001thank you okay quiet in the peanut gallery welcome welcome everyone to our brief board business meeting and work study tonight is tuesday may 3rd and we will begin with the call to order and we'll go right into 2.01 our secondary ela and mandarin curriculum adoptions dr mccord thank you madam president governing board member miss eugetti are you there bueller no is you jetty yep here just wanted to make sure you were there tonight we have three well go ahead you good yes i'm sorry i keep forgetting the laws yeah that no problem we have three items we'll start off with 2.01 secondary ela and mandarin curriculum adoptions these two areas ela and mandarin have been under review uh for the past at least 60 days right how long 60 say i got it right and

002uh now we're here to present to you the findings from that review and later on we'll be asking for your approval so if i could have who's coming up ah dr cox jenna's coming up and maybe sue pretty soon at mandarin good evening dr mccord members of the board president wood this is miss corley beck and she's here as our ela coordinator to present with myself on the update of the secondary ela curriculum adoption so we're going to go ahead and just jump right in the first several slides you're going to notice are a review from our previous two board presentations just to make sure we're all on the same page so some of it is going to be some cyclical information so with the timeline over this past fiscal year we have kind of

003condensed the timeline into the three chunks so you'll see early on that august through january was a lot of the legwork behind the scene committee work collecting resources and then that transitioned into the next time period which is the february through may which began our pilot and public review which was a 60-day period perfect all right and then um we also put on the timeline just for june and ongoing what our plan would be pending the next steps which would be to put together the professional development training plan and materials to move forward with all of our stakeholders so if you recall the committee recommendation was the save as my perspectives for our seven through twelve ela teachers and students and that is what we began with the pilot in public review there was the

004criteria that we followed through this process and the criteria included the different uh categories that are listed under the arizona academic standards in addition to that there was a focus on looking at the assessments that measure mastery of those standards both formative and summative we really as a committee tried to focus on all learners so making sure that the curriculum was able to be differentiated for students that are gifted honors el sped that was again just a large focus that the committee had and then in addition uh the digital resources and support as we know especially through this past couple of years that we want readily available to our students and teachers as well so with that criteria in mind the beginning of the pilot preparation which included extensive training for the pilot teachers and

005materials resources how to's videos access to our coordinator and the company as well as unit selection and then once the pilot was prepared and teachers were trained and communicated with we were really excited i did share this at the last work study but wanted to share again that all but one of our secondary schools partook in the pilot and it started where we were had so many teachers that were going to pilot and they just kept coming and wanting to join in on the pilot so we just continued to take them and collected as much feedback from as many people as we could and even once the pilot because there was a little bit of a window where we could take more people but once we had to authentically begin that we did allow any

006teachers that came forth to at least view and get in there and take a look at the different resources that were available so we pretty much just said yes to everybody as much as we could and then that leads us to the data that we have presented or have prepared to present to you this evening and i'm just going to dive right into that so during the pilot there were several surveys that were administered throughout almost weekly to the different teachers that were piloting and we went ahead and pulled several of those questions so that you all on the board can in the community can review the findings of that so the first uh one that i want to share tonight is just on the different design and instructional experiences that students can have in

007regard to the standards-based skills and you'll see and i'm just going to explain the chart these will be the same charts that are used throughout this presentation and the mandarin the options were strongly agree agree neutral disagree and strongly uh disagree and so the um favorable answers there strongly agree and agree uh ended up being 96 for this question during that pilot and then moving on when looking at the different types and lengths of text complexity that students will be provided the opportunity to use through their learning 92 percent of the pilot teachers had felt in favor that that variety was provided moving on uh we also had another area looking at the differentiation that i had discussed if it be whole group small group individual and with that we were looking at eighty percent

008felt that those different categories were represented and provided opportunities for students sorry the clicker is going a little bit slow so it's throwing me off and then the last piece of data that we wanted to share with you tonight from the pilot teacher survey feedback is when looking at formative and summative assessment and the progress monitoring that is available with this curriculum 85 of the pilot teachers felt that there was a wide variety of assessments within provided so in addition to asking questions that had these five answers to choose from we wanted to provide an open-ended forum for our teachers to share their own anecdotal feedback and we provided a handful of statements up there for everyone to read you'll see that it's overwhelmingly positive uh the the biggest takeaway was that um there were

009considering that um the curriculum that they have been using they i it repeatedly has been mentioned and commented that there is a variety of resources there's a variety of materials um there's so many things all in one place so uh the feedback that we really got was that teachers didn't feel like they had to go find different materials and resources from seven different supplementals that it was all packaged right there at their fingertips and again the rest of the comments that you can review up there is just that the structure uh very tech savvy very easy to use easy to manage even with some of our feedback that we received from some of the teachers that decided to jump on and we caught their names in there and then would follow up with them so

010they weren't initially in and then we wanted to add them and make sure they got the training so that they were viewing everything they equally even with no guidance had voiced the same type of positive feedback so it just shows that um it's extremely user friendly and then the second part of uh this presentation is focusing on the public comment from the public review so i'm going to transition into that and just remind everyone that over the last 60 days from february 18th through april 18th that there were several locations that were set up uh with all of the resources materials there were qr codes to take our community members to the electronic uh resources as well gave some examples of different units and just really gave a feel you could sit there and go

011through the different textbooks um and and so forth and so these are the different locations that were available and through the public comment now i'm just going to talk about a little bit of the data that we received from that which starts off with that the content within the materials is interesting clear and appropriate for students at this grade level and with that you will notice uh between the strongly agree and agree it was 75 percent of our public feedback was in favor of that the appropriateness and then moving on to the texts and tasks provide students with multiple opportunities to practice literacy skills 78 of our public feedback came back in favor of the opportunities that were there and then for the materials that are high in interest and prepare students for college readiness

012there was 78 percent and i'm sorry that was college and career readiness that was 78 voiced in favor of that review and then finally the overall uh fit for gilbert public schools and that was 73 of all comments had felt that that was a good fit for gilbert public schools so moving forward sorry the clickers off a little bit moving forward one of the things that our pilot teachers did receive was a support website that was created and geared toward gilbert public schools so it included we just wanted to show just a visual an introductory video and then all of the links that guided them through and as uh saab as my prospectus received feedback from myself and jenna throughout the entire pilot process they maintained this website and geared it toward our teachers needs

013so much as on the next slide you'll see that they have actually gone ahead and updated their entire program for 2223 based on the feedback that came from gilbert public schools teachers one of the things that we did hear on the constructive side teachers were very positive and excited but we were trying to see um if there was constructive feedback there as well and one we had to dig for that though because i felt like it was really really positive but one of the things that did surface was going from more traditional textbooks to a curriculum that is all-encompassing that the electronic resources that there were a lot of clicks to get to certain aspects and so savvy's my prospectus has actually completely updated their program and has pushed out um at least to the

014piloting teachers and it's going to be a part of their program that is there moving forward to mainstream so i know that there was a lot of appreciation for gilbert public schools teachers giving that feedback and i just thought that was pretty neat that it improved their product for for all and with that that will help with refined searches easier to get to materials quicker to enter data get to scores provide feedback to students all of that accessibility is is much quicker and with that we are thankful to the board for their support through the adoption process after the successful completion of the pilot and public review our recommendation is to formally adopt and purchase the savves my perspectives curriculum and pending your approval tonight we are prepared to implement a training plan pacing guides

