001you ready ready okay good evening we'd like to welcome you all and thank you for being here and those joining with us on the the recorded or live stream it's Tuesday January 10th 2023 and tonight is our special organizational meeting and brief board business meeting it's six o'clock we'd also like to welcome our new board members Chad Thompson and Rhonda page who are who are here for their first night tonight as well so thank you we will begin with 1.01 I've called the meeting to order and now 1.02 a roll call Mrs Wilson Mr Chad Thompson here Miss Laurie wood here michiela eugetti here Miss Rhonda page here miss Jill Humphries here Madam president all board members are present you have a quorum thank you very much now that will take us to the nominations
002and election of 2023 board officers I wanted to start with just a brief explanation of the board president this is from policy bdb board officers the duties of the board of the president of the board shall be as follows preside over all meetings and conduct meetings in accordance with Arizona law and policies of the district consult with the superintendent and on behalf of the governing board as a whole approve items to be placed on the agenda for each meeting encourage and maintain orderly and Democratic participation keep all discussions factual and on the subject at hand allow for full and complete exploration of each item of business in the absence of the president of the board the clerk shall preside over the meeting temporarily and perform the functions of the president in the absence of the
003president and the clerk the superintendent will recommend the board members select a temporary president I will now call for nominations three times and then we'll vote in the order that they were nominated board members I would like I would like to nominate Lori wood for board president I feel that um continuity with our new board members and the excellent job that you've done we should have you for another year thank you thank you Mr Jetty I will make a second call is there another nomination board members I'm nominated myself Jill Humphries for board president I appreciate that Lori has done a wonderful job this year I just think it's important that everyone get a turn to be president and I have not yet had that turned so I would appreciate that but you know I

007say first and third Tuesdays of the month but because of calendar and all that that's what we try to stick to but we also move them around based on what's going on uh whether it's a holiday or something's going on in a district that's pretty important but generally we stick to those uh days and those weeks that those will occurred in the month at 6 PM we have once a month we have our policy meetings usually that's in the second or third week just depends on where that falls and that usually happens at 11 30 a.m to 1 P.M and those two meetings one of the meetings for the governing board in the evenings the first one is usually a work study with the brief board business meeting and the second meeting of that month
008is a general governing board business meeting and so uh I I think those times are workable I think we had a discussion but we also have two new board members this year that if there needs to be more discussion on that I would leave that to you foreign is this something I should have asked before that we need to take emotion on or is this just an internal thing no right I don't I think you vote on it yeah vote on it yeah okay um well then let's just discuss okay I I think that this has worked out really well for us in terms of the you know the six o'clock time and and the 11 30 and I you know like this is a perfect example of a week that would last week was
009when the first Tuesday was but we're still on on a winter break correct so you know I think that that given circumstances that you know that this is all worked out well it um Dr McCord does Tuesday give you enough time Tuesday's work I mean I I think historically we're used to it and so um I'm totally okay with Tuesdays Saturdays you guys want something I'm just kidding is there any further discussion other board members is Tuesday at 6 PM for the evening meetings is that satisfactory for you yes okay then it looks like that will be where we keep the evening meetings and then will Tuesday the Tuesdays that we have the policy meetings is 11 30 to 1 is that okay for everyone we can you can make that work with around your
010schedules okay and all of these meetings are listed right now on the website we have them and they're already they're always published correct um and then we also post it the night before within 24 hours to make sure that everybody knows but I think it's important to keep it consistent I think Tuesday nights at six has been a successful time that allows people to come if they need to finish their duties and then come attend but also keeps it early enough that we can finish our meetings in a timely manner so correct okay I would be in favor of that as well so I will ask then for a vote all those are going to make a motion oh we do I'll make a motion okay it's okay I move that we continue with our

013vote on all motions d a motion to adjourn is in order at any time such emotion shall require a second and majority vote no discussion is in order e a motion to table is in order at any time such emotion requires a second and is limited to being considered only once on any given agenda item no discussion is in order F Rules of Order may be subject to suspension only upon a majority vote of the members of the governing board present at a meeting and G the governing board president May recess the meeting without a vote of the governing board in order to maintain decorum and governing board meeting Rules of Order and this was last updated on October 26 2021. thank you Dr McCord I actually I'm just going to call for a motion

