an open call to the public during a public meeting subject to reasonable time place and manner restrictions to allow individuals to address the public body on an issue within the jurisdiction of the public body at the conclusion of the open call to the public individual board members may respond to criticism made by those who have addressed the board may ask the staff to review a matter or may ask a matter be to be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during the open call to the public unless the matters are properly noticed for discussion and legal action during the open call the board requests that speakers refrain from voicing complaints against school personnel or any person connected with the district as it
may impact due process rights policy ke keb and ked are provided by the board for disposition of legitimate complaints including those involving individuals forms required for use of these policies can be obtained from the gilbert public schools website we have one request to speak amber mcafee [Music] welcome ms mcafee you have three minutes nice to be here and seeing so many positive things my kids are highland hawks and we're really happy with the football um the football team i'm here to talk about something that's not quite so positive i wrote i've sent you all emails and i haven't received anything back so i would just like to bring this back up again this is regarding the national school board association and their letter sent to president joe biden asking him to classify parents speaking at
school board meetings as potential domestic terrorists committing hate crimes such as people such as myself and dr sheila harrison williams she's the executive director of asba the arizona school board association she was asked if she would leave nasba she refused to do so the arizona parents bill of rights states as stakeholders all parental rights are reserved to a parent of any minor child without obstruction or interference from the state any political subdivision of the state any governmental entity or any other institution this is codified law in arizona the national school board association requested the president broke arizona statute 1-6-0-2 in gps's district strategic operating plan of 2020-2024 the first core belief states our commitment is to build trust with families and to create regular opportunities for parents in the community community to engage in conversations
and provide feedback to this district parents and anyone who lives within gps boundaries have an unalienable right to be part of the political process and to petition for a redress of grievances there is no way that can be interpreted as domestic terrorism parents are the ultimate stakeholders in their children's education gilbert public schools have a long tradition of tradition of community and parental involvement and needs these positive relationships to continue in order to further enrich educational opportunities of all students continuing your alliance with naspa and asba undermines the faith and trust of the public that you claim to value continuing to pay fees to these anti-parent and anti-child associations which fees come directly from the taxpayers is an act of bad faith by the board i request that the gilbert public school board and their
relationship with both the national school board association and the arizona school board association immediately due to conflicts in state law and that said policy and public comments of both violate multiple gps district policies core principles values and educational direction i really ask you to please think this over and discuss it's very important to the future of our kids thank you thank take a you and just address that criticism that was given um i am on the board of directors for the arizona school board association so i did participate in some of the discussion because we had our own board meeting i did not attend the particular meeting where this was discussed but the arizona school board association is a member directed organization and it's it is a democratic organization where we elect people to positions
and then they govern and the same is true for the national school board association so if we're not happy with some of the things that are happening at the arizona school board association or the national school board association to me it is our obligation to make our voices heard and that's one reason i serve on the board of directors and have chosen to run for secretary of the arizona school board association if we have a seat at the table we can discuss and we can work collaboratively with other people to address concerns but i will say that this letter was very unfortunate community engagement is one of my goals it's really really important that we have parents and community members participating here and giving their feedback i liken it to we have our professionals our
teachers our administration their professionals and i liking it to going to the doctor you go to the doctor you get a diagnosis but as things go along you can say well doctor this isn't working my child isn't getting better it's the same with school we work in tandem together and try to provide the best education possible for that child but parents need to to have their voices heard when they're talking about concerns with their students learning or challenges in school or even the fact that maybe they're not being challenged as much as they need to be and so again because these are member directed organizations and are through elected positions that's why i think it's important to maintain our membership so that we can help guide those discussions and of course you know these these
are many many people across the state we have 1100 board members so we we can make our voices heard but we have to be willing to work with others and find compromise so um i just wanted to address that i it's definitely concerned i don't want anyone to ever feel that coming to speak at a board meeting you would have to be concerned about retaliation or be concerned about your kids in schools and i know that because i came and spoke to the board and i remember i was shaking in my boots that was about 13 years ago so it's really really important that we provide and bring in that discussion with parents again with professionals with our educational professionals working hand in hand to get the best education for our kids and speaking as
a voice at those two organizations to make sure that that is how people feel and again i i believe that because it is a member driven a member guided organization that we need to stay and have our voice heard but thank you for bringing it up i had intended to answer your email and it's just been extremely busy christmas and everything else so thank you thank you miss mcafee thank you ms humphries we'll move to item seven reports item 7.01 is a monthly budget report year to date november 30th 2021 dr mccord i will turn it over to mrs bonnie betts good evening dr santa cruz dr mccord governing board members this is our monthly financial report and the the information presented to you today is as of november 30th of 2021. this is a
very quick report we're just going to go through the operating funds as well as just an update on the bond funds so again remember that the budgeted funds all these are budgeted funds and these are our operating funds i'd like to focus your attention on maintenance and operations and unrestricted capital you can see that we have a revised budget number two pending and everything all of the available balance is from that revised budget number two pending but it looks like i definitely have an error there because there's definitely not 286 million dollars left [Laughter] so i don't know what happened there zero encumbrances on everything yeah there's only fourteen thousand dollars encumbered no there's definitely an issue there i apologize for that i wanted to just share that emino is on target to be as
