003budget for adoption presentation dr mccord thank you madam president governing board members if you remember i think our last board meeting we approved the budget but at that time the state had not approved their budget yet and generally in the past that has happened but this had some more significance to it and in terms of the dollars coming to k-12 education so we thought it'd be in our best interest just to re-adopt the budget again with some more information being presented to you our associate superintendent bonnie betts is out of town and so we have jackie matan our director of finance who will give us our presentation tonight thank you jackie you're mike i don't think so okay thank you i am here to present the fy 2023 adoption um kind of a re-adoption i

004guess and i just wanted to start with a brief timeline on june 7th we proposed with the fy 22 budget forms because we didn't have the new budget forms we then received the preliminary budget forms because we didn't have a state approved budget on june 21st we adopted with 23 preliminary budget forms on june 28th the state approved their budget and on june 29th we received the new budget form so we are here again we are statutorily required to have a budget adopted by july 15th so we have met those requirements as well as attend a notice and a public hearing we also want to use the state new state budget for the adopted budget for setting the tax rate and we are currently working with the county for that process and we will present

005that information in an upcoming board meeting i promise this is not groundhog day hopefully this is the last adoption it's not letting me let's try this again there we go so first we'll review the fy 2023 adoption budget capacity based on the final state budget here you can see the increase to the fy 2023 base level amount the district additional assistance for k 8 and 9 12 and also an increase for textbooks there was an increase in the weight for those specific special ed disabilities also an increase to the transportation support level and a new weight for free and reduced priced lunch students the base level support increased by about 241 dollars so that was very significant for us this shows the comparison of the m o budget capacity from the last time you saw

006this budget to the current state approved budget so our revenue control limit now is at 229 million there we transferred eminent unrestricted capital at the last revision in fy 22 so we are not um needing to do that this year the 15 override which remember is based on prior year student count but current year bla so we'll see an increase in the m override the budget balance carry forward remained the same between the two we are still that's still an estimate we have july and august to pay bills so we'll have a final number in the first revision proposition 123 intuition in is estimated at 2.2 the energy and water savings transfer is no longer required that was completed in fy 22 which brings our total budget limit to 296.5 million dollars an increase from

007the original adopted of 16.3 million so it is a very significant increase for us unrestricted capital budget capacity again the daa includes the textbook allocation that total is 17.4 million there is no adjustment that would have been a negative number in the past we are receiving 100 of our daa our budget balance carry forward in capital estimated again 28.4 again that did not change we still have july and august to pay our bills so that will be updated in the first revision we're estimating interest earned at twenty thousand dollars and again there is no transfer we took care of that in twenty two total budget limit of unrestricted capital is forty five point nine million dollars and that increase from the original adopted one point seven nine four so kind of a snapshot of of

008the increases due to the new budget increase to the rcl or revenue control limit is 15 million increase in the m o override is 1.3 and increase in unrestricted capital is 1.7 are there any questions before we move on to spend increase fy 2023 recommended additional spend increases we have some security staffing changes that we are requesting an increase of 17 fte for a total cost of sixty thousand dollars that includes salary and all benefits requesting an upgrade to campus security from grade 109 to grade 110 this is a market adjustment for those folks this also the 25 000 includes payroll benefits and then adding a shift differential for night patrols at a total of five thousand the total increase for all of these is six hundred and ninety thousand dollars a mileage stipend increase

009and administrator salary equity recommendations the administrator equity recommendations is on the consent agenda i believe this evening that total is 70 000 including benefits requesting increase to leadership mileage stipends to become more competitive with our local peers that total is 280 000 that also includes our payroll benefits i wanted to show you um the the list of positions over to the left the number of fte will that will be affected the original amount of the mileage allocation the recommended amount and then the net difference in the total increase the total budgetary increase for both of these items is 350 000 dollars additional compensation increase recommendations increase compensation based on teachers at a starting salary of fifty two thousand dollars if you remember the original fy twenty twenty starting salary for our teachers was 47 428

010that's an increase of 4 572 dollars which will also be added to every current teacher and other exempt salaries also increasing compensation for hourly staff at two dollars per hour this is for folks that have been hired on or before seven one twenty twenty two also an increase to the base rate for new hires of a dollar ten per hour this will bring their starting salary to just over the estimated minimum wage which is required to be adjusted on january 1st i wanted to show the average teacher salary this is quite a celebration here the average teacher salary on the first adoption was 62 297 it is 869. this is an a year-over-year increase of 9641. or 16.85 percent that is pretty significant the 66 869 is slightly updated from the original budget that you

