bill parker miss laurie wood here michela eugetti here miss jill humphries here madam president all board members are present you have a quorum thank you i'd like to move to item 2.01 approval of agenda board members do i have a motion i move that we approve the agenda as presented second thank you miss humphries i miss you jetty it's been it's been moved and seconded that we approve the agenda is there any discussion all those in favor of approving the agenda please vote by saying aye those opposed nay passes 5-0 thank you we will now move to 3.01 dr mccord for the superintendent's recognition awards dr mccord thank you madam president governing board members if you'd like to meet me in front of the dice for tonight's presentations i'd appreciate it thank you yes i
would also like to just mention that miss eugetti will not be joining us due to health reasons but she is here to support you and congratulate all of you just as we all are we're grateful that you're all here tonight excited to support you and congratulate you [Music] good evening everyone how are you good thank you for being here tonight first group we'd like to honor tonight is gilbert high junior rotc if ms shanti could please come up and join us this is their leader please give her a hand thank you for being here recently your drill team went to was it denver yes sir denver colorado and they um they actually had a competition and they s they did extremely well out of i think 30 some odd how many 31 31 schools and
at our last board meeting i mentioned some of the things that they did but i wanted to recognize them tonight would you do me the honor of bringing up your cadets and talking about what they won and how they did it all right come on up [Music] hello everyone my name is technical sergeant shanti as dr mccord said i am the air force junior rotc aerospace science instructor at gilbert high school and we recently april 9th went to national drill competition in denver colorado and our team did very well we have we have an armed team we have an unarmed team they both do regulation and exhibition we also have a color guard a varsity color guard and a first year color guard team and they all did very very well our duo which is
obviously two people if my gilbert public math is correct perfect we we have a duo that won first place out of 31 schools two of the three of those schools three guys international guam alaska and hawaii so they our duo team took first place at nationals [Applause] so in our duo team is cadet gallieris and cadet mccutchen but they were not mccutcheon is not here tonight he had other obligations so if you would please come forward [Applause] go get that one too gallieris also took second place out of solos out of all of those schools if i could have cadet man cadet tony cadet boudreau all of you come forward [Applause] so cadet galliers cadet man and cadet boudreau were part of a four-person team that took second place at nationals um and cadet mccutchen
who could who can't be here tonight and then cadet tony took fifth place on solos and they are all on the armed regulation and exhibition team but they're it's a team right so it wasn't just them the team is one commander and nine nine other people who compete very hard to make that team happen some of them have to stand by and just watch their team members and sometimes those are the people we appreciate the most right anderson okay uh and then we have cadet dearly [Applause] he is the commander of the regulation unarmed team uh he also competes on the exhibition team and cadet daniels is the commander of the exhibition team he couldn't make it tonight he had other obligations as well we are pretty busy it's the end of the school year
it's only tuesday and we've already done three color guards this week so and we have three more to go so they're really busy but as i said earlier it takes a team it takes a team to make all of this happen and i have some amazing awesome cadets and an amazing awesome parent support group that that really pushes them to make sure they are up and at school at six a.m and doing what they're supposed to do for their a hour and then the weekends the after school events the holidays the breaks they don't get because they're practicing so anybody that's part of a team knows knows how much work goes into that anybody that's played any athletics and they are athletic they're recognized by aia and they belong to aia so with first second
third fourth fifth and fifth overall out of 31 schools at nationals [Applause] we we have to qualify to get there so we have to go through all the arizona teams and a couple nevada teams for some reason there we get lumped in with them i guess because bullhead city sits on the border so they they kind of we lived in in nevada that weekend but we competed in arizona so yeah as we have a whole list of aia competitions that we have to go and we have to place we can't just go participate we have to place in all those competitions and we have scored we have placed no lower than third all year long that includes the state competition alhambra that includes bullhead city that includes gallegos um wes mitchell and and some other
competitions that they compete in so they compete all year as a matter of fact they're booked for memorial day weekend and fourth of july so they don't they don't get a break they don't get a holiday we don't get we don't get time off like that so i'm so proud of them and all their hard work and all their efforts and and i hope you guys go and talk to your schools and your programs and do some recruiting for us maybe thank you congratulations again thank you very much if you'd [Applause] say hello to the board members maybe walk through shake hands and then stay for a photo later thank you don't run away right here oh she's handing out the trophies she's giving them you guys what's up [Music] next i'd like to bring
