on that day Miss Wood that concludes my report for this evening thank you Dr McCord that will take us to our request to speak to the governing board and we have three requests so I would ask Missy Jetty could you please read the admonition request to speak to the governing board pursuant to ARS 38-431.02.h the board may make an open call to the public during a public meeting subject to a reasonable time place and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of the public body at the conclusion of an open call to the public individual board members May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be put on a

and the three minutes will start when you begin I wasn't I didn't realize it was three minutes I thought it was closer to five so I'm going to talk a little bit faster okay thank you um hi my name is Sarah Kane and I'm here to speak on the matter of Frank Murphy we all know him as Tony most of us as a ghs alumni and a current ghs parent and a former staff member I'm stunned and greatly disappointed in the choices the GPS team has made regarding Tony's dismissal from his position I am only one of thousands of students that have spent four years of my young life learning and growing on that campus Tony's guidance help and respectful mannerisms allowed me to feel safe and respected during a time when my adults failed
to do the same I watched him speak with my friends as a fatherly figure and help them stay strong on the right path I've also watched Tony worry and comfort the friends that he didn't think that Comfort my friends that didn't think they could handle even one more moment and they did because of Tony I might not be here today I might not be here today with my family if Tony wouldn't have been there to keep me grounded as a former staff member Tony is the reason I became a security guard at ghs I realize the guidance he provided me in school was something I wanted to provide for other ghs students as well and hoped I could make even a small impact on students to help them and support like Tony had supported us
I didn't realize how much more I would learn from Tony as a lead his empathy for students was endless he taught me how to accept kids as they are and how to guide them at work Tony's number one priority was always the well-being of students he knew them well well enough to see when they were sad distraught or struggling he has never judged students and has treated them like they were his own his emotional connection with students is unlike I have ever seen and it took me two years before I could gain even a small bit of trust and respect these students have for Tony I watched him celebrate accomplishments talk students down from self-harm and convince them to get help I've seen him hold students who made choices to alter their state of mind
on campus and reassure them they will be okay until the ambulance shows up I have watched him cry over students who did not make it far into life and give pure love to students that felt they were on the same boat I'm unsure of the opinions of newer staff members but I do know the ones that work with Tony long enough to need his help are grateful and thankful and they will tell you how important he is to every aspect of that school I am now a parent of a student who grew up knowing Tony and one of the reasons he wanted to attend DHS was because he felt safe knowing someone who cares so very much would be there for him to talk to I have watched the security measures be reformatted putting guards
at dords as a set of hallways and discouraging them to communicate with students and build relationships this there's a good chance right now most of the students on campus don't know thank you so much I hate to cut you off but it was it's been the three minutes we appreciate your we appreciate you being here tonight [Music] thank you the next our next speaker is Amira vergeth and then Richard Young and Amira the three minutes will start when you begin thank you sorry if I get emotional with this my name is Amira Burke and I attend ghs I've known Tony was there my first day he was there the last day he showed up to school me and Tony definitely had our ups and downs but through my four years he's been my best friend
at her Homecoming this year I was sexually assaulted Tony it was the only one that made an effort about to figure out what happened my dad passed last year also and he was the only one that made sure I attended school because I wasn't going because of how sad I was he makes an effort to make to make relationships with students every day he puts a smile on our face every day they've been changing so many different things but as a senior I'm not used to and I will never be used to because I've went there for the last four years he made sure he reassured all of us that it was for the better and for us and for our safety he demoted 28 years you teenagers and helped us through everything he's the
best he's our best friend he's our mentor he's the one that puts an effort we don't really feel that a lot as teenagers we have a lot of bad days he seems he puts a smile on her face almost every day if he's there and I mean this from every senior at Gilbert High School we want him at our graduation and we will do everything in our power to make sure that he's at our graduation because he's the one that has stayed with us for the last four years and guided us I know so many kids that could have dropped out by now but Tony was the one that made sure he was there to guide them Tony will forever be our best friend and her mentor I appreciate Tony a lot from the Gilbert
High School and from everyone 500 of us that have signed the petition thank you we want him back we really do and that's all we ask for thank you Richard Young thank you Richard in your three minutes will begin when you begin with so little time coming out to resort to a quick fairy tale you're Snow White the Gilbert schools are Snow White the witch has come out of her Hut and handed you a beautiful delicious looking Apple and you've taken it actually it wasn't free uh the same Apple uh cost over three hundred thousand dollars to a school district in Utah and I assume you probably paid about the same it is of course poison uh Florida is addressing this issue they're trying to get rid of it Montana is Ohio is uh Tom