011saw as proposed we wanted to bring in all of the returning teachers and new teachers that have signed their contracts so now balancing the budget any questions before i move on to that i i do want to thank you for making sure that we don't do the uh have the problem of having new people earning more than older people the compaction that we had before so thank you very much i wanted to ask one thing as well i don't know if you have anything okay um i just wanted to ask so we had already in our proposed budget and what teachers had signed their contracts for had already given a raise and this will be on top of that as an an added increase to what we were already anticipating is that correct that is

012correct yes so they receive the three percent plus another three percent uh plus the 45.72 plus pay for performance plus a fifteen hundred dollar stipend yes [Music] that's great just to clarify we we will not have any of our returning teachers that are paid less than the starting teachers that correct with the new that is correct yes okay okay thank you you're welcome so now we are balancing the budget with these new recommendations so the total new budget capacity available is 16.32 million the increase for companies i knew i was going to do that campus security and market adjustment says 690 000 leadership stipends and equity adjustments is 350 000 and then the 4572 f per fte for all exempt staff is 12.8 million and the two dollars per hour for the increase for current

013hourly staff is 6.3 million which brings our total fund balance drawdown to 3.84 million at the proposed we had talked about that annual drawdown being 1.1 so now it is 4.94 million per year so the budget balance carry forward details from policy db we wanted to show you how this is kind of outlined here to show the sustainability we have a budget balance carry forward of 29.9 million again that's an estimate assigned to school carryover this is estimated as about 20 percent of the their discretionary allocation we're allowing them to carry forward any unspent m o now we have earmarked about 400 000 for that fy 2023 intentional drawdown of fund balance so the 3.84 from this current budget and the 1.1 from proposed is 4.94 we also want to make sure that we assign

014a 4 carry forward target as approved in our policy of 11 million that brings us to an unassigned balance of 13.54 million any questions board members dr santa cruz do you have any questions before we go on no thank you miss wood president woodway everything is quite clear to me thank you miss eugetti any questions i concur with dr santa cruz it's a very very um well done presentation thank you other board members i i actually did want to ask you said we will look at the tax rates in an upcoming board meeting could you give me some idea of what i know i don't want to put you on the spot here but i'm just wondering you know as we approve a budget i i would like to know what are we looking at

015round about for the tax uh we'll have those final numbers of course in the next month or so but we're looking at about a five cent increase um but overall year over year we're looking at about a 15 decrease so five percent decrease from last year correct okay okay and then a five percent increase based on these new numbers five percent or five cents five cents sorry but overall a fifteen cent decrease 15 cent decrease okay and that has to do with the override rate okay so we'll have that out next month yes okay great um i know that we're going to we're going to discuss this and vote on this later is that correct yes yes yes okay so i guess i will i'll save anything else that i have for then if there's

016no further questions no no thank you very much this was a wonderful presentation thank you great news yep thank you okay that takes us to two point zero two requests to speak regarding the fy 2023 budget recommended for adoption and we didn't receive any requests to speak at this public hearing okay we will now move to 2.03 the adjournment of public hearing is there a motion i mean that we adjourn the public hearing thank you mrs humphries and mr parker it's been motioned and seconded that we adjourn the public hearing all those in favor of adjourning please vote by saying aye and any opposed with nay thank you that passes 5-0 that moves us to item number 3.01 a motion to reconvene the special governing board meeting is there a motion i move that we

019a second second thank you miss humphries it's been moved and seconded is there any discussion i just appreciate all the work that's gone into this with current year funding we really have to pay attention to those dollars and um i appreciate that when things were all when the death settled after a long legislative session that um that public education was really supported in dollars and and resources so i appreciate that thank you thank you with that with no further discussion i will ask for a vote uh all those in favor of adopting the fy 2023 budget updated to reflect the june 2022 legislative education budget increases please vote by saying aye aye aye and any oppose with nay that has passed five zero we'll now move to 6.02 salary increase for certified professional exempt support

020staff and administrators dr mccord thank you madam president governing board members we are recommending the governing board approved salary increases for teacher professional exempt support and administrative salary increases in the amount of four thousand five hundred seventy two dollars per fte equivalency and this also includes but is not limited to all teachers social workers librarians counselors nurses slps otp psychologists deans ap principals directors assistant directors coordinators professional exempt support staff thank you board members may have a motion i move that we increase the salaries as presented thank you mrs humphries is there a second thank you mr parker it's been moved and seconded that we increase the salary for certified professional exempt support staff and administrators as presented all those in favor please vote by saying aye hi any oppose with nay that has passed

0215-0 as well sorry can i just take a point of personal privilege i meant to we didn't really leave time for discussion but i just wanted to look back a few years ago when we were um struggling we had not passed our override or bonds and unfortunately i was only able the board was only able to give a .75 increase not even a one percent increase so i am really happy today to be here and be able to do much better for our staff and make up for some of those years so we're very lean back then so i just wanted to comment on that thank you i i as well i am grateful to the legislature and governor for the additional funding for k-12 public schools and as we saw these new funds coming