015and stakeholder communication uh mrs corley buck has letters already drafted and ready to go so we're really excited um to just share with you how the pilot and the public review have gone and truly thank you for your support up to this point so with the ela curriculum adoption at this time that concludes the presentation we have prepared and would like to open it for any questions that the board or dr mccord may have for us this evening go ahead and separate oh sure um remind me savis was previously a company entered pearson okay thank you i was like i know this is another company that i could not remember um i i have to say i i came in twice and looked at the curriculum and um i really thought it was amazing the

016i liked the way that the units have a question and um one unit that i looked at was you know should we be spending money on space travel or should be we be using that money for other needs and i thought that was a really balanced question where there are pros and cons on each side and for kids to really um wrestle with that and just really think about it in a in a way that they had sources to look at and could really um put some deep thought into that something that you know they probably will have to deal with in the future so i those were that was just one example but i looked through many of the units and there were many other ones that was just one that stuck in my

017definitely i just really appreciated the way that it gives kids really a chance to look deeply at issues and and then it had you know good fiction and non-fiction to support um and to for them to explore not not laying out one side or the other but giving them some something just to explore and and develop their own thinking so i i really liked that about this curriculum there is definitely ample opportunity for critical thinking within this curriculum so thank you for sharing at what point did the members of the pilot group have an opportunity opportunity to look at the vertical articulation from elementary school to the secondary curriculum could they see readily see linkages and did they do any of that i feel as if that dates back to even the committee work when

018we even brought in the vendor presentation there were connections being made um so i'm i'm not sure that i i guess to your point with the pilot teachers within their grade bands so you've got the standards that are similar for 7 8 9 10 and 11 12. you would see that there from the elementary vertical alignment all the way up k12 i feel that that was seen more within the committee work that we were making those connections yeah i agree we had some conversations about that jump from that fifth grade sixth grade jump to seventh eighth grade is a big one and we did have that conversation did take place during the vendor presentation with the whole committee since then the conversations that have happened between the secondary ela coordinator and myself about that junk

019from readygen which is sovis and then moving into the my perspectives there's a clear connection there and we have discussed about what that's going to look like there's going to be a bridge that moves our kids seamlessly through that process okay so you you feel like the articulation very much kind of occurs naturally as we move through a process there very much okay and just a comment more than a question and that is this is material again that we're purchasing from saves pearson the curriculum is already established by us in our school setting in our school system and it's just a pet peeve there's a there's an issue there this is not the curriculum yes this is material to support our curriculum is that correct and thank you dr santa cruz that the way that

020i always articulated is that the the state standards are our curriculum that drives everything and um with doing a curriculum adoption with vendors and they refer to this as curriculum for the sake of this presentation um but yes absolutely the units and the uh pacing guides that i referenced in the last slide as part of the next steps we'll be taking those state standards which drive uh the pacing guides in the curriculum that is what the teachers follow currently and this is just the material that will replace what has what has not been there before correct or has been there for a long time i'm trying to be more diplomatic the the materials that are provided within my perspectives are simply the vehicle through which kids practice and develop the skill sets of the ela

021standards which is our curriculum that's what we're tasked with kids learning and we're just providing teachers with more resources to provide kids with those opportunities within you know settings that engage them but that's all the curriculum is just resources i i just think that that's an important perspective to communicate to our stakeholders outside of the educational community because so often individuals believe that what we purchase is all we teach and that just is not the case thank you kind of tagging on to that dr santa cruz i was i was going to ask i know that you besides having the public review there also was a public night on i believe march 2nd or maybe right before spring yeah it was probably march 2nd right before spring break i believe that there were some community

022members that came in and also listened to the review and gave feedback as well and similar to what you said you know when there's disagrees or even with teachers and with the public review i think hopefully we can take some of those disagree or you know strongly disagree and say okay is there something that we can do in our pacing and our the things that you guys do to guide it in a way that we're using the best parts of the curriculum best parts of the materials and making sure that we're trying to address those concerns like for instance you know as i looked at the teacher one when there's some that say disagree and so i thought if there's just even one teacher that disagreed but i thought how do we i hope that

023we can take that feedback from that teacher and say maybe there's probably something specific that maybe we can do as a district as coach or in the next steps to even make it better for our teachers so i appreciate those even those comments that disagreed because we want to have the best offering possible so and those were exactly what drove our conversation to follow up with the vendor which the outcome ended up being that they perfected their product and eliminated how many clicks and it came from really diving into the disagree comments or the constructive pieces that allowed us to really have an even better product at the end which is going to improve things for teachers which improves things for our students so i i agree wholeheartedly with that and we will continue to

024to look at that and see if there are other areas great so did you have anything mr parker it appears all these materials online no actually it can be it could it has a complete digital platform so it can be completely digital but this and this is one of the misunderstandings that i addressed early on this is not an online curriculum no i didn't i wasn't indicating that at all here but everything is digital but it doesn't have not everything has to be assigned digitally the students can still engage with text in front of them they can write things down there's going to be discussions there's going to be lots of face-to-face learning and we have this just because you can assign something digitally doesn't mean you have to and and teachers are learning how

025to navigate that i think that they a little bit were just so overwhelmed that there was so much that they had access to they were like wow let's assign all the things and i'm like it was but it was it was an awesome conversation to see as they started to explore this can students access some of this outside of classroom yes and they do have a process where they can you can get it to function offline so they don't necessarily have to have a working wi-fi immediately to access some work it could be pulled up in an offline environment so more kids would have access thank you anything else board members i i looked at it as well and had enjoyed what i saw and thought it was looked like a really great resource for

026our teachers and our students and opportunities to continue the learning i guess i would just my final question would be what would you anticipate how would you evaluate this the success the success of our implementation and basically the success of this product what do you expect to see in our students in our teachers what what looks like success to you ideally i believe that any student achievement on performance on any measure should be indicative of the resources and materials that we're using to teach the state standards i think that with our new uh assessment platform as well that there are some pieces that can connect and correlate to allow teachers to see some of those data points uh easier and the nice part with this platform specifically is that it also from a teaching perspective

027gives immediate feedback so students will hopefully be able to get that immediately and make an adjustment to their learning or the outcomes that are there and so just that piece alone um i i just think that teachers are going to be able to see student learning more effectively now with the training we're going to be training all teachers and so part of it will be monitoring that and making sure that that plan goes according to plan and that all teachers are trained and supported and then having a plan um that's it's not just a one and done and so that cyclical piece for the training um and then if we get feedback from teachers um or they're feeling like they need additional support making sure that we're responding to the feedback from our teachers so

028i think some of that will be anecdotal um from the feedback that we do receive and then i also think that some of that will go as far as our parents as well so we're just going to have to really be open to the feedback but then also looking at the data points in our hope is that all of this will lead to increased student achievement on performance so that would be the larger like that's kind of a big answer but no i think that's great i mean that would be our hope it so i guess my final thought and sorry to keep going through this but is do do you feel like i feel like you've expressed that teachers are buying into it and are looking forward to this because i'm wondering again if