up principal from gca he looked to me when i told him i was going to bring him up here for this mr dan hood [Applause] [Music] i didn't do anything he didn't do anything that's what he wanted to make so that's why he's up here to make sure everybody knew that this is kind of unique um they have a student at gilbert classical academy that we have a lot of them they yeah this one in particular if you don't know dan you're going to learn about his jokes here in a second you really want me no um they had a student that signed with lionsgate entertainment corporation on monday may 9th 2022 that will include the development of her original project starting in the 2025-2026 year as part of the deal this student will also
become an intern with lionsgate where she will work on movie sets and continue to develop her craft under the mentorship of studio writers lionsgate has also offered to support her pursuit of higher education at the university of california berkeley and i want her principal to introduce her to all of you just because you can't say her name i can say right now this is an incredible story and asks i i hope you share this just a little bit of how it all came about just because it's an incredible story but um yeah acid dedicated come on up please [Applause] so if you would just share how this happened sophomore year going around to talk to the microphone sorry um basically none of it was planned um it was something i just did on the side
and one day my dad and i we were like let's just write a little scene i guess and i just went with it and it turned out to turn into a 900 page script um and i kind of just developed it until this year when i submitted it to asu's film school where i got feedback from one of the professors and then april of this year lionsgate reached out and april 1st and so um i thought it was a spam email and so i deleted it and then i get like 200 calls from lionsgate saying please answer the email it's not a joke um but basically uh they reached out and they really liked the script and they thought there was potential in it and so they're going to help me develop it more and
hopefully it turns into a movie in [Applause] this internship is it a paid internship it is a paid internship wow [Applause] so you're basically getting a job right a well-paid job and you could possibly have a movie and it says here college is gonna be they're gonna help pay for that they are going to pay for college and they're also going to help for paying anything like living and transportation and all of that in california one more time for this talented young lady [Applause] they want to know the name of the movie can you disclose that say that i we don't have a name yet i don't have a name yet so that's gonna be our next board meeting we're just gonna take a vote on that [Applause] we had a really good spring when
it came to athletics this year and we just got the results we're getting the results in the results are in but we're just still kind of tabulating things related to how our folks did in track and field we had baseball teams make it to the semifinals and we also had a couple volleyball teams boys volleyball teams make it to the semifinals unfortunately they didn't win at all but the mountain that they had to climb to get there was pretty pretty tough and we have one of the teams gilbert high made it to the final or semis or to the finals and they lost to senega and then highland high made it to the finals and they lost to sandra day o'connor i had the pleasure being at both of those games and they had some
very very tough competition and fortunately we were able to get one of our schools here highland high the coach of the boys volleyball team mr jeff grover please come on up [Applause] i've known jeff for probably 20 some odd years um one of the he used to be at gilbert high years ago then went over to highland high right right the highland gilbert boom it's okay no it was big it was really big he and i have had this conversation actually and uh he took over the volleyball program there and has done a tremendous job and um thank you for for being there for all the students that you've had just over the years and particularly this year can you kind of talk about your season and then introduce some of your kids come to
come up and meet the board absolutely all right so we had quite a season we've got uh 17 boys on this team and we started the season winning the wolf howell tournament we didn't drop a set so we won that tournament i think the following weekend we went out to california and played in a tournament in la jolla and we didn't drop a set and we won that tournament undefeated we went through our region play and we didn't drop a set and we won all of our region matches in fact that's a three-peat in our region to go back to back to back the one loss that we had in our in our region was a non um column powerpoint match we had played sander day the 31st of march and that was the first
time we had lost some sets and sandra is a very good volleyball team we've we've talked to our kids a lot about we want to be our best and we want to set the standard and we were able to do that in almost every gym of the state and every so often in life and in volleyball you you come up to someone that is a little bit better and it motivates you to be even more more astute and try to learn and refine and upgrade some things and so we got a second chance to play sandra here in the finals and obviously didn't go the way we would have loved it to go but i think often like life we learn that we can battle back and and stand proud and be excited about our
season uh we ended up winning our our region like i said and i've got quite a few different pieces of hardware to represent i brought my seniors didn't want to bring all the boys that would have been a little bit louder in here but if our seniors could come up we've got six seniors i'll introduce these boys real quick and i'll have one of them speak they don't know they're going to speak yet but come on down so we've got uh to my to my left we've got uh vs lima vez uh four-year player for us and uh he's a wonderful athlete we've got to his left i guess to we'll start at the very far side naker uh is a is a four-year player for us as well he's one of our captains um