016in the past um and you guys helped me out if I mess this up because everybody has changed sometimes so legislative representative this year was that was myself yourself and then the alternate was at Dr Santa Cruz yes okay town of Gilbert liaison was Dr Santa Cruz I believe city of Mesa was Jill Humphries yes Gilbert Education Foundation this year was Lori wood Insurance trust representative uh Sheila eugetti and audit committee was Mr Bill Parker so and there you have it uh Dr McCord could you just for clarification give a little bit of a description of each yes so uh policy committee meeting obviously is a committee that reviews policy we uh utilize that committee uh to its fullest potential when it comes to all of our policies usually they preview a policy and then
017they look at it for a second read efforts come to the board for the first read and then they send it back for a second read enrollment management committee this is a committee that exists we haven't utilized it in a few years but they look at things such as enrollment at each of our schools as well as boundaries and make recommendations to the governing board if there's any changes that need to happen there legislative representative this representative updates the governing board and attends any meetings related to that area for legislative information that impacts K-12 education or in particular Gilbert Public Schools town of Gilbert liaison is the person that as well as city of Mace liaison they relay information that comes back or it's a two-way communication basically what's going on in the school district
018with those officials from town or city of Gilbert and Mesa Gilbert Education Foundation that is the foundation that helps out in a lot of different ways to our students and staff for Gilbert public schools and that liaison sits on that board and again helps with the communication back and forth Insurance trust representative this person sits on our insurance trust board and they help bring recommendations back to the governing board as relates to Insurance trust or plan document changes as well as insurance rates for our employees and then the audit committee that is basically an oversight committee made up of individuals from our business department Ms Bonnie Betts is myself and what they do is they essentially go through a lot of the information that is presented here in the evenings as it relates to our
019finances for Gilbert Public Schools there are two um community members yes thank you Dr McCord so board members this is just we can go through and just what we've done in the past is just maybe see what committee you would like to be on and see if we can work amongst each other to decide what the assignment is this year so is there any anybody who has a strong feeling of what they would like to serve on and where they would like to be I'd be interested in serving on the legislative rip uh the legislative committee was okay that's fine you just need to be sure to attend the law conference um well the delegate assembly is the Saturday after the law conference that's not the only thing that no no but uh because we
020could change that as well that's what that's the way that you've done it which is is also the um annual conference that's our vote for the executive team of asba so those are two important things that um you do that has been done in the past we can adjust it if needed to so well I I would hope we would want to have our voice on those votes that to me that's important okay so I mean there's other things you can't do yeah so Chad would like to be on Mr Thompson would like to be on the legislative committee is there anybody else who like served on the legislative as a legislative representative sorry it's just the legislative I was hoping to throw my hat in the ring on that one too oh I was
021helping also to um because I think that's really an important one okay so I am interested in that okay well let's let's move from that and just see if there's anything else that people would like to do is there anybody who is hoping to be the town of Gilbert liaison I'm I'm interested in the Gilbert Education Foundation and the town or the town of Gilbert both of those second ones that I've done in the past but have not done recently okay thank you any others for town of Gilbert Gilbert or Mesa over okay audit sounds so exciting okay excellent put you down for those well I I don't also don't mind the audit committee yeah I don't know okay uh in Gilbert Education Foundation you said you'd be willing to yeah and I'm I would
022be willing to do any of those as well too so um Insurance trust is there anybody I would like to continue especially with the changes that we we approved in December okay with the new committee the additional committee okay that I'm going to be on excellent is there anybody else okay and then the audit committee is there maybe we should change the name of that hook people in a little bit it's the popcorn and ice cream committee wants to take the audit committee I'd be happy to do that are you ready okay okay so would you be willing Miss Humphries to yield the legislative to Mr Thompson or Mrs page that's fine I just would um like to be an alternative in case someone doesn't get to the law the delegate assembly or the um
023annual conference because I think our vote there is very important would that be satisfactory to you guys okay um so Mr Thompson or Mrs page was there would you either of you be willing to serve on a different one rather than the legislative representative absolutely same okay well we'll definitely put down Miss hemphries as the alternate then if that's okay with everybody okay we'll come back to that um town of Gilbert I had Mrs page or Miss Humphries um and then city of Mesa Mrs page Miss Humphries you did that I did that this past year so we would prefer a change okay um let's see and then the audit committee um Mr Thompson you're not interested in that huh okay one question already expressed yourself one question is how often does the audit committee
024meet quarterly quarterly quarterly unless there's something that requires us to meet Mrs wood I can be a team player I just don't feel that I would be the best choice for audit right no I appreciate it and learn yeah and get up to speed on that that's good I guess we also we want that and we also want something that you're interested in so um I won't be offended okay let's have let me just suggest this and then let's discuss how about that what if we have um what if we have Mrs page as the legislative representative Miss Humphries as the alternate what if we have um town of Gilbert let's see if we have Mrs Humphries that's fine or actually Mr Thompson how about would you be willing to be the liaison with the