029if one of the good parts of it we think one of the benefits is that seventh through twelfth grade you know if if seventh grade gets these things covered and then they move to eighth grade and then they get these things covered and then they move to ninth grade and get these things rather than maybe having holes that we've kind of had where we didn't have you know exactly this and then we'd move to that in the piecemeal so do you feel like our teachers are going to buy into it enough to actually implement and be you know have the fidelity to it that our students get the benefit from that vertical articulation i think that yes and i think that the driving force behind that is some of the work that we're doing with

030the instructional framework okay that gilbert has done where we have those concepts and those domains of instruction design instruction and assessment and because this program is going to provide teachers with easily accessible resources they're going to have a clear you know unit guide and i'm going to provide training with how that works and i'm going to show them how the instructional framework and the elements of what that looks like in a classroom fits in with the material this program you're going to start they're going to start to see that it isn't just one more thing it's the thing which is student learning and we already have teachers that are really starting to get into they're starting to see how that big picture is fitting together and having something like this which actually takes something off

031their plate looking for resources now they've got you know stuff right there that they can use when they see how it fits into the other conversations that they're having on their campus it's going to make a difference and and i think that's going to be the driver that keeps them going with that fidelity that you're referring to so we don't have those gaps in learning from seven through 12. i really see a clear path for that with the next year but also the next couple of years as we implement instructional framework and we do that but it's going to be a process but we have a plan that's great sorry that brought up one more question for me because i remember back when we adopted springboard for uh seven i think seven eight nine um

032and some of the teachers complained about how scripted it was and i did not look at the teacher's edition i just looked at the student edition would you say this is a scripted curriculum or is this one where they have i would not say that it's a scripted i would agree um and actually the way that the pilot teachers have been trained advised and how jenna proceeds to continue to move forward is that um we want teachers to have the autonomy and we are showing them ways in which and how to do it but it is um it is not a scripted yeah thank you all right no i just i just remembered that as mrs wood was talking and i just want to make sure that we we give our profession you know give

033them the training so they know what they're doing but i i would also say they're using the materials so that shows success if they're putting that aside and doing something else then that shows that uh maybe it's not working as well for them but hopefully that you know this i mean i i was quite impressed with the materials and the way that students would be engaged in thinking about things and really really thinking about it and coming to their own conclusions i didn't i didn't see any questions in there that that led student thinking in any way but gave them lots of options to think about um issues that we're dealing with now and that they will deal with um in the future and i just thought that was very um and the way it

034goes from you know whole group to small groups and then individual work i liked that as well so that was really good thanks and just want to say how much we do appreciate our teachers who piloted us and what they do every day and especially as it is teacher appreciation week we truly do appreciate all of our teachers and these ela teachers are definitely definitely appreciate all of them so did amazing work yeah and hopefully hopefully this is helpful you know that's what we want going forward that this provides all the things that we're hoping for resources that help so thank you very much thank you there's nothing else thank you yeah thank you next we have the seven through twelve mandarin adoption hi sue so i have madame fry souffry with me and she

035is our secondary mandarin coordinator and through the presentation a lot of the process is similar so since we just went through that i'm maybe going to go a little quicker but please feel free if i skip over anything that you want me to elaborate on i gladly will so the timeline is identical the nice part about starting both at the same time is that we were able to just have them all on the same timeline and we just to bring everybody back to the recommended curriculum for mandarin that we have been going through the pilot and public review is zhenbong and the criteria is a little bit different as it is a world language so i just want to review the criteria a little bit similar there was the focus on the alignment to the

036arizona world language academic standards which include the three modes of communication the college and career readiness literacy standards and the cultural competence components and then the proficiency-based assessments which has been a huge shift in our world languages over the last couple of years differentiation of instruction scaffolding of learning within and between levels and then again the instructor and student supports within the digital resources and appropriate practice opportunities that provide variety so this is where there are a couple of differences with the pilot since we're looking at just one language this was our first year offering mandarin and it was piloted at the school gilbert high school where we do offer mandarin and that teacher also does teach at greenfield junior so she was using the resources there as well to practice with the greenfield junior

037high school or junior high school students as well and the teacher went through very similar she received training from the vendor madame sue frye provided support every single week to the teacher she was able to get a copy of the materials to have those throughout the pilot and so very similar to what that pilot preparation was for the ela and then the public review very similar took place from february 18 through april 18th at the different locations that public review went for 60 days as well and we want to go ahead and just dive into the public review feedback that we received from mandarin so the first is looking at the curriculum for being interesting clear and appropriate for the students at this grade level and there was an 86 percent turnout from our public

038comment that agreed or strongly agreed and then moving on to the texts and tax tasks that are provided to students having multiple opportunities came to 97 of our public response the curriculum being engaging and providing students with college and career readiness was at 86 percent in agreeance and then finally the overall fit within gilbert public schools our community agreed and strongly agreed at 86 percent so with our mandarin the pilot feedback since we had one teacher we can share that she was in favor and very complementary of the curriculum but we felt like that might be skewed data with just putting together some data points from her but a lot of positive feedback from our community and the teacher and students and we put a handful of the comments there but just ultimately that they

039really loved it they were excited to even move forward with having the opportunity to take mandarin in the district uh that it was very informative um and you can kind of look through those comments there and then similar to ela we would like to pending your approval tonight look at rolling out a training plan pacing guides and the stakeholder communication uh similar to what i shared the plan would be equally the same for miss sue fry and even though this was a smaller pilot in public review we are continuously thankful to the board for their support through this adoption process as well and are extremely thankful to the committee committee members uh the teacher um being the sole teacher can be a daunting task but she did a fabulous job and our recommendation to the

040board is to formally adopt and purchase the zhenbong curriculum for our mandarin course and students for the next fiscal year so with that are there any questions from the border dr mccord on the mandarin curriculum proposal i have a i have a couple questions how many students i mean i know this is the first year how many students do we have taking mandarin about 80. that's pretty darn good considering that's probably a pretty tough language it's a second language so um i did i did go look at this curriculum i did not spend as much time with it because i don't speak chinese so the books looked very um they were well laid out and you know graphically pleasing and i could see that they were teaching cultural things as well as language and the

041other things that students need to know so i i was pretty impressed with the curriculum but i was much more limited in my ability to really go in depth with this curriculum because i don't speak chinese so well thank you for reviewing still anything else board members uh our instructor the educator involved here is uh the sole teacher at this point for the for this language uh just interested is is the instructor a native speaker of mandarin yes because i think that's important in terms of the weight it carries relative to how she saw the materials that she was reviewing and utilizing absolutely and she was very positive about that and we did just to go back to the committee work we did bring in a parent who is uh it is her native language

042um and that really helped us to review the i think there were seven different vendors that had brought in materials that we would have felt equally like mrs humphries had we tried to tackle that on our own so we did have a few native speakers that were able to review from start until this point very good as well as being seasoned educators both the parent and the the high school teacher are are not first-year teachers they're both experienced so yeah thank you mrs fry because i think that's an important factor those two dynamics uh people who are familiar with conversant in and native too should hold a great deal of credibility with that material thanks mr parker that's great thank you i really enjoyed the presentation i think it's a great idea are we looking