just a wonderful athlete we've got andrew walker just next to him uh walker's also played on our program and did a phenomenal job for us snaker was part of a a team that has been to the final or been to the semis a couple of times and uh been a big part of our our tradition um veya we love vayne and excited for him and his future he's going to new zealand on a mission here pretty soon andrew's going to new york on a mission and nate's going to mexico on a mission so these guys are going to go be examples of highland high and volleyball over the world we've got ethan right here in the middle uh ethan was voted first team uh region and and back-to-back first team all region did a wonderful
job for us this year um to his right is zach zaharas jack zaharis as some people call him uh the the announcer i think said zach a bunch of times so we love jack and and jack's defensive player of the year and uh really good volleyball player he's headed to southern virginia volleyball and uh he's going to play there after he spends some time in brazil and he's also going on a church mission there to brazil and then here to my immediate left we've got eric lundgren eric's our our motivator for the team uh he did a phenomenal job i got to battle a little bit in some big matches senior match he begged me to play front row all year and for senior night we let him play front row and he actually did
a phenomenal job ran one of the best plays we probably wouldn't run all year i'm going to have nate real quick speak to us we talked a lot about our attitude and our communication and our effort and our selflessness and nate i think epitomizes that he's done that great for us for four years and so i'm just gonna have him share maybe one highlight from the season or something that he appreciates about the program and being part of the program come on down [Applause] um one highlight that i had from this season was um the actually the night that we lost the finals um it was it was a a different night to just to feel all the feelings and the emotions that were coming because there was a huge disappointment with um losing um
but a lot of satisfaction with the season that we had just played but there was also this different emotion of leaving it all behind because um we're all leaving to to either college or missions and um this setting of of high school that has helped us grow and um this culture of volleyball that we've grown in for many years is all going behind but um i realized that um the culture that had been built in highland volleyball is is focused around relationships and so uh that night i just realized that um through all these years we've grown really tight as a team and um unified amongst ourselves and um that that's the big the big reason why we play sports is to to find the bigger things than just winning and losing but there are
many relationships and connections and life lessons that can be learned from that and that was the highlight of the season for me [Applause] nate i don't think anybody could have said it better not just for your team rotc any other teams or any group club out there that gets together and wants to do something good as a collective group it is about the relationships and it was obvious when i was at that game the relationships that you guys had and that starts with this gentleman right here so again to the highland high boys volleyball team congratulations on a great season thank you [Applause] [Music] yes yes go to your banquet thank you for being here madam president governing board members that concludes my recognitions for this evening thank you [Music] well we thank again all
of you for being here tonight and for the great way that you've represented your schools yourselves your families and gps we're super proud of all of our students and their accomplishments it's fun especially at the end of the year to have a lot of great things to celebrate so we commend you all we will now move to 4.0 the superintendent's report and 4.01 dr mccord thank you madam president governing board members again good evening to everyone and welcome to our meeting appreciate you joining us tonight we have six and a half more days left of the 2021-22 school year it has been a great year we've faced several challenges head-on and kept our focus on educating our students thank you to our teachers support staff administrators students and families for making this a wonderful year
your support hard work and dedication has made all the difference in the world and it is greatly appreciated this is that time of year when all those culminating activities happen and the biggest one obviously at the secondary level is graduation this year canyon valley will have its graduation ceremony this friday ten o'clock over at highland junior high gym gilbert classical academy will have their graduation next wednesday at six over at mesquite junior high and all the other high schools will graduate next thursday evening at 7 pm graduation again is the culminating activity that encompasses 13 years of schooling our students have worked extremely hard to reach this milestone in their lives and we are very proud of everything they have accomplished these past couple years have been very challenging and that's what make this year's
graduating class that much more special we are honored to have a total of 2 730 graduating seniors this year these seniors have amassed a total of 67 million dollars in offered scholarships i'm sure there are a few million dollars more but this is what we have at this point in time and it's obvious that our students are amazing we live in a well-educated community which represents how much our community values education congratulations to all of our graduates our wish for you is to lead a happy and fulfilling life make the most of each moment and always remember to be humble kind and genuine mrs wood that concludes my report for this evening thank you dr mccord we will now move to five requests to speak to the governing board we have one request if we
could please play the admonition the board may make an open call to the public during a public meeting subject to reasonable time place and manner restrictions to allow individuals to address the public body on an issue within the jurisdiction of the public body at the conclusion of the open call to the public individual board members may respond to criticism made by those who have addressed the board may ask the staff to review a matter or may ask a matter be to be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during the open call to the public unless the matters are properly noticed for discussion and legal action during the open call the board requests that speakers refrain from voicing complaints against school personnel
