003board members if you join me in front of the dice we will present our um not a ward sorry nobody's walking away with 500 extra dollars tonight but recognitions forward everything well good evening everyone how are you good thank you for being here we are excited to honor some of our folks this evening we'll honor some staff members student and Community individual but we're going to start off with our staff right now Christy Peterson could you please come up give her a hand [Applause] hi Christy how are you doing well you're doing smile big so what do you teach over there Mesquite High uh math math like just math like what kind of math uh algebra one honors algebra one co-taught algebra one algebra 2. so not just because she is a finalist correct for
004the Arizona to 2022 presidential awards for excellence in mathematics and science for teaching that's pretty huge Christy I know you love to talk in front of everybody but can you kind of tell me what this is about or can you explain this to the folks what this what this is yeah uh this is an award created by the National Science Foundation that each year each state gets to identify three up to three Math teachers and up to three science teachers as their top candidates based on an application process arduous application process and then it goes to the National level and they choose a recipient one from each state one for math one for science so that's a good question they they make a decision and send it to the White House and then the White
005House needs to make a final decision and the White House is stalling they have not announced for 2021 or 2022 yet so you know when I when I die I may find out that was the magic question well I'm going to tell you if they don't hurry up and get on it we'll just declare you the winner what do you think ladies and Gentlemen please give a hand again to Christy Peterson if you shake hands with the board one more time [Applause] next if I could have Mr Brandon Larson athletic director from Highland High School come up [Applause] so Brandon Larson Highland High Athletics they've had a good year just a little bit just a little bit we've got a state championship in football one in basketball and then some other areas is that correct
006yeah we have seven totals oh yeah we have seven total so far this year we have boys and girls cross country football basketball cheer five man palm and palm game day and then our boys volleyball is number one in the state right now and has a good shot of taking home state for boys volleyball so nice wow that's that's that's not that's that's not real usual and so but bran is here not just because Highland Athletics has done well so far this year he's here because he is the AIA central region athletic director of the year and that's pretty big please give him a hand and he is also the AIA AAA 6A conference athletic director of the Year congratulations Brandon thank you he was supposed to come last month but he couldn't and why
007couldn't you I was at an event at the school having to do Duty yeah working working we like it thank you Brandon congratulations to you and Highland High next [Applause] [Music] can I have Aspen is it C Buck is that right are you Aspen hi Aspen how are you good to see you I'm Shane McCord I'm the superintendent you all right it's all good let's watch oh oh I get those I haven't got those in a while let's look out here so Aspen you are a student at which school Sonoma Ranch Elementary and you're in what grade fifth fifth grade who's your teacher Miss Howard ah Miss Howard is she here tonight yeah where where is she she's over there stand up Miss Howard ah well let me tell you something you were nominated by
008another person did you know for something do you know who nominated you no who's the person sitting next to her Miss Erickson what grade does she teach second grade second grade how do you know her she was my kindergarten teacher and my second grade teacher you had her twice I've known her for a long time she's a phenomenal teacher well she said some things about you can I read them to you yes and everybody else all right oh we need about 33 000 more of you so Aspen gives her love of service learning and Sonoma Ranch back to Sonoma Ranch on a daily basis wholeheartedly she's involved in student council as an officer National Elementary Honor Society the podcast team and the student choir when she's participating in these clubs she participates to the fullest
009and is a leader academically she always gives her very best effort she's kind mature and the kind of stallion every student can aspire to be you're here tonight just because this was brought to our attention of what a great person you are not just a great student and we're always looking for people like you students like you who set the bar very high for all of our other students in our district and you at such a young age showing these leadership abilities and just the kindness that's in your heart really really is very important to our school district we really believe in ABCs and one two threes in addition and subtraction but there's another piece to that and you have it and it's right in your heart and we think you're worthy of being recognized