we would have expected it to be by this point in time and um the available balance is somewhere in the neighborhood of 20 million dollars then going into unrestricted capital it looks like i have a similar problem on that particular document as well i think what i'll do is i'll go through the rest and then i will pull up the monthly financial itself the actual report that was actually posted to the governing board meeting so so the budget revision number two again an increase by the 23.6 million dollars if you remember based upon all the work that we've done and the re reporting of the annual financial report which absolutely described our expenditures from last year so that resulted in a greater budget balance carry forward and then we did realize increased average daily membership
in the current year recall that we anticipated a 400 student loss we actually have gained 600 students and have gained additional average daily membership due to the transition of some students from global academy into our bricks and mortar and to date our budget capacity it will be eight million dollars increased over adopted which is pretty remarkable and then finally understood the capital budget rev 2 increased by 2.1 million dollars due to that increase in the 2021 budget balance carry forward into 2022. so this is the bond fund 631 i wanted to share with you that we are we are at a remaining balance of about 7.6 million dollars in the bond funds to date and that is the 2015 authority that seven million dollars represents the leftover balance that's slated to take care of the
device refresh for the current year end for next year so by the end of next year that entire amount of money is expected to be spent the transportation you can see that that 1.7 million dollars was recently encumbered as they're buying vehicles and that origi that additional 1 million dollars will be preserved for next year to make sure that we have a year separation for refreshes so that we're not replacing all of our buses or vans in the same year this represents the 2019 bond fund bond fund 64 630 this is the 2019 authority note that to date there is 7.7 million dollars available to be spent which is the reason for why we are requesting later this evening for you to approve a resolution to sell an additional 50 million dollars in to get
get those bond proceeds back so that we can we can complete the work that that we have been doing every year for the last three years about 15 million dollars has been been spent every year in our facilities reinvestment and so that 50 million dollars will give us an infusion that we will need to be able to complete this summer's projects so you can see the total we have available is 15.3 million dollars please know that that the bond fund 631 is largely spent and of course we will go through later on this evening the expected projects for that 50 million dollars as well as this remaining fund balance in bond fund 630 and again as i've said the this is this is on the agenda for tonight for you to act upon and if
you don't have any questions if you'd like i can go back and get the monthly financial report to show you on mno but we're absolutely operating as we would expect right now only not question but a comment you will adjust that before it gets posted on the website i will absolutely adjust it before it gets posted yes i'm very sorry for that thank you yeah any questions at all i i think it would be good if you could bring that up and just show it to our um in our meeting so that people are aware that we're we're in a different place than that showed us so you can see on this report showing the available balance a little bit more than i thought of about 51 million dollars and the amount encumbered to date
which includes all the expected salaries out of mno of 235.2 million dollars okay thank you and the same thing with unrestricted capital you can see that the available balance is uh just under 14 million with the amount spent and encumbered to date of about 8.6 million okay okay thank you for that appreciate it okay thank you ms betts moved item 7.02 which is a presentation for fy 2021 annual comprehensive financial report and the fy 2021 single audit report results dr mccord anything nothing to add just back to bonnie back to bonnie so good evening again governing board members so oh sorry okay so i'd like to preface this report by letting you know that for the first time in a very many years we are presenting this financial report to include the single audit report
to you in december so in the past this has been presented to you in february in march in april we went out for bid for our audit services last spring and heinfeld meech was again the awarded provider and during our first meeting regarding the fiscal year 2021 audit we asked is there any way that we could expedite and get everything completed in time for the december 31st deadline for all of the financial reporting and so here we are today totally complete and i can't tell you how much effort was required of the finance staff to include ashley miranda pat donahue jackie mattinen not to mention the entire heinfeld meech team to include miss jennifer shields so and it was a very positive result so to begin uh the the report today will include the audit
update we will talk quickly about the government-wide financials for versus the governmental financials and then other funds and items to note um so in order to update you on the audit process and the and the results of the audit for fiscal year 2021 i'd like to hand it over to miss jennifer shields from heinfeld meech welcome ms shield thank you so there's only one slide for you jennifer so i'm going to give it to you right now just that that's my side okay good all right dr santa cruz um members of the board dr mccord thank you for allowing me um again to come before you and talk about the audit um over the as ms betts said over the course of the last few years the timing has gotten incredibly more compressed and timely
actually so the timing of having both the annual financial statement audit as well as the single audit was certainly a you know no easy feat especially in a year where the district is the recipient of a lot of federal dollars and spending the dollars and then ultimately having us be able to audit those dollars sometimes there are things outside of our control but but fortunately we were able to get all of that work done this year so my hat's off to miss bets and of course jackie and ashley pat everybody here at the district it was it was definitely a team effort so in terms of you know my required communications to the board i have just a few things to point out um clearly there were no difficulties encountered in in performing the audit
and that's that's similar to prior years you know i don't consider timing of certain events to be a difficulty but definitely this year there were no difficulties there were also no audit adjustments that had to be made to correct the financial transactions or amounts reported by by finance staff we also had no disagreements with management about accounting practices policies or any of those types of things let's see in terms of actual timing of audit procedures the audit procedures in terms of field work were relatively the same as they have been in prior years the i would attribute the major difference to the expedited timeline now is just a cohesive effort from from all district staff and making sure to wrap up loose ends much more timely which has been positive in terms of the actual