or any person connected with the district as it may impact due process rights policy k-e k-e-b and k-e-d are provided by the board for disposition of legitimate complaints including those involving individuals forms required for use of these policies can be obtained from the gilbert public schools website thank you our speaker tonight you'll have three minutes and i'm please correct me and introduce yourself as you come up as kristin mcafee kristen mcafee like the virus scanner i'll remember thank you okay so yeah i'm super excited to be here today i'm an author investor and i'm a new sub i just got my certificate uh like two days ago so i'm excited i'm excited to get in the classroom um and it all kind of started my daughter uh who's seven i really wanted to you know
teach her and learn what the schools are teaching so that's what like i got to do this but it's been fun um so i started out um you know i'm from chicago i moved here because of my aunt and uh i went to asu obama did our commencement so that was amazing and uh yeah i'm excited i got some great books that i read and i was talking to the superintendent i created superintendents take the best selfies and i'll leave some copies behind um champion mine said um what else uh school district hashtag rocks principals out of okay as farmers teachers association nfts and all that started because i was in a board meeting and the superintendent was like we need more community engagement we need more kids parents business owners and i think it's
very important because you know you are competing against apple and all these major companies which you know trillions of dollars and then um you know we're losing students um they're not going to school in a lot in some cases enrollment rates are dropping um so i believe we should address this even with the content um so i just wrote a rap and i think i'm gonna share it why not um so i wrote this one you know as far as creating that engagement so why not do it i'm not a rap for anything but i'm like you know what i'ma do it so my school district hashtag rocks my school district hashtag rocks imma say this respectfully thanks to my school i'm recession free it don't matter how much they raise the gas prices my
education is priceless can you believe i almost paid once someone to write this first i don't know which feeling is worse having no money on the first or student with no dream i give mad respect to lebron james for building a i promised school team i'm living the dream sometimes i feel i should pinch myself they say you need a good board when you're building wealth and life is the best teacher and it's not about the money it's about the principal for the record my principal is the okay is farmer and that's my superintendent in the background taking the best selfie so don't worry i'm just trying to alarm you like a fire drill run by my teacher's association at nfts teaches uh which is about teachers being a beautiful work of art teachers are
a beautiful work of art so yeah i just wrote that so so the point of that is not about me right it's about you know sir mr mcafee if you could tell me okay just but yeah yeah so the point of that is you know getting the kids to do that you know having fun yeah and really building that engagement so i'm excited thank you very much we appreciate you being here thank you and thank you for sharing that thank you that is a first [Laughter] thank you we will now finish that that ends our request to speak to the governing board and we will move to reports and move to 6.01 our monthly budget report dr mccord thank you madam president governing board members it is that time of the meeting again where we
turn it over to ms bonnie betts and let you know how things are going financially for the district i think i'm inspired to create a budget wrap i think that would be very good yes we have to try that please leave that to the professionals okay um so this is a follow-up to our final revised budget that you all approved on the 3rd of may so this is our monthly financial presentation that represents our financial status as of april 30th so we are only showing two groupings of funds this evening the general fund grouping our operating funds as well as the enterprise funds so to get right into it this is what you've seen every month and note that we've highlighted the maintenance and operations line as well as the unrestricted capital outlay you approved
a budget that included the movement of 20 million dollars from maintenance and operations our general fund into our unrestricted capital fund and you can see looking at revised budget number three in comparison to revised budget number two going from 287 million about down to 268 million and then conversely since we increased the understated capital budget by 20 million dollars you can see the revised budget number two was over 22 million and now it's over 42 million i wanted to make sure that you all saw that and then note that the available balance as of april 30th in the maintenance and operations fund is just over 25 million and the available balance in restricted capital is um just over 30 million so before i move to the next section do you have any questions on any
of that so that will be contribute to our budget balance carry forward going forward that's correct and we'll be monitoring that through june 30. but we have to adopt a propose and adopt in june so we will make the decision about what our budget balance carry forward will be for the proposed budget that will most likely be based upon our may 31st end of the month data okay so the next slide is what we consider our enterprise funds these are the funds that we expect to operate without impacting the district controlled budgets negatively they are expected to support themselves so the biggest change is on nutrition services where the estimated resources the estimated revenues have actually increased substantially we've seen a very very significant increase in participation due to the universal breakfast free breakfast and