Horn and this state is looking at it and is concerned about it uh it is of course and I I think you can probably guess what it is uh Second Step social emotional learning program you look at it there's very little about learning in it it's all social and emotional and it's behavioral modification years ago we had a different term for it we called it brainwashing you have to dig well below the pretty part before you can find the poison part and I did find some of it they use SEL discussions to validate student experiences of Oppression and using SEL social emotional learning instruction is a space to encourage use to use their voices for social justice well this has been around for a while how do you suppose this worked out Google uh this
and you can find a student holding up a sign saying death to America that's not in Tehran it's just north of here in ASU that's what's coming out of this uh you affirm diverse cultures we're dedicated to advancing diversity equity and inclusion well let's see how that diversity and equity and inclusion is working out you can again go to ASU you've seen the video the multi-cultural Center two guys sitting there studying which is what it was for two women come in one of them is from Ethiopia that's only relevant because she tells they won't tell the guys this is our Center you don't belong in here it's a Multicultural Center they don't belong it's not inclusive for them why well they're male that's probably counting against them they're white that's definitely again some one of
them has a pro Police Department sticker on his computer and that really upset them the other thing oddly enough was the cup from Chick-fil-A nobody told them the chickens are dead and already cooked they have nothing to fear from them this is what it leads to it's breaking up this country into separate warring tribes we don't need that remember the Pledge of Allegiance undivided well we're dividing it we've got to turn away from creating tribes and go back to sharing those things that we have in common our ideals As Americans you've got to go back to making Americans and you're not going to be able to do it with SEL please thank you we think all of you who've come and taken time to speak as well as those who sent in on the online
comments as well I appreciate your your feedback and take it into account with that we will go to 7.01 in our reports FY 2023 monthly budget report for month ended February 28 2023 Dr McCord thank you madam president governing board members I'll turn this over to our assistant associate superintendent of Business Services Bonnie Betts thank you Dr McCord governing board members president wood so this is the monthly report which should be up momentarily um [Music] there oh I have to enter up in how do I enter it thank you [Music] thank you did thank you very much okay so good evening again so this is the monthly report representing our financial activity year to date through February 28th 2023 so as usual you have the entire financial report as an attachment the presentation we generally
include only those fund grids that we've seen some notable changes so tonight we're talking about the district operating funds the Federal grant funds state Grant funds as well as bond funds 630 which represents the November 2019 Authority so to begin maintenance and operations you can see is is highlighted in yellow note the available balance is 12.7 million dollars that's slightly up about a million dollars from last month when we presented to you when we found out that the governor was going to have to pull back the 100-day Grant and the educational plus up Grant we had anticipated using the educational plus up Grant to pay the second stipend that you all approved last spring at that point in time to to be sure that we had the resources available we encumbered a certain dollar amount
out of Maintenance operations at this point in time we do believe that Esther 3 will be able to cover that cost so we unencumbered that dollar amount looking at unrestricted capital and you can see that our available balance and our actual our year-to-date expended encumbered spend that 17.3 million dollars has increased by about 1.1 million dollars over last month again reflective of the fact that we are we were urging our schools to quickly put in their purchase orders as the deadline was right before spring break to ensure that there was plenty of time for them to place their orders and actually get the product in prior to June 30. so those were the two major changes that occurred in the operating funds month over month are there any questions before I go on to the
next grid okay great that of course is the notes that just reflects what I just shared with you federal grants again I already mentioned this the 100 day in person as well as the educational plus-up grant those two grants were actually pulled back by the governor associated with the fact that the the rules regarding how those monies could be spent were not consistent with the cares act and these two funds were passed through from the federal government to the governor's office however we have learned recently in the last two important to note that it wasn't just pulled back from Gilbert Public Schools right it's not it was yeah Statewide thank you so at this point in time the governor's office however has re-um proposed a new Grant that's eligible to all school districts in the
state of Arizona the application deadline I believe is the 6th of April so we're actively working on that to see if we can recover that 3.6 million dollars or so of monies that that were pulled back from us to date so we're hopeful that we will be able to utilize the same dollar amounts that will help us continue to have a sustainable spend through the remainder of the current fiscal year any questions on that okay great then the state Grant funds these are two notable funds that have recently had activity so the C the college credit exam incentive fund that's associated with our teachers that are teaching advanced placement courses in all of our school all of our high schools the college credit exam incentive is paid based upon the number of students in advanced
placement courses that that actually pass their exam at that point in time we receive a ride to bring amounts depending upon the demographics of the particular school but when we receive the money we have allocated out 50 percent of those Monies to each individual teacher that actually earned it based upon the number of students that they taught and passed the exams the remaining dollars stay at the school got Highland at GCA at Campo for the schools to use for professional development related to advanced placement or to expand the programming at their school the results-based funding and the other note about the college credit exam incentive we have sent out the email information to all of our schools and we anticipate making the payment to the teachers at the end of April the results-based funding is