043at potentially having to hire or have any opportunity are additional instructors probably not this coming year she should be able to still do level two but then moving forward into a level three as the program continues to grow we certainly would hope to need need more instructors on both campuses that might be challenging to find qualified teachers but we'll look forward to it okay thank you that's the exciting part you know i wanted to ask miss you jetty did you have anything you wanted to say or ask or questions to ask yes yeah i do yeah i i just wanted to know i know we have it at um gilbert and greenfield jr correct correct um and i may have missed this at some point but are we planning on expanding it to other schools

044in the future at this point the the course is in the course description book as an offering within gilbert public schools if the growth continued and there were another campus that had enough students and we were able to support that with a certified teacher we would definitely consider moving in that direction and would support the campuses to make that an option i i think it's wonderful and i think our biggest challenge is going to be trying to find certified teachers well i do say there are probably a lot of speakers go ahead misty jetty thank you no thank you thank you all right with that then we appreciate it thank you for your presentations and for all the work you and the committees and others have done then thank we thank the public for their

045support and reviews as well and and being part of this process likewise we thank the board for your support as well please have a good night thanks okay thank you that was 2.01 secondary ela and mandarin curriculum adoptions and we will now move to 2.02 summer project presentation dr mccord thank you madam president governing board members as always we like to tell you what's coming up for our summer construction projects and so tonight we will have our assistant superintendent of business services bonnie betts and our director of operations uh what's your name again man just kidding albert is here he's been busy for a while sorry for a long time and um but we're always excited to be able to show you what we're we're doing putting our bond dollars and our capital budget to

046work and making sure that our campuses are as up-to-date as possible in a lot of different areas so here you go um good evening governing board members um president mrs wood dr mccord so albert dutch over and i are here to give you a heads up on our summer projects as dr mccord shared uh was it's a little bit more challenging this year as our summer is a little bit shorter so we'll share some of the strategies that albert has employed to help that along a little bit better so just wanted to start with the bond funds financials so that you're all aware that we have enough money to actually complete the projects in the current year also wanted to talk about the status of some purchases that have already been made but haven't yet

047been received as well as others that are actually in process associated with transportation technology and security and then finally we'll go through the details of the operations projects that are on the docket to be completed this summer and then finally we have a list of pending projects that we we may be presenting to you in the next month for additional work that would need to be completed probably through the end of the fall in the new fiscal year so bond fund financials so um i've highlighted the encumbrance column on this uh grid to show that we we have encumbrance and technology of 4.7 million dollars in transportation of 1.7 and in facility renewal only 500 000 because we have been moving through the facility renewal dollars in this 2015 authority pretty fast also as we

048go through and present the monthly financials um there's about 2.2 or 2.3 million dollars in that technology encumbrance that will be reclassed to go into the fund 630 those were associated with the av the classroom a b so you will see a slight change in the future the biggest conversation they have about this slide is in transportation so that 1.7 million dollars has been encumbered since october so transportation supplies associated with buses as well as the activity buses that we ordered quite some time ago has really negatively impacted our delivery expectations for new buses as well as the activity buses so then moving into the 2019 authority you can see that the security line item there that there's a 10 million dollar commitment made on security cameras during the election and to date nearly nine

049million dollars has been expended or encumbered now the project is not that far along we are we've completed the three prototypical schools the security operations center has has been completed and by the end of the summer uh mr kane has shared with me that all of the high schools will be will have their cameras fully deployed and then we'll move into the junior highs and finish up the remaining elementary schools note the facilities renewal that there's 14 million dollars of encumbrance there so most of the the photos and the details that that albert will be sharing with you uh will be all those projects that you have already approved and purchase orders have already been created before i move any further any to go any further are there any questions about any of the financials

050on the transportation on the the buses and things that we've ordered the activity buses is that a supply chain issue that we're not getting them as quickly as we would like i'm right there there and they're not even giving us a delivery date and it's been almost a year since we've ordered them okay all right thank you i i just had a question on the previous slide you said something about 2 million in technology would be reassigned or i'm sorry i should have asked when you said that right so when the purchase order was created we're doing multiple funds and technology is still doing work with both 2015 and 2019 and so just using a fund 631 when it really should have been 6 30. so we're just gonna do a revision on the purchase

051order which will impact the revisions i just wanted to make sure that you knew that as you're seeing your monthly reports and see see i mean two and a half million dollars is a fair a fairly significant change so it'll be a two and a half million dollars from this one but it will be added to the technology which is only five hundred thousand dollars right now but it's really a spend so far to date of about three million dollars okay and again it's important that we keep track of those and keep keep those identified and because there are different commitments by law we had we made commitments and we have to we follow those very closely very closely so that's really important so thank you for explaining that to me you bet anything else

052board members okay thanks miss bets okay so the detail regarding transportation there were eight school buses ordered we do expect to receive the three large buses before school begins again in july again they have not rece given us any delivery dates on the special education buses nor the 54 passenger buses so we're still waiting it was back in october that we ordered the six multi-function activity buses if you recall that was a strategy to help provide additional resources where our schools can take on the responsibility of actually transporting tennis teams or golf teams and our athletic directors and coaches would then be able to drive these multi-function activity buses but these are all general motors or ford chassis and that's where the supply chain issues are occurring at this time and then this has been

053ongoing with the bond authority is the structured cabling project so what's happening right now and has been approved is ashland ranch highland park courtship campo and desert ridge again the structured cabling occurs every year and if you go back and review the board agenda items you can see that all of these are e-rate reimbursable so that provides the resources to our e-rate fund that's a very flexible fund for us to be able to allocate out those resources in the future and then finally the one-to-one chromebook initiative this again is the 2015 authority and there is um we have procured them they are in a warehouse waiting for us to take possession due to space issues they will be delivered before school at each of the schools to make sure that they're there for the ninth

054graders as we begin the 2023 fiscal year so then um under fund 630 so this was the 2019 authority there were two big technology based projects that we requested the security camera project district-wide as well as the classroom audio visual project so both of them have been awarded the la as i i mentioned the security operations center has been fully implemented again the three prototypical schools are done as well as expecting all high schools to have all of their cameras fully functional in time for the start of school we expect that the entire project will continue through it could be quicker but we are projecting that the project will continue through calendar year 2023 and then the classroom av project just required deployment this was approved in february of 2022 and you've seen some updates

055and um pictures of the benq boards etc which i have actually a couple of them so this is our security operations center and mr kane was a very willing to let me share this with you again this was one of the presentations that he made to our superintendent's council two weeks ago i think now and then this is an example of the avigilon cameras you can see where it's where it is attached to the school building to the left and that's a close-up picture to the right so benson systems was our provider and avigilon is the manufacturer of the cameras and then this is a couple of pictures that mr castellano shared with me regarding the installation of the benq boards in our classrooms so are there any questions on any of that before i

056move on okay great so operations project summary so this is a lot of the spend that we have planned for the summer about 14 million dollars worth so but again albert shared with me some of his strategies for making sure that we can get as much of this work done as possible of course before school begins in july so he has created an expectation of conducting regular site leader update meetings so he can make sure that the principles are kept apprised and then also the same thing with the project managers and the vendors trying to make sure that we're addressing any issues as they come up and then also he has requested from our site leaders if they'd be willing to start earlier and so there have been numerous schools i'm sure albert will share