lunch program and so you can see that our available balance we're expecting at the end of this year to be just under four million dollars and that's all i have to share this evening uh miss bets i do have one question what do you anticipate for next year since that universal free and reduced lunch will go away i mean basically sorry not reduced free lunch and breakfast will be going away according to the federal government so we've been working on that we are taking a look at our last normal year which was the 1819 school year trying to look at our meal participation the those that were reimbursed they're still going to be the national school lunch program and still eligible individuals and families will still be eligible for the free breakfast and free lunch
but we are looking at our budget capacity and expected revenues going into next year we're doing that right now and that will be reflective of our proposed budget as well all right thank you i would encourage families to fill that form out because it's very important that we have that information and we can help those that need it yep that's great thank you board members yes mr parker how do you anticipate reduced numbers when the launches go away or we we do we do anticipate uh significant reductions um we also will receive less reimbursement for those that are on free and juice lunch because of the universal free breakfast and lunch we have received something in the neighborhood of four dollars and fifty cents per meal we are anticipating that to go down to three
dollars and sixty cents per meal so that would be a significant reduction there as well um and then also we plan on keeping our nutrition services meal prices the same as they were in the 1920 school year before the pandemic hit so we are considering all those is where we're proposing our budget for next year all right thank you anything else remembers okay thank you miss betts we appreciate that report we will now move to the consent agenda 7.01 may i have a motion for the approval of consent agenda items please i move that we approve the consent agenda item is presented thank you miss humphries and thank you mr parker it's been moved and seconded that we approve the consent agenda items as presented all those in favor please vote by saying aye aye
aye any opposed with nay it passes 5-0 thank you we will now move to the action items um in 8.0 and we will begin with 8.01 the asber proposed 2023 political agenda which is humphrey's requested is put on the uh agenda tonight so mrs humphries um i will go ahead and make a motion but then we can just discuss so i make a motion that we put forward five items to be considered as our priorities for the um asba legislative committee um political agenda but should we put the priorities should we well i think that's that's what we can discuss i'm just making a motion that we put forward five items okay and then we can discuss and decide which ones we want to put forward okay there's a motion on the table is there
a second second thank you it's been moved and seconded let's discuss um so i'll go first i i went through the political political agenda that was put forward for the current legislative session and i just picked out some items that i thought were priorities for me and if someone has something different i'm happy to to entertain that so my and these are not necessarily an order of priority just the ones that i picked out was fully fun fall day kindergarten it's been over 10 years we had full day kindergarten we moved it to be fully funded and in the great recession that was one of the cuts made to education and it has not been restored so to me that's a priority the second one was index district additional assistance funding for inflation that is
currently done for the charter schools but it's not done for the district school so when they fully respond restore district additional assistance it's back to i think about 2009 based on numbers from 2009 so i think that is something that really needs some attention i number three priority for me was provide funding for preschool we know that when kids have quality preschool they're much more ready for school the fourth one i picked was districts all districts should be able to provide affordable housing as a benefit and that is something that rural districts concurrently currently can provide but as we know housing prices in our area have certainly gone up in this last year or two and so i think it might be a benefit to explore that but the law has to change before we
can even explore that as a governing board um and then the fifth one was using state standardized tests as measurement of student growth only so that it's not um it's used only as a tool to improve student learning so those were my five priorities and if anyone else has something they want to share um i'd be happy to consider it and then we can put those priorities forward and board members so some friends i do have a question about the the one with the um all districts provide affordable housing would that i know you just said it would require a change in the law is that correct yes so currently rural and remote districts can provide that as a benefit but urban and suburban districts cannot so before we could consider anything as a district
um there would need to be a change at the in the law at the legislature now and would you include with that some type of funding this in the political agenda doesn't necessarily incorporate asking for funding but i i know there are i attended a a session at asba and i'm trying to think it was probably at the annual conference where they were discussing this there are groups who are working on this the former superintendent of peoria is involved in trying to help schools to use this as a benefit for helping their districts and their teachers okay thank you any further discussion madam president i would encourage us to entertain bullet number two under revised school finance formula two and then there are several sub-categories as one of our five given the fact that there