010here tonight so we appreciate you congratulations and thank you for being the person who you are please give her a hand thank you can we have your teachers come up too oh didn't know that was gonna happen uh-huh that's what happens when you nominate them well you guys shake hands with the board we'll take a picture with everyone how are you dear and we also have the principal Mr Colin Kelly give him a hand [Applause] go ahead and stand in there with him guys congratulations [Applause] and last but not least can I have Bonnie Hickman and master sergeant retired Darlene Tryon come up okay give me another one what's his name a little bit louder in here Chief Fire Control technician submarines Gardner oh wow wow well here's why we're here tonight and thank you
011guys for being here we're here to honor Somebody by the name of Joseph Jack and holder correct and what I have is he passed away in February at the age of 101 years old as part of his final wishes he had a list of people he wanted to receive shadow boxes in his memory Patterson Elementary teacher Bonnie Hickman was on the list and there's Bonnie Jackson state supreme surprise Mrs Hickman with the shadow box in her classroom on Wednesday April 5th now why is this person important here's why Jack was a World War II Pearl Harbor Survivor there are now only two Pearl Harbor Survivors remaining in Arizona he flew in more than 100 U.S Navy missions during World War II Jack would go to classrooms like Mrs Hickman's and share his story with the
012students he went to Patterson at least six times this is an individual that has served our country served it well lived a long life and I'm sorry he's not here to honor him in person but it's obvious that his legacy still lives on on all of you if you guys like to say a few words that'd be great when we were putting together Jack's service we did some number crunching he spoke to 80 000 school kids he loved going to the schools he was always talking to the kids and we made a challenge on the 14th of April at his service to every veteran there and there was close to 150 or more yeah to take up his gauntlet so any school that wants a veteran to come in and talk about our service I've
013got a really good PowerPoint about math where someone made a mistake in three days later we nearly hit an island yeah so but for his 100th birthday Sergeant Tyron Tyron started a campaign to try and get 100 birthday cards for him Bonnie's class stepped up and said they would open them and categorize them for them we got 14 705. this is the list one of the students that helped put that together is Joaquin he's back there in the back [Applause] so any of your schools that want a veteran to come in and talk about their lives and what we did and what how it what you're learning in school relates to the real world call us Master Sergeant Darlene Tryon I have five combat tours and I have three veterans that I've raised on my
014own one is currently now in the air no maybe in the Navy I have to remember he was actually in the Air Force first and then he went got out and got his um commission and went back in and now as an officer in the Navy so I want each of you parents to realize that what you do today has a direct influence on every student's lives that you touch each and every day and what Jack would say is to the students is to stay in school learn as much as you can because our country is the greatest country of all right or wrong she's still our country so Jack was my my person [Applause] um I met Jack by accident one of my friends was supposed to take him to the VA in 2017
015and she wasn't able to go and said do you want to take him and I said sure and and it was I mean I basically adopted a grandfather at that point and he was such an incredible man he actually spoke I think it was about 800 kids at Highland high before they went to the band went to Pearl Harbor and then he came again and talked to my class but um yeah well let's just say speaking of math I'm really bad at estimating okay because I saw the boxes up I'm like that's not that many there were a lot so basically the kids worked on opening these they used spreadsheets and so they learned how to do spreadsheets they recorded what the in what the information was like who it was from who it was
016sent from but then they also recorded um any like information or personal information like if they had if someone said like my dad was in World War II or whatever they wrote all that stuff down so that Jack didn't have to look at all the cards he could at least go through it and um they did this while we when they had free time or they did it while I was reading a book out loud and they're over there ripping envelopes open and you know putting things in and like I said Joaquin is one of my kids that was in my class last year it took us two class sessions like last year and this year to get it finished and we finished just before Jack's birthday he was born um December 13th um just
017six days after Pearl Harbor he He Turned 20 over in Pearl Harbor he was there when it was attacked and just an incredible story um I kind of thought he was going to live forever and um but just such a legacy and such a way of touching lives um and it's just it was an honor to be part of that and um and for my students to see it they would get so excited when kids like hey somebody sent him some sand for me with Jima and somebody else was like are we supposed to you know what what is this you know and they were holding up flag like the stars from flags that were cut out and sent in or just it was just really exciting for the kids to see I mean they