057some of the details with you later but numerous schools held up their hands and says yes i'm ready i can easily give you a couple of banks of restrooms where you get started early and so one of the strategies albert came up with the use of these um portable restrooms now you're thinking oh my gosh a porta potty on our school campuses you would be surprised but here they are they're actually pretty slick looking so there's a boys and a girl's bathroom available and they're clean and they're air conditioned and so we're they're deployed at which two schools albert patterson and gilbert elementary so it doesn't doesn't replace the gang restrooms of course but it does provide some some support so that we can get started on some of the restroom projects so these are

058the total operations spend approved to date so tennis courts i call them grounds and it's not just tennis courts it's tennis courts and some of um are let's see highland juniors um lung jumping and uh hi jump thank you yeah track pits thank you and then most of the spend is structural so restrooms roofs portables fencing millwork cabinetry additions flooring and paint both the interior and exterior so there's the 14.2 million dollars that's been encumbered pretty much and some of it has already been spent actually and completed so these are the specific summer athletic projects again the high jump lung jump pits and then highland high and gilbert high the tennis court repairs and upgrades highland high has some concrete damage that will need to be repaired as well as doing the resurfacing and the

059repainting and both sites are adding the pickleball striping to add that to the pe curriculums at those high schools and then these are the summer structural projects so you can see the roofing projects islands elementary south valley gca 2.1 million dollar cost note the second line item their restroom renovations it's always our largest expense and then we have flooring upgrades so again as albert has shared earlier we always focus on making sure that we're doing all of the flooring every time we deploy a project to a school so that we're mobilizing only once and whether it's the mpr or the main hallways or the auditorium or whatever the case may be we're using the same vendors so in this particular case you can see a mesquite high and you know that we've already done flooring

060upgrades at mesquite high but that was before we actually made the commitment that we're going to mobilize and deploy all at once so we are completing the hallways and the classrooms at mesquite high this summer is that right albert it'll be the hallways all the hard surface areas hallways and the gym building we when we did touch it originally we only touched the classrooms and all the carpeted areas and then i wanted to point out neely again we're still making some expansion recommendations due to the fact that we had the neely population move into the houston building a 800 or so enrolled school into a 350 or so enrolled school so we're continuing to make modifications at the new neely site also of note patterson elementary primarily due to its age is the first school

061that we have moved into replacing the mill work and cabinetry other than neely because of the front entryway and the office upgrades at neely we did make some cabinetry upgrades there but patterson this will be mill working cabin cabinetry throughout so i'm going to hand over the remaining part of the conversation to albert and i will just drive can i just ask about the cabinetry could you give us a little more specifics about the materials that will be replacing the cabinets at patterson i know in the board docks it just described it in a very i just need to know more about it so so it'll be a standard millwork cabinetry you'll have similar to what we've done in the computer labs as far as the base pieces um i think some of the question

062came with the counter counter pieces or the hard surface that's going to be more of your composite like your korean uh chord style i i think it i told bonnie i didn't do it any justice i think it it kind of labeled it as plastic it wouldn't be plastic it's gonna be similar the hard surface is gonna be similar to what we have at the secured entryway points as well as the restrooms and then there will be some laminate pieces updated laminate pieces at the lower level uh counter positions but mainly it will be that hard surface countertops all right thank you just want to hear plastic laminate that sounds like something easily broken so no i'm sure it's it's durable yeah definitely going to be durable patterson's lasted that wood has lasted the wood

063is still good guys the wood is still good it's just the hinges that are sagging um here we have south valley junior high so the roof is basically from inception it's it's under material under under it it was wasn't built up correctly we've had issues since pretty much since day one um we've combated them the best we can we've had it worked on under warranty now we're just at a point of complete deterioration and and we have a we're susceptible to penetration for rain and in other elements so you can see here where this is a regular occurrence where we continue in multiple classrooms throughout the facility to to have rain and water pouring down interrupting school time and and other sessions it was a pretty it was a pretty bad it was a pretty

064bad monsoon season last fall so they were hit pretty hard so how how long will the new roof last uh we have a 20 20 year warranty it's going to be a tpo and not a foam roof just like i said in this case we found as as years went on and with these pro problems progressed i mean we're back to 2012 is when we have history as far as what we're combating these um we did have it tested and and looked at and basically it was under filled where we should have two inches of material a base level some aggregate and a top coating we have some in some cases we have an inch of material we have an inch and a half with just aggregate and no base coating so so this was

065more of a construction issue uh like i said from onset um that we've been fighting so it's just not a simple recoat but we're actually going to go ahead and replace this entire technology and put a um a built up roof with the tpo cover so so basically we're going to get into a better technology than a phone piece a foam roof that's a fairly new school yeah yes it is it's unfortunate and we have defender taking any of the responsibility for this built in um there was some minor patches again that was that was before my time that was at a point that we did have a new construction department um and and that mainly went through that and i through that department i believe it was written out until that warranty is up

066and of course we know how it goes and warranties up and you know back trying to backtrack and get everybody to be accountable it was it's just been that consistent battle good but it there is a 20-year warranty on that on that roof so again just as bonnie pointed out we yes we did do the flooring at mesquite high but again as we continue to grow we feel we get better this is a hard surface vct floor this is why we actually and i joke with rod out there this his school is why we've become better because this is their vct tile you can see due to poor maintenance over time it wasn't stripped correctly and we just covered up dirt with wax and it just even when we were on site we tried to

067get that down to the bare material and just could not get that cleared out so um that is why we're addressing that piece the rubberization in the gym is is obsolete one the color is obsolete but but the material the material is is obsolete as well as far as in that in that specific color um that is something we did not touch and they have a ton of areas that are that are missing or have gaps in in the flooring system there so we're gonna touch that and correct that building as well and then albert the vct is being replaced with what lbt so we're going to what we what we were um and again that's why the push towards lvt to get away from things like this so the the maintenance is is a

068lot less there's no waxing there's no stripping strictly wet mop dust mop and easier to maintain and it's aesthetically better looking than uh vct well i can't wait to see the after pictures yeah we've updated so exterior interior paint uh mosquito um just exterior shots again just pretty cut and dry we're gonna we're gonna look to do exterior paint there playa del rey um as well as mesquite high school again uh we're just bringing everything up to date as well as as it adds a weatherization piece as we move forward with updating of exterior paint so on mosquito eye did we just do the interior we did do painting we did we just did the interior of the entire site so okay um we didn't have just again how things go we just didn't have

069enough time to to get that exterior piece going okay so typically how long is the exterior paint do you have like how long has it been since mesquite l was painted or uh mosquito l off hand i mean i think we're we're probably pushing typically you're gonna get seven to ten years out of that exterior paint um now i think mosquito adventure to say and i could be wrong i think back when we added that wing about 2007 we may have painted that so we yeah we're at probably i guess what's that 16 we're pushing 16 years then mesquite elementary used to be an outdoor campus and they changed it to an indoor campus and my kids were there at the time i don't think it's been painted since then yeah so 2007 yeah generally