is a great deal of tinkering that goes on with school finance and school budgeting at a level above ours could you yeah could you read that please i'm not sure so we can write down what you what you were saying exactly miss humphreys uh enumerated five oh oh number two then and i'm looking at number two bullet under adequate and equitable funding okay that says revise the school finance formula two and then there are some bullets there okay uh i would i would add that as a number six and uh encourage us to substitute this for one of the five okay uh which one would you like which one would you prefer to be removed of those i mean for me i think we could substitute that for provide funding for preschool or the affordable
housing or state standardized tests only for growth only measurement of growth only which one of those would you prefer to i think that although i'm a fan of budgeting for preschools i think the funding formula for school finance could incorporate the preschool funding if done correctly okay then we'll just i'll just cross that one off and we will put in um and i'll just make some notes so that gabby can read my scroll and put it and send it off to asba for revising the school finance formula any further input do we need to vote on this thing so so i'll amend my motion to put forward that we put forward these priorities to the the asba legislative committee consideration uh foley full day kindergarten index daa funding for inflation revise the school finance formula
districts provide affordable housing and state standardized tests as measurement of student growth only and then i would ask for a vote on those five priorities could you add anything about the preschool funding at all and or you would just because of um well i can put additional items for consideration so i could add it but i'm talking about putting it under the the one that dr santa cruz just talked about oh okay i i could add that in yes i could say um also addressing preschool preschool funding that way we would make that statement and it still would be under the or within the five uh statements that we are allowed is that correct yes that that would that would do it so we can do that so um then i guess i wouldn't if
everyone's in consensus on these five priorities then we can go ahead and vote uh miss you judy do you amend your second to the second did i i thought it was you that second in mississippi yeah if the was me i did i am ending it okay so it's been moved and seconded that we approve the asba proposed 2023 political agenda as described by mrs humphries all those in favor please vote aye aye any opposed nay nay could i please explain my vote though i'm not opposed to some of these priorities that we've said in any way i am i am concerned about some of the priorities and the way that asba has moved away from things that i believe is are the priorities of our board and district in our focus to educate our
students and to keep that our main focus so that would be my vote so that passes 4-1 thank you we will now move to 8.02 gifted scope and sequence if we could have dr mccord thank you madam president governing board members tonight we asked uh you approve our gifted scope and sequence uh per ars 15-779.02 uh we need your approval for this we also have dr newman here to help explain any portions of that that you need explain thank you dr mccord may i have a motion on 8.02 gifted scope and sequence i move that we accept the gifted scope and sequence as presented thank you miss you jetty dr santa cruz okay dr santa cruz thank you for the second is there any discussion well i do think we ought to ask a few
questions um i've had a lot of discussion with dr newman on this and i really appreciate the amount of work that has been put into this it's important that all of our kids be challenged at the level that they can they can reach so that they can really develop their potential and i think it's really important for our gifted kids who might need a little different challenge or a little more challenge that they also receive that so i i asked my questions previously but does anyone else have a question board members does anybody else have a question maybe dr newman if you want to just give a really brief yeah uh overview or summary of what this what prompted this to be done and then just a quick overview of what it is i guess
sure good evening madam president governing board members and dr mccord the statute requires that every five years we do need to update and provide a governing board approval of our scope and sequence for gifted education so that was what the purpose for us doing it we're now at our fifth year we did make some small changes not substantive changes but some that related to eligibility for example we wanted to be sure that our students who are eligible for gifted services that eligibility aligned with what the definition is in arizona so students who are eligible in any of the gifted areas verbal nonverbal or quantitative those students will receive gifted services at whatever that looks like at that grade level in addition to that we also wanted to be sure that we updated our terminology previously
we've referred to our gifted as our accelerated learning program and really we wanted to start calling it gifted and look at as we look more so at acceleration but really looking at our whole at the whole child and the gifted child and what those needs are i just have two quick questions one is about eligibility and if is there regular testing at our elementary schools or how do we do that and if a parent wants to test is there a test outside of that or how can we accommodate that i guess i'll start with that question sure we have blanket testing we moved it to grade two what we realized is we had more students that were able to become eligible because there was less of a requirement of reading and we wanted to be
sure that our non-verbal students had opportunities as well so we found we used to do blanket testing in the older grades and we thought they would be more important and we are showing that more students are becoming eligible through our blanket testing at second grade in addition to that we want to be sure that with that gifted testing when students are eligible as i mentioned before it used to be in our scope and sequence for on in our program for example only quantitative gifted students if they were eligible quantitatively so with their numbers if they were eligible that way they were receiving math services but a gifted student is a gifted student so we wanted to make sure that we weren't gatekeeping in that way also so any of our students whether it be quantitative