a fund that was created incentivized to incentivize schools for performing on their their tests I think it's primarily the state test is that right Barbara thank you and the results-based funding program we do give a portion of it to all of the staff members that reside at their schools then 10 of the remaining stays at the schools again for the same thing to use for professional development or expand the various programs at the schools and then the remaining dollar amount we have been holding back at the district level to to provide additional supports for those schools that are embarking on a New Journey as an example Gilbert High School with the international Baccalaureate program as well as Patterson Elementary with their International Baccalaureate program also we have numerous traditional programs that are launched launching that
have launched actually I think it's at Spectrum Elementary as well as Canyon Rim and then we have a variety of accelerated classrooms at six of our elementary schools five of Ireland thank you Jason throughout throughout Gilbert Public Schools so I just wanted to share that information with all of you and the payment from the results base payments have been made to date I did have a question just to clarify this college credit exam incentive that was for students that passed their AP exams last spring correct that's correct and so yes we'll have students taking their tests in this next quarter but that payment to the teacher will not be until next spring that's a process of going through um our books and plus the governor's office and everything that's correct thank you so the last
grid that I wanted to share with you this evening is bond fund fun fund 630. this represents the 2019 Authority given to us by the um the taxpayer in November of 2019. I wanted to share with you that 15 about 15.4 million dollars is left that's unencumbered and unspent to date I also wanted to point out on the next slide this has been the spend annually since 2021 when we first began spending the 2019 Authority so note that the 21 actual was 9.3 million dollars on top of on top of 16 million that came out of the 2015 Authority so about 24 million dollars was spent in 2021 using the same concept of adding the two funds together so 23 million dollars out of this Authority plus about six million dollars out of the 2015
Authority resulted us in a spend of just under 30 million dollars and then finally the 2003 encumbrance plus the actual represents just over 33 million dollars projected to spend totally to include the 2015 Authority a total of nearly 38 million dollars so this is reflective of the needs out in our school systems as well in the needs of our schools in our school system um as well as the the fact that at this point in time we have not sold the full 100 million dollars of authority that sale is expected to close in mid to late May that provides us an additional 18 million dollars available to complete our summer projects into next fall so if there are any questions regarding any of that information okay and if there aren't any questions about this report
that concludes my report thank you Miss betz seeing no questions we will move to the consent agenda 8.01 approval of consent agenda items board members is their emotion I move that we approve the consent agenda items as presented thank you Miss Humphries it's been moved is there a second I second thank you miss Page it's been moved and seconded that we approve the consent agenda items as presented all those in favor please vote by saying aye aye any opposed with me thank you it passes five zero that will take us to our action items for tonight beginning with 9.01 the approval of possible action on Direction given to the governing board's legal counsel during the executive session listed as item 1.01 that was pursuant to ARS 38-431.03 a3n4 for discussion or consultation for legal advice
with the board's attorney and or to consider its position and instruct its attorney regarding its position regarded regarding contemplated actions to avoid litigation and collections matter board members is their emotion I moved sorry go ahead I move that we approve the direction given to the governing boards legal counsel during the executive session listed above thank you it's been moved is our second second thank you it's been moved and seconded that we approve the possible action on Direction given to the governing board's legal counsel during the executive session listed as above all those in favor please vote by saying aye any opposed with knee thank you that takes us to 9.02 acceptance of FY 2022 single audit reporting package with a roll call vote is required Dr McCord thank you madam president governing board members uh
tonight we present to you the single audit reporting package Miss betz and her team if need be or is it just you tonight so I'm very happy to delegate the responsibility of this presentation to the Director of Finance Ms Jackie Matten and Jackie you are on the floor thank you I'm just happy it's not me [Music] I don't think so if okay all right thank you thank you Miss betz Dr McCord Madam president members of the governing board I am actually quite excited to be here this evening to share with you the FY 2022 single audit report and the usfr compliance questionnaire today's report will include the FY 2022 single audit report the FY 2022 uniform system of financial records or usfr compliance questionnaire and then we'll talk about some best practices that we have
implemented so I wanted to talk a little bit before we go on about these reports in December you were presented with the act for or the annual comprehensive financial report and that is kind of an overarching report of our financial statements as an audited report tonight we are asking for roll call acceptance for our FY 22 single audit report that is a deeper dive into our federal funds specifically and some of our financial statements and then finally the uniform system of financial records I kind of refer to that as our Playbook if you will that is presented to us by the auditor general and the Arizona Department of Education it kind of gets into the nitty-gritty of our of our daily work so I wanted to kind of give some of you a background if