070speaking when when albert and i look at the grid that we're using which gives the life cycle of all the various components we are two to three years behind from the life cycle components generally speaking with all these types of projects so interior paint we of course at greenfield junior high we've just completed the exterior paint um so we thought this is optimal time to push in and get them completed just to the point of trying to get it touched as closely as possible um and that way those two those two that that function itself is closely uh matched up as far as their timelines and when they're gonna be up for renewal so restrooms again this is our biggest uh project piece it has been for the last few years um we've been moving

071through just to update flooring tile basically for floor to ceiling we got got the restrooms new partitions new cabinetry new mill work as well as hand dryers floor tile wall tile as well as lighting fixtures we're moving up to led lighting fixtures in each one of these remodels um this is the current state of patterson's gang restrooms that they have allowed us to access getting close they got the tile on the wall and they're continuing to press forward again to bonnie's point um all these schools have been great accommodating it's hard to give up restrooms especially at older schools like patterson and gilbert l where basically they're at a premium and there was some challenges at gilbert l but justin we we talked through it we walked through it and allowing us to put those

072uh portable restrooms on site again we weren't going to toss them port of john's but as we explained what they were getting they totally took it in and and ran with it which again helps us out and helps us try to meet or at least get as close to the timeline of completion uh prior to the start of school and this is uh carol ray again you can see they're dated um and we're going to do the same there portable renovations this is i believe these this is our last set of portables we held off but they will be you are going to start to be utilized as of next year and you can see there and obviously they have been skipped quite a bit uh for quite a while i meant um so we

073we have some exterior issues going on here again like the other portable jobs we will strip that paneling off put new paneling um to avoid uh interior penetration whether weather or in this case it it may be animals and we have cat issues and some other things that we they like to make in a lower level apartment in some of those uh those structures there so other structural pieces as bonnie pointed out is uh or or some of the our athletic venues we're looking at we we did address some of the tracks a couple years ago our junior highs are in need of refurbishing some of these pieces you can see here this is highland junior's high jump pit obviously those those should be a black rubberized surface the lighter areas that that's down to

074the concrete so again to try to avoid injury to the junior high athletes and and maintain that facility we we're looking to to correct those areas highland highland high school um tennis courts we have 10 courts here at highland high in particular we're going to redo all 10 courts and with the addition of um eight pickleball courts which will be in conjunction with the uh with four um tennis courts there as bonnie pointed out they have more structural issues than gilbert high that's why i highlighted them in this presentation so we do have some concrete foundation pieces that that do have to that we do have to renovate and these are the the patterson elementary uh millwork pieces so they are they're i mean i hate to say it the wood's probably going to be

075better than what we're going to put in just because of the age of it um functionality i don't think it meets the functionality of the school needs and which is totally a different layout than any of any other facility we have this is an older style teachers have taken it upon themselves to try to make it work as best as possible try to dress it up so we're looking at to give them a more functional piece uh moving forward similar to current current facilities i think i think one of the teachers told me that those were kitchen cabinets that they put in when they were at that school they're pretty close to it yeah so they weren't exactly built for schools and then this last section is just to give you a preview of what

076might come before you in the next month or so go ahead albert so we are looking at a um led project starting at all five comprehensive high schools again those being the largest this would not only touch the exterior parking lot lighting exterior perimeter lighting but we'd start looking into getting into the stadium portions of those facilities again led not only it bringing a better quality of lighting to the to those sports venues it will cut not only utilities as well as maintenance costs uh acquired by the district and then are we going to be careful about um light pollution yes and keep it keep it going down to the the stadium or so it's not diffused yes yeah so this is easier and that's another plus with led is it's easier controlled or easier

077you get more directional lighting to the surface that you're actually trying to contact rather than the pollution or the bleed by um into either neighborhoods or or other businesses okay thank you and and prior prior to all uh projects they will do a photo metric so they'll see where those are raised and and where those adjustments need to be and that is one piece that we've talked about is making sure that we do not intrude or read into anybody's uh into neighborhoods and affect anyone's home um as well as uh the led lighting we're also looking at automated irrigation this again is to try to help reduce emergency response in the sense of sprinklers coming on in the middle of the night sprinklers coming on during the game as well as energy costs reducing water

078loss by automatic shutoffs pressure valves things like that the work it's more accessible for us to adjust these fields as we need to put them on schedules make last-minute scheduling and other things just to be able to monitor that piece of these that we haven't done that we're doing manually now um five high schools and mesquite junior we're gonna we're gonna look to do uh stage rigging upgrades and replacements again become a uh create that standardization or come up to standard as well as the safety aspect to go along with the rigging uh we're gonna go start getting into those pieces uh computer lab remodels speaking with uh mr martin these are the last facilities that have some whether it be a major piece or a minor um needed needed renovations to to complete that

079entire computer lab remodel to create a a new a new learning space or a more traditional classroom playground and indoor outdoor learning spaces we're looking at two facilities right now superstition springs mosquito uh as well as patterson it's based on um uh curriculum and space need for those facilities so we're looking into or we're having those discussions on the playground indoor outdoor spaces um expansion of canyon valley to include rise again a few years ago a couple years ago we we moved in and created that science wing um now we're going to look to take er take the south portion of of the old uh power-based building and create a learning area or become comparable area um to the north side for for the rise program [Music] do we have a um a thought about

080what we're going to use the current rice space for yes although although we're starting up that um i don't know what they call it teachers academy um maybe that would be useful it would be available for a lot of different thoughts and ideas but we haven't uh our main uh objective is to move rise and then we'll we'll concentrate on what we want to do with that space there okay all right thank you and then the other items that are on the list are pretty much for your review but i did want to jump to the kitchen upgrades so albert is very involved whenever the nutrition services department needs to to put in a walk-in refrigerator a walk-in refrig walk-in freezer or or even sometimes just equipment and what's been happening is we're adding equipment

081and then we don't have enough power so albert's very involved in all those i just wanted to make sure that you all knew that the nutrition services fund will be fill fitting the bill for most of those upgrades question if you just move back one no no thank you bonnie on the rigging upgrades for mesquite junior and the five high schools that is a pretty sensitive area what vendor are we using or are we bidding that out to are there a number of vendors who would help us with that or um right now we're actually looking into one and i apologize i'm at a loss for their for their name but they do specialize in the wriggling and certification and and that was specific to to our view or our on taking of this is

082to make sure it was somebody that was familiar not only familiar but certified in that specialty equipment that they do have that was qualified to pass those certifications so thank you because that's extremely important and sensitive area and the danger zone to be sure along with that there's a cycle by which we review evaluate and re-secure our outdoor bleacher spaces is that on some kind of cycle albert that one too we're looking into because it again is another specialty item there are a few that we need to review such as gilbert high for other modifications so we are looking for a provider for those but each year they would go through a safety check correct yes yeah yeah good i'm i'm glad to see that rigging area because that i don't think has been touched

083in any real significant way in a long time in any of our auditoriums right could you just touch we just kind of skipped over the campo verde and mesquite high indoor outdoor learning spaces could you just touch on that so so again these are going to be similar um the closest thing i could think of right now again i'm probably butchering their thought but but the the two principles the two administrators at these sites have awesome ideas for their for their site and again i'm just a guy trying to facilitate it for us um but i i would say similar to the commons at highland high school they do want to open it up they want to expand that learning experience that gathering experience that school experience in their mesquite high schools would be in