verbal or nonverbal they are all receiving gifted services at that point if our after second grade our parents want to see if their students are eligible whether that be because they're older or because they have come in at a grade but different than second grade there is a process that's already in place our campuses have opportunities to test and they're tested at their school and then the process begins as far as finding out if they're eligible or not okay great and then i did notice in there that it referred to the gifted parent council is that operating and that has a monthly meeting and then resources for parents who are who are interested or concerned with that we do we have um that continues to function and actually quite well we have parents from all
each of the elementaries that are represented sometimes they might represent two depending but the parents then will circle back and share information with their school principal they'll also share information with their parents and the groups and the constituents that they represent and then also they're they do a really nice job of providing information as far as opportunities for gifted students they also provide opportunities as they're looking through for example they want to share with them some of the junior high what is what does it look like for my give to student what opportunities are there at the high school and through that partnership we have a principal honor on the parent council as well and through that partnership they're able to send information out through newsletters and otherwise and just help to support you know
sometimes parents like to get support from parents that students are experiencing similar opport opportunities so that's part of it too thank you very much i do have one question can you just um help us understand what we're doing to help those that maybe are underserved groups that might not be um as represented as they should be in the gifted so um the blanket testing helps because there's less of a reading component you know of the written word so that has helped a little bit we have some of our title schools we are utilizing at times a gifted matrix providing some opportunities for students at a probationary if maybe they did not score at the 97 percentile but they believe that they would be able to be successful then they're able to participate in some of
the services that way all right thank you dr santa cruz dr newman this scope and sequence booklet puts us in compliance with the law and it's well done by the way my compliments if a parent in a non-gifted typical education program were to ask us for a scope and sequence as it related to their son or daughter in the typical program how would we respond to that we would definite we don't have something per se like that because this is something that we're specifically required to do for gifted however we do have scope and sequence for all of our content areas so if they would like to know what students are learning and what resources that we utilize when we utilize those resources and those types of things that is definitely within the scope and
sequence that we have that are would be readily available if someone had asked for it okay i i would just like for us to be cognizant of that uh so that we can direct our community our parents to uh the verbiage the documentation that would allow them to see the kinds of instructional sequences and formats their sons or daughters might be involved in as we're works through i'm not sure that i'm advocating for a booklet but certainly something that that approximates what we have for our gifted parents as well thank you dr santa cruz other discussion comments all right see none i will call for the vote that we accept the gifted scope and sequence did i ask for a i did ask for a okay i will call for a vote that we accept
the gifted scope and sequence as outlined and given to us tonight all those in favor please vote by saying aye aye those oppose with nay houses 5-0 thank you we will now move to 8.03 policy development first street of policy gcb professional staff contracts and compensation dr mccord thank you madam president governing board members today we bring before you policy gcb the three policies we have on the agenda for this evening and the action item sections have all been uh vetted through our um our policy committee and this is up for the first read this specific policy deals with something that came down through the legislature in terms of every fiscal year each school district employee will be provided a total compensation statement that is broken down by category of benefit or payment that includes
for that employee at least all the following and that i'll read those off base salary and any additional pay medical benefits and the value of any employer paid portions of insurance plan premiums retirement benefit plans including social security legally required benefits any paid leave any other payment made to or on behalf of the employee and any other benefit provided to the employee and that is for legal reference ars 15-341 and this will be the exact same thing for the next policy we talk about for certified and support staff and so these will be held within our employee portal and i think at the policy committee mr mcintosh provided you example of what that would look like for our employees so it'll be readily available for them at any time beginning the next contract here thank

those sub-categories identified within that statement so this is this is the support staff whereas the previous one was certified correct okay thank you is there a motion i move that we first read support of policy g d b support staff contracts and compensation thank you ms humphries is there a second second thank you mr parker it's been moved and seconded that we approve the first street of policy gdb support staff contracts and compensation is there any discussion seeing none i will call for the vote all those in favor of passing this first street of policy gdb please vote by saying aye aye those opposed with nay thank you board members that passes five zero now 8.05 policy development first street of policy gch professional and support staff orientation and training dr mccord thank you madam