018would get we got things from president Trump we got something from President Biden we've got the kids got things from every one of the national and St and State representatives and senators and and the kids are like oh look at this one you know and so we had a pile of these are the really important ones and and then if it came with a gift card or money that went in the important pile because I needed to make sure to get it to Jack and the kids were just so amazing and so if we could I would love to give a round of applause oh and guess what one of my other kids just tippy-toed into the back probably because he wants ice cream afterwards but let's not go there and this is Julian so
019this was my class this year and that was my class from last year so if we can give a hand to the boys I would really appreciate that too foreign come on up let's get a picture with the governing board if you don't mind thank you very much [Music] [Applause] thank you again thank you all of you governing board that concludes our recognitions for this evening thank you thank you guys okay thank you I appreciate that we'll be able to direct support okay thank you well thank you all that was that was wonderful thank you Dr McCord for that the recognition Awards we will now go to 5.01 the superintendent's report Dr McCord thank you madam president governing board members again thank you to everybody who's here this evening for the fourth consecutive year Gilbert

024pronunciation please but we're glad you're here and you have three minutes to address this thank you equity Equity is often heard but the meaning is hidden Equitable is not equal Equity Equity achievement gaps will be eliminated by that program it says on the asba promote equal outcomes for every student and uh on their website number seven closing the opportunity and achievement Gap that means they all finish at the same time you take a a group of Runners you got a fast runner you want and you've got slow runners fast runner number slow Runner gonna cross the finish line at the same time to achieve Equity you're going to hit the fast Runners going to be carrying a backpack the slow Runner is going to have a lead off at the stand that's not what the
025right thing to do are we to remove calculus from Bright students to bring them down to the seventh grade skills of a 10th grader no we should do both but that leaves us with an achievement gap which we are not allowed to have if to meet our our promises to create Equity we've got to eliminate the treatment Gap that's what it says um you know that the you do not need the asvs to guide your education values the asbs newsletters are nicely written words that no one can object to on casual reading attractive layouts on their home pages clever cartoons where does all this money come from they listen no they list no sponsors the asba is a business selling advertising to be seen by you board members from their websites create deep connections with

028very much streamlined the quarterly financial report and are just sharing uh two of the grids with you this evening just to facilitate understanding and avoid any confusion however the entire quarterly report that we have provided to you each quarter has been posted to the agenda item so just for your information okay so I'm not are you gonna help me thank you that was the problem they had to verify my security we have to do that every day it failed okay so it's not even giving me a sorry foreign my security before I come in it was short and sweet today too I'm sorry yeah that's true come on Sheila not you too great thank you Robert finned out directly connect thanks where do I where do I point no it's not gonna work [Laughter] there
029we go okay so as as usual these are the grids that we are sharing this evening District operating funds the Federal grant funds other funds both bond funds that are available we are completing the 2015 Bond spend and then the 2019 Authority and then just a couple of slides regarding the third quarter financial report if you can just go ahead and drive for me um Robert that would be helpful thank you so this is the district operating funds grid just wanted to point out that next week you will be approving the final budget revision for the current fiscal year so you can see that we've added a column that's the pending budget revision so we are comparing or subtracting the year-to-date expended encumbered from that new pending budget we're going through the process right now
030of verifying all the new revenues updating many of our revenues are impacted by our current year student counts so we are updating all those figures and accounting for all of our cash balances as well to ensure that we have an accurate budget for the final budget revision that you will be approving next week note that there have been very limited changes to the maintenance and operations ending fund balance as well as the unrestricted Capital outlay ending fund balance from last month and note that that 12.5 million dollars of available resources in the maintenance and operations fund represents about that four percent fund balance Target that we've been working on over the last couple of years so um and go ahead to the next one uh Robert thank you this is the Federal grant fund's uh
031opted to keep the two Grant funds that are that have been called back so to speak uh based on technical issues at the governor's office however just a reminder that we have applied for a replacement Grant to be able to recoup the dollars lost in these two funds hoping to hear soon about whether our application has been accepted or not we're hoping to use that that new Grant to fund the final retention stipend that's due to be paid on the 6th of June so any questions on that okay great go to the next two slides then then other funds the only reason that we're including this grid is because of the employee benefit trust please note that at the bottom as an action item later today you are being asked to approve the recommendation from