084their their library campbell verde is more in their resource room that it's more of an open or free space for for students to come gather study uh meet with friends hang out during their their um in between or lunch periods so it's just it's just more to add to that that learning environment and those two those two sections the um indoor outdoor learning spaces as well as playground and director learning spaces for our elementaries is really in response to the covid pandemic where we really needed to expand space and give people give kids room so much of it was launched because of that um so here's here's an additional highland high south valley as well as it we're looking into the hvac highland high specifically on their auxiliary buildings they they have standalone they are

085a chilled water site so the majority of that building or the facility the main facility is all on a chilled water facility their auxiliary sites are our package unit or dx units as they call them but those are aged as well um we've had continued issues again same as south valley uh some of those have had continuous issues we're looking at 15. you know roughly you'd get 12 to 15 years out of unit here some of these we've gotten you know well past that time close to 20. um now we're looking into doing it just just for highland hyde alone i just i put a call out we had gotten a quote i followed up on the quote we're looking at lead times with some of these delays they're saying the units are 27 weeks

086out some of the gear switches on certain things we're looking at they're talking about 52 to 56 weeks out so we're over a year on some of the lead times on some of these so so right now a lot of these are doing our due diligence to get those costs um to get those costs associated with these projects so that we have them lined up and so as we do present them and bring them and we know we're going to move forward we could start putting in those orders with with the expectation that they will get changed out but in these cases obviously through from a maintenance standpoint um we would keep those things rolling until it's time to go so um gilbert l again we're gonna do some exterior structure pieces some um we're

087we're gonna we're just trying to update the campus and just kind of give it a i don't want to say facelift but we just want to kind of rejuvenate the campus so do some structure pieces throughout the campus as well as on the cottages the front entryway as well as their grounds and then mesquite junior high we're looking to do the the perimeter of the track the concrete perimeter has deteriorated over time so we have many safety hazards and it may it may look simple um again it's it's a it's a concrete curving or border but again in in times uh right now it with the concrete cost it's it's elevated project it's a larger project and it is uh safety as well so that's all we have board members miss you jetty do you

088have anything that you guys would like to ask or comment i think all of this is wonderful and really pleased about the pickleball quotes well i really appreciate the voters who helped us to have these funds because it is expensive to keep these things up and make them look nice and to keep things safe i mean don't want to do peter pan if that rigging isn't good we just we want to be careful so dr santa cruz did you have anything no just uh my commendations to you and your department albert because six weeks this is extremely ambitious i know you're doing some of it now where you have the opportunity but that's and then the lead time on supply chain issues is a problem for you but uh thank you for keeping things moving

089forward as much as you can given all the constraints especially the six week time frame oh thank you no and and i got it i mean i do have a great team so they they definitely make me look better as well as i i mean i got to mention uh steve wells he does such a good job it's like you know i i just i can't speak enough about him i mean he goes above and beyond and and helping me maintain this and i guess maintain both of our sanity you know trying to get these pushed but we do want to try to do it bonnie asked me at the beginning of this she goes do you think we can and i said hey at this point it is what it is and i said

090this this may be the learning point to get better again as we move to get better each year next year and we could we could start setting expectations and schools see how we handle it and we see how schools handle it and we make the changes as needed but i think everybody across the board from from the facilities to to my uh the sites themselves to my operations team i think everybody's started adapting and adjusting well i do have a question with our change in calendar those two weeks that we have in the fall winter and spring will we be using those you know for some construction projects because obviously we've shortened the summer time oh definitely and and so my view going into this um is we're going to look at a preliminary schedule

091here's our schedule that's what we're looking to do we of course we want to be optimistic and hey we're going to be ready by july 26th actually we know we should we need to be ready before because occup they start occupying it you know a couple weeks before school starts so we look at that preliminary and probably two weeks prior to that maybe even three maybe that mid july point now we look at the secondary pieces okay where do we create a stopping point where do we what can we do what can we continue on with what can we stop at and then where can we pick up in those fall breaks in the winter breaks knowing that and communicating that as bonnie pointed out earlier trying to communicate that as best as possible to

092the facilities and in administration at those facilities of okay this is what we look like or this is what our timelines are going to be and then we work around school functions and other pieces that are that are involved as well so i think one of the assets that we have in our operations department is the ability to communicate with our schools every time a project starts albert's always very very good at throwing out the timeline to them but also with the understanding that anything can happen if we've learned anything over the last couple years is deadlines aren't always exactly what we want them to be and as you've talked about whether it's buses whether it's materials uh supply chains are upside down and backwards finding people to actually do jobs is is extremely hard

093these days and so what i've really appreciated is how albert and his team can pivot extremely fast but and how they communicate that with the principals and the staff on each campus has been phenomenal because there are no surprises and if something is going to come in on time they tell them and they start looking for loose solution a b c and d for that and so thank you for that that keeps everybody on an even kill and understanding that the job is going to get done no matter what so thanks so um we shared that albert and i went to that srp ribbon ribbon cutting where they had the portable that is that actually that picture the portable bathrooms that was when albert told me that he was deploying them that was the first

094time i'd ever seen them so that was his idea to expedite to get these bathrooms going so i thought that was exemplary as well i think i've been to six weddings since september and i think at three or four of those weddings and all in very nice venues uh you see restrooms like that and so hey it's good enough for those wedding goats they are very nice inside now i was glad to have the visual when we showed up i pointed out right away because trying to explain again you know portable restroom to somebody well i i would just like to add and thank both of you for everything you're doing and uh i also make the comment that uh we're very fortunate to live in a community that supports our schools and provides us

095the ability to do this and there are a lot of districts that don't have the opportunities we have so thank the community also thank you great thank you we will now move to 2.03 fy 2022 revised budget number three dr mccord thank you madam president company board members uh we told you this would be coming down the road right around this time and here it is it's you've seen this budget numerous times on a monthly basis and other avenues as well and so this is budget revision number three so jackie and i will be tag teaming this i think she is coming up here right she's okay just checking she just ran one we should go pretty fast because you guys are all aware of this stuff but i'll go ahead and let you begin

096whenever you're ready i'm jackie thank you so we are here tonight to present the final revision for budget for fiscal year 2022 this is revision number three tonight's report will include the average daily membership slash enrollment comparison from the revision 3 to fy 2021 mno and unrestricted capital changes bond and debt service funds state and federal funds and some other fund changes in the actual budget documents some of the changes that we'll note here tonight have been highlighted in yellow for reference so on this particular slide just going down to the enrollment at the 100th day which is in the last row looking at fiscal year 2021 versus fiscal year 2022 those are enrollment numbers so you can see that we definitely increased in enrollment but you can also see that from our revised number

097three we in we mostly increased in our total uh adm average daily membership or student count so really wanted to bring to light the difference between enrollment and average daily membership and largely we we achieved greater average daily membership because many of our online students moved back to the bricks and mortar so that's how we received more than you might have expected with our enrollment increase year over year this slide shows the fy 2022 mno and capital budget change detail you can see the adm which was shared on the previous slide and then this also includes the weighted student count and then at the at the bottom section of this we're actually showing the budget calculation pieces i guess so the revenue control limit you can see where from the revised or from the adopted