audit report let's see the the annual comprehensive financial report it has a slightly modified name from from the past um so we're calling it the act for for short but that's the the financial statement package that has your independent auditors report as well as all of the financial statements and miss bets i believe we'll go over some of the details there but my my three pages of it is the independent auditor's report and that i'm happy to report you had an unmodified opinion so otherwise known as what we call a clean audit opinion meaning there were no material misstatements in the amounts that required adjustment or you know any any kind of um changes that had to occur so a an unmodified opinion is the best opinion that you can do it's now three pages
that i get out of the entire report and that's because if you compare to the prior years there were some new audit standards that we had to implement this year which i believe are um they accomplish an objective of making the independent auditor's report more readable for non-audit folks and what it does is it actually spells out the opinion right in the first couple paragraphs and says you know hey in our opinion the financial statements are materially accurate so that's first and foremost and then there's also some more clarifying language within the audit opinion to specify what responsibilities the auditor has with respect to the procedures as well as what responsibilities management has in undergoing the actual audit procedures themselves so some really good language changes there that were promulgated by the audit standards board
and then also included in that is some language that as of course as independent auditors we have to maintain our independence and so we met those responsibilities that we have as well as our other other ethical responsibilities that we're required to adhere to in terms of the single audit report as i mentioned this year we were able we didn't have any hold ups in in that that realm sometimes the federal government doesn't issue the the audit guidelines fast enough for us to be able to be here to present before you this this quickly in in particular i have to look to get the number but the district expended just under 50 million dollars in the last fiscal year of federal dollars which is a quite a large sum of money and the two largest programs
that you had that were audited by us had to do with the coveted relief programs under the cares act and related subsequent um you know federal acts related to covet 19 so we audited what you guys call your esg account so in the enrollment stability grant which came out of the governor's office that's actually coronavirus relief funds that's the official name at the federal level and then we also audited what you guys commonly refer to as esser which is the education stabilization fund so those were the two programs that were audited and we did not have any deficiencies that were reported on the federal program side of things nor did we have any deficiencies in internal control environment which i think is again a testament to the work that the district has put forth over
the last few years in um you know just resolving you know any outstanding deficiencies and always concentrating on getting better there is one piece of the audit that's not yet complete and that's because it's outside of our control and that is the uniform system of um uniform system of financial records compliance questionnaire so that piece of the audit will still be forthcoming to you at a later date and with that i'll turn it back to bonnie but i'll be happy to stand for questions in case there are any so jennifer i just have one so you mentioned that you audited the esg the enrollment stabilization grant even though there were no there was no spend in the enrollment stabilization grant in 2021 could you comment on that um i believe there was actually just a
little bit there was a total of about 14 million dollars expended the largest chunk of that was actually spent in fiscal year 20 and this is kind of a unique thing in the single audit world where we actually had to audit last year's expenditures in this year's single audit so it's it's a little bit unique in terms of reporting as well as audit procedures so the largest chunk of that esg was in fact yes spent last year it was audited last year with the financial transactions and included in the 2020 audit report but the compliance and internal control over compliance as it relates to the federal awards um promulgated by the federal government that was done during this audit year so kind of a unique situation where we actually had to look back thank you
any other questions for jennifer board members any questions well i i just want to thank everyone for the hard work because i know this is this is much faster than previous years and to know that we've done everything and have a really good clean audit and not that we didn't do it before but we worked at it really hard and i feel like our new uh financial system and the new people that we have in place that are working so hard and have the skills to take care of those issues when they arise i just really appreciate it so thank you thank you jennifer thanks okay mr parker uh i would also add to thank you very much and recognize our folks at the district i i think that this is probably one of the
best audits they've had if i'm not mistaken so it's definitely a good audit very good thank you miss shields thank you okay to move on go ahead miss pets so the aquifer as we're now calling it i'd rather call it the kaffir but we're required to call it the aquifer so just at a high level i wanted to make sure that there was some understanding of how the the kafir book is at the act for book is actually organized so there are four major sections in the book so it starts out with the financials the required financials which includes our highest level our government government-wide financial statements and then goes into our governmental and that's the first part of the book and then after that it goes into what we consider our notes which gives
more details about all the transactions that are reflected in the government-wide and governmental funds and then from there it goes into the fund level statements those are more comparable to what you all are used to seeing with the annual financial report and the budget documents where it actually shows basically the account code and the the expense we generally don't share with you the revenues so you will see the revenues and expense on those fund level statements and then finally at the end of the book is the statistical section which gives the reader information about what is our average daily membership our enrollment our demographic here in the town of gilbert and within our school district along with how we have performed over the last 10 years in many schedules in the statistical section so having
said that at the very beginning is the government-wide statements which really is the um the statements that most of our investors we're talking about a bond sale again and we have investors that buy our bonds they are interested to know at a at a high level a government-wide level how is gilbert public schools doing so we always share the net position and we always do a comparative schedule and this is in the management's discussion and analysis which is in the md a which is part of that first main financial section at the beginning of the book you can see by looking at this that our net position ending is 289 million in comparison to 258 million and that represents an improvement of about 31.7 million dollars a very positive result and having the act for