032the employee benefit trust committee as well as the employee benefit trust board to award two premium holidays for fiscal 2024 again as a compensation increase to all of our employees foreign and then the next grid and then the bond fund fun fund 630 so just for clarity uh fund 6 30 is the 2019 Authority so the approval by the electorate in November of 2019. so uh that bond fund is the most recent one so you can see in that Top Line the cost of issuance is a negative a hundred and thirty seven thousand dollars that's associated with the fact that we had to open up a bunch of purchase orders related to our final Bond sale so note that a hundred million dollars is what the authority the max Authority was provided and we have
033sold 82 million dollars to date so the sale is to occur around the um the 10th of May where we expect to get the proceeds by the end of May allowing us to complete many of the summer projects that you are also being asked to approve this evening and if there are any specific questions about any of those projects director Albert dutchover is here to answer any of those of you if you have any um and so then the next the next Bond Fund this is the 2015 Authority note there's very small amounts left in this Authority um but all of these monies are expected to be spent by the uh by June 30. so note particular last board meeting you approved the purchase of two mckinney-vento special education bands that will utilize all of
034the remaining sixty five thousand dollars in the transportation line and then the technology and security line that remaining 238 thousand dollars will be used to complete the um the audio visual project some of the other areas that were missed in the in the full project at the first at the outset so that's all that I have on the monthly financials if there's any questions um Ms Ashley Miranda and I are here to field any of those before we go on to the quarterly [Music] board members are there any questions Mr Thompson do you have any questions Miss Wood I I did have one question uh Mrs betz would you just explain why we decided to have a a premium holiday instead of just lowering the monthly cost of the insurance so we kind of know
035from history especially here in Gilbert public schools that at any point in time we could have a very very bad year and uh and then the result of that would be an extraordinary cost increase in the subsequent Year to all of our employees so by making minimal increases you all approved a two percent increase about a month ago on our premiums going into the past two years it has ranged between one to one and a half percent so we've been able to keep the increases very low and then then when once we get into the year we can see okay if we're having a good year then we are able to award a premium holiday in a subsequent year we've been trying to do that just to manage expectations of our employees and being cognizant
036of the fact that at any point in time our fund balance could be precipitously drawn down and when you mean a bad year you mean a year where we have more claims insurance claims than we head into yes and you never know when that'll happen that's correct yeah I appreciate that explanation thank you okay then moving forward um the third quarter financials so keep in mind that whenever we present this data to you we are looking at the operating funds all of the funds in that operating grid we are incorporating all of those not just maintenance and operations so I wanted to make sure that that was clear so we always share this expenditures by object pie chart with you again a reminder that over the last five years at least since I've been here
037our salaries and benefits are always between 80 and 85 percent of our entire entire budget indicating that our business here in Gilbert Public Schools is a business of people and educating students so we need to have high quality teachers and staff to educate our students so then the next grid this is just showing our year to date a year ago in comparison to the current year note that there is a significant increase year over year in the encumbered spent in 2023 in comparison to 2022 remember that a year ago you all approved an adopted budget in July that included bringing up our beginning teacher salary to 52 000 and that was after we you awarded a three percent pay increase and we had seen an infusion of new dollars into Gilbert public schools of about
03816 million dollars in mnl from the state legislature's work as well as another two million dollars in unrestricted Capital along with a significant increase in classroom site fund so all of those funds have contributed to our being able to increase our spend to that level in the current year and that's all that I have unless there are any other questions just to note the governor still has not come out with her budget the governor has come out with her budget it's just yeah the legislature has completed their work yet yeah all right thank you any other questions thank you very much we appreciate the Smithson all those who help you with that all right that will take us to the consent agenda items and 8.01 the approval of consent agenda items board members is there