098to the revised we did gain 9.2 million dollars that was directly related to the weighted student count increases but note in that in the next row where we're highlighting it in yellow we opted to make a recommendation to you to move 20 million dollars of largely one-time money out of mno and put it into unrestricted capital which is largely a fund utilized for a one-time expense in addition we're able to earn interest earnings in unrestricted capital and this will leave us with a budget balance that will be carried over into that's more than enough to to fund the budgetary increases that you all have approved for fiscal 2023 for next year these next two slides are directly from the budget document this shows this was uh from page seven this shows our revenue control limit

099and then the transfer of the 20 million dollars that miss betts just spoke about bringing down to the bottom the 35 million dollars in capital and this is from page 8 which is our capital page um it shows our current year allocation last year spend and then again 35 million for capital expenditures so again it's a transfer of budget basically from maintenance and operations into under restricted capital the money's not going away um it's there and available to us um well into the future and i do believe the next slide is the next slide on the federal funds no the next slide is just let's go ahead summary of what we just discussed with a decrease in adm increase in weighted student count the revenue control limit has increased slightly the mno budget decreased of

10019.4 due to the 20 million dollar transfer and then this is the slide i was referring to so i just wanted to remind everyone why we had achieved such a large budget balance carry forward due to the advent of all of the one-time federal funds flowing in to gilbert public schools over the last two years and note the two new ones that occurred in the current year the education plus up grant and the 100-day in-person grant so a total of 56 million dollars of new revenues that is one time in nature giving us the opportunity to increase budget balance carry forward in m o to increase our flexibility moving into the unknown of the future and this is the bond and the debt service budget detail so you can see the difference between revised number

101two and revised number three directly related of course to the bond sale which closed on february in february of 2022 that's that going from 34 million up to the 84 million that's the 50 million dollars in proceeds note to the change in the fund 700 the debt service fund the because of the 50 million dollars we had an increase in expected payments in the debt service fund so that was increased by a little over a million dollars more just wanted to make sure that you all knew that we did anticipate that and we have more than adequate revenues in the debt service fund to make our final debt service payment on july 1st fy 2022 federal grant change detail uh we wanted to share with you the change in idea and preschool we did receive

102an additional allocation of 285 000 dollars um the second line is the arp which is part of the um cares coveted plan for idea and preschool these four all four of these funds are combined on the actual budget document and then finally fund 322 which is the 100th day in person grant at 3.9 million can i ask miss martin so what are we using those extra funds for as far as i know they're probably did they come with restrictions on how to use it or when to use it and i can't remember what we've talked about using it for yes the idea funds are specific for special education students for preschool and regular eds or preschool in k-12 so the additional fund in idea was just additional funding from this from the state from the

103feds through the state for our original allocation of idea so we'll just use it for hiring teachers for all those needs that we have been always continuing correct for special education because every year we see increases so it just gives us more available resources which decreases the load on the maintenance and operations fund okay and we'll see a lot of these expenses probably go toward tuition for outside services yes okay thank you here are fy 22 other budget change detail 500 fund 500 school plant there's a increase due to the former neely property sale 510 is nutrition services there's an increase there due to universal free fund 525 and 526 there's an increase because of increased activities and participation post covid thank goodness and then fund five oops nine six zero self insurance there is

104obviously a huge increase we did not have that in the adopted budget we are budgeting now toward anticipated revenue of the 45 million and the other two e-rate and energy and water savings those are separated slightly those are corrections from the adopted budget there's an overview of what we just talked about i have i've had some questions about the uh neely sell and just the spend and it's restricted it has to be in capital and school plants right in capital funds is that correct so um there is an allowance for use of some of that money for maintenance and operations i cannot remember the details though about the circumstances so let me include that in the board report this week i do believe that we would be eligible we would probably not make that recommendation

105we would leave it for capital expenditures any other questions you go so in-depth there's nothing left to ask board members miss you jetty did you have any questions no i just i just want to thank mrs bets and her full department for all of the work that they do to make sure not only we know everything but the does thank you board members anything further so this is the final revised this will be the final revision for fy 2022 and if we approve it tonight do we do you need signatures okay okay excellent thank you appreciate that thank you guys well done okay that takes us to the adjournment of our work study we appreciate everyone who participated and helped with that tonight and we will now move to 4.0 brief board business meeting i

110thank you mr parker it's been moved and seconded that we approve fy 2022 revised budget number three is there any discussion again i believe we've had time tonight in the work study as as well as previous meetings to discuss this so i'll go ahead and call for the vote all those in favor of approving fy 2022 the revised budget number three please vote by saying aye aye and those opposed with nay that passes as well five zero thank you we will now move to 6.04 investment of 10 million dollars in the employee benefit trust reserves dr mccord thank you madam president governing board members uh we will ask miss betts if there's anything to add to this agenda item of the investment of 10 million for the employee trust reserves i think is a very

111good word to continue with that yeah i just wanted to make sure that you were aware that the recommendation is very conservative working with the investment professional at wells fargo all of the options that are presented for the investment are aaa rated or of or they are treasury bills and just a reminder that they are they're tiered with differing maturities every month so that in the event that we do need the cash flow to meet the demands of claims they would the cash flow would be available to meet those ongoing requirements thank you are there questions board members so the idea is to have to invest just a part of the reserves that we have to have to gain interest and to gain the interest off of that and have we done this before in

112the past um we have always had the ability to and we have not though it has only been the last two years that the reserves that we've had such a successful um occurrence in our employee benefit trust so it's timely that we do this now keep in mind that that having investment earnings in the future could decrease the amount of fees that we're paying to our providers and stuff like that so the recommendation indicates that at a minimum we we should receive over 120 000. in interest earnings over the next about 10 or 11 months and the hope is that we could pass that on to our employees in the future as we as you know just depending on what what comes our way that's right so we have opportunities to potentially decrease premium in

113the future continue doing premium holidays on behalf of our employees there's lots of options for us but to continue to also have the healthy trust fund so that we can provide those benefits that's correct too yes okay thank you any other comments miss you jenny did you have anything no other than i think this is a wonderful idea and it'll be very helpful thank you any other board members discussion okay seeing no further discussion i will call for the vote those in favor of investing the investment of 10 million dollars in employee benefit trust reserves please vote by saying aye aye did we i just was just thinking that i don't know we have somebody make a motion i'll make the motion uh i move approval of item 6.04 investment of 10 million dollars in

114employee benefits trust reserves thank you dr santa cruz is there a second house second thank you mr parker now it's been moved and seconded any further discussion hearing none now i will call for the vote all those in favor of approving the investment of 10 million dollars of the employee benefit trust reserves please vote by saying aye aye ms betting excited the board to such a degree we didn't even want a motion that's right now we're investing 20 million no no no no 10 million and with no i'll just saying any not in favor with nay okay so it passed five zero thank you very much okay we are to the adjournment um is there a motion i motion that uh we adjourn thank you mr president thank you mrs humphries it's been moved and

115seconded that we adjourn i will call for the vote those in favor that we adjourn please vote by saying aye aye aye thank you and any opposed with nay all right we shall adjourn and board members remember to sign