completed this early provides us an opportunity to include this information in the offer statement for our bond sale giving us an added bonus as we're reporting a positive and an increase in that position for our investors to have a lot of confidence in our organization as a whole so um note the total revenues and total expenses the other the other thing that i wanted to make sure that you're aware of again this is government-wide all funds it considers all capital assets considers depreciation inventory this is not the general fund results this is all funds so i didn't want you to get concerned about a 363 million dollar revenue amount remember that's all of our funds basically added up together so the very positive news of an increase of 31.7 million dollars are there any questions
on this particular schedule so when you say alphonse that probably includes the um student fundraising in those accounts as well the student activity it includes all of the uh auxiliary and tax credit and all that and actually due to a gasby regulation that was put into place a year ago i think for the 2020 audit we are including the student activity funds now at this government-wide level okay anything else board members okay so uh we always share the expenses by function year over year so uh note that this is comparable to what we've shared with you with the dollars in the classroom analysis that the auditor general does every year we always share this on the acfer because it gives us an idea of how we will do in the dollars in the classroom analysis
when they are complete with that in the march april time frame so if you note the instruction amount so last year fiscal year 2020 the instruction percentage again this is global government-wide all funds was 59 percent and remember that our results um for the auditor general's report a year ago was over 61 in the classroom now compare that to fiscal year 2021 our instruction percentage actually increased from 59 percent to 60 percent giving us an idea that it's a a very probable that when the auditor general completes the report that our dollars in the classroom will be higher than the 61 over 61 percent that was presented last year okay any other questions on that and we will bring these uh pie graphs back to you uh when we do have the auditor general's report
so now we're going to go to the very next level of the of the financial statements within the kafir book and this is the governmental financials so these are more of an aggregate fund level look um at the high level categories of all of our funds here in gilbert public schools again this is more than just our operating or our general fund results or transactions so the governmental funds include the following categories of funds these are obviously not all the funds we must have i don't know over a hundred different funds but it does include the general and remember that the general is very much like the monthly financial operating funds that we present to you every month so it does include indirect and other funds that we would consider operating it includes so the
another fund category is other federal pro projects debt service bond building and non-major governmental so governmental fund assets so i'm actually looking at the balance sheet so the balance sheet is a report that says here's your assets here's your liabilities and here is your your net position and then here is your liabilities in that position and it should balance to your total assets so i'm going to go through those by category so this is these are our assets so you can see our cash position has increased substantially by over 30 million dollars contributions to cash remember we did have a bond sale in fiscal year 2021 and we did see the maintenance and operations override as well that we did result that we did did see and all those revenues well most of those revenues
were received so those are the types of things that would contribute to cash due from governmental entities you can see the 66 million versus the 55 million remember that every year we are we have a delay in our final revenue imposed upon us from the state of arizona that represents uh nearly 39 million dollars of that in addition much of that is also our federal reimbursements to the spend that we had out of sr1 and sr2 and the remainder of esg so you can see our total asset has increased by nearly 50 million year over year-over-year these are governmental fund liabilities the next section of the balance sheet so you can see the the bond interest and bond interest payable as an example so know that we plan on we plan on the principal and
interest payment that's going to occur on the first day of july and we set the tax rate based upon knowing that that july 1st payment is going to occur but we don't actually pay it within the fiscal year we don't pay it by june 30. so that bond and bond interest payable is represents that final payment so our total liabilities did increase slightly by three million dollars over last year again the large portion of that was the the bond sale where we incurred an additional 34 million dollars of debt also please note the tans notes payable last year we had an outstanding amount of 10 million dollars at june 30. we are at zero we have not borrowed a tax anticipation note the tans are tax anticipation notes because of our very positive cash position
we have not had to borrow these tax anticipate anticipation notes the last two years can i just ask a question about that so our um positive um cash sorry the word i forget the word you use but um the fact that we haven't had to borrow from and have by the tans is because number one we've had higher enrollment than we anticipated um so we had more money there and also we've had uh a lot of federal funds and that helped us as well areas that would also account for that and it's it's just primarily because over the last couple of years we have really actively uh worked at increasing our maximizing budget balance carry forward so not spending a lot of the money because of the the coronavirus pandemic we've been very careful about
our spend so so therefore we have a lot of cash on hand that allows us to avoid having to borrow from the county to meet the immediate needs so remember that we are budget driven here in arizona so we are allowed to spend to budget whether the cash is there or not however not having cash on hand is a negative to our taxpayer because we do incur interest charges for that and that is generally passed on to our taxpayer so it's very positive that we have cash on hand right thank you very much and then these are your deferred inflow of resources and and just a summary table here you can see the unavailable revenues the property taxes so every year we account for our property taxes through august 31st but because we set the
tax rate through through december 31st or or or because the tax revenues come in through december 31st there is an amount that we expect to get but have not received it yet from august 31st through december 31st so that property taxes represents that and then the intergovernmental under unavailable revenues these would be i think this is primarily and maybe jennifer you could help me but i think it's primarily due to the reimbursement of some of our federal funds yeah so you can see that that has increased substantially by 11 million dollars over the prior year so finally we are at our fund balance calculation which is looking at our total assets total liabilities total deferred inflows and creating a total fund balance so you can see year over year at our governmental fund level we
have increased our fund balance by 33.1 million dollars so the reason why it's not 30 million as it was true on the net position is because from the governmental to the government wide are a lot of of adjusting journal entries that bring it from a modified accrual up to a full accrual basis so um this is very consistent with what you'd see across the nation so before i go any further are there any other questions on that okay so i thought it would be important because a large portion of our governmental funds is made up of mno and unrestricted capital is not part of our general fund though as a category it is part of our non-major special revenue funds however um because of our focus always throughout the year on the uh on maintenance