022i was thinking what's the best way we can spend these to impact our students and their learning and their educational opportunities and the more that i thought about it i believe that truly our teachers our admin and staff have the greatest opportunity for impact to challenge encourage meet the needs and individually interact with each of our students and i believe in our staff i appreciate them and i know we've asked a lot of them and we continue to and will continue to and i'm grateful to be able to give this increase and that we had the you know that we took all the funds that came in and turned around and gave it right to our staff who is the backbone of all that we do here and really makes the impact on our students

023as well as drew down some of that um our uh bounce carry forward i think that's appropriate thing to do and the right thing to do and i'm looking forward to great things this this year so i will move on to 6.03 if there's any other discussion we can do it maybe after this but um 6.03 dr mccord thank you madam president governor board members we are recommending the governing board approve a two dollar wage increase for hourly support staff hired on or before july 1st 2022. thank you board members is there a motion i'll make a motion to for the wage increase for our early support step thank you mr parker is our second second thank you mrs hemphreys it's been moved and seconded that we approve the wage increase for hourly support staff

024as presented tonight all those in favor oh actually let's ask if there's any discussion is there any further discussion well i i do i think our support staff work very hard and that they really do earn this increase um and i'm grateful that we've been able to bring their salaries up by quite a bit sin in the time that i've been on the board so um yeah run the schools without them no they're they're really important um you know i think our teachers are kind and our students are kind of the actors on the stage and everyone else is around them helping them produce that center focus of classroom learning but you know they're kind of the stage hands or behind the scenes but they're still really really important to to that work thank you

025dr santa cruz or mrs eugetti do you have anything to add in this discussion um mrs wood i would like to add something after the vote okay wonderful dr santa cruz nothing to add i'm uh grateful for the work that uh staff has done and really uh pleased with the opportunity to uh spend uh arm our funding increased funding on our staff and faculty and to impact the drawdown as well so thank you all right with that it's been moved and seconded that we approve the wage increase for hourly support staff as presented all those in favor will you please vote by saying aye and any opposed with nay that has passed 5-0 as well mrs eugetti did you have something you wanted to add yes i would like to just say now that both

026of the raises for certified and support staff were done by a 5-0 vote that i am very proud to be a member of the gilbert public schools governing board and all that we have done to support our staff and our administrative team that understands the importance of supporting our our staff and making sure that we can do the very best that we can and i agree with you mrs wood and i look forward to this year i think it's going to be a great year and i think the morale starting out is is just going to be wonderful so thank you to board members administrators and all of the staff that put this together thank you mr sugetti say something yes doctor not to prolong the meeting but um i just want to thank you

027as a governing board this when when the budget passed the state level we got together as a cabinet right away and started putting together options about what this could look like and our main objective was how much money can we give our staff and we wanted to give as much as as humanly possible without putting the district in some kind of financial danger and our finance team went to work and they did that right away and it was one of the easiest discussions we've probably had in cabinet because we know how important this is to all of our staff members and you made this happen as a governing board you approved this and you add a three percent and then another additional three percent and then uh part of the plc money as well as

028a fifteen hundred dollar stipend and then four thousand five hundred seventy two dollars to the base i don't know if people quite understand that this is a historic event for gilbert public schools when it comes to salaries um we've impacted the lives of 200 people easily and a lot of those folks are related husband wife spouses we've impacted a household tremendously and so be proud of what you guys did here tonight and i really sincerely on behalf of me cabinet and all the employees we thank you so appreciation i do want to point out that this is an investment by the state in our community that when we're paying salaries to our staff that goes into our community into the businesses and into people who work in our community and so i think it's you

029know it's a great way because we know our district schools are at the heart of our community it's a great way for the legislature to provide support not just for the education of our kids but then as those salaries go out and people living in the community and living around the community spend the money that they need to live it goes into our local community so it will be a benefit for the state as well thank you mrs wood yes please dr santa cruz i just also want to acknowledge the support of our community without their support on overrides and initiatives we would not be in this position and the support of the legislature was simply icing on the cake i think our stakeholders in our community need uh of our our gratitude and our

030thanks thank you for bringing that up dr santa cruz i agree as well very well i think our board members agree as well so thank you well what a great night thank you we are now to 7.01 adjournment may i have a motion i'll make a motion for german thank you mr parker second second thank you mrs humphries it's been moved and seconded that we adjourn all those in favor please vote by saying aye aye thank you and any oppose with nay don't hear any so we adjourn 5-0 thank you very much