039a motion I move that we approved the consent agenda items is presented thank you Miss Humphries it's been moved is our second second thank you Mr Jetty it's been moved and seconded that we approve the consent agenda items as presented all those in favor please vote by saying aye aye aye and any opposed with nay thank you that has passed by zero now we'll go to our action items we'll begin with 9.01 the appointment of Ames Singley as the principal of Pioneer Elementary for the 23-24 school year board members is there a motion I move that we have Point aim Singley as the principal of Pioneer Elementary for the 2324 school year thank you Mr Jetty it's been moved is our second nice second thank you Mrs page it's been moved and seconded that we
040appoint Ames Singley as the principal of Pioneer Elementary for the 23-24 school year um is there any discussion and maybe Dr McCord could you give us a little a little information about this definitely um Ames is coming back to Gilbert Public Schools he was with us previously in I think 2006 2007 school years the dean of students in uh at Highland Junior High and then he went on to become a principal in a couple of different areas and then him and his family made the decision to move to Japan where they've been working on a naval base for their education system and so he's coming back to the United States saw that we had an opening applied and he was the selection from our committee and so we're very excited to have him back um
041we did a WebEx with him in exact session he's still in Japan so he won't be here this evening but he is watching uh via satellite or whatever is hooking up out there to get this going so um we're very happy to have him back here in Gilbert public schools and look forward to him being a leader in in our school district in board members great see none I will call for the vote all those in favor of approving the appointment of Ames Singley as the principal of Pioneer Elementary for the 23-24 school year please vote by saying aye right and any opposed with me thank you and congratulations to Ames Singley and we look forward to having him back in the states shortly thank you 9.02 the approval of two premium holidays for school
042year 23-24 Dr McCord thank you madam president governing board members we asked for your approval tonight of two premium holidays for school year 23-24 on February 20th 23 the governing board approved the medical vision and dental insurance rates recommendations for the 2324 plan year which included a two percent medical premium increase the employee benefit trust committee as well as the employee benefit trust board have been monitoring the EBT fund balance and both have formally recommended that due to the health of the fund balance that two medical premium holidays be rewarded on behalf of the district and employees for the 23-24 school year it is anticipated that the premium holidays will be scheduled for pay period around fall break and then the second premium holidays scheduled for around spring break the result of the employee benefit
043trust will be a decrease in revenue of about 1.3 million for each of these pay periods in which the premium holiday is implemented worst case scenario would be a drawdown of the fund balance by about 2.6 million 1.3 million per holiday decreasing the fund balance from around 23 million down to 20 million an amount well within the parameters of the reserving policy the EBT financial statement from month ended February 2023 has been attached or is included for your review record board members may I have a motion I move that we approved the two premium holidays for the school year 2023 2024. thank you Miss Humphries it's been moved is our second second thank you Mr Jetty it's been moved and seconded is there discussion I would like to just say that having been through this
044process with both the employee trust board and then our our new supervisory board everything went extremely smoothly and was very well received by both both committee both boards and um it was it was actually it was the first time we went through this process like this and it was very very helpful and very um very well done thank you is there any further discussion so these holidays would affect any employees who are enrolled in the in the insurance with one caveat to that it actually positively impacts all employees because um because it does offset the district's contribution to the employee benefit trust which has allowed us to award the dollar per hour and the three percent pay increase going into 2024. great we have taken that into account to use that for to be able
045to provide those raises that were so excited about and necessary so okay is anything further thank you and thank you to the committee's work and all that has gone into this well see no further discussion I will call for the vote all those in favor of approving two premium holidays for school year 2023 2024 please vote by saying aye aye bye and any opposed with nay thank you that has passed 5-0 9.03 purchase of a supplementary reading intervention resource for K3 students Dr McCord thank you madam president government board members we are bringing to you the recommendation of a supplementary reading intervention resource for k-3 students Arizona's move on when reading malware legislation is designed to provide students with evidence-based reading instruction intervention in kindergarten through third grade to assist GPS in providing students reading