and operations fund and the unrestricted capital we thought it would be important to share these pie graphs with you so please note that the fiscal year 2020 revenue was 200 just under 242 million in comparison to the 2021 revenue of 247 million so about 5 million dollars more we actually received in maintenance and operations and in unrestricted capital than we did in the prior year so now look at the pie chart below and i'd like you to focus your attention on the state box and the local box so see that the state revenue in 2020 was 143 million but the state revenue in 2021 was 133 million that's directly related to our loss in average daily membership during the 2021 school year alternatively though look at the local which was 87 which was 87.2 million
in comparison to 101.2 million remember and sometimes it's hard to figure out when when did all this stuff happen but 2021 was the first year we had the 15 override so that accounts for 2020 we still had a 10 override in 2021 we had the 15 override and that's why you see the increase in the local okay any other any questions on that at all okay great so notable other fund results so food services fund performance this has been a huge change over the last two years due to the federal government requiring authorizing the universal free lunch program throughout the entire nation so i thought it was interesting to see back in 2019 which which would be what we would consider a normal year we've always done fairly well as a nutrition services department here
in in gilbert but you can see in 2019 our fund balance was 3.8 million dollars in 2020 it was 2.5 you can see under your change in fund balance line the negative 1.4 million dollars remember that was during in which we were asked in the spring of please maintain all of your staff we have to make sure that you as an educational entity can sustain itself into the future so at that point in time we were not selling any meals we were providing meals to our families that came to pick them up but we kept all the staff on hand so that that was a natural drop in fund balance that occurred during the 2021 school year still ended up very positively though in the end of your fund balance and then finally in 2021
which is the most notable you can see our revenue increased by 4 million over 2020 and 2 million dollars over 2021 our expenses were roughly the same in all three years but the change in fund balance was that positive two point almost 2.5 million dollars which which we are reporting a positive fund balance of almost 5.1 million dollars in the nutrition services fund that's all due to the universal free lunch program and then another way to look at it we wanted to share the meal counts with you so you can see that that breakfast in comparison to 2020 breakfast nearly doubled again because it's free universal free breakfast and lunch and then the lunches you can see increased by almost a million a million lunches over the prior year and then notably the a la
carte so because there's universal free there's not a big reason to be spending money on on a la carte offerings so that value plummeted from 400 and nearly 430 million in 2020 down to 58 000 i mean sorry 430 000 in 2020 and only 58 000 in 2021 so and the table below just shows the percent changes you can see that they were negative from 2020 from 2019 to 2020 but note the very positive changes 74 higher in breakfast 43 percent higher in lunches in 2021 in comparison to 2020. this also is a forecast to what's going to happen when we present to you on the 2022 results which are even higher there the the meal counts are even higher than what we're presenting to you from fiscal year 2021 any questions on that okay
great so the other notable fund we wanted to share is the employee benefit trust and i and i know mrs eugetti has been sharing with you the financial the positive financial results of the employee benefit trust thought it would be notable to share the the results over time so looking back to 2019 so note the fund balance at the beginning of the year in 2019 was a negative 3 million dollars but but in 19 where we'll turn it around to have a positive fund balance of just under 2 million in 2020 again this is largely due to the pandemic everything was shut down from what march 10th through june 30 and all of the all the doctors offices were shut down and normally our biggest spend or biggest claim claims come in during the summer
where our our employees have an opportunity to to go to the doctor get all of their care taken care of while they're not working so it was in 2020 that our change in fund balance was so positive at 9.3 million dollars bringing us up to a fund balance of 11.2 million and then you can see during 2021 still not as high necessarily well actually if you look the the expenses have been relatively the same it's our revenue has increased a bit over the time over the time but you can see that our fund balance at the beginning of the year of 2021 was 11 million and then we were positive of about 6 million dollars to a total fund balance end of year of 17 million dollars reported remember that it was due to these
very positive financial results that we that we thought it would be a good idea to do the premium holiday and that premium holiday will occur this last pay period in december so the all of the deductions for medical premiums are turned off for both employees and employers the same thing will occur in the first pay period in january which is paid on january 4th and then they will be turned on again we expect that because of that decision it will draw down fund balance to 2.5 to 3 million dollars any questions on any of that before i go further okay and then other items to note because we were having the other discussion later today about the bond resolution and the sale as well as the decision that you all made last week regarding agreeing
to sell the neely property i wanted to share our outstanding bond principle as of june 30 is 132 million dollars due within one year so presuming that we are going to be paying that principal down 20.4 uh 24.4 million dollars and then anticipating that we'll have this bond sale approved and sold this spring of 50 million dollars that would that would give us a projected outstanding principal balance of 162 million dollars which is still extraordinarily low in comparison to our peers remember that over a long time i mean over 10 years i think that the administration has had the philosophy of trying to amortize the debt as quickly as possible and that's why our outstanding general obligation bond debt is so low then if you look underneath the assessed value so know that statute regarding
how we can use the proceeds from the sale of a piece of property is based upon that outstanding debt and how it relates to our assessed value so note that our total valuation is 2.4 million so 162 million divided by i'm sorry 2.4 billion 162 million divided by 2.4 billion results in a 6.6 ratio and we are per statute we have to be below 14 in order to be able to spend the the sale of a piece of property on unrestricted capital needs so any questions on that okay great and then compensated absences generally we have we have reported this to you annually so we do have sick leave and vacation leave payouts upon separation of our employees and so you can see that our balance was 9.1 million dollars as of june 30 2020