026the legislative okay Mrs wood may I ask a question Mrs bentz yes yes that's Scott bence sorry um Mrs Betts questions you miss bets good morning it's all right she called you Miss Benson you didn't catch it and I apologize for that pardon me I just have a question for you if it doesn't sound like the audit committee is the most popular one I know I'm so disappointed and no one wants to hurt your feelings my question to you is with with the restructuring of what we're doing with the insurance trust would it be a conflict for me to volunteer for the audit committee so the um the plan would be to totally remove the employee benefit trust oversight of the investments from the audit committee now and make it a true audit committee so
027under those circumstances I do not believe it would be a conflict I I'm willing to do that as much as I don't like numbers they usually meet immediately or an hour after a policy meeting not every policy meeting but if no one else wants to do it I'll be glad to do it okay but if this is what I'm more than happy to take on two roles I mean I'll do the audit committee Bonnie's so amazing that I mean yeah yeah I'm I'm happy to take on two roles okay if nobody else wants to do the audit okay um okay so at this point right now I have Mrs page as legislative representative alternate Miss Humphries I have town of Gilbert Mr Thompson I have city of Mesa Mrs wood Gilbert Education Foundation Miss Humphries
028Insurance trust miss you jetty and the audit committee I have that could be Mrs page or Mr Jetty or Miss Humphries what would you if you're Amy I'm happy to do it I think it would be exciting actually so if you don't really aren't that enthusiastic or I think I would enjoy it it's up to you your pick yay or nay you in yeah I'll let you decide Miss Humphries there you go I'll take it it's only four times a year okay okay so let's see if this is is this okay with everybody Mr Thompson what's your thoughts the only the only change I would suggest is since uh miss Page has expressed a willingness to be a team player and to be on multiple committee or any one of these committees yeah that she
029uh serve on the as the town of Gilbert liaison and I am the legislative rep okay Mrs page how do you feel about that I really want to be the legislative rep but um I know the two new board members we're duking it out here we're just discussing no I know yeah um Mrs wood where where do we go from here I think either way it doesn't pre preclude you from doing things as you know what that's fine I'll do the town in Gilbert and um for this year you could think of it okay yep absolutely okay thank you thank you so now I have Mr Thompson as a legislative representative I have town of Gilbert Mrs page and typically there's a the town has on the Town Council will have a liaison that they

036there's discussion that needs to be had on or if a board member would like to have a discussion on it sometimes we'll put things on consent that someone says Hey we'd rather pull that off and have a discussion about that and that happens sometimes um for the action items there might be a presentation related to that um things of that nature usually bigger items may be more important at the time for board members to discuss if need be our goal is to inform you as much as possible so there always isn't a lot of discussion but before board meeting but that's what those items are there for thank you I think that's important and I also think it's important that we let our board members know like Dr McCourt said so you look through you
037can look through the consent agenda ahead of time if you have questions you can call anybody any Dr McCord or any of the assistant superintendents that you need to and then if you would like to discuss something on that then it's as we make a motion like 6.01 the approval of consent agenda items you would say I would like to move that we approve the consent agenda items except number 6.04 I would remove that and then we will approve the consent vote on it and then we will take 6.04 and then we could discuss it since it's been noted on our agenda we can discuss it just it's typical and the consent that we don't spend a lot of time discussing so hopefully we maybe should have explained that before we did that I didn't