president governing board member this is a another uh portion that we needed to include in this policy and it's ars 41-1494 and this portion states school districts and charter schools may not require an employee to engage in and shall not use public monies for training orientation or therapy that presents any form of blame or judgment on the basis of race ethnicity or sex this does not preclude any training on sexual harassment or lessons on recognizing and reporting abuse blame or judgment on the basis of wraith race ethnicity or sex is identified in aars 41-1494 by seven concepts thank you dr mccord board members is there a motion some moved thank you it's been moved that we passed the first street of policy gch professional support staff suppressed professional and support staff orientation and training is
our second so you can oh thank you miss you generally no i thank you miss you guys i need a photo on that photo finish it's been moved and seconded is there any discussion again just a couple of notes both of these all three of these are policy changes due to change in the state law that we just need to include and we will take these back to another policy meeting and then bring them back for a second read before they're approved so with that said and seeing no further discussion i will call for the vote all those in favor of approving the first read of policy gch professional support staff orientation and training please vote by saying aye aye any opposed with nay thank you we've passed five zero we will now move to
request for future agenda items if there are any items that you would like to see on the agenda if not here then please let myself or dr mccord know or gabby in the before the next meetings we will now move to 10.0 the board committee reports beginning with the gilbert education foundation with myself we've wrapped up this year and we'll have a retreat to kind of wrap up and plan next year and we just want to continue to express our thanks for the support of our community for the scholarships and opportunities for our teachers we do have study coming up which will be a great training event in june and look forward to that opportunity and think thankful for the support that we have there we'll move to 10.02 city of mesa liaison and legislative
representative miss humphries um so i was able to visit a mesa city council meeting and our desert ridge high school robotics team was honored that night which is one of the reasons i went to support them um they are i i don't remember everything but they are 10th in the world i do remember that um also others were recognized as well so it was a it was a good meeting that was good to support i appreciate the city of mesa taking time to to recognize them for their achievements thank you anything other no okay thank you miss humphreys appreciate you going in and supporting our schools in that way too 10.03 dr santa cruz town of gilbert liaison nothing to report thank you 10.04 finance and audit committee mr parker yes we did meet after
the board meeting last week and the audit committee agreed to provide an oversight role for investments that for the employee trust and also we had reviewed the amount of cash at the various schools and realized that we had about a million dollars in cash at various schools in the district and are looking at potentially go into a cashless ideas involved in going to a cashless basis on collecting fees and that type of thing and seeing that potentially possible or economically viable that's about it so the cash as you're saying that's collected as fees for different programs for the students it's in my understanding is collected from uh athletic fees field trips a variety of different um because like there is we do a lot of that online right now i don't think there's much are
you saying that to change it from not giving cash that way or sorry i'm not understanding there's more than you would expect so i assume some of the same things that a lot of this was paid online or uh but there are a lot of folks that come in with cash check that that to pay for certain things whether it's athletic fees whether it's field trips those types of things okay so that's much higher than we thought it would be about the amount was okay and there there are some districts that have gone to credit cards and that type of thing there are debit cards and we're having the district take a look at the potential of doing that okay i think maybe we could include some parents in understanding the rationale you know as
we do that so one of the strategies that that mr parker was talking about is that the transaction fees are often very high and we have if you're going to go to a field trip we do pass the transaction fees on to the families that use a credit card or a debit card so the analysis that we need to do is to determine whether it be in our best interest to just absorb those fees and not have the parents pay them to encourage them to go cashless so that's the concept thank you thank you for your report i appreciate that and thank you for indulging my questions 10.05 insurance trust representative miss you jetty there's nothing to report at this point thank you thank you we will now move to uh item 11 meeting dates
and 11.01 ask dr mccord for the future meeting dates thank you madam president governing board members our next meeting is june 7th it's a board work study and brief board business meeting june 14th is a board policy committee meeting and june 24th first is a regular board business meeting all right thank you we'll now move to 12.01 for adjournment and i will ask for a motion move that we adjourn second thank you mrs humphries and thank you mrs eugetti it's been moved and seconded that we adjourn all those in favor please vote by saying aye aye sorry any oppose with nate it's we are adjourned thank you