and due to the activity during the year it is now a little bit higher at 10.4 million dollars this is an ongoing liability for gilbert public schools so if we had everyone retire and leave at the same time that was eligible we would have to come up with 10.4 million dollars to pay out all those long-term liabilities and then finally arizona state retirement we haven't talked about this very much in the past two years and i don't believe but it was notable this year so we our net liability is now 289 million which is a little bit higher than what it's been in the past and our district proportionate share has gone up as well by 0.01 percent and then i thought it was um interesting to see how the discount rate plays a role
in what our ongoing liability could be so note the current discount rate is 7.5 and our liability is 289 million if we had a discount if we had a discount rate that was one percent less our liability would go up to 395 million dollars over 100 million dollars of an increase in liability if our if our discount rate went up by one percent alternatively we would have a liability that was 90 million dollars less to 200 million so it just gives you an idea of how the investment market and how the discount rates impact uh the actuary actuarial calculation associated with our net pension liability and finally the reason that i thought it was interesting to share arizona state retirement our all indications are that arizona state retirement is in a good position and as
an example we have already been notified that arizona state retirement contributions will decrease for the first time in many years next year that has an impact of saving not only the school district and all of our funds throughout gilbert public schools but each employee as well will see greater take-home pay in their pay next year in comparison to the current year and that is the end of our report board members questions comments i just have a comment to make and for you and your staff it's uh kudos to you guys for a clean um audit result i know how much work that is and especially when you're talking about the size of our budget so thank you and thank you miss shields too thank you anyone else miss bets and finance team we echo those
sentiments uh we are quite proud of where we are at this point in our financial reporting and in our finance department and the overall finances of the district we are in a strong position due in large part to your work so we appreciate that and i promise next month we'll get the right monthly report grid on the monthly reports that'll be just fine as bets anything else thank you for those reports bets appreciate that we'll now move to item eight eight is the consent agenda items items for consideration discussion direction or possible approval and we are available to entertain a motion i move that we approve the consent agenda as presented thank you ms humphreys is there a second second thank you ms eugetti again all board members have had an opportunity to review all
items 8.01 through 8.09 as presented in their board packet any discussion no discussion we will vote all those in favor of accepting the consent agenda items as presented please signify by saying aye aye those opposed the same motion carries four zero item nine is action items nine point 9.01 i will defer 9.01 to dr mccourt thank you dr santa cruz governing board members it is my pleasure to bring to you tonight as a recommendation for the next director of professional growth and development for the 2022-2023 school year mrs melinda murphy thank you dr mccord we have for us you have heard the rationale please i am ready to accept a motion i move that we appoint melinda murphy as the director of professional growth and development for the 2022-23 school year thank you ms eugenie
is there a second second thank you mrs humphries it's been moved and seconded any discussion hearing no discussion all those in favor of item 9.01 and the appointment of ms melinda murphy as director of professional growth and development please signify by saying aye aye those oppose the same motion carries 4-0 congratulations miss murphy congrats come on up and say a few words [Applause] thank you i had to make notes um governing board president dr santa cruz governing board members and dr mccord first i just want to thank you for this opportunity um i've had kind of an amazing journey in gilbert public schools i started as an english teacher at desert ridge high school and then was fortunate enough to move into an administrative role there and then eight years ago was offered the job
at highland high school and it has been quite a journey the highland staff my administrative team and the families and students that i've worked with there have been remarkable parts of my life for the last eight years and i'm going to have a really hard time saying goodbye to them at the end of this school year but it is also time for new opportunities and i'm really excited for this one so very quickly i just have a couple of thank yous the first one is to marcy taylor she's been the best boss that i could have asked for she's been an encourager she's been supportive she's mentored me in so many ways i've learned a ton from her about leadership and what it takes to be a high school principal the next person is the
next people i should say are my family it takes a lot to run a high school the size of highland and they have been incredibly supportive of the time that it's taken but probably most of all my husband tom he's given me support through this whole thing he was the person that encouraged me to even apply for the job at highland and then again to apply for this job he's my biggest cheerleader and my biggest fan and i honestly wouldn't be able to do what i've done the last 16 years without him i'm excited for a new challenge but at the same time i'm incredibly grateful for the time i've had at highland it it is really an amazing place to be the community there is incredibly supportive the families are great and i couldn't
ask for a better group of students to work with so thank you all though for the opportunity to continue my career with gilbert public schools i love being here and i'm glad that i can be a part of this amazing district thank you mrs murphy thank you congratulations to you and we acknowledge your husband sitting at the back of the room there he deserves it so thank you for that congratulations [Applause] dr santa cruz like take one second please huh just to note uh mrs murphy is replacing miss vicki jones please stand up in the back there i know you like to hide you're i'm still your boss so you gotta do what i say [Laughter] thank you vicky for everything you've done for us this is i mean it's only december so we're gonna
we're gonna do this a lot more this spring but thank you and uh i know you're looking forward to your next endeavor which is probably remodeling something so thank you ms jones we echo that sentiment and we wish you well we thank you for the next several months that you will be working to the bone next is item 9.02 is acceptance of the fy 2021 annual comprehensive financial report and the fy 2021 single audit package roll count roll call vote is required is my instruction there so i just thought i'd read them to remind myself all well first entertain a motion 9.02 i move that we accept the 2021 annual comprehensive financial report and fy 2021 single audit report package roll call vote was required that's not part of my motion is there a second