046intervention a committee was formed to investigate various supplementary resources the resource will supplement the fundations in Spalding curriculum in order to provide Primary students who qualify for intensive reading intervention the support they need the committee unanimously unanimously recommends a reading intervention resource called 95 percent groups phonological awareness in phonics lesson kit the resources composed of system systemic explicit and evidence-based lessons to deliver focused targeted intervention to K3 students the public review of materials began on February 15th and concluded on April 17 2023 materials will be delivered at the end of May to ensure teacher access in the 23-24 school year with this purchase there will be a negotiated professional development plan to support teachers Dr McCord board members is there a motion I move that we approve the purchase of the supplementary reading intervention resources
047for k-3 students as presented thank you Mr Jetty it's been moved is there a second a second thank you Mrs page it's been moved and seconded is there any discussion I'd just like to add really quickly that um I had a conversation with Dr Newman this morning and I just wanted to thank her for taking my call and just also state that Dr McCord I'm always so impressed that your Administration is so willing to talk to the board members when we do have questions about curriculum or anything that's coming up on the the agenda so I just wanted to take a moment and give you a little bit of a shout out because we had she answered my call immediately and answered my questions in depth so I appreciate that we appreciate that they are
048here to make sure youers are informed and possible so you could make the best decision possible for our kids so thank you for that and Dr mcgord this is all part of that state law that has to do with students being able to read by the end of third grade correct yeah move on when reading I did want to make a comment I was very impressed with the materials and what will be for our students that might need a little extra support I thought it was very well thought out and well done to help them and provide something more for our reading Specialists to work with is it will it just be the reading Specialist or will every teacher be using this or trained in this or how will that be how would that look
049I guess good evening Madam president governing board members and Dr McCord primarily it will be used by our reading Specialists who are also categorized as teachers so but primarily they will be used tier three which will be with our reading specialists because they'll be doing intervention for students to begin with correct with this that was great yeah that will be great I appreciate that and I appreciate that you that we had a a public review and I guess I would just ask was there anything of note in the public review that you could bring before us nothing nothing specific other than support we did not have a lot of public comments for it and that also sometimes shows us that either it's a really boring topic or that they're in support we generally do here
050when there are concerns and so any feedback that we receive was positive in regard to the resource thank you I love that this is just an additional safeguard for those little kiddos that need that extra help this is we're putting like little guardrails around them so that they don't get too far off track this program's amazing yeah great thank you Mr Page any further comments or discussion okay hearing none then I will call for the vote all those in favor of purchasing the supplementary reading intervention resource for the K3 students as explained please vote by saying aye hi and any opposed please vote by saying nay thank you that will pass 5-0 and on 9.04 policy development first read a policy gccb professional support staff personal emergency religious leave Dr McCord thank you madam president

055this year just so that people don't feel like this is something different right and also this is a this is a first read at any rate so we will take it back to policy committee no matter what and bring it back for a second read before it's approved or adopted in our policies correct is there any further discussion okay see none I will call for the vote all those in favor of approving the First Street of policy gccb professional support staff personal emergency religious leave please vote by saying aye aye I and any opposed with me thank you that will also pass 5-0 that takes us to the request for future agenda items 10.01 is there anything that you'd like to request tonight if not we can please let Dr McCord myself know before the

058um this month I attended a tour of the Maricopa County election center and I found it very informative the level of transparency security and the very detailed Dedication that the election staff members put in was just amazing to me they have a YouTube channel Maricopa elections that you can go watch a videos that explain some of the election processes and they also have bee ballot ready where you can go and check on your ballot and see what your ballot has done so it's just a really informative process for me and I I really appreciated the Maricopa County recorder for opening that up to recently elected members to to take that tour and it was just really phenomenal to learn how safe our elections really are so was that the Gilbert Education Foundation audit or that
