this is confirmed each year by the Arizona otter Generals Report the auditor generals we're just putting auditor general at the beginning of that sentence yeah we're just checking out okay yep I'm just kind

of flip flop in it yes say it again the auditor general the Arizona auditor General's report confirms this each year and when it ranks GPS I like what you said before earlier and what how do you say handbrakes and what did she say sand Rings yeah Andreas among the most efficient districts yeah and the rest of the sentence stays the same gotcha that's what I have now that I'm reading this again does that is there a does that make sense and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses we could make that a new sentence so we could say by ranking instead of and ranks or which my my concern was that very last part has one of the lowest administrative expenses

it seemed like that does that go with the least on administrative expense and no you can't say that what if we just end it after classroom well I think it's important that it's important we just have to get a significant so I think I can live with that I just wondered if if that sounded a little I changed the word from expenses to expenditures do I don't know if that makes sense administrative experience I don't know it doesn't matter to me okay and I think how about the lowest administrative cost s drinks GPS among the most efficient districts for dollars about the classroom and has one of the lowest administrative costs I like expenses better yeah okay I think that's right that's great I think it's good okay going once well I'll read that read

that to us one more time just the that paragraph okay the change this is the Arizona Auditor's general report confirms this each year and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expense okay it's not parallel that's what that's what it is changed the lowest administer with with one of the with one of the lowest administrative expense that might be better instead of and has so after district for dollar spent in the classroom and with one of the lowest administrative expense mine is not updating so I can't see no none of them so read read it one more time I'm sorry okay the air which which one you want me to read the one you just read the Arizona Lottery General's report confirms

us each year and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses one with one of the lowest administrative experience instead of has yes instead of hand has yeah get rid of and has rid of the and it has and just says which that's better to me that sounds like I think that's what I was waiting for today it didn't sound right yeah just testing and I think you also put and after report but I think which sounds better okay instead of oh I like that instead of and ranks GPS yes GPS where am I so right here confirms us each year which which okay because that is the report so just to comment though those are two separate items within the report

they have classroom spending and administrative expense so just so you know so in other words it's not it's not because we have the low that we have the highest spend in the classroom that's why we have the I wanted to make sure you knew that they're not necessarily related right yeah right yes do you think that this paragraph I still think it delineates us so I I'm sorry I'm saying the liberate I'm saying that they're both deliberate we right so which makes it which sounds to me like it's because we have the low the highest spend in the classroom it the result is that we have one of the lowest administrative expenses that's what that said to me and I just wanted to make Ellen you all know that those two things are two separate

metrics in the auditory Generals Report I think maybe an easy way to get around maybe an easy way to change that is instead of saying spent in the classroom with one of the lowest spent in the classroom and one of the lowest administrative experience that'd be good General's report confirms this each year by ranking GPS among the most efficient districts for dollars fit in the classroom and one of the lowest one of the districts with the lowest just one of the lowest administrative expenses expense because we're already talking about the district sorry the honors Arizona auditor General's report confirmed seats each year by ranking GPS among the most efficient districts for dollar spent in the classroom and one of the lowest or in the lowest for administrative expense I think it does need expensive okay

I think it does one okay yeah okay okay I think that so let me read it one last time the Arizona Auditors general report confirms this each year by ranking GPS among the most efficient districts for dollars spent in the classroom and one of the lowest for administrative expenses that is better I think that's great now read it backwards I I probably couldn't could you change the font on that oh all right so we good yeah can you read the whole thing one more time you bet Story Time with Shane here we go Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and operations budget override continuation the existing 15 override has contributed approximately 35.8 million to the GPS maintenance and operations budget your support allows the district

to remain competitive within the East Valley GPS continues to prioritize these resources for the direct benefit of our students the Arizona auditor General's report confirms this each year by ranking GPS among the most efficient districts for dollars spent in the classroom and one of the lowest for administrative expenses we could take out each year we don't need to say that actually that we don't have to say each year we just we got plenty of words the budget override continuation will directly benefit our students and families by retaining and attracting highly qualified teachers and employees by maintaining salary competitiveness upholding campus safety and providing resources for student health and academic achievement and continuing funding for class size reduction the pr the funding provided by this budget override continuation will preserve the excellent education our students receive

and our community expects and deserves we are grateful for your ongoing trust and ask for your support by voting yes this November for the budget override continuation so I have two things should we capitalize budget override continuation in the second to last paragraph sure yeah yes and then I'll let you do that and then okay and then in the since we've got words left over in the first sentence can we put in November at the end of the first sentence a very first sentence maintenance tonight yeah Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and over operations budget override continuation this November all right we've got it in once and this is my thought about putting it in at the beginning is that most people are going

to be voting in October most people are going to be mailing in their ballots after they arrive so they'll be voting before November I mean a lot of times we say mail your ballot by October 30th so we do have November once this election maybe you could say this election that's what I was thinking as an alternative okay and not like we need to make it wordier more wordy I I don't think we really need it but I but most people won't be voting in November they'll be voting in October and it's actually an all mail-in ballot so actually almost everybody has to vote what's the date of the election the seventh the 8th the seventh so actually if you're going to mail in your ballot and be safe you got about by October 30th

isn't it only mail-in value yes it's only mail-in ballot so everybody's going to be voting in October there's actually one voting spot but in in Maricopa County not in Gilbert it's somewhere else no no there's one voting spot at the guilt the Gilbert district office it's not just a drop off so I so they're allowed to vote in person okay but I think election is synonymous November people are going to know what we're talking about so you want that or you don't want that Rhonda I I think once is fine down at the bottom okay okay I I don't think we need I don't want to say this election because I feel like it makes it a little bit more political not political it's just we have to go out to voters and ask it's

democracy okay I'm not sure about that when you participate in Democratic voting no I don't I'm not gonna okay horror score okay so how many words Dr McCord how many words were we at um 188 okay 270 no oh no wonderful okay I think if everyone's okay with this then I'm I'm going to at call for a 8.04 so I'm calling for a motion so moved thank you Mrs page it's been moved that we approve the wording as we've gone through tonight um it's been moved is our second second thank you Miss Humphreys it's been moved and seconded that we adopt the resolution approving the governing board's argument in support of the special maintenance and operation budget override election as we've outlined tonight is there any further discussion I appreciate everybody working on it because