second thank you mr parker been moved and seconded is there any discussion i'm very happy to present again if you like him that's a no thank you dr mccord with that we will vote on a roll call basis we will begin with mr parker i miss you jetty aye ms humphries aye and my vote is i roll call vote is completed motion carries 4-0 again we reiterate that ms wood is unavailable because she is out of state working with young people from highland in chicago i item 9.03 is adopt a resolution authorizing the issuance and sale of school improvement bonds dr mccord anything by way of rationale uh no i'll turn it over to miss bets here in a second we're just bringing this forward because the timing is right and when you have um
interest rates and and the the quality of the market right now for bonds is is excellent for us which in the long run could help our community we bring this forward to you so miss betts thank you miss betts okay so first um it's did they get all the gabby has the preliminary official statement for all of you it'll be some great reading for you tonight as you're getting ready to fall asleep we are required to have that with you when you approve we are required that you have that when you approve the resolution also i wanted to introduce mr bill davis from piper sandler he's here to help me present this evening he's in the second row right there so uh i just wanted to share oh i'm not i'm not projection hold on
a second just wanted to share quickly our results okay so you've seen this grid before it's our fiscal year 2019 bond authorization bond spending estimates that was included with the bond campaign election information that we provided to the voters way back in november of 2019 so we are following this grid pretty closely again just a reminder the bond fund 630 has available 7.7 million dollars at this point in time indicating the need for a second another sale in order to meet our ongoing capital needs and with that i would like to hand it over to mr davis to talk through the levy and tax rate analysis that he's he has prepared for us tonight thank you mr davis welcome good evening dr santa cruz members of the board uh dr mccord it's a pleasure to
be here again um as miss betts mentioned the resolution that you have before you tonight is for not to exceed 50 million it's a little bit of head of schedule and if i may just take a couple minutes to kind of walk through these next several slides to kind of understand and you know kind of circle back to how attractive interest rates are as well we wanted to start with this schedule this is the schedule that was provided to voters in the election pamphlet back in and it projected out the sales if approved of the 100 million dollars and so we're you know if you will this is the second series of that voter authorization and i want to bring your attention to the column on the far right and that provided the voters with
an estimate on what the tax rate impact would be if they were to approve the authorization and you kind of notice if we focus on 2022 that dollar 12 and then 92 cents for the next six or seven years so just kind of file that in your mind and then we'll jump to the next slide and you can see that this is really where we are today columns four and five we're proposing if you decide to approve the resolution tonight we'll sell the 50 million um we'll talk a little bit about the timing on the next slide but you can see how it is kind of layered into your existing debt we're proposing you know in this example to sell the remaining 18 million in 2024 to meet your capital needs but again focusing on
that column to the far right the projected tax rates of the actual tax rate if you look down under current instead of a dollar 12 that we had estimated back in 2019 we're at a dollar six that's your actual tax rate um even with the sale of of this 50 million in early 2022 the projected tax rate is going to be at or below 91 cents so again remembering the previous slide where we had 92 cents so we are going to be able to achieve that and and probably improve upon that and you can see that it the tax rate actually decreases faster than originally projected so a lot of the reason for this is the low interest rates and the fact that there has been so much growth in the district and your assessed
valuation is growing faster than was projected or that basically statute required us to project in that election pamphlet just a couple details here you can see and i think of of note miss beth mentioned it earlier but we're continuing with the strategy of amortizing your debt as quickly as we possibly can you can see that we're proposing to have a final maturity of this 50 million in 2031 so really it's about less than 10 years what that does as you can see if you look at column 10 too this will enable the district should the need arise for a future bond election to go to the voters illustrate that it's not going to have a significant impact on their tax rate and you'll be able to layer any potential new debt into that without you
know really going over what your current debt service levy is today so it it's going to preserve the district's flexibility into the future and then lastly i think we just want to talk a little bit about the timeline if you do approve the resolution tonight we're proposing to get to get busy we have provided and prepared you know an initial draft of the official statement we're proposing to send that out to the rating agencies in early january with the hope of getting into the bond market in mid-february-ish something like that so we'll get bond ratings you know with with the positive news on your kafir i'm i'm optimistic hopeful that we might get an upgrade from standard and poor's so we've got our fingers crossed on that we'll get those ratings get to the market
hopefully sell the bonds in february and then have bond proceeds delivered to the district in early march so that's kind of the time frame that we're on as scheduled and then with that i'll turn it back over to to miss pat okay to continue with the presentation then um so always it's important that you as a governing board understand what we plan to spend over the next three to four years with this 50 million dollars so security we have begun the implementation of the security cameras and we're well on the way to to getting them installed over the next year or two so about 2.35 million dollars of this will be designated to complete that project and then note that mr castellano has begun the the classroom audio visual project we did do some pilots
at neely as we were removing the building from the old juniper site to the houston elementary site at houston and burke and so it's anticipated that there will be a need of 10 to 11 million dollars to complete that project so we'll be designating about eight million dollars right now uh to that to to complete that project and then this um the next picture was presented today oh hold on a second put it on the slideshow so this gives you an idea of what that um that classroom audio visual will go to and the only difference here according to mr castellano is that the sound bar will not be included on the top this is really an example of the distance learning classroom at one of our high schools okay and then the other the
other dollars will be spent on various facilities upgrades and renewals a total of 39.65 million will be left over we haven't figured out all of the spend totally albert and i have met over the last couple of days so you can see that pot of 13.8 million dollars it still needs to be allocated a couple of notable uh notable projects though we wanted to move into another energy project with led lighting if you recall we improved many of our indoor lighting areas gymnasiums and then the multi-purpose room at gilbert l with a lighting project back in the fall of so we engaged with one of our providers again to come up with a game plan on what would be next and so the lighting upgrades in our stadiums and varsity athletics that would be at