you're um this is your first audit cycle so FY 22 single audit report this report is required for districts that spend more than 750 thousand dollars in federal funds you can see at the bottom the note regarding GPS Federal spend in 22 was 41.36 Million versus FY 19 pre-covered Federal spend of 19.9 and that's due to our cares act funding each year the Auditors select two large federal funds to audit in great detail in FY 22 they selected the nutrition services cluster and the educational stabilization Grant they found no significant deficiencies nor material weaknesses in our financial statements or federal awards that is a celebration any questions on the single audit before we move into the usfr compliance questionnaire I just had one quick question did you say this was yearly it is an annual
report and it's required year okay it is thank you so moving on to the FY 2022 uniform system of financial records compliance questionnaire again like I said this is kind of our Playbook this really helps us do our work and changes every year um so in 22 the report included 170 yes or no questions there's no maybe there's no but there's no yes kind of it's either yes or no out of 170 questions or statements there were 15 areas of non-compliance including accounting records cash and revenue student attendance school district employee report technology so there there some of them are are coding errors some of them are deposit errors the attendance records we see every year those are very common so moving on to our best practices we do consistently review and update our financial
processes expenditures and accounting account coding compliance is reviewed monthly actually it's reviewed daily pretty much we have a series of checks and balances throughout the throughout the system and then student attendance trainings are offered numerous times throughout the year that's it any questions can you go back two slides please sure so these areas of non-compliance those are areas that we're out of compliance for like you said coding errors and things like that correct do we get an opportunity to to correct those and resubmit this or is it just we have 15 no's and then we can hopefully through Best Practices that are implemented after this we can get yes on yeses on on most if not all of those yes that is correct so our opportunity to to correct these is the next 12 months
I guess you know the next uh the next fiscal year so they really they look at repeated no answers or repeated areas of non-compliance that could rise to something more serious we did not did not get that from the Auditors this year these were all pretty pretty common and do is there is there a threshold where if you get so many no's then you get penalized in some way not with this report no um if there there's a financial threshold that then kind of goes back to the single audit and becomes a significant deficiency or a material weakness but not in this report no and do some of these 170 questions carry more weight than the others for example errors I mean errors in I don't say errors areas of non-compliance in accounting records employee
reports cash and revenue I mean those sound pretty serious are there are these are these areas that that would cause the reviewers of these questions to would it would they raise any red flags not necessarily from this report no again if there if there were cause for concern or red flags they would probably Elevate to the level of a single audit finding which we haven't had in a few years thankfully not for these however they all they all are carry a heavy weight for us you know we take these very seriously so we've already implemented some corrective action to make sure that these are these some of these particular findings are not repeated okay thank you I I mean depending on how how weighty the the questions are that the no's are are the responses
for I think 15 out of 170 seems seems pretty good is that is that how does this compare to other districts maybe other districts that you've you've served in that you've done these reports in before how does Gilbert GPS stand it's interesting I've asked our Auditors that in the past and they for some reason have been unable to share with me how many no fight how many no answers other districts have but now that these are public I can certainly provide that information for you but um we're down we're up a little bit this year from last year but consistently over the last five years we've decreased the number of no answers so I um in the research that we did last year we are pretty pretty on par with districts our size okay thank
you but I would like fewer if I could just give one specific example in the consent agenda you approved the um the uh account account bank accounts so that was one of those issues that appeared on our accounting records finding because we changed the account codes before we actually submitted it to the governing board however this this one on consent was a correction to what we had already submitted to you gosh when was the first time that we submitted it was it back in October so we actually corrected it right away but the findings Still Still is recorded so I just wanted to make sure that you were aware of that example and then in addition I think when it related to cash in Revenue it was just an error of posting a revenue to
the wrong fund and One Fund was 455 and the other was 456. so those errors are going to occur when you're dealing with over 50 different funds and hundreds of millions of dollars on a daily basis well thank you for your hard work for to you and your your staff sorry thank you thank you answers were there any repeats this year because you talked about repeats we did have um there are a lot of nuances to student attendance so those are typically a repeat finding sometimes it's just having to do with a half day or a withdrawal that didn't get the paperwork submitted in time other than that I don't believe there are any other repeat findings okay thank you student attendance isn't that bad to repeat so right yes thank you anything further thank

across districts all across the state and I'll just mention some of the reasons for its support obviously it raises teacher pay so across the board regardless of where where your starting point is as a district right now um some reasons against it uh are that it increases government spending by a billion dollars when there are potentially other areas of concern like the aggregate expenditure limit and things like that that that people feel need to be addressed um and so those are just a couple of things that reason for and reasons somebody might be against so I just wanted to make you aware thank you that concludes our board committee reports thank you board members Dr McCord could you please give us our future meeting dates 12.01 thank you madam president governing board members on April