all of our comprehensive high schools as well as some additional lighting upgrades at canyon valley and gca so that is a total cost of just under five million dollars and then in addition we wanted to begin the process of doing some smart irrigation again to to have equipment that will tell us when watering does not need to occur because we had a rain the night before um and then also to allow albert as he is able to control all of the the hvac equipment from his laptop from from wherever he is the smart irrigation would also allow him to do that from his laptop and not just him but all of his staff and then in addition the concept of adding artificial turf in some key areas throughout the school district and i'll show you
some of those so first of all this is the led athletic field lighting project so you can see the type of light pole and lighting available for stadiums on the right hand side and the left is just an example of how the led lighting lights up a field so there's lots of savings associated with this particular project presently albert lets me know that they go in i don't know once or twice a year and they rent a lift that'll take them up i don't know albert 150 feet or something yeah and and so so then what happens they have to have a semi truck come in and bring the lift in so we're renting the lifts um and they go through and change all the light bulbs that they think they need to change and
then the very next day a light bulb could go out and so it's just they're out of luck with the led lighting the led light bulbs are supposed to last in 20 years or more but also as part of the project they warranty the lights through 20 years so if they do fail the provider will come out and replace the the light bulb on there on their dime and their equipment as opposed to ours so that's a huge advantage i think for for gilbert throughout all of our major stadiums i have just a couple questions about the lights um so albert if you could come up because i'm sure i'm not going to be able to answer these questions just my concern is light pollution and um i know that you know we're working in
arizona to keep our skies dark um for places like flagstaff and tucson that have the observatories so what is the effect of these new lights is there some um attempt to uh focus that light downward so it doesn't contribute to light pollution yeah and we do sorry my uh voice is hoarse so i think it's two days you know yesterday i was at the game and to no avail i don't think i did any any uh due diligence to the cardinals winning i did on saturday for highland um so yes so we do follow the the dark sky ordinance um and that is taking into consideration just to your point to limit light pollution um not only in our skies but into our neighboring communities the good thing with led they are directional so you
actually do focus and capture more of that lighting onto your focused area so we do have that flexibility so what you have now it won't bleed out any further than what we have now it actually probably be more contained into our focused uh area of field or directional lighting so okay that's good to know i i know um a few years ago when one of the car dealerships went in someone was complaining about the amount of lighting and yes they really did they haven't really followed that so i i want to be careful that we're doing that and doing to to be good citizens and and keep our high night skies dark and and a good point our neighborhood's around definitely it's in taking consideration and prior to any lighting project specifically exterior as well
as interior um we they do perform a photometric so then they we view so we get the proper coverage without any excess of bleeding into um unneeded areas okay thank you i appreciate that don't leave you yeah let's understand tight yours is there are there any uh cost or utility savings with led uh yes there is because with the with anything else uh led let's just say our current bulbs uh let's just say one pole at highland high in the stadium has uh 20 fixtures each one of those fixtures is 15 15 100 watts so there'd be a total reduction in kilowatt savings kilowatt hour savings because we're going to not only maintain the same uh uh efficiency of lighting or effective efficacy of lighting um we're going to maintain it but we're also going
to drop the kwh the wattage used to to maintain that lighting thank you the the proposal that was presented by the provider indicated that we could see an annual savings of both maintenance as well as utilities of in excess of 450 000 so the project is about 5.9 million dollars which is almost you know really close to a 10 million dollar payback which is really very good and i just want to note real quick to miss bets earlier comment about our rentals so we do rent them we try to perform a maintenance but it is because of the size of the units of the lifts like i said uh every every facility uses 135 foot mesquite high uses or needs 150 foot it needs to be come on a um on a flatbed trailer something
we can't we can't facilitate ourselves that cost for the week is seven thousand dollars close to eight thousand dollars and that's because they have to transport it as well provide for fuel and that doesn't go into the cost of the bulbs as well as the maintenance that's provided for it so thank you mr dutch over and then i just wanted to show a couple of pictures of what could be at mesquite high and desert ridge high you can see around the campus the artificial turf in key areas to improve the curb appeal uh in addition it's not just about improving the curb appeal it also is about not watering the parking lot so as you can many in many of our in our facilities we're actually running sprinklers and they're putting much of the water
onto the parking lot or onto our fencing causing damage to our fencing having the fences deteriorate earlier requiring replacement earlier so this is another part of this this project and then you can see at gilbert classical academy they have that front area there that is a real grass we would propose that we would replace it with the artificial turf you see on the right hand side of this picture you can see how that could make a big difference and we have already if you're looking to take a look at it if you go out to the new neely location we have added the artificial turf at the parent drop off underneath the the uh awnings that were put in there on the parent drop off lane it looks real sharp so as these projects come
to us for approval i'd really like to know what the water savings are and and that kind of thing you bet because that's that's a major interest too um we know water is just going to get more expensive and there's going to be less of it so i'd appreciate that and that ends our report thank you miss betts so we are at 9.03 related to adopting the resolution is there a motion i move to adopt a resolution authorizing the issue and sale of school improvement bonds thank you miss humphries is there a second second thank you mr parker any discussion well i i do have a couple points i i want to just mention i really appreciate the work that's gone into this and um actually i think i do have a couple questions once
we sell this 50 million dollar bond how long do we have to spend that is there a statutory time limit on that dr santa cruz board member humphreys there is federal tax law that applies to the spending down of tax-exempt bond proceeds and there's really two levels the first is the reasonable expectation that you'll be able to spend it in three years if three years down the road if not every dollar or not you know more than um five percent are still available you'll have an additional two years so there's a total of five the goal is to try to spend it in three okay thank you very much i appreciate that um i feel like there's been a lot of work done on this and i appreciate that we're keeping our debt level low
